School Board questions Moyer’s commitment to District 205 Applies for position out-of-state as referendum issue looms

The Elmhurst Community Unit School District 205 Board held a meeting on Aug. 14 at the District 205 Center, 162 S. York St. All seven board members attended the meeting.

At its previous meeting on Aug. 8, the board announced the Aug. 14 meeting would feature a vote regarding the possibility of placing a referendum on the ballot this November. The board is considering a referendum that would ask voters to approve the borrowing of $168.5 million to pay for proposed improvements to the district’s facilities.

Those proposed improvements include complete replacements of Lincoln Elementary School and Field Elementary School. If the board wants to put a referendum question on the ballot in the election of Nov. 6, 2018, it would have to write the specific ballot question and adopt a resolution no later than Aug. 20.

Early in the Aug. 14 meeting, Board President Kara Caforio read a prepared statement: “Within the last 24 hours, the board has learned that Superintendent Dr. David Moyer recently applied for a superintendent’s position in a large out-of-state district. Dr. Moyer has since withdrawn from the preliminary search, however the board wants time to further discuss his commitment to District 205. As a result, the board will postpone its vote on the referendum until Monday, Aug. 20. While we, the board, believe this is the community’s referendum, we want to ensure its leader is committed to District 205 at this time.”

Moyer, who attended the Aug. 14

meeting, did not make any comments regarding the proposed referendum, or his application for the out-of-state position, during the meeting.

According to the agenda for the Aug. 14 meeting, the board planned to consider placing the following question on the ballot in the November election:

“Shall the Board of Education of Elmhurst Community Unit School District Number 205, DuPage and Cook Counties, Illinois, build and equip two school buildings to replace the Field and Lincoln Elementary School Buildings; build and equip additions to and alter, repair and equip existing

buildings, including but not limited to improving security, providing STEM (science, technology, engineering and math) facilities, improving energy-efficiency and technology infrastructure and adding classrooms for full-day kindergarten; improve sites; acquire, improve and equip a building for ed-

Before holding its Aug. 20 meeting, the board held a closed session meeting on the morning of Aug. 17.

The DuPage County Health Department is reporting the second human case of West Nile virus (WNV) in DuPage County for 2018. An Aurora resident in her 30s became ill in late July.

A recent spike in mosquito samples testing positive for WNV caused the DuPage County Health Department to remind residents of the importance of protecting from mosquito bites and the risk of contracting the virus.

The best way to prevent WNV is to avoid mosquito bites and follow the four Ds of defense: Drain: Drain those items that collect standing water around your home, yard or business. Scrub and refill pet water dishes and bird baths regularly.

Defend: Use an insect repellent containing DEET when outdoors and reapply according to directions.

Dress: Wear long pants, long sleeves and closed-toe shoes when outside to cover the skin.

Park District, College celebrate partnership at turf field ribbon cutting

Elmhurst Park District’s Impact Dance Company and Tree Town Tappers performed at the Illinois State Fair for IAPD (Illinois Association of Park Districts) Park District Conservation Day on Saturday, Aug. 18, in Springfield. Twenty-five dancers, along with their families, made the trip to represent Elmhurst, with the goal of showing fair-goers how much fun people of all ages can have by participating in their local park district dance programs.

On Monday, August 13, Elmhurst Park District and Elmhurst College representatives came together to celebrate the completion of the recently renovated turf fields at Berens Park.

The fields have proven themselves to be mutually beneficial to both organizations and the Elmhurst community as a whole and are a great tribute to the partnership between the two entities.

“The Elmhurst Park District Board and staff look forward to continuing to work with Elmhurst College in the future as we identify additional opportunities to partner,” said Park District Executive Director Jim Rogers.

It was almost exactly 10 years ago, on June 16, 2008, that the Park District and College initially cut the ribbon and jointly dedicated the turf fields. Since that date, scores of soccer, football and lacrosse players from both the community and the College have enjoyed countless hours of play, practice and games on the fields.

Elmhurst College President Troy D. VanAken noted at the ribbon cutting that the successful partnership with the Park District, on the Berens turf field project and others, has helped the College to attract significantly more student-athletes in recent years. He thanked the Park District for the collaboration, calling it “a win-win for all of us.”

“This is just one of many great things that are going to happen as we continue to partner together,” he said.

Approves placing referendum question at 11th hour

The Elmhurst Community Unit School District 205 Board voted unanimously during Monday night’s special meeting to place a referendum question on the ballot in the upcoming general election of Nov. 6, 2018. The referendum will ask voters to approve the borrowing of $168.5 million to pay for improvements to the district’s facilities. Those improvements, which are outlined in the district’s proposed master facilities plan, include full replacements of Lincoln Elementary School and Field Elementary School.

All seven board members attended Monday’s special meeting at the District 205 Center, 162 S. York St. They voted to approve a resolution that places the question onto the Nov. 6 ballot. (See story on pg. 1 for exact verbiage of question.)

Approval goes right up to deadline The board had to act no later than Monday, Aug. 20, to be able to place the referendum question on the ballot in the Nov. 6 election. The board had intended to vote on the issue at its regular meeting on Aug. 14. Early in that meeting, Board President Kara Caforio read a statement that said the board would delay its vote because Board members had just learned that Superintendent Dr. David Moyer had applied for a superintendent’s position in another state. Moyer reportedly withdrew his application for that position. Caforio said on Aug. 14 that the board wanted time to further discuss Moyer’s commitment to District 205.

Caforio read another statement at the beginning of Monday’s meeting.

“Concerned about the potential loss of Dr. Moyer’s leadership at this critical time for the district, the board delayed voting on the referendum in order to meet with Dr. Moyer,” said Caforio in a portion of her statement.

Caforio joined fellow board member Karen Stuefen, who is the chair of the board’s performance management committee, to meet with Moyer on Aug. 16. The entire board held a meeting with Moyer on Aug. 17.

“As a result of these productive meetings, the board is confident in Dr. Moyer’s commitment to District 205,” said Caforio in Monday’s statement. “ The board recognizes the major milestones the district has made under his leadership and is in alignment with the vision for the district.”

Caforio then gave Moyer the opportunity to make a statement.

Commitment to community affirmed “I’ve worked very hard to facilitate the development of a master facilities plan for the district that would require a referendum because I believe it is necessary and the right thing for this community,” said Moyer in part of his statement. “I would like to take this opportunity to thank the many community members who have supported our work over the past three-plus years.

In his comments, Moyer did not make any reference to his application for the out-of-state superintendent’s position.

Caforio added that Monday’s vote was the culmination of three years of intense engagement with the school community to shape and define the future of District 205, which sought community feedback as it developed a comprehensive master facilities plan.

AIDE CRESPO, 91 Born on Feburary 23, 1927 in Manzanillo, Havana, Cuba, Aide Crespo passed away on Aug. 2, 2018 at Lombard Place Assisted Living in Lombard.

She was 91. She and her husband Armando moved to the U.S. on April 12, 1970, along with their daughter Clara. The family settled in Elmhurst and became U. S. citizens. Aide was a hard worker, she and Armando often worked long hours and held multiple jobs. Armando passed away in 1992. Aide retired with 20 years of service at Elmhurst Memorial Hospital.

A good-hearted person, Aide was generous, empathetic, funloving and young at heart. She had an infectious laugh, a great sense of humor and a smile that would light up a room. Aide

Tax impact on average homeowner According to the district, if approved, the $168.5 million referendum would have an additional annual tax impact of about $150 on the owner of a home valued at $500,000. The district would reportedly pay back the borrowed money over a period of 25 years.

The total cost of replacing both Field Elementary School and Lincoln Elementary School would account for about 38 percent of the proposed referendum bond issue. According to estimates provided by the district’s architect, building a new Field Elementary School would cost about $29 million. Building a new Lincoln Elementary School would cost up to $35.2 million. Lincoln School is over 100 years old. Field School is nearly 90 years old.

Board member John McDonough moved to place the question on the ballot during Monday’s meeting.

Board member Shannon Ebner seconded the motion. All seven board members then spoke about why they

loved to sew, cook and iron.

In her spare time, she liked to watch old movies and novellas on TV. In the summer, you would find her in her garden or sitting by the community pool.

Aide loved music and loved to dance. She was always the first one on the dance floor.

Aide also did a lot of traveling.

She especially loved to go on a Caribbean cruise. She was not afraid to venture out and experience new and different things. She enjoyed life.

Aide is survived by her husband Joe Idasek, her loving daughter Clara Crespo Lomeli, her grandchildren Frank (Vanessa) Lomeli, Jennifer (Aaron) Lomeli-Gonzalez, Christina Lomeli, Armando Lomeli and her great-grandson Jaylen Lomeli.

Aide was a beautiful human being. Everyone was her “baby.”

She was completely devoted to her family as was her family to her. We all love her, we all miss her. Rest in Peace Aide, Rest in Peace Mamita, Rest in Peace Abuelita.

Board members weigh in on Master Plan McDonough described the district’s master facilities plan as a great plan. He also noted that district voters last passed a referendum in 2006.

The passage of that referendum allowed the district to issue about $54 million in bonds to upgrade facilities and refund portions of outstanding debt.

Ebner noted that the district reached thousands of community members during the engagement process of the last three years. She said the community should have the opportunity to decide if the district should borrow the money to implement its master facility plan.

Board member Jim Collins said that issuing $168.5 million in bonds would typically require an enormous property tax increase, but he said the proposed referendum would generate a relatively small increase because the district refinanced its debt during the economic downturn that took place following the 2006 referendum. Collins also said the district chose to shorten the duration of its debt repayment schedule, which he said saved district taxpayers over $15 million. Collins also noted that he has lived in Elmhurst all his life.

He said that if the upcoming referendum does not pass, the board would need to listen and learn why it did not pass.

Stuefen stated that the district is not able to use operating funds to pay for capital building needs. She said districts typically seek a referendum every five to seven years to address facility needs. She said that by putting the question onto the ballot, the board would hear the voice of the community.

Board member Chris Blum described the district’s proposed master facilities plan as a generational commitment. He said the board engaged in rigorous questioning and discussion to formulate the plan. Board member Margaret Harrell said that by putting the question on the ballot, the board is turning the decision back to the community. Harrell encouraged community members to vote their consciences. Whatever the outcome, Harrell said the board will all learn and improve the future of the district.

Shortly before the vote, Caforio noted that as a parent, she has had children in District 205 schools for 12 years. She said she has listened to and participated in discussions about the district’s facilities for years. She also said that as a former teacher, she believes that the state of the district’s facilities impacts students’ education. Caforio said it is no small thing to consider putting a question on the ballot that asks taxpayers to increase their tax bill. She described the referendum as much more than just an investment in facilities.

“It’s an investment in future opportunities for our children, and our children’s children,” said Caforio.

Battery

Aug. 14 Police said a suspect arrived at an auto repair shop in the 600 block of W. Lake at around 6:46 a.m. and began causing a disturbance. A friend of the owner tried to quiet the suspect down and the suspect began arguing with him. The suspect allegedly punched the complainant and then the complainant pushed the suspect. Officers instructed the suspect to contact the business owner before returning to the repair shop. Neither party wished to sign complaints.

Aug. 10 Robert Wartson, 48, of Tulsa, Okla., was charged with battery in the 300 block of N. Route 83 at around 5:41 a.m. A victim told police that he and Wartson were involved in a verbal argument which turned physical when Wartson allegedly punched the victim in the face.

Disorderly conduct

Aug. 14 Police said officers responded for a check on well-being and observed John C. McGrath, 63, of Tacoma, Wash., lying in the grass. According to police, McGrath was highly intoxicated and could not care for himself. McGrath was cited for disorderly conduct/public intoxication.

Aug. 13 Christopher C. Murphy, 28, of Elmhurst, was issued a citation for disorderly conduct/ public intoxication in the 100 block of Hale at around 9:47 p.m.

Aug. 10 Police said a reporting officer responded to a fight in progress near York and Crestview at around 6:01 a.m., where Darrell Lige, 61, of Chicago, and Darek Kedra, 49, of Crystal Lake, were involved in an altercation in the roadway. Lige was issued a citation for disorderly conduct/fighting and Kedra was issued citations for disorderly conduct/engaging in a fight and damage to property.

Aug. 9 Zbigniew S. Nykiel, 43, of Villa Park, was issued a citation for disorderly conduct/ damage to property near Route 83 and St. Charles at around 5:56 p.m. Police said officers responded to a road rage incident where two drivers were verbally arguing. The victim told police that Nykiel allegedly cut him off, stopped his motorcycle in traffic, was yelling and then punched his mirror, causing it to shatter. Police said Nykiel related the victim attempted to strike his motorcycle and he put his arm out, which is when the mirror shattered.

Domestic battery, domestic incident, disturbance

Aug. 14 A 31-year-old Elmhurst man was charged with two counts of domestic battery, battery, resisting a police officer and attempted unlawful restraint in the 600 block of W. Fay at around 5:31 p.m. Police said that upon arrival at the scene, officers observed the two victims restraining the suspect on the kitchen floor.

The suspect told police he attempted to unlawfully restrain Victim 1.

CALL 800-222-TIPS Aug. 11 Police said a victim in the 400 block of Emery Lane came to the police department at around 8:16 a.m. to report that a suspect grabbed her around the neck with both hands and pushed her against the wall. She stated he allegedly punched her, leaving a small bruise.

The suspect, a 54-year-old Elmhurst man, was located and charged with domestic battery.

DUI, illegal transportation of alcohol, open alcohol in public, consumption of alcohol by a minor

Aug. 15 James E. Williams, 31, of Chicago, was charged with aggravated DUI, DUI, driving while license suspended, improper lane usage and no seat belt subsequent to a traffic stop near York and May at around 3:39 a.m.

Aug. 14 Andrew M. Burmeister, 24, of Palatine, was charged with DUI and no insurance near Route 83 and St. Charles at around 4:52 a.m.

Aug. 13 Anastasios Garbis, 49, of Elmhurst, was charged with DUI, failure to dim headlights and disobeying a stop sign subsequent to a traffic stop near York and Van Buren at around 12:53 a.m.

Aug. 11 Police said that subsequent to an ISPERN broadcast for a vehicle leaving the scene of a property damage accident on I-290, a reporting officer located the vehicle, which was stopped after an improper lane usage violation and Steven Weidacher, 30, of Lombard, was found to be DUI. Weidacher was charged with DUI, improper lane usage and no insurance.

Aug 9 Alexa Honiotes, 27, of Joliet, was charged with DUI and improper lane usage subsequent to a traffic stop near North and Melrose at around 10 p.m.

Fleeing, eluding

Aug. 12 Police said that subsequent to an attempted traffic stop for speeding (63 mph in a 30 mph zone), the vehicle fled from a reporting officer (in excess of 100 mph) eastbound I-290 from North Avenue at around 2:25 a.m.

Possession of cannabis, possession of drug paraphernalia, possession of a controlled substance Aug. 15 Marco L. Mack, 28, of Hillside, a passenger in a vehicle, was issued a citation for possession of cannabis subsequent to a traffic stop near Butterfield and York at around 2:47 a.m.

Aug. 14 Police said that subsequent to a traffic stop near St. Charles and Fair at around 1:51 a.m., Laura Y. Ramirez-Avalos, 18, of Villa Park, admitted to smoking cannabis in the vehicle earlier, and to having a multi-colored glass pipe in the center console. She was was cited for possession of drug paraphernalia and speeding. James D. Thurmond, 18, of Glen Ellyn, admitted to having cannabis in his pocket, according to police. He was cited for possession of cannabis.

Aug. 13 Tamira Bishop, 20, of Hillside, was issued a citation for possession of cannabis subsequent to a traffic stop near York and Belden at around 4:53 p.m.

Stephanie Diodonet, 30, of Carol Stream, was charged with possession of cannabis, possession of drug paraphernalia, driving while license suspended and obstructed windshield subsequent to a traffic stop near North and Indiana at around 1:38 a.m.

Conrado Pool, 40, of Montgomery, was charged with possession of cannabis and speeding subsequent to a traffic stop near North and Indiana at around 10:42 p.m.

Aug. 12 Destiny Biggs-Carmody, 31, of Waukegan, was charged with illegal transportation of alcohol, possession of cannabis, possession of drug paraphernalia, driving while license revoked, tinted windows, no front registration plate and no insurance; Jose Rivera, 38, of Waukegan, was issued a citation for possession of cannabis; Jesus Garcia, 21, of Waukegan, was charged with state charges of unlawful possession of a controlled substance, possession of open alcohol and no seat belt; and Gregorio Funes, 29, of Winthrop Harbor, was issued a citation for possession of open alcohol subsequent to a traffic stop near North and I-290 at around 3:37 p.m.

Suspicious circumstances

Aug. 13 A complainant in the 900 block of S. Swain told police she received two missed phone calls from telephone number 630-530-3050 at around 9:19 a.m. At 09:28 a.m., she received a third phone call from that number and answered. The complainant related a male with an Australian accent identified himself as the Elmhurst Police and advised the complainant that someone had filed a complaint against her.

She hung up the phone and looked up the number 630-530-3050 online and found it was for the front desk of the police station. The complainant related she called the number back and spoke with personnel at the front desk who advised her no one had called her from the police department.

Aug. 12 A reporting officer responded to Elmhurst Hospital for a report of a sexual assault at around 1 a.m. An unknown female victim refused to provide information to the hospital, declined a sexual assault kit, and was gone prior to the reporting officer’s arrival.

Aug. 11 A complainant at a company in the 700 block of Church told police at around 11:40 a.m. that he was notified by one of his employees that an unknown suspect(s) had tampered with a truck battery while the vehicle was parked outside of the above location. They found no other damage or tampering to any

other vehicles.

Aug. 14 Retail theft was reported at a store in the 300 block of S. Route 83 at around 8:21 p.m. A complainant told police he witnessed a suspect take a pair of shorts off of the rack and enter the dressing room. The suspect reportedly exited the dressing room with a bulge in his hoodie pocket and proceeded past the point of purchase. Police said he admitted to placing the shorts into his pocket and did not intend to pay for them. The suspect was served with a no trespass order, cited for retail theft and released to his grandfather.

Aug. 13 Attempted burglary to a vehicle was reported in the parking lot of a fitness center in the 600 block of N. York at around 6:57 p.m. Officers responded for a suspicious vehicle, where people were looking into vehicles in the parking lot. A complainant observed two suspects described as black males exit a vehicle and look in windows of vehicles parked in the lot.

When they observed the complainant watching them, they fled the area. While speaking with the complainant, the reporting officer observed the victim’s vehicle with a broken passenger side window. The owner of the vehicle was located and related that nothing was stolen out of the vehicle.

Aug. 10-Aug.13 Theft was reported at a business in the 400 block of W. Fullerton. A victim told police that an unknown suspect(s) disconnected and removed four truck batteries sometime between the above dates. The victim related each truck has two batteries located on the undercarriage of the driver’s side.

Theft of vehicle parts was reported in the 900 block of N. Oaklawn. A victim told police that when he attempted to start his Freightliner box truck, it was completely dead. He then noticed the battery box cover was slightly off and not locked down. It appeared that an unknown suspect(s) had removed the F5 fuse from the fuse box. The victim replaced the fuse and all of the lights came on, but the truck would still not start.

Aug. 12 A complainant in the 200 block of Highland told police at around 8:12 a.m. that she had her tenants of 6 years evicted approximately 3 weeks ago. The complainant stated she came to her rental house on the above date and noticed her refrigerator and stove were missing.

The complainant declined to investigate the incident, but wanted the matter documented for insurance purposes.

Retail theft was reported at a store in the 300 block of S. Route 83 at around 5:08 p.m.

Police said an unknown suspect placed two bottles of perfume on her person, a third bottle in her hand, and left the store without paying.

The suspect, described as an Hispanic female, possibly in her 30s, wearing a black and white striped dress, average height and weight, with dark hair, left in a silver Kia minivan.

Three teens charged with first degree murder, concealment

DuPage County State’s Attorney Robert Berlin and West Chicago Chief of Police Michael Uplegger announced that bond has been denied for two teens accused of murdering Luis Guerrero, 18, of West Chicago.

Bakalis also set bond at $100,000 for a third individual involved in the case. The following individuals appeared at a bond hearing last week in front of Judge George Bakalis: • Francisco Alvarado, 18, of West Chicago. Bond denied. Alvarado has been charged with one count of First Degree Murder, one count of Armed Robbery (Class X Felony) and one count of Concealment of a Homicidal Death (Class 3 Felony.)

moved Guerrero from the Jeep. It is alleged that the pair had contacted Correa and asked him to bring gasoline to the Joliet Street location. It is alleged that when Correa arrived at the site, he gave the gasoline to Alvarado and The juvenile suspect and left the scene. It is further alleged that Alvarado and The juvenile suspect then poured the gasoline on Guerrero and lit him on fire. It is alleged that while on fire, Guerrero got up and began to run away and that Alvarado and The juvenile suspect ran him over with their Jeep. It is further alleged that Alvarado and The juvenile suspect dragged Guerrero back to a fire pit at the location, re-lit him and placed a picnic table over him.

“I … thank the West Chicago Police Department and the Major Crimes Task Force for their truly outstanding work in identifying and apprehending the suspects in

this case,” Berlin said. “The vicious brutality allegedly displayed by the defendants in this case is beyond imagination. I can’t begin to fathom the pain that Mr. Guerrero must have endured as his life was brutally taken from him. I would like to offer my sincerest condolences to Mr. Guerrero’s surviving family and friends on the loss of Mr. Guerrero.”

“To go from having nothing on a gruesome murder to charges filed against suspects in the case within a twenty-four-hour period is proof of just how committed we all are in DuPage County to justice and protection of the public,” Uplegger said.

All three defendants’ next court appearance is scheduled for Thursday, Sept. 13, for arraignment in front of Judge George Bakalis.

Aug. 11 Zion Palmer-Scott, 19, of Chicago, was charged with felony forgery at a store in the 200 block of S. Route 83 at around 3:42 p.m.

Police said Palmer-Scott and three other suspects purchased small dollar items using counterfeit $100 bills in order to get change. The three suspects fled the scene prior to an officer’s arrival. One of the suspects was described as a black male, around 6’1” and 190 pounds, wearing a white T-shirt, gray sweatpants and a blue hat. The second suspect was described as a black female, around 5’6” and 110 pounds, wearing a black short-sleeve shirt, pink shorts and flip-flop slides. The third suspect was described as a black female wearing a sports bra and gray yoga pants. Palmer-Scott was charged with felony forgery subsequent to another incident at a store in the 100 block of S. Route 83 at around 3:53 p.m. Police said Palmer-Scott attempted to purchase an item using a counterfeit $100 bill. He reportedly fled the scene prior to an officer’s arrival, but was later taken into custody by the Wood Dale Police Department and then taken to the Elmhurst Police

New legislation takes first step toward access to records of school administration costs A measure championed by State Senator Tom Cullerton (D-Villa Park) will give DuPage County taxpayers easier access to records of school administration costs.

Senate Bill 3236, which will require the Illinois State Board of Education to include a school district’s administrative costs in state school report cards, was signed into law last week.

According to the not-for-profit group Ed Choice, between 1992 and 2009, the number of district administrators grew by 36 percent in Illinois. That’s 2.5 times greater than the growth in student population.

This is despite the fact that nearly half of Illinois school districts manage one or two schools and more than one-third of all district offices serve fewer than 600 students. One example is Lake Park Community High School District 108, which has five elementary school districts that feed into it. The high school district shares overlapping boundaries with those schools and serves the same population, yet each individual dis-

trict has a superintendent and several administrators.

Cullerton said Senate Bill 3236 will help give the legislature and residents a chance to examine how school districts spend their tax dollars.

“DuPage County residents pay their property taxes to give students the best educational opportunities, not to pay for executive salaries,” Cullerton said. “Finding savings and cutting administrative costs will help lower property taxes and this new law will help us know where to look to make these cuts.”

Illinois school report cards already include information on average class size, teaching experience, percentage of special education students, per-pupil operating expenditures and the per-pupil state pension contribution among other items.

Senate Bill 3236 passed the Senate and House without any opposition and goes into effect immediately.

New law brings solar revenue to local communities Standard tax assessment set for solar farms outside Cook County

A new law sponsored by State Senator Don Harmon (D-Oak Park) ensures local communities benefit from the tax revenue generated by Illinois’ solar industry.

“Solar energy is a rapidly growing industry in Illinois, and it’s good not only for the environment but also for the economy,” Harmon said. “It is my hope that the revenue generated from this industry can benefit local schools and communities and encourage the continued growth of solar power in our state.”

The legislation, which became law on Friday, Aug. 10, sets a standard

tax assessment value for commercial solar farms located anywhere besides Cook County. This creates certainty around the revenue that local governments will receive from the farms.

Under the legislation, solar farms could generate $250 to $300 million in tax revenue over a 25-year span, money that would go to funding schools, roads and other critical services.

Senate Bill 486 takes effect immediately.

Have we not been down this road before in DuPage County. Why is Deanne Mazzochi holding two elected offices at the same time?

As DuPage County Chairman Dan Cronin stated, after the overwhelming 10-1 results in a 2012 advisory referendum, “The message is loud and clear we don’t want people in

two offices out there.”

Mazzochi either needs to give up her appointment as State Representative or resign from the College of DuPage Board.

The voters and the County Chairman have spoken. Let’s not play the same old Illinois politics.

Dead tree growing

It was dead, or nearly so. A massive maple tree that had marked the seasons and passing of time for twice as long as most humans grace the earth. Each spring his buds reminded us of life anew. He’d sheltered us from the intense summer sun and gave a brilliant colorful display each autumn. He stood strong and steady during the frigid winter months.

My boys used to like climbing his branches, going much higher than my comfort zone. One summer one of his limbs served as an anchor for a birdhouse, which provided residence to a mama sparrow and her three chicks. His aboveground surface roots created a formidable sporting hazard during friendly family games of croquet. The tree was an icon in our yard.

But in the last few years, more and more branches failed to leaf out in the spring. The bark peeled and fell from the massive trunk. Large limbs shivered in the wind, weighed down with years of growth and life and now death. The tree was dying.

It was time for it to come down.

This was a job for professionals.

The tree removal guys took off the top branches first, moving downward to the trunk until there was nothing left but a stump. That, in turn, was ground up by another professional and we sprinkled the area with black dirt and grass seed.

I lamented the loss. My husband, who is also a tree enthusiast agreed.

“But look on the bright side,” he said.

“We won’t have to navigate over the roots when we play croquet.”

The tree had been in the process of dying. We thought we finished the job. But the maple wasn’t ready for that just yet.

We’d taken the branches and the trunk. We’d ground the stump.

We’ve disposed of trees in the past and this is how it goes. With most trees.

Not our maple. He had life left to live. Or better put, lives – as in plural.

Many plurals, as it turns out. The dead tree just keeps growing.

Throughout the yard – all over – the tree is sprouting saplings from its roots. The infant trees stretch far and wide. They disappear after a thorough mowing but then grow back again faster than you can say herbicide. They may even be multiplying.

If we aren’t careful soon we will be

living in a forest, which wouldn’t be a bad thing, but then where would we play croquet?

There are measures we can take to deal with the sprouts. And I suppose that’s what we’ll do – with most of them – but not all. I think maybe we should honor the tree’s determination to survive and return to its former glory by keeping one sapling growing in the spot of the original tree. We can nurture it with tender loving care, water it in the summer and protect it in the winter.

In turn, it will grow and flourish and proclaim the seasons with new life in the spring, shade in the summer, golden splendor in the fall and steadfastness in the winter. Its sturdy branches will support the weight of another generation of tree-climbing children whose moms fret about slivers and someone putting an eye out. Its limbs will beckon to sparrows and robins, providing nesting spots to hatch their broods.

And, it will likely grow more aboveground roots, which means the croquet hazard will be back, but what’s a game without a challenge or two?

It was a beautiful day – not too hot, not to chilly – on Friday, Aug. 17 for the 23rd Annual Elmhurst Children’s Assistance Foundation (ECAF) Golf Classic at White Pines Golf Club in Bensenville.

After 18 holes of golf, participants and other guests gathered inside the Clubhouse for dinner, prizes, contest winners and the presentation of the 2018 “Friend of the Children” award, which was given to Mike LaSpisa.

ECAF President Michael Burroughs served as Master of Ceremonies for the evening, while golf awards were presented by Golf Outing Co-Chairs Jeff Crum, Kevin Diamond and Dan Sullivan. Maria Guzman was the guest speaker, after which Cathy Ficker Terrill introduced LaSpisa, whom she had nominated for the award.

On Saturday, Oct. 13 from 6-9 p.m., the students are hosting a Town Hall event at Congregation Etz Chaim, 1710 So. Highland Ave. in Lombard. The goal of the event is to unite local students and families dedicated towards a conversation on gun violence prevention from both sides of the aisle. It will offer the different perspectives from both March For Our Lives student activists and their peers living in Chicago, who deal with gun violence daily.

To gather feedback from the community, the district held open houses at The Abbey on July 12 and July 26. The district also made an online survey available. Over 165 online surveys were completed.

Upland Design developed three initial concept plans and presented them at the board meeting on July 23. Based on community feedback, Concept B was favored. That concept features open lawn space, separate areas for small and large dogs,

picnic tables, a shade structure, an agility course, a grass tunnel, a dog splash pad area, a walking path, drinking fountains for people and dogs, a restroom facility and about 30 parking spaces. The dog park will be open during regular park hours, from sunrise to sunset. The park will be surrounded by six feet of fence.

Dog owners will reportedly gain entry to the dog park through a key fob or card swipe system. Revenues from passes and memberships may offset some operational costs. The total estimated cost to construct the facility is about $1.6 million.

I started my joy workshops and life coaching in 2009. Since then so much of what I intuitively taught has become common and popular. Adult coloring books are now mainstream and you can meet up with other folks and color together at local libraries. Back in the day, I sent my clients coloring pages via email. A book about the magic of tidying up is a huge bestseller. A focus of my Joy Beyond Your Dreams program was on decluttering and it is indeed magical.

tell ourselves to change our lives is now creeping into our culture, but alas, many people still have not yet embraced that shift in thinking.

That’s the difference. We are much more apt to do something a little different – color, declutter, take a dance class – than to think a little differently.

It’s easier to try a new action than to try a new way of thinking.

We’ve never had to think about our thinking before. To be clear: the goal is not “positive” thinking. I’m all for affirmations and incantations, but positive thinking alone does not really change your life.

You have to go a little deeper. You have to think about what you think about. The key to shifting how you navigate life is to begin to be the observer. What do you observe? You. So much of our attention is pointed outward. My boss is a jerk.

That driver is an idiot for cutting me off. The weather here sucks. My husband never/always/should blah

blah blah. You can’t trust doctors/ lawyers/redheads.

On and on we go. We see the world around us and find fault. We label everything. We judge. And we don’t even realize we do it. It is normal, it really is.

And you can create a new normal.

It takes training and practice to create a new habit. We know that.

Yet we don’t see our thought patterns as habits that we can change. We can.

So much of what we have taken in as our own beliefs are what we are taught as children. Our parents, teachers, pastors/rabbis/preachers, the media, our extended family all

have influence. That influence shapes and molds the way we interpret the world.

We have so many beliefs in us that we don’t really think about. We just think that is the way life is, and that’s the way we are. “I’m terrible with money.” “I don’t have a creative bone in my body.” “I’m too old to try something new.”

Those beliefs are patterns based on what we learned in the past. You can make a new pattern, if you want.

Many people blindly go through life without realizing how some old thought patterns are holding them

Youth baseball pitcher serves as honorary bat kid at Cubs game Payton Ptak, 12, of Elmhurst had the chance of a lifetime when he served as the honorary bat kid at the Chicago Cubs game against the Milwaukee Brewers on Tuesday, Aug. 14.

This opportunity was sponsored by Advocate Good Samaritan Hospital and Advocate Health Care that provides young patients the chance to visit the dugout, take photos with players, collect autographs and watch the pre-game warm-up from the bench.

When Payton was born at 25 weeks weighing one pound and six ounces, his parents Drew and Kim were told he had a 50 percent chance of survival during his first 24 hours. Two months into his care at Advocate Good Samaritan’s Level III Neonatal Intensive Care Unit (NICU), Payton was diagnosed with a retinal disease and at risk of losing his eyesight. Two surgeries, six months in three different NICUs, and 12 years later, Payton is a healthy sixth grader with nearly 20/20 vision.

Having nearly perfect eyesight is extremely important for this Cubs fan as he pitched for the Elmhurst Explosion travel league the past three years. This summer he tried out for and made the nationally recognized Longshots travel program for the 2018-19 season.

Payton’s family is grateful for the care their family received at Good Samaritan Hospital. In fact, their oldest son Tyler, a 16-year-old junior at the Illinois Math and Science Academy (IMSA), also had a three-month stint in the Level III NICU. “I feel extremely blessed, and we are forever grateful for the care my family received from the doctors and nurses at Good Samaritan Hospital,” said Kim. “Since we had experienced the NICU with my first son four years earlier, it helped prepare us for Payton’s journey. We already had a relationship with the caregivers and trusted them completely.

“I’m confident that the early intervention and care my boys received at Good Samaritan Hospital is the foundation of the health and success they experience today.”

Payton had the opportunity to meet his favorite player, third baseman Chris Bryant, during the major league baseball game with his brother and parents.

Men of Spirito! seeks new voices Spirito! Singers, one of the western suburb’s leading youth choirs has just begun it 11th Season. And along with the girls and young women of Spirito, the Men of Spirito! are gearing up for another great year.

This group is made up of adult men, ages 18 and up. Artistic Director and Spirito! Founder Molly Lindberg originally formed this as a fun small singing group of mostly dads who could add some variety to the concerts.

“Turns out they sounded pretty good!” said Lindberg. “The men loved singing together, the audience loved hearing them and the girls loved singing with them. So, they became a permanent fixture.

They make great music and enjoy themselves. Plus, it really enriches our girl’s experience to sing with male voices in an intergenerational setting.”

Here’s what’s happening at the Elmhurst Park District

The Elmhurst Park District Board held a regular meeting on Monday, Aug. 13 at The Hub at Berens Park, located at 493 Oaklawn Ave. All seven commissioners attended the meeting.

Ribbon-cutting celebrates re-opening of turf fields Prior to the meeting, the board joined representatives from Elmhurst College for a ribbon cutting ceremony to celebrate the completion of the renovated synthetic turf fields at Berens Park. The first synthetic turf fields at the park were installed in 2008. The recently installed turf replaced the 10-year-old turf. The district and Elmhurst College shared the cost of the turf replacement. The district paid 75 percent of the cost (about $670,000), while the college paid 25 percent (about $225,000).

Still struggling with registration software The meeting included a discussion of the district’s registration software, which ran at an unacceptably slow speed during registration in February. The district has been working with the software vendor, Vermont Systems, Inc. (VSI), to address the issue. The district’s on-premise servers hosted the registration in February. The vendor’s servers hosted the first day of the district’s recent fall registration on Aug. 4. Elmhurst

Park District Executive Director Jim Rogers stated during the meeting that the registration did not proceed as he hoped it would. Rogers said that at 8 a.m. on Aug. 4, more than 1,000 people had logged in. By 8:20 a.m., more than 1,500 registrations had been processed, but users were dealing with unacceptably slow speeds. By noon on Aug. 4, almost 950 households had completed about 3,500 registrations, but Rogers said that while those registrations should have taken minutes, in some cases they took more than an hour.

Rogers blamed the slow processing speed on Aug. 4 on a glitch in the VSI software. He added that VSI is not meeting the community’s needs.

He noted that switching to a new software vendor would be a major undertaking. EAG presents ‘An Artist’s Changing View’ Terrance Johnson presents exhibit of acrylics, mixed media works

The Elmhurst Artists’ Guild (EAG) is currently hosting a solo exhibit, An Artist’s Changing View featuring original paintings and mixed media art by Terrance Johnson.

Largely a self-taught artist, Johnson refuses to be categorized as having one type of artistic style. Instead, he embraces the evolving nature of his work, which has moved through disparate phases over time as the artist and the world around him have changed.

“I jokingly told my friend that I thought of myself as a ‘distortionist,” Johnson said. “My works always begin with figurative images, classical or contemporary, and lead to some kind of distortion, often dictated by the act of painting itself...”

His artistic influences include his background in the theatre, the digital age, and even his interest in Buddhism.

An artist’s opening reception was held on Friday, Aug. 17 in the Elmhurst Artists’ Guild Gallery at the Elmhurst Art Museum.

The show runs Aug. 12 through Sept. 7. EAG Gallery hours at the Elmhurst Art Museum: Tuesday through Sunday from 11 a.m. to 5 p.m. Admission is $12 adults, $10 seniors, free for EAM and EAG members, students and children under 18. All visitors are admitted free on the first Friday of each month.

County Board approves referenda questions for November ballot The DuPage County Board voted unanimously Tuesday to put three tax-related referendum questions on the November 2018 General Election ballot.

Two of the questions seek voters’ opinions on revenue raising proposals impacting issues debated in Springfield. One asks voters to weigh in on a proposal to help reduce state debt. The other asks voters’ opinions on an alternative method to fund transportation projects. The third question focuses on the County’s Accountability, Consolidation, and Transparency (ACT) Initiative.

“Responses to these questions will

provide the Board with important feedback and guidance as various proposals are debated in Springfield,” said County Board Chairman Dan Cronin. “Our residents already face some of the highest property taxes in the nation. We welcome the input of DuPage County voters and believe it is important to let their voices be heard on these crucial issues.”

The referendum questions will appear on the ballot as follows: • “Shall DuPage County oppose the General Assembly instituting a property tax increase equivalent to 1% of your home’s value to help re-

tire state debt?”

• “Shall DuPage County oppose the creation of a statewide Vehicle Mileage Tax (VMT) which would tax DuPage County citizens based upon the number of miles driven annually?”

• “Shall DuPage County continue to dissolve and consolidate units of local government to reduce costs, increase efficiencies, and increase accountability?”

The 1908 race riots in Springfield inspired a national movement, which later led to the founding of the NAACP.

1908 Springfield race riot led to the creation of the NAACP Editor’s note: The weekly Illinois Bicentennial series is brought to you by the Illinois Associated Press Media Editors and Illinois Press Association.

More than 20 newspapers are creating stories about the state’s history, places and key moments in advance of the Bicentennial on Dec. 3, 2018. This week’s article is a compilation of multiple stories written by former (Springfield) State JournalRegister reporter Pete Sherman for the special section “Outrage: The events and aftermath of the 1908 Springfield Race Riot” that appeared in the June 1, 2008, edition of The SJ-R to mark the 100th anniversary of the riots.

After the 1908 race riot in Springfield, Mabel Hallam admitted she fabricated the accusation that George Richardson, a black man, had raped her.

One of the pre-eminent civil rights organizations was born from one of the worst moments in Springfield’s history.

In August 1908, a white mob, thwarted in an attempt to lynch two black inmates in the Sangamon County Jail, went on a rampage.

They destroyed dozens of blackowned businesses and homes in Springfield. Two black men were lynched and five white men died during the riot, with dozens more injured. Other deaths connected to the riots happened in the days prior to and after it ended.

Appalled that such an event took place in Abraham Lincoln’s hometown, civil rights activists in New York began meetings that led to the formation of the NAACP. For numerous reasons, noticeable tension along racial lines existed among the 50,000 people who lived in Springfield in 1908. That tension boiled over in August, having simmered for at least a month after the first of two high-profile accusations were made against black men.

New to town On or near June 1, 1908, 17-year-old black teenager Joe James jumped off a freight train passing through Springfield. Police ordered him to leave but James stuck around, and was eventually arrested for loitering.

Late the evening of July 4, when he was granted a temporary parole from jail for good behavior, by James’ own account, he must have wandered drunk and fell asleep outside. That same night, an intruder resembling James’ description entered the Ballard home.

Alerted by his daughter Blanche’s screams, Clergy Ballard, a popular white mining engineer, caught up to the stranger outside the house. The two scuffled and Ballard returned bleeding profusely. He died the next day.

Ballard’s sons and other young men searched the neighborhood and found a sleeping James and beat him senseless. Police arrived

and broke up the bludgeoning.

James denied knowing anything about the home invasion or Ballard’s injuries, still he was charged with the crime.

Perhaps the rage would have faded and James’ trial would have been held without incident had Mabel Hallam not falsely claimed a black man named George Richardson sexually assaulted and dragged her from her Springfield house near midnight on Thursday, Aug. 13, 1908.

The first day Crowds grew outside Sangamon County Jail, where Richardson was being held, as news of Hallam’s alleged rape spread. The state militia was summoned, but it would take hours for troops to arrive.

Sangamon County Sheriff Charles Werner decided to sneak Richardson and James out of

the jail, hoping that if the crowd learned they were gone, people would go home. Werner had a fire station nearby sound its alarm and dispatch its trucks past the crowd.

Werner was able to get prisoners out of the jail and into a car that sped off to Bloomington.

The crowd became incensed when it was discovered they had been duped. A handful of militiamen arrived at the jail and pushed back the crowd. But by then, word had spread the car used to escort James and Richardson out of town belonged to Harry Loper, a white downtown restaurant owner.

Within minutes, thousands assembled in front of Loper’s restaurant. An estimated 5,000 rioters destroyed Loper’s restaurant and torched his car. Then, organized groups methodically decimated dozens of black businesses and

tenant rooms with bricks, torches and bullets. Several black residents, either working downtown or who were out at the wrong place at the wrong time, were attacked and beaten.

By 11 p.m., the mob had reached the “Badlands,” where many of the city’s black families lived. The mob spent the next four hours torching roughly 40 black homes, avoiding those lived in by whites. At about 2 a.m., the mob reached Scott Burton’s home. Burton had already lost his barbershop business and had sent his family away.

He was soon beaten and lynched; his body was mutilated for the next half hour with bullets and knives.

Only after Col. Richings J. Shand ordered his militia troops to fire low into the crowd shortly after

By Saturday morning, Aug. 15, six were dead or dying and more than 100 whites and blacks had been injured. Many black residents had fled the city, although some found shelter in the basements of white neighbors while others organized defensive fronts and patrols.

Dozens sought refuge at Camp Lincoln and inside the Illinois State Arsenal, where the militia, sent from throughout the state early Saturday morning, pitched tents.

chasing small outbreaks and rumors of outbreaks the second day of the riot.

Organized rioting seemed to be over, but between 7 and 8 p.m., smaller bands began forming. They gathered quickly, struck, dispersed, and then gathered somewhere else with little warning. At about 8 p.m., roughly 1,000 rioters approached the Arsenal. But they scattered once militiamen there showed their guns.

The mob reorganized several blocks to the southwest, outside the home of William Donnegan, an elderly black man and retired shoemaker who owned considerable property. He also was married to a white woman. Rioters dragged Donnegan, 84 years old and begging for mercy, out of his home.

They slashed his throat and proceeded to lynch him. Militia and city police arrived as Donnegan was being raised. He died the next day.

Aftermath Although Donnegan’s murder traditionally is seen as the last act of the two-day riot, hate crimes and threats continued for months.

More than 100 white residents would be indicted on riot-related charges, including murder. Trials were held but only one person— Abe Raymer, an accused ringleader—was charged in relation to the riots (with petty larceny).

Hallam, the young married woman whose rape claim pushed the town over the edge, would later confess she concocted her story (possibly, according to one newspaper, to conceal an affair with a white lover). Richardson had been one of several black laborers working on a house near her home and made an easy scapegoat. He was released from jail and returned to Springfield, eventually retiring from Bell Telephone as a janitor.

In September, James, the 17-year-old boy who had wandered into town in June, was tried for the Ballard attack. He was sentenced to death and later hanged outside the county courthouse.

Construction of Salt Creek Trail Connector to proceed Board members voted unanimously during the meeting to authorize an agreement to allow for construction engineering of the Salt Creek Greenway Trail Connector south of Butterfield Road to proceed. In 2010, the district applied for and was awarded nearly $500,000 in Illinois Transportation Enhancement Program funding for engineering and construction. The project was delayed by ongoing negotiations with adjacent property owners for easements. The project will complete a gap in the trail from Butterfield Road on the north to the existing trail south of Butterfield Road on Brush Hill Road. The project features construction of an asphalt path east of the parking lot at 360 E. Butterfield Road and parallel to the west bank of Salt Creek. At two recent board meetings, the board approved permanent and temporary easement agreements with adjacent property owners to complete the trail connector. The easements were approved by the Illinois Department of Transportation on Aug. 6.

The district’s contribution to the project has risen from the original estimate of $145,000 to today’s construction and engineering cost of about $340,000. The bid letting for the project will take place in September. Construction is expected to take place in the spring of 2019.

Durbin, Kennedy applaud DEA for lowering opioid quotas for third year in row U.S. Sens. Dick Durbin (D-IIl.) and John Kennedy (R-La.) recently praised the Drug Enforcement Administration’s (DEA) proposal to reduce production quotas for nearly all Schedule II prescription opioids by an average of 10 percent for next year.

The DEA is responsible for establishing annual quotas determining the exact amount of each opioid drug that is permitted to be produced in the U.S. each year.

After two decades of dramatic increases to the volume of opioids allowed to come to the market, the DEA has heeded Durbin’s call over the past three years to help prevent opioid addiction by responsibly reducing nearly all opioid quotas.

After the recent announcement, three powerful, addictive painkillers are set to see a significant reduction from what was allowed on the market just three years prior: a 38 percent cut to oxycodone production over three years; a 48 percent cut to hydrocodone production over three years; and a 48 percent cut to fentanyl production over three years.

In May, the Senate Judiciary Committee passed targeted, bipartisan legislation that will enhance DEA’s existing opioid quota-setting authority by

improving transparency and enabling DEA to adjust quotas to prevent opioid diversion and abuse while ensuring an adequate supply for legitimate medical needs.

The Opioid Quota Reform Act of 2018 was introduced in March by Durbin and Kennedy, along with Senators Dianne Feinstein (D-Calif.) and Chuck Grassley (R-Iowa). The legislation will complement and strengthen recent DEA regulations on opioid quota-setting. The bill is now under consideration by the full Senate.

“In 2016, the pharmaceutical industry produced 14 billion opioid doses— enough for every adult in America to have a three week supply of opioids.

Now we are in the midst of an opioid addiction crisis. We are losing 115 Americans each day from opioid overdoses—more than 42,000 a year,” said Durbin.

“There is a growing recognition that we need to take a serious look at how many of these pills are allowed to flood our markets and streets. That is why I commend the DEA for taking steps— three years in a row—to reduce the number of opioids allowed to be produced in the U.S. But our work is not done. Opioid quota reform is needed so DEA can take important factors like

diversion and abuse into account when setting quotas, rather than chasing the downstream consequences of this crisis.”

Between 1993 and 2015, the DEA allowed production of oxycodone to increase 39-fold, hydrocodone to increase 12-fold, hydromorphone to increase 23-fold, and fentanyl to increase 25-fold. As a result, the number of opioid pain relievers dispensed in the United States has skyrocketed over the last two decades—from 76 million prescriptions in 1991 to more than 245 million prescriptions in 2014. The increase in opioid-related overdose deaths has mirrored the dramatic rise in opioid prescribing, with more than 42,000 deaths in 2016.

The bipartisan Durbin-Kennedy-Grassley-Feinstein Opioid Quota Reform Act of 2018 enhances DEA’s existing quota-setting authority by improving transparency and expanding DEA’s ability to focus on preventing opioid diversion and abuse. The bill

would: • Provide that when DEA establishes annual production quotas for opioids, in addition to considering existing statutory factors such as prior-year sales and research needs, DEA must also estimate how much diversion occurs of that opioid and make appropriate reductions to opioid quotas based on that estimate. In making its estimates of opioid diversion, DEA must consider information on rates of opioid overdose deaths, abuse, and public health impact; • Require DEA, if it approves any annual increase in opioid quotas, to explain publicly why the public health benefits of the increase clearly outweigh the potential harmful consequences; • Highlight trends in manufacturer-level quota increases by having DEA report anonymized data to Congress on the number of manufacturers that DEA authorizes to produce opioids each year and how many of those

manufacturers’ quotas have increased from the previous year; • Give DEA discretion to set more granular quotas that account for variations in dosage forms, helping to avoid situations where some dosage forms face shortages even though aggregate quotas are sufficient to meet legitimate needs; and • Direct DEA to issue a report on how changes in accepted medical use and opioids returned through drug takeback events will be factored into the opioid quota-setting process.

The Opioid Quota Reform Act of 2018 is supported by groups including the National Association of County and City Health Officials, National Safety Council, National Association of Counties, Trust for America’s Health, and Safe States Alliance.

The DEA’s opioid quota proposal for 2019 was published recently in the Federal Register. It will be open for comment before finalization later this year.

Duckworth legislation ensures representation of LGBTQ community in census, ACS U.S. Sen. Tammy Duckworth (D-Ill.) joined U.S. Senators Kamala Harris (D-Calif.) Tom Carper (D-Del.) and 15 of her colleagues in introducing legislation to require the U.S. Census Bureau to ensure the approximately 10 million Americans who identify as LGBTQ are properly counted for and represented in Census data collection efforts.

The Census Equality Act would require the U.S. Census Bureau to add questions related to sexual orientation and gender identity to the decennial census and American Community Survey (ACS) to help prevent undercounting the LGBTQ community.

This will make sure these Americans are accurately represented and receive the correct distribution of resources through vital programs, such as Medicaid, Section 8 housing vouchers and the Supplemental Nutrition Assistance Program (SNAP).

“The LGBTQ community has long suffered from inadequate resources and underrepresentation, in part due to the Census not collecting collected data on sexual orientation or gender identity,” Duckworth said. “With the 2020 Census fast approaching,

we must take action to make sure all Americans are counted equally so that we have a fair and accurate representation of our nation’s population.”

The Census Equality Act: • Requires the Secretary of Commerce to expand data collection efforts of the Bureau to include the collection of data concerning sexual orientation and gender identity as part of the Decennial Census and ACS. • The Bureau must research, identify, and begin implementing a plan to include SOGI question no late than 1 year after the date of enactment of this Act. Outlines the following timeline: • The decennial census must include SOGI questions no later than 2030.

• The ACS must include SOGI questions no later than 2020.

• Requires the Bureau to include information on sexual orientation and gender identity alongside any decennial census or ACS report that relies on gender data or household data conducted after the inclusion of SOGI questions.

• Maintains robust confidentiality

and privacy protections for SOGI information, as required by law of all census data.

In May, Duckworth signed a letter requesting the Trump Administration explain how a last-minute question on citizenship added to the 2020 Census would comply with federal law. Duckworth and her colleagues questioned whether the Administration is complying with the Paperwork Reduction Act (PRA), which requires federal agencies seeking to collect information from the public to evaluate whether this information places a burden on the public and how necessary it is.

In addition to Senators Duckworth, Harris, and Carper, the bill is being cosponsored by Senators Kirsten Gillibrand (D-N.Y.), Bob Menendez (D-N.J.), Dick Durbin (D-Ill.), Patty Murray (D-Wash.), Amy Klobuchar (D-Minn.), Jeanne Shaheen (D-N.H.), Elizabeth Warren (D-Mass.), Jeff Merkley (D-Ore.), Ron Wyden (D-Ore.), Gary Peters (D-Mich.), Tim Kaine (D-Va.), Cory Booker (D-N.J.), Tina Smith (D-Minn.), Michael Bennet (D-Colo.), and Mazie Hirono (D-Hawaii).

New law to reduce cost of small business ownership in Illinois According to State Senator Tom Cullerton (D-Villa Park), a new Illinois law championed will spare small businesses from paying outrageous late penalties. House Bill 4578, which was signed into law last week, will reduce late penalties from $300 to $100 for annual LLC report filings.

“This law will further the state’s commitment to energizing our economy,” Cullerton said. “I’m proud to work with my colleagues from both

parties to eliminate this hurdle for small businesses.”

Last year, Senate Bill 867 passed with bipartisan support to reduce a number of filing fees for LLCs to match those for corporations. This measure reduced the filing fees for the creation of an LLC from $500 to $150.

Cullerton also worked to lower the annual filing fee for LLCs from $250 to $75.

“Small businesses are the backbone of our economy,” Cullerton said. “Local businesses play a huge role in our communities and economy. We need to do whatever we can to encourage businesses to make Illinois’ their home.”

Federal Forestry Funds available to Illinois communities

More than $170,000 exists for towns with tree-related projects

Municipalities, park districts, townships, counties, and other local government entities looking to fund tree-related projects are eligible to apply for federal community forestry funding, through a grant program administered by the Community Trees program of The Morton Arboretum, in partnership with the US Forest Service and Illinois Department of Natural Resources.

The grants can be used for projects including tree planting, obtaining a tree inventory, and developing or updating a tree protection and preservation ordinance or a tree management plan.

Beth Corrigan, Community Trees Program specialist, says past projects funded under the community forest grant program have varied widely. Golconda, in Pope County, used funds to plant trees outside a school. Schaumburg, in Cook County, replaced trees lost to the emerald ash borer, and updated an existing tree ordinance. And Bartonville in Peoria County planted trees in Alpha Park and adopted a tree ordinance after working with Community Trees Program staff.

“Trees are an important part of our green infrastructure,” Corrigan said.

“Communities are the key to creat-

ing a greener, healthier world.”

The application period for grant funding is open from August 15, 2018 through October 1, 2018. Cullerton supports new law to help alleviate hunger State agencies now have an easier path to donating food to local food pantries, soup kitchens and non-profit organizations thanks to a law championed by State Senator Tom Cullerton (D-Villa Park).

Cullerton supported Senate Bill 2606, which requires state agencies to donate leftover food that was purchased with state funds. It was signed into law earlier this month.

“Leftover food that is purchased

with state dollars should not be wasted and it should go to our taxpayers with the greatest need,” Cullerton said. “It’s disappointing that we have to legislate this, but it is an important step forward.”

Under current law, no public entity can enter into a procurement contract for food services that prohibits the agency from donating any leftover food to a food bank. Senate Bill 2606 would require those agen-

cies to create a policy to donate any leftover food procured with state funds.

“This new law will have a big impact on alleviating hunger in our communities,” Cullerton said.

“We need to continue to implement commonsense measures to address food shortages across our state and nation.”

Senate Bill 2606 goes into effect immediately.

Law requires Tollway Authority to post agenda in advance Gov. Bruce Rauner has signed legislation sponsored by state Rep. Peter Breen (R-Lombard) that adds a new layer of transparency to business conducted by the Illinois Toll Highway Authority.

SB 2291 requires the Toll Highway Authority to post to its website all meeting agendas at least two business days in advance of any meeting. Agendas would also have to be

posted at the authority’s headquarters building.

“Agencies funded by taxpayer dollars must be fully transparent with their operations so that those who fund their operations can see how their money is being spent,” said Breen. “This is common-sense legislation I was proud to support.”

According to Breen, the posted agendas must provide general subject

matter information about any issue that will be discussed for a potential final vote, and also include specific details concerning contracts for projects to be discussed for amounts over $100,000. The online agenda must also include Internet links that provide greater detail on the contracts.

SB 2291 received unanimous support in the House and Senate earlier this year.

Roskam, legislators work to cut red tape in Medicare system House Ways and Means Chairman Kevin Brady (R-Texas) and House Ways and Means Subcommittee on Health Chairman Peter Roskam (R-Ill.), have released a report discussing how lawmakers and the administration can cut excessive red tape and regulatory burdens in the Medicare program.

This report is the result of the Committee’s “Medicare Red Tape Relief Project.” This initiative, as part of the committee’s ongoing efforts to modernize and improve the Medicare program, identified opportunities to reduce legislative and regulatory burdens on Medicare providers while improving the efficiency and quality of the Medicare program

for seniors and individuals with disabilities.

Upon releasing this report, Brady said: “We know that Washington has wedged itself too deep into the doctor-patient relationship, hampering innovation, driving up costs, and taking time away from patient care. This report lays the groundwork for steps Congress and the administration can take to cut red tape to ensure patients’ needs, not Washington’s unnecessary regulations and mandates, come first.

“Chairman Roskam has been a strong leader in this effort, and I look forward to taking additional action to reduce excessive administrative and regulatory burdens in the Medicare program.”

Roskam added: “The Medicare program has reached the threshold where the regulatory burdens placed on health care providers are now coming at the expense of patient care—we cannot allow this to continue. That is why we launched the Medicare Red Tape Relief Project, and this report is another step of this ongoing work. This report lays out ways we can minimize egregious regulatory strain in the Medicare program in order to improve the quality of health care for patients.”

York boys golf team loaded with talent Dukes open season with fourth-place finish at Addison Trail Invitational

The 2018 version of the York boys golf team has depth.

Just how much depth?

“Our golf team is going to be very strong this year with 12 golfers potentially making the top six positions in the IHSA series,” veteran York coach Jim Borel said.

York is coming off a 2017 season where it finished second in the West Suburban Conference Silver Division (third at the conference tournament)

and missed qualifying for the state finals meet as a team by a single stroke.

The Dukes were 9-2 in dual meets overall.

The Dukes will be led this year by seniors Aidan Mann, Blair Faber and Jacob Wit. Mann is a returning state qualifier. He finished 91st in the state last year as a junior.

“These boys are the captains of the team with their leadership both on and off the golf course,” Borel noted.

The junior contingent on the team features Joshua LaBounty, Matt Buck-

ley, James Albin, Preston Krause and Mason Lampa. “They are all very strong players,” said Borel. “Joshua and Matt have had great results in AJGA tournaments this summer throughout the country and will be two of the strongest juniors in the state.”

Buckley is a returning all-WSC Silver player after shooting an even-par 72 at the WSC Silver meet.

Sam Bartolone, Joe Bonelli, Connor Polomsky and Zach Sutter are sophomores on the varsity for Borel’s squad. “They all are varsity players

who can break into the final six spots when we go to the IHSA regional,” he said. “Sam was a regional qualifier last fall and had a great summer playing in summer tournaments, including a second-place finish at the MAJGT Notre Dame invite.”

York kicked off the season recently at the Addison Trail invitational held at Joliet Country Club.

Bartolone, LaBounty and Albin each shot 78s, while Sutter shot 79, all from the back tees at JCC. The four 70s earned York a fourth-place finish there

out of 20 teams.

“This is a very talented team that works extremely hard in practice, has great leadership and is fun to be around,” said Borel. “That’s a recipe for a great season. We all are looking forward to it.”

York played over the weekend at the Coyote Creek Classic near Peoria and has a busy week in store with non-conference duals scheduled against Downers Grove South and Maine South, plus a trip to the Warren Invitational at Bittersweet in Gurnee on Saturday.

Timothy Christian boys soccer team loaded with returning talent Trojans poised to build on longstanding program success

New Timothy Christian boys soccer coach Joel Zielke walked into a situation where the cupboard was fare from bare.

Zielke, previously an assistant coach in the program, takes over a team that went 17-7 overall, finished 5-1 and took second place in the Metro Suburban Conference Red Division and reached the Class 1A sectional finals a year ago.

The Trojans return 13 players from that squad, including nine starters. That long list includes Isaiah Whitaker (defensive midfield), Matt Van Zeelt (defensive midfield, center back), Andrew Vogt (center back), Mike Vogt (out-

side back), Connor Teune (attacking midfield), Nick Johnson (goalie), Ben Rowell (outside midfield), Andrew Petrulakis (outside back), Carson Hooker (forward), Zach Orange (outside midfield), Harrison Stanton (center back), Jon Stremler (outside back) and Josh Wise (central midfield).

Key newcomers to the group include 6-5 sophomore Kyle Teune and Josh Bode (wing). Teune will start in goal early in the season while Johnson continues his recovery from knee surgery. Stanton also will start the season on the injured list.

“Having that amount of experience back is huge chemistry-wise,” said Zielke. “We have a lot of kids who have played together for three or four

years in high school and some have played club together for eight or nine years. We’ve gelled well in the preseason. And that game experience will pay off down the road.”

Zielke said ball control will be a big strength for the Trojans. “We will be really good at moving the ball around,” he said. “We will be possession-oriented. We have a lot of guys who are technically skilled.”

That experience is very evident as well on defense, Zielke said. “We have our whole defense pretty much coming back minus Harrison Stanto. We should be strong in the back to start.”

The key question mark heading into the 2018 season is where will scoring

come from. Timothy graduated standouts Jimmy Allen and Michael Martens who combined were in the 50goal neighborhood last year.

“Who will score for us is the big question mark,” said Zielke. “We need to find who will emerge for us as those top two or three goal-scorers.

But what’s nice about the program is we always re-up and don’t rebuild. It’s the next guy up and then you go from there.”

Like other sports in the Metro Suburban Conference, boys soccer has undergone divisional realignment.

“It will be tough,” said Zielke. “The conference has changed a little bit. We are in the bigger division now with Elmwood Park, St. Francis, Wheaton

Academy, Fenton and Ridgewood.

There are no nights off for us. And enrollment-wise, every school on our side is double our size.”

Timothy kicked off the season earlier this week at home against Illiana Christian, which no longer is in the MSC with its move to being Indiana-based.

“It’s always been a tradition for us with Chicago Christian and Illiana Christian,” said Zielke. “We’re going to keep Illiana on the schedule.”

Zielke said his transition to the head-coaching job has been extremely smooth. “I was fortunate to be around the previous three years so they knew me previously,” he said. “The transition has been pretty seamless.”

Girls tennis is alive and well at York High School.

Longtime Dukes coach Tres Heiman, entering his 11th season as head coach with 186 career wins to his credit on the girls’ side and 320 overall between boys and girls, noted the program has more than 100 players in it for a second year in a row.

On the varsity level, the Dukes are coming off a 2017 season where it set a school record for most dual-meet wins with 23 (23-12 overall). York won the Buffalo Grove Invitational last year and took third and fourth at two other regular-season tournaments.

York will be without junior Cate Duhig, who is lost for the season after elbow surgery, Heimann said.

Other key returners include junior Melissa Cartis who saw time at both No. 1 singles and No. 1 doubles last year where she went a combined 2818 and qualified for state in doubles.

This is her third year on varsity and Cartis is ranked No. 72 in the CDTA 16s division.

Also back is Cartis’ state doubles teammate Gianna Nikoleit, who played No. 2 singles and No. 1 doubles last year. She went 29-17 overall and is ranked No. 45 in the CDTA 16s division.

Within that schedule is one of the toughest tennis conferences in the state, the West Suburban Conference Silver Division.

“The Silver Division always is loaded,” said Heimann. “Hinsdale Central has won four of the last five state championships. Lyons Township and Glenbard West have finished in the top 10 in state the last two out of three seasons. Oak Park-River Forest has a top-caliber team each year.

We are looking forward to competing with all these very good teams. It will prepare us for postseason play.”

York is scheduled to compete in the Hinsdale South quad on Saturday before heading to the Downers Grove South Super 16-Team Dual Invite on Sept. 1.

“We are very excited for this season,” said Heimann. “We are very excited to have 10 starters returning off last year’s team, many of whom have either three of four years of varsity experience. We will have a very deep team up and down the lineup card.”

Heimann said Cartis, a junior, Nikoleit, a sophomore, and Felder, a freshman, will fill each of the singles spots.

“We still are looking at the doubles combinations,” he said. “It is in the early going, but we will have very good options to try out. It should be a very exciting season.”

Heimann noted York again has a loaded schedule ahead of the postseason. “As the IHSA moves to two classes for a third year in tennis it will be more challenging in the Class 2A

year on the varsity. Senior Jacki Riek is a four-year varsity performer and had 21 wins last year (55 career).

Senior Eva Jacobsthal was an all-conference performer at No. 3 doubles last season. She finished with a 27-12 record (55 career wins) and is in her third year on the varsity.

Senior Isabella Nicoli had 20 wins last year and has 55 career wins as a three-year varsity performer.

Senior Cristina Gamboa was all-conference at No. 4 doubles after going 24-9 last year. She already has 41 career wins.

Junior Rachel Kayman went 16-11 last year, while senior Elysia Woodward had 19 wins a year ago and is in her third year on the varsity. Senior Olivia Brunke had 11 wins last year and is in her fourth year on the varsity.

The York girls golf team got its 2018 season started off on the right foot by winning its own 11-team invitational held at Oak Brook Golf Club.

The Dukes won the York invite with a team score of 368.

Bella Bartolone led York with an 88 for 18 holes. She shot 42 on the front and 46 on the back. That 88 earned Bartonone a fourth-place finish overall.

Haley Blattner added a 90 (45 on each 9), while Cassie Sika shot 94 (50-44). Audrey Matais rounded out the York scoring with a 96, which included a 46 on the front. Elle Borchardt and Nora Foley also competed for the Dukes.

“A great start to the season,” said York coach Barb Tilden.

IC Catholic Prep boys golf The IC Catholic Prep boys golf team began the season by competing in a pair of invitationals.

The Knights started the season with a fifth-place finish out of nine teams at the Leyden Invitational held at Arlington Lakes Golf Course in Arlington Heights.

Louis Narcisi led the way for IC Catholic Prep with a 79, which was good for sixth place overall. Thomas Hil-

gart added an 86 for 18 holes, while Jack O’Brien shot 87 and Michael Hilgart had a 91 for the Knights.

The Knights then headed to their traditional early-season outing at the Glen Oak Invitational held at Glen Oak Country Club in Glen Ellyn.

IC Catholic Prep was ninth out of 11 teams there.

Hilgart was the team medalist after shooting 91. Shane Rollins also had a 91, while Michael Carpanzano added a 92 and Narcisi finished with a 98.

“Earning a medal in his first varsity tournament was a nice start for Louis at Arlington Lakes,” said IC Catholic Prep coach Don Sujack. “Plus, the opportunity to play at Glen Oak was a special treat for everyone, even if the course did take our measure.”

Sujack noticed a key statistic during the team’s 18hole round at Glen Oak. “Our nine-hole splits at Glen Oak were significant (16 shots),” he said. “We have the ability to play at a higher level. We just need to work on harnessing that play and see if we can sustain it for a full 18 holes.”

IC Catholic Prep was scheduled to face North Shore Country Day earlier this week at another premier Chicagoland golf course, Merit Club up in Gurnee.

Dual-credit courses to save college costs Illinois students will have additional opportunities to lower the outof-pocket costs of their college education thanks to state Sen. Jennifer Bertino-Tarrant (D-Shorewood).

Bertino-Tarrant championed Senate Bill 2527 to prohibit school boards from limiting the number of dual-credit courses taken by a student. It was recently signed into law.

“Dual-credit courses offer great economic benefits to families,” Bertino-Tarrant said. “As the mother of a high school sophomore, I know what parents are going through. Like any other parent, I want my children to graduate college full of opportunities, not burdened with student loans.”

Dual credit, which allows students to enroll in postsecondary coursework while still enrolled in high school, is a promising approach to improving academic outcomes for students, Bertino-Tarrant said.

“These courses help prepare students for college coursework while meeting general high school requirements,” Bertino-Tarrant said. “They are also much more cost effective than waiting to take the courses at a college or university.”

Breen-sponsored law may ease costs for epinephrine auto-injector devices Gov. Bruce Rauner has signed into law important legislation sponsored by state Rep. Peter Breen (R-Lombard) that improves children’s access to life-saving epinephrine injectors at school.

SB 2889 amends the Illinois School Code and the Epinephrine Auto-Injector Act to allow school children to use newer, less expensive epinephrine delivery technology. Specifically, the new law provides for the use of newer forms of auto-injector pens and also pre-filled syringes that were recently approved by the U.S. Food and Drug Administration (USFDA).

“During an acute allergy attack minutes and seconds matter,” said Breen. “Epinephrine injectors deliver life-saving medication, and this new law ensures families can take advantage of pharmaceutical advancements which are often now available at a lower price.”

According to Breen, in 2017, the USFDA approved for the first time a pre-filled epinephrine syringe, which is a smaller and less expensive alternative to EpiPens, including generic versions of the EpiPen. “This amendment to the previous laws was necessary because schools and families were operating under a very limited definition of epinephrine injector that did not account for the new technology,” Breen said.

Law to limit severance packages for disgraced public employees A new Illinois law sponsored by state Sen. Tom Cullerton (D-Villa Park) will put a stop to golden parachutes for disgraced public employees.

Cullerton’s Senate Bill 3604 was signed into law recently by Gov. Bruce Rauner, eliminating severance packages for employees that have been fired for misconduct and limiting government-paid severance packages to an amount no greater than 20 weeks of compensation.

“This is a commonsense reform that protects the public from bailing out corrupt actors,” Cullerton said.

“It is plain and simple: If you betray the trust of DuPage County taxpayers, you will not be rewarded with taxpayer money. Handing out golden parachutes to discredited public officials is theft and this law will put a stop to it.”

The law was brought forward by Cullerton in partnership with the Better Government Association as part of their ongoing effort to fight the misuse

of taxpayer dollars.

“Illinois officials took a big step forward by turning the Government Severance Pay Act into law,” said David Greising, the BGA’s President and CEO. “Taxpayers now can rest assured they won’t be paying for exorbitant golden parachutes to make public executives go away. This law begins the process of restoring taxpayer trust in Illinois and the Better Government Association is proud to have been the catalyst, with Sen. Cullerton, for a law that ensures better stewardship of the public’s money.”

Government officials are frequently advised to grant rich severances in an attempt to head off employment litigation, so the bill is aimed at counteracting that trend, Cullerton said.

“The Government Severance Pay Act will set a clean, clear path that will eliminate those decisions for elected officials,” Cullerton said. “Now is the time to get control of these huge buyouts and use good, taxpayer-focused

judgment.”

Similar policies are in place in Florida and other states, said Cullerton, who continues to call for tougher regulations to stop state universities and community colleges from buying out

New law treats texting as moving violation

Illinois Secretary of State Jesse White’s legislation strengthening the law on texting while driving was signed into law by the governor.

House Bill 4846, which takes effect July 1, 2019, cracks down on texting while driving by classifying first-time offenses as moving violations.

Under the current law, which took effect in 2014, second and subsequent texting while driving offenses are treated as moving violations, while first offenses are treated as non-moving violations.

administrators that are under investigation or found guilty of mismanagement.

This is another step in his mission to put an end to this wasteful practice.

“Our state cannot afford to waste a

nation,” said White. “This important legislation will make our roads safer. No driver should be texting while driving.”

The penalty for a violation of this law results in a moving violation that will be recorded to the motorist’s driving record, as well as fines and court costs which will be determined by a judge. A driver who is convicted of three moving violations in a 12-month period is subject to a driver’s license suspension.

The original law was based on recommendations made by the state’s Distracted Driving Task Force chaired

by White. The task force, which was created by Joint House Resolution 22,

was charged with examining ways to reduce fatalities and injuries caused by distracted driving.

According to the National Highway Traffic Safety Administration (NHTSA), driving a vehicle while texting is six times more dangerous than driving while intoxicated. NHTSA estimates that at least 25 percent of police-reported crashes involve some form of distracted driving. Texting while driving is considered among the most deadly forms of distracted driving.

House Bill 4846 was sponsored by state Rep. John D’Amico (D-Chicago) and state Sen. Cristina Castro (D-Elgin). The bill passed the House on April 18 and the Senate on May 29.
