It’s official — Elmhurst University ushers in new era and video messages from nearly 50 Elmhurst students, faculty, administrators, alumni and friends.”

The video features a virtual performance by members of the University’s Philharmonic Orchestra, and a first look at the new Elmhurst University arch over the Gates of Knowledge at the University’s official entrance, 190 Prospect Ave. A group of students was on hand to celebrate the installation of the new arch. The group included several first-generation college students, symbolizing Elmhurst’s longtime commitment to making college accessible for these future leaders.

“The name change is another

great step for Elmhurst,” said junior Marieli Urquiza-Trujillo, of Hanover Park, who is majoring in secondary Spanish education. “As we grow in diversity among our students, and as we grow our programs, it really represents what Elmhurst stands for.”

Throughout the day, the Elmhurst University name was recognized in a number of ways on campus and beyond: • At the Virtual Bluejay Bash, an online event to welcome students admitted to the first incoming Elmhurst University class this fall, attendees will watch the celebration video together.

• The City of Elmhurst has issued a

proclamation declaring July 1, 2020, Elmhurst University Day. • The websites for Elmhurst University (elmhurst.edu) and Elmhurst Bluejay Athletics (elmhurstbluejays. com) have been refreshed and redesigned to reflect the new name, branding and other new features.

As the campus and the world continue to contend with the COVID-19 pandemic, in-person Elmhurst University celebrations will take place when conditions permit.

President VanAken offers observation “The most important part of an Elmhurst education has always been to make a transformative impact on the lives of our students,” said President Troy D. VanAken. “As Elmhurst University, we’ll continue to build on that legacy of preparing students for meaningful careers and lives. Founded in 1871 as a proseminary that prepared young men for careers in ministry and teaching, Elmhurst College began offering bachelor’s degrees in 1924. Women enrolled for the first time in 1930, and graduate programs were introduced in 1998.

Elmhurst University currently offers more than 70 undergraduate programs of study and 20 master’s degree and graduate certificate programs.

The university name more accurately reflects Elmhurst’s educational profile as a comprehensive higher education institution that offers programs in the liberal arts and applied sciences, while anticipating opportunities for new programs and partnerships.

The name change also honors the 1925 vision of H. Richard Niebuhr, Elmhurst’s sixth president, for the institution to reach an “ever-widening circle” of diverse students with multiple interests and needs.

On Monday, July 6, the Elmhurst City Council held its regular meeting in Elmhurst City Hall with a limited number of aldermen and staff in the Council Chambers, while the remainder participated remotely, due to the COVID-19 pandemic.

Aldermen Noel Talluto (4th Ward) and Jim Kennedy (6th Ward) were absent.

City celebrates Elmhurst University name change The meeting began with the mayor’s proclamation about Elmhurst College changing its name to Elmhurst University and declared July 1, 2020, “Elmhurst University Day” in the City of Elmhurst. Read by Mayor Steve Morley, the proclamation noted that the institution was founded in 1871 as a proseminary that prepared young men for careers in ministry and teaching; that in 1924, it began to offer bachelor’s degrees; in 1930, women were invited to enroll; and, in 1998, graduate programs were introduced.

“The university name more accurately reflects Elmhurst’s educational profile as a comprehensive higher education institution that offers undergraduate and graduate programs to more than 3,500 students in liberal arts and applied sciences, while anticipating opportunities for new programs and partnerships,” Morley said, reading the proclamation. “President Troy D. VanAken initiated a strategic planning process for the campus community in preparation for Elmhurst [College’s] sesquicentennial anniversary in 2021.”

The Elmhurst College Board of Trustees officially approved the name change to Elmhurst University on June 15, 2019.

Dr. VanAken spoke briefly following Mayor Morley, noting that he had never been in a environment that was so embraced by the surrounding community. He hailed the many working partnerships and relationships formed between the City and the institution and noted that the name change would drive the University into the future.

Mayor Morley also noted that the name “University” better reflects its mission and that there is a big difference internationally between a college and a university, which would draw more global interest to the University and likewise to the Elmhurst community.

Public forum: Cool Cities Coalition seeks removal of Fullersburg dam During public forum, one person representing Elmhurst Cool Cities Coalition asked the City to join with the Sierra Club for removal of the dam at Fullersburg Woods, which would improve water quality while preserving Graue. The individual said the current water quality was suffering and asked that residents and elected officials tell the DuPage Forest Preserve Board to address this challenge. Resident urges looking into rooftop solar energy Also at public forum, resident Barbara Lonergan noted the many 90-degree days we have already had this

summer and that there is currently an opportunity to look into rooftop solar energy. She said there were many incentives and rebates available to make the switch more affordable and that it was part of a program called Solarize Chicagoland.

This grassroots program combines volume purchasing to make rooftop solar more accessible and affordable.

Home and commercial property owners may participate in this program.

Ten Elmhurst homeowners installed solar through the 2019 Solarize Chicagoland program. An initiative of the Midwest Renewable Energy Association (MREA), Solarize Chicagoland is an education and group purchasing program for residential solar energy.

It is endorsed by the Citizens Utility Board, as well as the counties of Cook, DuPage, Will, and Kane. According to the web site, the program builds on previous endeavors that have helped more than 125 local property owners “go solar,” noting that it makes energy more affordable for everyone.

• A request for an institutional electronic message board was approved for the property at 246 W. Butterfield Road, occupied by Seventh-Day Adventists.

• A Class “RSB” liquor license was approved for Courageous Bakery located at 108 W. Park Ave. The business plans to incorporate liquor into its new full-service restaurant business model. Formerly available for casual breakfast and lunch bistro options, the restaurant wants to offer alcoholic beverages to adult patrons, such as mimosas or Bloody Marys during brunch.

• A contract amendment to the construction agreement for the Lake-Walnut Lift Station replacement project was approved for an additional 30 days, making its final completion date Aug. 19.

• DuPage County publicly bids its fuel purchase, which allows for joint purchasing by other taxing bodies.

The City approved a purchase order to Gas Depot Inc., in Morton Grove, the County’s lowest bidder, in the amount of $525,000 for gasoline and diesel.

• A change order was approved for the 2020 Sanitary Manhole Rehabilitation Project for additional work in the amount of $34,675. The work will be done by Suburban General Construction, Inc. of LaGrange Park.

• An ordinance passed authorizing the sale, permanent and temporary easement with the Illinois State Toll Highway Authority for the central TriState (I-294) widening and reconstruc-

tion project.

• An ordinance authorizing the grant of an easement agreement with Commonwealth Edison was approved. The parcel of land is located north of St. Charles Road, south of the Union Pacific Railroad, east of I-290 and west of I-294.

• A resolution was approved authorizing the execution of a First Amendment to the comprehensive intergovernmental agreement between the City and School District 205. Since the COVID-19 outbreak, the City and District 205 have recognized significant financial burdens and have entered into this amendment to allow additional times for the performance of their obligations under the agreement.

• A contract for the wastewater reclamation facility security gate replacement project was awarded to Action Fence Contractors, Inc. of Mundelein in the amount of $72,475.

• A resolution authorizing a change order for the wastewater reclamation facility (WRF) non-potable water, natural gas, fiber optic and electric utility installations project was approved.

The preliminary balancing change order resulted in a net reduction in the contract price by $253,182.27. Then the City requested an access road within the floodplain along the east limits of the WRF. The access road is loan eligible through the Illinois Environmental Protection Agency (IEPA) because it improves WRF operations and safety. The estimated increase to the project for the access road is $94,000.

DiCianni responds to his critics

‘Most appalling’ was young people with offensive signs toward police

Pete DiCianni had a rough time last week.

The DuPage County Board member and former Elmhurst mayor was attempting to do his part to support the law enforcement Pete DiCianni community

for law enforcement by, protesting against law enforcement, supposedly on behalf of BLM. “They had signs that said ‘Black Lives Are More Important Than Blue Lives,’ and I’m sorry that’s just not true – ALL lives matter – black, white, Hispanic, Asian, LGBTQ, everyone,” said a frustrated and beleaguered DiCianni when the Independent caught up with him late last week after a whirlwind of criticism in various media outlets. One online news service even erroneously referred to the event as “Blue Lives Matter,” despite having an ad placed in that same publication for “Back The Blue.”

“And, yes, I admit, I blew my top and that was not good for an elected official in any capacity to do, but the fact is, while my critics saw rudeness, it was actually passion. Most people know how very passionate I am about law enforcement because members of my family have served as police officers and first responders. They have a very soft spot in my heart.”

What DiCianni said was most appalling, besides people personally attacking him simply for participating, were the words used on the signs the young people were carrying. Most of those with the signs were college age, he said, students in their early to mid-20s.

“The signs said things like ‘Black Lives Over Blue,’ ‘Black Lives Before Blue Uniforms,’ and the most disturbing, ‘ACAB,’ which means ‘All Cops Are Bastards,’” he said.

“The ‘Back The Blue’ event was meant to support all law enforcement, especially locally.

“Keep in mind, prior to May 25, officers and first responders were considered heroes with yard signs being put on their front yards. This was not a ‘Blue Lives Matter’ event but rather ‘Back The Blue,’ a gathering organized by local police families to embrace our local police officers who currently are being painted with a negative broad-brush with the very unfortunate and terrible incident that happened to Mr. Floyd in Minnesota.

This was a City-permitted event in

support of our local police and first responders and their families. This was not a protest or a rally, simply a gathering for people to share.

“Three weeks earlier, a similar event was embraced in Wilder Park for Black Lives Matter which was a full-town effort, that is, police, fire, public works, all working extra hard to make that event safe and successful. It was also a City-permitted event, not a protest.

“Why are these people coming out to attack the very people who kept them safe and guarded during their event?”

DiCianni went on to point out that no one should paint all police officers with a “broad brush-stroke of guilt.”

“There’s another saying, ‘One bad apple doesn’t spoil the whole bunch,’” he said. “Are there people in uniform out there doing inappropriate things? Pushing too hard? Taking things too far? Even breaking the law to the point of killing someone?

Yes. But, like anything else, if one policeman makes a serious mistake, it is unfair to paint them all with a

broad brush-stroke. But people do, and they sometimes think all cops are the same. Well, that is simply not true.

“I cannot tell you how passionate I am about these outstanding workers who are out there every day – regardless of COVID-19 fears, taking a chance not only of exposure but also those who are trying to intentionally inflict the virus on them simply because ‘they’re a cop, so they’re bad.’

“What I was trying to do on [that day] was offer support to people in law enforcement who are all being assumed guilty until proven innocent,” DiCianni said. “Most police officers – almost all – are decent, law-abiding citizens who have a job to do and I for one am glad they are there. Part of that job is putting themselves in harm’s way. They take a chance every day they go into work. Every day, their loved ones kiss them goodbye, knowing there’s always the chance that he or she will not make it home that evening – or ever again.

“That’s why I was there.”

Chicago firm, six individuals charged in options fraud scheme

On Monday, June 29, the Commodity Futures Trading Commission filed a civil enforcement action in the U.S. District Court for the Northern District of Illinois against Long Leaf Trading Group, Inc., its principals James A. Donelson of Aurora, and Timothy M. Evans of Tulum, Mexico, and former Long Leaf associated persons Jeremey S. Ruth of Austin, Texas, and Andrew D. Nelson of Elmhurst.

The defendants are charged with defrauding customers in connection with options on futures transactions.

Some of the defendants are also charged with registration and disclosure violations.

ders filing and simultaneously settling charges against two additional former associated persons of Long Leaf, Scott J. Gecas, of Tinley Park, and James E. Leeney, of Chicago, for their participation in the firm’s fraud scheme.

“The CFTC is committed to stamping out fraud in its markets, particularly with respect to companies like Long Leaf, which abuse their registration status to systematically fleece customers,” said CFTC director of enforcement James McDonald. “The CFTC urges customers to exercise caution when investing in so-called ‘trading programs’ offered by brokers or advisors.”

The complaint alleges that from at least June 2015 through December 2019, Long Leaf, at the direction of Donelson and Evans and through its agents and employees including Ruth and Nelson, knowingly made numerous false and misleading state-

ments to customers and prospective customers about the success of Long Leaf’s “Time Means Money” options trading program.

According to the complaint, all of Long Leaf’s customers lost money trading pursuant to the program. The defendants were aware of the losses and knowingly or recklessly failed to disclose them to customers and prospective customers. In total, more than 400 customers lost approximately $6.1 million, while Long Leaf made more than $4.4 million from

its trading recommendations, which were designed primarily to generate commissions.

In its continuing litigation, the CFTC seeks restitution for defrauded customers, disgorgement of ill-gotten gains, civil monetary penalties, and a permanent injunction against further violations of the Commodity Exchange Act (CEA) and CFTC regulations, as charged, as well as permanent trading and registration bans.

Pursuant to the two CFTC orders filing and simultaneously settling

charges, Gecas was ordered to pay a civil monetary penalty of $150,000, and is subject to a four-year registration and trading ban, while Leeney was ordered to pay a civil monetary penalty of $350,000, and is subject to a five-year registration and trading ban. Gecas and Leeney are ordered to cease and desist from further violations of the CEA and CFTC regulations, as charged.

The CFTC had the assistance of the National Futures Association in this matter.

On June 26, a reporting officer responded to the 800 block of N. York at around 9:15 a.m. for a report of a sexual assault. The victim stated the suspect sexually assaulted her. The suspect was later located, placed under arrest and transported to the police station. The suspect was released pending charges.

Woman arrested after victim alleges he was hit with bottle On June 29, a 47-year-old Elmhurst woman was charged with domestic battery, assault and resisting a police officer in the 300 block of W. Grantley at around 9:49 p.m. A complainant told police that following a verbal argument, the suspect threw a beer bottle at him, which struck him in the head.

Victim tells police he was struck by machete On June 25, a reporting officer met with a victim in the 600 block of W. North at around 7: 47 p.m. The victim stated he was involved in an argument with the suspect. The victim further stated the suspect struck him with the end of a machete. The victim showed no signs of injury and no complaints were signed.

Assault, battery June 30 Police said officers responded to the police station lobby at around 9:26 p.m. for the report of an intoxicated subject who stated he was the victim of a battery and a suspect stole his cell phone. Due to his level of intoxication, the victim was unable to care for himself and medics transported him to the hospital. An investigation is pending.

Says granting restraining order ‘would pose serious risks to public health’

By Jerry Nowicki A federal judge on July 2 denied a request for a temporary restraining order that would have allowed Illinois Republican Party groups to host large fundraising events.

In the lawsuit, the state GOP argued that Gov. JB Pritzker’s 50-person cap on gathering sizes—which was a 10-person cap when the lawsuit was filed—does not apply to religious organizations, and the governor “declined to enforce” his order against protesters demanding an end to systemic racism.

The GOP—along with the Will County Republican Central Committee, Schaumburg Township Republican Organization and Northwest Side GOP Club—argued that applying those exemptions to protestors and religious institutions but not to political parties created an “unconstitutional content-based restriction on speech,” according to a court document.

That, the Republicans claimed, was a violation of their First and 14th Amendment rights under the U.S. Constitution, which grant freedoms of speech and demonstration, as well as equal protections under the law.

U.S. District Court Judge Sara L. Ellis, of the Northern District of Illinois’ Eastern Division, denied the request for a temporary order that would allow the GOP to resume large gatherings, stating that granting the relief “would pose serious risks to public health.”

“The number of COVID-19 infections continues to rise across the United States, which has led some states to recently impose greater restrictions on gatherings and activities,” Ellis wrote in her ruling. “COVID-19 is highly contagious and continues to spread, requiring public officials to constantly evaluate the best method by which to protect residents’ safety against the economy and a myriad of other concerns.”

Illinois GOP Chairman Tim Schneider said lawyers were already working on an appeal.

“We are disappointed with today’s results and obviously disagree with the ruling,” Schneider said in a statement.

“Our fight to secure our First Amendment right is not over, however. Our lawyers have immediately begun the process for appealing the decision.”

In its June 15 court filing, the GOP argued political parties “are for political expression what churches are for religious expression: the corporate manifestation of speech and interaction within a community of shared belief.”

“Yet, unlike churches, political parties are barred from gathering in groups greater than

10 (now 50) under the governor’s executive order,” the party continued. “And unlike protestors against police brutality, they have not been given an exemption based on his sympathy, recognition, and participation.”

Ellis, however, argued that Pritzker’s order “involves reasonable measures intended to protect public health while preserving avenues for First Amendment activities.”

“Plaintiffs ask that they be allowed to gather—without limitation—despite the advice of medical experts and the current rise in infections.

The risks in doing so are too great,” she wrote. “The Court acknowledges that Plaintiffs’ interest in gathering as a political party is important, especially leading up to an election. But this interest does not outweigh the governor’s interest in protecting the health of Illinois’ residents during this unprecedented public health crisis.”

The judge also wrote that many political activities are still allowed, such as “phone banks, virtual strategy meetings, and, as of Friday, June 26, gatherings like fundraisers and meetand-greet coffees that do not exceed 50 people.”

Moreover, allowing the GOP to hold mass gatherings would “open the floodgates to challenges from other groups that find in-person

Dolores Ann Finke, 90 Dolores Ann Finke (nee Jost) peacefully passed away Sunday evening June 28 with loving family at her side at home in Marengo. She was 90. She was born October 11,

1929 in Elmhurst to Alfred and Helen Jost and married Edgar Finke in 1951.

He preceded her in death in April 2020, after 69 years of marriage.

Dolores was a member of Zion Lutheran Church and active in Ladies Aide, cradle roll, the shawl ministry and prayer partners.

She was a hard working farm wife who was the original pioneer woman. She was a legendary cook and baker. She helped butcher and dress all the meat on the farm, had huge gardens and canned everything.

She was an active member of Riley Home Bureau and her kids’ 4-H leader. She taught all her children how to sew and cook. She was very artistic, making her own Christmas cards. She baked desserts for Shady Lane and cooked for Riley School and Florence Nursing Home. She made most of her children’s clothes, doll clothes, wedding dresses, wedding cakes, and all the birthday cakes for the family. She loved her family and helped raise her grandchildren. She loved crossword puzzles and the “funnies” in the newspaper. She had a dry sense of humor and would do anything for anybody. She was still knitting prayer shawls up until the week she

Lorraine Roller Lorraine Frances Roller was born

Lorraine Dvorak to Joseph and Loretta Dvorak of Minneapolis on September 28, 1922. She graduated from Holy Angels Academy and went on to the University of Minnesota for one year before enlisting in the U. S. Marine Corps and serving her country in World War II. Following her honorable discharge, she then attended Ray Vogue School of Design in Chicago. After graduation, she was employed by Trans World Airlines, working with a select group of women that TWA called the “Mary Gordon” program. The women traveled the world acting as fashion and travel advisors and encouraged other women to be independent and travel the world as well.

While working for TWA she met the love of her life, John Thomas Roller. They were married and settled down first in Chicago and later in Elmhurst. The couple had two children, Janet and John.

Although Lorraine was a homemaker for a number of years she eventually returned to work first with Arcade Travel Agency and later for Lord and Taylor, where she remained for many years until her retirement.

She is survived by her daughter,

Appellate Court affirms druginduced homicide conviction

On Thursday, July 2, DuPage County State’s Attorney Robert B. Berlin announced that the Second District Appellate Court of Illinois had affirmed the conviction of Kevin Liszka, 36, formerly of Melrose Park. Liszka was found guilty of supplying a fatal dose of heroin to a 26-year-old Naperville man in 2015.

On March 2, 2018, a jury found Liszka guilty of one count of Drug Induced Homicide (Class X Felony). On July 3, 2018, Judge George Bakalis sentenced Liszka to 18 years in the Illinois Department of Corrections (IDOC). The Appellate Court affirmed the conviction on June 29.

At trial, the State proved that in February 2015, Liszka delivered heroin to another individual, Skyler Sabala, who in turn delivered the heroin to the victim, Marcus Penton.

The State also proved that Penton ingested the heroin supplied to him

by Sabala, which Sabala obtained from Liszka, and subsequently died

from a drug overdose. On Oct. 4, 2016, Sabala entered a plea of guilty to one count of Manufacture/Delivery of a Controlled Substance (Class 2 Felony) and was sentenced to seven years in the IDOC. In his appeal, Liszka presented seven possible issues for review at the appellate level. Liszka’s Appellate Defender however, tendered a motion to the Appellate Court to withdraw as counsel. In support of his motion to withdraw as counsel, the Appellate Defender provided a memorandum of law that provided a “statement of facts and an argument why this appeal presents no issues of arguable merit.”

A 30-day period allowing for the defendant to respond has since passed. In their affirmation, the Appellate Court stated, “we agree with counsel that this appeal presents no issue of arguable merit … and affirm the judgment of the circuit court of DuPage County.”

Reader offended by coverage of recent protests I was personally offended by many of the comments and photos in the articles of the June 18 edition of this paper. If the protests of June 13 were supposed to be peaceful, why was anyone allowed to hold a sign saying ‘No Justice No Peace’? Isn’t that a threat of violence? Just wondering.

I was particularly offended by the comments of the young man you interviewed. His thinly veiled insinuation that Elmhurst is a racist community simply because it’s predominantly white is, in my opinion, an insult to every resident of this town. I ask that he cite evidence of his claim.

His comment “there is no collective liberation without black liberation” is a statement Che Guevara would be proud of. No, that is not a good thing.

You want to ‘liberate’ black people? Start by working to shut down the Democrat Party’s ‘War on Poverty’, which has imprisoned millions of black people in endless cycles of poverty, hopelessness, and despair.

Man sentenced to life plus 45 years for murder of Hinsdale woman

On Tuesday, June 30, DuPage County State’s Attorney Robert B. Berlin announced that Judge Brian Telander had sentenced Dominic Sanders, 33, formerly of University Park, to natural life in prison without the possibility of parole for the 2017 murder of Andrea Urban of Hinsdale.

Additionally, Judge Telander sentenced Sanders to 30 years on home invasion charges and 15 years on residential burglary charges. All three sentences will be served consecutively. On Jan. 24, after approximately three hours of deliberations following a nine-day trial, a jury found Sanders guilty of first-degree murder, home invasion, residential burglary. The jury also found that the murder was exceptionally brutal or heinous indicative of wanton cruelty.

Township distributes food to help seniors during pandemic On Friday, June 26, York Township in Lombard and the DuPage Senior Citizens Council distributed frozen meals to help feed seniors during the COVID-19 pandemic. Eligible seniors were able to pick up their meals from the safety of a drive-through car line and were greeted by York Township Supervisor John W. Valle, along with the Township Senior Center staff and Tracy Halunka from the DuPage Senior Citizens Council.

Everyone who signed up was given a box full of frozen meals, a bag containing fruit and water, and a

large loaf of bread. More than 450 meals were distributed overall.

“I would like to thank the DuPage Senior Citizens Council for partnering with us in the fight against hunger within York Township,” Supervisor Valle said.

“We miss having everyone here at the Township for lunch every day as part of our Senior Nutrition Program and this was a great opportunity to see familiar faces. We look forward to partnering again with the DuPage Senior Citizens Council for another event soon.”

Make the best of a summer staycation during COVID-19 The summer travel season likely will look different for many Americans this year. Between COVID-19, stay-at-home orders and travel restrictions, vacations at the beach or overseas travel will likely be put on hold for many. But that doesn’t have to spell an end to summer vacations.

Vacations provide a much-needed break from the everyday to unwind and relax. Some would argue that with the stress of COVID-19, taking time to unwind is necessary now more than ever.

While many people may be staying home during their break, it doesn’t mean they have to spend their time couch surfing and binge watching the latest on Netflix.

A summer staycation can be relaxing and fun with some planning.

Here are a few tips: • Disconnect from work. Many people have been working from home due to COVID-19 restrictions. If someone still working from home is taking a staycation, they should be sure they’re off “work mode” during their vacation time.

Take a break from emails and phone calls, even if the office is at home. If someone needs to respond to emails or calls, they could try scheduling time to do that so they can enjoy the rest of their day work-free.

• Splurge a little and change the scenery. Buy some new plants or wall decor to make home feel like a getaway. Splurging on a new set of bed sheets or comforter will likely cost less than a hotel stay and can provide that luxurious feel of a hotel stay. Hang a hammock in the backyard or a porch swing out

front. A water fountain outside or inside can help people unwind to the sounds of nature.

• Plan an at-home spa day. Dig out the comfy robe and slippers.

The day could include a soak in the tub, a facial, manicure or an eye mask while napping. Set up a meditation area with special lighting, a yoga mat or floor cushion and soft music. Enjoy the day and relax.

• Tour the town. Check out the local visitor’s bureau and tour the town, or a neighboring town, as a tourist. Visit a new park, learn about the town’s history at the local museum or check out some new shops.

Be sure to include stops to the local favorites for lunch, dinner or a scoop of ice cream.

• Try something new. Use a staycation to pick up a new hobby, learn to cook a new cuisine or finish a project around the house. Include the whole family and find new things to do together that everyone can enjoy. Check the local park district or community college to see if they are offering any fun outdoor or online classes.

• Camp out in the backyard. Set up a tent and enjoy burgers on the grill, s’mores by the fire and stargazing from the backyard. If the weather isn’t cooperating, set up camp inside. Build indoor forts out of sheets and set up air mattresses or sleeping bags for the night.

Staying at home for vacation doesn’t have to be mundane. With a little planning, a staycation can be filled with adventure, fun and memories for years to come.

Mendoza: New fiscal year will be even more challenging than height of budget impasse

State borrowed heavily to get through year that ended June 30

The state of Illinois, like most states, began a new fiscal year on July 1 and the person in charge of managing the state’s bank accounts said she fears it could be one of the most difficult years in modern memory.

“This is going to be, I think, by far perhaps the most challenging year that I’ve had to manage as comptroller,” state Comptroller Susana Mendoza said in an interview July 1. “And that’s saying something because, you know, I had to navigate the state through what was, when I took office, the worst fiscal crisis that our state had ever experienced, that two-year budget impasse.”

The difference between then and now, she said, was that during the budget impasse, the state still had revenues flowing in, just no legal authority to spend it. But in the face of the COVID-19 pandemic, and the near shutdown of the state’s economy that it forced, Illinois now isn’t seeing anything close to the revenues it will need to fund the new budget.

“You can pass whatever budget you want,” she said. “If the revenues don’t come in the way you’d like them to, then there’s not enough money to go around for all of the priorities that are represented by that budget. So, at the end of the day, we’ll have to see month-to-month what our revenues look like. It’s so completely up in the air.”

The financial impact of the pandemic started to appear in state revenues in April and May. Before then, Mendoza noted, Illinois was in relatively good shape with a nominally balanced budget in place and revenues coming in greater than expected.

The state was even making progress on paying down its backlog of past-due bills.

But that all changed in April after Gov. JB Pritzker extended the tax filing deadline to July 15, which took a

big bite out of revenues the state normally would have seen that month.

Meanwhile, the state’s unemployment rate shot up to an unprecedented 17.2 percent in April as employers throughout Illinois were forced to shut down or scale back operations due to the novel coronavirus.

As of July 1, according to the comptroller’s website, the bill backlog stood at $5.4 billion. But Mendoza said that figure doesn’t tell the whole story because in order to keep the state running, it borrowed roughly $2.7 billion.

That included $1.2 billion from the Federal Reserve, just part of the $5 billion in Fed borrowing that state lawmakers authorized during their special session in May. It also included another $1.5 billion in interfund borrowing and borrowing from idle funds in the state treasurer’s office.

“So that did help me to pay down some really important bills that needed to be paid of that bill backlog, but it’s important to remember that, okay, the bill backlog says it’s $5.4 billion, but in actuality, we’re still on the hook for paying back that $2.7 billion, so we’re really looking at, you know, 5.4 plus 2.7,” or $8.1 billion, she said.

Among the high-priority bills the state paid, she said, were invoices from Medicaid providers, including hospitals, which were already reeling from revenue losses that resulted when they were forced to call off nonemergency surgeries and procedures in order to free up resources for COVID-19 patients.

The $1.2 billion in federal borrowing came through a program called the Municipal Liquidity Facility, which the Federal Reserve Board authorized in March to help states and large municipalities deal with the dramatic falloff in revenue they were seeing. Illinois is paying 3.8 percent interest on the loan, which is due to be paid back by June 30, 2021.

The number of Illinois workers receiving state unemployment benefits fell by more than 29,000 during the last week of June as many businesses resumed operations after 14 weeks under a stay-at-home order brought on by the COVID-19 pandemic.

The U.S. Department of Labor said July 2 there were 676,338 people in Illinois receiving continuing unemployment benefits during the week that ended June 27. That was 29,511 fewer than the previous week.

First-time unemployment claims also fell to 45,249, a decrease of 1,027 from the previous week, but still a 463 percent increase over the same week a year ago when only

8,038 initial claims were filed.

In addition to those workers who qualify for traditional unemployment benefits, another 32,587 Illinoisans filed first-time claims for Pandemic Unemployment Assistance, more than triple the number from the week before. PUA is a program funded entirely by the federal government under the CARES Act to extend benefits to independent contractors who aren’t normally covered under traditional state-funded unemployment.

The Department of Labor also reported figures for the Pandemic Emergency Unemployment Compensation program for the week that ended June 13, two weeks ear-

may need to borrow this fiscal year, hinges on the idea that Congress will pass another economic relief package that will include significant relief for states—something it has not done yet and is still the subject of partisan wrangling on Capitol Hill.

Mendoza said there is no way for Illinois to make it through this new fiscal year without making draconian budget cuts if Congress doesn’t come through with that aid.

“Because Illinois is not the only one who’s looking at this type of financial disaster situation, but every single state in the country is going to require federal government sending financial aid,” Mendoza said. “And when I say financial aid, I don’t mean loans. I mean specifically grants— money that does not have a million strings attached to it that would go specifically to help make up for lost revenues due to COVID-19.”

Republicans in Congress, however, have been reluctant to accept what they see as a “bailout” of state gov-

ernments, many of which, including Illinois, had significant financial challenges before the pandemic.

In April, U.S. Senate Majority Leader Mitch McConnell, R-Kentucky, suggested that some states would be better off filing for bankruptcy. Amid significant backlash, McConnell walked that idea back a few days later and suggested a direct aid package—but only if it included civil immunity from COVID-19-related lawsuits for employers, which Democrats have not been willing to accept.

Mendoza called the idea that Illinois and other states were asking for bailouts “laughable,” while noting that Illinois receives less in federal benefits from Washington than it pays into it. McConnell’s home state of Kentucky, meanwhile, receives more than $2 in benefits for every dollar it sends to Washington.

“Mitch McConnell must forget that it’s states like Illinois and Connecticut and California and New

York that bail out his state of Kentucky every single year,” Mendoza said. “He’s used to living off of the state of Illinois and the state of California and the state of New York and the state of Connecticut and every other donor state, which by the way, most of which happened to be blue states.”

Mendoza said that when it comes to paying bills on a month-to-month basis, her office will prioritize making scheduled debt payments, paying out retirement benefits and making payments to public schools. Beyond that, she said, everything else in state government will be at risk without federal aid.

“We are far from done with this pandemic, so if anybody believes that we’re even remotely out of the woods yet, they’re imagining things,” she said. “We really have yet to see what the month to month reduction in revenues is going to be.

The impact of COVID-19 on opioid use epidemic COVID-19 has changed the way America is operating. Social distancing has been encouraged to protect people and prevent the spread of the virus. At the same time, there has not been as much focus on the epidemic that remains a crisis in this country — the opioid epidemic.

Authorities across numerous states are reporting increases in overdose deaths during the time of COVID-19. Illinois alone has seen 924 confirmed overdose deaths compared to 461 at this time last year. COVID-19 is amplifying the crisis.

People have a difficult enough time maintaining a recovery routine. Adding social isolation and a pandemic into the mix has been a life-threatening combination.

Recovery is not only about sobriety, but connection. A large part of the solution to

moving forward in recovery is building social connections through meetings and social supports. Removing that piece places individuals at risk.

The recovery community is like a tight knit family. When they see each other they embrace one another, hug one another, and share that they care deeply about one another. These norms that have been in practice for decades are now being challenged.

As a result of the isolation encouraged during COVID-19, individuals who use opioids are at a greater risk to use alone. Without having anyone to administer Narcan to rescue them, individuals are an increased risk for overdose death.

Individuals who use opioids may feel forced to obtain the drugs from new sources to continue use or avoid symptoms of with-

drawal. Different sources have different supplies, which places the individual at an increased risk for overdose. Additionally, with a decrease in supply, those who return to use are at an increased risk of overdose due to the rapid decrease of tolerance.

On top of the social isolation, most individuals received a stimulus check to provide financial support during this pandemic. For many individuals with opioid use disorder, having a large amount of money can be a dangerous temptation.

The recovery community is disenfranchised and stigmatized for their illness.

Where can individuals struggling with opioid use disorder find help during this time?

Increasing access to treatment during the pandemic has been critical. Linden Oaks Behavioral Health offers telehealth treatment

options through Medication Assisted Treatment (MAT), as well as outpatient programming and counseling. Group and individual counseling to provide emotional support, in conjunction with online recovery meetings, have been critical in helping individuals maintain their recovery.

Individuals can have virtual face-to-face meetings through secured platforms to complete assessments and obtain medications, which would not have been permitted prior to COVID-19. The telehealth platform can provide important insights to clinicians about individuals’ living environments that would have been missed previously, allowing the treatment team to address challenges at home.

DuPage County deaths related to COVID-19 declined during June

Health department’s updates indicate 75 deaths related to the virus in June, down from 193 in April and 189 in May

The number of deaths in DuPage County related to COVID-19 is on the decline.

The DuPage County Health Department’s daily update from July 5 indicated 9,315 confirmed cases of COVID-19 in the county, including 471 deaths.

The health department’s report from one week earlier—June 28—indicated 463 deaths related to the virus among county residents.

The first COVID-19 related death in the county was reported on March 19.

According to the DuPage County Health Department, there were a total of 14 deaths related to COVID-19 among county residents during March. There were another 193 deaths related to COVID-19 in April, and 189 ad-

ditional deaths related to the virus in May. There were 75 additional deaths related to the COVID-19 during June.

According to the Illinois Department of Public Health (IDPH) update on July 5, there have been 475 deaths related to COVID-19 among DuPage County residents—four more deaths than indicated in the DuPage County Health Department’s update from the same day.

The recent updates from the IDPH indicated 30 additional deaths in the state related to COVID-19 reported on July 1, 36 additional deaths on July 2, 17 additional deaths on July 3, 10 additional deaths on July 4 and the six additional deaths indicated on July 5.

The July 1 update of 30 additional deaths included two deaths in DuPage County. The July 2 update included one death involving a DuPage County resident. The updates from July 3 and July 4 each included one death of a DuPage County resident.

Of the six additional deaths reported on July 5, five involved Cook County residents, while the other involved a Champaign County male in his 90s.

The IDPH daily report from July 1 indicated more than 33,000 tests performed. The July 2 update noted more than 30,000 additional tests performed, while the July 3 update indicated over 34,000 additional tests—a single-day high since testing began in March.

have been 7,020 deaths related to COVID-19 in the state. There have been over 147,000 confirmed cases of the virus in Illinois, with more than 1.7 million total tests performed.

The IDPH figures from July 5 indicate that 4,627 (about 66 percent) of the state’s deaths related to COVID-19 have involved residents of Cook County. About 41 percent (5.15 million out of 12.67 million) of the state’s residents live in Cook County.

According to the IDPH report from July 5, 43 of the state’s 102 counties have not reported a single death related to COVID-19. Another 12 counties in the state have reported one death related to the virus.

The IDPH update from July 5 indicated six additional deaths related to COVID-19. That marked the lowest single-day total in over 100 days; the March 25 report indicated three additional deaths. The state’s highest single-day total of deaths related to the virus was May 13, when 191 additional deaths were reported.

DuPage County has been recognized with an Achievement Award from the National Association of Counties (NACo). The awards honor innovative, effective county government programs that strengthen services for residents.

NACo recognized the Recovery and Manufacturing-A Path Up (RAMP-Up) program in the Community and Economic Development Category.

The RAMP-Up program provides manufacturing certification training to individuals in recovery from opioid use and substance abuse, allowing them to obtain meaningful employment, while also providing local employers with a distinct talent pool.

The program began with a public-private partnership started by DuPage County’s Workforce Development Division (workNet DuPage) and the Heroin-Opioid Prevention and Education (HOPE) Taskforce.

“One of the greatest challenges facing our community is the opioid crisis, and we are constantly searching for new ways to reduce the impact of the opioid epidemic on our county,” said County Board Chairman Dan Cronin.

“The RAMP-Up Program represents a transformative opportunity offering real change and a measurable impact on the people and communities involved.

“We are grateful to our innovative workNet DuPage team who brought this creative solution forward and to their colleagues in the Public Defender’s Office, the State’s Attorney’s Office and in the probation system who identified

and supported program candidates.”

“We want every resident of DuPage County to have access to necessary job training and development. WorkNet’s RAMP-Up program is an outstanding example of going the extra mile to accomplish that,” said Tim Elliott, chairman of the county’s Economic Development Committee.

“We must encourage counties, states and the federal government to follow DuPage’s lead and consider workforce development as a critical component of combating the opioid epidemic. Through these partnerships, we can provide a path away from addiction and toward a productive future, one job at a time,” said HOPE Taskforce co-Chairman Greg Hart.

NACo President Mary Ann Borgeson said, “We are seeing firsthand now more than ever that counties work tirelessly to support our residents. This year’s Achievement Award-winning programs showcase how counties build healthy, safe and vibrant communities across America.”

Nationally, awards are given in 18 different categories that reflect the vast, comprehensive services counties provide. The categories include children and youth, criminal justice and public safety, county administration, information technology, health, civic engagement and many more.

Started in 1970, NACo’s annual Achievement Awards program is designed to recognize county government innovations. Each nominee is judged on its own merits and not against other applications received.

State Rep. warns lawmakers cannot ‘legislate morality’

The recognition that institutional racism exists in Illinois’ law enforcement, education system and houses of worship, for example, came as “an awakening” for many residents, Rep. Thaddeus Jones said, and it will be impossible for the state to “move forward” until Illinoisans confront those issues by having honest conversations.

The death of George Floyd, an unarmed black man who was killed May 25 by a white Minneapolis police officer, spurred near-daily demonstrations where residents of all races protested systemic injustice.

“We’re seeing people’s real feelings and comments come to the forefront like we’ve never had before, and it’s surprising on one hand but it’s insulting on the other hand because there’s so many relationships that are being challenged right now based on feelings,” Jones, a Democrat from Calumet City, said. “Part of that is anger, and then part of that is getting to know each oth-

er better.”

The representative, who serves communities in southeast Chicagoland minutes from the Indiana border, spoke with Capitol News Illinois for its “Perspectives on Progress” series, a collection of conversations on race with state leaders.

Illinois elected officials at all levels have in recent weeks suggested policy improvements in certain areas — police reform, access to health care, integrated communities and small business support, to name a few. But Jones said none of those changes will make a true difference unless residents confront their ability to live, work and respect each other.

“We can’t legislate morality — that’s what we’re talking about,” the representative said. “...

There’s no way that you can break down institutional racism in education, policing, in all the systems that you can name with just one piece of legislation. It is not going to happen.”

That process, he said, should begin with members of the General Assembly. If Illinoisans see their representatives and senators confront-

ing their biases, “then it’s more powerful.”

“If you live in southern Illinois, you’ve heard things about Black people that are not true, and vice versa, if you live in northern Illinois, you’ve heard something about white people in southern Illinois that is not true,” Jones said. “And I know it sounds so simple, but it’s the simplistic stuff that’s going to get us to the point where we’re going to actually do things to change the country and change our state.”

In the late 1990s, Jones served as chairman of the Illinois Human Rights Commission. He said he wants to bring techniques from that group to the Legislature to encourage and “challenge” his colleagues to confront “the issues that have brought us to this point.”

The point, he added, is to “move the conversation forward” by learning about each other’s families and life experiences. Members of the General Assembly would then be able to confront ways to craft helpful legislation.

“I’m just afraid that, you know, some of my white colleagues have the same frustrations and

we don’t talk about it. We sit around like we get along with each other, but in the back of our minds, we have these deep-rooted issues that we need to work on,” Jones said.

“Taking it from the foundation of what Illinois started with, you know, dealing with slavery back in the day to where we are now, and actually having conversations about racism — we’ve never done that as a state,” the representative continued. “...I think once I can move that ball forward, it’d be better.”

But what is occurring in Illinois currently — people “paying attention” — is giving him hope, he said. In the back of his mind, though, is this movement’s uncertainty.

“I think that’s what scares me the most, is that all of this talk is going to go away and is here for a moment and people are going to move on to something else,” Jones said. “...We all have views on each other that we have to move beyond because our country has put those thoughts in our head, and we have to sit down and deal with them.”

COVID-19 hospitalizations rose above 1,651 for the first time in seven days at the end of Wednesday, increasing by 140 from the day before and by 187 from its June 27 low.

The number is also the highest single-day tally for hospital bed usage since June 19, when there were 1,699 people hospitalized with the

The National Weather Service says heat and humidity could fuel afternoon and evening thunderstorms, producing strong and dangerous winds. The forecast serves as a good reminder: when thunder roars, go indoors.

State high court rules police misconduct records cannot be destroyed State law supersedes contract with Chicago’s police union

the Fraternal Order of Police Lodge No. 7 requiring the city to destroy records of investigations and discipline arising from police misconduct has been the subject of litigation and arbitration for nearly thirty years.

The provision dates back to 1981 and has remained largely unchanged since. The current language states that, “All disciplinary investigation files, disciplinary history card entries, Independent Police Review Authority and Internal Affairs Division disciplinary records, and any other disciplinary record or summary of such record other than records related to Police Board cases, will be destroyed five (5) years after the date of the incident or the date upon which the violation is discovered, whichever is longer.”

The Illinois Supreme Court ruled last week that the city of Chicago may not destroy records of police misconduct that are more than five years old, despite a contract with city’s police union that requires city officials to do so.

In a 6-1 ruling July 1, the high court said that a state law requiring public records to be maintained supersedes a provision in the city’s contract with the union.

The decision comes at a time when police departments throughout the country, including the Chicago Police Department, have been the target of protests and civil unrest in the wake of the May 25 killing of George Floyd, an unarmed black man who died when a white Minneapolis police officer knelt on his neck for nearly nine minutes.

In 2011 and 2012, the court noted, the FOP filed grievances against Chicago for failing to comply with terms of the contract.

While those grievances were pending, both the Chicago Tribune and Chicago Sun-Times filed requests under the state’s Freedom of Information Act for records in the city’s possession dating back to 1967.

After city officials notified the union that it intended to comply with the requests, a Cook County Circuit Court judge issued a series of preliminary inunctions effectively preventing the city from releasing any records that were more than four years old or that were the subject of a U.S. Department of Justice investigation.

ception to that principle whenever the contract provision “is repugnant to established norms of public policy.”

In the case of the police contract, the court found that laws requiring retention of public records are a clear statement of public policy. Or, stated more specifically in the State Records Act, “that government records are a form of property whose ownership lies with the citizens and with the State of Illinois.”

“While parties are generally free to make their own contracts, this court has long held that when a conflict exists between a contract provision and state law, as it clearly does in this case, state law prevails,” Justice Lloyd Karmeier wrote for the majority.

In a dissenting opinion, Justice Thomas Kilbride argued that the original arbitration award did not order the destruction of documents. It only ordered the two sides to negotiate, which he said was not a violation of the Local Records Act. He also argued that there is an equally well-established public policy in Illinois to enforce collective bargaining agreements.

“To repeat, the issue of police misconduct is a serious issue that must be confronted by society,” Kilbride wrote. “This court was asked, however, to consider a fundamental principle of labor law, namely, the validity and enforcement of arbitration awards.”

with the destruction of the records. In response, the U.S. Attorney’s office sent a letter to the city ordering it to preserve documents relevant to its investigation.

In 2017, both the Justice Department and a task force appointed by the city issued reports specifically citing the contract language as an impediment to oversight and reform of the Police Department.

Finally, in October of that year, a circuit court judge issued an order overturning the arbitrator’s decision to enforce the contract, finding that the language “violated a well-defined and dominant public policy to preserve government records.”

At issue was Illinois’ Local Records Act, which requires local governments and school districts to preserve public records without first seeking permission from a Local Records Commission and demonstrating that the records “do not have sufficient administrative, legal or fiscal value to warrant their further preservation.”

Violation of that act is a Level 4 felony.

The union argued in court that another statute, the Public Labor Relations Act. It states that whenever there is a conflict between that act, or any collective bargaining agreement negotiated under it, and any other state law, the labor law prevails.

Elmhurst American Legion Post 187 baseball news U17 team reaches championship game of Muddogs Classic; O’Donnell fans eight in three innings in win against Palos

The Elmhurst American Legion Post 187 U17 baseball team gained some recent momentum at its own 2020 Muddogs Legion Classic held at Community Park in Addison.

Post 187 reached the championship game where it lost 11-0 to the Illinois Hammerheads.

In previous tournament action, the Muddogs lost 8-0 to the Schaumburg Flyers in the opener and then came back to score an 11-3 win over the Flyers.

Elmhurst closed out pool play with an 11-4 win over Palos Post 1193.

In the win against Palos, Jason O’Donnell (Leyden) pitched three innings and struck out eight. He also

was a key cog at the plate, going 3-for-3 with three doubles and three RBI. Matt Espinosa (Leyden) went 2-for-3 and scored two runs, while Jake Marshall (IC Catholic Prep) went 2-for-3 with two RBI. “Jason had a great night pitching,” said Post 187 U18 coach Mike Biondo.

Post 187 U18 Legion Last week, Post 187’s U18 senior Legion team took a close 8-7 decision over Fastball USA to notch its first victory of the season, in a game played at Community in Addison.

Fastball jumped out to a 7-0 lead after two innings, but Elmhurst logged two runs in the bottom of the second, four in the bottom of the third and two more in the bottom of the fourth to record the come-from-

behind triumph.

Elmhurst had five hits, while Fastball had four. The teams combined to make five errors and walk 14 batters.

Aldo Flores (Leyden) led Post 187, going 2-for-2 with three runs scored and two RBI. Conor Baxter, Ryan Malek (IC Catholic Prep) and JB Perez (Leyden) each had a hit.

Malek scored three runs, while Baxter and Nick DeSimone (Fenton) each scored a run. Jimmy O’Donnell (Leyden) walked twice.

One of Flores’ hits was a triple. He also stole two bases. Elmhurst was strong on the base paths, stealing five bags in six attempts. Perez also had a sacrifice fly.

Ethan Pieniazak (Willowbrook) was the winning pitcher in relief. He

pitched the final 3 1/3 innings and struck out three while allowing only one hit.

Post 187 also lost a doubleheader to Valparaiso (Indiana) Post 94 in a pair of ballgames played at Hobart City Park in Hobart, Indiana.

Valparaiso won the opener 4-1.

Elmhurst led 1-0 after a half inning, but Valpo scored two runs in the bottom of the first and added two more in the third.

Elmhurst had five hits with Malek, Brennan Fisher (IC Catholic Prep), Jake Galanis (Leyden), Baxter and Jason O’Donnell each logging one hit.

Malek’s hit was a double. Baxter had Elmhurst’s lone RBI. Galanis took the loss. He went five innings and struck out six. Es-

pinosa pitched the sixth inning and struck out one.

Valpo took the nightcap by a 9-3 count. The hosts led 3-2 in the second, but put some distance on the scoreboard by scoring two runs each in the third, fourth and fifth innings.

Elmhurst had five hits. Jason O’Donnell went 2-for-2 with two runs scored and an RBI. Malek, Fisher and DeSimone each had a hit. Flores and DeSimone each had an RBI. Jason O’Donnell doubled in the game, while Galanis had two stolen bases.

Malek took the loss. He struck out seven batters in three innings. Pieniazak pitched as well.

IHSA releases important additional reopening guidelines York boys golfers active on summer circuit

The Illinois High School Association recently released its Stage 2 plan of its Return To Play Guidelines.

The guidelines have been approved by the Illinois Department of Public Health and could be instituted by IHSA member schools starting this past Sunday (July 5). The IHSA also announced it will no longer reference the guidelines as Stage 2, and will instead refer to them as Phase 4 Return To Play Guidelines, matching the ver-

biage used by the state in its Restore Illinois plan.

The IHSA noted the Phase 4 guidelines optimize safety while allowing IHSA-member-school teams to gather in groups of 50 students and coaches or less to conduct practices and contests. IHSA coaches can conduct team activities on 20 contact days between June 30 and Aug. 9.

An IHSA member high school may not conduct team activities under the Phase 4 plan unless it has local school district approval, and are located in a health region that is currently in Phase 4 (or better) under the governor’s Restore Illinois plan.

While fans do not traditionally attend contests conducted under the summer contact day format, a host school that allows fans to attend must

limit fan attendance to 20% capacity of the facility or less, based on the policy of the host school. Spectators are encouraged to bring their own chairs for outdoor activities.

Student-athletes still are allowed only five hours per day of participation.

With the 50-individual rule (indoors and outdoors), 30 feet of space must be maintained between gatherings of 50 when outdoors. Indoor limits of 50 individuals is the maximum, no matter the spacing. The 50-individual rule includes referees, but excludes spectators.

Under Phase 4, coaches and volunteers must wear a mask, while officials must wear a mask except when actively exercising as part of their officiating duties, and they must

use an electronic whistle. Officials, the IHSA noted, are encouraged to be masked whenever feasible to decrease the risk of virus transmission.

York boys golf The York boys golf team was well-represented at the recent Mid-American Junior Golf Tour Championship held at Palmira Golf in St. John, Indiana.

Sam Bartolone, a junior this past season, tied for 12th in the event with a 7-over-par score. Bartolone shot 77 in the opening round and followed that up with a strong 74 in the finale.

Connor Polomsky, also a junior this past season, tied for 34th in the vent with a 14-over score. Polomsky shot 83 the first day and then shaved eight strokes and logged a 75 on the

second day of play.

Zach Sutter, a senior-to-be, tied for 46th with a 19-over score. Sutter shot 81 the first day and 82 on the second day of competition. Joe Bonelli, also a senior-to-be, tied for 50th with a plus-20. Bonelli had splits of 81 and 83.

Earlier, a pair of golfers with York ties fared well at the MAJGT event at Geneva National Resort in Lake Geneva, Wisconsin.

Matt Buckley, a 2020 York graduate, finished third in the field at 5-over-par. He shot a 1-over 73 on the final day of competition after shooting a 4-over 76 in the opening round.

Polomsky tied for 25th in the tournament with a 17-over score. He shot 77 on the first day of competition and logged an 84 on the second day.

Orange named Timothy Christian male athlete of the year Will continue academic career at Wheaton College

Recent Timothy Christian graduate Zach Orange found himself in a scenario that likely no other boys basketball player in the state of Illinois will ever experience.

Back in March, Orange and his Timothy Christian teammates were in Peoria for the Class 2A boys basketball state finals only to be told they would not be able to vie for the state championship due to the rapidly escalating COVID-19 pandemic. The IHSA cancelled the state finals.

“It was probably one of the most

disappointing moments of my life,” Orange said. “Knowing the game before (supersectional win against Minonk Fieldcrest at NIU) ended up being my last game ever and not being able to finish the season was very heartbreaking. We were super-confident heading into (the state finals) and had been on a roll before that.

The end was brutal.”

But for Orange, his athletics career at Timothy was anything but brutal.

He leaves the school as the recipient of the 2020 senior male athlete of the year recipient.

Orange was a three-sport athlete at Timothy, playing soccer in the fall, hoops in the winter and tennis in the spring. This past spring, Orange had intended on playing both tennis and boys volleyball before COVID-19 wiped out the spring season as well.

If there was a spring season, Orange would have been a four-year, threesport athlete with the added caveat of having that fourth sport (boys volleyball) on his spring resume.

“Basketball has always been my favorite sport,” he said recently from a beach in New Buffalo, Michigan.

“I have been playing it for as long as I can remember. I loved our coaches, coach (Scott Plaisier) and coach (Matt) Huizinga, and all my teammates. We had a really good season this year, but it didn’t end right. We couldn’t finish up because of coronavirus at state. That was very disappointing, but you have to stay safe. I love basketball. Growing up I watched it and I have played it my whole life. It’s basketball and then soccer. I do tennis because it’s not as intense as basketball and soccer and

it’s fun. I enjoy it a lot.”

Orange played goalie for Timothy’s soccer team this past fall. “I had played forward and midfield my first three years and then our goalie (Kyle Teune) is going Division I for volleyball and plays for an intense club team and didn’t play, so I got switched to goalie,” he explained.

“It worked out pretty well. We went to the sectional and lost to the state champions. We had a good season.

Goalie was a lot of fun. We had a new assistant coach who played goalie in college and he worked with me a lot.

That was fun. I enjoyed goalie a lot.”

Orange is what is known as a Timothy lifer, meaning he did two years of preschool at the Butterfield Road campus and remained at the school through high school graduation.

“The school and the community

there mean a lot to me,” said Orange, whose older brother, Brandon, also went to Timothy and starred on the boys basketball team. “I have had a lot of family there for a while, I have made a lot of good friends and had great coaches and teachers. It is such a welcoming environment there. Everybody is so loving and welcoming.

I like the community there a lot. It’s a bunch of good role models you can look up to — teachers and coaches.

All my friends and the relationships I have built I will remember forever.”

For Orange, the future includes Wheaton College where he will concentrate of academics. “I am not playing sports there, just intramurals. I’m there to focus on school,” he said.

Illinois Department of Labor warns of heat hazards on the job Summer is getting under way, but sometimes the heat and humidity don’t pay attention to the calendar.

It is dangerous—even deadly—for workers not to pay attention to hot, humid conditions.

“Understandably, much of our safety concerns of late have been focused on COVID-19, but we must not overlook other dangers in the workplace. Excessive heat and humidity pose a serious threat to our workers, claiming lives every year,” said Illinois Department of Labor Director Michael Kleinik.

Millions of workers nationwide work in potentially dangerous heat conditions, and as construction season ramps up in Illinois, working in outdoor heat and humidity is a serious concern.

Early summer is the time to focus on this threat. More than half of outdoor, heat-related deaths occur in the first few days of working in hot situations because the body needs to build a tolerance to heat gradually.

Workers that do not acclimatize to the heat and humidity face a much greater risk factor for serious injury

Despite being preventable, heat illness kills an average of more than 600 people each year, according to the Centers for Disease Control and Prevention (CDC).

The overall public health impact is hard to estimate as heat-related illnesses, such as heat stroke and heat exhaustion, are not required to be reported to public health agencies.

While heat affects everyone, it especially poses a danger to those who must do physical labor in the heat and humidity—indoors or outdoors.

Heat stroke is the most serious heat-related health problem and can be fatal if not recognized and treated quickly.

Symptoms of heat stroke include: • Confusion • High body temperature (103 degrees or higher) • Hot, red, dry, or damp skin • Fast, strong pulse • Headache • Dizziness • Nausea • Loss of consciousness (passing out)

Orange plans to study economics at Wheaton. “I am pretty interested in the stock market, so hopefully I can get a job related to the stock market.

That’s the goal,” said Orange, who has been dabbling in Door Dash deliveries this summer.

Orange noted since he turned 18, he’s been trading stocks via an app.

He lists his favorite stocks (not necessarily ones he’s traded) as Tesla, Apple and Alibaba. “Apple is at like $360 (a share) now and during corona it was under 300, and since the economy has been going back up it has been steadily increasing,” he said. “I don’t have any Tesla, but some of my family does. That’s over

a thousand right now. I do have a few shares of Alibaba, which is at $200 a share.”

Orange, an Elmhurst resident, is excited to be going to Wheaton with his older brother. “He plays basketball there,” he said. “He has been a good role model for me. It’s nice to follow in his footsteps and go to Wheaton.”

Winning the male athlete of the year award is not lost on Orange. “It means a lot to me,” he said. “Growing up playing sports and then playing for the school you have gone to your whole life and then winning that award feels good. It’s a good accomplishment.”

If a worker shows signs of heat stroke, consider it a medical emergency and call 911. Assist the victim to a shaded, cooler place, and help lower their temperature with cool cloths or a cool bath.

Heat stroke doesn’t arrive without warning signs. A worker suffering from heat exhaustion may experience dizziness, nausea, headache, heavy sweating, muscle cramps and weakness.

Certain factors can make individuals more susceptible. Those 65 and older, people who are overweight and people with underlying conditions such as heart disease or diabe-

tes are more likely to fall victim to heat-related illness.

Certain behaviors, such as drinking alcohol or taking medications can impede normal perspiration, the key to body temperature regulation, adding to the danger.

Employers should train workers and supervisors to recognize the symptoms of heat-related illness and to immediately report anyone exhibiting heat-related distress.

It is vital that cool water be made available and that workers are encouraged to drink small amounts on a regular basis to combat thirst.

Regular meals and snacks are also

important to keep electrolytes in balance.

Schedule frequent rest periods with water breaks in shaded areas— air-conditioned areas if possible.

Use fans where possible to help the body’s natural cooling system to work more efficiently.

Report says Illinois was ill-prepared for pandemic

A new report from an Illinois think tank says the state was ill-prepared for the COVID-19 pandemic, primarily because of a pre-existing shortage of nurses, and that the pandemic has left state even more vulnerable in the event of another public health crisis.

The report, by the Illinois Economic Policy Institute, a nonprofit organization with strong ties to organized labor, also argues the state would be in a better position if nurses at more hospitals were unionized and if the state adopted a law requiring mandatory minimum nurse staffing levels, an idea that was proposed in the 2019 legislative session but was not adopted.

But while the Illinois Health and Hospital Association agrees there is a nursing shortage, it argues the lack of preparedness was more of a federal problem, and that the nursing shortage did not diminish the quality of care patients received.

It strongly opposes legislation requiring minimum nurse staffing levels at hospitals, and disputes any correlation between the quality of patient care and the presence of a nurses’ union in a hospital.

The report notes that even before the pandemic, Illinois had a shortage of about 20,000 nurses statewide and that the shortage will likely be exacerbated in the coming years because about half of the nurses practicing are older than 55.

“Even prior to the pandemic, more than 75 percent of registered nurses reported that insufficient staffing levels adversely affects their job satisfaction,” the report states, citing a national survey of nurses in 2019. “COVID-19 has the potential to exacerbate the nursing shortage if registered nurses feel even more overworked and stressed.”

The report examines patient care data from all 169 hospitals in Illinois, 14 of which are unionized and 155 of which are not. All but four of the unionized hospitals are in Cook County and include some of the largest health care facilities in the state.

Across all levels of care, it noted, nurses in unionized hospitals were able to spend more hours per day treating their patients. They also had lower turnover rates and lower vacancy rates for registered nurses.

The report does not draw specific connections to staffing levels, or union presence, and patient outcomes during the pandemic. Frank Manzo, the institute’s policy director, said it’s difficult to say with certainty the extent to which the nursing shortage contributed to the severity of the pandemic in Illinois.

“What we can say is that we could have had more infection prevention and control staff,” he said. “We could have had better turnover rates and retention rates for nurses and lower vacancy rates and that would have made us better prepared for the pandemic.”

Last year, Rep. Fred Crespo, D-Hoffman Estates, introduced House Bill 2604, which would have

required hospitals to have at least one nurse for every four patients in medical-surgical units; one for every three patients in intermediate care; and one for every two patients in intensive care. The bill passed out of a House committee but was never voted on by the full House.

“If the legislation had been fully implemented, Illinois would have had between 17,500 and 19,100 more registered nurses—which would have eliminated the shortage of registered nurses,” the report states.

But Danny Chun, spokesman for the Illinois Health and Hospital Association, strongly disagreed that hospitals weren’t prepared for the pandemic.

“First of all, we’ve been drilling and doing exercises on pandemics before the pandemic hit,” Chun said during an interview. “Every hospital in the state, as you know, has an emergency preparedness plan for disasters of all kinds—mass shootings, traffic accidents, biochemical, biohazard, flu epidemics or pandemics. In the city of Chicago last year in the summer of 2019, Chicago hospitals did an exercise, a drill with the Chicago Department of Public Health on this exact issue – pandemics. And we were directly involved in a lot of the planning and discussions back in January, February, March where hospitals got ready for the pandemic.”

Chun said hospitals were directly involved in discussions with Gov. JB Pritzker’s administration in the early stages of the pandemic to plan mitigation efforts, including the decision to cancel or postpone nonemergency surgeries and procedures in order to free up hospital resources for COVID-19 patients.

“Look at the numbers. We flattened the curve,” Chun said, referring to hospitalization data from the Illinois Department of Public Health, which have shown a consistent downward trend since May in hospitalizations, intensive care admissions and ventilator usage by COVID-19 patients.

If there was any weakness in preparation, Chun said, it was with the federal government and its failure to maintain a national stockpile of personal protective equipment as well as open supply chains with China, where most PPE is manufactured.

Enacting a law requiring minimum staffing levels, Chun argued, would not solve the state’s nursing shortage and would likely harm many smaller hospitals as well as safety-net hospitals in urban areas that wouldn’t be able to meet the requirements.

“You have an existing shortage of at least 21,000 nurses in Illinois,” he said. “Simply requiring hospitals to have a certain number of nurses does not create new nurses. In and of itself, ratios don’t do anything.”

Chun argued that to address the nursing shortage, the state needs a multi-pronged strategy that includes more scholarships for nursing students, incentives to keep nurse educators in the workforce, and policies that would make it easier for nurses licensed in other states to practice in Illinois.

• Unemployment lier than the other unemployment numbers. PEUC is another federally funded program that extends benefits for up to 13 weeks for people who have exhausted their state-funded benefits. That was down 15 percent from the week before.

First-time PEUC claims during that week in mid-June totaled 32,604, a decrease of 14 percent from the prior week.

Pritzker signs bill paving way for Chicago casino

Gov. JB Pritzker signed a bill into law Tuesday that paves the way for development of a major casino in Chicago, something officials expect to provide significant revenues for the state’s recently-passed capital improvements plan known as Rebuild Illinois.

Lawmakers passed the bill during their special session in May. They initially approved a Chicago casino plan in the massive gaming expansion law enacted in 2019, but a subsequent study showed the taxes and fees included in that bill would have made such a casino financially infeasible.

The bill signed by Pritzker, Senate Bill 516, provides for a lower

tax schedule that ranges from 22.5 to 77.4 percent of adjusted gross receipts from slot machines, and from 15 to 35 percent on table games.

That revenue is split between the state and the city of Chicago, with the state getting the larger share of the cut.

In February, while the bill was being negotiated, Chicago Mayor Lori Lightfoot estimated that a casino could produce around $1.2 billion in revenue, with the bulk of that going into the state’s coffers.

That money is earmarked for socalled “vertical” construction projects such as hospitals and university campus improvements.

The city’s share of revenue is earmarked for police and firefighter pension obligations, and a small

amount is set aside for Cook County for criminal justice enhancements.

“Working with the General Assembly and Mayor Lightfoot, we accomplished what eluded so many others, and now this momentous legislation tackles key priorities for the State of Illinois – helping to ensure that Chicago can pay for first responders’ pensions and alleviate the burden on property taxpayers, along with investing in universities and hospitals throughout the state,” Pritzker said in a statement.

“Thousands of Illinoisans will be working on these projects, earning a good living that will support their families as we do the important work of rebuilding our crumbling infrastructure and investing in the future.”

Rep. Robert Rita, D-Blue Island, one of the principal negotiators of the bill, called the bill signing “a day many years and many long hours in the making,” adding that it would provide a boost to both the city’s and state’s economies.

Sen. Bill Cunningham, a Chicago Democrat and a lead sponsor of the bill, said it would provide “a measure of financial stability to Chicago’s public safety pensions” while at the same time providing relief to Chicago property tax payers.

Other provisions of the bill authorize the Illinois Department of Agriculture to operate video gambling terminals at the Illinois State Fair in Springfield and the DuQuoin State Fair.

It calls on the agency to sign three-year contracts with licensed terminal operators, with money from those contracts going to each fair’s capital improvements and harness racing funds.

The bill takes effect Wednesday, July 1.
