Park Board hires PR consultants to engage community in Vision 2020 Firm to assess strategies, timelines to consider referendum in the future

The most recent meeting of the Elmhurst Park Board included a presentation from representatives of Public Communications, Inc. (PCI), a Chicago based public relations firm. In May district staff spoke with three firms about providing assistance with assessing strategies and timelines if the district board decides to pursue a referendum in the future. District staff was reportedly drawn to PCI’s discussion about the importance of sustaining community engagement and enthusiasm about the district’s Vision 2020 plan. That plan, which became effective on Jan. 1, 2018, is the district’s updated strategic plan. PCI representatives spoke to the board about the firm’s Tier 1 plan for community engagement, which the firm will implement by this September. The Tier 1 plan reportedly includes analysis of past research and the development of materials, including a frequently asked questions (FAQ) sheet. The Tier 1 plan also includes updated copy on the district’s website. By consensus, board members directed Rogers and district staff to accept PCI’s proposal for its Tier 1 service, which carries a cost of $13,600. No referendum planned for November ballot In discussing the possibility of the park district pursuing a referendum, Rogers said the district would not place a referendum question on the ballot this fall. He noted that Elmhurst School District 205 may place a referendum question on the ballot this fall, and that the school district’s board would have to pass a resolution by August if it did decide to pursue a referendum in this November’s election.
Park District has not gone to referendum since 1972 Rogers also noted that the park district has not placed a referendum question on the ballot since 1972. He said that placing a question on the ballot in the spring of 2019 would not be wise, as turnout in that election would be low. It would make more sense, Rogers said, to pursue a referendum in the spring or fall elections of 2020, when turnout would likely be high.
Board members didn’t specifically discuss during the June 25 meeting how much they might seek in a potential referendum question. They also did not discuss exactly what the potential referendum funds would pay for. Recent surveys conducted by the district indicate indoor fitness facilities as one of the community’s top priorities. As Rogers stated, the district asked the community if they wanted any-
thing different. The community responded, and the district listened. The district is in the process of figuring out what it might cost to provide what the community is looking for. At some point, Rogers said, the district will ask the community if they would like to fund a proposal that would serve a public demand. Rogers also said the Elmhurst Park District is in the bottom quarter of tax rates of the 36 park districts in DuPage County.

Spaeth said the prospect of a referendum could be overwhelming to residents. He said that while the district hasn’t yet decided to seek a referendum, it would be important to inform the community the impact of a potential proposal to their taxes. Spaeth said the district needs to show residents that a potential referendum from the park district would be financially viable and would cause a small increase in residents’ taxes.
