Campbell addresses first School Board meeting Discusses the district’s health plan; states in-person is ‘optimal learning environment’

The Elmhurst Community Unit School District 205 Board held a regular meeting on Tuesday, July 13, which was the board’s first meeting since Dr. Keisha Campbell officially started as the district’s superinten-

dent on July 1.

Campbell gave a presentation about plans for the 2021-22 school year. She said the district is planning for a school year that includes five full days of in-person instruction per week. Speaking about the preparations to return to operations

that resemble those in place before the COVID-19 pandemic, Campbell stated that in-person instruction “provides the optimal learning environment.”

She referred to the Centers for Disease Control and Prevention’s recently issued guidance for schools, which

recommended that masks be worn indoors by all persons 2 and older who have not received a COVID-19 vaccine. Campbell noted the high vaccination rate among DuPage County residents. She related that more than 80 percent of county residents have received at least one dose of a

COVID-19 vaccine.

While the district will continue to encourage all eligible students to get a COVID-19 vaccination, Campbell said that the district understands it is a personal decision. Campbell, who

A student who exhibits COVID-19 symptoms in school will receive a rapid COVID-19 test. If the test is positive, a parent would come to school to pick up their child.

The district would notify parents if their child was in a shared school space with a person who tested positive for COVID-19, Campbell said, adding that the district would continue its cleaning protocols in school buildings, along with providing maximum ventilation and encouraging frequent hand-washing.

Getting back ‘sense of normalcy’ Board member Christopher Kocinski said that the district is moving into a phase of personal choice in terms of wearing masks. He said that eliminating the practice of quarantining healthy children is a good step forward. Board member Courtenae Trautmann referred to a large number of student quarantines during the last school year, and stated that the district cannot accomplish its goal of in-person learning if so many students are in quarantines. Board member Athena Arvanitis said the district over-quarantined during the last school year but has since learned a lot more. She also stated that she

was happy that the district’s students could have a sense of normalcy in school.

Caforio mentioned that the district did not want to return to a hybrid model of in-person and remote instruction. Campbell said that approximately 20 students don’t want to return to in-person instruction. She stressed that students cannot simply opt in for remote learning; the district will only offer remote instruction to students with a documented medical condition.

Summer Symphony Concerts coming to Cantigny

History Museum’s research library renamed for benefactor

The symphony presents “Our Folk Song Heritage,” a spirited and tuneful program featuring an array of folk songs from the British Isles and the American homeland. The concert opens with a suite from John Williams’ film score for Far and Away, with echoes of Ireland and the 1890’s American West. Ralph Vaughan Williams’ English Folk Song Suite and Leroy Anderson’s Irish Suite follow, showcasing traditional melodies. Arthur Harris’ Americana and Clare Grundman’s American Folk Rhapsody bring the focus back to our own shores with rich settings of “Shenandoah,” “Deep River” and more. A medley of wellknown American spirituals, a poignant musical essay by William Grant Still, and a lively compendium of regional favorites stretching From Sea to Shining Sea round out the performance.

No tickets are needed for these “Ravinia style” concerts, performed outside the First Division Museum at Cantigny Park. Seating is on the lawn, so blankets or chairs are recommended. Cool Cities’ Native Garden Tour focuses on restoring critical ecosystems Tour of six sites takes place Saturday

Elmhurst Cool Cities Coalition and their community partners are launching an ongoing educational program revolving around Douglas W. Tallamy’s book, Nature’s Best Hope: A New Approach to Conservation That Starts In Your Yard, which urges homeowners to take environmental action into their own hands, one yard at a time, to restore critical ecosystems.

The Start In Your Yard initiative

kicks off with a Native Garden Tour on Sat., July 24 from 9 a.m. – 12 noon at three private and three public gardens in Elmhurst.

“Wildlife populations are in decline because the native plants they depend on are fast disappearing,” Tallamy wrote.

His solution: Plant more natives.

“Homeowners everywhere can turn their yards into conservation corridors that provide wildlife habitats.”

According to the U.S. Forest Service, native plants are adapted to the local climate and soil conditions where they naturally occur.

These important plant species provide nectar, pollen and seeds that serve as food for native butterflies, insects, birds and other animals.

Unlike natives, common horticultural plants do not provide energetic rewards for their visitors and often require insect pest control to survive.

Home and business owners are encouraged to “re-wild” and restore their own property with native plants, shrubs and trees, to help with the following: 1) increase biodiversity and ecosystems; 2) beautify the landscape; 3) provide stormwater solutions; 4) reduce overall mainte-

nance; and more.

Residents are encouraged to tour some or all six of the native gardens on their own and at their own pace or join the Elmhurst Bike Club on a safe bike route to all six gardens.

Bike helmets are required. Each garden features a knowledgeable host who is available to share specifics about the garden, its features, individual plants, and other resources to help you Start In Your Yard.

Elmhurst D205 appoints student-centered leaders to two key positions

Smith to lead Lincoln School; Gomez to head district technology department

Elmhurst Community Unit School District 205 Superintendent Dr. Keisha Campbell is pleased to announce two key leadership Kalissa Smith appointments for the 202122 school year.

Kalissa Smith advances to become the new leader of Lincoln Elementary School, and Rudy Gomez Rudy Gomez joins District 205 as the Executive Director of Technology.

Smith and Gomez were appointed during Tuesday evening’s D205 Board of Education meeting and will begin serving in their capacities effective immediately.

Smith replaces Jennifer Barnabee and Gomez follows RJ Bialk. Both leaders bring a wealth

of experience to their new areas of service to our school community.

“Kalissa Smith and Rudy Gomez are talented, experienced, and student-centered leaders.

I welcome the opportunity to collaborate with them to collectively support and expand the strengths of our students, staff, and schools,” D205 Superintendent of Schools Dr. Keisha Campbell said.

The Elmhurst Police Department recently reported the following arrests and citations.

Persons charged with domestic battery are not named in order to protect the privacy of victims.

Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.

Criminal damage July 9 Police said a reporting officer met with a complainant who reported an unknown suspect(s) damaged the keyhole to the front driver side door of her vehicle in the 300 block of Commonwealth at 4:08 p.m.

July 8 Police said a reporting officer met with the complainant near Comstock and Garden at 9:02 p.m., who reported an unknown suspect caused damage to a pole while attempting to remove a street sign. The complainant described the suspect as a white male, approximately 18-20 years of age with blonde hair. The unknown suspect left the area in a gray pick-up truck and was last seen heading northbound on Garden Avenue.

Domestic battery, domestic incident, disorderly conduct, disturbance July 11 A victim in the 400 block of Oaklawn told police at 7:02 p.m. that a suspect described as a white male, around 40 years old, 6-foot2 with a muscular build, approached him and threatened him to stay away from his son. The victim’s mother will contact the officer if she is able to identify the suspect.

July 8 A 34-year-old Elmhurst man was charged with two counts of domestic battery in the 500 block of W. Grand at 3:22 p.m. A victim reported the suspect grabbed her arm and shoved her into a door causing her to fall.

DUI, DUI-drugs, illegal transportation of alcohol, illegal possession of alcohol July 12 Yesenia E. Figueroa, 28, of Des Plaines, was charged with DUI, driving while license suspended, improper lane usage, illegal transportation of alcohol and no insurance subsequent to a traffic stop near Grand and County Line at 10:52 p.m.

Eric A. Pascual Funes, 19, of Elmhurst, was charged with DUI, no valid driver’s license, consumption of alcohol by a minor, possession of open alcohol in a vehicle and no insurance subsequent to a traffic stop near West and North at 9:35 p.m.

July 9 Jose Quiroga, 45, of Schiller Park, was charged with DUI-drugs, unlawful possession of a controlled substance, failure to reduce speed to avoid an accident and no insurance subsequent to a vehicle crash near North and Melrose at 3:36 p.m.

July 8 Police said that subsequent to a report of a suspicious vehicle in the 500 block of S. Kearsage at 4:15 p.m., a suspect was found to be driving under the influence of alcohol. The sus-

Fleeing, eluding

According to information provided last week by the Elmhurst Police Department, police reported one incident of fleeing and eluding in which drivers of a vehicle or a motorcycle reportedly fled after a traffic stop was conducted.

Harassment, threats July 13 A victim in the 100 block of Addison told police at 5:10 p.m. that after she told the suspect to no longer contact her, the suspect called her places of employment and went to her residence in an attempt to make contact with her.

Bryan A. Madigal, 21, of Lexington, Ky., was issued citations for improper use of registration, illegal transportation of alcoholic liquor and unlawful possession of cannabis by a driver while Jose De Jesus Ruiz-Esparza Mireles was cited for unlawful possession of cannabis by a passenger subsequent to a traffic stop near Lake and Route 83 at 12:58 a.m.

Monique S. Straight, 22, of Chicago, was cited for possession of cannabis in a vehicle by a passenger in the 100 block of S. West at 3:52 a.m.

July 9 Kylee C. Newman, 23, of Carol Stream, was issued citations for possession of cannabis in a vehicle and expired registration subsequent to a traffic stop near Michigan and North at 10:36 p.m.

Anibal J. Sanchez, 25, of Franklin Park, was issued citations for unlawful possession of cannabis by a driver and driving too fast for conditions subsequent to a single vehicle crash near Grand and County Line at 7:08 a.m.

Timmith Washington, 24, of Yorkville, was issued citations for possession of cannabis by a driver and no insurance subsequent to a traffic stop near York and Crestview at 11:28 a.m.

July 13 Fabian Lopez, 41, of DeKalb, was issued a citation for possession of cannabis in a vehicle subsequent to a traffic stop near Lake and Walnut at 4:54 p.m.

July 8 Jack McLaren, 23, of Brookfield, was issued citations for possession of cannabis in a vehicle and speeding subsequent to a traffic stop near Roosevelt and Route 83 at 10:10 p.m.

July 12 Tyrell L. Easter, 31, of Chicago, was charged with driving while license suspended, unlawful possession of cannabis by a driver, no registration plates on a vehicle, improper window tinting and no insurance subsequent to a traffic stop near Villa and North at 12:03 a.m.

July 11 Police said that subsequent to a traffic stop near Route 83 and Butterfield at 9:08 p.m., Kevin B. Jamison, 27, of Bloomingdale (the driver,) was found to be in possession of cannabis while Lanelle L. Lewis, 27, of Bellwood (the passenger), was found to be in possession of open alcohol. Jamison was issued citations for possession of cannabis by a driver and tinted windows. Lewis was cited for possession of open alcohol in a vehicle.

July 10 Juan C. Bautista, 41, of Chicago, was charged with unlawful possession of a controlled substance, DUI, improper lane usage and improper lighting subsequent to a traffic stop near Grand and Industrial at 1:04 a.m.

Police said that subsequent to a traffic stop in the 100 block of W. Diversey at 4:52 a.m., the driver—Joseph E. Griffin, 50, of Harvey—and the passenger—James Robinson, 59, of Calumet Park—were found to be in possession of heroin and were placed under arrest. July 10 A complainant in the 300 block of Cottage Hill told police at 4:11 p.m. that he and another witness observed a suspect inside of a neighbor’s open garage. The suspect left the area on foot southbound onto the Illinois Prairie Path.

July 9 Police said officers responded with medics to the 500 block of W. North at 3:30 p.m. for a report of an accidental discharge of a firearm.

The reporting officer met with the victim who stated his firearm discharged in its holster while he was adjusting his pants. The victim sustained a graze wound to his right leg and was transported by medics to Elmhurst Hospital for treatment.

July 8 Police said officers responded to the 600 block of N. York at 8:50 a.m. for the report of a suspicious person. The reporting officer met with the complainant who reported seeing an unknown suspect attempt to open her husband’s work van. The unknown suspect left the area in a dark-colored SUV. The unknown suspect is described as a black male wearing black saggy pants, and possibly missing teeth. This case pending is investigation.

July 13-July 14 Burglary to a vehicle was reported in the 500 block of W. Grand. A victim told police that an unknown suspect entered his unlocked vehicle and stole his mother’s Illinois ID card and her Social Security card sometime between the above dates.

July 13 Theft of vehicle parts was reported in the 100 block of E. Lake at 4:41 a.m. A complainant told police he heard a power saw outside and observed the suspect under the victim’s vehicle.

The suspect entered the passenger side of an unknown dark-colored sedan and left the scene in an unknown direction. Officers responded to the area and learned the catalytic converter had been removed from the victim’s vehicle.

July 12-July 13 Theft was reported in the 300 block of E. Church. A victim told police that his flagpole and an Italian flag were stolen from the front of his house sometime between the above dates.

July 11-July 12 Theft of vehicle parts was reported in the 100 block of Michigan. A victim told police that an unknown suspect(s) stole the catalytic converter from her minivan while it was parked in a parking lot sometime between the above dates.

July 9-July 10 A business in the 100 block of Addison told police at 7:16 a.m. that a 3x5-foot flag that was pinned to the outside wall of the business was stolen.

July 8-July 9 Theft of vehicle parts was reported in the 100 block of W. Butterfield. A victim told police that an unknown suspect(s) removed the catalytic converter from his vehicle while it was parked in the parking lot overnight.

July 8 Theft was reported in the 600 block of Michigan at 8:36 a.m. Police said a reporting officer met with the complainant who reported an unknown suspect stole a backpack leaf blower from an unsecured landscaping trailer. This case is pending investigation.

Dec. 1, 2020 Identity theft was reported in the 500 block of Fairview. A victim told police that an unknown suspect(s) used his personal information to open three (fraudulent DirecTV accounts.

Unemployment benefits identity theft

According to information provided last week by the Elmhurst Police Department, police reported one incident of identity theft with the intention of using a victim’s personal information to fraudulently apply for unemployment benefits through the Illinois Department of Employment Security.

Lucky potluck dish proves too popular The term “potluck” was coined over 500 years ago, putting a label on the concept of a communal meal where each guest brings a dish to share. The idea was that if everyone brought a little something, there’d be a little something for everyone.

The practice caught on and has been flourishing in church basements ever since.

The feast known as potluck conjures up images of casseroles, slow cookers, pans of brownies, peanut butter krispie bars and, of course, jello. Lots and lots of jello.

Although I am able to make jello, I don’t often offer it up at potlucks.

I prefer getting creative with savory dishes and therein lies my downfall.

I am a potluck failure.

I start with the best intentions.

I fully plan to make a dish that fits in amidst the chicken and rice casseroles and baked bean hot dishes. Then I start cooking.

When I’m in the kitchen, I get caught up in the moment. I find it impossible to follow a recipe and instead practice the “little bit of this, little bit of that” system of cooking. I call it the energizer method, because I tend to keep going and going.

My youngest son summed up my culinary technique best when he said, “I wish you’d just make us food. Your problem is you always have to add ingredients.”

He’s right. I can’t help myself. I like to push the flavor envelope. This is suitable for an exotic spread, but probably not as appropriate for your typical potluck.

So, when I attend one of these communal meals, I fill my plate; I

Federal 3-judge panel to decide whether state redistricting plan is constitutional

Measure passed with only Democratic support before release of full census data

Lawyers for plaintiffs and the state told a panel of federal judges last week the issues involved in two lawsuits challenging the state’s legislative redistricting plan are “straightforward” and ought to be resolved in short order.

But the three-judge panel hearing the case appeared uncertain about how much time they actually have, given the deadlines that are spelled out in the Illinois Constitution and the fact that lawmakers this year pushed back the 2022 primary by three months, to June instead of March.

The two lawsuits—one by Republican legislative leaders and another by the Mexican American Legal Defense and Education Fund, or MALDEF— both argue that the new state House and Senate district maps violate the U.S. Constitution because they were drawn using survey data rather than official U.S Census numbers, which have been delayed this year due to the pandemic and other factors.

Both suits name the Illinois State Board of Elections and its individual members as well as Illinois House Speaker Emanuel “Chris” Welch and Senate President Don Harmon as defendants.

Those two cases have since been

consolidated and assigned to a threejudge panel, as is required under federal law whenever a suit challenges the constitutionality of a redistricting plan. Those include Judge Robert Dow Jr., of the Northern District of Illinois; Judge Jon E. DeGuilio, of the Northern District of Indiana, and Judge Michael B. Brennan of the 7th U.S. Circuit Court of Appeals.

During a remote status conference, Charles Harris, an attorney representing the Republican leaders, called it a “straightforward and simple case” that violates the “one person, one vote” principle under the equal protection clause of the U.S. Constitution.

He said courts have previously held that legislative districts must be “substantially equal” in population and that the data from the Census Bureau’s American Community Survey, which is what Democratic leaders used to draw the new maps, should not be used for redistricting.

If the case goes to trial, which is yet to be determined, Harris said his team plans to call expert witnesses, including a former Census Bureau official who would testify about why ACS data is inappropriate, as well as a data expert who would demonstrate how the use of ACS data results in maps that are far outside the margins of what courts consider allowable de-

viations in population.

MALDEF attorney Francisco Fernandez-del Castillo said his team plans to present substantially similar arguments. But he said they will also argue that the standard for determining whether the maps meet constitutional requirements is to analyze them using data that the Census Bureau provides states for redistricting purposes.

That data from the 2020 census will not be available until mid-August. The only data currently available, he said, is from the 2010 census, and if that were used to analyze the new maps, they would not meet constitutional muster.

But attorney Michael Kasper, who represents Welch and Harmon, said he doesn’t believe the case should go to trial because the plaintiffs lack standing to sue and because the case is not yet “ripe” for consideration.

He said that under previous U.S. Supreme Court decisions, plaintiffs can sue only if they can demonstrate that they live in a district where their vote has been diluted. He also argued that the question of whether district populations vary too widely can be answered only after the official census numbers are released in August.

Under the Illinois Constitution, lawmakers are given until June 30

in the year after a decennial census to approve new legislative maps.

After that, the job is handed to an eight-member legislative commission, evenly divided between Republicans and Democrats.

If that panel cannot produce maps

by Aug. 10, a ninth member, who could come from either party, is randomly drawn and added to the commission to give one party a single-vote advantage. That commission then has until Oct. 5 to approve new maps.

Kasper, however, argued that such an order would be an extreme remedy and that the question of whether to appoint a bipartisan commission is a matter of state law and the state constitution.

After the hearing, the panel issued an order directing all parties to begin lining up their expert witnesses and setting a schedule of deadlines for filing briefs. The case is tentatively set for trial Sept. 27-29.

Yes, there is BINGO with prizes that adds to the excitement. For most, it is not the money; it is the feeling of belonging, socializing and sharing in the event. The cost for playing the game helps the post with its mission. When COVID-19 stopped BINGO back in March of 2020, it was a long dark time for many. Fortunately, the situation has improved and the return to BINGO has again begun.

For me, going to BINGO on Wednesday nights was a night out to drink some beer and dab BINGO sheets. The routine and humor of the typical goings-on was worth the $12 minimum entry purchase for a pack of 12 cards on 14 games. Well, this is where it gets weird.

A few weeks ago, the second or third week into starting up again, I played my 13 games, no luck. The 14-game grand prize game starts and, when I get within the last three numbers, I check my bag where I have the previous game sheet from the week before. That looks very close with one away. The next number is called and two people cry BINGO. I look at my old sheet and, lo and behold, it's a BINGO. I join the CRY with BINGO! The checker comes over and verifies it as a BINGO. He asks, “Is that this week's sheet?” It was not, so I said, “Never mind,” and did not collect a win. The rules are clear, old sheets are not valid. End of story? Not exactly.

The following week I go and have a great time, no issues. This past week I go to buy my cards and am told I can't buy a pack. I ask why. I'm told they don't need my business, that I should leave immediately and not return. If I refuse, they said they would call the police and have me arrested. I tried to reason a bit, but it was clear from the conversation that I should leave and not come back.

I was banned from BINGO. All I can say is, this is not how I wanted it to go. The American Legion takes its BINGO very seriously.

Chamber president weighs in on recent business closings Restaurants, bars most affected by COVID-19 cutbacks

With the latest announcements that Red Arrow Tap Room and Fitz’s Spare Keys had closed their doors, the Independent contacted John R. Quigley, president and CEO of the Elmhurst Chamber of Commerce & Industry (ECCI) to offer insight into what may have happened to cause these businesses to close their doors.

Earlier in the COVID-19 outbreak, Throw Nation closed as well.

Here are excerpts from that interview: Q: Just recently, three businesses have closed their doors, those being Red Arrow Tap Room, Fitz’s Spare Keys and Throw Nation. As the leader of the business community, do you have any comments about those closings?

A: While it’s unfortunate when any business closes its doors, the nature of business is that more businesses fail than succeed and that failure can be a result of either internal or external forces. In Elmhurst, we are fortunate enough that

those vacancies will be filled quickly by other businesspeople willing to invest their time and money in pursuit of their entrepreneurial spirit.

Q: The first guess one might have is that COVID-19 John R. Quigley forced their President and CEO closing due to loss of business. Elmhurst Chamber of Commerce & Industry Or were there other factors?

A: COVID-19 certainly adversely affected restaurants and bars as much as any other industry in our country, but more so for newly opened ventures like Throw Nation’s Elmhurst location, which had insufficient time to build a local customer

base to cover its considerable overhead costs.

According to a National Restaurant Association survey, more than 110,000 eating and drinking establishments closed in 2020 either temporarily or permanently, some 2.5 million food-service jobs were eliminated and sales fell to $659 billion as compared to the pre-pandemic projections of $899 billion.

Q: Did you receive any indication that these businesses were not doing well?

Were their closings a surprise to you?

Red Arrow Tap Room is a relatively new business in town. Was it COVID-19 that affected its business or were there other factors?

A: The ownership of Red Arrow Tap Room has been in the process of rebranding their eatery and self-pour locations, kiosks and mobile tap room around the Chicago area as Tapville Social, and my guess is that the Elmhurst location no longer satisfied their updated

business requirements. For example, the Naperville location is situated on a main street producing greater exposure and is much bigger in scale to accommodate larger gatherings and events.

Q: Throw Nation also begs the question: was it COVID-19 that closed them down or was it the concept of drinking alcohol and throwing weapons? Some worried it wouldn’t catch on, but perhaps it did and COVID-19 caused it to shut down.

A: Throw Nation’s concept has worked well around the country and had been especially successful in Chicago, both of which were among the reasons why ownership chose Elmhurst for its first suburban location.

It’s important to understand that Throw Nation, Red Arrow Tap Room and Fitz’s Spare Keys weren’t operating as restaurants and/or bars in the traditional concept. Each of them offered their customers options both specific and unique.

What’s up at the post office, reader asks What is going on with the Elmhurst Post Office? I assume our area in south Elmhurst is the last of the delivery route pattern, because on occasion we receive no mail (Friday and Saturday of this past week for example).

When we actually do receive mail, it is delivered after 7 p.m. Is this the “new normal?” I hope not -- totally unacceptable.

How about an occasional change in the delivery route pattern?

Moving day 10 years ago Dunley and most of the hospital staff recall moving day a decade ago.

“We moved everyone and everything in about four hours,” she said. “We had two emergencies on that day—as would be expected— an emergency cardiac catheter procedure and an emergency C-section. Everything else went along according to plan.”

And how exactly was all that able to be done in just four hours of one day? The short answer is planning.

“We spent a year in advance planning this process,” Dunley said.

“We realized this is a once-in-alifetime opportunity—starting a new hospital virtually from scratch. We wanted to build it right and build it safe and luckily, we feel we spent enough time planning and gathering input.”

Input was gathered from all the doctors and staff, as well as patients and families. At least from a staffing point, it was a good decision.

“Doctors want to be here,” she said. “They like this hospital, they like that it’s modern. They really feel we offer much more efficiency and they appreciate our top-quality nursing staff. Some have said that at other hospitals, it might take until 7 in the evening to get things finished up, whereas here at Elmhurst, they might be finished by 3 in the afternoon.

“But we designed this hospital by gathering patient experiences and employee experiences and making the best decisions based on that input.”

The rooms, all private, make the hospital seem more like a hotel than a hospital, to the point where some patients have expressed being

uncomfortable that the floors are “too quiet.”

“That was our plan,” Dunley said.

“We went with a Disney concept— on-stage and off-stage. We keep all the medical equipment behind the scenes so the patient’s experience is all about caring and safety. We make it very family-friendly as well.”

Dunley went on to explain just how family-friendly the hospital truly is. Every room offers a family space, that is, a couch which pulls out to a bed, where family members are encouraged to stay overnight.

There is plenty of light and electrical outlets for visitors as well as easy access to extra chairs and an extra table if others come in.

There’s even a separate rec room on every floor, which also allows family members a place to step away for a break themselves. There are also balconies where patients and their families can go outside for some fresh air.

Every floor has one including the ICU, which has a balcony that is actually open at the top, but still contained enough to keep everyone safe.

Dunley also pointed out how the hospital is designed from “best to worst.” That is, the healthier patients, those who may be in for day surgery or check-ups are at one end of the hospital and then, as you move toward the emergency room, there are other facilities and procedural areas where more intensive care is provided for patients who need it.

“The biggest problem we seem to have right now is parking,” Dunley said. “Maybe that’s a good problem to have.”

How COVID-19 affected the hospital “[The COVID outbreak] was a

very stressful and scary time for us,” Dunley said. “We mobilized our staff as best we could, we had to close all outpatient facilities, as required [by the state of Illinois] and makeshift as best we could.

“When the second wave came, there were many more patients, but by then, we had a better idea of what we were doing. We never ran out of supplies and we remained very communicative with all our staff.

For instance, we had two virtual townhall meetings a week so that people could just tune in and find out what was going on, they were allowed to ask questions and we shared information. For instance, we learned new ways to clean including with ultraviolet light, which saved a lot of time and resources.

“We stretched the staff thin, but everyone rallied and worked well together. We had healing teams and offered places on each floor to take care of our staff. After all, this is not what one would consider ‘normal’ healthcare, we did our best to keep our staff motivated and recharged for their next shift.

“Now, of course, as more people get vaccinated, there are fewer patients.”

And what happens if there is another surge, as is predicted?

“We’re not sure, but we are being thoughtful about it,” Dunley said.

“We are cautiously optimistic that things are getting better.

“In the meantime, we urge people to remain cautious, follow all the guidelines and of course, get yourself vaccinated!”

The hospital’s next major fundraising event will be the Autumn Affair, scheduled for Sept.

‘Care Van’ coming to Elmhurst event on Saturday to vaccinate students

According to the latest Centers for Disease Control and Prevention (CDC) COVID-19 vaccination data, 81 percent of eligible residents 12 years and older have received at least one COVID-19 vaccine dose, and 65 percent are fully vaccinated.

Additionally, 98 percent of DuPage County residents ages 65 years and older have received at least one COVID-19 vaccine dose, and 82 percent are fully vaccinated. Despite the successful vaccination rates in DuPage County, health officials continue to encourage parents of school-aged children 12 years and older to get their children fully vaccinated against COVID-19 before the beginning of the school year.

“We all want to see students safely return to in-person learning this upcoming school year. By getting them fully vaccinated against COVID-19, they will be able to focus

on the experiences that matter most,” said Karen Ayala, Executive Director of DuPage County Health Department. “COVID-19 vaccines are safe and effective. Millions of people in the United States have received COVID-19 vaccines under the most intense safety monitoring in U.S. history. Since it takes about five weeks to achieve full vaccination and protection, we are urging parents to get their children 12 years and older vaccinated as soon as possible to help keep them and their friends safe this school year.”

Students who are fully vaccinated by the beginning of the school year will not be required to quarantine if exposed to someone with COVID-19, leading to fewer disruptions to their ability to attend school, participate in sports, or spend time with their friends. Additionally, the Centers for Disease Control and Prevention (CDC)

updated the K-12 Schools Guidance last week. This guidance was adopted by the Illinois Department of Public Health (IDPH), which recommends schools maintain at least 3 feet of physical distance between students within classrooms, combined with indoor mask-wearing by people who are not fully vaccinated to reduce transmission risk.

DuPage County Health Department (DCHD) has moved the COVID-19 Community Vaccination Clinic at the DuPage County Fairgrounds to the Health Department’s Central Public Health Center (CPHC) located at 111 North County Farm Road in Wheaton. Therefore, Saturday, July 17, was the last day vaccines are administered at the DuPage County Fairgrounds in Wheaton. Since Monday, July 19, COVID-19 vaccinations are available on a walk-in basis Monday through Friday from 8:30 am to 4 p.m. at CPHC. Visitors are

encouraged to save time by pre-registering.

Health Department hosts inaugural Pool Safely Day to promote safety On Thursday, July 15, the DuPage County Health Department (DCHD) and more than 30 Illinois agencies and organizations participated in the first-ever Pool Safely Day to raise public awareness around water safety and prevent child drownings.

“As families enjoy beaches, pools, lakes, and other bodies of water, we urge parents and caregivers to be particularly vigilant and Pool Safely to keep children safe and avoid any potential tragedies this summer,” said Karen Ayala, executive director of DuPage County Health Department.

Drowning continues to be a leading cause of unintentional death for children. This year, six Illinois children have drowned in pools or open water, according to news media reports. Of these tragic deaths, four were pool-related and among children ages 1 to 5. The Consumer Product Safety Commission (CPSC) reports that across the nation, between 2016 and 2018, 75 percent of reported fatal drownings involved children under age 5, and the majority of these drownings occurred in residential pools.

Additionally, 18 Illinois children, ages 1 to 16, have fatally drowned since June of 2020. It is of note that 16 of the 18 Illinois children who drowned were boys. Children (ages 6 to 11) and adolescents (ages 12 to 17) are more likely to drown in open water, such as retention ponds, rivers, inland lakes, and Lake Michigan. This Pool Safely Day there is one focus -- to keep children safer when around water.

A return to normalcy York and IC Catholic Prep football teams ready to tackle full nine-game schedules

High school football in Illinois felt the full brunt of the COVID-19 pandemic, having its season shifted to the late winter-spring of 2021 and having the slate of games slashed from nine to six with no state playoffs.

With the world returning to a greater sense of normalcy now, so, too, is high school football as we know it.

Both York and IC Catholic Prep are set to open fall practices in early August and then embark on traditional nine-game schedules with an opportunity for each squad to qualify for its respective class of state playoffs.

At York, the Dukes and fourthyear head coach Mike Fitzgerald open the 2021 season Friday, Aug. 27 at home at Clarence D. East Field against Schaumburg in a non-conference game. York defeated Schaumburg 16-13 in overtime the last time they met in Week 1 in 2019.

Youthful York girls basketball team makes strong progress this summer Dukes return only one senior with varsity experience; Coach Collings encouraged

The York girls basketball team will look a lot different than last year’s version.

And the 2021-2022 Dukes squad showed this summer that youth is on its side, coach Brandon Collings noted.

“We had a pretty decent summer,” he said. “We are going to be very young. Last year was our year to do something and we didn’t get a chance to do that (because of the pandemic). I thought we did alright this summer.”

Collings said York played around 15 games and finished just over .500 with losses to quality programs such as Nazareth Academy, Downers Grove North, Wheaton North and Loyola Academy. “We had some losses to teams that are supposed to be the top teams in the area,” he added.

York returns just one senior with playing time from last year in senior Erin Powers.

“We’ll probably start three juniors, Erin and a sophomore, and

coming off the bench will be juniors and seniors,” Collings explained.

The sophomore returning starter is talented multi-sport athlete Mariann Blass. Junior Lizzy Baldridge also is expected to be a major contributor for Collings’ team. “Lizzy is a very good point guard,” Collings said.

“We will count on her to do a lot of things and get us going. She had a very good summer and she’s having a good AAU season right now.”

Sophomore Stella Kohl will also help the Dukes, as will junior Katie Sosa. “Katie is a 6-foot wing who could have a very good junior year for us,” the coach said.

Collings said York took full advantage of its 20 contact days, using them for camp and some shootout-type events.

“It’s getting tough for some of the girls,” Collings said. “They play AAU in the spring, and then in June they play with us. Once July hits, it’s back to AAU. Lizzy was telling me there was a point recently where she had six days in a row where she was playing two games a day. So for us now, it’s tough to put a lot of games in June when we have them, so we probably played about 15.”

Collings likes the direction this team has the potential to head in.

“I really liked what I saw this summer,” he said.

“We are young, but we are talent-

ed. Anybody coming off the bench likely will have no varsity experience. This is a different team.

Last year we had Megan Juneman, Kaitlyn Kjome and Sydney Molis, who are 6-footers with experience.

They could get inside and rebound.

We’re smaller this year, but we have a lot of athletes. We did struggle a little defensively and with our rebounding this summer. Those are things we have to take care of heading into this year. We’ll be small and quick, and we’ll look to pressure and run, more so than we have the last couple years.”

Collings is looking forward to a continued return to normalcy. “I am looking forward to starting at the beginning of November like it should be,” he said. “In the fall, they will do their open gyms and workouts. It’s time to get back to normal. Last year we were backto-back conference co-champs, but last year was only a six-game conference schedule because of COVID-19. It will be nice to get out and play some different schools again. Last year, we could only play schools in our conference.

Another thing is it is tough to tell who graduated from other teams and who is going to be tough.

Even though we are young, we still have a good chance to compete for a conference title again and a regional title is always our goal. If we keep improving, those are goals we can achieve.”

Elmhurst American Legion baseball team records win at Olivet Nazarene tournament Muddogs heading to Michigan this weekend; Four York baseball players named all-conference

The Elmhurst American Legion baseball team was a recent 2-0 winner in the Olivet Nazarene University tournament in Bourbonnais.

In the 2-0 victory, Julius Sanchez pitched a six-inning complete-game two-hitter for Elmhurst, striking out nine and walking only two. He threw 60 of his 95 pitches for strikes and threw a first-pitch strike to 17 of the 23 batters he faced.

Marshall and Sanchez each had a hit. Sanchez helped his own cause at the plate. He had both of Post 187’s RBIs in the game. Elmhurst stole three bases in the game.

Elmhurst opened the Olivet tournament with a pair of 7-0 losses to the GRB Rays White and Northwest Indiana Vipers teams.

Elmhurst also dropped a 13-0 game to the Chicago Warriors Black 17U squad. Abraham Otero had Post 187’s only hit in the game. Kossak and Murray pitched for Elmhurst.

In earlier action, Elmhurst lost 11-1 to the Grayslake Heaters to wrap up play in a tournament in Pleasant Prairie, Wisconsin.

Grayslake jumped out to a 9-1 lead after the first inning. West, Otero, Marshall, Murray and Joel Sarabia each had a hit for Elmhurst. West’s hit was a double. Kossak and Greg Lee pitched for Post 187.

Elmhurst returns to action Sunday when it heads up to Stevensville, Michigan for a doubleheader at Lakeshore High School.

Post 187 then will play in the Midwest Showcase tournament at Northern Illinois University in DeKalb starting on Friday, July 30 before starting play in the American Legion tournament.

York boys soccer The York boys soccer continued its strong summer season with a recent 4-0 win over Nazareth Academy in summer league play. York outscored both Nazareth and Taft by a combined 10-0 during a two-game

stretch.

York baseball Circling back to the recently completed late spring-early summer season, York placed four players on the all-West Suburban Conference Silver Division team.

Earning all-conference honors were seniors Matt Pinkowski, Sebastian Edenhofer and Trent Lawrence, along with junior Max Hansmann.

York finished the season with a 1313 record.

Elmhurst Resource Collaboration plans Back-To-School fair On Saturday, July 24 from 10 a.m.2 p.m. at Churchville Middle School, the newly-formed Elmhurst Resource Collaboration (ERC) is hosting a Back-to-School Health and Resource Fair, with the goal of getting D205’s

most vulnerable students off to the best possible start for the 2021-22 school year.

The fair will have about 35 organizations represented, letting families know about their various services.

Concertgoers can view “To the Moon: Snoopy Soars with NASA” on the day of the concert, which continues its run through August 29, 2021. The exhibit tells the story of Snoopy’s role in NASA’s Manned Flight Awareness safety program and shares Snoopy’s connection to the crew of Apollo 10, known as the “dress rehearsal” for the July 1969 moon landing. An additional popup poster exhibit from the Smithsonian’s traveling exhibits program, “Destination Moon: The Apollo 11 Mission,” is also available to view on the museum’s east lawn.

The Elmhurst Centre for the Performing Arts (ECPA) has enjoyed seeing people out and about again, following more than a year under the cloud of restrictions from COVID-19. The mission of building a state-of-the-art venue for live theatre, music, dance and comedy continues to thrive.

Take a trip to Spoon River with GreenMan Theatre ‘Anthology Project’ coming July 24-25

GreenMan Theatre will present “The Spoon River Anthology Project” outdoors at the Churchville Schoolhouse and Cemetery on July 24 and 25.

Performances will be Saturday at 2 p.m. and 4 p.m. and Sunday at 2 p.m. Tickets of the performance is $10 for all ages, cash only at the door, no advance ticket sales. Audience members are encouraged to bring their own lawn chair or blanket to watch the performance.

At the time, the poems caused a scandal, as many of the fictional residents of Spoon River were clearly recognizable as real people in Masters’ hometowns. Time has diminished the scandal, but not the power of the book, which has been reprinted numerous times and is widely read and studied.

Appearing in “The Spoon River Anthology Project” are Katie Lahey, Nikki Lahey, Debbie Proska, Rhys Read, Mary-Carol Riehs, Joe Schram, Kate Troc, and Lauren Visser. The audience will meet a wide range of characters, as the actors portray more than 30 different roles during the show. The stories range from humorous to serious, sentimental to downright scary. Many of the stories are interlinked. In one example, there is the tale of a husband who ran away from home and had wild adventures in Chicago, followed by the story of his wife, who understands her husband’s departure in a completely different way.

“One of the most fascinating interlinked groups is the McNeeley family,” said Soria. “The patriarch of the family starts out life with high hopes for his children, but they all disappoint him in some way. We also get to hear directly from two of the children, as well as the woman who ends up inheriting the man’s estate.”

The production is intended for adults, but middle school and older children are welcome to attend. “The Spoon River Anthology Project” is performed without intermission.

Cullerton encourages residents to visit parks July is Park and Recreation Month, and state Sen. Tom Cullerton (D-Villa Park) is highlighting the benefits of spending time outside and utilizing public spaces in the community.

Pritzker has ‘no plans’ for added mitigations; ‘local control’ is focus of new school guidelines Districts ‘should’ require masks for unvaccinated students, encourage distancing CAPITOL NEWS ILLINOIS

The wide availability of COVID-19 vaccines has changed the state’s approach for mitigating the virus’ spread statewide and in schools.

For school districts, that means suggested rather than required guidance, with an emphasis on local control in imposing mitigations.

For the governor’s office, that means there are “no plans” to reinstate some of the mitigation measures and economic shutdowns that were commonplace earlier in the pandemic.

“Restore Illinois mitigations that were enacted during the height of the pandemic allowed for safe and proven infection prevention measures since no vaccine was available,” a spokesperson for the governor’s office said in an email.

“Currently there is no plan to implement any additional mitigations now that there is an abundance of vaccine available and accessible across Illinois. We encourage all Illinoisans ages 12+ to get vaccinated as soon as possible.”

Previously, if a region had a positivity rate of 8 percent or higher for three days, the governor’s office and Illinois Department of Public Health had a menu of mitigations they could put in place, such as closure of indoor

dinning and capacity restrictions at businesses. But, because of the vaccine’s availability, those options aren’t currently on the table, even as positivity rates rise in some areas and a more contagious variant of the virus spreads.

The state’s guidance currently “recommends” face coverings in public indoor places for those who are unvaccinated, while masks are required on public transportation and in medical facilities.

The “recommended” masking guidance will be the same for schools after the state fully adopted U.S. Centers for Disease Control and Prevention guidance last week. Schools are also encouraged to maintain three feet of distance between each student.

“Pursuant to CDC guidance, Illinois school districts have local control over how they should work with local public health officials to determine the prevention strategies needed in their area by monitoring levels of community transmission and local vaccine coverage, and using screening testing to detect cases in K-12 schools,” an Illinois State Board of Education spokesperson said in an email Thursday.

In accordance with other CDC guidelines, masks will still be required for all passengers on school buses, re-

gardless of the school’s mask policies.

Otherwise, districts are encouraged to take a “layered” mitigation approach, accompanying masking and distancing with “screening testing, cohorting, improved ventilation, handwashing and covering coughs and sneezes, staying home when sick with symptoms of infectious illness including COVID-19, and regular cleaning,” according to the CDC. The guidance also recommends that if school administrators remove any prevention strategies based on local conditions, they should do so “one at a time and monitor closely (with adequate testing through the school and/ or community) for any increases in COVID-19 cases.”

Free testing programs are available to Illinois schools through IDPH, while districts can also use federal Elementary and Secondary School Emergency Relief funding for screening testing as well, according to ISBE. Operationally, ISBE has regulatory authority to reduce the recognition status of any school district exhibiting “deficiencies that present a health hazard or a danger to students or staff,” pursuant to state law, according to the spokesperson. But the state board is not invoking that authority.

“ISBE is not currently taking any recognition action against any school

districts. We will continue to support school districts in aligning with the new CDC guidance,” the spokesperson said.

State Superintendent of Education Dr. Carmen Ayala issued a declaration requiring resumption of in-person learning this school year, provided remote instruction is made available for students under quarantine.

“All our students deserve to return safely in-person to schools this fall,” Ayala said in a news release. “With vaccination rates continually rising and unprecedented federal funding to support safe in-person learning, and mitigations such as contact tracing and increased ventilation in place in schools, we are fully confident in the safety of in-person learning this fall.”

Districts should also promote vaccination, which is “currently the leading public health prevention strategy to end the COVID-19 pandemic,” according to the guidance.

The human body naturally makes antibodies to fight infection. But with the newness of the coronavirus, the immune system may not recognize the disease and could lack the antibodies needed to fight infection. Additionally, underlying health conditions could complicate how quickly the immune system makes antibodies to fight the disease.

An antibody infusion (also called monoclonal antibodies or mAb treatment), when delivered within the first few days, can provide a temporary boost to help prevent serious infection from COVID-19.

The U.S. Food and Drug Administration (FDA) has granted emergency use authorization for antibody infusions to be used within 10 days of the onset of COVID-19 symptoms.

or received one dose of a two-dose vaccine.

It is important for those who qualify for the infusion to receive it sooner rather than later, as COVID-19 can progress quickly and the antibody infusion typically loses its effectiveness once symptoms worsen.

“Really, the earlier you get it, the better,” said Jonathan Pinsky, MD, medical director of infection control at Edward Hospital, adding that the effectiveness of an antibody infusion diminishes each day you wait after the onset of symptoms.

“If you wait, the virus could worsen and it may be too late.”

Through June 9, Edward-Elmhurst Health has given 1,010 antibody infusions with only a 0.1 percent rate of subsequent hospitalizations, says Dr. Pinsky.

Based on hospitalization records from Edward-Elmhurst Health, patients who contracted COVID-19 but did not receive an antibody infusion were 20 times more likely to be hospitalized or re-visit the emergency room than those who had received the infusion.

The vaccination pace in Illinois has slowed, however, as the state averaged 21,217 doses per day over the previous seven days as of July 16, down from an April peak of more than 130,000 on average. IDPH maintains a website that tracks county-level metrics through which schools can monitor community spread based on test positivity rates, new cases per 100,000, youth case increases and other metrics. It measures risks based on scale of minimal to moderate to substantial.

The metrics are updated weekly based on the previous week’s transmission rates, and 13 counties had triggered a warning level as of July 10, up from seven the previous week.
