The equipment to be leased includes 1,250 Lenovo third-generation Chromebooks (with a total cost of about $646,000), 231 Dell 7320

laptops (with a total cost of about $260,000), 700 Apple iPads and cases (with a total cost of about $275,000) and 46 Eaton battery backup units (at a cost of nearly $120,000).

The Chromebooks, Dell laptops, Apple iPads and battery backup units will be leased for purchase with a four-year, $1 buy-out, tax-exempt, non-bank qualified municipal lease.

The board will hold its next regular meeting on June 14.

EMH Foundation awards $12,000 in scholarships to teen volunteers The Elmhurst Memorial Hospital (EMH) Foundation has awarded $12,000 in Teen Volunteer Health Profession Scholarships to six area high school students who volunteer at Elmhurst Hospital and plan to pursue careers in a health-related field.

Each of the recipients received $2,000 through the Foundation’s Teen Volunteer Health Profession Scholarship program. Funds for this year’s scholarships were raised through the Foundation’s annual Reindeer Route House Walk.

Mosquitoes test positive for West Nile virus

First in Illinois in 2022 reported in Roselle

The Illinois Department of Public Health (IDPH) has confirmed the first mosquitoes to test positive for West Nile virus in Illinois in 2022.

The DuPage County Health Department collected a positive mosquito batch on May 24, from Roselle in DuPage. No human cases of West Nile virus have been reported so far this year.

“This is the time of year when West Nile virus make its annual appearance,” said IDPH Acting Director Amaal Tokars.

“We remind everyone—and especially older people and those with weakened immune systems—to take precautions to protect themselves from mosquitoes and the viruses they carry by wearing insect repellent and eliminating standing water around their home where mosquitos breed.”

Monitoring for West Nile virus in Illinois includes laboratory tests for mosquito batches, dead crows, blue jays, robins and other perching birds, as well as testing sick horses and humans with West Nile virus-like symptoms.

May 27 A complainant at a business in the 100 block of E. First reported a customer became angry and threatened to harm him. The complainant is familiar with the customer who has come into the store in the past. Officers checked the area but were unable to locate the suspect. The complainant does not wish to pursue charges but wants the suspect served with a no trespass order if located.

June 1 James Penick, 49, homelsss, was issued a citation for disorderly conduct at the Schiller parking lot at 8 a.m. Police said a reporting officer made contact with Penick who began to collect his belongings to leave. While leaving, he stopped and allegedly began urinating on a garbage can.

May 31 Officers responded to the 100 block of E. Crestview at 5:03 p.m. for a report of a domestic dispute. Subsequent to an investigation the suspect was determined to be the initial aggressor, and the victim was acting in self-defense. Both parties sustained visible injuries during the altercation. The suspect was transported to the Elmhurst hospital for treatment.

Charges are pending.

May 29 Police said officers responded to the above location for a report of a domestic dispute.

Upon arrival, the complainant relayed the suspect was highly intoxicated and acting erratic.

A 26-year-old Storm Lake, Iowa man was charged with two counts of domestic battery in the 300 block of Route 83 in the 300 block of N. Route 83 at 2:47 a.m.

May 28 A complainant in the 700 block of N. Geneva reported at 3:28 a.m. the suspect swung and struck her. The suspect reported an argument turned physical when the complainant began to batter him. No arrests were made due to conflicting statements and both parties agreed to separate for the night.

Giron Miguel, 20, of Elmhurst, was cited for possession of alcohol by a minor and dumping trash; Olibert Rolando Cobron-Ruiz, 18 of Bensenville, was cited for possession of alcohol by a minor; and Jefferson Martinez Gomez, 19, of Bensenville, was cited for disorderly conduct—resisting or obstructing a police officer, possession of cannabis under 21, possession/consumption of alcohol by minor and dumping trash in the 100 block of N. May 29 Kizzy Moore, 43, of Chicago Heights, was charged with DUI, improper lane usage, disobeying a traffic control signal and no seat belt near North and Route 83 at 9:37 p.m.

Pedro Morales, 48, of Mt. Prospect, was charged with DUI, improper lane usage, illegal transportation of alcoholic liquor and no insurance subsequent to a single-vehicle crash near I-290 and Lake at 12:06 a.m.

Jazzline Sanchez, 26, of Chicago, was charged with DUI, improper lane usage and no insurance subsequent to a traffic stop near Roosevelt and Butterfield at 2:03 a.m.

May 28 Julian Brooks, 31, of Romeoville, was issued a citation for possession of open alcohol in a vehicle subsequent to a traffic stop near Lake and Walnut at 1:05 a.m.

Araceli Rojas, 21, of Addison, was issued a citation for possession of open alcohol by a passenger subsequent to a traffic stop near Lake and Walnut at 1:20 a.m.

May 27 Frank W. Temple, 19, of Elmhurst, was cited for consumption of alcohol by a minor in the 600 block of S. Hawthorne at 2: 24 a.m.

March 29 Firuq Keliby, 22, of Chicago, was charged with DUI-drugs, improper lane usage and failure to signal subsequent to a traffic stop near Clinton and North at 2:29 a.m.

Fleeing, eluding

According to information provided last week by the Elmhurst Police Department, police reported three incidents of fleeing and eluding during which the driver of a vehicle fled the scene after being stopped for a traffic stop by police.

Possession of cannabis May 26 Jose Velasquez, 19, of Elmhurst, was charged with possession of cannabis more than 100 grams, unlawful possession of cannabis by a driver, failure to reduce speed to avoid and accident, no insurance and transportation of open alcohol by a driver subsequent to a vehicle crash near North and York at 8:11 p.m.

According to information provided last week by the Elmhurst Police Department, police reported seven incidents of possession of cannabis by either the driver of a vehicle or a passenger: Kevin Armendariz, 19, of Chicago, near Lake and Walnut at 10:42 p.m. May 27; Tatiana Lopez, 23, of Chicago, near Clinton and North at 10:48 p.m.

May 27; Jean Manjarrez, 29, of Melrose Park near Lake and Walnut at 11:33 p.m.; Samantha Felix, 25, of Chicago, near North and I-290 at 11:53 p.m. May 27; Marco Roman, 21, of Addison, near Lake and Walnut at 1:20 a.m. May 28; Victor Archundia, 21, of Wood Dale, near Lake and Walnut at 1:30 a.m.; and Ollie Evans IV, 24, of Bellwood, in the 800 block of N. York at 5:15 p.m.

Suspicious circumstances June 1 Eric T. O’Neal, 28, was issued a citation for trespassing in the 600 block of N. York at 7:15 p.m. Police said responded to the above location for a report of a subject refusing to leave. Upon arrival, the complainant relayed he observed the subject outside the entrance selling candy to customers, and was asked to leave three times, according to police.

May 31 A complainant in the 100 block of N. York told police at 6:43 p.m. the suspect has been following her around school and now to her place of work. The reporting officer spoke with the suspect who agreed to cease further contact with the complainant. The complainant was given information on obtaining an order of protection.

Theft or burglary/identity theft/fraud/forgery/ deceptivepractice/ obstruction/robbery May 31 Theft was reported in the 100 block of N. Addison at 8:36 a.m. While on an extra patrol of the Addison parking deck, an officer observed graffiti written on multiple floors of the parking garage and a fire extinguisher missing from its case. The Public Works Department was notified of the damages.

May 30-May 31 Theft by deception was reported in the 1000 block of Elm Creek. A victim told police that he was contacted via email by an unknown suspect identifying themselves as an Amazon representative. The unknown suspect convinced the victim to buy three Target gift cards. After sending the gift card information, the victim realized this was a scam and contacted his bank.

May 29 Theft by deception was reported in the 100 block of N. York at 5:01 p.m. Police said an unknown suspect entered a store and

related he knew the owner and manager and requested money from an employee, stating his cousin was in an accident and he needed the money for the tow truck. The employee gave the suspect money and he left the store southbound on foot. Investigation pending.

May 28 Roberto Mercado, 22, of Chicago, was charged with possession of a stolen vehicle, theft and driving while license suspended in the 100 block of N. York at 6:49 p.m.

May 27 Theft was reported in the 600 block of N. West at 12:55 p.m. A victim told police after the suspect visited his home, he was unable to find a bank envelope containing cash. He believes the suspect stole the money because he has loaned the suspect money in the past which has not yet been repaid.

April 1-May 26 A victim in the 200 block of N. Bonnie Brae reports she lost a bag containing her Illinois driver’s license, Social Security card and a debit card. Since then, an unknown suspect(s) opened a T-Mobile account in her name and made mobile deposits and withdrawals on her bank account. The driver’s license was placed into LEADS. March 30-May 25 Theft by deception was reported in the 100 block of N. Evergreen. A victim purchased gift cards after receiving a fraudulent text message from someone claiming to be from Amazon sometime between the above dates.

May 23 Identity theft was reported in the 100 block of Linden at 10:20 a.m. A victim reports an unknown suspect made a withdrawal from her Chase Bank account.

May 9 Commercial burglary was reported in the 900 block of N. Oaklawn at 3:38 p.m. A victim reports an unknown suspect opened their overhead garage door. The suspect then removed a Milwaukee Band Saw and Right Angle Grinder Kit. This case is pending further investigation.

Nov. 27, 2021 Identity theft was reported in the 200 block of N. Ridgeland. A victim reports that an unknown person(s) used his personal information to open a Comcast Xfinity account. An investigation is pending.

Theft of catalytic converters

According to information provided last week by the Elmhurst Police Department, police reported one incident of a catalytic converter being removed and stolen from a vehicle at the following location: at a business in the 200 block of N. York sometime between May 21 and May 24.

Westmont teen charged with • Virus shooting woman, carjacking Case against 16-year-old transferred to adult court DuPage County State’s Attorney Robert Berlin announced that a 16-year-old Westmont resident accused in juvenile court of shooting a woman in her leg and hijacking her car at gunpoint has been transferred to adult court.

Mitch Crawford made his first appearance in adult court in front of Judge Daniel Guerin. On Friday, May 27, Juvenile Court Judge Anthony Coco granted the state’s motion to transfer Crawford’s case to adult court.

Crawford has been charged with one count of aggravated vehicular hijacking (Class X felony), one count of aggravated battery with a firearm (Class X felony), one count of aggravated fleeing and eluding (Class 4 felony) and one count of unlawful possession of a concealable firearm by a minor (Class 4 felony).

His bond has been set at $250,000 with 10 percent to apply.

On Jan. 4 at approximately 11:54 p.m., Westmont police officers responded to a call of a vehicular hijacking that had just occurred at the Suffield Gardens apartment complex. Upon their arrival, officers found the victim suffering from a gunshot wound to her leg. She was immediately transported to a local hospital for medical attention and is currently recovering from her injuries.

It is further alleged that Crawford pointed the gun at the victim’s face and ordered her to get out of the car. It is alleged that Crawford then shot the victim in her leg, pulled her out of the car by the hood of her coat and then fled the scene in the victim’s car eastbound on 63rd Street.

Approximately 11 minutes later, the victim’s car was located northbound on Route 83 near I-88 by an Oak Brook police officer in a marked squad car. It is alleged that when the Oak Brook officer activated their lights and sirens, Crawford fled in the vehicle onto I-290/Mannheim Road. It is alleged that during a brief chase, Crawford reached speeds in excess of 100 mph.

“The extreme level of violence and complete disregard for the safety of the public alleged in this case cannot and will not be tolerated,” Berlin said. “The criminal behavior alleged in this case has a damaging impact not only on the victim, but on the entire community as well. Thankfully, Judge Coco agreed with our assertion that the charges against Mr. Crawford pose a significant risk to the public and transferred the case to adult court.”

Crawford’s next court appearance is scheduled for June 22 for status. He faces a sentence of between six to 55 years in the Illinois Department of Corrections.

Emerson parent objects to cheap shot’ at D205 Some three decades ago the floor tiles in an expansion of Emerson School were improperly laid. This distant and minor problem formed the basis for Paul Guerino’s cheap shot at our school district in last Thursday’s Independent.

Mr. Guerino, one of the chorus of complainers about our district, somehow decided that this ancient accident is an example of how the current Board handles cost overruns.

The logic of this escapes me.

Besides logic, what is also missing is the important aspect of this story – how a group of parents, working together, got the expansion in the first place.

Our children went to Emerson back then. It was bursting at the seams, due to population growth and the closing of two other elementary schools on the north side. My wife and I joined with other concerned parents asking the School Board for an expansion of the school. The Board didn’t see the need and turned us down.

We decided to approach the issue factually and calmly. First, we gathered together other concerned parents. Thank goodness Facebook didn’t exist back them. Parents had to work with, and actually look at,

each other. With the help of a retired U.S. census taker, we designed and implemented a survey of the area covered by Emerson. Parents went door-to-door in the neighborhood getting a count of how many elementary school children lived in the area and how many young children would soon be going to Emerson.

We attended Board meetings and calmly presented the results of our survey, the first hard figures of school-age population the Board had.

The numbers were accurate and irrefutable and clearly showed a continuing growth in the number of students Emerson would have to serve. We talked to Board members, worked with them and invited them to tour the building. And, as a result, the school was expanded with the first library resource center in the district.

We got the Board to commit to make this the rule, and not the exception, and later other elementary schools got the same additions.

My wife and I were co-presidents of the Emerson PTA. We took pride in our school and the parents’ accomplishment in improving it. Unlike Mr. Guerino, who earned his living working for the District, we’re still proud of it.

New law invests in childcare for first responders The governor recently signed a plan into law led by State Sen. Suzy Glowiak Hilton to invest in childcare services for workers with non-traditional schedules, such as law enforcement officers, firefighters, EMS personnel and more.

“Finding reliable childcare can be difficult for first responders and other third shift emergency workers,” said Glowiak Hilton (D-Western Springs). “By creating the Off-hours Child Care Program Fund, Illinois is working to increase accessibility for parents in public service who work non-traditional hours.”

Under Glowiak Hilton’s law, the Department of Human Services is re-

quired to establish and administer an Off-Hours Child Care Program to assist first responders and other workers with access to off-hours, night, or sleep time childcare. The program is appropriated $2 million in the Fiscal Year 2023 budget.

“Many state childcare facilities don’t offer services outside of normal work hours,” Glowiak Hilton said. “This measure will help fund childcare for hardworking individuals serving our communities.”

Under the law, DHS must implement the program by July 1, 2023.

New Illinois law aims to deter catalytic converter thefts A new Illinois law adds stricter guidelines for catalytic converter sales to reduce help thefts. The law was signed with support from State Sen. Suzy Glowiak Hilton (D-Western Springs).

“Working families are suffering from catalytic converter thefts, and the reported crimes are rapidly increasing,” she said. “This new law is intended to impose stricter guidelines to prevent bad actors from getting away with crime.”

The law, filed under House Bill 107, adds catalytic converters to the definition of recyclable metal which requires businesses to keep record of

sales.

Under the new law, individuals seeking to sell a catalytic converter must provide the license plate number of the vehicle, a picture of themselves, a verified name and address, and a signed declaration stating the catalytic converter was not stolen.

In addition, the measure prohibits a recyclable metal dealer from purchasing a catalytic converter with a value $100 or more with cash.

The law is effective immediately.

The 7 p.m. WGN debate that followed included Sen. Darren Bailey, of Xenia, Petersburg venture capitalist Jesse Sullivan and suburban paving magnate Gary Rabine.

The following is a summary of some of the candidates’ response to the various debate questions.

On ‘CRT’ and schools At the WGN debate, Bailey, Sullivan and Rabine were asked to define “CRT,” short for Critical Race Theory.

Critical race theory is an educational framework aimed at analyzing the role race plays in the legal system and American history, but it is not required in Illinois law or statewide curriculum.

A state rulemaking body approved “culturally responsive teaching and leading standards” that call on Illinois colleges and universities, by 2025, to change the way prospective teachers and administrators are trained to make them more accommodating to diverse students.

Those rules, which passed on partisan lines, don’t apply to K-12 curriculum. Republicans have incorrectly cited those standards as being “CRT mandates” amid nationwide Republican scrutiny of the framework.

Rabine, instead of defining the term, described its “biggest prob-

lem.”

“From what I see, from again, nephews, nieces and the communities I’m in, is we’re teaching kids to be victims in so many ways, whether it’s their sex, their race, and it’s wrong. We have to be, we have to teach our kids to be champions and embrace themselves.”

Bailey defined it as a “bunch of nonsense.”

“You know what I see? I see a lot of confusion,” he said. “It wasn’t even supposed to enter our schools until 2027. But mistakenly, it’s showing up in our lower classrooms and it is, it just, it’s worksheets that are being purported by the Illinois Education Association. It’s basically an idea that whatever I think, my right could be your wrong. Your wrong could be my right.”

Sullivan cited the Rev. Martin Luther King Jr. “For me, the lens, the primary lens you should use to judge a person is not their racial identity. The primary basis that you should judge a person on is the content of their character,” he said. “We need to be doing more civics lessons for our teachers so that we can have a love of country rather than looking at and saying we have institutional racism built into the design of our country. That is not what we have.”

The NBC debate did not touch on CRT, but Solomon said parents should be writing curriculum, Irvin

said parents and local school boards should be writing curriculum, and Schimpf said it should be done by locally elected school boards.

“Parents should not be the ones writing curriculum,” Schimpf said.

“They should have the input to hold local school boards accountable, but it needs to be local school boards that decide curriculum.”

Sullivan said the state needs a “parents’ bill of rights” regarding education.

The Republicans, including Irvin, said they would also like to replace members of the Illinois State Board of Education.

Schimpf said he believed school administration should be consolidated, rather than consolidating school districts, adding, “children should be one of the priority spending areas.”

The Republicans all opposed teaching “sexuality” in schools in response to questions apparently regarding a recent state law requiring schools that have a sexual education curriculum to abide by National Sex Education Standards, an initiative by non-government organizations to provide “guidance on essential minimum core content and skills needed for sex education that is age-appropriate.”

Elmhurst AAUW announces scholarship recipients

The Elmhurst area Branch of the American Association of University Women announced the recipients of three $3,000 Returning Student Scholarships at its May Supper on Tuesday, May 4 at Francesca’s Amici in Elmhurst.

Michaela Rendon of Bensenville, Kiley McLean of Elmhurst, and Madison Navarro of Elmhurst were honored at the dinner where Chapter President Moira Murray and Director of AAUW Funds Tsue Ostermann presented them with their scholarship awards.

The AAUW mission is to advance equity for women and girls through advocacy, education, philanthropy, and research at both the national and local levels. Funds for these scholarships come from the Used Book Sale which the Elmhurst Branch hosts each summer. The overwhelming success of the 2021 Book Sale enabled the Branch to award three scholarships this year.

The Returning Student Scholarships are awarded annually to women aged 25 or older from the communities of Elmhurst, Addison, Bensenville, Berkeley, Northlake, Oak Brook, Oakbrook Terrace, or Villa Park who need financial assistance to continue education at the undergraduate or graduate level.

The 2022 AAUW Used Book Sale to fund 2023 Scholarships will be held Aug. 4-7 at Sandburg Middle School, 345 E. St. Charles Road in Elmhurst. For more details visit the Chapter website at www.aauwelmhurst.org.

About Michaela Rendon Michaela Rendon of Bensenville is a first-year student in the Master’s in Counseling Psychology program at The Chicago School of Professional Psychology. A mother of three who received her Bachelor’s Degree in Psychology this past year, Michaela hopes to use her knowledge, skills, and personal experiences to contribute to the mental health field. She chose The Chicago School because it emphasizes cultural awareness, competence, and understanding of diversity which she feels are imperative to her success in working with a vast array of individuals in the counseling field. Her ultimate goal of becoming a Licensed Clinical Professional Counselor includes working with anxiety disorders. Michaela hopes to work with serious mental illness diagnoses, with a possible focus on helping those suffering from eating disorders. As a returning student, Michaela is pursuing her degree with passion and commitment.

About Kiley McLean Kiley McLean is profoundly grateful for the support she received growing up in Elmhurst to pursue her goal to be the first one in her family to pursue a Ph.D. She is in her fourth year as a doctoral candidate in Social Work at the University of Wisconsin-Madison. She will use the scholarship to support the completion of her dissertation and Ph.D. next year.

Kiley received dual Master’s Degrees in Special Education and Social Work from Columbia University.

In various capacities, she has worked with Special Olympics, the Arc in Washington, D.C., Easter Seals, and Clearbrook. With over 15 years of experience working with children and adults with disabilities, Kiley is focusing her studies on autism. She hopes to pursue a career in academia, conducting research and influencing policy to help autistic adults lead long, healthy, and productive lives in their communities. Her goal is to promote inclusion of all people with disabilities through family-centered, interdisciplinary, and culturally responsive supports and policies.

About Madison Navarro Madison Navarro of Elmhurst is pursuing a Doctor of Physical Therapy degree at the Duke University School of Medicine. Inspired by relatives with disabilities, Madison developed a passion for advocacy though her volunteer work for Special Olympics, Access Sports, and Misericordia. With an undergraduate degree in Neuroscience from the University of Chicago, she hopes to combine her neuroscience research experience with her passion for innovation to discover cutting edge rehabilitation technologies. Madison has her sights set on teaching, hoping not only to educate her patients on the importance of physical therapy and health maintenance, but to eventually teach the next generation of physical therapists. As a physical therapist herself she will continue her staunch advocacy for people with disabilities and use her skills to help then live full and happy lives.

Duckworth named Legislator of the Year by National Guard Association Keynote speaker explains Illinois Guard’s role in Ukraine The National Guard Association of Illinois honored U.S. Senator Tammy Duckworth as the NGAI Legislator of the Year during its annual awards ceremony on Friday, May 20.

“I’m so honored to receive this award from an association that has meant so much to me since I joined the Illinois National Guard so many years ago,” said Duckworth, who retired as a lieutenant colonel in the Illinois Army National Guard. “As your senator, I work hard to make sure our service members, veterans and families have the support they deserve.”

A double amputee who served in Operation Iraqi Freedom, Duckworth serves on the Senate Armed Services Committee and is the chairman of the Airland sub-committee. She expressed pride that some of her provisions were included in the 2022 National Defense Authorization Act (NDAA).

“One of the provisions included requires the Air Force to maintain a sufficient fleet of C-130s to ensure there is inventory to carry out critical missions both domestically and overseas,” she said.

“This will ensure the 182nd Airlift Wings’ -- based in Peoria -- mission will remain for years to come.”

She added it would not only give Illinois the ability to respond to emergencies and domestic missions, but also would protect the jobs of 1,250 airmen and about 370 full-time employees.

Praise for Duckworth: ‘She gets it’ Maj. Gen. Rich Neely, the Adjutant General of Illinois and Commander of the Illinois National Guard said Duckworth’s support of service members, veterans and families is the reason she was selected as the NGAI Legislator of the Year.

“She gets it. She has worn the same uniform as we do. She has served in the same formations,” Neely said. “It makes my job as TAG a lot easier when I walk in a room and explain our issues at hand

to someone who has worn the uniform.”

Speaker addresses Illinois’ role in Ukraine Former U.S. Congressman and retired major general William L. Enyart, who served as the 37th Adjutant General of Illinois, began his keynote address with a nod to Duckworth.

“Having one of our own serving on the Senate Armed Services Committee is of critical importance to us,” he said. “Her selection is a well-earned honor for her. She is truly an advocate for the National Guard, Illinois, and national security.”

Enyart talked about the connection between the Illinois National Guard and the Ukrainian military.

“There has been mention of the Illinois National Guard training the Ukrainian military recently and maybe a word or two about the California National Guard training the Ukrainian military. But we were there at the beginning,” Enyart said. “The Illinois National Guard’s support to Ukraine begin in the last century when we sent a platoon-size element to Ukraine in 1999. That was our beginning with Ukraine.”

Enyart explained that the State Partnership Program with Ukraine’s neighboring country Poland began in 1993 and at times, supported Ukraine and assisted the California National Guard with their SPP with Ukraine.

“With our training and assistance, Poland and Ukraine in the late 1990s formed the Polish Ukrainian Peace Force Battalion,” he continued. “Those same units saw service in Kosovo with soldiers from the Illinois Army National Guard’s 106th Aviation Regiment in 20082009.”

Enyart said the Ukrainian soldiers and officers were becoming well-acquainted with the Illinois National Guard by that time.

“When I visited the Illinois National Guard Soldiers in November 2008 in Kosovo, it was the Polish and Ukrainian soldiers who took

Duckworth’s Black Hawk helicopter was shot down in Iraq by a rocket-propelled grenade on Nov. 12, 2004, resulting in the amputation of Duckworth’s legs. Duckworth was recently named Legislator of the Year by the Illinois National Guard Association.

He told the audience the soldiers from Headquarters Company, 33rd Infantry Brigade Combat Team, which deployed to Ukraine in 2020, continued to build on the foundation the ILNG has laid for the past 23 years.

“The Pentagon thought Putin’s grand land grab would succeed in very short order and most believed Ukrainian’s military would collapse under an armored assault,” he said.

“But Ukrainians have shown what well-trained and well-led soldiers can do in defending their homeland from an autocratic aggressor.”

Enyart said the training, mentoring and fellowship the Illinois National Guard has provided the Ukrainian military has played a critical role in the successful defense of their homeland.

“We are grateful to be recognized by Walmart as an organization that positively impacts the community,” said Debbie Venezia, director of Arts DuPage. “Arts DuPage was created in 2016 as the first countywide arts council in the region. Since then, we have worked with hundreds of artists and arts organizations to increase engagement and investment in the arts across DuPage County.”

Arts DuPage is best known for artsdupage.org, its comprehensive event website for arts and entertainment. Through this platform, Arts DuPage showcases the vibrant local arts community, which generates cultural, economic, and social benefits for DuPage County and its residents.

Last year, Arts DuPage launched its ChARTer membership program, built for DuPage County arts organizations, artists, and arts supporters.

The program offers member-only benefits and helps Arts DuPage support, promote and advocate for the arts. Cool Cities Coalition connects consumers with money-saving solar program As energy prices continue to rise, Elmhurst Cool Cities Coalition partners with Citizens Utility Board (CUB) for a solar power program that has helped participants cut their energy bills by thousands of dollars.

Now in its third year, the Grow Solar program offers free educational sessions as well as volume-pricing discounts on solar panels. The Cool Cities-sponsored Solar Power Hour launched on Tues., June 7 via Zoom, with a Sept. 30 deadline to participate.

Navigating the solar market can be intimidating, creating barriers for solar adoption. To help break down those barriers, the Solar Power Hour will directly educate residents about solar through this free, public, informational webinar.

The program is a partnership of CUB, the Midwest Renewable En-

ergy Association, City of Chicago, and Cook, DuPage, Kane and Will counties. It aims to bring residents and small-business owners together to lower the price of solar and increase the deployment of clean energy.

Since 2019, the program has helped 205 properties -- including 15 Elmhurst homeowners -- install 1,474 kilowatts of solar. That’s like avoiding 3.3 million miles of car travel or nearly 1.5 million pounds of coal burned. In the past, participants have collectively reduced their energy costs by nearly $100,000 in just a year.

In addition to offering a lower base price for solar panels, the Grow Solar program has a series of price breaks as the program hits participation benchmarks. On top of that are state and federal incentives that can cover a significant

percentage of the cost of going solar.

State solar incentives are made possible by the 2016 Future Energy Jobs Act and, more recently, the 2021 Climate & Equitable Jobs Act, groundbreaking state energy legislation that CUB supported.

“At a time when the cost of fossil fuels is causing a lot of consumer pain, the Grow Solar Program is a great opportunity to let Illinois families know about solar incentives and programs that can help them save money,” said CUB Deputy Director Sarah Moskowitz.

Obituaries

Thomas Nolan Thomas Joseph Nolan passed away on Saturday May 28, 2022. He was preceded in death by parents Thomas and Catherine Nolan; wife Kathleen; parents in law Maisie and John Buckley.

Tom is survived by his wife Margaret Mary (Mimi); his children Shea (Irene), Sharyn (Ken), Sean (Emily), Sheila (Don), Senan (Erin), and Siobhan; stepson Peter; sister Kathleen ( the late James); Grandfather to Avril, Thomas, Liam, Patrick, Maisie, Jasper, Kathleen, Sophia, Julia, and Bridget.

Born in Chicago, IL in 1945, Thomas spent his early years on “the south side.” His father died when he was only 4 and Thomas was raised by his mother, grandfather, Iron Mike, and his big sister Kathleen. Thomas attended Leo High School and graduated with a bachelor’s degree in marketing from St. Joseph’s College in Rensselaer, Ind. Thomas met Kathleen during high school. They fell in love and were married in Chicago on June 7, 1969. They were blessed with six children spread over 19 years meaning that there was at least one teenager in his house for over three decades! Thomas excelled in sales and worked for over 30 years in the manufacturing industry.

Thomas was called to serve as a deacon in the Catholic Church and was ordained in Joliet in 1988. Thomas performed baptisms, weddings, and funerals at the parishes he served. He ministered to the sick in his communities and was well known for his brief homilies, particularly before a Bears game.

Kathleen passed away in 1995 af-

ter battling breast cancer while living in Davenport, Iowa. Thomas and the children moved back to Elmhurst, where Thomas joined the parish at Mary Queen of Heaven. Thomas was lucky to meet Margaret Mary (Mimi) while serving as the deacon at Mary Queen. Thomas and Mimi were married on September 4, 2011 in Elmhurst.

They spent 11 wonderful years together serving the Mary Queen of Heaven community before enjoying a wellearned retirement.

Funeral Mass was held at Mary Queen of Heaven Catholic Church, 426 N. West Avenue, Elmhurst, on Thursday, June 2. Interment Queen of Heaven Catholic Cemetery. In lieu of flowers, memorials to Mary Queen of Heaven Church (mqelmhurst.org) or the American Cancer Society (cancer.org) are appreciated. Pablo Chavez, 85 Pablo Chavez, a resident of Elmhurst since 1969, passed away recently at the age of 85. Beloved husband of Susanne, nee Kendl; loving father of Yvonne Schmidt and Diane Chavez; proud grandfather “Opa” of Daniel Schmidt (Kayla Joyce), Katherine Schmidt, and Joshua Clague; brother of Dolores Calhoun and the late John Chavez, Theresa Garcia and Lorenzo Chavez; uncle to nieces and nephews. At a young age,

Pablo joined the military and was accepted at the Army Language School in Monterey, California where he studied Czech. He was then stationed in a small town in Germany near the Czech border where he met his future wife Susanne. After returning to the U.S, Pablo spent his career in law enforcement starting with the Chicago Police Department and retiring from the Department of Justice as a highly-awarded Drug Enforcement Agent in 1989.

A passionate Chicago sports fan, he loved supporting the Bears and Bulls.

He also enjoyed biking and working out at the Elmhurst Courts health club.

At home, he was a beloved husband, father, and grandfather known for being an avid reader and lover of travel, good food and the occasional bad joke.

Adoringly referred to as “Pablito” by those who loved him, he will always be remembered for his fierce loyalty, unwavering commitment to family, his sense of humor and gentle demeanor.

A celebration of Pablo’s life is planned for later this year. In lieu of flowers, memorial contributions may be made to the American Heart Association, 7272 Greenville Ave., Dallas, Texas 75231.

Conroy’s bill to extend Medicaid coverage to ABA therapy becomes law Children with autism spectrum disorder on Medicaid in Illinois will soon have access to a life-changing form of therapy.

Two years ago, Representative Deb Conroy was responsible for the Illinois General Assembly’s decision to appropriate funds to cover Applied Behavior Analysis (ABA) therapy under Medicaid. But because ABA therapists and technicians were not licensed by the Illinois Department of Financial and Professional Regulation (IDFPR), the money set aside to help children who have autism on Medicaid sat in state coffers unused.

ABA therapy can be extremely helpful for children with autism. To make Medicaid-covered ABA therapy a reality, Representative Conroy passed House Bill 4769 to update Illinois’ licensure practices and accommodate the analysts who engage in this important work.

The bill successfully passed both the

Illinois House and the Illinois Senate and was signed by Governor Pritzker on May 27th, 2022. This legislation requires the IDFPR to license the behavior analysts, assistant behavior analysts, and behavior technicians that perform this life-changing therapy. As a result, ABA therapy will finally be covered under Medicaid. The legislation went into effect immediately after being signed by the governor.

This essential initiative is the result of over four years of work. Proponents of the new law include Autism Speaks, Mid-State Special Education, and the Illinois Autism Insurance Coalition, among others.

York baseball team wins sectional championship for first time since 1993

Timothy Christian baseball reaches Class 2A final eight for fourth time since 2017

The York baseball team found itself one win away from the Class 4A state semifinals after a recent 3-2 victory over Lake Park in the title game of the Class 4A South Elgin sectional played at Elgin Community College.

York played in the Class 4A Kane County Cougars supersectional at Northwestern Medicine Field in Geneva earlier this week with a berth in the state semifinals on the line. If York won that game against McHenry in Geneva, it will play at 5 p.m. Friday at Duly Health & Care Field in Joliet against either Mundelein or Glenbrook South.

It was York’s first title in baseball since the 1993 team won the state championship in Class AA. York’s only other sectional title came back in 1960 when the Dukes also won the state championship.

York reached the sectional title game after a 1-0 win over Wheaton North in the semifinals of the South Elgin sectional. York won its first regional title since 1996 thanks to an 11-5 victory over host Schaumburg. York won its regional semifinal game by a 4-3 count over Glenbard East.

York was the No. 10 seed in the South Elgin sectional. The Dukes defeated No. 7 Glenbard East, and No. 16 Schaumburg in the region-

al, and No. 11 Wheaton North and No. 13 Lake Park in an upset-filled sectional field to reach the round of eight in Class 4A. Timothy Christian baseball The Timothy Christian baseball team dropped a 10-0 decision to Richmond-Burton in the Class 2A Rockford supersectional played at Rivets Stadium. The Trojans finished in the top eight in the state in Class 2A. Timothy reached the final round of eight after a 7-5 win over host and sub-sectional top seed Montini to win the Class 2A Montini sectional title in Lombard. Timothy, the No. 2 sub-sectional seed, won

its sectional semifinal 2-0 over Chicago Latin School in a game played at Plunkett Athletic Complex in Elmhurst.

The Trojans were 4-3 winners in 12 innings against Chicago DePaul College Prep and won the DePaul regional title played at Kerry Wood Field in Chicago. Timothy won its regional opener 15-0 against Chicago ASPIRA/Business and Finance.

In the 12-inning win against DePaul, junior Donald Tober pitched 7 2/3 innings and struck out 14. He also had a game-tying double in the 10th inning. Jacob Friend through 4 1/3 innings to pick up the win.

Fletcher Roemmich had three hits, including the game-winning

double in the bottom of the 12th that came with two outs.

The regional title was Timothy’s fourth since 2016, while the sectional title was the Trojans’ second in a row and fourth since 2017.

Timothy took second in the state last season.

IC Catholic Prep baseball The IC Catholic Prep baseball team dropped a 13-7 game to Westmont in the semifinals of the Class 2A Montini regional in Lombard to conclude its season.

The Knights were the No. 4 seed in sub-sectional B of the Montini sectional. Westmont was the No. 5 seed.

IC Catholic Prep girls soccer team finishes top eight in state Knights also won Metro Suburban Red title; Wagner, Geiger earn conference player of year honors

The 2022 season was a smash hit all the way around for the IC Catholic Prep girls soccer team.

The Knights advanced all the way to the Class 1A supersectional round where they lost 1-0 to Richmond-Burton at Concordia University in River Forest. Richmond ended up finishing second in the state.

IC Catholic Prep advanced to the final eight teams after a 3-0 win over Chicago Marine Leadership Academy in the championship game of the Class 1A IC Catholic Prep sectional at Plunkett Athletic Complex in Elmhurst. The Knights won their sectional semifinal 2-0 over Chicago Latin School. In the Latin game, Claire Wagner and Matea O’Donnell each had a goal.

The Knights kicked off the playoffs with a 9-0 win over Chicago ASPIRA/Early College and then downed Chicago Noble/Golder 4-0 to win their own Class 1A IC Catholic Prep regional title. In its five playoff games this season, the Knights outscored opponents 18-1

and had four shutout wins.

IC Catholic Prep finished the season 18-4-2 overall and won the Metro Suburban Conference Red Division title with a perfect 6-0 mark.

On the postseason awards front, Wagner, Maggie O’Brien, Ashley Zwolinski, Avery Berschel, Lucy Russ and Allie Geiger earned all-conference honors. Wagner was named the MSC Red Division player of the year, while Geiger was named the MSC Red Division goalkeeper of the year. Geiger posted an impressive 18 shutouts in goal this season — a number that coincides with the team’s total wins.

IC Catholic Prep also put together an impressive defensive scoreless streak at one juncture of the season. “What surprised me the most was their ability to go without allowing a goal for more than 1,000 minutes,” Godinez said.

The Knights started the season with an impressive run that saw it win games by scores of 2-0, 1-0, 1-0, 8-0, 5-0 and 2-0 before playing to a 0-0 stalemate with town neighbor Timothy Christian. ICCP

then won games by scores of 7-0, 8-0 and 1-0 (in overtime against Rosary) before surrendering its first goal of the season in a 3-1 win over Riverside-Brookfield. The Knights then tied St. Laurence 0-0 and defeated Ridgewood 4-0 before losing 2-1 to Quincy Notre Dame (the eventual Class 1A state champion) and 1-0 to Moline in a tournament.

IC Catholic Prep then tied Mother McAuley 0-0 and lost 2-1 to Chicago De La Salle before its 4-1 playoff run.

Godinez hopes to see more of the same moving forward. “I am most proud of the maturity and growth of the team,” he said. “We want to continue to grow as a team.”

There were no shortage of postseason honors for Timothy Christian girls soccer players. Maddie Drye, Hope Huizenga and Sophia Biscan earned sectional awards with Drye being named IHSSCA all-sectional and Huizenga earning IHSSCA all-sectional honorable mention accolades. Biscan was an all-sectional academic selection. Biscan, Ellia Vandermolden, Huizenga, Drye and Angie Tornabene were named to the all-Metro Suburban Conference team, while Mia Cittadine was an all-MSC honorable mention pick.

Timothy finished 14-5 overall and took second in the conference with a

4-1 record. The Trojans opened the playoffs with a 7-0 win over Westmont. Drye had two goals and one assist. Amanda Schnurr had two goals and two assists. Huizenga had one goal and two assists, while Tornabene had one goal. Sami Drye had one goal. Juliana Norman made one save in goal and earned the shutout.

In a 4-1 win over Lisle in a Class 1A regional title game, Vandermolen had a goal, while Tornabene had a goal and three assists. Miliana Martens had a goal as well, as did Huizenga. Norman made 11 saves.

In the sectional, Timothy was a 6-0 winner over Cristo Rey Jesuit. Vandermolen had three assists.

Maddie Drye had two goals and two assists. Tornabene had a goal. Martens had two goals, while Huizenga had an assist and Sami Drye added one goal. Norman made four saves and notched another shutout.

In the 2-1 loss to Montini in the sectional championship game, Drye had a goal and Norman made nine saves. Montini went on to finish third in the state.

Maddie Drye finished the season with 28 goals and nine assists. Huizenga had 13 goals and 14 assists.

Tornabene had 13 goals and seven assists, while Vandermolen had five goals and 14 assists. Martens had eight goals and one assist.

“We adapted pretty well in games to find ways to win,” Timothy coach Jon Hamelinck said. “We worked on finding more ways to create offense. Early on, we were a little too predictable with our attack and we grew in that regard.”

Contributions this season came from many different sources, the coach noted. “Our depth was good and we had a lot of contributions from a lot of different girls,” he said.

“We had a lot of girls fill significant holes in the middle of the field with the departure of seniors last year.”

Cittadine, who earned an all-conference award, was a senior who also competed in figure skating at a high level, “but was finally able to come out for the team this year,” Hamelinck said. “She was always utilized in an offensive role in her previous playing days, but filled in wonderfully on the backline when we encountered some injuries.

She became a player who played big minutes and was often a difference-maker as a right back who played physical, but got up in the play well.”

Hamelinck also tipped his cap to Tornabene and her play. “As the season progressed, Angie became more and more important,” he said. “She has tremendous speed and foot skill and provided a lot of offense from

the left side.” Hamelinck also was impressed with the way the team put a rough patch of its schedule in the rear-view mirror and finished strong.

“We handled some adversity in the middle of the season and rebounded from a week when we went 0-4 to then rattle off 10 straight wins,” he explained. “There were many instances where the girls responded to what coaches were telling them and found ways to win games by adopting in-game and staying positive.”

Timothy graduated three starters from this year’s squad. “None bigger than Sophia Biscan on the back end,” Hamelinck said. “She’s been a warrior and a leader for us for three years, so that will be tough to replace. Next year, we’ll have five returning starters who will be seniors, and I expect us to be competitive again both in conference and the state series.”

He taught Spanish and one math class at St. Pat’s. “My philosophy is I am more of a players’ coach,” he said.

“I have been a big Liverpool soccer supporter ever since 2015 when Jurgen Klopp came over and he’s known as a players’ coach. He’s kind of my coaching idol. I want to related to the players and form bonds with them.

I am more light-hearted and smiling. I like to have fun and joke with the kids. The goal is understanding where each player can be successful and the provide the best way possible to convey the knowledge they need at the position they play. I am not big

As far as the future, Stopka wants York competing at a high level on a consistent basis. “The short-term goal is to restock and build up the team,” he said. “A large portion of last year’s team was seniors, especially the starting 11. We have to make sure the now juniors are up to the speed of the varsity level and are ready to contribute. We want to keep that pipeline going with the younger groups of players. We want to make sure we are not only competitive, but that we are competing for regionals, sectionals and supersectionals.

IDPH, Institute announce extension of COVID-19 monitoring in wastewater Vital analysis will continue for another year with $8.2 million in new funding

The Illinois Department of Public Health (IDPH) and the Discovery Partners Institute (DPI) have announced their comprehensive effort to monitor the coronavirus and its variants in wastewater will extend into mid-2023 with $8.2 million in additional funding.

The federally funded effort will help public health officials track the prevalence of COVID-19 across Illinois and provide a potential sign of another surge in infections.

SARS-CoV-2, the virus that causes COVID-19, is detectable in human waste nearly from the onset of infection, while symptoms may not appear for three to five days.

“We are very grateful to our federal funding partners for the support that allows us to continue building our capacity to conduct wastewater surveillance in communities throughout the state of Illinois,” said IDPH Acting Director Amaal Tokars. “This technology holds the promise of serving as a sentinel, early-warning system for the presence of disease as well as new variants of concern.”

The one-year continuation of an agreement between IDPH and DPI also could enable the department’s Illinois Wastewater Surveillance System to begin watching out for other infectious viruses and expand targeted wastewater surveillance at

facilities and institutions.

“Wastewater monitoring, we hope, will become the best warning system we have,” said DPI Executive Director Bill Jackson. “It’s our own weatherman thanks to our predictive modeling. DPI’s applied R&D division is so proud to play a role in protecting Illinois citizens and improving our understanding of the virus.”

The Illinois Wastewater Surveillance System is an interdisciplinary collaboration between the Illinois Department of Public Health and scientists from DPI, the University of Illinois Chicago, Northwestern University, Argonne National Laboratory and the University of Illinois

Urbana-Champaign. Previously, the effort has received $8.9 million from the state, the city of Chicago and the Walder Foundation.

Under the first round of IDPH funding of $5.5 million, the Illinois Wastewater Surveillance System team established collection sites at 71 wastewater-treatment facilities in 46 counties. It is in conversations with other counties about broadening coverage. (Separately, the DPI team partners with the Chicago Department of Public Health to track the coronavirus from sewers within the city, including at O’Hare International Airport.)

Nearly 200 samples are collected

each week from across 56,000 square miles of Illinois. They are then transported to a UIC microbiology lab for analysis. A subset of samples is also sequenced at Argonne to determine which COVID-19 variants are infecting people at any given time. The results are forwarded to IDPH and can be used to inform public health protocols.

The data is also shared with the National Wastewater Surveillance System within the Centers for Disease Control and Prevention for inclusion in the CDC COVID Data Tracker.

The funding for this effort comes from the CDC.

New law provides $700 million for nursing home staffing Pritzker signs bill that links rate increases to quality improvement

Gov. JB Pritzker signed legislation last week that will pump an additional $700 million annually into Medicaid-funded nursing homes, provided they use that money to increase staff and wages in their facilities.

“This is truly a game changer,” Pritzker said at a bill signing ceremony at a Chicago-area nursing home. “…

The payment reform bill, spelled out in a Senate amendment to House Bill 246, is among the first of its kind in the nation, according to Department of Healthcare and Family Services officials. It passed unanimously out of both chambers of the General Assembly, but only after nearly two years of negotiations between the administration and the nursing home industry— negotiations that at times appeared to reach an impasse.

“I’m just I so proud for this administration and this team that we’ve been able to accomplish this. I don’t think anybody really understands how big of a lift this was, and how much of a change it is,” HFS Director Theresa Eagleson said during a recent interview.

The Illinois Medicaid program pays for the care of about 70 percent of all the nursing home residents in the state, or roughly 45,000 seniors and disabled individuals.

For years, though, there have been concerns about the quality of care those people receive. HFS officials have cited studies showing Illinois has more understaffed nursing homes by far than any other state, a problem driven by high turnover rates and low wages.

That problem became especially acute during the COVID-19 pandemic when nursing homes became the source of multiple outbreaks and accounted for a disproportionate number of COVID-related deaths.

“We know that almost half of all COVID-19 related deaths occurred in our nursing homes at the beginning of the pandemic,” said Rep. Anna Moeller, D-Elgin, the bill’s lead sponsor in the House.

“And we’ve heard tragic stories of overcrowding and understaffing

that happens in far too many nursing homes, especially in homes located in Black and Latino communities. We learned how COVID-19 only exacerbated an already chronically bad situation.”

Sen. Ann Gillespie, D-Arlington Heights, who carried the bill in the Senate, said that even before the pandemic, many for-profit nursing facilities were reporting profits even as they operated with staffing levels below clinical requirements.

“The data showed long-term care facilities in predominantly Black and Latino communities had among the lowest staffing levels,” she said. “And while the situation worsened during the pandemic, the data was clear that this has been happening well before the pandemic ever started.”

The estimated $700 million in new annual funding is split evenly between state and federal funds. Most of the state’s portion comes through an increase in the state’s nursing home bed

tax, which is used to draw down additional federal dollars.

Under the law, nursing homes can qualify for higher payment rates as they hire additional staff to reach certain target levels. The law also establishes new reimbursement rates for services provided by certified nursing assistants, or CNAs, providing them with wage increases based on their years of experience in the profession, rather than their tenure at the specific facility where they work.

The new law also requires more disclosure about the ownership of nursing homes, something that HFS officials said is needed, particularly with for-profit nursing homes. It was also a provision meant to address concerns among nursing home owners that the new payment model could force some nursing homes to close their doors.

“You cannot measure profit if you don’t know who owns a facility,” HFS deputy director Andy Allison said in a recent interview.
