School Board reviews survey results Feedback about E-learning included

At its regular meeting held on June 16, the Elmhurst District 205 School Board had a discussion of the results of a recent survey of students, parents and staff members regarding remote E-learning during the last

two months of the 2019-20 school year. All K-12 schools in Illinois have been closed to on-site instruction since mid-March because of the COVID-19 pandemic.

The survey was sent via Google Classroom to all district students in grades 6-12. All district parents received the survey via e-mail. Nearly 830 students and about 1,440 parents responded to the survey. The response rate from students was about

17 percent, while the response rate from parents was about 28 percent.

According to the results of the survey, overall perceptions of remote E-learning during the last two months of the 2019-20 school year were mixed. About 41 percent of student respondents stated they were satisfied with remote E-learning.

Another 20 percent of the student respondents stated they were very satisfied. About 41 percent of the parent

respondents related they were satisfied with remote E-learning. Another 11 percent of the parents were very satisfied, according to the survey.

About 15 percent of parent respondents and about 11 percent of student respondents stated they were dissatisfied with remote E-learning.

Many of the parents who responded to the survey stated they wanted more live instruction from teachers during remote E-learning. Several

parent respondents also suggested offering a regular structured schedule, where different classes would meet at planned times.

Elmhurst University to celebrate Day One on July 1

Celebration video to appear on Facebook, YouTube

On Wednesday, July 1, Elmhurst College will officially become Elmhurst University, beginning the next chapter in its nearly 150-year history.

Elmhurst will mark the day with virtual events, in keeping with state health safety guidelines issued in response to the COVID-19 pandemic.

The highlight will be a celebration video that captures the unveiling of the new Elmhurst University arch over the Gates of Knowledge at 190 S. Prospect Ave., the main entrance to campus.

The video will be released at 11 a.m. on July 1, on the institution’s Facebook (facebook.com/ElmCol) and YouTube (youtube.com/ECvids)

Early last week DuPage County Sheriff James Mendrick and his team hand-delivered more than 250 prepackaged meals to the York Township Food Pantry for families in need. This spring, about 100 tons of lifelike, robotic dinosaur creations were heaved out of more than 14 truck-trailers in massive pieces and spread across a lot at Brookfield Zoo for assembly in a special summertime exhibit scheduled to open in July.

While Covid-19 precautions may have delayed the project for six weeks, it’ll take more than a pandemic to stop these pre-historic creatures from coming to Chicagoland – thanks to the ingenuity and brute power of the lifting machines at CE Rentals in Elmhurst The monstrous exhibit of realistic and life-size dinosaurs will go on as planned at Brookfield Zoo, despite the six-week pandemic delay ¬– thanks to the heavy-duty equipment, consulting and project management provided by Contractors Equipment Rentals (CE Rentals). The Elmhurst construction equipment rental store brought strong telehandlers and industrial ground-protecting surfaces to Brookfield Zoo throughout April and May to unload the huge exhibit.

On loan from Dino Don, Inc., and created by “Jurassic Park” advisor Don Lessem, the exhibit features 46 full-sized robotic dinosaurs, including the world debut of the largest dinosaur that ever lived, a 120-foot-long Argentinosaurus.

“It’s the largest accurate robotic dinosaur ever assembled,” said Lessem.

“I can’t tell you what a thrill it is to be a part of bringing a world-class exhibit like this to our hometown zoo,” said CE Rentals Owner Robert Sloan.

It was a sight to behold as massive, pre-historic-looking heads, bodies and limbs were lifted from more than 14 truck trailers and staged across an empty parking lot, later to be hauled into their temporary “wilderness” habitats and assembled for the enjoyment of the soon-to-be-liberated Chicago-area public. Some final sewing – yes, sewing! – and final-touch painting finished off the spectacular arrangement of the artificial beasts.

The exhibit, seen at the Bronx Zoo in 2019 as well as the Jacksonville Zoo this year, is currently scheduled to open at the beginning of July at Brookfield Zoo without a hitch thanks to CE Rentals.

CE Rentals Field Sales Representative Dave Gordon made a connection last summer with Brookfield’s Manager of Exhibits Ron May to demonstrate a pothole-patching product, for which CE Rentals is the sole Illinois distributor. While the zoo’s budget didn’t have room for the City of Chicago-tested AquaPatch solution at present, they later called on CE Rentals for the critical mission of lifting a two-plus ton rhino – no mistakes allowed.

CE Rentals referred the zoo to Randall Industries, also in Elmhurst, to provide the larger telehandler required for lifting – and once that mission was perfectly accomplished, CE Rentals was the first place May called when the dinosaur exhibit was ready to move into place early in March.

the resources to put this exhibit together. Gordon has planned and worked on some of the largest construction trade shows in the U.S., as well as local municipal Summerfests. Gordon help the exhibit staff find local welding resources, as well as procuring a nearby massive crane able to hoist one especially portly 30-ton species.

The CE Rentals team member was even able to provide some steep savings to the assembly project, since Brookfield is laser focused these days just to feed its animals every day.

“They thought they were going to have to tear down some fencing in one spot to get one dinosaur positioned correctly,” Gordon said. “It would have cost an extra $8,000 to take the fence down and then reinstall it. I could see a way where they didn’t have to go to that extreme – with a little turning while they moved forward, we got the big parts in place and saved a large sum of money in the process.”

Elmhurst History Museum announces summer events

The Elmhurst History Museum will reopen to the public as soon as Phase 4 of the Restore Illinois plan is announced. In the effort to operate in the safest manner possible, the following procedures will be in place until further notice: • Online reservations are required, go to elmhursthistory.org to make a reservation.

• Visits will be capped at one hour, limit 15 patrons per hour with maximum five people per group. This will change as conditions permit.

• All visitors will be required to wear face masks for entry.

• A rigorous cleaning protocol has been enacted and will be monitored by staff.

• Exhibit and program details are subject to change or cancellation.

Free online lecture On Sunday, June 28, the Elmhurst History Museum will offer a free online lecture called Along the Way: Midwest Waysides and Rest Stops.

Join Illinois historian Joanna Dowling for a trip through the Midwest via some of the regions lesser-recognized roadside rest stops and waysides.

Learn about the past and present of the non-commercial places to stop along the heartland’s highways. Featured locations include Minnesota, Iowa, Illinois, and a few other remote spots.

COVID-19 updates for DuPage County As of 11 a.m. on Monday, June 22, there were 8,716 total cases among DuPage County residents, including 445 deaths. Since Sunday, there were 32 new cases including one death in persons with COVID-19 infection reported. The death was a female in her 100s.

The Elmhurst Police Department recently reported the following arrests and citations.

Persons charged with domestic battery are not named in order to protect the privacy of victims. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.

Assault, battery June 14 Dominicia L. Harris, 34, of Maywood, was charged with battery and criminal damage to property at a hotel in the 900 block of Riverside at around 9:18 p.m. Police said Harris slapped the victim in the face and cracked the windshield of the victim’s vehicle.

Criminal damage, criminal trespass June 13 A complainant in the 900 block of Riverside advised at 11:40 p.m. that upon viewing her video surveillance, a suspect was seen trespassing behind the gated area of her property.

The suspect and vehicle match the description from a previous burglary to vehicle at this location. Nothing had been taken.

June 12-June13 A victim in the 300 block of Schiller told police at around 9:34 a.m. that twice in the last two days, an unknown suspect described as an Hispanic male between 20 and 25 years old exited a black SUV, walked onto the victim’s property, and damaged a gray concrete flower planter. Video surveillance captured both incidents. The victim did not wish to sign complaints and signed a decline-to-investigate.

Domestic battery, domestic incident, disorderly conduct, damage to property, disturbance June 10 A reporting officer spoke with a complainant at around noon who stated the victim had been battered by her father during a parental visitation. The incident is pending investigation.

A complainant at a salon in the 100 block of E. Vallette reported at 5:46 p.m. that seven juveniles began to bang on the windows of his salon. The complainant asked them to stop, but they returned a while later and banged on the windows again. The complainant also received a prank phone call from who he believes was one of the juveniles. The complainant was advised to call 911 if the juveniles return.

June 5-June 6 A 46-year-old Elmhurst man was charged with domestic battery and aggravated battery in the 100 block of N. Glenview. According to police, a victim reported that while at home on June 5, the suspect committed battery against her by placing his hands around her neck.

DUI, DUI-drugs, illegal transportation of alcohol, possession of alcohol June 11 Kevin Wallace, 62, of Country Club Hills, was charged with DUI-drugs, possession of a controlled substance, possession of drug para-

CALL 800-222-TIPS phernalia and driving while license suspended near North and Ridgeland at around 1:39 p.m. Police said a reporting officer responded to the above location for a report of a reckless driver. According to police, the reporting officer located the suspect’s vehicle and attempted to conduct a traffic stop, however, the vehicle continued moving. The vehicle eventually stopped and Wallace was taken into custody.

Possession of cannabis, possession of drug paraphernalia, possession of a controlled substance June 14 Antoniya Allgood, 25, of Westchester, was issued citations for unlawful possession of cannabis in a vehicle and no insurance near North and Shady at around 4:14 p.m.

Suspicious circumstances June 14 A victim checked himself into Edward-Elmhurst Hospital at around 5:06 a.m. for treatment of a gunshot wound to his leg. The victim refused to tell officers where the incident occurred or who was involved.

Theft/burglary/attempted theft or burglary/identity theft/fraud/forgery/ deceptive practice/ obstruction/robbery July 6, 2019-June 17 A reporting officer in the 700 block of S. Stuart met with a complainant who stated he had paid to have his windows replaced as well as a garage door. The complainant stated the garage door was successfully replaced however, the contractor never replaced the windows.

The contractor stated they would issue a refund for the remaining amount, but the complainant never received the refund. The case is pending investigation.

March 19-June 16 Theft of services was reported at a car rental company in the 800 block of N. York. A reporting officer responded to the above location for a report of a rented vehicle that was not returned. The complainant told police that several vehicles rented through the car dealership’s partnership with Lyft had not been returned.

The vehicle may have been returned to a different location. An investigation is pending.

June 15 Burglary to a vehicle was reported near Fellows and St. Charles at around 8:35 a.m. Police said an unknown suspect described as a black male between 20 and 30 years old stole a Spectra Precision pipe laser from their unlocked

construction trailer. The unknown suspect entered a black Pontiac® sedan with an unknown temporary license plate and left westbound on St Charles Road. The vehicle was followed by an unknown silver Ford® Fusion.

Retail theft was reported at a gas station in the 1000 block of N. York at around 3:35 p.m.

The store manager told police that a customer concealed a can of Red Bull under his jacket and left the store without paying for it. The manager was able to get a license plate number from the suspect’s vehicle. Officers went to the suspect’s address where they located the suspect and the stolen merchandise. The suspect was served with a no-trespass notice. The victim did not wish to sign a criminal complaint.

June 13-June 14 Theft of vehicle parts was reported at an auto dealership in the 700 block of N. York.

According to police, while conducting an extra patrol of the above location, the reporting officer observed two Hyundai® Tucsons, which were up on jacks. Both vehicles were missing the rear tires and rims. The auto dealership was notified of the theft.

June 13 Retail theft was reported at a store in the 900 block of S. York at around 6 p.m. A complainant told police that he observed a suspect described as a black male in his mid-20s concealing three bottles of alcohol in his pants.

The complainant confronted the suspect, who subsequently ran out of the store without paying for the merchandise. Officers checked the surrounding area with no results.

June 12 Burglary to a vehicle was reported in the 400 block of Prairie Path Lane at around 1:48 p.m. A complainant related that an unknown suspect(s) stole his company’s unsecured 200 ft. camera reel from the cargo area of his work truck. The camera was entered into LEADS. June 10-June 11 Burglary to a vehicle was reported in the 500 block of W. Crockett. A victim told police that an unknown suspect entered his unlocked vehicle and removed his wallet. The victim stated his credit and debit cards were used at Walmart in Cicero. The case is pending investigation.

Burglary to a vehicle was reported in the 600 block of W. Gladys. A reporting officer met with the complainant who stated an unknown suspect entered his unlocked vehicle and stole $5 cash. The case is pending investigation.

April 19 Identity theft was reported at Edward-Elmhurst Hospital at around noon. A victim told police that she received a letter from the Village of Bellwood stating she was provided with medical service by the Village of Bellwood and that she was transported to Elmhurst Hospital. The victim told police she never received any medical services and believes the unknown suspect used her personal information. A report was also filed with the Bellwood Police Department.

Warrant arrest June 16 Police said that subsequent to a reckless driving complaint, an officer located the suspected vehicle near West and North at around 10:49 a.m. and conducted a traffic stop. The suspect, Archie Tan, 35, of Westmont, had a suspended driver’s license and a valid warrant from the DuPage County Sheriff’s Office, according to police. Tan also was issued citations for driving while license suspended, failure to yield turning left and no insurance.

Lombard man who used charitable funds for personal use gets three years On Wednesday, June 17, DuPage County State’s Attorney Robert B. Berlin and Wheaton Deputy Chief of Police P.J. Youker announced that a Lombard man has entered a plea of guilty to stealing funds from a not-for-profit agency intended to aid United States veterans.

Todd Olshefski, 51, appeared in court where Judge George Bakalis sentenced him to three years in the Illinois Department of Corrections. Olshefski pleaded guilty to one count of Use of Charitable Trust Funds for Personal Benefit, a Class 2 Felony. On March 6, after pleading guilty to the same charge, Olshefski’s wife Priscilla, 60, was sentenced to 180 days in the DuPage County Jail and one year of conditional discharge.

The charges against the Olshefskis stem from a 10-month investigation conducted by the Wheaton Police Department, with assistance from the Illinois Attorney General’s Office, following numerous complaints regarding the couple’s aggressive soliciting tactics, use of intimidation and concerns surrounding the legitimacy of the Veteran’s Christian Network (VCN), a not-for profit organization created by the Olshefskis.

The investigation found that at least $10,000 of donations made to the charity were used by the defendants for lodging, vehicle loans, auto insurance, medical equipment, a personal storage unit and veterinary bills for their dog.

“Not only did Todd and Priscilla Olshefski take advantage of the generosity of DuPage County residents, they did so at the expense of our veterans,” Berlin said.

“Thanks to the outstanding work of the Wheaton Police Department, we were able to put an end to this deplorable scheme and close down a so-called charity that served only the Olshefskis.”

Pricilla Olshefski received credit for time served and was released at sentencing. Todd Olshefski will be required to serve 50% of his sentence before being eligible for parole.

Bond set for Bloomingdale man charged with disabled nephew’s murder On Sunday, June 14, DuPage County State’s Attorney Robert B. Berlin announced that bond has been set for a Bloomingdale man charged with murder in the death of his forty-three-year-old physically and mentally handicapped nephew, Damian B. Scott.

Dominick Taylor, 50, of Bloomingdale, appeared in Bond Court on Saturday, June 13, where Judge Robert Miller set bond in the amount of $2 million with 10% to apply in accordance with a $2 million arrest warrant issued on April 30. Taylor is charged with two counts of First Degree Murder.

On April 26, 2020, Taylor’s wife discovered Damien’s lifeless body in his bedroom of the home they all shared. She immediately called the Bloomingdale Police Department who initiated an investigation.

It is alleged that in the early morning hours that day, Taylor, who was Damien’s full-time caretaker for more than a decade, strangled Damien to death in his bedroom.

Illinois GOP sues for same social gathering exclusion as churches, protests

Case asks for ‘equal treatment’ under the law

The Illinois Republican Party wants to be excluded from the state’s social gathering restrictions, as it alleged in a federal lawsuit that churches and political demonstrations already enjoy such exclusions.

Throughout the year, the party holds a state convention, strategy meetings and candidate rallies—all with more than 10 people present.

Under Gov. JB Pritzker’s May 29 executive order addressing the continued spread of COVID-19, those in-person gatherings are banned.

According to a court filing, the governor carved out an exception for religious institutions, which can hold socially distanced services of

more than 10 people. It also alleges he “declined to enforce” his order against protesters demanding an end to systemic racism in the wake of George Floyd’s death.

Floyd was a black man who died when a white Minneapolis police officer knelt on his neck for about nine minutes on May 25. On Friday, June 19, DuPage County State’s Attorney Robert B. Berlin and Naperville Chief of Police Robert Marshall announced that charges have been upgraded to First Degree Murder against Alan Wang, 56, of Naperville. Wang is accused of beating his wife to death earlier this year. On Wednesday, March 11, Wang appeared at a hearing where bond was set at $850,000 with 10% to apply. He was originally charged with one count of Aggravated Domestic Battery (Class 2 Felony.) On Friday, however, Wang was indicted on two counts of First Degree Murder in addition to the existing count of Aggravated Domestic Battery.

On March 8, at approximately 4:50 p.m., personnel from the Naperville Police and Fire Departments responded to a call at the couple’s residence regarding a female who was not breathing, later identified as 35-year-old Hongyan Yang. The victim was immediately taken to a local hospital where she was pronounced dead at 5:54 p.m.

The following day, a relative of the couple called 9-11 when it appeared that the victim had stopped breathing. The findings of an autopsy conducted by DuPage County Coroner Dr. Richard Jorgensen’s office led to the upgraded charges.

“The autopsy conducted by the DuPage County Coroner’s Office concluded Hongyan Yang died as a result of internal bleeding,” Berlin said. “With a cause of death now known, justice demands that the charges against Mr. Wang support the allegations that he is responsible for her death.”

Wang’s next court appearance is scheduled for July 20 for status in front of Judge Ann Celine O’Hallaren Walsh.

It is further alleged that after killing Damien, who was blind and unable to walk, Taylor, without permission, withdrew cash from his wife’s bank account, turned off his cell phone and purchased a one-way Amtrak train ticket from Chicago to East Lansing, Mich., without notifying his wife or family.

Damien was brought to Glen Oaks Medical Center where he was pronounced dead at approximately 3:17 p.m. Following a post-mortem examination performed by the DuPage County Coroner’s Office, a deep tissue hemorrhage around the victim’s hyoid bone was identified, which is consistent with manual strangulation. The exam also identified a healed fracture around the thyroid cartilage determined to be evidence

of a prior strangulation attempt.

On April 28, 2020, Taylor was taken into custody on a local warrant in Michigan. He refused extradition from Michigan and a Governor’s Warrant was approved. Taylor was brought to DuPage County yesterday morning.

“Domestic violence comes in many forms,” Berlin said. “What I find particularly disturbing in this case however, is the fact that as Damien’s caretaker, Mr. Taylor was responsible for the safety and wellbeing of Damien. His mission was to protect Damien’s life, not take it, as alleged in this case.”

Daniel Suhr, an attorney with the Chicago-based Liberty Justice Center and the party’s representative, said in a press conference June 16 he is asking a federal judge to agree treating “political party gatherings differently from religious gatherings” violates the U.S. constitution.

And, because “the harm suffered by the Illinois Republican Party is immediate and irreparable” due to how quickly the November election is approaching, Suhr is requesting a judge address this lawsuit quickly.

The case applies not just to the

Illinois Republican Party, but to all state political parties.

“Gov. Pritzker is ruling Illinois like an unaccountable king where only he gets to decide which violations of his executive order have his blessing,” Tim Schneider, the party chairman, said June 16. “The Illinois Republican Party will not sit idly by while the governor of Illinois applies one rule for himself and his political allies and another rule for everyone else. We agree that peaceful protesters have just cause to exercise their first amendment rights, but they aren’t the only ones.”

Suhr added the lawsuit is seeking to uphold “equal treatment” for all political speakers under the First Amendment of the U.S. Constitution. That will make their case more successful than many others challenging aspects of Pritzker’s COVID-19-related restrictions, he

said.

Rather than alleging political parties have a constitutionally protected right that must be upheld during the pandemic, the lawsuit is alleging political parties should be treated as churches and protests are under the governor’s order.

“It is not the government’s job under the first amendment to favor one viewpoint over another,” Suhr said June 16. “We’re asking for the same fair treatment not to be based on the content of our speech, but rather to say every group that’s engaging in the public square deserves the same treatment from the government.”

The Will County Republican Central Committee, Schaumburg Township Republican Organization and Northwest Side GOP Club are also parties in the lawsuit. The attorney general’s office, which defends the governor against lawsuits, has not responded to the allegations.

Congressman Raja offers update on ‘Justice in Policing Act’ The following message was received from the office of Congressman Raja Krishnamoorthi, who wished to share the news of The George U. S. Rep. Raja Floyd Justice in Policing Act with Krishnamoorthi the readers of the Independent. Here are his words: “As we continue to mourn the deaths of George Floyd and the many others who have lost their lives at the hands of police misconduct, I am proud to cosponsor the George Floyd Justice in Policing Act and to fight for its passage in Congress. This landmark legislation would ban all chokeholds and no-knock warrants while also instituting broader reforms to law enforcement in our country.

“To support policing practices that keep individuals and entire communities safe, the Justice in Policing Act would create law enforcement development and training programs to promote best practices and require the creation of accreditation standards based on President Obama’s Taskforce on 21st Century policing. To strengthen the relationships between communities and those sworn to protect them, the bill would mandate training for federal, state and local law enforcement to prevent racial, religious, and other discriminatory profiling, while prohibiting its use.

To create local commissions and task forces to help communities develop just and equitable public safety approaches, the Justice in Policing Act would also establish public safety innovation grants. At the same time, the bill would mandate the use of dashboard and body cameras to increase accountability.

“Our legislation also takes essential steps to hold officers who abuse their positions accountable through amending federal law to expand oversight and prosecution of police misconduct while eliminating measures that currently shield police from accountability. For example, the Justice in Policing Act would establish a National Police Misconduct Registry to ensure problematic officers cannot move from one agency to another.

Shockingly, there is currently no system that addresses this issue, and officers fired for misusing their position or breaking the law in one jurisdiction are often hired to work as police officers in another.

“To address systemic racism and

discrimination in the use of force, the bill would also require state and local law enforcement agencies to report such metrics, disaggregated by race, sex, disability, religion, and age. To address any inequities that emerge, our legislation would grant the Department of Justice Civil Rights Division subpoena power to investigate potential misconduct while establishing a grant program for state attorneys general to develop their own independent investigations into departmental misconduct.

Finally, the Justice in Policing Act would establish a Department of Justice task force to coordinate the investigation, prosecution, and enforcement efforts of federal, state, and local governments in cases related to law enforcement misconduct.

“The House of Representatives will be voting on this legislation next week, and I am confident we will have the votes to pass it and send it to the Senate. This important bill would not only help our nation as it continues to battle its legacy of systemic racism, but it would also help ensure that our police officers are equipped with the resources they need to appropriately and effectively respond to the challenges they face on the job, while sending a clear message that there is no place for brutality or misconduct in law enforcement.”

Finding logic in an illogical world

We are living in a serious world.

Many of us thought it couldn’t get any worse than COVID and then all heck broke lose. I’m not going to write about this seriousness. Others have already explained things much more eloquently than I ever could.

Instead, I’m shooting for silly this week. We’ve all had our fair share of serious in the last few months, and while serious is our current reality. I invite you to take a break for a few minutes to contemplate the illogical world we live in.

Sometimes this lack of logic is seriously frustrating. Other times it borders on funny. And sometimes, especially if you over-ponder things, ­it makes no sense. Conroy: New Center is pivotal step in mental health, substance disorder treatment In an effort to provide more widely available treatment to individuals struggling with mental health and substance use disorders, state Rep. Deb Conroy (D-Villa Park) and other DuPage area legislators secured funding for a new Central Receiving Center (CRC) in DuPage County.

“The unprecedented challenges we have encountered due to the coronavirus, coupled with recent civil unrest, has unsettled those vulnerable to mental health setbacks, including substance use disorders,” said Conroy, chair of the House Mental Health Committee. “I am proud to announce that we have secured adequate funding for a new Central Receiving Center facility which will serve as an additional line of defense for individuals struggling with mental health or substance use disorders.

Committee to prepare for 2020-21 school year Moyer noted during the June 16 meeting that the district has established a planning committee to prepare for the 2020-21 school year.

Moyer said the district has received no formal guidance from the state of Illinois. He said that people are curious and need information about the upcoming school year, and if it will begin with in-person instruction or remote E-learning. Moyer said the district is hoping to provide some communication to the public regarding the start of the 2020-21 school year in early July. The district’s first scheduled day of classes for the upcoming school year is Aug. 19.

Retirees recognized The board also recognized Michael Volpe, who is retiring after serving for about one year as the district’s interim assistant superintendent of student services. Additionally, the board recognized David Smith, who is retiring from his position as the district’s executive director of technology. Smith, who participated in the remote meeting, noted that he lives in Elmhurst and that his children have attended District 205 schools.

The board also saluted Ellen Walsh, the executive assistant for the superintendent, who is retiring after 25 years at the district. Walsh began her service in the district as an assistant librarian at Field Elementary School.

She has worked in the district office for the last 13 years.

Pritzker signs vote-by-mail expansion

Joanne Saporta Joanne Saporta, of Elmhurst, passed away on May 24, 2020.

The first beloved daughter born to Stephen and Dorothy Kotsiakos on January 15, 1934, Joanne was a loving sister to Christine (deceased). She is survived by three sons, Stephen, John and Victor, and is also survived by her granddaughter, Zoe. A philanthropist and artist, Mrs. Saporta founded Refuge, Inc., Chicago’s first not-forprofit organization dedicated to establishing a place where asymptomatic persons infected with the human immunodeficiency virus could meet in fellowship and safety.

A devoutly religious woman of the Greek Orthodox faith, Mrs. Saporta was a steward of Assumption Panagia Greek Orthodox Church of Chicago, as well as a member of Holy Apostles Greek Orthodox Church of Westchester and St. Demetrios Greek Orthodox Church of Elmhurst.

Mrs. Saporta volunteered her time and considerable talent as an effective fundraiser, as well as her own private capital to a number of charitable organizations including,

without limitation: The Jewish United Fund, The Howard Brown Health Center, Chicago House and Test Positive Aware Network. Mrs. Saporta was a patron of the arts, and together with her beloved husband David, was a sustaining member of The Art Institute of Chicago, a contributor to both The Lyric Opera of Chicago and the Chicago Symphony Orchestra, as well as a member of the Elmhurst Art Guild.

A private, traditional, graveside service was officiated by Reverend Dr. Peter J. Spiro, Proestamenos of Assumption Panagia Greek Orthodox Church of Chicago, on Saturday, May 30, at Elmwood Cemetery in River Grove. The family expresses its deep gratitude to Father Spiro for his decades long service to our family and to the Panagia Parish. The family also thanks Eugene Gerardi and Peter Talso of Gerardi Funeral Home in Frankfort, who provided extraordinarily professional and personal service, comfort and guidance.

noted that the district’s administrators would normally enjoy a summer break. She stated they would not get much of a break during this summer of uncertainty.

Property taxes collections reviewed During the committee-of-the-whole meeting on June 15, Chris Whelton, the district’s assistant superintendent for finance and operations, reported that earlier in the day the district received about $27.4 million in property tax collections. Whelton stated that on June 1, the district received about $34.75 million in property tax collections.

On May 13, the district received about $2.1 million. As of June 15, therefore, the district had received about $64.27 million in property tax collections, which is about $2.4 million more than the district had received at the same point in time one year ago.

Whelton stated that the COVID-19 pandemic did not have an impact on the district’s May and June property tax collections. Board member Jim Collins stated that the purpose of the June 15 meeting was to make sure the district had money in its checkbook before the district committed to writing any big checks.

Collins added that about 85 percent of the district’s revenues come from property taxes. He said he was a little surprised that this year’s revenues were not down from last year, especially after DuPage County allowed taxpayers to defer their first installment to Sept. 1, because of the COVID-19 pandemic.

Recent voters, those who changed addresses will receive mail-in application

Anyone who cast a ballot in the last three years or who registered to vote or changed addresses after the March primary will be sent an application to vote by mail after Gov. JB Pritzker signed a bill expanding the program June 16.

In a news release, Pritzker’s office said the program is aimed at ensuring “safe and active participation in the 2020 general election during the ongoing COVID-19 pandemic.”

Pritzker signed Senate Bill 1863 and House Bill 2238, which also expands early voting hours at permanent polling places and makes election day a state holiday.

Local election authorities must mail or email the applications to voters who cast a ballot in the 2018 general election, the 2019 consolidated election or the 2020 general primary election, as well as voters who registered or changed addresses after the March primary. Any eligible voter who submits an application by Oct. 1 will receive their ballot by Oct. 6.

“Sending vote-by-mail applications to residents who have participated in recent elections will allow more people to exercise that

right from the safety of their own homes and help reduce the spread of COVID-19 in our communities,” Pritzker said in a news release.

The changes were backed by the House Democratic Women’s Caucus and sponsored by Rep. Kelly Burke, D-Evergreen Park, in the House and Sen. Julie Morrison, D-Lake Forest, in the Senate.

“The COVID 19 pandemic has created many challenges, but participation in the November election should not be one of them,” Burke, an assistant majority leader in the House, said in a statement. “Just as we have taken precautions to make shopping, traveling, and other everyday tasks safer, we must also take precautions and make adjustments to ensure everyone can safely exercise their right to vote.”

Republicans, however, have argued that the program is susceptible to fraud.

In Illinois Senate floor debate last month, Republicans raised questions on costs, input from county clerks, the security of collection sites and automatic sending of ballot applications.

Sen. Paul Schimpf, R-Waterloo, argued the bill creates a system with

“significant” costs that are unnecessary given that Illinois already allows any citizen to vote by mail. He added it would also place a “significant burden” on local election authorities, whom he also argued have not been able to offer enough input.

The Illinois State Board of Elections filed a fiscal note saying that if the bill’s provisions are fully implemented by every local election authority, it would eat up every dollar of the more than $16.7 million the state will receive from the federal CARES Act for elections.

The legislation also requires the Illinois State Board of Elections to: post an application for a vote by mail ballot on its website; allow a new registrant to apply for a vote-by-mail ballot when completing the online registration; provide notice to election authorities about compliance with the new law; and adopt emergency rules to provide reimbursement for expenses related to the 2020 general election incurred as a result of COVID-19 and the new requirements.

New rules for firearms dealers finally approved

New permanent regulations that govern licensed firearms dealers in Illinois have finally been approved 18 months after Gov. JB Pritzker signed the bill into law.

The General Assembly’s Joint Committee on Administrative Rules, or JCAR, gave its okay to the rules at a meeting June 16 in Springfield.

The Firearms Dealers License Certification Act passed the General As-

sembly in May 2018, when Republican Bruce Rauner was governor. But knowing he was likely to veto it, lawmakers used a procedural maneuver to hold the bill until Democrat JB Pritzker took office in January. He signed it on Jan. 17, four days after being inaugurated.

The new law requires anyone with a federal firearms license who operates a retail gun store, which does not include gun shows, to also obtain a state certificate and to comply with regulations

adopted by the Illinois State Police.

Those were to include, among other things, rules on maintaining alarm systems, video surveillance systems and ways to secure the store’s inventory after business hours.

The Illinois State Rifle Association and several Illinois gun dealers filed suit challenging the law’s constitutionality in Sangamon County Circuit Court. That case is still pending.

Rep. Steven Reick (R-Woodstock) praised ISP for working with lawmakers to find compromises on the new rules that were agreeable to all parties.

“We were able to just clarify language that talked about what security systems were necessary,” Schimpf said in an interview after the meeting. “The original proposal was that you would have to be securing all the weapons in a safe, separate location overnight.

They’re now going to allow, as long as they are secure, that they have security systems or a bar or a cable system going through (the trigger assembly).”

One area of the new regulations which remains in dispute concerns the type of video surveillance systems and the number of cameras that gun stores must maintain. But the law does not require compliance with those rules until Jan. 2, 2021, and ISP officials said they would continue working on that section of the rules in hopes of coming to an agreement before that date.

Schimpf said the process of reaching the agreement was complicated by the fact that ISP does not typically operate as a regulatory agency and so the process was new to many of its officials.

That contributed to the long delay in passing the new rules, some of which were supposed to be in effect by Jan. 2.

ISP initially proposed rules in August, but gun dealers in the state

mounted fierce opposition during a public hearing, arguing that many of the proposed rules—including those governing video surveillance systems and after-hours storage of inventory— would be so costly they would drive many dealers out of business.

ISP then agreed to revise the proposed rules. In December, just before rules governing alarm systems needed to be in place, the agency published a set of emergency rules only allowed to remain in force for 150 days. That gave the agency additional time to negotiate with gun dealers and other stakeholders and draft permanent rules.

At a meeting in February, Schimpf and Reick offered a motion to block those emergency rules, arguing that the “emergency” was created by ISP’s own slowness in drafting them. But that motion failed to get the two-thirds majority needed.

JCAR considered another set of proposed permanent rules during the General Assembly’s special session in May, but amid continuing opposition by some members, including Schimpf and Reick, it postponed taking action until June.

There were no recorded objections to the rules approved June 16. A spokesman for the Illinois State Rifle Association was unavailable for comment June 16.

While mini-strokes often don’t cause permanent damage, bigger ones can be catastrophic. Preliminary data suggests patients with COVID-19 are mostly experiencing severe or large strokes — which can destroy parts of the brain responsible for movement, speech and decision-making.

During the coronavirus pandemic, it is especially important for people to be vigilant and aware of stroke signs.

If someone has stroke symptoms, they should seek medical attention immediately. Even a large stroke is treatable if treated quickly.

“Time is brain” is something doctors say when it comes to treating a patient who’s having a stroke. Every second can mean the difference between life and death, total independence or longterm disability.

Do not avoid seeking help due to concerns of exposure to coronavirus.

Here are five ways to help decrease the chance of stroke: 1. Lower blood pressure. Left uncontrolled, high blood pressure is one of the biggest risk factors and can double or even quadruple the chance for stroke.

2. Lose excess weight and eat healthy. Obesity increases the chance for stroke. Losing as few as 10 pounds can help decrease the risk.

3. Quit smoking. Smoking can thicken blood and increase the amount of plaque build-up in arteries — two things that can accelerate clot formation.

4. Exercise more or start exercising.

Physical activity can help lower the risk of stroke. Adults should get at least 150 minutes of moderate-intensity aerobic activity weekly.

How to keep your child safe this summer during COVID-19 As kids gradually return to parks, playgrounds, pools and beaches this summer, many parents have questions about how to keep their children safe and reduce the risk of catching coronavirus.

First, it is not yet known whether weather and temperature affect the spread of COVID-19. Some other viruses, like those that cause the common cold and flu, spread more during cold weather months. This does not mean people can’t become sick during summer months, so people shouldn’t let their guard down.

precautions as recommended by pediatricians and the Centers for Disease Control and Prevention (CDC) COVID-19 safety measures.

Teach children to wash their hands often and cover their coughs and sneezes with a bent elbow. Remind them not to touch their eyes, nose and mouth, where colds and viruses enter the body.

Also, families should continue wearing face coverings when out in public (don’t put a mask on a child under age 2), stay 6 feet away from anyone outside of the household, and avoid crowded places and group

Game on!

Elmhurst American Legion baseball teams start 2020 season

While some area youth sports programs have shuttered for the summer due to the COVID-19 pandemic, the Elmhurst American Legion Post 187 baseball program is all systems go — with proper hygiene and social distancing policies in place, of course.

Head coach Mike Biondo is thrilled he was able to restart the season that will see the Post 187 senior team play 18-20 games, including four tournaments.

The junior Legion team, coached

by Kevin Pacheco (head coach) and Nick Bersani, will play in the 2025-game range and will take part in five tournaments, Biondo noted.

About the only downer in this scenario is the pandemic scuttled the much-anticipated American Legion Great Lakes Region tournament that 187 was supposed to host this summer.

But again diving into the good news department, Biondo reported Elmhurst will again host the prestigious playoff series again in 2021.

More on that later.

Post 187 also will host its Muddog Legion Classic in July at Community Park in Addison. Biondo noted with IC Catholic Prep and its facilities still shuttered, playing at Plunkett Athletic Complex is not an option right now.

Biondo added Redmond Park in Bensenville also isn’t an option due

to scheduling issues.

“We have been practicing at Community Park. It’s the only field available to us,” he said. “With Plunkett, that’s pending the school reopening and releasing the fields for games. We have been practicing for two weeks now. We didn’t want to go and jump right into tournaments right away like some other teams. For high school, the IHSA gives us time to get ready for the season, so we thought it made sense to wait until we can get the players’ bodies ready to play.”

Biondo said thus far practices have run smoothly. “It’s been good,” he said. “Every player has been given one of those gator face masks that you can pull over your face and wear around your neck.

So when it’s time to come and talk in close quarters, any time they are within six feet they can throw the mask on.”

Biondo said he was slated to have 17 players on the roster this summer before the pandemic hit.

He’s at 11 right now with the senior team.

“Some players decided they didn’t want to play and wanted to take some time off and not have to play with this COVID in play,” he said. “My feeling is Illinois did a good job here in kind of waiting things out. Our numbers look a lot better than a lot of other places.”

The senior team includes the likes of IC Catholic Prep’s Brennan

Fisher and Ryan Malek. Fenton’s contingent on Post 187 includes Nick DeSimone and Ricky Saucedo, while Leyden reps include Jake Galanis, Jimmy O’Donnell and Jose Perez. Ethan Pieniazak, a 2019 Willowbrook graduate, also is on the squad, as is Conor Baxter, a Great Britain native, whose aunt lives in Elmhurst. “He played for Transylvania University in Lexington, Kentucky, and he wants to play ball,” said Biondo. “What a great opportunity for him.” Aldo Flores and Jason O’Donnell round out the 11-player squad.

The 13-player junior group features York’s Owen Stufflebeam and Damian Pacheco, along with IC Catholic Prep’s Connor West, PJ Wisniewski, Luke Murray, Will Ryan, Trey Manchester and Jake Marshall.

Fenton’s Abraham Otero is on the squad, along with Leyden’s Elijah Diblich, Jason O’Donnell, Jordan Tokarz and Matthew Espinosa.

“We’re absolutely thrilled to be playing,” said Biondo. “It’s a good thing to get these kids outside and doing something else besides being inside. Let them get out here and enjoy the game and play baseball and put a positive focus on things.

Let’s get them out here and have fun and keep them safe as well.”

The senior team opened play in an event in Stevensville, Michigan this past weekend that featured

Valparaiso (Indiana), Stevensville, Three Oaks (Michigan) and Hudson (Michigan).

The junior team is slated to kick off play this weekend with a doubleheader in Valparaiso.

The Mud Dog Classic will take place July 3-4 with Elmhurst, Wheaton Post 76, Palos Post 1193 and Windy City Silver.

Biondo is thrilled that the Great Lakes Region tournament will get to be played in Elmhurst next summer. “We have been awarded the tournament again, but we are going to need help getting some sponsors,” he said. “When the COVID-19 thing happened, businesses shut down and sponsorships kind of have gone away. We’re going to revisit that when we have our meeting with DuPage County Convention & Visitors Bureau and with the Elmhurst Chamber of Commerce.”

Also on the agenda is some giving back to the community. “We also are looking for some volunteer opportunities for the program,” Biondo said. “We would like the teams to take part in some sort of volunteering, so we’re looking for some outside organization or a food organization to do something during the week to help them out.”

Also earning praise is the Elmhurst American Legion Post 187 on Butterfield Road. “Elmhurst Legion has been very supportive,” said Biondo, who is assisted on the

senior team by Frank Desimone.

“I’m glad we are able to do this.

The Legion itself is still closed.

The fortunate part is they are still able to send out lunches and take orders and keep things going so the veterans have somewhere to go, which is a good thing.”

Biondo admitted things have come a long way since the start of the pandemic. “At first in May it was hard because everything switched,” he said. “June is when the light kind of turned on and things opened up. We’ll have the opportunity now to go to some tournaments and play some games.

This is the best and only opportunity so far for these kids to do something with baseball this summer. I feel bad for the 2020 grads who will turn 20 in 2021. They are going to miss out on the Legion experience with regional baseball.

Teams will have an opportunity to go to the American Legion Baseball World Series. It’s unfortunate they won’t be able to play in that this year, but that’s the reality with the pandemic. We wish things were different. It’s one of those uncontrollable things. It’s tough. We’re happy to have kids on the field. Everybody is going to get a chance to pitch. Pitchers who don’t normally hit, will hit. We’re going to get out there and have some fun and get these guys ready for college baseball and fall baseball when it starts up.”

IHSA issues further return to play guidelines for high schools Boys state basketball tournament heads to Champaign

Last week, the Illinois High School Association sent a memo to media members statewide that included a draft copy of the IHSA’s State 2 return to play guidelines related to the current COVID-19 pandemic.

The guidelines, the IHSA noted, were approved by the association’s board earlier last week and sent to the Illinois Department of Public Health for review, and hopefully, as the IHSA noted, eventual approval.

An IHSA spokesman noted the draft was sent to school personnel last week so they could begin internal preparations should it be approved in its current form.

The Stage 2 guidelines correlate to Phase 4 of the governor’s Restore Illinois Plan.

The draft noted that as regions reach Phase 4 of the state’s reopening plan, IHSA member schools are permitted to begin the use of voluntary summer contact days. The IHSA added that school districts should work with their local health departments on current restrictions in their area prior to beginning contact.

The IHSA cautioned that local school administration determines the permitted activities at their school. “Prioritizing the health and safety of all students and staff must remain the focus of each IHSA member school,” the association stated.

Key highlights of Stage 2 include students being limited to five hours of participation per day during summer contact days and gatherings of up to 50 individuals, indoors or outdoors, are allowed.

Thirty feet of space must be maintained between gatherings of 50.

The 50 total-participant number includes coaches and referees, excluding spectators. Any additional team members can sit on the sidelines six feet apart from each other.

During the use of summer contact days, multiple groups of 50 or fewer participants are permitted in a facility at once as long as facilities allow for social distancing of students, coaches and spectators, 30 feet of distancing is maintained between groups/opposing teams

on the sidelines and areas for each group are clearly marked to discourage interaction between groups outside of competitive game play.

If schools choose to permit spectators, there should be a designated area for spectators with existing seating capped at 20% of capacity.

Fans are encouraged to bring their own chairs from home for outdoor activities. No handshakes, high gives, fist bumps or hugs can occur between players/coaches pre- or postgame, and spitting is prohibited, along with blowing of the nose without the use of a tissue.

State Basketball Tournament Headed to Champaign The IHSA also recently announced the boys state basketball tournaments will be moved to the

University of Illinois’ State Farm Center (formerly known as Assembly Hall) in Champaign-Urbana starting with the 2021 state finals tournaments.

The event previously was held in Champaign-Urbana from 1919 to 1995.

The tournaments had been hosted at the Peoria Civic Center since 1996. The next three state finals will be held at State Farm Center.

The switch means the Timothy Christian boys basketball team qualified for the final Class 2A state tournament in Peoria.

The Trojans were on site in Peoria earlier this year but never played a game on the Civic Center floor due to the event being cancelled by the escalating pandemic.

Illinois Department of Labor warns of heat hazards on the job

Summer is getting under way, but sometimes the heat and humidity don’t pay attention to the calendar.

It is dangerous—even deadly—for workers not to pay attention to hot, humid conditions.

“Understandably, much of our safety concerns of late have been focused on COVID-19, but we must not overlook other dangers in the workplace. Excessive heat and humidity pose a serious threat to our workers, claiming lives every year,” said Illinois Department of Labor Director Michael Kleinik.

Millions of workers nationwide work in potentially dangerous heat conditions, and as construction season ramps up in Illinois, working in outdoor heat and humidity is a serious concern.

Early summer is the time to focus on this threat. More than half of outdoor, heat-related deaths occur in the first few days of working in hot situations because the body needs to build a tolerance to heat gradually.

Workers that do not acclimatize to the heat and humidity face a much greater risk factor for serious injury or death.

Despite being preventable, heat illness kills an average of more than 600 people each year, according to the Centers for Disease Control and Prevention (CDC). The overall pub-

lic health impact is hard to estimate as heat-related illnesses, such as heat stroke and heat exhaustion, are not required to be reported to public health agencies.

While heat affects everyone, it especially poses a danger to those who must do physical labor in the heat and humidity—indoors or outdoors.

Heat stroke is the most serious heat-related health problem and can be fatal if not recognized and treated quickly.

Symptoms of heat stroke include: • Confusion • High body temperature (103 degrees or higher) • Hot, red, dry, or damp skin • Fast, strong pulse • Headache • Dizziness • Nausea • Loss of consciousness (passing out) If a worker shows signs of heat stroke, consider it a medical emergency and call 911. Assist the victim to a shaded, cooler place, and help lower their temperature with cool cloths or a cool bath.

Heat stroke doesn’t arrive without warning signs. A worker suffering from heat exhaustion may experience dizziness, nausea, headache, heavy sweating, muscle cramps and weakness.

DuPage County offers free COVID-19 testing Drive-through tests performed Tuesday through Saturday, from 7 a.m. to 3 p.m.; participants remain seated in their cars DuPage County is offering free COVID-19 testing at the DuPage County Complex. The entrance to the test site is located on County Farm Road in Wheaton, a few blocks north of Roosevelt Road, at a stoplight. Follow the signs through the campus to the test site.

While testing is free, limited tests are available. Testing will be conducted Tuesday through Saturday, from 7 a.m. to 3 p.m. All cars must arrive by 2 p.m. The testing may close earlier if the daily test capacity is met.

Anyone may get tested, regardless of symptoms or other criteria.

According to information provided by DuPage County, symptoms may appear 2-14 days after exposure to the virus. People with the following symptoms may have COVID-19: fever or chills, cough, shortness of breath or difficulty breathing, fatigue, muscle or body aches, headache, new loss or taste or smell, congestion or runny nose, nausea or vomiting and diarrhea.

If you are experiencing a medical emergency, you are urged to call your doctor or emergency department to seek immediate care and instructions.

The tests at the DuPage County Complex will be conducted only on people who arrive in cars. The drive-through site will not accept walk-up individuals. People will need to remain seated in their cars, which must have working windows. Vehicles with dogs will not be allowed. Trailers and buses are prohibited, and on-site bathrooms are not available. To support the privacy of those at the site, photography and video are not permitted.

You will receive a phone call within 3 to 4 days of your test. If you have not received your test results after 4 days, contact the DuPage County Health Department at 630-221-7030.

As you wait for your results, if you are ill, stay in touch with your doctor. Keep in mind your symptoms may be due to another condition that requires prompt evaluation and treatment. Stay at home except for medical appointments. Call ahead before visiting your doctor. As much as possible, stay in a specific room and away from other people and pets. If you must be around other people or animals, wear a face cloth over your nose and mouth.

Certain factors can make individuals more susceptible. Those 65 and older, people who are overweight and people with underlying conditions such as heart disease or diabetes are more likely to fall victim to heat-related illness.

Certain behaviors, such as drinking alcohol or taking medications can impede normal perspiration, the key to body temperature regulation, adding to the danger.

Employers should train workers and supervisors to recognize the symptoms of heat-related illness and to immediately report anyone exhibiting heat-related distress. It is vital that cool water be made available and that workers are encouraged to drink small amounts on a regular ba-

Income tax filing, payment deadline July 15 The Illinois Department of Revenue (IDOR) reminds taxpayers that state individual income tax returns and payments are due July 15, the same date set by the Internal Revenue Service (IRS) for federal returns.

Taxpayers who have yet to file their 2019 state individual income tax returns must act by July 15 to avoid penalties and interest. Gov. JB Pritzker extended the tax filing season three months from the normal due date of April 15 to help Illinois taxpayers experiencing difficulties due to the COVID-19 pandemic.

“The extended income tax deadline” is less than a month away “and taxpayers still needing to file a return should prepare today,” said Illinois Department of Revenue Director David Harris. “With the COVID-19 pandemic still causing many households financial difficulties, we encourage taxpayers expecting refunds to file soon and make full use of any credits and deductions legally available to them.”

As of June 15, over 4.99 million taxpayers have filed their state individual income tax returns despite having the extension option; this represents 81 percent of the total state individual income tax returns the department anticipates.

IDOR has successfully processed over 3.3 million refunds to date. As part of a revised revenue estimate released in April, the Governor’s Office of Budget and Management projected the extension would defer approximately $1 billion in general fund revenue to Fiscal Year 2021.

IDOR reminds taxpayers that the fastest, most secure way to receive a refund is to file a tax return electronically and request direct deposit into a checking or savings account.

Taxpayers may file and pay their IL-1040 for free through MyTax Illinois. Taxpayers who have already filed a return can check their status by using the Where’s My Refund? link located at www.MyTax.Illinois.

Senate Bill 685 empowers county governments to approve 2020 Home-

stead Exemptions for those living with disabilities, veterans and senior citizens if their property was granted an exemption in 2019. Counties with under 3 million residents are also allowed to waive interest penalties and fees for late property tax payments in 2020.

The governor signed Senate Bill 685 last week and the legislation is effective immediately.

“Our veterans have put their lives on the line to keep us safe, and this is one small way for us to raise their spirits and show them we still appreciate the sacrifices they made to keep our great nation safe,” State Senator Tom Cullerton said. “I encourage DuPage County residents and our students looking for ways to help the community to take just a little time to send uplifting messages to our heroes.”

DuPage County offices begin reopening to public DuPage County’s recovery efforts continue and the offices have started to safely move forward on a path to normalcy. Slowly and safely, County officials are ramping up in-person employee attendance based on recommendations from the state and the local Health Department.

The safety of the staff and the public visiting County facilities remains the top priority. As such, social distancing practices will continue and will require employees to wear masks while in the office when not able to maintain proper

separation. The County will continue to encourage the public to utilize online or telephone interactions with its employees whenever possible.

The County will enhance its cleaning efforts to ensure all surfaces are cleaned on a regular basis. Officials remain focused on implementing hospital cleaning standards in our buildings. Unemployment decreases, payrolls rise as industries reopen The Illinois Department of Employment Security (IDES) has announced that the unemployment rate fell 2.0 percentage points to 15.2 percent, while nonfarm payrolls added 62,200 jobs in May, based on preliminary data provided by the U.S. Bureau of Labor Statistics (BLS) and released by IDES. The April monthly change in payrolls was revised from the preliminary report from losing 762,200 jobs to 738,600 jobs. The April unemployment rate was also revised from the preliminary report—from 16.4 percent to 17.2 percent—as a result of large monthly revisions to unemployed and employed in April.

The May payroll jobs estimate, and unemployment rate, reflects activity for the week including the 12th. The BLS has published FAQs for the May payroll jobs and the unemployment rate.

The state’s unemployment rate was +1.9 percentage points higher than the national unemployment rate reported for May, which was 13.3 percent, down -1.4 percentage points from the previous month. The Illinois unemployment rate was up 11.1 percentage points from a year ago when it was 4.1 percent.

The three-month average Illinois payroll employment estimate was down 245,800 jobs during the March

to May three-month period, compared to the February to April threemonth period. The largest average declines were found in leisure and hospitality (95,700), trade, transportation and utilities (33,600) and Educational and health services (-0,000).

“As we continue to grapple with the unprecedented impact of the COVID-19 pandemic, we remain committed to safely reopening the state to begin economic recovery,” said Deputy Gov. Dan Hynes. “We remain focused on providing working families and small businesses the tools necessary for recovery as we move through each phase of the Restore Illinois plan.”

“While unemployment is trending in the right direction, the Pritzker administration continues to take bold actions designed to support Illinois businesses and residents displaced by the unprecedented global health crisis,” said Michael Negron, acting director of the Department of Commerce and Economic Opportunity.

State launches ‘Get Hired’ website to connect workers impacted by COVID-19 with employment, career resources

Gov. JB Pritzker, the Illinois Department of Commerce and Economic Opportunity (DCEO) and the Illinois Department of Employment Services (IDES) recently launched Get Hired Illinois—a new portal designed to connect workers with available job and career training opportunities across the state of Illinois.

Pritzker also announced that Illinois residents will have free access to online workforce development courses via a partnership with Coursera. With Illinois facing record unemployment as a result of COVID-19, the Coursera partnership and Get Hired page will serve as important measures in the state’s overall efforts to get people back to work.
