City settles lawsuit with IAWC over excess sewer charges

According to a release received from the City of Elmhurst, the City and Illinois American Water Commission (IAWC) recently agreed to settle and resolve a lawsuit between the two parties. The agreement provides for

IAWC to undertake certain inflow and infiltration (I/I) mitigation work for the Country Club District sanitary sewer system located partially in Elmhurst and part in unincorporated DuPage County.

The dispute stemmed from the City billing IAWC for excess sewer charge.

Based on a 1975 agreement between IAWC and the City, the parties have an agreed upon number of gallons per day of stormwater that can overflow into the City’s system. That agreement was intended to serve as an incentive for IAWC to keep their flows down and to maintain their system as needed

to prevent excessive flows.

“The City believes this settlement agreement is in the best interest of the City, its residents and IAWC customers in Country Club District to reduce I/I and mitigate excessive sewage flows,” said Mayor Scott Levin. “The City hopes to continue to work coop-

eratively with IAWC in the future.”

The settlement agreement includes provisions for IAWC to pay back the charges they incurred, to correct their system, and provides them the time to do so without penalty, if the work is completed as defined in the agreement.

City news announcements Police Department kicks off Neighborhood Roll Call season On Tuesday, June 1, the Elmhurst Police Department held the first Neighborhood Roll Call of the 2021 season on Colfax Avenue in the southeast area of Elmhurst. The award-winning Neighborhood Roll Call program is held every Tuesday and Thursday evening during the summer at locations around the City that are chosen to include all neighborhoods and wards.

Senate, House Democrats propose new Supreme Court boundaries On Tuesday, May 25, the Senate and House Redistricting Committees released a proposed map of new Illinois Supreme Court boundaries to bring them into compliance with the Illinois Constitution by reflecting population shifts over the nearly 60 years since the map was last drawn in 1963.

“This map is about equal representation in the state’s most important court,” said Rep. Lisa Hernandez, chair of the House Redistricting Committee. “As we strive for all to be equal before the law, we must ensure we all have an equal voice in choosing those who uphold it.”

Under this proposal, the number of residents in the Second, Third, Fourth and Fifth Supreme Court districts will be substantially equalized to better reflect the population and demographic shifts that have occurred in the state of Illinois over the course of the last 60 years. Currently, population fluctuates greatly between districts. For instance, the Second District contains 3.2 million people, while the Fourth and Fifth Districts contain under 1.3 million people.

“The boundaries for Illinois Supreme Court districts have not been updated for several decades, it’s time we make changes in recognition of the population changes and demo-

graphic shifts that have taken place since the 1960s,” said Sen. Omar Aquino, Chair of the Senate Redistricting Committee. “Illinois is a very different state than it was sixty years ago, and the voters of Illinois deserve to elect members to our state’s highest court that reflect their values.”

This new map will not impact the tenure of the current Appellate and Supreme Court justices. All justices running for retention will have the right to do so in their current districts. Further, this map avoids disruption to the Judicial Branch by ensuring that the Appellate Courts can remain where they currently reside and avoid changing the compositions or boundaries of the Judicial Circuits.

Consistent with the proposed legislative maps, this proposed map was drafted using population information from the American Community Survey’s (ACS) 5-year estimate for 2019. The ACS estimate varies by just 0.3 percent from the state’s official population count released by the U.S. Census Bureau in April.

Obituary

RANDALL WILLIAM JACOBS, 78 Randall William Jacobs passed away on May 31, 2021 at his home in Elmhurst at the age of 78. He was born on March 16, 1943.

Randy was a lifelong resident of Elmhurst, graduating from York Community High School in 1961.

He continued his education at Illinois State University with his degree in Business. He became an exceptional executive in the Insurance industry, working for Allstate Insurance Company for most of his career. He was committed to the business, well-liked, and won numerous achievement awards. He raised four successful children and enjoyed a full calendar of family events throughout his life.

Randall is survived by his former spouse, Peggy Jean Jacobs. He was the beloved father of Christopher Bryan (Karen) Jacobs, Holly Kristen

(Bryan) Schmit, Marc Randall (Ellyn) Jacobs, and Shelley Coryell Jacobs; devoted grandfather of Ryan Schmit and Oliver, Liam, Micah, and Raleigh Jacobs, and Hannah Schmit; caring brother of Carol Klein and Mary Kay (Bob) Bristol; fond brother-in-law of Charles Salvatori. He is also survived by many cousins, nieces, and nephews scattered throughout the country.

He was preceded in death by his father, Kenneth Sherman Jacobs; his mother, Mildred Martha (Boesenberg) Jacobs; his sister Jeanne Salvatori; his brother Kenneth Jacobs, and his brother-in-law Donald Klein.

Elmhurst Garden Club brightens up Ray Graham property Gearing up for ‘Afternoon in the Garden’ in July With a donation of flats of annual flowers and herbs from Clover’s Garden Center in LaGrange, purchases of garden plants and materials from The Growing Place in Naperville, the Crestview Garden Club and Elmhurst Garden Club (EGC) members’ plant sales, eight EGC members were ready to install and revitalize four garden areas at the Ray Graham (RG) Community Center on Madison St. in Elmhurst.

EGC began partnering with the Ray Graham Community Center in Elmhurst in 2014 to develop community awareness of the Center and to improve the Center’s yard space so that clients and their families may enjoy and learn in a safe, peaceful and accessible environment. Over the years, picnic tables, 12 custom chairs, four raised planter beds, and a large patio and walkway have been added along with the installation of a lush butterfly garden. RG clients enjoy the space for horticultural activities as well as reading time, lunchtime and

parties.

EGC partners with other community organizations including the Elmhurst Park District - Herb Garden; York Community High School - York HS Garden Club; Epiphany Lutheran Church Adult Day Care Center - Garden Therapy.

Elmhurst Garden Club will hold “An Afternoon in the Garden” Garden Walk and Boutique Faire on Sunday, July 11 from 10 a.m.-5 p.m. Seven private gardens and two community gardens are featured for this 25th Anniversary EGC Garden Walk & Boutique Faire.

Timed entry tickets for the Walk may be purchased ONLY online for $18 prior to the Walk and $23 the day of the Walk. No tickets will be sold in local stores or Wilder Park.

Many people may recall Alice Doyle, an Elmhurst resident for many years who worked hard as a community volunteer and political activist, as well as an outstanding volunteer for the Elmhurst YMCA annual dinner dance and the Elmhurst Relay for Life for ACS. Alice passed away on Nov. 22, 2020 at the age of 83 during the height of COVID-19’s tightest restrictions and therefore, no service or

memorial was held. But her daughter Mary and Alice’s sons Matt and Tom have made arrangements for a gathering in her memory, now that COVID-19 protocols have loosened up.

The reception will take place on Saturday, Aug. 7 beginning at 12 noon at Francesca’s Amici in downtown Elmhurst, one of Alice’s favorite spots. All are welcome to stop by and pay respects to Alice’s children while sharing stories about this wonderful member of the Elmhurst community.

The Elmhurst Police Department recently reported the following arrests and citations.

May 30 A complainant in the 200 block of S. Villa told police at 8:24 p.m. of receiving harassing text messages from the suspect. The reporting officer spoke with the suspect who agreed to cease further communication with the complainant.

Assault, battery May 29 Kristina Gaul, 25, of Elmhurst, was charged with battery, and Victoria Gaul, 29, of Elmhurst, was charged with assault in the 100 block of N. York at 11:05 p.m. Police said officers responded to the above location for the report of a fight in progress. The reporting officer made contact with the victim who reported the suspects had physically assaulted her following a verbal altercation, according to police.

May 21-May 23 Police said a reporting officer met with the victim’s mother at Elmhurst Hospital who believed the victim had been sexually assaulted in Chicago. A DCFS case worker responded to Elmhurst Hospital and met with the victim and her mother. The case was referred to the Chicago Police Department for further investigation.

Criminal damage May 27 A complainant in the 400 block of S. Cottage told police at 10:49 a.m. that an unknown suspect damaged his backyard fence. An investigation is pending.

Domestic battery, domestic incident, disorderly conduct, disturbance June 2 A complainant in the 500 block of Babcock told police at 7:47 a.m. that subsequent to an argument, the suspect became physical with the complainant. The suspect fled the scene prior to police arrival. The suspect came into the police station and stated during the argument, the complainant was the aggressor who became physical with the suspect. Due to conflicting accounts of the incident and no signs of injury, no arrests were made.

DUI, DUI-drugs, illegal transportation of alcohol, illegal possession of alcohol May 31 Kevin Gillespie, 61, of Maywood, was charged with DUI-drugs, unlawful possession of a controlled substance, driving too fast for conditions, and no insurance, while Limmy Williams, 54, of Bellwood, was charged with unlawful possession of a controlled substance and possession of drug paraphernalia subsequent to a vehicle crash in the 300 block of W. St. Charles at 5:19 p.m. Police said Williams also was found to have an active warrant out of the Lake County Sheriff’s Office.

May 30 Jose Chavelas-Valent, 46, of Berkeley, was charged with DUI and improper lane usage subsequent to a traffic stop near Michigan and North at 3:49 a.m.

Emma Lanners, 30, of Lombard, was charged with DUI, speeding and improper lane usage subsequent to a traffic stop near Roosevelt and York at 3 a.m.

May 29 Shannon Lavelle, 21, of Melrose Park, was charged with DUI, speeding and illegal transportation of open alcohol subsequent to a traffic stop in the 200 block of S. Route 83 at 4:03 a.m.

Joseph Vitagliano, 57, of Wheaton, was charged with DUI, possession of drug paraphernalia, injuring city property and improper lane usage subsequent to a single vehicle crash near North and Larch at 12:18 a.m.

May 28 Police said officers responded to the Elmhurst Public Library at 1:35 p.m. for the report of a disturbance. The reporting officer met with the suspect who was irate and uncooperative. The suspect was issued a no-trespass order and was released from the scene.

May 27 Miguel Gomez, 29, of Bensenville, was charged with DUI, no valid driver’s license, illegal transportation of open alcohol, improper lane usage and leaving the scene of a proper damage accident subsequent to a vehicle crash near Grand and Old Grand at 10:40 p.m.

Trystan Hayes, 22, of Elmhurst, was charged with DUI, unlawful possession of cannabis by a driver, failure to reduce speed to avoid an accident, illegal transportation of open alcohol and no valid driver’s license subsequent to a vehicle crash near Route 83 and St. Charles at 7:21 p.m.

Police said that subsequent to a noise complaint in the 500 block of S. Hawthorne at 10:52 p.m., the suspects were found to have consumed alcohol while under the age of 21.

All suspects were referred to the Peer Jury Program.

May 29 Police said officers responded to an auto dealership in the 300 block of W. Grand at 6:17 p.m. for the report of a road rage incident. The reporting officer met with the complainant who stated one of his employees advised the suspect entered the dealership and threatened to harm the complainant. No complaints were signed and the suspect was issued a no trespass notice.

According to information provided last week by the Elmhurst Police Department, police reported three incidents of fleeing and eluding in which drivers reportedly fled after a traffic stop was conducted.

May 31 A victim in the 300 block of W. Elm Park told police at 6:58 a.m. that she received several threatening text messages from an unknown suspect(s). The reporting officer attempted to

A reporting officer made contact with Santiago, who provided a false name, according to police.

May 30 Cameron Hall, 21, of Brighton, Mich., was charged with obstructing a police officer and possession of fictitious ID in the 100 block of Cottage Hill at 1:08 a.m. Police said officers arrived in the area and observed several subjects walking southbound with one subject allegedly in possession of a speed limit sign which was found to have been taken from the Elmhurst Art Museum. The suspect dropped the sign and fled from officers westbound into Wilder Park, according to police. The reporting officer made contact with the suspect whom police said was found to be in possession of a fictitious ID.

Possession of cannabis, possession of drug paraphernalia, possession of a controlled substance June 2 Farrell Foster, 64, of Glendale Heights, was charged with possession of a controlled substance in the 200 block of N. York at 5:48 p.m.

Police said Foster was found to be in possession of heroin.

Yesenia Galeana, 24, of Des Plaines, was charged with possession of cannabis in a vehicle by the driver, no valid driver’s license and expired registration subsequent to a traffic stop near Grand and York at 3:41 p.m.

June 1 Ector Martinez, 25, and Manuel Martinez, 20, both of Milwaukee, were issued citations for unlawful possession of cannabis in a vehicle in the 500 block of E. Lake at 12:29 a.m.

May 30 Police said officers conducted a traffic stop on a vehicle that was reported stolen out of Villa Park near North and Glade at 12:03 a.m.

According to police, Patrick Keenan, 43, of Bloomington, was found to have a revoked driver’s license and in possession of cannabis which was not in a properly sealed, odor-proof, child-resistant container. He was charged with driving while license revoked and possession of cannabis by driver. Police said Villa Park police detectives will be conducting further investigation in regards to the stolen vehicle aspect of this case.

May 28 Brian N. De La O, 20, of Schiller Park, was charged with possession of ammunition without a valid FOID card, unlawful possession cannabis by driver and improper window tinting subsequent to a traffic stop near Route 83 and St. Charles at 12:40 p.m.

May 27 Imani R. Hobbs Bowden, 18, of Glen Ellyn, was issued a citation for unlawful possession of cannabis by a person under 21 years of age subsequent to a traffic stop near St. Charles and Fairview at 2:15 a.m.

Greg Cazares, 22, of Bensenville, was issued citations for no seat belt, unlawful use of an electronic communication device, unlawful possession of cannabis by a driver subsequent to a traffic stop near York and Grand at 5:38 p.m.

Theft or burglary/identity theft/fraud/forgery/ deceptive practice/ obstruction/robbery

June 1 Retail theft was reported at a store in the 900 block of S. York at 10:58 a.m. The store manager told police that the suspect, described as a white or possibly an East Indian or Hispanic male loaded a shopping cart with merchandise and exited the store without paying for it. The suspect reportedly entered a black GMC Terrain and drove westbound on Butterfield Road.

Attempted retail theft was reported in the 100 block of N. York at 6:02 p.m. Police said an officer made contact with the suspect, who relinquished the merchandise and admitted to stealing it. The merchandise was returned to the complainant, who did not wish to pursue charges. The suspect was served with a no trespass notice.

May 31 Evan E. Weiger, 22, and Luke E. Mazzocco, 22, both of Elmhurst, were issued citations for theft near Prospect and Walker at 4:40 p.m. Police said a reporting officer met with Elmhurst University Security who reported two students were seen taking two street signs from the above location. According to police, the suspects stated they were granted permission by the head of maintenance to remove signs. However, police said the reporting officer was able to confirm that no permission was ever granted.

Police said officers responded to the 500 block of E. Lake at 2:57 p.m. for a report of a burglary. The complainant reported an unknown suspect driving a teal pick-up truck, pulled up to the gas pumps and demanded the gas pumps be turned on. The complainant refused and stated after a brief exchange, the unknown suspect left the maintenance garage.

The complainant then noticed the keys to a work van which was parked in the maintenance garage had been taken. The suspect was last seen heading westbound on Lake. He is described as a black male with a thin build, wearing black clothing with a hoodie covering his face. This case is pending investigation.

May 30 Gregory Logan, 51, of Maywood, was charged with felony retail theft and obstructing identification at a store in the 100 block of E. Schiller at 7:03 a.m.

Retail theft was reported at a store in the 300 block of S. Route 83 at 12:05 p.m. Police said a suspect described as a white female wearing a surgical mask concealed apparel and exited the store without paying for the merchandise.

The suspect entered the passenger side of a black Ford (possibly a Focus) and left the area westbound. An investigation is pending.

A shooting at a west side Chicago McDonald’s drive-thru that left a 7-year-old Chicago girl, Jaslyn Adams, dead and her father, Jontae Adams, wounded Marion Lewis on April 18 made national headlines.

Devontay Anderson, 21, one of three suspects allegedly involved in the shooting, has been charged with first-degree murder, but is believed to have fled Illinois and remains at-large.

However, the other two suspects are in custody. Demond Gouty, 21 and Marion Lewis, 18, have been charged with first-degree murder and attempted murder and are being held without bond.

According to Cook County prosecutors, surveillance video at the McDonald’s showed a silver Audi pull up behind Adams’ car. Two men with hoodies covering their faces, alleged to be Anderson and Gouty, jumped out of the Audi and shot into Adams’ vehicle before getting back into the Audi. Lewis was allegedly driving the Audi.

Jaslyn was shot multiple times and pronounced dead at Stroger Hospital of Cook County, while Adams was shot in the abdomen and survived.

Lewis was the first suspect arrested on April 22, and the process of bringing Lewis to justice took Chicago undercover police officers into Lombard at one point that day.

According to CBS Channel 2, officers tracked Lewis through the suspect’s Facebook account to an apartment complex in Lombard where a female acquaintance of Lewis’ was living. A silver Audi outside the apartment matched one that Lewis posted to a social media video before the shooting. That silver Audi also matched the vehicle picked up on surveillance at the McDonalds drive-thru

where Jaslyn was shot.

Chicago police said Lewis exited the apartment, got into a Dodge Durango that was allegedly stolen and fled from Chicago undercover police officers who were outside the apartment.

Police said that led to a high-speed chase eastbound on Roosevelt Road through Lombard, Villa Park and Oakbrook Terrace, and then onto the eastbound Eisenhower Expressway.

Senate approves plan to educate students on vaping risks To make sure students know the potentially life-threatening risks of vaping, State Senator Suzy Glowiak Hilton (D-Western Springs) advanced an initiative through the Senate with bipartisan support to teach the dangers of e-cigarettes in school.

“As e-cigarettes become more popular among children, Illinois has a responsibility to educate our youth on the dangerous, potentially fatal side effects,” Glowiak Hilton said.

“In order to keep kids from developing harmful nicotine addictions, it’s critical to teach students about the proven health risks associated with vaping.”

Glowiak Hilton’s proposal expands Illinois’ current tobacco health

curricula taught in elementary and secondary schools to include health concerns associated with e-cigarettes and other vapor devices.

“Vaping can be detrimental to development for teens and young adults,” Glowiak Hilton said. “Adolescents are vulnerable to tobacco companies’ deceitful marketing ploys, and adding to the school tobacco health curricula is a strong defense to prevent children from becoming addicted at an early age.”

Afterward, the eastbound Eisenhower was closed between Mannheim and 25th Avenue for around five hours.

Police Chief Roy Newton said the Lombard Police Department was not directly involved in either the chase that ensued on Roosevelt Road or apprehending Lewis. He did say Chicago police notified the Lombard Po-

lice Department, telling Newton that officers were going to sit outside the apartment, wait for Lewis to come out and then try to take him into custody.

“He (Lewis) went into an apartment here, whether it was to hide out or what,” Newton said. “Chicago police, through their intel network, knew he was here and they notified us. When he (Lewis) came out (of the apartment), he ran to a car, got in and took off.”

Newton said Lombard police assisted the Chicago Police Department in searching the apartment after Chicago police obtained a search warrant.

The importance of a bipartisan January 6 Commission

By U.S. Rep. Raja Krishnamoorthi I was disappointed in the Senate’s failure to pass the bill to create a bipartisan commission to investigate the Jan. 6 insurrection at the U.S. Capitol.

I strongly supported this bipartisan legislation in the House, and during an Oversight Committee hearing in May, I questioned former Acting Department of Defense Secretary Christopher Miller about the inexcusable 1 ½-hour gap between Mayor Bowser’s request for additional support to defend the Capitol and his authorization to use the D.C. National Guard.

As I said in an MSNBC interview, we’re left with many unanswered questions about this day—including why the Department of Defense took so long to deploy the National Guard to protect the Capitol and whether domestic violent extremist groups coordinated this attack.

I intend to work alongside my colleagues from both parties to investigate the events of Jan. 6 to ensure that this never happens again.

The U.S. Postal Service (USPS) is a point of pride and sometimes even a lifeline for many Americans, but Postmaster General DeJoy has been implementing policies that have left the organization struggling to meet the needs of the public for on-time delivery.

Many members of our community have told me about lost and delayed mail, including medications and bills, due to changes made by the Postmaster General, such as reducing standards for delivery speed and reliability. Postmaster General DeJoy’s plan for the next decade would dramatically lower first-class and other delivery standards.

That’s why I introduced my Delivering Envelopes Judiciously On-time Year-round (DEJOY) Act to maintain the USPS’ traditional service delivery standards. Americans have depended on the USPS for centuries, and they need to know that they’ll be able to do so again.

Conservation programs combat effects of climate change

By Eliot Clay Climate change is one of the most pressing problems facing society today. Climate change can be attributed largely to the increased levels of carbon dioxide in the atmosphere, and its effects are numerous and severe.

Climate change is obvious to most observers, but what is not always obvious is the detrimental effects that changing weather patterns have on our larger ecosystems far from the source. There are easy steps state government leaders can take right now in Illinois to curb some of the devastating yet preventable effects.

Most people don’t know it, but extreme weather affecting Chicago or a farm in Kane County can lead to environmental degradation thousands of miles away. In fact, pollution from Illinois has helped create a wildlife dead zone in the Gulf of Mexico. Here’s how.

In recent years, record flooding and tornadoes have caused more erosion and pushed more runoff from city streets and wastewater treatment plants into our streams and rivers. That runoff includes excess nutrients (nitrogen and phosphorous) that destroy aquatic wildlife. Years of inaction to combat this problem in Illinois and states across the upper Midwest has led to a nutrient pollution build up at the bottom of the Mississippi River where no fish or wildlife live for thousands of square miles.

\It’s an aquatic wildlife dead zone, all because of pollution in our neighborhoods and farms in Illinois.

State government leaders can—and should—take tangible steps to solve the problem, but we don’t have time to waste.

In Illinois, conservationists and farmers across the state have come together to reduce nutrient loss, runoff, and its effect on the state’s food and water supply, but more must be done. A diverse coalition ranging from the Illinois Corngrowers and American Farmland Trust to the Illinois Environmental Council and Sierra Club are pushing the state legislature to get serious about solutions to this problem by promoting soil and water conservation programs outlined in Senate Bill 2474, the Illinois Partners for Nutrient Loss Reduction Act. In 2015, the state took a momental step forward by creating the Illinois Nutrient Loss Reduction Strategy to identify ways to direct resources toward improving water quality in Illinois and downstream states along the Mississippi River. But since 2015, we have fallen dangerously behind the goals set to reduce nutrient loss.

To meet these important goals, the state must do more to reduce nutrient loss from erosion and runoff in the agriculture industry. One easy solution is by planting cover crops.

In 2019, the Illinois Department of Agriculture launched a pilot

program called the Fall Covers for Spring Savings program to offer discounts to farmers who plant cover crops, a type of plant that is used in conservation and crop production practices that reduces nutrient leaching, soil loss, and runoff. Cover crops improve soil health, and healthy soil can store carbon dioxide with the potential to offset the effects of climate change.

The cover crop pilot program is widely popular and has been an overwhelming success, but it needs to be extended and expanded. This year, the program ran out of funds after only 12 hours, and the program only has enough funding to support farmers on 50,000 acres (less than 2 percent of Illinois’ farmland). That is a drop in the bucket in a state with 27 million acres of farmland.

That’s why the state legislature must act now to do more to promote cover crops and other conservation programs included in Senate Bill 2474. We simply cannot wait any longer to do everything we can to stave off the worst effects of climate change, and that includes getting serious about nutrient loss.

The investment is small, but the return for our environment is priceless.

June 11 marks Restore Illinois Phase 5 Reopening Following weeks of steady decreases in new positive Coronavirus (COVID-19) cases and with more than 67 percent of residents age 18 and older receiving their first vaccine dose, Illinois Governor J.B. Pritzker on June 4 released Restore Illinois Phase 5 guidelines, which will go into effect this Friday, June 11 and marks a full reopening of all businesses and activities.

This guidance will mean businesses, large-scale events, conventions, amusement parks and seated-spectator venues, among others, will be able to operate at full capacity for the first time since the onset of the Pandemic.

The state is also lifting the outdoor mask requirement in schools, in accordance with the Centers for Disease Control and Prevention (CDC).

This guidance comes as Illinois has recently reached a test positivity rate of less than two percent, more than half of the population has been fully vaccinated and key hospitalization metrics have been declining since early May. “After a tremendously challenging year, Illinois has now reached a defining moment in our efforts to defeat COVID-19,” stated Gov. Pritzker.

sume life as we knew it before–returning to events, gatherings, and a fully reopened economy, with some of the safety guidelines we’ve adopted still in place. As we fully reopen, this administration remains laser focused on ensuring a strong recovery for our small businesses and communities.

Our FY 2022 budget invests $1.5 billion in small business relief, tourism, job-creating capital projects and more and we look forward to getting these dollars to communities across our state as quickly as possible.”

Upon entering Phase 5, fully-vaccinated people can resume activities without wearing a mask, except where required by federal, state, local, tribal or territorial laws, rules and regulations, including local business and workplace guidance.

The state will continue to recommend masking for unvaccinated persons, and require it for all people while traveling on public transportation, in congregate settings, in health care settings, as well as in schools, day cares, and educational institutions pursuant to the Illinois Department of Public Health (IDPH) and CDC guidance.

Businesses and local municipalities can put in place additional mitigations as they deem appropriate.

Under Phase 5, all sectors of the economy can resume at regular capacity. Phase 5 also marks the return of traditional conventions, festivals, and large events without capacity restrictions. Large gatherings of all sizes can resume across all industry settings, and Phase 5 removes requirements that businesses institute mandatory social distancing in seated venues as well as

daily health screenings of employees and visitors. Businesses and venues should continue to allow for social distancing to the extent possible, especially indoors. Businesses and venues may also continue to put in place additional public health mitigations as they deem appropriate, including requiring face coverings.

“This pandemic has robbed us of many of our freedoms such as going to ball games and concerts, celebrating graduations, weddings, and birthdays, going to dinner with friends, and even sharing a hug with loved ones we don’t live with,” stated IDPH Director Dr. Ngozi Ezike. “The vaccine is giving us our freedoms back and allowing us to move to Phase 5. Let’s keep the vaccination momentum going so we can put this pandemic in the rearview mirror and not look back.”

While the entry to Phase 5 signals an end to business and activity specific guidance requiring social distancing, health screening and other required operational shifts, Illinois will continue to recommend face coverings for unvaccinated persons, as well as all individuals while (1) on planes, buses, trains, and other forms of public transportation and in transportation hubs, such as airports and train and bus stations; (2) in congregate facilities such as correctional facilities, veterans’ homes, and long-term care facilities, group homes, and residential facilities; and (3) in healthcare settings. In addition, the guidance for schools is updated to align with the CDC guidelines, including lifting the requirement for individuals to mask outdoors in most situations.

The state’s advancement to Phase 5 builds on last month’s announcement of the return of conventions and leisure travel to the state. Just last week McCormick Place announced its plans to re-open, bringing 122 events, 1,000 workers and an expected 1.9 million convention goers to their halls.

Additionally, the state has recently launched a new tourism campaign to welcome out of state visitors back into communities, helping support a return to leisure activity as well as the important economic activity stimulated

by Illinois’ iconic attractions, hotels and tourism businesses.

“The state’s move to Phase 5 next week marks a significant milestone in our efforts to bring businesses and workers back safely and will play a key role in getting the economy back on track,” stated IDCEO Acting Director Sylvia Garcia. “Under Governor Pritzker’s leadership, we are making steady progress in stabilizing our businesses and communities hit hardest during the course of the pandemic.

New investments in the Governor’s budget will ensure that the state continues to play a vital role in aiding in the emergency response, while laying the groundwork for a sustained economic recovery.”

Pritzker announced another $1.5 billion in funds to be made available through the FY 2022 budget to support business grants, tourism recovery, workforce recovery, affordable housing, violence prevention, capital projects, and other investments throughout Illinois communities. This builds on the state’s record $580 million investment last year to deliver thousands of business grants through the Business Interruption Grants (BIG) program, which provided emergency relief dollars to business grants and childcare providers in more than 98 counties statewide.

Those who knew the “Old Pro” may recall his debonair fashion sense and his flashy peach-colored Lincoln convertible. Cullerton measure will connect long-term care facility residents with family To combat social isolation for residents of long-term care facilities, State Senator Tom Cullerton (D- Villa Park) passed a measure to require these facilities to help connect residents to loved ones when a disaster is declared.

“The COVID-19 pandemic put an unprecedented amount of stress on people, especially those in long-term care facilities,” he said. “A simple phone or video call could do a lot for these residents who are isolated from their loved ones.”

According to a report from the

National Academies of Sciences, Engineering, and Medicine, more than one-third of adults aged 45 and older report feeling lonely, and nearly onefourth of adults aged 65 and older are considered to be socially isolated. COVID-19 has only exacerbated these statistics.

House Bill 3147 would require long-term care facilities to make every reasonable effort to facilitate at least one phone or video call between a resident and a family member each day during a disaster declared by the governor. It also requires hospitals

to develop a policy to encourage patients to engage with family members during a public health emergency.

“While I don’t think any of us want to experience a public health disaster like this again, it is important that there is a plan in place to make sure those in long-term care facilities can stay connected to family,” Cullerton said.

HB 3147 passed the Senate on Thursday, May 27.

Water main breaks on north York Road

On Thursday, June 3, the City of Elmhurst reported a major water main break had taken place at about 4 p.m. on York Road north of I-290. Residential and industrial areas north of Lake Street experienced very low or no water pressure until the leak was isolated and pressure

was restored to the system. Crews were to repair the leak during the overnight hours of Thursday.

After water service was restored, a precautionary boil order was put in place for drinking water.

The boil order was in place for all City water customers within the borders of North Avenue to the south, Route 83 to the west, I-294 to the east, Grand Ave. to the north.

Due to the size of the area affected, the City was unable to hand-deliver timely notices to residents and

State Sen. Tom Cullerton (D- Villa Park) is happy to see the Fiscal Year 2022 budget, which passed the Senate Tuesday. The budget fully funds education and local governments, as well as making investments in important programs that will help Illinois’ communities return to normalcy.

“I am pleased to see our local governments will be fully funded, and roads, infrastructure and local parks will receive their full allotment,” Cullerton said. “Our towns, villages, and counties will have to be flexible to continue to meet the unique needs created by the pandemic.”

The budget includes the annual increase for education from the evidence-based formula, which will help school districts move back to on-campus learning and address the challenges the past year has presented.

To help the state get back to nor-

malcy, Illinois will also receive a substantial amount from the federal American Rescue Plan to go toward small business recovery, community support programs, and the health care sector.

Additionally, the budget fully funds the annual pension payment, pays off loans to the federal government, and reduces the state’s bill backlog.

“It’s been a difficult year, but this budget addresses a lot of the problems that arose over the course of this pandemic,” Cullerton said.

“From schools to small businesses, this budget will help communities get back on their feet and allow Illinois to move forward into a fiscally responsible future.”

The budget passed the Senate Tuesday, June 1.

Glowiak Hilton proposal to aid local businesses clears Senate

As businesses struggle to recover from pandemic-related financial hardship, State Sen. Suzy Glowiak Hilton (D-Western Springs) advanced a measure through the Senate Thursday with bipartisan support to help ease the burden.

“When making plans for economic recovery after the pandemic, local governments are capable of deciding what is best for the community’s financial future,” Glowiak Hilton said. “To provide support where it’s needed most, this measure allows units of local government to determine where waiving fees would be beneficial to a struggling business.”

The proposal creates an option for counties and municipalities to waive licensing, permitting or registration fees

for local businesses and services. To qualify, businesses must demonstrate financial need from the pandemic.

Counties and municipalities regulate businesses in a multitude of industries that may qualify, including bars, restaurants, construction, insurance, transportation, tourism and entertainment.

“Numerous industries have faced unique challenges over the last year and a half,” Glowiak Hilton said. “This proposal allows governments to offer relief to any local business that demonstrates financial loss.”

House Bill 2454 passed the Senate Thursday, May 27.

Plan ensures quality mental health resources for students After it passed the Senate with strong bipartisan support, State Sen. Suzy Glowiak Hilton (D-Western Springs) hopes her initiative will improve student access to mental health education and resources by allowing partnerships between state agencies.

“As our schools recover from numerous pandemic-related challenges, our state must prioritize our students’ well-being,” Glowiak Hilton said. “To ensure children are receiving the best mental health services at school, this

proposal allows two key state agencies to work together to improve prevention and treatment resources.”

An initiative of the Illinois State Board of Education, Glowiak Hilton’s proposal allows board officials to collaborate with the Illinois Children’s Mental Health Partnership (ICMHP) to give students access to a wider range of mental health resources at school.

Instead, it means that because there is the possibility of contamination, you should take appropriate precautions until the City has completed water quality testing.”

On Saturday, June 5 just after 10 a.m., the City lifted the boil order.

“We are pleased to report that it is no longer necessary to boil the water before consumption, and that you may return to normal use of your water service,” officials said. “This means your water tested safe, no contamination is present, and there is no need to flush out your system.”

Choose gratitude, especially when things are tough

Glowiak Hilton votes to strengthen protections for unemployed residents

Taking into account bipartisan input from lawmakers regarding the Illinois Department of Employment Security’s role in the state’s pandemic response, the Senate approved revisions to the agency’s unemployment benefits process with the support of State Sen. Suzy Glowiak Hilton (D-Western Springs).

“Shortly after the pandemic started, IDES’s system was overwhelmed by applications, fraudulent claims and scammers,” Glowiak Hilton said. “These initiatives will work to ensure residents are protected against scammers and better equip IDES to handle a high volume of requests.”

The proposal was drafted using input from lawmakers on both sides of the aisle to address concerns and enact solutions to IDES’s handling of the unemployment benefits appli-

cation process.

Glowiak Hilton contributed a number of ideas to the plan, including a measure to protect applicants’ private information by prohibiting IDES from disclosing full social security numbers and requiring the agency to develop a process for providing identifying information other than a social security number.

“IDES has a responsibility to protect applicants’ identities against fraud and scammers,” Glowiak Hilton said. “Using an identifiable factor other than a social security number will help protect the privacy of already vulnerable applicants.”

House Bill 2643 passed the Senate Sunday, May 30.

My husband may no longer be here physically, but gratitude brings him closer. I can feel it. I can feel him. We are just apart for now, for the moment. And that moment is brief when compared to a love that is eternal. I choose gratitude for all that we had and all that we still have.

I’ve embraced gratitude my whole life. I’ve been a proponent.

But I didn’t get it. Until now.

Gratitude isn’t just for the good times. Or even the mini good times. Or for the good times, at all.

When gratitude is most important, most crucial, most valuable — is during the tough times. During hardships. When things don’t go our way. When we want to cry. Heck, when we want to wail, because our hour, our day, our month, our life feels just that bad.

It’s exactly then where the really huge life lessons come in. That’s when we have the opportunity to grow astronomically. It’s when we have the opportunity to literally blow our own minds.

I’ve experienced a few of these “mind blows” in the last few weeks. Coming to a realization of something so obvious yet so elusive rocks your world and is nothing short of astounding.

I’ve been trying to sell my

house, but that hasn’t happened with the swiftness I’d hoped. I’m grateful for this.

It’s taught me flexibility. It’s given me a new outlook on priorities, not to mention control (or lack thereof). It’s made me re-evaluate the togetherness of my family. It’s beckoned my creativity. It’s helped me understand the importance of living in the moment. It’s given me the opportunity to decide how I’m going to perceive this situation.

I choose gratitude.

Six months ago I lost my husband of 33 years. How do you find gratitude in that? With effort.

Sometimes with great effort. But you can find a way. I have found a way.

Life can seem complicated sometimes. Because it is. There are responsibilities and deadlines.

Work is demanding. Home life is demanding. There are never enough hours in the day — or the night for that matter. Sleep deprivation is real. The threat of COVID is real.

For more than a year we have been social distancing and masking up and staying home and often alone and calling that our new life.

It came to me like a swoosh (although not of the Nike variety).

It swooshed upon me like the wind or the sunshine. It whispered in my ear while shouting to my heart.

York students dominate SCARCE sustainability competition During its meeting on Tuesday, June 1, the DuPage County Stormwater Management Committee honored the award-winning entries in this year’s 15th annual Sustainable Design Challenge, which was held virtually. Stormwater Committee Chairman Jim Zay was joined by SCARCE Founder Kay McKeen in recognizing the top student groups, who were able to stream the meeting live.

“On behalf of the DuPage County Board and Stormwater Committee, I speak for all when I say how impressed we are with the effort put forth by the student groups,” said Zay. “This past year presented unprecedented hardships, but the students, especially the groups we recognized today, went above and beyond in creating impressive sustainable building designs and professional presentations.”

Sponsored by DuPage County Stormwater Management, SCARCE coordinates the annual event, which encourages students to construct building and landscape models using environmental and water-friendly design practices. Local professionals working in science, technology, engineering and mathematics (STEM) fields served as judges, evaluating the students’ designs, presentations and innovation.

All winning groups were from York High School. They include: • Madison Brown, Emily Baker, Emily Kunst and Erin Powers for

Overall LEED Design; • Sheril Mathew, Emily Eastman, Katie McCann and Samantha Trajcevski for Best Stormwater Design; and • Adrian Zhuang, Rose Menichini, Serena Jobi and Kendall Dirks, for Best Energy Efficiency Design.

This year’s virtual Sustainable Design Challenge attracted nine submissions from student groups at four high schools including, Glenbard West (Glen Ellyn), York Community (Elmhurst), Montini Catholic (Lombard) and Hinsdale Central. By video, students presented models of their designs and explained the design elements that made their buildings sustainable. These elements included renewable energy sources such as solar panels and wind turbines, and water conservation elements such as native plant landscaping, rain barrels and other green infrastructure for stormwater management.

McKeen emphasized how learning about these practices paves the way for future careers.

“Not only do students who participate in the Sustainable Design Challenge learn about renewable energy sources, water conservation and other sustainable practices, but they also discover careers in these fields,” said McKeen. “Many go on to major in environmental fields and pursue careers beyond that.”

The York softball team showed who is the boss in recent Class 4A regional play.

The Dukes outscored Morton and Downers Grove North by a combined 16-0 score on their way to winning a regional title as part of the Class 4A Chicago Marist supersectional. Because of the COVID-19 pandemic, all regional and sectional games are played at the higher-seeded team.

York is the No. 2 seed in its sectional and hosted both games.

The Dukes kicked off the playoffs in impressive fashion with a 10-0 win over Morton that saw standout pitcher Lauren Derkowski throw a perfect game and strike out every batter she faced in the five-inning contest.

She finished with 15 strikeouts and

threw 48 of her 63 pitches for strikes.

Haley Sandoval went 3-for-3 with three runs scored, while Mariann Blass had two hits, a run scored and an RBI. Rena Sotos had two hits and an RBI. Caroline Robinson scored two runs. Emily Fujiwara and Sotos each had a double, while Sandoval had a triple. Blass stole two bases and York stole seven as a team.

In the Dukes’ 6-0 regional title win against Downers Grove North, York led 5-0 after four innings thanks to a four-run fourth inning. The Dukes had eight hits.

Lindsey Bingham went 4-for4 with a run scored and two RBI. Derkowski hit a two-run homer and walked twice. Fujiwara had an RBI and was hit by two pitches, while Kara Jensen and Molly Heiss each had a hit and a run scored. Sotos had

a hit and an RBI. Bingham doubled, while Jensen tripled.

Derkowski allowed two hits and struck out 11 while walking none.

She threw 65 of 99 pitches for strikes.

The two wins move the Dukes to 19-2 overall. York won the West Suburban Conference Silver Division title with an 11-1 mark.

In York’s recent game against Leyden, Derkowski struck out her 700th varsity batter. Through the end of the regular season Derkowski had a 0.07 ERA with 215 strikeouts in 105 innings pitched. Derkowski has struck out more than 200 batters in a season three times. The 2020 season was canceled due to the pandemic.

“If it wasn’t for last year’s canceled season, she very well could have gone over 1,000 strikeouts in her career,” York coach Brendan Holba noted.

At the plate through the end of the regular season, Derkowski was hitting .527 with five doubles, 10 home runs and 32 RBI. Fujiwara was hitting .433 with eight doubles, seven home runs and 26 RBI, while Molly Loch was hitting .400 with five doubles, two homers and 18 RBI. “This group has done great being tough,” Holba said. “They battle with two strikes and work to hit in any situation.”

Holba also has been pleased with York’s defensive prowess. “This team takes pride in its suffocating defense,” he said. “They make diving plays as well as routine plays.”

Holba gave particular recent shoutouts to Loch and sophomore Madison Peck. “Molly has continued to play great defense in the outfield and has been a fantastic table-setter for us in

the No. 2 spot in the order,” he said.

“Madison was called up from JV in the last couple of weeks and has pitched well in relief and in just 3 atbats has 2 home runs and a double.”

Holba said York has another secret weapon working for it this season.

“Their chemistry,” he said. “This is a team that truly loves each other.”

York hosted Downers Grove South earlier this week in a sectional semifinal game.

If York won that game it will play today against either No. 1 seed Chicago Marist or No. 5 Oak Park-River Forest. If Marist won its sectional game, the York-Marist game would be in Chicago at Marist High School at 4:30 p.m. If Oak Park won the game, York would host Oak Park at Bryan Middle School in Elmhurst today at 4:30 p.m.

Awards pour in for York boys water polo team Hausoul leads way with first-team all-state nod

A host of York boys water polo players were honored for their strong play this season.

Andrew Hausoul was recently named to the all-state first team, while Jacob Dunlap and Colin McNamara were second-team all-state picks. Jack Schroeder was an allstate fourth-team selection.

Hausoul also earned all-sectional

first team honors, along with Dunlap and McNamara. Josh Allen was selected to the second team.

York closed out the season with an 18-3 win over Maine West in the sectional quarterfinals, downed Maine South 16-6 in the semifinals and Oak Park-River Forest 18-7 in the sectional final. York lost 10-8 to Lyons Township in the state quarterfinals.

In the sectional final against Oak Park, Allen had six goals, while Hausoul had five goals. Schroeder made 11 saves. Against Lyons at state, McNamara had three goals, while Dun-

lap and Allen each had two goals.

Hausoul had one goal. Schroeder made 12 saves.

“We were really happy with our performance at sectionals,” York coach Brian Drumm said. “We were able to jump on our first two opponents early, and went up 10 goals by halftime in each game. OPRF came in hot and went up 4-2 early in the second quarter, but then we found our stride and went on a 13-0 run over the next two quarters. We felt like we were playing our best water polo of the season heading into the

state tournament.”

Drumm noted the draw against Lyons in the final eight was tough. “We knew it was going to be a battle and that the winner would almost certainly make it to the state championship, so that one was a tough one to lose,” he said. “The IHSA does not seed the state tournament, so unfortunately two of the top three or four teams in the state met in the quarterfinals.”

The game against Lyons was tied 4-4 at the half. Lyons went up two goals in the third, only to have York tie the game at 8-8 in the fourth. Ly-

ons went up for good 9-9 with 1:53 remaining in the game.

Elmhurst AAUW Used Book Sale returns The AAUW (American Association of University Women) Elmhurst Area Branch is collecting books and media for its 2021 Used Book Sale from July 8 -11 at Sandburg Middle School, 345 E. St. Charles Road, Elmhurst, IL. The organization needs gently used books (hard and soft cover), CDs and DVDs. Cassette tapes, VHS videos, encyclopedias, or textbooks prior to the year 2000 are not accepted.

Proceeds from the sale benefit local AAUW scholarships and national AAUW programs, which advance equity for women and girls through research, education, and advocacy.

History Museum presents ‘The Space Race’ lecture Part of ‘Snoopy Soars with NASA’ exhibit

Beginning Sunday, June 13, the Elmhurst History Museum is presenting The Space Race as an online prerecorded lecture.

In the 1960s, the U.S. and the Soviet Union were locked in a race to send men to the moon. How did it all begin and how did the Soviets try to beat the Americans? What happened to the Soviet effort after Neil Armstrong and Buzz Aldrin walked on the moon in July 1969? Relive the Space Race with this fascinating lecture by Michelle Nichols, Director of Public Observing at the Adler Planetarium.

In May of 1969, just before the first man landed on the moon, Snoopy soared through space with NASA’s Apollo 10 mission launching the beloved beagle’s role as an ambassador for the U.S. space program.
