Firefighters find non-responsive person in apartment fire Mutual aid program proves effective in VP, Addison

On Sunday, May 2 at about 3 p.m., the Elmhurst Fire Department and mutual aid companies responded to a fire at an apartment building at 150 E. Lake Street. Upon arrival, one individual was reportedly non-responsive and was transported to Elmhurst Hospital. That person’s condition was unknown at press time.

The cause of the fire is currently undetermined and remains under investigation. The State Fire Marshal was on the scene to investigate.

Neighbors helping neighbors One of the nearby communities to offer mutual aid to the Elmhurst Fire Department in the above incident was the Village of Villa Park fire department. As is customary policy in mutual aid situations, the Addison Fire Department “took over” calls for Villa Park, while their trucks were assisting Elmhurst.

During that period, Villa Park received a call that Addison covered for them. It was a mulch fire behind the White Castle on North Avenue.

Addison tended to the fire without incident.

“It’s unusual for that to happen, it’s rare that the back-up department ever gets called,” one Village employee said. “But it’s the reason the mutual aid system is in place and we’re very happy it is.”

Railroad track repairs at Haven and Arlington to continue through May 14 The City of Elmhurst has been notified by the Union Pacific (UP) Railroad that track repairs at the Haven Road and Arlington Avenue crossing are necessary. The UP has scheduled these track repairs

Elmhurst University on lockdown following report of alleged gunman; no suspect found

About 4 p.m. on Wednesday, April 28, several police squad cars were seen around the campus of Elmhurst University after it was reported that a gunman had allegedly been spotted on the campus. With three helicopters whirling overhead, neighbors and news reporters stood by anxiously awaiting any news.

About 5 p.m., it was reported on Channel 7 news that a gunman had been spotted near the Niebuhr Hall residence. The report indicated the gunman moved on to another dormitory at the south end of the campus. But as quickly as it began, the lockdown was lifted and the incident seemed to be over by about 5:30.

After asking students and faculty to “seek shelter in a locked room,” authorities searched several buildings in the area, but it was unclear whether a suspect was identified.

Later, the City of Elmhurst and Elmhurst University released the following joint statement:

“On April 28, 2021, at 3:30 p.m.

Elmhurst police responded to a single report of a man with a gun at Elmhurst University, 190 Prospect Ave. “The campus was placed on lockdown while police and university public safety conducted a systematic search of the campus. No suspect in this incident was located and the University lifted the lockdown and resumed normal operations at 6 p.m.

“This incident remains under investigation by Elmhurst Police and Elmhurst University Public Safety.”

About 4 p.m. on Wednesday, April 28, dozens of police squad cars were seen around Elmhurst University, blocking virtually every entrance to the campus, after it was reported that a gunman had allegedly been spotted in or near one of the dormitories. The lockdown was lifted by 6 p.m. News reports indicated authorities searched several buildings in the area, but it appears no gunman was discovered.

The Elmhurst Police Department recently reported the following arrests and citations.

Persons charged with domestic battery are not named in order to protect the privacy of victims. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.

Assault, battery April 22 Jonathan J. Jordan, 34, of Wichita, Kan., was charged with battery at Elmhurst Hospital at around 7:31 a.m. Police said officers responded to the hospital for a report of Jordan arguing with security and refusing to leave the premises. Hospital security wished to have Jordan trespassed from the location. According to police, Jordan threatened to fight officers and threw a pen at a reporting officer.

Criminal defacement, criminal trespass, criminal damage April 23 A victim at Elmhurst Hospital told police at around 3:26 p.m. that while her vehicle was parked in the hospital’s parking lot, an unknown suspect(s) slashed the rear driver’s side tire.

Domestic battery, domestic incident, disorderly conduct, disturbance April 25 A 50-year-old Elmhurst woman was charged with domestic battery in the 900 block of Mitchell at around 3:43 p.m. Police said that subsequent to a verbal argument, the suspect admitted she struck the victim.

DUI, DUI-drugs, illegal transportation of alcohol, illegal possession of alcohol April 28 Ronnell Patton, 28, of Naperville, was charged with DUI and disobeying a police officer near Roosevelt and York at around 3:05 a.m. Police said a reporting officer made contact with Patton who was found sleeping behind the wheel. According to police, Patton woke up and began driving his vehicle a short distance before coming to a complete stop.

April 26 Zachary R. Arellano, 29, of Villa Park, was charged with aggravated DUI, driving while license suspended, possession of cannabis by a driver and disobeying a stop sign subsequent to a traffic stop near Third and Addison at around 11:14 p.m.

York told police at around 10:06 p.m. that he received a threatening phone call, followed by text messages, from an unknown suspect(s) stating the victim was to send money. The phone number comes from the Dominican Republic. The officer advised the victim to block the phone number.

A victim in the 100 block of N. Haven told police at around 10:41 p.m. that her ex-boyfriend called and sent her text messages that made her feel threatened and worried. There are no complaints to be signed.

Suspicious subjects claim to be college coaches On April 28, police said a reporting officer met with a complainant at around 10:57 a.m. who stated her daughter had been in contact with two subjects who led her to believe they were college coaches. The victim never met with these subjects in person but had communicated with them via phone and email. The victim’s own team coach stated a similar incident occurred with another student on the team. This case is pending investigation.

State senator accused of doing little or no work in union job

State Sen. Tom Cullerton, who was indicted in 2019 on charges of embezzlement, is set to go to trial in February next year, a federal judge said last week.

Cullerton, a Democrat from Villa Park, is scheduled to be tried in the U.S. District Court in Chicago, starting on Feb. 23, 2022.

The latest development in Cullerton’s criminal case came during a court hearing April 27 before Judge Robert Gettleman. Cullerton’s federal trial was previously set for July

The indictment, issued in August 2019, charges Cullerton with one count of conspiracy to embezzle from a labor union and employee benefit plans, 39 counts of embezzlement from a labor union, and one count of making false statements in a health care matter. He pleaded not guilty to all of the charges.

Cullerton is accused of performing little or no work in his role as a union organizer for Teamsters Local Union 734, where he was a member before being elected to the General Assem-

Victim threatened by possible gang member On April 22, a victim in the 900 block of Riverside told police at around 10:49 a.m. that an unknown suspect(s) claiming to be with MS13 (a gang) sent him threatening messages demanding money. The victim

does not know who the suspect may be. An investigation is pending.

Bar altercation ends without incident On April 25, police said officers responded to a pub in the 100 block of Addison at around 12:58 a.m. for the report of a subject who had been kicked out of the bar and was outside of the establishment with a broken beer bottle in his hand. The complainant told police that while inside of the bar, two subjects had a verbal altercation and were asked to leave the premises. The subjects left the area before they were able to be identified.

Cullerton’s indictment alleges the senator embezzled $274,066 from the union between January 2013 and February 2016—$188,320 in salary and allowances; $64,068 in medical and pension plan contributions; and $21,678 in “reimbursed medical claims.”

According to the indictment, Cullerton also received holiday bonuses for three years and collected about $60,000 from Jan. 15, 2015, through the end of January 2016.

Cullerton reported the additional income in a statement of economic interests form with the secretary of state’s office, as required by Illinois law, in 2013 and 2014 but not in 2015 or 2016, according to the indictment.

Through his attorneys, Cullerton has denied wrongdoing.

Cullerton was reelected to his third state Senate term in 2018. His term ends in 2023.

DiCianni seeks County legislation to demand State help more children on Medicaid with autism County Board member Pete DiCianni helped bring private insurance to many children in Illinois on the autism spectrum. He originally attempted to cover Illinois Medicaid and all kids in his original legislation eventually having to give up the Medicaid language to get the insurance bill passed. Illinois was for once a pioneer state following Indiana, Texas and South Carolina who were the first three states to cover autism.

He now hopes to have the County push the state to step up coverage of children on Medicaid.

“After we passed the legislation in 2019 we thought we were home free and black, brown and white children who were poor and working poor

would finally have a chance,” said DiCianni.

Unfortunately the implementation of the legislation has been hamstrung by bureaucracy of a dual credit requirement on providers of service of ABA which limits Illinois to only 18 providers to service the 30,000 children on Medicaid with ASD. “We’re hoping last week’s media coverage and legislative initiatives like the resolution passed this week at the County Board gets the State to act quickly and allows the nearly 4 thousand ABA service providers the ability to step up and serve this very vulnerable community.” {This was received from the office of Pete DiCianni, DuPage County Board, Dist. #2)

Letter to the editor Will House Republicans take on one of their own, reader asks The April 29, 2021 edition of The Independent carried a statement released by Illinois House Republicans, including State Representative Jim Durkin and our Representative Deanne Mazzochi. The statement criticizes the U.S. Environmental Protection Agency for delaying reports on the Sterigenics plant in Willowbrook. The plant was emitting ethylene oxide, a known cancer causing agent. The delay was uncovered in a federal audit conducted between March, 2019 and February, 2021.

The Republicans said that the EPA’s failure to provide “accurate health and environmental risks to the general public” put “thousands of area residents in danger.” They went on to state that “this matter needs to be further investigated to determine whether the acts constitute negligence or even worse, collusion with the company.”

Well, the investigation was done and it’s in the audit the Republicans cite. It seems that an unnamed, “senior political appointee in the Trump administration” instructed the Chicago EPA office to refrain from inspecting ethylene oxide facilities like Sterigenics. Information gathered from the Chicago EPA showed that these “senior leaders” instructed EPA

staff to limit air monitoring around the Sterigenics plant, refrain from seeking health and risk assessments from federal health officials and hold off on sending requests for information to ethylene oxide facilities in the area. Trump appointees withheld information for almost three years ago when air monitoring detected a potential threat to residents in Willowbrook.

Residents around the Sterigenics plant formed a group called “Stop Sterigenics.” They traveled to Washington and were assured by William Wehrum, then head of the EPA’s air division, and other top officials that they were working to fix the issues.

After seeing the report a spokesperson for the group said, “At this point, it looks like they lied to our faces.”

Well, Representatives Durkin and Mazzochi, all you had to do was read the audit to know where the blame lies. So how about taking your responsibility to the citizens of Illinois seriously and take action against this “negligence or worse.” I know this might be hard for you because you can’t blame Mike Madigan for this.

Too many goodbyes left to say It’s been five months. Five long months, but there are still so many things to do. So many goodbyes left to say. Most of them are symbolic and silent, but they are goodbyes nonetheless. Between just him and me.

Everyone else has said their goodbyes in their own way. They were done long ago.

I’m far from done. I don’t think I’ll ever be done saying goodbye. I would’t want to be, honestly. Saying a final goodbye would be too hard.

I’m not ready for that. I won’t ever be.

Still, there are things to do — goodbyes, if you will.

I have to shut off his phone.

I plan to do that soon. We’ve transferred all the photos and videos off of it. No one calls him anymore. In fact the phone hasn’t been charged for a few weeks, so there’s no reason, really, to keep the account. No reason except it’s one more difficult goodbye to get through.

Rosalie Mae Shade Rosalie Mae (Giannetti) Shade went to be with the Lord after a brief illness on April 18, 2021 in Eden, No. Car. She was one of four children born to John and Mary Giannetti in Chicago. A first generation American of Sicilian parents, Rosalie was raised in

a traditional Italian-American household and attended school in Chicago. After completing high school, Rosalie went to work at a downtown “Loop” department store where she met her husband to be Robert (a Navy Chief stationed at Navy Pier). Married in 1948, Rosalie and Robert relocated to West Chester, Pennsylvania, where Robert would operate a car dealership and their two children would be born. In 1960, the Shades moved to Elmhurst, where Robert entered a new career and Rosalie continued her life as a homemaker and community volunteer. She remained in Elmhurst until the death of her husband in 2010 and then moved to Greensboro, No. Car., to be near her son Robert John. The remainder of her life was quietly spent reading, watching favorite TV shows, attending chapel services, making friends and keeping in contact with her family. Rosalie was blessed with a beautiful setting to live in at the Carolina Estates and assisted by loving caretakers.

Rosalie is survived by her two sisters, Mary Miller of Chicago, Lucille McGucken of San Diego; a brother, John Giannetti of Gurnee; by his sons, Robert John Shade of Greensboro, NC, and Ronald Dean Shade of Kerrville, Tex.; as well as five grandchildren and seven great grandchildren.

Park Board authorizes environmental services for 135 Palmer Drive

Since the 1970s, Glos Memorial Park has provided open space and formal gardens in downtown Elmhurst, the community’s most densely populated area. The Park is the final resting place of both Henry and Lucy Glos, who were laid to rest there and are expected to remain in perpetuity.

In 2017, the Elmhurst Park District purchased 135 Palmer Drive next to Glos Memorial Park, with the intention of rebuilding it into a more useable space for the public.

It is the Park District’s goal to demolish the building and parking lot and return the area to open space available to the community.

An environmental study conducted in 2017 indicated asbestos was detected or assumed to be present, in some of the building’s materials including the insulation, floor mastic, roof sealant and transit panels. All hazardous materials will need to be properly abated prior to demolition or improvements to the building and immediate surrounding area.

Proper abatement plans and speci-

fications are required to ensure abatement work is performed in accordance with State, OSHA and EPA regulations. Park staff has recommended an agreement for services with Midwest Environmental Consulting Services for asbestos project design, contractor bidding, project management and air quality testing. Midwest has provided services for the District on previous projects, including abatement at Wagner Community Center and Wilder Mansion.

In addition, there is an underground

storage tank along the front entrance of the 135 Palmer Drive building and staff is further suggesting a contract with Midwest Environmental to oversee and document the removal of that storage tank, which was likely used to fuel the boiler in the building for purposes of providing heat. It is believed the tank contains diesel fuel.

According to staff, the tank’s removal takes several steps, including samples, reports and analysis and must follow all regulations set forth by the State Fire Marshal. That includes the

Fire Marshal’s presence on site during the removal.

Following the environmental work and the subsequent demolition of the 135 Palmer Drive building, the Park District will begin site improvements including landscaping and other amenities.

This project will be funded with previously-received developer donations, along with additional donations to be received in 2021.

The DuPage County Health Department (DCHD) last week announced a county vaccination goal while outlining the ongoing strategies and partnerships to vaccinate residents. As of Apr. 29, more than 34 percent of DuPage County residents have been fully vaccinated against COVID-19.

Of the DuPage County residents currently eligible, over 60 percent have received at least one COVID-19 vaccine dose. Additionally, 88 percent of DuPage County residents ages 65 years and older have received at least one COVID-19 vaccine dose.

“DuPage County is at the head of the pack in vaccination efforts,” said DuPage County Chairman Dan Cronin. “Based on our track record, today I announce that DuPage County has set a goal to fully vaccinate at least 80-percent of our eligible residents by July 1.”

Spring is indeed on its way and a big indicator is the upcoming occasion for the wearin’ o’ the green which takes place Saturday, March 7. Yes, it’s time for the 24th Annual Elmhurst St. Patrick’s Day Parade, which steps off promptly at 12 noon. This year’s Grand Marshal is the Roesch Auto Group, which has provided vehicles for the parade since its first year – you’ll find more information about the Roesch Auto Group in a special section inside this issue.

Issue of up to $58.5 million in bonds approved The board also voted unanimously to approve a resolution providing for the issue of up to $58.5 million in bonds for the purpose of paying for capital projects related to the referendum approved by voters in the election of Nov. 6, 2018. In that election, voters approved the borrowing of up to $168.5 million to pay for various capital projects.

Board members noted that it is prudent to approve the bond sale now to take advantage of historically low interest rates.

The approved resolution authorizes the borrowing of up to $46.5 million in bonds related to the referendum of Nov. 6, 2018, along with $12 million related to the refunding of bonds from 2012 and 2015.

The borrowing of up to $46.5 million related to the 2018 referendum leaves the district with approximately $24 million left to borrow to reach the full amount of $168.5 million.

Caforio re-elected Board president Moments after Arvanitis, Caforio and Collins took the oath, the seven-member board conducted its reorganization. Board member Christopher Kocinski nominated Caforio to continue serving as board president. Caforio was the only nominee for the position. Board member Beth Hosler nominated Kocinski to serve as vice president. Kocinski was the only nominee for that post.

Caforio then nominated Trautmann to serve as the board secretary.

The board voted unanimously to approve the 2021-22 regular board meeting dates for the period between July 13, 2021 and June 14, 2022. All of the 19 regular meetings during that period will take place on Tuesday evenings and begin at 7 p.m.

York re-roofing project approved The board unanimously approved the superintendent’s consent agenda, which included the approval of a re-roofing project that’s scheduled to take place this summer at York High School. The board approved an agreement with Weatherguard Roofing of Elgin in the amount of $1,253,400.

More updates regarding COVID-19 The April 27 meeting included an update and discussion of metrics and factors related to the

COVID-19 pandemic. Interim Superintendent Linda Yonke and Assistant Superintendent for Student Services Kevin Rubenstein noted that all district students have been offered the opportunity to return to in-person learning on a full-time basis.

Additionally, about 97 percent of the district’s staff members have been fully vaccinated against COVID-19.

Residents 16 and over became eligible for vaccines on April 12. The district recently sent information to its families about vaccines and how to schedule an appointment.

According to the district, about 200 students from York High School were to be vaccinated on Monday, April 26, and again on Monday, May 17. Those vaccinations were arranged through the district’s partnership with Lake Park High School and Jewel-Osco.

Information from the district indicates that 12 District 205 students and one staff member tested positive for COVID-19 during the period from April 16 to April 22. A total of 38 district students and one staff member tested positive for COVID-19 during the period from March 26 to April 8.

As of April 23, the district’s screening and testing of students and staff reportedly indicated 21 positive screens out of 9,894 samples.

Yonke: Regulations ‘not always logical’ Yonke noted that various COVID-19 regulations set by the DuPage County Health Department and the Illinois Department of Public Health are not always logical.

Those regulations, she said, are creating a rift between schools and parents.

To review the district’s procedures related to the coronavirus, Yonke mentioned that the district has plans to reconvene a medical panel of advisors.

Yonke also stated that the district was about to send a letter to its families reporting that the district is planning to offer full-time, all-day, in-person education during the 2021-22 school year, with full extracurricular activities planned.

Yonke said the district would offer remote education for some students in special situations during the 2021-22 school year, which will begin in August. She said that district administrators believed the number of students needing remote instruction in the next school year would be very small.

Kocinski noted that the district’s board and administrators hear the frustrations from families about COVID-19 regulations. He said that there are some rules that the district must follow.

Those include the regulation that a student or staff member who has COVID-19 cannot be in school.

The district must also adhere to the mask mandate, and to the rule requiring students to be at least 6 feet apart while eating.

The board will hold its next regular meeting on May 11.

Cullerton continues to advocate for people with developmental disabilities To continue his commitment to advocate for people with developmental disabilities, State Sen. Tom Cullerton (D- Villa Park) met with members of the Ray Graham Association on Monday, April 19.

“I had a great time meeting with Christian from the Ray Graham Association today,” Cullerton said. “I always enjoy getting the opportunity to meet with local Ray Graham participants. The work Ray Graham does and the services they provide are essential for the disability community in the 23rd District and DuPage County.

“I will continue to make this community a priority as we work to pass a budget and various pieces of legislation aimed at supporting organizations like the Ray Graham Association.”

The Ray Graham Association is

non-profit organization that serves people with intellectual and developmental disabilities throughout DuPage, Will, Cook, Grundy and Kane counties. The group helps people with disabilities find jobs and ensure themselves independence through interview training, resume writing, and learning to dress for success.

“After this unprecedented year, support for this community is more important than ever,” Cullerton said.

“I hope to continue meeting with organizations like the Ray Graham Association to learn how I can best advocate for the funding and support they need.”

To support people with disabilities, Cullerton is co-sponsoring Senate Bill 1787, which would expand and accelerate state support services for people with intellectual and developmental disabilities.

Homeless college students could find support under Glowiak Hilton plan To ensure students experiencing homelessness are aware of available resources, State Sen. Suzy Glowiak Hilton (D-Western Springs) advanced a bipartisan initiative out of the Senate to require higher education institutions to designate one employee to serve as a housing insecurity liaison.

“Oftentimes students without permanent housing are not aware of the resources available to them on campus and in their communities,” Glowiak Hilton said. “By creating a housing insecurity liaison, we are working to prevent homeless students from falling through the cracks by connecting them with aid.”

A study by the University of Chicago found that 4.2 million youth and young adults experienced homelessness during a 12-month period, and that nearly 29% of all young adults who experienced homelessness were enrolled in college or another educational program at the time.

Glowiak Hilton’s legislation requires each institution to appoint a Housing and Opportunities Useful for Students’ Excellence (HOUSE) liaison. Their responsibilities would include identifying appropriate ser-

vices, understanding aid eligibility, tracking graduation and retention rates, reporting the number of students using homelessness resources, and developing a plan to provide access to on-campus housing between academic breaks to homeless students enrolled at the institution.

Under the legislation, higher education institutions would also be required to provide information about available services and assistance regarding homelessness in financial aid and admission packets, as well as

on the institution’s website.

“Stable housing is foundational to academic and social success,” Glowiak Hilton said. “Creating this position is one step toward combatting homelessness for students and ensuring they have access to better opportunities.”

Senate Bill 190 passed the Senate and moves for further consideration in the House.

Residential property taxpayers likely to see bill increase due to COVID-related decrease in commercial property values County Board ordinance allows property tax payment penalty waiver for those impacted

Next week, property owners in DuPage County will begin receiving their 2020 property tax bills. While the average tax rate is down .62 percent, the average bill has increased 3.18 percent.

“Due to the COVID-19 pandemic, commercial property vacancies are increasing, therefore lowering their assessed value. The result of commercial property values decreasing causes residential property to take on a greater percentage of the tax burden,” according to DuPage County Treasurer Gwen Henry.

To help address the challenges that many property owners continue to face due to the pandemic, the DuPage County Board passed an ordinance allowing property owners in DuPage County who have been financially impacted adversely by the COVID-19 virus to waive the late payment penalty on the first installment of their property tax payment, as long as they make their payment

by August 1, 2021.

“The action was taken to address the continuing reality that many DuPage County property owners continue to struggle financially due to the effects of the COVID-19-related shutdown,” Henry said. “The fact exists that many families who have set aside money to pay their property taxes now need those funds to make mortgage or car payments as well as purchase groceries, medicine and other necessities,” she added.

To qualify for the penalty waiver, the current owner of the property

must demonstrate a financial hardship as a result of the effects of the COVID-19 pandemic that has affected their ability to timely pay the property tax installment due June 1, 2021, due to any one of the following: • a layoff or termination from employment, or had a reduction of income of 20 percent or greater; • an inability to collect at least 80 percent of the collectable rent on the subject parcel during the calendar year 2020 and/or 2021; • a shutdown of a business operated by the property owner due to classification as a non-essential business.

“It is important for taxpayers participating in this program to understand that with respect to any payment of the first installment of real estate taxes made from June 1 through September 1, 2021, the full penalties allowed by law will be applied for all days of delay after August 1, 2021,” Henry continued.

“The second installment of property taxes remains due on or before September 1, 2021, and any late payments of that installment will incur the usual statutory penalties,” she said.

“DuPage County property owners interested in more information should visit https://www.dupageco. org/treasurer/ to fill out an online waiver application or download an application to waive the penalties for late payment of the first installment of their property tax bill,” Henry concluded.

Survey shows almost 2/3rds of Illinoisans favor ‘immunity passports’ MyBioSource.com, a biotechnical products distribution company, recently conducted a survey -of 3,000 people to take the pulse of the nation on the topic of “immunity passports,” that is, a document issued as proof that the person has received the COVID-19 vaccine. The survey found that the opinions were quite divided – overall, 60% of Illinoisans believe immunity passports, compared to a national average of 59%.

The research also found that nearly 1 in 3 (30%) people believe there should be an interstate travel ban for people who have not had their COVID-19 vaccine. Some countries have had immunization certificate requirements in place for a number of years for foreign travelers, to prevent the spread of diseases such as yellow fever and polio.

Moreover, 60% of people think professional sports teams should give preference to ticketholders who have been vaccinated against the coronavirus. This follows the announcement that this year, the Super Bowl gave away 7,500 free tickets to healthcare workers who had received both doses of the vaccine, to attend the game on Feb. 7.

More than half (53%) of people also think immunity passports should state which company’s vaccine the person received. Over two in five (42%) say they would be concerned about privacy and data sharing if vaccine passports are to be introduced. However, nearly half (47%) would be willing to share their data with Big Pharma if it helped improve the COVID-19 vaccine.

Bond set for man accused of stealing car from Glen Ellyn driveway On Thursday, April 29, DuPage County State’s Attorney Robert Berlin and Glen Ellyn Chief of Police Philip Norton announced that bond had been set for a Chicago man accused of stealing a black 2016 Lincoln MKX SUV from the driveway of a Glen Ellyn home.

Kenneth Diamond, 19, has been charged with one count of Aggravated Possession of a Stolen Motor Vehicle (Class 1 Felony), one count of Theft - $10,000 to $100,000 (Class 2 Felony), one count of Aggravated Fleeing or Eluding a Peace Officer (Class 4 Felony) and one count of

Burglary to a Motor Vehicle (Class 3 Felony).

On June 30, 2020, at approximately 2:21 a.m., officers responded to a motor vehicle theft having just occurred from the driveway of a Glen Ellyn home. A short time later, officers with the Wheaton Police Department allegedly observed the stolen Lincoln driving in Wheaton, closely following a dark-colored sedan.

At approximately 3:10 a.m., Wheaton officers initiated a traffic stop on the Lincoln at which time both the Lincoln and the dark-col-

ored sedan fled at a high rate of speed. Stop sticks were employed in Wheaton and punctured the tires of the Lincoln. It is alleged that at this time both the Lincoln and the dark-colored sedan came to a stop and that two individuals exited the Lincoln and entered the dark-colored sedan.

It is further alleged that the dark-colored sedan then fled the scene. Officers pursued the vehicle but were unable to make a stop. An investigation into the alleged vehicle

On Feb. 6, 2020, at approximately 4:15 a.m., Downers Grove police officers responded to a call of “shots fired” on the 7400 block of Webster. An investigation into the matter alleges that an occupant of the residence was warming up their car when they observed through the front window a vehicle stopped in front of the home with its headlights off. It is alleged that two occupants of the vehicle, which was reported stolen out of Chicago, then exited the vehicle and began walking up the driveway of the victim’s house toward the car that was warming up.

It is alleged that at this time, two residents of the home exited their house and confronted the two men.

On Friday, April 30, DuPage County State’s Attorney Robert B. Berlin announced that the first of two adults charged with attempting to steal a vehicle from the garage of a Downers Grove residence has been sentenced to 12 years in the Illinois Department of Corrections.

Lamourice Shepherd, 22, of Chicago, entered a plea of guilty to one count of Attempt Vehicular Hijacking, a Class 1 Felony, in front of Judge Daniel Guerin, who handed down the sentence. Last summer, two juveniles each entered a plea of guilty to their roles in the incident and received sentences of an indeterminate period of time not to exceed their 21st birthday in the Illinois Department of Juvenile Justice. A fourth man allegedly involved, Carlos Hendricks, 22, of Chicago, is currently in custody in the DuPage County Jail

It’s time to get your garden going and stop by the Crestview Garden Club’s 41st annual plant sale on Saturday, May 15 from 8:30 a.m. to 1 p.m. at a new location at the Centennial Park, 155 E. St. Charles Road (just east of York Road) in Elmhurst. The club’s sale was cancelled last year due to the pandemic.

While the plant sale is going to look a little bit different this year-one thing will be the same: an amazing variety of plants at great prices. There will be more than 1,000 plants to choose from and 130-plus varieties that include sun and shade perennials, herbs, tomatoes, groundcover, houseplants shrubs, vines, grasses and succulents. Most plants average in price from $3 to $10.

“This year we will once again feature native plants and those that attract birds, bees, hummingbirds and butterflies,” said Felisa Rahn, plant sale co-chair. “If you want more butterflies and hummingbirds in your yard visit our special sections filled with plants that are highly attractive to these beautiful creatures.”

Almost all plants include pictures so customers can see what the plants look like in full bloom.

Some plants come from member gardens and others are purchased from local nurseries.

“We will have a number of experienced gardeners available

throughout the sale to help answer questions and help select plants,” said Rosalie Ward, plant sale cochair. “For more than 40 years, veteran and novice gardeners have anticipated this opportunity to select from and purchase a large variety of plants for their gardens.

“You cannot beat the choice and types of plants we are offering this year.”

“We are so lucky and appreciative to the Elmhurst Park District for their partnership and allowing us to use Centennial Park for our sale that will enable us to conduct this year’s sale in a spacious outdoor area,” said Rahn and Ward.

Each year the club donates a percentage of its plant sale proceeds to community efforts that align with its mission to encourage the love of horticulture and gardening by educating our members and our community.

Checks and major credit cards will be accepted. Sale will be held rain or shine. CDC guidelines and safety precautions will be followed to help ensure the protection of our members and customers.

HOPE Taskforce seeks grant applicants The DuPage County Heroin/Opioid Prevention and Education (HOPE) Taskforce has announced the availability of grant funds to address opioid overdose response and treatment and recovery. Grants between $25,000 and $50,000 are available for local government and community organizations to fight the opioid crisis in DuPage County.

“Fighting the opioid epidemic is as critical as ever for our community, particularly during the COVID-19 pandemic,” said Greg Hart, HOPE Taskforce Co-chair and DuPage County Board member. “It will take the dedication and ingenuity of our entire county to continue to make progress.

We are looking for local organizations to assist HOPE in its efforts to address opioid use disorder in DuPage County by providing program ideas in which the Taskforce should invest.”

Proposals must serve DuPage County residents and address HOPE Taskforce Framework priorities: increase overdose response and prevention (including harm reduction) and provide integrated mental health and substance

use disorder treatment and recovery.

“We have been impressed by the organizations previously funded by the Taskforce, including national recognition,” said Dr. Lanny Wilson, HOPE Taskforce Co-chair and DuPage County Board of Health member. “This year, we are looking for similarly creative and sustainable proposals to reduce the impact of the opioid crisis. Resources and collaborative programs are critically needed - given the 17 percent increase in overdose deaths in DuPage County in 2020. With the right partners, we will find ways to significantly decrease these tragic, and preventable, overdose deaths in DuPage County.”

Grant submissions must be received by the HOPE Taskforce no later than noon, Friday, May 21. Grant recipients will be notified in June 2021.

The grant funding is made possible by the DuPage County Board, which has agreed to provide $100,000 annually to support the work of the HOPE Taskforce.

Bond set for women charged with dropping 5-year-old off six-story garage On Saturday, May 1, DuPage County State’s Attorney Robert Berlin and Winfield Chief of Police David Schar announced that bond had been set for a Plano woman accused of dropping her five-year-old daughter off a six-story parking garage at Central DuPage Hospital.

Jerica Crawford, 28, has been charged with one count of Aggravated Battery to a Child Under 13, a Class X Felony. On April 29, 2021, Judge Paul Marchese issued a $500,000 with 10% to apply arrest warrant for Crawford.

Judge Marchese also granted the State’s motion for appointment of clinical psychologist.

On Feb. 23 at approximately 4:38 p.m., Winfield police officers responded to a call at Northwestern Medicine, Central DuPage Hospital, for two subjects who fell off the top of a parking garage on the southwestern part of the campus. Upon their arrival, officers found Crawford and her daughter on the ground next to the parking garage. Both Crawford and her daughter had sustained injuries and were brought into the hospital for treatment. It is alleged that Crawford drove to the top of the parking garage, walked to the edge of the garage and dropped her daughter off the top of the garage before jumping off the garage herself.

Crawford’s next court appearance is scheduled for May 24, 2021 for arraignment.

Lisle man charged with armed robbery at Carol Stream gas station On Friday, April 30, DuPage County State’s Attorney Robert Berlin and Carol Stream Chief of Police William Holmer announced that bond has been set for a Lisle man accused of robbing a Carol Stream gas station at knifepoint.

Paul Gleason, 34, with a last known address in the 900 block of Inverness Road, has been charged with one count of Armed Robbery (Class X Felony), one count of Misdemeanor Violation of Domestic Violence Bail Bond and one count

of Misdemeanor Resisting a Police Officer.

On Thursday, April 29, at approximately 1:19 a.m., Carol Stream police officers responded to the Pilot gas station at 170 N. North Avenue for a report of a robbery. Upon their arrival, officers spoke with the register clerk and the manager.

It is alleged that an individual, later identified as Gleason, approached the register, and stated, “I guess I’m going to have to rob” to the clerk at the counter. It is alleged that Gleason

then took a folding pocket knife out of his pocket, opened it and showed it to the clerk. It is further alleged that at this point the manager saw what was happening and approached Gleason and the clerk. It is alleged that the manager gave Gleason $120 from the cash register after which, Gleason fled the scene.

A short time later, Carol Stream police officers located Gleason on a road near the gas station. It is alleged that as officers attempted to take Gleason into custody, he ignored

officers’ commands and approached the officers while holding a black object in his hand and telling officers, “Just shoot me.” Despite Gleason’s alleged attempts to resist arrest, he was taken into custody at this time.

Gleason’s next court appearance is scheduled for Thursday, May 27 for arraignment in front of Judge O’Hallaren Walsh.

Bill change would allow voters to lift rent control bans locally Amendment would allow for referendums exempting municipalities from statewide ban

A new amendment to House Bill 116, which advanced out of committee earlier this spring, would allow municipalities to vote on rent control measures through referendum.

HB116 as originally introduced would have lifted the state’s blanket ban on local rent control measures, which has been in place since 1997. The new amendment instead would give that power to voters and municipal governments to consider rent control measures on a community-by-community basis.

The bill’s sponsor, Rep. Will Guzzardi, D-Chicago, said he chose to introduce the amendment as a compromise after hearing from constituents and colleagues in the house.

“We’ve gotten great support for (this bill) in the chamber, but we also heard some concerns from some colleagues about lifting this ban statewide,” Guzzardi said April 21.

“There were some members who spoke to me and said well you know, the people in our community really think that this ban is important, and voters in my district don’t

want to be exempted from the ban,” he added.

Guzzardi said in an April 21 Housing Committee hearing that the new amendment would lay out a process to allow local voters to introduce a ballot measure for rent control, from the petition process to placing a referendum on the ballot.

Under the act, if voters of a municipality pass a rent control referendum, the municipality would be considered exempt from the state’s blanket ban on rent control policies, allowing the local government to set caps on rent prices.

“If a community can get the signatures to get a petition on the ballot and pass a referendum, and its locally elected officials can pass an ordinance to govern rent increases in their community, boy, it doesn’t seem like we should be standing in that community’s way,” Guzzardi said.

Opponents of the legislation, including Greg St. Aubin of the Illinois Realtors Association, called the bill “a very destructive policy” that would discourage investment in new housing developments and create an atmosphere of uncertainty for developers and landlords around the state.

“Our view is that whether you lift the ban in its entirety, or you go with this model, we believe that it is sending a tacit message from the state to local governments that (rent control) is a legitimate, viable, and perhaps even worthwhile policy, and we disagree with that,” St. Aubin said.

Republican opponents on the committee raised concerns that the bill still goes too far in opening the door to regulating rental costs for landlords who need to set prices in order to adequately maintain their

rental properties, and that the legislation could allow for a wide range of rules on rent across the state.

Rep. Andrew Chesney, R-Freeport, said the bill would be an overreach on regulating landlords.

“Theoretically, a vote, a referendum and a city council could completely obliterate whatever business they have. So, I mean, doesn’t that seem like a complete government takeover of a private business?” Chesney said.

“There’s no protection to the actual owners that gives them any

certainty of what the city councils would even be able to do,” he added.

Guzzardi responded that the bill is intended to give more flexibility and power to local municipalities to decide for themselves if rent control is an approach they would like to consider, and that the bill would play no part in determining a statewide policy on rent control.

“We are offering the marvelous and much beloved protection of democracy,” Guzzardi said. “Right now, communities have no voice in this manner.”

Rep. Delia Ramirez, D-Chicago, agreed that the legislation as amended would provide a fair balance across the state to leave a preemption on rent control in place while simultaneously providing municipalities the ability to decide for themselves if they wish to initiate rent control.

“I think that this bill really gives us an opportunity to leave it to the voters to decide where they stand, and then go back to the local authorities (when they) decide they want to entertain the conversation,” Ramirez said.

The bill as amended passed the Housing Committee by a 14-8 vote.

Officials provide vaccination update as doses administered top 9 million State taking steps to address vaccine hesitancy, how to show proof of vaccine

Ezike told lawmakers the state’s health communication can only go so far in educating the public. She said individuals who have gotten the vaccine, along with trusted members of the community such as medical providers and religious leaders, should remind those they know to get vaccinated.

“We know that it’s not always going to be about messages that come from public health, people want to hear it from people that they personally know.” Ezike said.

“If there’s someone in the community that has been vaccinated, and they have 10 friends that have not been vaccinated, it’s now their charge to support their friends, to support their community, by answering their questions, (and) leading them to trusted websites where they can get good information,” she added.

Public health officials gave an update on the status of the state’s vaccination efforts last week as the number of vaccines administered in Illinois topped 9 million.

Speaking in a joint hearing of the House Human Services and Health Care committees April 27, Illinois Department of Public Health Director Dr. Ngozi Ezike said the state is “closing gaps” in providing COVID-19 vaccine doses to underserved populations and anyone in the state who wishes to receive one.

“I’m really proud of the work that has been done,” Ezike told the committee. “We have had equity at the forefront for the entire process.”

Ezike said the state is continuing to reach all populations through strategically-placed vaccination sites as well as regular mobile missions conducted by members of the Answers Illinois National Guard.

As of April 28, Illinois had administered just over 9 million PUZZLE 1 vaccine doses, while just over 30 percent of the state’s population has been fully vaccinated against COVID-19.

Over half of the state’s eligible population has received at least one dose. A total of 106,173 COVID-19 vaccine doses were administered across the state April 27.

While the state’s overall vaccine picture continues to improve, some lawmakers questioned Ezike on the steps being taken to address lingering vaccine hesitancy among some people.

Andrew Friend, deputy director at IDPH’s office of preparedness and response, added that as more of the state’s population receives the vaccine, the state would begin to shift from a “mass vaccination” approach to “convenience vaccination” strategy.

Ezike and Friend said this next phase could include allowing residents to get vaccinated by their primary care physician rather than needing to visit a mass vaccination site or pharmacy provider, and allowing walk-in vaccinations at all vaccination sites.

“It’s going to take all the pieces of the puzzle to come together and be successful,” Friend said. “That shifting strategy is coming.”

Ezike said allowing primary care providers to administer COVID-19 vaccines could also be helpful in

addressing any lingering vaccine hesitancy, and would make it easier for residents who are unsure of how to get a vaccine.

“An individual who maybe has some hesitancy, wasn’t sure about it, hears it from their trusted health care professional, and then they can get it right then,” she said, as opposed to having to sign up at a mass vaccination site and make an appointment online.

“We are absolutely pivoting to get it in as many hands of actual providers,” Ezike said.

Republican Rep. Adam Niemerg, of Dieterich, questioned Ezike over the state’s mask mandate and public health guidelines, including how the state or businesses would be able to prove residents have been vaccinated when attending events.

Ezike said the state would con-

tinue to follow guidance from the U.S. Centers for Disease Control and Prevention regarding the wearing of masks, and that the state is considering ways for people to prove their vaccination status, including through a digital app or another alternative less prone to damage, loss, or forgery than the CDC-issued paper cards.

While Ezike said IDPH would not require individuals to show their vaccination status to attend events, individual businesses and establishments could have their own rules in place.

“Technology companies are working on whatever protocols they want to put in place. It’s not IDPH mandated, but people, I hear, are interested in trying to make sure that their venues and their events are as safe as possible,” she added.

Friends of Park Place bring ‘Wings of Hope’ to community Origami project builds peace and strength, one bird at a time

A very special collaboration took flight mid-pandemic as Park Place of Elmhurst launched their latest exhibit, “Wings of Hope.”

Park Place Life Enrichment Director Lisa Stoik had a vision to connect residents and their families by folding paper origami cranes, the Japanese symbol of hope and peace.

“That was the perfect message for 2020 and beyond,” Stoik said.

“I wanted to find a way to help the people here feel connected during the pandemic, and this was a way they could work on a project independently while still enjoying a collective result and shared collaboration.”

Stoik invited people to submit origami birds of any type, size, and color, and origami birds began to “fly in,” both locally and from as far away as Massachusetts and California. Birds were created by Park Place residents and extended family members, Park Place staff, Elmhurst Garden Club members, Timothy Christian School students, GEMS youth group at Elmhurst Christian Reformed Church, and other community friends, many of whom saw Stoik’s appeal for birds on Facebook.

“A total of 1,000 birds came through boxes, baskets, and envelopes,” Stoik said. “My office was overrun with birds!”

As origami birds

arrived in flocks, Linda and Larry Korbus, daughter and son-inlaw of Park Place resident Helen Maurer, volunteered their skills in organizing and hanging this beautiful compilation of hope. The empty walls were transformed into a magical rainbow flight of birds migrating towards the dining room.

Shades of red, yellow, green, and blue gracefully travel down the walls, fluttering with each gentle breeze.

The collaborative nature and timing of this project was providential, Stoik said. With 99% of their residents fully vaccinated, Park Place was able to officially re-open their dining room on Friday, Feb. 12 and the unveiling of the Wings of Hope exhibit naturally became part of this celebration.

As residents arrived to commune together for the first time since last spring, they were welcomed by the beauty of 1,000 wings of hope.

“When residents came through, the joy was palpable,” Stoik said.

“It added excitement for the brighter days ahead.”

The Wings of Hope collaboration became a favorite of the Retirement Living residents, and to share this joy, the exhibit will move to the Park Place Health & Wellness Center this summer. In the fall, the

1,000 birds will “take flight” once again at Timothy Christian School in Elmhurst.

York girls bowling team finishes 10th at virtual state meet IC Catholic Prep boys soccer team makes progress

At the sectional level, JJ Bolden and Holly Santucci tied for third with identical 1,192 series. Bolden also tied for the eighth-highest individual game at the virtual state level with a 257.

Also, York won the West Suburban Conference Head Pin title. The meet was contested virtually, meaning each WSC team bowled solo at their home house and then the results were later tallied.

York won the title with a 5,931 score, which included games of 1,013, 1,012 and 1,006. Leyden was a distant second at 5,651.

Kara Jensen finished second with a 1,248 series, which included games of 246 and 222. Madeline Mountcastle was seventh at 1,147 with games of 227, 213 and 206.

Bolden was eighth at 1,141 with games of 222 and 203. Santucci finished ninth at 1,126 with games of 230 and 202 and Kat Svehla was 11th with a 1,113 series and games of 242 and 204.

Circling back to the York girls bowling season, the Dukes officially closed out its season with a couple of unique virtual events.

York competed in a virtual sectional-state event put on by New Trier High School where it finished second in the sectional portion and 10th overall in the virtual state event. Again, teams bowled individually and scores were then turned in and final sectional and state results were tabulated.

The 10th place state showing is the highest during coach Katie Turnbull’s eight seasons at York. The Dukes were 14th last year.

York was second in its own virtual sectional with a 5,490 score. Metea Valley won the sectional portion with a 5,781 team score.

season.

“All of our players worked together as a whole in order to achieve our preseason goals,” Knights coach Miguel Garcia said.

Garcia was particularly pleased with how the Knights performed on defense.

“We have made the biggest progress on our defensive side of the field,” the coach said. “Two big strengths are our defenders and our relentless courage to succeed.”

Key contributors for IC Catholic Prep included the likes of Braeden Borninkhof, TJ Mandra and Jake LaSpisa. The Knights at one point were 2-0 in conference play. Borninkhof had a run of nine goals and four assists during an eight-game stretch, while Julian Salgado had three goals and two goals during that same timeframe.

“In general, considering the unsur-

mountable amount of obstacles we have dealt with in this short and atypical season, the team has never given up regardless of the circumstances and situations,” Garcia noted.

York boys gymnastics The York boys gymnastics team had the arrow pointing skyward this spring.

Coach Nick Criel’s team started the abbreviated 2021 season with a 131.1 team score.

Two major contributors for the Dukes this season were Nolan Fazzini and Renny Barnitz.

“Two big strengths on this team are Renny and Nolan,” Criel said. “I feel this way because they show a real desire to hone their skills.”

Criel also was excited about the leadership shown by junior Luc Degrace, plus the motivation of Fazzini.

Joseph Qualiter also has been a key

part of the Dukes’ team.

“Joseph stepped up to varsity floor and vault,” Criel explained. “Luc is taking on more events than expected this year to give us a good third score on needed events.”

As a team, Criel liked what he saw from his team on pommel horse, in particular.

“We have made a lot of progress on pommel horse considering we did not have much to start with,” he said.

Criel said the COVID-19 pandemic caused a shift in overall focus, given York only had four meets plus the recently completed West Suburban Conference Silver Division meet scheduled this season.

“Considering the lack of competition this season, the one thing I hope we get out of this season is to have good practice to prepare for next season,” he said.

Timothy Christian girls track team stocked with promising talent State qualifiers Marshall and Foster lead the way for Trojans

The 2019 season was a memorable one for the Timothy Christian girls track team.

The Trojans won the conference title and qualified eight athletes for the state finals meet, including Hope Clark (3,200), Elizabeth Terpstra (800 and triple jump), Maggie Troxel (high hurdles) and Campbell Marshall (high jump), plus Priscilla Nartey, Kennedi Foster, Alli Myers and Suryea Alex in the 400 and 800 relays.

And then the pandemic hit last spring. “We were even more excited about 2020 with so many juniors in our ranks,” veteran Timothy Christian coach Kevin Hackert said, “but then COVID happened and we had two weeks of practice before canceling the season.”

The pandemic-voided season put things into perspective. “Missing that year has just made us more excited about this one,” Hackert said. “We have some fantastic athletes returning that we are hoping will have another successful year.”

That list includes Calily Schuurmann, a junior mid-distance runner.

She ran in the 1:02s her freshman year in the 400.

state-qualifying relays as a freshman, also returns, as does fellow state qualifier Marshall, who made it to state in the high jump both her freshman and sophomore years.

Senior Hannah Schuringa, a threesport athlete, leaped over 31 feet in the triple jump as a sophomore.

Hackert also is excited about the new influx of talent on the roster. “We also have some new recruits who look very promising,” he said.

Junior Katelyn Leonard ran the team’s fastest 800 time in its first outdoor meet this season against Wheaton St. Francis.

Junior Anna Tinaglia will help the Trojans in the hurdles. “Anna is a hurdler who shows real promise,” Hackert said.

Freshman Abigail Betchel will add to the team’s distance talent. “Abigail performed well on our cross country team in the fall,” Hackert said.

Jennifer Lumkes, another freshman, also will bolster the Timothy mid-distance ranks. “Jennifer ran great for us at our first meet despite still being busy with volleyball,” Hackert said.

Hackert is looking forward to more successes this spring.

“As always, we plan to push ourselves to be the best we can be,” he said. “Our team is very young and a bit inexperienced compared to past years, but we would still like to make a run for another conference championship and be found in Charleston for what is likely to be a hot state track meet.”
