Moyer: Senate Bill to increase PE could have negative impact
Adding even five minutes to school day could open labor issues, reduce electives

District 205 Superintendent David Moyer addressed the board near the end of the meeting to talk about a bill under consideration in the Illinois State Senate—Senate Bill 1189. The bill reportedly calls for mandating increased minutes
of physical education instruction at the middle and elementary school levels. Moyer told the board that a senate committee decided not to advance that bill to the full senate until at least May. Moyer said that if that bill is enacted, it would have a significant impact on District 205. Moyer said that if the bill is passed
into law, the district would be forced to cut electives and reduce core blocks of the school day. Simply adding as few as five minutes to the school day, Moyer said, would force the district to open up its labor contract with teachers. He said the increases would be unsustainable, and the district would be forced to
reduce electives to comply with the proposed law. Moyer described the bill as an unfunded mandate that would reduce local control and result in staff cuts in areas outside of physical education. He said the district needs to educate the community about the ramifications of the bill. Moyer said
he contacted State Sen. Suzy Glowiak, who represents the 24th District, which includes Elmhurst. Moyer said he did not receive a response from Glowiak. Board president Kara Caforio said she had a brief phone conversation with Glowiak. The senator will reportedly meet with Caforio and Moyer on April 29.
