Parent group EPIC to host ‘Symposium on Social-Emotional Learning’

Speaker to explain SEL data collection, its effect on student privacy

On Monday, April 18 at 7 p.m., Elmhurst Parents for Integrity in Curriculum (EPIC) is hosting a Symposium on Social-Emotional Learning at the Diplomat West.

On Thursday, March 24, an email was sent to parents titled, Social and Emotional Learning (SEL) Survey, Spring 2022, announcing that all Elmhurst public school children, grades 3-12, would be surveyed between the date of April 25 and May 6.

District 205 explained it would be

utilizing Panorama Education to conduct the survey, and that the “framework is evidence-based and helps cultivate skills that advance student learning and development.”

SEL has been presented to parents as a necessary and transformational tool that will thrust their children to greater academic achievement and personal fulfillment. But the evidence to back these claims is weak

School District 205 issued a release last week stating that the date to return the strategic planning survey has been extended to April 24.

to love each other and to hold each other up as a community,” Marianetti said. “I cannot think of a more fitting musical for this time in our world or a more kind-hearted and inspiring group of students to bring this beautiful work to Elmhurst.”

The group of students involved in this production have taken these values of love and support into their own writing and imagination. This musical offers a broad creative license for company members to tell a story that is relevant to their specific audience.

“Godspell requires its cast to take a real and honest part of themselves and place it into the heart of this stunning story,” said Matt Bourke, assistant director. “Many of our upperclassmen have sat in the writer’s chair in this process, workshopping new ways to share timeless stories.

We are so proud of the love and empathy--and comedic genius--every single player has put in to bring this newest iteration of Godspell on York’s stage to life.”

Working with the most-recent 2012 Broadway revival, students have found their own voice while living through the text.

“Godspell is unlike any other production I’ve been a part of,” said Coleman Goulding, student director.

“The process of learning the piece and reworking the scenes to reflect the current day and the message behind it with the audience has been so rewarding. It demands such intense creativity and constant energy, but returns an incredible experience full of love, learning, and tons of laughter. Student directing has been an incredible opportunity to work with my peers, and ultimately to help paint the magical picture of Godspell on the York stage.”

At the Elmhurst Centre for Performing Arts (ECPA), plans are underway for a Dance Blowout in 2023.

But it was difficult to wait that long to share the love of all things Dance.

The public is invited to join in the fun, celebrate the power of dance, and be part of the ECPA’s virtual Grapevine Challenge 2022.

It will be a virtual event requiring participants to post their entry to social media sometime between Monday, April 18 and Friday, April 29, which is International Dance Day. The purpose of the Grapevine Challenge is: • to shine a spotlight on all styles of dance and its many benefits; • to showcase creative and talented dancers in the western suburbs; and, • to highlight the love of dance.

How it works: 1. Choose Your Song: Either Shake Your Groove Thing OR Take It (Dom Dolla) 2. Take a video of you and your people doing exactly four (4) grapevines.

It can be moving together in unison, independently, changing directions, using arms, making it big or small, fast or slow. You get creative about that. It can be in obscure locations (grocery store, library, home, doctor’s office), in your dance studio, or out in nature. Use your imagination!

Obituaries academic honors as a Bronze Tablet Scholar and member of Phi Beta Kappa. They were married shortly before her graduation and spent the war years primarily in Philadelphia as Marlin served in the Navy. After the war they settled in Northbrook, near Marlin’s parents. They celebrated their 58th anniversary before his death in 2001.

She worked briefly in publishing in Chicago and then raised three children, moving to Elmhurst in 1953. Her children well along in school, she returned to work full time as an English teacher at York Community High School in Elmhurst in 1963. Subsequently, she earned an M.A. in English Literature from Northwestern University and continued teaching at York for more than 20 years.

Long after she had retired, one of her high school students wrote to tell her how her insistence that he chose a more challenging novel for a senior project had changed the course of his life.

Carolyn began her long career in activism as a young mother in Northbrook, where she was instrumental in starting the town’s first library. When the family moved to Elmhurst in 1953, she continued to support libraries, serving for many years on the Elmhurst Public Library board.

She also contributed to many classes and discussion groups. Cultural activities remained important to her; she attended many plays and concerts, and she continued to take the train to the loop for visits to the Lyric Opera and Art Institute well into her 90’s. In the past few years she especially enjoyed visits to the Morton Arboretum.

Her children remember her fondly as a warm mother, always interested in what they had learned in school each day, happy to review papers, and always with something tasty in the kitchen. Her warm smile, insatiable curiosity, ready wit and amiable personality will be remembered and missed by all who knew her.

She is survived by sons James M. Landwehr (Jacqueline Wallace) of Summit, New Jersey, and Carl Landwehr (Jurate Maciunas) of Washington D.C. and Michiana Michigan, daughter Barbara Landwehr, of Concord, New Hampshire; six grandchildren (Rebecca Olgeirson, Diana McHale, Neil Landwehr, Dennis Feehan, Noah Feehan, and Peter Landwehr), and seven greatgrandchildren (Asher Olgeirson, Emma Olgeirson, Eamon McHale, Brendan McHale, Maeve McHale, Samuel Feehan, and Anna Feehan).

A memorial service will be held in the DuPahze hall at Beacon Hill, 2400 S. Finley Rd., Lombard, IL, (630-620-5850) on April 14 at 2:00 p.m.; all are welcome.

As Elmhurst University celebrates its 150th anniversary, the University’s Film Club and the charitable group A Pint for Kim will host a blood drive on campus to save 150 lives.

The blood drive will take place from 10:00 a.m. to 3:00 p.m. on Thursday, April 28, in the Frick Center, Alexander Room (190 S. Prospect Ave., Elmhurst, elmhurst.edu/ campusmap). Because one pint of blood can save up to three lives, full participation in the blood drive will save up to 150 lives.

Appointments are encouraged, though walk-ins also are welcome.

A Pint for Kim was founded in memory of Naperville mom Kimberley Benedyk Sandford, sister of Elmhurst University faculty member Kristyn Jo Benedyk. In Sandford’s final weeks, she sought to give purpose to her eight-year battle with cancer, and wanted specifically to spread awareness that the largest use of donated blood is to help cancer patients. (Because chemotherapy often causes anemia, blood transfu-

As a dedicated member she held many positions of responsibility, and was honored with the Carrie Chapman Catt Award by the Illinois State League of Women Voters for her service. Carolyn was also active in other community organizations, including the DuPage County Council on Aging.

She had a lifelong interest in foreign languages and enjoyed reading novels in both French and Spanish. She enjoyed participating in a reading group with fellow students from her Spanish class over many years.

An active member of the First Congregational Church (now the United Church of Christ) in Elmhurst, she particularly enjoyed the music. At home, she regularly played the piano, and hymns were among her favorite pieces. Her children remember the many songs from her girlhood and sorority years that she would sing in the kitchen as well.

Travel was one of her great pleasures. She told a story that as a child she spun a globe, and stopped it with her finger to pick a place she would visit. Her finger landed on Nepal, and she did visit there, along with destinations on nearly every continent. She and Marlin made many trips abroad together, starting with a visit to the coronation of Queen Elizabeth II in 1953. After Marlin’s death, she continued her travels, including participation in a social work project in Indonesia when she was well into her 80’s.

Photography was another of her avocations. She took the family movies in the 1950s and arranged to preserve them on digital media.

Her many photo albums of trips and family events brought her and her family joy even after her ability to travel became limited.

She had always planned to enter a retirement community eventually, and in 2006 she chose Beacon Hill in Lombard as her home. She was attracted both by friends already there and by its swimming pool.

She enjoyed swimming all her life and continued using the pool for many years at Beacon Hill.

Carolyn Landwehr, 100 Carolyn Anderson Landwehr passed away peacefully at Beacon Hill health center in Lombard, IL on Monday, April 4, 2022, just 8 weeks shy of her 101st birthday, after a short illness. She was born in New York City on May 27, 1921 to Carl B. Anderson and Clare DeWolf Anderson. Carolyn grew up in Tulsa, Oklahoma, where her father worked as a consulting geologist for Gulf Oil. As a child, she enjoyed playing with her brother Dana and going on youth hosteling trips by bicycle with him in such faraway places as Arkansas and Wisconsin.

The family moved to Illinois in 1936, and she attended high school first in Flora and then Mattoon, where she graduated in 1938. She entered the University of Illinois that fall, joining the Chi Omega sorority, and meeting her future husband, H. Marlin Landwehr, when she was a freshman and he a senior. Their romance blossomed as he worked in the newspaper business in Chicago and commuted to Champaign while she completed her studies. She graduated from the University of Illinois in 1942 with

The Elmhurst Police Department recently reported the following arrests and citations.

Persons charged with domestic battery are not named in order to protect the privacy of victims.

Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.

March 29 Due to previous incidents and items in his home in the 400 block of S. Mitchell being moved, a complainant believes the suspect is entering his home uninvited when he is not home. There is nothing reported missing.

Criminal damage, criminal trespass April 5 A victim in the 600 block of S. Sunnyside told police he purchased a house on Sunnyside Avenue from the suspect on March 30.

Since that date, the suspect has entered the residence without the victim’s consent for the purpose of retrieving mail addressed to the suspect. Victim does not want to pursue charges at this time.

April 4 A victim in the 100 block of N. Oak told police at 9:18 a.m. while she was driving north on Oak Street, an unknown object struck her windshield causing it to shatter.

The cause of the damage is undetermined.

March 29 A victim in the 300 block of W. Lake told police at 12:13 p.m. that he obtained video of a suspect slashing the tires on his vehicle and putting something in his gas tank. Pending further investigation.

Domestic battery, domestic incident, disorderly conduct, disturbance April 6 A 51-year-old Elmhurst man was charged domestic battery in the 500 block of N. Adele at 10:35 a.m. According to police, a victim related that during an argument, the suspect choked her.

April 5 A 45-year-old Elmhurst woman was charged with domestic battery in the 500 block of W. St. Charles at 2:45 p.m. Police said it was learned the suspect battered her girlfriend, causing scratches and a cut.

April 2 Jack Brennan, 28, of Chicago, was charged with disorderly conduct/false 911 report, in the 100 block of S. York at 12:11 a.m.

March 31 A reporting officer met with a victim in the 300 block of E. Yorkfield at 10:46 p.m. who reported her son grabbed her following a verbal argument. No arrests were made due to conflicting statements and no apparent injuries.

March 31 Police said that subsequent to a traffic stop for driving on one exposed rim near Grand and Willow at 3:43 a.m., the suspect was found to be revoked for DUI. The suspect was taken into custody and transported to the police station where he was found to be in possession of one pill, not prescribed.

The suspect was released without charges pending lab results.

Possession of cannabis in a vehicle

According to information provided last week by the Elmhurst Police Department, police reported three incidents of unlawful possession of cannabis in a vehicle by a driver or passenger: Nicole E. Bajner, 24, of Schiller Park near York and Diversey on April 4; Jocelyn Garcia, 23, of Northlake, near North and Addison on April 4; and Mitchell Holmes, 21, of Elmhurst, near Butterfield and Poplar April 5.

of cannabis, possession of drug paraphernalia, unlawful possession of a controlled substance April 2 Amarion Kavea Lee Davis, 19, of Rockford, a passenger in a vehicle, was issued a citation for possession of cannabis near North and Route 83 at 8:04 p.m.

Juan Hernandez, 21, of Elmhurst, was issued a citation for possession of cannabis in the 300 block of N. York at 10:40 p.m.

April 1 Jorge Aguilar Gonzalez, 24, of Chicago, was charged with driving while license suspended, speeding and possession of cannabis subsequent to a traffic stop near North and Indiana at 8:38 p.m.

Theft or burglary/ identity theft/fraud/ forgery/deceptive practice/obstruction/ robbery April 5 Retail theft was reported at a store in the 300 block of S. Route 83 at 2:06 p.m. A victim told police that an unknown suspect described as a black male between 20 and 25 years old with facial hair and neck tattoos took various colognes and perfumes and left without paying. The suspect fled on foot eastbound on St Charles Road.

April 3 Retail theft was reported at a store in the 100 block of S. Route 83 at 7:11 p.m. A victim told police that a suspect described as a black male wearing a face mask took five pairs of gym shoes and one backpack, and ran out the back door of the store.

April 1 Police said officers observed a vehicle traveling at a high rate of speed eastbound near North and Route 83 at 1:40 a.m. The vehicle was found to be stolen out of Aurora.

Identity theft was reported in the 100 block of N. Addison at 11:32 a.m. A victim reports the suspect used her Social Security number to open a ComEd account for her home and now has unpaid electric bills.

Pending further investigation.

March 31 Burglary to a vehicle was reported in the 900 block of S. Kent at 3:36 p.m. A victim reports that an unknown offender took a SeeSnake standard camera, fiber optic cable with a camera on it, and a locater and case from the back of his work vehicle. The vehicle was parked on the street at the above location.

Attempted deceptive practice was reported in the 200 block of E. First at 3:45 p.m. A victim reports she received an email stating her Amazon order had shipped. The victim called the number listed and she was told to purchase a Google gift card for $200 to help reverse the Amazon charges. The victim hung up and is not out any money.

March 29 Identity theft was reported in the 100 block of N. Berteau at 9:45 a.m. A victim told police that an unknown suspect(s) had used the victim’s personal information in an attempt to open a charge account at Target.

The victim also learned that several credit inquiries about the victim were made by various businesses. The victim did not apply for credit at any of these inquiring businesses.

March 16-March 29 A victim at an ambulance service in the 300 block of W. Lake reports a few fleet gas cards were missing. Numerous purchases were made using those gas cards using the two suspects’ PIN numbers. Further investi-

gation is pending.

March 28 Identity theft was reported at Elm Creek Drive at 4:21 p.m. A victim reports an unknown suspect used her information to open a checking account with Wells Fargo Bank.

Wells Fargo flagged and froze the account.

Theft of catalytic converters

According to information provided last week by the Elmhurst Police Department, police reported two incidents of catalytic converters being removed and stolen from vehicles at the following locations: in the 800 block of S. Route 83 and in the 200 block of N. West

April 6 Police said Antoni Figueroa, 20, of Elmhurst, was found to not have a valid license and to have a warrant out of DuPage County subsequent to a traffic stop near York and Fullerton at 9:51 p.m.

April 5 Police said Jace Kelm, 25, of Bensenville, was found to be wanted out of DuPage County subsequent to a traffic stop near York and North End at 1:54 p.m.

Top Crime News Suspect “fixes” non-existent dent in car, demands payment from victim On April 4, a victim told police at 4:31 p.m. while sitting in his car in the parking lot of a store in the 900 block of S. York, an unknown suspect described only as “Hispanic” pulled behind him stating he could fix the dent in the victim’s car cheaper than the dealership. The victim was unaware of any previous damage to the vehicle. The suspect showed him a dent, used a suction cup to pull the dent out, applied an unknown substance to it, and then asked the victim for payment. The victim drove the suspect to the police department where he jumped out and fled to a black Jeep Cherokee without plates. The Jeep fled the scene and was located near I-290 but then fled from officers.

Texts allegedly include threats to kill recipient On April 4, Emilio Bartucci, 33, of Addison, was charged with harassment through electronic communications and for a threat to kill in the 100 block of E. Cayuga at 4:05 p.m.

Police said a victim reported receiving threatening text messages from their nephew whom they had previously employed. The text messages included threats to kill them, according to police.

Smart seller recognizes scam before it’s too late On April 1, police reported that a victim in the 400 block of E. Allison at 5:13 p.m., she was selling furniture on Facebook Marketplace. An unknown suspect stated they would pay with Zelle and stated they would send more than the asking price amount and asked if the victim could send the overage back. The victim determined it was a scam and the unknown suspect sent a threatening message to the victim. The victim did not lose any money and blocked the unknown buyer.

career,” said Rob Wagner, York High School assistant principal for athletics. “This award is most deserving. Coach Fite is a passionate coach that strives on developing an athlete’s skill set. Gena has a wealth of knowledge and she truly enjoys sharing it with the kids. She has built a solid program that the kids and staff take great pride in. We are

Coach Fite is one of five coaches in the state inducted this year. The coaches were nominated by head coaches throughout the state, and then selected by the IABC Honors Committee.

“My badminton accomplishments are a direct result of the 45 years worth of coaches who have come

before me and taught me how to work hard, how to play the game of badminton, and most importantly, how to win, and lose, with grace,” Coach Fite said. “It is such an honor to be selected by my peers for the IABC 2022 Hall of Fame.”

The ceremony will take place at the state meet at Hinsdale South High School on Thursday, May 12.

EATING TO PREVENT VISION LOSS New research suggests that a women’s risk for age-related macular degeneration (AMD), one of the leading causes of vision loss in older adults, may partially depend on diet. Specifically, researchers found that it was not the quantity of carbohydrates a woman consumed, but which carbohydrates she ate that had a bearing on her AMD risk. For the study, carbohydrates were separated according to where they stood on the “dietary glycemic index,” which is a measure of the quality of dietary carbohydrates. Over a ten-year period, it was found that women who consumed high-glycemic-index foods (such as white bread and French fries) had a higher risk of developing signs of early AMD than women who consumed low-glycemic-index foods (such as yams or lentils). Macular degeneration is caused by the breakdown of the macula, the central portion of the retina. Although the disease causes distorted central and color vision, it does not affect side vision. Recent studies indicate that certain changes to diet may help some women reduce their chances of developing macular degeneration. A way to make Illinois’ tax system more fair, and boost the state’s economy

By Ralph Martire For more than three decades, flaws in Illinois tax policy have resulted in two really bad consequences.

Illinois has created the textbook definition of a “structural deficit” by allowing annual revenue growth in the state’s General Fund to be typically insufficient to cover the cost of providing the same level of services from one fiscal year into the next. With more than 95 percent of General Fund expenditures in four core areas – education, health care, social services and public safety—the result is problematic. Add on Illinois’ consistent ranking as one of the most unfair, regressive tax systems nationally, and you have a painful net result: If you are low income in Illinois, you pay a high tax burden yet funding for the core services that enhance your community is low.

But a combination of good fortune, federal aid, and smart choices have significantly improved the fiscal outlook this year. So much so that Illinois now projects it will have a $3.4 billion on-budget surplus in its General Fund by year’s end. To his credit, Gov. JB Pritzker has proposed using a good portion of this surplus to pay down existing debt, fund pre-existing bills Illinois owes for things like health insurance claims and college assistance programs, and build up Illinois’ rainy day fund, to hedge against unforeseen future problems—all of which is very responsible.

There is, however, one more fiscally responsible thing the state can do that will really help families across Illinois: enact the initiatives detailed in House Bill 4920 and Senate Bill 3774.

First, the legislation would enhance the state’s existing Earned Income Credit—by increasing its dollar value as well as expanding eligibility for claiming it. Illinois’ EIC, which is based on the EITC given at the federal level, is a “refundable” tax credit targeted to low-income workers. This effectively puts money in the pockets of folks who need it most. And we know it works. When benefits provided under the federal EITC were increased as part of the American Rescue Plan Act, almost 1.5 million Illinoisans benefited.

The proposed Illinois legislation would also create a new refundable Child Tax Credit to help low-to-noincome families with dependent children. Again, we know this will make a meaningful difference if it becomes law. When the federal Child Tax Credit was increased under ARPA, it benefited nearly 90 percent of Illinois children who are under age 17.

Expanding the EIC and creating a Child Tax Credit make all the sense in the world at this point in time. A growing chorus of advocates across the political spectrum recognize the predicament faced by low-income workers—the hardest hit by the pandemic’s economic damage and suffering most from the inflation spike. They believe these tax policy changes are the right thing to do—and the data agree.

For instance, as noted previously Illinois has one of the most unfair tax systems in the nation. In fact, Illinois’ tax policy is so regressive it actually worsens the growing income inequality that has manifested in the state’s private economy over the past three decades. Indeed, between 1978 and 2018, 99 percent of Illinois households saw their annual income after inflation grow by 20 percent—a far cry from those in the top 1 percent, whose inflation adjusted incomes grew by 254 percent, or more than 10 times as much. Expanding the EIC and creating a refundable Child Tax Credit targeted to low-income workers would counter that trend and help make Illinois’ tax burden fairer.

Yet, we can still feel the very real, very painful economic after-effects of COVID-19 all around us: 17 percent of Illinois adults in rental housing are behind on paying rent. More than a quarter of adults here say they have a problem dealing with daily necessities like purchasing food, paying for housing or cars, or covering medical expenses.

Expanding the state EIC and creating a new Child Tax Credit as legislators have proposed, would give up to 4.8 million Illinoisans—or about 40 percent of the state’s population – at least $600 back in tax refunds, make the state’s tax policy fairer, reduce child poverty, and support lower-wage workers.

Better yet, those refunds will get pumped right back into local economies across Illinois. In fact, we estimate the state’s private sector economy will realize a stimulus that could top $1 billion if these credits are fully implemented as proposed – far more than the estimated upfront cost of about $415 million.

Now is the right time for Illinois to take income inequality head on and give working families the relief they deserve. Expanding the state’s EIC and creating a Child Tax Credit as currently proposed would be sound fiscal policy that will help Illinois build on its welcome good fiscal fortune.

Grief is a tough pill, but I’m a survivor

Grief teaches me new lessons every day.

I think writing about them is important because grief is a topic may of us shy away from. It’s uncomfortable. It’s beyond that.

It’s terrifying.

Because here’s the truth that none of us wants to hear: If you love someone, there is a very huge chance one of you will grieve the other at some point. Love culminates in grief.

We pretend this isn’t true, but there is no dodging the bullet.

Grief is a sniper. And that sniper got me.

But, if my experience and insight can help one person, then my words on this page are not in vain. I don’t think any of us wants to live a life without purpose – a life “in vain,” if you will.

So I continue sharing, when I think I’ve learned something new.

Sometimes I have what I call a eureka day. Today I believe that happened.

First, I want to point out the obvious. Grief is exceedingly personal. My grief isn’t yours and vice versa. With a show so focused on joy and self-expression, Blaemire assisted students in finding new ways to share themselves with the audience.

“He helped us with our presence and joy on stage in every movement and reaction,” said Rianna Roberts, a senior, “It has been exciting to watch scenes come together and energy build in my fellow cast mates throughout the process: Godspell is truly life and love.”

As is true with life, there are many juxtapositions to this much-beloved musical: joy and grief, hope and loss, excitement and fear. Students took this challenge to not only better themselves as performers, but as a community themselves.

“I am beyond excited for the world to watch this stunning, imperative musical,” student dance captain Meg Doan said. “Godspell is full of laughter, sadness, joy, and grief; it is a bittersweet ending to high school and I am beyond blessed to have grown extremely close with the whole cast -- a cast that loves and accepts everyone, a cast that is always there for each other, and a cast that is most definitely fit to build a beautiful city together.”

Statement from AARP State Director on Nursing Home Rate Reform bill AARP Illinois commends the Illinois General Assembly for passing the Nursing Home Rate Reform bill, bringing nursing home residents the high quality-care they have pleaded for and deserve.

Long before the COVID-19 pandemic took the lives of thousands of long-term care residents and staff, many facilities were plagued with dismal infection control, dangerous understaffing, and poor quality of care for our state’s most vulnerable population.

The reform is a step forward in offering safe, high quality and equitable care to residents. This bill invests in and retains quality frontline line staff who provide critical care to Illinois Medicaid nursing home

residents. The measure also requires greater transparency of nursing home ownership and revenue.

Senate approves plan to invest in childcare for first responders The Illinois Senate adopted a plan by State Senator Suzy Glowiak Hilton (D-Western Springs) to invest in childcare services for workers with non-traditional schedules, such as law enforcement officers, firefighters, EMS personnel, and others.

“Finding reliable childcare can be difficult for first responders and other third shift emergency workers,” Glowiak Hilton said. “By creating the ‘Off-hours Child Care Program Fund,’ Illinois is working to increase accessibility for parents in public service who work non-traditional hours.”

Under the proposal, the Department of Human Services would be required to establish and administer an Off-Hours Child Care Program to assist first responders and other workers with access to off-hours, night, or sleep time childcare. The program is subject to appropriation.

“Many state childcare facilities don’t offer services outside of normal work hours,” Glowiak Hilton said. “This measure will help fund childcare for hardworking individuals serving our communities.”

House Bill 1571 passed both chambers and moves for final consideration by the governor.

DuPage County, SCARCE hold 16th annual Sustainable Design Challenge Students from several DuPage County high schools displayed their green building projects to the public at the 16th annual Sustainable Design Challenge, held at DuPage County’s Administration Building in Wheaton.

Sponsored by DuPage County Stormwater Management, SCARCE coordinates the annual event, which encourages students to construct building and landscape models using environmental and water-friendly design practices. Participating high schools included York Community (Elmhurst), Glenbard East (Lombard), Wheaton Academy (West Chicago), Montini Catholic (Lombard), Hinsdale South (Darien) and Hinsdale Central. In addition, two student teams from Willowbrook High School (Villa Park) participated virtually.

“For the past two years, we have held the Challenge virtually, so I’m extremely excited to welcome students back in person for the first time since 2019,” said DuPage County Stormwater Management Committee Chairman Jim Zay. “I think I speak on behalf of the entire DuPage County Board when I say this is one of our favorite events

Twenty-three student teams presented models of their designs in-person to a panel of judges, as well as County Board members and County and municipal staff.

Students discussed the design elements that made their buildings sustainable, including renewable energy sources such as solar panels and wind turbines and water conservation elements such as native plant landscaping, rain barrels and other green infrastructure for stormwater management.

The DuPage County Stormwater Management Committee will recognize the top designs at their next meeting on May 3.

Kay McKeen, founder and executive director of SCARCE, credits much of the popularity of this event to schools advancing science, technology, mathematics and engineering (STEM) education.

“We have great teachers in DuPage County who encourage students to explore STEM fields both in and out of the classroom,” said McKeen. “The teachers never stop learning about new technology and sustainable practices, which are then passed down to the students. You can see the enthusiasm on all levels.”

During the event, students also learned about sustainable practices throughout DuPage County’s campus, including a green roof, rain garden, restored wetland and a new pollinator garden.

“We offered in-person and virtual participation options this year, and 23 of the 25 teams opted to present their projects in person, which allowed them to tour real-life applications of some of their project components,” added Zay.

Nicor launches Community Connection Center for support beyond bill payment

Nicor Gas is launching the Community Connection Center (C3), a new innovative, resource to help its customers with energy assistance payment options and other basic needs.

The C3 team is made up of skilled Nicor Gas employees dedicated to spending more time with customers to better help them contact organizations who specialize in assisting people gain access to energy efficiency, bill payments, housing, food, federal funding, and other essentials.

The program was created in response to increased customer requests for assistance in the wake of rising prices for all goods and services that have been further strained by global conflicts.

“Our communities are facing challenging times as the costs of consumer goods and services continue to rise,” said John O. Hudson III, president and CEO of Nicor Gas. “As longtime members and a source of stability in the communities we serve, we at Nicor Gas understand and want to assist our customers in overcoming these financial hurdles.

We have recruited talented employees with specific skills to offer more personal communication that is needed to better assist our neighbors who are struggling the most.”

The new C3 pilot program is designed to target customers who are

Yale scholar Miroslav Volf to give annual Niebuhr lecture Elmhurst University welcomes respected theologian on April 26

Miroslav Volf has been hailed as one of the most celebrated and respected theologians of our day. He is the Henry B. Wright Professor of Systematic Theology at Yale University Divinity School, and founding director of the Yale Center for Faith & Culture.

On Tuesday, April 26 beginning at 7 p.m., Volf will present “The World as God’s Home: Religion and Politics in the Visions of John of Patmos,” this year’s Niebuhr Lecture at Elmhurst University. It will be held in Irion Hall, Buik Recital Hall, on the campus of Elmhurst University.

A member of the Episcopal Church in the U.S.A. and the Evangelical Church in Croatia, Professor Volf has taken part in international ecumenical and interfaith dialogues and is an active participant in the Global Agenda Council on Values of the World Economic Forum. For three years, he taught a

course on Faith and Globalization with former British Prime Minister Tony Blair.

His book Exclusion and Embrace (1996) was a winner of the prestigious Grawemeyer Award in Religion, and Christianity Today named it one of the 100 most important religious books of the 20th century.

Lawmakers wrap up session with earlymorning passage of $46.5 billion state budget Package includes temporary tax cuts to soften impact of inflation

Illinois lawmakers worked until the early hours of April 9 to pass a $46.5 billion spending plan for the upcoming fiscal year, as well as a $1.8 billion package of mostly-temporary tax cuts that Democrats said are intended to soften the impact of inflation on working families.

The final proposals surfaced around 9 p.m. April 8, the same time the bills were being discussed by the Senate Executive Committee.

Republicans took issue with the late filing of the more than 4,700 pages of legislation outlining spending and tax policy for the upcoming fiscal year that begins July 1.

“Everybody in this room knows it’s damn near impossible to know what’s actually happening here without a bill being filed,” Sen. Chapin Rose, R-Mahomet, said at the hearing that concluded after 10 p.m.

“How do you possibly begin to ask questions about something that doesn’t yet exist?”

Democrats didn’t directly answer, but the numbers discussed at the evening hearing and later in floor debate were generally the same ones announced by Gov. JB Pritzker and Democratic leaders in the General Assembly during an April 7 news conference.

“This budget funds education, health care, public safety, it funds our pension liabilities, and it continues investing in our priorities,” Sen. Elgie Sims, D-Chicago, said during floor debate Saturday morning.

Lengthy negotiations between the governor and the leaders occurred throughout the week. A House proposal containing a budget framework was introduced April 5 and brought to a House committee April 6. But it was not the package that passed by the time lawmakers adjourned.

After 3 a.m. April 9 in the Senate and 5:30 a.m. in the House, lawmakers approved House Bill 900 appropriating funding, House Bill 4700 as what is called the budget implementation bill, and Senate Bill 157 laying out the tax relief proposal and revenue-related measures. The spending plans passed the House. It passed both chambers without Republican support, while the tax relief proposal passed with all but a handful of lawmakers supporting it between the two chambers.

Tax relief plan Sen. Michael Hastings, D-Frankfort, in the Senate Executive Committee hailed the tax relief package as “probably one of the largest savings to taxpayers that we’ve seen in the last decade.”

All but a handful of Republicans voted for the measure, but the GOP criticized it for consisting of mostly temporary tax relief.

The package would include $50 checks sent to Illinoisans earning

less than $200,000 annually for single filers and $100 checks for those filing jointly and earning less than $400,000. Families would also receive $100 per dependent up to three.

It would also permanently expand the earned income tax credit to 20 percent of the federal credit, up from 18 percent, at a cost of roughly $100 million per year. It would extend EITC eligibility to noncitizens who have an individual taxpayer identification number rather than a Social Security number.

It also calls for doubling the property tax rebate to qualifying homeowners, up to $300 per household, suspending a 2-3 cent motor fuel tax increase for six months, and suspending a 1 percent grocery tax for a year.

The motor fuel tax is the main funding source for road construction projects, so revenues lost from it would be replaced from other state funds.

The budget would also suspend the sales tax on back-to-school items and qualifying clothing items for a 10-day period, Aug. 5-14.

Other details The Fiscal Year 2023 spending plan also provides for the statutorily required $350 million in additional funding for public schools through the Evidence Based Funding formula that was originally adopted in 2017.

Higher education would see increases as well.

The portion of the state’s income tax going to local governments would increase from 6.06 percent to 6.16 percent.

Sims said the budget also included an increase of $80 million in the Criminal Justice Information Authority, $90 million to fund three state police cadet classes to provide an additional 300 state troopers, $33 million for a law enforcement camera grant program and $10 million for a newly created law enforcement officer recruitment retention pilot program.

The budget also directed an investment of $235 million in federal American Rescue Plan Act funding to the Reimagine Public Safety Act aimed at early crime intervention.

It directs $1 billion to the state’s “rainy day” fund, which had been spent down to essentially nothing during a two-year budget impasse between Republican former Gov. Bruce Rauner and legislative Democrats. Another $929 million was dedicated to paying back interfund borrowing.

Sims brought up the impasse during floor debate to contrast the current budget from the two-year period that crippled state finances. “(The budget) is built on and based on revenues that were higher than expected in the current fiscal year which will allow us to do some very innovative and positive things for the people of the state of Illinois,” Sims

said at the earlier committee hearing.

Rep. Greg Harris, D-Chicago, also invoked the impasse during his floor speech in praising the budget.

“This is a balanced budget. It’s a responsible budget. I know we’re gonna hear a lot of speeches. I know we’re gonna hear a lot of stunts,” he said.

“But for the people of Illinois, Democrats are delivering, Democrats are balancing the budget. Credit rating agencies are noting it, the civic organizations are noting it.”

The stronger-than-expected revenue performance created a surplus for the current year and led to increased projections for the upcoming fiscal year that begins July 1.

That was due in part to pandemic-triggered shifts in consumer behaviors that led to more spending on taxable goods than services which are not taxed in the state, increased federal unemployment benefits which are taxed at the state level, and increased tax revenue due to higher-priced consumer goods relating to inflation.

Those and other factors led to higher performance of sales tax and both personal and corporate income tax revenues, according to a presentation last month from the Illinois Department of Revenue.

Rep. Tom Demmer, R-Dixon, who is running for treasurer, said the pandemic-related revenue windfalls

have allowed Democrats to grow funding faster than year-after-year revenues.

“And when this one-time revenue dries up, the only thing you’ll know how to do is go back and raise taxes yet again,” he said.

Previous debt relief A surplus from the current fiscal year funded a large portion of some of the taxpayer relief measures and was also the source for an earlier debt reduction plan passed last month.

That plan included $1.4 billion to pay down state debts and allocated $2.7 billion in federal funds to partially pay down a $4.5 billion hole in the Unemployment Insurance Trust Fund.

That debt repayment action directed nearly $900 million from a current-year budget surplus to paying down past-due group health insurance bills, as well as $300 million in added pension payments and $230 million to pay off the debts of the state’s College Illinois program.

The budget approved April 8 would add another $200 million to the pension fund beyond statutory requirements, bringing the total added investment this session up to $500 million.

Still, the proposal left an unaddressed $1.8 billion hole in the Unemployment Trust Fund, and lawmakers did not take major action to

address it. They did, however, push back major insurance premium hikes on employers and benefit cuts to people collecting unemployment until January to allow more time for negotiation.

Early adjournment Final budget bills are typically among the last bills lawmakers pass before adjourning a legislative session, and this year as no different.

What was different was the fact that the session ended in early April rather than the end of May. The shortened schedule was largely due to this year’s election calendar being pushed back because of delays in releasing 2020 U.S. Census data, which in turn caused a delay in the decennial redistricting process.

As a result, this year’s primary elections, which normally would have been held in March, were pushed back to June 28. The shortened legislative session now gives lawmakers and other candidates for state offices more time to campaign ahead of the primaries.

And Republicans charged that the majority party’s budget conveniently scheduled much of the tax relief to expire after the election season.

York boys volleyball team wins Homewood-Flossmoor invitational Youthful Dukes go 6-0 out of the gate

They say age is just a number.

Apparently, the York boys volleyball team is taking that to heart. The youthful Dukes won their first six matches of the season, which included the Homewood-Flossmoor tournament championship.

York, with only one returning starter back, stood at 10-2 through late last week. At the Homewood tournament York defeated Lemont (20), Thornton Fractional co-op (2-0), Reavis (2-1), Argo (2-0) and Lemont again (2-1). The Dukes then dropped a West Suburban Conference Silver Division match to Glenbard West (20) before heading over to the Niles West invitational where it went 4-1 with wins over Lane Tech (2-0), Niles Notre Dame (2-0), Chicago Prosser (2-0) and Prospect (2-1). York lost to Vernon Hills (2-0) in the tournament.

A 10-2 mark has York on pace to easily blow by last year’s 13-8 record during the COVID-19-aletered season. York went 4-2 last year in WSC Silver action and took third place.

The Dukes lost to St. Francis in a regional championship match.

This year’s York squad returns only senior libero Jack Reishus from the 2021 starting lineup. Key newcomers include senior right side Wes Krissinger, junior outside Michael Rimington, along with sophomores Luke Shorter (outside hitter), Zach Brown (setter), Jack Zitek (setter), Owen Reifenrath (defensive specialist) and Jack Bute (outside hitter-defensive specialist).

Jake, but he’s one of the best, if not the best, liberos in the state,” York coach Ken Dowdy noted. “Our offense should be a strength with Zach and Jack running a 6-2. They are both very polished setters for being just sophomores. Our pin hitters are solid with Wes, Michael and Luke. Jack Bute is one of those kids, only a sophomore, who can fill a variety of positions, and he simply makes us a better team. He has such a high ceiling in regards to his skill set and talent.”

While Dowdy is excited for the potential of his young team, he likes the makeup of it even more. “I wouldn’t trade these guys for any other team,” he said. “It’s probably one of the most fun and talented groups of kids I have ever coached. I love and appreciate every day I get to see them in the gym. To be honest, I have to force them out of the gym most days or else they would stay there for who knows how long.”

Dowdy knows the WSC Silver

will once again be ultra-challenging.

“The West Suburban Silver is loaded this year,” Dowdy said. “Glenbard West, Lyons Township, OPRF and Downers North have unbelievable teams, but Hinsdale Central may be the team to beat. We are just looking to be competitive with the big boys with such a young team.”

Through 12 matches, Rimington was leading the team in kills with 69, while Shorter was a close second with 65 and Krissinger had 48. Bute was

hitting .469, while Rimington was at .356 on 132 swings. Sophomore Logan Rice had 35 kills and was hitting .278. Junior Tommy Vlahos was leading the team with 16 service aces, while Brown had 14 and Zitek had 12 and Reishus 10.

Vlahos was the team leader in blocks with 13, while Rice had 11.

Reishus was the team leader in digs with 140, while Brown had 51.

Brown had 125 setting assists, while Zitek had 110.

The York boys tennis team opened its 2022 season with a strong showing at its own quad meet. The Dukes went 2-1 there beating Buffalo grove 5-1, losing to Benet Academy 5-1 and defeating Geneva 6-0.

Coach Courtney Bison’s team is coming off a 2021 season where it went 9-8 overall and took fifth place in the West Suburban Conference Silver Division.

The doubles team of Gage Burkhardt and Sam Wit qualified for last year’s state doubles tournament and went 2-2 there.

Burkhardt graduated, while Wit is back for his senior season. Wit will play No. 1 singles after parts of three seasons as part of York’s top doubles team.

Wit won all three of his matches at the York quad, including key ones against Benet and Buffalo Grove. “Sam is representing our team well,” Bison said.

Other key members of the lineup include senior TJ Paul, who is a four-year varsity player, senior Gannon Rice, a three-year varsity player, sophomore Anthony Arnieri, a two-year varsity player, and freshmen Brennen Maxeiner and

Nate Yu. Seniors Jack Tuchscherer, Jonah Sweley and Sam McPherson, along with sophomores Adam Fennell, Even Chew, Luke Fidrocki, Bilal Mir and freshman Saveen Shah will also contribute.

“We have a competitive team that allows for us to mix both singles and doubles to find the best teams possible,” Bison explained.

“We are a younger team this year, which only gives us more time together to strive for success.”

Another major plus for the Dukes comes in the form of leadership, Bison noted. “We have leadership with our six returning seniors to guide our younger varsity players.

Pictured here is a group of volunteer gardening enthusiasts who will be on hand on Saturday, May 7, when First Congregational Church hosts its Green Garden Fair. Come out to buy or pick-up seedlings and learn new ways to garden from experts and exhibitors.

Attention gardeners! From 9 a.m. to 1 p.m. on Saturday, May 7, the First Congregational Church is bringing back their annual Green Garden Fair after a two-year hiatus due to COVID. If you preordered from their organic seedlings sale you will be able to pick up your purchases at the Fair. You will also be able to purchase additional organic herb, vegetable and flower seedlings provided

by West Star Organics in Cottage Grove, Wis. Organic compost and growing mix will be available in one cubic foot bags.

In addition, there will be numerous exhibitors on hand to help you learn how to live more sustainably, particularly as it relates to your garden.

The Elmhurst Cool Cities Coalition will be there to promote their “Start In Your Yard” initiative, encouraging na-

tive gardening and the University of Illinois Master Gardeners can answer your questions. “Caroline’s Birdie Tweets” will be selling bird seed ornaments, and City Bee Savers will be offering local, raw honey for sale. Sustain DuPage will give out heirloom pole beans. There will also be a sale of baked goods by Synapse House’s “Flour to Empower” Bakery.

Elmhurst residents will be able to order a rain barrel from the city to be delivered right to your front door. If you live outside Elmhurst, you will be able to get your rain barrel from the Conservation Foundation and learn more about their Conservation@Home project.

The church is located at 235 S. Kenilworth Ave. on the southwest corner of Church and Kenilworth in Elmhurst. For more information visit elmhurstucc.org.
