Elmhurst stands united in support of Ukraine A moment of togetherness, a day of giving set for April 6

The City of Elmhurst, Elmhurst District 205, Elmhurst Park District, Elmhurst Public Library, and Elmhurst University have joined in organizing an event on Wednesday, April 6th to support the people of Ukraine. Various local organizations will be participating and all are welcome to attend. Together, Elmhurst community members will stand in solidarity with the heroic people of Ukraine as they fight to maintain their democracy, while showing support to those who are concerned for their loved ones abroad, the millions who have been displaced, and for those grieving lives lost.

A moment of togetherness. A candlelight vigil will take place on Wednesday, April 6, beginning at 5:30 p.m. in Wilder Park. The community will be invited to join in a moment of togetherness which will include words spoken by our community leaders, personal stories from members of the Ukrainian community, a moment of silence, and a reading of the State Anthem of Ukraine. The event will be recorded and posted to the City’s YouTube page, ElmhurstTV. A day of giving.

Oberg receives Chairman’s Award

One of the most prestigious awards presented at the Gala is that of the Chairman’s Award, given by the Chairman of the Board to one outstanding member. This year’s recipient was Dave Oberg, executive director of the Elmhurst History Museum, who has made valuable contributions to the business community and coordinated the “Town and Gown” Olde Tyme Base Ball game held at the University last summer. It’s rare to find someone who doesn’t rely on a cup of caffeinated coffee to help them wake up in the morning.

“Caffeine is a natural drug that promotes alertness,” said Denise Valero, M.D., an internal medicine physician with Edward Medical Group. “It typically takes about 30 minutes to affect someone’s state of mind, but it stays in your body for hours. It can take about 10 hours to eliminate the caffeine from the body.”

March 17 Kevinneshia Terrell, 33, of River Grove, was charged with DUI, illegal transportation of open alcohol and unlawful possession of cannabis by driver in the 500 block of W. North at 11:01 p.m.

The Elmhurst Police Department recently reported the following arrests and citations.

Persons charged with domestic battery are not named in order to protect the privacy of victims.

Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law.

Juveniles age 17-or-younger are not named.

Harassment, threats

Assault, battery March 21 Police said a reporting officer responded to Elmhurst Hospital at 11:06 p.m. for a reported sexual assault. The reporting officer met with a hospital nurse who stated the patient did not want a law enforcement investigation or to be contacted.

March 17 Nathan Joel C. Castillo, 35, of Schiller Park, was charged with two counts of battery at an auto dealership in the 400 block of W. Lake at 11:10 a.m. According to police, a victim stated while at work, Castillo (a coworker) threw a cart at him, struck him with his fists, and left the scene.

Police said a reporting officer met with the victim in the 700 block of N. Geneva who reported he was struck by an unknown suspect(s) while in his driveway. The intoxicated victim stated he fell to the ground but was unable to gather information on the suspect or direction of travel.

A reporting officer spoke with a Highland Park Hospital nurse at 3 a.m. who reported the victim arrived in the emergency room, reporting she was sexually assaulted at an unknown location in Elmhurst. The victim did not wish to speak to police, and no information on the suspect was provided.

March 16 A reporting officer spoke with Central DuPage Hospital staff at 2:16 a.m. which reported a female patient arrived at the emergency room to report a sexual assault which occurred two days prior. The victim did not wish to speak to police and refused to provide further information.

Criminal damage, criminal trespass March 18-March 19 According to police, a Superior Ambulance employee states two of their company vehicles were parked in their lot at approximately 9 p.m. March 18. At 10:47 a.m. March 19, it was discovered that the Toyota Sienna had the rear hatch window completely shattered and a Ford Transit had the front windshield broken.

The area was checked for exterior cameras with no results.

Domestic battery, domestic incident, disorderly conduct, disturbance March 22 A victim near Swain and Adams told police at 4:08 p.m. that a juvenile suspect was driving behind her, blowing the horn, driving “reckless” and displayed his middle finger to her after she made a food delivery.

The suspect left but then came back doing the same thing. The juvenile suspect was cited with disorderly conduct and released to his mother.

CALL 800-222-TIPS March 21 Police said juvenile subjects were pounding on doors and ringing door bells saying “building on fire” and damaging property in the 200 block of N. Addison. The juvenile subjects were located and released to the custody of their parents. An investigation is pending.

March 17 A victim in the 500 block of N. West told police at 4:49 p.m. that she got into a verbal argument with her brother. The victim tried to close the rear door, but the suspect pushed it open and hit her with his right hand. The suspect denied striking the victim. Due to conflicting stories no arrests were made.

DUI, DUI-drugs, transportation of open alcohol, possession of open alcohol, consumption of alcohol by a minor March 22 Derrick Bradshaw, 29, of Chicago, was charged with possession of cannabis with intent to deliver, possession of over 100 grams of cannabis, DUI drugs, driving while license suspended, no insurance and illegal parking in a roadway near Lexington and York at 12:40 p.m.

March 21 Juan Ayala, 20, of Melrose Park, was charged with driving while license suspended, illegal transportation of alcohol and speeding subsequent to a traffic stop near North and Berteau at 8:56 p.m.

March 19 Edgar A. Casa, 27, of Glendale Heights, was charged with driving while license revoked, unlawful possession of cannabis by driver and possession of open alcohol near Schiller and York at 7:37 a.m.

Trevonta M. Diggs, 27, of Westchester, was charged with possession of cannabis by a driver, possession of open alcohol and received a warning for improper display of registration plate subsequent to a traffic stop near Route 83 and North at 5:43 a.m.

March 18 Christopher Thompson, 31, of Westchester, was charged with DUI, improper lane usage, illegal transportation of open alcohol and no insurance subsequent to a single vehicle crash near Harvard and York at 4:12 p.m.

Samuel Sanfilippo, 46, of Elmhurst, was charged with DUI, driving on the wrong side of the road, driving with expired license plates and damage to city property subsequent to a single vehicle crash near Hillside and Eggleston at 10:34 p.m.

March 23 A victim in the 300 block of N. Ridgeland told police at 2:36 p.m. that her cousin has been harassing her by calling and texting continuously. The victim told him to stop contacting her and he has not. A reporting officer contacted the suspect and advised him a warrant would be issued if he continues.

Possession of cannabis in a vehicle

According to information provided last week by the Elmhurst Police Department, police reported one incident of unlawful possession of cannabis in a vehicle by a driver or a passenger: Thomas Boeh, 23, of Antioch near Bryan and Van Buren at 3:52 a.m.

Suspicious circumstances March 18-March 21 Police said it appeared that a window and screen had been tampered with over the weekend at a school in the 100 block of Victory Parkway. After further investigation, it was determined that the exterior window may have been left slightly ajar and the interior window was still locked.

Theft or burglary/identity theft/fraud/forgery/ deceptive practice/ obstruction/robbery March 23 Identity theft was reported in the 200 block of E. Crescent at 4:42 p.m. Subsequent to an ongoing identity theft investigation, the victim’s identity was found to have been used to open a credit card account at the Home Depot store in Oakbrook Terrace. A purchase was attempted but was declined.

Jan. 29-March 23 Identity theft was reported in the 100 block of Poplar. A victim reports an unknown suspect(s) opened two Wells Fargo accounts using his information. The bank closed the accounts and there is no dollar loss.

March 22 Fraud was reported in the 400 block of W. Fremont at 12:45 p.m. A victim told police that she was hired by a company called North Texas Contracting on LinkedIn to draw art.

The company stated it would pay her for her artwork. The company then sent her a check for more than the agreed amount, telling her to deposit it and send them back a specified amount of the check. The victim deposited the check; however, did not send them the money.

The check was later found to be fraudulent.

March 21-March 22 Burglary to a vehicle was reported in the 800 block of S. Swain. A victim told police that an unknown suspect(s) entered his unlocked vehicle that was parked in his driveway overnight. Items were removed from the vehicle.

March 21 Identity theft was reported in the 400 block of N. Addison at 5:11 p.m. A victim told police that an unknown suspect(s) claiming to be from PayPal attempted to gain access to the victim’s bank account after telling him he was due a refund. The victim contacted his bank and found there to be no suspicious activity.

March 20 Martin Manion, 64, of Elmhurst, was issued a citation for theft near Butterfield and Eldridge at 7:51 p.m. According to police, a complainant related that the suspect was seen removing several political signs from the parkway at the above location. Officers located the suspect, whom police said admitted to removing signs from the parkway.

March 19 Theft was reported at a store in the 300 block of S. Route 83 at 1:27 p.m. A reporting officer met with the victim who reported he was approached by an unknown suspect described as an Asian female who placed a necklace on his neck and at the same time took a gold chain the victim was wearing. The unknown suspect left the area in a white Ford Explorer last seen heading northbound through the parking lot.

This case is pending investigation.

Retail theft was reported at a store in the 600 block of N. York at 3:34 p.m. Police said that subsequent to a retail theft in progress, the suspect, described as a male between the ages of 21 and 35, removed seven boxes of over-thecounter medication and left the store without paying. The area was checked for the suspect and vehicle with no results.

Theft was reported at an entertainment business in the 300 block of W. Lake at 9:45 p.m. A reporting officer met with the victims who reported they were approached by two unknown suspects described as black males who asked to borrow the victims’ toy water guns. The unknown suspects kept the guns and left the scene in a black Ford Focus and a red Chevrolet Monte Carlo before shooting a water pellet at the victim. This case is pending investigation.

March 16 Identity theft was reported at a business in the 600 block of W. Grand at 4:38 p.m. A complainant told police that an unknown suspect(s) forged electronic checks through his business checking account.

March 15 Theft by deception was reported in the 800 block of S. Prospect at 1:39 p.m. A victim told police he received a phone call from someone claiming to be from Amazon and stated there was fraudulent activity on his account. The victim purchased a Target gift card and supplied the number to the suspect. The victim checked his other accounts and had several fraudulent purchases. The victim closed all accounts that were affected.

March 2-March 15 Identity theft was reported in the 400 block of N. Highland. A victim told police that an unknown suspect(s) cashed fraudulent checks from his bank account sometime between the above dates.

March 8 Burglary to a vehicle was reported at a business in the 600 block of W. North at 2:29 p.m. A victim told police that an unknown suspect(s) entered her unlocked Enterprise rental

A right side of the tracks and a wrong side of the tracks I made a presentation at the District 205 Board of Education on math standards, on March 15.

When I sat down, two old ladies (I am 78) near me were talking. When the low scores at Conrad Fischer were brought up, they made a snide comment, that was to the effect, “What else would you expect from that group?” I kept silent and now I am writing about “that group.”

It is an inconvenient truth that there is a right side and a wrong side of the tracks. When my wife and I returned from an assignment with the DOD in Taiwan, in 1969, she decided that we would live in Elmhurst. I had a job promise, from the powers that be, in the CPS, that I could return to the Budlong in Chicago. It was a school of very competitive Eastern European Jewish immigrants and just as competitive Greek immigrants. In

other words, it was heaven on earth.

Every time a test was passed back, some Greek kid would say, “How many Greek 100s?” A Jewish kid would do the same. I kept up with my CPS, Budlong friends. Over the years, I would hear about another M.D., lawyer, or engineer from the Greek or Jewish community. This was the public schools at their very best. This is what U-205 should be, but isn’t.

When we were looking to build a house in Elmhurst, I was using the Army Corps of Engineer maps to select our lot. Flooding not proper social class drove our decision. We ended up building in Skunk Hollow.

That is, Elmhurst, south of the power lies and north of Crestview. Never a drop of water. I could have bought on Spring Road, but then I would have been in a “flooding hollow.”

Elmhurst has more class lines than

the division between North Korea and South Korea.

South of the tracks was the place the original German people of quality bought property. Think of the Glos Mansion, Wilder Mansion, and Sturges Parkway.

One of the ladies I worked with had grown up on Cottage Hill. She was taken to school by her nanny.

The playground was segregated by social class. The hired help formed a line on the playground. The children of quality were protected from the working class and mercantile class children. Those children played rough and used coarse language.

They also lived north of the tracks or east of York Road.

The next line of demarcation was North Avenue. On the south side of the street was York Township.

York Township was good. Addison Township was on the north side of the street. Addison Township bad.

Both Bensenville and Addison were in Addison Township and had Mexicans.

OK, here we go again. Armitage.

This street marks the boundary between School District 3, the old Churchville District, and District 46 which included the rest of the town. You should know how school districts get their numbers. They get their number in the order they were created. District 3 was created way before District 46.

Even Lombard and Villa Park came before Elmhurst. They are Districts 44 and 45. Get this fact: the Bensenville School District is #22 in DuPage County.

Drawing upon his career advising retirees, a retirement expert volunteering with The Society for Financial Awareness will soon bring a free, wide-ranging two-part course called “Retire with Confidence” to Elmhurst University.

Greg Kurinec is teaching the classroom course at the university, located at 190 S. Prospect Ave. in Elmhurst.

The course is designed for people 50 to 70 years old who are in or nearing retirement.

The two-session curriculum will be covered over consecutive Thursdays and Saturdays—people can choose either 6 p.m. to 9 p.m. on Thursday, May 5 and Thursday, May 12, or from 9 a.m. to Noon on Saturday, May 7 and Saturday, May 14.

Reader is worried Pritzker’s budget could fall short to help her son, others I write today on behalf of my 30-year-old non-verbal son, Matthew, who has lived for seven years in an Elmhurst home operated by UCP Seguin, a community agency that cares for people with disabilities.

After a recent surgery, Matthew’s doctor suggested that he rehabilitate in a nursing home. I called UCP Seguin for advice because a nursing home does not have experience with the kind of care a developmentally disabled person needs.

These were the words that followed: “Matthew belongs in his home with the people who know him and love him.” This meant the world to me because I trust Matthew’s caregivers. They are skilled at addressing his needs. They understand his silent communication and know how to respond. The caregivers at Matthew’s home know exactly how to care for him. And to lose them? Unimaginable.

Unfortunately, this is the situation thousands of families in Illinois face. Significant underfunding from the state created a crisis in the community provider system that cares for people with disabilities,

including an inability to recruit and retain qualified caregivers. Providers are forced to close homes, limit services and turn away families who are desperate for support.

Matthew needs 24/7 care from dedicated, patient, well-trained and well-paid caregivers. He deserves a system that supports him in living a full, meaningful life. I urge our state lawmakers to consider Matthew and the thousands of Illinoisans with disabilities when they negotiate this year’s state budget.

Luckily, our lawmakers have a roadmap. In December 2020, the Illinois Department of Human Services released an independent study that lays out a clear list of priorities and the funding required to implement them.

Governor Pritzker’s proposed budget falls $152 million short of the $246.8 million increase needed to fully fund the study’s recommendations and stabilize the system. Without this funding, the safety and well-being of people with disabilities is gravely at risk. They deserve more.

Illinois doesn’t know where it’s going

By Jim Nowlan I spoke recently to an audience of attorneys and financial planners about the future of Illinois. I asked for a show of hands as to who thought our state would reverse the almost 1 percent decline in population we experienced in the past decade.

Only 1 of 30 thought it was likely.

Why, I asked: high taxes; climate; business climate; corruption, and lack of state pride were responses from this highly educated group.

Yes, I agreed, Illinois has obvious shortcomings, yet the state has incredible strengths as well, which would make Illinois an economic powerhouse otherwise.

And the problems are fixable, though politically daunting.

Now let’s look at the positive side of the ledger, which is strikingly bright, in ways I rarely hear trumpeted. Former state commerce director Jim Schultz of Effingham sums it up succinctly: In each of the five critical Rs— roads, rails, runways, rivers and routers—Illinois is among the top three states in the nation.

I called Jim and told him he should add a six R: research.

A recent ranking of graduate research universities found the universities of Chicago, Northwestern and Illinois to be among the top 20 in the world—3 of 20, not just in the nation, but in the world.

I could go through each of the Rs in detail, but space limits me: Yet, look at a highway map of the U.S. See the density of interstate highways crisscrossing Illinois— thicker than for just about any state. We have more miles, 2,200, of interstate highways than any states in the nation other than California and Texas. And, our state is located smack dab in the middle of the world’s largest market.

Our strengths would be the envy of most other states, if I weren’t for our weaknesses. Yet, the weaknesses can be addressed.

Other states have done so.

I contend the biggest problem for Illinois is that the state doesn’t know where it is going. That is, there is no roadmap to where we want the state to be in 10 years, and of what it would take to get us there.

I continue to be confounded that the state has never—never— done any long-term thinking.

The closest we have is the 6,000 disparate bills introduced into the legislature every two years. Crazy.

The singular piece of forward thinking in Illinois history was the Burnham Plan for Chicago of the early 1900s, led by the architect Daniel Burnham and commissioned by the Commercial Club of Chicago. The effort followed on the heels of the stupendous Chicago World’s Fair of 1893, visited by 27 million folks from around the world.

So, the City of Big Shoulders, as Sandburg described the city, knew it could do big things.

After much work, the plan was presented to the City Council, which also labored over the plan, ultimately adopting about half the recommendations. But what marvelous results: A magnificent lakefront reserved, not for private property owners, but for the public. Wide boulevards and a spectacular park system, and more. Chicagoans and visitors have benefited every day since its adoption in 1909.

Texans think big. Their business leadership has been developing a Texas 2036 plan, for where they want Texas to be on the 200th anniversary of their nationhood.

They have a Can-Do attitude.

Illinoisans are so down in the mouth about our future that we have a Can’t-Do frame of mind. There are, people think, too many political and interest group obstacles in our way. Elon Musk would be appalled at such thinking.

The business leadership of the 19th Century, such as Marshall Field, Potter Palmer, Bertha Honore Palmer, Julius Rosenwald (who built Sears), focused on the city they loved and built.

Chicago’s bigtime CEOs today at such behemoths as McDonald’s, Boeing, CAT, United Airlines are up their eyeballs in alligators heading global companies; they don’t have much time for Illinois, even though if it were a nation, the Illinois economy would be one of the top 20 in the world.

I have an idea of how to tap into an incredible underutilized resource.

We all need an Alice in our life

The doorbell rang unexpectedly tonight. I wasn’t anticipating anyone.

I went to answer it and got quite a wonderful gift.

Outside my front door stood a lovely, petite woman with bright blue eyes. She wore designer glasses, hoop earrings and turquoise Nikes. Her hair was a medium blond with just hints of gray here and there. She was a stranger; but not for long.

Within moments, she’d introduced herself as Alice, the friend I’ve corresponded with via mail sent the old-fashioned way. Alice reads my column in a newspaper in Ohio and she’s taken the time to write me and send cards on numerous occasions. I return the favor.

We’ve become pen pal friends.

Until tonight. Tonight we became real friends because she showed up on my doorstep to say, “Hi,” and I quickly realized her mind and outlook are as bright as her eyes.

Did I mention Alice is 98? We’d never met. She didn’t know where I lived. She just had the return address from a card I’d sent. She happened to be on vacation in Florida and decided to go out of her way to find me. (And Florida is not a small state.)

daughter served as chauffeur for this visit. But it was Alice, alone, who navigated the two steps to reach my front door. It was Alice, alone, who rang the doorbell and greeted me when I answered. She may be small in stature, but her presence is anything but.

We sat on my front porch with her daughter and chatted. They couldn’t stay long because they were on their way to a different destination. I was a pit stop, and glad to be one.

I am in awe and wonder that Alice decided she wanted to meet me in person and then made it happen. She is 98 and teaching me things every time we cross paths.

She is brave and alive in ways that many people many years younger could only hope to be. It brings tears to my eyes.

Today she wondered aloud why she is still here on earth. I tried to tell her, “Alice, you are teaching us all so many things.” I hope she heard.

Today Alice taught me there are items on my bucket list that I haven’t even thought of. Meeting her was definitely one of them.

I wish she could have stayed longer. I wish I could have asked her questions and listened to her answers for hours. Her visit was one of those moments in life that we don’t always realize are magic until they are all but over.

This one I realized.

Stop by anytime you are in the neighborhood, Alice. (And your daughter, Pat, too.) My door is always open. Next time I’ll put on a pot of coffee or a kettle for tea and maybe you can stay just a little bit longer. I’d like that.

No, I’d love that.

Sometimes angels arrive in our lives with their wings spread wide.

Other times they step up onto our front porch wearing turquoise Nikes.

I met my friend, Alice, today.

She is 98 years young and I’m so glad to know her.

Glowiak Hilton commends more than $1.8 million awarded to local businesses

Small businesses in Cook and DuPage counties across the 24th Senate District were awarded more than $1.8 million in funding from the Back to Business program thanks to advocacy and support from State Senator Suzy Glowiak Hilton (D-Western Springs).

“Businesses have begun moving forward from the COVID-19 pandemic, however, there are still some needing support to fully recover,” Glowiak Hilton said.

“The Back to Business grant program is vital to keeping doors open

for thousands of small businesses across the state.”

The B2B grants are awarded by the Illinois Department of Commerce and Economic Opportunity using funds allocated by the American Rescue Plan.

So far – thanks to strong support from Senator Glowiak Hilton – DCEO has provided $200 million in B2B grants to small businesses throughout the state with an emphasis on disproportionately impacted areas.

With nearly $50 million left to go,

more businesses will have the opportunity to get a share of the relief funds.

“Strong patronage and local support is critical to the health of our small business community,” Glowiak Hilton said. “I’m happy to see so many businesses across the region take advantage of this opportunity.”

By nine years old, both his parents had died and his brother Leo and his wife Madge took him in their home in Elmhurst. It would be a loving family that would welcome in the birth of a daughter Carol Sunke and a son Lee. Carol and Lee would become more like a brother and sister to Don than a nephew and niece. Today Don is survived by Carol Sunke and countless nephews and nieces.

Pierson J. Van Alten, 94 Pierson J. Van Alten joined his Lord and Savior on March 16, 2022, at the age of 94.

An immunologist and an avid reader, Pierson was cherished for his quiet wisdom and dry humor. Although his career was in medical research and he wrote numerous academic articles, he was more than a man of science.

He took joy in chasing fires with his son and discussing literature with his daughter. He served several terms as an elder on the council of Elmhurst Christian Reformed Church. His grandchildren remember his love of classical music, garden pruning, and nature-centered vacations. He strove to stay active and rode his bike through his mid 80s. Throughout his life he was accompanied by his wife of 68 years, Lu, his best friend and

An Elmhurst resident for more than 60 years, Pierson was born on Feb, 21, 1928, in Grand Rapids, Mich. After graduating from Calvin College, he served in the U.S. Army from 1951–53. He then earned his M.A. and Ph.D. from Michigan State University and completed a postdoc at UCLA. He was a professor at the University of Illinois at Chicago, College of Medicine for over 30 years. His research was at the forefront of developmental immunobiology, and he enjoyed working in the lab with his graduate students. During his tenure, he also served as a visiting professor at the University of Minnesota, Minneapolis and at the University of Bern in Switzerland.

Pierson was preceded in death by his brother, Dr. Lloyd Van Alten; his parents, Daniel and Anna (née Zuidema) Van Alten; brothers-in-law, Rev. Gordon Stuit and Dr. Daniel

Hendriken; and sisters-in-law, Grace Van Alten, Clare Westendorp, and Win Westendorp. DuPage Community Transformation Partnership releases grant guidelines

Guidelines include eligibility, application deadlines

The DuPage Community Transformation Partnership (Partnership) released guidelines for its inaugural grant program. The Partnership’s goal is to support programs focused on eliminating food insecurity, promoting housing stability, and providing effective mental health and substance use disorder prevention or treatment programs for DuPage County residents. Guidelines are available at dupagefoundation.org/ DCTP. The Partnership designed two grant categories to address immediate and long-term needs in the community in response to the COVID-19 health emergency.

Donald Bennett Before the pandemic, a trip to the downtown Elmhurst Jewel might have gotten you an invitation from Don Bennett to join him for a cup of coffee and an offer to pick up the tab for your soup or salad. To Don, there were no strangers just friends he hadn’t met. From his Elmhurst Terrace apartment, Don would be seen on his bike heading to the Courts, library, Prairie Cafe, Fred’s Place, the Farmers Market and others. Over the years he got quite a following.

This soft-spoken Christian man, who did not say much, would be the catalyst to bring people together creating lasting friendships. As people got to know Don better, they found him to be a man who loved our country and was very concerned how far the nation had drifted away from the Constitution as written by our founding fathers. His copy of the Constitution was always with him and anyone interested would receive one.

We thank Donald Bennett for his service as a Korean War veteran.

During the war he was stationed in Nevada with a platoon that was involved with testing of nuclear warheads shot out from huge cannons. The cannon would shoot the bomb three miles and explode into a mushroom cloud. After the nuclear blast, Don’s platoon was assured there was no risk to walk the three miles to ground zero without any protective clothing. Don would develop a rash on his hands and lung issues that he attributed to the radiation exposure. He was the last surviving member of his platoon, but Don beat the odds reaching

The pandemic greatly accelerated online food purchases and created a new revenue stream for many restaurants in the form of curbside sales.

And now, even as masks come off with the lifting of mandates at many locations around the U.S., those trends in the food industry are expected to continue or even grow.

Andrew Harig, vice president of tax, trade, sustainability and policy for the Food Industry Association, and Hudson Riehle, of the National Restaurant Association, discussed food industry trends during USDA’s 98th annual Ag Outlook Forum.

“2021 was one of the most difficult years we’ve faced, even more so than 2020, with COVID, supply chain disruptions and inflation that carried into 2022,” Harig said.

“Consumers are being remarkably resilient.

We’ve seen a big rise in online shopping, but a real anxiousness to get back to stores to select items for themselves.”

A recent survey shows consumers’ preferred method of shopping is a combination of in-store and online at 35%, followed by 34% in-store only and 28% online. The remaining 3% reported no preference.

These shopping trends are expected to continue with nearly two-thirds of consumers now purchasing at least a portion of their food online. The top influencers of food purchases are good value, product quality and overall price, Harig reported.

Meanwhile, the restaurant industry bounced back last year from tremendous losses in 2020,

but nowhere near pre-pandemic levels. Restaurant sales totaled just $659 billion in 2020 (down from a forecast entering the year of $899 billion) before recovering to around $800 billion last year.

“There has been some recovery from the depths of the pandemic,” Riehle said. “And (sales) continue to improve, but it looks to be another year of transition.”

The food service industry continues to deal with a shift in sales from in-house to takeout, high food and transportation costs, and a lack of available workers. Wholesale food price inflation jumped 7.8% last year.

Only six states had as many or more food service workers at the end of February compared to pre-pandemic levels, according to Riehle. In Illinois, the number of food service workers is still down about 12% compared to pre-pandemic levels.

“On-premises restaurant dining is still down significantly,” Riehle said. “Drive-through, curbside and delivery has been a lifeline to the industry.”

Looking ahead, Riehle foresees more streamlining of menus in restaurants to adjust for supply issues along with the use of more technology and more online orders.

“It’s going to be a while before we can make adjustments to get the supply side caught up,” Harig said. “Really, for the first time, I think a lot of consumers are beginning to realize just how complex the supply chain can be.”

Elmhurst District 205 will be represented at the National level in the PTA Reflections Competition. Delilah Kamins, an eighth grade student at Churchville Middle School, submitted her entry “Shop For Your World” in the Film Production category. Members of the Illinois Firefighters Association joined state legislators at a news conference March 23 to outline a measure that they claim would recruit more long-term volunteer firefighters and EMS personnel by offering them a tax credit.

Senate Bill 3027 would provide a

$500 tax credit to those who serve as volunteer firefighters or EMS personnel.

To qualify for the tax credit, volunteers must work for a fire department or fire protection district for at least nine months and not receive more than $10,000 in compensation for those services during the taxable year.

Sen. Christopher Belt, D-Swansea, chief sponsor of the bill, said offering the tax credit would help address the shortage of firefighter and EMS personnel at departments that rely on volunteers.

“These individuals give up their personal time that could be spent with their families to ensure the well-being of our state’s residents

with no monetary incentive,” Belt said.

The bill states that if the tax credit exceeds the tax liability for the year, the excess can be applied to the earliest tax year in which there is a tax liability. The credit will not reduce a taxpayer’s liability to less than zero.

18, Belt noted that if the bill is approved, it would cost about $20 million to $22 million in lost revenue to implement it. Belt said the cost upfront pales in comparison to the lives lost without volunteer firefighters and EMS workers.

Lawmakers direct $2.7 billion in federal funds toward $4.5 billion unemployment deficit Pritzker says he’ll sign it as negotiations continue on addressing remaining debt

Illinois lawmakers last week advanced a measure to allocate $2.7 billion in federal American Rescue Plan Act funds to pay down more than half of the state’s outstanding $4.5 billion Unemployment Insurance Trust Fund debt.

The measure, an amendment to Senate Bill 2803, also included over $1.4 billion in general revenue fund spending to pay down other state debts.

Debate lasted nearly an hour in the House March 23 as the bill passed 68-43 with only Democratic support.

The Senate passed it Thursday on a 39-16 vote, also with only Democratic support.

Gov. JB Pritzker said at a news conference March 24 that he will sign the bill as soon as it hits his desk.

“Every Republican voted against paying down our state’s debts,” Pritzker said at the news conference in his office. “Clearly, they’ve decided that because it’s an election year, they’re willing to put politics ahead of the people of Illinois. It drives me crazy to see that it drives them crazy to acknowledge the Democrats have done what their party hasn’t done – pay down debt and balance the budget while giving people real tax relief.”

Republicans, meanwhile, said that not allocating greater funding to the trust fund deficit will force some combination of tax increases on employers or benefit cuts to those on unemployment as a solution to paying down the remaining $1.8 billion in trust fund debt.

dressing the massive $4.5 billion in outstanding debt. We’re hopeful that negotiations will continue to resolve the remaining balance of this unprecedented deficit.”

Private bonding is a path being considered again this time around.

The state needed to act by April 1 to keep all options – including increasing premiums, lowering benefits or bonding—on the table moving forward, according to House Majority Leader Greg Harris, a Chicago Democrat who sponsored the bill. Hoffman said he is hopeful the parties will agree by the April 8 adjournment date.

The governor’s office held closed-door meetings throughout the day on March 23 to discuss the debt retirement proposal. A late amendment increased the previously planned allocation to the trust fund from $2 billion to the $2.7 billion sum.

After the governor’s March 24 news conference, the parties returned to negotiations.

Partisan disagreement Democrats said the $2.7 billion will come from an unallocated ARPA fund balance that sits at about $3.5 billion. Illinois received $8.1 billion directly from the ARPA stimulus plan signed by President Joe Biden last year.

But Republicans urged full repayment of the $4.5 billion, noting that about $6.9 billion in ARPA funds remains unspent, even if more than that has been promised in previous spending plans that passed the General Assembly.

Before the pandemic, the state had $1.2 billion in its trust fund, Rep. Tom Demmer, R-Dixon, said in a floor speech on March 23. Republicans urged the state to use ARPA funds to replenish that amount as well.

“So you might ask what happens when our unemployment insurance trust fund is in debt?” Demmer said. “Two things: One, a major tax increase on every job in the state of Illinois; and two, a benefit reduction for every worker in the state of Illinois. It’s a lose-lose scenario.

Taxes go up; benefits go down because the fund is in debt.”

Republicans urged reallocating other ARPA funds, particularly a $1 billion sum allocated last year to capital projects, to pay down the entire debt to stave off the negative consequences for employers and workers.

Republican Senators, in a March 24 news conference after the vote, did not identify any other ARPA funds that they would like to see reallocated to be put toward the trust fund.

“If it was up to me, I would have taken $5.5 billion a year ago—$4.5 billion to completely wipe out this debt that we have to the federal government … and $1 billion to get back to our $1 billion solvency target, which is part of the law today,” Sen. Win Stoller, R-East Peoria, said at the GOP news conference.

GOP Senators said a $16 billion revenue windfall in recent years— including $8.1 billion from ARPA, $3.4 billion from a previous federal

stimulus and $4.6 billion in state revenue growth beyond what was projected for the current year— should have first been used to pay down the deficit before other allocations.

Democrats called their action a fiscally prudent measure that goes a long way to addressing the trust fund problem while allowing other necessary expenditures of ARPA funds.

“You know as well as I do that we’ve used the ARPA funding during this emergency to support those institutions and those businesses who have been on the frontlines and delivering health care in our communities,” Harris said in response to Republican criticisms March 23.

He pointed to spending for hospitals, nursing homes and purchases of personal protective equipment, as well as trust fund payments to gig workers and increased unemployment payments to workers which were paid by the federal government.

“And actually, I’m proud that we spent that money to be sure that these Illinoisans were protected, and the fact that you want to take it away from them, you think we should have shorted them—shame on you,” he said.

Pritzker pointed to other expenditures of federal funds such as to aid child care providers, small businesses, homeowners and renters.

Interest accruing As of March 23, the state had already accrued $41 million of interest on the debt and it continued to accrue at a rate of 1.59 percent.

That interest was due to be paid

by Sept. 30, according to the U.S. Treasury.

By November, without action, that interest was expected to grow to $80 million, Hoffman said. Interest can’t be paid through ARPA, so it would require a General Revenue Fund allotment, he added.

Taking action by November would diminish that amount, he said.

GOP lawmakers argued that Democrats could have staved off some of that interest accrual by acting earlier. When lawmakers passed a budget last year, Sen. Chapin Rose, R-Mahomet, and other Republicans called out the majority party for not acting on the trust fund deficit.

“When I brought this up a year ago, and I said you are failing to take action, you are going to make this worse, and you’re going to hurt people,” he said Thursday. “And here we are a year later. That’s exactly what’s happened.”

Because Democrats put off action on the trust fund for over a year, the GOP said, interest not only accrued on the outstanding debt, but interest rates for the bonding the state is considering to pay down the remaining $1.8 billion will have increased as well.

In July, Pritzker incorrectly told Capitol News Illinois that ARPA funds could not be used to pay down trust fund deficits although several states had already done so.

Other debt repayment The measure also allocated $898 million in general revenue funds to pay off old group health insurance bills, an added $300 million to pension payments beyond statutory levels and $230 million to pay off the unfunded liabilities of the College Illinois savings program—all cornerstones of Pritzker’s debt retirement initiatives put forth in his budget proposal. Those allotments will come from the state’s General Revenue Funds from the anticipated Fiscal Year 2022 surplus.

The pension spending would create $1 billion in savings to the state’s pension system over its life, while the group health insurance payments would save over $100 million in interest and the College Illinois payment would create a $75 million savings, according to estimates from House Democrats.

“By following through on our commitments to dedicate one-time revenues to one-time costs or liabilities, we are delivering Illinoisans, a stronger budget and a stronger state for years to come,” Pritzker said.

York girls lacrosse team filled with college-committed talent Dukes score wins over St. Ignatius and Glenbrook South

The York girls’ lacrosse team was off to a solid 2-1 start to the 2022 season that included a tussle with the Midwest’s No. 1-ranked team.

The Dukes lost to Loyola Academy to start the season. The Ramblers are the top-ranked girls lacrosse team in the Midwest. York rebounded from that loss with a 20-4 win against Chicago St. Ignatius where Bella Swanson scored eight goals. The Dukes then downed Glenbrook South 16-5.

Elle Duhig had eight goals and 17 draw controls in that contest.

The Dukes were 14-6 overall last year and finished 5-1 in West Suburban Conference play. York lost to Hinsdale Central in the sectional round of the playoffs. Coach Ryan Walz noted York was ranked No. 4 by the online statistical service Max Preps the last two years.

Walz’ roster this spring is loaded with senior talent that will play the sport at the next level. Swanson, a se-

nior midfielder who was an all-state, all-sectional and all-WSC pick last year, is headed to Queens University.

Senior midfielder Duhig, all-sectional and all-conference in 2021, is going to Central Michigan University.

Elle Duhig had eight goals and 17 draw controls to help lead the York girls lacrosse team to a recent 16-5 victory over Glenbrook South.

The results have been almost entirely positive for the York boys’ water polo team in the early going of the 2022 season. York was 7-1 overall after a 16-4 West Suburban Conference Silver Division win against Oak Park-River Forest.

The Dukes also recently won

the Conant invitational highlighted by goalie Jack Schroeder’s shutout against Glenbrook South. York lost 11-10 to Naperville North where sophomore Gavin Honken scored six goals in the contest.

The Dukes are coming off a 2021 slate where they went 21-7 and took second in the WSC with a 6-2 mark.

The Dukes were ranked fifth in the final 2021 Illpolo.com boys rankings.

Coach Brian Drumm welcomes back the aforementioned Schroeder, a senior and fourth-team all-state selection last year. Schroeder is committed to play water polo at Occidental College in Los Angeles next season.

Also back are senior attacker and returning starter Matthew Czech, junior utility lefty Nicholas Kamenica, who was a varsity regular as a sophomore last year, and senior center defender Mathew Skwiot, also a varsity regular as a junior in 2021. Schroeder and Kamenica were both selected to the ODP Midwest Zone team that competed at nationals in California earlier this month.

Pritzker announces initiative to improve children’s behavioral health services Six state agencies to work together to determine improvements

Gov. JB Pritzker announced the launch of an initiative to improve behavioral and mental health services for children.

The Children’s Behavioral Health Transformation Initiative will help build a coordinated response between six state agencies in an effort to support children with behavioral health needs while increasing transparency in

the process.

At the governor’s direction, the departments of Human Services, Children and Family Services, Public Health, Healthcare and Family Services, Juvenile Justice and State Board of Education are to take part in a working group aimed at bettering support for children in need of behavioral health services.

health development of children and the integrity and stability of families.”

Michelle Trager, a mother of four, told the story of how her oldest son, who is now 16 years old and lives in a residential facility in another state, has been in and out of the juvenile justice system due to significant health struggles.

Trager said they adopted him when he was 14 months old and as he aged he increasingly struggled with emotional and behavioral problems that impacted his everyday life. For more than a decade, Trager sought interventions and recommendations from professionals to help her son.

But she said it came to a point when her son’s behavior was disruptive and dangerous to himself and those around him. A comprehensive evaluation was performed that revealed the likelihood of her son having prenatal alcohol exposure with a background of early childhood trauma.

By the time Trager was advised and required by the school district to seek residential treatment, none of the limited number of facilities would or could accept him. Trager said at age 14, her son spent 331 days in county detention and continually harmed himself, resulting in multiple trips to the emergency room.

“Out of 10 (visits), only once was the hospital able to secure admission to an inpatient psychiatric unit which sent him back to detention after two weeks of ineffective treatment,” Trager said.

Her son was eventually moved to the Department of Juvenile Justice where they realized he needed treatment and not incarceration.

Due to her son meeting his time limit at the DJJ, he was discharged even though he was not deemed safe to return home.

With no Illinois State Police-approved facilities available for help, Trager said they had to find a residential placement out-of-state but had to go through due process in court to send him to an out-of-state facility.

The six state agencies are to work through a step-by-step process that examines and reviews if children and their families have access to behavioral health services in their community,

schools or through residential programs.

Agencies will review the allocation of resources to meet needs within existing programs, eligibility requirements for different levels of care, barriers to interagency coordination and the best practices from other child-serving systems across the country.

Rich Bobby said the non-profit Little City facility at which he is senior chief program officer serves children and adults who are impacted by autism, intellectual, and other mental and behavioral health challenges.

Bobby noted that problems regarding the state’s behavioral health response date back more than a decade, but the pandemic has made it “incomprehensible to a point where families are just at their wits’ end.”

Data from the Centers for Disease Control and Prevention found that children’s mental-health related emergency visits increased from March to October 2020. In Illinois, more than 100,000 students with disabilities receive social, psychological or counseling services.

In the proposed budget for Fiscal Year 2023, DHS would receive $50 million from federal funds for programs that address trauma, mental and behavioral health.

DHS and the other five state agencies would partner with community-based organizations to establish and support the new federal 988 crisis line and response services for individuals experiencing a mental health crisis.

The budget also includes $150 million to fully implement the Pathways to Success Program for children with serious mental illnesses.

Pathways to Success is a program through DHS for Medicaid-enrolled children under the age of 21 who have behavioral and mental health needs.

The program provides access to an evidence-based model of intensive care coordination and home and community-based services.

“Our children are our greatest treasure and not one of them should fall through the cracks because of an antiquated system that is too small and too slow to fit the scope of their needs,” Pritzker said.

According to information provided last week by the Elmhurst Police Department, police reported one incident of catalytic converters being removed and stolen from vehicles at the following locations: at a hotel in the 300 block of N. Route 83 at 6:34 a.m.

Jan. 15 Identity theft was reported in the 100 block of E. Vallette. A victim told police that a suspect made a fraudulent purchase on her Discover card using her information. An investigation is pending.

Feb. 4 Theft was reported at a school in the 200 block of N. Emory. A victim told police that her son’s clarinet was lost or stolen from the school.

The school was checked with no results. The clarinet was entered into LEADS.

“They don’t do it for the money (or) do it for the glory,” Bennett said. “They do it because they are committed to their communities, their neighbors and their families and they want to help.”

The measure passed the Senate unanimously but awaits further consideration in the House. The House Revenue and Finance Committee was expected to discuss uncertainty as to how the tax credit would be implemented on March 24.
