Bipartisan coalition pushes for local government reform CAPITOL NEWS ILLINOIS

A bipartisan coalition hosted a Capitol press conference last week to support and highlight legislation aimed at limiting the size, scope and cost of local government.

DuPage County Board Chairman

Dan Cronin said Illinois has the second highest property tax rate in the nation and more than 7,000 units of local government.

The coalition of local government reform advocates and interest group is known as Transform Illinois.

Democratic State Sens. Suzy Glowiak of Western Springs and Tom Cullerton of Villa Park both spoke in favor of reforms. Cronin said Cullerton’s work in the legislature helped DuPage County cut or consolidate seven units of local government.

Democratic State Rep. Rita Mayfield of Waukegan also spoke on behalf of reforms, especially to school district efficiencies.

On the Republican side, State Sen. Sue Rezin of Morris said Illinois’ cost for education administrators

was up to five times higher than in similarly sized states, causing Illinois property taxes to skyrocket. Her Senate Bill 1287 would allow voters to decide through referendum if multiple districts should consolidate superintendent offices. That bill is stuck in committee, she said.

State Rep. David McSweeney (R-Barrington Hills) and state Sen. John Curran (R-Downers Grove) also took part in the press conference to support reforms.

‘Right to garden’ bill to challenge home rule powers Dispute between Elmhurst, homeowner makes way to Statehouse

A three-year fight between an Elmhurst homeowner and the city’s government made its way to the Illinois Senate last week as the local government committee mulled a statewide solution to the underlying dispute.

Bill 1675 would allow Illinoisans, no matter in what municipality they reside, to construct temporary structures for gardening throughout the colder months, often referred to as “hoop houses.”

Hoop houses come in many shapes and sizes, but are generally foundationless structures enclosed by an opaque plastic membrane to keep in warmth and sunlight.

Nicole Virgil, an Elmhurst resident, built such a structure in her backyard in the fall of 2015 to continue gardening throughout the winter.

Since then, the issue has ballooned into one over not just hoop houses, but the pre-emption of home rule powers that allow municipalities to dictate their own zoning and planning codes, among other things.

Backstory Less than a week after putting up the original hoop house, which at its apex stood about nine feet tall in an 11.5-by-32-foot rectangle, Virgil was visited by Elmhurst’s code enforcement department to address a neighbor’s complaint about the structure’s aesthetics.

“We were told then that as long as it’s temporary, we could keep it up,” Virgil said.

But in testimony last week, Elmhurst City Manager James Grabowski disputed that claim and said the city “explained to them our code and why they couldn’t have it,” but allowed them to keep it up until 2016.

No records of the original conversation exist to prove either side correct, but Virgil denied she was told to take down the structure, although she did so anyway in April 2016 when winter ended and the temporary hoop house was no longer needed.

When she and her husband put it back up in the fall of that year, they were again approached by the city’s code enforcement department, this time with clear instructions to take it down.

Virgil says she was confused by this contradictory demand, and asked for the specific ordinance prohibiting the hoop house.

“It took a while, but they said we were breaking the mobile home code and the permanent building code,” Virgil said, adding that she did not comply with the city’s request because the hoop house was neither a mobile home nor a permanent structure.

Grabowski did not respond to questions about this claim in time for publication.

The matter then went to court, where two judges ruled twice in favor of the city, after which Virgil took the structure down.

But Virgil said because so many other temporary structures were allowed to stand in Elmhurst, she pursued the matter further, working to get the city to change the code used to ban the hoop house.

So starting in 2017, Grabowski said, the city discussed the matter at three city council meetings, five development planning meetings and three zoning and planning commission meetings.

That process, which Virgil says was riddled with non-responses and the denial to hear the matter in committee, ended in late 2018, when the Elmhurst zoning commission recommended that hoop houses be allowed, but with dimensions no greater than 100 square feet and six feet tall.

“You couldn’t buy a hoop house as small as they’re talking about.

You couldn’t even stand up in it, couldn’t move much,” Virgil said, adding that such a small structure wouldn’t allow the proper thermal mass to grow food, anyway.

Regardless, the Elmhurst City Council voted against the recommendation and reaffirmed its ban on hoop houses in February 2019.

“We are deeply concerned regarding this bill and our local control over zoning and structures,” Grabowski said in a hearing last week. “The mayor and I feel that this issue should be resolved locally.”

mains, according to Cullerton, who said he spoke to Elmhurst Mayor Steven Morley last week. Although Morley could not be reached on a question about what that resolution would look like, Cullerton said they plan to talk more during the week.

Virgil said last week was the first she’d heard of a desire for resolution.

“I have no evidence that the City of Elmhurst would have talked to us about this at all, except for the fact that I’m standing in the Statehouse,” Virgil said. “The cities are upset that Elmhurst didn’t find a resolution and keep this issue inhouse. Now that it’s at the state

level, they feel the potential to lose what they think is some measure of operational control in their local governments.”

Last week’s committee meeting was subject matter only, so no vote was taken. But state Sen. Linda Holmes, D-Aurora, the committee chair, said she would prefer a local resolution so that SB 1675 does not come up again next week.

But if it does, said Democratic committee member Sen. David Koehler of Peoria, “I fully approve to make a motion to approve this.”

Legislation That was when Virgil says she was approached by a supporter who owned a garden store in Villa Park, who told her to go to Cullerton for a legislative solution to the issue.

From that point, SB 1675 was drafted by the Illinois Environmental Council to allow any Illinoisan to build a temporary hoop house structure on their property—not just in Elmhurst.

Environmental and food-growing advocates, including the IEC, Advocates for Urban Agriculture and the Illinois Stewardship Alliance, contend the bill protects the natural right of every Illinoisan to grow their own food, or “the right to garden.”

Opponents, including representatives of the city of Elmhurst and other municipalities, say the bill should not be in the state legislature because it is strictly a local issue.

“This is an issue that should be determined locally,” said Brad Cole, executive director of the Illinois Municipal League. “When you pass a law, it affects everybody.

Because one applicant was unhappy with a decision that went against her, it’s not a reason to change state law necessarily.”

Referencing the almost 1,500 witness slips in support of the bill, Virgil called that idea “absurd.”

“It’s not one person that wants it,” Virgil said. “I just happen to be the person who has the time, energy, wherewithal and skillset to advocate for it.”

While the bill would pre-empt home rule, groups backing Virgil call it necessary.

“Maybe this is something that gets resolved locally,” said Rebecca Osland, an attorney that does government relations for the Illinois Stewardship Alliance. “But then, if this issue starts popping up again, we’re going to have to come back to the table to ensure that people’s rights to produce their own food are

March 13 Police said officers responded to the Elmhurst Hospital parking lot for a physical domestic. Subsequent to reportedly battering the victim, the suspect allegedly struck a hospital security guard and fled the scene in the victim’s vehicle. A warrant has been issued for the suspect’s arrest for two counts of domestic battery, aggravated battery and criminal trespass to a vehicle.

March 12 Police said officers were dispatched to Gottlieb Hospital for a report of a pedestrian who was hit by a vehicle in the area of North and York at around 1:37 a.m. Upon further investigation, it was determined that the victim was involved in a traffic altercation, was intentionally struck by a vehicle and suffered minor injuries. An investigation is pending.

March 9 A victim told police at around 4:57 p.m. that she and her boyfriend had a verbal exchange between an unknown male and female while at a pub on Spring Road. A short time later, the victim and her boyfriend went to a pub in the 100 block of N. York where another argument ensued with the same two subjects. The unknown male then pushed the victim in the face and victim’s boyfriend punched the unknown male twice. The area was checked for the unknown male and female with no results. The victim did not wish to sign complaints.

March 10 Brandon Travelstead, 30, of Wheaton, was issued citations for public intoxication and possession of drug paraphernalia in the 100 block of E. Schiller at around 10:59 a.m.

March 9 William Bell, 49, of Villa Park, was issued a citation for disorderly conduct-public intoxication at the Elmhurst Public Library at around 4:52 p.m.

Connor Brewer, 24, of Addison, was charged with disorderly conduct-public intoxication in the 300 block of Berkley at around 2:26 p.m.

Sean Wetherell, 24, of Rock Island, was issued a citation for disorderly conduct-public intoxication in the 400 block of S. Argyle at around 5:02 p.m.

Josiah Yeaman, 45, of Wheaton, was issued a citation for disorderly conduct-public intoxication subsequent to conducting a bar check in the 100 block of S. York at around 6:31 p.m.

March 8 Police said officers responded to the report of an intoxicated subject who fell numerous times while walking down the street and was accompanied by three small children near York and Church at around 4:57 p.m. The subject, Matthew K. Decker, 43, of Elmhurst, was located and found to be highly intoxicated, according to police.

A family member responded to the scene to care for the children. Decker was charged with disorderly conduct-endangering the life of a child, pedestrian under the influence of alcohol.

March 11 A 21-year-old Elmhurst man was charged with domestic battery in the 600 block of N. Willow at around 12:33 a.m. Police said the suspect pushed the victim to the ground and struck him numerous times in the face with his forearm.

March 9 Danielle Melone, 40, of Elmhurst, was charged with DUI-physical control, endangering the life of a child, resisting a police officer and disobeying a stop sign subsequent to a traffic stop near Vallette and Mitchell at around 6:16 p.m.

March 8 Taurus M. Tyler, 26, of Chicago, was charged with DUI, improper lane usage, improper turn and no valid registration subsequent to a traffic stop near York and Grand at around 1 a.m.

Harassment, threats March 8 Police said officers responded to a report of a road rage incident involving a gun near Route 83 and I-290 at around 12:47 p.m. The suspect was located and admitted to being involved in a road rage incident with another vehicle. It was determined the incident occurred in Addison. The Addison Police responded to the scene and took over the investigation.

March 14 Erik Vazquez, 25, of Chicago, was issued citations for possession of cannabis, possession of drug paraphernalia and illegally tinted windows subsequent to a traffic stop near North and Berteau at around 2:36 a.m.

March 13 A victim in the 100 block of E. Schiller told police at around 5 p.m. that while shopping, she noticed her wallet was missing. The wallet was later located on a sidewalk, a short distance from the store. The victim stated that her driver’s license and her debit card were missing from the wallet. The victim contacted her bank and learned that there were no transactions conducted using her debit card. Her driver’s license was entered into LEADS. March 6-March 13 A vehicle was reported stolen from a car dealership in the 200 block of W. Grand. A complainant told police that the suspect used fraudulent personal information to purchase a vehicle from the dealership. The suspect told the complainant that he would return the vehicle, but has failed to do so. The vehicle and license plates were entered into LEADS. March 11 Retail theft was reported at a pharmacy in the 100 block of W. North at around 1:17 a.m.

A victim told police that an unknown suspect described as a black male took clothing and left without paying. The suspect left in a possible black Nissan Altima with unknown registration.

Retail theft was reported at a store in the 600 block of N. York at around 12 noon. A complainant told police he was informed by an employee that there was an open spot on the liquor shelf where bottles of vodka are displayed. Upon reviewing security footage, a male suspect was observed placing four bottles of vodka inside his coat and exiting the store without paying. Total value is $131.96.

March 9 A complainant at a store in the 100 block of W. North told police at around 4:10 p.m. that a suspect described as a black male, around 6’3”, with a slender build and wearing a baseball cap, a black coat, blue jeans and white sneakers walked into the store and was recog-

nized by the complainant from a previous retail theft. He left the store a few minutes later setting off the security alarm. After reviewing the security footage, the male was observed concealing two bottles of Hennessey in his coat. The area was checked for the suspect with no results.

March 8 Retail theft was reported at a store in the 600 block of N. York at around 12 noon. Upon reviewing the store’s video surveillance, loss prevention employees observed the suspect select five bottles of vodka and several cleaning products. The suspect exited the store without paying for the items. The suspect was described as an Hispanic male, between 25-35 years old, around 5’10” to 6’, between 200 and 220 pounds, with a thin moustache or goatee, wearing a white straight billed baseball cap, a blue Chicago Cubs coat, a dark colored hoodie and dark pants.

Theft was reported at a store in the 100 block of N. Addison at around 10:17 a.m. A victim told police that he went to the store to receive an appraisal for his coin collection.

Upon getting the coin collection back, the victim related that the sleeve for a 1984 Olympic Gold Coin was missing. The suspect denied taking the sleeve, stating it has no value and he would have no use for it.

A complainant related at a store in the 200 block of S. Route 83 told police at around 11:38 a.m. that he observed a suspicious suspect riding a bicycle and circling the parking lot on the north side of the store. The suspect fled the scene after noticing he was being watched. A search of the area yielded a tagged and packaged comforter set and pillow. The store director was notified and the items were placed into evidence. The suspect was described as a black male, approximately 30 years old, wearing a white hat, a dark jacket, dark jeans and riding a dark colored mountain bike.

March 7 A complainant at a store in the 900 block of S. York told police at around 9:30 p.m. that related two suspects concealed bottles of alcohol in their jackets. The suspects were confronted and relinquished four bottles of alcohol and food items. The suspects exited the store and left the scene in a red Toyota van. It is unknown if the suspects left the scene with any stolen merchandise. Dec. 14, 2018 Identity theft was reported in the 400 block of East Court. A victim told police that an unknown suspect(s) ordered merchandise from a home and gifts shop using his name and address. The order was shipped to Gary, Ind., under a name that the victim did not know. The victim did not suffer any dollar loss.

Warrant arrest March 12 Police said Tara Gilligan, 23, of Joliet, was found to have a valid warrant from the DuPage County Sheriff’s Office subsequent to a traffic stop near West and St. Charles at around 8:21 p.m. Gilligan also was charged with driving while license suspended, driving without headlights when required and no insurance.

Police said officers confirmed that Daniel Jasch, 24, of Elmhurst, had an active warrant out of the DuPage County Sheriff’s Office in the 15W600 block of Diversey at around 7:33 p.m.

Police said officers confirmed that Vance E. Lubben, 24, of Elmhurst, had a warrant from the DuPage County Sheriff’s Office in the 100 block of Virginia at around 9:44 p.m.

March 10 Police said Alfredo Campos, 22, of Elmwood Park, was found to have a valid warrant out of the DuPage County Sheriff’s Office subsequent to a traffic stop near York at Crestview at around 9:40 a.m. Campos also was charged with driving while license revoked and tinted windows.

Tom Benezra, 60 Tom Benezra passed away suddenly from atherosclerotic cardiovascular disease on January 31, 2019, at the age of 60. Tom played varsity tennis at York High School, and was part of the class of 1976. He played varsity tennis at the University of Oregon, then at Northwestern University. After graduating from college, Tom played the professional tennis circuit, while also being a club tennis pro/instructor. Switching professions, Tom became a salesman of men’s clothing. Tom went on to spend 18 years in the wine business.

He was often quoted in the Chicago Tribune’s wine column and other wine literature. Many of his customers praised his talent for recommending the perfect wine.

Most recently, Tom was a senior design consultant at a window treatment company. He was a member of the Elmhurst Art Museum and the Elmhurst Historical Society. He frequently attended Elmhurst Symphony Orchestra concerts. He loved to play the piano and occasionally, composed his own music. Tom was a sensitive, philosophical, caring human being. He was athletic, active, loved to cook, ate healthfully and never drank to excess. He led a responsible, full and productive life until the day of his passing. Tom is survived by his life partner, Marianne Lanning; his brother Philip (Felicia), and Phil’s son Noah (Katie); his sister Beth Benezra and her three children, Elise, Rachel and Quinn Cordo; his stepmother Barbara Benezra; his stepsiblings Beth Morovich, Chuck (Lisa) Saletta, Jr., and Kate Saletta; as well as many other relatives and friends whose lives he touched. Tom was predeceased by his parents E. Eliot Benezra, MD and Betty Howe Schreiber (Howard). Tom’s body was cremated. A Memorial Gathering will be held on Saturday, March 30 at 2:30 p.m. in the Alexander Room of the Frick Center on the campus of Elmhurst College. Donations in Tom’s memory are appreciated to the Elmhurst Art Museum (elmhurstartmuseum.org), the Elmhurst Historical Society (elmhursthistory. org), the Elmhurst Symphony (elmhurstsymphony.org) or a charity of your choice. Cullerton supports measure to allow residential greenhouses An Elmhurst family may soon be able to extend their backyard gardening season, thanks to state Sen. Tom Cullerton (D-Villa Park).

The Senate’s Local Government Committee heard testimony on Wednesday, March 13, in support of Cullerton’s measure, Senate Bill 1675, which would stop municipalities from banning the construction of a season extension or crop protection device such as a hoop house from Oct. 1 to April 15 every year.

“Hoop houses allow residents to extend growing season to grow fresh produce all year round,” Cullerton said. “It’s a shame that the state needed to get involved to allow local residents to take advantage of countless health benefits throughout our winter months.

My hope is the City of Elmhurst reaches a swift and responsible decision in the next week to avoid the state’s involvement.”

The issue began in 2015, when city officials told Nicole Virgil and her husband, Dan, that their hoop house violated city rules and directed them to take it down. The Virgils had designed and built a hoop house, which is a series of large hoops or bows—made of metal, plastic pipe or wood—covered with a layer of heavy greenhouse plastic. The plastic is stretched tight and fastened to

baseboards with strips of wood, metal or wire. Hoop houses can be used to grow some crops year-round.

Since then, the Virgils have been battling zoning restrictions to get the city’s permission to extend their backyard gardening season. The Elmhurst City Council voted on the matter again in February, blocking the hoop house with the mayor casting a rare tie-breaker vote.

“Local and state government exists to preserve the rights of the people,” Nicole Virgil said. “I would like units of local government to respect and support the benign backyard activities of residents.”

The initiative is supported by the Illinois Environmental Council, Sustain DuPage, Urban Canopy, DuPage County Farm Bureau, DuPage NAACP, Eco-Justice Collaborative, Sierra Club and Elmhurst Hoop House.

Nearly 1,500 supporters have expressed their support for the measure.

Cullerton hopes the City of Elmhurst will enact policies that will allow residents like Virgil to keep backyard gardens year round. The matter remains under discussion in the Senate’s Local Government Committee.

As a seasoned non-profit professional intimately familiar with the role of a board and a former park and recreation professional I can confidently say that Claire Kubiesa is my choice for the Elmhurst Park Board of Commissioners. I had the pleasure of spending much of my formative years as a resident of Elmhurst and returned there as a resident after college. One of my most valuable summer jobs in college was working as a playground leader for the park district as I worked toward my degree in Parks and Recreation.

I have known Claire for over 25 years. She understands what it takes to be a good and effective park district commissioner. She cares about her community, and is seeking and listening to their input and is committed to balancing residents’ needs as well as working with the staff and adhering to the park district’s mission statement, goals and values.

Growing up in Elmhurst, she has always been actively involved in park district and other community activities, and continues to do so, either partaking in classes or volunteering.

As the district takes on the challenge of vision 20/20, Claire will be an excellent asset to the board to help guide the park district into the start of their next 100 years. She wants to help make the Elmhurst Park District a destination place for you and your family, and most importantly, remain fiscally responsible in doing so. I have spoken with Claire at length about her desire and her perceptions

of what makes a good board member and I am confident that she very much understands the differences between the roles of the board and staff-something I find as a critical foundation piece in any successful board governed organization.

District 205 student supports Snyder The opinion of a High School student may not seem appreciated normally, especially if you know a teenager yourself, but today’s normalcy is unique; it requires people to use their voice. My name is Jack Castanoli and I’m a junior at York High School. Although I’m too young to vote in the April 2 election, I’ve been watching the race for District 205 school board not only because local elections are as important as any other election, but because there will be lots of changes in the district because of the passage of the new referendum. New schools will be built, and all other schools are scheduled for significant upgrades.

This election will affect all of us, not just Lincoln and Field students. One of the candidates that I am extremely excited about and believe that can bring stability and necessary experience in our school board is Gordon Snyder. I’ve known Mr. Snyder my whole life and he would be a perfect

addition to the District 205 School Board. He genuinely cares about the community and has the experience as an engineer needed for the future of our schools. He has the experience needed for the future of our community. Above all, he has the experience needed for the future of your children. It is vital that we put someone on the School Board that will bring the experience necessary, as Mr. Snyder is a manager of large-scale construction projects. My classmates, your children, or your peers should learn in an updated environment, not one that is falling apart. Mr. Snyder’s experience has taught all of us that not only can he fix it or build it, but he can get it done. Trautmann best for School Board, reader says As an Elmhurst resident and mother of two students in District 205, I have deep gratitude to all the candidates running for District 205 School Board. Their desire to serve our community should be recognized and commended. Of the candidates running, I believe Courtenae Trautmann stands out from the field with the qualities, experience, and readiness the Board needs to match the challenges facing our school district.

I have known Courtenae for the last five years and have watched her work tirelessly within our school community, whether leading as PTA president or contributing on district-wide initiatives. As residents in District 205 approach April 2, three School Board candidates without question deserve the vote. These are Bojana Carey, Chris Kocinski, and Stephan Schlesinger.

The community has approached our current Board about multiple issues of late. Several of the topics they have referenced are complex.

Just as many (including larger class sizes, concerns about special education, teachers’ ability to be heard without fear of professional backlash, and inequity) might be deemed “sensitive” because they force us to look at difficult situations that don’t inherently have an easy answer.

I respect Bojana, Chris, and Stephan not because they agree with me on every point. My veneration for them stems from their willingness to evaluate every point. To listen, rather than merely hear. To tackle the tough angles that we may not always want to see--but that impact our community and therefore warrant time and attention.

Top two on ballot should be top two for COD, say legislators The past four years witnessed dramatic change and great progress for the College of Du Page. At times the struggle to reverse a culture that had gone astray was difficult but ultimately, good government, reform, and transparency won. Residents and taxpayers cast their votes to help right the ship and get us on course.

And with their help and inspiration, we succeeded.

As the College enters a new phase of accountability and oversight (particularly for faculty contracts), the April 2nd consolidated election is an opportunity to reinforce those efforts.

of the challenges the college will face in both the short and long term; and keen understanding of how the college impacts the county’s taxpayers. Marc Incrocci is lifelong resident of DuPage County. He is committed to keeping tuition affordable for our students. Marc, who has been a leader in the Craftsman movement, has many innovative ideas about maintaining and increasing enrollment at COD. Since COD students are in incredible demand in the Business and Technology/Advanced Manufacturing area, he plans to be a champion for expanding access to our classes and job training within the trades; a key area where jobs exist and qualified applicants do not. It’s a perfect mission where COD can provide concrete solutions and facilitate job growth. As a Director of Organization Development for a Transportation company, Marc understands the need for an educated and skilled workforce. This will lend itself very well to many of the College’s current initiatives including Project Hire-Ed and Guided Pathways.

Elmhurst College holds 49th annual President’s Breakfast VanAken, Mayor Morley tout City-College Commission

The day was sunny and bright at 7:30 a.m. on Saturday, March 9 when more than 100 people gathered at Elmhurst College to take part in the 49th annual President’s Breakfast hosted by President Dr. Troy VanAken and his wife Dr. Annette VanAken.

After the invocation by Chaplain Scott Matheny, Former House Speaker and Presidential Advisor Lee A. Daniels opened the program with a quip about being criticized by 5th Ward Alderman Scott Levin for not having a green tie to wear for St. Patrick’s Day. With that, Levin rushed to the front of the room with one of the green napkins on the table and offered it to Daniels as a substitute.

When Elmhurst Mayor Steve Morley was invited to the dais, he talked about the City/College Commission – the “Town and Gown” Committee, if you will – a Commission of people from throughout the City along with a group of representatives from the College, whose purpose is to find “synergistic” ways the two entities can work together.

The mayor spoke briefly about the College’s recent Symposium about Generations Y and Z, what it is like to employ them, and how to market to their interests. Clearly impressed with the event, Morley’s take-away was the need for empathy, not just invoking our own values and perceptions on others without at least hearing them out and understanding their point of view.

“We need to wear their shoes and they need to wear ours,” he said. “We each need to know what the other is feeling and experiencing.”

College, Dr. Troy VanAken was his usual candid, personable and enthusiastic self, opening with a positive and upbeat video which talked about lifelong learning, how they reach students, and how important it is to help them in their transition from high school to college to “real life.”

Just after last year’s breakfast event, Dr. VanAken had gone into a meeting to finalize the new Strategic Plan. With that and the updated Facilities Master Plan, things are coming together for a celebration of Elmhurst College’s Sesquicentennial year in 2021.

VanAken talked about some of the events that have taken place over the past year, including guest lectures from author Doris Kearns Goodwin and from Quest lecturers Bill and Guiliana Rancic; the June Jazz Fest; and the upcoming first-ever “Drone Summer Camp” during the week of July 14-21.

“It will be a chance to observe and take part in building and coding drones,” VanAken explained. “People are invited to fly their own drones autonomously. It’s the first of its kind and we’re really looking forward to it.”

He also mentioned the All-School Pink-Out, held in October for Breast Cancer Awareness Month, which inspired him to purchase a pink suit – including the shirt, tie and shoes – from eBay. New and continuing scholarship programs were next on VanAken’s list, announcing that the first-ever American Dream Scholarships had been awarded to first-generation students, that is, the first in their families to ever go to college. He also mentioned EC’s other Honor programs, scholarships and the Niebuhr Service to Society Competition.

The Six Pillars of the Strategic Plan In discussing the Strategic Plan, VanAken said there were six pillars: • student experience; • academic excellence; • diversity, inclusion, and responsible citizenship; • workplace environment, faculty, staff and professional development; • financial stewardship; and, • campus infrastructure.

“More than $16 million has been raised through fundraising efforts,” he said. “We also have $124 million in long-term investment and endowments.”

Regarding infrastructure, VanAken expressed that part of the Campus Master Plan was to extend and enhance the area near Prospect and Park Ave. to create a more inviting gateway to the campus and to meld with the downtown area.

In conclusion, he mentioned the dates of upcoming events, including Giving Day on May 2.

“Last year, we received $287,810 on Giving Day,” he said.

Other event dates include: May 30 -- Graduation June 15 -- June Jazz Festival July 26 – Elmhurst Cycling Classic After the breakfast, most of the community including the VanAkens gathered on Spring Road for the community’s big outdoor event of the day -- the Elmhurst St. Patrick’s Day Parade – until mid-afternoon when the rain came to dampen parade-goers bodies and spirits.

There will be a broadcast of the Elmhurst College President’s Breakfast on Elmhurst Our Kind of Town on local cable access, likely in April.

History Museum offers Spring Break History Hunt Families invited to explore Churchville Schoolhouse, Fischer Farm

Families looking for fun and affordable activities during spring break week are invited to participate in a free Spring Break History Hunt on Wednesday, March 27 from 11 a.m. to 3 p.m. The Elmhurst History Museum will host the Spring Break History Hunt at the Churchville One-Room School-

house and the adjacent Fischer Farm in Bensenville. This program is free and no registration is required.

This family-friendly event for all ages takes place in and around the Churchville Schoolhouse, located at 3N784 Church Road and Fischer Farm at 16W680 Grand Ave. in

Bensenville. Participants can drop in at either location to pick up their History Hunt forms.

At the Churchville Schoolhouse, meet the schoolmarm who will share lessons from the 1910 era.

Winners named in inaugural Niebuhr Service to Society Scholarship contest Dennis Arreaza, who started a youth soccer team in a Guatemalan village to keep kids away from gangs and drugs, is the first-place winner of Elmhurst College’s inaugural Niebuhr Service to Society Scholarship Competition.

During an awards ceremony on Saturday, March 9, Arreaza was awarded a four-year, full-tuition scholarship to attend Elmhurst.

The College launched the Niebuhr Service to Society Scholarship Competition last fall to recognize and reward prospective Elmhurst students with a significant interest in service, both as an aspect of their college search process and in their life beyond college.

In his contest application, Arreaza listed a variety of service activities, from raising money for hurricane victims in Puerto Rico to making beds in a Chicago homeless shelter. But the video he submitted to the contest focused on his efforts to promote youth soccer in Zacapa, Guatemala, “to keep kids distant from criminal activity; and to empower communities and give the kids living there a sense of belonging.”

Lauren Mastio was the second-prize winner of the Niebuhr competition. She was awarded a stipend to cover four

years of room and board at Elmhurst.

Two other students—Kayley Burke and Madelyn Taylor—were awarded stipends to cover their book and materials expenses. Each of the 150 students who entered the contest received a $1,000 Niebuhr Grant, which can be added to previously awarded merit scholarships and/or grants.

The Niebuhr Service to Society Scholarship Competition is named for theologians Reinhold and H. Richard Niebuhr, two of Elmhurst College’s most esteemed alumni. Grounded in the College’s core values of community, social responsibility and stewardship, the College sought students similarly motivated to transform their communities in line with the teachings of the Niebuhr brothers.

“You are here because you are motivated by the desire to make a difference in your community, and in the lives of others,” President Troy D. VanAken said during the awards ceremony. “We too believe in changing lives through the power of education. Should you choose to attend Elmhurst College, you will be in an environment that will prepare and inspire you to do even more that you can share with the world.”

Clean energy jobs have grown every year since the first report was released in 2016.

Nearly 3.3 million Americans now work in clean energy in every state in the country, according to a new analysis of energy jobs data by the national nonpartisan business group Environmental Entrepreneurs (E2).

Across the country, nearly every state saw an increase in clean energy jobs in 2018, combining to add about 110,000 net new jobs for a growth rate of 3.6 percent.

Overall, clean energy jobs totaled more than 3.26 million at the end of 2018. Clean jobs outnumber fossil fuels jobs nearly three to one (3.26 million to 1.17 million) and clean energy employers said they anticipate six percent job growth for 2019.

She worries. About everything and nothing. About the important stuff and the inane. She worries about you and there’s no way possible she can ever stop, so try to be patient with her on that end.

When she says, “I’ll think about it,”

You’ve broken her heart a thousand times, but not about anything that was bad in a bad sense. Her heart broke when you said your first word. (It was ball.) Went to your first sleepover. And first date. When you got your drivers’ license. And first job. Each of those firsts was bittersweet – like a punch in the gut followed by side of hugs.

When you tell her you love her, her heart gushes. She could hear those words a thousand times a day and never tire of them.

BID SECURITY Each bid shall be accompanied by a proposal guaranty in the form of a bid bond, executed by a corporate surety company, a bank cashier’s check or a certified check payable to the City of Elmhurst for not less than five percent (5%) of the amount bid.

The proposal guaranty checks of all, except the two lowest responsible bidders, will be returned after the proposals have been checked and tabulated. AWARD OF CONTRACT Unless all bids are rejected, the contract award will be made to the lowest responsive responsible bidder. In determining who the lowest responsive responsible bidder is, the City of Elmhurst will consider all factors which it, in its discretion, deems relevant in determining who the lowest responsive responsible bidder is. Bidders who are awarded a contract shall be required to provide a Labor and Material Payment Bond and a Performance Bond, each in the total amount of the contract sum upon execution of the contract.

PAYMENT OF PREVAILING WAGES The general prevailing rate of wages in DuPage County for each craft or type of worker or mechanic needed to execute the contract or perform the work, also the general prevailing rate for legal holiday and overtime work, as ascertained by the Illinois Department of Labor, shall be paid for each craft or type of worker needed to execute the contract or to perform the work.

York boys track team wins WSC Silver indoor title Klysh wins 600; Brendan Hill wins pole vault; Radcliff takes 200 title

In a crowded upper tier of the recent West Suburban Conference Silver Division boys indoor track and field meet at Proviso West, it was York that came out on top.

The Dukes won the WSC Silver indoor title with 114 points, nine higher than Oak Park-River Forest and 13 better than Glenbard West.

Inemesit Akpakpan took fifth in the 55 dash in 6.74, while Christopher Radcliff was seventh in 6.78.

Both are sophomores.

Radcliff won the 200 in 22.79, while Ian Williams was ninth in 24.71. Josh Borzello was seventh in the 400 at 54.91, while Jimmy Hoffman was eighth at 55.83.

Daniel Klysh won the 600 title in 1:25.56, while Michael Moriarty was second in 1:26.32, giving York big points in that event.

Klysh took second in the 800 in 2:00.83, while Moriarty upped York’s score even more with a thirdplace time of 2:02.55.

Sophomore Colin Hill was second in the 1,600 with a time of 4:26.27.

Brian Pratt was fourth in the 3,200 at 9:56.82. Sam Rodgers was seventh in 10:08.05.

Max Santiago was fourth in the 50 hurdles at 7.63, while Jackson was 11th in 9.59.

In the 55 hurdles, Santiago was

fifth in 8.13, while Jackson was 11th in 10.35.

York won the 800 relay in 1:34.79 with Akpakpan, Radcliff, Ian Watson-Hirsch and Matt Austin. The Dukes were third in the 1,600 relay in 3:36.23 with Watson-Hirsch, Eric Sylvester, Klysh and Austin.

York was fourth in the 3,200 relay in 8:29.05 with John Brennan, Thomas Braun, Sam Ayers and Hill.

Jack Wall was fifth in the shot put at 46-3, while Sannan Iqbal was 10th at 41-1. Hawley Bronson was eighth in the high jump at 5-4.

Brendan Hill, a senior, won the pole vault title at 13-8. Josiah Scott

was fourth in the long jump at 20-8, while Richard Buehling was fifth at 19-5 1/2.

York also scored well in the triple jump with Kameron Stearns finishing second at 44-0 3/4 and Buehling taking third at 42-6.

In the frosh-soph meet, Sami Ayash was fourth in the 200 at 24.38. Jaxon Lucas-Bates was fifth in the 800 at 2:14.68, while Tommy Ryan was eighth at 2:15.75. Mickey Vreeland was seventh in the 1,600 at 4:52.41, while Lukas Hund was eighth at 4:55.39.

Vreeland was the conference runner-up in the 3,200 with a time of

10:24.64. Anthony Angel took eighth at 10:50.52.

York’s 800 relay was fifth in 1:38.90 with Esau Carbajal, Marco Mastrino, Ayash and Hayden Renier. The Dukes also were fifth in the 3,200 relay in 8:59.96 with Hand, David Rosario, Ryan and Lucas-Bates.

Matthew Barton tied for seventh in the high jump at 5-4. Robert Reginelli was third in the pole vault at 9-8, while Caden Schaer was seventh at 8-8. Jalen Thomas took fifth in the long jump at 18-8. Barton was seventh in the triple jump at 37-5, while Kyle Prigg was eighth at 37-5.

IC Catholic Prep baseball team off to hot start Knights off to Florida for spring break

Drive down West Avenue in town on a March afternoon punctuated by less-than-ideal weather and odds are you will see the IC Catholic Prep baseball team playing a game.

Once again, the Knights are taking full advantage of their synthetic turf field at Plunkett Park. Through late last week, IC Catholic Prep had played five games at the facility and got off to a strong 4-1 start.

“The first two games we had the mindset of playing everybody and pitching everybody one inning— getting bullpens in,” said IC Catholic Prep coach Frank DeAngelis.

“We’ve only lost one game and that was to Walther Christian and if we play that one again, we probably come out on top. We are very pleased with what we are seeing right now.

We are ahead of the last two years.”

DeAngelis has been encouraged by a hot offensive start. “We have guys from the top down hitting the ball,” he said. “One through nine are hitting and they aren’t cheap hits.

We’re hitting the baseball well. The past few years we’ve struggled to get runs. Everybody is getting on and

York JV hockey team hoists the trophy as SHL Champions The energy was buzzing at Addison Ice Arena as the York High School JV Hockey Team took the ice in front of stands packed with York HS students, family and friends.

The Championship Game was a hard fought and physical game against York’s formidable rival, Stevenson High School. As the seconds counted down and the buzzer sounded, the stands erupted in cheers as York brought home the 3-1 victory as the Scholastic Hockey

League (SHL) Champions. And on home ice, no less!

The team’s on-ice celebration was frenetic as Queen’s “We Are The Champions” blasted in the background. Lead by Coaches Matt Boeing, Nick Albergo and JV Captain Jake Barmada, the team celebrated their victory by hoisting the Championship trophy into the air, culminating a long, challenging and hard-fought victorious season.

York JV’s overall record speaks for itself: 41-13-3. They competed in the SHL, which is considered the toughest high school league in the State. After moving to this league only three years ago, the York Hockey Club quickly made a name for itself by dedicating itself to team excellence on and off the ice. And JV’s record this year demonstrates that commitment.

Pedote another piece to York boys basketball success puzzle Senior contributes off bench; Focusing on academic future

Sure, the York boys basketball team had its fair share of players who filled the statistics sheets on a nightly basis.

But every good team has players such as Dukes’ senior Mike Pedote, who came off the bench this season and was yet another contributor to a squad that won a school-record 29 contests, two regular-season tournament titles and the team’s fifth regional title in seven seasons.

“This season was everything we had hoped it could be,” said Pedote. “All of our hard work paid off. It was a great time being part of a great team. We were so good with our chemistry. We played together as a team and that’s what made us reach our full potential. We will walk out of York as the team that set the record for wins and hopefully nobody beats that for a while. It will be a great feeling when we walk back into York.”

Pedote didn’t miss a beat when describing his role on the team.

“I encouraged our starters and tried to make everybody on the team better,” he said.

Pedote played in 29 games for the Dukes this season and averaged 2.6 points per contest. He made 17 threepointers and shot .727 from the free-throw line while also registering 12 steals. Pedote’s most interesting stat was his 22 tips and deflections, which ranked second among York players coming off the bench this season.

• Baseball

He noted his most memorable basketball moment at York was when the team won its own Jack Tosh Holiday Classic this season. “That feeling we had when that buzzer went off was like nothing else,” he said.

Pedote had been a three-sport athlete at York, also playing football and baseball. There will be no baseball for him this spring after suffering a shoulder injury during the football season.

“It was weird,” he said. “I hurt the shoulder early on playing wide receiver. And then in a game I jumped up to catch a ball and the opposing player grabbed my shoulder and pulled back. I had some problems with my bicep and rotator cuff.”

Looking ahead, Pedote said he’s narrowed his topthree college choices to Kansas, Marquette and Illinois State. He’d like to study to be an athletic trainer or get into something in the finance field and what major he chooses will depend on which of those schools he ends up going to. “Marquette has a good training program and if I went to Kansas it would be for finance,” explained Pedote, who will valet at a local country club this spring, while also working out in his spare time.

Pedote said his overall time at York the last four years was well-spent. “As a student, I’d give York a solid nine out of 10,” he said, “because everybody is always trying to do the best for you. I love York and I wouldn’t pick anywhere else to go to high school.”

taking the extra base when given the opportunity. We’re quite happy.”

And mound work has been strong as well. “Our pitching has been a pleasant surprise,” said DeAngelis.

“The guys are pounding the zone and pitching to contact. We are keeping our walks down. Defensively, we are taking care of the baseball.”

In addition to a win over Chicago Holy Trinity last weekend, the Knights also scored a 9-4 victory against St. Joe’s in recent play. “St. Joe’s was a good team win,” noted DeAngelis.

IC Catholic Prep had games scheduled with Lisle and Northridge Prep this week, two squads that could wind up in the Knights’ sub-sectional bracket.

At the end of this week, IC Catholic Prep is headed to Orlando, Florida for spring break. “Someone told me its 85 degrees there right now,” said DeAngelis. “It will be nice to get out of this weather. We’re going to have seven varsity and JV games down there.”

Some key contributors early for the Knights have been senior shortstop Ryan Malek and senior designated hitter Pete Sykora. “Ryan has pitched well for us and leads off,” said DeAngelis. “Pete, we’d have a hard time taking out of the lineup. He’s dominating with guys on base.”

Senior first baseman Thomas Hilgart was lauded by DeAngelis as well for strong play. “Thomas has also done a good job for us out of the bullpen,” he said. “He’s a stop-gap guy.”

BJ Howard, Mike Carpanzano and Jake Lytton also have contributed out of the gates. “BJ has done a good job and Mike had a walk-off hit in a game that scored three to end it. Jake Lytton is hurt right now but we’re hoping he will return in Florida. He should be one of our starting outfielders. We have six seniors who are key for us and we’re getting a lot of production from our younger guys.”

That younger group includes sophomores Will Cooke and Dave Sykora, as well as 10th grader Michael Hilgart. “We went into this season with

no catcher,” said DeAngelis. “Michael Hilgart to this point has done a fantastic job. He’s gaining confidence and blocks well. He gets rid of the baseball quick. So those three sophomores are making a very big impact daily for us.”

Kevin Cooke will contribute in the infield, as will third baseman Tommy Ryan—both are juniors. “Kevin is hitting the snot out of the ball. It’s been a great treat to watch,” said DeAngelis. “Tommy is one of our leading hitters and has been hitting the ball very well.”

Chris Vitek and Andrew Zwolinski also will help at second and in the outfield depending on the pitching rotation.

“So far, we’re really happy,” said DeAngelis. “We know it’s a small sample size, but if you look at the production and the approach to the actual baseball stuff, it’s been fun to watch.

We’ve played a lot of games at home.

It will be nice to get down to Florida and play a lot of games and develop some good routines.”

Fritsch will continue her lacrosse career at Division I Drexel, while Duhig is headed to Division I Kent State.

Key newcomers to the team include Kayla Rask (defense), Ellie Duhig (middie), Olivia Holubowicz (attack), Julia Kogan (attack) and Bella Swanson (middie).

Cate Duhig was an all-WSC pick last year. The Dukes graduated five all-conference players.

Walz said strengths this year include his middie group, which he labels as great, along with an overall strong offense. “We have the same middies as last year and I have high expectations for our attackers such as Eileen O’Donnell and Jenna Hughes,” he said. “We move the ball well, we have speed and we have

some great shooters.”

Walz acknowledged the defensive side of the field is where York is hard at work. The Dukes graduated three of four starters back there and all three were all-WSC players. “We have some big holes to fill on defense,” he said.

Walz said keys to success this year include winning draws and gaining possession, “and also playing well defensively,” he said. “We have been working hard in practice and we have some newbies who will jump right into starting roles. We have some learning to do, but we will get to where we want to be.”

As far as an overall season outlook, Walz sees York right in the thick of the WSC. “I think we can do well again in our conference,” he said.

“We have some great teams we face such as the state champs Hinsdale Central. Lyons always is one of the top teams in the state. We always start the year with some really tough competition, which always is a wakeup call for us on what needs to be fixed.”

Cripe a standout in York boys gymnastics season opener Cohn competes in Class 4A state 3-point shooting contest

The York boys gymnastics team got its season started off on the right foot by taking second at the recent Vic Lesch invitational that featured 12 teams.

In that invite, Charlie Cripe won the floor exercise and took home medals in all events for the Dukes.

York, under the direction of Nick Criel, took third in the West Suburban Conference Silver Division last season.

Cripe, an all-arounder, headlines the list of returning gymnasts, while Nolan Fazzini is a key newcomer for the Dukes. Patrick Kimbler also will help York.

“Our team has a drive to learn,” said Criel. “I think their strong motivation to learn and improve will result in our team goals being achieved.

I like our ability to perform. When it comes down to it and they salute those judges, they know that it’s game time and they take it seriously.”

Criel, a former gymnast at York, sees floor exercise and parallel bars as the team’s strongest events. “We have decent difficulty on floor and

our form is strong on parallel bars,” he noted. “Last year, rings was, by far, our strongest event, however our rings team took a big loss without Kelvin Stevens and John Gill (2018 graduates) and Dom Milazzo did not return to York gymnastics so he can focus on his training for USA Gymnastics.”

Out of the gates, Criel is stressing form over anything else. “But I see us adding more difficulty into our routines and I see our scores rising throughout the season,” he said.

York boys basketball York senior boys basketball player Erik Cohn recently competed in the Class 4A state 3-point shooting finals at Carver Arena on the grounds of the Peoria Civic Center.

Cohn, a key part of the York team that won a school-record 29 games and the program’s fifth regional title in seven years, made seven 3-pointers in Group 3 of the preliminary round and did not advance to the 4A finals.

Out of Cohn’s group, one player made 11 threes and another 10 and one other nine.

This year, a parent was also the director. Kelly Bricker, who has four children at Visitation and previous experience directing children’s theater, stepped up to direct the play after David Rice, the longtime director of Arts Alive, passed away suddenly

in December, after having served as the director for 30 years. This year’s production was dedicated to Rice, and after the final show on March 9, the stage in Visitation School’s gym was dedicated to him as a lasting memorial to his commitment to the program.

Summer hot spots to explore in Madison

Dane County Farmers’ Market Madison is home to the Dane County Farmers’ Market, the largest producer-only market in the country.

Find it Saturday morning, circling the entire Capitol Square.
