Five additional flooding areas discussed by City committee Cost could be $19 million to protect 170 homes

The Public Works and Buildings (PWB) Committee discussed five additional flooding areas which could be improved for about $19 million. The improvements would include buying houses to be torn down so retention areas could be created to temporarily hold flood waters. At a future PWB Committee meeting, the aldermen plan to go into executive session to discuss which homes might be purchased. At a February 13th meeting, Alderman Pat Wagner (7th Ward), a member of the PWB Committee, emphasized, “these are not projects, just items for discussion.” Ald. Marti Deuter (1st Ward), a member of the PWB Committee, said the improvements for all five areas would add up to about $19 million. “That is not in the realm of possibility,” she said. “We did a $25 million bond. What do we have to work with? All of them sound great if they could be funded.” Kent Johnson, a city engineer, noted that $19 million for 170 homes was a big number. Ald. Michael Bram (3rd Ward), a member of the PWB Committee, asked, “if these improvements are not possible to do to the fullest extent, can we do a subset?” The five areas would include: Brynhaven subdivision; College View subdivision; Emroy/Lake Street Frontage Area: Saylor/Swain/Vallette area; Spring Road. Johnson explained that in the Christopher Burke Engineering analysis in 2012, the Saylor/Swain/ Vallette Area was shown to provide
the most beneficial flood relief by the construction of large scale infrastructure improvements, both piping and a pump station, along McKinley Ave. These particular inundation areas include 94 homes prone to flooding along Saylor Ave. and Swain Ave. between Wilson St. and Vallette St. A cost estimate was not given. As an alternative to the large scale infrastructure improvements, the
Burke staff looked at additional options for providing flood relief for this area. “Unfortunately, there really is only one option for this area,” Johnson said. The City could purchase approximately six homes in the low lying areas in order to construct a nine acre-feet retention basin. This would provide protection for almost all 94
homes from 100-year flooding. This option is estimated to cost $1.6 million, not including any land acquisition, estimated at an additional $2.6 million.
