Taxpayers wrongly blamed for state pension crisis, report says ILLINOIS NEWS NETWORK Illinois has a massive pension problem. A new report maintains that the biggest contributor to the shortage isn’t that state taxpayers have underpaid public retirements, but politicians overpromised.

In the last three decades, the five state-offered public pension systems’ benefits have increased by 1,000 percent. That’s eight times more than the income growth of the Illinoisans who are expected to pay for it. The report was released Tuesday by financial watchdog Wirepoints.

President Ted Dabrowski said politicians are wrongly placing the blame on taxpayers for not paying enough.

“Every time you hear the word ‘underfunding,’ there’s always the implication that taxpayers didn’t do their part and that’s the problem,” Dabrowski said.

Taxpayers, the report said, have paid $24 billion more than was required by the “Edgar ramp” pension restructuring plan passed in 1996 by then Gov. Jim Edgar.

If pension benefits were kept to even double the rate of inflation over the past 30 years, state pensions would now be fully funded instead of at least $130 billion short, the Wirepoints report said.

“We would not have the crisis we’re in,” Dabrowski said. “Because we’ve handed out benefits at a far faster rate, like three to four times the rate of inflation, that’s why we have the problem we have today.”

The report, authored by Dabrowski along with analyst John Klingner, profiled some of the benefits received in the negotiations with lawmakers since 1987: • Added compounding to a retiree’s 3

percent cost-of-living adjustment. That doubles a retiree’s annual pension benefits after 25 years.

• Significantly increased the pension benefit formulas for the Teachers’ Retirement System, or TRS, and the State Employees’ Retirement System, or SERS. • Provided lucrative early retirement options.

• Allowed workers to boost their service credit by up to two years using accumulated unpaid sick leave.

• Granted automatic salary bumps to workers who earn masters and other graduate degrees.

• Allowed spiking of end-of-career salaries.

Some have insisted that Illinois isn’t taxing enough to generate the revenue to fully fund pensions.

“Simply put, the Illinois tax system consistently fails to generate enough revenue to maintain the same level of public services from year to year, after adjusting solely for inflation,” said Ralph Martire, Director of the unionbacked Center for Tax and Budget Accountability in an op-ed about pension reform from 2013. Martire also has advocated to abolish Illinois’ flat tax and replace it with a progressive tax in which rates increase with income levels, saying it would generate the tax money needed to pay for Illinois’ pensions.

Illinois temporarily raised, dropped and then re-raised its income and corporate tax rates to 4.95 and 7 percent respectively. Yet, Gov. Bruce Rauner’s office announced this week that the state would be requesting $1.1 billion more from the General Assembly to cover a budget shortfall.

Pension payments account for a quarter of budget spending.

Cyber Club Varsity wins first at state, advances to semifinals On Saturday, Feb. 10, students from Elmhurst Cyber Club recently concluded an exceptional round of competition in the tenth season of CyberPatriot – the Air Force Association’s National Youth Cyber Defense Competition.

Led by Dr. Dean Jensen of Elmhurst College and a group of dedicated parent mentors, all four Club teams competed in the CyberPatriot X State Round held Jan. 19-21, demonstrating impressive teamwork, critical thinking skills, and technical knowledge key to a successful career in cybersecurity.

The varsity team’s performance earned it Illinois’ 1st Place Award and a spot in the Platinum Semifinal Round held this month. Varsity team members are Brandon Musgrave, Alex Swinford, Will Phillips, Justin Pajak, Nathan Moskal, and Joseph Black.

About the program Established by AFA in 2009, CyberPatriot is designed to excite, educate, and motivate students toward careers in cybersecurity and other science, technology, engineering, and mathematics (STEM) disciplines critical to our nation’s future.

Police officer helps citizen shovel

Last week, the Elmhurst Independent received a letter from Amy Lichon who lives on the 800 block of No. Indiana, about a police officer who helped her neighbor out during the Feb. 9 snowstorm!

“I thought I would share a few pictures of an Elmhurst Police Officer stopping to help my neighbor shovel her driveway this morning before 9 a.m.,” Lichon wrote. “He was driving down our street, and turned around just to come back, park, and help her shovel. He wasn’t even wearing gloves! I appreciated so much seeing him stop for no other reason than to serve his community.”

After contacting Elmhurst Police Chief Michael Ruth, it was learned that the officer was Jack Schmidt, who was assigned to a North Elmhurst beat on Friday morning.

Women’s group donates to Family Shelter Services The Elmhurst Area 100+ Women Who Care braved the snow to gather at Angelo’s Ristorante for their quarterly meeting on Monday, Feb. 5.

The group celebrated reaching their goal of $250,000 in charitable donations since they began in November 2013.

Judie Caribeaux, Executive Director for Family Shelter Services, thanked the group at Monday night’s meeting for their recent donation to Family Shelter Services.

“A few harmless snowflakes working together can unleash an avalanche,” she said referencing a quote

by Leo Rosten. “You are a powerful

team and have made a difference in the lives of our clients who seek to live in safety and without fear.”

Family Shelter Services offers help and hope to those affected by domestic violence in DuPage County.

100+ Women Who Care meets four times a year and votes for one recipient to receive their quarterly donation. Each member participates by writing a $100 check which when combined results in a sizable donation to a local 501 C3.

“We are humbled each time we give to one of the many organizations in our great community that serve people in need and support charitable

efforts,” said Jean Carlquist, one of the group’s co-founders. “This giving circle model is a wonderful way for women to be engaged and connected in a meaningful way.”

Jenny Kopach, an inaugural member with an extensive background in non-profit, shared a toast at last quarter’s meeting to celebrate four years

of giving.

“This is an incredible movement,” she said with great enthusiasm. “The 100+ Women Who Care is about philanthropy and building community. It brings together women from all parts of Elmhurst who have a common desire to make a difference in the lives of others.”

Feb. 5 Thomas Guinan, 53, of Elmhurst, was issued a citation for disorderly conduct-public intoxication near Park and Prospect at around 1:28 a.m.

Police said a reporting officer responded to the area after Guinan was observed walking into a light pole and falling to the ground.

Domestic battery

Feb. 7 Police said officers responded for a report of a physical domestic where the suspect had been fighting with his stepfather. Upon arrival, the suspect was found to be bleeding from a cut on his hand. The suspect was charged with domestic battery.

Feb. 5 A victim told police at around 7:30 p.m. that an argument with her brother turned physical when the suspect reportedly slapped her across the back. Officers spoke to the father who stated the suspect would address the matter.

Feb. 4 James Johnson, 57, of Augusta, Ga., was charged with DUI, illegal transportation of open alcohol, speeding, improper lane usage and failure to signal subsequent to a traffic stop near Roosevelt and Route 83 at around 12:42 a.m.

Andrew M. Olmstead, 43, of Glen Ellyn, was charged with DUI and speeding subsequent to a traffic stop near Route 83 and Fay at around 4:44 a.m.

Feb. 3 Ulysses Benitez, 25, of Addison, was charged with aggravated DUI, open alcohol and driving while license revoked subsequent to a traffic stop near North and Emory at around 1:48 a.m.

Leonardo Orozco, 30, of Stone Park, was charged with DUI, endangering the life of a child, illegal transportation of alcohol, leaving the scene of a property damage accident and failure to reduce speed to avoid an accident near Spring and Butterfield at around 5:09 p.m.

Feb. 3 A victim in the 500 block of N. Emory told police at around 4:52 p.m. that he received a voice mail message and heard a male caller making vulgar statements. The victim did not know who the caller was but believed it sounded like the voice of the suspect.

Feb. 5 Christian Craig, 22, of Bensenville, and Jorge Rodriguez, 21, of Stone Park, were issued citations for possession of drug paraphernalia in the 600 block of W. North at around 4:37 a.m.

Feb. 4 Juan M. Gonzalez, 25, of Hillside, was cited for possession of drug paraphernalia and disobeying a traffic control device subsequent to a traffic stop near North and Myrtle at around 5:22 a.m.

Carmen Perez, 23, of Chicago, was cited for possession of cannabis, speeding and no insurance subsequent to a traffic stop near North and York at around 2:50 a.m.

Suspicious circumstances

Feb. 7 A complainant in the 100 block of Geneva told police at around 6:24 p.m. he observed a red SUV pull up in front of his house, and the driver appeared to take a picture of his house. The driver saw the complainant peering out the window and drove northbound on Geneva, almost hitting another vehicle in traffic. The complainant thinks the driver was possibly a female with short hair.

Feb. 7 Retail theft was reported at a store in the 900 block of S. York at around 11:59 a.m. Police said an officer reviewed the store’s video surveillance footage and observed two suspects put merchandise into a shopping cart and exit the store without rendering payment. The items were placed in a silver Lincoln and the vehicle left the area.

One suspect was described as a black female, around 50 years old, wearing a purple winter hat, a purple winter coat and black pants. The second suspect was described as a black male, around 50 years old, with a gray beard and wearing a black coat.

Feb. 6 Lorena Carrera, 21, of Melrose Park, was charged with two counts of retail theft, possession of a controlled substance, endangering the

The victim stated there was no forced entry to his vehicle. The victim is uncertain if the backpack was stolen or possibly misplaced.

LaFaye Tucker, 38, of Broadview, was charged with retail theft at a store in the 300 block of S. Route 83 at around 6:09 p.m. Police said officers responded to the store for a retail theft that had just occurred. According to police, a complainant witnessed Tucker walk through the store and attempted to exchange a pair of shoes she found in the store for another pair or store credit.

Police said officers responded to a store in the 100 block of E. Schiller at around 4:59 p.m. for the report of a retail theft that had just occurred.

A complainant states he witnessed a female suspect walk past the front desk concealing what is believed to be containers of baby formula under her coat.

Identity theft was reported in the 200 block of N. Indiana at around 11:46 a.m. Police said the victims were notified by Nordstrom’s that two unauthorized charges were made on their credit card. The victims contacted the credit bureau and found there were two other unauthorized applications for lines of credit.

Feb. 4-Feb. 5 Police said officers responded to a report of a theft in the 300 block of Shady Lane between the above dates. A victim told police her roommate had people over at the residence over the weekend. The victim found her laptop, earrings, and necklace missing. Victim 2 is also missing cell phones, a wallet, a laptop, car keys and a tablet. One of the suspects was described as a black female around 20 years old, 5’5”, 100 pounds, with a thin build and black, straight hair.

Feb. 2 Theft was reported in the 500 block of W. St. Charles at around 10:59 a.m. A victim told police while he was working at a store he placed his personal Samsung Galaxy S8 on the counter.

Sometime between 4:30 and 5 p.m., he noticed the phone was missing. One of the suspects was described as a black female with a large build in her 40s, wearing a black jacket. The second suspect was described as a black female around 35 years old wearing a purple shirt. A third suspect was described as a black female around 35 years old wearing a black jacket.

Burglary to a vehicle was reported in the 300 block of W. Third at around 310 a.m. Police said while on patrol, an officer observed an unlocked vehicle with its interior light on and the glovebox open. The victim related he was missing his garage door opener, which had been in his vehicle.

Police said that while checking the 100 block of Avon at around 3:10 a.m. for burglary to vehicles, an officer located a garage door opener in the roadway. The victim related the garage door opener was in his vehicle, which was parked, unlocked in the driveway. The contents of the glovebox and center console were scattered about the interior of the vehicle.

Police said that subsequent to burglaries to motor vehicles in the 100 block of Joanne Way at around 4:36 a.m., an officer located an unlocked

vehicle’s interior to be disturbed and in disarray.

The victim told police he does not keep anything of value in the car, and is not missing any items.

Theft was reported in the 500 block of W. St. Charles at around 6:53 p.m. Police said that subsequent to a theft just occurred, it was reported the suspects entered a store and removed an I-Phone X cell phone and an I-Phone 8 Plus by cutting the phones from the displays. The suspects then fled the area in an unknown direction.

Suspect 1 was described as a black male between 5’10” and 6’, 18-22 years old and weighing 165 pounds wearing black pants, a green hooded jacket and black shoes with white soles. Suspect 2 was described as a black male between 6’ and 6’2”, 18-22 years old and weighing 200 pounds wearing long dreadlocks, blue jeans with distressed front pockets and back pocket, a black Northface coat and Timberland boots. Suspect 3 was described as a black male was described as a black male around 6’ tall, 18-22 years old and weighing between 180 and 200 pounds wearing long dreadlocks to mid-back, distressed blue jeans, a white hooded sweatshirt and a light blue beanie style hat.

Feb. 1-Feb. 2 Police said officers responded to the 300 block of S. Hill for a residential burglary that had just been discovered between the above dates.

Officers observed forced entry to a door.

Two incidents of burglary to a vehicle were reported in the 100 and 200 blocks of Clinton between the above dates. In the first incident at around 3:19 a.m., an officer located a victim’s vehicle with its dome light on and paperwork scattered throughout the interior of the vehicle.

In the second incident at around 4:22 a.m., while checking the area following burglaries to vehicles, an officer witnessed the center console was open and various items scattered across the front driver’s and passenger’s seat of the victim’s unlocked vehicle. The victim stated it did not appear that anything was missing.

Police said that while investigating a previously reported burglary to a vehicle, officers discovered a victim’s vehicle in the 100 block of Willow had been entered and the interior contents had been disturbed. The victim was contacted and confirmed the vehicle had been left unlocked and nothing was missing from the vehicle.

Jan. 31 Identity theft was reported in the 100 block of Adelaide at around 7:34 a.m. A victim told police that an unknown suspect(s) used her bank card, without her authorization, to make an online purchase from Ralph Lauren. The victim has since notified her bank and cancelled the bank card.

Jan. 30-Jan. 31 Theft of vehicle parts was reported in the 900 block of S. Bryan between the above dates. A victim told police her Jeep Liberty was parked in the driveway between 10:30 p.m. Jan. 30 and 10 a.m. Jan. 31. Upon leaving the residence at 10 a.m., she noticed the muffler system sounded loud. The vehicle was taken to a repair shop and she was advised the catalytic converter had been sawed off.

Warrant arrest

Feb. 3 Police said Hakeem Hunter, 21, of Hanover Park, was found to be wanted out of DuPage County on a warrant subsequent to a traffic stop near North and Berteau at around 1229 a.m.

Feb. 1 Police said Cheryl M. Campion, 48, of Berkeley, surrendered herself to the Elmhurst Police Department for a valid failure to appear warrant.

Retailers: Tobacco 21 proposal is aimed at stores, not young smokers Retailers also are worried about competitors across state lines.

Triche-Dawood said cigarettes already are cheaper in all of Illinois’ neighboring states. The average price per pack in Illinois is more than $11. And raising the smoking age could give people one more reason to shop elsewhere.

“Illinois is actually not an island,” Triche-Dawood said. “A lot of people like to think it is, but it’s not.

Illinois is actually surrounded on all sides by other states. And those states compete for the spending dollars in Illinois.”

People leaving Illinois to buy cigarettes is not just bad for shop owners. It could be terrible for the state.

Illinois’ nearly $2-per-pack cigarette tax is earmarked for Medicaid, as are some of the local cigarette taxes in and around Chicago.

As fewer people buy cigarettes in Illinois, that tax haul drops. The state’s tax receipts fell from $825 million in 2015 to $743 million in 2017.

Tobacco 21 supporters say making it tougher to get cigarettes will lead to fewer smokers and lower health care costs as a result.

Illinois taxpayers to wait a month for state tax refunds ILLINOIS NEWS NETWORK You can file your Illinois tax return now, but it’s going to be a while before you get your refund.

The state of Illinois started accepting tax returns on Monday, the same day as the federal government. But Terry Horstman with the Illinois Department of Revenue says it’s going to take some time for the state to start sending out any refunds.

“The Department of Revenue is continuing with its fraud prevention measures,” Horstman said. “We anticipate direct deposit refunds will be issued four weeks from the time that an error-free, electronically filed return was submitted.”

Horstman said “error-free” is the key phrase.

He said electronic tax returns will be processed faster. Most Illinois taxpayers file online, though some still use pen and paper.

“Eighty-four percent of state of Illinois taxpayers file electronically,” Horstman said. “So there are 16 percent of people out there who prefer the paper method. And the department does accept paper. It will take a longer processing time, as the department will have to individually handle each of those returns.”

If you will have to pay the government this year, taxes are due April 17.

College presents ‘Mercy-ing: Repaying The Gift Of Redemption’ Daniel Geiter was a struggling community college student and a convicted felon when Sister Susan Sanders helped him get the support he needed to stay in school—and eventually earn a doctorate. Today, Geiter is repaying that gift as the founder of the Susan M. Sanders Teaching and Learning Center, a Pilsen-based nonprofit that helps other former inmates pursue a college education.

On Thursday, March 1 at 7:30 p.m., Geiter and Sister Sanders will talk about their experience during Mercying: Repaying the Gift of Redemption, this year’s Joseph Cardinal Bernardin lecture.

The lecture will take place in the Frick Center, Founders Lounge on the campus of Elmhurst College.

Weather responsible for rollover accident

The Elmhurst Fire and Police Departments responded to this rollover accident on Roosevelt Road just after 2 p.m. on Friday, Feb. 9. A pick-up truck had spun out just east of the York Road viaduct.

The Illinois Department of Transportation (IDOT) assisted in the clean-up by using their trucks as a safety barrier to protect the rescue crews. Road conditions on Roosevelt were reported as ‘treacherous’ at the time of the incident.

ILLINOIS NEWS NETWORK Advocates for Illinois’ shop owners are worried that a proposal to hike the state’s smoking age is more about discouraging cigarette sales than discouraging teenage smoking.

Tobacco 21 supporters say by raising the state’s smoking age from 18 to 21, teen smokers will have a harder time getting cigarettes.

To drive that point home, the proposed legislation includes a $200 fine for anyone who sells cigarettes to anyone under 21.

But Tanya Triche-Dawood, vice president at the Illinois Retail Merchants Association, said the legislation eliminates Illinois’ current $25 fine for underage smokers caught with cigarettes.

“On one hand, the advocates are saying, we want to make sure minors don’t get access to these products,” Triche-Dawood said. “On the other hand, they are saying, if they do get access to the products, there won’t be any penalties for them.”

And that’s not just smokers between 18 and 21. Triche-Dawood said the Tobacco 21 legislation ends underage smoking penalties for all teens.

State of the state: Illinoisans starving for certainty Gov. Bruce Rauner delivered his fourth and possibly final State of the State address in Springfield Jan. 31.

The governor took direct aim at a few politically popular issues. One focal point was a bill that would bar lawmakers from working as property tax attorneys. Another was term limits.

But Rauner also gave a clue about his upcoming budget address, saying he would propose a balanced budget.

If he can pull that off, it would be the first truly balanced budget his administration has proposed during his time in office.

Illinois’ most recent budget, the one lawmakers passed over the governor’s veto in July 2017, is emblematic of how the state became such a fiscal basket case. Despite a $5 billion tax hike, it already contains a deficit of more than $1 billion. And that deficit is projected to exceed $2 billion next fiscal year without spending reforms.

Much more daunting than the state’s massive budget deficit, however, is the deficit in residents’ certainty about the future and their trust in the state.

How can Illinois possibly dig its way out of all this debt? How much of the budget can pensions really eat up? When will the next tax hikes come—and how high will they be?

These have all become pressing questions because lawmakers have had free rein to grow spending far beyond what residents can afford.

From 2005-2015, state spending per capita grew 25 percent faster than per capita personal income in Illinois. Many communities saw an even greater disparity. In Rock Island County, for example, state spending per capita grew more than 70 percent faster than residents’ incomes over that time.

In a healthy economy, it’s OK for government spending to grow. But when spending growth outpaces economic growth, it forces policymakers to raise taxes or borrow money. State lawmakers have been eager to do both. And that injects uncertainty into the lives of Illinoisans.

Families and businesses can’t plan for their futures without some degree of certainty about the world they’ll live in five, 10 or 20 years down the road. The state of the state meddles with those plans.

When faced with too much uncertainty, people leave. And potential newcomers take pause. Indeed, this is the biggest budget problem of all—a shrinking population for four years running, driven primarily by people leaving the state. The net outmigration of people from Illinois to other states since 2010 is equivalent to the

population of the four largest cities outside Chicago combined.

State lawmakers have proven unable to constrain their fiscal recklessness absent a real requirement to do so.

That’s why in its Budget Solutions 2019 recommendations, the Illinois Policy Institute is putting forward a real restraint. It’s called a smart spending cap: tie government growth to economic growth.

Illinois’ economy has grown at an average rate of 2.4 percent over the past 10 years, according to data from the Bureau of Economic Analysis and the U.S. Census Bureau. Rauner and state lawmakers should champion that rate of economic growth as a cap on state spending via a constitutional amendment.

The Texas and Tennessee state constitutions, for example, both contain spending caps based on residents’ ability to pay.

Thankfully for Illinoisans, there’s already bipartisan support for such a cap, with constitutional amendments filed in both the House and the Senate by state Rep. Allen Skillicorn, R-East Dundee, and state Sen. Tom Cullerton, D-Villa Park, respectively.

Mandating more reasonable spending growth is the first step in a journey back to solvency for Illinois.

The cap provides certainty today for a more responsible state government tomorrow.

Compare that with the marquee budgetary proposals from the leading Democratic gubernatorial candidates.

J.B. Pritzker, Chris Kennedy and Daniel Biss all want to hike taxes, but none of them will say by how much—or even which Illinoisans specifically will end up paying more.

How can families and businesses make plans for that?

Among other harmful effects, a progressive income tax would invite enormous uncertainty into the lives of Illinoisans. If you think state lawmakers are tax-happy now, wait until they’re able to apply any rate to any income group whenever they need extra cash.

A spending cap, on the other hand, would empower Illinoisans to make bold plans without fear of out-of-control government spending, and the tax hikes that come along with it.

Focusing on gratitude takes away wee morning worries

I lie awake sometimes, in bed, in the wee hours of the morning and I think.

Better put, I brood – but not about a single topic. My brain goes from here to there, whizzing, whirring, round about from subject to subject and then back again to a previous one.

At a time when my gray matter should be resting, it operates at a rapid pace because apparently at 4 a.m. instead of sleeping and dreaming about happy things, my brain thinks I should be doing something much more productive, like worrying.

That’s right. I worry. In the middle of the night when I should be sleeping, I think of things (many things) to fret over and about.

Most of these aren’t big or important concerns. In the overall scheme, they are details. Whether we are out of milk. Tomorrow’s to-do list. Deadlines. If I remembered to plug my phone in before going to bed.

Many of my fears involve situations beyond my control. Incidents that could or might (but probably won’t) happen – like a car crash or illness or toilet overflow.

Still others deal with circumstances I can’t change. Growing older. Watching others grow older. Storms. The weather. Whatever.

I’m guessing I’m not alone. We humans are weirdly wired that way.

teresting. According to the all-knowing Internet, humans worry because we live (at least partially) in the future.

Most worries are about future events.

The future is uncertain. Uncertainty means we are not in control. Loss of control is scary – and worrisome.

Giraffes, and most other animals, do not worry because they do not live in the future. If a lion attacks, they run. When they are done running they go about their daily business – if they are still alive. With either outcome, worry doesn’t enter the picture. Fear, yes. Worry, no.

Since we are not giraffes, we lie awake in bed at night and let anxiety get the best of us. The rational and logical me understands this is all a waste of time. Worrying over nothing or something that probably will never be when I could and should be sleeping is just pointless.

But what’s the alternative? Last night (or this morning, take your pick) my rambling brain stumbled on a pretty simple answer and it is not being reincarnated as a giraffe. I was

chastising myself for the middle-ofthe-night ruminations and thought, “Why are you thinking all these negative thoughts? You have so much to be thankful for.”

And there right in front of me was the alternative: gratitude.

Instead of worrying, instead of counting sheep (or giraffes), I started counting the things I had to be grateful for.

Cozy pillow came first, followed by cool, clean sheets and a warm comforter. Husband breathing loudly (but never snoring) beside me. The furnace kicking in. An upcoming kid’s sporting event scheduled for the next day. My sons sleeping in their rooms just down the hall. The quiet of the night.

I could have gone on and on, but I didn’t because in the midst of my thankful musings the impossible happened.

I fell asleep.

When I woke up, I felt a little guilty about my effortless slumber because I hadn’t even begun to give thanks for the multitude in my arsenal. I checked out on giving thanks before getting to the really good stuff.

Gratitude provided a solution that was just too easy. Maybe I should have tried harder to stay awake and count my blessings. This thought, of course, created the obvious outcome.

It made me worry.

Edward-Elmhurst Health is now offering the latest advance in roboticassisted surgery with the acquisition of the da Vinci Xi Surgical System. This addition brings to four the number of robotic systems at Edward-Elmhurst hospitals — the new Xi and three da Vinci Si Surgical Systems.

Both the Si and Xi offer the benefits of the robots’ highly flexible wrists: precise and steady movements, and access to difficult-to-reach areas. But the Xi takes the technology to another level, making it possible to use roboticassisted minimally invasive surgery for certain complex operations that would otherwise involve large-incision surgery, longer hospital stays and postoperative pain.

With the Xi system, patients are often out of the hospital in two or three days, with little or no reliance on opioids for pain relief.

Edward Hospital, in Naperville, recently marked its 3,000th robotic-assisted procedure using da Vinci, which was first acquired in 2010.

“Initially, the Si system was used for simple surgeries, primarily in gynecology and urology, but eventually its use was expanded to bigger surgeries, such as inguinal hernia repairs and some colorectal surgeries,” says surgeon Peter Petratos, MD, medical director of robotics surgery at Edward Hospital and member of Edward Medical Group.

Before Edward acquired the new Xi system in November 2017, Dr. Petratos used the Si system in an operation to remove the colon from a young woman suffering from ulcerative colitis.

“With the Si system, you are locked in to one confined area at a time. Working on a larger area often requires unattaching the equipment from the patient, repositioning her, and then reattaching

it through a new incision,” says Dr. Petratos. “If we had had the new Xi for this surgery, it would have required fewer incisions and been technically easier.”

The Xi features an instrument arm that passes over the operating table, eliminating the need to move the patient and allowing the surgeon-operated robot access from virtually any angle.

Also, the bed responds to the robot’s movements, angling the patient as needed.

York Community High School will be celebrating its annual Fine Arts Week during the week of Feb. 26- March 1. For more than 30 years, Fine Arts Week has recognized the talents of York’s student musicians, dancers, actors, visual artists, singers, orators, poets, and unique performance artists. In addition, several nationally and locally recognized artists and groups representing a wide variety of artistic endeavors host workshops that provide information and inspiration to the students.

“Fine Arts Week gives York’s students a chance to express their creativity and artistic abilities in ways rarely offered in most classrooms,” Gemkow said. “One of the best things about Fine Arts Week is that the events are largely planned, promoted, performed, and directed by the students. The entire student body benefits from the student and professional performances scheduled throughout the week.”

York senior and Fine Arts Week Committee member, Jenin Teleron (class of 2018), had this to say: “Fine Arts Week has given me a place where I feel like I belong. Throughout my four years

at York, I’ve participated in countless activities...My peers all seemed to have one thing that they were willing to devote all their lives to, and it confused me as to why I didn’t feel that way about anything. But, Fine Arts Week Committee started giving me a voice and a purpose. It created a community where I was surrounded by determined and inspired individuals. Bands with Elmhurst ties making music and a difference Groups support local man fighting cancer

Elmhurst residents know flooding is no fun. But, Flood Waters – now that’s a different story. The popular cover band comprised of seven Elmhurst residents has been together since 2013, and not only entertains at bars around town, but has never met a good cause it hasn’t liked or raised money for. The aptly named Flood Waters isn’t alone drumming up support for those who need help.

Two other bands with connections to Elmhurst also make some noise when it comes to entertainment with a purpose. Charlie Foxtrot, whose drummer is Elmhurst resident Nick Ruggieri, and CAM, featuring Elmhurst residents and York H.S. graduates, Tyler Wheatland, Carson Pukael, and Bill Wright, are both bands that play for a purpose. All three bands have used their entertainment platforms to help raise money for those in need.

CAM to play Fitz’s Spare Keys on Saturday On Saturday, Feb. 17, CAM, which stands for Common Area Maintenance – a reference to the real estate background of some of the band members, will hit the stage at Fitz’s Spare Keys, and donate all proceeds to the family of Elmhurst resident Matt Haller, 44, who was recently diagnosed with Stage 4 stomach cancer. Haller and his wife Colleen are parents to a 3-year-old son, Cullen.

“I’ve known Matt since we were 15,” said Pukael. “We grew up in a tight-knit group in Elmhurst. I found out Matt was sick, bounced some ideas off of Bill(Wright), and we knew we had to help.”

The rest of the band, including Wheatland, Tim Franz, Christian Williams and Derrik Almassy, was immediately on board and approached Fitz’s owner Brendan Fitzharris to ask for a venue and a date for the “Help the Hallers Fight Cancer event.”

“We grew up with Brendan too,” said Pukael. “And he said, ‘tell me what day you need and the bar is yours.’”

Pukael, who works for the City of Elmhurst Water Department, says he knew Fitz’s Spare Keys would be the perfect venue for maximum attention because while he grew up with Fitzharris, Wheatland, Wright, and Haller, “everyone knew and got along with everybody in Elmhurst.

And, every time we play at Fitz’s, we get at least 300 people and it’s like a big high school reunion.

“You might not see someone for a year, and then you do and it’s like you just saw each other yesterday.”

The event starts at 7 p.m., and the charge at the door is $20. In addition to the band donating its fee, there will be a Split the Pot raffle, and Spare Keys will donate 20 percent of all food sales all day. “So even if you can’t make the event, you can still make a difference,” said Pukael.

“I’ve been playing guitar since I was four years old, and I’ve always gravitated to music,” said Pukael. “I love the energy, the camaraderie of

Visitation Art Fair kicks off Catholic Schools Week

Those in grades K-8 at Visitation School showed off their framed artwork to their families at Visitation’s first-ever Art Fair. Students learned about a certain artist, then created and framed a piece of artwork to put on display, based on what they had learned.

Framed pieces were available for purchase with proceeds going to the Dreaming Zebra organization, which provides art supplies to less-fortunate school districts, which have none.

the band and the crowd, and to do it for a good cause, amplifies it even more.

“We want Matt to know his buddies still have his back.”

‘Flood Waters’ hit Riley’s The following weekend, Flood Waters performs at Riley’s in Elmhurst as the “Rock Before the Race” on Friday, Feb. 23 at 9 p.m. The race is the No Frills Fun Run on Sunday, Feb. 25, which benefits the Greve family of Elmhurst. Ray Greve passed away last October after a twoyear battle with esophageal cancer, and left behind his wife Julie, and three daughters, Alexis, 15, Paige, 13, and Lyla, 7.

Joe Spedale is vice-president of sales and marketing for a traffic management distributor and loves playing guitar for Flood Waters. The band has been playing together since 2013 after band members met at an adult program at the School of Rock in Elmhurst.

“It’s the core group that stuck through, and I love that we have a talent and are able to use it for something good.”

The classic rock and pop cover band, consisting of Spedale, Amy Manning, Amy McConnell, Morgan Moran, Brian Mehta, Andy DeMotte, and Michael Stavridis, has played gigs benefiting the American Diabetes Association, Elmhurst Children’s Assistance Foundation, victims of hurricanes Harvey and Irma, and more.

“We’ve never played a gig that wasn’t raising money for a cause,” said Spedale. “I speak for everyone in the band when I say we love doing what we are doing, and feel extremely lucky to be able to do this with each other, for others.”

He knows all-too-well how much it means to families when others reach out and help. Spedale, his wife Lisa, and daughters, Mia, Tessa, and

Bianca lost their daughter and sister, Kira, 11, to DIPG, a rare, inoperable brain stem tumor in 2014.

“I’ve been on the receiving end, and now I have a vehicle to give back and that makes it so special,” he said.

“Quite honestly, that’s what makes me the most proud.”

Donations for the “Rock Before the Race,” will be accepted at the door.

What does the Fox say?

Charlie Foxtrot has been playing together for four years, and drummer Ruggieri has this to say: “It’s a good feeling when you’re doing something you love, but it’s even better when you’re doing it for a good cause.”

The band plays in venues across northern and western Illinois, including Elmhurst, and covers everything from the ‘80s, ‘90s and top 40’s, according to Ruggieri.

The band has raised money for everything from the Elmhurst Extreme baseball program to Cystic Fibrosis.

A fund-raising gig that sticks with Ruggieri is when the band played for 8-year-old Michael Carr, a family friend from Bloomingdale who is battling brain cancer.

“I asked everyone in the band if they would play for free and donate any money raised to Michael and his family, and the band jumped right in,” said Ruggieri. “We want to help where we can.”

Another event the band holds close to its heart and is proud to be a part of takes place every October for the last three years in Libertyville. “We play and basically help raise money for YMCA’s Camp Duncan, so 500 kids-in-need will receive Christmas presents,” Ruggieri said.

“We all love playing in a band, and all have our day jobs,” said Ruggieri, owner of Galaxy Underground, a sewer and water installation company. “The money we get is just an extra perk. It pretty much pays for the

babysitter,” he laughed.

“I don’t hunt. I don’t fish. I don’t golf,” said Ruggieri. “Ever since I was in 7th grade and saw the drummer of an Italian band at a wedding, I wanted to play the drums.

“I taught myself how to play by listening to and playing along with Metallica music,” Ruggieri said.

“The fact that I’m still playing about 30 years later, and people are dancing on the floor… and we are helping make a difference for somebody, makes it complete.”

Career Day comes to ICGS for CSW

On Thursday, Feb. 1, during their celebration of Catholic Schools Week, students at Immaculate Conception Grade School attended assemblies, each with a different panel of visitors.

In the morning, students in first through fourth grade gathered in IC’s Monsignor Plunkett Hall to listen to presentations by three members of the Elmhurst community.

First, Dee Longfellow of the Elmhurst Independent newspaper, spoke to students about how her love of writing drew her to journalism and the newspaper business. She explained to students how newspapers provide a concrete history of important events and encouraged students to exercise their

curiosity and work hard to discover their true interests. Next, Deputy Police Chief Bob Tannehill of the Elmhurst Police Department spoke to students about growing up in a police family. Tannehill, a product of 12 years of Catholic education himself, has been a police officer for 24 years. He emphasized to students how gratifying it is to assist and protect people during some of the most difficult times in their lives.

Finally, Lt. Jeff Hayes of the Elmhurst Fire Department spoke to students about his 28 years with the fire department. Hayes, who attended Mary Queen of Heaven for grade school explained how his desire to help people and fix problems led him to his life’s work.

Resident earns UF endowed scholarship for 2017-18 Kayla Triska, of Elmhurst, was awarded the Western Equestrian Operating Scholarship at the University of Findlay for the 2017-2018 academic year.

Environmental film festival offers four movies Cool Cities Coalition to cohost event with Elmhurst College

Elmhurst Cool Cities and Elmhurst College will host a screening of the documentary Happening: A Clean Energy Revolution as part of the 2018 One Earth Film Festival on Sunday, March 4, 1 p.m. at Illinois Hall inside Schaible Science Center on the campus of Elmhurst College.

The One Earth Film Festival presents compelling environmental films and programming to bring about an understanding of climate change, sustainability and the power of people, and to initiate positive actions for the planet.

Happening tells the story of inspiring citizens, business leaders and politicians championing the clean energy revolution.

Director James Redford embarks on a personal journey into the dawn of the clean energy era as it creates jobs, turns profits, and makes communities stronger and healthier across the U.S. A short question and answer period with environmental advocates will follow the film, facilitated by Dr. Teri J. Walker, Professor of Political Science, Department Chair and Sustainability Committee member at Elmhurst College.

Post-film questions will be addressed by: Jeff Gahris, Illinois Solar Energy Association and Sierra Club River Prairie Group; Dan Huntsha, Faith in Place; and representatives from other local advocacy groups.

In addition to Elmhurst, three other screenings of One Earth Film Festival movies are slotted in DuPage and Kane counties.

Waubonsee Community College in Aurora will screen Rancher, Farmer, Fisherman on Monday, March 5, 7 p.m.; College of DuPage will present Wasted! The Story of Food Waste on Tuesday, March 6, 7 p.m.; and the Glen Ellyn Environmental Commission will

host After the Spill, Thursday, March 8 on 7 p.m.

At Lisle, Finn Barney took second at 106, as did John Golding at 113 pounds. Joey Maci-Gerace took third at 120 pounds. Bianchini won the 138-pound title with a fall in 1:07 in the finale.

Malachi Morris placed third at 145 pounds to advance to sectionals.

Charles O’Brien also was a thirdplace finisher at 152 pounds.

Franklin won the 160-pound crown, while Jalen Williams was third at 170 pounds. Williams is only a freshman.

Joseph Scott III was second at 182 pounds, while Victor Vargas won the 195-pound title and Johnson took

third at 220. David Vargas took second at 285 to round out the sectional qualifiers for the Knights.

IC Catholic Prep girls basketball The IC Catholic Prep girls basketball team also won a regional title recently. The Knights were 43-28 winners over Regina Dominican in the final of the Class 2A IC Catholic Prep regional. The Knights reached the finale after defeating Willows Academy 59-41 in the semifinals.

IC Catholic Prep boys basketball The IC Catholic Prep boys basketball team was a 52-35 Metro Suburban Conference Blue Division winner against Aurora Central Catholic.

Timothy Christian girls basketball team wins first regional title since 2011

The Timothy Christian girls basketball team brought a seven-year drought to an end by winning its own Class 2A Timothy Christian regional championship.

The Trojans, who last won a regional in 2011, were 42-33 winners over Lisle in the regional final.

Timothy led 16-7 after the first quarter and 25-21 at halftime. The Trojans upped their lead to 36-28 after three quarters.

Emily DeBoer led the Trojans with 14 points on the strength of 6-for-10 shooting. Olivia Schuringa added nine points, while Abby Carstensen and Lauren Gehrke each had six points. Timothy shot 41 percent from the field.

Heidi Westra added five assists, while Sureya Alex had four assists.

Jordyn Strube and DeBoer tied for the team high in rebounds with seven, while Hannah Schuringa had six rebounds.

Timothy reached the regional final by scoring a 49-30 win over Chicago Collins Academy in the regional semifinals. Timothy led 12-2 after the first quarter, 20-6 at half and 38-18 after three quarters.

Strube led the Trojans with 16 points, while Olivia Schuringa had 11 points. Hannah Schuringa finished with eight points. Carstensen had four assists, while Westra and Gehrke each had three assists. DeBoer led the way with seven rebounds, while Hannah Schuringa had six rebounds and Olivia Schuringa had five rebounds.

Strube had four steals and six deflections.

othy with 27 points on 10 of 15 shooting. He made 6 of 9 three-point attempts. Brandon Orange added 12 points, while Michael Thomas had seven points. The Trojans shot 59 percent from the field and hit nine 3-pointers.

Chris Brooks pulled in a team-high nine rebounds, while Orange had eight rebounds. Ty Merrick finished with six assists, while Orange had two steals.

Timothy also scored a 68-46 Metro Suburban Conference Red Division win against Elmwood Park. The Trojans led 18-7 after the first quarter and 36-13 at halftime.

Orange led the Trojans with 23 points on 11 of 13 shooting. Owens had nine points, while Danardo Jones had eight points and Merrick finished with seven points. The Trojans shot a blistering 62 percent from the field.

Orange added seven rebounds, while Thomas had six rebounds. Owens pulled in five rebounds. Owens also had eight assists, while Merrick had two steals. Timothy remained unbeaten in MSC Red play after the Elmwood Park game.

Kyle Mahler won the 50 breaststroke with a time of 32.16 and also placed fourth in the 100 free, fifth in the 50 butterfly and fifth in the 50 free.

The York girls basketball team wrapped up its regular season with a recent 50-41 victory over Downers Grove South in West Suburban Conference crossover play.

York led 13-12 after the first quarter and 2519 at halftime. The Dukes led 34-25 after three quarters.

Danielle Dennis led York with 21 points, which included one 3-pointer and a 6-for-8 effort from the free-throw line. Dennis scored seven points in the first quarter and added eight points in the fourth.

Caylin Rufus added eight points, while Matty Stark had six points, including one 3-pointer.

York finished the regular season 18-9 and took second in the WSC Silver Division with an 8-4 record.

In earlier action, the Dukes dropped a 35-29 double-overtime game against Downers Grove North in WSC Silver Division action.

York trailed 9-6 after the first quarter and tied it at 15-15 heading into halftime. York led 22-17 heading into the fourth quarter but was outscored 10-5 in the fourth to force overtime. The two teams each scored two points in the first overtime and then Downers North outscored York 6-0 in the second overtime.

“It was a Downers Grove North game,” said York coach Brandon Collings. “They like to keep the game in the 30s. They run their offense sometimes for three minutes and it feels like forever. We couldn’t get it to our pace.”

Collings has been impressed with York’s defensive efforts in recent weeks. “We’ve been playing pretty good defense,” he said. “We played the next day against Oswego East (after Downers North) and won 46-30. Whether we have put the

ball in the hole or not, our defense has been there all year. We’re athletic and long. We’ve gotten better at help side and we’re better at boxing out.

We have athletes and they are long athletes.”

Dennis continues to be a steady presence for York. “Danielle is Danielle,” said Collings. “She is always around 15 points a game.”

Rufus and Stark also have stepped things up of late. “Caylin has had a couple good games recently and Matty has been playing well,” the coach noted. “Matty is definitely the third scorer who has been stepping up for us. We didn’t know who that would be. Matty Stark has stepped up and has been the outside threat we need. We have girls who can attack the basket and we have the inside game. But besides Danielle, we were looking for that 3-point shooter. Matty is around one-and-a-half or two threes a game now.”

Collings has been pleased with the progress he’s seen throughout the season. “We’ve played with some good teams and had leads on good teams in the second half and later in games,” he said. “Glenbard West we had beat for two quarters and Nazareth we were winning for a half. We’ve shown in spurts that we can play with the top teams. We haven’t put it all together for four quarters. We have this week (last week) to tighten things up and see if we can put those four quarters together in the playoffs.”

York opened Class 4A postseason play earlier this week against St. Charles North at the Wheaton-Warrenville South regional. York is the No. 7 seed in the Lake Park sectional, while St. Charles North is the No. 10 seed. If York won against St. Charles North, it will play either Wheaton-Warrenville South (No. 2 seed), Hoffman Estates (No. 14 seed) or Fenton (No. 18 seed) tonight at 7 p.m. for the regional title at Wheaton-Warrenville South.

Dukes finish fourth at competitive Glenbard East sectional

It’s back to state for the York girls bowling team- for the fourth time in five years.

The Dukes finished fourth at the competitive Glenbard East sectional, grabbing the final state-qualifying slot with 5,375 pins. Five teams in the sectional had pinfalls of 5,000 or higher.

Lauren Gould led the way for York with an 1,181 series. Nora O’Brien added a 1,097, while Krystyna Panek rolled a 1,071 and Lauren Stack finished with a 1,059 series.

Gould had high games of 248, 225 and 200. O’Brien finished with high games of 207, 198 and a pair of 185s.

Penk had high games of 224, 206 and 189, while Steck had high games of 205 and 192.

York will compete in the girls state bowling finals near Rockford this weekend.

In earlier action, York was second at the regional level.

“We bowled our best series of the season,” said York coach Katie Turnbull earlier last week after the regional. “We always say the goal is to peak at the end of the season at the right time and the girls are starting to do that.”

York finished the West Suburban Conference season 5-2 behind Downers Grove South. The Dukes had four all-conference bowlers.

Gould was second in the conference with a 187 average. Panek had a 178 average and O’Brien and Steck joined them on the all-conference team with 170 averages. The top 18 bowlers in both the Silver and Gold divisions of the WSC earn all-conference accolades.

Turnbull still would like to see her bowlers finish off frames. “At this point in the season, the name of the game is closing frames,” she said. “If we can limit each game to one or two frames total that are left open, we will be very successful throughout the playoffs. That and mental toughness, not letting setbacks get to us.

Those would be our two major areas of focus these final two weeks.”

Turnbull lauded the efforts of Ruby Noel in the regional tournament where she shot 1,105 (185 average for six games).

“That was her highest six-game series this year, right when we needed it,” she said.

Gould continues to pace the Dukes. “Lauren is steady at the top as the leader of the team,” said Turnbull. “She was in the top four at the regional.”

Gould was named all-regional and shot a 251 in the fifth game to contribute to the team’s highest score of the day.

York boys basketball team comes up big again in conference play Dukes’ wrestlers and gymnasts compete in sectional action

Make it four in a row for the York boys basketball team.

The Dukes won their fourth West Suburban Conference Silver Division game in a row, this time a 60-55 triumph over Hinsdale Central.

After starting off conference play 2-2, the Dukes now are 6-3 in Silver play and finish up with conference games against Lyons Township, Oak Park-River Forest and Proviso West. York lost 66-61 at home in overtime to conference leader Oak Park-River Forest and dropped a three-point game to Proviso West, while also losing by a hoop in double overtime to Downers Grove North. York is now 16-8 overall after being 5-4 at one point.

In earlier action, the Dukes were 58-45 winners over that same Downers Grove North team.

York led 11-4 after the first quarter and 26-9 at halftime.

Sam Walsh led the Dukes with 13 points on

6-for-8 shooting. John Milling had 12 points, while Angelo Martucci had 11 points and Erik Cohn had eight points. Nick Kosich and Milling each made two 3-pointers. Martucci was 5-for-5 from the free-throw line, while Cohn had six rebounds. Walsh had five rebounds and Kosich had six assists. Walsh had two steals.

Through 23 games, Kosich was leading the team in scoring at 12.8 points per game. Cohn was averaging 10.8 points, while Martucci was at 10.1 points per game. Nate Shockey was at 6.5 points, while Walsh was averaging 6.0 points and Milling was at 4.5 points.

Martucci was shooting a team high 53.9 percent from the field. Kosich was the team leader in 3-pointers with 59 (41.8 percent), while Cohn had 36 threes at a 39.1 percent clip.

Shockey had 21 three-pointers (31.8 percent).

Walsh was tops in rebounding at 3.8 per game. Kosich was the team leader in assists with 59, while Martucci had 57. Kosich had 47 steals, while Martucci had 40 steals.Milling and Walsh each had four charges taken.

York girls gymnastics The York girls gymnastics team had several at-large qualifiers who competed in the recent Lake Park sectional.

The Dukes did not have any automatic state qualifiers out of Lake Park.

York finished third with a 5,167 pin total. The Dukes had high games of 950 and 937.

Panek led the Dukes with a 1,066 with high games of 223, 198 and 182. Gould had a 1,057 with high games of 228, 202 and 180. Noel had a 1,014 with high games of 223 and 201. O’Brien finished with a 982, which included a 201 high game.

At 138, Jason Lewis received a bye in the first round, lost in the second round to a Glenbard West wrestler, won his first wrestleback match by a 16-0 margin in 3:31 and then lost to a Glenbard North wrestler in the third round of wrestlebacks.

At 152, Anthony Cozzi won his first match by fall in 3:11 and then lost in the semifinals.

Cozzi then won 16-0 against Elk Grove in the second round of wrestlebacks before losing 4-2 in the third round.

At 170, Zach Armstrong lost his first match, received a bye in the first round of wrestlebacks and then lost in the second round of wrestlebacks.

Submission of a bid shall be conclusive assurance and warranty that the bidder has examined the plans, the site of the work and the local conditions affecting the contract, and understands all of the requirements for performance of the work. The City of Elmhurst will in no case be responsible for any costs, expenses, losses, or changes in anticipated profits resulting from such failure or neglect of the bidder. Nybo amendment to Annie LeGere Law clears committee To encourage the participation of medical professionals in the life-saving Annie LeGere Law and place epinephrine auto-injectors (EpiPens) in the hands of law enforcement, State Senator Chris Nybo (R-Elmhurst) sponsored an amendment to increase liability protection for participating health providers—which received unanimous support from the Senate Judiciary Committee on February 6.

“The Annie LeGere Law has drawn a great deal of interest from law enforcement, health professionals and members of the community as a vital new public safety measure,” said Nybo. “Elmhurst Police Department has already budgeted for EpiPens and extensive device training—but health providers need more reassurance before issuing the prescriptions and signing off on the training programs. After hearing their feedback, I believe Senate Bill 2226 will give them the coverage they need to join the initiative, and help us continue implementation.”

The amendment was the result of a collaborative effort between Nybo and DuPage County Board Member Pete DiCianni. It specifies that a physician, physician’s assistant or advanced practice registered nurse with prescriptive authority who provides a prescription or standing order for epinephrine for an Illinois police department will not be subject to civil or professional liability for law enforcement’s misuse of the medication.

The Annie LeGere Law, effective as of January 2017, allows for Illinois police officers to carry and administer EpiPens on duty as an emergency measure to reverse life-threatening allergic reactions following proper training and procedural requirements. The legislation was inspired

by Elmhurst’s own Annie LeGere, a 13-year-old who passed away from a fatal allergic reaction that could have been prevented by epinephrine.

“The Annie LeGere Law was a massive community initiative, and its implementation is so close in our sights,” said Nybo. “Elmhurst is more than ready to be the first city in Illinois to pilot the EpiPen program. Senate Bill 2226 is a solution to remove the hurdle that currently stands in our way. Today it passed out of committee, but I ask again for the support of our community and public officials to gain the approval of the entire General Assembly.”

Senate Bill 2226 will now move to the Senate Floor for consideration.

Foundation ranks Illinois 28th in annual Highway Report

According to the Reason Foundation, lllinois ranks 28th in the nation in highway performance and cost-effectiveness in the Annual Highway Report.

Illinois ranks 15th in fatality rate, 7th in deficient bridges, 1st (tie) in rural Interstate pavement condition, 5th in urban Interstate pavement condition, and 46th in urbanized area congestion.

On spending, Illinois ranks 41st in total disbursements per mile and 29th in administrative disbursements per mile.

The state’s best rankings are rural Interstate pavement condition (tied for 1st), rural arterial pavement condition (3rd) and urban In-

terstate pavement condition (5th).

Illinois’s worst rankings are urbanized area congestion (46th), capital-bridge disbursements per mile (46th) and total disbursements per mile (41st).

Illinois’s state-controlled highway mileage makes it the 11th largest system.

Reason Foundation’s Annual Highway Report utilizes data states report to the federal government to track the performance of state-owned highway systems in 11 categories, including highway spending per mile, rural and urban pavement condition, deficient bridges, traffic congestion, and fatality rates.

51st Annual Elmhurst College Jazz Festival begins Feb. 22 The Elmhurst College Jazz Festival enters its 51st year with an allstar lineup of the industry’s greatest performing artists, as well as some of the country’s best college bands.

This year’s lineup of headliners includes the “evocative, majestic, magical” Maria Schneider Orchestra, trumpeter Sean Jones, trombonist Jiggs Whigham, drummer Matt Wilson, and pianist/composer Arturo O’Farrill and the Afro-Latin Jazz Orchestra.

Each February, the Elmhurst Col-

lege Jazz Festival welcomes the industry’s top professional musicians and the nation’s leading college bands for three days of performances and education. The college bands take turns performing for some of the greatest names in professional jazz today, who offer critiques and award honors in a variety of areas. Each night the Festival concludes with an exciting performance by one of the headliners.

• The Festival begins at 12:30 p.m. on Thursday, Feb. 22, with

the High School Invitational, followed by a feature performance (at approximately 4:30 p.m.) by Sean Jones, Jiggs Whigham and Matt Wilson with the Elmhurst College Jazz Band.

• Friday’s evening session begins at 7:30 p.m. with performances by college ensembles and a performance by Arturo O’Farrill and the

Afro Latin Jazz Orchestra.

• On Saturday evening beginning at 7:30 p.m., the Northern Illinois University and Elmhurst College bands perform, followed by the Maria Schneider Orchestra.

GreenMan Theatre gets set for ‘Cheers to You, Kid!’ GreenMan Theatre is busy rehearsing their upcoming dinner theatre production, Cheers to You, Kid! The show runs two weekends at Angelo’s Ristorante at 247 N. York Rd. in Elmhurst. The production opens Friday, Feb. 23 with additional performances Feb. 24, and Mar 2, 3 & 4. Performances are Friday and Saturday evenings at 7 p.m., plus Sunday at 6 p.m.

The show takes place in a certain famous bar in Boston, called “Cheerio’s.” A postman, one of the regulars, tries to deliver a mysterious package to the bar, but the name is hard to read. It looks like it was mailed during WWII; curious to discover what it is, the other regulars at the bar open the package.

Inside is a mysterious machine, with buttons to push.

Of course, they push the buttons, and five people appear from the WWII era. Two of those who are summoned are a famous pair of lovers, straight from a bar in Casablanca, and another two are German officers, determined to change history by bringing the “Temporal Distress Beacon” back through time with them. The fifth person may hold the key to solving the mystery of the machine! Prepare for mayhem, murder, music, and more at “Cheers to You, Kid!” The fate of the free world hangs in the balance.

Cheers to You, Kid! is written and directed by Carolyn Thomas-Davidoff. The musical director is Anne DeLangis Thompson. GreenMan Theatre’s dinner shows at Angelo’s are an annual event, and help raise funds for the local theatre.

Tickets are $55 and include the show and a family-style Italian dinner. Cash bar and a chance to mingle with the cast begins an hour before curtain.

Prizes are given for guessing the murderer at the end of the show, and the audience is invited to “dress up” for the evening in clothes appropriate to the era of the show. There is ample free parking but seating is limited. Tickets must be purchased in advance.
