State’s Attorney’s office adds prosecutors to gangs, public integrity units Office restructuring to include new Violent Crimes Unit On Tuesday, Dec. 22, DuPage County State’s Attorney Robert Berlin announced that, thanks to recent funding provided by the DuPage County Board, his office will be adding two new Assistant State’s Attorney positions to better serve the residents of DuPage County. In addition to the two new positions, the office will also create a new unit focusing on violent crimes.

“I would like to thank the County Board for listening to the voters this past election who, with a vote that received nearly 75% approval County-wide, resoundingly showed their support for a proposition in favor of funding law enforcement,” he said. “This extra funding will allow us to further protect the residents of DuPage County, continue to improve upon the already outstanding legal representation provided to County

government and allow us to allocate additional resources into criminal justice reform efforts through our specialty courts.”

Earlier this month, Berlin assigned one of the two additional positions to the Office’s Gang Unit. This new position will double the number of prosecutors in the office dedicated to gang-related crimes to two. The second newly created position is within the Office’s Financial Crimes/Public Integrity Unit and will concentrate on the prosecution of elder abuse, identity theft and white-collar crimes. Both positions have been filled.

“Gangs continue to fuel violence throughout the County,” he said.

“This past year we have seen an alarming increase of carjackings, armed robberies and other violent crimes throughout the county. These types of violent crimes destroy our communities and bringing a second prosecutor into that unit will allow us to restore and maintain the safety and security in our neighborhoods that make DuPage County such a great place to live, work and raise a family.

“Additionally, with the explosion of identity theft and other consumer scams, having another prosecutor dedicated to these types of crimes will go a long way, particularly when many of those victimized by scam artists and identity thieves are elderly.”

The Office’s new Violent Crimes Unit will be comprised of approximately a dozen experienced, existing prosecutors and will include a forensic specialist. This Unit is charged with leading prosecutions into serious, violent crimes such as murder, armed robbery and sexual assaults.

“With a marked increase in crime across the board this past year, the creation of our new Violent Crimes Unit will enhance our efforts against those crimes that have a devastating effect on our community,” Berlin said.

“This new unit will draw from a pool of experienced prosecutors to work these cases and will also include a forensic specialist. With the increase in cases that rely on DNA evidence, an on-staff forensic specialist will allow us to quickly and accurately process evidence resulting in quicker arrests

and stronger prosecutions. In addition, we have also instituted pro-active measures in DuPage County such as our 2019 NACO award-winning FOCUS program, which is designed to provide first-time, non-violent drug offenders the treatment, counseling, education and support needed to ensure they remain on the road to recovery and rehabilitation.

“I have also reassigned a third at-

torney to the FOCUS courtroom to help handle its more than one thousand two hundred pending cases.

Coupled with our specialty courts such as Drug Court, Veteran’s Court and MICAP, which address the underlying issues that bring offenders into the criminal justice system in the first place, these initiatives will help us achieve better outcomes for the offender and the community.”

‘Wreaths’ project salutes veterans of Spanish American War Residents urged to visit little-known memorial at Elm Lawn-Arlington

“Wreaths Across America” was marked by the Martha Ibbetson Chapter NSDAR at the Spanish American War Memorial on Saturday, Dec. 19 in Elmhurst. The wreath was placed in a morning ceremony led by chapter officers.

The memorial in Elm Lawn-Arlington Cemetery contains more than 100 graves and memorial markers for veterans of the 1898 U.S. war with Spain fought in Cuba, Puerto Rico and the Philippines. At the time of the war, the Daughters of the American Revolution (DAR) was only an eight-year-old organization of descendants of American Revolutionary War soldiers. Still, they were charged by the U.S. military with recruiting, processing, and endorsing nurses for military service in 1898.

The Spanish American War was

the first U.S. military effort to integrate women as official members of the military.

Two nurses are among the veterans honored in the Elmhurst memorial: Ella Virginia Foulke, of Chicago, who was 35 at the time of her service; and Mary Alexis Gray, of Oak Park, who was age 29 in 1898.

The Martha Ibbetson Chapter has applied to have the names of these nurses added to the Women Veterans Memorial built by the DAR downstate in Mount Vernon.

“DAR’s connection to this war makes this memorial very personal to our chapter,” said Jackie Bussert, an Elmhurst resident and one of the organizers of the event. “Actions to remember these female nurses is very personal. The Spanish American War was the first national effort DAR be-

came involved in and service to active-duty military and veterans has been a touchstone for us ever since.”

DAR’s national organization welcomed its one millionth member since 1890 in 2019. Members are active volunteers in their communities and have logged nearly 3 million hours of service in 2020.

“Wreaths Across America was started by a private citizen in the Arlington National Cemetery in Virginia to remember the lives of forgotten soldiers from past wars and is now a national movement,” Bussert added. “This barely-known memorial in Elmhurst certainly fits the description of those veterans who need once again to be remembered.”

This poor pup was left inside a car that was stolen from the At Home store parking lot at 265 Route 83 on Tuesday, Dec. 22.

The vehicle involved in the theft was a white 2004 Pontiac Vibe, Illinois license plate 694 6860. Inside of the car was a tan female Terrier Shi Zu mix named Zoey. The keys had been left inside of the car. The vehicle was last seen traveling westbound on North Avenue from Route 83. Package of $900B in federal relief expands PPP eligibility

On Monday, Dec. 21, the U.S. House of Representatives and the U.S. Senate passed the Omnibus Appropriations and Emergency Coronavirus Relief Act (House Resolution 133) by an overwhelming majority in both Congressional chambers, appropriating another $900 billion in financial assistance to small businesses—including chambers of commerce, trade associations and other 501(c)(6) not-for-profit organizations—unemployed workers and individual income taxpayers. At press time, President Donald J. Trump had not yet signed the legislation.

Here are some details of the package: This short-term federal relief package expands Paycheck Protection Program (PPP) forgivable loan eligibility to include chambers of commerce, trade association and other 501(c)(6) not-for-profit organizations and provides assistance to the struggling hospitality industry.

Of the $325 billion appropriation for small businesses, $284 billion is for first and second rounds of PPP loans and increases individual loans from 250 percent to 350 percent of average monthly payroll for restaurants and hotels. The cost of Personal Protective Equipment (PPE) is new as an allowable PPP expense.

The relief package also contains many top business-related priorities, including: • Simplified PPP loan forgiveness application for loans less than $150,000; • Ability to deduct expenses paid for with forgivable PPP loans; • One-year extension for Troubled Debt Restructuring (TDR) relief (Section 4013 of the CARES Act).

• Allows banks to continue to work with borrowers to gain additional forbearance and debt relief through 2021; • 100 percent business meal deductibility for 2021 and 2022; • Expanded and enhanced Employee Retention Tax Credit; • Five-year extension of the Workforce Opportunity Tax Credit (WOTC).

The relief package also contains support for individual income taxpayers and unemployed workers, including: • Direct payments to individuals: $600 for an individual making up to $75,000 per year; $1,200 to a couple making $150,000 per year and $600 for each child dependent; • An additional $300 per week will go to individuals receiving unemployment benefits; • $25 billion for emergency rental assistance • Extends the Coronavirus Aid, Relief and Economic Security (CARES) Act’s eviction moratorium until Jan. 31.

Lombard man facing terrorism charge allegedly found with child pornography

In August, the Independent reported on an incident that took place near the Village of Lombard Municipal campus which led to Lombard resident Amanda Wolf, 23, facing charges of Attempt Terrorism and Possession of Incendiary Device.

Wolf was charged with allegedly assisting a Lombard man, Christian Frazee, who allegedly approached several city-owned squad cars armed with a Molotov cocktail, lighters, butane torches and a bat.

On Monday, June 1, at approxi-

mately 12:27 a.m., a Lombard police officer reportedly observed a male, later identified as Frazee, dressed in all-black clothing wearing a hood, face covering and latex gloves walking near the Village Hall and then in the direction of the Lombard campus with a bat hanging from his bag. Frazee was walking toward the squad cars and employee vehicles, while holding a lighter in his left hand and a Molotov cocktail in his right hand.

It is further alleged that Frazee also had a butane torch lighter, seven additional lighters and two knives in his possession. Frazee was taken into

custody at that time.

The story later revealed that Wolf allegedly supplied Frazee with the materials to make the Molotov cocktail.

Additionally, Wolf reportedly exchanged numerous texts with Frazee that evening including an exchange in which Frazee allegedly tells Wolf he’s going to “Throw s--- at the cop cars” and asks her to “Bring me some ribbing [sic] alcohol a rag and a glass bottle” to which Wolf responded “Okay.” Another text exchange al-

leges that Frazee asks Wolf “Is peroxide flammable?” to which Wolf responded, “Wya [sic] I got that stuff for ya I also threw in some acetone I know that’s flammable lol.”

At that time, Frazee was arrested and charged with one count each of possession of an incendiary device and attempt terrorism—both Class 1 felonies at that time. He was released on bond in that incident, but during the investigation into the matter, investigators found hundreds of child pornography images and videos on

his phone, prosecutors said.

DuPage County State’s Attorney Bob Berlin had this to say about the subsequent arrest: “As I have said many times in the past, every image of child pornography represents yet another innocent victim of child pornography and anyone allegedly in possession of child pornography will quickly find themselves facing serious charges.”

Frazee is due to appear in court again on Jan. 7 before Judge Jeffrey MacKay.

York Township distributes Holiday meals

On Wednesday, Dec. 16, York Township Supervisor John W. Valle helped Food Pantry Director Angela Tanner and Township staff with the distribution of 171 meals to clients in need for the holiday season. Registered clients received a box with all the fixings, a ham and a bag of sweet potatoes to complete their holiday feast. This is the first year the food pantry has distributed hams for the Christmas holiday in addition to the Thanksgiving meals they provide annually.

Harassment, threats

The Elmhurst Police Department recently reported the following arrests and citations.

Persons charged with domestic battery are not named in order to protect the privacy of victims.

Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.

Dec. 3-Dec. 17 Police said a victim in the 400 block of Howard told police that she has received more than 30 phone calls from an unknown suspect, who is threatening her. The victim told the suspect that the calls were being traced and the suspect has not called back. The victim blocked all incoming unknown calls and will sign complaints if the suspect is located.

Assault, battery

Dec. 18 Police said a suspect was brought into the emergency room of Elmhurst Hospital at around 5:01 p.m. and required restraints due to his behavior. Subsequent to a struggle, the suspect kicked the victim, causing an injury to the victim’s elbow. Charges are pending.

Criminal trespass to property, criminal damage to property, criminal defacement

Dec. 18 A victim in the 100 block of W. Fremont told police at around 8:39 p.m. that he observed a red hatchback vehicle stop in front of his home. An unknown suspect exited the vehicle, ran to his yard, and tackled his 20-foot blow-up Santa yard decoration, breaking one of the plastic legs on the base. The area was checked with no results.

Dec. 17 Police said that subsequent to a vehicle lock-out in the 100 block of S. York at around 5:24 p.m., an unnamed suspect was found to be trespassing on private property and using the parking garage to sleep in his vehicle. The suspect was issued a no-trespass notice and left the complex without incident.

Domestic battery, domestic incident, disorderly conduct, damage to property, disturbance

Dec. 23 A victim in the 100 block of Fellows told police at around 5:34 a.m. that while in the restroom of her apartment, she heard someone speak. When she turned, she saw an unknown suspect peering through her window. The area was checked with no results.

Dec. 20 Police said officers responded to an unnamed location for the report of a physical domestic with intoxicated subjects. Upon arrival, the complainant and the suspects were extremely uncooperative and refused to provide any information about the incident. There were no signs of injury and no arrests were made. A short time later, officers returned to the residence for a medic request. Medics transported one of the subjects to the hospital.

Dec. 19 A victim told police while at an unknown location in Elmhurst at around 11:24 a.m., the suspect grabbed her by the neck and choked her. She drove the suspect to his residence in Elmwood Park, and the suspect battered her at that location. The reporting officer observed a red mark on the right side of the victim’s neck and a scratch on her right jawline. An investigation is pending.

Dec. 24 Joseph Morici, 32, of La Grange, was charged with DUI, unlawful possession of a controlled substance, speeding and disobeying a traffic control device subsequent to a traffic stop in the 600 block of W. Grand at around 2:20 a.m.

Francisco Sanchez, 29, of Lombard, was charged with DUI, possession of cannabis in a vehicle, violation of driver’s license restriction, improper lane usage and no headlights subsequent to a traffic stop near E. North and N. Willow at around 12:39 a.m.

Dec. 22 Daniel Long, 19, of St. Louis, Mo., was charged with DUI, possession of adult use cannabis in a vehicle and failure to reduce speed to avoid an accident subsequent to a traffic crash near North and Glade at around 3:45 p.m.

Dec. 20 Ena Hatibovic, 22, of Carol Stream, was issued a citation for illegal transportation of open alcohol near Route 83 and North at around 8:49 p.m.

Kenyata S. James, 40, of Chicago, was charged with DUI, transportation of open alcohol, speeding and improper lane usage subsequent to a traffic stop near Roosevelt and York at around 2:03 a.m.

Jack Ndayisenga, 18, of Knoxville, Tenn., was charged with illegal transportation of alcohol, possession of alcohol by a minor, driving while license suspended and no insurance, while Abdullahi S. Omar, 18, of Lombard, a passenger in the vehicle, was issued a citation for possession of adult use cannabis subsequent to a traffic stop near Addison and North at around 12:28 a.m.

Dec. 19 Steven J. Berg, 23, of Elmhurst, was charged with DUI and driving without lights when required subsequent to a traffic stop near Park and Cottage Hill at around 1:51 a.m.

Eric A. Rodriguez, 33, of Bensenville, was charged with DUI, speeding, improper lane usage, failure to signal when required and no insurance subsequent to a traffic stop near Grand and York at around 1:01 a.m.

Alvin Stanton, 51, of Oak Park, was charged with DUI-drugs and improper lane usage in the 200 block of S. Route 83 at around 8:39 a.m.

Fleeing, eluding Dec. 18 A reporting officer near Lake and Grand attempted to conduct a traffic stop on an offending vehicle at around 10:49 a.m. but it fled from the officer at a high rate of speed. An investigation is pending.

Dec. 22 John P. Woodard, 30 of Chicago, was charged with obstructing identification, possession of cannabis by the driver, driving while license suspended, operating an electronic communication device while driving, improper lighting and no insurance subsequent to a traffic stop near York and Lake at around 9:43 p.m.

Possession of cannabis, possession of drug paraphernalia, possession of a controlled substance Dec. 23 Andrea Mendoza, 19, of Villa Park, was charged with possession of drug paraphernalia, possession of cannabis in a vehicle and driving while license suspended subsequent to a traffic stop near E. North and N. Berteau at around 8:30 p.m.

Dec. 22 Megan S. Moeller, 21, of Arlington Heights, was issued a citation for possession of adult use cannabis in a vehicle and improper lighting subsequent to a traffic stop near Route 83 and Riverside at around 10:18 p.m.

Dec. 21 Nestor Rosario, 30, of Burbank, was issued citations for unlawful possession of cannabis in a vehicle and no seat belt subsequent to a traffic stop near North and Ferndale at around 10:23 a.m.

Dec. 18 Kara Lyn Brage, 41, of Aurora, was charged with possession of a controlled substance, possession of drug paraphernalia and retail theft in the 600 block of W. North at around 3:04 p.m. Police said that during a consent search, the suspect was found to be in possession of heroin and drug paraphernalia.

Theft/burglary/attempted theft or burglary/identity theft/fraud/forgery/ deceptive practice/ obstruction/robbery

Dec. 23 Rolando Anton Granados, 21, and Maryte Torres, 24, both of Chicago, were charged with two counts of retail theft and two counts of burglary at a store in the 300 block of S. Route 83 at around 4:04 p.m. According to police, a complainant witnessed three female suspects leaving the store with handfuls of clothing. Two were juveniles. The suspects entered a white Ford Explorer and fled the area.

Johnathan Martinez, 20, of Lombard, was charged with retail theft at a store in the 300 block of S. Route 83 at around 12:44 p.m. A reporting officer met with a complainant who stated that Martinez allegedly stole merchan-

dise before leaving the area.

Retail theft was reported at a local supermarket in the 100 block of E. Schiller at around 5:34 p.m. According to police, a complainant stated that an unknown suspect left the store with without paying for a package eye drops he had taken. The suspect is described as a white male in his 30s. The unknown suspect left the area in a blue Honda sedan with tinted windows and large muffler.

Dec. 22 Theft of a vehicle was reported in the 200 block of S. Route 83 at around 9:58 a.m. A victim told police that she left her 2004 white Pontiac Vibe unattended and running in the parking lot at the above location. Upon returning to the parking lot, she found her vehicle was missing. The vehicle was entered into LEADS. The victim’s dog, her driver’s license, her cell phone, and cash were inside of the vehicle when it was reportedly stolen by two suspects described as black males. The suspects’ vehicle is a poor condition, blue/ silver, early 2000s minivan (possibly a Ford Windstar). The victim’s vehicle was recovered in Chicago on Dec. 23, but the victim’s dog is still missing. (See photo of dog on page 3 of this issue.)

Theft was reported at a pizza restaurant in the 600 block of N. York at around 11:03 p.m.

A complainant told police that an unknown suspect ordered 12 pizzas to be delivered to an address in Elmhurst. The complainant arrived at the address with the pizzas, but the suspect would not answer the phone. The suspect texted the complainant and stated the pizza order was a prank.

Dec. 21 Jeffrey T. Ronowski, 45, of Des Plaines, was charged with theft at a business near Riverside and Route 83 at around 2:22 a.m. Police said that while an officer was on patrol, the officer observed a suspicious vehicle in the area where a recent attempted burglary to a vehicle occurred. An investigative traffic stop was conducted and Ronowski was found to be in possession of 10 spools of copper wiring, according to police. Subsequently, police said Ronowski admitted to stealing the spools of wire.

Attempted burglary to a vehicle was reported at a business in the 800 block of Riverside at around 12:18 a.m. Complainants told police that while they were inside of the sleeping area of the truck, a noise woke them. When they opened the curtain covering, they observed the driver’s door was open and an unknown suspect was climbing into the truck. When the suspect realized the truck was occupied, he fled on foot westbound through the lot.

A complainant told police that two suspects— one described as a white female between 25 and 30 years old; the other described as a black male between 35 and 40 years old—stole three bottles of liquor and an unknown amount of facial/cosmetic products. The suspects entered a minivan (possibly a Chrysler) and left the scene in an unknown direction. Officers checked the area for the suspects with no results.

Dec. 19-Dec. 21 Theft of vehicle parts was reported at a trucking company in the 200 block of W. Diversey. A complainant told police than an unknown suspect(s) cut the fencing to the storage yard and stole five tires from two vehicles which were parked in the lot sometime between the above dates.

DuPage Health Department COVID-19 vaccine weekly update Since the first 13,650 doses of COVID-19 vaccine arrived in DuPage County a week ago Wednesday, DuPage County Health Department (DCHD) has worked to distribute vaccine to local healthcare partners who have been vaccinating healthcare personnel in DuPage County. More than 10,000 healthcare personnel have been vaccinated so far.

As the vaccine supply increases additional vaccination opportunities are now available for healthcare personnel who are not affiliated with hospitals including Emergency Medical Services (EMS).

Individuals and organizations who want to be notified about vaccination clinics should register for DCHD’s COVID-19 Vaccine Weekly Updates.

This will allow the Health Department to reach back out to individuals and organizations when it is time for their vaccinations to be provided.

DCHD expects that it will take several weeks to receive enough vaccine to vaccinate all healthcare personnel in

DuPage County. DCHD will continue to provide updates on how and where individuals can sign up to register for vaccination appointments.

Last week, DuPage County expects to receive more than 16,000 doses of the Pfizer and Moderna vaccines.

The U.S. Food and Drug Administration approved the Moderna vaccine through an emergency use authorization (EUA) Dec. 18 and the Centers for Disease Control and Prevention’s (CDC) Advisory Committee on Immunization Practices (ACIP) recommended that Americans aged 18 years and older receive the Moderna vaccine.

These next shipments of the COVID-19 vaccine will support efforts to continue working to vaccinate the estimated 43,000 healthcare personnel in DuPage County which is expected to take several weeks. Early protection of health care personnel is critical to preserve capacity to care for patients with COVID-19 or other illnesses. Long-term care facilities are

the other priority population in Phase 1a, and will receive vaccinations through a Federal program, called the Pharmacy Partnership Program.

“We know health care workers have a much higher risk of COVID-19 exposure as they are on the frontlines of this devastating pandemic. It is imperative that we protect the health and safety of this essential workforce,” said Karen Ayala, DCHD Executive Director. “We are working to ensure all health care workers throughout the county have access to this life-saving tool, protecting not only them but also their patients, families, and our communities.”

At this time, the healthcare systems are working through their staff members and affiliated health staff to assure adequate coverage across the community. DCHD is preparing to open COVID-19 vaccine clinics for EMS and other healthcare personnel (dentists, physical therapists, hospice workers, home health care) who are not affiliated with hospitals starting this

week. At this appointment, healthcare personnel will be required to present verification of their healthcare worker status, i.e., employee ID badge, check stub, state licensure, or certificate. Any personnel in this category, who are interested in signing up to be notified about DCHD’s vaccination clinics, should register for COVID-19 Vaccine Weekly Updates. This will allow the Health Department to reach back out to individuals and organizations when it is time for their vaccinations to be provided. Healthcare personnel who are affiliated with a health system are advised to contact their health system to coordinate vaccination.

The Health Department continues to work with partners at all levels, including hospitals, health care providers, pharmacies, and community leaders, on flexible COVID-19 vaccination programs that can accommodate different vaccines and scenarios. Its goal is to make vaccine available through as many locations as possible, as the vaccine supply increases and becomes

more widely available. It will share additional information about how and where vaccine will be available at dupagehealth.org/covid19vaccine.

As of Dec. 25, the IDPH reported that about 60 percent (561) of DuPage County’s COVID-19 related deaths involved residents and staff of long-term care facilities. The IDPH also reported that as of Dec. 25, nearly 50 percent (7,910) of the

state’s 15,969 COVID-19 related deaths involved residents of longterm care facilities. According to the IDPH’s latest figures, long-term care facilities account for less than 7 percent (62,600 of 937,909) of the COVID-19 cases in Illinois.

And now for the good news Elmhurst Hospital reports that 20 inpatients with confirmed cases of COVID-19 were discharged as of Tuesday, Dec. 22. Since March 24, a total of 1,141 patients have been discharged.

FPDDC seeks new director

DuPage Forest Preserve District Executive Director Ed Stevenson will assume a new role as executive adviser and co-lead a search to find a new executive director for the agency.

Stevenson, who has served as executive director since November 2016, said the move is needed to “right-size” for the future.

“The years ahead include ambitious plans for the organization, and

there is much to accomplish,” he said. “I believe that now is the time for a change that will give us added support and momentum.”

Stevenson will transition from his executive director role into his new role in the months ahead “to enhance the leadership structure by serving as an advocate for staff, a resource for the board of commissioners, and an advisor to the leadership team, including a new executive director.”

Glowiak Hilton supports caps on insulin costs at $100 per month On Jan. 1, 2021, Illinois will become the second state to cap out-ofpocket costs for prescription insulin, and State Senator Suzy Glowiak Hilton (D-Western Springs) is reaffirming her support for working families over pharmaceutical profits.

“Pharmaceutical corporations have profited off the lives of residents with diabetes for too long,” Glowiak Hilton said. “By capping the cost of life-saving insulin at $100 for a 30-day supply, Illinois is standing firmly on the side of hardworking families. Families should not be forced to choose between food or prescriptions.”

Nearly 30 million children and adults in the U.S. are diagnosed with

diabetes, according to the American Diabetes Association. Individuals with the lifelong condition of Type 1 diabetes will on average spend $5,705 per year on prescription insulin alone.

The new law also requires the Departments of Insurance, Human Services, and Healthcare and Family Services to issue a joint “insulin pricing report” to the public that details findings on insulin pricing practices and recommendations to control and prevent overpricing of prescription insulin drugs.

The measure, Senate Bill 667, was signed into law in January 2020 and chief sponsored by State Senator Andy Manar (D-Bunker Hill).

New law supported by Glowiak Hilton protects sexual assault survivors

Beginning Jan. 1, 2021, Illinois survivors of sexual assault will be able to keep their home addresses confidential, thanks to legislation championed by state Sen. Suzy Glowiak Hilton (D-Western Springs).

Glowiak Hilton sponsored House Bill 2818, which passed with bipartisan support, to empower the attorney general’s office to help keep survivors’ home addresses private from their attackers and stalkers.

“Investigations of sexual assault can be long, grueling and emotionally devastating for survivors,”

Glowiak Hilton said. “It’s critical for survivors to feel safe at home during and after the conclusion of the investigation.”

The law allows survivors of sexual abuse or stalking to list the attorney general’s office as their contact address instead of revealing their actual address, avoiding any risk that their abuser might locate them.

The program is currently established for victims of domestic violence. House Bill 2818 expands its availability to all survivors of sexual abuse and stalking.

This happens quickly. Before you realize where you are, you are someplace never before imagined.

You look for a way back, but there seems to be no exit.

The only way forward is the signpost up ahead. Your next stop: the COVID Zone.

They are depressed. They are ill with other ailments and have to choose between treatment and isolation or ignoring their symptoms in order to stay with family. I know this truth firsthand. Some are dying alone. The only thing worse than dying, is dying alone.

Not everything about the COVID Zone has been negative.

We’ve reconnected as families.

We’ve rediscovered meals together and cooking from scratch. Many of us have mastered yeast, and not the infectious kind. In some cases we can no longer go to restaurants, but food delivery has become easier and more accessible.

Curbside pick-up for groceries is the new catch-all, end-all. We stay at home and do more than ever before.

Shopping? Online. Seeing a doctor or therapist? Telemedical, is the new black. Worship? That’s online, too.

We’ve become a culture that doesn’t need human contact to survive; yet I believe we are a culture that requires human contact to survive.

I’m rooting for a future that includes hugs, handshakes, highfives and the human race. Game on, COVID Zone. I’m searching the horizon for an exit ramp and plan to take the first one I see.

Preschool shows spirit of giving

Longtime Bethel Learning Center teacher Georgia DeClark stands amid hundreds of toys donated by families whose children attend the preschool. For the last several years, DeClark has organized the holiday toy drive to support pre-K though 8th grade children at Lara Academy, a school in an impoverished area of Chicago. Most students at Lara Academy eat a school-provided breakfast and lunch and receive a warm meal after the school day, thanks to a neighborhood church. Remote learning is a challenge for most of the children, as many of their parents have never used or owned a computer. Thanks to the Bethel families’ generosity, nearly 400 toys and gifts plus about $1,500 in donations to purchase gift cards were delivered to the underprivileged children.

More than 100,000 doses of COVID-19 vaccines have been administered in Illinois since the first vaccine was approved for emergency use this month, more than any other state in the nation, and state officials expect the pace of the vaccination program to speed up as the federal government begins distributing a second drug last week.

Gov. JB Pritzker made that announcement during a virtual media briefing Dec. 23, adding that eventually, larger states like California and Texas will surpass Illinois simply because of the size of their populations.

“But the vaccine team in Illinois sprinted past them all in week one,” Pritzker said.

The U.S. Food and Drug Administration granted Emergency Use Authorization Dec. 11 for a vaccine developed by the drug companies Pfizer and BioNTech, and the state began delivering those vaccines two weeks ago.

On Friday, Dec. 18, FDA granted the same authorization for a vaccine developed by Moderna and shipments of that vaccine are now being distributed to hospitals and local health departments throughout the state.

By Dec. 26, Pritzker said, the state expected to receive another 23,400 doses of the Pfizer vaccine, plus 174,600 doses of the Moderna vaccine for distribution throughout Illinois outside of Chicago. In addition, Illinois is dedicating another 37,050 doses of the Pfizer vaccine for a federal government’s vaccination program for long-term care facilities, which is being administered by the pharmacy companies CVS and Walgreen’s.

“And with the Moderna shipments (last week), vaccines will have officially reached all 102 counties in Illinois,” Pritzker said.

The city of Chicago, which receives its own shipments directly from the federal government, expected to receive 15,600 doses of the Pfizer vaccine and 48,000 doses of the Moderna vaccine last week.

All of the vaccines being distributed in the first phase of the program are earmarked for health care workers and the residents and staff of long-term care facilities. State officials said this week they expect it will take four to six weeks to complete that phase before the program expands to cover people over age 75 and other front-line essential workers.

Meanwhile, the spread of COVID-19 in Illinois continued to show signs of declining. Despite this trend, however, Pritzker said he has no immediate plans to lift the Tier 3 mitigations currently in effect statewide, which includes the closure of bars and restaurants to indoor service and strict limits on public gatherings.

“The challenge that we have is, what we don’t want to do is swing back and forth between mitigations and not having mitigations within days or a week or two of one another,” Pritzker said. “And as we head into New Year’s, my concern is that we might see—we are going likely to see—some uptick from Christmas and from New Years in hospitalizations as well as cases.”

“Having said that,” he added, “even if we brought the entire state or specific regions from Tier 3 to Tier 2, that would not open bars and restaurants for indoor service yet. We need to bring it down even further and for a longer period of time.”

Pritzker did announce that his administration is increasing funding for child care providers that take part in the state’s Child Care Assistance Program, or CCAP, a program that helps lowincome families pay for child care.

Pritzker said the state will invest $20 million of its remaining allocation from the federal Coronavirus Aid, Relief and Economic Security, or CARES Act, to pay for all eligible days of child care for families enrolled in the program, regardless of the child’s actual attendance, for all of December, January and February.

In addition, he said, the Department of Children and Family Services will lift the capacity limits all licensed family child care providers this month, returning them to full capacity. He said licensed child care centers may return to full capacity in early January, if the COVID-19 rolling positivity rate remains below 9 percent.

The money will also be used to buy and distribute personal protective equipment to child care providers throughout the state.

Pritzker said the intent of the additional funding is to provide some financial stability to child care providers who have seen their enrollments decline or have had staff call in sick during the pandemic.

“These tumultuous times have rained down in multiple ways on our early childhood network of providers,” Pritzker said. “And I wanted to make it easier for them so that we can make sure that childcare is available to parents who need it.”

Members of the bipartisan, bicameral Restore Illinois Collaborative Commission met recently to discuss its accomplishments and future goals during the final meeting of 2020.

“The RICC was created to help shape the state’s economic recovery plans after the COVID-19 crisis,” said State Senator Laura Murphy (D-Des Plaines), the Senate co-chair of the commission.

“We’ve made progress in adapting our recovery strategy to the needs of people, businesses and communities across the state, but there’s much more work to be done.”

Representatives from Illinois Department of Public Health Office of Preparedness and Response joined the meeting to discuss the state’s vaccine distribution plan. The com-

mission has met with IDPH several times this year to assess the state’s public health decisions and monitor testing and contact tracing efforts.

Since July, the commission has been joined by representatives from a variety of state agencies to ask questions and offer feedback to help advance the state’s recovery.

Following an August meeting with a panel of school superintendents from across the state, the commission helped procure more concrete public health guidance and metrics for schools as they prepared to begin a new school year during the pandemic. The commission then checked in with the Illinois State Board of Education in October to ensure teachers and students had the support they needed to overcome remote learning chal-

Representatives from the Illinois Department of Commerce and Economic Opportunity, the Illinois Department of Employment Security, the Illinois Housing Development Authority, the Illinois Department of Healthcare and Family Services, and the Governor’s Office of Management and Budget, as well as local government, labor and business leaders, have also joined the commission over the past five months to provide updates on their agencies’ parts in the state’s recovery.

The commission is set to dissolve at the end of the year, but members are optimistic that the operation of the commission will be extended when the General Assembly reconvenes for the spring legislative session.

Lawyers for a Kane County restaurant are asking the Illinois Supreme Court to overturn an appellate court decision that found the governor’s indoor dining ban was lawfully imposed.

FoxFire Tavern is one of dozens of restaurants that sued Gov. JB Pritzker and his administration after he issued an executive order imposing stricter restrictions on businesses, including a ban on indoor dining and bar service, in response to rising COVID-19 cases and hospitalizations throughout the state.

The state’s highest court has not yet weighed in on the legal arguments challenging Pritzker’s power to impose the indoor dining ban, or any other restrictions implemented in his numerous executive orders.

The 2nd District Appellate Court’s decision last month that upheld Pritzker’s order prohibiting restaurants from allowing indoor dining cannot stand because it “leaves the restaurant industry out in the cold and without legal redress,” Kevin Nelson, one of FoxFire’s attorneys, wrote in the legal brief to the Illinois Supreme Court submitted on Dec. 18.

The brief asks the court to accept the case and reverse the appellate court’s ruling on the governor’s executive order.

However, since the court is not obligated to hear the case, the justices could reject that request and decline to rule on it.

The restaurant won an early victory after suing Pritzker in October when a Kane County judge granted the restaurant’s request for a temporary restraining order that allowed FoxFire to ignore the new indoor dining restrictions contained in the executive order.

The 2nd District Appellate Court’s decision last month overruled the Kane County judge’s decision. The appellate court rejected the arguments from FoxFire’s legal team that Pritzker is limited, under state law, to issue one 30-day disaster proclamation, and also does not have the power to order businesses closed.

Instead, the appellate court found

that state law empowers the governor to issue multiple disaster declarations. The appellate court also ruled that Pritzker’s executive order did not amount to a “closure” for businesses, and therefore, Illinois Department of Public Health Act regulations governing business closures did not apply in this case.

Since that appellate court decision, the FoxFire case has been consolidated in Sangamon County court with 18 other cases filed by businesses operating as restaurants that are challenging the indoor dining ban. The consolidated cases in Sangamon County are ongoing, and no final decision has been issued.

FoxFire’s appeal to the Illinois Supreme Court is known as an “interlocutory appeal” because it asks a higher court to review a decision while the case is pending in a lower court.

The governor, IDPH and the Kane County Health Department, which are named in FoxFire’s appeal, have 21 days from Friday, Dec. 18, to file a response but they are not required to do so. A spokesperson for the Illinois Attorney General’s Office, which represents the governor and state agencies, said its lawyers are reviewing the legal filing.

FoxFire, a steak and seafood restaurant in Geneva, continues to allow seating indoors, in defiance of the governor’s executive order, as its legal case remains pending.

KC Gulbro, co-owner of the restaurant, did not respond to requests for comment on Dec. 21. A call to the restaurant confirmed it is still serving customers indoors.

Pritzker has said his administration is relying on county health departments and local law enforcement to issue citations and fines to restaurants and bars that violate the ban on indoor dining and bar service. A misdemeanor citation and fine are a last resort only after attempts to ensure voluntary compliance are unsuccessful.

A Kane County Health Department spokesperson declined to comment, citing pending litigation, and referred questions to the Kane County State’s Attorney’s Office.

Surgeon general: Illinois numbers ‘moving in the right direction’ CAPITOL NEWS ILLINOIS

The top public health official in the United States said last week that the COVID-19 trends in Illinois are improving and he urged the public to get vaccinated as soon as the doses become available to them.

“The numbers here in Illinois are moving in the right direction and we have a finish line in sight with these two vaccines,” U.S. Surgeon General Dr. Jerome Adams said during a news conference in Chicago.

Adams was referring to the vaccines that were recently granted Emergency Use Authorization by the U.S. Food and Drug Administration, one developed by the drug companies Pfizer and BioNTech, and another by Moderna.

The state recently began distributing

the Pfizer vaccine and expected to begin shipping the Moderna vaccine last week.

The major difference between the two vaccines is that the Pfizer vaccine must be stored at an ultra-low temperature of 80 below zero, whereas the Moderna vaccine can be stored at temperatures up to 20 below zero.

Both have been shown to be 94 to 95 percent effective in preventing people from developing COVID-19 symptoms.

But while people are waiting for their turn to receive the vaccine, Adams urged people to continue following public health guidelines—wearing face masks in public, frequently washing hands and wiping down surfaces and avoiding large gatherings.

Elmhurst College athletic teams receive update on start of winter season

Two York football players announce college choices

Elmhurst College’s athletic teams were given a recent update on the status of winter sports competitions by the College Conference of Illinois and Wisconsin.

The CCIW Council of Presidents stated that it continues to plan for winter sports competition, with practices to begin in early January and

competition to start no sooner than Jan. 23.

The COP added at this time it has determined that if federal, state, local and campus conditions are at a point that student-athletes can return to competition safely and proper testing can be secured, then winter competitions can start.

CCIW officials added they will continue to monitor public health conditions within Illinois and Wisconsin and local and campus communities, and the COP will reconvene in January to discuss if changes to this plan need to be made.

The CCIW consists of Elmhurst

College, North Central, Augustana, Illinois Wesleyan, Wheaton, Carthage, Carroll, North Park and Millikin.

All Elmhurst College sports have been void of competition since late July when the CCIW announced that all fall sports conference games and championships were postponed due to the pandemic. The CCIW did note that efforts to play fall sports in the spring — pandemic-dependent — would be made.

ICCP Grad Cheng Joins Elmhurst Hoops Staff IC Catholic Prep graduate John Cheng is now a volunteer assistant

coach on the Elmhurst College men’s basketball staff.

Cheng is a graduate of Denison University in Granville, Ohio, and spent the last two seasons as an assistant coach at the University of Chicago.

He also spent two years as a trainer and coach for Breakaway Basketball in Westmont where he trained youth and high school players while also coaching an AAU team.

Cheng was a four-year player at NCAA Division III Denison and served as the team’s captain his senior season.

He was part of a 2016 Denison

team that won the North Coast Athletic Conference tournament championship.

Luke Malaga will continue his athletic and college careers at Ivy League and NCAA Division FCS member Cornell University in Ithaca, New York, while Patrick Kastner is headed to NCAA Division II entrant Michigan Tech University in Houghton, Michigan. The Independent will profile these student-athletes in an upcoming issue.

Meyers, who has attended Timothy Christian since preschool, started playing the sport in the seventh grade at Timothy. “Really, a lot of my friends were on the team and I ended up liking it,” she said. “It was a fun opportunity to spend time with friends.”

And she continues to embrace her role as a defensive standout. “I love chasing after the ball,” she said. “You sacrifice your body to keep the ball up and help the team be able to keep playing the point. My favorite part is the anticipation of the hit coming to you.”

Like all current high school student-athletes, Meyers is hopeful a spring high school season is in the card amidst the pandemic. I am re-

ally looking forward to it,” she said.

“I hope we will be able to squeeze it in. It’s been pretty hard not getting touches. I have done a few private lessons here and there, but you can’t really do too much. I definitely miss my teammates and coaches. It’s been tough (during the pandemic) not being able to spend time with friends and family. I am an extrovert and love being with other people. The pandemic has canceled those parts of life for the time being.”

Another positive for Meyers has been the continued support of the Timothy Christian family. “Going to school here has been amazing,” she said. “I love the community. It’s something you can’t find anywhere else. I have known my friends, teammates and the staff for so long. It’s been an amazing experience.”

Meyers took an official visit to the school and also took part in a volleyball camp there. “I went on a visit and also was part of a camp that I helped run with the girls on the team,” she said. “I like everything about the school. It’s relatively close to home, and everything on campus is within walking distance.”

Meyers said she’s thinking about a business management major at Bethel.

“I am so thankful that I have this opportunity,” said Meyers, who plays club for Illinois Performance Volleyball out of Woodridge. “I am excited to bond with the team and play at a higher level, be more com-

Elmhurst University has launched a new graduate certificate program in innovation and entrepreneurship that can help students jump-start a startup, bring new ventures to existing organizations, and better leverage ideas in today’s dynamic economy.

The Graduate Certificate in Innovation and Entrepreneurship program is designed for students interested in entrepreneurship or intrapreneurship (innovation within an existing organization). Currently accepting students for the fall of 2021, the part-time certificate program can be completed on campus or online in one year.

Zambia hosts first-ever Elmhurst Cup Event honors community for soccer gear donation

The first Elmhurst Cup soccer tournament was hosted by Rural Sports Foundation Zambia in Petauke, Eastern Province of Zambia, on Saturday, Dec. 5. The event was held to acknowledge and thank the soccer community in Elmhurst for hosting drives to collect soccer gear to donate to Zambia’s program. To date, local families have donated 7,000 used soccer items to players across Zambia. Soccer Gear for Zambia in Elmhurst ships gear to Rural Sports Foundation Zambia, which then distributes the items to more than 40 different youth programs.

The tournament was one of the first community events held since Zambia eased restrictions due acceptable containment metrics for the COVID-19 virus there. Teams of eight players each, both boys and girls mixed, competed in four brackets ranging from age 8 to 14. The half-day event also acknowledged World AIDS Day. Spectators received information to help reduce the spread of HIV. A special logo was designed for the event to represent the unity between

the two communities. The green color in the logo matches the same shade on the City of Elmhurst’s own logo, as well as the main color in the Zambian national flag. The logo also features an eagle, representing the American bald eagle on the Illinois state flag, as well as the African fish eagle on the Zambian flag. The values of the tournament are friendship, sports and equality, also reflecting the values of the soccer gear distribution program.

Job Mwanza, executive director for the Rural Sports Foundation, reported that players were delighted to be back playing soccer, and were particularly excited about how this event demonstrates their gratitude to families in Elmhurst.

Plans are already underway to host the next Elmhurst Cup in June.
