Last week, the Independent brought you the news that the City of Elmhurst had finalized and signed an intergovernmental agreement with School District 205.

On Wednesday, Dec. 18, they issued the following release: The City of Elmhurst and Elmhurst Community Unit School District 205 Board of Education have announced that an intergovernmental agreement has been finalized to address tax increment financing and longstanding storm water relief issues. The D205 Board of Education voted to approve the collaborative IGA during a special meeting on Wednesday Dec. 11, and the City Council followed with an approval during its regular council meeting Dec. 16. After several years of mediating and working towards this agreement, both parties are thrilled to move forward together.

“I believe this agreement is good for the community,” D205 Superintendent Dr. David Moyer said. “I am very pleased that we are able to put these outstanding issues to rest, and I look forward to working together cooperatively on future issues for the betterment of Elmhurst.”

“Our residents expect us to work together, and we have successfully come to an agreement that I believe will benefit the entire community,” Mayor Steve Morley stated.

The core details of the agreement are: • Construction and operation by the City of storm water management facilities at York High School and Jackson Elementary School, coupled with site improvements at both schools. The earliest that construction will begin is late spring or early summer of 2021.

• The York project involves installation of underground storm water storage tanks by the City, at its expense, on top of which the District will construct, at its expense, an athletic field with artificial turf. The field will be large enough for practice and competition in a number of interscholastic sports, including soccer and lacrosse, as well as for use by physical education classes and community youth organizations. The athletic field and the underground tanks will be located in the open space immediately south of the entrance to the York campus.

Drive merry, bright, sober this holiday season With holiday festivities rapidly approaching, the Elmhurst Police Department has announced its participation in a national enforcement campaign from Dec. 18 through Jan. 2 to crack down on impaired and unbuckled drivers.

“While parties are an enjoyable part of the holiday season, we urge our community members to keep the merriment off the road,” said Commander Jim Gandy. “If your celebration will involve alcohol, please plan ahead for a sober ride home and

remember to buckle up—it’s the best defense against an impaired driver.”

According to fatality analysis reporting by the National Highway Traffic Safety Administration, 839 people lost their lives last December to traffic crashes involving a drunk

driver. There were 285 fatalities related to drunk driving over the Christmas and New Year’s holidays alone— more than any other period in 2018.

Keep these tips in mind to help ensure your holiday season is safe and joyful: • Before you head to a party, designate a sober driver or plan to use either public transportation or a ride sharing service to get home safely.

• If you see an impaired driver on

the road, pull over and call 911.

• Have a friend who is about to drive impaired? Take their keys and help them get home safely.

• Always buckle up!

“For the past two years, the D205 Board of Education and the City of Elmhurst have worked toward the betterment of our community and now have collaboratively come up with a great solution,” D205 Board President Kara Caforio said, “The IGA signals a new era of cooperation between our two entities. Our community always is best served when we operate with mutual understanding.”

“The City has spent many resources addressing our storm water issues,” Morley said. “We used to be known

as the town that flooded, now we are known as the town that addressed flooding. This is a commitment we made to protect the home values in Elmhurst. We identified that we needed support from our taxing bodies to use open land space to store excess storm water. I want to thank every individual who has helped us come to this agreement. We are turning a new page on the relationship with District 205 while focusing on the future of Elmhurst.”

Last week, the Independent reported on a residential burglary that took place on the 200 block of No. Melrose on Tuesday, Dec. 10. At that time, it was reported that the suspect allegedly had removed collector’s coins and the cremated remains of a family member. It was later reported that the ashes were of the deceased infant son of the homeowners, who had died when he was just 10 days old.

Glenn Addison On Saturday, Dec. 21, authorities arrested a Harvey man who was then charged in the incident. With the arrest, the ashes were recovered and have now been returned to the family.

Glenn Addison, 66, is charged with one count of residential burglary.

Addison was already on parole for a burglary that occurred in 2014 and, due to his criminal history, is eligible for Class X sentencing.

On Saturday morning, DuPage County Judge Jeff MacKay set bond at $750,000 and also signed an order releasing the urn with the ashes to the family.

According to reports, Elmhurst police were called about 3:43 p.m.

Dec. 10 to the home on the 200 block of Melrose Street, where it appeared an intruder broke a side window to gain entry sometime after 8 a.m. The victims reported that a coin collection and an urn containing the ashes of their infant son, Billy, who died when he was 10 days old, were missing.

Investigating officers were able to gather enough information to charge Addison with the crime, DuPage County State’s Attorney Robert Berlin and Elmhurst Chief of Police Michael Ruth said in a news release. On Wednesday, Addison was arrested at his home.

Berlin credited “the truly outstanding work of the Elmhurst Police Department” for the return of the urn to the family.

“It is our sincerest hope that reuniting the child’s remains with the family will bring them peace and closure,” Ruth said in the news release.

Addison’s next court appearance is scheduled for Jan. 6.

Ted Kulpaka honored at RGA 45th annual Butterfly Ball

At the Ray Graham Association’s 45th annual Butterfly Ball, long-time volunteer Ted Kulpaka received the Legacy Award. The Legacy Award is presented to the individual who has had a significant impact on advancing the mission of RGA for many years. Kulpaka has been involved in RGA since the late 1960’s. He has been the franchise holder of Elmhurst Firestone since 1956.

Ted attended Tulley High School at Western and Division in Chicago

where the campus was an alley. He was quite a basketball player. Not only did he play for the high school but he played and worked with Wilson Sporting Goods. He played all over the city with players much older than him. Ted held his own and made friends along the way -- one was Moose Skowron, a rival turned lifetime friend.

In the 1950’s Ted was hired by Firestone to cover the territory from 6000 Clark Street in Chicago to Wheaton.

He had various jobs including sales, shuffling cars, and pumping acid out of 55-gallon drums into car batteries. The issue with shuffling cars was that Ted didn’t have a license or know how to drive -- that was a challenge! Ted managed to conquer the challenge.

Eventually, Firestone asked him to take over the franchise in Elmhurst in 1956. The rest is a success story about building a strong business and helping people along the way. As the

youngest member of the Firestone Dealer Council, Ted was recognized for his drive and determination. He built a strong reputation for quality service. His sons Mike and Bill are carrying on Elmhurst Firestone today.

The Elmhurst Police Department recently reported the following arrests and citations.

Persons charged with domestic battery are not named in order to protect the privacy of victims. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.

Assault, battery Dec. 17 Essence L. Wallace, 21, of Chicago, was charged with assault and battery at a gas station in the 400 block of N. York at around 11:04 p.m. Police said officers responded for the report of a group of people outside screaming at each other and one possessed a crowbar.

Subsequent to a verbal argument, police said Wallace, who was holding a crowbar, ran toward the victim and pushed the victim, causing her to fall to the ground.

Criminal damage, criminal defacement, criminal trespass Dec. 18 A complainant near Palmer and West told police at around 3:37 p.m. that a juvenile suspect threw a rock off of the bridge, which struck her vehicle and caused damage to the roof of her car. The suspect gave officers a false name, eventually gave his correct name, and admitted to throwing the rocks. The suspect was taken into custody, transported to the police station, and was released to his parent.

Charges are pending.

Dec. 17 Police said an officer responded to the report of a street sign knocked to the ground near Elmhurst and Michigan at around 8:58 a.m.

Upon arrival, the officer observed the damaged street sign on the ground and tire tracks on the grass.

Dec. 14 Jessica Cox, 28, of Elmhurst, was issued a citation for criminal damage to property near North and Berteau at around 4:04 p.m. Police said officers responded to the above location for the report of a road rage incident. According to police, a victim stated that Cox threw pennies at her car, which caused damage to her vehicle’s paint. A reporting officer spoke to Cox, whom police said admitted to throwing pennies at the other vehicle.

Dec. 12 Dana Fritz, 22, of Bensenville, was charged with criminal defacement of property at Elmhurst College at around 9:15 p.m. According to police, a victim stated that she had discovered a note on the windshield of her car from a witness stating that Fritz had damaged her vehicle. A reporting officer spoke to Fritz, whom police said admitted to keying the car because she was angry with the way the victim was parked.

Dec. 13 A 22-year-old Villa Park man was charged with two counts of domestic battery, aggravated battery of a police officer, unlawful restraint, resisting a police officer and aggravated battery on a public way near West and Grantley at around 3:18 a.m. Police said that subsequent to a complaint of a domestic battery in progress, the suspect fled on foot from officers at the scene.

Police said two suspects were engaged in a fight on the second floor of York High School at around 2:16 p.m. The fight was ended by school staff. Both of the suspects were charged with disorderly conduct and their parents were notified.

DUI, illegal transportation of alcohol, open alcohol in public, consumption of alcohol by a minor, public intoxication Dec. 17 Roberto Tinoco, 33, of Chicago, was charged with DUI and no insurance subsequent to a traffic stop in the 100 block of W. North at around 2:04 a.m.

Dec. 14 Octavio Gonzalez, 36, of Elmwood Park, was charged with DUI, possession of cannabis, possession of drug paraphernalia, speeding and improper lane usage near Brush Hill and York at around 4:30 a.m.

Harassment, threats Dec. 12-Dec. 17 A victim in the 700 block of Van Auken told police about receiving numerous e-mails and photographs from the suspect between the above dates. The victim and suspect were previously involved in a dating relationship. The victim has told the suspect the messages are unwanted. The reporting officer contacted the suspect and left a message to cease all communications with the victim.

Dec. 16 A 54-year-old Elmhurst man was charged with two counts of domestic battery in the 500 block of S. Fairview at around 6:20 p.m. Police said that subsequent to a verbal argument,

Dec. 17 A school resource officer at York High School heard loud coughing and voices coming from the boys bathroom. Upon entering the bathroom, the officer immediately detected a strong odor of burnt cannabis. The suspect relinquished two vape devices and three vape cartridges. One of the vape cartridges tested positive for cannabis. The suspect was cited for possession of cannabis and possession of drug paraphernalia. The suspect’s parent was advised of the incident and the suspect was released back to school.

Suspicious circumstances Dec. 15 A reporting officer responded for the report of unlawful visitation interference in the 300 block of S. West at around 1:15 p.m. Upon arrival, the complainant stated that the suspect had not returned their daughter at the time specified in their custody agreement. A reporting officer attempted to contact the suspect and was met with no results. The complainant told police that she did not believe her daughter was in danger, but wanted the incident documented.

Theft/burglary/attempted theft or burglary/identity theft/fraud/forgery/ deceptive practice/ obstruction/robbery Dec. 18 Frank R. Alagna, 22, of Oakwood Hills, and Mellisa M. Alagna, 24, of Elgin, were charged with attempted burglary to a vehicle at a gas station in the 400 block of N. York at around 12:41 a.m. Police said that subsequent to an earlier altercation, officers were watching several individuals in the gas station parking lot that were yelling and swearing. According to police, the suspects attempted to gain access to an unattended vehicle.

Dec. 11-Dec. 16 Identity theft was reported in the 300 block of N. Chandler. A victim told police that an unknown suspect(s) used her personal information and opened a fraudulent credit card.

At this time, it is unknown if there were any charges to the account. The account was closed and the victim was provided information on how to protect herself against identity theft.

Dec. 15 Identity theft was reported in the 100 block of E. Oneida at around 8:04 p.m. A victim told police that his credit monitoring service notified him of a pending fraudulent credit application. The victim canceled the application and has no dollar loss. A reporting officer provided the victim with information on how to protect himself against identity theft.

Dec. 13 Theft of lost or mislaid property was reported in the 400 block of N. Berteau at around 2:42 p.m. A victim told police that he misplaced his black, bi-fold leather wallet. The wallet contained cash, an Illinois driver’s license, a health insurance card, credit cards, Social Security numbers, passwords and other personal information. At 1 p.m., the victim learned that his credit card had been used to make purchases at three different locations.

The victim canceled his credit cards, and his Illinois driver’s license was entered into LEADS. Burglary was reported in the 100 block of N. Addison at around 8:26 p.m. A victim told police that an unknown suspect entered his locked locker and removed his wallet containing numerous credit cards, driver’s license and other miscellaneous items. The victim’s credit cards were then used in an attempted purchase at Best Buy in Melrose Park, which was denied. Further investigation is pending.

Dec. 12 Tahj Harris, 22, of Riverdale, and Tajarai Frazier, 22, of University Park, were charged with felony retail theft at a store in the 300 block of S. Route 83 at around 9:26 p.m.

Police said Harris and Frazier were stopped and found to be in possession of stolen merchandise and were taken into custody. Frazier was additionally charged with driving while license suspended, tinted windows and no insurance.

Retail theft was reported at a store in the 600 block of York at around 1:37 p.m. A complainant told police that she witnessed two suspects described as black males leaving the store with a cart full of energy drinks and diapers. The two suspects entered a silver Pontiac and placed some of the items in the vehicle, while abandoning the rest of the merchandise.

Fraud was reported in the 100 block of W. Industrial. A complainant told police that they received an email inquiring about purchasing 50 cases of energy drinks. A few days later, an unknown suspect came in to pick up the order and paid using a money order. The complainant later received notification that the money order had been altered or was fictitious.

This case is pending investigation.

Dec. 11-Dec. 12 Burglary to a vehicle was reported in the 200 block of E. Grantley. A victim told police that an unknown suspect(s) entered her unlocked vehicle sometime between the above dates and stole her black computer bag containing her Apple iPad and Apple laptop computer.

Sept. 1-Dec. 12 Forgery was reported in the 400 block of W. Butterfield at around 3:42 p.m. Police said a victim’s bank received three unauthorized checks between the above dates. The signature on each check did not match the victim’s signature on file and all of the transactions were denied. The victim learned she was missing a pack of checks and closed the account.

Jan. 1-Dec. 11 Forgery was reported in the 700 block of N. Larch. A complainant told police that the suspect used the victim’s Social Security number during the hiring process between the above dates. The suspect was terminated from the company and they do not wish to pursue charges. The reporting officer will attempt to locate the victim.

Dec. 6-Dec. 7 Identity theft was reported in the 200 block of N. Geneva. A victim reports that an unknown suspect(s) used her personal information to obtain five fraudulent bank loans to purchase Apple iPhones. The victim contacted the bank, initiated a fraud report and closed the loan accounts. The reporting officer provided the victim with information on how to protect herself against identity theft.

grief. They are more common than you’d expect; I can’t believe they still exist. But they do.

They tell us to “get over it” or “it’s been long enough now” or “stop talking about it; it will only make you feel worse” or “I know exactly how you feel because I’ve been though the exact same thing.”

All wrong.

Grief is personal. Your grief will never be the same as mine and vice versa. No one can tell you how you feel – much less how you should feel. No one can set a time limit on your grief. It is hurtful and insensitive to do so.

I know this because I am challenged in the grief arena.

I’ve been blessed to escape most grief (so far) but the stuff I’ve experienced has thrown me for a loop. I’m no good at grief. I’m sure most people think this same thought, but compared to other people I’m pretty sure I stink at grief.

I lost my mom nine years ago. I still have difficulty remembering the fun times with her. The laughter.

The love. Her smile. Instead I remember the Alzheimer’s and her asking, “Who are you?” when I entered her kitchen.

I don’t speak about this publicly.

It isn’t something people want to hear. It’s been nine years, after all.

Why can’t I get over it?

Grief takes courage to forge through on your own terms. Grief takes courage period, while making you feel just about anything but courageous. Grief sucks.

But grief means we have loved and been loved. Grief means we have participated in life. Grief means the life we lived contained something substantial and something worth losing. Without

loss and the grief it brings, life would lack meaning and value.

Nothing worth anything is gained without a considerable amount of energy and love. Grief comes from both.

Just about all of us will all grieve at some point. And this grief does have one universal truth: It means we have loved someone or something outside ourselves. It means we have let someone inside our inner circle to be a part of our lives and when they no longer occupy that space, when they are no longer on this earth, we are sad because at the moment they left this earth a piece of us left with them.

This is the emptiness called grief. But at the same time, it is the fullness called love.

Jean M. Turner, 90 Jean M. Turner, long-time resident of Elmhurst, and former resident of Decatur, passed away recently at the age of 90. She was born May 11, 1929 in Normal, Ill. Jean was the beloved wife of the late Richard C. Turner who passed away in 2001. Jean and Richard were married in December of 1952. Loving mother of Catherine (the late Rick) Gray, Dianne (Frank) Lannes and Kevin (Michelle) Turner; grandmother of six and great grandmother of three. School District 205 signs IGA with City The Elmhurst Community Unit School District 205 Board held a special meeting on Dec. 11 at the District 205 Center, 162 S. York St. Five of the seven board members attended the meeting. Board members Jim Collins and Karen Stuefen were absent.

Considering just one issue during the special meeting, board members voted unanimously to adopt a resolution authorizing an intergovernmental agreement between District 205 and the City of Elmhurst regarding tax increment financing and storm water management projects.

The Elmhurst City Council approved the intergovernmental agreement at its regular meeting on Dec. 16.

Caforio read a prepared statement before the board approved the resolution at the Dec. 11 meeting. Caforio said the agreement would mark a milestone in the development of positive relationships with the city and the school district. She also said the agreement serves as an outstanding example of intergovernmental cooperation for the benefit of the two bodies’ respective constituents.

“The agreement is the culmination of almost two years of negotiations with the city, and addresses issues that have been outstanding for as long as ten years, and spans the service of two District 205 school boards,” said Caforio as she read the statement. “An agreement in principle was publicly approved and signed by the city and the district in Septem-

ber of 2018. A draft of the agreement was nearly completed and publicly addressed last spring, when negotiations stalled, primarily over the issue of whether the easement for the York project would be permanent. During the summer, the board considered and proposed a permanent easement if the storm water storage could be put underground with an artificially turfed field on top.”

Caforio went on to describe the elements of the agreement, which include: construction and operation by the city of storm water management facilities at York High School and Jackson Elementary School, coupled with site improvements at both schools. The earliest that construction will begin is late spring or early summer of 2021.

The project at York involves the installation of underground storm water storage tanks by the city, at its expense. District 205 will construct, at its expense, an athletic field with artificial turf on top of the storage tanks. The field and underground tanks will be located in the open space immediately south of the entrance to the York campus.

The artificial-turf field will accommodate practice and competition in multiple sports, including soccer and lacrosse. Physical education classes and community youth organizations will also use the field.

The project at Jackson involves moderately lowering the field at the north end of the school site. The

UCCA holds successful food drive

On Saturday, Dec. 14, more than 100 volunteers came together to deliver food to needy people in the area for the holidays for United Community Concerns Association (UCCA).

UCCA President Susie Sands spearheaded the effort to deliver turkeys,

potatoes and all the trimmings, thanks to the help of residents who loaded up their cars to take to the various homes. The effort began at 8:30 a.m. and finished up in about an hour, thanks to a great deal of organization and commitment.

Pat Matthews carries bags of potatoes that will be given to hungry families in the surrounding area for the holiday season. Pat volunteers every year for the annual UCCA effort.

services continued, and in 1973 the Health Department opened a new central office at 111 No. County Farm Road, Wheaton. In 1976, satellite offices were added in Addison, Lombard and Westmont.

• 1980s – The health-needs of the community again increased, and the Health Department added a Prenatal Clinic, an AIDS Program, took over the county tuberculosis (TB) program, tracked the largest foodborne illness outbreak in U.S. history with 2,798 cases of Salmonella reported in DuPage County, and contained a measles outbreak to 321 cases.

• 1990s – In August 1990, the Health Department provided its Disaster Team to assist the Will County Health Department following an F-5 tornado in Plainfield. Expansion of the Central Public Health Center in Wheaton was completed in 1993, which added 26,000 square feet to the building.

In recent years, efforts include: • 2004 – The response to the emergence of West Nile virus with a surveillance program that places mosquito traps throughout the county to test for mosquito-borne diseases.

• 2013 – DuPage County recognized the opioid epidemic and the Health Department initiated the DuPage Narcan Program, which has saved hundreds of lives.

• 2015 – The Health Department opened what is now known as the Linda A. Kurzawa Community Center at 115 No. County Farm Road, Wheaton, and relocated Transitional and Crisis Services to offer coordinated care and community services in the facility.

• In 2018, the Health Department adopted its definition of Integrated Care: “We collaborate to assess needs, deliver services and coordinate care to improve the health of our clients and our community.” Some of

the collaborative efforts include the Heroin/Opioid Prevention and Education (HOPE) Taskforce, DuPage Health Coalition, Advocate Good Samaritan Hospital/Great Beginnings prenatal care, AMITA Family Health Residency Program, Impact DuPage, RxBOX, the Behavioral Health Collaborative, VNA Clinic, Prevention Leadership Team, FORWARD, Crisis Intervention Team, and Post-Crisis Response Team.

The DuPage County Board of Health, in a Resolution dated December 12, 2019, “recognized the aforesaid visionary accomplishments and the 75th Anniversary of the DuPage County Health Department’s existence.”

The DuPage County Health Department is celebrating 75 years of protecting the health of residents and visitors.

The history of public health in DuPage County starts in 1925, however, the attempt to organize failed due to a lack of laws authorizing counties to collect taxes for health departments.

Since the early 1940s, a form of Health Department has operated in DuPage County, the first of which was designated on March 11, 1942.

With the nation involved in World War II, the Illinois Department of Public Health, following a General Assembly “special war-emergency session,” established DuPage County as one of 19 “Defense Zone” Health Departments to preserve public health during the state of war.

On November 1, 1944, with many health concerns that include the lack of countywide sanitation measures, and ordinances governing dairies and food vendors, the citizens of DuPage County voted in favor of a Health Department. The DuPage County Health Department began operations on March 13, 1945 in the DuPage County Courthouse, 201 Reber Street, Wheaton. With a budget of $39,000 and a staff of 15, the Health Department served a mostly rural population of nearly 125,000.

In 1945, the leading cause of death in DuPage County was “accidental,” and measles was the number one communicable disease with 725 cases reported in the county. Among the first acts of the department, as recommended by the new Board of Health, were five countywide sanitation ordinances: regulation of public water supplies; sewage disposal; garbage disposal; inspection of public swimming pools; and regulation of trailer parks.

The rich history and forward-thinking of DuPage County Health Department officials, includes responding to several health-related concerns in every decade that followed.

• 1950s – The worst polio epidemic in the county’s history, which resulted in 130 cases and 14 deaths in 1952.

• 1960s – Recognizing the mental health needs for the fastest growing county in Illinois at the time, the Health Department began providing mental health services in 1964.

field’s playability will reportedly be enhanced.

The work at Jackson, which will be paid for by the city, will also include improvements to the school’s parking area on the west side of the building.

The intergovernmental agreement also calls for the city to pay the school district $2,085,000, primarily from the city’s tax increment financing (TIF) funds. The district will use that money to pay for school site and facility improvements, primarily at Churchville Middle School. The agreement authorizes the transfer of $1.5 million in the city’s TIF 1 fund to the TIF 4 fund, in order to make payments related to the improvements at Churchville, which is located in TIF 4.

The agreement also includes a waiver by the city for payment by the district of storm water-related fees associated with the reconstruction of York High School about 20 years ago, and a waiver by the school district of issues related to the city’s downtown TIF project.

“This has obviously been a lot of work,” added Caforio, near the end of the meeting. “We’re elected to serve our entire community and be wise stewards of our community’s resources. I also believe our community expects us to work together.”

Caforio, who said the agreement starts a new chapter for Elmhurst, thanked Elmhurst City Council members and Elmhurst Mayor Steve Morley for their work in reaching the agreement.

The year 2019 was another formidable one in economic development for DuPage County, according to the organization Choose DuPage.

Nearly 700,000 jobs and 90,000 businesses benefit from DuPage County’s superior quality of life, business-friendly environment, premier location, and highly-skilled workforce.

While a comprehensive project report is expected to come out in spring 2020, below is a snapshot of some of the top real estate transactions that took place in 2019, according to Choose DuPage.

Elmhurst College has announced that Dean Pribbenow will join the College to serve as its vice president for academic affairs and dean of the faculty.

Selected in a nationwide search, Pribbenow currently is the vice president for academic affairs and aca-

Pribbenow said he was drawn to Elmhurst by the strong faculty, staff and leadership; the diverse student body; the deep commitment to experiential learning; and its national reputation for innovation.

“The quality of Elmhurst’s innovation signals an institution that is continuously focused on enhancing the quality of the student experience and responding to existing and emerging needs and opportunities in the communities we serve,” he said.

“Like many on campus, I was impressed with Dean’s breadth of knowledge and experience,” said Elmhurst College President Troy D. VanAken. “His passion for promoting academic excellence and championing the mission of institutions like Elmhurst will be especially welcome as we prepare for our sesquicentennial anniversary in 2021.”

Pribbenow has served as vice president of academic affairs at Edgewood College for nearly eight years. Before that he was dean of the School of Integrative Studies, as well as an associate professor who has

used service-learning pedagogy to develop and teach interdisciplinary courses on poverty, citizenship and the achievement gap.

“I see my vice president role as that of chief educator, so I bring that sense of teaching, learning and inquiry to all I do,” he said. He described three areas of particular professional interest for his role at Elmhurst: to support the professional development of the faculty; to foster innovation both in terms of program development and in seeking resources and funding; and to strengthen college and community partnerships through community engagement and experiential learning, in fulfillment of the civic purposes of higher education.

Pribbenow earned a Ph.D. in educational leadership and policy analysis from the University of Wisconsin-Madison; a master of science in counseling, with a concentration in higher education, from the University of Wisconsin-Whitewater; and a bachelor’s degree in English from Luther College, in Decorah, Iowa.

A 2013 Elmhurst graduate, Williams began his new role on Dec. 9.

“I’m excited to be back, and I’ve loved reconnecting with alumni, meeting current students, and feeling the energy of being on campus again,” he said. “I have great memories of my time here as a student, and I’m eager to hear from other alumni and help us become even closer as a community.”

In 2012, Williams was the first Elmhurst player to earn the prestigious Gagliardi Trophy, given to the most outstanding football player in NCAA Division III. The award, which honors excellence in athletics, academics and community service, reflects Williams’ career at Elmhurst. He twice earned Academic All-Conference honors and was a first-team Capital One Academic All-American. Off the field, he helped build homes as part of the College’s Habitat for Humanity chapter and helped raise funds for a variety of causes.

Wins and losses, praise and criticism, for Pritzker and Democrats in year one Party leaders, political observers assess past year, look ahead to 2020 CAPITOL NEWS ILLINOIS

A tumultuous year in Illinois politics is drawing to a close as the historic legislative accomplishments of May and June gave way to a flurry of ongoing federal investigative activity, resignations and indictments.

Central to the story of 2019 is Gov. J.B. Pritzker, a Chicago Democrat and billionaire who spent more than $170 million of his estimated $3.4 billion fortune on a successful bid to unseat one-term incumbent Republican Bruce Rauner.

During the campaign, Pritzker positioned himself as a foil to Rauner and President Donald Trump and promised to usher in a wave of progressive policies. He also promised a new era of bipartisanship after four stagnant years that included a twoyear budget impasse, which led to a ballooning backlog of unpaid bills and cuts to many state services.

Rauner’s unpopularity, combined with a national “Blue Wave” that saw Democrats retake several statehouses and governors’ offices across the country, helped Pritzker to a near 16-point electoral victory and propelled Illinois Democrats to

veto-proof supermajorities in both chambers of the state Legislature.

Pritzker and fellow Democrats got to work quickly when the legislative session began, parlaying that electoral momentum into the February passage of a phased-in increase of the state’s minimum wage to $15 hourly by 2025.

As the months progressed, Pritzker worked with the General Assembly to turn several other campaign promises into legislative victories— legalization of adult-use recreational marijuana; a massive gambling expansion including the legalization of sports betting; a $45 billion capital infrastructure plan and the tax increases to pay for it; protection of rights to abortion in the state; and more. He also signed Illinois’ operating budget with vast bipartisan support.

But perhaps the most essential piece to Pritzker’s long-term agenda—one that the governor’s office estimates will generate more than $3 billion in added annual tax revenue—cannot become law without the approval of voters.

That measure—an amendment to

the state’s constitution allowing lawmakers to levy higher income taxes on greater levels of income—will be on the November 2020 general election ballot.

But as the fight for the graduated tax gears up and some of the marquee policies of Pritzker’s first year near their 2020 implementation dates, the FBI is in the midst of a sweeping federal probe that has led to multiple resignations, indictments and raids of lawmakers and statehouse insiders.

Meanwhile, Senate President John Cullerton (D-Chicago) announced plans to resign from his leadership post and retire from the chamber on Jan. 19, setting up the state’s first majority party legislative leadership change in a decade.

Capitol News Illinois interviewed several party leaders and political observers to look back at 2019, discuss what could be on the agenda in 2020 and how the ongoing federal probes affect the legislative process.

“I thought we’d have a good session, but I did not expect it would be quite as historic as it was,” said Sen. Don Harmon, a Democrat from Oak Park and one of five assistant majority leaders in the Senate.

The $39.9 billion operating budget, capital infrastructure plan that relies on a doubling of the state’s motor fuel tax, massive gambling expansion and legalization of adult-use recreational marijuana all received bipartisan support.

“I think it was a good year for bipartisan solutions,” said Rep. Greg Harris, a Chicago Democrat and majority leader in the House. “Obviously, a lot of things we still disagree on, but those are philosophical things. It just goes to show that when we have common interests, we can work together to fix a lot of stuff.”

The rollout of the increase begins this month, when the wage goes from $8.25 to $9.25 before hitting $10 on July 1. From 2021 to 2025, the wage will see a $1 bump every January until it levels off at $15.

“But the governor just took a, you know, one-size-fits-all approach toward it,” Durkin said. “And obviously to fulfill a campaign promise without, I believe, truly recognizing and respecting what the short-term and long-term effects that this will have on small businesses, nonprofits and particularly along our border communities with other states.”

Toward the end of the session, though, Durkin pushed for a series of pro-business reforms that paved the way for extensive Republican roll calls on the budget and capital bills.

Senate Minority Leader Bill Brady (R-Bloomington) agreed with Durkin and characterized the session as “the good, the bad and the ugly” from the Republican perspective, noting he would push for changes to the minimum wage rollout based on geography in 2020.

“The governor was, in terms of communication, I think he was effective in a bipartisan way. Do I believe that he reached across the aisle on everything and worked with us?

No,” he said.

Senate Majority Leader Kimberly Lightford (D-Maywood), who sponsored the minimum wage bill, said after its passage, “the session just flew.”

“I knew that we would be very progressive and energetic and ready to do the work, since we had been in a stalemate for years,” she said. “… I wasn’t surprised we were able to get it done, I just didn’t know we actually could do everything with the time frame we had.”

Christopher Mooney, a professor of state politics at the University of Illinois-Chicago, said the cooperation on several issues was largely a counterweight to four years of inaction and infighting under Rauner.

Cullerton, the Senate president, agreed.

“It was a good combination of timing, where we had some pent-up demand because of the gridlock we had under Governor Rauner; it had been 10 years since the last capital bill—and there was a bipartisan effort on the capital bill, which is great,” he said. “At the end of the session, even though we had supermajorities, we worked with Republicans and got them to vote for a bipartisan budget in terms of the revenues for the budget as well as the capital.”

As 2020 gets under way, however, Mooney said he expects to see some of the bipartisan goodwill dissipate.

“Initially (Republicans) have been happy to not have Rauner, but as time goes on, and has gone on this year, I think things have been settled down into more of the party debate over issues,” he said. “And I think they’re done being happy that Rauner’s gone.”

Graduated tax The parties are prepared for “war” on at least one issue in 2020—the graduated income tax.

“We know that there will be a war on protecting taxpayer interests when it comes to this issue of altering our state’s constitution,” Brady said. “... We want to convince the business community that this will be defeated and they shouldn’t delay their investment in Illinois, their growth in Illinois.”

Harris, the House majority leader, said he believes the added resources are needed to further investment in public education and human services.

“I think when I go around my neighborhood ... I think people get the fact that it’s appropriate for the people at the top end to pay more of

their fair share and people of lesser means at the lower end of the economic scale to pay less in order to support our state,” he said.

Mooney said he expects the measure to “be an effective test of Pritzker,” and said it’s an “even money” bet as to whether it will pass.

“I think the governor’s going to have a hard time selling it. The opposition has a very good argument to say, ‘More taxes? You trust these guys?’ That’s all you have to say, we’ve been in such trouble for so long,” Mooney said.

Pritzker has already shown he is willing to dedicate his personal fortune to support the graduated tax, contributing $5 million in early December to the Vote Yes for Fairness ballot initiative committee which is raising support for the measure. A likely counterweight to that committee is the Vote No on the Blank Check Amendment ballot initiative committee, a business-tied group which had not reported any donations as of Dec. 18.

To pass, the measure will require approval from 60 percent of those voting on the question or the majority of those casting ballots in the election.

If the measure is successful, a rate structure passed by the General Assembly this year will kick into effect.

Per that structure, those making less than $250,000 annually will see their income tax decrease or remain at the current 4.95 percent rate, while those making above that amount will see higher rates, up to a maximum 7.99 percent for those making more than $1 million annually.

Harris said failure of the ballot initiative would mean “some pretty tough decisions.” He pointed to public education, in which the state has increased its investment by more than $700 million over the past two years.

“If we have to start going backward and shift more of the cost of education back to local school districts and just force more property tax increases, that’s a very bad result,” he said.

Cullerton said one alternative is an increase to the current 4.95 percent flat tax.

“If it doesn’t pass, the same amount of money can be garnered by a 1 percent income tax raise across the board,” he said.

When asked if he thought failure of the graduated tax initiative would mean tax increases elsewhere, Brady responded, “I hope not.”

“I hope what they (Democrats) focus on is economic growth, which will drive natural revenues to the state and increase and enhance the livelihood of our residents,” he added.

Federal probes and ethics reform But the graduated tax and the policies of Pritzker’s first year have been overshadowed lately by the sweeping federal probe of alleged state government corruption.

Just two months after Pritzker signed the expansive capital infrastructure plan—the first one passed by the General Assembly in a decade—the Statehouse office of one

of the bill’s lead architects was raided by the FBI. Sen. Martin Sandoval, a Chicago Democrat who was chair of the Senate Transportation Committee at the time, eventually submitted his resignation from the chamber effective Jan. 1.

News quickly followed of raids on a former lobbyist for ComEd, an electric utility company with close ties to Illinois House Speaker Michael Madigan, D-Chicago. Later it was revealed that federal agents also executed search warrants in several small towns in the southwest suburbs of Chicago, apparently searching for information about red light camera contracts.

Neither Sandoval nor any ComEd representatives have been charged with wrongdoing despite the ongoing investigations.

In October, however, Rep. Luis Arroyo, a Chicago Democrat, was arrested on charges that he tried to bribe an unidentified state senator who was later revealed by federal affidavits to be wearing a wire for investigators.

Before any of that, state Sen. Tom Cullerton of Villa Park, a distant cousin of the Senate president, was indicted in August on charges he collected a salary as well as health and pension benefits from a labor union “for which he did little or no work.”

He remains in the Senate.

The constant flow of headlines pertaining to alleged corruption put ethics reforms at the top of the agenda for the fall veto session, which produced measures tightening disclosure laws for lobbyists and creating a commission to study potential changes to ethics laws.

Harmon said it will be “incumbent upon” lawmakers in 2020 to “demonstrate our responsibility to voters.” He said the General Assembly should overhaul statements of economic interest and institute “an even greater separation” between legislative responsibility and fundraising obligations.”

“I hope (the federal investigations) reminds us all of the importance of the public trust we hold and that we can only lead by example, even in the face of these outliers,” he added.

Lightford, the Senate majority leader, said she did not believe the ethics probe slowed down lawmakers’ progress, as those under investigation do not represent the “full body” of the Legislature.

“I think it just showed that we’re even more committed to making sure that the personal failures of a few members does not get in the way of the work we’re doing and how we’re hoping to address problems to improve our state,” she said.

Harris, who was named to the ethics commission by Speaker Madigan, said it will draw upon best practices in other states, bills filed by both parties in the General Assembly, think tanks and others to craft effective ethics policies. The commission is scheduled to report its findings in March, and he said it would discuss pushing out reforms before that deadline.

“I don’t want this to be a kickingthe-can-down-the-road exercise,” he

said. “I don’t want it to be a grandstanding exercise. I want people to come in there and do real work.

I think everyone in the state agrees that we have some real problems with some of this lobbyist stuff and the ethics, governmental ethics stuff, and transparency and accountability, and we need to step up and fix them.”

Brady, who criticized what he said is a partisan tilt to the commission, said he will “continue to be hopeful” that it does its job.

“But at the end of the day, what really needs to happen is all these investigations, all these concerns about members of the General Assembly wearing wires, needs to come to rest,” he said. “And the federal government needs to give us some conclusion on the illegal activities which are already illegal regardless of ethics reform.”

Mooney was less optimistic, saying the platitudes put before a task force don’t always translate into effective legislation, because the general public is more interested in headlines proclaiming “ethics reform” than they are of minute details of the reforms.

“People that are affected by the ethics reforms, they’re much more into details. ... The general public’s not that interested. Obviously, they just want people to knock it off,” he said. “But the people that are involved, the lobbyists and whatever and the legislators that these restric-

tions are imposed upon, they would like to make them as loose as possible.”

Senate leadership change The surprise retirement announcement of the state’s top senator early in 2019 joins the federal investigations in creating uncertainty for the 2020 political agenda.

President Cullerton told reporters at the end of this year’s fall veto session that his reason for leaving was to spend more time with family.

Democratic Senate caucus members are scheduled to choose his successor on Sunday, Jan. 19, and several have been jockeying for position in recent weeks.

Mooney, the UIC professor, said the dynamic in the Senate will be an interesting one to watch in 2020.

“When you’re running for leader, you hand out goodies,” he said. “…

That’s how you get it. You give out favors. But once you’re in, you owe people stuff.”

Cullerton said becoming a leader is a “humbling” experience.

“It’s very humbling, because you’re asking your peers to elevate you and you’re reminded of your shortcomings by your colleagues.

They’re folks who don’t say, ‘I’ll vote for you,’ right away. You have to win them over. You’re constantly being reminded of your shortcomings.

Things looking bright for 8-1 Timothy Christian boys basketball team Trojans head into York Tosh tournament with plenty to build upon

The first half of the 2019-2020 season goes into the resounding success category for the Timothy Christian boys basketball team.

The Trojans headed into the York Jack Tosh Holiday Classic this week sporting an 8-1 record thanks to a pair of recent Metro Suburban Conference Red Divisions triumphs.

In a 71-54 win against conference newcomer Westmont, Timothy led 24-6 after the first quarter and nearly hit the half-century mark by halftime, leading 46-23 at the break.

Josh Harris led the Trojans with 20 points, while Matt Owens had 15 points and sophomore Ben VanderWal had 10 points. The Trojans shot

47 percent (25-for-53) from the field and a strong 45 percent (9-for-20) from the 3-point stripe with Harris, Owens, VanderWal and sophomore Trey Keizer each making two 3s.

Harris shot 6-for-6 from the freethrow line.

Owens added five assists, while Harris had three steals.

Earlier, the Trojans were 43-40 winners on the road in West Chicago against Wheaton Academy when VanderWal hit a 3-pointer as time in regulation expired.

Wheaton led 15-9 after the first quarter, but Timothy came back to take a 22-20 lead into the third quarter. The Trojans led 32-26 heading into the back-and-forth fourth quarter.

VanderWal had 17 points, while Jack Baldridge had nine points and Harris added seven points. Timothy shot 31 percent from the field. VanderWal hit four 3-pointers as part of his 17 points.

In addition to his 17 points, the

6-5 VanderWal also pulled in 17 rebounds. Owens had four assists.

“It was a great game,” said Timothy Christian coach Scott Plaisier.

Plaisier noted Timothy played for the final shot of the game with 1:05 left in regulation. “Jack Baldridge made a good play and a good pass and Ben hit the shot to give us the win,” he said. “Ben had a big game for us. This was a very big win for us.”

Plaisier said a commonality in the hot start for the Trojans has been defense.

“Defensively we have been really consistent with our ability to individually defend,” he said. “We are doing a good job of rotating and contesting shot and cleaning up misses defensively. We have done a really good job defensively. We held Addison Trail to 26 points in a game. We are making teams take tough shots and we’re suing some length in that area and disrupting offenses a little bit.”

Dukes go into holidays on a high note with quad sweep

The York wrestling team gained even more momentum heading into the holiday break.

The Dukes swept a recent quadrangular meet it hosted against Glenbard East, Wheaton-Warrenville South and Glenbrook North.

York downed Glenbard East 68-9, defeated Wheaton-Warrenville South 52-20 and took down Glenbrook North 55-18.

The three wins pushed coach Nick Metcalf’s squad to 9-3 on the season.

Metcalf noted a goal was to sweep that quad and head into 2020 with that 9-3 record.

York is 1-1 thus far in West Suburban Conference Silver Division action with a win against Proviso West and a close loss to Lyons Township.

“What’s unique about this year is everybody in the conference has lost already,” said Metcalf. “Downers North beat Oak Park-River Forest, and Oak Park beat LT. We lost to LT. We host Downers North on Jan. 9. That will be a good chance for us. There is a good chance there could be a two-way or three-way tie for the conference title. It should be interesting.”

Another positive, Metcalf noted, is the sheer numbers in the program this season. York started the season with a record 118 wrestlers in the program.

“We’re still over 100, which is great,” said Metcalf.

“We are stacked numbers-wise.”

Metcalf pointed out the York varsity is a seniorheavy team throughout the starting lineup. “What’s nice is these guys have stuck together the past four years and that’s part of the reason that we are having success right now,” he said.

Alex Gutierrez was 8-4 through his first 12 matches at 120 pounds. York also was bolstered by the recent return of Josh Matthiesen (285 pounds) from an injury.

“Josh was ranked fourth at the beginning of the season,” said Metcalf. “He’s definitely the top guy for us and a guy who can make it downstate and has every possibility to win the whole thing this year.

He’s back and he’s hungry.”

York also has received help from freshmen Sean Berger and Evan Grazini. Berger was 8-3 through his first 11 matches at 106, while Grazini was 9-4 through 13 matches at 138.

“We have two freshmen studs starting,” said

Metcalf. “That’s awesome. We haven’t had two starting freshmen contributing like this in some time.”

Looking at the whole body of work thus far, Metcalf said there is plenty to be happy about. “It’s a great group of kids to work with,” he said. “What’s nice is they come in with talent and knowledge already from the kids program (Elmhurst Wrestling Club). They are willing to listen and want to get better. Physically, mentally and socially they get better every day. Our team chemistry is something to highlight. These freshmen are gelling with the seniors. Our senior leaders are out there leading these younger wrestlers. That chemistry is clicking and that is allowing us to click as a team and expand individually as well.”

Metcalf noted Berger and Grazini are products of Elmhurst Wrestling Club. “There are five real good freshmen that came from there and the other three are pretty darned good, too,” he said. “They are at JV1 and JV 2. They are right there, but can’t get past the starting guys right now in those spots. So that’s five good guys right there as freshmen.”

Metcalf said there are about 40 freshmen in the program. “The nucleus here is our sophomores,” he said. “They are undefeated this year and the freshmen are undefeated at 7-0. The JV2 team is 6-0. But there are 45 sophomore/JV2 guys who are a huge nucleus for us. They are getting better and they help train the other guys. The guys on the varsity might be practicing with the same guy all year if there were lower numbers, but now with the nucleus we have they are getting different looks and working with multiple partners. The sophomore group is unbelievable with the numbers and that nucleus. They have talent and they are like sponges. They soak everything up and comprehend what we are teaching and not losing it, which is what works well. It’s a big, driving piece for the program. It’s going to be fun to see what happens around here the next couple years.”

Metcalf noted York still has plenty of wrestling left once the calendar turns to January with conference duals still to come against Downers North, Hinsdale Central, Oak Park-River Forest and Glenbard West (senior night and alumni night on Jan. 31).

“We have a lot of big conference duals the second half of the season,” he said.

The York girls basketball team continued its winning ways in the West Suburban Conference Silver Division, edging Glenbard West 41-40.

The win bumped York up to a perfect 5-0 in WSC Silver play.

York led 16-11 after the first quarter and 28-21 at halftime. The Hilltoppers outscored York 6-4 in the third quarter and 13-9 in the fourth quarter.

Sydney Molis led the Dukes with 15 points, including a 5-for-6 effort from the free-throw line. She had five points in the fourth quarter. Sara Krissinger added 11 points. Carley Schwartz hit two 3-pointers and finished with six points. Krissigner hit a 3-pointer as well.

York then dropped a 66-49 non-conference game to Benet Academy in Elmhurst, losing its first game of the season (11-1).

York trailed 22-10 after the first quarter and 36-24 at halftime.

Megan Juneman led York with 16 points, while Molis had 14 points (1 three-pointer). Juneman sank 8 of 10 free-throw attempts. Krissinger finished with six points, while Sophia Schoonveld had five points. Schwartz also hit a 3-pointer.

York returns to today in the Montini Christmas tournament against Geneva. Game time is 8:15 p.m. in

Lombard.

Timothy Christian girls basketball The Timothy Christian girls basketball team split a pair of recent games with Walther Christian and Aurora Christian.

Timothy beat Walther 67-65 in overtime in a non-conference game.

Timothy led 19-9 after the first quarter and 40-22 at halftime. Walther outscored Timothy 16-8 in the third and 20-10 in the fourth quarter to force extra sessions.

Hannah Schuringa led the Trojans with 25 points on 11 of 18 shooting.

Sureya Alex and Grace Roland each had 13 points, while Sara Carstensen had nine points. Timothy shot 54 percent from the field in the game. Alex had two 3-pointers.

Roland finished with eight rebounds, while Maddie Drye had six assists and Alex had five steals.

Carstensen blocked five shots and Roland blocked four.

Timothy then dropped a 44-41 Metro Suburban Conference Red Division game to Aurora Christian.

Timothy led 9-6 after the first quarter and 23-19 at halftime. Aurora outscored the Trojans 13-8 in the third quarter and 12-10 in the fourth quarter.

Schuringa had 15 points, while Alex had 10 points. Roland finished with nine points. Alex made two 3-pointers. Schuringa had six rebounds, while Alex had four assists.

The loss put Timothy at 8-4 overall and 5-1 in MSC Red play.

The IC Catholic Prep girls basketball team got the holidays off to a smashing start by winning the Reavis Christmas tournament in Burbank.

The Knights closed out play in that event with wins over Midlothian Bremen and host Reavis.

In a 46-26 win over Bremen, IC Catholic Prep led 11-10 after the first quarter and 21-14 at halftime. “We jumped on them pretty good in the third quarter,” said IC Catholic Prep coach Todd Fisher.

Alia Johnson led the Knights with 20 points. Kate Radoha added seven points.

“That was the second time we had played Bremen,” said Fisher.

“It’s good to beat a team more than once. We had come off playing a lot of basketball the week before. The kids played well. We had good ball movement and Alia was attacking Bremen in the middle of the floor.

She had a nice game and had a lot of rebounds.”

Jordan hits 3 free throws with no time remaining to lift ICCP boys to intense win

Endings of basketball games don’t get much more exciting than the one the IC Catholic Prep boys team had recently.

Senior Zach Jordan sank three consecutive free throws after time had expired to lift the Knights to a 6059 win over Riverside-Brookfield in a Metro Suburban Conference Blue Division contest in Elmhurst.

Riverside-Brookfield went up by a bucket late. IC Catholic Prep coach TJ Tyrrell called a timeout with 5.5 seconds left in regulation to set up a play.

“Chauncey Lee pushed the ball up the floor and Zach popped out and was open,” Tyrrell noted. “Chauncey found Zach and he lets one fly that ended up being an air ball, which you think, OK, game over. With all the crowd noise, all you see is the referee’s hand go up and he was fouled on the 3-point attempt, which was what ended up causing the air ball. With no time on the clock he hit three free throws and they were nothing but net.

It was amazing. There was nobody on the line but him. It was very cool to see Zach do that as a senior and a leader. It was an exciting win on our

“It was a boys-girls doubleheader,” said Tyrrell. “The girls played before us and we don’t often get to see each other play, so that was cool. It was an important game for us. R-B always is a big test for us in terms of battling for the conference championship and they always are someone you need to go through. And with us starting 0-1 in the conference after losing to Chicago Christian, it was even more important. The kids were focused against R-B and were ready to go.”

Earlier, IC Catholic Prep beat Lisle by a bucket, 51-49, in non-conference play. Dom Gaudio had 18 points, while Lee had 16 points and Jordan finished with 11 points. Gaudio made three 3-pointers in the game, while Jordan and Lee each sank one.

“Our effort has been outstanding this year,” said Tyrrell. “What has been consistent with us is our composure. No matter what the situation has been this year, these guys have stayed the course whether that’s being down 10 points or down 13. They chip away, they trust our system and they continue to battle. They showed that earlier against Fenwick where we lost by five but were down by 13 or 15 points. And in other games where we have been down we have been able to come back. It was the same situation against R-B. They made runs and the guys showed their

“We had a good first half, but in the second half R-B’s transition game got better and our transition defense wasn’t what it should have been,” said Fisher. “They took it to us and got us on our heels a little. We had a hard time getting into our offense and made a few too many turnovers. We shot 12 free throws in that game and we usually are in the 20s. We were a jump-shooting team that game. We were not aggressive on offense and you take that with R-B’s transition offense and you get that result.”

However, the Knights had extremely short memories and returned to Reavis and took the tournament title with a 48-32 win over the hosts.

IC Catholic Prep led 13-4 after the first quarter and 32-13 at halftime.

“It was one of the best games we played this season,” said Fisher. “I was proud of the kids because of the quick turnaround going from a night game the night before to playing at 10:30 a.m. the next day. Our girls could have pouted a little bit after R-B, but they were strong. They had a good first part of the game against Reavis.”

Claire Wagner had 15 points, while Johnson had 14 points. Gaudio and Hannah Johnson each finished with eight points to round out a balanced IC Catholic Prep scoring attack.

Wagner, Alia Johnson and Gaudio were named to the all-tournament team.

The Reavis win put the Knights at 10-4 overall and the R-B loss had IC Catholic Prep at 3-2 through the first five MSC Blue games.

The Knights are in the Bloomington-Normal area for the well-known State Farm Classic tournament. The Knights will open play against Sherrard today at Normal Community High School. IC Catholic Prep is the No. 6 seed in the small-school 16team bracket, while Sherrard is the No. 11 seed.

“We’re 10-4 right now,” Fisher noted. “That’s not bad. We could say could have, would have, should have with some of the losses where you can pinpoint things we need to work on. Stuff happens and we’re working to get better in those areas.

We have played a lot of basketball the last two weeks. I’m super proud of how well the girls have done. We told them winning a championship is not easy and that they should enjoy it. Not many teams get to win championships.”

Tyrrell also had high praise for the contributions of Michael Hilgart and Cronin. “Michael Hilgart is a key

role guy for us,” the coach said. “He defends key opposing guys and does a great job boxing out. Danny Cronin is starting to adjust well and earn more playing minutes with his intensity and physicality. Dom Gaudio also has been good for us with some good games.”

Tyrrell noted the R-B win is even more key with early-season parity appearing in the MSC Blue. “Chicago Christian, which we lost to, just lost to St. Francis,” the coach revealed. “St. Francis might be 2-0

It looks like it will be an interesting conference race.

The victim also discovered a fraudulent Capital One credit card had been opened in her name. The credit card has not been used and was canceled.

Dec. 4 Police said a victim in the 500 block of S. Spring went to a bank to deposit a check. Upon reviewing his bank statement, the victim learned that subsequent to the deposit, there was an immediate withdrawal for the same dollar amount. The victim did not request to cash the check, nor did he receive any cash back. An investigation is pending.

Identity theft was reported in the 700 block of S. Hillside at around 8:48 p.m. A victim told police that she received a Discover credit card in the mail with her name and the suspect’s name on it. The victim did not apply for the credit card and learned that it was never activated. The credit card was canceled.

Warrant arrest Dec. 16 Police said that subsequent to the report of a disabled motorist in the 200 block of W. Butterfield at around 1:15 p.m., Shaikeyla L. Brock, 26, of Bellwood, was found to have a suspended driver’s license, an active failure to appear warrant from the DuPage County Sheriff’s Office, and was in possession of cannabis.

She was arrested, transported to the police station and was processed and posted bond for the warrant. Brock also was charged with driving while license suspended and possession of cannabis.

Durkin said House Republicans plan to focus heavily next year on two issues: ethics reform and overhauling the way the General Assembly redraws legislative and congressional districts each year—a proposal they refer to as “fair maps” Durkin said the mapmaking issue should be brought to voters in the form of a constitutional amendment ballot question.

“That is whether or not they should take the legislative map-drawing for the Legislature and Congress out of the hands of the Democrat power brokers in Springfield and leave it to an independent commission. …

That is the one way in which you can clean and get rid of the culture of Springfield,” he said.

Brady, the Senate Republican Leader, echoed that sentiment, pointing to a Pritzker campaign promise to veto partisan legislative maps.

“I could only take Gov. Pritzker at his word that he will not sign a gerrymandered, unfair map,” he said. “I think he knows the best way to get there is to remove the opportunity that two people have, the president of Senate and the speaker the House, to draw the map.”

He also said he is looking forward to hearing recommendations from a property tax reform task force that was established last year so the General Assembly can get to work on the issue.

While it is still unclear who will lead the Senate in 2020, Majority Leader Lightford, who is running among her caucus for the office of president, said a focus will be “working on business development and business growth, and attracting more jobs” to Illinois, as well as retaining high school graduates.

Some observers said the federal probes into ComEd’s lobbying practices and their connections to Madigan’s office have hampered another of Pritzker’s campaign promises: addressing climate change by putting Illinois on a path to 100 percent carbon-free energy use.

“It’s on life support right now,” House Republican Leader Durkin said of energy reforms. “And until we get a full understanding of what is going to happen with the investigations that are currently related to ComEd, and also members of the Legislature, I don’t see any desire for the Legislature to take up that particular piece of legislation” But Harris said the Clean Energy Jobs Act will be on the top of the agenda for House Democrats, despite the ComEd investigation having “some effect” on its prospects.

“But you know, there are a lot of different players involved in the whole energy discussion,” he said.

“You have the different solar providers, you have wind providers you have downstate fossil fuel providers who are trying to get things. You have Exelon, which is a nuclear generator which has some specific asks.

So, yeah, there’s a lot of moving pieces, but from what I hear from people who are involved in those negotiations, … they seem to be moving along.”
