Domestic battery, unlawful restraint, kidnapping alleged

Last week in its Nov. 25 edition, the Elmhurst Independent published photos of an unknown incident that drew the presence of law enforcement from several other municipalities to the area near Butterfield Road and Prospect Avenue on Saturday, Nov. 20. At press time for the Nov. 25 issue, the Independent had been unable to obtain details about the incident, which took place in the 1100 block of Eldridge Ln. Since that time, the Elmhurst Po-

lice Department has released a report on the suspected criminal activity that took place on Saturday, Nov. 20.

A 25-year-old Chicago man was charged with aggravated domestic battery, two counts of domestic battery, unlawful restraint, interfering with a 911 call, criminal trespass to a vehicle and kidnapping, subsequent to a report of an unlawful restraint in the 1100 block of Eldridge at 7:15 a.m. The area was placed on lockdown as of about 12 noon.

Names are omitted to protect the victim.

Update on alleged home break-in on Thanksgiving Westchester man charged with four felonies; bond set at $750,000

On Saturday, Nov. 27, DuPage County State’s Attorney Robert Berlin and Oak Brook Chief of Police James Kruger announced that bond had been set for a Cook County man accused of attempting to break into an Oak Brook home on Thanksgiving night. Sean Anderson, 24, of Westchester, appeared in Bond

Court, where Judge Susan Alvarado set bond at $750,000. Anderson has been charged with one count of Armed Violence (Class X Felony), one count of Attempt Home Invasion (Class 1 Felony), one count of Attempt Residential Burglary (Class 2 Felony) and one count of Unlawful Possession of a Weapon

by a Felon (Class 2 Felony).

On Thursday, Nov. 25, at approximately 5:50 p.m., officers with the Oak Brook Police Department were dispatched to a residence on Glenoble Court for a call of a male suspect who attempted to enter a residence.

Upon their arrival, officers learned that the individual, later identified

as Anderson, had fled through the backyard towards Roosevelt Road.

Two officers on Roosevelt Road observed Anderson and began foot pursuit, apprehending him less than one-quarter mile away on Roosevelt Road near the I-294 ramp.

It is alleged that officers observed a loaded firearm under Anderson as they rolled him over from his stomach to his back. Following an investigation, it is alleged that the female victim heard a knocking at the back door and, believing it may be her husband, opened the door.

It is alleged that as she opened the door, she found Anderson had already opened the screen door. It is further alleged that Anderson said he was from the energy company and demanded that she let him in. It is alleged that the woman refused, shut the door and called for her husband. It is alleged that when her husband arrived, Anderson, with a gun in his hand, again said he was from the energy company and demanded to be let into the house.

It is further alleged that when the husband refused, Anderson fled the scene. During the course of the in-

vestigation, it was learned that the defendant is currently on parole for a 2018 Aggravated Vehicular Hijacking out of Cook County.

“It is alleged that on Thanksgiving night, Mr. Anderson armed himself with a handgun and shattered the tranquility of an innocent couple’s Thanksgiving evening.”

Berlin said. “He was unable to gain access to their home however, and fled the area when the homeowner refused and alerted authorities.

Thankfully, the homeowners were not physically hurt. I want to remind homeowners not to open their doors to anyone they are not expecting or who does not have the proper credentials.”

Anderson’s next court appearance is scheduled for December 20, 2021, for arraignment in front of Judge Ann Celine O’Hallaren Walsh. If convicted of the most serious offense, he faces a penalty of between 15 to 30 years in the Illinois Department of Corrections.

Members of the public are reminded that this complaint contains only charges and is not proof of the defendant’s guilt.

Coach John Englert, 86 Funeral service Thursday Coach John Englert, 56-year resident of Elmhurst, passed away on November 24, 2021, at the age of 86.

Beloved husband of 15 years to the late Jackie, nee Fults; cherished father of Mark (Mila) and Amy and stepfather to Jim (Carrie) Fults, Dan (Kandice) Fults, and Shane Fults; adored grandfather of eight grandchildren; loving son of the late Philip and the late Edna; caring brother of the late Kathleen.

John served as an altar boy at St. Wenceslaus Church in Iowa City, Ia., where he grew up. He proudly served in the United States Army Reserves for three years before attending the University of Iowa, where he graduated with a degree in Physical Education. While there, he was a member of the I Club, an organization for exemplary athletes.

He went on to become a favorite teacher and coach of Elmwood Park High School in Elmwood Park for 34 years.

He was later inducted into the Illinois Coaches Hall of Fame for his outstanding performance as a baseball coach. Along with his teaching and coaching talents, John’s accolades include being a proficient Franklin Insurance Agent and acquiring his master’s degree from Northern Illinois University. After his supposed “retirement,” he continued to work for the Chicago Bears as a spotter on television and radio broadcasts.

He greatly enjoyed working at various local golf courses as well, never letting anyone forget his TWO holes-in-one.

20, 2021 at the age of 81. Patricia was born in Chicago, Illinois on October 4, 1940 to Lorraine and Edward Walsh, the first of their five children. Patricia grew up in Elmhurst, in a household rich with love and laughter. She was a beloved mother, grandmother, sister, aunt and friend.

She attended Immaculate Conception Catholic school; class of 1958.

She graduated from Clarke College in Dubuque, Ia., earning a B.A. degree in history, minors in English literature and philosophy in 1962.

Upon graduation she traveled to San Francisco to work as a substitute teacher. Shortly thereafter, she met James H. Kerr and the two were married in August 1964. They moved to Frankfurt, Germany, to pursue James’ career, living in Heidelberg for three years. It was there that her daughters Anne and Jean were born.

Upon returning to the United States, daughter Laura was born. Ultimately, they settled in San Mateo, Calif.

In 1980 Patricia returned to her hometown of Elmhurst, with her three children. While her daughters were in college Patricia pursued graduate studies in Psychology, earning her M.A. degree from The Adler Institute of Chicago. She thrived in the field, instrumental in helping many. Patricia was intelligent and skilled, positively impacting those

whose lives she touched by her compassionate and caring way. She had a genuine gift of making others feel special. A voracious reader, art and music lover, her interests were ever present in her life. Patricia’s greatest joy was raising her three daughters. She was an unrelentingly kind, patient and supportive mother; she truly personified unconditional love.

Her five grandchildren whom she watched grow brought her tremendous happiness.

Her treasure of lifelong friends was full with deep connections and countless, wonderful memories. Patricia’s beauty and infectious spirit would illuminate any room she entered or company she kept. Forever present was the sparkle in her smiling blue eyes. She was truly one of a kind and will be profoundly missed and lovingly remembered, always.

Patricia is survived by her daughters Anne Kerr, Jean Kerr and Laura (Ray) Walton, as well as grandchildren Jack (Ally), Kate, Grace, Elle and Audrey. She is preceded in death by her mother Lorraine, father Edward and siblings Kathleen Farlow, Edward Walsh, Terrence Walsh and James Walsh, all of whom she is now reunited with in Heaven.

A Mass with Patricia as the special intention will be held Dec. 12, beginning at 9 a.m. Immaculate Conception Catholic Church, 134 Arthur Street, Elmhurst.

Additionally, a Celebration of Life Memorial will be held in San Diego, Calif., date pending.

Later, Democratic Party of DuPage County Chair Ken Mejia-Beal posted a statement on Twitter, saying DuPage Democrats “immediately severed all ties with Mary Lemanski once we became aware of her callous and reprehensible posts.

“She does not speak for us and we unequivocally reject her statements about the tragic events that occurred yesterday (Nov. 21) in Waukesha.

We as a party denounce violence of any kind. Our thoughts and prayers are with the families impacted by this heinous act, which shocked and saddened us all.”

Jim Zay, chairman of the DuPage County Republicans, released a statement, saying he was “shocked and outraged” by Lemanski’s tweets.

“No matter your party affiliation right now all of our thoughts and prayers need to be with those families who lost loved ones and those

who are hospitalized that they recover from their injuries. By trying to link one issue to this senseless loss of life during a Christmas parade shows how out of touch and single issued some people can be,” Zay wrote.

Lemanski’s tweets also drew the following response on Facebook from Greg Hart, a Republican candidate for DuPage County Board chairman: “My heart breaks for the people of Waukesha. Today is a day for mourning, not for politics,” he said.

“However, on a day when parents and children were murdered and severely injured, I am utterly disgusted that a leader of the DuPage Democratic Party—Mary Lemanski— would have so little compassion and decency to make light of the tragedy and to say ‘Wisconsin citizens, even the children’ in some way deserved what happened to them. Shame on her.

“What kind of values are we demonstrating for our children?

Regarding her resignation, Lemanski posted on Twitter, “I unfortunately made some remarks that were not in good taste regarding the Waukesha tragedy yesterday (Nov. 21). I am accepting the consequences of my free speech.”

Lemanski’s since-deleted tweets, which were posted on her Twitter account, said what happened in Waukesha on Nov. 21 was “Karma” for acquitting Kyle Rittenhouse last Friday in Kenosha, according to Fox News. Rittenhouse was acquitted of all five charges he faced in the August, 2020, shootings of three men, two of whom were killed, during protests over the Kenosha police shooting of Jacob Blake.

“I’m sad. I’m sad anytime anyone dies. I just believe in Karma and this came around quick on the citizens of Wisconsin,” she said in one post.

“You reap what you sow.”

A post from Lemanski on Sunday night, Nov. 21, said, “It was probably just self-defense,” followed by

the hashtags “Wisconsin” and “KyleRittenhouse.”

Early Monday morning, Nov. 22, Lemanski posted: “The blood of Kyle Rittenhouse’s victims is on the hands of Wisconsin citizens, even the children.”

In another tweet, Lemanski said: “Living in Wisconsin, he (the Waukesha suspect) probably felt threatened.”

“I’m sure he (the Waukesha suspect) didn’t want to hurt anyone. He came to help people,” she said in a sarcastic reference to Rittenhouse, who testified during his trial that he went to downtown Kenosha to help and didn’t intend to kill anyone.

Lemanski’s name was removed from the Democratic Party of DuPage County’s website on Nov. 22.

The website now lists a job description for Social Media Director.

A post on the DuPage Democrats’ Twitter account stated, “We are deeply saddened by the tragedy in Waukesha. We are aware of statements made by a former member of our organization and find them to

Criminal damage, criminal trespass Nov. 18 Craig M. Fonseca, 22, of River Grove, was charged with criminal trespass to a vehicle, no valid driver’s license, possession of cannabis by a driver and no insurance near North and Berteau at 1:33 p.m.

Domestic battery, domestic incident, disorderly conduct Nov. 18 Police said officers responded to the 300 block of W. Kimbell at 4:41 p.m. for the report of a verbal domestic. The complainant stated the suspect has shown up at her residence several times uninvited. On the above date, the suspect was yelling through the door asking to retrieve some of his property. The victim stated she intends to obtain an order of protection against the suspect. The complainant and suspect related nothing physical occurred.

July 18 Police said that subsequent to a traffic crash/ disturbance near Route 83 and North at 10:32 p.m., Anthony Lacy (driver of unit 1), 29, of Carol Stream, exited his vehicle and approached Jose Martinez (unit 2 passenger), 50, of Chicago. Martinez allegedly pushed Lacy, was taken into custody, and charged with fighting in public. Lacy was issued citations for failure to reduce speed to avoid an accident and no insurance.

According to information provided last week by the Elmhurst Police Department, police reported one incident of fleeing and eluding in which drivers of a vehicle or a motorcycle reportedly fled after a traffic stop was conducted.

Harassment, threats Nov. 23 A complainant in the 400 block of W. third told police at 10:55 a.m. that a suspect was in violation of a criminal sentence order during an email conversation, which she believed the suspect threatened her. The reporting officer spoke with the suspect who stated he did not threaten her and the comments made were in relation to an ongoing court issue.

Nov. 19 Police said a reporting officer met with a victim in the 100 block of N. Richard who reported a suspect threatened to harm him. The victim stated he contacted the suspect requesting the suspect to stop contacting the victim’s wife. The reporting officer spoke with the sus-

Suspicious circumstances Nov. 20 Police said a reporting officer met with a complainant in the 500 block of S. Spring who reported the lock located on the north door appeared to have been tampered with. The metal key cover appeared to be loose; however, there did not appear to be any tool marks on the key lock cylinder. No entry was made to the business and nothing was missing.

Theft or burglary/identity theft/fraud/forgery/ deceptive practice/ obstruction/robbery Nov. 22 Theft was reported in the 100 block of W. Armitage at 4:03 p.m. A victim reported receiving an email stating her package was delivered; however, she was unable to locate the package at her front porch. The victim will follow up

with Wal-Mart and FedEx.

Nov. 19-Nov. 22 Theft of vehicle parts was reported in the 100 block of W. Industrial at 9:43 a.m. A complainant reported sometime over the weekend that an unknown suspect(s) stole catalytic converters from several work vehicles. An investigation is pending.

Nov. 21 A vehicle was reported stolen from a business in the 900 block of N. Church at 9:49 a.m. Police said a reporting officer met with the complainant who reported a Freightliner semi-tractor was taken from their docking area.

The complainant reviewed video surveillance which showed an unknown suspect enter the truck through the passenger side door. The suspect then exits the truck, detaches the tractor from the trailer, and drives the truck northbound on Church Road.

Theft was reported in the 600 block of W. North at 2:16 p.m. A complainant told police that an unknown male suspect had taken a store electronic tablet. The suspect later returned the electronic tablet to another location. The complainant did not wish to sign complaints.

Nov. 18 Retail theft was reported at a store in the 900 block of S. York at 9:23 a.m. A complainant told police that unknown suspects loaded a shopping cart with a large amount of high-priced alcohol.

When the complainant confronted the suspects, one of them removed four bottles from the cart and proceeded past the last point of sale. A scuffle ensued between the complainant and suspect. The suspect dropped the bottles of alcohol. Both suspects, described as black females, entered a gold 1990s Chevrolet Malibu with an unknown temporary registration and fled northbound on York Street.

Nov. 16-Nov. 18 Theft by deception was reported in the 100 block of E. Lake. A victim told police that he received a text from an unknown suspect, who posed as a representative from his bank. The suspect told the victim there had been an unauthorized transaction on his account and his user ID and security code were needed to reverse the transaction. The victim provided the unknown suspect with his banking information and subsequently learned funds were withdrawn from his account sometime between the above dates.

Two men charged with carjacking elderly couple at gunpoint in Willowbrook DuPage County State’s Attorney Robert Berlin and Willowbrook Chief of Police Robert Schaller have announced that two men presently in custody in Indiana on unrelated charges, have been charged with carjacking an elderly couple’s 2021 BMW 840i at gunpoint from a Willowbrook gas station.

Kevin Sanders, 22, of West Lafayette and Antonio Davis, 20, of Chicago, have both been charged in the incident. Both men are facing charges of aggravated vehicular hijacking (Class X felony), aggravated battery (Class 3 felony) and theft (Class 3 felony).

Sanders has also been charged with unlawful use of a weapon by a felon (Class 3 felony) while Davis is facing additional charges of armed robbery with a firearm (Class X felony), aggravated robbery with a dangerous weapon (Class 1 felony) and two counts of robbery (Class 1 and Class 2

felony).

On July 15, at approximately 2:47 p.m., the couple stopped at the Citgo Gas Station, located at 6900 Kingery Highway in Willowbrook. The female victim entered the store and upon her return to her vehicle, it is alleged that two individuals, later identified as Davis and Sanders, exited the rear doors of a stolen Dodge Durango and approached the couple’s BMW with each defendant going towards the opposite sides of the victims’ car.

It is alleged that Sanders approached the passenger side of the vehicle carrying a long gun and that he shoved the female victim away from the vehicle causing bruising to her body.

It is alleged that at the same time, Davis approached the driver’s side of the BMW, pointed a firearm at the male victim’s head and ordered him out of the vehicle.

It is further alleged that Davis and

Sanders stole personal items from the couple including cellular phones, cash, the man’s wallet and the woman’s purse. It is further alleged that the duo then entered the victims’ car and fled the scene followed by the Durango.

Through the course of their investigation, authorities identified Davis and Sanders as suspects in the crime. On Aug. 16, authorities learned that Davis and Sanders were arrested by the West Lafayette Police Department on July 28 for armed robbery and other offenses.

Both men have been in custody in Indiana since that time. On Sept. 21, DuPage County Circuit Court Judge Jeffrey MacKay issued a $500,000 with 10 percent to apply arrest warrant for each man.

“The allegations that these two men threatened their victims at gunpoint in the middle of the afternoon at a busy gas

station are egregious and will be met with the full force and effect of the law,” Berlin said. “The filing of these charges sends the message that if you commit a crime in DuPage County, we will use all available resources to find you, charge you and return you to DuPage County if necessary, where you will face an aggressive prosecution. We are all thankful that the victims in this case were not seriously injured.”

Upon disposition of their cases in Indiana, both men will be extradited to DuPage County to face the charges against them.

The state has filed petitions to deny bail for both men. The defendants are eligible for enhanced sentencing and if found guilty of the aggravated vehicular hijacking charge, will face a sentence of between 21 to 45 years in the Illinois Department of Corrections.

White House signs the Infrastructure Investment and Jobs Act into law

By U.S. Rep. Raja Krishnamoorthi On Nov. 15, I had the honor of joining President Biden at the White House as he signed the bipartisan Infrastructure Investment and Jobs Act into law surrounded by both Democrats and Republicans.

This infrastructure bill makes crucial investments in our country, our economy, and our state. It will help repair the bridges in our district that are currently classified as structurally deficient while expanding broadband access to many of the 228,000 Illinoisians who currently don’t have it.

The new law will also invest in our drinking water, public transit, and electric vehicles. Our country is getting a long-awaited infrastructure upgrade because of this law, and I was honored to support it.

I’m also proud that the infrastructure package includes the States Afforded Funding Extensions to Oppose Driving Recklessly in Vehicular Engagements (SAFE TO DRIVE) Act, which I authored with colleagues in the House and Senate. Distracted driving— driving while also trying to text, call, clean, eat, or any other activity—killed over 3,000 people in 2019.

My SAFE TO DRIVE Act ensures that more states can qualify to receive grants if they implement laws banning all non-navigational mobile device viewing while driving.

House passes Build Back Better Act Recently, I voted yes on the Build Back Better Act, which will help American families as we recover from the pandemic, combat inflation and turn to the opportunities ahead. This bill will cut childcare expenses in half for most families, which will not only reduce that financial burden, but also allow many Americans who left the workforce during the pandemic to return to work. To

combat climate change, we have included the largest investments in clean energy and green technology in American history, creating jobs while we cut emissions.

In this bill, we also increased access to quality, affordable health care by lowering Affordable Care Act premiums, capping insulin prices and out-of-pocket costs for seniors for prescription drugs, and allowing Medicare to negotiate lower drug prices.

The Build Back Better Act also increases the cap on the State and Local Tax (SALT) deduction, so that Illinoisians are not double paying on taxes.

My Select Subcommittee on COVID hearing in Chicago on vaccines Last month, I presided over a hearing of the Select Subcommittee on the Coronavirus Crisis in Chicago on the topic of vaccine distribution and building vaccine confidence among the population. I was honored to welcome Mayor Lori Lightfoot and Dr. Ngozi Ezike, director of the Illinois Department of Public Health, as witnesses in our panel discussion, as well as other public health officials and community leaders.

Nationwide, more than 20 percent of all adults and children over the age 12 have not yet received even one dose of vaccine.

Without the vaccine, people are six times more likely to get coronavirus.

During our hearing, we noted the importance of hyper-local efforts to increase vaccine confidence and access, and this includes the importance of trusted community leaders who can fight misinformation campaigns.

I presided over this hearing to shed light on the work that our Chicago leaders have been doing to vaccinate our communities and to learn about the best practices in continuing this effort to vaccine the country and end this pandemic.

By John T. Shaw Those in government rarely have time to extract themselves from the relentless rush of daily drama and urgent deadlines to think about the future.

Former North Carolina Gov. Terry Sanford once observed there is no one in the governor’s office looking out the window, pondering the problems of the future. Former Congressman Lee Hamilton of Indiana made the same point, writing that members of Congress “never have time to put their feet up on their desks, look out the window, and think about long-term challenges coming at us down the road.”

The Paul Simon Public Policy Institute welcomes the challenge to help Illinois—and Illinoisans— prepare for what’s ahead with our Future of Illinois Project. We are guided by the instructions that thenU.S. Secretary of State Dean Acheson gave to his new Policy and Planning staff in 1948 when he told them to “look ahead, not into the distant future, but beyond the visions of the operating officers caught in the smoke and crises of current battles: far enough ahead to see the emerging form of things to come and outline what should be done to meet or anticipate them.”

The institute looks forward to convening leading demographers, historians, political scientists, futurists, philanthropists and business leaders to peer out over the horizon and assess fundamental challenges facing Illinois over the next three decades—from now until 2050.

We are preparing two portions of the Future of Illinois Project for next year, which is the institute’s 25th anniversary year.

In the first part, the institute invites Illinoisans to submit essays of between 1,000 and 5,000 words that outline the state’s strengths, weaknesses, opportunities, and threats and offer a specific action agenda for the state.

We are sending invitations to submit essays to Illinois constitutional officers, members of the General Assembly, mayors, academics, business and labor leaders and philanthropists. We also very much want to receive essays from residents who represent the diversity of our state, including community organizers, parents, artists and students.

The institute will compile these responses and publish a “State of Illinois Report” in the summer of 2022. This report will also include a clear and vivid demographic portrayal of Illinois based on the 2020 U.S. Census.

The premise of this portion of the project is that looking to the future first requires that we take stock of where we are now. Abraham Lincoln put it perfectly and precisely: “If we could first know where we are, and whither we are tending, we could better judge what to do and how to

do it.”

The second part will be to convene a conference in the fall of 2022 based on the responses we receive and the central themes that are evident in the essays. The exact structure and agenda of the meeting will be determined later, as will subsequent conferences that consider such issues as the budget, health care, education, criminal justice and transportation.

The Future of Illinois Project will also catalogue reports and studies about Illinois generated in the past decade or so, serving as a clearinghouse for researchers and practitioners and helping establish what we know and what we need to know about Illinois. For example, we will track down and assemble reports from the Census Bureau, Illinois Board of Higher Education, Chicago Council on Global Affairs, Civic Federation, Commercial Club of Chicago, Rural Illinois Summit, Chicago Metropolitan Planning Council, and Forefront’s “Giving in Illinois” and “Illinois Transfer of Wealth” studies.

Since Park Place opened nearly 10 years ago, the facility has been fortunate to have a robust collaboration with the teachers and students at Timothy Christian Schools.

Their award- winning intergenerational program has been a delight to everyone who has been involved over the years.

Mary and Joy began by coordinating a new event: a Park Place Welcome Back to School Reception during teacher orientation week at Timothy Christian. All the teachers were invited to get a look at Park

Place and meet the residents. Resident ambassadors offered tours, and the teachers left with iced coffee and cookies.

As usual, the program enjoyed an adapted-for-safety version of the annual pasta dinner with the Timothy Christian boys soccer team. This year’s dinner was dedicated to Park Place resident Jack Cashman, who passed away in January. Cashman was the “founding father” of the Park Place Booster Club that supported the intergener-

ational program.

After the students sang the Timothy Christian School fight song, they left with to-go pasta dinners.

Mary and Joy continue to host a meet-and-greet monthly in the Park Place Bistro and have been active in engaging with residents and finding ways to connect students and residents. Park Place is grateful for Mary and Joy, and they anticipate many more years of engaging intergenerational programs ahead.

Federal investment to rebuild infrastructure, creates jobs United States Chamber sees ‘big wins’ for economy

On Monday, Nov. 15, U.S. President Joseph R. Biden signed into law the $1.2 trillion Infrastructure Investment and Jobs Act to start rebuilding America and turbocharge our nation’s economic growth—including at least $17 billion to fund projects across the state of Illinois.

The bipartisan legislation includes around $550 billion in new federal investment in America’s roads and bridges, water infrastructure, resilience, internet, and more, and will add, on average, an estimated two million jobs per year over the course of the next decade.

The United States Chamber of Commerce has spent months advocating with White House officials, congressional leaders from both parties, business and labor leaders spanning industries, and local communities across the country and local chambers to ensure passage of the legislation.

Here are five big wins for America’s economy, according to the U.S. Chamber, now that the legislation has passed:

Upgrades all physical infrastructure In addition to serving as the large investment in roads, bridges and passenger rail in more than a century, the package also represents the largest federal investment in public transportation, clean drinking water and wastewater infrastructure in American history.

It will connect 14 million Americans to broadband internet services and provide clean drinking water for 10 million families and 400,000 schools and childcare facilities.

Provides fast approvals for new projects Provisions have been included that will streamline the permitting process to prevent federal bureaucracy from blocking the growth, development and job creation that this bill makes possible.

Makes historic investment to address climate change The bill includes a climate title within its surface transportation provision—a first for major federal legislation—to help ensure that America’s infrastructure is built to withstand the winds, rising wa-

ters and natural disasters likely to be wrought by climate change in the decades to come. Some $100 billion has been allotted in total climate, energy and sustainability investment—making it the largest federal climate legislation in U.S. history.

Equips all communities for the future The package provides funding for communities across the U.S. to not only fix old infrastructure, but also to think anew about how to prepare for the future—including broadband buildouts, new airports, energy infrastructure and more.

Improves project delivery to encourage more private investment Modernization of the permitting process will increase private funding for both construction and project life-cycle costs, enabling the business community to fuel growth, create jobs and further economic progress to the benefit of all Americans.

DuPage County approves FY2022 budget On Tuesday, Nov. 23, the DuPage County Board unanimously approved its Fiscal Year 2022 budget, which includes a balanced $474.3 million spending plan.

The FY2022 budget includes funds to implement new election equipment for the County Clerk and to continue implementation of the County’s new property tax system, improve critical infrastructure on the County campus, and replace vehicles that have reached the end of their useful life.

DuPage County will fully fund the remaining principal and interest on two debt service funds in the amount of $6.3 million.

Paying off this debt early will free up $2 million annually beginning in FY22.

“DuPage County has always employed a thoughtful, fiscally conservative strategy as we craft our budget,” said County Board Chairman Dan Cronin. “This careful planning will allow us to pay off debt early, giving the County additional flexibility in the next year as we continue to support our public health response and foster economic recovery from the pandemic.”

The budget also includes in-

creases in staffing, resources, and funding for the Sheriff’s Office, State’s Attorney, Public Defender, and Probation department due to the passage of the Safety, Accountability, Fairness and Equity-Today (SAFE-T) Act, which the Illinois General Assembly passed, and the governor signed into law earlier this year. The budget also doubles the funding for the Heroin Opioid Prevention and Education Taskforce moving from $100,000 to $200,000.

The County will continue to combat COVID-19 and invest in public health and vaccination efforts using funds from the American Rescue Plan Act, which was passed by Congress in March.

“This budget reflects our commitment to public safety, supporting our criminal justice programs and maintaining our social safety net, funding programs and staffing to help those most dramatically impacted by the pandemic,” Cronin said.

The total budget for DuPage County is $474.3 million, with a General Fund budget of $209.9 million and a $69.5 million property tax levy. The property tax rate re-

mains flat, and the average DuPage County homeowner will not see an increase in their property tax bill.

The tax levy increased slightly to capture the County’s new construc-

tion being added to the property tax rolls.

The 2022 Fiscal Year begins on Dec. 1. DuPage County is AAA bond rated. The County’s latest re-

ported unemployment rate was 4.2 percent for the month of September.

With a pair of major policy victories in hand, Gov. JB Pritzker traveled to the United Nations Climate Change Conference in Glasgow, Scotland, at the beginning of last month and shared a vision for his home state: “Illinois intends to become the best place in North America to drive and manufacture an electric vehicle.”

It’s a message he’s repeated on countless occasions in recent public appearances, and one that he brought to international business leaders in a trip to London prior to the U.N. conference. And it’s one that, if realized, the governor believes can yield victories for his administration on a pair of his campaign cornerstones: economic growth and carbon reduction.

“This is about economic development as much as it is about saving our planet,” Pritzker said during a panel discussion at the U.N. conference with governors from Washington, Oregon and Hawaii.

Numerically, that vision amounts to putting 1 million EVs on state roads by 2030, a goal written into the Climate and Equitable Jobs Act, or CEJA, a wide-ranging decarbonization bill that Pritzker signed into law in September.

But how can Illinois increase the number of EVs on state roads to 1 million from just the 34,363 licensed in the state as of the end of October?

For the Pritzker administration, CEJA and an EV manufacturing tax credit package known as the REV Act make up the backbone of a push to lure private investment while breaking down well-documented consumer barriers to EV adoption as the industry stands on the cusp of an explosion.

“We have sent a very clear market signal not just in the United States, but now across the world, that this is going to be the place if you want to make, manufacture or drive an electric vehicle, to do it,” Deputy Gov. Christian Mitchell, who accompanied Pritzker on his European trip, said in a phone call.

With the new laws passed, the focus turns to implementation and distributing more than $200 million in state and federal funding for the rollout of charging infrastructure.

Mitchell and other advocates behind CEJA recently spoke to Capitol News Illinois about the next step for meeting EV rollout goals, the strengths of the two laws that aim to get Illinois there, and other actions the administration has taken.

‘Jobs, jobs, jobs’ The key to Illinois’ approach to penetrating the EV market, Mitchell said, is that it addresses the supply and demand sides of the industry.

“It’s incredibly important if we are going to be successful as a state and environmentalists are to be successful across the country, that we couch this issue in jobs, jobs, jobs,” Mitchell said.

On the supply side, CEJA includes credits of up to 80 percent for the installation of charging infrastructure.

Money for that will come from a $70 million allotment from the state’s 2019 Rebuild Illinois infrastructure plan.

Another $149 million sent to Illinois from a recently-passed federal infra-

structure plan will also aid in the buildout.

On the demand side, CEJA includes a $4,000 rebate for those who buy electric vehicles in the state. The governor’s office said there’s about $5.1 million in the fund that will supply those rebates beginning in July 2022, and as of now it has only a “rough estimate” that “thousands” of Illinoisans will be able to receive the rebate.

For companies like EVgo, one of the largest public charging networks in the U.S., policies like CEJA serve as a market catalyst, said Sara Rafalson, vice president of market development and public policy at the company.

“The most important thing that came out of the legislation at the state level, is that Illinois is really poised for success, because we have in place now both the complementary policies to support vehicle sales as well as sustained long-term investments in charging infrastructure,” she said. “For a business like ours, when we see higher vehicle sales, that sends a strong signal to the market that we need to build more chargers.”

The REV Act, which passed with near-unanimous bipartisan support in the fall session, creates payroll tax credits ranging from 25 percent to 100 percent of income tax withheld for new or retained EV manufacturing jobs, depending on factors such as company location and number of employees hired.

It also creates a 10 percent credit for training expenses and credits for construction wages and building materials.

That measure also provides the incentives to manufacturers of electric vehicle parts, such as batteries.

At a bill signing event for the REV Act, Jim Chen, vice president of public policy of Rivian Automotive, which has an EV manufacturing plant in the Bloomington-Normal area, said the bill will be a major support for the company that already employs more than 3,000 Illinoisans in its 3.5 million square feet of manufacturing space.

“Today’s bill signing represents the next step in promoting Illinois as the Silicon Valley of EVs, as we work together to attract new investment from suppliers and other supporting players in this industry,” he said.

The REV Act is also an effort to lure new manufacturers here while encouraging existing companies, such as the Stellantis manufacturing company in the Rockford area, to retool their existing plants.

“The fact that the governor was able to go to Glasgow, not just with a climate bill in hand that provides a $4,000 incentive to consumers to buy an electric vehicle, but also an incentive package to get more of those sites here to manufacture EVs as well as all the downstream materials that are necessary, is a way of creating a new, modern, reinvigorated manufacturing sector in the state of Illinois,” Mitchell said.

York boys basketball team third at Palatine Dukes close out tournament with one-bucket win over hosts; Kircher named all-tournament

The York boys basketball team had itself a productive Thanksgiving break.

The Dukes went 3-1 at the recent Ed Molitor Classic tournament at Palatine High School, finishing in third place after a 54-52 win over the host Pirates in the third-place contest.

York trailed by nine points in the first half against the Pirates. “It was a really good game,” York coach Mike Dunn said. “We came back and knocked down a couple of free throws in the last two minutes.”

York fouled up three points with under three seconds to play. Palatine sank a free throw and got a tip in off the missed second free throw, but the ball bounced around and the Dukes

pulled out the win.

“Palatine is pretty good,” Dunn said. “They have some nice young kids and they are well-coached. It was a good win for us.”

Drew Kircher led the Dukes with 12 points. AJ Levine, a sophomore, added 11 points. “AJ played very well,” Dunn said.

Tiearn Casey and Alex Sherman each added nine points.

In earlier tournament action at Palatine, York lost to eventual tournament champion Glenbrook South 58-38. Levin led York with 15 points, while Kircher chipped in with nine points.

In a 70-41 victory over Elk Grove, Nick Hesch led the way with 17 points. Kircher added 14 points York opened play with a 64-36 win over Algonquin Jacobs. Kirch-

er paced the Dukes with 21 points.

Sherman had 13 points and Hesch added 10 points.

“It’s a tough tournament,” Dunn said. “We went 3-1 overall and ran into a buzz saw with Glenbrook South, who ended up winning it.

They are really good. They will beat a lot of people this year. The guys are out there working hard and trying. The biggest thing is after coming out of a COVID year, is figuring it all out. We’ve had a chance to practice and now we have a nice week to get back to practice and work on the things we need to work on.”

In addition to Levine, sophomore Braden Richardson also had a strong tournament, Dunn noted.

“Right now we are figuring out what we need to do to get better,” Dunn said. “Offensively, at Palatine

we shared it pretty well and we ran our stuff with what we wanted to do.

We have to continue to take care of the ball. We can’t turn it over, especially when we get into the heart of the league. Defensively, we want to improve within our system. We have two sophomores who played as freshmen on the sophomore team.

With COVID, they had like 25 practices, so they are really learning a lot of new stuff. It’s almost like this is their freshmen year all over. The kids are working hard and are coachable and they are trying to improve every day.”

Kircher was named to the Palatine all-tournament team. “Drew is a kid that’s a three-year starter and was all-conference last year,” Dunn said. “He did some really nice things and so did the two sophomores. Alex

Sherman is another guy. He was our sixth man last year and is starting now. He has done some good things.

He’s shooting it pretty well for us.”

York opens West Suburban Conference Silver Division play against Proviso West Friday at home (7:30 p.m. tip) and then plays Naperville North in a non-conference game Saturday as part of the Crohn’s disease and colitis awareness event at Wheaton-Warrenville South (4:30 p.m. tip).

We’ll get back to the practice court and continue to improve and grow as a team, but this absolutely was a nice start to the season.”

The IC Catholic Prep girls basketball team wrapped up play in its own co-hosted Thanksgiving tournament with Timothy Christian.

The Knights, who beat Rosary in their opener, lost to Chicago Resurrection (57-31), Lemont and DePaul College Prep (42-38).

In the DePaul game, senior Claire Wagner led the way for IC Catholic Prep with 22 points.

“If you go back in each of the last three games, Resurrection we had too many turnovers and did not move

the ball well enough on offense,” IC Catholic Prep coach Todd Fisher noted. “We were getting double-teamed and not moving the ball and not hitting open people up the court. To Rez’s credit, they were very aggressive on defense and took it to us. We never matched that aggressive play.

“Against Lemont, we missed way too many shots up close. We missed layups. Turnovers were not the issue, it was just the shooting. Against DePaul we came out slow. We were down 9-2 in the first quarter. If you score two points in the first quarter, you are struggling to score. In the Lemont game and then against DePaul we were getting layups and getting 10-foot open jump shots and not consistently hitting them.”

The scene, however, was far from

doom and gloom for the Knights.

“We did a lot of good,” Fisher added. “Against DePaul, take away the first quarter. We were a little shorthanded, but the effort is there. The kids are playing hard. It’s not that we didn’t play hard against a team like Rez. They were more aggressive, and we didn’t step up our aggressiveness. We were trying to dribble through two, three and four kids and turned the ball over. We can’t let that happen. Against DePaul, we had it to a one possession game with under a minute to play. We fought and clawed back, but then we made three unforced turnovers with under a minute to go. Things like that will hurt you. We also had a lot of girls step up and contribute and hopefully they gained confidence as well.”

Fisher said Wagner and sophomore Allie Geiger both had strong tournaments, in particular. “Allie had a nice tournament,” he said.

“Her and Claire give us so much rebounding-wise. Both of them had nice tournaments. Right now they are our main scoring threats and leading rebounders.”

Fisher added he saw growth at the point guard position with sophomores Analisa Raffaelli and Kelsey McDonough.

“Analisa and Kelsey switching off ballhandling we’re seeing growth from them,” Fisher said. “We are seeing some good things. With cross country and volleyball being successful and going deeper into the fall, we’re still in the stage of trying to learn each other’s strengths and weak-

nesses. Now, you go play a bunch of games in a Thanksgiving tournament, it’s a huge learning curve. Wins and losses right now are not the end-all, be-all. These teams we faced with Rosary, Rez, Lemont and DePaul are four solid teams. Against, Lemont, if we shot better, it should be a different outcome. Same thing against DePaul.

We are a young team and there has been growth in each game — a lot of bright spots each game, but sometimes one little mistake in a crucial situation will hurt you. You make one unforced turnover and then another one and another one. We talked about it after the game. That’s the type of stuff we have to work to eliminate.”

ICCP has games against Riverside-Brookfield, Elmwood Park and Rosary (Saturday) this week.

The Timothy Christian girls basketball team went 2-3 over its first five games of the 2021-2022 season.

Timothy opened its slate with a 44-40 non-conference loss to Proviso West.

The Trojans trailed 13-6 after the first quarter and were down 31-22 at halftime.

Juniors Grace Roland and Maddie Drye each had 14 points to lead the Trojans. Drye made three 3-point-

ers, while Roland made two. Cailey Schurrman added six points. Roland led Timothy with 10 rebounds.

Schurrman had five rebounds.

Timothy then opened play in the IC Catholic Prep-Timothy Christian tournament with a 50-22 win over Midlothian Bremen. Timothy led 13-2 after the first quarter and furthered the blowout with a 31-4 lead at the break.

Roland led the Trojans with 18 points on the strength of 8-for-11 shooting. Tegan Gunn added eight points, as did Julia Voss. Schurrman had six points. Roland made two 3-pointers and hauled in 13 rebounds.

Mili Martens had three steals.

The Trojans then lost 54-42 to Trinity. Timothy trailed 14-7 after the first quarter and 22-14 at halftime.

Timothy scored 19 points in the third quarter but was outscored 13-9 in the final period.

Roland exploded for 20 points on 7-for-13 shooting. Drye had nine points, while Schurrman had six points. Roland made two 3-pointers.

Roland had 14 rebounds, while Drye and Schurrman each had six.

Timothy rebounded to record a 4744 win over Chicago DePaul College Prep. DePaul led 17-13 after the first quarter and 31-22 at halftime. Timothy came back to outscore DePaul 13-8 in the third quarter and 12-5 in the fourth.

Roland had another big game with 25 points. Martens added seven points. The Trojans made 14 of 19 free throws in the contest. Roland had eight rebounds, while Martens

had three assists and four steals. Roland also blocked three shots.

In a 40-32 loss to Lemont to close out tournament play, Timothy trailed 15-10 after the first quarter and 26-14 at halftime.

Drye and Roland each had eight points, while Martens added seven points.

Timothy returns to action this week with a game at Wheaton Academy tonight at 6 p.m.

York beats Glenbard East 57-30; brings season record to 4-1 On Saturday, Nov. 27, York played a home game against the Glenbard East Rams. York defeated Glenbard East 57-30. The victory gave the Dukes an overall season record of 4-1. York led Glenbard East 20-2 at the end of the first quarter, and 37-6 at halftime.

Junior Lizzie Baldridge (made four

3-point shots and scored a team-leading 17 points for the Dukes. Junior Mariann Blass made three 3-point shots and scored 16 points for the Dukes. Freshman Anna Filosa scored seven points for York. Junior Katie Sosa, who made a pair of 3-point shots in the second quarter, scored six points.
