York girls cross country team wins state title

The York girls cross country team put the final stamp on its dominating season by winning the Class 3A state championship last Saturday at Detweiller Park in Peoria.

The title is the second in Dukes’ program history; the other coming in 2000. It’s also York’s eighth podium finish in girls cross country (third,

second or first). York was state runner-up in 1999 and 2002.

York, ranked 10th in the nation in the most recent MileSplit.com high school team rankings, also did not lose a meet this season and did not have a runner win an invitational or postseason race — driving home the importance of its signature pack-running philosophy.

In Peoria, York finished with 62

points. Prospect was a very distant second with 151 points.

Sophomore Katherine Klimek finished seventh in the state in 16:51.17.

And then the Dukes made their money with junior Bria Bennis finishing 19th with a time of 17:04.11.

Junior Brooke Berger was next in 21st place with a time of 17:07.59.

Senior Katelyn Winton was 23rd in 17:15.47 and sophomore Michae-

la Quinn closed out the scorecard in 27th place at 17:27.12 — giving York all of its scoring runners in the top 30 and four of its five scores in the top 25. In other words, a recipe for state-title success.

York’s 1-5 split between Klimek and Quinn was 35.95 seconds, while the Berger, Winton, Quinn split was 7.88 seconds, allowing the Dukes to gobble up valuable low team points

in a hurry.

“We have been focusing on pack running all season,” Winton said earlier last week. “We haven’t really had a No. 1 runner. Any one of us could finish first, and you like to see that. It’s a little competitive, but we are happy for each other. Our coach (Lauren DeAngelis) tells us to shoot

Lady Dukes bring home state trophy

The Lady Dukes brought home the state championship trophy from the cross-country competition in Peoria over the weekend. The team scored 62 points to win the title; Mt. Prospect took second with 151 points. In the history of girls cross country at York High School, the Lady Dukes have won only one other state championship in 2000-01.

Bond denied for Bensenville man accused of shooting police officer Eight of 10 shots allegedly fired struck officer DuPage County State’s Attorney Robert B. Berlin and Bensenville Chief of Police Daniel Schulze announced Sunday, Nov. 7, that bond had Kiante Tyler been denied for a Bensenville man accused of shooting a Bensenville police officer eight times.

Kiante Tyler, 21, appeared in bond court Sunday morning in front of Judge James Orel, who granted the state’s petition to deny bond.

Tyler has been charged with one count of attempted first degree murder (Class X felony), one count of aggravated battery to a police officer with a firearm (Class X felony) and two counts of aggravated battery to a police officer (Class 2 felony).

On Saturday, Nov. 6, at approxi-

mately 12:55 a.m., the Bensenville Police Department was notified of a domestic disturbance in the 100 block of S. York Road. When the first officer arrived, he began speaking with the occupants while standing at the open front door of the apartment.

As the officer spoke with Tyler, Tyler allegedly pulled a firearm and shot at officer Steven Kotlewski 10 times, striking him eight times. At nearly the same time, additional officers with the Bensenville Police Department who had arrived at the scene, heard gunshots and quickly responded, finding the injured officer crawling in a stairwell.

Officers rendered aid including applying tourniquets to the injured officer who was bleeding heavily. An officer then transported the injured officer to an ambulance.

Kotlewski underwent emergency surgery at Loyola University Medical Center in Maywood as his inju-

ries are extensive. Another officer then went to Tyler’s apartment, and after several minutes, Tyler surrendered to the officer.

Following a sweep of the apartment conducted by the DuPage County Metropolitan Enforcement Response and Investigation Team, officers found a 9 mm pistol laying on the kitchen counter and numerous spent rounds of ammunition.

“Each and every day, our law enforcement officers put their lives on the line to protect the safety and security we enjoy in DuPage County,” Berlin said. “For their service, courage and commitment, we owe them a great debt of gratitude that, in my opinion, can never be repaid.

“Any call to which they respond could turn violent at any time, as we saw in this case. The shooting of an officer touches all of us and on behalf of all DuPage County law enforcement, I wish a speedy and full

recovery for the officer injured in this incident.

“I commend the Bensenville Police Department for their work on this case. I also want to commend the other responding officers for their quick thinking and decisive actions that almost certainly saved the life of the injured officer. I also thank the DuPage County MERIT Public Integrity Unit and the DuPage County MERIT Forensic Investigation Unit for their immediate response and professionalism as well as the DuPage County Sheriff James Mendrick and his Office.”

“I applaud the efforts of our responding officers, the DuPage County State’s Attorney’s Office, the Metropolitan Emergency Response and Investigative Team and to our community for their outpouring of support,” said Schulze. “The professionalism, composure and selflessness of our officers on the scene was ex-

emplary and their quick actions kept the public safe and saved Officer Kotlewski’s life. Officer Kotlewski put himself in danger to protect others and now faces a long recovery as a result of this senseless act of violence.”

Tyler’s next court appearance is scheduled Dec. 6 for arraignment in front of Judge Mike Reidy.

DuPage County Health Department to prioritize pediatric COVID-19 vaccination Last week, the Centers for Disease Control and Prevention (CDC) endorsed the CDC’s Advisory Committee on Immunization Practice’s (ACIP) recommendation for the use the of Pfizer-BioNTech COVID-19 vaccine for children 5 through 11 years of age.

This follows the FDA’s authorization Oct. 29 of the emergency use of the Pfizer-BioNTech COVID-19 vaccine for the prevention of COVID-19 in children 5 through 11 years of age.

The authorization was based on the FDA’s thorough and transparent evaluation of the data that included input from independent advisory committee experts who overwhelmingly voted in favor of making the vaccine available to children in this age group.

The DuPage County Health Department (DCHD) expects the pediatric COVID-19 vaccine to be available through a robust provider network in many locations throughout DuPage County.

DCHD has been working with healthcare providers, schools, and other organizations to ensure a broad network of access for children to be vaccinated against COVID-19.

The DCHD also partnered with the Illinois Chapter of the American Academy of Pediatrics and the Illinois Academy of Family Physicians to encourage all pediatricians and family medicine providers in DuPage to become COVID-19 vaccine providers and to ensure the availability of COVID-19 vaccine for their patients.

“We have been planning for the availability of the vaccine for younger children for months,” said DCHD Executive Director Karen Ayala. “Protecting our children from severe outcomes associated with COVID-19 infection and reducing community transmission of COVID-19 are important steps in addressing the serious impacts this pandemic has had on our community.”

Because the community has such a wide network and access to the COVID-19 vaccine for adults, and we have now reached our goal of fully vaccinating at least 80 percent of DuPage County residents over the age of 12 who have previously been eligible, we will shift our priority to getting the 5- to 11-year-old population vaccinated,” said Ayala.

the DuPage County Fairgrounds will close on Nov. 22. “The decision to close the Community Vaccination Clinic was made because we recognize this would not be the best care setting to meet the unique needs of the 5- to 11- year-old population,” said Ayala.

The DCHD will begin offering the pediatric COVID-19 vaccine the week of Nov. 15 at multiple DCHD Public Health Center locations. Residents seeking an appointment sooner may be able to locate one closest to their home using the options below.

Richard E. White, 94 Richard E. White, of Lombard, and formerly a longtime resident of Elmhurst, passed away on Oct. 26, 2021 at the age of 94.

Dick graduated from the University of Illinois in 1950 with his degree in architecture.

He practiced 45 years as an architect, specializing in commercial design for college campuses and hospitals, working for Perkins and Will, then subsequently Matthei & Colin Associates.

As a dedicated father, he volunteered for many years for the PTA and YMCA Youth Programs. He was an active member of the Elmhurst Presbyterian Church, serving as a Deacon and head of grounds and maintenance for many years.

His greatest source of pride was his large family. His deep love and dedication to his wife Betty are an example to all.

He was revered for being a talented artist, maker of ice rinks, Chief, haunted house creator, repairman of everything, carpenter, plumber, electrician, musician, pool maintenance, coach, babysitter, loyal spectator, gardener, wedding dancer, photographer, author, fisherman and golfer.

His little chuckle and his endearing smile will always be with us.

Sharon Samuels, 78 Sharon Samuels, nee Oberman, passed away recently at the age of 78. Beloved wife of Stephen Samuels for 55 years; devoted mother of Michael (Lisa), Amy, and the late Robert Samuels; cherished grandmother of Benjamin Samuels, Scott Biancofiori, Kaleb Samuels and Josephine Biancofiori. Sharon grew up in University City, Mo., where she met the lover of her life, Steve, while he was a freshman at Washington University. Their first date was on Dec. 5, 1959 and they were married on Dec. 19, 1965. Sharon taught early childhood education for more than 20 years in Elmhurst as a preschool teacher. After her children were grown, Sharon’s second career in retail sales for Marshall Fields and Vera Bradley. Sharon was a volunteer for numerous groups and organizations, including DuPage PADS, People’s Resource Center in Wheaton and Elmhurst’s Walk-In Assistance Network (EWAN). Sharon enjoyed spending time with family and friends and was an avid traveler. She andher husband traveled to more than 80 countries, spanning every continent. The Elmhurst Police Department recently reported the following arrests and citations.

Persons charged with domestic battery are not named in order to protect the privacy of victims. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.

Oct. 28 A victim in the 100 block of S. Prospect reported at 3:56 p.m. that an unknown suspect attempted to extort money by threatening to publish an explicit video of the victim. The victim refused and the unknown suspect disseminated the video to the victim’s social media contacts. The victim blocked the suspect from his social media platforms.

Assault, battery

Possession of cannabis, possession of drug paraphernalia, possession of a controlled substance

Nov. 2 Cody L. Barton, 30, of Chicago, was charged with aggravated battery in the 800 block of N. York at 4:43 p.m. Police said officers responded to the above location for the report of a disturbance. The complainant reported Barton allegedly became agitated after he was asked to leave the premise. The reporting officer made contact with Barton, who continued to become aggressive towards customers and officers, according to police.

Oct. 31 Jaxson R. Taylor, 18, of Chicago, was charged with battery in the 100 block of Prospect at 12:18 p.m. Police said a victim reported being struck in the head numerous times by Taylor.

Aug. 15 A victim in the 500 block of W. Grand told police at 6:10 p.m. that she was sexually assaulted by a suspect while at the above location. This case is pending further investigation.

Domestic battery, domestic incident, disorderly conduct Oct. 30 Police said officers responded for the report of a group of people who were fighting on a football field during a football game in the 100 block of S. West at 8:46 p.m. It was determined that an unknown football player stiff-armed an opponent, which started a fight between the two teams. Officers shut the game down and the teams left the area. There were no injuries.

Oct. 29 A 39-year-old Elmhurst man was charged with two counts of battery in the 100 block of N. Glenview at 2:36 a.m. A victim told police that subsequent to a verbal argument, the suspect became physically aggressive toward her.

Officers observed injuries to the victim.

A victim in the 400 block of N. West advised at 7:31 p.m. that while at an outdoor event, a juvenile suspect slapped the victim’s cell phone out of his hand, which caused its screen to shatter. Another victim related the same suspect punched him in the stomach but that victim did not wish to pursue charges. The suspect was issued a citation for damage to property and released on scene to his parent.

Oct. 28 A complainant in the 100 block of N. Michigan advised at 10 a.m. that she had an order of protection against the suspect, but it is expired. She was alarmed and disturbed when she found a note on her vehicle from the suspect. The complainant did not wish to pursue charges but wanted the incident documented.

DUI, transportation of open alcohol Nov. 2 Yordanny Herrera, 19, of Bensenville, was charged with no valid driver’s license, trans-

Nov. 1 Flores Saul Sanchez, 26, of Cicero, was charged with DUI, possession of cannabis by a driver, expired registration and no insurance in the 300 block of N. York at 2:52 p.m.

Oct. 31 Matthew Hermida, 23, of Bellwood, was charged with DUI, endangering the life of a child, operating a vehicle while using an electronic communication device and failure to carry driver’s license on person while operating a vehicle subsequent to a traffic stop near North and I-290 at 11:43 p.m.

Oct. 30 Isaura P. Guerrero, 38, of Elgin, was charged with DUI, endangering the life of a child and improper lane usage subsequent to a traffic stop near Grand and Lake at 11:24 p.m.

Oct. 29 Romagno Galvez Bravo, 23, of Chattanooga, Tenn., was charged with DUI, no valid driver’s license, improper lane usage, disobeying a traffic control device and no insurance subsequent to a traffic stop near Indiana and North at 1:29 a.m.

Kukasz Czuba, 37, of Willow Springs, was charged with DUI, improper parking on roadway, transportation of open alcohol, improper window tinting and no insurance near Route 83 and Lake at 8:40 p.m.

Fleeing, eluding

According to information provided last week by the Elmhurst Police Department, police reported two incidents of fleeing and eluding in which drivers of a vehicle or a motorcycle reportedly fled after a traffic stop was conducted.

Harassment, threats Nov. 2 A victim in the 100 block of S. Grace told police at 4:34 p.m. that the suspect has been harassing her and her friends. The suspect showed up at the victim’s house. The suspect was asked to no longer have contact with the victim.

Oct. 31 A victim told police that an unknown suspect texted 22 harassing messages regarding a family member owing money to the suspect.

An investigation is pending.

A complainant in the 200 block of Maison Court told police at 10:03 p.m. that a known suspect sent a suspicious and harassing text message regarding his time in the U.S. military. A reporting officer located the victim and advised him to have no further contact with the victim.

Oct. 29 Michael A. Provenzano, 27, of Elgin, was issued a citation for possession of cannabis by a driver in the 900 block of N. York at 1:03 p.m.

Jaron J. Stevenson, 25, of Addison, was issued a citation for possession of cannabis by driver and one headlight, while Tyrae Barnes, 30, of Chicago, was issued a citation for possession of cannabis by a passenger subsequent to a traffic stop near Lake and Grand at 9:43 p.m.

Suspicious circumstances Oct. 31 A reporting officer met with a complainant in the 600 block of S. Fairview at 2:46 p.m. who reported his house was egged. The complainant believes this occurred after his son was involved in a disagreement with a suspect earlier in the night.

Theft or burglary/identity theft/fraud/forgery/ deceptive practice/ obstruction/robbery Nov. 2 Retail theft was reported at a store in the 100 block of E. First at 10:52 a.m. A reporting officer met with the store owner who reported two female suspects entered the store and stole a box containing 10 vape devices. Video surveillance showed one female suspect make a purchase while the other suspect walked into the employee area behind the counter and took the full box of vape devices.

Identity theft was reported in the 300 block of W. Commonwealth at 5:25 p.m. A victim told police that an unknown suspect(s) used her personal information to open a Nicor Gas account.

Oct. 28-Nov. 2 Theft of vehicle parts was reported in the 300 block of E. St. Charles. A complainant reported that an unknown suspect(s) removed catalytic converters from activity buses that were parked on the west side of the property sometime between the above dates.

Oct. 25-Nov. 2 Theft of vehicle parts was reported in the 600 block of W. Grand. A victim told police that an unknown suspect(s) removed the catalytic converter from the victim’s vehicle while it was parked in the parking lot sometime between the above dates.

Oct. 31-Nov. 1 Theft was reported in the 100 block of N. Route 83 at 10:13 a.m. A victim told police that upon trading in her vehicle, she did not remove the front and rear license plates. When she returned to the dealership to retrieve the

license plates, the front license plate was missing. The license plate was entered into LEADS.

Oct. 30-Oct. 31 Burglary to a vehicle was reported in the 600 block of W. Belden. A victim reported that an unknown suspect(s) entered her locked vehicle while it was parked in the driveway of her residence sometime between the above dates and removed a loaded handgun from the unlocked center console of her vehicle.

The handgun’s serial number was run through LEADS and returned clear. The handgun was then entered into LEADS as stolen.

Oct. 30 Theft was reported in the 200 block of S. Route 83 at 4:23 p.m. A victim told police that while shopping, an unknown suspect stole her wallet containing credit cards and her Illinois driver’s license from her purse. A short time later, the victim was notified of several unauthorized charges to her credit cards.

Oct. 29 Theft of vehicle parts was reported in the 400 block of W. St. Charles at 2:50 p.m. A complainant reported an unknown suspect(s) removed the catalytic converter from an Elmhurst school district- owned van.

Theft was reported at a restaurant in the 100 block of N. York at 7:11 p.m. A complainant related that the suspect left during her shift with cash from the complainant’s previous two tables she had served. An officer attempted to contact the suspect and left a voice message.

Burglary to a vehicle was reported in the 600 block of W. North at 10:26 p.m. A victim related that an unknown suspect(s) smashed the rear passenger window of his locked vehicle and stole a briefcase containing a laptop computer, a computer bag containing an Apple iPad, and a CPAP machine. Serial numbers for the laptop and iPad are unknown at this time.

Sept. 27 Identity theft was reported in the 900 block of Fairfield at 11:14 a.m. A victim told police that an unknown suspect(s) used her personal information to open a line of credit.

Warrant arrest

Nov. 3 Police said that subsequent to a traffic stop near St. Charles and Prospect at 9:14 p.m., Ray Lakeith, 32, of Aurora, was found have had an active warrant out of the DuPage County Sheriff’s Office. He also was charged with driving while license suspended, no rear registration plate light and no insurance.

Oct. 31 Police said that subsequent to a loud noise complaint in the 500 block of W. Grand, the suspect was found to have a valid warrant from the Cameron County Sheriff’s Office.

The suspect was taken into custody and transported to the police station. The Cameron County Sheriff’s Office was unable to provide the requested paperwork and the suspect was released from custody.

Oct. 30 Police said that subsequent to a traffic stop near Lake and Grant at 7:58 a.m., Joshua Morales, 27, of Bloomingdale, the driver of the vehicle, was found to have an active warrant out of the DuPage County Sheriff’s Office.

Morales also was issued citations for driving while license suspended and speeding. Tatyana Dotson, 25, of Lombard, a passenger in the vehicle, was issued citations for unlawful possession of cannabis in a vehicle and no seat belt.

Pritzker order calls gun violence a public health crisis, lays out prevention approach

Gov. JB Pritzker signed an executive order last week classifying ongoing gun violence in Illinois as a public health crisis and announced his intent to include greater funding for violence-prevention initiatives in upcoming budgets.

At a news conference in Chicago, Pritzker touted the Reimagine Public Safety Act which became law in June and aims to create a “comprehensive approach to ending Illinois’ firearm violence epidemic,” according to the act.

Chicago has seen 686 murders in 2021, up from the pace of one year ago, when it recorded 774 murders, a more-than 50 percent increase from the 506 murders recorded in 2019, according to the Chicago Sun-Times.

“Gun violence is devastating communities, neighborhoods, blocks and families,” Pritzker said at the news conference. “Mothers, fathers, brothers, friends, are experiencing sense-

less tragedies in the deaths and serious injuries of their loved ones. This work is urgent.”

The violence is worse in Black and brown communities, Pritzker said, noting, “young Black men die from gun violence at a rate 20 times higher than their white counterparts.”

“This must stop,” he said. “In Chicago, Peoria, East St. Louis, Champaign, Decatur and Rockford, in every region of the state and this nation, in communities large and small, because every part of the nation shares the history of institutionalized racism in housing, health care, job opportunities and family support services that shaped this moment.”

Pritzker said this year’s state budget includes $50 million to fund the programs laid out in the act, adding that his administration will push for another $100 million to be allocated to it each of the next two years.

Addison man charged with armed robbery, aggravated battery following Halloween party Vehicle chase leads to gun shots; victim struck in the leg DuPage County State’s Attorney Robert Berlin and Addison Director of Police Bill Hayden have announced that bond has been set for an Addison man accused of robbing Lenny Ramirez a car full of people after they left a Halloween party.

Lenny Ramirez, 23, appeared at a bond hearing where Judge Ann Celine O’Hallaren Walsh set bond at $500,000 with 10 percent to apply.

Ramirez has been charged with one count of armed robbery with a firearm (Class X felony) and two counts of aggravated battery (Class 3 felony).

On Oct. 31, at approximately 2:13 a.m., officers with the Addison Police Department responded to the area of Army Trail and Swift Roads for a report of shots fired. It is alleged that the victim and several other individuals left a Halloween party and got inside the victim’s vehicle parked in a parking lot on N. Swift Road.

It is alleged that once inside the vehicle, another vehicle parked behind the victim’s car and blocked him from driving.

Two males, later identified as Ramirez and an accomplice, then allegedly exited their vehicle, approached the victim’s car and opened the front passenger door.

It is further alleged that the two men pulled an occupant out of the car and that Ramirez’s accomplice put a handgun to the back of the victim’s head and said, “give me everything; don’t move.”

Ramirez and his accomplice then allegedly took approximately $800 from the victim.

It is alleged that another occupant got out of the vehicle at which time he was struck in the face several times by the defendants and had his phone and wallet stolen as well. It is further alleged that Ramirez entered

the open passenger side door and began to punch everyone inside the vehicle.

It is alleged that the two subjects then ran back to their vehicle and fled the scene. It is alleged that the victim’s car followed the defendants when they fled and that at some point in time, Ramirez’s accomplice got out of the passenger side of the car and shot several times at the victim’s car, striking the car several times and striking one of the occupants once in the leg.

While canvassing the scene, officers with the Addison Police Department located two silver spent casings in the intersection of Swift and Army Trail roads. Through the course of their investigation, Addison police officers identified Ramirez as a suspect in the case. On Nov. 2, Ramirez was taken into custody from his home without incident.

“Public safety remains the top priority for my office,” Berlin said. “We will not tolerate this type of violent behavior on our streets. Thanks to the truly outstanding investigation led by the Addison Police Department, we are able to bring very strong charges against Mr. Ramirez.”

“On behalf of the men and women of the Addison Police Department, I thank State’s Attorney Berlin and his office for their ongoing support of law enforcement throughout DuPage County,” Hayden said. “In this case, the outstanding work of the Addison Police Department, coupled with the legal guidance of the State’s Attorney’s Office, led to the apprehension and filing of serious charges against an individual accused of committing violent crimes in DuPage County.”

Ramirez’s next court appearance is scheduled Dec. 1 for arraignment in front of Judge O’Hallaren Walsh.

youth employment programs for the current fiscal year, including $125 million funded through the federal American Rescue Plan Act. One of the major tenets of the Reimagine Public Safety Act is that it creates the Office of Firearm Violence Prevention within the Illinois Department of Human Services to coordinate the state’s violence prevention efforts. That office, and its assistant secretary of firearm violence prevention, has grant-making authority to distribute the state funds to violence prevention organizations.

Per the governor’s news release, the state plans to begin issuing notices of funding opportunity in the final two months of this year, with a goal of outreach ramping up by summer 2022.

Pritzker named Chris Patterson to head the violence prevention effort at IDHS. One of his responsibilities, per the act, is to focus on the most violent neighborhoods in Chicago and across the state as measured by the number of per capita shootings from 2016 to 2020.

“Our work will begin in the most impacted communities in Chicago and across the state,” Patterson said at the news conference. “This will include high-risk youth intervention services, violence prevention and interruption, and trauma recovery.

“The Office of Firearm Violence Prevention will help experts and expert grassroots organizations connect to people at the highest risks of gun violence victimization and take strong measures to reduce their exposure to chronic gun violence.”

He said the new office expects to be able to provide grants to organizations in 22 areas of Chicago and 15 communities across the rest of the state. Those organizations must take a data-driven approach to addressing the most violent areas, per the law.

Each year, the office must report to the General Assembly on Jan. 1, explaining the investments being made and making further recommendations on how to end gun violence.

Youth development programs in violent areas will be a major part of the law’s implementation as well.

criminal justice policies, ushered the policy through the Senate.

“This is a big win for working class Black, Latino and rural white communities,” Peters said at the news conference. “The status quo policies are failing us. We see this in every corner and every ZIP code of our state. The status quo agenda is bad for public safety. We are seeing young people who are stuck, who are hurting, asking us to step up.”

Rep. Justin Slaughter, a Chicago Democrat and the bill’s House sponsor, said it will take more than state action to curb gun crime. He praised county and city leaders, including Chicago Mayor Lori Lightfoot and Cook County Board President Toni Preckwinkle, for appearing alongside state leaders and advocates Monday.

The new law and the executive order from the governor, Slaughter said, are part of an essential effort to redefine gun violence as a health crisis which “is all about the social determinants of health.”

“And what that means is education, economic development, housing, public health, environment. It’s all of these different issues and factors,” he said.

He said Illinois wants to be a national leader in gun violence prevention.

“This means prioritizing best practices, and also encouraging emerging practices,” he said. “As we onboard new and innovative ideas in this space, fiscal responsibility is ever paramount. And it’s absolutely critical that we engage in programs

Pritzker’s executive order is designed to help expedite implementation of the Reimagine Public Safety Act and to lay out some of the expectations for collaboration between state agencies.

The news conference came the Monday after the General Assembly’s fall veto session adjourned and Republicans tried, to no avail, to get Democratic committee chairs to call a number of public safety reforms and sentence enhancements for committee hearings.

That package includes a bill that would appropriate $100 million to the Illinois Law Enforcement Training and Standards Board to fund grants to local departments for gang violence, carjacking and motor vehicle theft prevention, as well as officer staffing.

The GOP, led by Sen. Chapin Rose, R-Mahomet, also pushed for measures eliminating good time sentence reductions for someone who brought a weapon to a penal institution or attacked a law officer.

Another Republican-backed bill would require a minimum 10-year sentence for aggravated discharge of a firearm, use of a stolen or illegally acquired firearm in an offense, unlawful possession of a weapon by a felon, armed habitual criminal offenses, or aggravated hijacking or carjacking. A second such offense would come with a life sentence.

GOP leaders have criticized Democrats for not even allowing the public safety reforms to have a public hearing. Peters and Slaughter, however, have been critical of the GOP push, which Peters alluded to as an effort to “double down on the status quo.”

Oversight Committee hearing with oil executives on climate change

By U.S. Rep. Raja Krishnamoorthi Recently, I participated in an Oversight Committee hearing with Michael Wirth, CEO of Chevron, on the issue of carbon emissions and climate change.

Since 1880, average global temperatures have increased by 2.2 degrees Fahrenheit, or 1.2 degrees Celsius. This is a real climate crisis because at a 3.6 degrees Fahrenheit change, or 15.8 degrees Celsius, we could possibly see summer sea ice disappearing in the Arctic.

During this hearing, Mr. Wirth falsely told me that his compensation as CEO was linked to reducing total carbon emissions. However, documents filed by Chevron with the Securities and Exchange Commission show that Mr. Wirth’s compensation—which totaled $29 million in 2020—has a component of reducing “carbon intensity,” the amount of carbon generated per unit of energy used, rather than total emissions. That means that Mr. Wirth could receive more compensation in any given year even if the company emitted dramatically more carbon pollution into the atmosphere.

To make genuine progress, we need transparency into the incentives that oil companies provide their executives to reduce pollution by their company. This is crucial for tackling the climate crisis.

My letter to President Biden on removing USPS leadership Last week, I sent a letter to President Biden requesting that he not reappoint the USPS Board of Governors Chairman, Ron Bloom, to ensure that the Board of Governors is able to appropriately review the job performance of Postmaster General DeJoy. Mr. Bloom’s term with the USPS Board of Governors expires in December, and President Biden has the power to appoint a new board member.

This is important because Mr. Bloom has unconditionally supported Postmaster General DeJoy, whose tenure has been riddled with financial conflicts of interest while his “Delivering for America” plan has significantly cut USPS service standards and increased prices.

My constituents have expressed serious concerns about their delayed mail and packages. Given Mr. Bloom’s commitment to this unacceptable status quo and

to Postmaster General DeJoy, I informed President Biden that a change of leadership in the USPS Board of Governors is necessary to ensure the longevity and success of the USPS. The Build Back Better Act Congress is still negotiating the final text for the Build Back Better Act (H.R. 5376). I am proud that the current draft contains provisions that I fought to be included to strengthen our workforce, our economy, and end the pandemic.

The current draft includes nearly $35 billion over the next 10 years for workforce development programs, which includes funding for existing workforce development programs, for industry and sector partnership grants, and for addressing climate change.

The package also includes comprehensive high-skilled immigration reform, which I fought for to simplify the system, make it fairer, and reduce the green card backlog.

Lastly, the package includes $1.3 billion to support global and domestic vaccine production, including through the construction of new manufacturing facilities or the expansion of existing facilities. While the scale of the pandemic will demand even more action, this additional vaccine funding will be a step forward in preventing the emergence of new variants that could sabotage our progress.

Task force could produce lifeline for local journalism in Illinois

By State Sen. Steve Stadelman Democracy dies in darkness. Those words underscore the masthead of the Washington Post every day.

Sadly, the light journalism brings to many communities in Illinois and across the country is dimming. In the past 15 years or so, more than 2,000 newspapers around the country have closed, especially in rural areas.

That means no reporters covering local city council or school board meetings. If people don’t get the information they need to know what’s going on in their town, they can’t make educated decisions when they vote or hold their public officials accountable.

Journalists play an important watchdog role in our system. As a television news anchor and reporter in Rockford for nearly 25 years and a state senator for eight years, I’ve seen journalism from both sides. You could say a new Illinois law, which establishes the Local Journalism Task Force, is the result of my two careers intersecting.

The legislation I introduced and passed this year calls on the task force to assess the state of local journalism and issue public policy recommendations.

I think there needs to be a serious, open and frank discussion on the future of local news and how its future will affect government. As people rely less on traditional news organizations, we’ve seen a rise in media outlets that push a political

agenda.

Social media, meanwhile, is far too often the source of false and even dangerous information.

Professional news organizations are able to counteract that, helping readers and viewers know the difference.

Dwindling access to local news isn’t just a rural issue as many corporate owners of bigger-city newspapers cut staff and close bureaus to save money. While a large city still has many media outlets, we know that in our increasingly diverse society, some voices are not being heard.

There’s also an economic argument to be made. Newspapers have historically connected local businesses with readers. Without that connection, the local economy and businesses are hurt.

Members of the Local Journalism Task Force include news organizations that represent working journalists, academic institutions that teach journalism or have conducted studies and research into the issue along with state lawmakers and governor’s staff.

Potential solutions considered in other states include creating a fund to bring news and information to underserved communities, providing tax incentives to persuade media outlets to close local news gaps and more money for public broadcasting.

Or there may be no role for state government as the private sector develops new business models.

The new measure will provide a tax credit for manufacturers of electric vehicles, parts and power supplies. Businesses in underserved areas would be eligible for a larger benefit. Additionally, training cost tax credits can increase if new employees are recent college grads, certificate holders or credential recipients from a college in Illinois.

County plans virtual public hearing on long-range transportation plan The DuPage County Division of Transportation will host a virtual public hearing to receive feedback on the County’s Long Range Transportation Plan.

The Long Range Transportation Plan, known as DuPage Connects, will govern transportation policies and practices at the County for the next 20 years.

Prairie Path Clinic joins Weil Institute

Prairie Path Foot & Ankle Clinic located at 136 W. Vallette St., #2, has merged with Weil Foot & Ankle Institute (WFAI). The merge officially took place on Friday, Oct. 1.

Second man charged in Downers Grove carjack attempt Approaches woman at gunpoint, steals cell phone imately 1:19 p.m., officers with the Downers Grove Police Department were dispatched to the BP gas station located at 4314 Main Street, Downers Grove, for a call of an armed robbery and attempted vehicular hijacking that had just occurred. Upon their arrival, officers spoke to the victim and several other witnesses at the gas station.

It is alleged that the victim was at the gas station when two people approached her, Butler on the driver’s side of the vehicle and Baugh on the passenger side of the vehicle.

It is alleged that Butler was holding a black handgun next to his face with the barrel pointed upward and demanded the victim’s car keys and cell phone. On Thursday, Nov. 4, DuPage County State’s Attorney Robert Berlin and Downers Grove Chief of Police Shanon Gillette announced that bond had been set for the second of two Chicago men accused of attempting to carjack a woman’s car from a Downers Grove gas station and robbing her of her cell phone.

Pierre Baugh, 23, of Chicago, appeared at a bond hearing where Judge Ann Celine O’Hallaren Walsh set bond at $450,000 with 10% to apply. Baugh has been charged with one count of attempted aggravated vehicular hijacking with a firearm (Class 1 Felony) and one count of armed robbery with a firearm (Class X Felony).

Baugh’s co-defendant Demario Butler, 30, of Chicago, is facing the same charges. Butler appeared in bond court on Oct. 25.

DuPage Care Center seeks holiday donations for residents

The DuPage Care Center is inviting the community to help make the holidays brighter for residents of the Care Center through the Adopt-A-Resident program. The Adopt-A-Resident program allows members of the community to provide much-needed items for residents during the holiday season.

When a community member adopts a resident, he or she will receive information about the resident, including gender, age, and up to five items they would like. Gift requests average about $50 in value, and include items such as personal care products, gifts cards, and clothes.

Items can be brought – unwrapped – to the DuPage Care Center by Dec. 6.

Wellness Team plans drive for homeless students Seeks contributions of cash and gift cards to distribute

The Elmhurst Wellness Team is eager to announce the Fourth Annual District 205 Homeless Student Drive from Sunday, Nov. 14 through Friday, Dec. 10.

The Elmhurst Wellness Team is a group of local businesses dedicated to the health and wellness of the Elmhurst community. All organizers are appreciative that of the supportive community that shows up every year for these students. The Team is inviting the community to support homeless students during the holiday

season. The participation and support last year brought in a record $13,188, that was distributed directly to the students and their families.

When asked what was most needed, the families requested gift cards to stores for food and toiletries. As a result of how well the Homeless Student Drive went last year, once again monetary donations in the form of gift cards will be collected during this holiday season.

Currently in Elmhurst, there are 52 students in K-12 who qualify as

homeless. Unfortunately, more students will likely be added throughout the winter.

Defining homelessness Homeless is defined as a family who has lost housing and is not residing in a stable environment, meaning it is not 1) fixed, 2) adequate or 3) regular. In general, “fixed” is defined as the person is not living in a car.

“Adequate” means the family has

Bare noted York’s first game of the season, a win against Chicago St. Patrick, acted as a turning point of sorts for the green and white side.

“I think that first game of the year we were a little flat-footed and won 3-1 against a quality opponent,” he explained. “I thought we didn’t play our best game, but if we did we could make it far.”

Quarterback sacking machine

Senior Antonio Richardson plays key role in continued success of IC Catholic Prep football program

The sacking of a quarterback is one of the most exciting plays in football.

To say the least, IC Catholic Prep senior defensive end Antonio Richardson has generated some excitement this season.

The 6-foot-2, 180-pound Richardson registered 13 sacks through the Knights’ first nine on-field games this season (IC Catholic Prep was awarded a COVID-19 forfeit win over Aurora Central Catholic). Richardson’s play has been a key driver in the success of the Knights, who scored a 35-12 win over Durand-Pecatonica in the second round of the Class 3A state playoffs last weekend to advance to the quarterfinals for the sixth year in a row that the state playoffs have been offered.

The Knights host No. 2 seed Princeton (10-1) in the quarterfinals either Friday or Saturday in Elmhurst.

“It’s a pretty good feeling (to register a quarterback sack),”said Richardson, who had four sacks in the team’s win over Wheaton Academy earlier this season.

Richardson has put in plenty of time honing his craft in that regard.

“The best part of my game right now is my ability to get to the quarterback,” he said. “I have worked on it and have improved on it the last four years. Right now, it’s the best part of my game.”

Richardson, who was brought up

to the varsity for the team’s state run as a freshman and has been a fulltime varsity contributor ever since, said patience is the key when playing defensive end and seeking out the quarterback.

“Every down is not going to be a passing down,” he explained. “You set up the opposing team and then you get to the right moments.”

Playing end is something Richardson said is a lot of fun. “You get to show how athletic you are and you get to be close and near the ball whether it’s a run or a pass,” he said.

“You have the great ability with this position to make plays. The majority of it is staying very disciplined whether you are going one on one to the quarterback, or going after a running back.”

Richardson said his long tenure on the IC Catholic Prep varsity has come in handy, especially this season for the 10-1 Knights.

“It’s been a long time,” he said.

“It’s been a good experience and a fun time. I have gained a lot of knowledge from my younger years here and I am using it now. Personally, my leadership has grown the most. I watched the people who came before me and that helped me be more vocal this year and to stay composed. I tell the younger guys that is the route you take in those tougher moments.

You stay composed. I do love being a leader. It’s exciting to have a voice and be able to lead this team, especially a team like ours with a lot of

Outlook: IC Catholic Prep’s 23-point win west of Rockford last Saturday on paper is considered an upset due to Du-Pec’s No. 3 seed.

Most would argue it was an expected result. As chronicled here last week, business now picks up with the arrival of a Princeton program that is 10-1 with its only loss to Three Rivers Conference Mississippi Division co-champion Kewanee. Princeton has scored 430 points and given up 137. An easy comparison here is Monmouth-Roseville.

Princeton beat Monmouth-Roseville 55-14 in the regular season, while IC Catholic Prep beat Monmouth-Roseville 55-8 in the first round of the playoffs. None of the eight playoff teams Princeton has played this season are still alive in the playoffs. IC Catholic Prep is in the quarterfinals for the sixth year in a row that the playoffs have been offered (excluding this spring’s COVID-19 season). For those longtime town high school football followers, you will recall IC Catholic Prep defeated Princeton 37-12 in the 2015 state quarterfinals.

IC Catholic Prep’s only loss is to Wheaton St. Francis, which lost to Genoa-Kingston 27-3 in the Class 4A second round this past weekend.

Richardson has watched the players returning from the spring-forced COVID-19 season blossom into an even more cohesive unit. “We have great leadership and we are closer now and are having a lot of fun playing the game and doing it the right way,” said Richardson, who enjoys video games and spending time with his nephew when he’s away from the football field. “We had good guys returning from the spring season and our younger core is very good. They keep their composure and they play ball. The thing that impresses me

the most is probably no matter what quarter we are in and what team we are playing, these guys always go after it and have one goal in mind. We always keep fighting.”

Richardson, who also runs track in the spring (100 and 200 dash), said the program’s long-term success can be traced back to one common denominator.

“It has to do with the guy in charge (head coach Bill Krefft) and the other coaches do a good job bringing the guys together, teaching them and instructing them and doing it four years at a time,” said Richardson, who would like to play football in

college.

And now Richardson and the Knights find themselves back in familiar environs, playing a game in Week 12 of the season — the state quarterfinals, two wins away from a return trip to the state title game.

IC Catholic Prep has won five state titles, including three in a row from 2016-2018.

“We have to play as a team and have composure,” said Richardson, whose organized football career started with the Bensenville Bandits youth team. “You can’t win state titles after only one play. You have to play four quarters and finish games.”

Bennis added: “The team aspect is super-interesting. We have a big pack of six or seven girls. The whole team in general is super-strong. We use each other in races to pack up and push each other. Rather than running alone and pushing ourselves, we are push each other. We are super-interchangeable. That’s part of pack-running success. Any one of us on any given day can push the pace. That’s been very important to the team’s success.”

Berger put it this way: “We are strongest when we are in our pack,” she said. “We know we can run together in races and that gives us confidence. We train together in a pack and that correlates to the races. We try to do our best with it. We have practiced hard every day and we’re all dedicated. We’re all good friends and we work well together. We have come together and have enjoyed training with each other.”

Berger agrees a secret weapon the Dukes had this season is that interchangeability with its top runners.

“This season it has been whoever is having a good day and a good

race,” she said. “It’s been fun racing and seeing who could win. We’re all competitive and we all want to win.

We’re all so close and we all want to see each other do well as individuals.

It’s nice that we have that.”

Bennis said that pack mentality has been made possible by the training regimen put in place. “It has a lot to do with how hard we work and how dedicated we are to our training program throughout the season. It’s definitely a key to our success. We are all close in talent and what we are doing with our training has made each of us faster.”

Winton said being undefeated hasn’t been a complete shock to her.

“I have always had faith in us,” she said. “We are all so close. We have one of the best packs so the hope has always been to go out and win every race.”

But beyond running ability and race strategy, Winton said team chemistry ranks up there when it comes to success ingredients.

“We are all really close and best friends,” she said.

Bennis added: “I love how close we are. The team camaraderie is great. We train hard and we have all gone through it together. We have bonded as a team and have become

really close. The people you run with, you are spending a lot of time with. We’ve become best friends.”

Berger noted York gained plenty of confidence after its truncated 2020 fall COVID-19 season that saw the Dukes win both regional and sectional titles in dominating fashion.

“Winning last year gave us a lot of confidence,” she said earlier last week ahead of the state meet. “We know we will be No. 1 ranked coming in but we won’t be overconfident.

We will walk in knowing we are as good as everybody else and we’ll do our best in the race to show we are even better.”

Mission accomplished.

And the good news for York and bad news for its competition, five of the top seven runners on the team return for at least another season.

“Our hope is to hold on as long as possible,” Bennis said. “Only two of the top seven graduate, so we are keeping almost everyone. Next year is going to be super-exciting as well.”

Sophomore Margaret Owens was 41st for York in Peoria with a time of 17:39.83, while senior Allison Fitzgibbons finished in 106th place with a time of 18:22.29 to round out the Dukes’ seven-runner state docket.

Pritzker gets COVID-19 vaccine booster ahead of international trip Governor: Child vaccine requirement would have to come from lawmakers

Gov. JB Pritzker became one of the 800,000-plus Illinoisans who have received a COVID-19 vaccine booster shot Nov. 2, ahead of his first overseas trip as governor.

Pritzker and his top staff planned to depart to London Nov. 2 to meet with business leaders on economic development opportunities in Illinois before heading to Glasgow, Scotland, on Nov. 5 for the United Nations Climate Change Conference of the Parties. House Speaker Emanuel “Chris” Welch, D-Hillside, and Senate President Don Harmon, D-Oak Park, planned to join the Illinois group for the London leg of the trip.

Pritzker received a booster dose of the vaccine manufactured by Pfizer and BioNTech after receiving the one-dose Johnson & Johnson vaccine in March.

He noted the U.S. Food and Drug Administration recently authorized “mixing and matching” vaccines.

He also said he was not worried about potential side effects, which usually last about a day and include fatigue or pain at the injection site, as he prepared to depart to London.

Health Director Dr. Ngozi Ezike also took questions about whether the state would require vaccination for children to attend school.

Federal health officials gave final approval to using the the Pfizer-BioNTech vaccine for children ages 5-11. That approval took place last week.

Ezike said any decision on mandates wouldn’t be considered until full approval is granted.

“So, I think it’s premature to think about requiring those for school,” she said. “We probably would want it to have the standard authorization, …such as what we have for Pfizer for individuals who are 18 and over.”

Ezike said while no vaccine requirement is currently being considered, “that probably could change much further down the line.”

Pritzker said any mandate would have to go through the state’s General Assembly.

“Here in Illinois, that requirement is something that would go through the legislature as others have,” he said. “We require lots of vaccinations, as you know, when kids go to school already, to make sure that kids don’t get polio, to make sure they don’t get measles and mumps and rubella and so on.

that—and I haven’t seen that on the horizon yet – but if there were an approval of that, then that would just be another one of those vaccinations that kids get.”

Pritzker and Ezike urged all eligible Illinoisans to receive the booster shot.

Eligible populations for the Moderna and Pfizer-BioNTech vaccine are those 65 years of age and older, and those 18 and older who live in long-term care settings or work or live in high-risk settings and had their last dose at least six months ago.

Those who received the Johnson & Johnson vaccine are eligible if they are 18 years of age or older and have received the first dose at least two months ago.

Pritzker said with approval imminent, parents of children ages 5 to 11 who wish their children to be vaccinated should call their pediatricians to schedule a shot or reach out to schools to request a vaccine clinic be hosted there. Vaccines remain free, he said.

Approximately 70 percent of the state’s population aged 12 and over are fully vaccinated for COVID-19, with 76 percent having received at least one dose.

Ezike said unvaccinated individuals between the ages of 30 and 49 are 18 times more likely to die of COVID-19 than people of that same age who are vaccinated.

Pritzker said his administration watches hospitalization and positivity rate numbers daily when considering what to do with masking requirements.

“New hospitalizations are flat,” Pritzker said. “That is not a good sign. That’s not what’s happened in previous dips from surges. We went down for a while here, but now we’ve leveled out at a level that is much higher than the summer. And so, the question is, is that just a temporary situation?”

In the summer the positivity rate dipped to 0.6 percent and the number of hospital beds in use by COVID-19 patients briefly dipped below 400, with intensive care unit beds in use in one day falling as low as 76.

Latest school report card shows impact of COVID-19 on learning 2020-2021 Pre-K-12 enrollment fell 3.6 percent from previous year

The COVID-19 pandemic resulted in significant drops in enrollment, academic performance and the likelihood of graduating high school on time, according to the latest school report card released recently by the Illinois State Board of Education.

The report card is an annual report that tracks how the state, and each school and district, are progressing on a wide range of educational goals.

But the report also showed that more Illinois students than ever are preparing for college and careers by taking dual credit, Advanced Placement and career and technical education, or CTE courses, while schools themselves are doing a better job of retaining veteran teachers.

“We have witnessed both tragedy and heroism in our schools over the past year,” State Superintendent of Education Dr. Carmen I. Ayala said in a statement.

“Students and educators have lost so much and lived and learned through unthinkable obstacles, but loss is not the whole story. Illinois’ schools also stepped up the rigor of high school course work, ensured students still graduated and earned early college credit along the way.”

According to the report, which covers the 2020-2021 academic year, total enrollment in Pre-K-12 schools fell 3.6 percent from the prior year, or by about 70,000 students, to just under 1.89 million. State officials said recent trends would have predicted a 1.1 percent decline, meaning the additional 2.5 percent can be attributed to the pandemic.

The biggest enrollment declines were in Pre-K and kindergarten, with pre-K enrollment dropping 17 percent and kindergarten enrollment dropping 8 percent.

The report also shows a disturbing increase in chronic absenteeism since the pandemic began.

More than one in five students, or 22.8 percent, missed 10 percent or more of all school days in the year. That’s up from 13.4 percent in 2019, the most recent full pre-pandemic year.

The increase in absenteeism was especially notable among English learners, Black and Hispanic students.

Officials cautioned, however, that the 2021 figures might not be reliable because of the number

of students who were engaged in remote learning, where taking accurate attendance counts can be more challenging.

“We know from national studies from the (U.S. Centers for Disease Control and Prevention) that school districts serving primarily Black and Hispanic students provided the least access to in-person learning last year,” Brenda Dixon, ISBE’s research and evaluation officer, said during a briefing on the report. “We suspect that less access to in-person learning contributed to lower engagement among Black and Hispanic students.”

The report card also showed declines in student performance on standardized tests, although those numbers are still preliminary because schools were given the option of administering those tests this fall due to the number of buildings that were still not fully open in the spring.

Full results will be published next spring.

All students in grades 3-8 take what’s called the Illinois Assessment of Readiness, or IAR, which covers English language arts and math proficiency. High school students are tested in 11th grade by taking the SAT exam.

The preliminary results showed fewer students meeting grade-level standards compared to 2019, especially among younger students who may have struggled more to engage in remote learning, Dixon said.

The number of students meeting grade-level standards dropped 17.8 percent in math and 16.6 percent in English language arts, with the biggest declines seen among English language learners and low-income students.

The rate of ninth-grade students who were on track to graduate dropped 5.1 percent from 2019, reflecting an increase in students receiving failing grades, ISBE said. Students are identified as on track if they have earned at least five full-year course credits and have received no more than one semester of an “F” grade in a core subject.

Agency officials said ninth-grade students who are on track are almost four times more likely to graduate than those who are not on track, and one of the most effective ways to increase graduation rates is through active, early intervention by identifying ninth-graders who are at risk and providing them with tutoring, additional instruction and other individualized services.
