Auditors deliver School District’s annual review District 205 pays down $8.7 million related to bonds

School District 205 Board held its first regular meeting of 2020 on Jan. 14 at the District 205 Center. All seven board members attended the meeting.

The meeting featured a presentation about its annual audit review for the year ending June 30, 2019. Andrew Mace of the district’s auditing firm, formerly Klein Hall (which has recently merged with Wipfli LLP),

delivered the presentation. One of the highlights of the review noted that, as of June 30, 2019, the unassigned fund balance in the district’s general fund was nearly $61.7 million, or 43 percent of annual general fund expenditures.

Mace also noted that the district paid down about $8.7 million related to bonds during the year ending June 30, 2019.

Mace warned that the state of Illinois could potentially push several

millions of dollars in teachers’ retirement and health insurance liabilities back from the state to individual districts. Board members noted their concern about potential pension cost shifts and how they would affect the district’s finances.

Harmon named 39th president of Illinois Senate States future priorities: preschool for all, reduced taxes on lower income families

Late Sunday evening, Don Harmon, a Democrat from Oak Park,was elected President of the Illinois Senate, replacing John Cullerton.

Democratic state senators went into a private caucus shortly after 11 a.m. on Sunday, Jan. 19, to discuss their choices for the next Illinois Senate president.

According to the Springfield Journal, access to the third-floor offices at the Capitol was blocked off to the public and the news media while the private caucus was taking place in the Senate president’s office. Offices with access to stairwells leading to the third floor were locked as well.

A special session for the formal election on the Senate floor for the new president was scheduled for 12 noon, but the private caucus lasted much longer than the one hour allotted. With 40 Democrats and 19 Republicans in the Senate chamber, a combination of votes from 30 of those senators was needed to elect the president.

Normally, the majority party decides its candidate for president in the private caucus and records a unified, unanimous vote from its party for the president on the Senate floor.

The leading candidates were Harmon and Kimberly Lightford, a Democrat from Maywood, although another candidate could have emerged had neither Harmon nor Lightford received the necessary backing from the caucus.

Once on the floor of the Senate however, it was Senator Lightford who rose to nominate Sen. Harmon for Senate president, noting said they have neighboring districts and have since 2002.

“I can’t think of anyone else who would do a wonderful job leading our caucus,” Lightford said.

Senators Omar Aquino (D-Chicago) and Laura Murphy (D-DesPlaines) rose to second the nomination.

Harmon shares Senate priorities Later Sunday evening, HarmonHarmon held a media conference to discuss his priorities as the 39th Senate president of Illinois.

“It is an honor and a privilege to serve the General Assembly and the people of Illinois as the next Senate president,” Harmon said at the press conference.

After representing the people of Oak Park and the state of Illinois for

more than 17 years, Harmon, a Democrat from Oak Park, said he looked forward to serving and thanked his colleagues for “recognizing his legislative accomplishments and for believing in his ability to lead the chamber.”

“The Senate is a collection of diverse views and diverse experiences but consistent purpose—to best represent the citizens who send us to the Capitol, to collaborate, to compromise, and to create better opportunities, better outcomes, and greater faith in the honor and integrity of our state,” Harmon said at the press conference.

Harmon was first elected to the Senate in the fall of 2002 and has since promoted a progressive agenda based on his commitment to social justice and public service. In 2011, former-Senate President John Cullerton appointed Harmon president pro tempore, offering him a major role in forming policy and moving legislation through the Senate.

Notable legislation spearheaded by Senate President Harmon includes the “Preschool for All Program” to expand access to preschool opportunities for thousands of Illinois families; a law to make

same-day voter registration a permanent option; and, the Fair Tax constitutional amendment to allow Illinois to vote to replace the current flat income tax with a fairer, more equitable and efficient approach to reduce tax rates for residents in lower income levels.

“The work now begins in earnest,” Harmon said. “I look forward to joining together with Governor Pritzker and leaders in both chambers as we work to change the trajectory of our state and set a better course for our future.”

Morley impresses at State of Our City address Funds in good shape, new development continues

Elmhurst Mayor Steve Morley did a stellar job as expected when he delivered his State of Our City address to more than 100 business and community leaders on Thursday, Jan. 16, at Community Bank of Elmhurst for the Elmhurst Chamber of Commerce & Industry (ECCI).

Following a welcome by CBE’s Ken Bartels and Bank President Richard Reichert, the current ECCI Chairman of the Board Bill Korbell of Shaw Media took the podium to say a few words. After Korbell, ECCI president and CEO John R. Quigley offered a “State of the Chamber” address. During certain points of his address, as he acknowledged members and various accomplishments, Quigley encouraged the crowd to applaud.

Morley takes the podium “I learned something new today,” said Mayor Morley, beginning his remarks with a quip. “I didn’t know that John Quigley can command applause just by pointing his finger.

That’s pretty good, I didn’t realize he could do that.”

Morley’s remarks began as usual by talking about employees, volunteers, elected officials and the various Boards and Commissions. He also provided the current financial state of the City.

“We currently have 300 full-time employees and 200 who are parttime,” he said.

“We have 18 boards and commissions with more than 100 people involved. We have 17 elected officials and 50 volunteers who give their time to the Elmhurst Library and the Elmhurst History Museum.

“We currently have $16 million in the general fund and our emergency cash fund is at $1 million.”

He said City Council recently passed budget and had issued $10 million in G.O. bonds, mostly for storm water management.

“We currently have a Triple A bond rating, which means we are able to get financing at 2.2 per cent – that’s unheard of,” Morley said.

“We are in the top 10% of communities in Illinois which have a Triple A bond rating. If we were Single A rated, it would easily cost us another $250,000.”

He also noted that for the most part, City taxes have remained flat, except for the pension obligation.

“We are going to fulfill our pension obligations especially to our police and firefighters. They put their lives on the line every day for our citizens.

We made a commitment to pay those pensions and we have them funded higher than 80%, which is more than most other Illinois cities of our size.”

He added that Springfield continues to struggle with pension reform.

Association. The audition provides an opportunity for outstanding high school instrumentalists to gain recognition for their efforts and compete for the opportunity to perform a concerto movement with the Elmhurst Symphony Orchestra.

Three judges will offer written comments to each of the 16 high school entrants, who come from Elmhurst as well as many surrounding suburbs. Students will play music by a wide range of composers and for several different instruments, including violin, viola, cello, string bass, flute, and piano. Monetary awards are given to the four top performers; the first-place winner will perform with the ESO during its 2020-21 season.

“We get 1% for every car sold, so if someone buys a $45,000 car, we get $450. It’s a huge part of our tax income revenues.”

• The Public Works Department has won several awards over the past year, including Project of the Year for the City’s many storm water projects.

• Elmhurst now has a fixed network on its entire water supply system.

When a leak happens, City workers are advised through radio waves.

“We used to have to wait until they bubbled up from the ground,” Morley said. “Now we know almost immediately when there is a leak.”

• The City won an award from the DuPage Mayors & Managers Conference.

• WaterSmart is now available, but only 27% of residents are currently using it. The mayor encouraged homeowners to sign up because the service is free and it monitors water usage.

“If, all of a sudden you have an extra high water bill, it may be because you don’t know about a leak – WaterSmart solves that,” Morley said.

• The electronic signs have been installed on the underpass.

• The hard work done on storm water management has resulted in 11 projects for mitigation, protecting $150 million in property. We have 134 acre-feet in flood mitigation we didn’t have five years ago.

The Elmhurst Police Department recently reported the following arrests and citations.

Persons charged with domestic battery are not named in order to protect the privacy of victims. Readers are reminded that an arrest does not constitute a conviction, and that subjects are considered innocent unless proven guilty in a court of law. Juveniles age 17-or-younger are not named.

Assault, battery

Jan. 14 A victim, who is an emergency room nurse at Elmhurst Hospital, told police at around 4:59 p.m. that a suspect committed battery against her while he was being admitted to the hospital. The suspect was discharged prior to the reporting officer’s arrival. An investigation is pending.

Jan. 9 A victim in the 500 block of W. Grand told police at around 8:09 p.m. that she was beat up by four acquaintances, who took her iPhone 7. Medics arrived and administered first aid; the victim declined to be taken to the hospital.

Criminal damage, criminal defacement, criminal trespass

Jan. 8-Jan. 13 A complainant in the 100 block of W. Fremont told police that they discovered a secured realtor lockbox was broken off and the circuit board was damaged sometime between the above dates. Nothing appeared to be missing in the home.

Domestic battery, domestic incident, disorderly conduct, disturbance

Jan. 13 A reporting officer spoke to a victim near Industrial and Larch who stated at around 9:54 p.m. that a suspect had given her a ride to work using her vehicle. A verbal argument ensued and the suspect stopped the vehicle at the above location.

The suspect then reportedly pushed the victim as she was exiting the vehicle, and then drove off.

The suspect told the victim her vehicle was left at the Lombard Police Station; however, she later discovered her vehicle was not there. The victim filed a report with the Lombard Police Department regarding the vehicle. The victim wished to sign complaints for domestic battery. The case is pending further investigation.

Jan. 11 Police said officers responded to the 300 block of S. West at around 6:35 p.m. for a report of a disturbance. Upon arrival, the victim stated that her son’s girlfriend was pounding on her door, screaming, yelling, cursing and threatening her.

The suspect stated she was looking for her boyfriend since she couldn’t reach him. The suspect was cited for disorderly conduct and released to her mother.

DUI, illegal transportation of alcohol, open alcohol in public, consumption of alcohol by a minor, public intoxication

Jan. 15 Michael V. Bosco, 24, of Park Ridge, was

Anita T. Montezuma, 32, of Chicago, was charged with DUI-drugs, endangering the life of a child and failure to reduce speed to avoid an accident near North and Illinois at around 9:57 p.m.

Jan. 12 Christian David Malave, 23, of Rosemont, was charged with DUI near West and St. Charles at around 5:40 a.m.

Jan. 11 Tammie N. Steward, 44, of Chicago, was charged with DUI, illegal transportation of alcohol, resisting a police officer and disobeying a traffic control device near York and Butterfield at around 3:35 a.m.

Jan. 9 Paris Anderson, 38, of Carol Stream, was charged with illegal transportation of alcohol, unlawful transportation of cannabis in a vehicle, failure to reduce speed to avoid an accident and leaving the scene of a property damage accident near North and Michigan at around 6:11 p.m.

Jan. 13 Raymond Richardson, 32, of Shorewood, was charged with obstruction of identification, driving while license suspended and improper lighting subsequent to a traffic stop near York and Arthur at around 8:22 p.m. Police said Richardson failed to provide an officer with a valid driver’s license.

Richardson was placed under arrest and transported to the police station. A fingerprint inquiry revealed Richardson had provided the officer with a false name and his driver’s license had been suspended, according to police.

Possession of cannabis, possession of drug paraphernalia, unlawful possession of a controlled substance

Jan. 10 Laura James, 27, of Villa Park, was charged with possession of adult-use cannabis in a vehicle, driving while license suspended, no rear registration plate light and no insurance subsequent to a traffic stop near Route 83 and St. Charles at around 1:04 a.m.

Suspicious circumstances

Jan. 14 A complainant in the 100 block of E. North told police at around 8:11 a.m. that an unknown suspect pulled the lattice work off of the rear staircase of her house and placed a bottle of Jack Daniel’s whiskey under the staircase. The bottle has an anti-theft device attached to it. The bottle was submitted to the property officer for safekeeping.

Dec. 31-Jan. 13 Theft of lost or mislaid property was reported at a fitness center. A reporting officer spoke with the victim who stated she noticed her Visa® gift card, library card, and her Illinois driver’s license were missing. The victim believes these items were stolen sometime between the above dates while at the fitness center during her workout. The victim also related she hasn’t seen the cards in approximately two weeks.

Jan. 15 Michael V. Bosco, 24, of Park Ridge, was charged with DUI and failing to drive on the right side of the roadway near South and Arlington at around 11:18 p.m. Police said that subsequent to a report of a driver passed out behind the wheel, an officer located the vehicle and the suspect, and conducted a traffic stop for failing to drive on the right side of the roadway.

Jan. 15 Forgery and mail fraud were reported at a business in the 800 block of N. Church at around 2:50 p.m. A victim told police numerous checks that had been mailed to them were never received. An unknown suspect(s) had apparently intercepted the checks, altered the names and the amounts, and electronically deposited the checks into an unknown account. Further investigation is pending.

Attempted forgery was reported at a business in the 1000 block of S. York at around 7:10 p.m. A victim told police that an unknown suspect attempted to pass a counterfeit $50 bill. The suspect, described as a black male, between 25 and 30 years old, around six foot, 160 pounds, with short hair and wearing a black jacket and red-hooded sweatshirt, possibly left the scene in an unknown black SUV. Jan. 14 Carlos J. Olivan, 33, of Elmhurst, was charged with false impersonation of a police officer in the 1-100 block of Elm Creek Drive at around 8:53 a.m. Police said Olivan was taken into custody after impersonating a police officer at the above location. According to police, Olivan wore a badge around his neck, wore an empty holster, and stated he was a police officer.

Identity theft was reported in the 100 block of E. Cayuga at around 7:21 a.m. A victim told police she was notified by Best Buy that an unknown suspect used her Best Buy credit card information to purchase three items of merchandise. An investigation is pending.

Jan. 13-Jan. 14 A victim in the 100 block of S. Prospect told police that after leaving the library, she could not find her iPhone. The victim used the Find My iPhone app and it showed the phone’s last location was at an address in Niles. The Niles Police Department was contacted to attempt to locate the phone.

Burglary to a vehicle was reported in the 600 block of S. Cambridge. A victim told police that on Jan. 13, an unknown suspect(s) entered her unlocked vehicle and removed her garage door opener, but she did not make a report at that time. On Jan. 14, the victim noticed additional items removed from her trunk.

Jan. 3-Jan. 14 Identity theft was reported in the 100 block of N. Walnut. A victim told police that she received a letter from her health insurance company showing an unknown suspect used her Social Security number to file an insurance claim sometime between the above dates. The report was filed as a matter of record at this time.

Jan. 11 Identity theft was reported in the 100 block of W. Park at around 4:09 p.m. A victim told police that her ITunes Cloud had been hacked.

There have been purchases to her account that she has not authorized. The victim is not out any money. An investigation is pending.

Jan. 8-Jan. 9 Theft was reported at a business in the 1000 block of S. Route 83. Police said a suspect failed to return a skidsteer and trailer after its rental period. The owner of the business later learned the items were being offered for sale on an Internet web site. The owner was able to contact an unidentified male who told him the equipment would be returned on that day. The equipment has not been returned and the items are still listed for sale on the Internet. The items were entered into LEADS/NCIC.

Aug. 2, 2019-Jan. 7 Identity theft was reported in the 400 block of E. Church. A victim told police that an unknown suspect made unauthorized PayPal® withdrawals from her BMO Harris Bank checking account sometime between the above dates. The victim notified the bank.

Jan. 8 Identity theft was reported in the 300 block of W. St. Charles at around 8:05 p.m. A victim told police that he gave his debit card and banking information to a suspect after he was asked if he wanted to make easy money. The victim changed his mind after he heard the suspect talking about “card cracking”. The victim then stated he was threatened by the suspect.

An investigation is pending.

Jan. 6 Identity theft was reported in the 200 block of Geneva at around 3:30 p.m. A victim told police that she was notified by Nordstrom of a fraudulent attempted use of her credit card for three purchases at a downtown Chicago store.d The suspect also attempted to change contact information on the account. The purchases were all denied.

Dec. 10-Dec. 16 Identity theft was reported in the 100 block of First. Police said an unknown suspect(s) acquired the victim’s banking information and made nine fraudulent purchases on her debit card sometime between the above dates.

July 1, 2019 Identity theft was reported in the 200 block of E. Elmhurst. A victim told police that an unknown suspect opened a Verizon Wireless account using the victim’s personal information.

The account shows an address in Jacksonville, Ark. The victim contacted Verizon to report the fraud and have the account canceled.

WILLIAM E. CLOUD William E. Cloud of Elmhurst died at home on Dec. 28, 2019. Bill’s family was the center of his life. Born on Aug. 5, 1932 and a veteran of the Korean War, he was a lifelong teacher, both in the classroom and out. He believed that each of us wants to be the best possible version of ourselves and that in order to do that, we need good intellectual, physical and emotional skills – and that’s how he taught. Many of his

students still remember the poetry they learned in his classroom. Bill retired from York High School in 1994 where he was a gifted teacher of English and Speech and a coach of Debate and Boys Tennis. He was also an avid tennis player, golfer and bowler whose teammates were inspired by his love of those sports.

Bill enjoyed reading and music – everything from “I Can’t Stop Loving You” to “Clair de Lune” – and delighted in conquering the tough New York Times crossword puzzles. He was an uncommonly good bridge player and liked to try his luck occasionally at Blackjack and video poker in Las Vegas – his family thought he was Mr. Lucky. Bill’s memory will be dearly treasured by his wife of 63 years, Madge (nee King); his children, Cathy Cloud, Mike (Sharon) Cloud, Jenny (Bill) Riddle; his grandchildren, John Cloud, Rob Cloud, Kaitlin Riddle, Alex Riddle, Julia Riddle; and great-grandchildren, Adelyn Cloud and Enzo Cloud.

A memorial service will be held on Jan. 24, 2020, at Bethel UCC, 315 E. St. Charles Road, Elmhurst, at 7 p.m., with a light reception to follow.

Police said that during an investigation of a delayed suspicious incident, the ring camera footage showed a suspect described as a black male, bald with a full beard, wearing a dark blue hooded sweatshirt, gray sweatpants and white gym shoes, who was pulling on door handles of his locked Chevy Traverse attempting to gain entry. The suspect then went to a neighboring address and pulled on the door handles of a locked Toyota Sequoia, attempting to gain entry.

At this address, a Kia Sorrento was found with the driver’s side door partially ajar. Several items in the vehicle were disturbed; however nothing appeared to be missing.

Wife catches husband exiting hotel with other woman On Jan. 9, police responded to a hotel in the 900 block of S. Riverside at around 7:23 p.m. after a victim stated he was caught by his wife as he exited the hotel along with a woman with whom he was having an affair. The suspect pushed him and slapped him. The victim decided he did not wish officers to investigate and signed a decline to investigate form. The victim had no visible injuries.

Juvenile reportedly punches mother in face On Jan. 11, officers responded a report of a domestic battery at around 1:05 p.m. Upon arrival, police met with the suspect and the victim, who was the suspect’s mother. Looks like catsup is a vegetable again!

President Donald Trump chose Michelle Obama’s birthday to announce rollbacks to her school lunch initiative to include more fruits and vegetables for student meals, which was adopted by the U. S. Department of Agriculture back then. Apparently, we’re going back to the days when catsup was considered a vegetable. Sure, and sugary-sweet cereals are high in fiber.

And martinis offer the health benefits of an olive. (Okay, that last one is mine.)

This is from a guy who reportedly eats a cheeseburger every night before bed and who doesn’t believe in exercise because it “uses up” our energy and we only have so much to last throughout our lives. Yes, exercise can actually shorten your life, according to our president.

Agricultural Secretary Sonny Perdue defended Trump’s decision saying school districts have reported there is too much food waste and that schools need more “common sense flexibility” to provide students with nutritious and appetizing meals. Well, you must admit, the kids won’t put their Flaming-hot Cheetos® in the garbage. Just those yucky green beans and apples.

And when those kids grow up and have heart disease, diabetes and whatever else, what will the state of healthcare be at that time?

There are those who don’t care for the Obamas for whatever reason, but

Another commercial disaster There’s a rather disturbing commercial for cat food on TV. It pictures a woman sitting on her couch as her cat snuggles at her shoulder. In the distance, a little girl’s voice calls out and a dialogue begins: “Mom, I fell!”

“There are bandages in the cabinet.”

“I’m bleeding!”

“Grab two.”

(Wow, really?)

Mom smiles affectionately at the cat, then leans over to the floor and puts food in the cat’s dish.

We all have a general understanding of the word old. I have an old dining room table. My house is old. No one would dispute either of these facts. They are based on age and time.

Last week, State Representative Deanne Mazzochi (R-Elmhurst) announced her intention to file legislation that would forbid lawmakers from dipping into their campaign donations to pay legal fees they accumulate due to unethical behavior.

According to the Chicago Tribune, the latest filing with the State Board of Elections shows that House Speaker Michael Madigan spent more than $445,000 in legal fees. This figure includes a $275,000 settlement with Alaina Hampton, a former campaign worker who sued over sexual harassment.

In addition, WTTW examined campaign disclosures and found that a number of public officials in the midst of a federal probe spent significant campaign funds on legal fees during the last fiscal quarter; including $90,000 from disgraced former State Senator Martin San-

doval, $25,000 from State Senator Tom Cullerton, $200,000 from McCook Mayor and Democratic Cook County Commissioner Jeffrey Tobolski, $40,000 from Chicago Alderman Carrie Austin, and $400,000 from Chicago Alderman Ed Burke.

“People donate to candidates’ campaigns to defend we the people’s rights, not to help politicians save their own necks when they abuse power,” Rep. Mazzochi said. “Letting this continue sends the wrong message: that literally, corrupt and unethical public officials don’t have to pay for their misdeeds. Spending campaign donations to bail yourself out of your personal mess is abuse, if not outright fraud.”

Rep. Mazzochi’s legislation will prohibit a political committee from making certain expenditures to provide a defense in any criminal case

or a defense in a civil case pertaining to misconduct by a person in his or her capacity as a public official, sexual harassment claims, or discrimination claims. Anyone found in violation of the law will be required to return the contributions or pay them to the state if a contributor cannot be identified or reimbursed.

Rep. Mazzochi continued, “after I was elected, and having seen how some of these people operate, I’ve spent months getting this draft in place. These recent news reports confirm we need this legislation now.”

Rep. Mazzochi intends to file the legislation next week and gather support from other legislators when spring session begins later this month.

line blurs and there are innumerable shades of gray. There are many different ways to be old, grow old, feel old, act old or be perceived as old.

There is nothing wrong with growing old. Time brings with it experiences and knowledge. The phrase “growing old” itself should be a positive term. It contains the word “grow,” which indicates a continued movement forward and upward. Growing old should lead to increased respect, dignity and glory.

Growing old should be good. But it isn’t always perceived this way.

For instance, when someone says, “I’m old,” it’s practically never a positive statement. It’s selfdeprecating. “Shucks, don’t expect too much from me now. I’m old.”

Likewise, unfortunately, people whose bodies have grown old are sometimes not given the recognition they deserve. People who have grown old have seen and experienced life moments too innumerable to mention. They have things to share that we all could benefit from knowing, but people who have grown old don’t always warrant our full attention.

We live in a culture that swoons over an everlasting quest for youth so this should come as no surprise.

However, growing old and becoming old are two different things. It’s all about semantics.

We all will grow old (hopefully).

You can be physically old, but still young at heart. Growing old is compulsory. Becoming old is not.

What is surprising (to me at least) is that if we fight the “O” word, as so many of us naturally do, why are there people who seem to choose to or are simply okay with becoming old before their time?

I’ve witnessed a number of instances of this in my life and while growing old is directly related to age, becoming old has no age requirement. People can become old at heart and mind at age 30 or 80 and anywhere in between.

I’ve known people with an age number that was relatively low who approached life from an old perspective. “I can’t do that anymore.” “I never learned to fillin-the-blank.” “Women my age shouldn’t wear a bikini.” “Men my

GreenPal lawn care now offers snow removal Service available via smartphone app

In August of 2018, the Independent published the news that a Nashville-based company known as GreenPal had launched its services here in Elmhurst, connecting homeowners with local, vetted lawn care professionals.

The company has now added snow removal to its list of services.

Co-founder Gene Caballero told the Independent that GreenPal has been described as “Uber for lawn care” and is being used in 45 states by more than 1 million customers.

“Homeowners can list their snow removal needs with their desired service date and snow removal companies then bid on the property based on the Google street and aerial images and any other details the homeowner provides,” Caballero said. “Homeowners can then select who they want to work with based on the vendor’s ratings, reviews, and price. Once the service provider has completed the job, they send

a time-stamped photo of the completed work. Homeowners then pay after using the app and can set up more appointments.”

The app has already launched in about 100 major markets around the

U.S., including Pittsburgh, Omaha, Boise, Washington DC, St. Louis, Rochester and Indianapolis among others.

The District 205 Foundation invites the community to attend its annual fundraiser, the 2020 Within Reach Gala on Saturday, Feb. 8 at Medinah Country Club from 6-11 p.m. Funds will support the 2020 Thiems Grants for teachers, MyOn digital libraries, virtual & augmented reality, and classroom digital display technology.

Golden Raffle tickets will also be sold prior to the event. They are $100 per ticket and only 200 will be sold. Cash prizes will be awarded as well. EWAN holds annual meeting

On Wednesday, Jan. 15, the Elmhurst Walk-In Assistance Network (EWAN) held its annual meeting at St. Peter’s United Church of Christ.

Members of the clergy joined community and business leaders to hear about EWAN’s latest accomplishments and contributions over the past year, as well as an update on fundraising.

Following a light luncheon and “Harriet’s Prayer,” EWAN president Jennifer Morrissey welcomed the crowd and introduced EWAN executive director Jackie Crnkovich, who offered a “State of EWAN” address with the latest updates.

“There have been 912 individuals and families were helped in 2019,” Crnkovich said. “We had 53 new clients last year and gave out a total of $105,158, a 39% increase over

Crnkovich went on to introduce the expansion of EWAN’s medical services available to clients.

“A medical crisis is a big deal and there are ways we can help, like helping with a co-pay or helping people get therapy,” she said.

“We’re always on the lookout for new resources, such as where to go for prescriptions, therapy or rides to appointments.”

Comptroller to end state assistance in red-light camera debt collection

Pressure is mounting on red-light camera operators as Democratic Illinois Comptroller Susana Mendoza announced Jan. 6 that, beginning Feb. 6, her office will no longer assist municipalities in collecting fines for violations caught by the devices.

“Over the years, it has become clear that these red-light cameras were less about keeping people safe and more about collecting revenue,” Mendoza said in a street-corner Chicago news conference overlooked by a red-light camera.

The cameras are automated devices that photograph vehicles if they pass through a red light without stopping, and generate a citation to the vehicle’s owner. Local governments typically split the revenue from citations with vendors that place the cameras.

“They were sold as a way to prevent motorists from racing through the intersections, but the stories have shown they are now more about charging people high fines for failing to come to a complete stop as they make a right turn on red at intersections where right turns on red are

allowed,” Mendoza said.

Mendoza said the comptroller’s office has been helping collect red-light fines since 2012 after the General Assembly allowed municipalities to use the comptroller’s offset system— which withholds state income tax refunds or other state payments—to collect traffic fines including red-light violations.

Historically, this system had been used to collect child support, overpayment of benefits and other types of debt, the comptroller’s office said.

Mendoza said her office helped collect about $11 million in revenue specific to red-light cameras last year.

The comptroller’s office said it does not collect red-light camera fines for Chicago, but a growing percentage of offset collections have involved violations from the city’s suburbs. Beginning Feb. 6, that arrangement, which Mendoza called “plain rotten,” will end.

“It exploits taxpayers and especially those who struggle to pay the fines imposed, often the working poor and communities of color,” she said.

Beyond that, red-light cameras have been a

source of public corruption and FBI scrutiny, the comptroller said.

When federal agents in September raided the Statehouse office of former Sen. Martin Sandoval, D-Chicago, they were looking for information on SafeSpeed LLC, a politically connected red-light camera company based in Chicago.

The company has been named in several other news reports regarding the ongoing federal corruption probe of several Statehouse insiders and local government officials, although its CEO denied any wrongdoing from the company in an interview with the Chicago Sun-Times in October.

In a news release, Mendoza urged municipalities to “take a second look at any contracts with red-light camera companies and determine if those contracts were procured properly in light of recent news reports and criminal investigations concerning the red-light camera industry and its relationship with government officials.”

Otherwise, she said, municipalities can contract with private debt collectors.

“We can’t unilaterally end this program, but we can certainly end our participation in any-

thing that would take money away from people who can least afford to pay it,” Mendoza said.

Pressure on red-light camera operators continues to mount in the General Assembly as well.

State Sen. Emil Jones III, D-Chicago, advanced Senate Bill 1297 in a Senate committee during the fall veto session. That bill calls on the Illinois Department of Transportation to study “automated traffic law enforcement systems” and report back to lawmakers “on the overall operation, usage, permit process, and regulation” of the devices.

It did not, however, receive a vote from the full chamber.

Multiple bills providing for an outright ban of the devices—including Barrington Hills Republican Rep. David Mcsweeney’s House Bill 323 and Naperville Republican Rep. Grant Wehrli’s House Bill 3909—have gained bipartisan support. Rep. Kambium Buckner, a Chicago Democrat, sponsored House Bill 3927 which would ban the devices as well.

Those bills await assignment to a substantial committee in the Illinois House.

DuPage County State’s Attorney Robert B. Berlin recently announced that the 1976 murder of 16-year-old Pamela Maurer has been solved. In his announcement, Berlin named then 23-year-old now-deceased Bruce Lindahl, who resided in Aurora at the time, as the man responsible for Pam’s murder. Pam’s body was discovered at approximately 7:30 a.m., 44 years ago in the snow on the side of College Road in Lisle. She had been sexually assaulted and strangled.

On the night of Jan. 12, 1976 between 9:30 and 10 p.m., Pam Maurer left a friend’s house and walked to a nearby location to get a soft drink. The next morning, a road crew discovered Pam’s body on the side of the road. The investigation found that Pam had been sexually assaulted and that her murder occurred within a very short time of leaving her friend’s home.

Pam’s murder was thoroughly investigated by the Lisle and Woodridge Police Departments, including collecting biological evidence from Pam’s body. Despite their efforts, the case went cold.

In 2001, that evidence was analyzed at the DuPage County Sheriff’s Crime Laboratory and a DNA profile of her suspected killer was identified. That profile was entered into the Combined DNA Index System (CODIS) but no hits were ever generated.

In 2019, additional advanced DNA testing and analysis was conducted on the forensic evidence by Parabon Nanolabs at the request of the Lisle Police Department and the DuPage County State’s Attorney’s Office. This testing resulted in the creation of a “Snapshot” prediction for traits such as the suspect’s eye color, hair color, skin color, and face shape and a composite that provided an approximation of the appearance of the unknown subject.

Additional Genetic Genealogy analysis was conducted through which authorities identified Lindahl as a person of interest. Lindahl was deceased at this time having succumbed to apparent accidental, self-inflicted injuries he sustained in the 1981 stabbing murder of 18-year-old Charles Huber of Naperville.

In November 2019, with the cooperation of the DuPage County Coroner’s Office, the Lisle Police Department, the DuPage County Sheriff’s Office and members of the State’s Attorney’s Investigations Division, Lindahl’s body was exhumed and specimens from his remains were collected to obtain possible DNA for comparison to the DNA collected from Pam’s body in 1976. Both the DuPage County Sheriff’s Crime Laboratory and DNA Labs International were successful in extracting and profiling DNA from the remains of Lindahl, which confirmed that the DNA evidence recovered from Pam’s body was consistent with Lindahl’s DNA profile. The chance that a person at random would be included as a contributor is 1 in 1.8 quadrillion individuals.

“More than four decades have passed since Pam Maurer was brutally murdered and sexually assaulted,” Berlin said. “During that time however, dozens of law enforcement personnel from multiple jurisdictions have kept her in their hearts and it is because of their diligence, commitment and compassion we are here today. I would like to personally thank each and every person who worked on this case the past forty-four years for their commitment to justice and the memory of Pam Maurer.

Illinois’ chief fiscal officer recently announced a plan to remedy the “ridiculous” law that allows legislators to be paid for days they did not hold office.

Representatives and senators are paid in 12 equal disbursements on the last working day of each month. Current law allows lawmakers to receive a full salary as long as they hold office at least one day in each pay period.

Comptroller Susana Mendoza proposed prorating legislators’ pay, ensuring they are only paid for only the days they hold office. She also wants to shift their salary schedule to be the same as it is for other state officials and employees—twice monthly.

Her legislative partner on the initiative, Elgin Democratic Sen. Cristina Castro, said the change would bring the legislative branch in line with the private sector.

“This is a glaring loophole that has been exploited far too many times at the taxpayers’ expense, and I’m sick of it. It needs to be closed,” Castro said in a news release.

The bill appears to have bipartisan support. Republican Rep. Mike Murphy, of Springfield, proposed a near-identical measure 12 months ago. The initiatives differ in one respect— when they take effect. Murphy’s bill would become enforceable

immediately; the Democrats’ plan would begin at the start of the 102nd General Assembly in January 2021.

Altering lawmakers’ pay during terms for which they are elected is unconstitutional, a spokesperson for Mendoza said, which is why the measure’s effective date is later.

Murphy said he sent a letter to Mendoza and Castro asking for their support on his bill and offering to help ensure the initiative, in whatever form, is successful this legislative session.

The “bottom line,” Murphy said, “is let’s just get this done,” no matter whose name is on the final version.

“We have got to do whatever we can to get the trust back of the people, and we have to earn it,” he added. “Bills like this show that we’re serious about doing the right thing.”

A spokesperson for Mendoza said the resignations of former Chicago Democrats Sen. Martin Sandoval and Rep. Luis Arroyo, both “egregious examples,” indicate the need for a statutory change.

Sandoval, whose Capitol office and home were raided by federal agents, announced on Nov. 27 he would resign his position to avoid “distraction to the important work that needs to be accomplished.” His last day as a state lawmaker was Jan. 1.

Arroyo was arrested on federal bribery charges in late Octo-

ber but waited until Nov. 1—the same day a special investigative panel was to consider whether to expel him from the chamber—to officially resign.

Because both former legislators held office for one day, they were paid the full month’s salary in accordance with state law, according to the comptroller’s office.

In some instances, a legislator’s replacement would get paid for the same full month’s work as the retired or resigned official.

“That’s ridiculous. I can think of no other enterprise that pays for an ex-employee for work they never performed,” Mendoza said in a news release.

“Each of these lawmakers left under a cloud but stayed just long enough—the first of the month—to collect an ‘exit bonus’ from state taxpayers for a month’s pay for no work.”

The initiative is one Castro said the newly formed ethics reform commission will consider as part of its recommended ethics overhaul legislative package.

In an interview in November, Murphy said his bill was one of about 30 proposed by Republicans and not addressed by the General Assembly during the fall veto session.

His measure is House Bill 818—it has eight co-sponsors, all Republicans. Castro’s measure will be Senate Bill 2456 when it is formally read into the record.

Dr. Keating is a professor of history at North Central College and author of the books “Chicagoland: City and Suburbs of the Railroad Age” (2005) and “The World of Juliette Kinzie: Chicago Before the Fire” (2019). She is also a coeditor of the acclaimed “Encyclopedia of Chicago,” the definitive historical reference on metropolitan Chicago.

The program takes place in the Elmhurst History Museum’s Education Center, located at 120 E. Park Ave. in downtown Elmhurst. State and County health departments investigate Carol Stream residence

The DuPage County Health Department (DCHD) and Illinois Department of Public Health (IDPH) are investigating three cases of Legionnaire’s disease that have occurred since May 2019 at Windsor Park retirement community in Carol Stream.

DCHD and IDPH are working with Windsor Park officials to collect information and further investigate these cases, which will include an on-site visit by IDPH to test the facility’s water.

Windsor Park is also conducting an investigation and taking action based on its water management plan and implementing multiple control measures. This includes flushing the plumbing system.

Additionally, Windsor Park is working to provide information to potentially affected residents, employees and visitors about Legionella. Windsor Park staff are following IDPH recommendations to identify other potential cases and to ensure appropriate testing and clinical management.

About Legionella bacteria Legionella bacteria occur naturally in the environment. Water containing Legionella can be aerosolized through cooling towers, showers, hot tubs, and decorative fountains, and can cause Legionnaire’s disease, a serious lung infection (pneumonia) when inhaled. Legionnaires’ disease is not passed from person to person. Outbreaks are most commonly associated with buildings or structures that have complex water systems like hotels, hospitals, long-term care facilities and cruise ships. The bacteria can become a health concern when they grow and spread in human-made water systems, like hot tubs, cooling towers, hot water tanks, large plumbing systems and decorative fountains. Most healthy people do not get Legionnaires’ disease after being exposed to Legionella bacteria.

der the direction of Helen Knudsen, Andrea Figueroa, who is Music Director, and Nina Davalos, choreographer, with a live orchestra and professional sets. It will feature talented youth performers, many of whom are seasoned actors through ECT and their school performances.

ECT’s Director Helen Knudsen shared her insights about the upcoming performance.

“This is my second time directing for ECT, after jumping in to direct ‘Shrek’ last winter,” she said. “I grew up performing in ECT shows and was active in the performing arts community in Elmhurst, so it feels full circle to come back as a director.

“I was actually introduced to the Newsies movie almost 15 years ago

by ECT director Emily Leonard, who is still my directing role model to this day.”

Knudsen described the play as follows.

“When I say this is a dance musical….I mean it,” she said. “The cast has worked tirelessly on Nina Davalos’ meticulous choreography, ranging from tap and showgirl numbers to modern dance and acrobatic sequences. Along with their strong vocals taught by music director Andrea Figueroa, the cast of Newsies is sure to wow the audience. Crowds will delight in Pulitzer’s schemes, empathize with Jack and Katherine’s yearn for a fairer world, and leave with the encouragement that ‘the things we do today will be tomorrow’s news.’”

Cast members talk about the show Leading actress Emerson Graham, who has performed six times with ECT, talked about her role as “Katherine Plumber.”

“This role is very important to me because Katherine is a reporter in a time where women were not treated as equals,” she said. “She shows everyone just how powerful she can be, and

sticks by the newsies no matter what.”

What will the audience love about the show?

“They will love all of the big dance numbers, and just how powerful the show can be as a whole,” Emerson said.

ECT veteran Rose Donato will be performing in her 11th role with ECT. In Newsies, she plays various roles including, “Jacobi/Bowery Beauty/ Cop,” and a “Bronx Newsie.”

“I’m most excited about performing in a unique show because of the varied types of dances that you don’t usually see together in other shows,” Rose said. “I’m excited to have my first tap solo in a show.”

William Fischer is performing for the second time with ECT as “Weisel/ Mayor.”

“I’m very happy with the roles that I got, but I am especially proud that I got to play Weisel because it’s the first villain role I have ever played in a performance,” William said. “I love the attitude and the presence I give off when I’m on stage as Weisel.”

He said his favorite parts are the musical numbers.

“The dancing is fun and energetic and it requires a lot of skill and practice to perform, but I think the singing in the musical numbers is the best singing I have ever heard from people my age,” he said. “I really hope that the audience is as blown away as I was when I first heard my cast mates sing.”

Sarah Huber has acted previously in three productions and two sketch comedies with ECT. She likes playing the role of “Morris Delance.“ “I have the opportunity to play a different type of character and experiment with different things,” she said “I think the audience will love the positive messages the show sends, as well as the comedy with it.”

Although Gio Santoro has performed in school theatre productions, this will be his ECT debut, playing

“Romeo” in what he describes as “a funny role.”

Declan Fahey, who plays “Crutchie,” shared that Newsies allowed him to explore a comedic but tragic character.

“The directors and cast mates are all very kind and fun to be around,” he said. “The audience will definitely enjoy the fun group songs. They’re complete bops (a/k/a ‘great songs’).”

This is Lily Galarza’s 2nd time performing with ECT, in her role as “Race,” a Manhattan Newsie.

“My mom and aunt have loved NEWSIES since they were kids,” she said. “Newsies play a big part in my family’s life. My aunt knows a bunch of the Newsies lines by heart and she recites them for me all the time.”

IC Catholic Prep boys basketball team splits two games Elmhurst College men’s basketball team nationally ranked

The IC Catholic Prep boys basketball team went 1-1 during a recent two-game Metro Suburban Conference Blue Division stretch.

The Knights were 57-46 winners against Aurora Christian. IC Catholic Prep trailed 17-10 after the first quarter, but used a 17-6 second quarter to take a 27-23 lead. The Knights extended the lead with a 12-7 showing in the third quarter.

Dom Gaudio led the Knights with 16 points, while Zach Jordan and Chauncey Lee each had 14 points.

Gaudio also had 10 rebounds for a double-double. Jordan and Gaudio each hit two 3-pointers, while Lee had one. Michael Hilgart added five

points.

The Knights then dropped 5956 MSC Blue contest to Kankakee Bishop McNamara. The Knights trailed 15-10 after one and 22-19 heading into halftime. Bishop McNamara outscored the Knights 2114 in the third quarter.

Lee led IC Catholic Prep with 21 points, which included a 7-for8 effort from the free-throw line.

Jordan had 14 points and sank four 3-pointers. Danny Roberto had nine points and also hit a 3-pointer. Norvice Landon and Hilgart each added a 3-pointer. The loss dropped the Knights to 13-7 overall and 3-3 in MSC Blue action.

Trojans continue dominant ways; winning streak at five

The Timothy Christian boys basketball team continued its hot start in 2020 with three more recent victories.

The Trojans capped off a 3-0 week by scoring a 62-43 Metro Suburban Conference crossover victory against neighbor IC Catholic Prep. It was Timothy’s fifth win in a row to start the new year.

Timothy trailed 19-11 after the first quarter, but used a 16-2 run in the second quarter and took a 27-21 lead into intermission. The Trojans came out of the locker room and outscored IC Catholic Prep 22-13 in the third quarter and 13-9 in the fourth quarter.

Sophomore Ben VanderWal led a balanced scoring attack for Timothy with 14 points (5 of 7 from the field). Josh Harris and Matt Owens each had 11 points, while Zach Orange had eight points. Timothy also was bolstered by 12 of 13 shooting from the free-throw line.

In addition to his 14 points, VanderWal had 11 rebounds, while Orange had five. Owens had five assists and four steals. Timothy had 12 steals in the game.

In earlier action, the Trojans went to Elgin and downed St. Edward 52-42 in a MSC Red game.

Timothy trailed 10-8 after one and 25-15 at halftime.

“We didn’t do much right until halfway through the third quarter,” said Timothy coach Scott Plaisier.

“They were beating us 33-18 and our backs were against the wall. We were able to turn it up defensively a little bit and get a handful of turn-

overs that led to baskets and kind of let us claw back in. We did a better job attacking the rim and finishing on the rim. They outplayed us bigtime for 2 1/2 quarters and we were fortunate to come out of there with a win. It’s a tough gym to play in.”

Owens had 16 points against St. Edward, while Harris had 14 and VanderWal added 12. AJ Vos had eight points. Timothy shot 46 percent from the field. VanderWal made a pair of 3-pointers, and the Trojans again were strong at the foul line (6-for-8). VanderWal and Vos each had six rebounds, while Marquis Johnson had five. Owens had six assists, while Vos had four. Vos and Owens each had four steals.

“They showed some major resilience,” said Plaisier. “We were down 18 with 1 1/2 quarters left. At that point when your back is against the wall you can fight and claw and try to get back into it or you can let them win. We chose the first part.

We got after them and were able to turn them over, and fight and claw back in. A lot of credit goes to our guys for having the heart to get back in it when they were down.”

The Trojans also were 50-point 74-24 MSC Red winners against Guerin Prep in a game that quickly deteriorated into a blowout. Timothy led 19-6 after the first quarter and went up 39-12 at halftime.

“We were up 17-0 to start the game and then played our second group pretty much the remainder of the game,” Plaisier noted. “We started our second group the second half and let them play. A lot of guys

were able to get some good minutes and that’s great to see them get that chance and take advantage of the opportunity.”

A total of 14 Timothy Christian players scored in the game Guerin Prep, which announced earlier in the week it will be shutting down at school year’s end. Junior Stephen Kwasigroch led the way with 12 points. VanderWal had 11 points, while sophomore Trey Keizer had nine points. Senior Troy Hughes added seven points. Vos and junior Matija Marinkovich each had six points. Harris had five points, while Johnson had four points. Timothy shot 54 percent from the field and connected on seven 3-pointers.

Kwasigroch had six rebounds, while Vos had five. VanderWal, Keizer and Tyler Morris each had four rebounds. Ben Jones, a junior, had six assists, while Owens had four. Marinkovich, Kwasigroch and Keizer each had two steals.

The win against IC Catholic Prep moved Timothy to 14-3 overall.

The Trojans are 5-0 in MSC Red play. Timothy also is unbeaten at home at 6-0.

Timothy played Northridge Prep earlier this week in a Martin Luther King Day event in Niles. The Trojans host Ridgewood Friday in a MSC Red game.

“We have a nice little stretch of games here with not much practice,” Plaisier said late last week.

“IC Catholic Prep is a big game for us and Northridge is another team that will be in the sectional. So for sectional seeding situations, that’s another big game.”

Trojans split pair of games after successful Renew trip out west

The Timothy Christian girls basketball team returned from a successful stint in Arizona and split a pair of recent contests.

In a 52-15 Metro Suburban Conference Red Division win against Elmwood Park, Timothy led 20-4 after the first quarter and 28-7 at halftime.

Hannah Schuringa led the way with 17 points and shot 8-for-12 from the field. Sureya Alex had 12 points, while Sara Carstensen had eight points. Maddie Drye and Alex each hit two 3-pointers. Senior Brittany Griffin grabbed 11 rebounds, while Drye had five assists. Alex and Carstensen each had three steals.

“We really extended our defense full-court and put a lot of pressure on them and that caused a lot of turnovers,” said Timothy coach Jill Groenwold. “Hannah had her normal inside game and that helped. It was a nice game to get everybody into a good game that way.”

Timothy then dropped a 71-49 non-conference game to Plainfield Central at the Coach Kipp’s Hoopfest event at Willowbrook in Villa Park.

Timothy trailed 23-11 after one quarter and 39-30 at halftime. Plainfield Central outscored Timothy 21-7 in the third quarter.

Alex had 14 points (5 of 8 shooting), while Schuringa had 12 points and freshman Grace Roland had 10 points. Alex had four 3-pointers in five attempts. Roland shot 4-for-4 from the free-throw line. Carstensen had six rebounds, while Roland had three assists.

“Plainfield Central is solid,” said Groenewold. “They have some quickness and height. They took away our inside game and put pressure on Sureya. They also shot 58 percent from behind the 3-point arch and that hurt us as well. That’s one of those games you put in the schedule and you know it’s a tough game no matter who you play. You find out more about yourself in those games. It keeps the kids hungry to get better.

A loss now and then is not a bad thing. It keeps everybody motivated.”

Timothy went to Arizona after the new year as part of the school’s annual Renew initiative. While there, the Trojans downed Gilbert (Arizona) Christian 50-41. Timothy led 13-12 after the first quarter and 2824 at halftime.

Schuringa played well for Timothy with 26 points on 11 of 16 shooting. Alex had 10 points, while Roland had six points. Alex hit two 3-pointers. Schuringa also pulled in seven rebounds. Roland had four rebounds. Alex had three assists and Carstensen had four steals.

“We did really well against Gilbert,” said Groenewold. “We had 10 days off and were a little rusty. They are a real physical team. We performed well and as the game progressed we started to slide back into

Dukes’ defense stellar in win against Glenbard West; Dukes down OPRF

Not only is the York boys basketball team continuing to rack up wins, it is doing so via excellence on defense.

The Dukes posted two more West Suburban Conference Silver Division wins against Glenbard West and Oak Park-River Forest that were notable due to the points its opponents were held to.

York was exceptional on the defensive end in a 53-25 victory against Glenbard West.

“We played great team defense,” said York coach Vince Doran. “It was a really good win. Glenbard West is a 14-3 team.”

Nate Shockey again led the Dukes in scoring with 20 points. He shot 7 of 12 from the field, and 4 of 6 from the 3-point line. Nick Hesch added 10 points (2 three-pointers), while Jeff Grace had seven points.

Grace also had eight rebounds, while Shockey and Hesch each had four rebounds. Tyler Olsen finished with four assists. Shockey had three assists.

“Glenbard West has three losses and two are to us,” Doran pointed out. “They are a talented offensive team. I thought our guys did a great job of recognizing where their shooters were. We created a lot of offense with our defense. We beat them earlier in the year by nine at their place. They have a nice team.

They are real young, they start like three sophomores.”

Ball pressure was part of that defensive recipe for success against Glenbard West. “Our ball pressure up top with Nate and Jeff is very good,” Doran said. “It gets things going and our back-row guys have gotten better as the year has gone along. Those two kids, Nate and Jeff, are so disruptive and good on the ball. Nate is playing even harder on the defensive end and that has

made a difference.”

Shockey provided a spark early in the win. “Nate shot the ball really well,” Doran said. “I think he had three 3s in the first quarter and then everything started rolling for us. We were up 24-11 at half and Glenbard West hit a 3 at the buzzer before halftime. The challenge for us was to come out in the third and take it to them. We had a 13-0 run

in the second half. It was a great job by our guys of making sure to knock them out early and leave no doubt that we were winning the game.”

York proved it was equally up to the task in a 65-40 WSC Silver win against an Oak Park-River Forest team that came into the contest with an identical 4-0 mark in the league.

York’s Kentra headed to Ivy League entrant Penn Senior football player bestowed with program’s Dukes Way award

York senior Matt Kentra has built himself a platform to launch into a bright future.

Kentra is the recipient of the York football program’s Dukes Way award, which is the highest honor a player can receive in the program for being a leader on and off the field, for always helping others, putting the team first and displaying strength of character.

Kentra was one of the team’s captains this past season.

“It was a really cool way to cap off my senior season,” said Kentra.

“It represents being a great teammate and a good leader to everybody else on the team. It encapsulates everything coach (Mike) Fitzgerald teaches us in his two years of leadership here.”

Kentra enjoys the leadership aspect of sports. “I like being a leader a lot,” he told the Independent. “I was captain of the sophomore football team and now captain of the varsity. I’m presidents of two clubs at York with Amnesty International and the economic club. I enjoy being able to help people.”

“Kerosene is a damaging chemical that is used as a lighting source,” he explained. “Watts of Love is a group that provides modern lighting sources to villages to use instead of using dangerous chemicals.”

Kentra has been involved in the economics club at York for four years and has been its president the last two. “The most interesting thing we do is something called stock market games,” he explained.

“A lot of people come into the club not knowing about investing. The leaders of the club do a good job of taking the basics and explaining it so people have those basics when it comes to investing. We do games where we do mock investing, which takes the risk out of it. You don’t get the full picture of what investing really is, but it’s still a great experience that you learn a lot from.

It’s like fantasy football for investing.”

Kentra’s Federal Reserve Bank of Chicago Midwest Euro Challenge

In the Illinois DECA economics competition, Kentra placed third in the state among individual students on the written economics exam.

His team placed in the top 10 in the state team competition.

In terms of the immediate future, Kentra is headed to Ivy League school Penn to continue his education. “I like the options they offer for economics and business,” he said. “The education is great there.

My older brother, Jason (who also played in the York football program), is a sophomore there so that was a major part of the decision. I have a close relationship with him.”

Kentra will play football at Penn, but it is of the spring football variety. “It’s a sport that is much more common on the East Coast,” he explained. “The main rule is that everybody on the field is below 178 pounds. I love football and I have been playing it my entire life, but I’m 5-11 and about 180 pounds. I’m not a Division I football player and you won’t see me on the Michigan or Ohio State field any time soon, but I still want to play the sport.”

York Drama presents ‘Crazy Uncle Fest’ this February

With Crazy Uncle Fest, York Drama is providing its students and audience a rare opportunity, Anton Chekhov’s Uncle Vanya performed alongside the contemporary adaptation, Life Sucks, by Aaron Posner.

Uncle Vanya is one of Chekhov’s four master works, the story of that beloved, crazy uncle we all have. Chekhov serves us a blend of laughs and heartache as we watch Vanya dive into his mid-life crisis with a moment of existential angst. Pulitzer prize winner Annie Baker’s translation is called “funky, fresh” by the New York Times and is praised by the Chicago Tribune for its “contemporary lilt and orientation.” Aaron Posner’s adaptation, Life Sucks, blows that word, contemporary, out of the water, taking the plot of Vanya and knocking down the 4th wall to include the audience in this exploration of love, loss and longing. Director, John Forsythe says, “experiencing both productions in a single festival gives the students and audience an opportunity to contrast the comic tragedy of Chekhov, the father of modern theatre, with the tragic comedy of Posner, a playwright who has taken contemporary theatre to a new level.”

In addition, Crazy Uncle Fest features a unique variety of perspectives. The festival is directed by York Drama’s John Forsythe, but each play is helmed by a student director. CeCe Lampa student directs Vanya, and Emma Taylor directs Life Sucks. The junior girls are aided in individual scenes by a corps of 20 assistant directors, most of whom participated in Mr. Forsythe’s directing class in last summer’s York Drama Conservatory. Mr. Forsythe calls this “the most collaborative experience I’ve ever had in the theatre.” Uncle Vanya will be performed Thursday and Friday, Feb. 6 & 7 at 7:30 p.m. Life Sucks performances are Saturday, Feb. 8 at 7:30 p.m. and Sunday, Feb. 9 at 2 p.m. All tickets are $10 and are available now at ticketpeak.com/ yorkdrama or at the door.

Kentra also is excited about being in the Philadelphia area where Penn is located. “Its smack-dab in the middle of Philadelphia, which is awesome,” he said. “I don’t know how I feel about Philadelphia Eagles fans, but I think I will adapt pretty well.”

Kentra also took time to laud Fitzgerald and the impact he’s had in such a short amount of time at York. “It’s absolutely night and day since he got here,” he said. “One of his most meaningful quotes that has stuck in my mind Is that winning is a byproduct of not only what you try to do on the field, but trying to be better people and trying to be the best versions of ourselves and have a positive impact on people you interact with every day. If you do all that, winning will come with it. He’s not a guy who puts wins and losses first. He cares more about the kids and making sure they are on the right track in life.”

While in Arizona, Timothy players and staffers worked at a homeless shelter where players helped kids with their homework and played games, while another group took meal orders and served meals to individuals in the shelter. The team also did work at a couple area churches.

While a trip to the Grand Canyon did not materialize due to snow, the Trojans went instead to Sedona and spent time there hiking trails and checking out mountains.

“The Arizona trip was successful on many different levels,” said Groenewold. “We did some great service projects. We did great from a team-bonding standpoint and we got to play basketball in some different scenery.”

Timothy was 14-5 overall after the Plainfield game. The Trojans also are 6-1 in MSC Red play. The Trojans played Lisle on Martin Luther King Day earlier this week, along with Wheaton Academy. The Trojans face Westmont tonight in another MSC Red game.

“We are continuing to grow as a team, which is good,” said Groenewold. “We are changing up some defensive things and the kids are responding well. We hope we continue to add to our game and growth together even more as a team and continue to grow with our team chemistry.”

Pritzker reflects on first year in office, looks ahead to 2020 Pritzker: I appreciate the work of the Property (Tax) Relief Task Force. I’ve had many productive conversations with members of the task force. And I’m certainly hopeful that they’ll come forward with all of their ideas. But I want to point out that I’ve been already working to alleviate the property tax burden across the state. For example, funding local schools makes up about 60 percent of the total property tax burden and our budget increased state support for school funding to historic levels. So that alleviates some of the burden.

The second largest driver of property taxes is municipal pensions. We consolidated the police pensions and the fire pensions, which again will alleviate a burden on property taxes.

And finally, the infrastructure bill that we got passed, a record infrastructure bill, will alleviate the burden on local governments of infrastructure needs. Because a mild majority of all of the dollars, the revenue that we’re raising, actually goes to local governments for their infrastructure needs, not the state’s needs, which gets talked a lot about.

So when you add all that up, that allows local government to lower the property tax burden on people.

CNI: Last thing, school consolidation. That is apparently going to be one of the proposals coming out of the task force, consolidating the elementary districts and the high school districts into unitary districts. Is that something you’re willing to consider?

Pritzker: Oh, sure. I think there are a lot of ideas that that will come forward. Remember, these legislators have not been reticent to talk to me directly about their ideas. Because each one of them would like their idea to be the one that we move forward with, or to be one of the ones we move forward with. But yeah, I think local government consolidation, school district consolidation, those are both areas in which we could yield savings for taxpayers in terms of property taxes. And I look forward to hearing what all of the proposals are that come out of the report itself. But again, I’m very focused on making sure that we make real progress to lower the burden on people across the state.

For example, we are attracting data centers to Illinois because we implemented a data center tax incentive.

We’re attracting more building and construction in the state as a result of the Blue Collar Jobs Act. We’ve created more apprenticeship positions by incentivizing apprenticeships through a tax credit. So these are examples of things we did in the past.

And yes, I will be making proposals for growing the economy and for making sure that we’re addressing our most serious challenges. I’ll just remind you that every day I think about the five fiscal challenges that we always have to keep in mind: our pensions; we’ve got to bring down property taxes in our state; we’ve got to balance the budget; we’ve got to pay down our bill backlog and eliminate it; and we’ve got to grow the economy. And I think about all five of those every day.

CNI: Do you have high hopes for the Property Tax Relief Task Force?

It has a draft report out now. The final report should be coming out at some point before the session starts.

One year ago, on Jan. 14, 2019, Gov. J.B. Pritzker was sworn into office.

A billionaire businessman from Chicago with no prior experience as an elected official, he took the reins of a state government that was on the brink of insolvency. A massive pension debt and a mountain of unpaid bills seemed to make the idea of any new initiatives impossible.

Yet in one year, with the help of Democratic supermajorities in both chambers of the General Assembly, Pritzker oversaw a historic legislative session that included legalization of adult-use recreational marijuana, expansion of casino gambling, a multi-year $45 billion capital improvements program, passage of a proposed constitutional amendment to overhaul the state’s income tax system and a nominally balanced state budget.

In an interview with Capitol News Illinois, Pritzker reflected on his first year as governor and talked about what his priorities are for the coming year. Below is a transcript of that interview, edited for length and clarity.

Capitol News Illinois: What do you think you learned about state government in your first year? Is there anything you know now that you didn’t know coming into the job?

Pritzker: Certainly from outside of government, I had seen that government had been hollowed out and that there were agencies that just weren’t fulfilling their functions properly. But it isn’t until you get inside of the agencies that you see just how bad it really is, that they hadn’t been fulfilling their mission—in part because of morale, in part because of a failure to fill positions that are authorized to be filled, and in part because there’s a failure of mission and direction. When I came into office, it was frankly worse than I thought.

And so I have worked very hard over the course of my first year to change that and to set us in the right direction.

And we have made real progress.

I’ll give you one example, if I may.

We walked into office and found that there was a backlog of people who had applied for Medicaid, many of whom are eligible for Medicaid, and those who have applied for what’s called redetermination. Year-in year-out, Medicaid recipients have to reapply. That backlog had grown to 140,000 people. That’s basically because under my predecessor, they had stopped processing those applications. And so when we walked into office (seeing a) 140,000 backlog, we had to work very hard to address that. We basically cut that in half in just a year, which is a very hard thing to do, because we were already understaffed.

CNI: So looking ahead to 2020, aside from everything coming up in the General Assembly, you have a lot riding on the proposed constitutional amendment. Do you have a Plan B, if that should fail at the ballot box?

Pritzker: Well, let me just say that I think the state has a lot riding

on making sure that it can balance its budget for the next decade or more.

And so as you know, my number one focus has been bringing stability and fiscal responsibility to state government. And you’ve seen a variety of ways in which I’ve done that. We balanced the budget for the first time in a very long time for fiscal year 2020. But there is a structural deficit that exists of more than $2 billion.

And there are only a few ways to address that. And one of them is to make the tax system fairer. One of them, of course, is to bring efficiency to state government. And another is of course to make sure we’re growing the economy of the state, because ultimately … the best way to bring in revenue for the state is simply for the economy to grow, more people to be working, more businesses to be operating and doing better in our state.

CNI: One alternative then is the possibility of budget cuts if this initiative doesn’t pass. The state has escalating obligations for K through 12 education and for public pensions.

Do you foresee the possibility of any cuts in the coming year for other agencies?

Pritzker: Oh, sure. I mean, let’s pay attention to the fact that if we don’t make the tax system fairer, we would have to. If you just relied upon cuts in state government, you’d have to cut the basic functions, the discretionary functions of state government. When I say discretion, I mean education and public safety, police and human services. You’d have to cut all of that by between 10 and 15 percent. Now, this is after years of hollowing out those agencies and those functions, so that is certainly something that could be done.

I want to reiterate something that (former) Gov. (Jim) Edgar said to me. Before I became governor, I went to talk to him to get his advice about things that he thought we ought to be doing and observations that he had from his own time as governor.

And he said something to me that will always stay with me. And that is that the most important thing that a governor does is to propose and get passed a balanced budget for the state, and a truly balanced budget.

And I’ve taken that very seriously.

And so I will address that in a budget speech that will come up in February. But we have to balance the budget, however that gets done. And like I said, there are three components of that. It’s revenues, it’s efficiencies and expenses, and it’s growing the economy in the state.

CNI: Can we expect to see any new initiatives in the coming year?

Pritzker: Well, yes, of course.

There are lots of things that we need to address in our state. When you say new proposals, some of them are about growing the economy of the state. We have big challenges that I’m well equipped to address in attempting to stoke the fires of entrepreneurship in our state, bringing new businesses to the state of Illinois and incentivizing that.

We accomplished quite a lot last year in providing incentives for businesses to grow and come to the state of Illinois. And I’m very proud of

The state’s agriculture director resigned the weekend of Jan. 11-12 at the request of Gov. J.B. Pritzker for failing to disclose contents of a 2012 email that pointed to the possible cover-up of a “rape in Champaign” and government “ghost workers,” the governor’s office said Monday.

John Sullivan, a Democratic state senator from 2003 to 2017 who became ag director last year, knew about the July 2012 email “contemporaneously” but did not disclose its contents to state investigators, Pritzker’s office said.

Pritzker puts criminal justice reforms atop 2020 agenda

In year two, Gov. J.B. Pritzker will focus on ending cash bail, reforming low-level drug crime sentencing and reducing mandatory minimum sentences, he announced in Chicago Jan. 9.

Pritzker and Lt. Gov. Juliana Stratton, both Democrats, laid out their plan at a news conference at Kennedy-King College. Stratton said real justice reform in Illinois will require more than just policing prisons.

“Justice reform is about striving to make equity and economic opportunity a reality for every community and every Illinoisan, because we simply cannot have justice without equity and opportunity,” Stratton said.

Stratton spearheads the Justice, Equity and Opportunity Initiative, established by a Pritzker executive order last February to study the subject. She submitted a report to the governor this month outlining goals of the Initiative.

Those include addressing social determinants of crime and incarceration; improving equitable deflection and diversion opportunities from the justice system; improving conditions and addressing the needs of vulnerable populations in correctional facilities; and supporting positive re-entry outcomes to reduce recidivism.

The Jan. 9 announcement comes as state’s attorneys throughout Illinois are initiating the process of expunging thousands of low-level stand-alone marijuana offenses in compliance with the state’s adult-use legalization law.

“Criminal justice reform is one of the major planks of our administration, something that we talked about for two years on the campaign trail and we’ve already made strides in our first year,” Pritzker said. “Going forward, we have a lot to do with criminal justice reform.”

He said top priorities include eliminating cash bail and reducing mandatory minimum sentences, “giving judges more discretion to take into account circumstances in each case.”

“Those two things will have, I think, a significant impact on incarceration, on reducing incarceration in jails and in prison,” he said. “We have a prison population of 40,000 in this state, we can reduce that and we

can do it prudently.”

Pritzker didn’t give specifics on the mandatory minimum reforms or which minimums would be changed, but said “we’re looking at all the mandatory minimums.”

“It has to do with what kinds of crimes,” he said. “The more violent the crime, obviously, the more reticent we are to look at anything like that, but that’s all going to be examined by us and we’re going to move forward with the mission of reducing our prison population.”

Pritzker said “pieces” of the legislative effort will be introduced this session, which begins in late January and is scheduled to conclude in May. Stratton said “it’s going to take some time” to reform the criminal justice system, “but we do believe that over the next three years we can make some significant movement to getting us to the end point where we want to go.”

She said in 2019, members of the Justice, Equity and Opportunity Initiative participated in listening sessions with more than 500 stakeholders representing community organizations, advocacy groups, law enforcement, state agencies and legislators.

Members of the initiative heard from several people that remained incarcerated for low-level crimes because they were unable to come up with bail, Stratton said.

Last April, members of a House committee discussed the idea of ending cash bail, which is supported by Cook County State’s Attorney Kim Foxx.

But law enforcement officials and other prosecutors at the hearing warned such a move could have far-reaching consequences, including putting victims of domestic violence at risk and taking away the ability of local courts to fund services for crime victims.

“In our county, we take in roughly about a half million dollars in bond a year, and that money fuels our criminal justice system,” McDonough County Sheriff Nick Petitgout said at the April committee hearing.

“Things like victims services, court appointed special advocates, teen court, diversion programs, the treasurer’s office, the circuit clerk’s office, the sheriff’s office. There are many, many different parts of this system that rely on that money.”

chael McClain—a former lobbyist for the public utility ComEd and a close confidant of Democratic House Speaker Michael Madigan— to two high-ranking members of then-Gov. Pat Quinn’s staff seeking leniency for a state employee facing disciplinary action.

“He has kept his mouth shut on Jones’ ghost workers, the rape in Champaign and other items. He is loyal to the administration,” McClain said of the employee in the email obtained by WBEZ. There were no other details regarding the possible cover-ups and it is unclear who “Jones” is pertaining to the ghost workers. Pritzker’s office has forwarded the matter to the Office of the Executive Inspector General. The Illinois State Police and Office of the Attorney General are working with the Champaign County state’s attorney on the matter as well.

Pritzker’s office said he “sought and accepted” the resignation from Sullivan over the weekend when new information came to light.

“Director Sullivan had a long and productive public service career as a state senator, and the governor is grateful for his willingness to serve in the administration. Director Sullivan put together an outstanding team at the Department of Agriculture, and as a result, the department’s work thrived,” Pritzker Communications Director Emily Bittner wrote in the statement.

“However, the governor holds all state employees to the highest ethical standards, and the governor requested the director’s resignation because he is disturbed

that then-Senator Sullivan became aware of the existence of the July 31, 2012, email contemporaneously, and did not handle it appropriately, including not alerting the inspector general or other authorities.”

The employee referenced in McClain’s 2012 email was Forrest Ashby, of Quincy, who was a constituent of Sullivan’s 47th Senate district at the time. McClain’s home in Quincy was raided by FBI agents in May as part of a wide-ranging probe of several Statehouse insiders.

WBEZ reported Jan. 13 that Sullivan was contacted by Pritzker’s general counsel “about a document that mentioned his name that was sought by WBEZ in a pending open-records request.”

Lines were busy when Capitol News Illinois tried to contact Sullivan’s residence Jan. 13. In a statement first reported by WBEZ, however, the former ag director said the inquiry from Pritzker’s general counsel led him to a “review of my own personal emails from that same period of time.”

“My search discovered a forwarded copy of McClain’s July 31, 2012, email reported by WBEZ. I shared this information with Governor Pritzker’s general counsel,” he said in the statement.

Sullivan said summer 2012 “was a stressful time” as he was in the middle of a re-election campaign and preparing for cancer surgery in Baltimore.

“I was already well aware of McClain’s efforts to keep me informed of his advocacy on behalf of Ashby, and l simply did not read the entire

forwarded email,” he said.

“Had I read the email thoroughly, my reaction would have been disgust and I would have immediately notified proper authorities.

Nevertheless, the email was in my inbox and not reading the entire email led to my failure to immediately respond as I would have.

“Bottom line, I accept responsibility for what was truly an unintentional oversight and the subsequent inaction.”

Sullivan served as majority caucus whip under former Senate President Emil Jones Jr. and as assistant majority leader during the presidency of John Cullerton, whose successor was scheduled to be chosen Jan. 19.

From January through April he served as the state’s ag director in an acting capacity after receiving the appointment from Pritzker. On April 12, he was unanimously and officially approved for the post by the Senate Executive Appointments Committee.

Pritzker’s office said the information relayed by Sullivan was forwarded to investigators.

“The governor’s general counsel has shared all of the information she learned from Director Sullivan with the Office of the Executive Inspector General and offered to share this information with all law enforcement agencies looking into this situation. The administration will continue to assist in the ongoing investigation,” Bittner wrote.

Jeremy Flynn, who served as Sullivan’s chief of staff, was appointed by Pritzker on Jan. 13 as his former boss’s interim successor.

Illinois group asks U.S. Supreme Court to reconsider abortion protections

An Illinois anti-abortion advocacy group argues the U.S. Supreme Court’s decision legalizing the procedure is outdated and “out of step with modern science.”

The Thomas More Society, a Chicago-based law firm, filed a brief recently on behalf of Illinois Right to Life in the highest court’s first abortion-related case in years.

It challenges whether a Louisiana law mandating doctors who perform the procedure have admitting privileges at nearby hospitals is “unduly burdensome.” The Society’s filing is technically in support of the Louisiana law, but its focus is on the Supreme Court’s landmark 1973 ruling.

Roe v. Wade should be revisited, according to the brief, because its three major tenets are no longer applicable: pregnant women and mothers do not face “substantial social burdens” as they once did; the scientific community agrees life begins at conception; and 38 states now have some version of a

fetal homicide law.

Together, those assertions are enough for the highest court to reassess whether fetuses qualify as “persons” under the law and can be granted the protection of the 14th Amendment, Thomas Olp, the Society’s vice president and senior counsel, said.

That amendment ensures government does not “deprive any person of life, liberty, or property, without due process of law” or “the equal protection of the laws.”

“There have been significant changes, and the court should take a new look at Roe in terms of those changes,” he said. “Just as it’s important that slaves were human beings and therefore persons protectable by law, now we need to … agree preborn human beings are entitled to protection.”

Essentially, the Thomas More Society’s and Illinois Right to Life’s reasoning is fetuses should be wholly protected by all statutes, not just a few—most notably, fetal homicide laws.

“The position expressed here

ignores the actual question facing the Court in the Louisiana case— whether forcing doctors who provide a full range of reproductive health care for their patients to have admitting privileges in a local hospital—[and] elevates the beliefs of politicians and ideologues above concern for women’s health,” Ameri Klafeta, director of the American Civil Liberty Union’s Women’s and Reproductive Rights Project, said. “We reject that view.”

She added the argument detailed in the group’s brief mirrors that heard in the Illinois General Assembly when legislators were debating the Reproductive Health Act. Signed by Gov. J.B. Pritzker in June, it enshrined women’s access to reproductive health care as a fundamental right.

Louisiana’s law is similar to one in Texas that the U.S. Supreme Court ruled against about five years ago. The justices decided the Lone Star State’s regulation was a “substantial burden” on women’s right to abortion.

Equal Rights Amendment reaches support threshold; implementation likely stalled CAPITOL NEWS ILLINOIS

Two years after Illinois’ Legislature approved new language for the U.S. Constitution codifying that rights cannot be denied due to gender, the Equal Rights Amendment gained enough state support to be ratified.

Its potential implementation is more complicated, though.

Virginia’s General Assembly on Jan. 15 backed the addition of protections for women in the country’s governing document. After both chambers accept each other’s initiative, the commonwealth will become the 38th to ratify the amendment, pushing it across the necessary legal threshold for passage.

But opponents argue that does not matter—when the Equal Rights Amendment was introduced and passed by Congress in 1972, the body set a seven-year deadline for state ratification. It was later pushed to 1982. By then, only 35 states formally supported the language, five of which (South Dakota, Idaho, Kentucky, Nebraska and Tennessee) withdrew their backing for the measure in the 1970s.

ability to rescind their support, or enforce a deadline for ratification.

They also assert Congress’ placement of its cutoff is important.

Former Illinois state Rep. Steven Andersson, a Republican from Geneva and one of the amendment’s sponsors two years ago, said the deadline is in the resolution introducing the amendment for state consideration, not in its actual text.

The Constitution’s 27th Amendment—the last one officially passed—provides a model of why the deadline is “ministerial,” former Illinois state Rep. Lou Lang, a Skokie Democrat, said. He sponsored a bill in the House calling for Illinois’ approval of the Equal Rights Amendment for about 25 years.

The 27th Amendment provides that Congress cannot cut or increase its salary during a term. It passed in 1992 but was first introduced in America’s first Congress more than 200 years ago. Several states ratified it by the late 1790s before it effectively “died,” Andersson said.

In the 1990s, a college student from the University of Texas at Austin revived the effort, and the amendment was added to the country’s governing document—an “outrageous length of time” after its de-

U of I Extension offers winter sowing tips Winter-sowing is a cost-effective and low-maintenance way of starting plants for the garden.

Creator of the winter-sowing method, Trudi Davidoff, puts it in simple terms: starting plants outdoors, in winter.

“Winter-sowing works with nature to prepare seeds for growth by providing the proper conditions to begin germination. While this may sound complicated, the only supplies needed are a recycled container that allows light through, soil, and seeds,” says Nicole Flowers-Kimmerle, horticulture educator with University of Illinois Extension.

To begin, create your miniature greenhouse from recycled plastic containers. Milk jugs that allow light to penetrate work well. Experiment with the recyclable containers you have on hand.

Because the containers will collect snow and rain, add drainage holes in your mini-greenhouse. With a drill or utility knife, cut several holes into the bottom of the container. Cut around the milk jug below the bottom of the handle, without cutting the top of the container all the way off. Leave about a half an inch intact just below the handle. This section acts as a hinge to hold the container together.

Next, fill the bottom of the miniature greenhouse. Moisten the soil and allow it to drain. The soil should have a moisture level like a damp sponge.

Light and fluffy soil that drains well works best.

The container is now ready for seeds. Small seeds can be left on top of the soil, however larger seeds require more attention Follow the instructions on the seed packet for planting depths

of larger seeds. Make sure there is good contact between the seed and the soil. Replace the lid and secure with duct tape. Label the container with the date and the type of seed planted. Your small greenhouse container is ready to go outdoors. While the mini-greenhouses should receive sunlight and have exposure to rain and snow, they should be placed in an area that is safe from strong winds The temperature variation prepares the seeds for germination at the proper time. When the days begin to warm, seedlings will emerge. After emergence, open the container on sunny days, but close it at dusk to protect the seedlings from cold night temperatures. The seedlings naturally harden off and can be transplanted when soil temperatures reach proper levels. Cut flaps along the side of the miniature greenhouse to slide seedlings out. Divide the clump into pieces and plant as you would a store variety.

Wait to begin winter-sowing until now or February. If there is a warm spell, the seeds can germinate, but won’t be hardy enough to survive when temperatures fall.

“Do your homework when choosing seeds,” Flowers-Kimmerle says.

“Frost-tolerant flowers and vegetables such as petunias, cosmos, kale, broccoli, spinach, and Brussels sprouts successfully withstand the cold temperatures of early winter. Frost-sensitive species such as zinnias, tomatoes, and squash need to wait until the warmer temperatures of March or April before sowing using this method.”

Winter sown seedlings grow into healthy, sturdy plants. Plants will be ready to thrive in the garden when spring arrives.

Attorneys general from three states—Alabama, South Dakota and Louisiana—filed a lawsuit in December to prevent the Equal Rights Amendment from being added to the Constitution even with Virginia’s approval.

In response to the suit, the U.S. Department of Justice said in a memo that Congress’ deadline is constitutionally allowed and therefore prevents the amendment’s passage.

There are several legislative efforts to extend that limit, and the extension has the support of a number of Illinois’ congressional delegation.

Congresswoman Jan Schakowsky, a Democrat from Illinois’ 9th District, said she would work to advance the amendment at the Congressional level.

“The Equal Rights Amendment is long overdue, and I will continue to work with my colleagues and advocates to push for its enactment following ratification in Virginia. I am an original co-sponsor of H.J. Resolution 38, which currently has 218 co-sponsors, that clarifies that this amendment should take effect,” Schakowsky said in an email state-

ment.

Andersson and Lang agree the question will go straight to federal courts to settle. Litigation is “ramping up as we speak,” Andersson said.

“The people who are opposed to this will make up anything to prove their point. They’ve tried to say it’s about gay rights—it isn’t, and the U.S. Supreme Court has already affirmed those rights; they’ll say it’s about abortion—it has nothing to do with abortion,” Lang said. “The real question is a constitutional one.”

Illinois’ Constitution already includes an equal rights section, ensuring “the equal protection of the laws shall not be denied or abridged on account of sex by the state or its units of local governments and school districts.”

No matter what happens with the federal proposal, Andersson added, the action taken by Virginia’s General Assembly marked “a momentous, historic day.” He drove 12 hours from Chicago to the Mother of Presidents, as the commonwealth is nicknamed, to be there.

Lang said encouraging Illinois’ ratification of the Equal Rights Amendment was a “labor of love for [him] for a very long time.”

“It should never have been as hard as it was to pass,” he said.

“This is an issue that is well overdue, and to treat women in America as second-class citizens in the year of 2020 would be beyond wrong—it would be immoral. In a very real way, I think Illinois kind of jump-started the process for Virginia.”

Gov. J.B. Pritzker said in a statement that he has been a lifelong advocate for women’s rights.

“I’m overjoyed to see threefourths of the United States ratify the Equal Rights Amendment,” Pritzker said. “These 24 words cement women’s equality into our Constitution and open a new chapter in American history where discrimination on the basis of sex is no longer tolerated. Our nation has a moral imperative to adopt this groundbreaking and common-sense statement as the 28th Amendment to the United States Constitution.”

And a spokesperson for Attorney General Kwame Raoul, who voted in support of the Equal Rights Amendment as a senator two years ago, said the office is “evaluating all options to ensure that equal rights are not contingent upon a person’s gender or sex.”

Keep your family safe from carbon monoxide this winter Illinois fire departments responded to nearly 9,000 carbon monoxide incidents in 2018

Cold temperatures mean Illinoisans will be turning up their thermostats to stay warm this winter.

The Office of the State Fire Marshal encourages residents to have their furnaces checked and to make sure carbon monoxide (CO) and smoke detectors are working.

According to the National Fire Protection Association, heating equipment is a leading cause of fires in U.S. Homes. Local fire departments responded to an average

of 52,050 fires involving heating equipment each year in 2012-2016, accounting for 15 percent of all reported home fires during that time.

Annually, these fire lead to the loss of 490 civilians’ lives, 1,400 civilian injuries and account for around $1 Billion in direct property damage.

Half of home heating fires are reported during the months of December, January and February.

Fossil fuels like natural gas are used to heat a vast majority of Illinois

homes, and malfunctioning heating equipment leads to accidental carbon monoxide deaths. These can include your home’s furnace, improperly vented gas appliances, kerosene or propane space heaters, charcoal grills and Sterno-type fuels.

“Carbon monoxide is a colorless and odorless gas which means it’s important that you install and maintain CO alarms in your home,” says State Fire Marshal Matt Perez.

“Carbon monoxide fatalities rise

during the winter months and these alarms, when working, will give you a warning and let you know to leave your home when levels are too high.

Never use a gas generator, grill, oven or range to heat the inside of your home.”

In 2018 according to National Fire Incident Reporting System (NFIRS), Illinois Fire Departments responded to 8,965 incidents related to carbon monoxide.

similar to the flu and include headache, fatigue, shortness of breath, nausea and dizziness. Other signs of possible CO presence include condensation on walls and windows, house pets becoming sluggish and chronic odors from malfunctioning appliances.

If you suspect you may be experiencing these symptoms, smell natural gas leaking in your home, or if your CO alarm activates, if you can evacuate the building, do so immediately. Only open windows on your way out if they are easily accessible.

If someone is unable to leave the building, or is unconscious, open doors and windows to the outside in the area the person is located and stay as near to the open window or door as possible until first responders arrive. Close any doors that open to other areas of the building to isolate the room the person is in. Turn on any exhaust fans that may be present.

Once you evacuate, then call 9-1-1 from outside your home or a neighbor’s house.

Space heaters lead to countless fires due to improper use during the winter months. It’s important to plug space heaters directly into wall outlets and not extension cords.

Keep space heaters at least three feet from curtains, clothing, furniture or bedding. Purchase units with an automatic shutoff in case the unit tips over or you forget to shut it off.

Here are some tips to keep in mind when it comes to winter heating safety: • Have heating equipment and chimneys cleaned and inspected every year by a qualified professional; change furnace filters frequently.

• Have a qualified professional install stationary space heating equipment, water heaters or central heating equipment according to the local codes and manufacturers’ instructions.

• Keep interior and exterior air vents clear of blockages or obstructions.

• Keep anything that can burn at least three-feet away from heating equipment, like a furnace, fireplace, wood stove, or portable space heater.

• Make sure the fireplace has a sturdy screen to stop sparks from flying into the room. Ashes should be cool before being placed into a metal container. Keep the container a safe distance away from your home.

• Create a three-foot “kid-free zone” around open fires and space heaters.

• Test smoke and CO alarms at least once a month and be familiar with the sounds they make.

• Never use an oven or range to heat your home.

• Remember to turn off portable or space heaters when leaving the room or going to bed.

• Install carbon monoxide and smoke detectors on each floor of your home and within 15 feet of each sleeping area.

• CO detectors have a limited life span, check the manufacturer’s instructions for information on replacement.

He went on to describe the rule as requiring such a dealer to be able “to upload 125 high-definition Netflix movies simultaneously.”

Gun dealers also complained about other proposed rules that would have required them to have written plans for storing all inventory, both during business hours and after closing, and to keep ammunition in a restricted area of the store not accessible to customers.

Some gun shop owners said compliance would be impossible.

“Hundreds of dealers have paid $1,500 license fees, confident that they could meet the letter of the law, and now they find that they can’t because of the rules that have been proposed,” Valinda Rowe, spokeswoman for gun rights advocacy group IllinoisCarry.com, said during the hearing.

Following that hearing, ISP revised many of the proposed rules, eliminating the requirement for backup storage of video surveillance, according to a copy of the rules provided by ISP. But that pushed the rulemaking process beyond Jan. 2 when gun dealers were to come into compliance with many portions of the new law.

As a result, ISP is using its emergency rulemaking powers, which allow regulatory agencies to put rules into effect immediately, for a maximum of 150 days, while final rules are being drafted. Those proposed final rules could be subject to another public hearing, further revision, and review by the General Assembly’s Joint Committee on Administrative Rules (JCAR).

The law is also the target of a lawsuit filed by the Illinois State Rifle Association, as well as several gun shops. Plaintiffs argue the law places “onerous restrictions” on firearms dealers that would force many stores to close and others to pass the higher costs on “to those who would be seeking to exercise their constitutional right to keep and bear arms.”

That lawsuit is pending in Sangamon County Circuit Court.
