DuPage Medical Group informs patients of data security incident Investigation: Outage caused by ‘unauthorized actors’ gaining access to network

The DuPage Medical Group (DMG) announced on Monday, Aug. 30 that it has identified and addressed a data security incident, and is now notifying patients whose information may have been involved.

On July 13, DMG experienced a security incident that caused a disruption to its network systems. DMG immediately began working with third-party cyber-forensic specialists to assist in the investigation to deter-

mine the full nature and scope of the incident.

Through the investigation, it was determined that the network outage was caused by unauthorized actors who gained access to the DMG net-

Man who stole urn containing baby’s ashes sentenced to 15 years DuPage County State’s Attorney Robert Berlin has announced that a Harvey man accused of burglarizing an Elmhurst residence where he stole, among other things, an urn containing the ashes of the victims’ child, has been

sentenced to 15 years in the Illinois Department of Corrections.

Glenn Addison, 68, appeared at a sentencing hearing this morning in front of Judge Ann Celine O’Hallaren Walsh, who handed down the sentence.

Addison entered a plea of guilty to one count of residential burglary, a Class 1 felony, on Aug. 18. Due to Addison’s criminal history however, he was eligible for Class X sentencing.

On Dec. 9, 2019, the Elmhurst Po-

lice Department received a call regarding a residential burglary on Melrose Street.

When speaking to officers, the victims reported that a coin collection and an urn containing Glenn Addison the ashes of their infant son were missing. Officers immediately began an investigation into the burglary.

Through the course of that investigation Elmhurst police officers were able to gather sufficient information to charge Addison, who was at the time on parole for a 2014 burglary. On Dec. 17, 2019, Addison was arrested and taken into custody without incident from his home in Harvey. He appeared in Bond Court the following day where bond was set at $750,000. He has remained in custody since that time at the DuPage County Jail.

At the bond hearing, Judge Jeffrey MacKay signed an order immediately releasing the urn containing the baby’s ashes back to the family.

“Mr. Addison’s criminal behavior has once again landed him behind bars as he now finds himself looking at a 15-year sentence,” Berlin said. “The fact that Mr. Addison stole an urn containing the ashes of a deceased infant, which offered absolutely no monetary value to him, demonstrates the utter callousness of his actions and his complete disregard for the sanctity of human life.

“Thanks to the outstanding work of the Elmhurst Police Department, the victims in this case will not only receive justice for the crime committed against them, they are once again in possession of their infant son’s ashes, which if lost, could never be replaced.”

Addison will be required to serve 50 percent of his sentence before being eligible for parole. He will receive credit for time served thus far.

Police investigating armed robbery attempt According to a release issued by Chief Michael Ruth of the Elmhurst Police Department, police are investigating an attempted armed robbery that was reported in the 300 block of Cayuga Ave. on Sunday, Aug. 29 at 9:45 p.m.

The victim told police that while he was out walking his dog, he noticed a light colored or white SUV pass him several times on Cayuga Ave. A brief time later, two suspects exited the vehicle displaying a black handgun.

They demanded money and patted the victim down. Subsequently, noth-

ing was taken and the suspects fled the scene westbound on Wilson from Cayuga.

The two suspects were both described as male/black wearing black cloth masks. Suspect #1 was 18-20 years old, 5-foot-8 about 160 pounds; Suspect #2 was approximately 30 years old, 5-foot-10 about 200 pounds.

This incident remains under active investigation. Anyone who has information about this incident or who may have video from the area is asked to contact the Elmhurst Police Department at 630-530-3050.

DMG is in the process of mailing letters to a broad and inclusive list of individuals directly whose information may be involved in this incident. The personal information potentially affected by this included names, addresses, dates of birth, diagnosis codes, CPT codes (Current Procedural Terminology, also known as service codes, are a universal system that identifies medical procedures), and treatment dates.

For a small subset of individuals, Social Security numbers may also have been affected. To date, DMG has no evidence that any information has been subject to actual or attempted misuse as a result of this incident. This event did not impact financial account numbers.

While the investigation determined that only certain portions of the network were impacted by this event, DMG conducted an extensive and thorough investigation and could not rule out the possibility that files containing patients’ information may have been impacted by this event.

DMG said it takes this incident seriously, and as an added precaution, it is offering credit monitoring and identify theft protection at no cost for those individuals affected and potentially affected by this incident.

A dedicated call center has been established to help address questions.

District 88 holds summer commencement

Cantigny to host Sept. 11 ceremony

The First Division Museum at Cantigny Park invites everyone to the Heroes of 9/11 Memorial Ceremony at 11 a.m. on Saturday, Sept. 11.

The event will be held adjacent to the museum’s outdoor exhibit comprised of two structural steel beams from the former World Trade Center buildings in New York.

The memorial is dedicated to those lost in the terrorist attacks 20 years ago and honors the first responders who served that day and continue to serve in our local communities.

The Cantigny ceremony also will pay tribute to the families of 9/11 victims; post-9/11 War on Terrorism fallen soldiers, veterans and their families; essential caregivers; and Gold Star families.

Parking is free before noon on Sept. 11.

Following the ceremony, Cantigny and the Robert R. McCormick Foundation’s Veterans Program will host a Post 9/11 Veterans Resource Fair from 12:30 to 3 p.m., in the First Division Museum Pavilion. The event will offer resources tailored to young veterans and their families.

A variety of Chicagoland nonprofits and programs plan to exhibit— participating organizations are listed below and posted at FDMuseum. org. Non-veteran guests are welcome and encouraged to learn about volunteer opportunities and additional ways to support veterans in their neighborhoods.

The Sept. 11 events coincide with First Responders Appreciation Weekend at Cantigny Park. On Saturday and Sunday, Sept. 11 and 12, first responders, military service members and veterans will receive free parking all day, a $10 value, by showing a valid ID. The First Division Museum is open Tuesday through Sunday, from 10 a.m. to 5 p.m., with extended hours until 8 p.m. on Wednesdays.

Zoning and Planning Educational Advancement

August 5, 2021 To the Village of Bensenville, I have an offer that I believe the Village of Bensenville would be interested in pursuing. I would like to offer to pay for two of the Village planners to take two courses on the basics of city planning to help advance their educational development in the field of zoning and planning.

It became clear to me that this would be something that the Village and Village planners would be interested in because good planning would not permit the construction of a car wash next to apartment homes when you have 300,000 square feet of land available to put it elsewhere. I believe some classes on the basics would make it apparent that one should not place a car wash so intrusively close into the lives of working people. Grand Subaru wants to put their car wash operation away from their sales operation and the village allowed them to put it 40 feet away from our tenant’s, including children’s, bedrooms. Permitting commercial construction close to a residential environment is disruptive and unsuitable planning.

If the Village wishes to pursue this offer, I would be happy to discuss zoning and planning schools that could help instruct the Village planners on the fundamentals of effective city planning. Grand Subaru should be a good neighbor and move its car wash west on its lot and let the residents of Brook Forest Apartments get a good night’s sleep.

Upon their arrival, officers located two .40 caliber shell casings and more than $100 cash in the parking lot. While at the scene, the officers were notified that the Au-

rora Police Department had located a vehicle with two gunshot victims inside at McCoy Drive and Vaughn Road.

One victim had been shot in the left leg and the other victim, later identified as Coreon Davis, had been shot in the head and his left hand. Both individuals were transported to a local hospital for medical attention. Davis was later transported to Loyola Hospital where he subsequently died. It is alleged that Davis and the second individual went to the parking lot on Amersale to sell a gun to Chatman-Jones. It is alleged that upon their arrival at the parking lot, a man, later identified as Chatman-Jones, exited a vehicle and approached their vehicle. It is further alleged that when Chatman-Jones gave Davis money for the gun, Davis, who remained in the vehicle, told Chatman-Jones that he was “short” on the amount of money the two had agree upon to complete the transaction. It is alleged that a struggle between Davis and Chatman-Jones began and that at this time, Chapman-Jones discharged a weapon, striking the two

occupants of the vehicle. It is further alleged that both the victims’ car and Chatman-Jones and Gray fled the scene at this time.

Following an investigation into the murder led by the Naperville Police Department, Chatman-Jones and Gray were taken into custody without incident the following day from an Aurora apartment complex.

“I commend the Naperville Police Department for their truly exceptional police work that enabled us to take these defendants into custody just one day after the murder,” Berlin said. “Illegal gun sales and the violence that can erupt from such transactions, as is alleged in this case, will not be tolerated in DuPage County. ...

To the family and friends of Mr. Davis, I offer my condolences as they mourn this senseless loss of life.”

Chatman-Jones’s and Gray’s next court appearance is scheduled for September 28, 2021, for arraignment in front of Judge O’Hallaren Walsh.

Inaugural Paul Simon-Jim Edgar award celebrates individual bravery, collective statesmanship

By Jim Edgar and John Shaw Less than five years ago, Illinois was moving aggressively in the wrong direction, careening toward the fiscal precipice, lurching toward junk bond status. A brutal and counterproductive two-year budget stalemate had tarnished Illinois’ reputation, damaged our schools, battered our credit rating, and led to about $15 billion in unpaid bills.

An important but fragile budget plan hung in the balance in the summer of 2017. Eleven Republican members of the Illinois General Assembly joined with Democrats to override then-Gov. Bruce Rauner’s veto of the budget compromise, thus ensuring its passage and protecting the fiscal solvency of Illinois.

The budget allowed Illinois to avert a further downgrading of its debt and ensured that Illinois state government would resume regular operations. The 2017 budget paved the way for subsequent fiscal progress in the state as reflected in recent upgrades to Illinois’ credit rating by Moody’s Investor Service and S&P Global Ratings.

The decision to support this agreement was courageous, consequential and effective. While several of the Republican lawmakers who voted for the package received accolades from their constituents, many were sharply criticized and later faced primary opposition. Several opted to retire after casting the critical budget vote.

It was with this history in mind and because of its clear connection to our much-improved fiscal position that we decided to award the inaugural Paul Simon-Jim Edgar Statesmanship Award to the 11 Republican lawmakers who cast those decisive votes in 2017. Their votes represented both individual bravery and collective statesmanship.

The recipients are: Steve Andersson of Geneva; Terri Bryant of Murphysboro; Mike Fortner of West Chicago; David Harris of Arlington Heights; Chad Hays of Catlin; Sara Wojcicki Jimenez of Springfield; Norine Hammond of Macomb; Bill Mitchell of Decatur; Reggie Phillips of Charleston; Mike Unes of Pekin; and Dale Righter of Mattoon.

We believe this was one of the most consequential votes in recent Illinois history, pulling the state back from the brink and helping put us on a far better path. Looking ahead, we will need more leaders casting more courageous and consequential votes if Illinois is to confront the structural imbalance in our budget and tackle other difficult issues. This vote showed us the way to a better Illinois.

We hope this award encourages the residents of Illinois to take notice of and reward public officials who take difficult actions in the best longterm interest of our state.

We expect future Simon-Edgar awards will go to a single person, but the 2017 budget vote was so consequential that we decided on a collective award this year.

The Simon-Edgar Award shines a spotlight on exceptional leadership that is taking place in our communities and serves as a reminder that statesmanship is not only possible in Illinois but is actually happening. It is our hope that this award becomes an important part of Illinois’ political tradition.

Jim Edgar was the 38th governor of Illinois. He founded the Edgar Fellows Program at the University of Illinois’s Institute of Government and Public Affairs. John Shaw is the director of the Paul Simon Public Policy Institute at Southern Illinois University in Carbondale.

Mom doesn’t understand why son did not appear in Willowbrook Class of 2021 yearbook I am writing this because my son did not appear in the Class of 2021 yearbook. I know this upset his brother, who also attends Willowbrook High School, along with so many of his friends and his family.

My son took his own life on Dec. 15, 2020. He graduated in December 2020 and received his diploma. He was enlisted in the U.S. Army and looking forward to attending boot camp in 2021. I truly do not understand why he was left out of the yearbook, especially since he spent four years there and did officially grad-

uate. I believe that this was a very callused attempt to hide a suicide at Willowbrook High School.

A yearbook is forever. I do not want my son to be forgotten by school staff, his teachers, or his classmates.

It is important for us, his family, his friends, and his school, to help others remember and even learn a valuable lesson about the frailty of life.

My son’s life should not be treated as a blemish; his life was cherished, and he is deeply missed.

Reader responds to Nowlan column In the Sep. 2 issue of the Independent, Jim Nowlan gives his opinion of Barack Obama.

He asserts that Obama is a good man who wants to do right by his country. I do not agree with that, but also need to point out some information that Jim Nowlan leaves out and also some he makes obscure.

For instance, he wants the reader to think that “lady luck” played possibly a key role in Obama’s political success. The reason his first Senate opponent, Jack Ryan’s, alleged sexual escapades ever came out in the open was because a judge unsealed his divorce records, an unusual action.

In a completely egregious way, he describes Obama’s second opponent, Alan Keyes, as a “kind of minstrel in reverse, who became a joke.” Outrageous. One modern definition of a minstrel is a person who performs in black face, depicting stereotypes of black people, often in derogatory ways. So what

Nowlan means here is that Keyes was a black acting white, and that is not allowed. He points out that Keyes came to run against Obama from out of state -- just like Hillary Clinton and RFK did to became senators in New York.

Alan Keyes served in the Reagan administration and was a graduate of both Cornell and Harvard. The only way Alan Keyes could ever look like a “joke” was due to the media portraying him as such, and which also bombarded us with fluff pieces about Obama on a daily basis while giving minuscule information about his background and policy ideas.

He talks a lot about Obama’s wealth in a most strange way. He tries agonizingly to justify Obama’s owning a $12 million “summer place” as he calls it. One reason it is justified to Nowlan is so Obama can host his “fellow nouveau riche” in order to raise funds for his presidential library.

Is Obama really a member of the “nouveau riche?”

Among schools he attended were private and exclusive elementary and high schools in Indonesia and Hawaii, Columbia University and Harvard Law School. But Nowlan says. “a fellow from the wrong side of the tracks can still make it to the top.”

Is he talking about Obama being from the wrong side of the tracks?!

Nowlan disparages “old money types who inherited their wealth” and then accuses them of being “uppity.” Wow is that another racist joke in reverse? Is he talking about white people here? As if Barack Obama was ever poor or ever was a humble man?

While making sure we all know that Nowlan personally knew Obama, he quotes him as describing himself as a “Kenyan from Kansas.” I thought Barack Obama was a half black - half white American, is that not right?

COVID-19 cases, hospitalizations increase in DuPage County The DuPage County Health Department (DCHD) continues to urge residents to help keep children safe and in schools by getting vaccinated against COVID-19, wearing a mask, and maintaining physical distance.

DuPage County remains at a “High” level of COVID-19 community transmission per CDC county-level data. The 7-day rolling average of new cases reported in DuPage County is 170 cases per 100,000 population per week, a 33 percent increase since last week. As of Sept. 1, there are 111 individuals hospitalized, and 21 individuals in intensive care units. Hospitalizations in DuPage County increased 33 per-

cent in the last 7 days per data from the CDC. Notably, over 99 percent of hospitalized and deceased COVID-19 cases since mid-December 2020 in DuPage County have been in persons not fully vaccinated against COVID-19.

“It is critical that we act now to protect ourselves, our loved ones, and our community from COVID-19.

Again, I urge anyone who is eligible to get the COVID-19 vaccine but hasn’t done so to please get vaccinated as soon as possible,” said Karen Ayala, executive director of DuPage County Health Department. “We want to bring the level of community transmission down to keep kids safe

in school, but we all have to do our part to do so.”

According to the latest CDC COVID-19 vaccination data, 87 percent of eligible residents 12 years and older in DuPage County have received at least one COVID-19 vaccine dose, and 69 percent are fully vaccinated.

Of residents 65 years and older, 99.9 percent have received at least one COVID-19 vaccine dose, and 84 percent are fully vaccinated. However, among 12- to 17-year-olds in DuPage County, 76 percent have received at least one COVID-19 vaccine dose, and only 56 percent are fully vaccinated.

Currently, individuals with moderately to severely compromised immune systems are recommended for a third dose of COVID-19 vaccine.

This includes people currently receiving treatment for cancer, people taking medications that weaken the immune systems, and other conditions. A full list of conditions can be found on CDC’s website.

Individuals who believe they are eligible for a third vaccine dose should talk to their healthcare provider. Third-dose vaccinations are available through local pharmacies or healthcare providers and can be given 28 days after receiving the second dose.

As vaccination efforts continue, there are numerous options for people to get their COVID-19 vaccine in DuPage County. In addition to visiting www.vaccines.gov to find a nearby vaccine provider, the DCHD Community Vaccination Clinics in Wheaton and Lombard offer COVID-19 vaccines Monday through Friday from 8:30 a.m. to 4 p.m.

Energy bill negotiations head to House after talks once again derailed

Closure of municipal coal plants remains sticking point

The Illinois Senate approved an energy bill in the early hours of Sept.

1, but it’s likely to change as negotiations continue in the House, which has not set a date as to when it will return.

A lead negotiator in the House said time is of the essence with key deadlines arriving for renewable energy investments and the potential closure of two nuclear power plants.

“So we are very confident that we’re going to get this done.” Rep. Marcus Evans Jr., a Chicago Democrat who is in the House energy working group, said in a phone call.

“So we’ll be back hopefully in a few days.”

The measure being considered, contained in amendments to Senate Bill 18, was filed the evening of Aug. 31, shortly before midnight after another measure contained in House Bill 3666 failed to gain the support of environmental groups, the governor and the House speaker during negotiations earlier in the day.

Decarbonization timelines for municipal coal-fired power plants continued to hold up the bill’s passage, so the new bill was filed with the same language so that conversations could continue in the House.

Sen. Michael Hastings, D-Frankfort, sponsored both bills, hailing the measure that passed Wednesday morning as “the most equitable, diverse and inclusive clean energy bill in the entire country.”

It’s a wide-ranging bill creating and funding equity-based training programs, subsidizing nuclear plants and renewable energy, and more. The bill provides that the Energy Transition Assistance Fund, which funds workforce initiatives, will receive up to $180 million annually from a charge on ratepayer bills.

Some of the other major expenditures in the bill include a nearly $700 million five-year subsidy of nuclear plants, and doubling the rate cap from about 2 percent to 4 percent for the charge on ratepayer bills to fund renewable projects.

As it stands, bill negotiators estimate the cost of the bill at about a $3.55 monthly increase to the average residential customer, a $34 increase to commercial user bills and a $31,136 increase to the average industrial bill.

That’s an increase of over 3 percent for a residential bill, over 5 percent for a commercial bill and over 7 percent for an industrial bill, Hastings said on the floor.

Nuclear power already provides about 60 percent of the state’s energy mix, and will at least have to continue to produce that much for grid sustainability as the state aims to reach a 100 percent carbon-free energy future by 2050, a goal set in the bill.

Exelon, which owns the six nuclear power plants in Illinois, has threatened to close two plants—one in Byron; one in Dresden—potentially as early as mid-September, claiming they’re not profitable without state subsidies.

Labor union advocates testified that the plants had 14 days as of Monday before closure, which would cost 28,000 direct and indirect jobs.

As it stands, renewable resources contribute about 7-8 percent of the state’s energy mix, but the bill sets a goal of increasing that to 50 percent by 2040 through the increased investment.

Hastings said due to the passage of a statutory deadline for the state’s Renewable Portfolio Standard, funds from a pool of money meant for renewable resources are being returned to ratepayers “at the effect of a million dollars a day.”

“So if we fail to take action, that

investment in the renewable energy, whether it’s wind or solar, will continue to deplete from that fund,” he said.

Downstate Republicans in floor debate Sept. 1 noted only one nuclear plant provides energy downstate on the MISO power grid, so goals of 100 percent carbon-free energy by 2050 would be more difficult to reach outside of the Chicago area.

Sen. Chapin Rose, R-Mahomet, warned that downstate might end up having to rely on fossil fuels from neighboring states if coal and gas plants go entirely offline within the stated time frames.

Sen. Bill Cunningham, a Chicago Democrat, said the bill requires

the Illinois Environmental Protection Agency, Illinois Commerce Commission and Illinois Power Agency to conduct a study at five-year intervals “to determine if there is grid reliability.”

“And if there are concerns about grid reliability, it would delay the closure of some of the gas plants, so there is a provision in the bill that will examine and make sure that renewable generation and battery storage has gone up before some of the closures are allowed to happen,” he said.

Gas plants would have to close or transition to a non-carbon emitting energy source such as “green hydrogen” by 2045 under the bill.

Appellate Court affirms life sentence for Myron Ester DuPage County State’s Attorney Robert B. Berlin has announced that the Second District Appellate Court of Illinois has affirmed the conviction and Myron Ester sentence of life without the possibility of parole of Myron Ester for the 2013 murder of Linda Valez.

On Sept. 25, 2013, Glen Ellyn police officers responded to a miss-

ing person in the Glen Ellyn area.

Through the course of their missing person investigation, officers went to Panfish Park where Valez was known to frequent.

Three days later, while at Panfish Park, officers discovered a disturbed area of vegetation and drops of blood nearby.

Further examination of the area revealed a shallow grave in which officers discovered Valez. She had been stabbed 39 times. An investigation led by the Glen Ellyn Police Department and the Major Crimes Task

Force revealed that at some time in the evening of Sept, 24, Valez and Ester had gone to Panfish Park together. While at the park, a verbal altercation between the two turned violent resulting in Ester stabbing Valez numerous times about the head, neck and torso.

On Jan. 17, 2019, following a seven-day-long jury trial, Ester was found guilty of first-degree murder.

Additionally, the jury found that the murder was committed in an exceptionally brutal or heinous manner.

On April 2, 2019, Judge Brian Tel-

ander sentenced Ester to natural life in the Illinois Department of Corrections without the possibility of parole for the murder plus an additional consecutive five years for concealment of a homicidal death.

In his appeal, Ester argued that the trial court committed plain error when it failed to adequately question two jurors. The state contended that the error was not reversible because the evidence was not closely balanced. In its affirmation, the Appellate Court wrote that “whether the State proved that defendant commit-

ted first-degree murder is not a close issue.”

In support of this, the Appellate Court noted that the “defendant admitted he deliberately stabbed Valez four or five times, in the side” and that “this testimony alone proved that defendant intentionally performed acts that he knew created a strong probability of bodily harm to Valez.”

Presiding Justice Bridges delivered the judgment of the Court with Justice McLaren and Justice Hutchinson concurring.

Democrats pass new legislative maps after contentious debate

Democrats in the General Assembly pushed through a new set of legislative maps during a one-day special session Aug. 31, although the process they used sparked the ire of Republicans and voting rights advocates alike.

If accepted by Gov. JB Pritzker, as

they are expected to be, the new maps would replace those adopted in May, which were passed without the benefit of official 2020 U.S. Census data.

But they will also have to pass muster with a federal court, where two lawsuits are pending, and possibly the Illinois Supreme Court.

The plan adopted was actually

the third draft of a redistricting plan that had been introduced in the span of less than 48 hours. The first was formally released Aug. 30 and was the subject of a contentious public hearing that night. A second, amended version was introduced the morning of Aug. 31, barely one hour before the start of a hearing in the House Redis-

Bartlett teen faces reckless homicide charges in fatal crash

On Wednesday, Sept. 1, DuPage County State’s Attorney Robert Berlin and Bartlett Chief of Police Patrick Ullrich announced that a Bartlett teen had been charged in a juvenile petition with two counts of Reckless Homicide, a Class 3 Felony, following a fatal crash that claimed the lives of two Bartlett High School teens, Alex Czerwik and Cameron Kelty, both 16 years old. On Wednesday, Aug. 25, the State filed an original delinquent petition formally charging the teen. The initial court appearance for the teen and his parents is scheduled for Thursday, Sept.

30 in front of Judge Anthony Coco.

It is alleged that on Tuesday, Aug. 3, the teen was driving his mother’s

car with three friends northbound on Newport Boulevard when, according to the petition, he “accelerated rapidly, drove at a high rate of speed in excess of 100mph without regard to existing traffic conditions, and failed to decrease speed adequately when approaching the curve at Devon Avenue.”

It is alleged that the teen then drove off the road, where Newport Boulevard curves into Devon Avenue. It is alleged that the vehicle crashed into a utility pole, killing Alex Czerwik, who was seated in the front passenger seat, at the scene. All occupants of the vehicle were transported to area hospitals for medical attention. On Friday, Aug. 6, Kelty

passed away due to injuries sustained in the crash. It is alleged that, at times, the teen was driving in excess of 100 mph and in excess of 80 mph at the time of the crash.

“The tragic loss of two young men who were friends of the teen just rips your heart in two,” Berlin said. “On behalf of the DuPage County State’s Attorney’s Office, I extend our sincerest condolences to the family and friends of Alex Czerwik and Cameron Kelty as they try to piece their lives back together after such a devastating loss.”

tricting Committee, and that plan was changed slightly again just before the House came into session to debate the package.

“I’m just going to reiterate what I’ve been hearing from thousands of people over the last several months.

We need at least 30 days to review this map,” the Rev. Robin Hood, of the Chicago-based United Congress of Community and Religious Organizations, or UCCRO, said during a hearing the morning of Aug. 31. “It would be unfair to us if we didn’t have the time to get the map out to all our people and make a decision based on expedience.”

Hood and other advocates testified virtually during a hearing that was originally scheduled for 10 a.m., but which had to be postponed because the bill containing the new proposal, House Amendment 2 to Senate Bill 927, wasn’t released until just minutes before that time.

The committee also heard from representatives of the Chicago Lawyers’ Committee for Civil Rights and the Decalogue Society of Lawyers, a group that advocates for Jewish communities in Illinois, both of which urged lawmakers to allow more time for the public to review the latest proposal.

The bulk of the 1,269-page bill is made up of lists of census block numbers, townships, wards and precincts that define each proposed House and

Senate district. It was accompanied by a separate resolution explaining how the districts were drawn.

The hearing on the morning of Aug. 31 followed one held during the evening of Aug. 30, during which several advocacy groups complained about getting short notice of the meeting and little time to review the proposal.

Common Cause Illinois, a political reform advocacy group, issued a statement Aug. 30, saying it would boycott the hearing out of protest for the way in which lawmakers were conducting the redistricting process.

“Since the beginning, we’ve pleaded with lawmakers to keep the redistricting process open, transparent, and accessible to no avail,” the group’s executive director, Jay Young, said in a statement. “This latest, last-minute hearing provides almost no notice to the public. The new maps will be released less than a day before lawmakers vote on them. It’s shameful, and our organization refuses to add any legitimacy to such an undemocratic process.”

But State Rep. Lisa Hernandez, D-Cicero, who chaired the House committee, defended the process during debate on the House floor.

“The House and Senate Democrats worked tirelessly to bring stakeholders and communities from across the state together for their input,” she said.

County postpones Fine Arts Festival due to COVID concerns

Because of continuing concerns over COVID-19, the DuPage County Board Ad Hoc Committee on the Fine Arts voted on Tuesday, Aug. 31 to postpone the planned Fine Arts Festival that was to take place September 24-26 at the DuPage County Fairgrounds.

Committee Chair Lynn LaPlante explained.

“While I am disappointed that we cannot conduct the festival in September as we had hoped, there is nothing more important than the health and safety of our residents,” LaPlante said. “I know we made the right decision on their behalf.”

DuPage County Health Department Executive Director Karen Ayala attended Tuesday’s Committee meeting and discussed the increased incidence of COVID-19 in DuPage County and the virus’ current “high transmission” in the County.

“We know that the delta variant

is more contagious than previous strains of the virus,” said Ayala. “Although our community vaccination rate is very high, there are many individuals in our community who continue to be at high risk for infection, including children younger than 12 years old who are not eligible to be vaccinated.

“When community transmission of COVID-19 is high, we must prioritize maintaining essential community activities and services including health care and safe in-person learning environments in school for our children. For this reason, we support the Fine Arts’ Festival Committee’s decision to postpone their community event until a time when large groups of all ages can safely gather and celebrate the arts without risking further transmission of this dangerous virus.”

The Committee hopes to hold the Festival in the Spring of 2022.

Addison Trail names August recipient of 88’s Best recognition

Lindsay Stevenson has been named as Addison Trail’s August recipient of 88’s Best recognition for her outstanding academic accomplishments. A senior, Stevenson was recognized during the Monday, Aug. 30 District 88 Board of Education meeting.

Stevenson said the transition from a small parochial school with a graduating class of just four students to a high school of nearly 2,000 students was a little scary at first, but she found the drive to not only achieve academically, but also to become a true Blazer.

Stevenson credits being willing to step out of her comfort zone, getting involved in many activities and meeting a lot of people as part of her success.

As a student, Stevenson has challenged herself by taking a rigorous course load year after year, and she continues to push herself to do her absolute best. She attributes her work ethic to her parents, who taught her the importance of hard work, and to her sister, who consistently set a high standard of achievement. As a freshman, Stevenson set a goal of being at the top of her class academically. She has undergone a tremendous amount of personal and academic growth to make her goal a reality.

Addison Trail hosts annual Open House On Thursday, Sept. 2, Addison Trail students and parents/guardians attended the school’s annual Open House.

School Districts’ biliteracy event deemed successful

On Aug. 28, Addison School District 4, District 45, Salt Creek School District 48 and District 88 hosted a Community Resource Fair and Biliteracy Workshop at Willowbrook.

During the event, participants were able to visit more than 30 local organizations that shared information about services/programs in the areas of education, health/well-being, early childhood, financial support and more. They also had the opportunity to participate in six workshop sessions that discussed various aspects of biliteracy.

Free food, transportation, babysitting, door prizes and a mobile COVID-19 vaccine clinic (for ages 12 and older) were provided as well.

Fenton girls volleyball starts season with impressive victory Congratulations to the girls volleyball team for winning its home opener on Tuesday, August 24. They defeated Proviso East 25-9 and 25-14.

Team Captain Hailey Miller compiled 6 aces, while Elizabeth Aguirre had 10 aces and 7 assists. Sophia Haska finished the night with 5 kills.

“We have a very talented and dedicated team this year,” said Coach Kelly Torres. “We have a nice mix of young players with great potential alongside experienced veterans. We have high hopes for the season.

“Every year Coach Mello and I have run this program, we get better and better. Yet, it does not always show on the scoreboard. This year our goal is to play fearlessly. Our motto is to be the hammer, not the nail. Some years, we have been the nail, getting beaten by better teams.

Parent shares joy of library with daughters, students, local families

Tania Viramontes has lived in Addison since she was just one year old and has been using the Addison Public Library for as long as she can remember. She has fond memories of visiting the first library building as a child.

“When I was little, my dad would bring us [to the library]. We would walk, when we lived near the Post Office. Later he would drive us, when we moved near Byron Park,” said Viramontes. “My parents spoke Spanish and would always try to do the best for us and get us to learn English, so they would borrow videos, audiobooks, and books that would go between English and Spanish.

They were learning [English] while we were learning.”

Just a few years after the library’s current building was constructed in 2008, Viramontes had a family of her own to take to the library. Like Viramontes, her daughters ages 10 and 7, have been using the library since the very beginning of their lives, checking out stacks of books at every opportunity. “[Before the pandemic] we would come probably every month to get books, and we’d leave with at least 20.

My daughters would have me read to them every night, or I’d read a book and then they’d take a turn reading it by saying how they saw the pictures,” said Viramontes.

“I’m also a teacher, so sometimes I would come and get more books for the classroom, too.”

Viramontes and her daughters have always enjoyed the crafts and activities offered at the library, sometimes even checking out books to tie into the craft’s theme.

Viramontes has also lauded the library as a space where her daughters can grow socially, connecting with their peers as they played with the library’s LEGOs and blocks. It was an “extra benefit” to being a library user, she said. And that’s not the only extra benefit Viramontes has found as a regular library patron: she has been surprised to discover lesser-known library services that benefit the community at large.

“As a teacher, I work with a lot of Hispanic families who may not know where to get extra resources from, and [the library] offers so much. I remember hearing about the library’s [Career Online High School] program and all the help for job seekers, too. There are a lot of things that you don’t expect a library to normally have, but it’s here, and it’s for everyone,” said Viramontes.

“You can always find someone to help you, to explain to you how to use the computer, or tell you how to find English classes.”

No matter where you are in your life, “it’s always good to have a library card,” Viramontes said. She actively encourages her family members to get their library cards and put them to use, and hopes her fellow Addison residents will do the same.

“Everyone is so helpful. Maybe your kids need resources for school, or extra help with homework. You can come [to the library] to get books and ask for help.

It’s nice to see that you don’t feel embarrassed to come in and ask a question” said Viramontes. “Go get your library card. It’s worth it!”

Boys team seeks more runners

Thank you to our students and alumni for participating in the Russell B. Dahl Time Trial and Love for Laces Scholarships Alumni Run on Saturday, Aug. 21.

Mr. Dahl was a legendary Fenton runner who supported the cross country and track teams long after he graduated. This event was created in his honor seven years ago following his untimely passing.

The Dahl family, retired Fenton Coach Kurtz and his wife, Dawn, generously offer a $1,000 scholarship to one Fenton runner each year. Coaches Patrick Fritsch and Jay Ehrhardt have extra shirts that can be purchased for $10, which goes toward the scholarship fund.

Illinois Secretary of State Jesse White is reminding the public that customers will now be required to make an appointment for behind-the-wheel road tests, REAL IDs, standard driver’s licenses and ID cards at three Chicago facilities: Chicago North, 5401 N. Elston Ave.; Chicago West, 5301 W. Lexington St.; and Chicago South, 9901 S. Dr. Martin Luther King Jr. Drive. Vehicle services, such as renewing a license plate sticker or applying for a vehicle title, do not require an appointment.

The week of Sept. 7, many other metro Driver Services facilities will also require appointments. These facilities and the dates they go live include Schaumburg and Bridgeview on Sept.

7; Lombard and Des Plaines on Sept.

8; Waukegan and Naperville on Sept.

9; and Aurora, Plano and Joliet on Sept. 10.

Lake Zurich, Melrose Park, Midlothian and Woodstock have been serving as appointment facilities since early this year and will continue requiring appointments.

All 16 appointment-based facilities will have the same standardized days and hours of operation: Tuesday through Friday from 7:30 a.m. to 5 p.m. and Saturday from 7:30 a.m. to 2 p.m. Customers and employees are required to wear masks. Customers are encouraged to bring their own masks.

Customers can visit www.cyberdriveillinois.com to schedule an appointment up to 10 days in advance during this phase of the program. New appointment slots will be available each day at www.cyberdriveillinois. com.

White emphasized that seniors, veterans, persons with disabilities and expectant mothers will be served as walk-ins at all 16 of the designated appointment facilities. They also have the option to make an appointment.

Customers can schedule an appointment online or by calling the appointment helpline at 844-817-4649. The secretary of State is partnering with the Chicago Lighthouse to provide these call center services. The Chicago Lighthouse’s call centers offer career opportunities for people who are blind, visually impaired, disabled, veterans and economically disadvantaged.

White is launching a comprehensive media campaign, which includes tele-

vision, radio, newspapers, digital display and social media ads that will run in English and Spanish in the Chicago metro area.

White noted that not all facilities will go to the appointment-based system. Many small, rural facilities will not require the appointment system because they do not encounter the heavy customer volume that large facilities encounter.

Larger central and downstate Illinois facilities will implement a customer scheduling system in the near future.

Chicagoland walk-in facilities Some Chicagoland facilities will remain accessible to walk-in customers. These facilities include Deerfield, Elgin, Chicago Central (James R. Thompson Center) and the temporary facility at Prairie State College in Chicago Heights.

Expanding online renewal to address heavy customer volume Now through February 2022 White’s office will be expanding remote renewal for driver’s license and ID card holders. During this six-month period, the office will mail letters to eligible customers with expired driver’s licenses and ID cards, requiring them to renew online, by phone or by mail.

The office estimates that this will eliminate the need for approximately 1 million people to visit a facility.

In addition, White’s office will continue mailing online renewal letters to drivers and ID card holders 90 days before their cards expire. Many customers will be able to renew online, by phone and by mail and avoid visiting facilities. Customers who must visit a facility include first time driver’s license or ID card applicants, first time REAL ID applicants and drivers ages 75 and older who are required by state law to visit a facility when renewing their license.

White continues to encourage people to conduct other business online at www.cyberdriveillinois.com. Aside from driver’s license and ID card renewals for those who qualify, online services include obtaining a duplicate driver’s license or ID card, ordering a driver record and purchasing license plate stickers.

Slow down and move over: New laws aim to strengthen Scott’s Law

Come January, judges can issue community service as punishment for violating law

Willowbrook High School senior Alex Kuban was recently named his school’s recipient of the 88’s Best award for the month of August.

Kuban was honored during the District 88 Board of Education’s Aug. 30 meeting. He is pictured (right) at that meeting with Willowbrook Principal Dan Krause. The 88’s Best honor recognizes students for their achievements in and out of the classroom. The award is presented to nine students at each of District 88’s two schools—Willowbrook and Addison Trail—each school year. An accomplished student, Kuban has maintained a class ranking within the 99th percentile of Willowbrook’s Class of 2022. He has completed several Advanced Placement (AP)/college-level courses, as well as a multitude of honors courses, and he has been named to Willowbrook’s Distinction Honor Roll each semester of his time at the school. Kuban is an inductee of the National Honor Society, the National English Honor Society, the Math Honor Society, the World Language Honor Society and Willowbrook’s social studies honor society—Civitas. He is a member of the school’s math team, as well as its Econ Challenge and Scholastic Bowl teams. Additionally, Kuban serves as a New Beginnings mentor and leader, assisting freshmen with the transition to high school. Kuban is a three-year member of Willowbrook’s varsity boys soccer team. He is serving as a captain of the team during the current season. Kuban’s plans for the future are undecided, but he intends to continue his academic and athletic careers after he graduates from Willowbrook next year.

Seventeen crashes involving Illinois state troopers or their vehicles have occurred in 2021 as a result of violations to the state’s traffic law known as “Scott’s Law.” Gov. JB Pritzker recently signed a new law, Senate Bill 1913, allowing judges to issue community service among other penalties to those violating the law, which requires drivers to slow down and change lanes when there is a first responder present with flashing lights stopped on the roadway.

The measure will take effect in January.

Pritzker was joined by a bipartisan group of lawmakers and members of the Illinois State Police for the bill signing. The governor also signed a bill clarifying the scope of Scott’s Law and one creating a database of mental health programs for first responders. All three measures passed the General Assembly with unanimous bipartisan support.

“This is a wake-up call for every resident of Illinois—your distracted driving could be someone else’s worst nightmare, and no text or other distraction is worth that,” Pritzker said at a bill-signing event at the Illinois Capitol in Springfield. “So next time you hit the road—to be clear, every time you hit the road—please remember the real risks of not honoring Scott’s Law.”

In February, Illinois State Trooper Brian Frank was the fourth involved in a crash this year due to a violation of Scott’s Law. His wife, Lauren Frank, said at the bill signing event that over the past six months, she and her husband have been on an arduous journey that has included visits to 35 doctors, four hospitals, three brain surgeries, two emergency room visits, 12 ambulance rides and eight weeks of therapy.

Lauren Frank said Brian is in a state of “unresponsive wakefulness” and remains in critical condition.

“The setbacks are devastating, and the unknowns of our future are overwhelming,” she said. “The daily grief sits heavily on us as we wait and watch Brian fight for his life, to come back to us. And again, this was all preventable.”

Frank said while Scott’s Law was named for Lt. Scott Gillen, a firefighter killed while assisting with a crash on the Dan Ryan Expressway in 2000, it honors every officer who has died on roadways and those who currently patrol them.

ISP reported 1,340 violations of the law during the 19-day period between Feb. 18 and March 7, according to the governor’s office.

Illinois State Police Director Brendan Kelly noted “education and enforcement” are the best method of ensuring safety through Scott’s Law, crediting Frank for her efforts to share her story.

“And maybe if they listen just a little bit to what she had to say, they’ll slow down, they’ll move over, they’ll give a damn about what’s going on around them, instead of being self-centered and being clueless about the people that are out there trying to protect public safety,” he said.

Kelly said one of the laws signed

by Pritzker, House Bill 3656, makes it easier to prosecute drivers violating the law.

That language says, “Drivers of vehicles approaching a stationary emergency vehicle in any lane shall heed the warning of the signal, reduce the speed of the vehicle, proceed with due caution, maintain a safe speed for road conditions, be prepared to stop, and leave a safe distance until safely passed the stationary emergency vehicle.”

That law, sponsored by Chicago Democrats Rep. Fran Hurley and Sen. Antonio Muñoz, also creates a “Move Over Early Warning Task Force” made up of members appointed by state agencies and law enforcement entities to study ways to better enforce road safety and alert drivers to hazards.

Senate Bill 1575, sponsored by Chicago Democrats Sen. Robert Martwick and Rep. Lindsey LaPointe, directs the Illinois Department of Human Services Division of Mental Health to create an online database of mental health resources geared to first responders.
