On the morning of Friday, Aug. 2, the Independent learned that State Senator Thomas E. Cullerton (D-Villa Park) had been charged with 40 counts of embezzlement relating to a State position he held with the Teamsters Joint Senator Thomas E. Council #25.

According to the Cullerton U.S. attorney’s office for the Northern District of Illinois, the 49-year-old Villa Park resident was charged with “one count of conspiracy to embezzle from a labor union and employee benefit plans, 39 counts of embezzlement from a labor union and one count of making false statements in a health care matter.”

Since 2013, Cullerton has represented the 47th District which includes all or parts of the communities of Addison, Bartlett, Bloomingdale, Carol Stream, Elk Grove Village, Elmhurst, Glen Ellyn, Glendale Heights, Hanover Park, Itasca, Lombard, Oakbrook Terrace, Roselle, Streamwood, Villa Park, Wayne, West Chicago, Wheaton and Wood Dale.

The indictment claims the senator “was doing little or no work for Teamsters Joint Council 25 during each pay period he was paid full-time salary as an organizer,” even though he “was paid a monthly car and telephone allowance.”

The full-time wages continued while Cullerton fulfilled his obligations as a state senator, the court documents said.

Local church welcomes holy icon to annual worship St. Demetrios Church invites public to ‘Akathistos’ service

The public is invited to a special Akathistos Service to be held on Sunday, Aug. 11 at 7 p.m. at St. Demetrios Greek Orthodox Church at 893 Church St. in Elmhurst.

As part of the service, the church will welcome the “Wonderworking Icon” of St. Anna, the mother of the Theotokos. The icon usually resides at the monastery of St. Tikhon’s in South Canaan, Pennsylvania.

According to Fr. Paul Jannakoa, president of the Orthodox Christian Clergy Association of Chicago (OCCA), the icon has been attributed with the healing of many people suffering from physical, mental and spiritual ailments.

“The icon of St. Anna, the Mother of the Holy Virgin Mary, was originally brought from the Holy Land to the Orthodox Church of ‘Our Lady Joy of All Who Sorrow,’ in Philadelphia,” Fr. Jannakoa said.

“It began to stream myrrh on May 4, 1994, which was Mother’s Day. Since that date, the icon has been a source of healing for all those who come to St. Anna and the Mother of God with faith and hope.

“For three years, the icon continued to stream myrrh, collected by cotton at the bottom of the icon. The icon has been placed in

a wooden case with a glass cover.

Miracles continue to occur and the faithful continue to flock to venerate this miraculous icon.”

Members of the public of all faiths are invited to attend the service.

“Parents are encouraged to bring their children with their backpacks filled with school supplies so that they might be blessed by the Holy Mother of God and her mother, St. Anna, as they begin their classes that week,” Fr. Jannakoa added.

“Let’s take advantage of this wonderful gift from God.”

Drivers in Illinois who injure roadside workers or fail to obey construction zone signals now face the possibility of enhanced fines, and even jail time.

Gov. J.B. Pritzker signed a package of bills July 30 that he said are aimed at protecting law enforcement, first responders and road workers.

Among them was Senate Bill 1862, which provides enhanced penalties for violations of “Scott’s Law,” a state law requiring motorists to slow down and, if possible, change lanes when approaching a law enforcement vehicle or other emergency responder that has pulled over on the side of the road.

Scott’s Law was named after Lt. Scott Gillen of the Chicago Fire Department, who was struck and killed by an intoxicated driver while assisting at a crash scene in 2000.

“Since 2002, Scott’s Law has said that drivers approaching a vehicle with their hazard lights on must slow down and move over.

This is not optional,” Pritzker said in a statement announcing the bill signings.

So far in 2019, three Illinois State Police officers have been killed in traffic accidents on state highways, including two incidents that involved violations of Scott’s Law. Trooper Christopher Lambert, 34, died Jan. 12 when he was responding to an accident in the Chicago suburb of Northbrook and was struck by another driver who failed to slow down or move over.

Trooper Brooke Jones-Story, 34, was killed March 28 when she was struck by a tractor-trailer while she was conducting a traffic stop in Freeport, in northwest Illinois.

And Trooper Gerald Wayne Ellis, 36, was killed March 30 when he collided with a wrong-way driver on Interstate 94 in Lake County.

Pritzker also signed Senate Bill 2038 establishing a 20-member “Move Over Task Force” that will study the causes of Scott’s Law violations as well as ways to protect law enforcement and emergency responders on roadways.

And Pritzker signed Senate Bill 1496, increasing penalties for violations in construction zones.

Under that law, which takes effect Jan. 1, drivers can be fined between $100 and $1,000 for disobeying traffic-control devices within a designated highway construction zone or maintenance zone.

It also increases from $10,000 to $25,000 the maximum fine for drivers who violate the rules on entering a construction or maintenance zone when workers are present.

The bill increases the minimum fine to $250 for a first violation of Scott’s Law, and to $750 for a second violation. It also adds a $250 fee for any violation, with that money going into a new fund to pay for driver education materials.

In addition, the new law allows drivers to be charged with a class A misdemeanor, punishable by up to a year in jail, if the violation results in damage to another vehicle. For cases in which the violation results in the injury or death of another person, drivers can be charged with a Class 4 felony, punishable by one to three years in prison.

A new California law requiring presidential candidates to release five years of tax returns to qualify for the state’s primary ballot is similar to a measure an Illinois state senator called “the most clearly unconstitutional legislative proposal” he ever voted on.

According to the Associated Press, the California law, which

also applies to candidates for governor in the state, will face a likely legal challenge on U.S. Constitutional grounds.

That’s something Dale Righter, a Mattoon Republican, predicted would happen when a similar bill passed the Illinois Senate on partisan lines earlier this year before stalling in a House committee.

Unlike the California law, Senate Bill 145, the Illinois bill spon-

sored by Democratic state Sen. Tony Munoz, would have applied to general elections. All presidential candidates would have had to release their previous five years of tax returns to be eligible for the ballot.

The Associated Press reported that California’s state constitution prohibits the state from regulating access to a general election ballot.

At the time of the Illinois debate, Righter cited two Supreme Court cases, Term Limits v. Thornton and Cook v. Gralike, which he believes set a precedent of unconstitutionality for ballot qualification measures.

Under my father’s fedora

Long time, no see

People have been asking why they haven’t seen “Under My Father’s Fedora” for a while, so apparently it’s time to dig around in there and see what we find.

Long time, no cheese Anybody else love Jarlsburg cheese? A grocery store in one of our readership communities of Elmhurst, Addison, Villa Park, Bensenville and Lombard (we won’t specify which one) had a sign by the Jarlsburg saying “$5 each.” It seemed odd that cheese would be sold with one price per chunk – usually cheese is X amount per pound and then each chunk has a slightly different weight, meaning one piece might sell for $4.95 and another might be $5.37, etc. Well, as a Jarlsburg lover, two $5 chunks went into my cart.

At check-out, the cashier looked at one of the chunks on all sides, looking for a price and could not find one. Telling him the sign said $5 each, he called for assistance from someone in the dairy department who eventually came up and was reading from a paper, saying, “It’s $10 per pound.”

The bagger, seemingly the most intelligent of the bunch, said, “Just sell it to her for $5 a piece, we can’t continue to hold up the line.”

In order to do this, the cashier had to call over “Helen,” a short, little lady who looked about 60, to “override” the cash register in order to make the sale. She weighed the piece of cheese and confirmed it was one-half pound.

So, if the cheese is $10 a pound and there’s a half-pound chunk, doesn’t that confirm that the chunk is indeed $5? Sounds like it’s time to ring up my purchase.

Suddenly, Helen looks me right in the eye and says, “We can’t sell this, it doesn’t have a bar code.

We can’t sell anything that doesn’t have a bar code.”

“Are you kidding me?” was my reply. “You’re going to not sell me the cheese, you are not going to take my money, you’re going to let me walk out the door without my cheese and without a $10 purchase for you? Even though you have confirmed the price and the weight?”

In partnership with the Consortium for Educational Change (CEC), Addison School District 4’s nine Building Leadership Teams (BLTs) met on Friday, August 2 to begin planning for the 2019-2020 school year.

About 70 teachers and administrators worked during the day-long session with their focus on three main objectives—to revisit the purpose, function, and guiding principles of the BLT; to establish school goals and priorities for the 2019-2020 school year; and to outline structures and processes to ensure continuous improvement, which includes using data to drive instruction.

New District 4 teachers will be participating in New Teacher Orientation sessions during the week of Aug. 12. Time is slipping away to purchase tickets to the Freedom & Dignity Festival, scheduled for Saturday, Aug. 10 beginning at 3 p.m. at the Schaumburg Boomers Baseball Stadium in Schaumburg. This is the inaugural country music festival to support Café Liberty and our armed forces veterans and their families seeking training and self-sufficiency.

The headliner for the evening, beginning at 9 p.m., is country music star performer Toby Keith.

“We were delighted to have Toby Keith agree to perform a benefit concert for Café Liberty,” said Dan Gibbons, founder of Café Liberty and the Dan Gibbons Turkey Trot (DGTT) Foundation.

Impressed with the efforts of Café Liberty, Toby Keith was honored by the request and willingly offered to perform the benefit concert.

And he has developed that passion into a career. Ozee’s two children’s books, “My Darling Child Shiloh” and “Regulus,” were published in 2016 and 2017, respectively.

According to a press release, “Ozee knew the sky was the limit for his prized creation, (“Regulus”), or so he presumed, until inspiration struck, encouraging him to explore options to send a printed copy … above the clouds to drift blissfully among the glistening stars.”

Through extensive research, Ozee learned how tricky sending objects into space can be using professional technologies, let alone collecting materials required for achieving such a feat. Ozee finally found a motivated space enthusiast, Thom-

Equal pay, criminal justice reform bills signed by Pritzker

Gov. J.B. Pritzker signed bills into law July 31 aimed at equalizing pay between men and women and expanding access to jobs in the health care industry for people in the criminal justice system.

House Bill 834 prohibits employers in Illinois from asking job applicants about their salary history. Advocates say the measure will help stem wage inequality among men and women.

“In 2019, women in Illinois still make roughly 20 percent less than their male counterparts, and for women of color the disparities are even greater,” Rep. Anna Moeller, an Elgin Democrat and the bill’s House sponsor, said in a statement. “HB 834 is aimed at closing

that wage gap. It ends the pernicious practice of using prior wages to determine future pay, and increases the penalties on companies and organizations that utilize discriminatory pay practices.”

Pritzker signed the bill in Chicago near the U.S. Soccer Federation building. In a news release, Pritzker’s office said the Federation “continues to deny the four-time World Cup champion U.S. Women’s Soccer Team equal pay.”

“Less than a block from here sits the headquarters of the United States Soccer Federation, an organization that just this week defended a different kind of decision: To compensate its female players at lower rates than the men despite their substantially higher success rate—an act so questionable

that the men’s team itself declared the justification inequitable and unfair,” Pritzker said in a statement. “Here in Illinois, we know that women get the job done. It’s time to pay them accordingly.”

The new law will take effect in 60 days and will also prohibit employers from preventing employees from discussing their salary, benefits or other compensation with colleagues.

While the bill prevents a potential employer from seeking salary and benefit history from a previous employer, there are some exceptions. It does not prevent an employer from looking up a salary that is a matter of public record or available through the Freedom of Information Act, and it does not apply if an applicant is a current employee seeking another job within the same

That can happen only after the employer makes a conditional job offer and requests a fingerprint-based background check.

State’s neighbors ranked varying degrees of ‘hostile’ in pro-choice group’s assessment

Illinois was designated a state that “leans supportive”—one step more protective than neutral—toward abortion access by a national research group that supports reproductive rights.

The categorization comes after Democratic Gov. J.B. Pritzker signed into law a measure enshrining access to reproductive health care a fundamental right on June 12.

The Guttmacher Institute analyzed six types of restrictive abortion policies and six types of protective ones in each state, and classified them on a scale ranging from very hostile to very supportive.

Before this legislative session, Illinois was designated a “middle-ground” state. A bill from former Republican Gov. Bruce Rauner’s tenure allows taxpayer dollars to be used for abortions, and a series of attorney general opinions clarified advanced practice clinicians could prescribe abortion medications.

With the Reproductive Health Act, sponsored in the House by Chicago Democrat Kelly Cassidy and in the Senate by Grayslake Democrat Melinda Bush, Illinois has a state law enshrining access to the procedure and mandating private insurance companies that cover pregnancy-related benefits to cover abortion as well.

That brought Illinois’ categorization to “leans supportive.”

“In a devil’s advocate role, most of what we did with the RHA is remove bad things. In reality, 99 percent of what we did is take away potential pitfalls,” Cassidy said. “I guess it makes a little more sense through that lens, but I would’ve expected, between House Bill 40 and the RHA, that we would appear a little more favorable than just ‘leans supportive.’”

Bush added that by passing the act, the state became a “beacon” for women’s health care rights.

The states neighboring Illinois— including Wisconsin, Iowa, Missouri, Kentucky and Indiana—each received a varying designation of “hostile” abortion policies.

Elizabeth Nash, the Institute’s senior states issues manager, said there are a few actions the General Assembly could take to improve Illinois’ classification.

Democrats Elgie Sims, a senator from Chicago, and Emanuel “Chris” Welch, a representative from Hillside, are already working on one action— repealing the Parental Notification of Abortion Act. The law, which mandates those under 18 consult their parents two days before getting an abortion procedure, is the only restriction the Guttmacher Institute tracks that Illinois has on the books.

Sims and Welch introduced legislation striking the act from law earlier this year. Efforts to advance Senate Bill 1594 and House Bill 2467 will resume either in late October when lawmakers are back in the Statehouse for veto session or in January for the next regular session of the General Assembly,

Welch said.

Striking the Parental Notification of Abortion Act from statute is important, the sponsors added, because it is an obstacle to abortion access for minors.

“I think the repeal is, quite frankly, going to be a difficult discussion, and I’ve had many of them,” Sims said. “If we are going to make Illinois the strongest state in the union that it can be, then we have to have these legitimate policy-based discussions about what our laws look like, particularly as they are related to health care discussions.”

To further improve the state’s designation, Nash said the Legislature could also consider adding a protection for access to abortion to Illinois’ constitution and pass a law safeguarding access to abortion clinics.

“This isn’t a slam on the law at all.

It’s just that there remains more to do in Illinois,” Nash said.

Brigid Leahy, senior director for public policy for Planned Parenthood of Illinois, said the Institute’s criteria serve as motivation for advocates and legislators to “keep plugging away.”

“I’m glad they have high standards.

We should hold ourselves to that and strive to meet them,” she said. “We know there is still more work to be done to improve the status of our state.”

Addison Trail football team goes old-school this summer Blazers pleased with progress made during camp

The start of the high-school football season will be here before you know it.

And Addison Trail football coach Paul Parpet Jr. can’t believe just how close the start of fall practices is (starts this coming Monday).

“It’s hard to believe it’s a week away,” he said late last week.

“We’ll be in school this year at the same time so there will be some long days to start. We will make it work. Summer hasn’t really felt like summer. The month of June was so bad with the weather and then we had to stay in school longer because of the cold days during the school year. We were in until the Friday after Memorial Day and then we started our summer football program the following Monday. Everything happened so fast.”

Parpet Jr. noted the Blazers did four weeks of camp, going three days each week. “That schedule was awesome,” he said. “I think next year we’ll do three days a week as well. There is so much going on for kids. We have kids who do multiple things. For example, two of our best kids are into baseball.”

Overall, Parpet Jr. liked what he saw on the summer gridiron. “Summer for us was good,” he said. “We were back to get back to establishing some old-school expectations.

We went 1-8 last year, but I still felt like we were a pretty good team for 1-8. But at the end of the day, we were 1-8. The clear-cut message at the beginning of summer was we don’t care if you are a sophomore, junior or senior, the kids who are here and are committed, have a great attitude and want to be here every day, those are the kids who will play every day. I would rather be 1-8 with kids who are committed. It’s going back to old-school expectations. The guys who are here are the guys we will look at.

We don’t care what grade level they are. We understand kids have other stuff going on. That doesn’t bother me. If you have a family vacation or are working over the summer, that’s more important than summer football. Do what you have to do.”

Parpet Jr. said the buy-in was evident. “One of the nice surprises was the commitment from some of the senior kids,” he said. “We

were hoping this new whatever you want to call it would surface and it sure did. We have talent and the kids want to be successful week in and week out. They have bought in from Week 1 and that’s a positive thing for us. We have some football players in this senior group and I like it. I’m excited. We’re going to be young overall, but we have kids committed to the process of being a team and working toward a common goal. The way we did some things this summer has put us in a good position.”

Parpet Jr. noted he made several changes to the coaching staff this season. Kendrick Thomas, who had been at the sophomore level, has been moved up to the varsity staff.

Jeff Laschinski, who besides Parpet Jr. is the long-tenured coach on the staff, is now the sophomore coach, and former Blazers player Anthony Beltrano, who has been an assistant in the program the last few years, is the new freshman head coach.

“Of all the changes we made, the one with Anthony is the most positive change,” said Parpet Jr. “He is an Addison kid who understand what it is to be Addison. He’s young and has energy. He did a four-week summer camp for the incoming freshman. He’s down there and has a lot of life, and will be a huge positive for the kids. From a coaching staff standpoint, I’m very happy where we are at. These all are good changes for us, now we just need to line up and play nine weeks of football.”

Parpet Jr. noted another benefit this season will be the team’s early season schedule. “A positive going into the season is we don’t have the buzz saw we did last year,’ he said. “Conant went 8-1 during the regular season, made the second round of the playoffs and won their conference. They beat us with 24 seconds left, 14-7. We played York in the second week pretty tough.

York was a good team in Week 2, and then we played Glenbard West and then Willowbrook. It was a buzz saw, but we were in every game. We just didn’t win and that put us behind the eight-ball at 0-4.

Our first three weeks this year are nothing like last year. We play Conant again, but they were very senior dominated last year. Week 2 this year we have Downers Grove North (West Suburban Conference crossover game) and I don’t know a lot about them, and then in Week 3 we have Proviso East. For us, in those first three weeks, you get a win or two and it changes the whole dynamic as far as building confidence. We are going to be competitive, but it comes down to making a play when we need to.”

Fenton football team embarks on Upstate Eight Conference journey Bison 2019 schedule loaded with new teams; Season opens with two home games

A new conference means a lot of new opponents for the Fenton football team this season.

The Bison start play in the Upstate Eight Conference this season after a long run in the Metro Suburban Conference.

Fenton is one of 10 teams in the UEC, joining the likes of East Aurora, Bartlett, Elgin, Elgin Larkin, Glenbard South, Glenbard East, South Elgin, Streamwood and West Chicago.

With 10 teams in the league, there are no non-conference games, meaning Fenton will play a full slate of nine UEC contests.

Fenton opens the season Friday, Aug. 30 at 7:30 p.m. at home against Elgin Larkin.

The Bison stay home on Friday, Sept. 6 when they host West Chicago at 7:30 p.m.

Week 3 sees Fenton hit the road for

a Friday, Sept. 13 contest at Streamwood at 7:30 p.m. Fenton returns home in Week 4 to face Glenbard East on Friday, Sept. 20 at 7:30 p.m.

Fenton heads to Bartlett on Friday, Sept. 27 for a 7:30 p.m. contest and then sees former MSC familiar foe Glenbard South on Friday, Oct. 4 at 7:30 p.m. in Glen Ellyn.

The Bison host Elgin High on Friday, Oct. 11 at 7:30 p.m., before heading to Aurora to face East Aurora on Friday, Oct. 18 at 7 p.m.

Fenton wraps up the regular season on Friday, Oct. 25 with a contest at South Elgin.

Fenton plays no Saturday games this season.

The Bison went 4-5 last year. Fenton is the second-smallest school in the UEC with a football-listed enrollment of 1,480. Glenbard South is the smallest conference school at 1,165, while East Aurora is the largest at 3,879 with South Elgin (2,703) and Elgin (2,576.5) following.

Willowbrook graduate Mintz headed to Valparaiso Pitcher helped Warriors win conference title this past spring

Recent Willowbrook graduate Ryan Mintz’s pitching statistics this past season were, in a word, impressive.

Mintz went 6-2 with a 1.04 ERA in 11 mound appearances. In 40 1/3 innings he allowed 30 hits, six earned runs, struck out 59 and walked only nine. Opposing hitters batted just .194 against him.

It’s no wonder why he was named the West Suburban Conference Gold Division pitcher of the year. Mintz helped Willowbrook win 22 games and the WSC Gold title.

“It was pretty cool to win that,” Mintz said. “There are a lot of good pitchers in the conference. It was definitely hard-earned.”

Mintz said working ahead in the count was a major improvement for him this season. “The main thing is

I threw a lot more strikes early in the count and in the strike zone overall,” he said. “I also started mixing in my changeup a little more. Getting a first-pitch strike is one of the biggest things. That makes the batter think about what is coming next at them.

They don’t know and they have to kind of guess.”

Mintz said he also had plenty of confidence in his own abilities and his team’s abilities this season. “I don’t get down on myself,” he said.

“More times than not if an error is made or there are some hits, I don’t get down on myself and start worrying about things. A lot of times during the season I just fought through it.”

Mintz likes being the quarterback, so to speak, on the baseball field.

“With pitching, it’s fun being in control,” he said. “The whole game is fun, but pitching is a lot of fun. You get to mess with hitters. You help determine the outcome of the game.”

Pitching has been with Mintz since he started in the game at a young age.

“I’ve probably been pitching since I was four years old,” he said. “I’ve always been a pitcher.”

And now he will be a pitcher at the Division I college level for Valparai-

so University in Indiana. “One of the main things with Valpo is my major,” Mintz said. “I’m going into computer engineering and their program for that is very good. Plus, the baseball team plays in a good conference and that will help me develop as a player by playing against good competition all the time.”

Playing Division I college baseball isn’t lost on Mintz, who leaves for Indiana on Aug. 17. “It means a lot to me,” he said. “It’s been a goal of mine for a long time. I’ve been thinking about playing in college and to get something like this is huge. I’m super-excited to get in the swing of things and start grinding and working. I can’t wait to meet new people and start school.”

Mintz, who played with the Chicago Pirates travel baseball team this summer, said playing in the Willowbrook baseball program was a memorable experience on a number of levels.

“I loved the overall experience,” he said. “I love the program, the coaches and the players I played with were amazing. We helped establish a good tradition. It was a lot of fun and we did a lot of winning.”
