New law restricts public officials’ use of tax money on entertainment, travel

Some egregious examples of local officials using taxpayer dollars for entertainment and travel expenses has led to a new law that restricts the use of tax money for certain nongovernment activities.

A measure signed by Gov. Bruce Rauner completely prohibits local government officials from using taxpayer dollars for entertainment expenses.

State Rep. David McSweeney (R-Dist. 52) said the measure he advanced through the General Assembly also requires extra scrutiny on travel expenses.

“And there’s no reason that government officials should spend money on entertainment, and they certainly should be very limited, and it has to be justified and subject to a public roll call by a vote if they’re going to spend money on meals, travel and lodging,” said McSweeney.

Edgar County Watchdogs cofounder Kirk Allen said he has found examples of this kind of spending going unchecked in several layers of government, from community college presidents to even state’s attorneys.

“It’s not just at the lower local levels,” he said. “It’s all the way up to the very enforcers of our laws.”

The measure could help restore public trust and keep property taxes from increasing.

Allen said the spending in question and a lack of oversight from boards and councils weakens public trust rapidly.

“It’s compounded by malfeasance by these very elected officials as well.”

The measure takes effect Jan. 1, 2017.

District 2 students read more than 4,000 books this summer This summer, District 2 piloted two programs through myON, an online program giving students unlimited access to thousands of books in and out of school, extending its existing program to incoming kindergarteners and 1st graders, and launching a virtual summer program where students discuss what they read with teachers through an online journal.

“The myON reading program gives these students wonderful literature at their fingertips,” said Heidi Allen, a 1st grade teacher at Tioga Elementary School. She worked with nine students through myON. “They don’t have to leave their home, all they need to do is log in and search for books that interest them.”

Lucas Fisher, an incoming 2nd grade student, said his favorite book was about a wrestler. But with his dad’s encouragement and thousands of book titles to choose from, Lucas was able to expand his reading horizons.

“We each chose books and put them in his [reading] list,” said Lucas’ dad, Steven, including books about science, history and famous people. “He picked a wrestler, I picked Abraham Lincoln.”

Some of the response is via email and this past January I received correspondence from a reader in one of the suburbs that runs my column in their weekly paper. Helen stated that she was 88 years old, had been a widow for 30 years, and been a paraplegic since the age of 21 due to polio in

1949. Already quite an intriguing gal.

Then Helen informs me that she too writes and was tickled to read that we had both written on the same subject one week, just in a little different form. She continued: “On the Sunday before my column came out, our pastor’s message was on the word “integrity” and I told him we

must have been reading each other’s minds, and then when you basically used the same idea in your column, I was blown away.”

My response was of course that great minds think alike.

It delights me that a woman who is 88 contacts me via email. Then to learn that she is independent, been in a wheelchair her entire adult life and still submits a regular column to her local paper is inspiring.

Helen then sent me via snail mail a copy of the story of her polio. It was written so long ago, she says, that it was done on her antique typewriter.

Seeing typed pages warms my heart.

Reading the other stuff she sent intrigues me too. An interesting character, this Helen Perrine is.

She comments on my marrying a Simmons, and states that she is related to the Oscar-winning actor J.K. Simmons.

“His father and I were first cousins or his grandfather and my mother were siblings.”

Helen also confides that she wrote a book, only 20 copies, for her family to outline their life history and get it all documented. They are lucky to have it.

Paper-clipped to one of the columns she snail-mailed me was a Christmas card, from 2015. The scene was a beautiful winter landscape, a horse-drawn sleigh on the snowy path through the woods to the church. It was lovely and then I noticed it was hers. Helen painted it, “in her 88th year.” Again, this lady is a force to behold.

She had written to me originally when I wrote about holding on to one word to be the anchor for your upcoming year. That was what her pastor had talked about in his “integrity” message and what she had written about in a way that same time. Helen has seen a piece on TV about a guy who makes jewelry with one word embossed on it that could be the word to define your future. She wondered what Einstein would have selected and if Martin Luther King would have selected DREAM. She wrote to me that her word would be IMAGINATION. I love it.

Thank you, Helen, for being a shining example that life is up to us to make it wonderful and full. I believe I will still be writing when I am 88, and hopefully someone will still find me interesting then. For now, I’m signing off to Helen and all readers, with deep appreciation. Cheers!

Addison Aug. 4 • Adolfo Avila-Olvera, 30, of Addison, was arrested in the 1-100 block of W. Lake St. at around 4:24 p.m. Police said Avila-Olvera was charged with disorderly conduct at a local hardware store and was found to have failure to appear warrants out of the Sheriff’s Departments of both Will and DuPage Counties.

• Archie Wanko, 40, of Glendale Heights, was arrested in the 400 block of N. Westmore, Villa Park, at around 1:55 p.m. Police said Wanko had a failure to appear warrant for driving while license suspended out of the DuPage County Sheriff’s Department.

Aug. 3 • Isidro Espinosa-Mejia, 44, of Addison, was arrested in the 100-200 block of Nugent

at around 2:46 p.m. and was charged with DUI, leaving the scene of an accident, no valid driver’s license and no insurance after police had investigated an accident.

• Jose M. Martinez-Cruz, 31, of Addison, was arrested near Lake and Swift at around 10:15 p.m. and charged with aggravated DUI, aggravated driving while license revoked, failure to yield at an intersection and no insurance after police investigated a traffic accident.

Aug. 2 Vivian Jaurez, 18, of Glendale Heights, was arrested in the 1-100 block of Michael Lane at around 1:50 a.m. and charged with possession of cannabis and of drug paraphernalia.

Aug. 1 • Saikou Barrow, 38, of Addison, was arrested at around 1:23 p.m. Police said Barrow portrayed himself as a business owner in an attempt to scam a victim out of money. He did not possess a business license from the village of Addison. He was charged with fraud.

rested in the 300 block of N. Country Club Drive at around 4:45 p.m. and charged with domestic battery.

Villa Park July 30 Three instances of criminal damage to property were reported at Jefferson Pool. Police said that between 7 a.m. and 1:30 p.m., an unknown suspect scratched the rear hatch as well as the rear passenger quarter panel of a vehicle in the parking lot. There also were small dents located on the passenger rear quarter panel. The second incident was reported between 6:30 a.m. and 1:30 p.m. Police said an unknown suspect scratched the hood of a vehicle parked in the lot. The third incident occurred between 10:30 a.m. and 12:30 p.m.

Police said an unknown suspect scratched an obscene word on the driver’s side of a vehicle parked in the lot.

July 30 • Ivan Cruz-Morales, 29, of Westmont, was arrested in the 1-100 block of W. Roosevelt at around 5:57 p.m. and charged with DUI, improper lane usage, failure to signal and no insurance.

• Luis F. Vazquez-Velazquez, 21, of Niles, was arrested near Roosevelt and Ardmore at around 3:11 p.m. and charged with unlawful possession of cannabis, and of drug paraphernalia, driving while license suspended and no insurance.

July 27 Margarito Alvarado, 18, of Villa Park, was arrested in the 100 block of W. Terrace at around 6:59 p.m. and charged with two counts of aggravated criminal sexual abuse.

July 26 • Pedro Flores-Martinon, 50, of Villa Park, was arrested at the CN Railway near Harvard and Ridge at around 3:15 p.m. and charged with public indecency, for trespassing and being intoxicated on railroad property.

• Theft was reported at a restaurant at 12:53 p.m. Police said that an unknown female and three children dined at the restaurant and left without paying for their meals.

July 25 • Saul Rodriguez, 27, of Villa Park, was arrested in the 400 block of N. Gerard and charged with four counts of theft between 10 p.m. July 15, 2014 and 8 a.m. July 16, 2014.

Police said the original complaint and arrest warrant were issued July 25.

• Burglary was reported at a cleaning company at around 2:46 a.m. Police said officers responded to an alarm and found the front door of the business shattered.

The cash register and approximately $800 in cash was taken.

July 24 Retail theft was reported at a supermarket at around 4:11 p.m. Police said an unknown suspect stuffed several packages of over-thecounter Prilosec®, Advil® and Aleve® in a backpack and left the store without paying for the products.

July 23 Roberto Andres, 19, of Elmhurst, and Pricilla A. Solis, 18, of Bensenville, were arrested in the 300 block of W. Highridge at around 7:40 p.m. and charged with unlawful consumption of alcohol by a minor. Corey A. Shorter, 20, of Villa Park, was arrested and charged with illegal consumption of alcohol by a minor, illegal transportation of alcoholic liquor, driving while license suspended and improper passing.

July 21 A male juvenile from Willowbrook was arrested near Route 83 and Washington at around 5:10 p.m. and charged with leaving the scene of an accident, failure to give information following an accident and failure to reduce speed to avoid an accident.

July 13 Patrick J. McKean, 23, of Chicago, was arrested in the 300 block of N. Illinois at around 5:03 p.m. and charged with criminal trespass to a vehicle, no valid driver’s license, leaving the scene of an accident, failure to give aid or information and improper starting of a parked vehicle.

Binding arbitration bill resurrected in House

A failed bill that would have allowed for binding arbitration for all state employees is resurrected in the House, a measure the governor says would cost taxpayers billions.

Governor Bruce Rauner vetoed Senate Bill 1229 last year and Democrat lawmakers failed to muster enough votes for an override. Rauner said the bill would have taken him out of negotiations and brought in an mediator for binding arbitration. One of the main sponsors of House Bill 580, Democratic Representative Mike Smiddy, says the bill is the same as Senate Bill 1229 and is important because he says the governor declared impasse in contract talks.

“Something he claimed he would not do last year and probably with the reason for the failure of the veto override in September.

The governor said he can’t declare impasse and the tolling agreement between the union and administration allows for either side to request the Illinois Labor Relations Board to evaluate negotiations and determine if there’s an impasse, something Rauner did last month.

Labell said some changes could include changing the state Constitution’s pension protection clause or allowing for bankruptcy reorganization to alleviate pension obligations, but even that has its potential problems.

“But it also has some downsides in that politicians may then decide that they can spend frivolously with taxpayer dollars and then bail themselves out by declaring bankruptcy at the end of their term,” Labell said.

A taxpayer group has some fixes they say are severe but necessary to shore up the state’s growing unfunded pension liability.

Taxpayers United of America released their 10th Annual Report on Illinois State Pensions.

The highlights include more than 15,600 state pensioners collecting more than $100,000 annually. More than 92,300 pensioners make more than $50,000 annually.

Taxpayers United of America Executive Director Jared Labell said for the top 400 pensioners the average pension contributions made over an entire career is only about $40,000 more than what the average annual pension is.

But Heritage Foundation’s Hans von Spakovsky says increasing the number of registered voters won’t increase participation.

“We passed the Motor Voter law in 1993 based on that presumption. Turnout did not go up after Motor Voter simplified the registration process.”

Von Spakovsky says voter apathy is why turnout remains low.

“Folks don’t say it’s because they had a problem registering. The large majority of non-voters say, look, ‘we didn’t vote because we weren’t interested in the election, we didn’t like the candidates, we didn’t think it would make a difference.’”

“Sometimes as you go and you buy gifts for people you have buyer’s remorse. This is more so voter’s remorse.

So this is an opportunity that if you break the public trust the voters should have the opportunity to voice their opinion and elect someone they feel can do the job.”

Harris says other recall proposals that focus on Chicago don’t go far enough.

“I know Chicago is one of the many places that people see on the news and they see nationally the impact that it has on various communities, but this is an epidemic throughout our entire state and this measure simply is to make sure that all elected officials are held accountable for their actions.”

The bill hasn’t been filed yet, but Harris says that his measure — if approved by the General Assembly — would put the proposed constitutional amendment on the ballot for voters to decide this November. Republican Representative Mark Batinick filed a similar measure in the House earlier this month.

Voters should be able to recall any elected official in Illinois they’ve lost trust in. That’s the goal of Harvey Democratic State Senator Napoleon Harris’ proposed constitutional amendment.

Senator Harris said Wednesday his proposed bill, which hasn’t been filed yet, will hold elected officials accountable, not just in Chicago, but all around the state. Harris equates recall to when someone buys something they later regret.

“Sometimes as you go and you buy gifts for people you have buyer’s remorse. This is more so voter’s remorse. So this is an opportunity that if you break the public trust the voters should have the opportunity to voice their opinion and elect someone they feel can do the job.”

Harris says other recall proposals that focus on Chicago don’t go far enough.

There will be a special salute to local legends, Johnny Maggio, Jack D’Amico and Tony Spavone. These are three entertainers who have performed individually all over the country during a still thriving career spanning well over thirty years each.

Chaos happens when you are out of sorts

Ever experience a day when things are slightly off kilter? When the normal becomes abnormal, often in an almost imperceptible way? The order of the universe is lagging, your controller fails to control and you’re thrown a degree (or two) off course. Thought processes and actions seem to be deregulated and your brain refuses to function in a straightforward, logical manner.

If there’s a way to mess things up, or confuse them, you’ll do it – even with the simplest of endeavors. This condition is exponentiated if you are multi-tasking, and who among us isn’t?

It’s like you are looking at a farsighted world through a nearsighted lens. Similar to a dog chasing its tail or a hamster running on one of those wheels – going through all the right motions, but getting nowhere.

It can happen to the best of us.

It happened to me last week.

It started first thing in the morning, in the shower, but I didn’t know it at the time. I wasn’t yet aware I was functioning in the fogginess of an off-kilter day.

My circumstance became apparent an hour or so later, when my newly washed hair clumped itself into a greasy mess, as though I’d forgotten to rinse out the conditioner. Which, unfortunately, I had.

I didn’t have time to deal with my predicament because I had to taxi a kid to sports practice and satisfy an imminent need for ingredients to make a birthday cake for another one of the people I gave birth to.

So I combed through the mass atop my head as best I could and hoped it didn’t look as bad as I thought it probably did.

I rushed in and rushed out of the grocery store and thankfully didn’t see anyone I knew, because when I got home and took a look-see in the mirror I realized things were worse than I’d thought. I’d forgotten an-

An amendment has been readied for the ballot this fall, supported by the petition of many thousands of voters; the amendment would enable an independent, non-partisan body to re-shape the districts to best represent its residents. While there may yet be an issue in court on this, when it is on the ballot, it deserves the support of every voter who believes that we must be a democratic people - that is: not a Democratic people or a Republican people but a people who can then trust that election victors will have been elected democratically.

By Illinois News Network A new lawsuit seeks to stop same-day voter registration at the polls in Illinois’ largest counties.

All voters in the state can register on Election Day at the courthouse or election office.

But only voters the 20 counties that have more than 100,000 people can register at the polls on Election Day. Jacob Huebert, senior attorney at the Liberty Justice Center, said that’s unfair.

“The Supreme Court has made it clear,” Huebert said. “You can’t discriminate against some voters based on where they live, but that’s exactly what this statue does.”

Huebert filed a federal lawsuit to strike down same-day registration at the polls.

Same-day registration at election offices could continue.

“What we are challenging is (same-day registration) at polling places,” Huebert explained. “If you can go to your polling place and register and vote, that’s a whole lot easier than going to some other place and registering and voting.”

Illinois tested same-day registration in 2014. The State Board of Elections said 18,000 people voted on the same day that they registered. Same-day voting for this year’s primary exploded to 110,000 ballots cast.

Huebert is asking the court to order that same-day registration at the polls be ended for the November election.

Addison Trail football team plays first three games of 2016 schedule at home

The Addison Trail football game won’t have to go too far for its first three games of the 2016 season.

The Blazers will play those first three games at home, including the annual District 88 battle against neighboring Willowbrook.

The Blazers, coming off a 4-5 season in 2015, will open up the 2016 schedule on Friday, Aug. 26 at home at 7:30 p.m., against Glenbard South

from the Metro Suburban Conference.

Glenbard South went 6-5 last year and advanced to the second round of the state playoffs.

Addison Trail then hosts Oak Park-River Forest in a West Suburban Conference crossover game on Friday, Sept. 2, at 7:30 p.m. The Huskies went 9-2 last year and advanced to the second round of the playoffs.

The annual District 88 game occurs Friday, Sept. 9, at 7:30 p.m., in

Addison. Willowbrook is coming off a 5-4 season and a second-place finish in the West Suburban Conference Gold Division. This is the conference opener for both teams.

On Friday, Sept. 16, the Blazers will face Downers Grove South in Downers Grove for another Gold Division tilt. Downers Grove South went 3-6 last year.

The Blazers continue their road trip on Friday, Sept. 23, at Leyden.

Grayslake North went 7-4 last year and advanced to the second round of the state playoffs. Grayslake North finished second in the now defunct Fox Valley Conference Fox Division and is now a member of the Northern Lake County Conference.

The Bison will compete against six teams that made the state playoffs in 2016, including one that made a state semifinal and another

“Arguably it’s one of the most competitive schedules we’ve had in the 14 years I’ve been here,” said Fenton coach Mark Kos. “Six out of the nine teams made the playoffs and one of them had a chance to be a playoff team in Week 9 (Leyden).

It’s a daunting schedule, but it’s one we are excited to get after. It’s why you coach and why the kids play.

The IC Catholic Prep football team won’t have to wait long to get its rematch.

The Knights will kick off the 2016 season at home at Lewis Stadium on Friday, Aug. 26 against defending state-champion Bishop McNamara from Kankakee.

This is the same McNamara team that handed the Knights both of their losses last season as bookends, to kick off the 2015 season (49-32 loss in Kankakee) and to end the season (42-14 loss in the state semifinals in Elmhurst).

McNamara (13-1 last season) is one of six playoff teams on IC Catholic Prep’s 2016 schedule.

After facing McNamara in Week 1 under the lights, the Knights will head to the Chicago south suburbs to face St. Laurence out of Burbank. St. Laurence advanced to the state semifinals as well last year (10-3 record). That game takes place in Week 2 on Sept. 2 at 7 p.m.

The Knights then play a pair of Metro Suburban Conference crossover games in Weeks 3 and 4. IC Catholic Prep travels to Elmwood Park on Friday, Sept. 9. Elmwood Park, a member of the MSC Red Division, went 4-5 last year.

Fellow Red Division entrant Chicago Christian heads to Elmhurst on Friday, Sept. 16 for a 7:15 p.m. game. Chicago Christian went 1-8 in 2015.

The Knights, the defending larger-enrollment division champions of the MSC, kick off MSC Blue Division play on Friday, Sept.

23 in Elgin at 7 p.m., against St. Edward. St. Edward moved to the upper division this season, trading places with Aurora Central Catholic. Also, the conference switched the division names from geogra-

phy-based West and East to colorbased, Red (smaller-enrollment teams) and Blue (larger schools).

St. Edward went 6-4 last year and made the state playoffs.

Riverside-Brookfield, which advanced to the state quarterfinals a year ago, comes to Elmhurst on Friday, Sept. 30 for a 7:15 p.m. game.

The Knights conclude the home portion of their regular-season schedule on Friday, Oct. 7 against Wheaton Academy (7:15 p.m. start). Wheaton Academy went 6-4 last year and made the playoffs.

The Knights wrap up the regular season with a pair of road conference games. IC Catholic Prep goes to Glen Ellyn in Week 8 to face Glenbard South (Friday, Oct. 14 at 7:15 p.m.). Glenbard South went 6-5 last year and advanced to the second round of the playoffs.

Fenton will host IC Catholic Prep in Week 9 on Friday Oct. 21 at 7:15 p.m. The Bison went 2-7 last year.

The nine opponents on IC Catholic Prep’s schedule this year had a combined record of 58-39 in 2015.

This is also the first time the Knights will not play a single day game or Saturday game. All nine contests occur on Friday nights under the lights.
