Late fees waived for property taxpayers impacted by COVID-19

The DuPage County Board voted April 28 to authorize the County Treasurer to waive late fees on property tax payments for taxpayers who can demonstrate financial hardship due to the COVID-19 crisis.

Interest penalties for late payments of the first installment of property taxes, which are due June 1, will be postponed until Sept. 1 for property owners who meet certain criteria. Payments made any time until Sept. 1 will be considered timely.

If the payment of the first installment is made after Sept. 1, penalties will revert to June 1.

“Through our COVID-19 response, we are continually looking for ways to ease the burden on our residents,” said Chairman Dan Cronin. “This step will ensure we keep our vital County services operational, while helping to ease the impact on those who may have been impacted by the virus.”

In order to receive relief, the property owner must meet one of the following criteria: • The property owner was laid off or terminated from employment after March 9, if the applicant had been employed for at least 90 days prior to termination • The taxpayer has seen a reduction in income of 20 percent or greater • A property owner has been unable to collect at least 80 percent of collectable rent on the property from March 1 to May 30 • A business operated by a property owner, located on that property, was shut down after being classified as non-essential and the applicant has not applied for and received relief pursuant to the Paycheck Protection Program of the Coronavirus, Aid Relief, and Economic Security (CARES) Act. “The action was taken to address the reality that many DuPage County property owners have lost income due to the shutdown in effect because of the COVID-19 crisis,” said Treasurer Gwen Henry.

“The fact exists that many families who have set aside money to pay their property taxes now need those funds to make mortgage or car payments as well as purchase groceries, medicine and other necessities,” she said.

Property taxes paid through escrow are not subject to relief.

For now, the Sept. 1 tax deadline for the second installment of property taxes will remain unchanged and late penalties will still apply. The application for waived late payment fees can be found online at dupageco.org/treasurer.

DuPage County Chief Judge Daniel P. Guerin issued an Administrative Order effective May 1, 2020, requiring all attorneys and other members of the general public able to medically tolerate a face-covering to wear one when located within the indoor public spaces of the DuPage County Courthouse. All persons inside a courtroom, including courtroom personnel, shall wear a face-covering.

All attorneys and other members of the general public entering the public spaces of the courthouse are expected to have their own face-covering. Courthouse security personnel will have a limited supply of face-coverings.

On Friday, May 1, workers from LSL Healthcare, Inc. were scheduled to present a letter of demand to the company owners demanding more safety measures be put in place following the death of a co-worker from COVID-19.

The workers claim LSL owners and management refused to shut down production and have placed their health and their lives at risk.

Their workplace has suffered from rat infestations, the organizers claim, and they have prohibited by management from calling an ambulance in the case of any workplace injuries.

The demand letter includes a two-week paid quarantine period during which time the work environment is to be fully cleaned and sanitized, following by a regular ongoing cleaning to prevent any spread of the virus.

The company’s headquarters are located at 6200 Howard in Niles, but the production facility in question is at 5535 No. Wolcott in Chicago. The factory produces medical devices and supplies including hospital gowns, digital thermometers, medical kits and instruments.

Workers contacted local organization Arise Chicago seeking support to take action to protect their lives. They have reported long-time health hazards and abusive treatment. Worker frustration of poor treatment turned to fear for their lives after a co-worker contracted Covid-19 and died.

The company never communicated the news and have in fact denied that the death occurred to its workers. Workers found out from the spouse of the deceased worker.

At state Rep. Darren Bailey’s request, an appeals court has undone a judge’s order releasing him from Illinois’ stay-at-home restriction.

Bailey’s attorney, Thomas DeVore, said in an interview May 1 that with newly uncovered information strengthening their allegation that Gov. JB Pritzker overstepped his authority, there are “bigger fish to fry right now than my client being the only one in the state not under this order.”

The document he is referring to is guidance from the governor’s office and Illinois Department of Public Health detailing how stay-at-home restrictions are to be enforced.

“If you do not adhere to these Executive Orders, the Illinois Department of Public Health and Certified Local Health Departments have the authority” to require residents and businesses to comply, and it cites the statute creating the department.

According to law, if public health officials believe a person is a “danger to the public health,” they may quarantine or isolate that person “to prevent the probable spread of a dangerously contagious or infectious disease.”

That cannot be implemented, though, without the resident’s consent or a court order issued within 48 hours.

The burden of proof to get a judge to sign off is significant—among other things, the department would need to prove that the community’s health is “significantly endangered” by the person it seeks to quarantine.

Those rules also apply to businesses the IDPH might seek to close due to health concerns.

“Local health departments got that letter,” DeVore said. “Why did our citizens not get this letter advising them of their rights to due process?”

DeVore is alleging Pritzker does not have the authority to enforce his stayat-home restrictions because that power rests with the state and local health departments. He is also alleging that if the state is using the law dictating how the Illinois Department of Pub-

lic Health enforces the restrictions, it should follow the procedure outlined.

“Pritzker has perverted the emergency provisions of the (Illinois Emergency Management Agency Act) in an effort to rip the sacred responsibility of the health and lives of the people away from where the Legislature placed it, being local control of county health departments or the (IDPH), and in doing so he took complete control of the free movement of every citizen within

the state of Illinois,” DeVore argued in a related lawsuit he filed on behalf of Republican Rep. John Cabello, from Machesney Park.

“Even if well-intentioned by Pritzker, his actions as governor have left every citizen in this state completely devoid of any procedural due process rights to protect their liberty. …” the document continues.

Bailey’s case was sent back to Clay County Circuit Court on May 1.

Residents spread positive messages to stay ‘Bensenville Strong’ As COVID-19 continues to impact communities, many Bensenville residents and businesses continue to stay strong throughout the crisis.

Bensenville business, Precise Digital Printing, donated 250 yard signs that say “Bensenville Strong” to the Village to help spread positivity in the community.

Yard signs were personally delivered by Village President Frank DeSimone and members of the Village Board to residents who requested one. Due to the overwhelming strength and solidarity from Bensenville residents, all signs have been distributed throughout the community. If you were unable to receive a yard sign, the Village encourages residents to get crafty and to make their own.

Fenton forward Diamon King recently decided to continue his basketball career at Benedictine University, a Division III NCAA school located in Lisle. King said he plans to study communication arts.

“I chose Benedictine because of the great environment,” King said.

“When I first stepped on campus it felt like home. I felt like this was a place I need to be at and a Diamon King culture I need to be part of.”

King seized Fenton’s all time scoring record during our regional championship game in March. He ended the season with a record of 1,208 points. He also set school records for most rebounds in a season (275) and most rebounds in a career (697).

“I want to thank Fenton for making me a great player and student, but most of all, I want to thank Fenton for making me a great person,” King said. “Fenton showed me how to work hard and keep pushing even when adversity hits. Fenton showed me that hard work can help you overcome anything and I wouldn’t trade Fenton for anything in the world. It’s truly a place I call home.”

Basketball Coach Chaz Taft said he and his coaching staff are extremely proud of King’s progression and growth.

“I always told Diamon that the sky is the limit because of his work ethic and preparation,” Taft said. “Having great work ethic and preparation shows what type of character a person has. Diamon is definitely a person with high character and I’m looking forward to him doing great things at Benedictine University.”

Addison Trail names April recipient of 88’s Best recognition Katerina Vassos has been named as Addison Trail’s April recipient of 88’s Best recognition for her outstanding academic accomplishments. Vassos, a senior, was recognized during the April 27 District 88 Board of Education meeting.

Vassos is at the top of the highly competitive class of 2020. Throughout her high school career, she has taken nine Advanced Placement (AP)/college-level classes and 11 honors courses, and she has excelled in all of them. Vassos has an incredibly supportive family network that constantly provides support, and she credits many teachers who have provided guidance as well. But she also has an internal drive that won’t let her back down from a challenge.

“I learned Vassos is a motivated young woman, who truly wants to learn. When confronted with difficult or abstract material, she is willing to put in the necessary time and effort to master the concepts on and off the court.

“Though her leadership skills are clearly visible in the classroom, they also can be seen in other extracurricular activities to which she is dedicated such as Yearbook, Student Council, the Girls Volleyball Team and serving as a PE Leader.

Vassos has completed community service as a member of Pay It Forward, Go Pink or Go Home, Knights of Columbus and Volley for the Cure. Vassos puts in time and dedication to causes and activities she believes in. Her example of motivation, leadership, heart and discipline in her studies makes her one of my favorite students.”

Along with her academic success, Vassos has made a point to be involved and pursue leadership positions with the activities in which she participates. She is President of Student Council and the class of 2020, as well as Secretary of Na-

tional Honor Society. She also is a member of Key Club, Blazer Ambassadors, the Positive Behavioral Interventions and Supports (PBIS) committee and Lettermen’s Club.

Vassos played on the Girls Volleyball Team through her junior year.

This year, she decided to return to her true love of dance and joined the Orchesis Team. Through her participation in these clubs, Vassos has completed various service activities within the community of Addison and has enjoyed getting to know and develop friendships with students whom she never would have met otherwise.

Vassos is interested in the medical field and plans to study Health Systems Management at DePaul University. She is interested in the backbone of the medical field and wants to be on the management side.

Unable to do a traditional college signing celebration at Fenton, Ashley Milano was surrounded by family at home when she signed her letter of commitment to play softball at Benedictine University next year.

Ashley Milano signs to play softball at Benedictine Fenton leftfielder Ashley Milano recently decided to continue her softball career at Benedictine University, a Division III NCAA school located in Lisle. Milano said she plans to study elementary education and get an endorsement in special education.

She chose Benedictine University because it’s close to home, has a great education program, and offered her the opportunity to continue playing softball.

“Fenton Fastpitch helped me on my journey to play in college by pushing me to my fullest potential athletically and mentally,” she said.

“The coaches helped me with my confidence and showed me that I am capable of a lot if I put my mind to it. I knew I wanted to play in college since I came into high school, I just didn’t know whether it would be basketball or softball.”

Milano said all of the softball players grew very close and were very supportive of each other. Those team bonds and the structure of Fenton’s softball program made her realize softball was what she wanted to pursue.

Softball Coach Dave Mello said his whole coaching staff is very ex-

cited that Milano achieved her goals.

“Ashley came up to varsity one month into her freshman year and instantly became a starter in the outfield for us,” Mello said. “Recognizing the speed she had, we also turned her into a slapper. She dedicated herself to becoming the best player she could become and it’s great that she will get the chance to continue playing in college.”

Put your dollars where your advertisement is, reader says On the TV, in the newspaper, on front yard signs – almost everywhere we see signs thanking those on the front lines of the fight against COVID19. Police, fire, EMTs, doctors, nurses, home health care workers, grocery store employees…….the list goes on and on of those who deserve our thanks and praise for their selfless dedication to our welfare.

In many cases these sentiments are reflected in real-world support.

Unfortunately, not always.

As you might expect, many doctors, nurses, first-responders, etc. are becoming infected with the virus. It is a known risk from the work they do. This was recognized by the Illinois Workers’ Compensation Commission when in April it expanded coverage for first responders, health care workers, grocery store employees and some others considered “essential.” The Commission passed a rule stating that if front-line workers get infected with COVID19 it would be presumed to be a result of their work duties. This made collecting benefits easier for these folks if they became ill and could not work.

The Illinois Manufacturers’ Association and the Illinois Retail Merchants Association, representatives of many Illinois employers, sued in court and got this rule rescinded. As a result, front-line workers suffering with COVID19

will now have to prove they became ill from their work duties. And their employers will be able to challenge their assertions, the result being long, drawn out legal battles that can leave a sick employee waiting for months, or longer, for any benefits.

If we really want to support those people doing the hard and dangerous work of protecting us we need to recognize the risks they are taking and not do anything that would make it harder for them to take care of themselves and their families.

It’s time for Illinois employers to put their money where their glossy advertisements are and pay Workers’ Compensation benefits whenever a front-line employee becomes ill. We can do no less for these selfless people.

Thoughts on Mother’s Day

Mother’s Day is fast approaching - again.

Last year, I had one of my best ever. I had a new granddaughter to hold and love. All my kids, who are grown or nearly so were on hand to help celebrate. I give thanks for them nearly every day. I am lucky and blessed. (Not necessarily in that order.)

Still it was a dichotomous day for me. At the end of our family celebration, I was filled with joy and a wanted to post a Facebookworthy picture of our newest family member, along with the rest of our rather large group.

As I scrolled through the feed, I saw there were so many like me who are what I call Mother’s Day orphans. These are people who celebrate Mother’s Day because they are mothers themselves, but shoulder the weight of missing their own mother because she is no longer living on this earth. Many of these good friends post memory photos of their moms with a heartfelt

missing-you message. It’s a manner of self-expression and a loving nod to those no longer with us. I love the sentiment expressed in these posts.

I press the like button quite often.

There’s just one slight rub.

I can’t find the capacity or strength to create one of my own.

It’s been more than nine years and I can’t bring myself to post a photo of my mom. I’m just not ready. I still have too many memories of Alzheimer’s and can’t get past them to get to the good memories, those pre-disease.

I know I’m not normal. But what is normal, really, when it comes to grief? I wish I didn’t feel this way, but I do.

I’m not in a constant state of mourning anymore. I don’t lie on the couch unable to get up and start my day. I’m not stymied. I get things done.

My life has moved forward. I have a granddaughter and a family I hold dear. I have my dad. I try to focus on the positive, for the most part. Except for this. Except on days like this – Mother’s Day, her birthday, my birthday, Christmas, the date she passed away and so on.

At certain times I can’t get beyond the sadness, the ugliness, to return to the memories of the happy mom I once knew. It is like a mountain I can’t climb. An obstacle too big to tackle.

I wait for time to take its course, because everyone tells me this will happen. “Time cures all things.”

After nine years I’m still waiting, although I do think it’s getting better. Maybe time will take over eventually.

I’m writing this because maybe I’m not alone. Maybe there is one

person out there who might be comforted by the fact that someone else like them is living and laughing and welcoming new loves into their life but at the same time is still is just not quite over it. Maybe someone like me continues to have trouble remembering the good over the bad or the wellness over the disease.

For now I put one foot in front of the other and love the people who are still with me here on earth. We celebrate and laugh and live life as richly as we can.

Losing my mom wasn’t the end of the world for me, but it was terrible.

Sometimes terrible stays with you.

I don’t experience it every day, but it’s still there in the corners. I’m not sure why, but I can only live my own honest reality.

It’s all any of us can do.

Lena church challenges ban on worship services Cites memo from appellate prosecutor’s office casting doubt on order’s constitutionality

A church in northwest Illinois filed a federal lawsuit seeking to block part of Gov. JB Pritzker’s stay-at-home executive order, especially its ban on public worship services.

The suit was filed by the Thomas More Society, a conservative legal advocacy group, on behalf of Pastor Steve Cassell of Most Beloved Church in Lena, in Stephenson County. The complaint argues the governor’s order violates several provisions of both the state and federal constitutions.

“The spiritual well-being of the people of Illinois is just as important as their temporal well-being during these dark times,” Peter Breen, vice president and senior counsel at the Thomas More Society, said in a news release. “Keeping liquor stores open but indefinitely shutting down churches and religious ministries violates our constitution and our most basic liberties. If liquor stores are ‘essential,’ so are churches.”

The lawsuit cites an April 21 memo from David J. Robinson, chief deputy director of the Illinois Appellate Prosecutor’s Office, to Director Patrick Delfino, in which

he argues that any local prosecutors who try to enforce the order, especially as it applies to worship services, would likely lose in court.

Robinson wrote that he drafted the document as directed by Delfino as a means for the office to preempt any “potential arguments” state’s attorneys might face from lawsuits.

“It appears that the stay-athome recommendations and social distancing are great recommendations,” Robinson stated in the memo. “Those things should be practiced; but criminal enforcement of the EO is a different question.

My research leaves me less than confident that a reviewing court will hold that the governor has the authority close businesses, [or] bar attendance at church services and assemblies in excess of 10 citizens (particularly if they are assembling to redress grievances).”

Pritzker issued the first stay-athome order on March 9 directing people to shelter at home as much as possible during the novel coronavirus public health emergency, except for conducting essential business. That order also closed

what were deemed nonessential businesses.

The restriction was originally set to expire April 7, but on April 1 he issued a second order extending it through the end of that month, and last week he announced he would extend the order further, with some modifications, through May 30.

Pritzker has said that he will leave it up to local law enforcement and local prosecutors to enforce the order at their discretion.

But the Robinson memo notes that the Illinois Emergency Management Act, which is the basis of the executive orders, specifically states the law may not be used to affect the responsibilities of police forces or firefighting forces, and therefore the orders may not go beyond the governor’s statutory authority.

The church lawsuit argues the order infringes on rights guaranteed by both the Illinois and U.S. constitutions—specifically the free exercise of religion, freedom of speech, freedom to assemble and the guaranty of due process of law.

Those are all considered “fundamental rights” under the law, which means any attempt to restrict them

will be judged under a “strict scrutiny” standard. Under that standard, the government must show that its actions are based on a compelling state interest, that the action is narrowly tailored to achieve that interest, and that the action is the least restrictive means of accomplishing the stated interest.

The lawsuit concedes the state has a compelling interest in preventing the spread of COVID-19, but it argues the executive orders are not narrowly tailored, nor are they the least restrictive means of achieving the state’s objective.

Asked about the lawsuit during his daily COVID-19 media briefing April 30, Pritzker said most faith leaders in Illinois have found creative ways to hold services by video or telephone conferences, and that the lawsuit was “a bit of an outlier.”

“But everybody has the right to sue and, you know, we’ve seen in multiple states now, people have filed lawsuits on various things having to do with the stay-at-home order, but we’re going to keep doing what we need to do to keep people safe,” Pritzker said.

A second Republican state representative on April 29 filed a lawsuit against Gov. JB Pritzker alleging he overstepped his authority in ordering Illinoisans to stay at home to prevent the spread of the novel coronavirus.

The outcome of Machesney Park Rep. John Cabello’s case could affect all state residents, as Cabello filed the suit in Winnebago County on behalf of himself and “all citizens of the state of Illinois similarly situated.”

Illinoisans’ right to “free movement”—to leave their homes and shop at a local business, for example—were “arbitrarily stripped away from them” by Pritzker’s implementation of the stay-at-home restriction, Cabello alleges.

lined by that statute is “the law of the land” and what should be governing any quarantines. “... Pritzker has perverted the emergency provisions of the (Illinois Emergency Management Act) in an effort to rip the sacred responsibility of the health and lives of the people away from where the Legislature placed it, being local control of county health departments of the (Illinois Department of Public Health), and in doing so he took complete control of

the free movement of every citizen within the state of Illinois,” according to the lawsuit.

“Even if well intentioned by Pritzker, his actions as governor have left every citizen of this state completely devoid of any procedural due process rights to protect their liberty” the document continues.

In the court filing, DeVore also takes issue with the governor’s disaster proclamations including a 30-day “arbitrarily placed” time frame.

The Illinois Emergency Management Act specifies a governor has emergency authority during a disaster for 30 days, but DeVore said it does not specify that a disaster must include an end date.

He said he believes Pritzker does not have the authority to issue successive disaster proclamations, and he suggested the Legislature should use those 30 days to determine what actions it should take to protect public health.

“They’re playing games with this type of language,” DeVore said.

“The governor’s people should appreciate there’s a lot of smart people in this state who can see this for what it’s worth.”

“No one has that authority—nobody, not the governor, not the president,” Cabello’s attorney, Thomas DeVore, said in a phone interview.

“That is the stuff of kings centuries ago. It is unconstitutional.”

DeVore is also representing Rep. Darren Bailey, a Republican from Xenia, in a similar case. On April 27, a Clay County Circuit Court judge ruled in favor of Bailey and released him from the governor’s stay-athome orders.

Cabello’s case differs from Bailey’s in that it alleges the Illinois Department of Public Health has “supreme authority” to close businesses and put residents under quarantine or isolation.

According to the statute creating the department, officials must either have an Illinoisan’s consent when doing so, or obtain a court order. The burden of proof is great—among other things, the department would need to prove to a judge that the community’s health is “significantly endangered” by the person it wants to quarantine.

Illinois House Republicans on April 27 stepped up their demands that the Pritzker administration release more information about inmates being furloughed or granted early releases from state prisons during the COVID-19 pandemic.

They also requested the governor consult more with the General Assembly about granting such releases.

“As a co-equal branch of government, we shouldn’t have to wait and learn of all of this from media reports,” Rep. Avery Bourne, of Morrisonville, said during a video news conference. “We should not have had to learn from a media report that between March 2 and April 10, there were 1,300 prison inmates who were released through executive action. As a co-equal branch of government, we should have known about this ahead of time.”

Gov. JB Pritzker issued an executive order April 6 allowing the Illinois Department of Corrections to grant medical furloughs to inmates beyond the standard 14-day limit.

But he has also used his executive authority to commute the sentences of 20 inmates since declaring a state of disaster on March 9, according to the Prisoner Review Board, and IDOC has used its administrative authority to grant early releases to hundreds of inmates to reduce the prison population and the risk of exposing both inmates and prison staff to the

virus.

Pritzker estimated that more than 1,300 inmates had been released since he issued the disaster declaration, although he said he did not have an exact number when asked at his news conference Monday.

Pritzker said previously that his goal was to release inmates who were incarcerated for relatively low-level offenses and people who were nearing the end of their prison term anyway.

But Rep. John Cabello, of Machesney Park, said the releases have gone far beyond those criteria to include 47 people convicted of murder, including at least two who had decades left on their sentences.

He specifically identified inmates Bobby Wilson and Brian Harrington, both under the age of 30. Wilson was not scheduled for release until 2049, according to IDOC records, while Harrington was scheduled to remain behind bars until 2032.

A review of their cases, though, reveals that both men were tried and convicted as adults for crimes they committed as teenagers. Wilson was released April 2, one week after the First District Appellate Court reversed his conviction on the grounds that he was too young to understand the consequences of waiving his Miranda rights.

Harrington’s attorneys and family had sought clemency for him last year, and he has been cited by the advocacy group Campaign for Youth

Justice as an example of the harshness that results from trying teens as adults.

Cabello also said lawmakers want to make sure that crime victims and their families are being properly notified when an offender is released.

“We need to make sure that the victims’ families have been notified,” he said. “And I sure hope that none of these people reoffend because I will hold this governor personally responsible if any of these folks reoffend and hurt somebody else, and I would sure hope that the rest of the state does that as well.”

But IDOC spokeswoman Lindsey Hess said in an email that crime victims and local law enforcement agencies are being notified of the releases.

“State’s attorneys receive an email notification when an incarcerated individual is released early,” she said.

“Victims are notified by the Prisoner Review Board and the (Automated Victim Notification) system sends notifications to those who register.”

Nevertheless, Republicans argued that the administration should consult with them more about decisions to grant early release and, at the least, explain the criteria being used to grant clemency and early releases.

Rep. Terri Bryant, of Murphysboro, said she is a retired employee of IDOC and remains in regular contact with counselors and other staff in the prison system who tell her there doesn’t appear to be any consistency in the standards.

“The counselors are tasked with looking at the case files of individuals and then determining who meets the criteria,” she said. “Well guess what, the criteria is changing every two or three days. So I get a glimpse of what some of that criteria is because individuals at Department of Corrections are sharing that with me. However, we as legislators don’t know what that criteria is. And I don’t think we’ll have the chance to know what the criteria is because then everyone would know how this has been shifting.”

During his daily COVID-19 media briefing Monday, Pritzker said he is willing to provide whatever information the lawmakers want.

“We’ll be happy to provide information to anyone,” he said. “I don’t have the numbers right here. I can tell you that we’ve overall reduced the population in our prisons by, I know, it’s more than 1,300. Overall, many of those were near the end of their terms or actually their sentences were up, but also many of them were under this program of either medical furloughs due to COVID-19 or other reasons for pardons or commutations on my part.”

IDOC spokeswoman Hess noted that the department has statutory authority to place offenders on electronic detention or award earned “discretionary credit” in order to reduce an inmate’s sentence. A list of all of the discretionary credits granted since March 1 is posted on the IDOC website.

Another 81,000 Illinoisans file unemployment claims

Unemployment in Illinois and the U.S. continues to balloon amid the novel coronavirus pandemic.

The state reported 81,596 first-time claims in the week ending April 25, during which time more than 3.8 million claims were submitted nationally.

That means more than 800,000 Illinoisans filed for unemployment since March 21, and 681,041 drew unemployment benefits during the week ending April 25. According to the U.S. Bureau of Labor Statistics, that is about 10.7 percent of Illinois’ civilian work force.

The claims from March 1 to April 25 this year were more than 10 times those made in the same period last year, when approximately 69,000 total claims were field in Illinois.

This is the first time in five weeks that the number of initial claims in Illinois fell under 100,000. The peak was the week of April 4, when 201,041 initial claims were made.

Nationally, more than 30 million people have filed jobless claims since the beginning of the pandemic.

The seasonally adjusted unemployment rate of 12.4 percent for the week ending April 18 was an increase of 1.5 percent from the previous week, once again marking the highest figure in the history of the metric.

The more than 81,000 claims filed in Illinois last week mark a decrease of about 21,000 from the week prior. The four-week moving average for claims was 131,683, according to the Illinois

Department of Employment Security.

Despite several reports of people continuing to have difficulty accessing unemployment, Gov. J.B. Pritzker said IDES has ramped up its capacity for its website and its ability to take phone calls. At his daily news briefing on COVID-19 April 30, he took questions on the ongoing issues.

“There’s no doubt the system started out unprepared for this unprecedented level of filings,” Pritzker said. “But at this point, I must say, the ability to connect online is available to everyone.”

Pritzker said some people might have difficulty getting through the system if they previously filed a fraudulent claim, there were “challenges to the veracity of certain aspects of the forms that they filed,” or they had forgotten their password. But he said it is working “reasonably well” considering the unprecedented number of claims it is receiving.

He also said there are “many more people answering phones” in response to the increase in filings, and “many of them are working overtime weekends and so on to get done what they need to.”

Of note, Illinois has not yet set up its pandemic unemployment assistance system, which would apply to groups not normally covered by unemployment insurance, such as independent contractors, the self-employed and freelancers.

These federally-paid benefits would last for up to 39 weeks, but that program is not expected to be up and running until the week of May 11. The

state is contracting with the private firm Deloitte to complete the system.

Earlier last week, the Freelancers Union called on the state to expedite the process and provide lines of zero-interest credit in the meantime.

“We are facing the greatest crisis to the freelance workforce in modern history,” Rafael Espinal, the union’s president said. “I have heard from thousands of freelancers who are losing gigs due to COVID-19. They’re unsure of how they will be able to pay the bills. The governor must do everything in his power to guarantee freelancers will get the unemployment benefits that were secured for them in the CARES Act as soon as possible. The slow rollout of benefits for freelance workers further highlights the need for the government to focus on supporting its independent

workforce.”

IDES processes more than 830,000 unemployment claims in last eight weeks Editor’s note: The following was provided by the Illinois Department of Employment Security.

The Illinois Department of Employment Security (IDES) today released new statewide data showing the department processed 81,596 new initial unemployment claims for the week ending April 25 and has now processed more than 830,000 initial unemployment claims from March 1 through April 25. This is 10 times the number of claims the department processed over the same period last year, when IDES processed just 69,000 initial unemployment claims.

Illinois is beginning to experience a slight decline in the number of new initial claims since its peak of more than 100,000 processed claims on March 21. Statewide unemployment claims data, which reflects activity for the week prior, will be available on the IDES website every Thursday afternoon.

To manage the unprecedented demand, IDES worked quickly to overhaul its website infrastructure, expanded web and call center capacity, and secured third party vendor partnerships to further implement and streamline new programs that enhance filing capabilities. The department is also standing up a virtual call center, that will nearly double current call center capacity with Illinois-based call center representatives.

Golfers return to Sugar Creek, which has reopened, with restrictions Villa Park course had been closed since March; clubhouse, driving range and putting green remain closed; Players must reserve tee times online

Villa Park’s Sugar Creek Golf Course, which had been closed since the middle of March because of the COVID-19 pandemic, re-opened on Friday, May 1.

Gov. JB Pritzker’s recent extension of the stay-at-home order (through May 30) allowed for golf courses in Illinois to open on May 1, with a variety of precautions and restrictions designed to maintain social distancing.

Sugar Creek Golf Course, a 9-hole, par-32 layout located at 500 E. Van Buren St., is open year-round, weather permitting. Cory Ferrell, Sugar Creek’s head professional, noted the course was busy during some pleasant weather days in late February and early March. Then came the pandemic.

Speaking on Saturday while checking in players, Ferrell said golfers were excited to return to the course.

“We are booked solid today,” said Ferrell. “I think the majority of golfers who are coming out here are so excited to have an opportunity to go out and do something other than walking on a trail or around a lake.

The golf course is in fantastic shape.

Our superintendent, Kevin Goss, has done a great job with minimal staff of maintaining the greens, the tees and the fairways.”

While the course has re-opened, there are many restrictions in place that affect the customary golfing experience. According to the restrictions set by the state, courses must require online or telephone bookings, and golfers shall be grouped in no more than two players—groups of three or four players are prohibited.

No leagues, outings or permanent tee times are available while the current restrictions are in place.

Players who want to book a tee time at Sugar Creek must book it online through the course’s website— sugarcreekgolfcourse.org.

Players will pay online, as Sugar Creek’s clubhouse is closed. Courses are required to operate at minimum staff levels.

Golfers who reserve tee times must arrive no earlier than 30 minutes before their scheduled tee times.

Players must put their golf shoes on at their vehicles.

There are 15 minutes between tee times, and players must adhere to social distancing guidelines. Handshakes are prohibited.

Players are advised to bring their own water and snacks. The state requires that all drinking water jugs be

Sugar Creek’s driving range and putting green are closed. There is no food or beverage service with the clubhouse closed, and beverage and snack carts are prohibited. Rentals of golf carts and pull carts are also prohibited. Players are allowed to use their own pull carts.

Ferrell said that under the current rules, everyone has to be off of the Sugar Creek course by 6 p.m.

While the Sugar Creek course was wet from the recent rains when it reopened on May 1, Ferrell stated there were no issues.

“There were the certain usual trouble areas, but there weren’t any problems,” Ferrell said. “Everybody was just excited to get out and enjoy the day.”

Hildreth guided the Willowbrook football team to an 11-2 record during the memorable 2019 season.

The Warriors went 8-1 during the regular season. They posted a perfect 6-0 West Suburban Gold Conference record to win the conference title for the third straight year. Willowbrook is undefeated in conference play in each of the last three seasons.

The Warriors won three playoff games to advance to the IHSA Class 7A semifinals. Willowbrook’s 2019 season ended with a semifinal loss to Mt. Carmel—the eventual Class 7A state champion.

Willowbrook head football coach Nick Hildreth issued a recent message to the school’s Class of 2020. “You do not deserve this end to your high school career,” said Hildreth, referring to the unprecedented situation caused by the COVID-19 pandemic. Willowbrook has been closed to on-site instruction since the end of classes on March 13. Since then, all school activities, including the commencement service of May 17, have been canceled. Willowbrook may hold an in-person graduation ceremony for the Class of 2020 at a later date. The school will hold a virtual service for this year’s graduating class on May 17. Willowbrook senior K’Aliyha Herron announced last week that she will continue her athletic and academic careers at Concordia University Chicago.

A standout for Willowbrook’s girls basketball team, Herron was named to the 2019-20 West Suburban Gold Conference’s all-conference team. The Warriors finished second in the West Suburban Gold Conference standings with their record of 9-3. Willowbrook turned in an overall record of 15-14.

Herron set a new program record of steals in a season by making 150 steals during her senior campaign. She completed her Willowbrook career with a program-leading 253 steals.
