The two suspects, identified later as Dallas Dabney, 25, of Broadview, and Antonio Protho, 19, of Chicago, fled the scene in the victim’s vehicle with Protho driving, police said.

It is further alleged that vehicle in line behind the victim, driven by an unknown accomplice, pulled away and fled the scene as well. While the responding officer was at the scene, another Lombard officer observed the allegedly stolen vehicle traveling eastbound on Roosevelt Road at a high rate of speed. A brief pursuit of the vehicle, during which speeds approached 100 mph according to police, was terminated for officer safety.

Edward-Elmhurst Health daffodil project puts hope on display Every day, officials provide updates on the number of new cases and the number of people who have died from COVID-19.

“It’s also important to shine a light on how many people are recovering from COVID-19 and

leaving the hospital,” said Mary Lou Mastro, president and system CEO of Edward-Elmhurst Health.

Each inpatient with COVID-19 discharged from Edward Hospital in Naperville or Elmhurst Hospital is now recognized with a 24-inch, decorative daffodil lawn ornament outside our hospitals.

banners showing the total number of patients with coronavirus discharged system-wide and will update it daily.

Traditionally a symbol of rebirth and new beginnings, the daffodils provide an uplifting representation of those who are winning the fight against this deadly virus.

charge with a daffodil puts hope on display,” Mastro said.

In addition, each COVID-19 inpatient who is being discharged will leave the hospital with a real daffodil and note of encouragement as well.

To date, Edward-Elmhurst Health has discharged more than 300 patients who were treated for

coronavirus.

“Watch as the fields of daffodils — and the number of patients who are healing and recovering — grow over the coming weeks,” Mastro said.

For more than 50 years, the Bensenville community has cared about its residents without sufficient food on their table.

What began as an ecumenical ministry of our faith communities has grown to be supported by the entire community – churches, local businesses, individuals, grocery stores, corporations, school districts, social organizations, civic organiza-

tions, etc. In 2019 we established our own 501(c)(3) as a community-wide, non-profit organization and our Board of Directors as well as our volunteers reflect this community-wide support.

The Bensenville-Wood Dale Food Pantry is normally open from 8:30 – 11 a.m. on Wednesdays and Saturdays serving around 200 people a week with 15-20 volunteers working five days a week to collect, organize,

and distribute food. Clients are able to select their own food as in a grocery store. Clients self-identify that they are in need of food – support is not based on income levels.

With the COVID-19 pandemic and shelter-in-place decree, the Food Pantry is now open 8:30-11 a.m. on Saturdays only – serving around 500 people a week with 8-10 volunteers working five days a week to collect,

Personal protection equipment (PPE), such as masks and gloves, is worn by all volunteers at all times. Clients are given pre-packaged bags of dry goods, produce, dairy, meat, bread/desserts, and (when available) personal-hygiene products and household cleansers.

In addition to the community support offered at the Food Pantry primary location on Center St., 50 to 80 bags/boxes each are prepared regularly for distribution at Castle Towers, Fenton High School, Wood Dale Jr. High School and District #2 schools.

Financial donations to the Food Pantry allow for purchases through Northern Illinois Food Bank (NIFB), where each dollar donated translates to $8 of food/products if purchased at retail stores. Donations can be made via checks or e-giving, please see address and website above.

(Continued from page 3) “It is important to understand that there are currently no FDA-approved medications for the treatment of the coronavirus,” Williams said. “All medications that are currently being used are being done so based on clinical experience gained from treating other diseases.”

Information coming from other parts of the world, such as China and South Korea, is being considered when making decisions about which medications to use and when.

“New information is being disseminated daily,” Williams said. “This new information is constantly being reviewed and evaluated to determine if and when we should incorporate new medications into our treatment decisions and when we should alter what is currently being done.”

Current treatment for mild to moderate COVID-19 symptoms may include supportive care such as hydration (IV fluids), pain and fever control, and breathing treatments.

Sometimes antibiotics are used to treat concurrent bacterial infections, according to Williams.

There is some information cautioning patients about taking non-steroidal anti-inflammatory medications, such as ibuprofen (Motrin) and naproxen (Aleve). This information has not been studied or confirmed and therefore, it is difficult to make a recommendation, according to Williams. Acetaminophen (Tylenol) is an effective medication for mild pain and fever control.

Patients with more severe symptoms are typically admitted to the hospital and treated with various medications to slow the progression of the disease and relieve symptoms.

Some patients need supplementary oxygen and mechanical ventilation support.

Vaccine could take up to two years to develop Many are wondering when a vaccine to prevent COVID-19 will become available.

“It typically takes 18-24 months to develop a safe and effective vaccine,” Williams said. “We are all hoping that this time frame will be shortened but there are no guarantees of when a vaccine will be available.”

Doctors continue to emphasize the importance of infection prevention and control measures to slow the spread of the virus.

“For now, our best defense is social distancing and limiting your exposure to others to prevent transmission of the virus,” he said. “Stay hydrated, get plenty of rest, eat healthy foods and isolate yourself as much as possible.”

Williams noted that treatment information is changing daily and medications are being added and removed based on evolving experience and information about COVID-19.

Fortunately, most people who become ill with COVID-19 will be able to recover at home. However, a person should seek immediate medical attention if they begin to experience more severe symptoms, such as an elevated fever, shortness of breath and/or trouble breathing.

Stay-at-home order to be extended through May

Gov. JB Pritzker said April 23 that Illinois’ novel coronavirus data necessitated an extension of his stay-athome order through the end of May. The current executive order will expire May 1, at which time an order with “some modifications” will take effect.

• Masks will be mandatory for all residents above the age of 2, who can “medically tolerate a face covering,” when in a public place, the governor said.

• State parks will begin to open, although social distancing measures must be obeyed in them.

• Retail stores not currently deemed “essential businesses” will be allowed to take customer orders online or over the phone and can fulfill them by delivery or pick-up.

• New social distancing guidance is planned for essential businesses as well, which also in May must adhere to a new cap on customers allowed inside at one time.

• Illinoisans forced to postpone surgeries and tests so hospitals could increase capacity for COVID-19 patients will be able to begin rescheduling some of them. Both Pritzker and Illinois Department of Public Health Director Dr. Ngozi Ezike declined to specify which procedures are still under a moratorium.

Before health care centers can begin performing surgeries, their officials must meet the state health department’s “exact specifications,” Pritzker said. Hospitals must have enough personal protective gear and ensure bed capacity is sufficient to handle new COVID-19 patients. Potential procedure recipients must also be proven to not have the virus.

“I know that even with these changes, this stay-at-home order leaves many restrictions in place and in the coming weeks, as we get to the point of working our way down the other side of the peak, there will be more to do to get people back to work and open up even more,” Pritzker said.

“Understand that these are not choices that are made arbitrarily,” he added. “These changes are what data says we can offer the people of Illinois without risking so much viral

transmission that our hospitals will again become or potentially become overrun.”

The governor warned March and April’s restrictions will be implemented again if residents are found to be “breaking the rules.”

IDPH reported the state has over 36,000 confirmed cases of COVID-19, up by 1,826 from April 22 as 8,970 test results were reported in the past 24 hours—the second-largest single-day increase. The virus has been confirmed in 96 of Illinois’ 102 counties.

That data is only one resource Pritzker said he consults when making novel coronavirus-related decisions. He also checks the number of Illinoisans who are hospitalized, in an intensive care unit and on a ventilator.

All that information is compiled by a “cohort” of experts recruited to serve in the state’s modeling group, the governor said. The group is tasked with analyzing daily statistics and developing a projection for how many new cases and deaths will occur in Illinois over time.

Pritzker said he uses more than one model, each of which changes as new data is collected, to arrive at the best decision. They become more accurate over time.

“There is no crystal ball available to us—there are only estimates,” the governor said. “... A model is an imperfect tool that we use to add context to the actual numbers that we can chart every day—cases, fatalities, hospitalizations, positive test results, ventilator and ICU usage.”

Developing a projection is also difficult, said Nigel Goldenfeld, a professor at the University of Illinois at Urbana-Champaign and director of the National Aeronautics and Space Administration’s Astrobiology Institute for Universal Biology.

“Modeling an epidemic is rather like modeling the trajectory of a rocket, when you don’t know where it started from, what direction it was pointing and how much fuel is aboard the rocket,” Goldenfeld said.

“Modeling an epidemic is not rocket science — it’s harder.”

Lawmaker sues Pritzker, COVID-19 alleges improper use updates for DuPage County of emergency powers As of 11 a.m. on Sunday, April 26, there were 2,447 total cases among DuPage County residents, including 131 deaths.

Of those 492 were outbreakassociated, while 1,955 were not. Since Saturday, there were 97 new cases and four deaths reported.

Governor’s state of emergency should last for only 30 days, according to lawsuit

Gov. JB Pritzker’s state of emergency should have expired April 8, an Illinois lawmaker says in a lawsuit, rendering improper his subsequent actions related to the novel coronavirus pandemic.

Republican Rep. Darren Bailey, of Xenia, said during a video news conference April 24 he does not dispute COVID-19 is a public health crisis.

But he says the governor overstepped authority granted to him by the Illinois Emergency Management Act. According to his lawsuit, filed April 23, the act grants a governor emergency powers for only 30 days to ensure “a quick response to a disaster.” During that time, the Legislature has “ample time to convene and address whether any laws need to be codified to further protect the health, safety and welfare” of residents.

Pritzker established a state of emergency on March 9 for “a period not to exceed 30 days,” according to statute.

His stay-at-home order was instituted March 20 to slow the spread of COVID-19.

On April 1, the governor announced the novel coronavirus pandemic was a “continuing public health emergency,” and signed an order extending the disaster proclamation.

Bailey’s attorney, Thomas Devore, said April 24 that Illinois law does not allow for that action. He is asking a state court to agree that Pritzker’s emergency powers should have lapsed April 8, and to deem all subsequent proclamations and orders invalid.

“Pritzker seemingly believes he can issue continuing proclamations recognizing the same COVID-19 pandemic as a ‘continuing disaster’ every 30 days whereby he can continually invoke the emergency powers of the Illinois Emergency Management Act into perpetuity,” DeVore wrote in a court filing.

“If the Legislature intended to delegate the Office of the Governor the emergency powers for the complete duration of a continuing disaster they would have written as much into the (act),” he added.

The lawsuit applies to only Bailey—meaning it seeks to release the representative from Illinois’ stay-at-

home restriction—but any judicial action is likely to apply to all state residents.

Pritzker, in response to a reporter’s question about the lawsuit on April 24, said COVID-19 qualifies as an emergency and pointed out the federal government’s disaster proclamation is still active.

“Frankly, I think that a lawsuit about whether or not this is an emergency is a political maneuver at a time when we probably shouldn’t be dealing with politics but rather simply addressing the emergency that, no matter what political party you belong to … you are subject to,” he said.

A spokesperson for the attorney general’s office, which is representing Pritzker in court, said it is “reviewing the lawsuit.”

Bailey said that while the current political climate might suggest his lawsuit was politically motivated, he said that is not the case.

“The people that know me in the 109th district ... know something different,” he said. “They know I’m passionate about this. They know that I’m in this for my family, I’m in this to restore Illinois,” Bailey said. “... I know that’s a good political stump speech, but you’re just going to have to get to know me a little bit better to realize I don’t play games. I grab a hold of opportunity when opportunity comes and that’s what I’m doing here.”

Bailey and DeVore are also asking the court to urge lawmakers to address this. There is no concession in law allowing for the General Assembly to meet remotely or by a video conference, for example, so the 177 members would need to convene in person.

Pritzker on April 24 said legislators are considered essential under his order, so they are permitted to return to Springfield in consultation with the Illinois Department of Public Health.

How and when that happens is up to Senate and House leaders.

There was a hearing scheduled Monday in Clay County court. DeVore said the speed with which this case progresses is dependent on what tactic the attorney general’s office takes.

Bailey added he is paying for the lawsuit personally, not with campaign funds.

Meat supply chain begins to feel effects of COVID-19 Packing, labor issues affect abundance and availability of products

The meat supply chain, which was running at full capacity at the start of the COVID-19 pandemic, is now taking a hit as the disease infects plant workers and threatens the livestock industry’s ability to keep up with high demand.

The spread of coronavirus through employees at some of the nation’s largest meat plants could slow the flow of food, depending on how long plant closures last. At the same time, other plants that normally supply the food service industry with larger quantities of food are not equipped to distribute smaller packages suitable for grocery stores.

“When one section of the supply chain has a slowdown or complete shutdown, it bottlenecks the rest of the system,” Illinois Farm Bureau President Richard Guebert, Jr. said.

“With highly perishable products like milk or vegetables, the bottleneck is slowing down the process longer than the items have in shelf life.”

One of the nation’s largest pork processing plants, a Smithfield Foods facility in Sioux Falls, S.D., shut down earlier this month because of a COVID-19 outbreak, taking 130 million weekly servings of food out of the supply chain. The closure also idled plants in Missouri and Wisconsin that rely on the Sioux Falls

plant’s raw materials.

On April 20, food processing company JBS shut down a Minnesota processing plant that produces about 5 percent of the nation’s pork.

Tyson Foods has also shut down an Iowa facility that produces 2 percent of U.S. pork.

Those four closures represent 10 to 15 percent of U.S. pork processing, said Illinois Pork Producers Association Executive Director Jennifer Tirey.

“That just creates a bottleneck for all the other packers, because they try to move those hogs to their other facilities,” she said.

Of the three major pork facilities in Illinois, one is operated by JBS in Beardstown and another, in Monmouth, is operated by Smithfield Foods. The third major facility in the state is the Agar-operated Rantoul Foods in Rantoul.

While Tirey said the plants are experiencing disruptions, they remain in operation. There were, however, three employees at the Monmouth plant who tested positive for COVID-19.

Tirey said the bottlenecked supply chain dropped the number of pigs processed in the U.S. on April 20 to 370,000, down from 415,000 only a couple days before.

“Just losing those couple processing plants in neighboring states brings the overall total down,” she said.

Tirey added, though, that she

does not expect the amount of pork in supermarkets will decrease, for now. Instead, she said, shortages at supermarkets should be attributed to consumers’ heightened demand for meat.

Tirey also said that Illinois pork plants, including the one in Monmouth, have stepped up their safety protocols, including social distancing, daily temperature checks for employees and requiring workers to wear personal protective equipment (PPE).

Meanwhile, farms in some parts of the country have an oversupply of their products. The inability to bridge the gap between farmers growing produce, milk and meat with the growing number of needy consumers has not been from a lack of trying, Guebert said.

Illinois Farm Bureau and the Illinois Farm Bureau Young Leader Committee recently wrapped up a 16-day fundraising campaign that raised a total of $26,000 for eight food banks that serve Illinoisans.

County Farm Bureaus in six northern Illinois counties donated $5,000 worth of milk—nearly 2,000 gallons—to 30 food pantries in those counties.

And the American Farm Bureau Federation is working with the U.S. Department of Agriculture to purchase products from farmers who have lost other markets during the pandemic and redirect them to food banks.

“It isn’t that the food isn’t there,” the Illinois Farm Bureau’s associate director of food systems development, Raghela Scavuzzo, said.

“What we are facing is a readjusting of the distribution system. That takes time. More time than any of us would like.”

Guebert said farmers would prefer to donate their products to those who need them rather than dispose of them on the farm. But food pantries’ capacity to store products with short shelf lives is limited.

“It’s heartbreaking for farmers whenever they’re forced to dispose of products,” he said. “Many farmers do not know where their income is going to come from during this time, but believe me, they would rather find a home for these products.”

Many food banks are based on repackaging bulk loads of products into smaller amounts to be distributed individually. But the volunteer base that performs that work has largely dried up because of social distancing guidelines.

Other barriers stand in the way of getting meat and dairy products from farm to fork.

The facilities that package eggs, milk and cheese, for example, are set up to distribute more than half of those products to food service sectors. Eggs are typically delivered in either liquid form or in 15-dozen quantities. Cheese might be delivered to a pizzeria in 10-pound bags, not the 8-ounce bags a shopper

would buy at the grocery store.

And large amounts of milk would ordinarily be packaged in half-pint cartons for students eating lunch at school, not the gallon jugs that have been subject to rationing at many supermarkets.

“Approximately 60 percent to 65 percent of product from farms typically goes into the food service industry—restaurants, hotels, schools and cafeterias,” Scavuzzo said. “The way in which these businesses purchase food is very different than what goes into a retail space or what the food banks are needing due to their labor barriers.”

Some relief is coming to farmers struggling from low demand, supply chain crises and low prices after the federal government on Friday announced a COVID-19 agricultural aid package.

The USDA will provide $16 billion in direct payments to farmers and ranchers, including $9.6 billion for the livestock industry.

Producers will be compensated for 85 percent of price losses from Jan. 1 through April 15. Compensation will then decrease to 30 percent of prices losses through the next two quarters.

The USDA says another $873 million will go toward purchasing agricultural products to be sent to food banks. This is on top of $600 million of previous COVID-19 relief money set to food banks to purchase food.

Another 102,000 Illinoisans file first-time jobless claims amid COVID-19 pandemic

The Illinois Department of Employment Security said April 23 that 4.4 million Americans filed first-time unemployment claims during the week that ended April 18, including 102,936 workers in Illinois.

According to the U.S. Department of Labor, 520,227 workers in Illinois, or 8.2 percent of the state’s civilian labor force, drew unemployment benefits during the week.

That news came during the fifth week of a statewide stay-at-home order that Gov. JB Pritzker issued to control the spread of COVID-19, an order that forced nonessential businesses such as bars, restaurants and many retail outlets to close.

That order had been scheduled to expire on April 30, but Pritzker announced April 23 that a modified stay-at-home order allowing some businesses to reopen will remain in place through Saturday, May 30.

Under the modified order, which is takes effect May 1, hospitals will be allowed to resume surgeries that have been delayed and elective procedures on patients who test negative for COVID-19.

The health care industry has seen a sharp rise in unemployment during the pandemic as hospitals and outpatient clinics have been forced to cancel or delay elective procedures, which are a major source of their revenue.

coverings to all employees who aren’t able to maintain a six-foot social distance, occupancy limits and precautions such as staggering shifts and operating only essential lines for manufacturers.

Also, garden centers and nurseries will be considered essential businesses and can reopen, although they will have to follow social distancing requirements and they must require employees and customers to wear face coverings. Animal grooming services will also be allowed to reopen.

Nonessential retail stores will be allowed to reopen to fulfill telephone and online orders for pick-up outside the store or for delivery.

Golf courses will also be allowed to reopen, although they will be required to establish social distancing requirements under state guidance. State parks will reopen in phases, although boating and

fishing will be limited to groups of no more than two.

It wasn’t immediately clear April 23 how significant an impact the revised stay-at-home order will have on the state’s overall unemployment rate. The Department of Labor will report official unemployment figures for April in midMay. The changes announced by Pritzker represent many of the changes that Republicans in the General Assembly have been urging him to make in recent days. Some Republicans, however, wanted even further easing of restrictions, such as allowing small, independent retailers, barber shops and hair salons to reopen as long as they follow health guidelines and limit the number of people in the store at one time.

have been unfair to small, independent retailers because, for example, shoe stores are considered nonessential businesses while big-box retailers like Walmart and Target, which also sell shoes, have been allowed to remain open.

Pritzker, however, said that without the social distancing measures, COVID-19 would have spread much faster, causing many more deaths and overwhelming the state’s hospital capacity. He also said that while hospitalizations and deaths have begun to decline, there are still enough infected people in the state to cause a second wave of the disease if the restrictions were removed entirely.

Pritzker also said that he had listened to other elected officials from both parties as well as Illinois business leaders and medical experts from throughout the world.

“My intention, as always, is to put your health and safety first as we make some practical adjustments based on what we’ve learned in the first five weeks of the stayat-home order,” he said.

House Minority Leader Jim Durkin called the modified order a “first step” in moving the state forward.

“I want Illinoisans to know that the Executive Order is not final, but it is a working document subject to change,” Durkin said in a statement April 23.

“While I am pleased with today’s actions, we must do more to restore economic vitality of the state while maintaining the health and safety of our citizens.”

Third-party candidates’ ballot access rules officially loosened Federal judge grants more time and allows fewer signatures during pandemic

A federal judge’s ruling April 23 made official what Capitol News Illinois reported earlier last week: Requirements for third-party candidates to be on November ballots in the state will be loosened this election cycle.

Rebecca Pallmeyer, chief judge of the Northern District federal court, agreed with the state’s Libertarian and Green parties that stay-at-home and social distancing requirements in Illinois have made gathering the required number of petition signatures by June 22 “practically impossible.”

The parties filed a lawsuit on April 2, and attorneys for Gov. JB Pritzker and the Illinois State Board of Elections acknowledged in a court filing “the need for some accommodations.”

Because both the Libertarian and Green parties are considered “new” under state election rules, their candidates must obtain a greater number of signatures than those with “established” parties—typically, Democrats and Republicans.

Those same regulations dictate “new” party and independent candidates have from March 24 until June 22 to gather enough signatures—in person with a campaign worker watching—to qualify for inclusion on the Nov. 3 general election ballot.

Pritzker instituted his stay-athome order March 20, and announced April 23 it will extend through at least May 30.

“The combined effect of the restrictions on public gatherings imposed by Illinois’ stay-at-home order and the usual in-person signature requirements in the Illinois Election Code is a nearly insurmountable hurdle for new party and independent candidates attempting to have their names placed on the general election ballot,” Judge Pallmeyer wrote in her opinion.

For only this election cycle, petition signatures may be collected remotely, Pallmeyer ordered. Candidates may mail voters a petition or share a digital file online or by email. Voters then are able to print it out, sign it and either send a hard copy to the candidate through the mail or electronically in an emailed attachment or as a photograph.

Voters can also electronically sign the forms from their smartphone, with a computer mouse or using a laptop’s trackpad.

The deadline for candidates to submit signatures to the Board of Elections was pushed by Pallmeyer to Aug. 7, more than six weeks after the deadline established by law.

Also, the number of signatures that candidates with third parties are required to gather was cut by 90 percent.

Independents or those in a “new” party needed at least 25,000 signatures to run for president or a seat in the U.S. Senate. Under Pallmeyer’s terms, the minimum required number of signatures is 2,500.

To allow Illinois residents to engage in some outdoor activities, the Illinois Department of Natural Resources (IDNR) will reopen select state parks, recreation areas fish and wildlife areas and trails beginning May 1.

Visitors to the reopened sites will be required to comply with social distancing guidelines and other COVID-19 best practices.

The IDNR sites that will reopen May 1are listed below. All other IDNR sites, including state historic sites, will remain closed until further notice.

Visitors to reopened IDNR sites should bring alcohol-based hand sanitizer (containing at least 60 percent alcohol) and face coverings. Additional health and safety guidelines include: • Practice social distancing by keeping at least six feet of distance between yourself and others; • Please stay home if you are sick or feeling any symptoms, such as fever, coughing, troubled breathing,

ballot either in 2016 or 2018 immediately qualify for inclusion on the 2020 ballot.

According to the State Board of Elections, the parties are able to nominate a candidate to run for president and the U.S. Senate.

Also, Green Party candidates are able to choose a candidate to run in the 5th and 12th Congressional district races.

“The court is satisfied that the ... order will ameliorate (the parties’) difficulty meeting the statutory signature requirement due to the COVID-19 restrictions,” Pallmeyer wrote in her opinion, “ ... while accommodating the state’s legitimate interest in ensuring that only parties with a measurable modicum of public support will gain access to the 2020 general election ballot.”

The judge, in her opinion, added “numerous states” reduced the signature requirement for candidates, including Michigan, New York and Massachusetts.

A compromise ruling The final decision is not one that the political parties, nor the state, requested as the lawsuit proceedings began.

The Libertarian and Green parties wanted Illinois’ signature collection mandates to be waived or suspended this general election cycle. And if that was not possible, they wanted the state to develop fair, reasonable rules for candidates

to meet petition signature requirements during the coronavirus pandemic.

“Although we appreciate the extraordinary and challenging circumstances from which this case arises, the fact is that it’s the state’s obligation to provide a procedure, a constitutional procedure, by which candidates can demonstrate that they have the modicum of support necessary to qualify for the ballot,” Oliver Hall, the parties’ attorney and founder of the Center for Competitive Democracy, said in a court hearing, according to a transcript.

Attorneys for Pritzker and the elections board initially proposed allowing electronic petition submissions of hand-written signatures, maintaining the June 22 deadline and reducing the number of signatures by 50 percent.

The Board of Elections was “very concerned” about pushing that deadline to Aug. 7, its representative Michael Kasper said, according to a court transcript.

“That bumps up against the other statutory deadlines and the deadlines imposed to get military ballots out under federal law,” he said.

Representatives of all parties said the judge’s decision addresses their concerns.

“In general, we think Judge Pallmeyer’s order is a well-reasoned and fair resolution of the difficult issues raised by this case, and that it provides the plaintiffs with sub-

stantial relief,” Hall said in a statement.

A spokesperson for the State Board of Elections said its directors “think the order serves the best interests of all parties involved.”

A spokesperson for the attorney general’s office, which represented Pritzker, said the opinion is being reviewed and options evaluated. A spokesperson for the governor’s office said Pritzker “supports an open and fair electoral process.”

“In light of the fact that the period for these candidates to gather signatures is occurring during the COVID-19 pandemic, the governor supports the court’s order allowing candidates additional means to obtain actual signatures for their ballot petitions, such as through email, and additional time in which to submit those petitions,” the spokesperson said in an email.

One aspect absent from Pallemeyer’s order is a mandate that the State Board of Elections notifies voters of the ballot requirement changes—namely that voters will be contacted by candidates to electronically sign their petitions.

Sam Cahnman, an attorney representing an independent candidate for president who joined the lawsuit later, said the elections board should “at a minimum post a big alert on the opening page of their website, alerting readers to the new rules ordered by the court.”

It is alleged that between October 22 and October 24, 2019, Navejar contacted the girl in an attempt to seduce the girl to commit a sexual act with Navejar. Once authorities at the school were alerted to the alleged communications, they alerted the Downers Grove Police

Department, whose investigation led to the charges against Navejar.

“The allegations against Mr. Nevejar are, in a word, disgusting,” Berlin said. “Instead of protecting students, Mr. Navejar allegedly tried to engage in sexual activity with an underage girl to satisfy his sick sexual desires. Sexual predators are among the most vile in our society and anyone accused of such behavior, as alleged in this case, will find themselves looking at significant charges..”

IHSA makes it official—2020 spring state tournaments are canceled IHSA does allow for the chance of spring teams playing a contest this summer

The Illinois High School Association (IHSA) declared last week its decision to cancel all of its spring state tournaments because of the COVID-19 pandemic. The decision by the IHSA, which oversees high school athletics in Illinois, ended the slim chance of truncated 2020 high school spring sports seasons in the state.

The IHSA Board of Directors met via a video conference call on April 21. During that meeting, the board announced its decision to cancel all of its spring state tournaments.

The cancellation came four days after Gov. JB Pritzker and the Illinois State Board of Education (ISBE) announced that all K-12 schools in Illinois would be closed to on-site instruction for the rest of the current school year.

“We support the decision by Governor Pritzker and the Illinois State Board of Education, and given the logistics, we simply felt we could not conduct state tournaments that meet the expectations of our member schools this spring,” said IHSA Ex-

ecutive Director Craig Anderson in a statement announcing the IHSA’s April 21 decision. “As disappointing as it may be for students, it is the right decision for their health and safety, as well as for the health and safety of the general public, as we cope with this unprecedented pandemic.”

Glenbard East High School and Willowbrook High School both compete in nine spring sports—girls badminton, boys gymnastics, boys and girls track and field, girls soccer, boys tennis, boys volleyball, baseball and softball.

All of those teams had begun practicing for their spring seasons when Pritzker issued his March 13 order to close all K-12 schools in the state through March 30. Pritzker subsequently extended the closure through April 7, then through April 30. On April 17, he announced that all K-12 schools in the state would be closed for the remainder of the 2019-20 school year.

Most of the area’s spring sports teams were a few days away from their first competition of the season when Pritzker issued the initial

March 13 order to close schools.

Glenbard East and Willowbrook’s spring teams held their final practices on March 12. All afterschool activities were canceled after regular classes on March 13.

None of the area’s high school spring teams are participating in any practices or competitions while school buildings are closed. The Illinois State Superintendent of Schools stated last month that no IHSA member school should organize any spring sports practices or games while the state’s high schools are closed.

The governor’s April 17 announcement that all of the state’s school buildings would be closed for the rest of the school year all but ended the hopes of salvaging high school spring sports seasons in 2020. In early April, the IHSA announced it was exploring the possibility of truncated spring seasons and extending state tournaments into late June. At the time of that announcement, the IHSA noted that if school buildings didn’t open for the rest of the school year, all spring sports would probably be canceled.

A spring without a season The Willowbrook girls soccer team was looking forward to the 2020 season, but the COVID-19 pandemic has kept the Warriors on the sidelines. The Willowbrook team had about two weeks of practice before Gov. JB Pritzker issued his March 13 order to close all K-12 schools in Illinois through March 30. The closures were then extended through April 7, and April 30. Pritzker recently ordered the closure to continue through the rest of the current school year. Last week, the IHSA announced that it was canceling all of its 2020 spring state tournaments. “It’s a shame,” said Willowbrook coach Julio Del Real of the lack of a typical season. “It’s breaking my heart.” The Warriors last practiced on March 12—five days before they were supposed to play their first match of the season.

The IHSA’s 2020 state badminton tournament was scheduled to take place May 15-16. The state tournament in boys gymnastics was also scheduled for May 15-16. The girls track and field state tournament was supposed to be held May 21-23, while the track and field state tournament for boys was scheduled for the following week—May 28-30. The state tournament in boys tennis was supposed to take place May 28-30.

The IHSA’s Class 2A and Class 3A state tournaments in girls soccer were supposed to be held June 5-6. The state tournament in boys volleyball was also scheduled for the weekend of June 5-6. The Class 3A and Class 4A state tournaments in both baseball and softball were supposed to take place the weekend of June 12-13.

Pritzker’s April 17 announcement that school buildings would be closed for the rest of the school year essentially eliminated the hopes for shortened spring seasons that included state tournaments and ended by the end of June.

The IHSA’s April 21 announcement canceling its spring tourna-

ments did refer to the possibility of opportunities for schools to “conduct some kind of spring athletic events” once state government and medical leaders announce that it would be safe to return to those events.

“The possibility of playing a spring sport game this summer is about closure,” said Anderson in last week’s statement from the IHSA. A spring athletic event—even one contest—may give athletic programs an opportunity to recognize their senior student-athletes.

“Our thoughts right now are with all the impacted students, coaches and communities,” Anderson added in last week’s statement. “Especially the seniors. It will be difficult for them to find a silver lining in all of this, but we stress that even if they don’t get the chance to compete again at the high school level, they are better for having been a part of their respective high school teams. By participating in high school sports and activities, they were exposed to life lessons in teamwork, leadership and overcoming adversity that are difficult to replicate elsewhere.”

This year’s team includes seven seniors, six of whom have been on the varsity since they were freshmen. Those four-year seniors are Erinn Bell (above left-No. 23), Sara Fitzgibbon (above middle-No. 31), Lizzy Florey, Emy Hayes, Julianna Paulsen (above right-No. 9) and Jenna Vittorio. Senior Alli Cameron was preparing to begin her third season on the varsity. “When I think of what they are missing, it hurts a lot,” Del Real added. “These girls deserved to experience their senior season.” In announcing the cancellation of its spring tournaments last week, the IHSA did mention the chance of spring teams playing a contest in the summer. “The possibility of playing a spring sport game this summer is about closure,” said IHSA Executive Director Craig Anderson.

A few days before the quarantine, senior Julianna Krebasch decided to continue her volleyball career at Lake Erie College, a Division II NCAA school located in Painesville, Ohio.

Krebasch said she likes how the school has a long and rich history, which first began in 1856. Krebasch said she hopes to study business.

“Volleyball has helped me with confidence,” Krebasch said. “Coach Torres is a great coach who taught me so much about the game and then mentored me when all the college recruits showed up. I couldn’t have done this without her.”
