Permanent Vote-by-Mail now available in DuPage County Kaczmarek: Mail-in ballots remain popular despite pandemic subsiding

The DuPage County Clerk’s office announces that voters may now sign up to be placed on a permanent vote-by-mail list to receive a mail-in ballot for every election. Until now, voters preferring mail-in ballots had to apply one election at a time.

“Permanent vote-by-mail increases voting choices. Nothing else is taken away,” said DuPage County Clerk Jean Kaczmarek. “Voters may

still vote in person on Election Day or during Early Voting. Also, voters may continue to choose a one-timeonly mail ballot.”

The year 2022 will be the first year the option for permanent vote-bymail is available in this state, after the Illinois General Assembly passed it into law last year. Mail voting was expanded in Illinois in 2020 in response to COVID-19 so that voters

could safely vote at home.

“One-third of DuPage voters chose mail ballots in the 2020 General Election. We anticipate that mail voting will gain in popularity, even with the pandemic subsiding,” Kaczmarek added. “With new and faster equipment and procedures, our office is ready to handle the growth.”

DuPage voters preferring to sign up for permanent vote-by-mail or a

single one-time-only ballot are urged to do so on the County Clerk’s Elections website: dupagecounty.gov/ Election/VoteByMail/ In the next month, the County Clerk’s Office will also be mailing voters a paper application to join the permanent vote-by-mail roster.

The first batch of ballots won’t be sent out until Thursday, May 19.

Ballots may take four to five busi-

ness days to arrive. Voters must have their completed ballot postmarked on or before the date of the primary to have it counted. Ballots may also be dropped off at the DuPage County Clerk Elections Office, at drop boxes located at the parking lot and main entrance of the Jack T. Knuepfer Administration Building, 421 County Farm Road, Wheaton, or at a DuPage County polling site.

The BPOP meeting held Thursday, April 7 provided an opportunity for Superintendent James Ongtengco and others to share details about Fenton’s upcoming $129.7 million facility referendum, which will appear on the June 28 ballot.

“We plan to host community-wide informational Town Hall meetings specifically geared toward the referendum, and we plan to be present at numerous regular school events (such as the BPOP meeting) so that students and parents can easily find us if they have questions or want to learn more,” Ongtengco said. “We are passionate about this important initiative. It will improve learning, safety, curriculum, and be a strong investment for our community.”

District 88 recognizes National Assistant Principals Week Every April, National Assistant Principals Week takes place, as declared by the National Association of Secondary School Principals, the National Association of Elementary School Principals and the American Federation of School Administrators.

This year’s event took place from April 4 to 8 and provided an opportunity to recognize the significant role assistant principals play in the overall academic achievement of students nationwide – especially with the challenges of the coronavirus disease 2019 (COVID-19) pandemic.

District 88 thanked Assistant Principals Iridia Niewinski and Mike Warren at Addison Trail and Bob Daly and Jamie Gourley at Willowbrook; Athletic Directors Matt Thompson at Addison Trail and Brandon Murphy at Willowbrook; and Deans Steve Holland (Director), Alejandro Guzman and Raquel Rodriguez at Addison Trail and Julio Del Real (Director), Alena Edwards and Curtis Tate at Willowbrook.

“Their leadership helps ensure the school buildings operate smoothly on a daily basis for students to receive a comprehensive educational experience,” according to officials.

District 88 also celebrated Paraprofessional Appreciation Day on April 3 and National Library Workers Day on April 5.

“It is because of the commitment and efforts of our staff members and other partners that we’re able to accomplish our mission of working for the continuous improvement of student achievement,” an official said.

DuPage County, SCARCE hold 16th annual Sustainable Design Challenge ni Catholic (Lombard), Hinsdale South (Darien) and Hinsdale Central. In addition, two student teams from Willowbrook High School (Villa Park) participated virtually.

“For the past two years, we have held the Challenge virtually, so I’m extremely excited to welcome students back in person for the first time since 2019,” said DuPage County Stormwater Management Committee Chairman Jim Zay. “I think I speak on behalf of the entire DuPage County Board when I say this is one of our favorite events each year at the County.”

Twenty-three student teams presented models of their designs

in-person to a panel of judges, as well as County Board members and County and municipal staff.

Students discussed the design elements that made their buildings sustainable, including renewable energy sources such as solar panels and wind turbines and water conservation elements such as native plant landscaping, rain barrels and other green infrastructure for stormwater management. The DuPage County Stormwater Management Committee will recognize the top designs at their next meeting on May 3.

Kay McKeen, founder and executive director of SCARCE, credits much of the popularity of this event

to schools advancing science, technology, mathematics and engineering (STEM) education.

“We have great teachers in DuPage County who encourage students to explore STEM fields both in and out of the classroom,” said McKeen. “The teachers never stop learning about new technology and sustainable practices, which are then passed down to the students.

District 88 to host Relay for Life of District 88 Youth on May 14 At District 88, giving back and helping others is a cornerstone of pride. And one of the district’s main fundraising events is the Relay For Life of District 88 Youth, which is the culmination of Willowbrook’s Brook Olympics (a weeklong series of events and challenges created to enhance tradition and class spirit and pride at the school). Those events – along with “Go Pink” efforts in honor of Breast Cancer Awareness Month – raise funds for the American Cancer Society.

This year’s Relay For Life event will take place on May 14 at Willowbrook. It will feature a variety of activities and games, and there also will be a luminaria to remember those who have lost their battle with cancer.

Community members who raise at least $15 are invited to participate from 3 to 7 p.m., and District 88 students who raise at least $75 can attend from 7 to 11 p.m. Students who raise $100 or more will receive a T-shirt and vouchers and will be

entered into a raffle to win prizes.

Fenton to host free luncheon, matinee performance for senior residents Fenton High School cordially invites all senior citizens to a free senior matinee showing of our Spring Musical on Saturday, April 23.

A free lunch will be served at 12 noon in the Fenton cafeteria and the matinee show will begin at 1 p.m. in the auditorium.

Students will be performing a rendition of “Urinetown,” an upbeat musical satire of the legal system and so much more. The show reflects musical styles ranging from “The King and I” to “Hamilton!” It’s a fun high-energy show that never takes itself too seriously and provides our students with great opportunities to show off their acting, singing and dancing skills.

BPOP leads celebration of Polish heritage On Thursday night, April 7, Fenton High School enjoyed celebrating Polish heritage during its latest Bilingual Parent Outreach Program (BPOP) gathering.

“It was inspiring to see our students and their families in traditional Polish attire, dancing together, or swaying and clapping in the audience,” said Superintendent James Ongtengco. “I want to give a huge shout out to Mrs. Katarzyna (Kathy) Sader, coordinator of Fenton’s Polish Parent Outreach group and sponsor of the Polski Klub student group, for organizing the wonderful evening. Another shout out to Mr. Mike Berago and Mrs. Kate Ward for helping make it happen. As it says in our mission statement, ‘Diversity Empowers our Learning Community.’”

Fenton’s Padres Unidos parent group for Latino families is also part of BPOP. During their segment, Mr. Castro and his guest speakers shared a presentation about mastering emotions and provided details about upcoming mobile food pantries. Before concluding, all attendees were invited to Fenton’s Cinco de Mayo Kermes event scheduled for 9 to 3 p.m. on Saturday, May 7 in Fenton’s stadium. The Kermes event will feature activities for the entire family including traditional Latino dishes, a soccer tournament, a 5K race, a DJ, and much more. All proceeds will go toward Fenton students.

ATHS names Padua March recipient of 88’s Best recognition Fernando Padua III been named as Addison Trail’s March recipient of 88’s Best recognition for his outstanding work in the performing arts/ electives. Padua, a senior, was recognized during the March 21 District 88 Board of Education meeting.

Padua grew up in Addison and attended Army Trail Elementary School. His mom worked as a teacher aide there, and Padua saw firsthand all the hardships and dedication teachers go through for their students, which ignited his passion to become an educator.

Padua said he was very shy in middle school and often went straight home after the last bell rang. He always did well in school, but regrets not getting more involved. As a result, he made it his mission to get involved in high school and venture outside of his comfort zone. Padua also shared that first and foremost, his parents are his biggest influences.

“They did their absolute best to give me a wonderful childhood, despite all the hardships they had,” Padua said. “My dad started his own business after coming to this country at 17 years old, and my mom got a job and worked endlessly without having a college degree. They support me and always lead me in the correct direction for what I want in my future. Of course, my teachers also played a big role in getting me to where I’m at today. All the way from my elementary days to now, I thank

every teacher who has pushed me to be better.”

Grief is a tough pill, but I’m a survivor Grief teaches me new lessons every day.

I think writing about them is important because grief is a topic may of us shy away from. It’s uncomfortable. It’s beyond that.

It’s terrifying.

Because here’s the truth that none of us wants to hear: If you love someone, there is a very huge chance one of you will grieve the other at some point. Love culminates in grief.

We pretend this isn’t true, but there is no dodging the bullet.

Grief is a sniper. And that sniper got me.

But, if my experience and insight can help one person, then my words on this page are not in vain. I don’t think any of us wants to live a life without purpose – a

life “in vain,” if you will.

So I continue sharing, when I think I’ve learned something new.

Sometimes I have what I call a eureka day. Today I believe that happened.

First, I want to point out the obvious. Grief is exceedingly personal. My grief isn’t yours and vice versa. When I talk about my most recent grief, I’m referring to the loss of my husband, not my mom, not my dad, aunts, uncles or

friends.

Any loss is difficult, but when you lose a spouse, you lose your life as it was. You lose the person you eat meals with, share “the look” with, share memories with, vacation with, have a history with, sleep next to and are intimate with.

You lose the person who was your past, present and future. You lose the we and become the me.

In an instant your entire life changes.

I’ve learned that many people are waiting for me to get over my grief. I waited for that as well—like grief was something that would eventually peter out on its own. I now know that isn’t possible. Grief doesn’t end because love doesn’t end. As long as I love my husband, I will grieve.

Not only that, but it is always with me. Always. I can laugh and smile and have fun, but grief is still there. My friends and family may not be aware of it (and I hope they aren’t) but grief is a constant companion.

When you lose someone who is your someone it is devastating. I used to describe grief as devastating because I was devastated, or I thought so. I don’t describe myself as devastated anymore.

Devastating indicates obliteration. At first, I felt obliterated. But I climbed out from the rubble and found, quite surprisingly, I was intact and alive.

But still grieving. Holy hell.

It was then that I realized I would still live, but I would always

grieve. At the end of the sentence, grief isn’t so much devastating or obliterating as it is enduring and permanent.

Grief is a survivor. But you know what?

So am I. I am still here—breathing, living and even laughing on occasion. Grief is here as well and it isn’t going to leave—not ever.

That’s a tough pill to swallow, but even if I have to choke it down, I’ll get through it.

Because I am a survivor. I am a survivor. I am a survivor.

Yes, I am.

A way to make Illinois’ tax system more fair, and boost the state’s economy

By Ralph Martire For more than three decades, flaws in Illinois tax policy have resulted in two really bad consequences.

Illinois has created the textbook definition of a “structural deficit” by allowing annual revenue growth in the state’s General Fund to be typically insufficient to cover the cost of providing the same level of services from one fiscal year into the next.

With more than 95 percent of General Fund expenditures in four core areas – education, health care, social services and public safety— the result is problematic. Add on Illinois’ consistent ranking as one of the most unfair, regressive tax systems nationally, and you have a painful net result: If you are low income in Illinois, you pay a high tax burden yet funding for the core services that enhance your community is low.

But a combination of good fortune, federal aid, and smart choices have significantly improved the fiscal outlook this year.

So much so that Illinois now

projects it will have a $3.4 billion on-budget surplus in its General Fund by year’s end. To his credit, Gov. JB Pritzker has proposed using a good portion of this surplus to pay down existing debt, fund pre-existing bills Illinois owes for things like health insurance claims and college assistance programs, and build up Illinois’ rainy day fund, to hedge against unforeseen future problems—all of which is very responsible.

There is, however, one more fiscally responsible thing the state can do that will really help families across Illinois: enact the initiatives detailed in House Bill 4920 and Senate Bill 3774.

First, the legislation would enhance the state’s existing Earned Income Credit—by increasing its dollar value as well as expanding eligibility for claiming it. Illinois’ EIC, which is based on the EITC given at the federal level, is a “refundable” tax credit targeted to low-income workers.

This effectively puts money in the pockets of folks who need it most. And we know it works. When

benefits provided under the federal EITC were increased as part of the American Rescue Plan Act, almost 1.5 million Illinoisans benefited.

The proposed Illinois legislation would also create a new refundable Child Tax Credit to help low-tono-income families with dependent children.

Again, we know this will make a meaningful difference if it becomes law. When the federal Child Tax Credit was increased under ARPA, it benefited nearly 90 percent of Illinois children who are under age 17.

Expanding the EIC and creating a Child Tax Credit make all the sense in the world at this point in time. A growing chorus of advocates across the political spectrum recognize the predicament faced by low-income workers—the hardest hit by the pandemic’s economic damage and suffering most from the inflation spike. They believe these tax policy changes are the right thing to do—and the data agree.

For instance, as noted previously Illinois has one of the most unfair

tax systems in the nation. In fact, Illinois’ tax policy is so regressive it actually worsens the growing income inequality that has manifested in the state’s private economy over the past three decades. Indeed, between 1978 and 2018, 99 percent of Illinois households saw their annual income after inflation grow by 20 percent—a far cry from those in the top 1 percent, whose inflation adjusted incomes grew by 254 percent, or more than 10 times as much.

Expanding the EIC and creating a refundable Child Tax Credit targeted to low-income workers would counter that trend and help make Illinois’ tax burden fairer.

Yet, we can still feel the very real, very painful economic after-effects of COVID-19 all around us: 17 percent of Illinois adults in rental housing are behind on paying rent.

More than a quarter of adults here say they have a problem dealing with daily necessities like purchasing food, paying for housing or cars, or covering medical expenses.

Expanding the state EIC and cre-

ating a new Child Tax Credit as legislators have proposed, would give up to 4.8 million Illinoisans—or about 40 percent of the state’s population – at least $600 back in tax refunds, make the state’s tax policy fairer, reduce child poverty, and support lower-wage workers.

Better yet, those refunds will get pumped right back into local economies across Illinois. In fact, we estimate the state’s private sector economy will realize a stimulus that could top $1 billion if these credits are fully implemented as proposed – far more than the estimated upfront cost of about $415 million.

Now is the right time for Illinois to take income inequality head on and give working families the relief they deserve.

Expanding the state’s EIC and creating a Child Tax Credit as currently proposed would be sound fiscal policy that will help Illinois build on its welcome good fiscal fortune.
