Expansion of vote by mail, curbside voting will head to governor Bill makes permanent changes from 2020 election

A bill to expand the use of voteby-mail and curbside voting in future elections passed the Illinois Senate March 25, meaning it needs only a signature from the governor to become law.

House Bill 1871, which was approved by the House last week, would revise the state election code to make permanent some of the changes that were widely adopted across Illinois for the 2020 general election in response to the COVID-19 pandemic.

If the bill is sent to the governor and signed quickly enough, it would take effect immediately, possibly in time for the April 6 elections.

The changes include allowing election authorities to install drop box sites where voters can submit mail-in ballots without postage during and on Election Day. The bill also permits curbside voting where people can fill out ballots outside the polling place during early voting and on Election Day. The bill, sponsored by Democratic Sen. Julie Morrison of Lake Forest, would also require election authorities to accept mail-in ballots with insufficient or no postage.

The bill states that ballots turned in after the close of business “shall be dated as delivered the next day, with the exception of ballots delivered on election day, which shall be dated as received on election day.”

Thomas Bride, executive director at Peoria County Election Commission, said this provision was carried out in his county by installing a locked cover on the drop box by 7

p.m. on election night.

“At that point, the drop box was locked and any (ballots) that were deposited before 7 p.m. were counted, and then it stopped the ability to leave (ballots) in the drop box after 7 p.m.,” Bride said during the Senate Executive Committee on Wednesday.

Auto dealers sue Illinois Secretary of State Claim consumers will lose under state’s lax enforcement

Seeking to protect consumers who buy new cars in Illinois, leading trade associations filed suit against the Illinois Secretary of State and two vehicle manufacturers asking that a Cook County judge enforce existing state laws regulating sales.

The Illinois Automobile Dealers Association (IADA) and the Chicago Automobile Trade Association (CATA) have turned to the courts after the Secretary of State “turned a blind eye” to unlicensed and unregulated sales of vehicles by Rivian Automotive, Inc. as well as potential future sales by Lucid U.S.A., Inc., according to the lawsuit. Illinois law requires new vehicle sales be conducted by licensed franchised dealers, not directly by manufacturers.

“We have no choice but to file this lawsuit, both to protect consumers as well as the hundreds of franchised dealers across the state who

contribute to the local economy,” said Pete Sander, president of the IADA. “We warned the Secretary of State’s office that consumers will be the losers if it does not enforce the laws it is required to enforce.”

At issue are the benefits to consumers and the Illinois economy generated by more than 700 dealers operating 2,300 franchises across the state. Those benefits include: • Consumer protection: Dealers maintain service centers with trained staff to perform all recall and warranty repairs, where the dealers act as advocates for the consumers with the manufacturers.

• Availability of parts and service: Dealers maintain an inventory of parts and provide timely service to consumers who depend on the daily use of their vehicles.

• Price competition: Consumers have many choices, with the competition among dealers saving buyers

money. Direct sales from manufacturers result in a monopoly that offers no price benefit.

• Community benefits: The franchised dealers are long-established local businesses that generate millions of dollars of revenue and economic development, employ 42,000 people across the state and support many local causes and events.

“We welcome new manufacturers to Illinois, especially those who are building innovative vehicles,” said David Sloan, president of the CATA. “Our franchised members already sell dozens of electric and hybrid vehicles. We ask that manufacturers sell them in Illinois according to state law. We’re not demanding they cease operations in the state, just that they franchise a dealer.”

The economic impact of automotive sales in Illinois is significant.

Each year the industry generates $34.4 billion in sales resulting in $2.2 billion in state sales tax, which is 14 percent of all state sales tax generated annually. In addition to the 42,000 directly employed, the industry indirectly supports another 50,500 jobs.

These statistics were submitted by a PR firm working for the two dealer associations.

Despite being preventable and treatable, TB remains the world’s leading infectious disease killer, taking the lives of 1.4 million people in 2019 alone. Two billion people – one-fourth of the world’s population – are infected with the TB bacteria, with more than 10 million becoming ill with active TB disease each year.

The United States continues to have one of the lowest TB case rates in the world, and in 2019 reported a total of 8,916 cases—its lowest number on

Congress extends PPP application GET YOUR WARDROBE READY FOR deadline by two months On Friday, March 26, U.S. President Joseph R. Biden was expected to sign into law the PPP Extension Act of 2021 (House Resolution 1799) to extend the deadline for qualifying businesses and not-for-profits organizations to apply for forgiveness-eligible Paycheck Protection Program (PPP) federal loan funding by two months from March 31 to May 31.

The Elmhurst Chamber of Commerce and Industry was part of a U.S. Chamber of Commerce coalition, with support from the Association Society of Association Executives (ASAE) pushing for a deadline extension through December 31.

The bi-partisan legislation passed through the U.S. House of Representatives by a vote of 415-3 on March 16 and the U.S. Senate by a vote of 92-7 on March 25.

A measure to amend the bill was narrowly defeated 52–48. The amendment, proposed by Sen. Marco Rubio (R-Florida) would have restricted the

U.S. Small Business Administration’s (SBA) ability to prioritize certain PPP borrowers over others.

If the measure had passed, it could have led to an amended bill having to be sent back for approval to the House.

The U.S. Congress first funded PPP in 2020 with $349 billion in the $2.2 trillion Coronavirus Aid Recovery and Economic Stability (CARES) Act and $310B more in the Paycheck Protection Program and Health Care Enhancement Act, both last April. Last December’s Consolidated Appropriations ACT (CCA) included $284B for PPP in a $900B stimulus package. In March, the $1.9T American Rescue Plan (ARP) added $7.25B, putting total loan funding at $914.24B. The Dec. 27 appropriation expanded eligibility to more 501(c) NFPs (including chambers of commerce) and broadened the number of reimbursable expenses, but the March 31 deadline limited the U.S. Small Busi-

The SBA is required to process PPP applications no later than June 30.

By providing small businesses with two more months to apply and giving the SBA an additional month to process applications, we will help ensure critical support isn’t cut off.”

The SBA has approved nearly 7.6 million PPP loans worth more than $687B as of March 7, with some $92.5B eligible to be lent out.

Temple Grandin is a professor of animal science, a pioneer in improving the welfare of farm animals, and an advocate for autism awareness and understanding.

She also is the author of many articles and books, including the New York Times bestseller “Animals in Translation: Using the Mysteries of Autism to Decode Animal Behavior”; and her early life and career were the subject of a feature film, Temple Grandin, which received seven Emmy Awards, a Golden Globe and a Peabody Award.

Willowbrook man charged with striking sheriff’s deputies in courtroom On Saturday, March 27, DuPage County State’s Attorney Robert Berlin and DuPage County Sheriff James Mendrick announced that bond had been set for a Willowbrook man accused of striking three DuPage County Sheriff’s Deputies as they attempted to take him into custody yesterday morning following a hearing on a pending domestic battery case against him.

Marcus Jenkins, 31, of Willowbrook, appeared in Bond Court where Judge Michael Fleming set bond at $150,000 with 10% to apply.

Jenkins has been charged with three counts of Resisting or Obstructing a Police Office Causing Injury, a Class 4 Felony.

At approximately 10:30 a.m. on Friday, March 26, Jenkins appeared at a court hearing at which Judge George Ford ordered the defendant to be taken into custody on a pending domestic battery case. When Judge Ford instructed Jenkins to go with the courtroom deputies, as he was going to be taken into custody, Jenkins allegedly stated, “I’m not going into custody.”

It is alleged that as deputies attempted to place handcuffs on Jenkins, he resisted and deputies were only able to secure the handcuffs around his left wrist. It is alleged that at this time, Jenkins started flailing his arms and pulling away from dep-

uties. Additional deputies arrived in the courtroom and ultimately brought Jenkins to the ground. It is alleged that as deputies gave repeated verbal commands for Jenkins to place his hands behind his back and stop resisting arrest, he refused to do so and instead began constantly kicking his legs and pulling his arms under his body to prevent deputies from being able to place him into handcuffs.

It is further alleged that Jenkins injured three deputies while they were taking him into custody. The officers involved were evaluated for their injuries and received treatment as necessary.

“I commend the officers involved in this incident for their dedication and commitment to the safety of our courtrooms,” Berlin said. “Their actions protected not only courtroom personnel, but also members of the public who were in the courtroom at the time. Hundreds of people enter our courthouse on a daily basis and without fail, our deputies consistently maintain the highest level of professionalism to ensure their safety and security.”

Jenkins’ next court appearance is scheduled for Friday, April 2, in front of Judge Jeffrey MacKay. Members of the public are reminded that this complaint contains only charges and is not proof of the defendant’s guilt.

More than 200,000 DuPage residents have received at least one dose of vaccine

DuPage County Health Department (DCHD) continues to build a countywide COVID-19 vaccine network that can administer vaccines as quickly as they become available. Currently, DCHD and other local vaccine providers have created the capacity to administer more than 65,700 vaccine doses per week. These providers have been working tirelessly since Dec. to vaccinate eligible individuals who live or work in DuPage County.

Since Dec., more than 200,000 DuPage County residents have received at least one dose of the COVID-19 vaccine.

However, these efforts have been hampered by low vaccine supply as, once again, DuPage County vaccine first doses are projected to sharply decrease the week of Mar. 29, when just 5,850 first doses are projected to arrive.

Over the past four weeks, DCHD has received an average of 11,875 first doses per week.

This week, 17,470 first vaccine doses are expected in DuPage County. These first doses will be distributed

across the countywide vaccine network.

“Unfortunately, the vaccine supply we receive from the State each week remains unstable,” said Karen Ayala, Executive Director for DuPage County Health Department. “This uncertainty makes our vaccine planning and distribution incredibly challenging.

We understand the importance of getting this vaccine into the arms of our residents as quickly and efficiently as possible, but it becomes difficult when the supply allocated to us is severely limited. Thus, we continue to advocate to receive more first vaccine doses to match the percentage of our population in DuPage County—the second-most populous county in Illinois.

“We are confident that as we continue to vaccinate more people, including those who are most vulnerable to COVID-19, the transmission of this relentless virus will slow in our communities and help us save more lives.”

New jobless claims fall sharply as unemployment rate drops One year after start of pandemic, economy gradually reopening

First-time unemployment claims fell sharply during the week of March 14-20 as both the state and national economies have begun gradually reopening from the COVID-19 pandemic.

The Illinois Department of Employment Security said March 25 that 15,595 Illinois workers filed initial claims for regular unemployment benefits during the week that ended March 20. And while that number would normally be considered high, it was down 78 percent from the week before. It was down 88 percent from the same week a year ago, at the start of the pandemic, when more than 126,000 people filed first-time claims.

That decline was in line with a national trend. The U.S. Department of Labor reported that the total num-

ber of initial claims nationally fell by more than 42,000, to 241,745.

IDES also announced Thursday that the state’s preliminary unemployment rate dropped three-tenths of a point in February to a seasonally adjusted 7.4 percent as the economy added 21,100 nonfarm jobs. Those numbers reflect activity for the week of Feb. 12.

That rate was 1.2 percentage points higher than the national rate and it was 3.8 percentage points higher than February 2020, just before the pandemic forced a shutdown of major parts of the economy.

“IDES and the Pritzker administration remain committed to supporting claimants and families with the services they need as the state moves toward a full reopening and the economy begins to recover from the COVID-19 pandemic,” Deputy Governor Dan Hynes said in a statement.

“IDES continues to serve an unprecedented number of claimants while working on process improvements that make navigating unemployment and job-seeking services as easy as possible.”

The biggest job gains in February were in the leisure and hospitality industry, which added 32,300 jobs.

That sector was among the hardest hit during the pandemic because

of restrictions placed on bars and restaurants, hotels, airlines and the cancellation of many conventions.

Compared to a year earlier, the sector was still down by more than 185,000 jobs.

A massive health care reform bill, the fourth and final pillar of the Illinois Legislative Black Caucus agenda, passed the state Senate March 25, the final step before heading to Gov. JB Pritzker for his signature.

House Bill 158, sponsored by Democratic Rep. Camille Lilly and state Sen. Mattie Hunter, both of Chicago, is centered around eliminating race-based and other inequities in the state’s health care system, and includes provisions to expand medical services available to low-income residents and residents of color.

Specifically, HB 158 addresses access to health care, hospital closures, managed care organization reform, community health worker certification and reimbursement, maternal and infant mortality, mental and substance abuse treatment, and medical implicit bias.

“For Black lives to truly matter, their right to quality health care must (not) be inhibited,” Hunter said in Senate floor debate. “It is our responsibility as elected officials to create laws that create an enriched, lasting impact on the communities we represent. This legislation does just that, and there is no better time to enact than now.”

The bill passed on a 41-16 vote after revisions to the original version, which failed to pass in January’s lame duck session.

The new version eliminated provisions that would have replaced the state’s Medicaid managed care program with a standard fee-for-service payment system. Managed care, which is a system of private insurance companies hired by the state to manage Medicaid, is how a majority of the state’s residents on Medicaid

are enrolled in the program.

A last-minute amendment, which enhanced dementia training requirements for the Illinois Department on Aging, was also added before the bill went for a full vote in the House recently. It passed the House with a 72-41 vote.

Most of the items included in the bill are subject to state appropriation, meaning future General Assemblies will have to decide whether to allocate the money to fund them.

House and Senate Republicans shared concerns about the total cost of implementing this legislation. In the Senate floor debate, Republican Sen. Steve McClure, of Springfield, said he doesn’t believe the state can afford to implement all the provisions in the bill “The fiscal impact of $12 billion would represent almost 30 percent of the governor’s proposed fiscal year 2022 general funds budget, which is $41.6 billion,” McClure said. “We just can’t afford it and that’s really what it comes down to. And the $7.5 billion from the recent stimulus is going to help us quite a bit, but we’re still in very rough financial shape right now.”

Democratic Sen. Jacqueline Collins, of Chicago, questioned how a price tag can be put on somebody’s life.

Another significant provision in the bill would put a halt on hospital closures for up to 60 days after the effective date of the act, which is an effort to prevent hospital closures in the immediate aftermath of the pandemic. Closures are also deferred until either the state or U.S. are no longer under disaster declaration or public health emergency.

“In the last year, we’ve seen thousands of deaths due to COVID-19.

The agency also reported that 4,993 Illinois workers filed initial claims last week for Pandemic Unemployment Insurance, the federally funded program for gig workers, independent contractors and others who don’t qualify for regular unemployment. Mazzochi proposes lawmaker pay reform

State Representative Deanne Mazzochi (R-Elmhurst) has filed an omnibus lawmaker pay reform bill aiming to address compensation laws that are unjustly advantageous to lawmakers and have resulted in unfair payments to them over the past few years.

“Legislators are not a special class of citizen, yet the laws we’ve made treat us as such,” Rep. Mazzochi said.

Illinois lawmakers receive the fifth highest base salary in the country and that number is set to increase every year, despite lawmaker performance or Illinois’ fiscal condition, because a 1990 law gives Illinois legislators an automatic pay raise tied to the cost of living. The General Assembly has voted nearly every year to prohibit these cost-of-living adjustments, or COLAs, since 2009. However, this requires the passage of specific legislation to do so each year. Over the past two fiscal years, the Illinois General Assembly has not passed the legislation because the majority party claimed there was not enough time.

“It’s deeply objectionable that lawmakers have managed to pass legislation proposing tax increases, but not to forgo a pay raise, especially when so many are suffering under the effects of the Governor’s COVID-19 response and the General Assembly’s inaction,” Rep. Mazzochi said. “This is a fight that comes up every year.

With the bill I’m proposing, we turn the fight around. Instead of having to fight to forgo these raises, the fight should be on the part of lawmakers who think they deserve a raise.”

Mazzochi’s House Bill 1905 would reverse the 1990 law granting automatic COLAs and instead require the passage of a stand-alone appropriations bill for COLA increases.

HB 1905 also limits lawmaker pay to service for the month. Many disgraced former lawmakers have taken advantage of the fact that under current law legislators may collect a full month’s salary as long as they hold office for at least part of that period. For example, former State Representative Luis Arroyo resisted calls in October to resign and only did so on Nov. 1, allowing him to collect the entire month’s salary. This proposed change is supported by Illinois Comptroller Suzanna Mendoza.

“Taxpayers should not have to foot the bill when they receive no benefit or representation in return,” Mazzochi said.

The need for Illinois to map its way to ‘fair’

By Roger Eddy Behind closed doors, something very important is happening in our democracy. I would suspect that aside from people who follow redistricting, many are unaware of both the process and outcome of redistricting. I do think everyone would argue for a “fair” process.

The United States Constitution says very little about redistricting, except for some limited references in Article 1, Section 2.

In the third paragraph of this Section, a process for enumerating the population of the states to determine the number of seats that each state would have in Congress is described this way: “Representatives and direct Taxes shall be apportioned among the several states which may be included within this union, according to their respective numbers.”

Basically, this describes the census process that takes place every 10 years, and why states take census gathering so seriously.

The details surrounding redistricting have been the subject of discussion and debate for years. Several United States Supreme Court cases have determined that each state should handle redistricting and legislative maps that are therefore drawn differently in various states.

In Illinois, legislative redistricting is the subject of Section 3, Article 4 of our state Constitution. The Illinois Constitution states that “(a) Legislative Districts shall be compact, contiguous and substantially equal in population.

Representative Districts shall be compact, contiguous, and substantially equal in population. (b) In the year following each Federal decennial census year, the General Assembly by law shall redistrict the Legislative Districts and the Representative Districts.”

The General Assembly is constitutionally responsible for drawing our new legislative maps every 10 years, aligning with the census. This is true in most states.

Legislation is approved by a majority vote in each chamber and then signed into law, or vetoed, by the governor.

Some states like Florida Maryland, Mississippi and North Carolina do not allow for the governor to veto the new maps.

Some states do use other processes like political or even independent commissions. Connecticut and Maine require a two-thirds majority after a map is drawn by a commission.

According to the Illinois Constitution, if Illinois does not have a map passed by the legislature and signed by the governor by June 30, then a Legislative Redistricting Commission is to be named by July 10 and that commission has until Aug. 10 to agree on a map.

The commission is made up of eight individuals appointed by the

four caucus leaders. Half of the appointees of this commission are to be non-members of the General Assembly and half are representatives and senators. Eventually, if there is not an agreement, the Illinois Supreme Court gets involved.

Right now, with a supermajority of Democrats in the Illinois Senate, plus a supermajority in the Illinois House and a Democrat governor in Illinois, it is highly unlikely that a commission will be needed.

That does not mean that the map should not follow constitutional requirements of being compact, contiguous, and substantially equal in population. If not, the proposal could still be taken to court.

The real question is whether the current system as described in the Illinois Constitution results in a fair map. When one party controls the entire process, there will ultimately be questions about the map being “fair”. New Illinois House Speaker Chris Welch probably captured the essence very well when he recently said that he was indeed in favor of “fair maps.” He then quickly added that his definition of a “fair map” might be different than yours.

I was introduced to the concept of map drawing in a real way in 2001 when I ran for state representative in a newly drawn map. The 109th legislative district included all or parts of eight counties in east-central Illinois.

The counties included all of Crawford, Clark Cumberland and Lawrence, most of Edgar County,

plus portions of Effingham, Wabash and Shelby. Only four of the counties were completely within the legislative district.

It is understandable that when attempting to draw a map that, except for highly populated counties, it might be necessary to split counties.

However, several towns were split, including Effingham, Shelbyville and Mount Carmel. In Mount Carmel the map split the east and west sides of Cherry Street. This was not “fair” to the people, as many were confused as to who represented them.

No matter your definition of “fair”, surely we can do better. Many believe that the only way to address this issue is to amend the state Constitution and require a process that would not allow for the legislature alone to determine who gets to vote for them.

Count me among those people.

Getting a constitutional amendment on the ballot is very difficult, unless those in the majority agree to place an amendment on the ballot in much the same way the “fair tax” amendment was presented. Yes indeed, fair is fair.

What, in your opinion, are two or three main issues District 88 currently faces, and what steps would you take to address or resolve these issues? #1: Plain and simple: We have to get our students back in school.

My first goal is to try and get every student back to in-person learning before the end of the school year. #2: The choice of superintendent: Dr. Helton was not only a strong superintendent, but also an excellent member of the community as well.

My goal is to make sure that the person hired is someone that not only is qualified on the educational front, but is someone who will devote their time to student events, community events, and thoroughly engage with everyone.

If elected, what are your longterm goals as a school board member? #1: I would propose that the district find some way to set up a fund of which it could contribute some revenue for the exact purpose of fulfilling its pension commitments long-term. The state of Illinois is financially broken, and I believe it is flawed to believe that

the state will cover the pension costs long-term. Let’s try and get ahead of this now. #2: Continually focus on strong educational standards, student development, the arts, and tech programs. #3: Ensure the continued relationship between the schools and the communities.

I am running to serve on the school board because my family’s experience with District 88 has been a very positive one, and I want to work to continue those positive experiences for future generations. What, in your opinion, are two or three main issues District 88 currently faces, and what steps would you take to address or resolve these issues?

One of the main issues District 88 currently faces is navigating through the remainder of its reopening plan and the “post-COVID” world.

Returning students, staff, learning and extracurricular activities to the buildings is just the beginning.

There will still be a lot of work to do, including providing mental health support and addressing any “backslide” in learning for students that had difficulty with remote learning. This is going to take time to work through, and I am prepared to do what is necessary to help District 88 face this challenge. I also believe that there is an opportunity for improved collaboration between Addison Trail and Willowbrook.

Although we are two schools, we are one district, and I will actively pursue opportunities to encourage the two schools to work together as opposed to individually.

If elected, what are your longterm goals as a school board member?

If elected, one of my long-term goals as a school board member is to support efforts to maximize the opportunities made available to all District 88 students, no matter where they are on the educational spectrum. Another of my long-term goals is to work to support diversity, equity and inclusion in District 88.

I believe that our differences make us stronger, and that diversity should be celebrated in all its forms. As one of the most diverse school districts in the State of Illinois, I believe that we have a responsibility to ensure that all District 88 students and staff are made to feel invited, included and that their voices are given fair consideration. I am prepared to work tirelessly to make both of these things happen.

Why are you running to serve on the District 88 school board?

I am excited to be running for D88’s school board because I want to continue to make a positive difference in the lives of students and their parents, teachers and the community. I am currently in the last year of my second term on the D45 School Board and feel the time is right to move from an elementary board position to a high school board position. I am not a person to stand back and complain about issues; I like to offer solutions that come from thoughtful consideration, sound research and empathy for all involved. It is not easy work, but I believe the knowledge and relationships I have built over the last 14 years will enable me to make positive contributions to the district quickly and effectively.

What, in your opinion, are two or three main issues District 88 currently faces, and what steps would you take to address or resolve these issues?

Every district I have been able to observe over the last eight years have struggled with true equity. I am aware that D88 has made this a focus and with continued movement educational equity will be more

a reality than an ideal. This long process will have to be continually brought before the board at every meeting for a progress check and administrators will have to have tough conversations with staff who are not embracing the district’s vision of equity. Also, District 88 will have to continue to develop and execute a plan that will fill in the learning gaps that inevitably occurred because of the pandemic to make sure the students will be successful graduates, while providing staff and students with the support they need to make this happen without unnecessary social and emotional distress.

If elected, what are your longterm goals as a school board member?

I believe the top priorities of any school board member are defined in the role of what it means to be a school board member- (1) Evaluate and hold the Superintendent accountable for the districts work, (2) make sure the district is behaving in a fiscally responsible way and (3) set policies that are responsive to the values, beliefs and priorities of the community. The seven board members should hear the needs of parents, teachers, and community members and as one voice develop district/superintendent goals, not personal goals. If elected, I would use the above three listed ways to ensure progress on these district goals. No one board member should come in with their own personal agenda.

Glowiak Hilton moves to protect survivors of human trafficking

More survivors of violent crime would be able to keep their home addresses private as participants in the Illinois Address Confidentiality Program (ACP) under an initiative from State Senator Suzy Glowiak Hilton (D-Western Springs) that advanced Thursday to expand protections for survivors of human trafficking.

“Survivors of violent crime undergo tremendous emotional and mental trauma,” Glowiak Hilton said. “By adding human trafficking to the list of crimes protected by the ACP, we’re offering survivors some peace of mind that their sensitive personal information is safe.”

Glowiak Hilton’s measure strengthens the ACP by allowing survivors of human trafficking to participate and keep their addresses private. The legislation also clarifies the process for ACP participants to register to vote.

protect the locations of domestic violence survivors. Last year, Glowiak Hilton passed a law expanding protections for survivors of sexual assault and stalking, and she has now advanced Senate Bill 593 to allow human trafficking survivors to opt in as well.

Currently, the ACP provides survivors of domestic violence, sexual assault, and stalking and their household members with a substitute address to use in place of their actual home, school and work addresses in public records.

This helps survivors prevent their former abusers from being able to locate them.

For example, the ACP substitute address can be used by participants when creating or updating public records, such as driver’s license or state-issued identification card.

Senate Bill 593 passed the Senate Human Rights Committee and now heads to the full Senate for further consideration.

State Representative Kathy Willis has introduced a bill in Springfield (HB0693) that will abolish Bensenville Fire District #1 (BFD#1) and merge it with Bensenville Fire District #2 (BFD#2). It will not affect the other 30 or so fire districts in the state like BFD#1.

If you check your real estate tax bill from last year, you will see your tax rate was 0.3433 for BFD#1. People in BFD#2 paid 0.733 This is because their tax includes a pension fund liability that the BFD#1 doesn’t have. If my math is correct, BFD#1 taxes will go up an additional 0.3897. BFD#1 has no physical plant or fire-

men. It contracts with Elmhurst and Bensenville for fire protection services. If BFD#1 is merged with BFD#2, nothing will change except your taxes will increase by 0.3897 to pay for BFD#2 pension liability.

initiative, I noticed many of the folks I was working with no longer had children at Addison Trail or Willowbrook and yet they put in the time and effort. They were still committed to improved conditions for the students of the community. I am very grateful to all of them. My children not only benefited from their efforts and dedication, they thrived.

I am at a stage in life where I have wrapped up other volunteer opportunities and can commit fully to be an engaged and active school board member. I feel it is my time to give back to the community that supported my own children and their experience in the district.

What, in your opinion, are two or three main issues District 88 currently faces, and what steps would you take to address or resolve these issues?

The primary challenge for the district is the return of students to in-person learning and the issues that arise from the return to the classroom. This process has already started this spring. A component of the return is working with students, teachers, and administration to make sure the focus is not only on getting students back in the building, but that mental health well-being is addressed, as well as any regression that may have occurred with e-learning. Initially, the board

should review the return plan that was implemented in the spring and make sure that processes that were successful remain in place.

Attention should be turned to any procedure that needs to be reworked to make sure students are successful while making sure the needs of teachers and administration are met.

If elected, what are your longterm goals as a school board member?

My goals as a school board member are to ensure the district keeps the academic standards at a high level. I would make sure the district continues working with the local institutions of higher learning to offer more instruction that will benefit students after graduation. I would also like to help grow and strengthen the community partnerships and mentor programs that have been implemented. It is also important that District 88 continues to develop programs, and use relationships, to benefit collegebound students, but also assist those students who are headed into the trades or directly into the workforce.

I would like to make sure the district stays focused on inclusiveness, equality and equity for all students.

Finally, it is important that the district stays fiscally responsible as it works towards implementing curriculum and programs that keep our district moving forward.

Paying a debt of gratitude with positivity By

Lack of it is equally lacking. I felt without any resources or influence.

And then Dr. Z called and literally changed the course of everything.

Others may have overlooked us.

Visitors weren’t allowed. It was the rule. We were from out of town. No one knew us or had cause to know us. Why care? Why not?

Dr. Z chose to care. She saw us as people, not numbers or insurance claims. She saw our situation wasn’t working and fought to sneak me in for an unsanctioned visit. And she won. I truly believe with this one action, she changed our lives.

It isn’t easy to be isolated during an illness and a pandemic — quite the opposite. Dr. Z fought for us and against the isolation. She didn’t look at just the odds, but at the people behind them. She doctored from the heart as well as the head, as a physician and as a person, or perhaps more accurately as a person and as a physician.

And she was followed by others who went above and beyond — nurses named Tory and Robert, an occupational therapist named Andrea, home hospice workers Dave and Amber. And so many more. I can’t remember most of the names of the numerous good people who touched my life and my husband’s life during his last days. Brain fog had already set in to protect me from my own thoughts. But please know I give thanks for every person who wanted to help make those difficult days less so. It isn’t often we have the opportunity to change someone’s life in a significantly positive way.

Wrong. This opportunity is available to us on a daily basis.

Problem is, most of us don’t realize it. But, realization isn’t necessary for doing. We can do good without ever giving it a second thought. Or we can do good intentionally.

It doesn’t matter which. Both outcomes are the same. Both are worthwhile and equally valuable.

Both outcomes are worth vying for.

Doing good is great.

Often, though, we don’t understand or comprehend the good we are doing, even when we are doing it.

I believe this is how things are supposed to be. If we did good because we were given immediate gratification for doing so, it would take away from the intent. We do good because we are propelled to do so, not because it is what we should do or because we want to experience the outcome. We do good because we are wired to do good.

I believe this to my core. I believe this is a gift — to those of us doing, not those of us receiving (although that is a gift as well).

It is heartening to be allowed the chance to affect a positive impact on a person’s day, week, month or life. It is a privilege. I’ve been given such a privilege on a few occasions during my lifetime. Most of my “build-you-up” moments have been slightly less than life-changing, but they have been significant nonetheless.

Recently, however, I found myself on the other end of the giving spectrum. It was my turn to receive.

This occurred in the most obvious of places: a hospital. We were out of town and out of state, on vacation, when my husband suddenly became seriously sick and in need of medical attention — during a pandemic. Ugh. In a word, it sucked.

It is a helpless feeling — to need help and be totally dependent on others. Especially when you are in a place that isn’t home. A place where people speak with an accent, but tell you that you are the one with the accent.

This is where I found myself,

Warriors overpower Blazers in District 88 Bowl Brown and White both run for three touchdowns

The Willowbrook football team improved to 2-0 with Friday’s 4813 victory at Addison Trail. The Warriors built a 41-6 halftime lead over the Blazers, who dropped to 0-2.

Beating Addison Trail enabled the Warriors to keep possession of the District 88 Bowl trophy— known as “The Lady.” Willowbrook has won its last five games against Addison Trail.

Junior Josh Brown, who rushed for five touchdowns in the Warriors’ 40-0 season-opening win against Leyden on March 19, provided three more touchdown runs against the Blazers. Junior Jaylon White also ran for three touchdowns against Addison Trail.

Brown and White scored all of their touchdowns against the Blazers during the first half. Junior Haven Pryor scored Willowbrook’s seventh touchdown of the game during the second half.

Brown ran 51 yards for a touchdown on the game’s second play from scrimmage. Junior Izabelle Manning added the first of her six extra-point kicks to give the Warriors a 7-0 lead with 11:35 left in the first quarter.

Willowbrook’s next two offensive drives ended with an interception and an incomplete pass on a fourth-down play. Shortly after the Warriors turned the ball over on downs, Addison Trail senior Eric Reed delivered a 56-yard touchdown run. The Blazers missed the extra-point kick, leaving the Warriors with a 7-6 lead with 5:48 remaining in the opening quarter.

White broke a 48-yard touchdown run less than one minute later to help Willowbrook push its lead to 14-6. Moments later, senior Tyler Raya recovered an Addison Trail fumble at the Blazers’ 16-yard line. Brown provided a 16-yard TD run on the next play to extend the Warriors’ lead to 20-6 with about four minutes left in the opening quarter.

White scored the Warriors’ next two touchdowns with second-quarter runs—a 1-yard dive and a 15yard burst. Brown added an 18-yard touchdown run with 3:10 to play in the first half. Manning’s kick raised the Warriors’ lead to 41-6.

The Warriors will try to move to 3-0 in their shortened six-game spring season when they face Hinsdale South in tonight’s game in Villa Park.

Willowbrook’s badminton team finished its 2021 season by tying for fourth place in the team standings of last week’s IHSA Hinsdale South Sectional. The Warriors and Glenbard South both scored 5.5 points in the six-team sectional, which took place on March 25.

Hinsdale South won the sectional title with its score of 18 points.

Downers Grove North (9.5 points) claimed second, while Oak Park-River Forest (7.5 points) placed third.

Each team’s sectional lineup included two singles players and two doubles teams. Junior Amelia Gesicki and freshman Lily Caron both played singles for the Warriors at the sectional. Senior Katy Abbott joined junior Emma Rattana to form one of Willowbrook’s sectional doubles

teams. The duo of senior Lana Gallagher and junior Allison Harr also represented the Warriors in the sectional’s doubles competition.

The tandem of Abbott and Rattana won three matches at the sectional and finished one win short of qualifying for the IHSA state meet. The top four singles players and the top four doubles teams from each of the state’s 16 sectionals advanced to this week’s state meet, which will take place at Hinsdale South.

Gallagher and Harr won two matches at the sectional, while Gesicki earned a pair of singles victories.

Willowbrook junior Becca Lopez Egan was injured during the West Suburban Gold Conference Meet on March 19, and was unable to compete in the sectional.

The Willowbrook girls volleyball team evened its record at 2-2 with last week’s road victories at Morton and Downers Grove South.

The Warriors, who opened their season with three-game losses to Lyons Township and Glenbard West, picked up their first win of the season when they beat Morton 25-10, 25-18 on March 23. Freshman Calli Kenny provided five kills, seven digs, two blocks, two assists and an ace in the

victory at Morton.

Junior Elizabeth Bruschuk had nine digs, five aces and two assists.

Senior Grace Reckamp delivered five assists, four kills and four aces.

Sophomore Natalie Cipriano contributed four kills, while junior Katie Linnig had two digs, two assists and two aces. Senior Stephanie Dasbach hit two kills and made two blocks.

Sophomore Hope Reckamp added two kills and two digs.

Willowbrook pulled out a 25-17,

23-25, 26-24 win at Downers Grove South on March 25. Kenny piled up 11 kills and eight digs for the Warriors. Junior Kyla Ostrowski hit 10 kills, while Grace Reckamp supplied 12 assists, 10 digs and five kills. Bruschuk made 22 digs and served two aces. Linnig handed out 15 assists and made five digs.

The Warriors’ 12-match spring season continues with this week’s home contests against Oak Park-River Forest and York.

Fenton starting pitcher Aidan Kress recently decided to continue his baseball career at Benedictine University, a Division III NCAA school located in Lisle. Kress said he plans to be a business major with a minor in sports management.

Aidan said he chose Benedictine University because it’s close to home and offered him the best overall opportunity at both baseball and study.

At some point, Aidan also plans to coach youth baseball and inspire

young children and teens to be their best self.

“As a BenU Eagle I feel that I will continue to develop my own simple leadership qualities, ones that I learned on the mound as a top-ranked pitcher, as a dedicated student and as a proud son. More than that, I will be well-prepared to help our local youth discover their worth and build their self confidence as well as help to teach them the skills they need to succeed in anything they choose to

do in life.”

Aidan has a goal of becoming a professional baseball player. He said his path thus far has included several obstacles that many thought he couldn’t overcome, but he stayed committed and has thrived.

“My parents sacrificed so much because they believed in me,” Aidan said, noting their willingness to hire a private biomechanics specialty coach

BY THE VILLAGE OF BENSENVILLE PLEASE TAKE NOTICE that the Village of Bensenville adopted Resolution No. R-31-2021 declaring a parcel of real property as surplus property and authorizing the sale of the surplus property.

In accordance with Resolution R-31-2021, the Village is accepting proposals for the sale and development of the vacant parcel of real property located at 340 North Meyers Road, Bensenville, Illinois (the “Property”).

Proposals must provide for development on the Property. The appraised value of the Property is $105,000.00. Sale of the Property will require the execution of a purchase and sale agreement with the Village.

Written proposals for the acquisition and development of the Property shall be submitted to Scott Viger, Director of Community and Economic Development at 12 South Center Street, Bensenville, Illinois 60106.

Proposals will be reviewed as submitted but no earlier than April 15, 2021. A copy of the appraisal of the Property is available for inspection in the Office of the Village Clerk at 12 South Center Street, Bensenville, Illinois 60106 and on the Village’s website at www. bensenville.il.us. Further information about the Property can also be obtained from the Department of Community and Economic Development.

The Resolution authorizing the sale is, as follows: RESOLUTIONNUMBERR-31-2021 A RESOLUTION OF THE VILLAGE OF BENSENVILLE, DUPAGE AND COOK COUNTIES, ILLINOIS DECLARING THE VILLAGE OWNED VACANT PARCEL OF REAL PROPERTY AT 340 NORTH MEYERS ROAD AS SURPLUS PROPERTY AND AUTHORIZE THE VILLAGE MANAGER TO OBTAIN PROPOSALS FOR ITS SALE AND DISPOSITION AND DIRECT THE VILLAGE CLERK TO MAKE COPIES OF THE APPRAISAL AVAILABLE TO ANY PARTY WHEREAS, the Village of Bensenville, DuPage and Cook Counties, Illinois (the “Village”) is a duly organized and existing municipal corporation created under the provisions of the laws of the State of Illinois and under the provisions of the Illinois Municipal Code, as from time to time supplemented and amended; and WHEREAS, the Village is the owner of a parcel of vacant property in Bensenville, Illinois, commonly known as 340 North Meyers Road, Bensenville, Illinois 60106, identified by PIN 03-11-403-012-0000, that is a 100 by 230.22 vacant lot and 23,022 square feet in size (the “Property”), which is legally described on Exhibit A, a copy of which is attached hereto and made a part hereof; and WHEREAS, the Property is located in the I-2 General Industrial District, as identified and described in the Village of Bensenville Zoning Ordinance; and WHEREAS, the Village President and Board of Trustees of the Village of Bensenville (the “Corporate Authorities”) find that the Property is no longer necessary, appropriate, required for the use of, profitable to or serve any viable use to the Village and that the sale and development of the Property will eliminate burdensome maintenance cost, provide needed public funds, and generate tax revenue in the future for use in the

general fund of the Village; and WHEREAS, the Corporate Authorities further find that the Property serves no public use to the residents of the Village and is in the best interest of the health, safety, and welfare of Village residents to sell the Property; and WHEREAS, the Property is encumbered with a public use restriction and reverter as described and contained in a document number 979152 as recorded with the office of the DuPage County Recorder and any such conveyance of the Property by the Village shall be conditioned on a full release from said encumbrance by any interested party; and WHEREAS, 65 ILCS 5/11-76-4.1 of the Illinois Municipal Code sets forth a procedure for the sale of municipal-owned surplus real property conducted by the staff of the Village after ascertaining the value of the surplus real estate by written appraisal and making said appraisal available for public inspection; and WHEREAS, the Corporate Authorities have determined it is in the best interests of the Village to sell the Property pursuant to 65 ILCS 5/11-76-4.1 of the Illinois Municipal Code; and WHEREAS, the Village ascertained a written appraisal of real property on the Property, dated February 17, 2021, which was prepared by William A. Falkanger, ASA, IFAS of A-Appraisals, 444 West Northwest Highway, Barrington, Illinois (the “Appraisal”), a copy of which is attached hereto and made a part hereof, as Exhibit B; and WHEREAS, the Appraisal found that the appraised value of the Property is $105,000.00; and WHEREAS, the Appraisal shall be made available for inspection or copying in the office of the Village Clerk of the Village of Bensenville to any interested party to allow for the review, analysis, and submission of a proposal for the acquisition and development of the Property; and WHEREAS, the Village Manager and Director of Community & Economic Development are hereby authorized to ascertain, review, and recommend a proposal for the purchase and development of the Property that will provide the most benefit to the Village in light of the encumbrances and restrictions herein set forth that exist on the Property.

NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Bensenville, DuPage and Cook Counties, Illinois, as follows: Section 1. That the above recitals and legislative findings are found to be true and correct and are hereby incorporated herein and made a part hereof, as if fully set forth in their entirety.

Section 2. The Property, as herein described, is hereby determined, and declared to be surplus real estate of the Village.

Section 3. The Village Manager and Director of Community & Economic Development are hereby authorized and directed to ascertain and review proposals for the sale and development of the Property and further recommend and present a proposal to the Corporate Authorities that is in the best interest of the Village for the sale and disposition of the Property in accordance with this Resolution and pursuant to 65 ILCS 5/11-76-4.1 of the Illinois Municipal Code.

Section 4. The officials, officers, employees, and attorneys of the Village are hereby authorized to undertake the necessary steps to present a proposal and final agreement for the sale of the Property to the Corporate Authorities, as contemplated herein.

Section 5. The Village Clerk is hereby authorized and directed to publish a copy of this Resolution at the first opportunity following its passage in a newspaper published within the Village and to make available a copy of the Appraisal for public inspection by any interested party.

Section 6. If any section, paragraph, clause, or provision of this Resolution shall be held invalid, the invalidity thereof shall not affect any other provision of this Resolution.

Section 7. All ordinances, resolutions, motions, or orders in conflict with this Resolution are hereby repealed to the extent of such conflict.

LEGAL NOTICES Section 8. This Resolution shall be in full force and effect immediately after its passage and publication as required by law.

pursuant to the Local Government Debt Reform Act of the State of Illinois, as amended, to fund all or a portion of the unfunded firefighters’ pension fund liability of said District. * * * WHEREAS, the Bensenville Fire Protection District No. 2, DuPage and Cook Counties, Illinois (the “District”), is a duly organized and existing Fire Protection District created under the provisions of the laws of the State of Illinois, and is now operating under the provisions of the Fire Protection District Act of the State of Illinois, as amended; and WHEREAS, in order to fund all or a portion of the District’s unfunded firefighters’ pension fund liability, the Board of Trustees of the District (the “Board”) has determined that it is advisable, necessary and in the best interests of the District that the District borrow an amount not to exceed $25,000,000 and, in evidence thereof, issue alternate bonds in an aggregate principal amount not to exceed $25,000,000 (the “Bonds”), all in accordance with the Local Government Debt Reform Act of the State of Illinois, as amended (the “Act”); and WHEREAS, the revenue source that will be pledged to the payment of the principal of and interest on the Bonds will be payable from (i)collections received by the District from taxes levied by the District for firefighters’ pension fund purposes, and (ii) collections received by the District from taxes levied by the District for corporate purposes(the “Pledged Revenues”); and WHEREAS, if the Pledged Revenues are insufficient to pay the Bonds, ad valorem property taxes upon all taxable property in the District without limitation as to rate or amount are authorized to be extended to pay the principal of and interest on the Bonds: NOW, THEREFORE, Be It and It Is Hereby Ordained by the Board of Trustees of the Bensenville Fire Protection District No. 2, DuPage and Cook Counties, Illinois, as follows: Section 1. The Board hereby finds that all of the recitals contained in the preambles to this Ordinance are full, true and correct and does incorporate them into this Ordinance by this reference.

Section 2. Determination to Issue Bonds.

It is necessary and in the best interests of the District tofund all or a portion of the District’s unfunded firefighters’ pension fund liability,and the Bonds are hereby authorized to be issued and sold for that purpose.

Section 3. Publication. This Ordinance, together with a notice in the statutory form, shall be published in the Bensenville Independent, the same being a newspaper of general circulation in the District, and if no petition, signed by 647 electors, the same being equal to the greater of (i) 7.5% of the number of registered voters in the District or (ii) 200 of those registered voters or 15% of those registered voters, whichever is less, asking that the issuance of the Bonds be submitted to referendum, is filed with the Secretary of the Board within thirty (30) days after the date of the publication of this Ordinance and said notice, then the Bonds shall be authorized to be issued.

Section 4. Additional Ordinances. If no petition meeting the requirements of applicable law is filed during the petition period hereinabove referred to, then the Board may adopt additional ordinances or proceedings supplementing or amending this Ordinance providing for the issuance and sale of the Bonds and prescribing all the details of the Bonds, so long as the maximum amount of the Bonds as set forth in this Ordinance is not exceeded and there is no material change in the purposes described herein.

Such additional ordinances or proceedings shall in all instances become effective immediately without publication or posting or any further act or requirement. This Ordinance, together with such additional ordinances or proceedings, shall constitute complete authority for the issuance of the Bonds under applicable law.

Section 5. Severability. If any section, paragraph, clause or provision of this Ordinance shall be held invalid or unenforceable, the invalidity or unenforceability of such section, paragraph, clause or provision shall not affect any of the other provisions

of this Ordinance.

Section 6. Repealer. All ordinances or orders, or parts thereof, in conflict herewith be and the same are hereby repealed, and that this Ordinance be in full force and effect forthwith upon its adoption.
