Bond set for man accused of killing Downers Grove North student with car DuPage County State’s Attorney Robert Berlin and Downers Grove Chief of Police Shanon Gillette announced on Tuesday, Feb. 26, that bond has been set for a Naperville Joseph man accused of Kucharski striking 17-yearold Elizabeth Dunlap with his car causing her death.

Joseph Kucharski, 51, with a last known address in Naperville, appeared at a bond hearing Tuesday morning where Judge Liam Brennan set bond in the amount of $750,000 with 10% to apply. On Thursday, Feb. 22, Judge Robert Miller issued a $5 million arrest warrant for Kucharski following the crash.

On Feb. 19, at approximately 10:55 a.m., the Downers Grove Police Department responded to a report of a person, later identified as Downers

Grove North student Elizabeth Dunlap, who had struck by a vehicle in the intersection of Main and Grant Streets. An investigation into the incident revealed that Dunlap was crossing Main St. within the marked crosswalk, in conjunction with the “Walk” signal, when she was struck by a vehicle traveling southbound on Main Street.

It is alleged that the vehicle crossed into the oncoming lanes and entered the intersection at Grant Street on a red light and that Kucharski was the driver of the vehicle. It is alleged that at the time of the crash, Kucharski had a blood alcohol content of 0.031 and exhibited signs of impairment when interviewed by police. It is further alleged that through the course of their investigation, authorities found two crack pipes, crack cocaine and other drugs at a hotel room in which Kucharski was staying. Elizabeth Dunlap suffered life-threatening injuries and was pronounced dead from her injuries on Friday, Feb. 22.

Kucharski’s next court appearance is scheduled for March 15, 2019, for arraignment in front of Judge Brennan. He has been charged with one count of Felony Aggravated DUI-Alcohol/Drugs Causing Death and one count of Felony Reckless Homicide.

He is eligible for up to three to 14 years in the Illinois Department of Corrections if found guilty.

Members of the public are reminded that this complaint contains only charges and is not proof of the defendant’s guilt.

County moves to close alleged adult business in Wheaton DuPage County State’s Attorney Robert Berlin and DuPage County Board Chairman Dan Cronin announced that DuPage County has filed a lawsuit against Hot Shots Photography Studio, located at 0N758 Gary Avenue in Wheaton, alleging that the business has been operating as an adult business and not as a photography studio as advertised. This morning, the State’s Attorney’s Office filed a verified complaint for injunctive relief and zoning violations against Hot Shots, alleging violations of the DuPage County Zoning Ordinance and state statutes regarding the location of adult entertainment facilities and adult business uses.

The lawsuit alleges that Hot Shots advertised on adult websites commonly used to advertise adult escort services by placing personal ads that included a telephone number to call for escort services. The suit alleges that respondents to the ad would be screened by an employee of Hot Shots and then directed to the Gary Avenue location. The lawsuit further alleges that once a respondent entered Hot Shots they were charged $100 as a cover fee and then directed to a room where the respondent would be met by an employee of Hot Shots who would discuss services and payment, with payment “ranging from $500 to $1,500.” The suit further alleges that after receiving payment, employees of Hot Shots would then engage in sexual activity with the respondent.

In November, 2018, the DuPage County Sheriff’s Office began an undercover investigation into potential illegal activity and/or prostitution occurring at Hot Shots. The alleged findings of the investigation, according to the suit, “cause Hot Shots to be defined as an adult business use as defined in the DuPage County Zon-

ing Ordinance, and thus constitutes a basis by which that use violates the ordinance.”

Additionally, the suit alleges that “the business operations of Hot Shots are such that a significant or substantial portion of such operations involve an activity distinguished or characterized by its emphasis on matters depicting, describing or relating to specified sexual activities.”

The suit alleges Hot Shots has violated several County ordinances by: • Operating and maintaining an adult business in a B2 Zoning district; • Operating an adult business within 1000’ of residentially zoned property; • Operating an adult business within 1000’ of a school; • Operating an adult business within 1000’ of an “active recreational facility,” that is, the Wheaton North High School’s athletic fields.

The suit also alleges that Hot Shots is in violation of a State statute that prohibits operating an adult business within one mile of a school, day care center, cemetery, public park, church or public housing.

“The type of establishment allegedly operated by Hot Shots has no business being located anywhere near a residential area, school or any other location where children are present,” Berlin said. “I would like to thank Chairman Cronin for his continued efforts in ensuring that this type of business not be allowed to operate near a school or any other area frequented by children.”

“I’m pleased that after several long months, the residents near this business finally have some relief,” Cronin said. “I’d like to thank the State’s Attorney and the Sheriff’s Office for their diligent work to keep our community safe and protect our

residents. We have been watching this property closely, and through the development of our Adult Businesses Committee, have been working toward proper regulations to reduce the harmful effects this business and others like it can have on the community.”

In the suit, the County is seeking to temporarily and permanently prohibit Hot Shots from operating an “adult business use” at the location or any prohibited unincorporated location in DuPage County.

The Rise Of Anti-Semitism In The World: A view From the State Department

Former special envoy to give Heschel Lecture at Elmhurst College

Hannah Rosenthal is a nationally known voice for social justice who served under two presidents.

On Tuesday, March 19 at 7:30 p.m., she will present The Rise of Anti-Semitism in the World: A View from the State Department, as this year’s Abraham Joshua Heschel Lecture. It will be held in the Founders Lounge of the Frick Center on the campus of Elmhurst College.

The daughter of a rabbi and Holocaust survivor, Rosenthal was appointed by President Bill Clinton in 1995 to be the Midwest regional director of the U.S. Department of Health and Human Services. She also served as the executive director for the Jewish Council for Public Affairs, where she worked on domestic and international policy for the Jewish community in North America.

Under President Barack Obama, she served the U.S. State Department as a special envoy, heading the Office to Monitor and Combat Anti-Semitism. In 2012 she became CEO and president of the Milwaukee Jewish Federation. She recently retired from that role.

Local family supports Ray Graham Association’s Sponsor-a-Horse program

Ray Graham Association (RGA), which creates opportunities that empower people with disabilities to reach, grow, and achieve, announced the results of their Sponsor-a-Horse program, which launched in January 2018, resulting in eleven horses being sponsored. RGA’s Hanson Center barn, home to RGA’s Therapeutic Horsemanship program, is located on 13 acres in Burr Ridge.

Ray Graham Association launched

their Sponsor-a-Horse program last January in an effort to offset the cost of each horse’s yearly care. It costs RGA thousands of dollars each year to care for each horse at their Hanson Center barn.

RGA hosted their 44th annual Butterfly Ball, on Nov. 17 of last year.

Ambitious sights set in state clean energy legislation

A group of 45 mostly Democratic lawmakers is sponsoring legislation to move Illinois to 100 percent renewable energy by 2050, and make the state’s power sector carbon-free by 2030.

These are only some of the objectives in an almost 400-page amendment recently added to the Senate version of the Clean Energy Jobs Act, filed by Elgin Democrat Cristina Castro. The House version of the bill, HB 3624, was filed by Democrat Ann Williams of Chicago.

Other goals include replacing the equivalent of 1 million gas- and diesel-powered vehicles with electric vehicles and mass transit; building more than 40 million solar panels and 2,500 wind turbines by 2030; starting training programs for workers in the

clean energy field; and helping those in Illinois’ coal industry weather the transition to more environmentally-friendly energy sources.

Although the bills have many sponsors and much support across the state, Castro addressed the concerns with how ambitious they appear.

“This legislation outlines our goals, these are not set deadlines,” Castro said. “We want to strive to meet these goals, but most importantly we want to see progress in our state by using more renewable energy, even if it may take a little longer than expected.”

Alongside the language added, the Illinois Clean Jobs Coalition brought some of the sponsors and other activists together for a news conference on the bills.

Jen Walling, executive director of

the Illinois Environmental Council, called it a “historic day” that displays “the strong desire to build our state’s clean energy infrastructure.”

Walling, who chaired Governor J.B. Pritzker’s “Powering Illinois’ Future” transition committee, cited Pritzker’s support of turning toward 100 percent renewables by 2050, which gives the state momentum in carrying out its broad-based environmental goals.

That momentum began with the more than 60 “listening” sessions that the Clean Jobs Coalition held throughout 2018, where people from all around the state gave input on clean energy issues.

Much of what is in this year’s clean energy legislation comes from those sessions, according to the coalition.

State tax receipts expected to rise about 4.3 percent in next fiscal year The state of Illinois can expect to see moderate economic growth in the upcoming fiscal year that will lead to higher tax receipts for the state. However, there are warning signs on the national horizon that could signal an economic downturn in 2021.

That was the message from Marty Johnson, the acting chief economist at the Illinois Department of Revenue, who recently briefed House committee members on what they can expect to see in state revenues over the next 16 months.

“We just finished up a banner year for the national economy,” Johnson said. “In 2018, (economic) output was expanding at the fastest pace since 2005. Unemployment was at a 49-year low. Consumer spending was robust.”

And while Illinois has lagged behind the nation in a number of categories, Johnson said the state has experienced growth, particularly in personal income and in some employment sectors such as manufacturing and construction.

Those trends are expected to continue into the 2019-2020 budget year, which begins July 1, with overall tax receipts growing about 4.3 percent, to $33.5 billion. And that will give lawmakers a little extra breathing room when they start cobbling together next year’s budget.

The bulk of that growth is expected to come from what state officials call “the big three” sources of revenue— individual and corporate income taxes, and sales taxes.

Individual income taxes are expected to grow about 3.3 percent, to $18.8 billion. Johnson said that’s mainly due

to wage and salary growth, which is driven by a relatively low unemployment rate. Only a small amount of that will come from the state’s new, higher minimum wage, which takes effect Jan. 1, 2020, midway through the fiscal year.

Personal income growth is also expected to drive up sales tax receipts, which are expected to grow by 3.7 percent, to just over $8.5 billion.

State corporate income taxes, meanwhile, have not been affected by recent changes in federal tax law as much as forecasters had expected, Johnson said.

As a result, those receipts are expected to grow nearly 6 percent, to $2.3 billion, the result of what forecasters believe will be higher corporate earnings in the coming fiscal year.

All of that is the result of a continuing national economic expansion, which Johnson said is nearly the longest on record.

But she said there is also reason to believe that expansion might not continue for long.

“This particular expansion has been one of the most anemic that we’ve witnessed in this country since we have had economic recessions,” she said.

Among other things, she said, the federal tax cuts that went into effect in 2018 gave a short-term boost to the national economy. But she said that stimulus effect is expected to dissipate in the upcoming year.

“The fading fiscal stimulus combined with increasing market volatility will limit growth in 2020 and the outyears,” Johnson said.

Rep. Steven Reick, a Woodstock Republican, responded saying a downturn in the national economy would be bad news for Illinois.

“We all know that when the United States gets a cold, Illinois gets pneumonia,” he said.

But Revenue Department Director David Harris, a former legislator, said there have been many trends in the current economic recovery that don’t fit normal patterns, like the fact that wages have not grown as much as the

historically low unemployment rate would suggest. As a result, he said he is not sure economists should rely on traditional indicators of future economic trends.

“I’m not sure a lot of folks know what normal is anymore,” Harris said.

“There are so many topsy-turvy markers that don’t seem to apply.”

Surrounded by a group of lawmakers and advocates including Leahy, Williams spoke about House Bill 3550 during a news conference, and explained a few of the quirks of Illinois’ sex education in the process.

By law, public K-12 schools in Illinois don’t have to teach sex education. Those that choose to, however, must follow the state’s requirement that curriculum be “developmentally and age-appropriate,” “medically accurate,” “evidence-based” and “complete.”

That means teaching about both abstinence and contraceptive methods, with information supported by valid, accurate research and facts.

Williams’ bill would add a requirement for schools that teach sex

education, expanding the definition of consent from the brief treatment it was originally given—“[there must be] discussion on what constitutes sexual consent”—to a detailed list of what consent means, and how it might show up during a sexual encounter.

The proposed law includes, among other things, that “consent is a freely given agreement to sexual activity;” that “consent to one ... sexual activity does not constitute consent” to another; that “lack of verbal or physical resistance,” nor a person’s “manner of dress,” does not mean consent; and that a person cannot consent if they “can’t understand the nature of the activity” due to drugs or alcohol.

HB 3550 awaits further assignment to committee, but has garnered 25 co-sponsors since mid-February.

Serena Gilliam receives 88’s Best honors for January Serena Gilliam has been named as Addison Trail’s January recipient of 88’s Best recognition for her stellar involvement in extracurricular activities. Gilliam, a senior, was recognized during the Feb. 25 District 88 Board of Education meeting.

For four years, Gilliam has played sports, participated in numerous clubs and also managed to be at the top of her class at AT. She is a great role model for her peers and has spent her high school career balancing all of it with a positive attitude and a contagious Blazer spirit that has had a lasting effect on her teachers, coaches, classmates and teammates. As a freshman, Gilliam jumped in with both feet. She played volleyball, basketball and softball and participated in a handful of clubs.

“Gilliam has been a starter on the Girls Varsity Basketball Team the past two years,” said Rob Schader, physical education department head and varsity girls basketball coach.

“She is constantly working at a high level to be the best she can be. She is highly competitive on and off the court, as her grades show. It has been

an honor coaching Gilliam the past two years, and I could not think of another student-athlete more deserving of our District 88’s Best award for extracurricular participation.”

In addition to sports, Gilliam has been active with Key Club, National Honor Society, Lettermen’s Club, Pay It Forward and, new to her this year, choir. Gilliam said she has absorbed numerous leadership skills through those opportunities as well as basketball and has enjoyed the challenge of motivating other students to take advantage of the opportunities offered at Addison Trail.

Gilliam also has exceled as a student. She is at the top of her class, earning all A’s in nine Honors courses and 11 Advanced Placement (AP)/ college-level courses.

“I had the pleasure of having Gilliam for the last two years in AP U.S. History and AP Government,” said Brendan Lyons, social studies department head. “She embodies all of the attributes a teacher hopes to have in a student in their class. She was dependable, organized and engaged on a daily basis.”

include AP U.S. History and math, mainly because she enjoys a challenge. But she also formed a unique bond with Amy Ferraro, Addison Trail English Department Head.

Losing each other at the home improvement store My husband and I had to make a trip to the home improvement store last weekend for one item. Just one.

We started out together, but after a cursory period found ourselves involuntarily separated.

We were looking for lye. I make soap, and you can’t make soap without lye. Usually I order my lye online, but I was in a pinch and needed some ASAP. Sometimes you can find it at home improvement and hardware stores. I had my fingers crossed.

When we were unable to find the lye after five minutes of searching, my husband set out to find someone to help us.

When shopping, my husband is very good about asking for directions. I am not. I would burn myself with lye before admitting my failure to find whatever item it is that I am attempting to locate.

I don’t want to waste the time of store employees. They have jobs to do. Like stocking shelves and helping other customers.

My husband has no problem inconveniencing store employees if it shortens his time spent in said store.

So he went to look for an employee in an orange vest. I followed him initially, but when the employee was engaged with another customer, I made like a squirrel and took my nuts elsewhere.

Five seconds later I located the lye – no lie. I returned to the aisle where my husband was awaiting information from the home improvement store expert. It was empty.

I walked up the main aisle and scanned each secondary aisle. No husband to be found.

So I called him on my cell phone.

No answer. Really?

I called him again. Then I texted.

In the meantime I found three or four other items we needed that were not on our list. Serves him right.

him again when my phone rang. He was in the garden section. I think the home improvement employee thought he said he was looking for lime. Gardening? In the middle of winter? Just planting our tomatoes in February like all the other Minnesotans!

We met up in the main aisle and decided we needed a couple of twoby-fours – since we were at the home improvement store and all. We found the display, but no boards. He set out to find some. I got bored waiting and went to look myself.

We were lost again.

This time my phone rang. “Where are you?” he asked.

“By the two-by-four display.”

“Be right there.”

He took his time and I started looking (again) for any errant wooden boards. I was in aisle 32 when my phone rang.

“Sorry,” I said. “I got waylaid.”

When we met up for the final time, we’d be at the store for a whole hour.

My husband hasn’t been in a store for an hour since 1992.

We went in for one item, left with seven and managed to lose each other three times – all in the span of 60 minutes.

Hey, it’s a big store. You’ve got to give us that.

Addison Trail girls basketball team plays Glenbard East in post season Gilliam earns all-WSC Gold honors

Foul trouble hampered the Addison Trail girls basketball team in the recent 43-41 Class 4A regional loss to Glenbard East that ended the Blazers’ season.

“We had three starters out most of the first half because of fouls,” said Addison Trail coach Rob Schader.

“We got down big, but we still had a chance. We missed some free throws and some easy layups that hurt us.

The fouls really hurt us in the first half (12-2 on fouls against) and it was kids who normally don’t get into foul trouble.”

Addison Trail finished the season at 9-17 overall.

“We lost 44-42 to Streamwood the

week before the regional,” Schader pointed out. “That was another game where we started off poorly but battled back. Our crossover game in the conference with Proviso West was cancelled due to the weather and Maine East before that was the same thing. Those were games we were looking forward to. Some of the games this season we didn’t shoot well. We struggled to score sometimes. We probably left between five and seven games out there this season.”

Schader lauded this year’s senior contingent. “Our seniors were a great group that worked hard and never complained,” he said. “It was good to have that. That core group is going to be missed.”

Serena Gilliam averaged 9.7 points a game and was in the 8 to 9 rebound-per-game neighborhood.

Willowbrook boys basketball team splits pair of playoff games Warriors finish with 17 wins

The Willowbrook boys basketball team wrapped up its 2018-2019 season, splitting a pair of postseason contests.

Willowbrook opened play with an 80-48 win against Glenbard North in quarterfinal round action of the Class 4A Downers Grove South regional.

The Warriors were then eliminated from the playoffs after a 60-46 setback to Downers Grove North in the semifinals.

“We did a lot of things well against Glenbard North,” said Willowbrook coach Chris Perkins. “It was a great game. We put a lot of pressure on them and forced 22 turnovers. We played well overall.

“Downers Grove North, we did not play well. We had a decent first half and were up by one (25-24), but ended up losing by 14. We did not shoot the ball well and ran out of gas.”

Senior Matas Masys and junior Everett Stubblefield Jr. led the Warriors in scoring against Glenbard North.

Willowbrook finished the season 17-14 overall.

“We had an up and down season,” said Perkins. “It was a little bit of an adjustment with the schedule we made this year. It was a lot harder and we played a lot higher competition. We played in the St. Charles East Thanksgiving tournament and the Hinsdale Central Christmas tournament, which had some Top 25 teams in it. It was a great experience for the guys to be able to play the level of competition that we did this year.”

Willowbrook finished third in the West Suburban Conference Silver Division behind conference co-leaders Proviso East and Downers Grove South.

Perkins noted his squad graduates seven and returns eight players, with four of those having seen significant minutes this season.

“We have a good nucleus to build around,” he said. “This group that is about to become seniors has three years in the program now and all of them have been winning seasons. We look forward to the challenge of hopefully continuing that next season.”

Perkins lauded the year-long efforts of Masys and Stubblefield.

Masys is a four-year varsity player who joined former teammate Ethan Schuemer on the short list of Willowbrook players who have scored more than 1,000 points in their varsity careers.

Perkins also pointed out Willowbrook’s freshman team had a strong season, going unbeaten in conference and finshing with 21 wins.

“We are looking forward to a bright future here,” he said.

She earned all-West Suburban Conference Gold Division accolades.

“Serena got a lot better as the years went on,” said Schader. “It’s amazing how these kids grow and how much better they get.”

Freshman Quiana Birmingham will be part of the future for the Blazers. She averaged 7.4 points per game on the varsity as a ninth-grad-

er. “That’s a pretty good freshman season,” said Schader. “We are going to be young next year. Of the kids coming back, three played a lot of minutes and that’s a freshman, a sophomore and a junior and we have two more juniors back. Our freshman team did very well and the sophomores did pretty well. The freshmen won 19 or 20 games with two of their

kids up and the sophomores did pretty good considering their point guard was up with us. With the younger kids moved up, that allowed other girls to play a lot of minutes and get better because of it. We might struggle a little next year at times because we will be young, but the next couple years after are going to be pretty solid.”

The Willowbrook girls track team recently competed in the York indoor invitational.

The Warriors were fifth at the varsity level and took third at the frosh-soph level.

Jahne Jones took fourth in the 55 dash with a time of 7.78. Sparkle James-Lewis was eighth in 8.21.

Elizabeth Sanchez was second in the 55 at the frosh-soph level with a time of 8.18.

Jones took third in the 200 with a time of 29.28, while Deja Ramsey was ninth in 31.45. Sanchez again was second in the 200 in 30.54, while Avery Magierski was fourth in 31.95.

Ramsey took fifth in the 300 with a time of 49.39. Angela Eubanks was ninth in 51.88.

Lily Weder was second in the 300 frosh-soph race in 48.41, while Elizabeth Bruschuk was fifth in 53.00.

Victoria Palma placed second in the 400 with a time of 1:04.77. Jones was fifth in 1:08.55. Madeline Barrington was second in the 400 frosh-soph with a time of 1:12.70. Gillian Enriquez was sixth in 1:14.27.

Michelle Villalobos took third in the 800 with a time of 2:40.27.

Grace Jones was second in the 800 frosh-soph in a time of 2:53.45, while Melissa Martinez was third in 2:58.04.

Villalobos finished seventh in the 1,600 in 6:07.99. Martinez was fourth in the 1,600 frosh-soph with a time of 6:09.01.

Palma won the 3,200 race with a time of 11:19.06.

Fiona Murphy was second in the 55 hurdles in 10.99. Bruschuk was fifth in the 55 frosh-soph hurdles in 10.90.

Willowbrook was sixth in the 800 relay in 2:04.21 with Eubanks, Melissa Florey, James-Lewis and Ellie King. The Warriors were fourth in the

800 frosh-soph relay in 2:15.25 with Meghan Fortier, Magierski, Phoenix Stoeckicht and Hannah Andris.

Willowbrook took fifth in the 1,600 relay in 5:03.77 with Marisol Magana, Katherine Tortorici, Murphy and Florey. The Warriors were third in the 1,600 frosh-soph relay in 4:50.84 with Weder, Bruschuk, Enriquez and Barrington.

Aniyah Rushing was fifth in the shot put with a throw of 29-11. Miani Blackwell was eighth at 29-0. Jarelly Carrillo was third in the frosh-soph shot put with a throw of 29-9. Nicole DelSanto was sixth at 23-9.

Morgan Bauers was sixth in the high jump at 4-2. Magana finished ninth in the long jump at 12-5 1/2.

Sanchez was fifth in the frosh-soph long jump at 13-0 1/2. Fortier was seventh at 11-8 1/2.

The Fenton boys basketball team lost 63-40 to Chicago Prosser in the quarterfinal round of the Class 4A York regional in Elmhurst to conclude its season.

Chris Bozeman led the Bison with 10 points.

Fenton was the No. 19 seed in the Class 4A Proviso West sectional, while Prosser was the No. 14 seed.

Fenton boys track The Fenton boys indoor track team was in action at the recent Joe Scarpino Invitational hosted by Buffalo Grove.

The meet featured three flights in all events. Ethan Queyquep was eighth in the A 55 dash in 6.95. Javier Cabral was ninth in the B 55 dash in 7.21 and Alberto Gomez was eighth in the C 55 dash in 7.56.

Queyquep was second in the A 220 with a time of 25.04. Cabral was fourth in the B 220 in 26.35, while Gomez was sixth in the C 220 in 27.67.

Ryan Rebolledo was seventh in the A 440 in 1:03.46.

Juan Carlos Sosa was sixth in the C 440 in 1:04.86.

Chris Kovich was eighth in the B 880 with a time of 2:28.92, while Pawel Gasior was seventh in the C 880 in 2:35.48.

Sam Elizondo was sixth in the A mile in 5:10.20. Matthew Sisto was seventh in the B mile in 5:21.20 and Isaac Fonseca was seventh in the C mile in 6:11.30.

Illinois hospitals seek reform of Medicaid managed care system

Hospitals in Illinois are complaining that slow payments and unnecessary denial of claims from the state’s privatized Medicaid system are putting both hospitals and their patients at risk, and they are asking state lawmakers to do something about it.

At issue is the state’s privatized Medicaid system known as HealthChoice Illinois, which uses private insurance companies known as managed care organizations, or MCOs, to coordinate each patient’s care by making sure they receive regular exams, follow-up treatment and specialist care when needed. The companies also process claims from health care providers for reimbursement.

The idea behind the system, which was expanded statewide in 2015 and now covers about two-thirds of all Medicaid patients in Illinois, was that by hiring private companies

to manage and coordinate each patient’s care, patients would receive better, more comprehensive care.

In addition, the state would ultimately save money—and the companies would earn their profit—by reducing unnecessary expenses for things like emergency room visits and hospital readmissions.

Instead, the hospital association argues, the new system has produced only bureaucratic delays that make it more difficult for hospitals to get paid, and for patients to access the care they need.

“The state’s Medicaid managed care program, which now covers more than 2.2 million Illinoisans, has failed to realize the promise of increased care coordination, improved patient outcomes, greater efficiencies and lower costs,” A.J. Wilhelmi, president and CEO of the hospital association, said in a news release.

“Instead, the program has been crippled with increasing administrative

burden, lack of standardization, lack of uniformity of rules, and insufficient oversight—putting extreme financial pressure on hospitals, jeopardizing Illinoisans’ access to care.”

IHHA spokesman Danny Chun said in an interview that the problem is especially hard on small, rural hospitals, known as “critical access” facilities, where Medicaid payments often make up half or more of the hospitals’ entire revenue.

“Many of these were struggling before managed care,” he said.

“Many were already losing money.”

Since the change to the managed care model, Chun said, about 26 percent of all hospital claims have been denied after the initial submission. And while there are processes in place that allow hospitals to appeal a denial, that process can drag on for months, and the process is different for each of the six MCOs participating in the program.

Often, he said, claims are denied because of administrative paperwork delays, such as when a new provider is added to an MCO’s network, but the MCO is slow to update its own roster, resulting in bills from that provider initially being denied.

Other times, he said, MCOs will withhold payments, but they will take weeks, or even months, to send follow-up questions to clear up the delay.

In response to concerns raised by hospitals and other health care providers in the Illinois Medicaid system, lawmakers have introduced three pairs of bills, with identical versions in both the House and Senate.

One pair of bills, Senate Bill 1697 and House Bill 2715, would require all MCOs to use standardized processes for a number of different functions, such as determining whether a service is medically necessary.

It would also put a time limit on how long MCOs have to request additional information, and it would further require them to update their rosters more promptly and to reimburse providers under contract, regardless of whether their roster has been updated. Those bills are sponsored by Sen. Heather Steans (D-Chicago) and Rep. Robyn Gabel (D-Evanston).

Another pair, Senate Bill 1703 and House Bill 2814, would allow providers to appeal claim denials to an independent, third-party reviewer. Those bills are sponsored by Sen. Don Harmon (D-Oak Park) and Rep. Bob Morgan (D-Deerfield).

And a third pair, Senate Bill 1807 and House Bill 2814, would require, among other things, that MCOs reimburse critical access hospitals and safety net clinics on an expedited schedule, similar to the schedule the state uses for non-managed-care patients at those facilities. Those bills are sponsored by Sen. Kimberly Lightford (D-Maywood) and Rep. Camille Lilly (D-Chicago).

None of the bills have been referred to a committee, although Senate President John Cullerton recently established a Special Committee on Oversight of Medicaid Managed Care, which will likely have jurisdiction over the Senate bills.

Springfield Republican wants to end ‘winner takes all’ in Illinois’ presidential votes

It is unlikely that Illinois will become the third state to change how it allocates its electoral votes for president, but that isn’t stopping some state lawmakers from trying.

House Bill 3109, recently introduced by Springfield Republican Rep.

Tim Butler, would change the state’s “winner-take-all” electoral system to one that is more representative of downstate Illinois.

“A single state now has a multitude of differing regional interests within it. …It makes sense that we update how we award our electoral votes for president,” Butler said in a news release last

week. He couldn’t be reached for further comment Monday.

As with all states, Illinois has one electoral college vote for each of its congressional representatives (18) and senators (2), for a total of 20. In presidential elections, the candidate who wins the statewide popular vote gets all 20 electoral college votes.

Butler’s bill would change this so that electoral votes are awarded based on which candidate wins in each congressional district, with two of those electoral votes—those for the senators—based on the statewide popular vote.

“The rural areas could potentially be represented in a much more fair fashion under the model in this bill,” said Republican Rep. Darren Bailey from Louisville, the chief co-sponsor of Butler’s bill.

Butler’s proposal would have changed Illinois’ allocation in the 2016 presidential election, when Hillary Clinton won all of the state’s 20 electoral votes. If Butler’s plan were in place, Clinton would have won 13 electoral votes, and Donald Trump seven.

As election-tracking website 270 to Win notes, most state electoral college reforms are proposed “when the party of the losing presidential candidate differs from the party controlling the state Legislature,” as is the case in Illinois.

Whether proposed reforms would help the minority party candidate in a particular state is unclear, however.

After Mitt Romney lost the 2012

president election, and Pennsylvania’s 20 electoral votes, a Republican state senator proposed a shift similar to what Butler has put forth in Illinois.

But in 2016, Trump, the Republican candidate, would have received nine fewer electoral votes from Pennsylvania under a split allotment than he actually won.

Currently, only Maine and Nebraska have adopted the “congressional district” method of allocating electoral votes.

With Democrats in firm control of the Legislature and the governor’s office, however, it is unlikely that Illinois will become the third state to join them, Bailey said.

“Right now under this current environment, I think it’s very unlikely that this will go through,” Bailey said.

“But, as with all things, you plant a seed, and you get people talking and thinking for when they’re ready to hear it again.”

Illinois has given all its electoral votes to a Democratic presidential candidate since 1988. That streak certainly would end under Butler’s bill, which awaits further assignment out of committee.

‘Collections’ – The Art of Joan Ladendorf featured at the EAG Gallery in March The Elmhurst Artists’ Guild (EAG) will host “Collections,” a solo exhibition featuring the art of Joan Ladendorf. The show will include a selection of her past and present work including her latest in photo collage.

The show runs from March 3 - March 29 in the EAG Gallery at the Elmhurst Art Museum (EAM), 150 S. Cottage Hill Ave. in Wilder Park. The public is invited to the opening reception on Friday, March 8 from 7 to 9 p.m.

About the artist Joan Ladendorf is a self-taught artist who resides in Hanover Park. The EAG solo show “Collections” will feature a variety of her artistic styles that reveal a penchant for collecting unique oddities.

Ladendorf admits that she “tends to overdo,” and amasses hundreds of whatever she’s collecting. This can be textural images, fabrics with scattered patterns, Funko POP figures, books, Star Wars stuff, bowls and dishes with feet, red stones, or retro cocktail glasses.

Ladendorf began her creative career in theater costuming and graphic design. She then progressed through traditional quilt-making and later experimented with various art quilt

techniques and styles. Her lively abstract compositions display a passion for shape and color and incorporate an extensive fabric palette numbering over 12,000 pieces of fabric.

Later, the artist turned to photography, ultimately capturing thousands of images from places such as the creek in her own backyard, auto junkyards, the Chicago Botanic Garden, Spring Valley Nature Center, and the Illinois Railway Museum. Before long, her traditional photographs became fodder for more complex digital art using Photoshop software.

Two years ago, bored with sitting at a computer, Ladendorf once again allowed her creativity to expand. She began exploring abstract paper collage techniques featuring her own hand-painted, repurposed papers.

Currently, Ladendorf is back on the computer creating what she likes to call “Photo Collage,” making use of her vast collection of interesting landscapes, textures, and shapes.

She states she is “creating visions, monsters, and creatures.” It should be noted that her visions are stunning and otherworldly, and her monsters and creatures tend to be of the sympathetic and whimsical variety. Most recently she created a series of abstract computer art inspired by her travels and the beauty of

Santa Fe, NM. Ladendorf’s work has been featured in area galleries since 2005. She has participated in many juried fine art shows over the past ten years, winning multiple awards.

Her abstract quilts were featured in Quilters Newsletter Magazine, American Quilter, and Fiberarts Design Book 7. Her photography has been featured in B&W Magazine and Practical Photoshop Magazine.

More recently, her “Juxtae” series was featured in the December 2018 of B&W Magazine. Her art is also in private and public collections, including Harper College and Edward Hospital.
