Fenton High School District 100 was named a nationwide leader for increasing access to Advanced Placement (AP) courses and scores on AP exams by the board that administers the tests.

The National College Board named Fenton AP District of the Year at a student assembly today attended by state dignitaries, students and staff. The award, given to only three school districts nationwide – large, medium and small – means the school district has increased access to AP classes for students of color and low income and has also increased the number of students who pass AP exams.

“This is a celebration of equity and determination,” said Superintendent James Ongtengco. “It shows that students believe in themselves, challenge themselves, work hard and trust teachers to guide them through the process.”

More than a third of students are enrolled in at least one of the 24 AP courses offered at Fenton. The number of students who took AP exams grew from 253 to 330 in three years, or 30%. This is despite changing demographics: 51 percent of students are low-income; there’s growing diversity and an increase in the number of students whose primary language is not English. The percentage of AP students who are African American and Latino grew from 40% to 49% over three years. And, the percentage of African Americans and Latino students who received a 3 or more on an AP test grew from 57% to 61% in three years.

On Saturday, March 2, Honor Flight Chicago hosted its 8th annual Law Enforcement Hockey Classic at the Edge Ice Arena in Bensenville.

The event featured players from the Chicago Police Department and the Chicago FBI. After a long and hard fought game by both teams, the Chicago Police Department defeated the Chicago FBI with a final score of 6 to 1.

Bensenville Village President Frank DeSimone kicked off the event by welcoming the crowd to the game while joined by CBS 2 Chicago’s Rob Johnson, Chicago P.D. actor Jon Seda, State Senator Tom Cullerton, State Senator Don Harmon and former Chicago Blackhawk Brandon Bollig.

“It’s an honor to welcome you to Honor Flight Chicago’s eighth annual Law Enforcement Hockey Classic right here in Bensenville,” said DeSimone. “Good luck to the Chicago Police Department and the FBI as they fight for a victory on the ice. Regardless of the outcome of tonight’s game, however, the true victors will always be the veterans who fought for our freedom.”

The Law Enforcement Hockey Classic is one of Honor Flight Chicago’s largest fundraisers. Honor Flight Chicago is a not-for-profit organization committed to honoring World War II, Korean War, and Vietnam era veterans by flying them to Washing D.C. for a day of honor at no cost to them.

“But some students need to work all summer or they go to the Mexico for the summer,” said Ward. “Others didn’t have Internet at home.”

Some classes at Fenton removed that barrier, which had prevented some students from enrolling in an AP class.

Students were also asked to identify a trusted adult in a teacher, coach or administrator. Those trusted adults then sought out students to talk about the process and answer any questions.

The result is that many more students, including students of color and low-income are now taking AP classes, excelling and passing the AP test.

The fear was that this push would wa-

ter down the curriculum but just the opposite happened.

“Our student rose to the challenge and in fact this program raised the bar and made our entire curriculum more rigorous,” said Fenton Principal and Assistant Superintendent Jovan Lazarevic.

Clint Porter, a veteran AP teacher, said there used to be about 15 students in his AP Calculus class and now there are about 80.

“There were students who were on the sidelines; they didn’t see themselves in an AP class,” he said. “But they just needed an extra nudge.”

‘No place’ for forced parental consultation before minor has an abortion, proponents say Repeal of notification act passes Senate committee along party lines

By Rebecca Anzel Capitol News Illinois Illinois Democrats are one step closer to repealing legislation requiring that a minor consult her parent or guardian before getting an abortion.

The bill, sponsored by Chicago Sen. Elgie Sims, Jr., passed out of a Senate committee last week without Republican support after about an hour of testimonies and debate.

Sims said the goal of his measure was not to “attack the role between parents and children,” as was suggested during the hearing, but to encourage families to have “authentic conversations.”

“This bill is not an anti-family bill, it is a pro-family bill,” he said.

“We cannot have and force inauthentic conversations between families.

The State of Illinois has no place.”

It would strike from state law the Parental Notification of Abortion Act of 1995, which requires a minor inform her parent or guardian of her

intention to get an abortion. It does provide a minor an avenue to petition a circuit court to issue a waiver of that notification if she does not feel safe, for example, having a conversation with her parent or guardian.

And there are exceptions for a minor if she is a victim of sexual abuse or neglect by an adult family member.

Part of the General Assembly’s interest in passing the Act, the body wrote, is that “Parental consultation is usually in the best interest of the minor and is desirable since the capacity to become pregnant and the capacity for mature judgment concerning the wisdom of an abortion are not necessarily related.”

The law took effect only about five years ago after having been tied up in the courts.

But proponents of repealing it, such as Hannah Baity, call the Act “extremely dangerous.” Baity is a youth organizer with the Illinois Caucus for Adolescent Health, and testified in the Senate committee last week.

She told lawmakers not every teenager has a secure relationship with her parent, and they “cannot legislate healthy parent-child communications.”

It should be repealed,” she said. “Each of the young women who came before me had a good reason for not sharing her decision with a parent.”

Those extra barriers are not inherently bad, though, Sen. Jason Plummer, a Republican from Edwardsville, said.

“We’re talking about the termination of a life, right,” he said. “And so, for there to be maybe a hurdle or two there, I don’t think as a society is necessarily the worst thing because … we’re talking about the termination of a heartbeat, and that’s a significant concern of mine.”

Dawn Fitzpatrick, who works for the Archdiocese of Chicago, said the argument against repealing the law extends beyond the typical framing of “the pro-life, pro-choice distinction” and politics.

As a parent, she said, “the only question is simply, should parents know” their child plans to get an abortion.

The committee hearing began late, and debate put the meeting over its allotted time. Chairwoman Patricia Van Pelt, a Democratic senator from Chicago, cut the Republican legislators’ questions short to allow

The final tally was 8 to 4, along party lines.

This legislative effort, Senate Bill 1594, is the first in a package of reproductive health measures proposed

by Democrats in both chambers to receive a hearing in front of lawmakers.

Its twin version is House Bill 2467.

The other initiative would repeal Illinois’ abortion law and replace it with what backers and detractors say would be the most progressive reproductive health legislation in the nation. It is Senate Bill 1942 and House Bill 2495.

The group of bills was announced by the sponsors—Sens. Sims and Melinda Bush, from Grayslake, and Reps. Kelly Cassidy, from Chicago, and Emanuel Chris Welch, from Hillside—at a news event at the American Civil Liberties Union headquarters in Chicago in early February.

Connell called the Notification Act “dangerous” in a written statement, and said she looks forward to the full Senate passing Sims’ bill.

A young person who does not want to communicate with a parent has a very good reason,” Connell said. “We need to trust youth in our state to make the health care decisions, without forcing them to risk their health and safety.”

Jennifer Welch, president and CEO of Planned Parenthood of Illinois, said in a statement that the committee’s vote “shows that Illinois is ready to trust young people to have agency over their bodies. I’m optimistic that SB 1594 will pass the full Senate, and am grateful to Senator Elgie Sims for his leadership on this bill.”

But Catholic Conference of Illinois called the vote “tragic” in a statement, and cited the state’s Department of Public Health data that shows the number of abortion procedures on minors has decreased since the Parental Notification of Abortion Act went into effect.

The Conference represents the six bishops in the state. Their statement called on “the full Senate to use reason, support parents and their daughters, and strongly reject this appalling legislation.”

“Current law makes it illegal for minors in Illinois to use an indoor tanning bed; buy cigarettes, alcohol or lottery tickets; or vote in an election. Are we to believe abortion is somehow less consequential than getting a tan?”

By Rebecca Anzel Capitol News Illinois Legislators, advocates and hundreds of Illinoisans crowded the rotunda of the Capitol last week to condemn a package of reproductive health measures that would revise abortion law.

The bills are proposed by four Democrats from both chambers of the General Assembly. One would allow a minor to get an abortion procedure without notifying her parent or guardian. The other would repeal and replace the state’s abortion statute with language supporters say is more up-todate.

“Politicians who do not put life first cannot be trusted,” Mary Kate Knorr, executive director of Illinois Right to Life Action, said. “So we are here to tell our legislators that if they do not put life and women first in the State of Illinois, they do not have a place in our Statehouse.”

Knorr’s group was one of the organizers of the rally. The others were the Pro-Life Action League and the Illinois Family Institute.

The coalition opposes legislation to repeal the Parental Notification of

Abortion Act, which mandates a minor consult her parent or guardian before having an abortion.

Parents should not be “kept in the dark” about medical decisions their children are making, or procedures they are getting, said Eric Scheidler, executive director of the Action League.

“Adolescents simply lack the judgment and experience necessary to make critical medical decisions all by themselves,” he said. “They should not be abandoned when it comes to those decisions.”

Democrats voted the Senate version of the bill out of committee March 19.

It is now before the full chamber. The House version of the bill appears to be stalled.

The group more fervently protests the Reproductive Health Act, a bill that, among other things, would create reproductive health care as a fundamental right in Illinois; require private health insurance companies that cover pregnancy-related benefits to also cover abortion procedures; and allow phy-

Reader urges resident to vote ‘YES’ on referendum I am writing to encourage Villa Park residents to vote YES for the Lufkin Pool referendum on April 2.

This is an advisory referendum and will not affect your property taxes – the Board will use the results of the referendum to inform their decision about Lufkin’s fate when they vote on demolishing the pool in June.

There is NOT a new Recreation Center and/or Aquatic Facility being built in the near future. There is no funding, no plan for what the facility will include and no location identified. Village President Bulthuis has indicated he thinks a new center is 10 years away.

During the time until a new center can be built, Villa Park would be left with one aging pool that does not serve all residents. Jefferson Pool is difficult to use for young families with children of varying ages. Most residents that used Lufkin previously did not go to Jefferson this year – in-

stead opting to swim in other towns or not swim at all in summer 2018.

Closing Lufkin Pool has had little benefit to Villa Park - residents lost a place to swim and the village saved little in expenses by only operating one pool this year. Lufkin Pool typically had more visitors than Jefferson Pool so the number of people swimming in Villa Park went down significantly. Taking away Lufkin may even affect property values in Villa Park, as the “In Motion” section of the Villa Park website states “what many people notice, and what dramatically enhances property values, is the quality of the community parks.” People also notice the lack of parks and amenities.

So vote YES on April 2 for Lufkin Pool – and to give the residents of Villa Park the chance to swim in a well-loved pool that Villa Park needs.

Cullerton aims to ease blood draw anxieties for those with disabilities Having blood drawn can be a very anxious thing for a child with autism. Thanks to Sen. Tom Cullerton (D-Villa Park), medical professionals may soon have access to training to help ensure individuals and developmental disabilities are as comfortable as possible.

Cullerton advanced Senate Bill 1214 on Tuesday, which requires the Department of Public Health to ensure that those who draw blood have the most current method of drawing blood from individuals with intellectual and developmental disabilities available.

“Health care professionals strive to provide the best possible care to all patients,” Cullerton said. “This measure ensures that they receive training on the best practices to draw blood from patients that are living with intellectual and developmental disabilities such as autism and Down syndrome have a good medical experience.”

Candidate responds to accusations The Villa Park Independent is now being formally made aware in writing on Monday, March 25, 2019, that the "suspect,” as referenced on the front page of the Thursday, March 21, 2019 issue of the Villa Park Independent, has been notified by the DuPage County State's Attorney's office that the investigation is closed. Villa Park Police Chief Lay has been notified of the closed investigation, indicating that allegations of inappropriate activities were closed based on a

potential misunderstanding and no proof to use as a basis for conclusion.

Feet on the street, including an employee of the business at 143 W. Home Ave, Villa Park, acknowledge an amicable relationship between a Village Trustee/current candidate for the Village Board, with both businesses 143 W. Home Ave. and 207 W. St. Charles Road.

If disclosure of facts concludes that "the person" filing the report has potentially acted inappropriately on

behalf of the Village to further their personal political gain, the activity is unethical and should not be taken lightly. If this in fact proves true, it is a perfect example of why the residents and small business owners are anxious to make changes to the Village Board of Villa Park.

Measuring life in meatballs Yesterday I made meatballs for dinner. No big deal, but it got me to thinking.

I can throw a from-scratch batch of meatballs together in no time.

I toss the ingredients into my meatball bowl like it’s not hard – because it isn’t.

It hasn’t always been this way.

Meatballs haven’t always been easy. Not at all.

Years ago when my husband and I were just starting our lives together, meatballs were downright elusive. They were complex and confounding.

Mysterious balls made up of meat and other ingredients too numerous to imagine, much less understand. My husband tried making them; I tried making them.

We tried together – without much luck.

But every once in awhile we both craved meatballs. So we kept trying and failing – many times. I’m not sure why we were both so very meatball-challenged.

Sometimes they were too dense; other times they wouldn’t stick together and simply fell apart in the spaghetti sauce.

We experimented with different types of breadcrumbs and ground meat combinations. Once I put in an inordinate amount of crushed red pepper; dinner was nearly inedible that night. We were hosting my in-laws. I’m lucky that way.

Amongst our failures was a success or two.

And then three. And so on until finally, one day, meatballs were easy.

A lot of things in life are like that. You have to practice them over and over until you get it right.

to me as I made the meatballs yesterday, I thought about all the things that are easy now but were hard if not nearly impossible 20 or 25 years ago.

I came to the conclusion that I was glad to have the knowledge acquired over the years. I was glad to be where I am now – the who I am now instead of the who I was then.

This surprised me – this contentedness about time because I’ve always been one to fight time.

I remember didn’t want to be 30 because I didn’t want to grow older.

Same goes for 40 and each year after that. I fought the number that defined my age because I didn’t like the direction it was going. I knew I was being irrational. But a girl feels what a girl feels and that’s where I was at.

I realize now at least part of it was because I didn’t want to be defined by merely age. Most of us measure our time on this earth by the number of days and months and years that we are living and breathing on it.

I propose we try something different. A change in perspective, you might say.

Instead of being 35 for the 15th consecutive year, how about we describe the measurement of our lifespan in the number of sunsets we’ve shared with our spouse? Or the vastness of the love we feel for

our children? The number of lives we have nurtured? The pounds of strawberries we’ve eaten throughout a lifetime? How many breakfasts we’ve made for our kids before school so they will start the day out right? The number of dogs (or cats or Guinea pigs) we’ve had the privilege of loving? How the taste of chocolate never gets old? The sum total of compliments we’ve received – ever? Double ditto that for compliments given?

The times when we offered kindness to a stranger and it literally made our heart gush?

The simple but miraculous act of breathing in and out? How many doors we’ve held open for others? The good we’ve done. Life connections we’ve made? Waking up and feeling good? The fact that this life never gets old?

I’ve always run from my age because I guess I think age is limiting.

I don’t want to be defined by something that is limiting. But yesterday, in the kitchen, while I was practically up to my elbows in meatball goo, I realized I’m only limiting myself. It’s my choice.

And I choose meatballs – among other things.

If you want to put a number on me, I figure I’ve made upwards of at least 5,000 meatballs over the last two decades. Let’s go with that. It has a nice and even ring to it.

District 88 raises more than $90,000 at Relay for Life Willowbrook and Addison Trail High Schools recently showed giving back is a cornerstone of District 88 pride.

On March 9, the 9th annual Relay For Life of District 88 Youth event took place at WBHS, attended by more than 550 staff, students, parents and community members. This year’s event raised a District 88 record of more than $91,000 for the American Cancer Society. In total, this event has collected more than $580,000 during the last nine years.

Participants enjoyed a variety of activities and games, and there also was luminaria to remember those who have lost their battle with cancer and to support those still fighting. The team that raised the most money was Alpha Pi Omega with $19,352. The

The Brook Olympics took place from March 4-8 and culminated with an assembly where classes went head to head in competitions. The juniors were named as this year’s winning class.

thing that involves audience engagement and improv, and this show definitely encompasses both of those aspects. The style of the play also allows the actors to grow and test their skills, which is always wonderful to see.”

Senior Gianna Caruso, who plays one of the two narrators, said the performance will offer a lot of surprises.

“The audience can look forward to the unexpected,” Caruso said. “As a line in the show reads, ‘We’re here to do a very quick, fast and kind of funny version of Brothers Grimm fairy tales.’”

Addison Trail senior Connor White, who plays the second narrator, said the small size of the cast created a close-knit environment.

“We all bonded and instantly clicked, and that comes through on stage,” White said.

The play will be held April 4, 5, & 6 at 7 p.m. There is also a 2 p.m. performance on April 6. It will be held in the Black Box Studio Theatre at Addison Trail.

Willowbrook boys track team poised for success Addison Trail boys track team in a youth movement

The Willowbrook boys track team has plenty of reasons to be optimistic.

For starters, junior Liam Riesen is back after qualifying for state in the 400 as a sophomore.

And the Warriors are coming off an indoor season that saw them take fourth at the varsity level in the West

Suburban Conference Gold Division.

Willowbrook’s sophomores were second as were its freshman team.

“We’re building,” said Willowbrook coach TJ Artman. “We had a sophomore state 400 qualifier who is back for two more years. That’s exciting. We’ll build around it. We have solid senior leadership with some fresh new faces of all ages. The boys are building a program and there is team camaraderie. It’s been a very enjoyable and fast indoor season. We all are looking forward to sun and outdoors.”

The Willowbrook girls track team took sixth at the varsity level at the recent West Suburban Conference Gold Division indoor meet at Proviso West.

Willowbrook’s sophomores took second in the meet.

Junior Jahne Jones placed fourth in the 55 dash with a time of 7.64. Jones also was seventh in the 200 with a time of 28.42. Lily Weder was third in the frosh-soph 200 with a time of 28.84. Elizabeth Sanchez was fourth at 29.29.

Jones was fourth in the 300 with a time of 45.68, while Samantha Williams was eighth in 48.37. Weder won the frosh-soph 300 in 46.96.

Sanchez was fifth in 48.25.

Gianna Irion was eighth in the 400 with a time of 1:15.70. Weder was third in the frosh-soph 400 with a time of 1:09.59.

Michelle Villalobos was fifth in the 800 in 2:34.93, while Madeline Barrington was fourth in the frosh-soph 800 with a time of 2:42.27.

Grace Jones was sixth at 2:45.70.

Victoria Palma was second in the 1,600 with a time of 5:11.95.

Melissa Martinez was fourth in the 1,600 frosh-soph with a time of 5:52.74.

Gabriella Friguletto was fifth in the 3,200 frosh-soph race in 15:44.50.

Irion was fifth in the 55 hurdles in 9:58, while Williams was seventh in 9.85. Daniella Irion was sixth in the 55 hurdles frosh-soph race in 11.37.

Willowbrook was fifth in the 800 relay in 2:01.12. The Warriors were third in the 800 relay at the frosh-soph level in 2:03.08.

The Blazers, who finished sixth

in the West Suburban Gold last year, return Jonathan Chambers-Green (junior, high jump, hurdles), James Carr (senior, hurdles), Cesar Herrera (senior, hurdles, 1,600 relay), Dylan Moran (sophomore, 1,600, 3,200), Lukas Rodriguez (senior, 3,200 relay, 800). Chambers-Green, Herrera and Rodriguez earned all-WSC Gold honors last year.

Key newcomers to the team include freshmen Patrick Campbell (triple jump, long jump, hurdles), Alex Martinez (3,200, 1,600) and Quentin Spencer (100 and 200).

“We’re definitely in a youth movement,” said Ziebka. “Our young guys are motivated and come to practice with a focus to improve every day.

Our guys are trusting the process and we are improving every day.”

Ziebka is looking forward to the outdoor portion of the season. “Our efforts on the track will transition nicely as we head outside,” he said.

“I would really like to see more consistency with our field events, but we have a great group of guys who want to improve so it is just a matter of time.”

Fenton girls soccer team looks for improvement Bison boys track team wins 3,200 relay at invitational

The Fenton girls soccer team is working its way forward.

Coach Victor Ruiz, who has coached the team for more than 20 years, sees improvement for the Bison in the back and at the midfield.

“I think we will be strong in the back line and midfield and hope to add some goals,” he said.

Fenton is coming off a 2018 season where it went 3-14-1 overall and 0-6 in Metro Suburban Conference Blue Division play.

Back for Fenton are seniors Natalie Diaz, Cynthia Mendoza, Jacqueline Nogueda, Kimberly Rivera and Angela Casas, along with sophomore Lesly Mora.

Key newcomers to the group include sophomore Ximena Boratto and freshmen Daniela Herrera and Alexa Herrera.

“We are really hoping to improve from last year and find the back of the net a bit more this year and play a high-pressure defense,” said Ruiz.

“With this being our last year in the Metro Suburban Conference, we would like to leave on a high note.”

Fenton boys track The Fenton boys track team competed in the recent Lockport invitational.

Kasper Widlo was eighth in the frosh-soph 60 dash with a time of 8.29. Alberto Gomez was ninth at 8.31.

Ethan Queyquep was eighth in the 60 at the varsity level in 7.80. Widlo was seventh in the 200 at the frosh-soph level with a time of 27.27.

Report names hundreds of Catholic clergy, staff accused of sexual misconduct But authors acknowledge ‘vast majority’ of cases settled or not evaluated by court

Nearly 400 Catholic clergy members and church staff in Illinois, some still working, were named in a report released last week by a Minnesota-based law firm accusing them of sexual misconduct.

The 185-page report, published

by Jeff Anderson & Associates, includes the names, assignment histories, photographs and background information of 395 individuals associated with churches throughout the state, in the Archdiocese of Chicago

and the Dioceses of Belleville, Joliet, Peoria, Rockford and Springfield.

The law firm represented, by its count, hundreds of Illinoisans who were the victims of child sexual abuse.

“Those at the top have chosen not to believe so many survivors for so many years who have come forward with reports and have chosen, then, to keep secret not only the identities of those offenders, but (also) those who have been complicit in that concealment at the top,” said Jeff Anderson, the trial attorney who heads the firm that published the report, Each of the clergy and staff members listed is accused of sexual misconduct with minors, and many were the subject of a lawsuit. The report is careful to mention “the vast majority” of those cases were settled or not “fully evaluated” by a court.

“Accordingly, in most cases the allegations have not been proved or

substantiated in a court of law,” according to the report. “Consequently, unless otherwise indicated, all of the allegations should be considered just allegations and should not be considered proven or substantiated in a court of law.”

There are about 115 clergy members from the Archdiocese of Chicago named in the report, 22 from the Diocese of Belleville, 43 from Joliet, 29 from Peoria, 22 from Rockford and 23 from Springfield.

Nearly 150 laypersons in Illinois are named as well. They include clergy who are not bound to a specific geographical area and staff members who work in Catholic establishments, such as teachers and coaches.

“The data reveal the horrifying scale of priests sexually assaulting minors to the present day” and “illustrate the patterns and practices of diocesan and religious officials, including orchestrating an institutional

cover-up of enormous magnitude,” according to the report.

Anderson said in a news release he wants the Catholic Church to release any relevant files to allow members of law enforcement and the public to “know who was complicit in concealing this hazard.”

“That’s what all the survivors with whom we work want most of all, no further kids to be hurt,” he said in Chicago. “And by this report, our attention and our purpose is just to make the truth known as fully and as fairly as we can so that those kids are protected better and those in charge that are making these decisions, that have this information, are much more transparent in the future than they have been in the past.”

Former Attorney General Lisa Madigan began investigating Illinois’ Catholic Church in August 2018, after a grand jury in Pennsylvania released a report chronicling

the extent of clergy sexual abuse in that state.

The six dioceses formally disclosed the names of 185 members who were “credibly” accused of child sexual abuse to Madigan’s office, but her investigation found the church received allegations of at least 500 more clergymen.

“The preliminary stages of this investigation have already demonstrated that the Catholic Church cannot police itself,” Madigan said in a December press release. “Allegations of sexual abuse of minors, even if they stem from conduct that occurred many years ago, cannot be treated as internal personnel matters.”

The investigation under current Attorney General Kwame Raoul is ongoing.

“We will review any new information that could be relevant,” his spokesperson said in an emailed statement.

Fewer than 20,000 Illinois millionaires would account for 80 percent of an estimated $3.4 billion in added income tax revenue under a graduated tax plan being touted by Gov. J.B. Pritzker, his office said in a recent release.

Per Pritzker’s projections, 19,939 Illinois taxpayers whose income exceeds $1 million would pay an added $2.72 billion in combined taxes to the state; 37,391 filers earning between $500,001 and $1 million would pay an added total of $629 million; and 117,535 filers earning between $250,001 and $500,000 would pay an added total of $361 million.

The other 6 million-plus Illinoisans would see their total combined tax burden shrink by about $177 million.

In recent days, conservative think tank Illinois Policy has suggested Pritzker’s estimates for increased tax revenue were exaggerated by

$1 billion or more, and the Civic Federation, a nonpartisan government research organization, said it could not duplicate Pritzker’s estimates.

A news release from Pritzker’s office said the Governor’s Office of Management and Budget worked with the Illinois Department of Revenue “to arrive at a realistic projection for the amount generated by the fair income tax.”

The graduated tax would require a constitutional amendment, which needs approval from voters to become law, so its passage is not possible until 2021 at the earliest.

Because of this, Pritzker’s team used data from the 2016 tax year and assumed filers’ income would grow at the most recent five-year compound annual growth rate, accounting for a baseline 2021 estimate.

“To ensure the estimate was conservative, (it) included a one-year income stagnation in the event of a slowing economy,” the release said.

The estimates also accounted for $230 million of the new revenue being used for property tax relief and child tax credits which are part of Pritzker’s plan.

It also assumed 6 percent of the new revenues would go to the local government distributive fund which has been shorted in recent years.

Per the plan, different margins of income would be taxed from 4.75 percent to 7.85 percent for those earning $1 million or less, while those earning more than $1 million would pay a rate of 7.95 percent on all income.

To account for the large tax spike at $1 million, the release said, “the team assumed that 10 percent of filers with net income more than $1 million and less than $2 million would try to capture a lower marginal rate.”

Pritzker’s tax team includes Deputy Governor Dan Hynes, who served as the state’s comptroller for 12 years; Department of Revenue Director David Harris, a former Republican lawmaker who served on revenue and appropriations committees; GOMB Director Alexis Sturm, who has worked in government finance for more than 20 years; and GOMB Chief of Staff Cameron Mock, who has worked in government finance for nearly a decade.
