AG Madigan takes steps to end pay for state workers ILLINOIS NEWS NETWORK Illinois’ Attorney General is asking a judge to start the process to stop paychecks for state workers. Attorney General Lisa Madigan late Thursday night asked a judge in St. Clair County to rescind an order that had kept paychecks flowing to thousands of state of Illinois employees. Madigan essentially said without a state budget there is no authority to pay state employees.
R-Raymond, said late Thursday night in a statement. “While the Senate has been negotiating and making progress towards a bipartisan budget deal, Madigan chose to instead disrupt state
employee pay in an attempt to force a shutdown of state government.” Governor Bruce Rauner’s office said much the same. The governor’s spokeswoman, Catherine Kelly, said
late Thursday that the governor hopes the Attorney General will change her mind and “defend employee pay.” In the motion, Madigan asks the judge to give lawmakers and the gov-
ernor until the end of February to enact a spending authority. It is unclear which employees will be expected to show-up for work if the checks are halted.

“I have long hoped that the Legislature and the Governor would pass and enact a budget,” Madigan said in a statement. “Unfortunately, that has not occurred. … With a new legislative session now underway, this is an appropriate time to ask the Circuit Court to reconsider (its) order.” Madigan is asking the court to consider an Illinois Supreme Court ruling on raises for state workers that reaffirms the notion that even with money to spend, without authorization, checks can’t be cut. Lawmakers aren’t questioning the Attorney General’s legal argument. But they are taking issue with the timing of the request. “The recent court filing from Attorney General Lisa Madigan can only be described as putting politics over people,” State Rep. Avery Bourne,
