The DuPage Mayors and Managers Conference (DMMC) outlined its annual legislative agenda, stressing the importance of maintaining local governance and protecting local revenue for essential community services.

DMMC President and Addison Mayor Rich Veenstra addressed the group’s 33 members, representing more than one million residents, at its annual Legislative Reception & Dinner in advance of the Illinois General Assembly’s spring session, starting later this month.

That includes: a $11.4 million cut in the Local Government Distributive Fund (LGDF), or each local government’s share of the state income tax; a $1.4 million cut in personal property replacement tax (PPRT), or revenues to local governments by corporations; and a $2.9 million cut from a new 2 percent sales tax collection fee on local municipalities.

“This year marks a critical year for local governments, not only in DuPage, but across Illinois,” Veenstra said. “The uncertainty and the stress on the state’s budget has resulted in local governments having significantly less revenue to provide essential services to local residents and keep a lid on property taxes.”

That revenue is generated locally and collected by the state before it gets distributed back to cities and villages to fund basic services such as police and fire and village staff, road repairs and maintenance, garbage collecting and snowplowing.

City of Wood Dale receives APWA award for intersection reconstruction The City of Wood Dale was recently honored with the Suburban Branch of the American Public Works Association’s Transportation Project of the Year Award for its reconstruction of the Route 19 and Wood Dale Road intersection, which provided enhanced safety, alleviated congestion and implemented train clearance protocol capabilities that were the first of their kind in Illinois.

“For decades this intersection and its unusual layout, complicated by the two railroad crossings had been a source of safety concerns, delays and driver frustration,” said Wood Dale Mayor Nunzio Pulice. Motorist frustration stemmed from the two atgrade railroad crossings at the intersection, which accommodate more than 75 trains each day.

Working with HR Green, a professional engineering and technical consulting firm, the City hired R.W. Dunteman Co. to begin reconstruction in 2016 and completed the work in June 2017.

The project, which partnered the City with the Illinois Department of Transportation, Metra and the DuPage County Department of Transportation, included a wide scope of improvements.

The two roadways were widened and reconstructed to provide auxiliary turn lanes. Barrier medians were installed to reduce cross access movements and enhance safety. The west leg of Commercial Street was realigned further north of the intersection, and the east leg was limited to right-in/right-out access. Division Street, which provides access to the City Metra station, was widened and reconstructed to provide separate turn lanes. Front Street was length-

ened to accommodate long queues for the westbound to northbound right turn movement. A cul-de-sac was also added at Elmwood Avenue to eliminate direct access to Route 19 and improve safety.

Design elements were also implemented to make for a safer intersection for users by incorporating textured and colored crosswalks, protective railings and fencing to delineate crosswalks and direct pedestrians to safe points during roadway and railroad crossings. Drainage improvements, including a new storm sewer and water main, were also incorporated.

The most unique feature of the project, however, was the implementation of a new traffic signal system with enhanced capabilities. When a train approaches the intersection, it initiates an all-red intersection signal, goes through a clearance protocol, and then allows for two red light overlap turning conditions while a train is in the train station or traveling through the intersection. This new traffic signal controller was a major element of the new design and the first intersection in Illinois with this capability.

“The new improvements have helped improve safety, reduce driver confusion and congestion,” said Mayor Pulice.

Conroy addresses opioid overdoses in DuPage County

Vows to bring more services to County, where 95 died in 2017

State Rep. Deb Conroy (D-Villa Park) is drawing attention to a report published by the DuPage County Coroner’s Office showing that 95 DuPage County residents fatally overdosed as a result of opioid use in 2017, the same number as in 2016.

“We must end the belief that our communities are immune to the effects of the opioid crisis,” said Conroy. “Regardless of race, gender or socioeconomic status, anyone can succumb to addiction. The shocking numbers from the Coroner’s Office show us that there is a lot of work to be done.”

The report from the Coroner’s office showed that the number of deaths in 2017 was identical to the number of deaths in 2016. However, the number of deaths climbed from 51 in 2015 to 95 in 2016. The Cor-

oner also stated that the report does not share the number of residents who have been saved by the use of naloxone, an opioid antidote known as Narcan®. As chairwoman of the House Mental Health Committee, Conroy has been working to bring awareness around the issue of addiction and mental health amid the opioid crisis.

“We will continue to lose people to the opioid crisis if we do not treat addiction as the medical health condition that it is,” she said. “Our communities must work together to end the stigma and barriers to access that surround mental health treatment. No person should forgo the help they need because they fear how they will be looked at or be denied treatment by an insurance company.”

Medicaid work requirements for able-bodied, childless adults make sense Helping people when they’re down is admirable.

Helping people who are down learn how to help themselves is both admirable and far more sustainable, financially, in the long term.

Dan McCaleb That’s why the Trump administration’s Columnist, Illinois News recentl decision to Network allow U.S. states to develop workrequirement programs for healthy, childless Medicaid recipients is a smart one. Under the new guidelines, individuals with disabilities and small children, women who are pregnant, and the elderly would be exempt from the work requirements.

Those most in need, then, are not affected.

Kentucky was the first U.S. state to become eligible to impose the mandatory work requirement. Illinois should get in line to become one of the next.

Medicaid is a taxpayer-funded health insurance program that was created in the 1960s to provide coverage for the most at-risk Americans, including those in extreme poverty and people with disabilities who are unable to work. But when Obamacare was enacted in 2010, it expanded Medicaid eligibility to all lower-income Americans in states that opted in. That allowed healthy, childless individuals for whom Medicaid was not initially intended to sign up for the welfare program.

In 2013, Illinois opted in to full Medicaid expansion. Since then, the state’s Medicaid rolls have exploded.

More than one in every four Illinoisans now are covered by taxpayer-funded Medicaid.

And, as can be expected, the costs have soared as well.

During fiscal year 2016, combined federal and state spending for Medicaid in Illinois exceeded $19 billion, an increase of 44 percent since 2012. Illinois’ share is more than $5 billion, and that’s only going to increase as Congress shifts more of the expansion costs to state governments.

A U.S. Senate committee is investigating the rising costs of Medicaid in Illinois and seven other U.S. states that opted into to the expansion.

In a letter to Gov. Bruce Rauner last fall, the committee’s chairman, Sen. Ron Johnson, R-Wisconsin, said Illinois’ Medicaid expansion costs are exceeding initial estimates by 90 percent, nearly double.

“Costs per enrollee are also surging in Illinois, going from $1,867 in 2014 to $5,854 in 2015—a 214 percent single-year increase,” Johnson wrote.

“I am seeking to better understand these rising costs and higher-thanexpected enrollment, especially in states where costs or enrollment are increasing especially quickly.”

Illinois is in no condition to continue absorbing these out-ofcontrol costs. A work requirement would incentivize many healthy Illinoisans who enrolled in Medicaid through Obamacare to look for work.

Some percentage of them would find it and move to privately funded insurance, saving taxpayer money.

Rauner said that he supports work rules for able-bodied Medicaid recipients. But he also said there aren’t enough good jobs in Illinois to support it.

“We don’t have jobs available for everyone, and that’s got to be our priority— because you can force people to work but if there’s not a work opportunity, that’s not going to succeed,” Rauner said in touting reforms to tax and regulatory policies that have stifled Illinois’ jobs creators.

Rauner is correct about Illinois’ lagging jobs situation, but that shouldn’t prevent the state from adopting Medicaid work requirements.

Under Kentucky’s model, healthy adults who want to receive health care benefits would need to complete 80 hours of what that state calls “community engagement” each month to remain eligible. Community engagement can mean actually working in a job, but it also includes continuing education, community service and job training. And, to be clear, the requirement in Kentucky is 80 hours a month—not 40 hours a week, as most full-time jobs require.

Illinois can form its own requirements to best fit the state.

Other federal welfare programs, such as the Supplemental Nutrition Assistance Program (otherwise known as food stamps), allow for work requirements, although the federal government makes it too easy for states to apply for and receive waivers.

Illinois successfully sought a waiver for its SNAP program in 2018.

Work requirements offer good motivation for childless, able-bodied individuals to learn new skills, enhance their future earning power and become productive members of their communities.

This is a no-brainer.

Rauner should start working on Illinois’ requirements immediately.

Winning the lottery would complicate life

My husband and I aren’t big gamblers. I suppose it stems from the fact that we’ve never really had a large pile of cash we were itching to lose. Plus neither one of us was born the lucky gene. So if you ever see us at a casino, rest assured, we’re there for the buffet.

Still, every so often we buy a lottery ticket – just one for the both of us. We wouldn’t want to be too unrestrained.

We usually purchase our lottery ticket when the jackpot is sky high and the winning prize is somewhere in the mega millions.

What typically happens the morning after we buy the lottery ticket is I go online to check our numbers. And then I tell my husband the bad news.

We didn’t win.

That isn’t always the case. We did win $4 once. You should have seen our happy dance that day.

Not winning the lottery doesn’t stop us from dreaming about what we’d do if we did win. Except when it comes to my husband and me, our dreams – and our definition of winning – vary significantly.

He dreams of winning the lottery.

Literally winning the lottery. He even does the numbers in his head: how ever many hundreds of millions in the jackpot minus the fee for taking the winnings in a lump sum minus the nearly 40 percent taxes.

After all that minusing what he comes up with is still a really big mega millions number. He likes really big mega millions numbers and would welcome them into his life.

I would not.

A few times a year my husband and I buy a lottery ticket. I always cross my fingers it’s a lucky one. I hope we match lots of numbers. I want us to be winners.

But I don’t want to win the lottery.

Not the whole thing. That would be too much. A mega million dollars would turn my life upside down. It would change everything and change is hard. Even when it makes you mega millions rich.

Having a mega million dollars would complicate life in ways I don’t want complicated. I’d have to wonder if people liked me or my millions. I’d have to hire someone to manage my money and then I’d have to worry about them being dishonest. Lots of people would see me as a blank check.

I’d be deluged by investment opportunities and potential business deals. I might even find out I had a bunch of new relatives. Everyone would want a piece of me, or better put, my money.

In a world like that it’s hard to trust anyone. It’s difficult to relax.

So I don’t want to win the lottery.

I just want to win a nice little jackpot that might be enough to pay off my kids’ student loans or maybe even the mortgage. I don’t want an amount that would change my life; I just want to make it a little easier.

So when my husband and I buy our lottery ticket, we have differing desires for the outcome. He longs for mega millions; I for mega thousands.

And that’s okay. We learned years ago that we can look up at the same sky and one of us will see blue while the other sees a jet plane flying overhead.

Besides, it’s highly unlikely either of us will ever see fruition to our personal vision of winning the lottery. We aren’t lucky like that.

Well, except for that one time when we won the $4.

Addison Trail girls basketball team defeats Willowbrook and Leyden Many Blazers getting involved offensively

Addison Trail girls basketball coach Rob Schader witnessed a pair of strong team efforts in games against Willowbrook and Leyden.

The result was a pair of wins for the Blazers against their West Suburban Conference Gold Division foes. Addison Trail upended District 88 neighbor Willowbrook 42-37 and

then avenged an earlier loss to Leyden with a 40-32 win over the Eagles.

“What stood out about the Willowbrook game is everybody scored for us,” said Schader. “We also did a nice job defensively holding them to 37 points.”

Schader said Nicci Scorza, Serena Gilliam and Berenice Berumen had strong games against Willowbrook.

In the Leyden win, Schader again saw contributions across the board.

“Leyden we not only did a great job defensively, but again everybody was involved with scoring. Overall, we did a nice job against them,” he

Fenton wrestling team wins regional title Burch, Dylan Butts, Brock and Park win individual crowns

The Fenton wrestling team came up big at the recent Class 2A Oak Park Fenwick regional.

The Bison won the regional team title with 189 points, well ahead of second-place Fenwick, which ha 136 points.

Fenton now advances to its own Fenton Class 2A dual-team sectional where a berth in the dual-team state finals will be on the line.

Individually, the top three wrestlers in each weight class advanced to the sectional round. David Burch won the 120-pound title with a 16-8 win in the final. Burch now is 16-8.

Danny Ramirez was the runner-up at 132 pounds and now has a 23-10 record. Brandon Koskiewicz took second at 138 pounds and is 18-14.

Carlos Mercado took third at 145 pounds. He won the third-place match by a 10-5 decision and now sports a 20-14 record. Ramiro Bracamontes was second at 160 pounds and is 19-17.

Anthony Park won the 170-pound title. He pinned his opponent in the championship match in 3:50. Park is now 24-5.

Dylan Butts won the 182-pound reginal title. He was a 10-1 majordecision winner in the final. Butts is 34-3. Jack Butts placed third at 195. He was a 12-3 major-decision winner in the third-place match and now has a 29-10 mark.

Isaiah Brock won the 285-pound regional title with a pinfall win in 2:55. Brock is 27-10.

Individual Fenton qualifiers head to the Grayslake Central sectional this weekend where berths in the individual state-finals meet in Champaign will be decided.

Fenton girls bowling The Fenton girls bowling team took 10th at the recent Metea Valley regional with a total pinfall of 4,167.

Fenton junior Leah Jagniatowski was 27th with a 970 series. She had high games of 214, 193 and 175. She bowled a 500 series after the lunch break. She missed earning an individual sectional berth by two places. Sophomore Sam Novak finished with an 853 series (162 high game), while junior Viridiana Juan-Flores had a 681 series (162 high game) and sophomore Emily Sanchez had a 667 series.

Fenton girls gymnastics The Fenton girls gymnastics team placed fifth at the recent Hersey regional and had no automatic qualifiers for the sectional round.

Schader said his team did an about-face at the free-throw line in the second meeting against Leyden.

“We hit 9 of 13 free throws the second time after shooting 12 of 28 the first time,” he said. “We also took care of the basketball and rebounded very well.”

Schader added that rebounding has been a strength throughout the season. “Most games we rebound the ball well and distribute the ball very well,” he said.

Scorza continues to play well, averaging around 12 points and 10 rebounds per game. “Serena Gilliam also is playing better,” the coach said. “Angelina Carreras and Brenda Berumen handled the ball very well against Downers South. We had

trouble with their pressure the first time we played them. I think Berenice also is playing very well. Our juniors are starting to get more confident and are playing a lot better.”

Scahder said the Blazers likely would face Proviso West in the WSC position crossover game earlier this week before starting regional play at home the following week against West Chicago.

“That will be another rematch for us,” said Schader. “We lost to them by 12 the first time, but we were missing several players. It’s going to be a different game with everybody there.”

The Willowbrook girls bowling team continued its strong season by winning the recent Metea Valley regional title.

The Warriors were first with a pinfall of 5,705, coming in ahead of second-place York, which rolled a 5,497.

Willowbrook advances to Saturday’s sectional tournament with a chance to qualify as a team for next weekend’s state finals near Rockford.

Willowbrook sophomore Makaylah Jones won the individual regional title with a 1,326 series. Junior Katie Pettinger had an 1,129 series, while senior Elizabeth Soriano had an 1,106 series. Senior Dana Sasenick had a 1,078 series, while junior Holly Helsper had a 1,066 series.

Jones won the tournament by nearly 100 pins. Her next closest competitor was at 1,228. Jones had high games of 248, 218, 213 and 212. She rolled a 673 series after the lunch break and averaged a 221 for the tournament.

Pettinger was eighth overall and had high games of 211 and 224. She finished strong with a 603 series. Soriano was 11th and had high games of 214, 214 and 212. Sasenick finished 16th and had high games of

210, 189 and 187. Helsper was 17th and had high games of 214, 191 and 189.

Addison Trail girls bowling The Addison Trail girls bowling team was eighth at the Metea Valley regional with a total pinfall of 4,487.

Sophomore Becca Bero was 28th with a score of 949. Junior Yvette Beltran was 29th with a 933, while senior Fiona Levesque was 33rd with an 883. Bero missed qualifying for sectionals as an individual by three places and Beltran was four places away.

Senior Laura Gamble was 34th with an 864.

Bero had high games of 178 and 170. Beltran had high games of 172 and 171. Levesque had high games of 164 and 163, while Gamble had a high game of 164.

Addison Trail wrestling The Addison Trail wrestling team placed second at the recent Class 3A Leyden regional.

The Blazers finished second with 162 points, well behind team champion Oak Park-River Forest, which had 281.5 points.

Guillermo Juarez finished third at 106 pounds and qualified for sectionals. Juarez won by technical fall at 3:28 in the third-place match to move to 34-4 on the season.

Adam Skrzypek took second at 113 and now has a 21-13 record heading into sectionals. Christian Arellano was second at 120. He’s now 19-16.

Jake Matthews won the 126-pound title for the Blazers and moved to 34-6. He won 7-4 in the title match.

Raul Gonzalez took third at 132. He won the third-place match 9-6 and moved his record to 13-9.

Mariano Chaidez won the 138-pound crown with a 1-0 win in the title match. Chaidez brings a 2215 mark into the sectional.

Brian Reyes was second at 145.

He is 37-5 now. Xavier Sierra was second at 170 and moved his mark to 26-15 heading into the sectional. Adal Sanabria was third at 220 and earned a berth in the sectional.

He won the third-place match via fall in 2:40 to move to 28-10. Jesus Benitez took third at 285 and also advanced. He won the third-place match via fall in 1:28 and now has 15 wins this season.

Willowbrook wrestling The Willowbrook wrestling team had numerous individuals qualify for this weekend’s sectional round out of the recent Class 3A Leyden regional.

Jonathan Leal-Gerwarth took third at 113. He won the third-place match by a major decision (16-6) to move to 11-9.

Jack Jessen won the 182-pound regional title. He was a 12-9 winner in the title match and moved his record to a perfect 44-0.

As a team, the Warriors were fifth in the field with 89 points.

Addison Trail girls gymnastics The Addison Trail girls gymnastics team took fourth at the recent Glenbard West regional with a score of 121.9.

Freshman Francesca Scarbaggio was the team’s only automatic sectional qualifier. She took fifth in the all-around with a score of 32.375.

The Willowbrook girls bowling team recently won the Leyden invitational held at Brunswick Zone in River Grove.

The Warriors shot a 5,584 as a team. “We bowled extremely well,” said Willowbrook coach Kevin Allen.

Holly Helsper took third place for the Warriors by rolling a 1,255 series for six games. Katie Pettinger took fourth at Leyden with a 1,174 pin total. Dana Sasenick took ninth and Makaylah Jones was 12th.

Willowbrook also competed in the recent Head Pin tournament, which features West Suburban Conference teams and acts as the unofficial conference tournament.

Willowbrook finished second there with Helsper finishing second individually with an 1,148 series (191 average per game).

Willowbrook finished the regular season with an 8-2 record overall and went 6-2 in WSC play.

Through the end of the regular season, Helsper averaged a 185.

Jones had the team’s high game during the regular season with a 278 during an invitational.

Willowbrook placed five bowlers on the all-conference team with Helsper, Pettinger, Sasenick, Brianna Bryant and Jones all earning honors.
