Pre-trial release denied for suspect who fired 9mm Glock

DuPage County State’s Attorney Bob Berlin and DuPage County Sheriff James Mendrick announced last week that Judge Joshua Dieden granted the state’s Michael Freund motion to deny pre-trial release for an Aurora man accused of murdering Dexter Perkins on Friday, Dec. 22 at Rosie O’Reilly’s, an establishment located in unincorporated Wheaton.

Michael Freund, 49, appeared in First Appearance Court and was charged with one count of first-degree murder.

On Friday, Dec. 22 at approximately 8:40 a.m., DuPage County Sheriff’s Deputies responded to a call of shots fired at Rosie O’Reilly’s, 0N131 Gary Ave. Upon their arrival, officers found the victim, Dexter Perkins, deceased at the scene.

Following an investigation into the shooting, it is alleged that a dispute arose over pizza and the bar tab between Perkins, Freund and two other men. It is alleged that a brief scuffle ensued on the outside front porch of the bar between Perkins and one of the other men, which ultimately resulted in Freund pulling out a 9mm Glock handgun

from his jacket pocket and firing two warning shots into the air.

It is further alleged that after Freund fired the warning shots, Perkins approached the other man at which time Freund, who was standing on the other side of a wooden railing, fired at him, striking him in the torso and in the face. It is alleged that after the shooting, Freund placed the Glock, which had been fired a total of 11 times, in the center console of his truck, where it was subsequently found by law enforcement.

Freund was taken into custody without incident. The investigation also found that Perkins did not know Freund or any of the other men involved in the incident.

“Dexter Perkins lost his life allegedly over a dispute regarding pizza and a bar tab,” Berlin said.

“For this senseless act of violence that resulted in the death of an innocent man, Mr. Freund now finds himself facing first degree murder charges. I offer my sincere condolences to Dexter’s family and friends and wish them strength as they are now forced to continue their lives without the love and friendship they enjoyed with Dexter.”

Freund’s next court appearance is scheduled Jan. 18 for arraignment in front of Judge Ann Celine O’Hallaren Walsh.

12 charged with stealing from DuPage County businesses over a 5-day period Allegations in one case include juvenile leading police on 99-mph high-speed chase

DuPage County State’s Attorney Robert Berlin announced Dec. 22 that law enforcement in DuPage County needed to continue to be on high alert during the holiday shopping season and had arrested 12 individuals accused of stealing merchandise from DuPage County retail establishments in eight unrelated incidents during a recent five-day period.

The most recent arrests include: • Kelly Terry, 41, of Plainfield—Accused of stealing approximately $551.87 worth of merchandise from the Oak Brook Nordstrom Rack/TJ Maxx on Dec. 19. His next court appearance is scheduled for Jan. 8. Terry was released from custody pending trial.

• Gustavo Nava, 18; Jajlah Cotto, 19 and a 17-year-old juvenile, all of Chicago—All are accused of stealing $527.71 from an Oak Brook Walgreens on Dec. 20. The

juvenile is also accused of leading police on a 99-mph high-speed chase before all three defendants were taken into custody.

The juvenile has been detained until his next court appearance, which is scheduled for Feb. 1. The court denied the state’s motion to detain Nava and Cotto. Their next court appearance is scheduled for Jan. 8.

• Luis Enrique Cisneros, 29, and Leticia Hernandez, 31, both of Chicago—Accused of stealing more than $300 worth of merchandise from the Elmhurst Kohl’s store on Dec. 17. The next court date for both Cisneros and Hernandez, who were both released from custody pending trial, is scheduled for Jan. 8.

• Jaqarie Williams, 25, of Hanover Park— Accused of stealing more than $300 in items from the Glendale Heights Target store on Dec. 11. Following an investigation into

the theft, an arrest warrant was issued for Williams on Dec. 21.

• Two juveniles and an unknown adult are accused of stealing approximately $1,260 worth of merchandise from the JCPenney at Yorktown Mall on Dec. 20. The juveniles have been charged and were not detained.

An investigation into the matter continues.

• Ryan Oscarson, 46, of Warrenville— Accused of stealing more than $300 worth of merchandise from the Glen Ellyn Walmart on Dec. 21. Oscarson was not detained pre-trial. His next court appearance is scheduled for Jan. 8.

• Aaron Alejandro Araujo-Gallardo, 22, a Venezuelan migrant staying in Chicago— Accused of stealing approximately $871 worth of merchandise from the Oak Brook Macy’s on Dec. 21. The court denied the state’s motion to detain Araujo-Gallardo.

His next court appearance is scheduled for Jan. 8.

• Aniya Lightford, 27, of Crest Hill— Accused of stealing more than $300 worth of merchandise from the Kohl’s at Fox Valley Center on Dec. 21. Her next court date is to be determined.

“The arrest of a dozen more defendants accused of stealing from DuPage County businesses sends the unmistakable message that if you steal in DuPage County, law enforcement is waiting for you,” Berlin said. “With the holiday shopping season nearing the end, I can assure any wouldbe thieves that our efforts to arrest, charge and prosecute will not diminish and we will continue protecting our businesses and patrons with the same vigilance and results that have been so successful this holiday season.”

At the Dec. 20 board meeting of the Bensenville Park District, executive director Joe Vallez recapped the district’s top accomplishments of 2023, noting 10 items of pride “The Bensenville Park District is proud of the great year we’ve had in 2023,” Vallez said, noting numerous program, event and facility improvements, including the following: 10. New veteran’s events: Following an announcement made by Board President Rich Johnson on Veterans Day 2022, the park district put together two new free events, a July 4 veterans swim and a veterans golf outing June 26 at White Pines. Approximately 35 veterans took part in the two events.

9. New interpretive signage at Breiter-Palm Park: Following the renovation of the park in 2022 that included a new fitness trail and accessible playground, new interpretive signage was added that highlights the activities on the fitness trail as well as park history, landscape features and

the peace pole.

8. The first “Senior Prom: In an effort to create additional special events for the active adult population, park district and White Pines staff collaborated in creating the special dance that featured a dinner, dancing and live music for an affordable price.

The event has been rebranded as the “Second Chance Dance,” set for Feb. 4, 2024.

7. Basketball champions: The Bensenville Park District’s girls basketball teams (Grades 5-6 and 6-7) won Intervillage League titles in March.

6. Park district special events: The Bensenville Park District posted strong attendance growth at the Easter Egg Hunt and Eggstravaganza (1,300), Harvest Fest (2,080), Monster Mash (1,800) and Farmside Christmas (460).

Fitness memberships and classes, promoting healthy fitness habits and a positive outlet for stress relief, and up to 15 personal training sessions with a qualified Healthy Minds Healthy Bodies professional. Monthly networking opportunities provide mentoring, peer support, connections with other veteran organizations and adapted sport experiences.

4. Pickleball: The Bensenville Park District offered America’s fastest-growing sport for the first time in spring 2023, with regular court hours in the Deer Grove Leisure Center Gym. In summer, pickleball lessons were offered for the first time, and in fall, lessons were expanded because of the popularity of the program.

3. Hispanic Heritage: The Bensenville Park District hosted its first-ever Hispanic Heritage Month celebration Oct. 6, with more than 700 attending the event at White Pines. The district hired Mariachi and Norteña bands as well as ballet folklorico. Additionally, the event included a kermes fund-

raiser for Fenton High School.

2. Friends of Bensenville Parks: The summer of 2023 formation of the Friends of Bensenville Parks Foundation enabled community members and businesses a means to support park district programs and participation for those who would otherwise be unable to participate in those programs due to financial constraints.

The foundation’s first event, the Fore the Kids Golf Classic, raised approximately $15,000 for the foundation.

KABOOM: Thanks to a partnership with KABOOM! and Discover Financial, along with volunteers from the community, the Bensenville Park District addressed playspace equity in constructing a brand-new playground at Wood Dale’s Arbor Park. The playground included suggestions from a community design session conducted in June, and the playground was constructed and opened in Sept.

Giannoulias announces grants to support public school libraries

Secretary of State and State Librarian Alexi Giannoulias is awarding more than $1.4 million to qualifying public school districts to the benefit of 2,713 school libraries throughout Illinois.

The grants, awarded once every fiscal year, will support school library services for 1.2 million students enrolled in kindergarten through 12th grade. Resources and services provided through the grant include library books, e-books, audiobooks, periodicals, multilingual materials, technology and programs.

“It’s imperative that all Illinois stu-

dents have access to necessary resources including reading materials and learning services at our public school libraries,” Giannoulias said. “School libraries serve as places of learning and discovery. These funds will ensure that our libraries are well-equipped to educate and inspire our future generations.”

Among the schools to receive grants are: Bensenville Elementary School District 2, which will receive $1,672; and Fenton Community High School District 100, slated to receive $1,202.

Finding your mantra

We all experience tough times.

And you know what? It’s okay.

Not the tough times, but the way we deal with them. However we deal with them.

It’s okay.

However it looks; however it is. Our response, our fortitude (or lack thereof). Our strengths. Our weaknesses. The good days. The bad. Finding happiness. Accepting sorrow. Sometimes (oftentimes) living a life you never would have or could have or wanted to imagine.

It’s okay.

It has to be. Sometimes we don’t have a choice.

In my darkest days, I found myself trying to self-comfort my own devastation. In those moments, when I was literally at the end of my coping skills, I often found myself whispering the same phrase over and over again: It’s okay. It’s okay. It’s okay. Like saying the words could make it so.

Sometimes I repeated the words a few times; other times it was dozens—whatever it took to get me through the mini-crisis and breathing normally again.

Because that’s what we all want, don’t we? To get over each crisis and have the luxury of breathing normally again.

If you don’t understand that last sentence, consider yourself fortunate.

But, the truth of life is that we all go through tough times—hard times—and we all have our own mantras, whether we are cognizant of them or not.

Thing is, you want to make sure you choose your mantra and not let your mantra choose you. So many of us go through life with blinders on, not aware that the mantra we are mantra-ing can be damaging to our soul and our psyche.

“I’m too fat.” “I’m ugly.” “I’m not smart.” “I’m not good enough.”

“They don’t like me.” “I’m going to fail.” “Everyone’s against me.” “It’s not okay.”

And so on, when none of this is true.

Repeat that to yourself: None of those negative thoughts that want to creep in, oh so furtively, in the dark corners of the night, are true. Not in the least.

But our default voice, our default

mantra, will try to convince us they are. Don’t believe that voice. It speaks anything but the truth. Our own inner voice often speaks lies, because it is not, truly, our inner voice.

And, therein lies the reason why we need to be mindful of our inner mantra: The sentence we repeat over and over to ourselves when things go south and life seems less than ideal.

I started with something a little more complicated and biblical, but I found in the darkest moments I needed the simplest phrase I could think of: It’s okay.

When my husband died and I couldn’t fathom the reality that was now mine.

It’s okay.

When I delayed going to bed because sleep was elusive.

It’s okay.

When I didn’t want to get out of bed in the morning because my purpose was no longer evident.

It’s okay.

When I woke up in the middle of the night and realized (again) that no one was lying beside me.

It’s okay.

And when life turned around, and I had a pretty good day.

It’s okay.

And so on.

Make your mantra simple. Make it yours and most of all make it positive.

So that when you fall in love again—with an experience, a hobby, yourself, another person and most importantly, life—you’ll know exactly what to say.

It’s okay!

And know that at some point it will be not just okay, but more than okay.

Virtual town hall meeting on youth mental health epidemic

By U.S. Rep. Raja Krishnamoorthi I recently hosted a virtual town hall on the ongoing youth mental health epidemic with local experts.

Our panel consisted of Dr. Jay Joshi, a physician and director of the Altruistic Wellness Foundation; Grace Hong Duffin, CEO of the Kenneth Young Center; Dr. Rekha Kasi, a professor of psychiatry at Rush University; Dr. Mashana Smith from the Center for Childhood Resilience; and a professor at Northwestern University’s School of Medicine.

Our four panelists and I shared our thoughts on addressing the youth mental health epidemic and spoke about potential policy approaches to best tackle these issues which have impacted America’s young people particularly hard since the onset of the pandemic in 2020. Raising the national minimum tipped wage from its current abysmal $2.13 per hour This month, I have taken to the floor of the House of Representatives to speak on the importance of raising the minimum wages for tipped workers from its shockingly low current rate of just $2.13 per hour.

These workers, who work everywhere from waiting tables at restaurants to checking bags at airports, are only guaranteed an hourly minimum wage of $2.13,

plus the luck of the tip jar that day, which often leaves millions struggling to keep up with everyday expenses. Congress must act by passing the Raise the Wage Act, which would level the playing field across the board by increasing the federal minimum wage by 2028, and the Good Jobs for Good Airports Act, which would prevent airports from accessing federal funding unless these tipped service workers receive fair wages and benefits.

I urge House and Senate leadership to take up these critical lifeline bills to make sure tipped workers are guaranteed better and fairer wages.

Bipartisan report on winning our competition with the Chinese Communist Party As Ranking Member of the Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party (CCP), I was proud to lead my colleagues in releasing our bipartisan report titled “Strategy to Win America’s Economic Competition with the Chinese Communist Party.”

This report, which Democratic and Republican members came together to develop, outlines a clear strategy to “Reset, Prevent, Build” our economic, trade, and technological relationship with the PRC. Those three pillars draw upon nine hearings, numerous roundtables, meetings, and select committee events all over the country from Silicon Valley to Iowa to Detroit to Wall Street.

Fundamentally, we have concluded the CCP has abandoned the path of economic and political

reform, doubled down on repressive activities at home, and has pursued destabilizing activities in the region.

The CCP has failed to live up to its international commitments by empowering its state-owned enterprises, massively subsidizing its domestic industry, pursuing unfair trade practices, and closing its markets to the world. It has committed to corrective reforms dozens of times and reneged each time.

It is clear that we need to move forward from our outdated assumptions and “up our game,” leaning into our strengths and undertaking a radical revitalization of America. We can only outcompete the CCP by being the best version of ourselves internally and externally.

I’m particularly excited about the third “Build” pillar that demonstrates how we should “up our game” including by attracting the best talent in the world, leading in innovation and manufacturing technologies here at home, strengthening our relationships with our allies and partners, and protecting ourselves against the CCP’s unfair trade policies and human rights abuses.

I am grateful for all the work put in by my colleagues on the committee to make this report possible. I urge House leadership to take up these bipartisan policy recommendations and pass them in legislation as soon as possible.

One of the new traffic laws for 2024 is that the police cannot stop someone for having an item hanging from the rear-view mirror. According to the secretary of state, this new law “decreases unnecessary encounters over minor infractions, which can lead to violent confrontations between police and motorists.” He also called it “archaic and ridiculous.”

But if it is an infraction, where do we draw the line about not making traffic stops for “infractions”? I agree with the law because dangling objects can impede one’s line of sight, and unfortunately, I know that from experience. And if he is so worried about confrontations at traffic stops, then just don’t ever stop anybody for anything. *** Our Democratic legislators have repeatedly said the decision whether or not to have a child is “very personal.” That is true, and no argument there. Situations (rape, incest notwithstanding) resulting in an unwanted pregnancy can be prevented, thus avoiding having to make such a decision. And while I would not want to see crisis pregnancy centers mislead any woman with untruths or omitting options, they just might save a few innocent lives. I do not want to see my tax dollars paying for elective abortions. Key word: elective. *** I agree with last week’s caller about District 87 going to referendum. I scrimp and save to pay for any improvements to my home, whether it be a new stove or to repair the roof. I can’t just go hat-in-hand and ask people to give me the money. If I take out a loan, I pay it back my-

I continue to have mail delivered for a former homeowner after over four years. I’ve been to the Lombard Post Office several times. I was told that forwarding information must have expired. I cannot renew the procedure; the former owner has to. The former owner relocated to Florida over four years ago. I have since been writing on the envelopes “Please forward to new address.” The mail is often re-delivered to me. At the post office this morning, I asked what more I can do. The young lady was not at all attentive or interested. She said, “You don’t need to keep coming here. We’ll take care of it.” I handed her the forwarding address that I was given over four years ago. Illinois Governor JB Pritzker is accused of adding more than $5.2 billion in new or higher taxes since coming into power in early 2019. He has a fortune of more than $3 billion, largely based on his family’s wealth and connections.” When will the residents of Illinois wake up and stop electing these crazy spending politicians? *** I see that my state representative had a statement in the paper because the Illinois attorney general dared to decide to back off from the fight against crisis pregnancy centers (Dec. 21 issue, Page 5). Her comparison of crisis pregnancy centers being the equivalent to shady used car salesmen is laughable and absurd.

And we’re to believe the pro-abortion side is the standard bearer of truth and virtue? In my opinion, they have deceived women for 50 years with their catch phrases of “choice” and “reproductive rights.” The end result is 63 million abortions in the United States since 1973. This event has only been able to continue each year because of the strong support of businesses and individuals within the Lombard and surrounding communities.

Looking back on 2023

It’s that time of year when “Out and About” looks back on stories that made the column’s headlines over the past 12 months. The following are highlights from some of the featured people, places and events.

Blood drives The Village of Lombard renewed its commitment to save lives through village blood drives.

Blood drive coordinator Carol Bauer said in January that she hoped to get donations of 223 units of blood over the course of the year, but added, “I would like 500.”

The village and its partners together held 24 drives that resulted in 570 units of blood, based on the most recent Versiti Blood Center figures.

• Glenbard East teacher Don Prochilo was name CTE (career technical education) Instructor of the Year by the DuPage Area Occupational Education System and College of DuPage for his work teaching an INCubator course at Glenbard East High School.

Historical society in the news The Lombard Historical Society published a book called “Historic Lombard-A Celebration of Lombard’s Past,” which includes over 100 color and black-and-white photos depicting moments in Lombard’s history.

The historical society got in on “Warhol Mania” with an exhibit titled “Andy Warhol Portfolio: A Life in Pop: (Works from the Bank of Recognition • The house at 225 W. • Young siblings Margot and Leo LaVaque donated $140 to The Outreach House from sales they made at their lemonade stand.

• Retro Glow Cycles gave back to other local businesses on Small Business Saturday, as a way of thanking the community and businesses for supporting the business after a fire broke out in the newly-opened location.

• Lombard resident Dawn Piech organized a “Together We Ride” event in March to acknowledge International Women’s Day, with the hope that people would “ride in hon-

Montini Catholic students wrap up ‘Season of Giving’ food and gift drives

After completing a very successful Golden Gobbler Food Drive in November, Montini Catholic students began Phase 2 of its annual “Season of Giving” with its Adopt-A-Family gift drive. Each year, Montini Catholic students, under the guidance of its Campus Ministry, adopt several local families with the goal of giving them a very Merry Christmas by providing much needed items (clothing, hats, gloves) as well as toys and gifts. In late November, students (via homerooms) receive wish lists informing them of the number of family members, their gender, ages, and sizes.

Throughout the month of December, Montini’s Peer Ministry Team encourages students to donate and hosts a candy cane gram drive and raffles with money going to supplement the Adopt-A-Family donations. Montini alumni were also invited to participate with gift card donations. Representatives from St. Pius X and Christ the King’s food pantries stopped by in early December to pick up donated goods to stock their pantries for the holidays with food items donated through Montini’s Golden Gobbler drive. Each year, Montini collects enough donations to provide for several local pantries. This year, students also donated over 2,000 gently used books to the West Suburban Community Pantry. • Inspiration of another kind came to Ken Bohl, who wrote an orchestra composition based on trips to Yellowstone Park over the years.

Saying ‘goodbye’ • Lombard Police Chief Roy Newton retired after a 37-year career in law enforcement with the Lombard Police Department.

Newton started out in the Police Explorer Program, and was first hired as a community service officer (CSO).

• Lombard Fire Department Deputy Chief Ray Kickert retired after working in the department since 1991 and working his way up through the ranks. He had earned a degree in law enforcement and had worked as a police officer before joining the department.

• Claudia Krauspe retired as executive director of the Helen Plum Library, after working as a systems engineer and marketing representative, then developing an interest in library science as a volunteer, then employee, at her children’s school library.

She started out part-time in Youth Services in 2001, and was named executive director in 2021, after heading Youth Services and working as assistant director and acting/interim executive director.

• Retiring Executive Director Paul Friedrichs was hired by the Lombard Park District in 1998 as the finance director, and was named executive director in 2007.

He actually started out as a finance major in college, and got into the field of recreation when he went back to his high school/college employer, the Arlington Park District, to serve as a staff accountant.

I picture kids and snowball fights, and farmers pitching hay, or sitting by a roaring fire to keep the cold away.

Times were likely tough and lean but filled with holiday spirit, rustling petticoats and crunching snow why, I can almost hear it!

The clippety-clop of horses fills the empty winter air, as folks in sleighs glide down the streets with snowflakes in their hair.

There’s the steeple, like a beacon and the sound of the ol’ church bell, and people strolling back and forth— they wish each other well.

Folks caroling in long, warm coats, their rosy cheeks aglow, the gas lamps flicker and dance at night, making diamonds in the snow.

Holiday cheer and laughter were in the air, I’d guess, when simple pleasures meant so much, like a brand new hat or dress.

On Christmas Eve the children get tucked into their beds, they imagine Santa’s nighttime trip and dream of dolls and sleds.

No TV ads to pitch those toys (in their faces since November), telling parents what to give their kids for a Christmas they’ll remember!

As dusk turns black then into dawn and Santa’s gone away, the children wake up shouting, IT’S FINALLY CHRISTMAS DAY!

On a personal note …

In December 1997, when I was staring at a blank “Out and About” Opening presents and then to page, I got a bit of “inspiration” my- church, self, envisioning what Christmastime families gather for a feast, in Lombard might have looked like the smell of baking bread drifts “back in the day.” I sat down and in in— about an hour, put my images into heavenly, to say the least! words in the form of a poem.

The mandatory GOMB report is published each November. It takes stock of the state’s general revenue fund, which is the main discretionary spending account that’s subject to budget negotiations each spring.

This year’s five-year forecast projected deficits of over $1 billion from FY 2026 through FY 2029.

But, as Pritzker noted in his interview with the news media outside of the Governor’s Mansion Dec. 14, future-year budgets can be “very hard to project” due to state, national and global economic factors.

It’s noteworthy that actual revenue performances have routinely exceeded prior-year estimates during Pritzker’s tenure—his GOMB has proven

a conservative prognosticator. And the governor noted he expects some fluctuation in the anticipated FY 2025 revenue total as the state gets closer to the fiscal year that begins July 1.

“I think you’re going to see different projections as we go forward just because the economy is changing,” Pritzker said, alluding to strong stock market gains Dec. 14 after the Federal Reserve indicated interest rates would remain flat for the time being and decrease in the coming months.

While budget surpluses have routinely yielded supplemental spending plans in Pritzker’s tenure amid sustained revenue booms, the governor and lawmakers have been noncom-

Two arrested attempting purchase from Yorktown with counterfeit bills DuPage County State’s Attorney Robert Berlin and Lombard Chief of Police Tom Wirsing have announced that Judge George Ford granted the state’s motion to deny pre-trial release for two California women accused of attempting to pay for merchandise at the Yorktown Shopping Center Tuesday, Dec. 19 with counterfeit $20 bills. Ashley Lucas, 29, and Siannah Hudson, 29, each appeared at First Appearance Court and are charged with one count of issue or deliver a forged document, a Class 3 felony.

On Tuesday, Dec. 19 at approximately 1:48 p.m., Lombard police officers responded to a call of two females, later identified as Lucas and

Hudson, who attempted to purchase merchandise with counterfeit $20 bills from two retail businesses located inside the Yorktown Shopping Center.

Following an investigation into the matter, it is alleged that Lucas and Hudson attempted to purchase mer-

chandise first at Zumiez and then at Claire’s using the phony currency but were denied service when employees at both locations recognized the currency as counterfeit.

It is alleged that mall security followed the women when they exited the mall to their vehicle, a Honda Pilot SUV. It is further alleged that a short time later, Lombard police conducted a traffic stop on the vehicle at which time Lucas and Hudson were taken into custody without incident. It is alleged that during a search of the Honda, officers located a bag containing 250 counterfeit $20 bills. Officers also allegedly found approximately 15 to 20 receipts from cash transactions conducted at stores

Giannoulias announces grants to support public school libraries Addison District 4, District 88 among recipients

Secretary of State and State Librarian Alexi Giannoulias is awarding more than $1.4 million to qualifying public school districts to the benefit of 2,713 school libraries throughout Illinois.

The grants, awarded once every fiscal year, will support school library services for 1.2 million students enrolled in kindergarten through 12th grade. Resources and services provided through the grant include library books, e-books, audiobooks, periodicals, multilingual materials, technology and programs.

“It’s imperative that all Illinois students have access to necessary resources including reading materials and learning services at our public school libraries,” Giannoulias said.

“School libraries serve as places of learning and discovery. These funds will ensure that our libraries are wellequipped to educate and inspire our future generations.”

Among the schools to receive grants are Addison School District 4, who will receive $2,893; and, DuPage High School District 88, $3,320.

These are generally punishable with five to 10 years in prison and fines of up to $25,000.

A second or subsequent possession charge is considered a Class 2 felony, which is generally punishable by three to seven years in prison and a fine of up to $25,000.

Manufacturing, possessing, selling or importing assault weapon accessories and kits is also considered a Class 2 felony. Specific cases may vary in their sentencing.

While the law bans the sale and possession of large-capacity magazines, owners do not need to file a disclosure if they had these magazines prior to Jan. 10, 2023.

For a brief period of six days this spring, an injunction temporarily halted enforcement of the assault weapons ban. Anyone who purchased a regulated weapon after Jan. 10, 2023, including during that window, is in violation of the law.

How many banned guns are there in Illinois?

As of Dec. 4, nearly 4,900 people had filed disclosures in accordance with the state’s assault weapons ban. They collectively filed about 9,300 weapons disclosures, about 4,800 accessory disclosures and 87 ammunition disclosures.

Estimating how many people own the types of guns outlined by the state’s assault weapons ban is nearly impossible, due to limited data collection requirements and inconsistent definitions of terms like “assault weapon” and “AR-15-style rifle.”

That said, some estimates do exist.

A survey conducted by Ipsos, a large market research firm, found that last year, one in five gun owners in the United States owned an AR-15 or similar gun. Estimates for gun ownership more broadly in Illinois vary, with research suggesting between 25 and 30 percent of the households in

the state own a gun. Older data suggests closer to 20 percent.

Taken together, those statistics suggest that around hundreds of thousands of Illinoisans will be impacted by the state’s assault weapons ban.

Despite this uncertainty, the prevalence of these guns is one of the issues at the heart of the ongoing legal battle over the constitutionality of the law.

Arguments in the federal cases that could invalidate or uphold the law have repeatedly turned to whether the guns are in “common use.” Under recent U.S. Supreme Court rulings, guns in common use are generally protected under Second Amendment’s right to bear arms.

State officials still settling rules, implementation As with many state laws, Illinois’ assault weapons ban has been the subject of administrative rulemaking, the process whereby the state agency responsible for implementing the law lays out the rules by which it will do so.

The state police have proposed rules that are now under consideration by an oversight committee of lawmakers. The rulemaking on the subject has been closely watched and has spun off into a series of dedicated hearings hosted by ISP to gather public input on how to execute the law.

One of the central issues at the heart of these hearings has been how precisely ISP will interpret some of the vaguer aspects of the law. This includes a final decision about exactly which items must be registered.

The law is also the subject of ongoing litigation. Several federal cases challenging the constitutionality of the law could be decided by the U.S. Supreme Court. Earlier this month, a threejudge panel on the 7th Circuit Court of Appeals issued a 2-1 opinion allowing the law to remain in effect while the cases continue.

mittal when asked about such a plan passing in the upcoming session.

But Pritzker on Dec. 14 noted at least one area of supplemental spending need.

In November, he announced $160 million in state support to aid and house migrants being bused to Chicago from U.S. border states, particularly Texas. That plan shifted money from elsewhere in the Department of Human Services’ budget, including block grant funding and $40 million that was backing a pending application for Federal Emergency Management Agency funding.

Pritzker said it “is going to be a requirement” that the state reexamines “whatever buckets that we’ve had to pull from” to provide aid to migrants as winter approaches.

The five-year report from GOMB identified another $969 million in added “spending pressures” that could also require supplemental appropriations. Those include potential state assistance for asylum seekers, increased caseloads at the Department on Aging and the Department of Human Services, delays in other federal reimbursements, increased group insurance costs, and outstanding technology bills.

While the report didn’t break down the costs in each area, it noted that the “spending pressures” serve to offset much of the anticipated surplus.

“After accounting for the supplemental budget pressures, the revised fiscal year 2024 surplus is projected to total $422 million,” GOMB noted in the report.

All told, GOMB now expects FY 2024 to see just over $52 billion in revenues, up from the $50.6 billion when lawmakers approved the budget in May. GOMB’s report noted the main drivers of the increase—including the state receiving hundreds of millions of dollars in reimbursement for federal matching funds not properly claimed in a previous fiscal year— are likely “one-time” in nature and shouldn’t be built into annual budgets.

Other surplus drivers include a $255 million greater-than-expected transfer from the income tax refund fund due to a strong tax filing season a year ago, good investment and interest returns, and strong corporate and sales tax performance.

The one-time nature of much of this year’s surplus drivers plays into next year’s projected deficit, as GOMB anticipates revenues to decline to $51.5 billion, with expenditures growing to $52.3 billion.

The main drivers of spending growth each year are the state’s public school and pension funding formulas.

The school formula calls for an added $350 million each year. A recent report from the legislature’s Commission on Government Forecasting and Accountability noted Illinois’ FY 2025 general fund pension payment is also expected to grow by $350 million, to about $10.2 billion.

All told, that adds up to the $891 million projected deficit for FY 2025, although that number drops to $721 million when accounting for the

statutory contribution to the state’s “rainy day” savings fund.

That rainy day fund has been a major beneficiary of recent surpluses and is now at its strongest-ever balance of over $2 billion. Pension funds have also benefitted, with law-

makers and the governor adding $700 million to the funds beyond statutory requirements in recent years.

Other recent surpluses have gone to pay down interest-accruing debt and to replenish the state’s unemployment insurance trust fund amid

the crush of claims brought on by the COVID-19 pandemic.

As for the anticipated current-year surplus, we’re likely a few months away from knowing the full scope of any supplemental spending plan it will yield.

DuPage County State’s Attorney Robert Berlin and Villa Park Chief of Police Michael Rivas announced that bond has been set for a Florida man accused of leading Omar Castro police on a high-speed chase.

Omar Castro, 22, appeared at a bond hearing where Judge Michael Reidy set bond at $100,000.

Castro is charged with two counts of aggravated fleeing and eluding a police officer (Class 4 felony) and multiple misdemeanor and petty traffic offenses including two counts of aggravated speeding in a construction zone, reckless driving and driving while license suspended, all Class A misdemeanors.

On Thursday, June 22 at approximately 8:28 p.m., an Elmhurst police officer responded to a call of a stolen motor vehicle near Route 83 and North Avenue. It is alleged that

when the officer located the vehicle, later determined to be driven by Castro, Castro put his car in reverse and proceeded southbound on Route 83. It is alleged that as the officer pursued, Castro reached speeds of approximately 107 mph in a 45-mph zone and disobeyed three traffic lights.

It is alleged that near 16th Street, Castro completed a U-turn and continued driving northbound on Route 83 reaching speeds of approximately 100 mph in a 35-mph construction zone, at which time the pursuing officer lost sight of the vehicle.

A short time later, the vehicle was located abandoned in a school parking lot. Officers responded to the school parking and at approximately 8:42 p.m., located Castro approximately one block away from the school. He was then taken into custody after a brief struggle with the officers.

Castro’s next court appearance is scheduled July 27 for arraignment in front of Judge Telander.

“Gathering for a holiday celebration should be a joyful occasion, not a time when gunfire erupts and families are forced to run for safety,” Gov. Pritzker said. “As I’ve said time and

time again, gun violence is a public health emergency in this country and I remain committed to banning these dangerous weapons and making our state safer for everyone.”

Meadows was described as a “devoted father whose life was tragically taken from us amidst a Juneteenth celebration” on a GoFundMe page set up to provide support to his two young children, RJ and Gabby.

Meadows was “a beacon of love and strength, who fell victim to a devastating crossfire incident that shattered the peace and joy of what should have been a day of celebration.

“Amidst the chaos, Reggie tragically lost his life, leaving an indelible mark of grief on his family and community. Our thoughts and prayers go out to the other victims who were injured, as we mourn the loss of Reggie, a remarkable individual who touched the lives of many.”

The Glenbard East girls basketball team improved to 10-3 overall and 7-0 in the Upstate Eight Conference following its 49-18 victory over East Aurora on Dec. 19 in Lombard.

The Rams led the Tomcats 17-2 after one quarter. Glenbard East extended its lead to 33-8 by halftime.

The Rams owned a 45-12 advantage at the end of the third quarter.

Seniors Catey Carney and Ciara Johnson scored 11 points each for Glenbard East in last week’s victory over the Tomcats. Johnson, who made two 3-point shots, scored all 11 of her points in the first half. She made one shot from 3-point range in the first quarter. She sank another 3-point attempt during the second quarter.

Junior Erin Brown provided nine points for the Rams in their conference win over East Aurora. Senior Gabby Walton added eight points, while freshman Teagan Murphy supplied four points. Senior Christina Chiero, junior Taylour Hodges and junior Veronica Witt scored two points each.

Glenbard East is playing in this week’s tournament at Sandburg High School in Orland Park. The Rams will resume their conference season with a home game against Elgin on Jan. 4.

The Glenbard East boys basketball team raised its Upstate Eight Conference record to 4-2 following its 80-67 victory at East Aurora on Dec. 19.

Two days after winning at East Aurora, the Rams suffered a 74-56 non-conference loss at Wheaton Academy. That Dec. 21 loss moved Glenbard East’s overall season record to 4-8.

The Rams drained six shots from 3-point range during the opening quarter of last week’s conference game against the Tomcats.

Glenbard East owned a 26-10 lead at the end of the quarter.

Sophomore Michael Nee made three of Glenbard East’s 3-point shots in the first quarter of last week’s contest at East Aurora.

Sophomore Danny Snyder sank two 3-point baskets for the Rams in the first quarter. Senior Ari Pierson made one attempt from 3-point range during the first eight minutes.

Snyder connected on a pair of 3-point shots late in the second quarter to help the Rams to a 41-30 halftime lead over the Tomcats. Nee then buried three 3-point shots in the opening

three minutes of the third quarter. His third 3-point basket of the period gave the Rams a 50-34 lead. Glenbard East owned a 59-45 lead at the end of the third quarter.

Nee, who made six 3-point shots during the game, scored a team-leading 22 points in the Rams’ conference victory at East Aurora.

Snyder, who sank four 3-pointers, provided 16 points. Senior Aleks Jajic also scored 16 points for Glenbard East. Pierson supplied 10 points and 10 rebounds. Junior Devin Kraft scored eight points, while junior Luis Martinez contributed four points. Senior Brett Vercruysse and sophomore Sam Walton added two points each.

Wheaton Academy led the Rams 17-13 after one quarter of last week’s non-conference battle. The two teams were tied at 27-27 with a little more than three minutes left in the second quarter. The Warriors then delivered a 13-1 run to take a 40-28 lead. Nee launched and made a 3-point shot as the second quarter ended to reduce Wheaton Academy’s lead to 40-31 at halftime.

Snyder made a 3-point shot to cut the Warriors’ lead to 40-35 with 6:55 remaining in the third quarter. A little more than one minute later, Snyder sank another 3-point attempt to trim the Warriors’ lead to 42-38. Wheaton Academy then went on a 9-0 run to push its lead to 51-38. The Warriors made a 3-point shot as the third quarter ended to take a 54-43 lead with eight minutes to play.

Pierson scored a team-leading 20 points for the Rams in last week’s loss at Wheaton Academy. He made two 3-point shots during the game. Nee, who made three 3-point attempts, provided 11 points. Jajic scored 10 points, while Snyder tallied six points with a pair of 3-point baskets. Kraft added four points. Martinez and sophomore Jacob Marynowski scored two points each.

Hoda honored with the 88’s Best award for December

Lombard resident is a shining star in Willowbrook’s Class of 2024 Willowbrook High School senior Ariel Hoda was recently named her school’s recipient of the 88’s Best award for the month of December.

The 88’s Best award recognizes students for their achievements in and out of the classroom. The District 88 Board of Education presents the award to nine Willowbrook students and nine Addison Trail students each school year.

While speaking about Hoda at the board’s Dec. 11 meeting, Willowbrook Principal Dan Krause read comments from several of her teachers. Those teachers described Hoda as kind, hard-working, talented, dedicated, cheerful and insightful.

Hoda, who is a Lombard resident, is an academic standout in Willowbrook’s Class of 2024. When she graduates in a few months, she will have completed 14 Advanced Placement (AP) classes. She is an AP Scholar and an Illinois State Scholar, and she’s been named to Willowbrook’s Distinct Honor Roll in each semester of her time in high school.

Hoda is the president of Willowbrook’s National Honor Society chapter. Hoda, who is a resident of Lombard, was recognized during the District 88 Board of Education’s Dec. 11 meeting. She is pictured (right) at that meeting with Willowbrook Principal Dan Krause (left).

The 88’s Best award recognizes students at Willowbrook and Addison Trail high schools for their achievements in and out of the classroom. Warriors earn a victory over Morton vault and uneven bars

The Willowbrook girls gymnastics team defeated Morton 129.85111.85 in a dual meet in Villa Park on Dec. 20.

Junior Naomi Campbell of the Warriors won the meet’s all-around title with her total score of 34.15. Campbell delivered first-place scores on the vault (9.05) and the uneven bars (8.4). She earned a secondplace score of 8.7 for her routine in floor exercises. Campbell received a fourth-place score of 8.0 for her performance on the balance beam.

Willowbrook senior Mia McBride placed second in the meet’s all-around standings with her score of 33.45. McBride finished first in floor exercises (8.75). She placed second on the uneven bars (8.2), third on the balance beam (8.3) and sixth on the vault (8.2).

Willowbrook sophomore Kaia Capulong finished third in the meet’s all-around competition with her total of 31.25. She placed second on the balance beam (8.4) and tied for second on the vault (8.55).

Capulong landed in fifth place in floor exercises (8.0) and wound up seventh on the uneven bars (6.3).

Freshman Lillian Macias provided the Warriors with a fourth-place score of 30.70 in the meet’s all-around standings. Macias claimed third in floor exercises (8.1) and on the uneven bars (6.95). She earned a fifth-place score of 8.3 on the vault and finished sixth on the balance beam (7.35).

Sophomore Leigh Bernardo of the Warriors tied for fourth on the uneven bars (6.6). Willowbrook senior Molly Robson placed seventh on the balance beam (7.3). See photos on page 17.

Victorian Christmas in Lombard

The Lombard Historical Society last weekend gave visitors a glimpse of what a Victorian Christmas was like at the Victorian Cottage on Maple Street. According to volunteer docent and tour guide Joyce Miller, pictured (top left and right) by the parlor Christmas tree and in the kitchen, the house was built by Newell Matson, a Chicago jeweler, in 1883, initially for his daughter and son-in-law, but since they did not want it, he used it as a rental home, in what she said was considered at the time to be “a bedroom town.” The house changed hands several times and was purchased by the historical society (with support from the village) in 1971. During the tour, Miller showed off the dining room (above middle), where the children’s Christmas tree and presents would have been located. Miller pointed to the fireplace (above) in the corner of the dining room, saying it was discovered during a renovation project. Visiting Friars outscore Willowbrook 23-10 in third quarter

The Willowbrook girls basketball team lost 48-42 to Fenwick in last week’s non-conference game in Villa Park. The visiting Friars’ victory snapped the Warriors’ two-game winning streak.

Willowbrook’s overall season record dropped to 5-9 following its Dec. 21 loss to Fenwick.

The Friars led the Warriors 10-7 at the end of the first quarter. The two teams were tied at 17-17 at halftime.

After scoring 17 points during the game’s first 16 minutes, Fenwick erupted for 23 points in the third quarter and held a 40-27 lead with eight minutes to play. The Friars made five shots from 3-point range during the third quarter. Sophomore Cammie Molis made four of Fenwick’s 3-point field goals during the period. She made her fourth 3-pointer as the buzzer sounded to end the quarter.

Willowbrook junior Kendall Medinger drained a 3-point shot in the opening seconds of the fourth quarter to reduce Fenwick’s lead to 40-30. Senior Elle Bruschuk drove for a layup to cut the Friars’ lead to 40-32 with a little more than six minutes to play.

Bruschuk made one of two free throws to trim the lead to 40-33 with 5:37 remaining.

Fenwick then scored seven straight points to build its lead to 47-33. Bruschuk ended the Friars’ run when she made a 3-point shot to cut the lead to 47-36 with about 2:20 left in the game. A basket by Willowbrook junior Ayaani Gusman dropped Fenwick’s lead to 47-38 with about two minutes remaining. Bruschuk made two free throws to reduce the lead to 47-40 with 54 seconds on the clock. Seconds later, Fenwick made one free throw to move its lead to 48-40. Medinger sank an outside shot with about 12 seconds to play to account for the game’s final
