U.S. HHS awards $2,024,736 to expand Illinois behavioral health workforce

Obama designates Sept. 18-23 Opioid, Heroin Epidemic Awareness Week

The U.S. Department of Health and Human Services (HHS) last week announced $2,024,736.00 in awards to six training programs to increase the number of mental health providers and substance abuse counselors in Illinois.

Nationally, the Health Resources and Services Administration (HRSA) and the Substance Abuse and Mental Health Services Administration (SAMHSA) are funding 144 new and continuing grants for a total of $44.5 million through the Behavioral Health Workforce Education and Training (BHWET) program, which supports clinical internships and field placements for an array of professional and paraprofessional behavioral health disciplines and occupations.

“The administration is committed to ensuring that Americans of all ages have access to quality mental health and substance abuse services,” said HHS Secretary Sylvia M. Burwell. “These grants are an important step toward that goal by creating an educational pipeline for future behavioral health providers so people in need can get the care they deserve.”

President Obama has designated September 18-23, 2016, as Prescription Opioid and Heroin Epidemic Awareness Week. As part

of the week, federal agencies are focusing on the work being done across the government and announcing new efforts to address the national prescription opioid and heroin epidemic.

“The program emphasizes integrating behavioral health, primary care, violence awareness and prevention, and the involvement of families in the prevention and treatment of mental and substance use disorders,” said HRSA Acting Administrator Jim Macrae. “This emphasis helps strengthen the next generation of behavioral health workforce providers so they can work more effectively in a variety of 21st century health care settings.”

In Illinois $381,885.00 will support 2 new grantees and an additional $1,642,851.00 will fund 4 current grantees.

“In 2015, 55 million adult Americans had a mental or substance use disorder,” said SAMHSA Principal Deputy Administrator Kana Enomoto. “That’s one out of five adults. These are serious, often life-threatening conditions, yet fewer than 39 percent of those affected got treatment. We must develop a robust, well-trained behavioral health workforce to ensure the future health of our nation.”

Ex-inmate secures professional license under new law’s provisions ILLINOIS NEWS NETWORK

Illinois’ new law allowing inmates to train for certain professional licenses before their release has produced its first success story.

Landus Jackson took all of the required classes and was approved to receive his cosmetology and barber’s license, but he was still in an Illinois prison. Once released from the Vienna Correctional Center, Jackson was able to secure his license right away and with it, a better chance to stay out of prison. Jackson is the first to do so thanks to the new law.

He is excited about his job prospects.

“I feel that this has given me a big-

ger opportunity to do whatever it is that I want to do,” the 40-year-old said.

“I am extremely proud that Illinois is taking steps to improve outcomes for men and women who have been incarcerated,” Illinois Department of Corrections (IDOC) acting Director John Baldwin said.

“Everyone deserves a second chance, and that is exactly what Landus is getting today — a fair shot at finding employment that will increase his odds of not returning to IDOC custody.”

The state requires 1,500 hours of training to get the license so before the legislation passed, Jackson would have needed to spend months training

without pay after his release before he could support himself with his skills.

“So often, when offenders are released, there are a lot of hurdles in their path that prevent them from finding employment,” Corrections spokesperson Nicole Wilson said.

“We anticipate all who complete their courses are going to at least apply for that license before they leave IDOC custody.”

Gov. Bruce Rauner, by executive order, created a commission with the goal of reducing the prison population in Illinois by 25 percent by 2025. Removing barriers for ex-inmates to get professional licenses was one of the commission’s recommendations.

Deficit spending part of most Illinois school districts’ fiscal curriculum ILLINOIS NEWS NETWORK

Nearly six out of every 10 school districts in Illinois are looking to spend more than they take in next year, a recent Illinois State Board of Education report said. But almost no one involved in education across Illinois is blaming taxpayers for the statewide shortage of school dollars.

State Sen. Sue Rezin, R-Ottawa, said taxpayers pay enough. It’s state government that have shortchanged schools.

Rezin said former Govs. Rod

Blagojevich and Pat Quinn cut state aid nearly 15 percent during their time in office.

“Proration has been the most regressive policy that’s been implemented in the last decade,” Rezin said.

Galesburg School District 205 Budget Director Jennifer Hamm said the district has spent more than it has brought in for the past six years because the state trimmed $9 million from its bottom line.

“This year, we have a $1.2 mil-

lion deficit in our operating fund,” Hamm said. “Last year, we had a $2.3 million deficit in our operating fund. This is the trend.”

Rezin compared proration to a payday loan. The problem with a payday loan isn’t the interest. Most people who need a payday loan are living on such a small margin, it just takes them too long to scrape together the extra cash to pay it off.

Rezin said many districts are now so far in debt, they may never be able to catch up.

Classes are supported by boardcertified instructors and students have 24/7 access to the online

learning platform. Coursework begins in one of eight high-growth, high-demand career fields (across a wide spectrum from child care and education to certified transportation), before progressing to the core academic subjects. Students are able to graduate in as few as six months by transferring in previously earned high school credits but are given up to 18 months to complete the program.

On Wednesday, October 5, Addison Public Library welcomed new Social Services Coordinator Yesenia Nunez to the library family.

Nunez comes to the position with more than seven years of direct professional experience in community connection and social services. She is the former intake coordinator of the Community Connection Center in Mt. Prospect; was a school-based counselor intern at Youth Crossroads in

Berwyn; a schoolbased counselor at Youth Crossroads in Cicero; a behavioral therapist at Presence in Melrose Park; and. most recently, a therapist with the Infant Welfare SoYesenia ciety of Chicago.

Nunez After receiving her Master’s degree in Social Work from Loyola University Chicago,

Nunez has always worked to connect populations with their community resources through focused programming, alternative support and counseling services.

“A friend and I always dreamed of a Library where the social services department was actually a part of the Library’s internal structure,” she said.

“We always joked that maybe it would happen in the next twenty years. When I found the job posting for this position and looked

more in depth at Addison’s culture I called him up and said, ‘It exists.’”

Nunez will work directly with patrons listening to their needs, connecting them with community and legal resources, and providing assistance to help them connect the dots.

According to police, Angel Hernandez refused to provide officers with his name and date of birth, yelled racial slurs and profanities at officers, and refused officer’s commands to exit the vehicle. Angel resisted arrest by pulling his arms away from a police officer and walking away, police said. Alan Hernandez- Hernandez, according to police, violated his probation by violating a no gang contact order.

Roadside Safety Checkpoint to target drunk drivers

Lake Street drivers may be stopped Oct. 14-15

The Addison Police Department will conduct a Roadside Safety Checkpoint from 9 p.m., Friday, Oct. 14, to 1 a.m., Saturday, Oct. 15, for vehicles traveling westbound on Lake Street, west of Villa Ave. Vehicles will be stopped in a preestablished, systematic fashion for a brief inspection of safety and driver violations. Police will be checking vehicle registrations, driver’s licenses, proof of insurance, and driver sobriety in addition to vehicle safety violations.

A statewide coordinated effort to reduce drinking and driving is underway and the Addison Police Department is a proud partner in this venture. The hope is that citizens can look at this minor inconvenience as their contribution to the safety of the motoring public and their opportunity to be part of the solution.

Studies done on other wealthy countries that have offered free tuition have shown spikes in attendance, but lower graduation rates.

Tying tuition to state funds also would subject them to the volatility of Illinois’ budget.

The progressive Campaign for Free College Tuition said the state would lose $1.45 billion in foregone tuition if the state offered tuition-free school. However, its study also said the cost would “be much higher” because students in private colleges would move to public universities for the free education, something seen in similar situations.

The study did not note whether the cost could jump more if nearby states aren’t offering free schooling, attracting students to establish residence here, if only for the degree.

Guzzardi said he also intends to make college tuition-free for undocumented immigrants. He said he plans to file the legislation in January.

“We’re talking about raising taxes on the very wealthiest of Illinoisans, closing corporate loopholes and using that money to make school tuition free for every student,” he said.

“It will lift the burden of debt off the next generation, it will enable our young people to start their careers with firm economic footing, and it will make our universities vibrant places of learning for the long term.”

Though a 3 percent millionaire tax to be spent on schools was popular in a 2014 advisory referendum, the measure could not garner the support needed in the General Assembly. A referendum that would have asked Illinoisans about instituting a progressive tax also failed. Both of these measures are central to Guzzardi’s Tuition-Free Illinois plan.

Center for the Arts hosting AT alumni art exhibit Addison Center for the Arts presents a special art exhibit, “Then and Now,” honoring the 50th anniversary of Addison Trail High School.

Seventeen Addison Trail High School alumni took the time out of their very active careers to show where they started at Addison Trail and where they are now. Not only is the quality of work is awesome, but the diversity of careers in Art is impressive.

The exhibit opened Oct. 5 and will be available for viewing for the month of October alongside the many activities ATHS has scheduled. It will conclude on Friday, Nov. 4.

The Addison Center for the Arts hosted a reception on Wednesday, Oct. 12, which was open to the public. Attendees were able to see the exhibit and meet some of the artists.

The alumni artists exhibiting their work and their stories are: Jennifer Aiello,Rafael Barontini, Kyle Busse, Debbie Dipert,Mathew Gardocki,Joe Giron,Dan Kernkamp, Katherine Klimt-Staller,Erik Lykins,Frank Matas, Mike Naples,Ann Pasteur,Wendy Rizza, Jeff Ward, AlexWellington, Rhonda Mayas and Etola Zinni.

Manufacturing-sector advocates say Illinois faces skilled-worker shortage ILLINOIS NEWS NETWORK

Illinois needs to start thinking now about how to fill a looming skills gap for potential employees in the manufacturing sector.

Friday is Manufacturing Day in North America, and Fabricators and Manufacturers Association, International, President and CEO Ed Youdell is taking the opportunity to sound the alarm.

Youdell said a national manufacturing talent shortage is looming.

“We have baby boomers retiring at a rate of 10,000 a day, so there’s the potential in 10 years to have 2.5 million jobs unfilled because we don’t have the right skill sets in place to fill those positions,” he said.

Illinois Manufacturers’ Association (IMA) President and CEO Greg Baise said there needs to be a better alignment from early education all the way through high school graduation to increase the skills of the workforce.

“The retirees that are just there, let alone the vacancies that occur every day in a manufacturing facility, needs the skilled workforce trained for those opportunities,” he said.

Meanwhile, the manufacturing industry creates more than just tangible goods. It also generates economic activity that supports the industry and its employees, something Illinois could be losing out on.

Youdell said it makes sense that there’s a lot of competition among all 50 states for manufacturing jobs “because of the value of manufacturing.”

“For every dollar invested, $1.40 is returned,” he said. “So with a strong manufacturing base, you can support the dry cleaner and the Starbucks and the movie theater down the street, and as we all know, we all want to have those kinds of job opportunities and employers in our communities.”

While other Midwest states have gained tens of thousands of manufacturing jobs, IMA said Illinois is losing out because the state is not competitive. Baise said the average annual pay, including benefits, in Illinois’ manufacturing industry is $74,000.

Dozens of manufacturing-centered events are taking place today and throughout October across Illinois.

Addison Trail continues 50th anniversary celebration Golf outing rescheduled; alumni perform theatre production

Throughout the 2016-17 school year, Addison Trail will continue to host events/activities in celebration of the school’s 50th anniversary.

The two most recent events were a Golf Outing on Sept. 23 (which was rescheduled from July 29 because of inclement weather) and a Theatre 50th Anniversary Alumni Show on Sept. 24.

The Golf Outing took place at Indian Lakes Golf Course in Bloomingdale and raised nearly $850 for the District 88 Foundation, which benefits students at Addison Trail and Willowbrook. For more information about the foundation, go to dupage88.net/founda-

About 250 people attended the Theatre Alumni Show, which featured highlights of plays and musicals that have been performed at Addison Trail through the years.

Each decade shared memories of being part of Theatre, and representatives from each decade sang songs and acted out scenes from shows that took place during that timeframe. Several alumni who were unable to come in person sent video messages as well.

Blazers’ girls volleyball team brings unbeaten conference record into this week

Addison Trail running back Nick D’Ambrose scored five touchdowns to help the Blazers record a 47-28 West Suburban Conference Gold Division victory over Morton in Berwyn.

The win improved Addison Trail to 3-4 overall and 2-3 in conference play. The Blazers are still alive for a playoff berth, needing to win their final two games against Proviso East and Glenbard West to become playoff eligible.

The two teams played to a 14-14 tie in the first quarter and went into halftime in a 21-21 stalemate. Addison Trail outscored Morton 20-0 in the third quarter to pull away.

D’Ambrose rushed 19 times for 216 yards and scored three touchdowns. He also caught three passes for 130 yards and two touchdowns and finished with 367 all-purpose yards after adding 21 kick-return yards.

Quarterback Bobby Daniels completed 14 of 18 passes for 305 yards and three touchdowns. He also scored a rushing touchdown. Stevan Jones caught four passes for 118

yards and a touchdown.

Andrew Felix led the defense with 11 tackles, while Chris Lasanta had eight tackles. Lasanta also had two tackles for loss and two quarterback sacks. Felix had a quarterback sack, as did Randy Petrbok who also had two tackles for loss. Vittorio Venuti had a quarterback sack, while Jose Sanchez had a tackle for loss. Carlos Rosado had an interception.

Addison Trail racked up 538 total yards of offense in the win. The Blazers face Proviso East in Week 8.

Addison Trail girls tennis The Addison Trail girls tennis team finished the dual-meet portion of its season at 9-5 overall and 3-3 in West Suburban Conference Gold Division play.

The Blazers recently scored a 4-3 non-conference win over Maine West and dropped a 4-3 WSC Gold match to Leyden.

“We have won almost all of our close dual meets,” said Addison Trail coach Justin Hegner. “The only one the whole season that slipped away was Leyden.”

At the recent Riverside-Brookfield invitational, Pamela Kobeszko took second place in the 1st/2nd

singles bracket. Mariana Tollko took third in the 1st/2nd singles bracket.

Kobeszko plays No. 2 singles for the Blazers, while Tollko plays No. 1 singles. Gianna Sarli and Jessica Bach (No. 1 doubles) took second in the 1st/2nd doubles bracket.

Through late last week, Kobeszko was leading the team with a 14-6 record.

“Pamela continues to play well for us at second singles,” said Hegner.

“And our first doubles team of Jessica and Gianna keeps playing mentally tough and is winning all of its close matches.”

Addison Trail went into the conference tournament one point behind Leyden in the standings with 23 wins to Leyden’s 24. Hegner said the team had its eye on third place in the conference. It went into the tournament in fourth.

The Blazers will play this weekend in the Glenbrook South sectional. “We are in a tough sectional, but we will fight hard to see if we can qualify anyone for state,” said Hegner.

The Willowbrook boys crosscountry team recently defeated Proviso East in a West Suburban Conference Gold Division dual meet on senior night at Willowbrook.

In recent times, Casey King has been a key cog for the Warriors, winning two races.

“Many of the guys are running their personal-best times at the invites,” said Willowbrook coach TJ Artman. “We are gearing up for the most competitive part of the season now.”

Willowbrook runs in the WSC Gold meet Saturday hosted by Hinsdale South at Katherine Legge Memorial Park in Hinsdale.

King, a senior, and Mike Isaacson, a junior, are the team captains.

“We are looking forward to racing at the West Suburban Conference and then onto the regional and sectional,” said Artman.

Willowbrook girls volleyball The Willowbrook girls volleyball team dropped a recent 25-13, 25-19 West Suburban Conference Gold Division match to Downers Grove

South.

The loss put Willowbrook at 1110 overall and 3-2 in WSC Gold play.

Taylor Balsitis had two blocks.

Payton Ceh had five digs. Olivia Pennebaker had seven digs, while Grace Chantos had six digs. Jessica Ragucci had one kill. Emily Ligocki had two kills, five assists and three digs.

Jamie Chiappetta had four kills.

Marissa Marcello had three assists and Milena Sogura had three kills.

Willowbrook boys golf The Willowbrook boys golf team finished 10th at a recent Class 3A regional held at The Links of Carillon (par 72).

The Warriors finished with a 373 and did not advance any individuals to the sectional level. Freshman Logan Rattana led the Warriors with an 86.

Junior Buddy Martens had an 89, while sophomore Josh Lata shot 97.

AT-Willowbrook finished with 1,785 points and finished seventh as a team.

Addison Trail coach Dan Styler noted the team has improved its defense throughout the season, but stressed the team is working on being more crafty against bigger opponents.

“Our offensive tempo has improved and proves to be a tough matchup for opposing teams,” he said. “Defensively, we’ve improved our ability to read attackers and respond accordingly.”

Addison Trail earned a No. 5 sectional seed in the upcoming postsea-

Outlook: Addison Trail went on the road and kept its playoff hopes alive in Week 7 against Morton and can take things a step further here this week against winless Proviso East. Addison Trail received a big jolt from running back Nick D’Ambrose, who scored five touchdowns in the win against Morton. Proviso East hasn’t won a game since Week 1 of the 2014 season—a span of 24 losses in a row. Addison Trail finishes the regular season against Glenbard West next week.

If the Warriors defeat Downers Grove South on the road they return to the playoffs with a guaranteed spot thanks to six victories. The Warriors put themselves in this strong position by going on the road and scoring a 42-0 win over Proviso East in Week 7. Downers South holds wins over Hinsdale South (37-24) and Morton (14-7), both on the road.

Willowbrook lost 30-27 to Hinsdale South at home and beat Morton 49-20 at home. A win here and a win by Leyden in Week 8 would set up a showdown for the West Suburban Conference Gold Division title in Week 9 in Villa Park.

Driving to the next level

It was the driver that did it.

That’s what Addison Trail sophomore boys golfer Blaise Morris gives credit to for advancing to this past Monday’s Loyola sectional at Glencoe Golf Club where berths in the Class 3A state finals tournament were on the line.

Morris shot a 78 at the recent Class 3A Addison Trail regional at Indian

Lakes in Bloomingdale to earn a sectional spot. Teammates Ricky Troha and Jet Ramir also advanced.

“I drove the ball well and my putter worked,” said Morris. “I was getting the ball on the green. My driver got me through to sectionals. I felt pretty good about the round. I probably could have done a little better, but it was a good score.”

pair of par-5 holes. “With both of them I was on in two and two-putted,” he said. “I used my driver and a long iron to get on in two. My driver helped me out with those.”

Morris’ 78 came on the heels of shooting a 79 at the recent West Suburban Conference Gold Division tournament.

“My putting has gotten a lot better,” he said. “My putting has saved me a lot. I’ve missed some greens, but the putting has helped keep my scores low.

I do some putting drills and I try to putt every time I go to practice.”

Morris’ previous lows this year were a 1-over after 15 holes in the weathershortened Addison Trail invitational and a 36 for nine holes in a dual match at Fresh Meadows.

This is only Morris’ third year playing the sport. “I had foot surgery when I was younger and couldn’t play football or baseball anymore,” he said. “My parents and friends said I should get into golf and I’ve loved it ever since. I

like the competitiveness of the sport. I like playing against other competitors, but I also like to try and beat the course I’m playing. No courses are the same.

There are different ways to play each one.”

Morris, an honor-roll student, is excited about his future in the sport. “I’m going to keep focusing on golf and I hope to continue to play it into the future,” he said.

Morris also qualified for sectionals as a freshman.

The Fenton girls volleyball team dropped a recent 25-10, 21-25, 2513 Metro Suburban Conference Blue Division contest to Riverside-Brookfield.

The loss put Fenton at 11-18 overall. Through late last week Fenton had conference matches remaining against Illiana Christian, Wheaton Academy (senior night at Fenton), Glenbard South and Aurora Central Catholic, plus a MSC crossover match against Elmwood Park.

“Our focus right now is making sure we are getting better each day as we look ahead to regionals,” said Fenton coach Kelly Kleidorfer. “We still are looking to win a conference match, but the most important match will be Oct. 24 when we open regionals. Those are the matches that really count. We are hoping this amazing group of seniors can have an extended run in the postseason.”

Fenton opens postseason play against Chicago Prosser on Oct. 24 in the Class 4A Prosser regional. Fenton is the No. 16 seed in the sectional, while Prosser is the No. 19 seed. The winner advances to play No. 1 seed Glenbard West.

Through late last week, Paulina Milanowski was leading the team in

assists (224), kills (134) and aces (52).

Melinda Boehm was the team leader in blocks with 28 and Ashley Lira was tops in digs with 168.

Fenton football The Fenton football team lost 44-21 to Riverside-Brookfield in Metro Suburban Conference Blue Division play.

The loss dropped Fenton to 3-4 overall and 1-2 in MSC Blue play.

The Bison still are in the hunt to become playoff eligible but must win their remaining two games. Fenton faces Wheaton Academy (4-3) on the road Friday in West Chicago before closing the season at home against unbeaten IC Catholic Prep (7-0).

Fenton junior golfer Andrew Hill credits one key part of his game for his improvement on the links this fall.

“It’s probably been my mental game,” he said. “Freshman and sophomore year it hadn’t really developed yet,” he said. “If I hit a bad shot, I would get mad and my play would suffer. Now, I’m able to recover faster from a tough shot.”

Hill was sharp at the recent Class 2A Kaneland regional at Hughes Creek in Elburn, where he shot an 83 and advanced to this week’s sectional round.

“I had a couple holes where I thought I could have done a little better and that would have got me into the 70s,” he said. “But I’m pret-

ty happy with how I played.”

Good tee shots and a short game helped propel Hill to the next level.

“I would say probably my driver and my putting,” he said. “My putting definitely was working. I had two or three 15-foot putts that definitely saved par, which was pretty cool.”

Hill’s strategy at Hughes Creek depended on the layout of the hole.

“If it was more open, I hit the driver, but if there was stuff to the left and right, then I hit a 4-iron,” he said. “I would rotate and use whatever I felt comfortable with.”

Hill got into the sport at the age of six at the urging of his mother. “My mom got me into golf,” he said. “Her dad taught her how to play when she was young and she got me into playing right away. I like that you get to know people on the course while you

Hill said he’s also benefitted from summer instruction up in South Haven, Mich., where he plays the HawksHead course.

In addition to golf, Hill also plays basketball and volleyball at Fenton.

“It’s tough doing three sports, but I manage it,” he said. “The biggest thing is time. After sports you have to get your homework done right away.”

Hill’s low rounds this year have included an 80 at White Pines in Bensenville for 18; a 76 at HawksHead in South Haven and a 36 for nine holes in a match at Chicago Christian’s course this season.

State behind in payments to residents owed money in legal claims

Illinois is reportedly over a year behind on payments to individuals who are owed money by the state through legal claims.

The individuals include those who have suffered injury or monetary damage as a result of the state’s actions and have won their cases against the State of Illinois in the Court of Claims, which serves any citizen with a claim of monetary damages or personal injury against a state agency or state employee.

Rich Carter, spokesman for the Illinois Comptroller’s Office, said the office has no input on who receives payments or when.

“The Comptroller’s Office doesn’t make any decisions on who gets paid and who doesn’t; it’s just a matter of when we get a voucher from an agency, then we make a payment,” he said.

Once a state agency approves the funding, they send a voucher to the Comptroller’s Office, which the office then pays.

Carter said that because the General Assembly has yet to pass a balanced budget, the office has been unable to pay out any bills on time.

“We have, right now, more than 83,000 unpaid vouchers that are sitting in our system that we don’t have the money to pay because we are more than $8 billion in bill backlog,” he said.

People seeking compensation from the state through the Court of Claims will have to continue to wait for a while for payouts.

“Revenue comes in the form of taxes… comes into the State of Illinois every day. It averages about $100 million a day,” he added, “but when you have over $8 billion in unpaid bills, you obviously don’t have enough (money) to pay.”

Currently, the Comptroller’s Office is working on paying vouchers from June. The problem will continue until the Assembly can pass a balanced budget, which will allow the Comptroller’s Office to receive more money and help them be able to make payments quickly and catch up on the backlog of vouchers.

Carter said the state first makes payments it is required to by law and court order before finally making payments to average citizens.

“In general, everything else that is not required by law to be paid on certain dates or not required by court order to be paid on certain dates comes in at the back of the line,” he said.

Citizens cannot collect their awards until the Illinois General Assembly approves the payment.

Each year, approximately 8,500 cases are filed against the State of Illinois with the Court of Claims, according to the Illinois Secretary of State’s office.
