Cider Fest announces car show winners About 80 vehicles registered for the Oct. 4 Cider Fest Car Show, delayed since July thanks to COVID-19. The day featured demonstrations of flintknapping by Richard Hamilton and broom making by Bob McCann, as well as cider pressing, a selfie station and a mum sale.

The McHenry County Historical Society also gave away take-home children’s activity kits for masked-up visitors and opened the county history museum for free tours.

Car owners, unable to show off their cars for much of the summer, also welcomed the opportunity to earn a trophy … from a distance, of course.

People’s Choice winner Bob Hanselman, of Woodstock, fell in love with MGs years ago when he owned Antique Auto Center in Elk Grove Village. A former research chemist, he ran the shop or 25 years – first selling parts, then maintenance, then full restorations.

“I have a ’51 MG TD [roadster], one of the little two-seaters that were popular in the late ’40s and early ’50s,” Hanselman said.

“But I had a desire for an earlier MG.” After pestering a friend in Rolling Meadows for years, a 1938 Model VA Tickford became available. It boasts a full tool kit, a goldplated instrument panel, a hydraulic jack system, crank windows and a Philco radio.

“It was made during a period of time when MG was trying to build bigger luxury cars to compete against Jaguar and Bentley,” Hanselman said. “You’d buy a chassis and they’d send it to a custom coach builder, which started out with horse-drawn carriages. Tickford is the particular body style made by Salmons & Sons. It’s called a “drophead coupe” because the top was called the “head” and the top goes down.”

Hanselman’s love of cars started when, as a 15-year-old, he restored a Model A. Now he has both a 1937 and ’38 MG in his collection.

“I had to have something different,” Hanselman said with a chuckle. “I couldn’t have a common MG.” The Best of Show winner, Marengoan Dave Antonson, also knows his way around cars. Fortunately, he happened to be in the right place at the right time when his neighbor, who “changes cars like socks,” decided to sell his 1965 Chevy C10 pickup.

“It is the same model my grandfather had when I was little kid,” said Antonson, who recalled riding in the back across hayfields near Spooner, Wis. “I jumped on it.”

The truck, which originally came from North Carolina, boasts a sound frame, overdrive and power windows. Antonson, an auto mechanic for 35 years, has the mechanical end covered. A new metallic red paint job was just the thing to make it pop.

“You spend enough to keep yourself poor and happy,” he said.

Think tank’s lawsuit takes aim at graduated tax ballot language Group once tied to ex-Gov. Rauner asks judge to require amended voter pamphlet

A think tank once tied to Republican former Gov. Bruce Rauner is suing the Illinois State Board of Elections and secretary of state, charging that graduated tax constitutional amendment language is “misleading” as it appears on the General Election ballot and in a pamphlet sent to voters.

The Illinois Policy Institute, which describes itself as a libertarian-leaning think tank and has been a leading organization in opposition the amendment, is joined by three retirees in the lawsuit which asks a judge to force election authorities to send “a corrective notice” to voters regarding the graduated tax constitutional amendment.

That amendment—which is a marquee policy initiative of Democratic Gov. JB Pritzker, who has given more than $50 million to groups lobbying for its passage—would change the state’s constitution to allow lawmakers to impose different tax rates on varying levels of income. Currently, the state must level a flat rate income tax on every penny of a taxpayer’s income.

On the ballot, voters are asked to vote “yes” or “no” after reading the following language: “The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amend-

ment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the ‘flat tax,’ that requires all taxes on income to be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower income tax rates on those with middle or lower income levels. You are asked to decide whether the proposed amendment should become a part of the Illinois Constitution.”

The lawsuit The IPI’s lawyers argue in the court document that the amendment would “eliminate important structural safeguards that deter legislators in the General Assembly from imposing new taxes on retirement income and deter legislators from imposing higher taxes on individuals with middle or low incomes.”

Many of the arguments in the lawsuit filed in Cook County Circuit Court mirror those that conservative groups have used to argue against the amendment’s passage in public advertisements, opinion pieces and campaigns.

The basis of the lawsuit is the language of the question and the arguments in favor of the proposal that were distributed to voters.

The phrasing of the ballot question and pamphlet was approved on a partisan roll call in the General Assembly

earlier this year. But the lawsuit claims the “misleading statements in the ballot explanation deny voters their rights to a free and equal election in violation of the Free and Equal Elections Clause of the Illinois Constitution,” as well as the 14th Amendment to the U.S. Constitution.

The lawsuit objects to the language that says the amendment allows the state to “impose higher income tax rates on higher income levels,” and suggests it be changed in a corrective notice to be sent to voters to read “different income tax rates on different income levels.” It also seeks an added sentence noting, “The General Assembly would continue to have the authority to establish income tax rates.”

When the language passed, Republicans in the General Assembly issued similar concerns, noting the language in the question was similar to language used in arguments supporting the measure.

The lawsuit also argues that the absence of the actual amendment language in the pamphlet and on the ballot is also a violation of voters’ U.S. and state constitutional rights.

The lawsuit seeks to have that information included in the corrective notice they are asking a judge to require.

The amendment Specifically, Article 9, Section 3 of the Illinois Constitution would be amended if the ballot question passes. The

new language would read: “The General Assembly shall provide by law for the rate or rates of any tax on or measured by income imposed by the State. In any such tax imposed upon corporations the highest rate shall not exceed the highest rate imposed on individuals by more than a ratio of 8 to 5.”

That would replace the current language, which states: “A tax on or measured by income shall be at a non-graduated rate. At any one time there may be no more than one such tax imposed by the State for State purposes on individuals and one such tax so imposed on corporations.

In any such tax imposed upon corporations the rate shall not exceed the rate imposed on individuals by more than a ratio of 8 to 5.”

Under current law, lawmakers already have the authority to tax retirement income—it is not an added power granted by the amendment. While lawmakers could tax retirement income currently, it would have to be at the same flat rate of any other income tax levied and it would have to apply to every retirement earner equally.

Because the amendment removes the flat tax requirement, however, it would open the door to taxing some levels of retirement income without taxing every retiree’s income.

Opponents argue this makes raising or creating such a tax politically easier.

Gov. JB Pritzker has fre-

quently said he opposes any tax on retirement income, and a rate structure already approved by the General Assembly in separate legislation that will become law in January if voters approve the amendment does not provide for retirement income taxation. That structure would raise taxes on those earning more than $250,000 annually while keeping taxes level or lowering them slightly for those earning less than that amount.

But the lawsuit argues those rates are subject to change and a retirement income tax could be instituted by a future General Assembly.

The number of votes required to raise income taxes in the General Assembly—a simple majority—is unchanged by the amendment.

The lawsuit argues, however, that a pamphlet sent by Secretary of State Jesse White’s office to voters which states “This amendment does not tax retirement income” could be interpreted by voters “to mean that voting in favor of the (graduated tax) amendment is specifically a vote against the imposition of a tax on retirement income,” when it in fact is not.

Treasurer comments The lawsuit cites a June comment from Illinois Treasurer Michael Frerichs, a Democrat who has no role in setting tax rates, as an indicator that retirement taxes are being considered by state law-

makers.

“Specifically, the Illinois State Treasurer, Michael Frerichs is reported as stating at a Chamber of Commerce event that ‘[o]ne thing a progressive tax would do is make clear you can have graduated rates when you are taxing retirement income, and, I think that’s something that’s worth discussion’ or words to that effect,” according to the lawsuit.

Frerichs had scheduled a news conference Oct. 6 to “condemn misleading statements” about taxing retirement income, but he canceled it about 10 minutes before the event. Instead, he issued a statement in favor of a graduated tax and said, “I oppose creating a retirement tax in Illinois, along with the General Assembly, and governor.”

John Tillman, who is the chairman and CEO of Illinois Policy Institute, is not a stranger to suing the state. In August, a Sangamon County judge declined to hear a lawsuit filed by Tillman as a private citizen challenging the constitutionality of two of the state’s general obligation bond issuances.

Former Gov. Rauner’s family foundation had given at least $500,000 to IPI before he was governor, according to the Chicago Tribune, and several staffers went from IPI to serve briefly on Rauner’s staff in high level positions in 2017 before the ex-governor vowed not to give any more money to the organization.

By and large, they fail.

Pro mask wearers will not change their opinion based on an anti-mask post and vice versa. Please quit copying and pasting ideas posed by others. If you want to create a post filled with your own words (much like I did with this column) I welcome your thoughts.

But don’t simply rely on the words (and ideas) of others – no matter how eloquent.

And please, if it sounds

like a lecture, it probably is.

With that, I apologize for this column. I’m lecturing against lectures; I acknowledge that. But my intention is not to sway you to one side or another. You can keep your side and your mask or lack thereof.

My intention is to bring us together. Because beyond masks, beyond lectures, beyond COVID, beyond our own personal beliefs and opinions, we all need to come together now more than ever before.

Let’s support each other, not tear one another down.

Our country was built of differing beliefs and opinions.

Let’s not lose sight of that. Take care everyone.

And stay safe.

I’m not super this or super that regarding masks. I do what I need to do to protect myself and others. On one day that may look one way, on another day (and in another circumstance) it may look another.

I’m doing what I need to do.

You are doing what you need to do.

My needs may differ from your needs and vice versa, but I think we can agree on one thing: no one wants to be lectured, especially on social media. We didn’t enjoy lectures from our parents when we were teenagers so why would we want to subject ourselves to them now?

The quick answer is – we don’t – none of us.

I wear a mask when out in public because that is what I (and we) are asked to do. The experts tell us that masks help stop the spread of COVID and I usually follow the advice of experts; they often know more than I do.

I have my opinions on masks, but I’ll try not to share them here. I am not antimask, or non-anti-mask. I am opposed to polarized opinions about masks.

Let’s be straight. We all believe what we believe. We

Since then, however, the state has reimposed mitigation measures in the Metro East region outside St. Louis and, most recently, in northwest Illinois where the COVID-19 testing positivity rates have continued to exceed state limits.

In those regions, food and beverage service at casinos and video gambling locations has been suspended and gambling operations have been limited to the hours of 8 a.m. to 11 p.m. daily.

erations between March 16 and June 30, which thereby prevented any revenues from being generated from these sources during this time period,” the report stated. “Although this suspension has been since lifted, gaming has only returned on a limited basis and it remains unclear how long these limitations will last.

Even with the resumption of wagering, it is expected that the ramifications of the pandemic on public confidence will persist for some time.”

The report noted that casinos suffered the biggest declines, with adjusted gross receipts falling by 30 percent, or more than $400 million, compared to the previous year.

That included a $119 million drop in receipts at the state’s largest casino, Rivers Casino in Des Plaines, but all other

Letter to the editor Ready for another tax increase Come election day, we, the voters in Antioch will have many choices to make. One includes a request from the Antioch Township Library District asking voters to approve a referendum of a little less than 10 million dollars for expansion of the Library. A difficult choice indeed and some will agree and vote yes, while others have a different view. With information from the Library District Website, Illinois Policy Institute, CBS Chicago and most importantly the Lake County Property Tax Assessor, I was able to easily decide why I will not support this Referendum.

Will this proposal bring the Antioch Library into the 21st century ?

This assertion implies that existing facilities and services are outdated and insufficient. Big differences between genuine needs and wish lists.

At this time, I am not convinced there is a need.

Why does a $ 9,600,000 referendum include $ 1,600,000 for updating and repairs.?

That expenditure should have planned and budgeted for in the Annual Operating Budget The referendum includes tax dollars for a Coffee room and fireplace Tone deaf is my first reaction. CLC will celebrate Manufacturing Month with free virtual events

Tune your attention to manufacturing industry this October. College of Lake County (CLC) will celebrate Manufacturing Month with free virtual events for both students and the community. In addition to special scholarship opportunities, jump start a manufacturing career with this month’s employability session and job fair, amongst other inspiring events.

“Manufacturing is an exciting and impactful industry in the community,” said dean of engineering, mathematics and physical sciences Richard Ammon.

“Lake County is the second largest manufacturing county in Illinois. Locally, manufacturing companies employ over 50,700 people in Lake County, generating $35.7 billion in economic output per year.”

But there’s a gap where not enough skilled workers are available to fill the jobs needed in at local manufacturing companies. CLC partners with local high schools, Lake County Partners, Lake

County Workforce Development Center, Lake County Tech Campus, University Center of Lake County and others in the workforce ecosystem to collaboratively link a pipeline leading to successful careers.

CLC quickly adapted when COVID-19 disrupted the education system across the country. The college implemented CDC safety guidelines to ensure all manufacturing related labs and classes could continue faceto-face.

The college recently invested $290,000 to virtualize its career education programs allowing the college to extend career and technical education outside of the walls of the college. Significant future investments are in the works to expand the capacities of the college’s programs. Developing a skilled labor force trained on advancing technologies is necessary to maintain the local manufacturing industry.

MCDH launches new School Metrics Dashboard The McHenry County Department of Health (MCDH) has launched a School Metrics Dashboard on its website, insight.livesotries. com/s/v2/mchenry-county-il-school-metrics-dashboard, to assist school districts and increase transparency and raise public awareness.

In partnership with McHenry County Administration, they County’s Emergency Management Agency and superintendents representing the majority of public schools in McHenry County, MCDH has been working for several weeks on developing guidance, which includes metrics and criteria to evaluate transitions between virtual, hybrid or in-person learning models.

Public Health Administrator Melissa Adamson said, “The dashboard is a resource to help school officials make data-informed decisions about their schools learning model during the COVID-19 pandemic. It includes interim school guidance, including a full decision matrix, the latest COVID-19 data for

the county and guidelines for schools and students.”

Adamson added, “I want to express my appreciation to the superintendents for their contributions and partnership. I hope this can be used as a model for intergovernmental collaboration across the state and country.”

The key metrics to guide schools’ decision-making include: COVID-19 incidence rate, the county’s test positivity, and whether COVID19-like illness hospital admissions and new cases are increasing or decreasing. The decisions on what learning model to implement continues to reside with each school district. In their respective decision-making, each superintendent will consider the metrics, along with other factors, including enrollment and class size, facilities and operations and capacity limitations determined by the State of Illinois.

Self-reporting is critical to a school’s ability to stay open as an outbreak could close an entire school.

The public is also urged to

continue to follow public health measures to prevent the community spread of COVID-19, including using a face covering, practicing social distancing and washing hands.

McHenry County’s public health experts emphasize that there is currently no risk-free scenario or learning model that eliminates transmission. Any plan that includes in-person learning requires cooperation among staff, students and parents who are expected to report symptoms (e.g., cough, fever, diarrhea, shortness of breath, etc.) and positive test results. If any COVID-19 symptoms are present, students and staff will be denied entry and/or sent home immediately.

Upon notification of a positive case, the school in cooperation with MCDH - will conduct contact tracing. It is important for parents to answer calls from their student’s school and from MCDH contact tracers. MCDH contact tracing number will appear on your phone as 312-777-1999, “COVID CONTACT.” The

school and MCDH will provide guidance regarding isolation and quarantine.

MCDH recommends schools consider first transitioning to hybrid learning from virtual learning.

Students in some McHenry County school districts have already returned to school and others have announced plans to return to a hybrid model in the coming weeks.

Johnsburg School District 12 Superintendent Dan Johnson said, “We know that in-person learning is critical to a child’s health and wellbeing so we are thrilled to have some of our students back in the classroom already under a hybrid learning model. We look forward to our older students gradually returning over the next few weeks. We are taking every possible measure to ensure a safe learning environment for our students and staff.”

These McHenry County metrics align with the Part 3 - Transition Joint Guidance document developed by the Illinois State Board of Education and Illinois Department of Public Health.

David L. Khollman, 49, of Crystal Lake, was arrested and charged with Residential Burglary, Criminal Trespass to Residence and Disorderly Conduct.

On Thursday, October 8, 2020 at 1:21 a.m., Deputies from the McHenry County Sheriff’s Office were dispatched to a residence in the area of Riverside Drive and Khollman Sherman Blvd in Burtons Bridge Subdivision, after a resident was alerted to suspicious activity at their residence. It was believed that a suspicious person fled prior to the arrival of deputies.

An investigation began and with assistance from the Lake County Sheriff’s Office K9 unit; Khollman was located and apprehended.

During the course of the investigation, it was determined that personal belongings from within the residence were taken. It is also alleged that Khollman was wearing a longhaired wig during the incident. No one was hurt during the incident.

Khollman was subsequently arrested and transported to the McHenry County Correctional Facility where was awaiting bond court.
