Roselle man accused of shooting woman in the head at restaurant

On Sunday, July 17, DuPage County State’s Attorney Robert B. Berlin and Roselle Chief of Police Steve Herron announced that bond had been denied for a Roselle man charged with shooting an innocent woman in the head early Saturday morning at a Roselle restaurant.

Jamie Quijano, 22, of the 200 block of Walter Drive in Roselle appeared in bond court where Judge Susan Alvarado denied bond. Quijano has been charged with one count of attempted first degree murder (Class X Felony), aggravated battery with a firearm (Class X Felony) and one count of aggravated discharge of a firearm (Class 1 Felony).

On Saturday, July 16 at approximately 12:29 a.m., Roselle police officers responded to a call of shots fired at Bulldog Ale House located at 394 Irving Park Road. Upon their arrival, officers found a female in her 20’s with a gunshot wound to the head. The victim was immediately transported to a local hospital for medical attention.

Following an investigation into the shooting, it is alleged that an employee and a male patron, later identified as Quijano were arguing. It is alleged that following the argument, Quijano began walking toward the exit and then turned around and began firing into the restaurant. It is alleged Quijano fired his pistol 18 times with one shot striking the victim in her head. It is further alleged that after the shooting, Quijano fled

What to know about omicron’s more transmissible subvariants SARS-CoV-2, the virus that causes COVID-19, has mutated into multiple strains (alpha, beta, gamma, delta, etc.), each carrying a slightly different twist to its method of infection.

Omicron, a variant first identified in South Africa in November 2021, has been spreading rapidly around the world and across the U.S., faster than any previously known strain of the coronavirus.

Omicron’s rapid spread allowed it to mutate several times. The strain has fractured into subvariants, each more transmissible than the original. As of July 2022, omicron variant BA.5 is causing a wave of cases across the United States.

The omicron variant mutations have it allowed to escape some of the immunity from vaccines and from past infections. Vaccines still protect against infection, just not as much as they did against past variants.

Symptoms All the variants of the virus cause similar symptoms, including: • Fever or chills • Cough • Shortness of breath or difficulty breathing • Fatigue • Muscle or body aches • Headache • New loss of taste or smell • Sore throat • Congestion or runny nose • Nausea or vomiting • Diarrhea “Severe infection leading to respiratory compromise and death is less common with the omicron variant.

This is partly due to the virus itself, but more importantly due to immunity from vaccination or a combination of past infection and vaccination,” said Jonathan Pinsky, M.D., medical director of infection control at Edward Hospital. “The risk of se-

vere infection is still high for those who are not yet vaccinated as well as those with compromised immune systems.”

Vaccines and Therapeutics The best way to protect yourself from infection and severe illness from COVID-19 is by staying up to date with all COVID-19 vaccines.

The latest data from the Centers for Disease Control (CDC) show that you need to stay up to date with all boosters to get the best protection from vaccination.

The CDC reports that protection during the omicron period against symptomatic infection that led to an emergency room visit was 84% better than not being vaccinated if someone had a booster in the last four months—while it was only 40% better than being vaccinated but not boosted.

The Illinois State Police announced last week they will start using a broader definition of what constitutes a “clear and present danger” when reviewing a person’s Firearm Owners Identification card.

That’s a factor ISP considers when deciding whether to grant someone a FOID card or to revoke or suspend a card that has already been issued.

The change is meant to address gaps in the process that were identi-

fied in the wake of the July 4 mass shooting in Highland Park. The alleged shooter in that case had been the subject of a clear and present danger investigation, but under standards used at that time, ISP determined there was insufficient evidence to support such a determination.

Bassist Juan Rivera has shared the stage with such recording artists as Aris Martinez, Charlie Cruz and Kent Henry. A member of the popular 90’s band “La Orquesta Chevere,” Luis Otero plays piano. On timbales, Juan “Junito” Figueroa is well-known for his musical contribution to “La Orquesta Borinquen.”

Original band member Johnny Placeres plays the congas. The band’s director and trombonist, Professor Arturo Vazquez Jr., has produced many salsa and Latin jazz musical

groups in Chicagoland, including the original “Latin Exposure” and “La Orquestra Borinquen.”

Encourages the public to conduct business online at ilsos.gov, Illinois Secretary of State Jesse White announced that expiration dates for driver’s licenses, ID cards and learner’s permits are being extended until Dec. 1.

The previous extension was set to end on July 31.

As a result, expired driver’s licenses, ID cards and learner’s permits will remain valid until Dec. 1, so customers do not need to rush into driver services facilities.

This extension does not apply to commercial driver’s licenses (CDL) and CDL learner’s permits.

White’s office expanded online renewals for expired driver’s licenses and ID cards and continues to mail letters to eligible customers.

The letter provides driver’s license

and ID card holders with a unique PIN needed to renew online instead of visiting a facility and waiting in line.

Customers may call 217-7851424 to confirm their eligibility for online renewal or to obtain their PIN. They may also visit https://apps. ilsos.gov/renewaldlid/eligible.jsp to look up their eligibility status.

State Rep. Deanne Mazzochi continues her informational webinar series with a panel discussion on ticks and Lyme disease next Thursday via Zoom.

“You can be exposed to ticks and the diseases they carry anywhere; not just the woods and in farm fields, but in backyards and local parks,” Mazzochi said. “People need to be vigilant and know what to look for and be aware of.”

Cases of Lyme have been reported in all 48 contiguous states and Alaska, with the highest concentration in the Northeast and the Midwest.

According to the Centers for Disease Control, an estimated 476,000 Americans contract Lyme disease each year, making it very prevalent.

However, unless a classic bulls-eye rash is detected, many cases of Lyme disease go undiagnosed or misdiagnosed and mistreated until it is too

late to prevent more severe damage.

Mazzochi is hosting an online information session to educate people about tick and Lyme disease prevention, identification, and treatment.

The panel will consist of environmental specialist, Harvey Mull, and Dr. Rashmi Chugh, who specializes in Lyme disease treatment and prevention.

Both panelists are with the DuPage County Health Department.

The webinar will take place on Thursday, July 28 at 6:30 p.m. via Zoom.

What masks provide the best protection?

As COVID-19 has evolved in its ability to infect others, the level of protection afforded by masks has taken on greater importance.

There is now increased availability of higher quality masks that provide protection needed against the respiratory virus.

The latest virus variant, omicron, has proven to be the most contagious version. So contagious that the CDC has recommended people wear the most protective mask they can find.

What mask should people wear now?

Masks are made to contain droplets and particles you breathe, cough or sneeze out. If they fit closely to the face, they can also provide you some protection from particles spread by others, including the virus that causes COVID-19.

It is important to check that it fits snugly over the nose, mouth and chin.

EAM announces first solo exhibition of street artist Sentrock Throughout the Elmhurst Art Museum’s 25th year of inspiring its community, the Museum hosts a year-long celebration with a focus on the three major hallmarks of its mission: architecture (Spring), education (Summer), and art (Fall), culminating in the Fall season with the first solo museum show of Pilsen-based street artist Sentrock, who seeks to uplift and empower youth through his murals and educational projects. The exhibition will feature new work by the rising artist that reveals for the first time the origin story of his distinctive Bird City Saint character, which appears in prominent murals in Chicago and other cities. Elmhurst Art Museum presents Sentrock opens Friday, Sept. 9 and remains through Sunday, Jan. 15, 2023. Tickets are available at elmhurstartmuseum.org.

About the artist Joseph Perez, best known as “Sentrock,”

is a self-taught street artist who creates largescale, colorful public mural works. He views street art as a gesture of compassion for his community and a powerful form of expression that encapsulates his Mexican American background, upbringing, and history. With spray can in hand, he developed his work from graffiti writing to his now highly stylized and recognized street art featuring the Bird City Saint character that wears a bird mask. He describes this signature mask as a means of an individual’s personal expression, strength, and hope.

For this exhibition, Sentrock presents a new mural in the galleries as well as animations, cut-out wood figures, paintings, and drawings that tell the narrative of the Bird City Saint character, and its origins in the artist’s biography, across numerous galleries.

The exhibition will explore the importance

of the Mexican American community and educational background to his ongoing practice.

Sentrock gives back to the Latinx community through various educational and mentor projects with local youth, food, and clothing drives in his neighborhood, and more. His recent projects include collaborations such as a summer youth workshop with Apple, a custom shoe design for Converse, a collaboration with the Chicago Bulls, an activation of Chicago’s Water Tower for JBL Audio, a commission for Mountain Dew NBA All-star Weekend, plus brand ambassadorships with Chicago Fire, Footlocker, and more. His murals appear throughout several neighborhoods in Chicago, and in other cities such as Detroit, Miami, New York, Phoenix, and Los Angeles.

Appellate Court affirms life sentence plus 45 years for brutal murder of Hinsdale woman DuPage County State’s Attorney Robert B. Berlin announced that the Second District Appellate Court of Illinois has affirmed the natural-life plus Dominic 45 years sentence Sanders of Dominic Sanders for the 2017 murder of Andrea Urban.

In his petition seeking either a reduced sentence or a new sentencing hearing, Sanders claimed that the trial court did not adequately consider his rehabilitative potential when imposing his sentences.

On May 4, 2017, at approximately 3:30 p.m., the Hinsdale Police Department responded to a 911 call regarding an unresponsive woman in a single-family residence located in the 700 block of Town Place.

Upon their arrival at the home, officers, along with medical personnel, found Andrea Urban, 51, lying on the kitchen floor with apparent knife injuries to her head and neck. Medical personnel confirmed that Urban was deceased at the home.

An investigation by the Hinsdale Police Department and the Felony Investigative Assistance Team found that on May 4, 2017, Sanders gained entry to Urban’s house.

Once inside the home, a physical

altercation between Sanders and Urban ensued resulting in Sanders repeatedly striking Urban in the head and slashing her throat.

After murdering Urban, Sanders stole two rings from the home and fled the scene. On May 25, 2017, Sanders was taken into custody and arrested on an unrelated Will County traffic violation.

On Jan. 24, 2020, following a nine-day trial, a jury found Sanders guilty of first-degree murder, home invasion and residential burglary.

The jury also found that the murder was exceptionally brutal or heinous indicative of wanton cruelty.

On June 20, 2020, Judge Brian Telander sentenced Sanders to natural life in prison without the possibility of parole for Urban’s murder, 30 years for home invasion and 15 years for residential burglary. All three sentences will be served consecutively.

At his sentencing hearing, the state presented evidence of two incidents that occurred while Sanders was in custody awaiting trial. One incident, characterized by the court as “a vicious, unprovoked attack” was against a fellow inmate Steven Kelly in which Sanders was “the main person involved.”

The second incident related to Sanders’ attempt to destroy evidence against him. At sentencing, Telander characterized Urban’s murder as

“savagely violent, savagely vicious, utterly wicked and evil.” Telander also found Sanders’ criminal history to be “horrendous,” stating “the public needs to be protected from you forever.”

The Appellate Court disagreed with Sanders’ assertions that the Court abused its discretion at sentencing. In its decision, the Appellate Court noted that “the viciousness of Urban’s murder was seen again in Kelly’s beating” and consequently, “the trial court reasonably found that defendant lacked rehabilitative potential.”

The Appellate Court concluded that “in this case, the record overwhelmingly supported the trial court’s exercise of its discretion in imposing the defendant’s sentence.”

“I thank the Appellate Court for their thorough analysis of this case and their finding that a sentence of natural life plus 45 consecutive years is not only appropriate, but warranted in this case,” Berlin said. “The brutal, merciless murder of Andrea Urban destroyed a loving family and shook the entire community to its core. The Appellate Court’s decision ensures that Mr. Sanders will spend the rest of his life behind bars, a sentence he has most certainly earned.”

Judge Hutchinson delivered the judgment of the court with Justice McLaren and Justice Hudson concurring.

Wheaton man gets 16 years for criminal sexual abuse DuPage County State’s Attorney Robert Berlin announced that a Wheaton man has been sentenced to 16 years in the Illinois Department of Corrections for Matthew sexually assaultTumbarello ing two different women on separate occasions while the women were intoxicated and unable to give knowing consent.

Matthew Tumbarello, 21, appeared at his sentencing hearing this afternoon where Judge Margaret O’Connell handed down the sentence. On July 29, 2020, Tumbarello appeared in bond court where bond was set at $20,000 with 10 percent to apply in accordance with a previously issued arrest warrant.

Tumbarello posted the necessary $2,000, or 10 percent, and was released the same day. On March 22, Tumbarello entered a plea of guilty to two counts of criminal sexual assault—unable to consent, a Class 1

felony.

In early July 2020, one of Tumbarello’s alleged victims, who was in a dating relationship with the defendant, reported to the Wheaton Police Department that she was the victim of a sexual assault. An investigation into the matter found that not only had Tumbarello sexually assaulted the woman when she was unable to give knowing consent, he had also sexually assaulted another woman on a different occasion when she was unable to give knowing consent as well.

“An individual’s inability to refuse having sex is not consent,” Berlin said. “The fact that Mr. Tumbarello took advantage of two women who were unable to consent is reprehensible. I thank the two victims in this case for their courage to step forward and willingness to assist us in holding Matthew Tumbarello accountable for his despicable actions.”

Tumbarello will be required to serve 85 percent of his sentence before being eligible for parole.

Public health officials announce 32,268 new cases of COVID-19 over the past week The Illinois Department of Public Health (IDPH) reported 32,268 new confirmed and probable cases of coronavirus disease (COVID-19) in Illinois, including 52 deaths since July 15.

According to the CDC, 58 counties are now rated at High Community Level for COVID-19, an area that includes most of the counties in northern Illinois as well as counties around Peoria, Champaign, Metro East and Quincy. An additional 36 counties in Illinois are now rated at Medium Community Level.

Currently, IDPH is reporting a total of 3,528,282 cases, including 34,309 deaths, in 102 counties in Illinois since the beginning of the pandemic.

As of July 21, 1,453 individuals in Illinois were reported to be in the hospital with COVID-19. Of those, 145 patients were in the ICU and 46 patients with COVID-19 were on ven-

tilators. The preliminary seven-day statewide case rate is 253 COVID-19 cases per 100,000 Illinoisans.

“The data tells us that COVID-19 is still with us and still spreading,” said IDPH Acting Director Amaal Tokars. “The most important thing you can do to protect yourself and your loved ones from the virus is to be up-to-date on vaccines and booster shots. If you have been waiting to get a vaccine, booster or a second booster, please don’t wait any longer.

Get up to date. Safe and effective vaccines are widely available at no cost for everyone in Illinois who is at least six months old. This is especially important for people who are vulnerable to serious medical outcomes.

(Anniversary thoughts), Part 1

“Tell them you love them over and over again. Tell them too much, and never too little, for the time we have is short, but the love we have is endless.” - Dane Thomas This week would have (should have) been my 35th wedding anniversary.

I guess it is my 35th wedding anniversary. I’m still married, albeit without a husband. A widow (deep heavy sigh). He died shortly after our 33rd anniversary. But still, I remember, and I celebrate.

No, I just remember.

We’d planned to do something “big” on this anniversary. We never felt like we had the chance before. Fifteen, 20, even 25 - we let them all pass us by.

We were always too young, or too poor, or too busy raising kids to spend the time or money for anything for just the two of us. It seemed too extravagant.

We took lots of family vacations, but they were planned around our four kids.

We always spent time together, but it typically involved practices, games or performances (of the childhood variety). We spent many weekends away from home in hotels - for tournaments and supervising kids in the pool.

They were good years - building a family, raising children. We were happy to put special times for just the two of us on hold because we had all of our future for us as a couple. We married young. We were young. There’d be plenty of time.

Or so we thought.

We thought we’d do something big this year. He’d always promised to take me to Europe.

But it could have been so many things: a long weekend in Las Vegas, a trip to a secluded cabin in the mountains, the beach. Anything - something. It didn’t matter what.

It would be a rare splurge on just the two of us.

Instead, now, it’s just me. And I have some advice.

Don’t wait. Don’t wait. Don’t wait.

Please.

Don’t. Wait.

There are always logical reasons to wait. To put off the things you really want to do with your spouse because don’t have enough money

or time or whatever you think you need to do all the things you want to do. Please take note of my circumstance.

You never know when your own later may no longer exist. Take the trip. Go on the vacation. Fish for salmon in Alaska. Cruise the Mediterranean. Hula in Hawaii.

Surf in South Africa. Volunteer in to build a school or a church.

Go on safari. Visit a nude beach.

Buy that hobby farm. Plan an extravagant night out on the town.

Buy her the diamond. Get him those golf clubs. Do it now.

My husband and I passed by anniversary number 30 and thought we had to wait until number 35 to celebrate something grand because 35 was the next big number.

Take it from me: numbers don’t matter. Life matters. Now matters.

Celebrate now. Celebrate this year, next year and the year after.

Heck, celebrate more often than that. Celebrate always. Every day.

Unabashedly.

Because, at then end of it all, not too many of us regret all the good and joyous things we did in life. We don’t regret the happy memories or songs we sang together.

What we might regret, and often regret, are the spectacular things we didn’t do. Even the mundane things we didn’t get a chance to do. Those that we thought we’d get to – some day – but didn’t because time ran out My best advice? You never know when time will run out.

So do it now. Experience to the fullest. Enjoy. Love. Create a memory worth keeping. Let your husband (or wife) take you to Europe.

Make it spectacular.

CAT’s Illinois departure erodes public trust

By John T. Shaw Like many Illinoisans, I was saddened to learn that Caterpillar Tractor Company is moving its world headquarters from our state to Texas.

CAT has been an important company in Illinois. It has been especially vital to my hometown of Peoria, where its world headquarters were located for nearly nine decades. My dad was a civil engineer who spent his entire career at CAT and working there allowed my parents to put six kids through college. I have always been grateful to the company and admired its

deep commitment to Peoria. It was the pillar of the community and appeared to relish that role.

But it’s not for solely personal reasons that I find CAT’s decision to leave Illinois troubling.

First, when a company moves its global headquarters, its active commitments shift, which has a profound effect on the community left behind.

People’s lives are changed, and communities are altered forever.

This is especially true for Peoria, which built its economic and cultural life around CAT. Peoria is welcoming new firms and industries, but the path ahead is daunting. The city will never be the same.

Second, I have been troubled by some of the reaction to CAT’s decision. I have read several articles that have been full of recriminations and finger pointing. Several analysts have seized on CAT’s decision to reprise familiar arguments about Illinois’ unfriendly business climate.

While we must do more to

address our state budget and improve our worker’s compensation system, Illinois continues to attract scores of new firms and remains the global home for dozens of major companies. I see no credible evidence that Illinois’ overall business climate was a major factor in CAT’s decision.

Third, I am especially disappointed in public comments made by CAT’s senior executives over recent years that have been confusing and contradictory, edging toward disingenuous.

In February 2015, CAT CEO Doug Oberhelman announced plans for a magnificent new global headquarters in Peoria.

He brandished a video with a striking architectural rendering of a gleaming new complex with three towers and offices for more than 3,000 employees on 30 riverfront acres. “We’re here in Peoria to stay.

Our long-term future is here,”

Retiring attorney bids farewell to community

Thank you for allowing me space in the newspaper to say goodbye to Villa Park, which has been my work base for the last 45 years.

My wife and I bought our first home in Villa Park in 1975, while I was working full time and going to law school at night. I studied for the bar exam at the Villa Park Library, passed, and started my solo practice out of my home in 1977. Our three children were born while we lived on

North Summit and eventually their boisterous little voices and mischievous antics forced my law practice out of the house and into an office on St. Charles Road.

My practice consisted mainly of handling real estate transactions, drafting wills, obtaining divorces and conducting civil litigation. My clients were normal, everyday people from Villa Park and surrounding communities. I got to know hundreds

of them and was honored to serve as their lawyer.

I have been lucky to be in a town of hard-working honest folks and, while I will no longer have a reason to come to Villa Park on a regular basis for work, I will always treasure the memories formed by my life here.

Goodbye, Villa Park. I love you.

Pritzker has ‘mild symptoms’ after positive COVID-19 test, receives anti-viral treatment

Gov. JB Pritzker has tested positive for COVID-19 and is isolating at home, his office announced July 18, three days after he spoke at a gathering of Democrats in Tampa, Florida.

Pritzker’s press office said he is experiencing mild symptoms and has received the anti-viral medication Paxlovid, a drug that received Emergency Use Authorization from the U.S. Food and Drug Administration in December for individuals at high risk to the effects of COVID-19.

The drug, according to clinical trials, reduced by 89 percent the risk of hospitalization and death from COVID-19. It is manufactured

by Pfizer.

Pritzker is also vaccinated against the virus and has received two booster shots, according to his office.

The governor tested positive during “routine” testing after he arrived home from Florida, having had several close contacts with other COVID-19-positive individuals at the gathering of Democrats.

Pritzker’s office said he will work from home and follow the current U.S. Centers for Disease Control and Prevention guidelines, which call for at least five days of isolation after the positive COVID-19 test, regardless of vaccination status.

“He urges all Illinoisans to continue following CDC guidance, utilize anti-viral treatments, and get all available boosters,” his of-

fice said in a statement.

The governor’s first positive test came more than two years into the pandemic which first led him to issue a disaster declaration in March 2020.

It also came as the entire state was located in a “high transmission” COVID-19 area, and 50 counties were considered to have high COVID-19 community levels in Illinois. Community levels factor in hospital admissions and available hospital beds, as well as transmission rates.

Another 44 Illinois counties were at medium community levels as of July 15, while eight counties were considered at low levels, according to CDC. Despite the rising transmission rates, mask mandates in Illinois and across the nation have largely been lifted.

Hospitalizations numbers are well below pandemic highs of more than 7,000 in January, but they have been trending upward since April when they dipped below 500.

The positive test also came after Pritzker announced recent changes to his COVID-19 executive orders which he has issued along with consecutive 30-day disaster declarations since March 2020. They loosened vaccine mandates for health care workers and eliminated them for higher education students and staff.

Pritzker’s positive test also comes amid a reelection campaign in which he faces state Sen. Darren Bailey, R-Xenia, who has sharply criticized his pandemic response.

The Pritzker campaign has touted his pandemic response, running advertisements with the tagline “strong leadership in tough times.”

Bailey posted to Twitter that he was praying for Pritzker’s speedy recovery.

At that gathering, Pritzker said Florida’s Republican Gov. Ron DeSantis was “Trump with a mask on,” criticizing the leader’s response to COVID-19.

The Florida speaking engagement was one stop on a recent east coast trip that included two days in Augusta, Maine, attending a series of meetings hosted by the National Governors Association. He also recently spent time at the White House to celebrate the passage of bipartisan gun law reforms.

The Florida speech and a recent speaking engagement in New Hampshire have in recent weeks led to speculation that Pritzker could be considering a run for president in 2024 if Joe Biden does not seek reelection.

In recent interviews he has not denied interest, but he has said Illinois remains his focus.

“I’m not talking about running for President.

I’m talking about running for governor,” Pritzker told Capitol News Illinois late last month.

“I really do believe that, you know, I love this state. And I love the job that I have. I believe there’s a lot more to get done.”

Bailey, meanwhile, has criticized Pritzker’s trip out of state, calling out the governor for “hobnobbing” with “wealthy liberals” amid concerns about crime levels in Chicago.

Under current law, known as the Firearm Owners Identification Card Act, ISP can deny a FOID card application or suspend or revoke an existing card for any person deemed to be a clear and present danger of harming themselves or someone else.

Under that statute, a physician, clinical psychologist or other qualified examiner can classify someone as a clear and present danger if he or she “communicates a serious threat of physical violence against a reasonably identifiable victim or poses a clear and imminent risk of serious physical injury to himself, herself, or another person.”

A person can also be classified as a clear and present danger if they demonstrate “threatening physical or verbal behavior such as violent, suicidal, or assaultive threats, actions or other behavior, as determined by a physician, clinical psychologist, qualified examiner, school administrator, or law enforcement official.”

That law requires physicians, clinical psychologists, law enforcement officers and school administrators to promptly report any such behavior to ISP. In 2013, however, ISP filed administrative rules that provide a stricter, more limiting definition. Those rules defined a clear and present danger as someone who poses “an actual, impending, or imminent threat of substantial bodily harm to themselves or another person that is articulable and significant or who will be likely to act in a manner dangerous to public safety or contrary to the public interest if they were granted access to a weapon.”

ISP said the new rules announced will revert to the original, statutory definition, allowing them to consider a broader range of information when determining whether someone poses a clear and present danger.

The 2013 rule also prohibited ISP from maintaining report records of people who are not determined to be a clear and present dan-

ger. The new rules would require ISP to maintain those records.

ISP adopted the new definitions through what are known as “emergency rules.” That’s allowed under state law when an agency determines it needs to take swift action to protect public interest, safety or welfare. But those rules are still subject to review by the General Assembly’s Joint Committee on Administrative Rules, or JCAR, whose next scheduled meeting is Aug. 17.

ISP said it also plans to submit the changes to JCAR in the form of permanent rules through the regular rulemaking process as well.

ISP took the rulemaking action in response to the July 4 shooting in Highland Park after authorities announced the local police department had several interactions with the alleged Highland Park gunman that predated his application for a FOID card. ISP did not judge any of those interactions as disqualifying for firearm ownership under the previous administrative rules.

In September 2019, according to ISP, the Highland Park Police Department filed a clear and present danger report regarding the man who is now the suspect in the July 4 mass shooting, Robert Crimo III. The report indicated Crimo had made threats to his family.

When police went to Crimo’s house, both he and his mother denied there had been any threat of violence and Crimo told police he did not feel like hurting himself or others. The reviewing officer concluded there was insufficient evidence, under the standards in place, to support a clear and present danger determination.

At the time of that incident, Crimo had not applied for a FOID card. Roughly three months later, however, he did apply for a FOID card and, because he was only 19 at the time, his father sponsored his application.

When his application was reviewed in January 2020, according to ISP, there was insufficient information to deny his application on the basis that he posed a clear and present danger.

A new poll from the firm Morning Consult showed Gov. JB Pritzker’s approval rating at 51 percent among Illinois voters, or seven points “above water” in polling lingo.

It’s the latest quarterly poll from the firm, and data included 14,258 registered voters polled from April 1 through June 30.

While it’s a truism of polling that any poll is just a “snapshot in time,” Pritzker’s numbers have been remarkably consistent in the Morning Consult measurements since January 2021. His approval has ranged from 50 to 51 percent while disapproval ranged from 43 to 44 percent.

President Joe Biden’s approval rating in Illinois as measured by the same firm, however, is an example of how quickly public sentiment can change.

Morning Consult distributed the

polling results under the headline “Democratic Governors Facing Re-Election Are Resisting Biden’s Drag Effect.” The firm measured Biden’s approval at 47 percent in Illinois while disapproval measured at 50 percent.

It was a major drop from one year prior for Biden, who logged a healthy 58-38 approval-disapproval rating in Illinois for the quarter ending in June 2021.

The discrepancies between the approval ratings of Biden and Democratic governors help explain the level of intrigue in national news outlets regarding Biden potentially being replaced atop the Democratic ticket in the 2024 election cycle.

Pritzker’s name—along with California Gov. Gavin Newsom, who had a 53-40 approval split according to the poll—has been floated time and again in that conversation. Many news outlets, including Capitol

Chicagoland Chamber survey reports on small business resilience The Chicagoland Chamber of Commerce announced the findings of its 2022 Chicago Small Business Outlook Survey at the Chicago Urban League on Sunday, July 17.

The 2022 survey, sponsored by Amazon, provides a snapshot of the attitudes and sentiments of the city’s small business community around how businesses are adapting to a post-pandemic workforce, what an increase towards e-commerce means for traditional business models, and how small businesses can play a role in equitable and

inclusive economic empowerment.

“We see in our report that Chicago’s small business community showed incredible resilience in the face of COVID-19, adapting to the new normal to continue to grow their organizations,” said Jack Lavin, president and CEO of the Chicagoland Chamber of Commerce. “All these findings paint a clear picture that Chicago’s small business community has, and continues to demonstrate tremendous strength, adaptability, and sense of purpose.”

The survey was conducted by

Loyola University Chicago’s Quinlan School of Business.

“The digital marketplace is continuing to create opportunities and drive the growth of small businesses ensuring that they not only survive, but thrive,” said Sarah Glavin, head of community engagement, Amazon, Chicago.

Key findings from this year’s survey include: • 67% of small businesses said that they have hired new employees in the last 12-months; • 38% of small businesses say that

they plan to further increase their headcount in the coming year; • More than half of Chicago’s small businesses now rate their organizational performance as better than it was at the start of the pandemic, thanks to an increased focus on digital efficiencies; and, • Nearly three-quarters of organizations polled said that not only is promoting gender and racial equity practiced in their place of business, but that their company’s recruiting efforts actively support a more diverse envi-

ronment through their hiring practices.

Rivian R1T truck named ‘Coolest Thing’ made in Illinois Manufacturers’ Association contest pits all-electric truck against Fruit by the Foot, more

Rivian’s all-electric R1T truck is 2022’s “Coolest Thing Made in Illinois.”

That was the result of the third annual Makers Madness bracket-style tournament hosted by the Illinois Manufacturers’ Association which allows Illinoisans to vote for the “coolest” product made in the state.

This year’s winner was announced at the Governor’s Mansion recently.

The contest is sponsored by Comcast Business.

Manufactured in Normal, the R1T is the first electric truck in production that features four motors, eight driving modes and up to 400 miles of range on a single charge, combining off-road capabilities with the driving style of a sports car.

It can accelerate from zero to 60 in three seconds and has a towing capacity of up to 11,000 pounds.

The base level R1T, the Explore, starts at $68,575.

James Chen, public policy vice president and chief regulatory counsel for Rivian, said the company’s mission is keeping the world “adventurous in technology,” innovation and collaboration while providing jobs that support the Bloomington-Normal community.

“We are proud to call Illinois home and honored to accept this year’s award. So much credit goes to the plant team members who make the R1T every day and who made this accomplishment possible today,” Chen said.

Normal is home to the company’s first manufacturing campus where they build R1 products as well as

commercial vans. They began production of the R1T in September 2021.

Over 400 products were submitted to this year’s Makers Madness competition with over 200,000 votes cast.

The all-electric truck bested a diverse group of challengers, including General Mills’ Fruit by the Foot snack, which is made in Belvidere.

Another product in the final four was the Orion Spacecraft Capsule’s Aft Bulkhead and Barrel and Tunnel which was made for deep-space travel missions planned by NASA. It is manufactured by Ingersoll Machine Tools Inc. in Rockford.

The other product in the finals, custom blazed diffraction gratings, allow for the creation of ultra-high line density and high precision patterning of surfaces, and are used in virtual reality headsets, semiconductor manufacturing and X-ray technology. Its manufacturer is Inprentus Precision Optics of Champaign.

Gov. JB Pritzker presented the award and said the company has established itself as a national leader in the EV industry and that he “couldn’t think of a more fitting winner” in the wake of a new state law that aims to put 1 million EVs on state roads.

Pritzker said the R1T is a “game-changer” in the auto industry and that through investments made in the Reimagining Electric Vehicles Act that incentivizes EV production in Illinois, the state can open more doors to “access 21st century manufacturing careers.”

The tax credits range from 75 percent to 100 percent of income tax withheld for creating new jobs or 25 percent to 50 percent for retained employees and will depend on factors such as location and the number of employees hired. A 10 percent credit for training expenses would also be available.

In the Fiscal Year 2023 budget, REV credit eligibility was expanded to battery recyclers, hydrogen and solar powered vehicles, and makers of the products’ component parts.

The Climate and Equitable Jobs Act, or CEJA, set the goal of putting 1 million EVs on state roads by 2030.

In a news release posted in early April, Rivian said the company has

produced 2,553 vehicles and delivered 1,227 vehicles in the first quarter of 2022 at the Normal manufacturing facility.

Lisa Holder White was recently sworn in as the first Black woman to serve on the Illinois Supreme Court.

Holder White, who previously served on the 4th District Court of Appeals, was chosen to succeed one of her mentors in the legal profession, retiring Justice Rita B. Garman, who broke many barriers herself as a woman in what was then a male-dominated profession.

“It is truly a historic day for the Land of Lincoln,” Garman said, introducing Holder White. “But even while break-

ing barriers in the judicial system and serving as an inspiration to others, she has remained humble, true to her roots, and dedicated to ensuring that all those who come before the courts are treated with dignity and with respect.”

The installation ceremony took place at the Abraham Lincoln Presidential Library and Museum in Springfield, a place that Holder White said holds special meaning for her.

“Just last week, while in the Abraham Lincoln Presidential Library, I had the opportunity to see one of the approximately 12 existing copies of the Emancipation Proclamation signed

by President Lincoln,” she said. “Being sworn in as a justice on the Supreme Court of Illinois in the museum dedicated to our 16th President, the man who freed the slaves, my ancestors, is of special significance to me.

A native of Decatur, Holder White earned a bachelor’s degree from Lewis University in Romeoville in 1990 and a law degree from the University of Illinois College of Law in Urbana-Champaign in 1993.

She was named an associate judge in the 6th Judicial Circuit in 2001, making her the first Black judge in that circuit.

She was appointed to the 4th District Court of Appeals in 2013 to succeed

the late Justice John T. McCullough, who died the previous October, making her the first Black judge in the appellate district. She was elected to that seat in 2014.\ Holder White previously served on and chaired the Illinois Supreme Court Judicial Conference Committee on Education, which is charged with planning and providing continuing judicial education for Illinois judges. She also has taught at the biennial Education Conference, which all Illinois state court judges are required to attend, and previously served as an instructor for the state’s “new judge school.”

Women Who Care group gives $15,000 to ‘Warm Coats for Cool Kids’

At its May meeting, the Elmhurst chapter of 100+ Women Who Care (WWC) awarded $15,000 to the Elmhurst-based nonprofit organization, Warm Coats for Cool Kids, operated entirely by Garry and Debra Vaccaro, who take no salary or compensation for their efforts. The mission of Warm Coats is to provide new winter coats to children in need.

Garry and Debra Vaccaro, who have been Elmhurst residents for 35 years, founded Warm Coats in April 2021.

With the help of many volunteers,

they were able to distribute more than 950 coats last year. As the recipient of these funds, Debra told the WWC that Warm Coats for Cool Kids would be able to expand its mission and include more children in need.

Warm Coats works with social workers and local schools to identify children in need of a new winter coat.

Once this process is completed and children are registered, Warm Coats holds coat distributions, where each registered child is assigned a volunteer “shopper.” The shopper helps children choose a coat from multiple colors and styles and ensures a proper

fit. This manner of distribution gives the child a more dignified manner of selecting a new coat and offers pride of ownership.

“I am grateful to be a member of 100+ Women Who Care, a group of women committed to improving lives in our community,” said Elmhurst resident Betty Laliberte. “Our collective gift to Warm Coats for Cool Kids will provide coats and comfort for children in need and allow Garry and Debra to accelerate their vision to impact families.”
