Bond denied for parolee charged with robbing Speedway, 7-Eleven at gunpoint

On Wednesday, June 23, DuPage County State’s Attorney Robert B. Berlin, Downers Grove Chief of Police Shanon Gillette and Oakbrook Terrace Chief of Police Casey Calvello announced that bond had been denied for a man currently on parole for an armed robbery out of Cook County accused of robbing several hundred dollars from two DuPage County businesses.

Robert Howard, 27, of the 1100 block of N. Oakley Court, Westmont, appeared at a bond hearing, where Judge Daniel Guerin denied bond. Johnson has been charged with two counts of Armed Robbery with a Firearm (Class X Felony) and two counts of Unlawful Use or Possession of a Weapon by a Felon (Class 2 Felony).

At approximately 2:42 p.m. on Tuesday, June 15, officers with the Downers Grove Police Department responded to the Speedway gas station located at 5004 Fairview Avenue for an armed robbery that just occurred. Upon arrival, officers and detectives searched the area and were unable to locate anyone matching the description of the alleged offender provided by the store clerk.

It is alleged that prior to the officers’ arrival, Howard entered the store, went to a cooler and took an item before walking to the counter where the register is located. It is alleged that Howard then raised his shirt and revealed he had a gun in his waistband. It is further alleged that Howard then went behind the counter and ordered the store clerk to open the register, which she did, and took the cash from the register. It is al-

leged that Howard then took the gun out of his waistband and pointed it at the clerk and said, “Open the register, I’m gonna shoot you if you don’t give me the money.” It is alleged that when the clerk was unable to open the second register, Howard took two packs of Newport 100 cigarettes and fled on foot.

Through the course of their investigation, authorities identified Howard as a suspect in the case and on June 21, 2021, executed a search warrant at the defendant’s home.

When Howard arrived at the home for a meeting with his parole officer that same day, he observed officers at the home and began to run. As he ran, Howard tripped and fell at which time he was taken into custody.

It is alleged that when Howard was taken into custody, he had a loaded semiautomatic handgun in his waistband that matched the description of the gun used in the robbery at the Speedway gas station. Through their investigation, authorities learned information that led to charges against Howard for allegedly robbing a 7-Eleven convenience store in Oakbrook Terrace that same day. It is alleged that at approximately 3:38 p.m., Howard entered the 7-Eleven convenience store, located on 14th Street, where he requested a job application and filled it out while waiting for the store to clear. It is alleged Howard eventually approached the store clerk, brandished a handgun and took approximately $400 from the cash register before fleeing.

10 years later Hospital president discusses the past decade, surviving the pandemic 10 years ago, after an arduous but ultimately successful move to a new building, Elmhurst Hospital was all about the celebration of having a new healthcare facility Pamela Dunley right here in our President, hometown.

Elmhurst No one dreamed Hospital that 10 years later, any anniversary celebration had to take place under the cloud of a pandemic, following a year of complete change in most people’s lifestyles, including those who worked in and around the hospital.

The Elmhurst Independent had the opportunity to catch up with a very busy Pamela Dunley, president of Elmhurst Hospital, to hear how things

are going after 10 years and how the hospital is faring with the lasting effects of COVID-19.

Dunley’s career at Elmhurst Hospital started as a psychiatric nurse in 1997 at the former building. She then became director of Behavioral Health and then was promoted to Chief Nursing Officer (CNO) in 2007.

She joined the administration in 2013 and became president of Elmhurst Hospital in 2017.

“We are a community-based hospital and that’s what is most attractive to me,” she said. “I really believe in the community-based concept because it means everyone in the community is involved. My skills in psychiatric nursing applied well to the hospital because we are looking at patients from the ‘whole person’ perspective.

“Of course, the community gave us $50 million to build this beautiful building and grow this concept.”

The “whole person” concept follows the philosophy of Planetree, which is a way of integrating the patients with their doctors and staff to demystify the healing process.

“The principles of Planetree are to provide a healing environment and involve the family in the treatment as well,” Dunley said. “We designed this entire hospital on those principles, but with the input from staff, physicians and patients as well.”

Some of that input is why there is so much natural light and the healing gardens on the property. There is a patient-family advisory council that still provides input and ideas.

“We need the voice of the patient to make the best decisions,” Dunley said. “Working with [the advisory council], we reviewed the latest restrictions for COVID-19 and asked for help in how to best explain it to patients and visiting families. They helped us figure out how to do what’s best for our patients.”

Moving day 10 years ago Dunley and most of the hospital staff recall moving day a decade ago.

“We moved everyone and everything in about four hours,” she said.

“We had two emergencies on that day—as would be expected—an emergency cardiac catheter procedure and an emergency C-section.

Everything else went along according to plan.”

And how exactly was all that able to be done in just four hours of one day? The short answer is planning.

“We spent a year in advance planning this process,” Dunley said.

“We realized this is a once-in-alifetime opportunity—starting a new hospital virtually from scratch. We wanted to build it right and build it safe and luckily, we feel we spent enough time planning and gathering input.”

Input was gathered from all the doctors and staff, as well as patients and families. At least from a staffing point, it was a good decision.

“Doctors want to be here,” she said. “They like this hospital, they like that it’s modern. They really feel we offer much more efficiency and they appreciate our top-quality nurs-

ing staff. Some have said that at other hospitals, it might take until 7 in the evening to get things finished up, whereas here at Elmhurst, they might be finished by 3 in the afternoon.

“But we designed this hospital by gathering patient experiences and employee experiences and making the best decisions based on that input.”

The rooms, all private, make the hospital seem more like a hotel than a hospital, to the point where some patients have expressed being uncomfortable that the floors are “too quiet.”

“That was our plan,” Dunley said.

“We went with a Disney concept— on-stage and off-stage. We keep all the medical equipment behind the scenes so the patient’s experience is all about caring and safety. We make it very family-friendly as well.”

Dunley went on to explain just how family-friendly the hospital truly is. Every room offers a family space, that is, a couch which pulls out to a bed, where family members are encouraged to stay overnight.

There is plenty of light and electrical outlets for visitors as well as easy access to extra chairs and an extra table

if others come in.

There’s even a separate rec room on every floor, which also allows family members a place to step away for a break themselves. There are also balconies where patients and their families can go outside for some fresh air. Every floor has one including the ICU, which has a balcony that is actually open at the top, but still contained enough to keep everyone safe.

Dunley also pointed out how the hospital is designed from “best to worst.” That is, the healthier patients, those who may be in for day surgery or check-ups are at one end of the hospital and then, as you move toward the emergency room, there are other facilities and procedural areas where more intensive care is provided for patients who need it.

“The biggest problem we seem to have right now is parking,” Dunley said. “Maybe that’s a good problem to have.”

“When the second wave came, there were many more patients, but by then, we had a better idea of what we were doing. We never ran out of supplies and we remained very communicative with all our staff. For instance, we had two virtual townhall meetings a week so that people could just tune in and find out what was going on, they were allowed to ask questions and we shared information. For instance, we learned new ways to clean including with ultraviolet light, which saved a lot of time and resources.

“We stretched the staff thin, but everyone rallied and worked well together. We had healing teams and offered places on each floor to take care of our staff. After all, this is not

Health Department urges COVID-19 vaccinations for eligible adolescents According to the latest Centers for Disease Control and Prevention (CDC) COVID-19 vaccination data, 81 percent of eligible residents 12 years and older have received at least one COVID-19 vaccine dose, and 65 percent are fully vaccinated. “In the meantime, we urge people to remain cautious, follow all the guidelines and of course, get yourself vaccinated!”

The hospital’s next major fundraising event will be the Autumn Affair, scheduled for Sept. 11. Details will follow soon.

“Last year’s event was held virtually, but we plan a full in-person event this year,” Dunley said.

Montini hosts X-treme Science summer camp Montini Catholic High School recently welcomed a group of young science enthusiasts to its campus for the annual X-Treme Science Summer Camp for grade-schoolers, hosted by Science Department Chair Sandy Deiber.

GOP should challenge remap in state court

By Jim Nowlan Democratic mapmakers in Springfield have crafted new legislative districts that are so laughably offensive to the Illinois Constitution that the state Supreme Court would either have to reject them outright, or confirm the court’s unsavory reputation for partisan political corruptness.

Illinois GOP leaders have challenged the remap in federal court, on grounds that Dems used loosey-goosey population survey figures, rather than the actual U.S. Census headcount. I think Republicans have even stronger grounds in state court, but GOP leaders probably fear the four Dems on the seven-member court will, per usual, find a way to protect their party.

The state charter is crystal clear: “Legislative (state Senate) Districts shall be compact, contiguous and substantially equal in population. Representative Districts shall be compact, contiguous, and substantially equal in population.”

Merriam-Webster defines

compactness as “closely and neatly packed together; dense.” A circle is perfectly compact. A box is compact.

Nearby, see a sampling of Illinois House districts as enacted recently by the Democraticcontrolled legislature and signed

by Gov. JB Pritzker. By the way, the governor had promised repeatedly to insist on fair maps, openly arrived at. So much for promises.

Many of the new districts are shaped like the menagerie from the bar scene in Star Wars— salamanders, giraffes, snakes, worms and lizards. Democratic state lawmakers with sophisticated computer programs drew districts that snake down alleyways, I swear, to connect like-minded voters, slicing and dicing local government boundaries and communities of interest with reckless abandon. One example of many: Crystal Lake, a tightly knit community of 38,000 in suburban Chicago, is torn asunder, into four of the state’s 59 senate districts, to increase chances of creating a Democratic district nearby.

And if you think contorted districts are necessary to protect minorities, I have a bridge I want to sell you. The map of Chicago neighborhoods (Google it) shows

relatively compact racial and ethnic groupings.

GOP leaders should be expressing more outrage over the maps, which are gratuitously abusive of both elected Republicans and of just plain citizens like you and me.

Think of the voters in these giraffe-neck districts. How in the world will they ever know which district they are in, who represents them, and of whom to contact when they might have a problem with Illinois government?!

We wouldn’t be facing such atrocious maps had not the state high court in 2016 blocked a petition drive signed by 700,000 voters. The ballot proposal would have allowed voters to determine if they wanted an independent commission to draw maps, without partisan gerrymandering.

But the court, in a vote of four Democrats over three Republicans, blocked this opportunity. The majority opinion was the most contrived bit of jurisprudence since the Dred Scott decision, which prompted the Civil War. Nor, if faced with a challenge, could the Illinois Supreme Court hide behind precedent. Indeed, this court in 1981 declared a state legislative district invalid because it offended the compactness

requirement of our state charter, and forced a redrawing. The districts shown nearby are as bad as that invalid district.

It would be fascinating to see how the state’s high court Democrat majority might weasel its way to endorsement of the new maps, in effect calling black white, that is, noncompact compact.

So, GOP leaders, take on the Illinois Supreme Court. If you lose, we’ll expose the court for its corrupt, partisan decision.

Fenton students compete in national writing contest Fenton teachers nominated three students for the 2021 National Council of Teachers of English (NCTE) Achievement Awards, which is a school-based writing program for high school juniors established in 1957 as a way to encourage students to write and to recognize some of the best student writers in the nation.

Anna Micor and Xochitl Quiñones were selected as winners and will receive a Certificate of Superior Writing. Emanie Kashif was confirmed as eligible for the contest and will receive a Certificate of Nomination.

Pritzker has ‘no plans’ for added mitigations; ‘local control’ is focus of new school guidelines

The wide availability of COVID-19 vaccines has changed the state’s approach for mitigating the virus’ spread statewide and in schools.

For school districts, that means suggested rather than required guidance, with an emphasis on local control in imposing mitigations.

For the governor’s office, that means there are “no plans” to reinstate some of the mitigation measures and economic shutdowns that were commonplace earlier in the pandemic.

“Restore Illinois mitigations that were enacted during the height of the pandemic allowed for safe and proven infection prevention measures since no vaccine was available,” a spokesperson for the governor’s office said in an email.

“Currently there is no plan to implement any additional mitigations now that there is an abundance of vaccine available and accessible across Illinois. We encourage all Illinoisans ages 12+ to get vaccinated as soon as possible.”

Previously, if a region had a positivity rate of 8 percent or higher for three days, the governor’s office and Illinois Department of Public Health had a menu of mitigations they could put in place, such as closure of indoor dinning and capacity restrictions at businesses. But, because of the vaccine’s availability, those options aren’t currently on the table, even as positivity rates rise in some areas and a more contagious variant of the virus spreads.

The state’s guidance currently “recommends” face coverings in public indoor places for those who

are unvaccinated, while masks are required on public transportation and in medical facilities.

The “recommended” masking guidance will be the same for schools after the state fully adopted U.S. Centers for Disease Control and Prevention guidance last week. Schools are also encouraged to maintain three feet of distance between each student.

“Pursuant to CDC guidance, Illinois school districts have local control over how they should work with local public health officials to determine the prevention strategies needed in their area by monitoring levels of community transmission and local vaccine coverage, and using screening testing to detect cases in K-12 schools,” an Illinois State Board of Education spokesperson said in an email Thursday.

In accordance with other CDC guidelines, masks will still be required for all passengers on school buses, regardless of the school’s mask policies.

Otherwise, districts are encouraged to take a “layered” mitigation approach, accompanying masking and distancing with “screening testing, cohorting, improved ventilation, handwashing and covering coughs and sneezes, staying home when sick with symptoms of infectious illness including COVID-19, and regular cleaning,” according to the CDC. The guidance also recommends that if school administrators remove any prevention strategies based on local conditions, they should do so “one at a time and monitor closely (with adequate testing through the school and/or community) for any increases in COVID-19 cases.”

Illinois residents who have health coverage through Medicaid now have access to a broad range of services including mental health counseling, substance abuse treatment, smoking cessation and dental services.

Gov. JB Pritzker signed Senate Bill 2294, which passed unanimously out of both chambers during the spring legislative session.

“This legislation that I’m signing into law is a product of our passionately dedicated, bipartisan, bicameral group of legislators who are part of the Medicaid legislative working group,” Pritzker said at a bill signing ceremony in suburban Chicago. “… For all the naysayers that always seem to bad-talk the state of Illinois, few other states can say that they have an annual commitment shared across both sides of the aisle to hash out how to make health care access for millions of Illinoisans who rely on Medicaid even better.”

Among many provisions, the bill provides that people covered under Medicaid will continue to be eligible throughout the COVID-19 public health emergency and for up to 12 months after the emergency expires.

It also calls on the Department of Healthcare and Family Services to establish a program for implemen-

tation of certified community behavioral health clinics by Jan. 1, 2022, and to develop a “comprehensive behavioral health strategy” that is to be submitted to the governor and General Assembly by July 1, 2022.

Other provisions include recognizing veteran support specialists as mental health professionals under the state’s Medicaid plan; coverage of both individual and group tobacco cessation programs; requiring in-patient treatment for anyone experiencing an opioid overdose or withdrawal if it’s determined to be medically necessary; coverage of kidney transplant medications regardless of a patient’s U.S. residency status; and providing a 10 percent increase, through March 31, 2022, in reimbursement rates for supportive living facilities, to be paid for with federal funds from the American Rescue Plan Act. House Majority Leader Greg Harris, a Chicago Democrat and member of the Medicaid working group, said this year’s bill is aimed at addressing many of the health care disparities that have existed in Illinois for years but which were exacerbated by the COVID-19 pandemic.

“It’s something we in the legislature do every year to improve health care for people in every corner of the state of Illinois, but this will be really the first post-COVID omnibus bill,”

he said.

“And in this, we’ve learned a lot of lessons from the last year about inequities and disparities and communities hardest hit by COVID. Many of these are covered by Illinois Medicaid. Some of these folks were not covered at all. So this is a step one of many steps to expand coverage and access to make it more user friendly and reduce disparities for people to get health care.”

Critical blood shortage The bill signing took place at Advocate Good Samaritan Hospital in Downers Grove, a western suburb of Chicago, where health care officials were also conducting a blood drive to address a critical shortage that’s being experienced throughout the state and the country.

Bill Rhoades, chief medical officer at the hospital, said blood usage nationwide has risen about 10 percent recently, due largely to increased visits to emergency rooms.

Joy Squier, regional communications officer for the American Red Cross in Illinois, said the shortage is especially critical as the nation heads into the peak of summer activity.

“While summer is traditionally a time when blood donations do decline, this year is particularly challenging as many Americans receive their vaccinations, resume summer activities, and after more than a year of limited interactions, are doing what’s fun and what we all want to do,” she said. “But it’s leading to lower turnout.”

IFB president: Illinois food supply remains strong

The summer of 2021 includes a long to-do list as restrictions have been lifted and people take to the roads for summer vacations and family reunions.

While we missed many events in 2020, we also learned a lot in our 15 months of being cooped up.

Now is a good time to reflect.

What did you learn throughout the pandemic? What did you miss, and what could you live without?

Had it not been for the pandemic, would families have rediscovered time to prepare a home-cooked dinner, sit together at the kitchen table and make conversation over a delicious meal?

“Students without permanent housing may not be aware of the resources available to them on campus and in their communities,” Glowiak Hilton said. “By creating a housing insecurity liaison, we are working to prevent homeless students from falling through the cracks by connecting them with aid.”

Mariners in motion

The Villa Park Mariners competed in a virtual meet at Jefferson Pool on Saturday morning. Summer dance camp

Willowbrook High School’s varsity dance team held its summer camp (for children ages 4 to 13) last week. The camp featured five daily sessions from Monday through Friday (July 12-16) in Willowbrook’s main gymnasium. The coaches and members of the varsity dance team instructed 26 campers. The camp featured games and different theme days, including Beach Day, Disney Day and Rainbow Day. The camp concluded with Friday’s showcase for family members. The Willowbrook varsity dance team’s new coaches are Claire Creighton, Emily Isaacson and Maddie Schulte. All three coaches are 2016 Willowbrook graduates who were members of the school’s varsity dance team. Tabitha (left) will soon begin her sophomore year at Willowbrook, while Coco (right) is about to start her senior year. Mariners recognize their outgoing swimmers The Villa Park Mariners honored their outgoing “senior” swimmers during Saturday’s virtual meet at Jefferson Pool.

The team’s entire 2020 season was canceled because of the COVID-19 pandemic.

The Mariners who were supposed to complete their time with the team in 2020 were allowed to return to swim in 2021.

All of the team’s outgoing “seniors” were introduced during a break in the middle of Saturday’s meet.

Each of the honored Mariners then slid down the water slide into the pool.

The Mariners who were supposed to finish their time with the team in 2020, and returned to swim this year, include: • Ray Brisbois, who spent five years with the team. He is attending Illinois State University to study psychology.

• Kelsey Fitzgerald, who was with the Mariners for eight years.

She is going to Loyola University to study humanitarian and diplomatic studies.

• Brendan McCormack, an eight-year member of the Mariners. He is going to College of DuPage to obtain his associate’s degree; he then plans on continuing at a four-year university.

• Aidan Nichols, who swam with the team for nine years. He is going to Valparaiso University to study biology. He’s a member

of Valparaiso’s men’s swimming team. In addition to swimming with the Mariners this year, Nichols is serving as an assistant coach.

The Mariners’ outgoing 2021 swimmers are: • Carolyn Burns, who spent 13 years with the team. She will attend Northern Illinois University to study computer science and earn a minor in a foreign language.

• Ben Jackson, who was with the team for three years. He will attend Full Sail University in Florida.

• Cole McGinnis, who spent 11 years with the Mariners. He will attend College of DuPage and then transfer to North Central College.

• Kylie Moses, a seven-year member of the Mariners. She will attend Kirkwood Community College, with plans to transfer to the University of Iowa to study psychology.

• Lexi Ream, who swam with the Mariners for 12 years. She will attend the University of South Carolina to study biology, with plans to become a physician’s assistant.

• DeAnna Tate, who spent seven years with the Mariners. She will attend Kirkwood Community College before transferring to the University of Iowa; she plans to become a speech pathologist.

The Mariners will complete their 2021 season with this Saturday’s virtual meet at Jefferson Pool.
