Lombard man dies after 80-foot fall from mountain

Early Tuesday morning, July 2, the Lombardian learned that Lombard resident Austin Howell, a free solo climber, had fallen to his death from Shortoff Mountain located in North Carolina. Howell was just 31 years old.

A free soloist is a person who likes to climb mountains and other steep heights without using any ropes or safety devices. While extremely risky, Howell always claimed the benefits outweighed the dangers, calling it “the epitome of cool-headed rationality.” He also expressed that safety lies in anyone’s ability to keep calm and make competent decisions.

“As long as the choices we make are commensurate with the skills we take up the wall, then we’re being ‘safe enough,’” Howell said in a blog post he wrote in March.

Rescue authorities confirmed that Howell had died on Sunday, June 30, from injuries sustained when he fell more than 80 feet from Shortoff Mountain in North Carolina, where he had been climbing without safety gear of any kind.

One report indicated that Howell sometimes even climbed without clothing.

Rescuers received a call at about 11:45 a.m. on Sunday that a climber had fallen. It took them about 90 minutes to rappel down to Howell’s location. Other climbers were there and had been performing CPR, but officials said he was pronounced dead at 1:30 p.m.

Howell worked for a telecommunications company, training tech-

nicians to repair cellphone towers, but friends say climbing was his true passion. His mother, Terri Zinke Jackson, said he tried climbing while studying electrical engineering at the University of Houston and quickly

loved it and continued it, even after several falls and injuries.

“He explained it as feeling his most free and relaxed and comfortable when he was climbing,” Jackson said. “He fought depression and

anxiety and it almost seemed like it was medicating for him to do it.

When Howell damaged his inner ear in a fall, his sense of equilibrium was thrown off and doctors advised him never to climb again, but Howell

didn’t follow doctors orders.

“He wasn’t going to let fear get him down,” Jackson said. “He made the choice to continue climbing and started exploring free soloing more.

That’s how we got here.”

The latest news from Springfield Tobacco 21 now in effect in Illinois Residents now must be 21 years old to buy tobacco products in Illinois.

State Senator Suzy Glowiak (D-Western Springs) advocated for the passage of “Tobacco 21” (House Bill 345), which raises the legal smoking age from 18 to 21, prohibiting the purchase of alternative nicotine products, electronic cigarettes and tobacco products by individuals under the age of 21. The law is now in effect.

“The dangers of smoking are wellknown, but young adults still had access to tobacco products,” Glowiak said. “This new law will help stop addiction at an early age to help save lives.”

In Illinois, 34 jurisdictions have raised the age, including Chicago, Highland Park, Buffalo Grove, Evanston and Peoria. One of the key benefits to doing so has been documented decreases in the number of high school students who smoke.

In Chicago, authorities recorded a drop from 13.6 percent in 2011 to 6 percent in 2017. Raising the age was cited as a key component of the decrease. Studies have found 90 percent of all adult smokers started when they were kids.

According to the Department of Health and Human Services it is estimated that each day approximately 2,100 youth and young adults who are occasional smokers become daily smokers.

“Stopping the cycle of addiction

will protect our young adults from the numerous early and long-term negative effects of smoking such as early health disease, reductions in lung function, and growth and respiratory problems,” Glowiak said.

“Raising the smoking age is a proven method to reduce smoking rates among our teens.”

This measure was supported by the DuPage County Health Department, American Lung Association in Illinois, American Cancer Society and American Heart Association along with many others.

Residents urged to get involved in Youth Preparedness Month July is national Youth Preparedness Month, State Senator Suzy Glowiak is urging area residents to take some time to prepare young people for the emergencies and disasters that can happen at any time.

“This month take the time to account for the unique needs of children,” Glowiak said. “In the unfortunate event there is a natural disaster or an emergency; children should know the steps to take to keep themselves and others safe.”

Youth preparedness programs teach young people the proper steps to remain safe during and after a disaster. Some programs even give young people a seat at the table when it comes to developing recovery plans.

Research has shown prepared children and young adults become positive influences, leaders and become

more confident if they are mentally prepared.

“Youth preparedness programs are a great way to help future generations develop resilience and give young people a seat at the table,” Glowiak said.

Glowiak recommends residents visit www.ready.gov/get-involved to learn more.

Cullerton: DuPage County schools win under bipartisan budget Schools across the 23rd State Senate District are set to receive record-level funding from the bipartisan budget passed by the Illinois

State Senate.

The measure ensures that schools across Illinois received state funding as promised by the mandate outlined in the new evidence-based funding formula.

“The most important investment we make as a state is in our children,” Cullerton said. “We upheld our commitment to our schools with a new funding formula that will ensure children have the opportunity to receive a superior education regardless of where they live.”

The budget allocates more than $544 million in dedicated funding to early childhood education to give Illinois kids a strong foundation before

they enter kindergarten.

“Studies continue to emphasize the fact that the time and money we allocate in educating students at an early age pays dividends in the future,” Cullerton said.

To fight the high property taxes that continue to burden working families across Illinois, the budget commits $50 million to support property tax relief.

“Funding schools the right way will lead to lower property taxes,” Cullerton said. “As we work to funding our schools at full adequacy levels, it is essential that homeowners are given relief from high property tax bills.”

Task force to look at student credit card debt A new state task force will focus on giving students the tools to make financially sound decisions thanks to state Sen. Suzy Glowiak.

Glowiak supported House Bill 1581 which creates the College Student Credit Card Marketing and Debt Task Force, an eight-member task force that will seek to reduce the amount of credit card debt students face after graduating from higher education institutions in Illinois.

“Higher education opens the doors of opportunity for young people,” Glowiak said. “It is vital that as a state we institute policies that allow students to graduate with loads of opportunity, not mountains of debt.

They should not be preyed on by credit card companies.”

Opening credit cards can be a life-altering choice for students.

While there are legitimate reasons a student may need a credit card, there are many downsides, Glowiak said.

“Tuition, fees and living expenses at Illinois colleges and universities are high enough,” Glowiak said. “It is our duty to find ways to lower the costs of obtaining a college education in Illinois. However, as we explore methods to save costs, we need to make sure we’re looking out for the financial well-being of these young adults.”

Studies have shown that from 2004 to 2008, the average college student card debt rose from $2,169 to $3,173. While making a choice about having a credit card as a student can

be difficult, credit card marketing can push students to open credit cards for the wrong reasons.

Credit card companies use marketing strategies such as on-campus marketing, rewards, college affinity cards and college logos on credit cards as effective ploys to get students to register for credit cards.

“We need to equip our students to make smart decisions,” Glowiak said. “The goal of this taskforce is to ensure young people are not taken advantage of by big corporations who are attempting to make a profit off of students’ financial inexperience.”

House Bill 1581 passed the Senate and House with bipartisan support. It went into effect on Friday, June 28.

ITJH students take part in IDEA Challenge This is the third year that Indian Trail Junior High School students have had the opportunity to participate in a summer IDEA (Innovators, Designers, & Entrepreneurs of Addison) Challenge Program.

Starting right after the regular school year concluded, the threeweek camp was held at Fullerton School this year due to summer construction that is taking place at the junior high.

In 2017, the IDEA Challenge gave students the opportunity to research, brainstorm, and develop a prototype for a unique children’s lamp. Last year’s Challenge had students working to design unique accessories for student desks.

This year, camp teachers/coordinators Janelle Bledsoe, Tracie Krawczyk, and David-Vien Nguygen challenged students with a project that combined charitable work with the marketing of a product. With a theme of “How can we make a difference?” the students identified causes in which they were interested, selected charitable organizations that work to solve problems related to their causes, and then created marketable products that included a donation component in their pricing structure.

During the course of the camp, students took a field trip to Feed My Starving Children, where they learned about world hunger and then spent time packing nutritious meals for the hungry.

The program concluded with six teams of students presenting their class projects to a panel of judges with Shark Tank-like product pitches. The student teams spent the last three weeks collaborating, researching, planning, and building prototypes of a marketable item that could raise money for their cause through the items’ sales.

tion, and world hunger. They demonstrated their products, displayed their technical drawings and prototypes, and shared cost information.

After each presentation, the judges had the opportunity to ask questions of each team. The judges’ panel included District 4 staff and a student who had previously participated in the IDEA Challenge program.

The Fantastic Plastic Planter was selected as the winner of the com-

petition. A $100 donation check for Ocean Conservancy was presented to the team.

All of the student participants were congratulated for the hard work and passion they brought to this year’s IDEA Challenge. On the last day of class, students celebrated the end of their summer school experience and had the opportunity to review the judges’ feedback on their presentations.

Designed for parents, the workshops come at the start of the school summer holidays when screen time use typically surges and parents seek ways to best protect their children from unscrupulous online activity.

Online quizzes: You could spend days doing them I admit I have taken a Facebook quiz or two. Not so much lately, but back in the early days when I was naïve and innocent, I played along. Now we know many online quizzes simply are ways to get our information, mainly to sell us stuff, nothing truly sinister, but I do not click and play these days.

But the world still does. A simple Google search of “funny online quizzes” popped up 559,000,000 results.

One site, livingly.com/quiz has the standard “Which Disney Villain are you?” to a more targeted “Which Sidekick from Disney’s Aladdin are you?”

They also can reveal “Which Meghan Markle are you?

Humanitarian? Actress? Royal?” and “Tell us your workout preferences and we’ll tell you what celeb you should marry.” The photo accompanying that quiz title shows Bradley Cooper. I don’t think my workout preferences will bring Bradley into my life. Or yours. But go for it, and let me know what happens!

You also can try “This Rapid Fire Quiz Will Reveal Whether You’ll Find Summer Love: Just 50 questions stand between you and your destiny.” Just 50 questions of my time and the internet will lay out my fate. Hmmm. I found summer love already and I married him.

I am tempted to enjoy some of these fun quizzes, I won’t lie. I wanted to click this one: “This Food quiz will determine what Disney character you are.” My guess is one of the Seven Dwarves.

The content and titles are worth perusing. “What kind of apocalypse would you do best in?” If the end times are coming, do I really get to choose what kind of apocalypse I prefer? A plague? Zombies? Robot uprising? Alien invasion?

Summer – picnic on the beach, or boot camp?

It happens every year. After months of anticipation, the last day of school finally arrives. The kids are overjoyed.

Summer stretches out before us like a vast and inviting beach scene.

Sounds peaceful, doesn’t it?

It doesn’t take long to realize there are obstacles crowding my view of the lapping water and white sand: towels strewn on the bathroom floor, T-shirts littering the hallway, dirty socks in many creative and out-of-the-way places, backpacks still overstuffed from the last day of school with crumpled papers, broken crayons and one winter boot, syrup-encrusted dishes on the kitchen table (never in the sink), candy and drink wrappers hither and yon across the lawn and bikes lying quietly in wait behind my minivan.

After about three days of this, my summer vacation beach attitude has been extinguished, annihilated – in other words, sucked completely dry.

My normally calm voice takes on a bellowing tenor, and I hear myself using phrases like, “It’s my way or the highway!”

I turn into a drill sergeant --passing judgment, handing down orders and blowing my whistle (well, I would if I had one).

This is no longer a picnic on the sand. We have entered a zone known by a short, two-syllable, snap to attention kind of phrase: “Boot camp!”

I need say it only once, and my kids know they are no longer on the pristine shoreline with a pineapple smoothie in their hands. They are in a land where responsibility is king, and rules are

meant to be kept.

This year, I decided not to wait for three days of chaos to zap my summertime spirit. I made a preemptive maneuver and instituted boot camp on day one of summer vacation, while my calm voice and patient demeanor were both more or less intact.

It isn’t as bad as it sounds. We still run through the sprinkler, eat freezies and sit on the living room sofa in our wet swimsuits. Summer is meant to be fun. Boot camp just means we are paying a little extra attention to where our freezie wrappers end up – on the grass or in the garbage.

We started boot camp with a brief discussion on chores. They were eager to start. I wasn’t fooled. Their positive attitude only demonstrated their lack of knowledge regarding household responsibilities.

Simply put, chores mean work. No one likes work, especially a kid on summer vacation. I assigned them each a household task based on age and ability. “Can we start today?” asked the 6-year-old, who’d been assigned to keeping the fridge stocked with freezies.

Next we reviewed our house rules.

We talked about basic things like, “Respect others and things.” “Be kind.” And, “No littering.” They all nodded in agreement with the rules.

This is because they weren’t really thinking about them; they were still excited about getting to do chores.

And then, it was time to play. It is summer, after all. They went off in different directions to find their own summer fun. It wasn’t long before the 6-year-old returned, visibly excited.

“I have another rule,” he practically bubbled.

“What’s that?” I asked, half paying attention.

“Don’t hold Legos when you’re sitting on the toilet!”

I never would have thought of it myself (in a million years), but had to admit it was a pretty good rule.

“Oh, and you need to get the plunger,” he added. “And can I have a freezie?”

“Sure,” I said. “And take enough for your brothers, they’ll be wanting one, too.”

I thought about going to look for the plunger, but reached for the fridge instead. I pulled out a freezie, snipped open the plastic, popped it in my mouth and went out to join the kids.

Boot camp could wait – at least until after lunch. For now, the surf was calling.

Pritzker hails infrastructure bill Governor: Bill funded by gas tax hike, gambling expansion will create 540,000 jobs

Democratic Gov. J.B. Pritzker joined a bipartisan group of lawmakers, business leaders and labor representatives in Springfield June 28 as he signed a package of bills enacting a $45 billion statewide infrastructure plan in one of four stops on a tour of Illinois.

Pritzker stood in front of the state capital’s historic Lincoln Depot as he defended a 19-cent per-gallon increase to the state’s motor fuel tax while highlighting the economic and employment benefits of the massive construction plan.

He said the six-year capital plan could create 540,000 jobs while investing in roads, bridges, railways, universities, early childhood centers, a state crime lab and veterans homes, among others.

“With these investments, we’re creating and supporting hundreds of thousands of new jobs in our state,” Pritzker said. “This is more than an infrastructure plan. This is a job creation plan the likes of which our state has never seen.”

by Pritzker as “Rebuild Illinois,” allocates $33.2 billion for transportation, including $11 billion for the Illinois Department of Transportation’s multi-year plan and $14 billion for other road and bridge projects. It also includes $4.7 billion for mass transit, $1 billion for passenger rail and millions for ports, aeronautics and other projects.

Higher education will see $2.9 billion in infrastructure spending while K-12 and early childhood education will see a combined $526 million.

“Every community that we heard from—both urban and rural, conservative and liberal—every single community told us their story of crumbling infrastructure and told us in very clear terms that it was time for us to act,” he said.

Pritzker said all of Illinois will benefit from the plan as he defended a portion that dedicates about $6 million to each Democratic state senator for projects in their districts, compared to $3 million for each Republican senator. Democrats and Republicans in the House would each see about half those amounts respectively.

“The fact is that a majority of the funding in the infrastructure bill goes to downstate Illinois,” Pritzker said. “Universities around the state are mostly, almost entirely, in districts represented

by Republicans. And that’s where hundreds of millions of dollars, in fact billions when you add it all up, are going to. The money is getting distributed I think very fairly across the state.”

Pritzker also touted a statewide expansion of broadband internet infrastructure which will receive $420 million in funding.

“When big swaths of our state have no high speed internet, we miss the opportunity for new

businesses and jobs in areas of the state that badly need it,” he said.

The plan additionally allocates $4.4 billion to deferred maintenance at state facilities and $1 billion on environment and conservation projects for hazardous waste, sewer and park projects among others. Health care and human services will see $465 million in funding for affordable housing, hospitals, health centers and other grant programs.

Another $1.8 billion is allocated to various “community and economic development” projects such as education and scientific facilities and projects in economically depressed areas.

Another $50 million provided by the funding bill will be set aside for bicycle path projects.

Mark Denzler, president of the Illinois Manufacturer’s Association, touted career and technical education measures such as a pre-apprenticeship program that will receive $25 million in funding to “help address the skills gap and workforce challenges facing manufacturers across Illinois.”

Revenues for the capital plan come from a pair of bills—Senate Bills 690 and 1939—one raising the motor fuel tax and transportation-related vehicle fees, the other enacting a massive

expansion of gambling in the state.

The gaming bill—which allows for six new casinos, expansion of gambling at racetracks, added video gaming machines, higher taxes and maximum bets on video gaming machines and the legalization of sports gambling—is expected to generate at least $350 million annually at full implementation and will support vertical capital debt service.

Upfront revenues from license fees would fund “pay as you go” projects. Other revenue would be generated by a $1 per-pack increase to the state’s cigarette tax and a new tax on electronic cigarettes.

Senate Bill 1939 doubles the motor fuel tax to 38 cents to generate $1.3 billion in annual new revenue; increases title fees from $95 to $150 for regular titles and from $95 to $250 for mobile homes; and increases annual registration fees from $101 to $151. Electric vehicle registration fees will increase from $34 every two years to $251 annually.

The title and registration fee increases are expected to generate $529 million in new annual state revenue.

While the gas tax hike had a strong bipartisan roll call in each chamber of the General Assembly and Pritzker said the increase will fund projects that will help drivers save money on vehicle maintenance, not everyone was on board with the change.

State Rep. David McSweeney, a Barrington Hills Republican, said in a statement the governor’s signature on the plan marked “a bad day for Illinois.”

“Doubling the gas tax and increasing vehicle registration fees will hurt Illinois’ low income and middle income families and kill jobs that have been created by small businesses,” he said.

Higher education official hopeful new funding will stem tide of student outmigration

The interim director of the Illinois Board of Higher Education is hopeful a combination of added infrastructure and operations funding for state universities and colleges will help entice Illinois students to remain in the state for their college education.

The cause of the optimism is state budget action which provided $154 million in new operations funding and $3.2 billion in new or reappropriated infrastructure funding to higher education.

“Obviously, the universities are very happy. This will help take both the fiscal pressure off of them and help the universities and community colleges look more attractive,” said Nyle Robinson, interim IBHE executive director.

Earlier this year, the IBHE reported that 48.4 percent of Illinois public high school graduates that enrolled in a fouryear institution in 2017 chose an out-ofstate school.

Robinson said he is hopeful the fiscal year 2020 budgetary action will help reverse that trend by providing added financial aid to key programs, increasing operational funds for universities to help them limit tuition increases, and providing capital funding to make campuses more enticing.

He also said an increase of $50 million to Monetary Award Program grants for low-income students would be particularly helpful in making college more affordable. The MAP grant program receives $451.3 million in funding in the budget – a number Eric Zarnikow, executive director of the Il-

linois Student Assistance Commission, said iss the largest single-year appropriation that program has ever received.

“It’s going to allow ISAC to serve more students and make up some of the purchasing power that the program has lost over the years,” he said in a statement. “Overall, this budget for higher education is going to make college possible for more Illinois students.”

Robinson said universities from other states were able to lure Illinois students away by offering better financial aid, but the increase to MAP grants should help begin to counteract that trend. He added that AIM High grants, which provide merit-based scholarships for Illinois students, will see $10 million in added funding, bringing the total funding to $35 million.

“That program is just getting underway, but universities report that it is changing the perception, people are looking at our public universities again like they weren’t before,” Robinson said.

Higher education will be among the beneficiaries of a new $45 billion capital infrastructure plan as well. Democratic Gov. J.B. Pritzker signed the six-year program into law last week, providing funding through sale of bonds and new revenues generated by an increase to the motor fuel tax and a massive gambling expansion among other measures.

Higher education will receive a $3.2 billion portion of that money to pay for 72 projects at four-year institutions and 91 at community colleges.

Robinson said capital expenditures of this magnitude have been “almost

nonexistent” since 2004, leading several campus buildings to slip into dilapidation across the state.

“One aspect of attracting students back to Illinois is when they see that the state is taking higher education seriously over an extended period of time,” he said. “When facilities start to run down and you go to other states and the facilities look shinier, Illinois is less attractive. So being able to have a capital plan which lasts six years, maybe longer, will definitely help.”

The projects include $15.8 million for a new nursing lab at Chicago State University, $118.8 million for a new science building at Eastern Illinois University, $89 million for renovations of Illinois State University’s Milner Library and $83 million for a communications building at Southern Illinois University-Carbondale among several others.

In capital funds, the University of Illinois system will receive $815 million, Southern Illinois $295 million, Western Illinois $222 million, Illinois State $195 million, Eastern Illinois $147 million, Northern Illinois $140 million, Northeastern Illinois $132 million, Chicago State University $119 million and Governors State $33 million.

Community colleges will see $744 million in capital funding, while private colleges and universities will see a total of $400 million.

In overall operations funding, community colleges, colleges and universities will see increases of about 5 percent, with $54 million in added funding for state four-year institutions.

Robinson said this could help universities stave off tuition increases.

“There’s reason to believe that now universities will have a better shot at holding down their tuitions with this 5 percent increase (in operations funding),” he said. “There’s a great desire to do so. They’ll be able to maintain the services that students need, perhaps enhance them more, become more attractive in those other ways that are a little less visible to the public as well.”

The budget also includes $1 million for the “Grow Your Own” program, which encourages Illinois parents and others connected to schools to become teachers in the state. The Illinois Math and Science Academy will see a 3 percent funding increase of $552,000 as well.

Community college funding will be increased by 5 percent, or $13.9 million, for operating grants and the adult education system.

Opponents warn the law provides ‘safeguards’ for minors

Democratic Gov. J.B. Pritzker signed into law one of the most liberal reproductive health care measures in the country last month, but advocates and legislators say their work ensuring abortion is treated in statute the same as other health care is not yet finished.

The Reproductive Health Act, effective June 12, was the first step—it provided greater access to pregnancy care, contraception, abortion procedures and other related benefits for people of all genders.

Now, their attention has turned to the next step: removing what they see as an obstacle to abortion access for minors.

Sen. Elgie Sims, from Chicago, and Rep. Emanuel “Chris” Welch, from Hillside, both Democrats, are leading the push to repeal a law mandating those under 18 consult their parents two days before getting an abortion procedure.

Opponents warn striking it from statute would remove needed protections for minors.

“I think that it’s the right thing to do and so certainly, this is a fight that I’m in because it’s a fundamental issue and I want to continue that fight,” Welch said. “I’m going to try to get this repeal bill done in veto session if we can. If not, I’m certainly going to go back at it in January (when session begins again).”

Veto session is the last week of October and the second week of November. It is unclear if the support exists in the General Assembly to give backers of the repeal effort a legislative victory.

Current law Illinois’ Parental Notification of Abortion Act became law in 1995, but only took effect in 2013 after being tied up in court. Legislators wrote their objective was to “further and protect the best interests” of minors in the state.

“Parental consultation is usually in the best interest of the minor and is desirable

since the capacity to become pregnant and the capacity for mature judgment concerning the wisdom of an abortion are not necessarily related,” according to the statute.

Currently, an abortion provider is mandated to communicate with the minor’s adult family member— someone over the age of 21 who is the parent, grandparent, step parent or other legal guardian—48 hours prior to the procedure and must document that conversation occurred. Under the law, it is not enough for the minor to have a conversation with the family member.

Alternatively, the adult family member can sign a waiver attesting he or she is aware the minor is having an abortion; the parent can accompany the minor to the procedure; the physician can perform an abortion if there is a medical emergency; or the minor can disclose in writing she is a victim of sexual assault by an adult family member.

Additionally, the Parental Notification of Abortion Act provides an option for minors to ask a judge for permission to get an abortion.

That process, as outlined in the law, is designed to maintain the minor’s privacy.

The twin measures by Sims and Welch would repeal that act and clean up the language in three other statutes where references to it are made. They were introduced in both chambers of the General Assembly in February.

“Men can make health care decisions on their own without having to give notice to a parent. Why can’t a woman,” Welch said. “At the end of the day, I don’t want my wife and my daughter to be equal only in the confines of our home—I want them to be equal in the confines of the law. That’s what this fight is all about.”

In the House, the bill was assigned to the same subcommittee as every other measure related to reproductive health care and abortion introduced this session. It was left in legislative limbo.

In the Senate, the bill advanced much farther. Sims was able to get it out of a committee and before the full chamber, but never called it for a vote. It is unclear why.

“Our goal here in Illinois is to recognize the fact that abortion is part of a continuum of reproductive health care and women of all ages need to be able to have access to health care so that they can make the best decisions for themselves,” Brigid Leahy, senior director for public policy for Planned Parenthood of Illinois, said.

The strategy was to run the legislation in opposite chambers in the hopes each would reach Pritzker’s desk by session’s end. But when states such as Georgia, Missouri and Ohio began passing abortion restriction measures, that plan changed to solely push the Reproductive Health Act through.

“We essentially just ran out of time to then shift our focus and explain why repeal of Parental Notification of Abortion remains an extremely important priority for the state of Illinois,” Elizabeth Werth, staff attorney with the state’s chapter of the American Civil Liberties Union, said. She works with the group’s Reproductive Rights Project.

More often than not, Leahy said, minors will speak with an adult family member or other trusted adult about their decision to pursue an abortion procedure. But proponents of repealing the act say it forces minors into conversations with adult family members with whom they may not have good relationships.

Deborah Holton, youth organizer with the Illinois Caucus for Adolescent Health, said notification can result in the loss of a minor’s financial support, homelessness and emotional and physical abuse.

That means for minors in such situations, notification is “the practical equivalent of consent,” Werth said.

Backers of the repeal effort are quick to point out a pregnant minor can decide to have certain types of prenatal testing, opt to continue her pregnancy and choose how she wants to give birth without notifying her parents.

using a pseudonym or her initials to protect her identity. Meetings with a judge typically occur in a judge’s chambers with only a court reporter and a legal representative for the minor present.

The judge has to determine whether the minor is “sufficiently mature and well enough informed to decide intelligently whether to have an abortion,” according to the act. Typically, the waiver is granted.

Advocates are not in agreement about whether this provision is helpful or harmful.

Alyssa Vera Ramos, arts justice organizer with ICAH, said judicial bypass is “a bandaid” and “not the law or workaround that we want to see,” but it is something her group supports for minors who cannot approach their adult family member.

But Werth said the process is “overwhelming, traumatizing and, for some young people, insurmountable.”

The judicial waiver procedure is only accessible during business hours when minors have difficulty “safely and securely” meeting with a judge without their adult family members discovering their absence from school, for example, Werth said.

Another obstacle is the experience speaking with the judge. The law offers no guidelines for the conversation, so minors could be asked about their sexual history, familial relationships and other personal information.

“I think that that is where the supporters of these parental involvement laws are being disingenuous: they say they are there to protect teens. But they really are not designed to do that,” Leahy said. “What they’re designed to do is put up a barrier for teens getting the health care they need.”

She was working for Planned Parenthood when the Parental Notification of Abortion Act was introduced in 1995.

“It was not parents groups that were pushing it—it was anti-abortion groups,” Leahy said. “It was part of their menu of barriers to make it harder and harder for people to access abortion.”

Willowbrook boys cagers hard at work on the hardwood this summer Warriors make progress during 50 plus game slate

As usual, the Willowbrook boys basketball team packed plenty into its summer session.

Coach Chris Perkins noted the Warriors played in the neighborhood of 55 games this summer. In addition to playing in the summer league at Riverside-Brookfield, Willowbrook played in shootouts at Oswego East, Plainfield East, Batavia and hosted its own shootout before ending up at the NCAA live recruiting period event hosted by Ridgewood High School.

Cheer camp at Willowbrook next week Registration available on the first day

The Willowbrook High School cheerleading program will hold its 2019 Junior Warrior Cheer Camp at the school next week. The camp, which is for children in kindergarten through eighth grade, will take place daily from July 15-19. Each session runs from 4:30 to 6:30 p.m.

All friends and family members of the campers are invited to attend the performance at 5:30 p.m. on July 19. The campers will show what they learned throughout the week.

The campers will join Willowbrook’s cheerleaders to perform during halftime of a Warriors’ varsity football game in the upcoming fall season.

The fee for the camp is $75 per child. Registration is available on the first day of the camp. A parent must be present to fill out a waiver.

more than we lost. It’s a long grind, but we’ve seen a lot of progress.”

Perkins said the goal of the summer session is to get a good handle on the future, namely the upcoming 2019-2020 season. “We are figuring out what next year could look like,” he said. “The guys are coming together, forming their identity and creating chemistry. They are establishing something we can build off for this next season. We’re getting guys acclimated to new roles for next season.”

Perkins noted Willowbrook’s approach will not be a big departure from this past season. “Our style is going to be similar to last year,” he said. “We will be undersized, but fast and athletic. We are going to

play to our strengths—you have to.”

Willowbrook graduated four starters from last year’s squad, but Perkins has watched plenty of contributors show what they can do this summer. That group includes the likes of Everett Stubblefield Jr., Sam Tumilty, Jeremiah Robinson, Sam Bruns, Isaac Gaines and Jalen Flowers.

“We have some good shooters off the dribble than just catch-and-shoot guys,” Perkins explained. “Defensively, we have been coming along.

We have been able to scrap and create opportunities for ourselves with our defense.”

Perkins noted Willowbrook played in a total of two NCAA live recruiting period events where

college coaches can be present, a new wrinkle in the summer season.

Willowbrook hosted one of those events.

“It’s no different for the players other than there are college coaches there to watch,” he said. “It’s a good opportunity for our players. A lot of them get this opportunity in AAU basketball, now they are getting it with high school.”

Willowbrook is coming off a 2018-2019 season where it went 17-14 overall and finished third in the West Suburban Conference Gold Division. Among the graduation losses for the Warriors was 1,000-plus-career-point scorer Matas Masys.

The Warriors’ freshman team won 21 games and went unbeaten en route to a WSC Gold title.

The Elmhurst American Legion Post 187 baseball team had a successful recent run, going 3-0 against the Chicago Pirates and Lake Geneva, Wisconsin.

The three wins moved Post 187 to 8-5-1 overall.

After a 6-5 win over the Chicago Pirates, Post 187 headed north to Badger High School in Lake Geneva, Wisconsin where it swept a doubleheader from Lake Geneva Post 24.

In an 11-0 five-inning win in the opener, Elmhurst scored five in the first, two more runs in the second and four in the fifth.

Ian Steinorth had a run scored and two walks. Ryan Malek also scored a run and walked twice. AJ Parnell had two hits, a run scored and two RBI. Jack Enright had a hit, a run scored and an RBI. Tim Bowbin had a hit, two runs scored, an RBI and a walk. Connor Gwaltney had a hit, two runs scored, two RBI and a walk. Tim Beecroft had a hit, a run scored and an RBI. Dave Sykora finished with a hit, a run scored and two RBI. Adam Parat had a hit and a run scored, while Jimmy O’Donnell had a hit, two RBI and a walk.

Elmhurst had nine hits in the game. Gwaltney, Enright and O’Donnell each doubled. Gwaltney stole two bases.

Ken Slepicka, an Oak Park Fenwick product, was the winning pitcher. He threw a five-inning shutout, allowing only two hits. He threw 41 of 55 pitches for strikes and threw a first-pitch strike to 13 of the 17 batters he faced. He struck out five and walked none and faced two batters over the minimum.

The Muddogs took the nightcap by a 5-1 count. Elmhurst scored a run in the first and plated three more in the fourth and one in the sixth.

Steinorth, a York graduate, had two hits, two RBI and walked once out of the leadoff spot. Parnell had a hit and a run scored. Enright was 3-for-4 with an RBI. Bowbin walked twice and scored a run. Gwaltney had a hit, two runs scored and walked twice. Beecroft had a run scored and walked twice. O’Donnell had an RBI and walked once. Gwaltney, Steinorth and Enright each had a double.

Parnell was the winner for the Muddogs. He went five innings and allowed only four hits, while striking out two. Steinorth pitched the final two innings and struck out one.

Post 187 was slated for a busy beginning of the week with contests against Mt. Prospect Post 525 (Monday at Plunkett in Elmhurst), Barrington Post 158 (at Barrington High School Tuesday) and Beloit, Wisconsin Post 48 at Pohlman Field in Beloit, home to the Class A Beloit Snappers (Wednesday).

Post 187 is slated to open the 11th District American Legion playoffs the week of July 15 at the Carol Stream Legion Post 76 baseball stadium. Carol Stream also is hosting the 2nd Division playoffs. The state playoffs will be hosted by Barrington.

Fenton girls basketball team prepares for future Coach Mello pleased with how summer session unfolded

The Fenton girls basketball team graduated nine seniors off last year’s team, meaning the recently completed summer session was extra important for coach Dave Mello’s program.

Fenton played in the Montini summer league over in Lombard and took part in shootouts at Addison Trail and Oswego.

“In terms of wins and losses, we haven’t done well,” said Mello. “However, we only run one team with all grade levels on it, and we play varsity teams. We are hoping to grow the summer program a little more next year and have a varsity team and a

lower-level team.”

More importantly, Mello was pleased with the development he saw during June. “What impressed me the most is they really have listened to us about not worrying about the scoreboard and just go out and work on the things we need to work on,” he said. “The effort level has been really good.”

Mello also liked the pace at which the newer players in the program have grasped various concepts. “We have really started to see the younger girls and other girls who are new to varsity, begin to understand how the system works,” he explained. “Last summer we struggled to get the games at our pace, and that hasn’t been much of an issue this summer.”

Mello said all improvement cards are still on the table. “We can still get better at everything,” he said. “We

graduated nine seniors so we will be working a lot of new girls into the rotations during the season. We can really improve in all aspects of the game.”

On the individual front, junior Brianna Tellez is up from the Bison JV team. “Brianna probably has the best shot of anyone in the program,” said Mello. “She has really picked up what we are trying to do. She had some really good games this summer. She has good length, which helps her on the press and with rebounding. She will play a very important role on the team this season.”

Sophomore Hailey Miller is back with the team after being on the varsity as a freshman last year. “Hailey was on the team last season and played a lot, however her older sister, Mackenzie, also was on the team and was one of our leaders,” Mello said. “Hailey has really stepped up this summer

The Blazers had nearly 120 all-conference academic selections for the 2018-2019 campaigns.

In the recently completed spring season, baseball players Nick Daudelin, Vince Daudelin, Lucas Hernandez, Josh Meglio, Michael Scali, Terry Thompson and Nick Zuccero earned all-academic honors.

Vince Daudelin and Scali were named to the all-West Suburban Conference Gold Division team for their efforts on the diamond.

In boys gymnastics, Eric Estrada earned all-academic conference honors, while Jacob Bastian, Estrada, Caleb Michaliska and Mateuz Mojdak were all-WSC Gold picks.

Giada Alessi, Lucia Fullone and Valerie Soto earned all-WSC Gold honors in girls soccer.

Another promising player is sophomore Sophia Haska, whose summer, Mello noted, was cut short due to injury. “However, when she was playing, she was a force down low with solid post moves and just pure

strength. She also is able to set up behind the 3-point line and knock down 3s. To make it even better, she also can handle the ball, which allows her to play anywhere on the court for us.”

Mello noted the chief goal was to get the newer players rolling and comfortable with the Bison way. “The goal coming into the summer was to acclimate all the new girls to our system and get them game experience,” he said. “We feel we will start on Nov. 4 with a good understanding of what we can do.”

Concerns linger over new ownership at Rivers Casino

Kentucky-based Churchill Downs Inc. has completed its $326 million acquisition of a majority stake in Rivers Casino in Des Plaines despite state gambling regulators concerns that the new ownership group does not include enough women and minorities.

The Illinois Gaming Board gave its initial approval of the sale on March 1, pending the execution of final documents to seal the transaction.

At the time, board members said they wanted Churchill Downs to make a “good faith effort” to bring in more women and minority investors over the next 90 days so they would comprise up to 10 percent of the ownership interest.

Gaming board officials confirmed the transaction was finalized June 4, despite the fact that there had been no stock sales to women and minority investors, something that had been a statutory condition of granting the original license in 2008 to a consortium that included Midwest Gaming and Entertainment LLC, Rush Street Gaming LLC, and a Canadian private equity firm, Clairvest Group Inc. During a June 13 meeting in Chicago, Illinois Gaming Board Chairman Donald Tracy said that even though the deal had closed, he wanted the board to continue reviewing the transaction and to take up the issue again at the board’s next meeting Aug. 1.

“And at that board meeting, I hope and expect the board to determine whether or not the … Churchill Downs effort to sell up to 10 percent to statutory investors was a good faith effort or not,” Tracy said.

Tracy made that comment during what turned out to be his final meeting as a member of the board. He has since resigned and Gov. J.B. Pritzker has accepted his resignation.

But it also came about two weeks after the Illinois General Assembly passed legislation, which Pritzker is expected to sign, authorizing the development of six new land-based casinos in Illinois, along with the legalization of sports wagering.

Rivers Casino is the state’s largest and most profitable riverboat casino.

In 2018, according to the Gaming Board’s most recent annual report, it reported gross revenues of $441 million, generating $170 million in revenue for the state, plus another

$25 million in revenue for local governments.

History of Rivers Casino Rivers, however, is actually a successor to one of the state’s original 10 riverboat casinos, Silver Eagle Casino, which was located in East Dubuque on the Mississippi River.

It closed in 1997, but its owners, known at the time as HP Inc., retained the license.

In 1999, amid heavy lobbying by HP, Illinois lawmakers passed legislation authorizing the casino to relocate to Cook County. That legislation also required that women and minority shareholders make up at least 20 percent of the ownership interest in the enterprise.

Around that time, HP changed its name to Emerald Casino Inc., which began making plans to develop a new riverboat casino in Rosemont. In fact, Emerald even began construction on the project before the Gaming Board had approved it, which involved bringing in new investors, including some that the Gaming Board found to have ties with organized crime.

As a result, the Gaming Board revoked Emerald’s license in January 2001, a decision that was later upheld by the Illinois Supreme Court.

Two years later, the General Assembly passed a law authorizing the Gaming Board to reissue a revoked license through a kind of bidding process. Eventually, in December 2008, the board accepted a proposal from Midwest Gaming, in large part because of its plan for bringing in minority and female investors.

That decision came at the height of the Great Recession when the financial industry in the United States was on the brink of collapse.

Filipino organization honors Elmhurst Clinic medical assistant Janet Reyes-Macaranas, a registered medical assistant with Elmhurst Clinic, was recently presented with the Philippine Independence Week Committee’s “Humanitarian and Leadership Award.” She received the honor at the Committee’s award ceremony held at the Holiday Inn Chicago Northshore in Skokie on June 15.

A native of the Philippines where she earned a Bachelor of Science in Nursing, Reyes-Macaranas was recognized for her outstanding service and involvement with the Filipino community of Chicagoland and the Midwest. She is currently a resident of Villa Park.

Reyes-Macaranas is president of the “We Care Cabusao Foundation” in Cabusao, Camarines Sur, Philippines. The group’s many humanitarian projects include three medical missions to the Philippines since 2013, construction of chapels, distribution of relief goods and school supplies, and monthly activities for children and senior citizens.

its regular season. The team’s final regular-season home game at Elmhurst College takes place Saturday night at 6 p.m. at Langhorst Field against the Pittsburgh Thunderbirds.

Through late last week, Chicago had a 7-4 record and was in second place in the Midwest Division of AUDL. The Wildfire have clinched one of 10 available AUDL playoff spots.

AUDL was established in 2012 and the Wildfire, then known as the Windy City Wildfire, joined in 2013, using Chicago Lane Tech High School as its initial home field. The team moved to the suburbs and used North Central College as its home base before landing at Elmhurst College where Wildfire General Manager CJ O’Brien has been very happy with the facilities and relationship with the college.

“Things have been going really well,” O’Brien said. “We expect to be there for the next several years at least.”

O’Brien played the Wildfire for a couple years before moving into his current management role with the team.

O’Brien grew up in Batavia and played football there during his childhood. He had an opportunity to play football in college, but chose to focus on academics at the University of Illinois. “I needed something to stay in shape and that’s where I learned about ultimate Frisbee. I tried out for the Illinois club team. It was pretty competitive. In college, it’s a club sport, but just about every college has a team. We traveled on weekends to Tennessee and Texas, and flew to Las Vegas.

We were going across the country playing in these big tournaments that were extremely competitive.”

O’Brien said while the sport continues to grow, there still needs to be further education on it. The sport is now an International Olympic Committee-recognized entity and is eligible for inclusion in the Olympics. O’Brien said if he had to hazard a guess, the first foray would be in 2028.

“It’s been fun being a part of the sport, but there still are people who don’t know a lot about it,” he said.

“When I graduated from college my personal hope was it would get into the Olympics or be a pro sport so I could look back on it and say, ‘I used to do that.’”

O’Brien thinks there are several reasons why the sport is gaining in popularity. “I played football and I loved football, but there is a lot of concern out there now about safety with football,” said O’Brien, who noted one sanctioning body in Illinois has spoken to the Illinois High School Association about the possibility of it becoming a varsity sport.

“There were something like 11 middle school programs in the Chicago suburbs that have discontinued their programs and high-school teams are getting smaller. This is a non-contact sport It’s high-flying with a lot of diving catches and jump-grabs.

“

It’s also something both boys and girls can play.”

O’Brien noted the first pro women’s league started this season and the AUDL is an open league, meaning women can play in it. He also explained many of the youth programs also have the same open division concept.

The Wildfire will play 12 regular-season games this year as part of the AUDL’s Midwest Division that features teams in Minneapolis (Wind Chill), Pittsburgh (Thunderbirds), Madison (Radicals), Detroit (Mechanix) and Indianapolis (AlleyCats). A recent Wildfire game in Minneapolis was the AUDL game of the week that was broadcast on the Stadium Sports television network.

Each team features 30-35 players on a roster, but only 20 can be active for each game, which features 7-on-7 action. Much like football, the goal is to advance the disc (or Frisbee) into the opposing team’s end zone (games are played on football fields) in order to score a point. You cannot run with the disc and must pass it. Once you catch the disc you must slow down into a basketball-like pivot. The AUDL website goes through all the basic rules with the help of some videos at theaudl.com/league/ultimate101.

This year’s Wildfire team has an Elmhurst flavor to it with Von Alanguilan and Cal Tornabene having ties to the city and to York High School.

Tickets to Wildfire games are $10 each with kids 5-and-under free.

“It’s a nice family-friendly atmosphere,” O’Brien said. “It’s laidback and a lot of fun. People pick up the game pretty quickly. People need to come out and see it. Once they see a game they will get hooked because of the fast-paced action.”

The Wildfire also hosted a youth camp the week of June 17 at Elmhurst College. “It’s a good way for the kids to learn the sport,” said O’Brien.

• Abortion rights books say the law offers “fundamental” protections for minors that the General Assembly sought to enshrine when passing it in 1995.

“When we have this law, everyone wins—girls win because they have these key safeguards and parents win because their right to know and help their daughter is respected,” Mary-Louise Hengesbaugh, chair of Girls’ Health First, said. “This is a common sense regulation that needs to be preserved.”

Ann Scheidler, vice president of Pro-Life Action League, said minors are probably “a bit panicked” when they first learn of their pregnancy. Having an adult family member to offer guidance about health care choices and schooling options, and assistance ultimately deciding whether to carry the pregnancy to term or opt for an abortion, “are better addressed by the parents and the teenager together,” she said.

“She (wouldn’t) feel like she’s sort of floundering all by herself trying to figure out what to do next if she has that support,” Scheidler added.

An adult family member should know if a minor chooses to have an abortion procedure in case of complications, such as excessive bleeding or clotting, said Mary Kate Knorr, executive director of Illinois

A parent or guardian can also provide emotional support or inform a physician of a minor’s preexisting risk factor or health condition.

“The reality is that from start to finish, through this entire experience of receiving an abortion, a minor girl will need support, and where will she get that support from if she isn’t getting it from her legal guardian,” Knorr said.

She noted Illinois’ law requires an adult family member to be notified of a minor’s intention to undergo an abortion procedure—it does not require parental consent. That is an important distinction, Knorr said, because the burden on youth is not as high as it might be in another state.

Scheidler added the act’s provision for a minor to pursue a waiver from a judge “compensates for any difficulties” that may exist.

Opponents of the effort to repeal the act also point to statistics from the Illinois Department of Public Health that suggest the statute, in their view, is working. According to the data, the number of abortion procedures performed on minors has decreased since the law went into effect about five years ago.

In 2012, before it was enforced, there were 2,213 abortions performed on residents 17 years old and

younger. In 2017, the most recent year data is available, that number was 1,003.

Abortion rights advocates, however, say access to contraception played a role in the number of procedures declining.

The Parental Notification of Abortion Act additionally acts as a “checkpoint,” Knorr said, for human trafficking and abuse situations.

Under current law, an adult family member must be consulted before a minor can undergo an abortion procedure. If the statute were to be repealed, Knorr said, an abuser could take a victim to a clinic for an abortion without the minor’s adult family member being notified.

“The use of abortion to perpetuate the modern-day slavery of sex trafficking is real,” Hengesbaugh said.

“Repealing Parental Notice would empower sex traffickers and male predators to use abortion to conceal evidence of their crimes against minor girls.”

Looking forward The pair of bills striking the Parental Notification of Abortion Act from Illinois’ books will likely come up during veto session beginning Oct. 28, Welch said. It is unclear in which chamber of the General Assembly the push will begin.

Knorr added that if Democrats moved forward with the legislation, it would be successful — but with detrimental effects to the party in the 2020 reelection cycle.

“There is a very small minority of extreme, pro-choice legislators who are pushing for this bill. The rest are uncomfortable with it,” Knorr said. “That is the reflective attitude of the vast majority of people in this state. I mean, yes, certainly there are a populace of pro-choice people in Illinois, but of that fraction, there is a large majority that think parents should be notified if their minor daughter who lives in their house is seeking an abortion.”

The measures, originally filed in February, are Senate Bill 1594 and House Bill 2467. If either successfully makes it to Pritzker’s desk and is signed into law, it would take effect immediately.

The initiative is mirrored by a recommendation made by the governor’s Equality, Equity, and Opportunities Transition Team. In the report, the group advised his administration to “take action to keep abortion safe, legal, and accessible.”

And while it is unlikely the two Democratic sponsors will find support across the aisle, Sims indicated he is open to speaking with his Republican colleagues about the measure’s tenets.

“I remain optimistic about the progress we’ve made to protect reproductive freedom and will continue to work with my colleagues on both sides of the aisle and the governor to ensure young women have access to quality, safe, reproductive health care,” he said in a statement.

Other advocates are equally hopeful the repeal bill will prevail. Leahy said she knows there is support among lawmakers for the initiative and disagrees with the opposition’s view the measure will not receive votes from legislators who are parents.

“I really am hoping that Illinois continues on this trend of bucking what’s going on around us and saying, we’re going to hold the line here in Illinois and we’re going to make sure that things are okay for people in Illinois; that they are the ones who make the decisions about their health care—not politicians and not judges,” she added.

But opponents are not so sure.

Knorr said the bill is “consistently unpopular,” even among lawmakers who voted for the Reproduc-
