On Saturday, June 18, at approximately 5:10 p.m. Elmhurst police were alerted to a vehicle being driven on westbound Lake Street in Elmhurst that had been reported as belonging to a missing 37-year-old man by the Berwyn Police Department. The information indicated the missing man was reportedly suicidal and in possession of a handgun.

Elmhurst police officers responded to the area and an officer located the vehicle being driven west on Lake Street from IL Route 83.

The vehicle was occupied by only the male driver. Upon the arrival of a second patrol officer a traffic stop of the vehicle was performed. The vehicle pulled into the parking lot of a business at the intersection of Lake Street and Addison Road in Addison.

As the two officers approached the car to speak to the seated driver, the man raised a handgun and shot himself, inflicting a fatal gunshot wound.

The man was transported by paramedics to an area hospital where he was pronounced deceased. No bystanders or officers were injured during the incident. Investigation of this incident is under the jurisdiction of the Addison police department. The events described were recorded by police video cameras.

The incident is under investigation by the Addison Police Department and the DuPage County Coroner’s Office. Identification of the victim is being withheld at this time pending family notification.

Area resident takes Honor Flight to Washington Neighbors decorate lawn; unexpected delay on the trip home

“It was a very special day that I will never forget. It was right up there with getting married and the birth of my son.”

Those were the words of Dick Brooks upon returning to his home on Washington Street in Elmhurst after taking the Honor Flight to Washington DC recently.

As a send-off, Brooks’ neighbors came out and decorated his front lawn with flags and a banner that included photos of him when he served in the U.S. Marine Corps during the Vietnam era.

Then it was off to the airport where Brooks met other veterans who were coming along on the trip.

Arriving in Washington was breathtaking, especially to a soldier who recalls being booed and ridiculed, called names and receiving the “middle finger” upon his arrival home back in 1966.

“There was a band playing and water cannons were spraying over the plane when we arrived,” Brooks said. “The whole tramway was lined with first-responders, thanking us for our service. There were crowds of people cheering.”

Brooks said 15 motorcycle police led their way to the memorials they were planning to tour.

“They had blocked all the entrances onto the highway where we traveled, just like we were in a presidential motorcade,” he said. “We were in six big vehicles traveling along, with all those exits blocked off. I’m sure there were people who were pretty upset at the traffic delay because people really couldn’t tell we were with the Honor Flight. There were signs in the windows of our vehicles, but they were very small.”

As they toured the war memorials, there was a point that everyone was in wheelchairs—even the able-bod-

ied like Brooks.

“I was a little embarrassed to have a Marine Corps Major pushing me around,” he said. “I was only a Corporal!”

Then they went to the Air and Space Museum, which was very impressive to Brooks.

“They had one of the space shuttles, the bomber plane—the Enola Gay—that dropped the first [atomic] bomb [on Japan during World War II], there were Mercury [space] capsules, and just all kinds of aircraft, rockets and missiles,” Brooks recalled.

Returning home after such a trip should have been smooth sailing after a successful day, but alas, it was not.

“Coming back, our plane had 31 rows with six seats across and, because of all our veterans, there were 200 wheelchairs,” he said. “Someone announced, ‘This plane can’t go to Chicago,’ and we thought it was a joke.”

It turned out that someone apparently screwed up because that plane had recently had a maintenance issue and should not have been scheduled for that flight.

“We all had to unload—including all 200 wheelchairs—and go back inside the terminal” Brooks said.

Long story short, the flight that was supposed to arrive back in Chicago at 8:30 p.m. did not arrive until 1:45 a.m. and even then, they came through a nasty storm that had the plane actually moving sideways at certain times.

If you’ve heard about Honor Flight, you may know that Honor Flight veterans typically come home to a huge crowd of people bearing flags and banners and a band playing. Well, that’s what happened to Brooks’ group—all the volunteers and the band stayed and performed their duties until everyone was off

Upon return, the Honor Flight holds “mail call.” Brooks received two huge bags of mail—more than anyone else who took the trip.

“My wife did a lot of work behind the scenes to get a whole bunch of

people to write me letters,” Brooks said. “I had letters from current neighbors, old neighbors, relatives from New York, even her old roommates. And then of course, the school kids. Some of the neighbor kids wrote cards, I even got cards from the dogs on our block!”

It was a great experience for an “old guy of 81,” Brooks said.

“They made me feel like a hero,” he said. “After we got back (from serving in 1966), we were warned not to wear our uniform and to al-

Sutton completes Leadership Academy Earns distinction of ISAL Fellow

Dr. Nick Sutton, superintendent of Addison School District #4, has earned the unique distinction of being named an ISAL Fellow after completing the IASA School for Advanced Leadership (ISAL) academy, an 18-month program designed to elevate superintendent’s leadership skills and impact student achievement.

Sutton received his diploma during a graduation ceremony held Friday, June 17 at the Illinois Association of School Administrator’s headquarters in Springfield. Sutton joins the list of 150 Illinois superintendents to be named an ISAL Fellow since the academy’s inception in 2010. He was among 26 superintendents to graduate Friday from the cohort.

According to Sutton, his experience in ISAL has been critical in helping him navigate returning to a world of education that is post-pandemic “The ISAL experience genuinely does allow you to grow both personally and professionally, while getting to know other educational colleagues in a deeper way that is not possible in other settings,” he said. “This was truly an awesome and once in a lifetime venture.”

ISAL was developed and is sponsored by the Illinois Association of School Administrators (IASA), the statewide organization that represents public school superintendents and administrators.

The mission of ISAL is to provide experiences that build exemplary leadership, knowledge and skill sets essential for ensuring successful student achievement at the local level.

As part of the academy, each superintendent develops a personal and

professional growth plan, as well as a district plan for student achievement that includes conducting a comprehensive needs assessment. Each of the ISAL participants are assigned a veteran superintendent as a coach.

“In the midst of an immensely challenging stretch, I commend each

of these superintendents for not being content and wanting to push themselves to become an even stronger leader,” said Dr. Brent Clark, IASA executive director. “The IASA School for Advanced Leadership academy is providing a return on investment that is making a difference

in public education.”

Sutton has been an educator for 17 years and will begin as superintendent of Addison School District #4 on July 1. He served as superintendent of Sandridge School District #172 during the 2021-22 school year.

Building an international community

Library volunteer shares his experience with English language learning groups

When Allen Polich first moved to Addison in the fall of 2020, he didn’t expect he’d become a regular visitor to the Addison Public Library. But after receiving the library’s newsletter and spotting an intriguing volunteer opportunity, everything changed.

The timing worked out perfectly, Polich said. He had just decided he was finished coaching high school football and realized he had time on his hands when he found out the library was looking for English language learning (ELL) volunteers.

“I was a teacher for 13 years, so I decided to give [ELL volunteering] a whirl,” he said.

When Polich first became a volunteer, the English Reading Circle met on Zoom. Participants would get online, read for a bit, then ask questions about what they read and ask about unfamiliar words or phrases. Polich said meeting virtually was a challenge but was a bright spot in his life during an isolated time.

“To see how enthusiastic people are about learning new words is amazing,” he said. “Just listening to them, and some of the questions

they had, it was interesting and fun.

It was a great way to interact with people during the pandemic. It filled the void.”

Polich volunteers for both of the library’s in-person ELL groups: the English Reading Circle, which meets every Tuesday morning at 11 a.m., as well as the English Conversation Group, which meets every Wednesday evening at 7 p.m. In the library’s ELL classes, Polich has gotten to know people from all over the world: Iraq, Japan, Brazil, Guatemala, Ecuador, Colombia, and a number of people from Mexico. While learning more about how the ELL group participants came to America, Polich has often reflected on his own family’s journey.

“My grandfather’s father came to America with his father in 1898 from Croatia, when he was just 18 years old,” he said. “His father went back to Croatia, but my grandfather met my grandmother and stayed. My dad, a first generation American, he didn’t pass first grade because he couldn’t speak the language.

“That’s lived with me my whole

life. I’ve never forgotten that.”

Polich recalled that his family never spoke Croatian at home; like many Americans whose families immigrated in the late 19th and early 20th centuries, his family focused on assimilation and lost touch with their roots. But thanks to the ELL class, Polich got to reconnect with a part of his heritage.

“Around the holidays, we talked about the different customs in different countries, and I talked about a memory from my childhood,” he said. “We’d all be in the little kitchen at my grandma’s house, and she’d throw walnuts in each corner of the room, and my aunts and uncles and I never knew why. But we have someone from Poland and someone from Bulgaria in class, and I found out that’s something they traditionally do in their countries, too.”

While Polich has been an English speaker for his entire life, he recognizes the language can be complicated to learn.

“I remember one day in class, I was talking with someone who could read English very well, but she didn’t

know the language well enough to know what she had read without stopping to translate in her mind from her spoken language to English,” said Polich. “It was just like my experience taking Latin in high school. You could read the words, but you had to stop and go over it again to find out what a sentence really said. So I could relate to her experience of learning English. And English is a tough language to learn, for sure.”

When he thinks back on his worldview before he started volunteering, Polich said he used to feel there was a resistance to learning English, but he quickly found out that was not the case.

“One person in our group has been in America for 20 years, but at work everyone spoke Spanish, so she rarely had a chance to practice English,” he said. “Everyone in [the ELL groups] wants to learn English, but how are you going to start a conversation with someone you don’t know at the store? You could go to school

Addison Trail student newspaper Torch honored by NISPA Publication recognizes retirees

The staff of Addison Trail’s student newspaper Torch has had a history-making year.

It would seem a staff of only five students would struggle to put together a new edition of the newspaper on a monthly basis. However, the 2021-22 group proved a small staff can accomplish big things, including winning the prestigious Golden Eagle award for Excellence in Journalism from the Northern Illinois Student Press Association (NISPA).

Torch also won that award in 1992 and 2008.

The Golden Eagle is awarded to the top publication in divisions of similarly sized schools throughout northern Illinois. Torch won the division with schools that have about 2,000 students. Torch also earned a Bronze Medal in the Newspaper Website competition.

“Torch had one of the greatest years in its history,” said Steve Bruns, who has served as the adviser of Torch for more than 20 years. “Never before has the Torch had this level as far as quantity and quality of journalism.

This year’s staff compiled the largest editions and wrote among the highest caliber of articles for this year’s publication.”

Editor-in-chief Lindsay Stevenson (class of ‘22) agreed.

“A Golden Eagle is never something you can expect to win, but we

knew we had a good shot after looking at other publications and seeing how far we had taken our own,” she said. “The news was very exciting.

I found out in Spanish class, when Bruns had me step into the hall, and he was crying. It is special to see our work translate into a physical paper, and it is even more special to have other people agree and recognize that our paper was outstanding.”

Several individual Addison Trail student journalists also were recognized by NISPA. Stevenson was awarded a Blue Ribbon for Photography, and Sneha Dhandapani (class of ‘22) captured two Blue Ribbons for In-Depth Reporting and Feature Writing. Stephanie Ortiz (class of ‘23) won a Blue Ribbon for Editorial Cartoon and an Honorable Mention for Graphic Design.

Stevenson took to heart the challenge of making this year’s newspaper the best-ever.

“There are a million little steps and tasks beyond just writing and interviewing that are necessary to go from a pile of stories to an actual paper,” she said. “It was my job to fill in gaps and fix problems, which was a huge task. It wasn’t uncommon to stay after school until 8 or 9 p.m. every day during the week of production, or work for 16 hours at a time. I worked no matter what, and my every thought was surrounded by thoughts about the Torch. I ate, slept and breathed newspaper.”

Stevenson led the staff in breaking the school record for the largest edition, which amounted to a 16-page issue in April. She shared the process of how the staff worked up to breaking the record.

“Twelve pages was a running joke for a long time, and I always laughed at the idea of 12, because I thought

it might kill me, and that paper took more work than ever before,” she said. “I was even more proud of issue 8, because we put out a thick, 16-page paper with much more ease, and we saw everyone – teachers and students – using our paper to find out information they didn’t know.”

The size of the staff presented challenges when it came to evenly distributing the workload. But in the end, it also contributed to the strong connection formed among the five student journalists.

“I think what makes our staff so great is that we are well-rounded,” Stevenson said. “There are five of us and we each have different personalities, strengths and weaknesses, and

we all clean up each other’s messes when we need help. Our staff took five people and created a 16-page newspaper that was so interesting and high quality, people read it. That is a bigger accomplishment than most people will ever understand.”

Torch will return in the fall under the leadership of Emily Bieberstein (class of ‘23), who will serve as editor-in-chief.

to learn formally, but if you’re someone who has just come to America, that’s very intimidating.”

That’s why the library is the perAllen Polich fect place to learn English, Polich said.

“The library is a place where people can come that’s nonthreatening. In the old days, you didn’t dare talk very loud in the library,” he said. “That’s all gone now. Now, we’re here to talk.”

After sharing so many conversations with one another, Polich said the ELL groups have a strong connection that inspires him.

“These people are my friends,” he said. “I’ve learned so much more than I’ve ever given out at this class. Everyone has bonded together and we all look forward to seeing each other.

“These days things are so contentious in this country, but it’s not here [in class]. Here, it’s the exact opposite. It’s the way you wish things were.”

In addition to finding a fulfilling volunteer role, Polich also discovered all the items and resources that

are available to him as an Addison Public library cardholder, which was a pleasant surprise after many years without using a library card.

“I couldn’t tell you the last time I came into a library before I came [to the Addison Public Library],” he said. “‘You have the internet,’ I thought, ‘what do you need a library for?’ And then I came here.

“When I started volunteering, I discovered everything else about the library has to offer, like the Library of Things and all the CDs, and my gosh, it’s a wonderful place. And so much more than you get on the internet.”

Polich said he looks forward to the day the library has to move the groups to a larger room to accommodate more people and wants more people to see the library as a place where you can get involved and learn new things.

“This place helps build an international community,” he said. “No question about it.”

It is alleged that after the robbery, both men left the store and drove away in a Jeep Wrangler southbound on Westmore-Meyers Road.

Once alerted to the robbery, authorities allegedly located the vehicle exiting a parking lot on Roosevelt Road. Officers with the Lombard Police Department activated their emergency lights and attempted to stop the vehicle. It is alleged that at this time, the driver of the vehicle, later identified as Owens, fled from the officers traveling more than 80 mph in a 35-mph zone.

It is further alleged that the Jeep Wrangler entered I-355 and was ultimately spotted near I-290 and Route 83 with assistance from the Illinois State Police and a helicopter from the Chicago Police Department.

According to Villa Park Police Chief Michael Rivas, Lombard officers lost sight of the fleeing vehicle.

Villa Park officers spotted the vehicle and pursued it with the Illinois State Police.

It is alleged that the Jeep Wrangler exited I-290 onto 17th Avenue and ultimately crashed into a tree on 74th Avenue in Elmwood Park. Both men and an unidentified occupant of the vehicle were taken into custody at that time.

The court that appoints itself

By Jim Nowlan Six of the seven members of the Illinois Supreme Court reached their lofty bench by appointment, even though the Illinois Constitution is quite clear that members of the court shall be elected. In effect, the court has been appointing itself.

The following practice has developed in Illinois: Illinois Supreme Court judges are elected to the state high court on a partisan basis for 10year terms. When a vacancy occurs as a result of retirement or whatever, the state Supreme Court appoints a replacement until the next election.

This appointment of their own members is unique in the U.S. As the practice has developed, a supreme court judge makes his or her retirement effective just after the final date for filing candidacy petitions has passed. This means the supreme court makes an interim appointment that is effective for more than two years.

The judges defer to the wishes of the retiree as to his/her own successor.

This is similar to “aldermanic privilege” in Chicago, where the 50 aldermen nearly always vote to support the wishes of an alderman on matters within her/her ward. You scratch my back; I’ll scratch yours.

In effect, Illinois Supreme Court judges appoint their successors.

But, retort the judges, the appointee ultimately has to run for election to serve a full 10-year term. Yes, but the fortunate appointee runs later with all the trappings of incumbency.

You have seen the billboards: “Keep Illinois Supreme Court Justice Mary Quite Contrary on our state’s highest court. Retain Justice Quite Contrary June 28.”

This dampens interest among lawyers and lower court judges in contesting the “incumbent,” and few do.

So, basically, the Illinois Supreme Court appoints itself.

This came to mind when I read that Supreme Court Judge Rita Garman recently announced her retirement (doing so after the candidate filing deadline). Immediately thereafter, the court (meaning Garman, because of “aldermanic privilege”) appointed Appellate Court Judge Lisa Holder White to take Garman’s place on the high court bench. Indeed, in earlier years, Garman had also appointed Holder White, first to the circuit bench, and then to the appellate bench.

All of this appointing has become a high-toned form of job patronage, and there is lots of it. To illustrate, each Illinois supreme court judge is authorized, by the court, to make one or more personal appointments to the appellate bench, without cover of a filling a retirement or whatever. For example, ex-supreme court judge Tom

Kilbride had appointed Robert Carter to the appellate bench for 15 years straight, without him ever having been elected, until 2020, when the court appointed Kilbride protégé Carter to the supreme court.

This is not new. In the 1960s, for example, a Republican judge from Canton named Albert Scott served as chief judge of the 3rd District Appellate Court (an honorific, rotating position), without ever having been elected to the appellate court. Indeed, Scott was rejected by the voters in his bid to be elected to the appellate court in 1974, yet was subsequently appointed again as a member of that court.

The supreme irony of this appointing process is that it may give us better judges overall than would pure election. What do you and I know about judicial candidates? For example, Judge Lisa Holder White is, I am told, a fine judge. She is also an African-American from modest financial background. So, she may never have had a chance via the election process to become a circuit, appellate, and first black female Illinois Supreme Court judge.

Yet the process of appointing your successor is fraught with problems.

Does it result in perpetuation of a particular legal philosophy? For example, the trial lawyers have always had strong influence within the state high court. These lawyers oppose, of course, any caps on awards to their clients, which would in turn cap their fees. These savvy lawyers have always been big contributors to supreme court judges.

And, does the process cause lawyers and lower court judges who want to be higher court judges to suck up to those who might appoint them, and generally exclude those who don’t?

I am a PhD, not a JD, and I have not followed the courts closely, so I have more questions than answers.

Selection of judges has been a quandary for American democracy throughout our history, because of the separation of powers, and our belief in the election process. Should the executive or the legislative branches, or the voters, select judges?

No system is perfect, and “politics,” that is, who gets what, plays a part in any selection process. Personally, I like the Missouri Plan, where nonpartisan panels of lawyers and nonlawyers come up with nominees of acceptable candidates, and the governor selects judges from among the names given him. A number of states have adopted this plan, or something like it.

I have trouble with the Illinois system. In effect, the high court appoints itself.

If the fire alarm went off in your home or workplace and you had to evacuate quickly, what would you grab on your way out?

Besides pets, spouses, Chapstick and an extra change of underwear, I’m guessing most of us could agree on one item: our phones.

Our phones have become an extension of us. We wouldn’t consider leaving home without them.

I didn’t see it coming— this reliance I have (we have) on our phones. They’re our communication link to the outside world, but that’s only the beginning. They are calendars, calculators and contacts. Anyone remember the days when we actually memorized the phone numbers of friends and family?

I don’t know anyone’s phone number anymore. Even my own.

I’ve got myself on speed dial.

Our phones are cameras. They record video. They are games and memes. They are FaceTime and Facebook, TikTok and alarm clocks. They track your health and your wealth. They are apps, maps and Snaps. They are banking, bill pay and better than cash. They are shopping and free shipping. They are movies and streaming. They are the weather.

that he converted his weather icon into a widget so it is sized bigger than the other apps on his phone in order to allow him easier access to knowledge about the weather each day. I had to laugh.

What about just looking outside?

He didn’t have much of an answer to that.

It’s the world we live in, isn’t it? We find it checking the weather on our phone screen easier than looking out the screen door.

My phone helps me meditate and create my art. It teaches me how to complete home improvement projects and has even helped with the purchase of a used car.

We spend a lot on our phones, and I’ve been known to complain about that. But they take the place of so many other appliances and gadgets that we used to have as uni-taskers. Regular folks—not professionals—used to spend hundreds or even thousands on cameras and video cameras. Long

distance phone calling used to be an expensive thing.

Our phones are the ultimate multitaskers.

If I didn’t know better, I might say my phone is my best friend.

If you could have an inanimate object as a best friend. But maybe phones aren’t inanimate…

Consider Siri.

I know I do. I ask her questions all the time. She tells me where to go and what to do. Even if she doesn’t know the answer to my question, she’ll be up front and honest about it.

If she is tired, or low on battery life she’ll always do her best to respond. As a friend. I talk to her regularly, and she gets back to me at record speed. You can always count on a good friend to respond.

I like that about Siri.

So, yeah, if the fire alarm went off in the wee hours of the morning and I was jarred from a peaceful sleep, I’d grab my phone, because Siri’s always been good to me. And I wouldn’t want to leave her in the lurch, or worse yet, in danger of going up in smoke.

Plus if I got lost during exit, she might be able to help me navigate a way out.

When asked, Brooks couldn’t single out his favorite part of the trip.

He said it was all magnificent.

“The whole thing was the people,” he said. “My neighbors, the Honor Flight, the guys on the flight, the people in Washington, they all made it special.

“I was just an old guy on Washington Street. Now I finally feel like a hero.”

“This effort will improve opportunities for residents needing mental or behavioral health care and workers willing and able to provide that care,” said Glowiak Hilton (D-Western Springs). “With this law, Illinois aims to reduce barriers for potential patients, so that all who seek mental and behavioral health care could get better access.”

In Illinois, there are only 14 behavioral health care professionals for every 10,000 Illinois residents. Because of this gap, many people are forced to wait longer for essential treatment or forego health care entirely.

To address these issues, Senate Bill 3617 expands the workforce by accelerating the process for out-of-state clinicians to receive licensure in Illinois and streamlining requirements for social workers, professional counselors, and clinical psychologists with recently inactive licenses.

Additionally, it includes initiatives to support diversity in the mental health field, establishes tax credits, and many more provisions, all of which will encourage more quality, accessible care to those seeking assistance.

A new Illinois law aims to protect restaurants, bars and retailers from deceitful delivery services with support from State Sen. Suzy Glowiak Hilton.

“It’s not an honest business practice when delivery services can take advantage of local businesses without their knowledge or consent,” said Glowiak Hilton (D-Western Springs). “Restaurants and bars, particularly locally-owned businesses, should have the opportunity to decide whether or not to utilize delivery services.”

House Bill 3205, also known as the Fair Food and Retail Delivery Act, prohibits third party delivery companies from posting a menu, registered trademark or any intellectual property without the express written consent of restaurants, bars and retail establishments.

The law bans third-party delivery services from listing non-partnered restaurants or retailers on their platform. Several reports indicate delivery services have listed menus and items without the knowledge or consent of the restaurant or retailer.

“With this new law, Illinois is working to improve operations within our business community,” Glowiak Hilton said. “Small businesses create local and statewide economic growth, and I am proud to support this initiative.”

The new law takes effect Jan. 1, 2023.

The DuPage County Board on Tuesday, June 14, approved providing nearly $5 million to local park districts and fire protection districts to provide relief from the COVID-19 pandemic.

The Board provided $1.9 million to local park districts and $3.1 million to local fire protection districts. Fund were provided through the federal American Rescue Plan Act (ARPA), which provided DuPage County with more than $179 million to assist with recovery efforts and expenses related to COVID-19. Examples of grants being funded include enhanced air filtration and HVAC systems, expanded broadband access, supplies of personal protective equipment, and enhanced cleaning and disinfection supplies.

Among the 21 park districts to receive funds from DuPage County include the Addison, Bensenville, Lombard, Oakbrook Terrace and Wood Dale park districts.

DuPage County also provided financial assistance to 14 fire protection districts, including Addison, Bensenville and Wood Dale.

Pritzker signs bills targeting wage theft, expanding HIV care options Measures among more than 400 signed into law thus far this year

Gov. JB Pritzker has signed 401 bills sent to him this calendar year, leaving just 10 of those passed by lawmakers this year awaiting his action as of June 13.

His most recent crop of signed bills from Friday, June 10, included a measure taking aim at wage theft in the construction industry and a pair of bills aimed at increasing access to treatment for HIV. The wage theft measure, House Bill 5412, was a major initiative of a regional carpenters’ union that allows a worker with a wage theft or fringe benefit grievance against a subcontractor to sue the primary contractor to rectify the situation.

The Mid-America Carpenters Regional Council was the main backer of HB 5412. Minority contractors lobbied against the proposal, which they said would drive up costs and limit work opportunities for smaller contractors.

The minority groups, including the Hispanic American Construction Industry Association, the Black Contractors Owners and Executives, and the Federation of Women Contractors, argued that the measure was a union attempt to drive up the cost of non-union labor.

HB 5412 specifically exempts union projects, homes built on private property where the property owner is the general contractor, and projects contracted through state, local and federal governments.

A follow-up measure, House Bill 4600, was also signed Friday. It exempts any renovations or repairs to existing residential structures, any project that costs less than $20,000 to complete, and construction on any single unit within a multi-family dwelling. It also created the Bond Reform in the Construction Industry Task Force to report to the General Assembly by March 1, 2023.

The laws took effect upon the governor’s signature.

HIV treatment: House Bill 4430 allows pharmacists to order and conduct testing and dispense pre- and post-exposure HIV medications to individuals who are at high risk for infection. The law takes effect Jan. 1, 2023.

The pharmacists would need to have a standing order issued by a licensed physician or county health department that would allow them to offer care for the individual seeking help, but it would not require a prior patient referral.

The law also requires pharmacists to receive training and specifies that insurance providers must

cover the treatments provided by a pharmacist at the same rate as treatment from a physician.

The governor signed that bill the same day he signed House Bill 5549, which requires that for every $3 million in the state’s special African American HIV/AIDS Response Fund, the fund must maintain at least one Black-led Center of Excellence HIV Biomedical Resource Hub. Its fund balance was $4.5 million as of June 13, according to the Illinois Comptroller’s database.

Family bereavement: On June 9, Pritzker signed Senate Bill 3120 expanding the state’s child bereavement leave act to allow for unpaid leave related to pregnancy loss, failed adoptions, unsuccessful reproductive procedures and other pregnancy-related events.

It expands existing law that allows 10 days of unpaid leave for workers suffering losses, and the new law expands the list of individuals for which a worker can take the leave.

The measure didn’t specify an effective date, meaning it will go into effect on Jan. 1, 2023.

Rep. Chris Bos, R-Lake Zurich, the bill’s chief House sponsor said in April it was in response to constituent anger over Pritzker’s COVID-19 executive orders. Bos said facilities would still have to comply with local health department guidance as well.

Fentanyl testing: House Bill 4556 expands access for pharmacists and other health care professionals to distribute fentanyl testing strips to help reduce opioid overdoses. The testing strips can detect fentanyl in counterfeit pills and drugs.

The bill is designed to expand on the Overdose Prevention and Harm Reduction Act, passed in 2019.

The Illinois Board of Higher Education and Illinois Community College Board will guide implementation of the new equity plans.

HB 5464 took effect when signed on Tuesday, June 7.

House Bill 4201, which goes into effect Jan. 1, 2023, requires state universities and community colleges to employ “benefits navigators” to connect students to any federal, state or local assistance programs.

Vegan lunches: House Bill 4089 requires school districts to provide a plant-based lunch option that complies with federal nutritional requirements to any student who submits a prior request to the district asking for such an option.

The law takes effect in August 2023 and was signed May 13.
