Democratic Gov. J.B. Pritzker made Illinois the most liberal state in the U.S. for access to reproductive health care with the stroke of 20 pens June 12 at the Chicago Cultural Center.

It was a vow he made at the beginning of the legislative session, and a charge both backers and detractors of the Reproductive Health Act maintained would come to pass. The measure became law immediately with his signature.

Pritzker said the law makes the Prairie State a “beacon” for access to pregnancy care, contraception, birth control, abortion procedures and other related benefits by making access to these things a “fundamental right.”

That means no level of government in Illinois can infringe upon a woman or man’s access to reproductive health care.

“Let the word go forth today from this place that if you believe in standing up for women’s fundamental rights, Illinois is a beacon of hope in the heart of this nation. We trust women,” the governor said.

Filling Illinois’ skills gaps vital for small businesses SBA offers Makerspace Training, Hiring competition

By Rob Scott, SBA As I’ve toured the Great Lakes Region and met with small businesses across Illinois, I’ve heard countless times about many not being able to grow (and sometimes sustain) because of their inability to find skilled workers to fill the job opportunities. Not only is this hurting the small businesses, it is also affecting economic development.

With that in mind, the U.S. Small Business Administration has launched a competition focused on helping small businesses have the human capital pipeline they need to succeed through the Makerspace Training, Collaboration and Hiring (MaTCH) Pilot Competition. The goal is to assist both those entrepreneurs just starting out and those burgeoning businesses working to take their operations to the next level.

By providing a total of $1 million to help existing makerspaces create or expand job-specific and life skills train-

ing, the MaTCH competition aims to address the job placement gaps faced

by U.S. businesses. Makerspaces are uniquely positioned to increase workforce development efforts. These entrepreneurial and training hubs provide new paths for vocational and technical education, build new job skills, and generate apprenticeship opportunities in new and growing maker industries.

The MaTCH competition reaffirms the SBA’s commitment to cultivating access to entrepreneurship and supporting innovation. And it will empower a stronger connection between

the maker’s community and job creation, ultimately providing an added economic boost to communities across our nation and here in Illinois. Its goal is to have all MaTCH program graduates prepared for their own entrepreneurial journey or placed in positions with previously identified employers that need skilled labor.

With the evolution of our manufacturing hubs, incorporation of new technologies such as 3D printing and fabrication innovation, and creative craft, makerspaces and education are vital to our region’s vibrant economic path

forward. We’ve made great strides in small business growth here and will benefit from even more makers, artisans, entrepreneurs and inventors.

To give small business owners more health care options for their employees, the U.S. Chamber of Commerce has long supported the policy of allowing small businesses to band together to purchase coverage through Association Health Plans (AHPs), which permit small businesses to offer their employees the same type of coverage as larger companies. Just last June, the administration finalized regulations to provide this lifeboat to small businesses drowning in the search for affordable coverage amid the failing small group market. As a result, new AHPs enabled small businesses and self-employed Americans to band together by industry or geography to purchase affordable health coverage to cover their employees.

However, a mere nine months after the regulation was finalized, the DC District Court found in favor of Attor-

neys General from 11 states and D.C. and declared the bulk of the regulation to be unlawful. The judge agreed with the AGs that the rule would undermine the Affordable Care Act by encouraging individuals to buy cheaper plans with fewer benefits and no consumer protections.

This is simply not true.

To defend this important policy and demonstrate the high value of these plans, the U.S. Chamber of Commerce’s Litigation Center filed an amicus brief on June 7 in support of the AHP regulation in the Circuit Court.

We were not alone in our view that AHPs are critically important for small businesses; the National Federation for Independent Business joined the amicus along with 65 state and local chambers from around the country.

For small businesses, the cost of health care coverage can be crippling, which is why so many companies are

not able to offer it. The number of small businesses offering health coverage has declined substantially over the years, from 47% in 2000 to 29% in 2016. Unlike bigger companies, who can negotiate for better premium prices, businesses on Main Street are tasked with trying to give their employees flexible insurance options that meet their health care needs while making sure costs don’t break the bank.

This issue seems to be top of mind for many small business owners. The MetLife and U.S. Chamber of Commerce Small Business Index this quarter found that 25% of owners say they do not have enough information to make informed decisions about health insurance options. Additionally, 25% of respondents said keeping premiums low is their top concern when evaluating health care plans.

“The Chamber continues to stand

by the new AHP regulation after participating fully in the regulatory notice and comment opportunity. This is an important and comprehensive new coverage option for small businesses,” said Katie Mahoney, vice president of health policy at the U.S. Chamber of Commerce.

The fact of the matter is, AHPs are a way to offer quality health care to employees without bankrupting a small business. Currently, 400,000 uninsured Americans are expected to attain health coverage thanks to the new AHP rule, according to the Congressional Budget Office. They will be among an estimated 4 million Americans expected to purchase new AHPs. “AHPs are a major step in the right direction for small businesses and the millions of Americans who will now be able to buy lower cost health insurance plans,” said U.S. Chamber CEO Tom Donohue.

He said he was most concerned about the removal of licensing requirements for abortion clinics, but pointed out the law also requires insurance companies that cover pregnancy-related benefits to cover abortion procedures and includes language specifying fetuses have no legal rights in the state.

“It is appalling in 2019 that anti-abortion advocates are still trying to shame women about their reproductive health care; we see it at some of our health centers every day,” Jennifer Welch, Planned Parenthood of Illinois president, said. “Whether it’s access to abortion or contraception, we’ve seen opposition to common-sense legislation that keeps women in control of their own health and lives.”

Mendoza: Illinois must ‘remain grounded’ amid big budget steps

With a fiscal year 2020 operating budget in place and a historic legislative session in the rearview mirror, Illinois Comptroller Susana Mendoza is “cautiously optimistic” about the state’s new direction.

“I think this was truly the most monumentally historic session that I have witnessed in my lifetime. And I’ve been around the Springfield legislature now for 20 years,” Mendoza said.

Mendoza, a Chicago Democrat who took office in the middle of an unprecedented 736-day state budget impasse, said there was not much in Democratic Gov. J.B. Pritzker’s

agenda she disagreed with this year.

This led her to play a less vocal role than she did during the tumultuous governorship of Republican Bruce Rauner.

“I don’t want to be seen as ‘oh, she’s being so nice to the governor,’ but the reality of it is (Pritzker) deserves the accolades,” Mendoza said. “That was a huge lift and he did it in his first term, which far exceeded the expectations that I would have had for a brand new governor, and he managed to bring Democrats and Republicans together in a way that Governor Rauner couldn’t even bring his own members together outside of bringing them together through fear.”

Specifically, she emphasized the importance of the $40.1 billion operating budget, a $45 billion capital plan, and new revenues which will result from marijuana legalization and gambling expansion.

Despite these steps, Mendoza said it’s important to “remain grounded” and focused on paying

down Illinois’ outsized bill backlog, which sits between $6 billion and $7 billion.

“We have $6.6 billion worth of bills that have not been paid yet, which means that we still owe that money; those are real liabilities that have been incurred,” she said. “But this is by far, by far, the closest thing that we’ve seen to a balanced budget in probably over a decade.”

Mendoza said she was encouraged by $1.2 billion in bonding authorization included in the budget which she said would combine with federal matching funds to pay down $1.5 billion in health care bills which are incurring late payment interest rates of 9 to 12 percent.

For taxpayers, this means a savings in the “hundreds of millions,” she said.

“If we can take that $1.2 billion to market and get a 3.5 percent or a 4 percent, 4.5 percent rate, we’re still shaving off a ton of points for what we’re paying, which ultimately saves us money in the long run,”

she said.

The same strategy, she said, allowed her to shrink a $16.7 billion backlog she inherited after her election in 2016 to the $6-plus billion it is today. That action entailed the state borrowing $6 billion to address the backlog which included $1.1 billion in late payment interest penalties accrued in Rauner’s first two years as governor.

“It’s going to save us between $4 billion and $6 billion over the 12 years once we’re done paying that debt service,” she said. “So it was a massive win for the state of Illinois.”

Building on that effort, the $1.2 billion in new bonding will help bring the backlog into the $5 billion range, Mendoza said, but she will not be comfortable as comptroller until the number is closer to $2 billion or $3 billion.

“Having a rainy day fund is where I’d like to get us to,” she said.

Still, Mendoza said, Illinois is “not out of the woods.”

“Of course we need more revenue

and I think that’s why the fair tax is so important,” she said.

She spoke in favor of Pritzker’s plan for a graduated income tax, noting she would advocate for some of the estimated $3.5 billion in added revenue from the proposal to be used to pay down the bill backlog and pension obligations.

She also said government forecasters might have acted too quickly when they bumped revenue projections for fiscal year 2020 up by $800 million in response to strong April revenues.

“I think it’s way too early to make that projection,” she said.

She added that the state could see decreased revenues for the rest of the year when taxpayers adjust their withholdings to account for tax changes at the federal level.

Still, she said, the budget marks a major leap forward in a state that has needed to take one for a long time.

“They did like six or seven years’ worth of work in one session,” she said. “It’s pretty spectacular.”

Brush Hill Rd., and near the South Lobby (in the walkway between the South parking garage and South Lobby off of Osler Dr.) of Edward Hospital, 801 S. Washington St., Naperville, and Both are accessible to the public 24/7 365 days a year. The program is partially funded by the Edward and

Elmhurst Medical Executive Committees.

“We want to help our community protect their families and friends by providing an accessible, friendly and safe place to dispose of dangerous

medications,” says Dr. Daniel Sullivan, Vice President and Chief Medical Officer, Elmhurst Hospital. “We’re also protecting the environment by reducing drug residue in water tables. Studies show that 46 million Americans in 24 major metropolitan areas have pharmaceutical chemicals and hormones in their drinking water.”

Simply bring your unwanted, unused or expired controlled medications to one of the locations and drop them in the kiosk – just like putting a letter in a mailbox.

Accepted items: unused or expired controlled medications.

Conroy advocates for clean needle exchanges To combat one of the many harmful consequences of the opioid epidemic, state Rep. Deb Conroy, D-Villa Park, recently passed legislation to expand safe needle exchange programs to prevent the transmission of diseases from intravenous drug usage.

“Addiction and the drastic rise in the use of opioids must be addressed comprehensively including ensuring that public health measures are in place to protect users and the greater public,” Conroy said.

“Through education and increasing access to clean needles, we can help those suffering from addiction use in a safe manner and begin to form the necessary connections to ultimately get them the help they need.”

The spread of transmittable diseases has increased due to unsafe needle usage with the rise of the opioid epidemic. Needle exchange

programs have proven to be an effective tool to reduce the spread of blood-borne illnesses.

Senate Bill 1828 creates the Needle and Hypodermic Syringe Access Program to encourage the establishment of needle exchange programs across the state. Conroy’s bill aims to reduce the spread of diseases such as HIV and hepatitis, reduce the occurrence of needle stick injuries from the improper discarding of contaminated needles, and to build connections between users and treatment facilities.

“The pervasive rise in the use of opioids must be addressed as a serious public health epidemic.

The establishment of trust is critical to combating it,” Conroy said.

“Through the expansion of needle exchange programs, we are letting users know that our community cares about their wellbeing and we will not turn them away when they need us the most.”

Sen. Cullerton book club urges summer reading State Sen. Tom Cullerton is kicking off his Summer Reading Book Club for children who live in the 23rd State Senate District.

Cullerton believes summer reading helps encourage children to develop a lifelong interest in books, maintain their reading skills during the summer months and keep their minds sharp.

“Reading through the summer months helps children stay engaged,” Cullerton said. “Our district is fortunate to have amazing community libraries. This summer reading book club will help urge our young people to take the time to visit our libraries.

County to host Complete Count Committee meeting

The DuPage County Board voted to create a DuPage Complete Count Committee on Tuesday, May 14, forming a special advisory group whose mandate is “to provide direction and advice to ensure an accurate 2020 census count of DuPage County residents.” DuPage County Board Strategic Planning Committee Chairwoman Sadia Covert will chair the Complete Count Committee and District 5 Board Member Jim Healy, the longest-serving County Board member, will serve as Vice-Chair-

man. The primary function of the advisory committee will be community outreach.

The first Complete Count Committee meeting will be held at the DuPage County campus on Tuesday, June 18 from 1-4 p.m. in the auditorium of the JTK Administrative Building, 421 No. County Farm Road, Wheaton.

Representatives from the U.S. Census Bureau will provide a DuPage County training to optimize community outreach efforts.

Life is made up of moments.

Some big. Some not so big. Some seemingly small that just may turn big.

And despite the big or not so big, some are moments that will affect you for years to come or perhaps your entire life.

They can be obviously monumental moments – a marriage, divorce, birth of a child ­– moments where the stature of the moment is as big as the moment itself.

But it doesn’t always unfold this way.

Looking back, my life has been just as defined by the seemingly inconsequential moments I didn’t see coming as the enormous ones I did.

Deciding on a whim to take a summer school driver’s training class and meeting a cute skinny guy who I’d later fall in love with and marry.

Leaving a career for family and as a result developing a new writing career where I was able to stay at home with my children.

Making a last minute decision to visit old friends at a lake that we’d never heard of turned from mundane to monumental when we discovered a Charlie Brown Christmas tree of a cabin for sale on that lake and decided to give a lowball offer, which happened to be accepted. In the years since we’ve rallied up too many wonderful family memories to count.

Ironing is a seldom done chore

I just did something I don’t believe I’ve ever done before in my entire life – I ironed pillowcases.

Ironing is not my favorite domestic chore, so I only do it when absolutely necessary. My wardrobe has morphed into less and less items that need an iron. I prefer my steamer, but today I was possessed by housemaid pasts (if I did have a past life, it would be more Lady Mary than a housemaid) and I pressed a pile of pillowcases.

Of all the textiles to iron, certainly pillowcases rank in the top two, with hankies being number one.

girl. I wonder if my dad still carries one in his pocket. Anyway, my ironing board gets little action so today was a banner day.

We have extra guest bedrooms and are pondering doing the Air Bnb thing. Our location is primo. We are five minutes from I-90, the new

hospital, the big sports complex, the state park, stores and eateries, plus we have a lovely peaceful setting.

Feels like the country, but it is handy to everything.

When we travel, my Prince and I often stay at B&Bs and have contemplated being an owner ourselves. A few years ago we went to B&B school to learn the trade and have shopped some properties but nothing captured our hearts. Our current home is not exactly set up as B&B style but can accommodate quite well actually.

Friends and family have stayed over but having strangers in one’s home is a different bird. What would

it be like to have someone you never met sleep under your roof? We tried it for a weekend, and we loved it.

A friend here was hosting a big retreat and had people coming in from out of town needing a place to stay. I told him I would offer up my two guest rooms because I knew anyone coming to his retreat would be lovely. I was right.

They gave our non-B&B two thumbs up and 5-star reviews. My hubby and I discovered that making the house pretty and allowing guests to rave about our property was right up our alley. We made fab breakfasts and made two new friends.

The experiment was a success. So

now with new carpet and new paint, I got new bedding and am going to the nines with my redecorating. And thus the impetus to iron pillowcases came over me.

My home magazines show beautiful bedding with nary a wrinkle. Patterned prints are more forgiving, but my new solids came out of the wash a bit crumpled.

Perfectionism kicked in, and the ironing board came out.

I am already researching the best non-wrinkle pillowcases and sheets, so the hospitality bug has bitten.

District 4 summer camps begin The 2018-19 Addison School District 4 year ended on Thursday, June 6 and on Monday, June 10, students and teachers were already back at work, participating in summer camps and planning for the 2019-20 school year.

Orchestra, jazz band, and drumline students began the first of their three-

Addison Trail baseball team places two on all-conference list Blazers in midst of summer program

Addison Trail baseball players Michael Scali and Vince Daudelin were rewarded for their excellence on the diamond this spring.

Coach Mike Kennedy recently announced Scali and Daudelin were named to the all-West Suburban Conference Gold Division team.

“Michael Scali was awesome,” said Kennedy. “He finished the year batting .440. He’s a three-year starter and is signed to go to the University of Tampa next year to play. Vince was our best pitcher and he also hit .324, and had a really nice season as well. They were a couple of cornerstones for us.”

Looking back on this past spring season, Kennedy labeled it as one that had its ups and downs. “We fought through a lot of adversity,” he said. “We had a few injuries that were tough to overcome. Nick Daudelin had our most innings coming back and he was not able to throw because of an injury. That’s tough to overcome. But Vince went in there and did a nice job and stepped up in his place. It’s nice to have an extra arm like that. At the same time, we had to deal with some injuries at bad times for us.”

Kennedy said next year looks promising with the return of threeyear starter AJ Carlson, along with pitcher Alex Conrad, as well as Jimmy Zatos and catcher Jonathan Lollino.

“AJ Carlson will be a three-year starter for us next year and Alex Conrad threw a lot of innings for us. He was our second most efficient pitcher,” the coach said. “We have some young kids coming up and some guys who will help us at pitcher and in the outfield. Our juniors this year were able to get experience. I’m very excited about that. There are some exciting things on the horizon for us now.”

Through late last week Addison Trail was in the midst of its camp ahead of a round-robin event in June with Lake Park, Conant and Schaumburg.

“We’ll have camp for nine days and then play for three days and get after it,” said Kennedy.

Kennedy noted this year’s summer schedule is another deviation from the long-standing full slate of weekday summer games.

“It’s funny. I get calls from other coaches asking how we do our summer,” he said. “A lot of schools are going to this. A lot of teams in these round-robins are saying they aren’t playing until they get to these games. I think it’s the future of highschool summer ball. Kids are being asked to sometimes play six to eight games with their travel team on the weekends and then come back and play during the week for school. All of a sudden they get burnt out. This is much better. Our camp has been great and the turnout has been great.

We have 50 guys for the three levels.

That’s awesome.”

The state summer tournament starts July 8.

The Willowbrook boys track team wrapped up its season in a pair of postseason meets.

The Warriors competed in the Class 3A York sectional in Elmhurst where they finished ninth as a team with 13 points.

Sergio Ayala finished 16th in the discus throw with a mark of 123-7.

ATU NATIONAL CHAMPIONSHIP MEDAL WINNERS

Master J.H. Park, owner of Park’s Champion Taekwondo, Elmhurst, is very proud and honored to announce the results from the recent ATU National Championship Tournament held in Schaumburg at the Renaissance Schaumburg Convention Center, IL on May 25-26. Park’s Champion Taekwondo Students took home medals and trophies for 1st, 2nd and 3rd place in Sparring, Form and Breaking. The Tournament boasted over 700 participants from all over the United States.

It was an unforgettable experience for many students since it is their first national tournament in such an intense major setting.

Master Park said “our students have competed in many local tournaments in the past but this is the first major national tournament for them. I am very proud of all my students and it is an honor for the school.

These students stayed focused and worked very hard for this tournament, and their hard work paid off. They all did an incredible job at the competition as exemplified by the medals and honors they brought home. It was an experience of a life time.”

The students from Park’s Champion Taekwondo that participated in the tournament ranged from Intermediate Belt Level to Black Belt of different ages. The youngest black belt is 8 year old Parker Woitel.

Most students have studied Taekwondo for at least 2 plus years. They are: 1) Jenna Corona (Northlake Middle School) 5) Amirah Favela (Timothy Christian 2) James Brewton (Field Elementary School) School) 3) Sydney Woitel (Immaculate Conception Catholic Grade School) 6) Robert Rodriguez (York High School) 4) Parker Woitel (Immaculate Conception Catholic Grade School) 7) Kenedi Gomez (York High School Between these students, they brought home 2 Golds for Form, 3 Golds for Breaking, and for Sparring 3 Golds, 2 Silvers and 1 Bronze.

HB Jones which boasts Elmhurst largest outdoor dining area with seating for over 100 has recently added a covered outdoor bar.

In addition, to the deck area’s fireplace, TVs, floral beauty and sand pit seating area, Jones now has an indoor/outdoor bar. When finally pinned down for a comment the elusive Mr. Jones commented, “The bar similar to one I came upon in Bali is fabulous and is equally enjoyable from both the outside of the Greenhouse and the inside.

Customers love it and it’s been busy since the day we opened it.”

Jones went on to say, “The Patio is a great place to come out and watch a game, listen to live music, gather with friends and have something great to eat or drink.”

HB Jones has half price on all 80 of its craft, domestic, imported and Draft beers every Thursday. Also, on Thursdays, Jones features live music from a rotation of local superstars. Thursdays at HB Jones have become an Elmhurst event not to be missed.

Customers and passersby have commented on the lavish floral landscaping at Jones!

Mr. Jones has brought things back from each of his trips and much of this is on display on the patio. He has also sent over landscapers to add flowers and plants so the patio has become an outdoor Oasis.
