Late last week, the Independent learned that two Addison men had been charged with possession of about one kilogram of heroin as a result of a U.S. Drug Enforcement Administration (DEA) investigation.

Luis Ortiz, 24 and Christian Cardenas, 23, were arrested on Tuesday, April 30, according to a news release issued by the office of Robert Berlin, Du Page County State’s Attorney.

According to the release, the DEA executed a search warrant at a used car dealership owned

by Cardenas in Addison and discovered about a kilogram of heroin inside one of the vehicles on the lot. Ortiz, who is an employee of the dealership, and Cardenas were arrested, prosecutors said, following a brief foot chase.

“In 2018, more than half of the 98 opioid deaths in DuPage County were heroin related,” Du Page County State’s Attorney Robert Berlin said. “One kilogram of heroin is an extraordinary amount with a street value of between $200,000-$300,000.”

Judge John Kinsella had set bond at $300,000, of which 10 percent applies, for both men. A “proof of funds” hearing was also granted, which means the defendants have the burden of proof that any funds used toward their bail were not obtained illegally.

“Most concerning is the number of deaths that amount of heroin could cause,” Berlin said.

“Thanks to the efforts of the DEA and the Addison Police Department however, that kilo of heroin will never make it to the streets.”

‘Nature Nerds’ take part in Earth Day While the weather kept the lessons and activities inside rather than at the neighboring nature center, students at Lake Park School celebrated Earth Day last month, beginning with the story of the first Earth Day established on April 22, 1970.

After learning about the importance of being aware of and taking care of the environment, the students returned to their classrooms, where members of the school’s Nature Nerds Club led the students in craft activities for their grade level. Kindergarteners made fish, 1st graders made small animal binoculars, 2nd graders created butterflies, 3rd graders made snakes, 4th graders created ants, and 5th graders worked on litter critters.

Conference focuses on economic outlook for DuPage County Addressing an audience of nearly 700 of the region’s top business and civic leaders, Howard Tullman, executive director of the Ed Kaplan Family Institute for Innovation and Tech Entrepreneurship at the Illinois Institute of Technology, returned as the keynote speaker for the 10th annual DuPage County Regional Business Outlook event on May 1 at the Drury Lane Conference Center in Oak Brook. Tullman shared his perspective on the implications and risks traditional businesses face as consumers shift focus to “utility and usership,” rather than on “possession and ownership.”

“If you’re standing still, you’re not standing still – you’re actually going backwards,” said Tullman. “You need

to look at your business and think not of how it’s been done in the past, but how it can be done better tomorrow to make the greatest change. Each change accelerates the next change.

So, if you’re moving quickly, that’s one measurement; but, the real, significant measurement is how fast you are getting faster.”

Tullman concluded his remarks by reviewing the new ways that constant mobility and ubiquitous connectivity — “the internet of everything” — will change our day-to-day lives and how we interact with each other. More importantly, how our interaction with the machines and robots will increasingly be a larger part of our lives.

Sharing highlights from the first quarter of 2019, Cronin noted DuPage County’s continued pattern of economic sustainability and consistent growth.

“At just 3.2 percent, DuPage County’s unemployment rate is the lowest in the region and second lowest in the state,” said Cronin. “We create a business-friendly culture in the county resulting in persistent, steady industry growth and low office and industrial vacancies. We are driving development and heightening the county’s status at the forefront of Illinois’ suburban economies.”

Following Cronin’s county update,

Lombard couple accused of using charitable funds for personal use DuPage County State’s Attorney Robert B. Berlin and Wheaton Chief of Police William Murphy announced today that bond has been set for a Lombard couple charged with stealing funds from a not-for-profit agency intended to aid United States veterans. Todd Olshefski, 50, and his wife Priscilla, 60, appeared at a bond hearing on the morning of Friday, May 3 where Judge George Bakalis set bond at $10,000 with 10% to apply for both defendants.

Each defendant has been charged with one count of Unlawful Use of Charitable Funds, a Class 2 Felony.

At approximately 2 p.m., Thursday,

May 2, the Olshefskis were taken into custody and charged after failing to appear in court on an unrelated matter.

The charges against the Olshefskis stem from a ten-month investigation, conducted by the Wheaton Police Department and the Illinois Attorney General’s Office, into reports of the couple’s aggressive solicitation tactics and alleged use of intimidation.

There were also concerns surrounding the legitimacy of the agency created by the Olshefskis, known as the Veterans Christian Network (VCN), as a not-for-profit organization. It is alleged that the funds solicited by the

defendants and donated to the VCN were being used by the Olshefskis to pay personal expenses including rent, car payments, insurance and a veterinary bill for their dog, among other things.

“What Todd and Priscilla Olshefski are accused of doing is absolutely deplorable,” Berlin said. “The residents of DuPage County have shown time and time again their generous spirit and it is certainly a shame when people take advantage of that spirit for their own personal gain, as alleged in this case.”

“The public should be reminded to be prudent when making charitable

donations and should educate themselves about the organizations they support before donating,” Murphy said. “I would also urge the public to contact their local police department should solicitors become aggressive, obstruct traffic or appear illegitimate.”

Anti-smoking advocates with the American Cancer Society want Illinois lawmakers to hike the tax on a pack of cigarettes by $1.

It is a proposal backed by Democratic senators who pushed to raise the age to purchase tobacco products to 21, and comes as legislators are seeking sources of revenue in the final weeks of the legislative session.

Gov. J.B. Pritzker initially introduced a 32-cent tax increase in his February budget proposal, which would change the current rate from $1.98 to $2.30 per pack.

The Governor’s Office of Management and Budget estimated that increase would generate an additional $55 million to be used toward Illinois’ Medicaid program and schools.

But Shana Crews, government relations director for the American Cancer Society’s Cancer Action Network, said bumping up the Democratic governor’s idea by 68 cents would be a “win-win solution” for the state.

“Not only would a $1 per pack cigarette tax increase prevent 28,700 Illinois youth from becoming adults who smoke and help 48,700 adults

who smoke quit, but it’s also expected to generate more than $159 million in new annual revenue,” Crews said. “That’s money that could be put toward public health programs and help Illinois pay down its high deficit.”

Language for the tax bump has not yet been filed, but is expected to appear in the Senate this week.

Sen. Terry Link, a Democrat from Vernon Hills, sponsored legislation in 2007 to ban public smoking and was a proponent of the “Tobacco 21” initiative. He said Illinois is “a long way” from ending its campaign to end smoking.

“We know that we’re saving lives by stopping people from smoking and stopping e-cigarette [use] in the state of Illinois,” Link said. “If this $1 a pack doesn’t start sending [smokers] another message, I don’t know what’s going to, but we’ve got to make sure that people do not start smoking.”

Crews said lawmakers should consider implementing a tax on all other tobacco products to avoid pushing people toward those goods when the price of cigarettes increases. The Cancer Society recommended hiking the tax on cigars, snuff and chewing tobacco by 64 percent of the wholesale price.

Spring in the backyard

I spotted the first one out of the corner of my eye, just outside the kitchen window. A bunny! And then there were two of them. Hopping in the yard and eating grass.

They were brown with white tails.

Nothing fancy, just common gardenvariety bunnies, but I marveled at they way they blended in with the still-brown grass and patches of white snow not yet melted from winter. They served as a true demonstration of nature’s perfect camouflage right there in my own backyard.

It turns out there’s more than camouflage working in the color of their body (and tail) fur. Researchers believe that the white tail evolved as a way to confuse predators that give chase. These predators focus on the white tail. As Mr. Rabbit darts back and forth the white tail flashes in and out of sight, confusing said predator and giving our friend, the bunny, an advantage. Sounds good to me. I’ve always had a soft spot for bunnies.

The rabbits in my yard weren’t worried about predators. They seemed focused on eating.

That, and doing the thing that rabbits do best: making more rabbits.

One rabbit – the bigger of the two and probably the female – took a hop toward her counterpart. He leapt backwards high in the air – or at least high for a twitterpated bunny.

It happened again. And again. In the midst of this curious backward hopping dance, they took a break and stood nose to nose.

It looked like they were kissing, but I realize they were more likely sniffing each other out. They stayed locked in this stance for a few seconds before the smaller bunny took another leap backwards, apparently demonstrating his extreme hopping aptitude and vertical prowess to his soon-to-be bride and mother of his children (not necessarily in that order).

He took about ten10 hops away before turning to the female. She hopped in the opposite direction. An attempt at coyness to be sure.

He looked at her, twitched his nose and used his front paws to wash his face. I feared we might be at an impasse. Perhaps no baby bunnies would be made today.

Or maybe they would. The bunnies in the yard continued their unique mating, hopping, dancing ritual. At first, their interaction piqued my curiosity. I’d never seen rabbits interact in such a manner. I was glued to the kitchen window.

But after a few minutes, I began to feel like a voyeur – infringing on what they surely thought was a private, not to mention intimate, backyard moment.

At what point does watching bunnies get weird and perhaps a little creepy?

I decided I didn’t want to go there, so I left the window and let bunnies be bunnies. If they are like most rabbits, they’re probably growing a half a dozen or so baby bunnies that will be born soon enough. Rabbit gestation is between 30 and 33 days, with another three weeks spent in the nest before they are ready to romp in the yard on their own.

Which means in a couple of months my yard could be littered with bunnies – literally. Now that would be something worth watching. Hashtag cuteness overload.

ITJH hosts 4th and 5th grade music festival District 4 elementary students visited Indian Trail Junior High School on Thursday, April 25 for the annual 4th and 5th grade music festival.

Orchestra Director Diane Morrill began the presentation talking to the students about string instruments— violin, viola, cello, and bass—and having the 8th grade orchestra play two songs. Choir director Keith Tankersley introduced the choir, who sang multi-part songs, demonstrating their vocal harmonies. Band director Lawrence Underwood concluded the program by talking about the various families of band instruments— woodwinds, brass, and percussion—

and having the band illustrate the sounds produced by the different instruments.

The festival serves as an educational opportunity to introduce students to the performing arts programs that will be available to them when they become junior high school students.

The festival is delivered as two programs with approximately 450 students from Fullerton, Lake Park and Stone Schools attending the first presentation and 430 students from Ardmore, Army Trail, Lincoln, and Wesley Schools attending the second presentation.

Because the library is a space for community members to connect on issues that are most important to them, Mike Monahan, Head of Adult Services at the library, knew On the Table would be the perfect starting point for a larger discussion on teen mental health.

“On the Table is a really simple, powerful idea. You bring people together to make things happen,” said Mike Monahan, Head of Adult Services. “The Chicago Community Trust started the On the Table initiative a few years back, and I think it makes perfect sense for a library to do because it’s what we’re all about.

We try to help people make connections.”

While the official goal of the event is to write a letter to local government officials about how to tackle the issue of teen mental health in the community, Monahan says the end result of On the Table can take any direction the group sees fit.

“There isn’t necessarily a strict goal we have to follow,” said Monahan. “It really is dependent on who comes, the conversation that takes place, and the common goals we find.”

Art Guild welcomes portrait artist The Addison Art Guild will feature Lauren Peterson, presenting “Creating Dramatic Portraits,” at its meeting on Thursday, May 9 at 7 p.m. at the Addison Village Hall.

Peterson graduated from the American Academy of Art in Chicago. After leaving the Academy, she worked in both the commercial and the fine arts field doing illustrations, portraits and other commissioned work. She conducts workshops and teaches drawing and painting classes in the Chicago area, maintains an ac-

tive studio practice and participates in local and national exhibits, most recently, at Evanston Arts Center, Art Center of Highland park, Palette and Chisel Academy of Fine Arts and the Elmhurst Art Museum.

Teen mental health has been a growing health concern across the country, and now the Addison Public Library and the DuPage County Health Department are inviting the community to come together to work towards a solution for our own village. On Tuesday, May 14 from 6:008:00 p.m. at the library, community stakeholders and local residents will come together at On the Table, and event where guests share a meal, find common ground, and discuss an important community issue. Teen mental health is the topic up for discussion at this inaugural event.

“We hear concern [about teen mental health] from parents, from community partners, and from the teens we see daily. We know mental health issues have a significant impact on their lives, but they don’t always know how to reach out,” said Elizabeth Lynch, Head of Teen Services. “We hope that by bringing the community together, we can close that gap and get young people the help they need.”

The DuPage County Health Department also identifies teen mental health as an important community issue.

Lawmakers consider eliminating cash bail Critics say it’s unfair to the poor; prosecutors warn of fallout

Two years after passing a significant bail bond reform law, some Illinois lawmakers are now considering doing away with cash bail altogether.

Supporters of that idea say it would bring greater fairness to the system, especially for low-income people charged with relatively minor offenses.

But prosecutors and law enforcement officials warn that such a move could have far-reaching consequences, including putting victims of domestic violence at risk and taking away the ability of local courts to fund services for crime victims.

Those were some of the issues raised April 30 in a House committee that is reviewing the impacts of the 2017 law and debating whether to continue down the path of bail reform, or whether to roll back some of the new limits on imposing cash bail.

Cook County State’s Attorney Kim Foxx, who supports eliminating cash bail, said that before the 2017 reforms, the system of requiring people to post cash bonds was not keeping violent felons off the street.

“One of the costs of doing business in some of these violent enterprises is going to jail,” she said.

sible to them. So when we were looking at our population, we weren’t finding that the majority of people in our jail were there for violent offenses. We found the majority of those who were in our jails were there for nonviolent offenses.”

Under the 2017 Bail Reform Act, people charged with nonviolent misdemeanors or low-level felonies are presumed to be eligible for release without posting bail. Instead, judges can order them to wear electronic monitors, enforce curfews or impose a number of other restrictions that apply until their cases are resolved.

Sharlyn Grace, co-executive director of the Chicago Community Bond Fund, an organization that posts bond for people who are unable to pay it themselves, told the committee the system of cash bail has never worked the way it was intended.

“Requiring people to put up a sum of money to secure their release pretrial is based on habit and longstanding practice,” she said. “But every study that has looked at it has found that it doesn’t increase court appearance rates, and we know that continuing to use it has tremendous negative impacts—both the impacts of creating lost jobs, lost housing, for some people the risk of losing custody of their children because they’re unable to care for them. And also it increases recidivism, and it increases the racial disparities that are already prevalent in our criminal justice system.”

A number of law enforcement of-

ficials, however, said the 2017 law has had detrimental effects on their communities, and they warned of additional consequences if the state does away with cash bail altogether.

“You’ve essentially upended an entire system and not put in enough buttresses in place in order to protect from a lot of the fallout that happened,” said McHenry County State’s Attorney Patrick Kenneally.

He said there has been an 18 percent increase in the number of people who fail to appear in court after being released without posting bail in McHenry County.

Meanwhile, McDonough County Sheriff Nick Petitgout said doing away with cash bail would effectively defund a number of county services, including programs designed to help crime victims. That’s because when a person is convicted of a crime, any money paid for bail stays with the county and is applied toward fines, court costs and restitution.

“In our county, we take in roughly about a half million dollars in bond a year, and that money fuels our criminal justice system,” he said. “Things like victims services, court appointed special advocates, teen court, diversion programs, the treasurer’s office, the circuit clerk’s office, the sheriff’s office. There are many, many different parts of this system that rely on that money.”

Denton Aud, state’s attorney in White County in southeast Illinois, said the 2017 law was intended to address issues unique to Chicago and

Cook County.

“If there’s one thing I could impress upon you, it’s that not every county is like Cook County,” he said.

Rep. Justin Slaughter, a Chicago Democrat who chairs the House committee that deals with criminal law, is the lead sponsor of House Bill 3347, which would do away with cash bail in Illinois.

Meanwhile, Rep. Steven Reick, a Woodstock Republican, is the lead sponsor of House Bill 221, which

would allow any county other than Cook to opt out of the 2017 Bail Reform Act. And Rep. Patrick Windhorst, a Metropolis Republican, is sponsoring House Bill 912, which would scale back the 2017 law by exempting people who are charged with felonies that were committed while they were released on bond, in a pretrial release program, in pretrial detention, or serving a sentence of incarceration for a separate offense.

college or a private university in Illinois,” she said. “It is nowhere. If our students don’t have these services, they go nowhere, and just to put it in crass terms, they will not become the affluent taxpayers that will support the state.”

Barbara Wilson, executive vice president of the University of Illinois system, said further cuts in higher education funding would have a big impact on the state’s largest university.

“Across the U of I system we are educating 52 percent of the students who go to public institutions in this state,” Wilson said. “So I always say, if you hurt U of I, you’re hurting a big chunk of the students and families in the state.”

In his budget proposal, Democratic Gov. J.B. Pritzker called for a 5 percent, or $52.2 million, increase in state funding for public colleges and universities.

He also proposed increases in various kinds of state-funded student financial aid.

But Pritzker’s budget plan hinges on lawmakers approving a number of new taxes and revenue streams, including licensing fees for the sale and production of legalized marijuana, and new revenues from legalized sports betting, both of which could have a direct impact on college and university campuses.

“What I do know is that the University of Illinois and their think tank is providing a study of various revenue options,” Governors State University’s Maimon said in a separate interview after the news conference. “It should be out in the next week or so. We are looking forward to that.”

Rep. LaShawn Ford, a Chicago Democrat and chairman of the House higher education budget committee, said during a Statehouse news conference.

“Last year’s funding level is not adequate enough, and as we go through the budget, we learn that the revenue to meet (the fiscal year 2019) level is not there.”

Ford said state funding for higher education peaked in 2002 around $2.4 billion. For the current budget year, the state is expected to spend only about $1.8 billion, roughly 25 percent less than it spent 17 years ago.

Ford was joined in the news conference by officials from each of the state’s public universities, as well as other members of the higher education budget committee.

President Elaine Maimon of Governors State University, which serves a large population of first-generation students, students of color, and military veterans, said colleges and universities were hit especially hard during the twoyear budget impasse of 2015 to 2017 because the state was not under any legal or court-mandated obligation to fund higher education.

As a result, she said, during the 2015-2016 budget year, colleges and universities received no appropriations until April 2016, and even then received only about 30 percent of their normal funding. She said that resulted in significant cuts in university programs and services.

The Addison Trail boys volleyball team split four recent matches against Maine West, Joliet Catholic, St. Charles North and Downers Grove South.

The Blazers dropped a 25-22, 2512 contest to Maine West and scored wins against Joliet Catholic (25-20, 25-21) and St. Charles North (25-18, 25-15).

Addison Trail also lost 25-17, 2510 to Downers Grove South in West Suburban Conference Gold Division play in a contest where the Blazers played without setter Nico Nas-

ti. Freshman setter Vince Calzante stepped in.

Through late last week, Addison Trail was 9-16 and 3-2 in WSC Gold play.

Joe Mosny was leading the team in kills with 168 through late last week and was tops in blocks with 46. Nasti was the team leader in aces (14) and setting assists (428), while Michael Tulke was leading in digs with 99.

He’s now out for the season with a hand injury, coach Chad Grant noted.

“Our young players are passing very well overall,” said Grant. “We struggle with the hard jump serve right now, but we will keep getting better.”

Grant likes the progress he’s seeing offensively. “Our offense has improved the most,” he said. “It took a while, but I think we found the best positions for everyone to be in for

this team to be successful moving forward.”

Grant said Enzo Ciaccia has done a fine job stepping in at the libero spot the last few matches. “He communicates well and does a nice job on defense.”

The Willowbrook girls badminton team executed its version of the daily-double recently.

The Warriors not only won the West Suburban Conference Gold Division title, but also qualified two individuals for this weekend’s IHSA girls badminton state finals meet in Charleston.

Willowbrook recently competed at the Neuqua Valley sectional where it took second as a team with 11 points. Host Neuqua Valley won the title with 17.5 points.

However, Willowbrook seniors Hanna Konrath and Charlotte Dewyer both qualified for the state singles tournament to be held this weekend in Charleston on the campus of Eastern Illinois University.

Konrath finished second in singles at Neuqua Valley. She was a 21-7, 21-4 winner in her first match against a player from Chicago Payton. Konrath then scored a 21-7, 21-18 win against Neuqua Valley’s Nayoon Lee, who finished third in the tournament. Konrath then dropped a 21-8, 21-13 decision to Neuqua Valley sophomore Gowri Salem in the championship match.

Dewyer was a 21-3, 21-3 winner over a Chicago Whitney Young player in her opener and then scored a 21-16, 21-7 win against Glenbard South. Dewyer lost to Salem in her third match by scores of 21-12, 21-10. She was a 24-22, 19-21, 21-15 winner over Downers Grove North in her fourth match and lost to Lee in the third-place contest by scores of 21-19, 21-10.

Earlier, Willowbrook won the conference title thanks to having eight champions in either singles or doubles.

Konrath won the No. 1 singles title, while Dewyer won the No. 2 singles crown. Faith Fabian won the No. 7 singles title and Lizzie Romero won the No. 9 singles title.

Sydney Wilson and Grace Wachholz won the No. 2 doubles crown, while Konrath and Dewyer won the No. 3 doubles title. Fabian and Sania Irfan won the No. 4 doubles title, while Chloe Herr and Romero won the No. 5 doubles title.

“The conference meet was impressive with how hard each player fought in the entire field house all evening,” said Willowbrook coach Eastman Tiu. “They never gave up and played through exhaustion and supported each other when they were not actively playing. The support made all the difference in the final and deciding match.”

Fenton also lost 18-0 to Chicago Whitney Young, beat St. Edward 15-2 and took a MSC Red double-dip from Timothy Christian to the tune of 18-2 and 22-4 triumphs.

In the first game of the Proviso twinbill, senior shortstop Isa Lozada went 4-for-4 and became Fenton’s all-time hits leader with 156. “She will finish at or near the top of just about every offensive category for

career stats,” noted Fenton coach Dave Mello.

Through late last week, Lozada was leading the team in batting average at .627, on-base percentage (.695), slugging percentage at 1.133, hits (47), triples (6), home runs (6), RBI (39), runs (45) and steals (24).

Other category leaders through late last week included Gianna Mendoza leading the team in doubles with nine and Cynthia Ibarra leading in all key pitching categories. She has a teamhigh seven wins, 47 strikeouts and also is leading the way in ERA. Mello pointed to Fenton taking full advantage of a weight-lifting program as one of several reasons for its success this spring. “The team is understanding what it takes to be successful,” he said. “We have a lifting program in place and the girls are consistently showing up at 6 a.m. on Tuesday and Thursday to lift, in addition to other days when we lift at night. Recently, we lifted at 7:30 a.m., before our doubleheader, and after we had played two games the previous night. All 17 girls were there and ready to work.”

Juggling, yes juggling, has been another ingredient for success. “The biggest improvement has occurred with our pregame juggling and our overall focus,” said Mello. “We instituted juggling this season after a few seasons without it in an effort to improve hand-eye coordination and focus. Every girl has made tremendous strides.”

And those strides have been seen on the field in all phases of the game.

“The offense has really been strong as of late, with the exception of the Whitney Young game,” said Mello.

“Our approach at the plate has been good and our base running has been really good. Again, with the exception of the Whitney Young game, our defense and pitching have been really good. We just had a bad night against a really good team.”

Claira Panos, Mendoza and Madison Spencer were also cited for recent strong play. “Claira really has taken over the three-spot in the lineup and has been on fire at the plate,” said Mello. “She also has given us great

The Willowbrook baseball team took the first two games of a critical West Suburban Conference Gold Division three-game series from Downers Grove South.

Willowbrook came into the series with no conference losses and Downers Grove South had one loss.

The two wins put Willowbrook at 193-1 overall.

In a 2-1 win against Downers South in Villa Park in eight innings, Both teams plated a run in the fifth.

The score remained deadlocked at

1-1 and necessitated extra innings. In the Willowbrook half of the eighth, Scott Tumilty doubled to left field on a 1-0 pitch. He went to third on Marshall McDonnell’s single to right. Courtesy runner Isaac Gaines advanced to second on defensive indifference.

Tumilty scored the game-winner on Danny Holloway’s sacrifice fly to center field.

Jack Hines went 2-for-3, while Trevor Jaloszynski had a hit. Tumilty had two hits and an RBI. Josh Roucka was the winner in relief. He pitched the eighth and fanned two. Joey Guthrie went the first seven innings and allowed seven hits, no earned runs and struck out one, while walking one. He threw 72

of 106 pitches for strikes and threw a first strike to 19 of the 30 batters he faced.

Willowbrook then recorded a 4-1 win at Downers Grove South. The Warriors scored single runs in the first, third, fifth and seventh innings and had 10 hits.

Ryan Mintz was 3-for-4 with an RBI. Anthony Yannotti was 2-for2 with a run scored and two RBI. Tumilty was 2-for-4 with an RBI. Willowbrook also walked six times in the game. Jeremy Conforti and Mintz each hit doubles. Tumilty stole three bases and Willowbrook had five steals as a team.

Mintz was the winning pitcher.

He threw a two-hit complete game, while striking out six.

Lobbyist said intent is to help small businesses

Under legislation expected to receive a vote, contractors on state capital projects would be forced to pay their suppliers and subcontractors on a tighter schedule.

“This is to help our small businesses grow,” state Sen. Ram Villivalam (D-Chicago) said during a news conference April 30 at the capitol.

Villivalam’s legislation, Senate Bill 104, shortens from 15 calendar days to seven business days the payment deadline for a construction project’s prime contractor to pay the smaller subcontractors and material suppliers of a project.

“There’s no excuse to not ensure that small businesses have prompt payment,” Villivalam said.

Dan Johnson, a lobbyist representing the Hispanic American Construction Industry Association and the Federation of Women Contractors, said a week’s worth of cash flow means a lot to subcontractors, which are often small, growing businesses owned by minorities or women.

“We need our subcontractors to be strong,” Johnson said. “An extra

week of cash flow makes a big difference.”

As originally introduced, the bill would have made state agencies pay subcontractors directly, as is becoming increasingly common in private-sector construction projects.

But, after pushback from the Illinois comptroller’s office, the Department of Transportation and prime contractors, the bill was amended to the “more reasonable” form it takes now, Johnson said.

IDOT is now neutral on the bill, but prime contractors, and road builders in particular, remain opposed.

The bill would make no changes to the state’s deadlines for paying prime contractors.

Johnson said that’s because the bill would primarily affect contractors with IDOT and the state’s Capital Development Board, which have consistently paid contractors on time with revenue streams from the state’s motor fuel tax.

“That big general bills backlog,” Johnson said, “it mostly affects other sectors like health care, human services, local governments and higher education.

“This bill is really just for the traditional subcontractors, people working on roads and on state buildings.”

Former U.S. transportation secretary backs state gas tax hike

A high-profile Republican recently gave his support to an increase to the state’s gas tax during a meeting of a special Senate capital committee.

Ray LaHood, a Peoria Republican who served from 1995 to 2009 in Illinois’ 18th congressional district before serving as secretary of transportation under President Barack Obama, said an infrastructure bill is also a “jobs bill and an economic development bill.”

In his testimony at the Michael A. Bilandic Building in Chicago, LaHood sounded similar alarms to those who spoke at five previous meetings of the committee.

“My focus is on the fact that Illinois is one big pothole right now,” LaHood said. “We’ve had these brutal winters, and people are complaining about potholes. And I believe that if the General Assembly raised the gas tax and fixed up the roads and bridges, people would be very happy.”

The infrastructure shortfall is also a safety risk, many testified. Dave Bender, president and CEO of the American Council of Engineering Companies-Illinois, said 45 percent of the state’s bridges are at least 50 years old, and most have a life expectancy of just 50 to 60 years.

James Derwinski, executive director of Metra Rail, said half of the rail line’s bridges were installed more than 100 years ago, and the oldest Metra car in use today was built in 1953.

Bender said the state’s road and

bridge infrastructure is in such bad shape because nearly 90 percent of it is federally funded, while the state chipped in just 4 percent in 2016. The federal contribution is in danger of shrinking, he said, if Illinois continues to fail to meet federal matching guidelines by billions of dollars.

LaHood said nearly 30 states have taken local action to raise their gas taxes in recent years, including several Republican-controlled states. He said Illinois has one of the lowest rates in the nation for a gas tax at a time when fuel purchases are shrinking due to an increase in fuel efficiency and electric vehicles.

The fact that the state has a “lock box” amendment for motor fuel tax which permits its use only for safety of roads and bridges is beneficial for the transparency of the process, LaHood said. He also said any legislation increasing the gas tax should include provisions to raise the gas tax along with the rate of inflation.

State Sen. Martin Sandoval, a Chicago Democrat and Transportation Committee chair, said his Senate Bill 103 includes such a provision. That bill would raise the gas tax from 19 cents to 38 cents, along with raising automobile registration fees, including those for electric cars.

Another bill, House Bill 3823 carried by Rep. Andre Thapedi (D-Chicago) and backed by the Illinois Chamber of Commerce, would increase the gas tax even further while phasing out the sales tax on motor fuel among other wide-ranging changes.

Willowbrook boys gymnastics team wins WSC Gold title Warriors claim crown for fourth time in last five years

The West Suburban Conference Gold Division gold in boys gymnastics has been parked at Willowbrook in recent times.

This year is no exception.

The Warriors, who went a perfect 4-0 in conference duals, won the WSC Gold Division meet with a 129.20 score to capture the conference title for the fourth time in the last five years (2015, 2016, 2018 and 2019).

Addison Trail was a close second, posting a 127.50 score and Hinsdale South placed third at 125.95.

In earlier action, the Warriors closed out WSC Gold dual action with a 132.00-115.30 win against Leyden.

At the conference meet, Brendan Bailey won the all-around title. He took first on parallel bars, second on horse, fifth on rings and was seventh on floor and horizontal bar.

Danny Saldana was the conference runner-up in the all-around.

He was second on floor, third on horse, fourth on vault, seventh on rings and ninth on parallel bars.

Noah Pulli was fifth on floor and ninth on vault. Elkin Wells took sixth on horizontal bar and seventh on parallel bars.

Collin Donaldson won the pommel horse conference title, while Cooper Ross was fourth on horse and 10th on rings.

At the junior-varsity level, Erin Rosario won the horse, rings and horizontal bar titles, while Lisandro Ramirez was first on parallel bars and won the all-around title.

Geo Lopez was first on vault, while Jorge Ibarra was third in the allaround scoring.

Willowbrook coach Caleb Strejc noted his team has been particularly

strong this year on pommel horse.

“As usual, the team is doing well at using our team score on horse as an advantage,” he said. “We know if we did well on horse it could help us a lot at the conference meet and create some space between us and the other teams. If you look at the scores, the next closest team still was 6.85 points behind us on horse, which is honestly a crazy gap on an event. For reference, the differences between the top two teams on the other events was 0.6 on floor, 0.2 on rings, 1.5 on vault, 0.05 on p-bars and 2.25 on high bar.”

Strejc liked his team’s progress on floor exercise. “Looking at conference, I think our biggest improvement was on floor,” he said.

“Danny Saldana had his highest score of the year and then Noah and Brendan also were in the 8s, which gave us our highest team score on that event this year.”

Strejc was pleased with a number of gymnasts coming out of the conference meet. “Danny and Brendan have stepped up as we move closer toward conference,” he said. “They are great competitors and I appreciate their focus when it comes to meet time. Being guys who work all-around, it can become really hard on your body near the end of the season. So to keep working hard and pull it together to place first and second in all-around at conference was very impressive to me.”

Strejc also had high praise for Wells. “Elkin also stepped up for varsity to add some depth at conference because we had two seniors who weren’t able to compete,” he said.

Willowbrook then took sixth at the Lyons Township sectional and had no automatic state qualifiers.

At-large qualifiers for the state meet were not available as of press time.

“I would have to say what I like most about this season is winning conference,” said Strejc. “These seniors are a very special group to me and to see them accomplish this in their last conference meet really made me proud as a coach.”

As of late last week, Fenton had 10 regular-season games remaining, in-

cluding five MSC Red games. “We’re looking to continue to improve each game and have the girls peaking at the right time for regionals. Weather permitting, we really like the way the games are scheduled for the final two weeks. It will allow for a few good practices before regionals.”

Fenton had a full slate of games scheduled this week against Guerin Prep, Addison Trail and Elmwood Park, as well as Chicago Christian (today) and St. Edward (Friday at home).

By Tresa Erickson Every year as the second Sunday in May approaches, millions of people across the country turn their thoughts to Mom and find ways to let her know how much she means to them. Although it wasn’t always celebrated on the second Sunday in May, Mother’s Day has been around in some form since ancient times.

The ancient Greeks and Romans held a festival each spring honoring maternal goddesses like Rhea and Cybele. During these celebrations, participants would put on parades, play games and participate in masquerades.

Early Christians held their own festival in honor of the Virgin Mary. When the English took up the celebration, they expanded it to include all mothers and renamed it Mothering Sunday. On this day, individuals attended services for the Virgin Mary and then visited their own mothers, bringing them flowers, gifts and treats.

The popularity of Mothering Sunday had faded considerably by the start of the 19th century but remerged in the 1870s due to the efforts of activist and writer Julia Ward Howe. Howe thought there should be a day in honor of mothers in the United States. She introduced her idea in 1872, calling for the celebration to take place on June 2 and all mothers to take a stand against war. Howe had seen the devastation the loss of life in the Civil War had had on mothers everywhere.

Although many embraced her idea of a day for peace, the celebration of Mother’s Day as we know it today did not come about until the

early 20th century when Anna Jarvis introduced it.

As a child, Anna Jarvis had heard her mother pray for a day dedicated solely to mothers, living and deceased, and honoring their contributions. When her mother died in 1905, Jarvis recalled her mother’s wish and started campaigning for a national holiday for mothers everywhere. She wrote letters to many leaders in her community and across the country and spoke about the matter at many functions.

By 1911, Jarvis’ efforts had paid off, with nearly every state in the country celebrating the day. Just three years later on May 8, 1914, President Woodrow Wilson signed a bill into law, establishing the second Sunday of every May Mother’s Day. Today, Mother’s Day is celebrated in various nations around the world.

Spouses and children all over take time out to honor the mothers in their lives, and for that, Anna Jarvis and her mother would be thankful.

Exhibit themes and interactives “Worlds of Wonder” celebrates the early Chicago trolley parks as well as more modern suburban attractions.

Visitors will learn about the signature rides and iconic venues that evolved over the years through rare photos, video, memorabilia, amusement park artifacts, and hands-on interactives.

Museum patrons will enter the exhibit through an authentic turnstile and experience various themed sections exploring topics such as: the influence of the 1893 World’s Columbian Exposition and the first Ferris Wheel, early 1900s parks, a history of carou-

sels, and the evolution of various types of rides from roller coasters to chutes.

Four popular amusement parks will be highlighted including Kiddieland, Dispensa’s Kiddie Kingdom, Riverview, and Santa’s Village.

The exhibit will have inter-generational appeal for kids of all ages with many interactive displays including: • A full-size Skee-Ball game; • A station where patrons can design their own marble run to simulate the physics of roller coasters; • Fun house mirrors; • A virtual roller coaster experience where users have a view from the front car of various coasters from the past; and, • A photo booth with printable photos to take home.

Amusement Park Artifacts The Elmhurst History Museum reached out to amusement park owners and former employees as well as collectors to curate the exhibit, and an eclectic array of three-dimensional items will be on display: • A huge, colorful canvas mural painted by Snap Wyatt, a prolific painter of circus banners in the 1940s and ‘50s, that touts Riverview’s Freak Show attraction; • An original North Pole sign from Santa’s Village; • Tickets, advertisements, signs, and tokens from various parks; • Objects from the World’s Columbian Exposition from the Elmhurst History Museum’s collection.

The Elmhurst History Museum is located at 120 E. Park Ave. in downtown Elmhurst. Exhibition hours are Sunday and Tuesday through Friday from 1 to 5 p.m., and Saturday from 10 a.m. to 5 p.m. General admission is free, and limited free parking is available. with awe, anticipation, and a dash of fear as park visitors stepped up to the ticket booth for that essential roll of paper stubs that was a passport to fun and adventure.

Whether it was a pilgrimage to Riverview, the mother of all Chicago parks on the north side of the city, for a daring drop on the Pair-O-Chutes, or a trip to a more family-focused suburban park like Kiddieland or Santa’s Village—the thrills and chills experienced were a memorable part of growing up. A warm summer night spent at an amusement park was like an instant vacation.

But where did Chicago-area amusement parks begin, and who created all those zany rides, roller coasters, and side shows to entertain the masses?

The Elmhurst History Museum sheds light on the subject in a new exhibit, “Worlds of Wonder: Remembering Chicagoland’s Amusement Parks,” which is open from May 17 through August 18, 2019.

The exhibit takes visitors on a whirlwind ride that recalls many of the area’s favorite destinations for thrills and excitement—from the rotations of the first Ferris Wheel at the 1893 World’s Columbian Exhibition to the ups-anddowns of The Bobs at Riverview.

The World’s Columbian Exposition is often credited with putting Chicago on the map, and citizens have long been fascinated with the spectacle of this amazing fair that welcomed more than 27 million visitors. Museum Maker Monday FREE. Families can join in celebrating the 135th anniversary of the opening of the first roller coaster at Coney Island with a drop-in activity for kids and caregivers on a traditionally-closed day. Kids can explore the museum, and make a roller-coaster themed craft while supplies last (outdoors, weather permitting). Appropriate for elementary age children with an adult, no registration required.
