County Clerk announces ‘Vote Anywhere’ on Election Day for 2022 DuPage first county in Illinois to launch new voting option

DuPage County Clerk Jean Kaczmarek has announced “Vote Anywhere” Election Day voting for 2022.

DuPage will be the first county in Illinois to launch the option for voters to cast a ballot in any one of its 263 polling places, instead of limiting the choice to a voter’s precinct polling place or vote center.

“Now voters may cast their ballot conveniently at a polling place near their job or school, instead of rushing to or from their home precinct,” Kaczmarek said, “Best of all, DuPage voters will no longer be turned away on Election Day for being in the wrong polling place in the county.”

Registered voters already could vote outside their assigned precinct polling place in DuPage County for the 39 days of early voting. The County Clerk’s office is now extending this option for an additional day, using the same early voting system, process, and safeguards on Election Day. “Two developments late in 2021 combined to create “Vote Anywhere” Election Day. In October, the clerk’s office purchased the new Hart Verity complete print-on-demand voting system, so the office no longer needs to stockpile pre-printed ballots at polling places for just three or four precincts.

After check-in, each voter now receives their freshly printed ballot on site.

In November, the Illinois General Assembly passed legislation allowing each county to set up multiple vote centers where residents from all over the county can vote outside their home polling places on Election Day,” Kaczmarek said.

The number of precincts remains

unchanged from 2020 and the number of polling places in use is estimated to be essentially the same as 2020, pending location availability.

No voter will be deprived of their local polling place in order to fulfill “Vote Anywhere” Election Day voting. As always, strict security measures will be in place to ensure one person, one vote.

Voters may apply now online for a vote-by-mail application for the Primary Election or for permanent voteby-mail to receive a ballot in all future elections: https://www.dupagecounty.gov/Election/VoteByMail/ Thursday, May 19 is the first day of early voting at the DuPage Fairgrounds. Starting Monday, June 13, 22 early voting sites will open—four more than 2020 and double the number from 2018. Tuesday, June 28 is Primary Election Day with 263 polling locations.

“I’m gratified to bring our citizens so many ways to vote. I want the people of DuPage County to have so many voting options that they’re practically tripping over them. Voting has never been easier, more convenient, or more secure” County Clerk Kaczmarek adds. “Now that everything is in place, I’m urging registered voters to take advantage of it and exercise their precious right to vote.”

Voter turn-out in the 2018 Primary Election in DuPage County was 24.88 percent, and 19.19 percent for the 2014 Primary. DuPage County currently has 636,173 registered voters.

Each DuPage County voter will be receiving a mailer containing their polling place designation, updated district information and a permanent vote-by-mail application.

The Illinois Department of Public Health (IDPH) reported 40,026 new confirmed and probable cases of coronavirus disease (COVID-19) in Illinois as of May 13, including 45 deaths since May 6.

According to the CDC, 23 counties in Illinois are now rated at the Medium Community Level, including 14 counties in the northern part of the state, eight in the central part and one in Southern Illinois.

At the Medium Community Level, people at risk of severe health outcomes are advised to take additional precautions to protect themselves from the virus, including masking up in indoor spaces.

Currently, IDPH is reporting a total of 3,209,341 cases, including 33,705 deaths, in 102 counties in Illinois since the beginning of the pandemic.

As of May 12, 909 individuals in Illinois were reported to be in the hospital with COVID-19. Of those, 87 patients were in the ICU and 25 patients with COVID-19 were on ventilators. The preliminary seven-day statewide case rate is 314

COVID-19 cases per 100,000 Illinoisans.

The CDC reported that 23 Illinois counties are now listed at the Medium Community Level: Cook, DeKalb, DuPage, Grundy, Kane, Kendall, Lake, LaSalle, Lee, McHenry, Ogle, Whiteside, Will and Winnebago in northeastern Illinois; and Sangamon, Champaign, DeWitt, Ford, Logan, Mason, McLean and Peoria in the center of the state; and Johnson in Southern Illinois. At the Medium Community Level, persons who are elderly or immunocompromised (at risk of severe outcomes) are advised to wear a mask in indoor public places. In addition, they should make sure to get up to date on their COVID-19 vaccines or get their second booster, if eligible.

“While case counts are rising, we would urge the public not to be alarmed, but to be aware of this trend and to take action by making sure they are up-to-date with vaccinations and booster shots,” said IDPH Acting Director Amaal Tokars. “In addition, in areas that are rated at a

IDPH has been supporting pharmacies and healthcare providers in efforts to increase their inventories of the various FDA-authorized treatments. There are over 1,200 treatment locations in Illinois—including all the major retail pharmacies.

More than 96.7 percent of the state’s population is within a 10-mile radius of one of these locations.

Calzante honored with Addison Trail’s 88’s Best honor Vincent Calzante has been named as Addison Trail’s December recipient of 88’s Best recognition for his outstanding academic accomplishments. Calzante, a senior, was recognized during the Dec. 13 District 88 Board of Education meeting.

The transition from a small parochial school with a graduating class of just 14 students to a high school of almost 2,000 students was a big change, but Calzante found the drive to not just achieve academically, but to become a true Addison Trail Blazer.

The Supreme Court draft opinion overturning Roe v. Wade

By U.S. Rep. Raja Krishnamoorthi Though the right to choose has stood as a fundamental right for nearly half a century, a leaked Supreme Court draft opinion indicates that the court’s majority intends to strip American women of their currently constitutionalprotected reproductive rights.

In response to this outrageous attack on choice, I led a press conference with Planned Parenthood Illinois President Jennifer Welch, Chicago Mayor Lori Lightfoot and members of the Illinois congressional delegation. I spoke out in defiance of the Supreme Court’s dangerous, radical, and revisionist draft opinion and reaffirmed my commitment to doing all I can to defend the right to choose.

The right to make reproductive decisions should fall to individual women, not Congress, not the President, nor Supreme Court justices who will never have to live a day in their shoes.

Community project funding i secured for the Hoffman Estates Domestic Violence Project and WINGS Recently, I joined Hoffman Estates Mayor Bill McLeod, Chief of Police Kathryn Cawley, and Rebecca Darr president and CEO of WINGS—which is Illinois’ largest organization serving victims of domestic violence—in a ceremony recognizing Hoffman Estates’ $150,000 in Community Project Funding that I secured for its Domestic Violence Project.

This grant will go toward covering training for police officers to help them assist victims in need and the hiring of a domestic violence counselor. Since the onset of the pandemic, the Illinois Domestic Violence Hotline has experienced a 70 percent increase in calls from victims seeking safety planning, counseling, and emergency shelters.

Combatting domestic violence and supporting victims takes a multi-faceted, community-based approach, and I was proud to secure

this funding to help domestic violence survivors.

Later, I also joined WINGS in a separate event in recognition of the $250,000 I secured for the organization to fund the construction of its new communitybased counseling center. At the new counseling center in Rolling Meadows, mental health counselors will assist children and adults who have experienced domestic violence.

After the building’s completion this fall, the center will support more than 500 community members annually, building upon WINGS’ other services supporting victims of domestic violence, including providing safe housing and career training.

My Safe Kids worldwide booster seat giveaway event I joined Safe Kids Worldwide President Torine Creppy and Safe Kids Illinois representatives at a recent event at Firman Community Services in Rolling Meadows to promote booster seat safety and provide booster seats to families in need.

Motor vehicle crashes are a leading cause of death among children in the U.S. Booster seat use reduces the risk for serious injury by 45 percent for children ages 4-8 when compared with seat belt use alone.

Following my investigation into booster seat manufacturers as Chairman of the Oversight Subcommittee on Economic and Consumer Policy, I was proud to introduce the Booster Seat Safety Act to strengthen federal standards of booster seats. Safe Kids Worldwide is one of 20 organizations endorsing the Booster Seat Safety Act. My bill would require clear labeling on booster seats, including the recommendation that children be over 4 years old and weigh more than 40 pounds, and would require the National Highway Traffic Safety Administration to issue side impact testing standards.

As a parent, I am committed to the safety of every child in America.

17 months of new anniversaries

On Nov. 16, 2020, my life changed forever.

And since that day, each 16th of the month is an anniversary for me.

It marks another month since my husband left this physical world. As such, each number 16 on the calendar comes as a reminder of the day, of my loss. Of his absence.

It’s one month longer that he’s been gone. One month longer of me missing him.

This month marked 17 months.

It seems like such a long, long, very long time.

But, in months, it’s less than half of the time in years that we had together.

Still, the 17 months feels infinitely longer in so many ways.

Even longer than a lifetime. Even longer than 34 years.

Instead, I have me.

These last 17 months have been time spent alone, learning who I am. Learning about the new me I never imagined would exist, but here she is.

I’m not sure what to make of it.

In some ways, my life – before – seems so far away. Hazy, like it never happened.

I wonder, where do I go from here? I think lots of us grapple with the thought. Where are we going? How do we make the best of this life? What defines us, the me after the we?

Is it the 30-plus years with my best friend or the 17 months that have followed?

Of course, both.

I struggle with my purpose now. I knew it then. But when life as you knew it is annihilated, your purpose becomes part of the shrapnel.

How do I piece together the shrapnel?

I’ve posed this question to the heavens many times in the last 17 months. And my husband (I believe) has answered me. To be honest, I’m not sure if the answers come from him, from God or from me. I’m not sure it matters.

He has told me my purpose is to make the world a little better place and to have fun. I like that last part. Heck, I like both parts. They

seem pretty easy, and pretty fun.

I’d like to pursue fun.

And I’m trying. Still, it is hard. It is hard when your life gets yanked from under you.

It is hard to piece together the shrapnel; it’s not only hard, it’s nearly impossible. It often feels impossible.

But it can be done.

I miss you, Thom. I wish we’d had more time together. These last 17 months have made me so aware of time. I thought our time was infinite, or nearly so. I thought we had 50 years of marriage in the bag. I thought you’d have to put up with me for much longer.

But that wasn’t to be. And in the last 17 months I’ve had to reinvent myself. I’ve had to reinvent my vision of the future without us.

It still sucks. I still miss you.

It’s been 17 months. That’s 17 months too many. And it won’t stop anytime soon. I will miss you forever. But in tandem with that, I will continue to live. Because along with having fun, it’s what you want for me.

Well, that, and to make the world a little better place. That part’s going to be hard without you. But I’ll try. I’ll do my best.

Glowiak Hilton champions Illinois law to deter organized retail crime

To support retailers, update prosecuting resources and promote statewide economic growth, the governor signed a measure into law recently led by State Sen. Suzy Glowiak Hilton to curb organized retail crime and hold ringleaders accountable.

“Organized retail crimes across the state have disturbed residents, wreaked havoc on businesses and stunted growth within local economies,” said Glowiak Hilton (D-Western Springs). “By advancing the Organized Retail Crime Act, Illinois is enacting one of the most comprehensive crime-curbing efforts in the nation.”

In partnership with the Illinois Retail Merchants Association and Illinois Attorney General, Glowiak Hilton’s law codifies organized retail crime into statute as the theft of retail merchandise with the intent to sell.

Under the law, prosecutors have new opportunities to bring charges against ringleaders regardless of where the crimes takes place. For example, if the conspiracy, theft and selling occurred in different jurisdictions, each jurisdiction now has the ability to prosecute the entire crime. The attorney general can also prosecute via a statewide grand jury.

“The law targets individuals stealing for profit, not anyone engaging in petty shoplifting,” Glowiak Hilton said. “Deterring retail crime starts with supporting law enforcement, holding ringleaders responsible and making it tougher to resell stolen goods.”

To prevent stolen goods from being sold online, the law also creates the Integrity, Notification and Fairness in Online Retail Marketplaces for Consumers Act, or the INFORM Act, to require third-party sellers to verify users’ identity with bank account numbers or other personal identifying information. Sellers who do not comply may be suspended.

Filed under House Bill 1091, most provisions in the new law take immediate effect, but the INFORM Act is effective Jan. 1, 2023.

During its May 9 meeting, the District 88 Board of Education named Addison Trail senior Vincent Calzante and Willowbrook senior Alex Kuban as the recipients of the David Koch/Board of Education Scholarship for the 2021-22 school year.

Since spring 1984, the David Koch/Board of Education Scholarship has been given in honor of

former District 88 Superintendent Dr. David F. Koch Jr. Koch retired as superintendent in June 1983 and completed 35 years of service to the district. He also was the first principal of Addison Trail.

Scholarship recipients are chosen from the 18 students named as 88’s Best during the school year. The District 88 Board of Education and

administration created the 88’s Best award to highlight students’ success.

That award recognizes nine Addison Trail and nine Willowbrook students each school year for reaching their personal best in one of the following areas: academics, highly improved performance, extracurricular activities, service work or performing arts/ electives.

Audit finds DCFS failed to implement reforms Law requires checklists, services and monitoring for kids who return home

Ta’Naja Barnes was two years old when she was found wrapped in a urine-soaked blanket amid rodent droppings, garbage and rotting food.

The temperatures dipped to 45 degrees inside the Decatur home on Feb. 11, 2019, the day Ta’Naja was found.

Medical personnel couldn’t get a temperature reading from Ta’Naja. She was too cold.

An autopsy revealed the former Department of Children and Family Services ward died from neglect, malnutrition and hypothermia.

DCFS had been involved with Ta’Naja and her family for more than half of her life after allegations of abuse and neglect. Ta’Naja had already spent two stints in foster care before her case was closed and she was returned to live with her mother six months before her death.

Ta’Naja’s death led to a law named in her honor that requires DCFS to complete home safety checks before and after a child is returned to their parents and to provide aftercare to the child and their family for at least six months after their return home.

Nearly a year after the law’s passage, a state auditor found that DCFS has yet to implement it.

“I’m really not surprised,” said State Rep. Sue Scherer, D-Decatur, who sponsored Ta’Naja’s Law. “This is what we feared all along was happen-

ing, but this audit just confirms it.”

Despite the audit findings, DCFS officials said they have and are continuing to take aggressive measures to improve services and care to keep children safe. \ “We have trained thousands of workers, expanded resources to support the child welfare system and addressed the many hiring and staffing challenges facing child welfare organizations,” said DCFS spokesman William McCaffery.

He said DCFS had previously identified that its data tracking systems were outdated, limiting the agency’s ability to track new requirements.

“As a result, DCFS was already undertaking significant steps to address these issues, including a complete replacement of the department’s child welfare information systems,” he said.

“DCFS works diligently to provide resources and guidance to its staff and external partners to continue its work of protecting vulnerable children and strengthen families.”

The report found DCFS was unable to provide home safety checklists, which are mandated when a child leaves state care to be returned to their home, in 192 of 195 cases studied.

The checklist contains basic safety information, such as whether the house has smoke detectors and whether poisons and firearms are secured. It also requires caseworkers to check a box that they discussed with the parents

the consequences of shaking a baby and leaving a child with an appropriate caretaker, if necessary.

The law states that “at a minimum,” DCFS must complete a home safety checklist one day prior to a child’s return home and again within five working days after a child’s return.

Checklists must be completed every month thereafter until the child’s case is closed.

The auditor found that checklists are not being completed as required by the law, and the checklists had not been updated with new required language that went into effect on Jan. 1, 2020.

The law also mandates that DCFS provide aftercare services to the child and the child’s family beginning the date the parent regains custody and continuing for at least six months.

Per DCFS policy, 30 days before a child is scheduled to return home, DCFS holds a meeting to determine services and develop an aftercare plan.

The plan is presented for approval to the court so services will be in place when the court orders the child to be returned home.

Those services can include counseling, case management, physical, behavioral and mental health services, and substance abuse services. They can also include linking families to community resources like food pantries, housing, employment training and continuing education programs.

The audit found that in the 50 cases

surveyed, 29 did not have at least six months of documented aftercare services. DCFS also failed to update their procedures to reflect the changes in the law for more than a year after it went into effect. About 18 percent of those cases surveyed found no documentation that services were provided at all.

DCFS stated in a response that they can recommend services, but if a family refuses them, the department’s response depends on the risk involved and the legal status of the case. Families can object in a legal response to any court-ordered services, so mandatory participation is based on the extent of court involvement.

DCFS also administers an aftercare supervisory conference checklist to make sure that the family is making progress towards the return home goal and to determine if any more services are needed.

The checklist includes information about the family’s financial status, whether individuals who frequent the home have been subject to sex offender registry searches, whether the child is attending school or day care, and whether the family requires additional services.

The audit also found deficiencies in medical and dental check-ups for children in DCFS care. Of 50 cases, the auditor found 18 percent of the children hadn’t had at least one medical check-up, 14 percent had not had a vision checkup, 56 percent had not undergone a hearing exam and 88 percent had not had a dental exam.

State auditors tried to study 50 cases from calendar year 2020 to see if children were up to date on their immunizations, but they found that the reporting system was too unreliable to make a determination. After reviewing 10 cases from the sample of 50, the auditor ended testing because “the data failed to meet the standards required in order to conduct a meaningful analysis.”

The data in the 10 cases included a case where two children received too many vaccinations and one child who had not received enough. The data also included children receiving the wrong number of doses for vaccinations.

The audit also found that, as of December 2021, more than half of the 6,037 employment positions listed in the DCFS operations division were considered unfunded. Of the 2,746 positions that were funded, 21 percent, or 573, were vacant.

As of May 12, there are currently 2,970 DCFS employees, representing an increase from when the audit was conducted.

Twanka Davis, Ta’Naja’s mother, pleaded guilty to her daughter’s murder and is currently serving a 20-year prison sentence.

After Ta’Naja’s death, TaNaja’s sibling was taken into DCFS care. Davis, 23, gave birth to a third child as she began her prison sentence for Ta’Naja’s murder. Twanka’s boyfriend, Anthony Meyers, also was convicted in Ta’Naja’s death and sentenced to 30 years in prison.

John was a child of Chicago’s old west-side raised in the war years (WWII) and from that time his work ethic and appreciation of life’s simple things was entrenched. He found his calling in the Chicago Construction Industry where he owned his own company for 25 years and was one of Chicago’s primary subcontractors of garage doors to hundreds of Chicagoland suburban subdivisions built in the ‘60s, ‘70s and ‘80s. His stature in his industry was legendary as he became a Life Member of the Home Builders Association of Greater Chicago and was the first subcontractor voted into the Inaugural Class of the HBAGC Hall of Fame.

As an early board member of the Residential Construction Employers Council, he was instrumental in helping shape Union and Management relations to foster a decades long prosperity in the suburban Chicago union construction industry.

After the tragic loss of his son John Jr., he left Chicago in the early 1980’s and started anew in south

Florida. There he became a giant in his industry, capturing similar recognition as a Life Member/Director in the Gold Coast Home Builders Association, again finding success by being a trusted businessman of his word and more importantly through his deeds.

The Village of Lombard is seeking a Facilities Technician in the Department of Public Works to perform general facility maintenance work and the repair and maintenance of Village buildings. A successful candidate will have experience with building repairs, light construction, painting, and drywall patching. Other tasks include: evening security, general building repair, carpet cleaning, deliveries, room set-ups for meetings, and snow removal.

This is not a custodial position but janitorial work may occasionally be required. Must be available for emergency and non-emergency situations outside normal business hours. The position is scheduled for 27.5 hours per week (5.5 hours daily, M-F, generally 4:00 p.m. to 10:00 p.m.).

Must possess a valid State of Illinois driver’s license.

County earns two National Achievement Awards Sheriff’s tattoo removal program recognized

DuPage County has received two Achievement Awards from the National Association of Counties (NACo). The awards honor innovative, effective county government programs that strengthen services for residents.

NACo recognized the DuPage County Sheriff’s tattoo removal and cover-up program and the County’s partnership with DuPage PADS Interim Housing Center.

“We are pleased that once again, DuPage County’s creative and innovative services have captured national attention,” said County Board Chairman Dan Cronin. “We are grateful for the recognition from NACo and for the opportunity to share information about these initiatives with government leaders across the nation.”

moval as part of a gang-cessation and jobs program created to reduce recidivism at the DuPage County jail.

Once tattoos are removed or covered up, the action signifies an inmate’s commitment to a gang-free future.

“We created the program based on our inmates’ strong desire to leave the gang life,” said Sheriff Jim Mendrick. “No one had ever shown them another path or given them some of these opportunities. We have removed or covered up 48 gang tattoos so far and over 100 inmates are on a waiting list to have their tattoos removed.

“This opportunity is something new to them and their desire to improve themselves within our facility is significant.”

DuPage County State’s Attorney Robert Berlin and West Chicago Chief of Police Colin Fleury announced that a West Chicago High School student has been accused of displaying a weapon and threatening another student while at school.

The juvenile, a 15-year-old male who lives in West Chicago, appeared at a detention hearing where Judge Anthony Coco ordered that he be detained until at least his next court appearance, which was scheduled last week (May 13). He has been charged with one count of disorderly conduct, a Class 4 felony. On May 9, authorities at West Chicago High School contacted the

West Chicago Police Department regarding a student who allegedly displayed a weapon and threatened another student. Following an investigation into the matter, it is alleged that near the end of the day, the student displayed a gun, later determined to be an airsoft gun, from his backpack, and threatened another student saying, “I’m going to shoot you.”

Following the alleged incident, immediately after students were dismissed from school for the day, the victim alerted authorities at the school.

The juvenile was taken into custody later that day from his home without incident.
