Lombard woman pleads guilty to murdering mother State recommends 30-year maximum sentence for Stephanie DeFalco been charged with misdemeanor theft after allegedly stealing jewelry belonging to her mother and then pawning the jewelry for money. After posting bail, Stephanie DeFalco returned home.

Last year, it was reported that Lombard police had responded to the home for previous domestic incidents prior

to March 20, 2018.

“Stephanie DeFalco accepted responsibility for the murder of her mother, Judith,” Berlin said. “For those who knew Judith, this is a devastating loss. For her family however, I cannot begin to imagine the pain and raw emotions they are experiencing

as they not only must continue their lives without Judith’s companionship, but also as they confront the fact that one of their own is responsible for her death.

“I would like to thank the Lombard Police Department for their outstanding work on this case as well as

the Woodridge Police Department for their assistance. I would also like to thank Assistant State’s Attorneys Jim Scaliatine and Tom Minser for their efforts in preparing a strong case against Stephanie DeFalco.”

DeFalco’s next court appearance is scheduled for Friday, May 17.

DuPage County State’s Attorney Robert B. Berlin announced last week that a Lombard woman pleaded guilty to strangling her mother to death last year.

Stephanie DeStephanie Falco, 29, appeared DeFalco in court in front of Judge Jeffrey MacKay where she entered a blind plea of guilty to one count of first-degree murder. In exchange for her guilty plea, the State has agreed to recommend a maximum of 30 years in the Illinois Department of Corrections at sentencing.

DeFalco has been in custody since the murder held on a $3 million with 10 percent to apply bond.

On March 20, 2018, at approximately 6:25 p.m., officers with the Lombard Police Department responded to a call in the 100 block of S. Grace. Upon their arrival, officers found the victim, Judith DeFalco, 61, deceased in her bedroom.

An investigation into the death conducted by the Lombard Police Department led to Judith’s daughter, Stephanie DeFalco. Through the course of their investigation, authorities learned that both Stephanie and her mother were home together that day when an argument began.

Investigators also learned that at some point in time, the argument became physical at which time DeFalco strangled her mother to death. After the murder, DeFalco stole her mother’s phone, jewelry and car and fled the scene. DeFalco was taken into custody the following day.

New book connected to Cottage Hill community The Freedom Chaser includes tales of Elmhurst blacksmith Joan M. Kop recently published a new book called The Freedom Chaser, which has a connection to Elmhurst when it was known as Cottage Hill.

The story is about Kop’s great-grandfather August Kopczynski who worked as a blacksmith for August Weinrebe in the early 1870s at Weinrebe’s Village Blacksmith Shop at #15 on Addison Street in what was then called Cottage Hill.

Joan has combined historical fiction and family history in a novel about freedom, love and survival. In

1867, August Kopczynski, a young Polish blacksmith and farmer, is faced with poor choices—to fight in the upcoming Franco-Prussian war, or be hanged if he does not. Using a false passport, he escapes to America and survives a harrowing storm aboard a ship, where he falls in love with Marie. EAG spring members show brings contemporary art to Museum From April 7 through May 10, the Elmhurst Artists’ Guild (EAG) will host its Spring Members Show, featuring original works by its members in the EAG Gallery at the Elmhurst Art Museum (EAM) at 150 S. Cottage Hill Ave. in Elmhurst’s Wilder Park.

The public is invited to the free opening reception on Friday, April 12 from 7 to 9 p.m.

Featured artworks include two- and three-dimensional works ranging from small to tall in a variety of styles, methods and media.

“Winter Amaryllis,” an oil painting by Jean Janssen, is 50 inches tall, but only eight inches wide, providing an outsized reminder that this delicate seasonal flower is indeed, tall and skinny. Janssen explained that her elongated amaryllis with abstract patterning on the vertical sides of the canvas is part of a series of works exploring synergized flowers and plants.

“The view is from my sun room, looking out on a cold and snowy February day,” she said.

Elmhurst artist James Dahle will exhibit “Mom,” a delicate, sentimental acrylic depiction of two adult hands clasping the hand of their mother, with the inscription, “We miss you, Mom.” This lovingly executed painting rekindles memories of those warm hand clasps among all who have lost a parent or grandparent.

Charlotte Cziperle’s ethereal landscape, “Daysbreak,” rendered in oil and cold wax, is small at just 12” by 9” but packs the depth of a mural. Cziperle, who holds a painting certificate from the School of the Art Institute, teaches oil and cold wax painting classes in Chicago and around the Midwest.

Illinois Attorney General Kwame Raoul joined 17 other state attorneys general on April 2 in opposing a citizenship question on the 2020 U.S. Census.

Sixteen local governments and the U.S. Conference of Mayors also signed onto a brief supporting the decision of a federal district court judge in New York to block the question from appearing on the next census.

“Including a citizenship question on the 2020 census seeks to intimidate, suppress and undercount immigrant and minority populations,” Raoul said in a news release. “The effects of this politically-driven act would be felt for decades to come.”

Illinois faces the loss of two congressional seats and $1 billion or more in federal funding if its population is not correctly counted in the 2020 census.

A host of other factors make an undercount likely, including the online format of the next census, reduced funding for the U.S. Census Bureau, government distrust and resident apathy.

Some populations are historically undercounted as well, including children ages 0-5 and ethnic and ra-

cial minorities.

U.S. Commerce Secretary Wilbur Ross announced in March 2018 that the next census questionnaire would include the citizenship question.

The department received immediate and widespread opposition. In March 2019, another U.S. district court judge in California also issued a ruling blocking the question.

The U.S. Census has not had a citizenship question for 70 years.

Signers of the April 2 brief call Ross’ decision “arbitrary and capricious,” and argue including it now “would affirmatively undermine the accuracy of the decennial census (among other harms) for no demonstrable benefit.”

Illinois census advocacy groups have also expressed concerns about

the addition of the question.

“The question causes fear in many immigrant communities, mixed-status families, and communities of color,” said Anita Banerji of the nonprofit organization Forefront, which is helping lead a coalition of more than 40 local and statewide organizations for census outreach.

Banerji added there already is a perception of fear and distrust in such communities, even though census records of personal data, including citizenship status, are mandated to be kept private under federal law.

The U.S. Supreme Court is set to hear the Trump administration’s appeal to the New York ruling later this month, with its own ruling coming by the end of June, USA Today has reported.

Durbin calls for end of Electoral College system

U. S. Senator Dick Durbin wants to scrap the Electoral College system of electing the country’s president.

Durbin, one of Illinois’ two U.S. senators, joined fellow Democratic Sens. Brian Schatz of Hawaii, Dianne Feinstein of California, and Kirsten Gillibrand of New York in announcing the push for a constitutional amendment to abolish the Electoral College.

The amendment takes the form of a Senate Joint Resolution, which needs two-thirds majorities in both the House and Senate to be sent to states, where approval from three-quarters of legislatures is required for ratification.

The amendment would scrap the Electoral College, which the senators call “undemocratic,” in favor of

direct election of the U.S. president by popular vote.

“The Electoral College is a relic from a shameful period in our nation’s history,” Durbin wrote in a news release, “and allows some votes to carry greater weight than others.

“A handful of states now determine the leader for all 50 states, regardless of each candidate’s final vote tally.”

Durbin mentioned the two times in the past 20 years that a president won the popular vote but lost the election.

Both losing candidates were Democrats—Al Gore in 2000 and Hillary Clinton in 2016.

A federal constitutional amendment eliminating the Electoral College is just one way Illinois is looking to change the way to elect a president.

Another plan would bypass, rather than eliminate, the Electoral College through a multi-state compact, which Illinois joined in 2008 under former Gov. Rod Blagojevich’s administration.

Each state in the compact would award all of its Electoral College votes to the winner of the national popular vote.

But for the compact to take effect, enough states must join to push their cumulative Electoral College voting power over the 270-vote threshold required to win the presidency.

In March, Democratic Gov. John Carney made Delaware the 13th state along with Washington, D.C., to join the national popular vote compact, pushing the group’s total voting power to 184.

In an April 2nd news release, Durbin referenced the compact as another method of getting rid of the

Electoral College.

“A ZIP code should not silence some voters while amplifying others,” the release said. “This constitutional amendment would address this inequality by abolishing the outdated Electoral College system.”

Some Illinois lawmakers are moving in the opposite direction.

In February, state GOP Rep. Tim Butler, of Springfield, introduced legislation to change the system so that all the state’s Electoral College votes do not go to the same candidate.

That bill was sent back to committee for further consideration.

A president losing the national popular vote but winning the presidency has happened only three other times in U.S. history: John Quincy Adams in 1824, Rutherford B. Hayes in 1876, and Benjamin Harrison in 1888.

A History of Cosmic Passion: The Role of Evil in a Complex World Church of Sweden Archbishop to give annual Niebuhr Lecture

The Most Rev. Dr. Antje Jackelén has been the archbishop of Uppsala and prelate to the Church of Sweden since 2014, when she became Sweden’s first woman archbishop.

On Tuesday, April 30, Archbishop Jackelén will present A History of Cosmic Passion: The Role of Evil in a Complex World, this year’s Niebuhr Lecture at Elmhurst College. It will begin at 7 p.m. in Hammerschmidt Chapel on the campus of Elmhurst College.

The Most Rev. Jackelén’s work explores the dialogue between Dr. Antje science and theology, and her most recent book Jackelén is Together in Hope (2016). Before winning the archbishop election, Jackelén was the bishop of Lund in Sweden from 2007 to 2014, and was a professor of systematic theology/religion and science from 2001 to 2007 at the Lutheran School of Theology in Chicago, where she also was director of the Zygon Center for Religion and Science.

Supreme Court dissent says balanced budget mandate should be considered CAPITOL NEWS ILLINOIS

Is a line in Illinois’ Constitution instructing the General Assembly to pass a balanced budget a requirement, or a suggestion?

That question was recently posed to the Supreme Court, weaved into a case that challenged the constitutionality of taxpayer-funded abortions through Medicaid. Although the state’s highest court declined to hear the case, the leading expert on Illinois’ governing document said the language is indeed a mandate.

The Thomas More Society, a conservative law firm based in Chicago, filed a lawsuit against legislation known as House Bill 40, which was signed by former Republican Gov. Bruce Rauner and allows tax dollars to be spent on abortion procedures through Illinois’ Medicaid and state employee health insurance programs.

Part of senior counsel Peter Breen’s argument was that the Legislature did not estimate the law’s cost to taxpayers or set aside money to cover that cost.

He said that is a violation of the Constitution, which says the General Assembly cannot allocate more money to be spent than it estimates Illinois will have in revenue each fiscal year.

“We’re not asking the courts to say that the Legislature put in a revenue estimate that was too high or too low.

We said they did not do their job at all,” Breen said. “The people of Illinois need the protection of that balanced budget requirement.”

Ann Lousin, a professor at John Marshall Law School in Chicago, helped draft Illinois’ governing document at the Constitutional Convention five decades ago. She said although the Constitution indeed charges the Legislature to pass a balanced budget, compelling enforcement is complicated.

“I can be argued out of it if someone presents me with a good argument, but I have always taken the position that you cannot require by judicial order the General Assembly to make an

estimate of revenues available,” Lousin said.

That is because if a court hypothetically ordered the legislative branch to enact a balanced budget, lawmakers would need to simply estimate Illinois’ revenue to be higher than the amount of money they intend to spend for a fiscal year, even by just $1.

For example, the Commission on Government Forecasting and Accountability could estimate the proceeds from the sale of a government-owned building could balance the budget.

Rauner used the alleged imminent sale of the James R. Thompson Center in Chicago for $300 million to balance his budget. The state still has not sold the building.

The Supreme Court rejected Breen’s petition to consider the case.

Three of the seven justices, though, issued a rare dissenting opinion arguing the high court should have heard

arguments.

They dismissed the logic of the lower court, which said the judicial branch cannot get involved in this matter because of its political implications. It stems from a legal concept called the political question doctrine, which asks whether a court’s decision will intrude on another branch of government.

Justice Robert Thomas wrote that whether the General Assembly complies with the balanced budget requirement of the Constitution “is undoubtedly of sufficient importance to the people of the state of Illinois as to compel this court’s review. I would therefore grant the petition.”

Justices Thomas Kilbride and Anne Burke joined in the dissent. The three are an “interesting combination,” Lousin said, because they are two Democrats and one Republican from judicial districts in Chicago, the suburbs and downstate.

Aging pinball wizard wannabe has game of a lifetime It’s been said that time passes by faster as you age. No need to run this adage through FactCheck.org.

I’m still trying to wrap my mind (warped as it is) around the realization that I’ll be entering a new decade in less than a month.

How old will I be? Well, let’s put it this way: AARP starts sending you literature when you reach 50. I’ve been resisting becoming a member of AARP for 10 years. You do the math.

A search for the proverbial fountain of youth has proven to be futile.

However, I was able to at least touch the hem of my youth, if only for 10 minutes, one recent evening. Playing pinball, of all things.

Back in the day—we’re talking 40 years or so—my high school pal, Larry, and I regularly hung out at The Igloo, a restaurant that’s been around for decades on the west end of Peru, Ill. (Look it up; Peru is on the Illinois map.)

The Igloo is known for its chili and pork tenderloin sandwiches. It also had a pinball machine.

There were no PlayStations, Xbox Ones or video games during the decade of disco (unless you considered Pong a video game). But pinball machines were plentiful.

Despite enduring periods of doubledigit inflation in the 1970s, you definitely got some bang for your buck playing pinball—a five-ball game costs one quarter. So we’d play that machine on a given afternoon or evening as long as our supply of quarters held out.

Today, a game of pinball is $1 and you only get three balls. Nevertheless, whenever confronted with a pinball machine, I can’t resist swiping a game card (you rarely insert dollars or quarters into a machine anymore) and putting the ball—and the flippers— into motion.

Pinball is a cathartic release for me, so to get my pinball fix in 2019, I take a 20-minute drive north on I-355 to the Woodfield Mall. There’s a venue called Level 257; it’s a combination restaurant-bowling alleyentertainment center. Mixed in with state-of-the-art video games are retro games such as Pac-Man, Asteroids and Space Invaders. And around two dozen pinball machines.

My favorite machine among this lot is The Addams Family. It features Addams Family characters and uses sound bites from the 1991 movie.

The Addams Family pinball machine, according to Wikipedia (and Wikipedia can’t be wrong), is the bestselling pinball machine of all time. I like it for two reasons: you actually have a reasonable chance to win a free

game, and the machine sits relatively flat, which allows the ball to stay in play longer (instead of going right down the middle between the two flippers, or what is known in pinball lingo as “draining”).

Well, one evening, the stars aligned and the pinball gods were looking down with favor on this aging silver ball connoisseur, who shudders to think how many quarters (and dollars) he’s fed into pinball machines over 40 years. (Probably enough cash to invest with one of those retirement planners now saturating the A.M. radio airwaves with their annoying commercials.)

In athletics, they call it being “in the zone.” During one particular game, I kept getting extra balls, jackpots (even double jackpots), collecting “The Mamushka” and “Cousin It” bonus points, converting skill shots and routinely shooting the ball into a graveyard for millions of “Thing” points. (“Well-played Thing,” the machine tells you. “You’re really on the ball.”)

Final score: 419,200,930. If memory serves me correctly, my previous personal best score on this machine was somewhere between 150 million and 160 million.

Not bad for an old coot. (Pardon me while I hyperextend my arthritic elbow to pat myself on the back.)

Don’t cue up The Who’s “Pinball Wizard” just yet, however. The grand champion for the Addams Family machine at Level 257 is JMH with 653,051,990, but with a score of just over 419 million, I have the second-best score, which gained me membership into “The Family”— recognition for ringing up one of the top five scores on this machine.

Out of curiosity, I tried looking up exactly what the top worldwide all-time high score for The Addams Family pinball machine happens to be. And I found it.

The Addams Family machine is featured in the Guinness World Records 2007 section on pinball high scores. In a 2006 tournament, Jim Belsito scored 1,591,573,470 points.

That’s over 1.5 billion (with a B), easily dwarfing my 419 million and JMH’s 653 million.

Dreams: A strange part of being human

My husband has the most exciting dreams. They are action adventures like something out of a James Bond or Tarzan movie – oftentimes both. They involve racecars and roller coasters and swinging on vines throughout a rainforest. He’ll often describe them in detail the next morning.

Sometimes I can tell he’s in the middle of one of his dreams because he moves slightly in his sleep. His feet twitch or his hands wiggle. I wonder what sort of adventure he is on. I know I shouldn’t wake him; that would be mean. But sometimes I can’t help myself. My curiosity gets the best of me.

I tap him ever so gently on the shoulder, whisper his name and ask, “What are you dreaming about?”

He’s brief because he is sleeping – still engaged in his adventuresome dream. I imagine he has quite an imagination.

I suppose we all do when uninhibited by the factor of sleep.

My dreams are much less exciting than my husband’s. I still dream about school sometimes.

Many of us have experienced the proverbial school dream/ nightmare. I’m there on the first or second day and I don’t have my

schedule or locker combination or maybe both. It’s discombobulating.

I try to find the office to get another copy but I keep getting lost. The hallways are an empty labyrinth of lockers and tile.

And the people who show up in my dreams! In a word? Random.

Someone I once knew in a history class back in high school might have a starring role in a dream, never to be seen or heard from ever again. Often I have strangers in my dreams, or at least I think they are strangers. They could be some random co-worker from my first job at the Dairy Queen who I’ve forgotten everywhere but in the subconscious. Dreams are weird that way.

Congressman Raja votes to pass Violence Against Women Act Last week, Congressman Raja Krishnamoorthi joined his colleagues in voting to pass a bipartisan longterm reauthorization of the Violence Against Women Act (VAWA). VAWA provides crucial services for survivors of domestic violence, dating violence, sexual assault, and stalking. The law had expired on February 15, 2019 after multiple temporary extensions. Today’s new version of the law includes two amendments, authored by Congressman Krishnamoorthi, which provides survivors of domestic violence with support services in the workplace

while opening new paths toward their economic security. His amendments include (1) launching a public information campaign to research and share best practices of employee assistance programs that strengthen supportive services for survivors in the workforce, and (2) ensuring that the Department of Health and Human Services and the Department of Labor analyze and report on the barriers survivors face on the path of upward mobility. “[The] passage of an updated, longterm Violence Against Women Act (VAWA) reauthorization will protect

Americans from violence and abuse, while working to ensure survivors have access to essential support,” Krishnamoorthi said. “I’m glad my colleagues unanimously voted to approve both my amendments to the bill to strengthen workplace protections and services for survivors, and to ensure our federal agencies are studying barriers that survivors face on the path to joining and staying in the middle class.”

Addison Trail names March recipient of 88’s Best recognition Connor White has been named as Addison Trail’s March recipient of 88’s Best recognition for his outstanding work in the performing arts/electives. White, a senior, was recognized during the March 18th District 88 Board of Education meeting.

For the past four years, the staff, students and community of Addison Trail have had the distinct pleasure of witnessing the famous characters of Danny Zuko, Don Lockwood, Jack Kelly and various leads from the works of Shakespeare come to life on stage through White’s performances in a way that transports the audience to the places and experiences those characters encounter. White has a gift of showing the audience different perspectives through the characters he portrays, and he has raised the bar for Addison Trail Theatre and motivates his peers to do the same.

When White first came to Addison Trail, he had very little experience in theatre, and his only singing background was with popular songs on the radio. During his freshman year, White joined theatre and wondered how he was going to find his niche in this program he knew he wanted to be a part of and make a difference. He has participated in 13 shows and all of the major productions at Addison Trail and has been the lead in many of them. He was inducted as a Thespian his freshman year and is a

leader, mentor and model for many of the other students in theatre.

As White began to hone his acting and singing abilities, English teacher and Theatre Director Anna McSweeney encouraged him to audition for the All-State show. He snagged a part in the 2018 Illinois High School The-

atre Festival (IHSTF) All-State production of “Big Fish,” which was then chosen to perform during the International Thespian Festival last June in Nebraska. White earned a part in this year’s IHSTF All-State production of “In the Heights” as well.

“White is by far one of the most talented students I have ever worked with – not only at Addison Trail, but within the state of Illinois,” McSweeney said. “His achievements speak for themselves, but I would like to speak to his character. White is the hardest-working kid I know. His hunger for learning about theatre, acting, film, music, etc. astounds me, and I wish more students could have his dedication to education.

“White has a maturity that several teachers besides myself have noticed. He is so aware of his own limitations and abilities. He always takes responsibility for his actions and conducts himself with pure professionalism. He has taken everything I can teach him, and I feel like we’ve traded places; I am now learning from him. I am so excited to see what he does in the future, and I am sure we will hear from Connor White in the future.”

“White is one of the kindest and most talented Blazers I have seen in my 31 years here.”

White manages a rigorous course load on top of his commitment to theatre, and he also is a part of the ATtribute yearbook staff.

“There is no one like White,” said Jessica Clark, English teacher and yearbook sponsor.

“He has been a major creative contributor to our yearbook for the last two years. He uses his unassailable wit and positive energy to motivate others. One of his most reputable qualities is his ability to hold himself accountable if he makes a mistake. There are not too many teenagers who reflect on their actions as much as White does. He is a valuable member of our yearbook squad and is worthy of any honor that comes his way in the field of performing arts and electives. I am very proud of him.”

White plans to attend Chicago College of Performing Arts at Roosevelt University.

Indian Trail celebrates students’ interests At Indian Trail Junior High School, students had the opportunity to explore some high interest topics as they participated in the school’s 3rd Quarter PBIS Student Interest Fair Celebration recently. The school offered 35 sessions with a wide variety of topics, including Cultures of the World, Auto Tech, Natural Tie Dye, Marshall Arts, and Sound Engineering. The afternoon celebration featured a number of visitors who shared their expertise in a given area with the students.

dream beginning at birth. Of course their course material is limited due to the limited scope of their earthly experiences. Still, they dream about something; we just don’t know what.

When he was just an itty bit, son number two experienced some of the scariest of dreams: night terrors.

He’d sit up in bed, eyes wide open, sometimes screaming, sometimes crying out but always afraid and always asleep – wide eyes and all.

We learned not to try to wake him, but to hold him gently and keep him safe. Not to shout his name but to repeat it quietly. Usually he’d wake up, remembering nothing of his

terrifying experience.

He outgrew his sleep terrors.

Thank goodness for that. But he still dreams. We all do. It’s part of the human condition. It’s our way of fleshing out and sorting through the experiences we encounter while awake. We relive and rehash and reimagine the real and not so real. The rules of everyday logic and life don’t exist in the land of dreams – where six-foot tall men, like my husband, can fly.

At my house we are experiencing a new generation of dreamers.

My granddaughter dreams. I’ve watched her. I wonder what her brain ponders during the blanket of sleep. I always assumed she dreams about the things she

knows, the things experts would agree upon: hunger, warmth, kindness, pacifiers and wet diapers.

But this week, when she was here and napping, her little feet were twittering. Her tiny hands were moving – just like someone else I’ve observed sleeping. As I contemplated her movements, I came to the logical conclusion: maybe she is flying.

How cool would that be?

House advances bill to bar local ‘right-to-work’ laws Prohibits employers from requiring workers to join union

A bill that would bar municipalities in Illinois from enacting local “rightto-work” laws like one the village of Lincolnshire enacted in 2015 is one step closer to going to Gov. J.B. Pritzker’s desk.

The laws prohibit employers from requiring a worker to join a labor union as a condition of employment.

The Illinois House on April 3 gave final passage to a bill that has already cleared the Senate that would clarify that state government has exclusive authority to enact laws governing what are known as union security agreements—agreements between employers and unions that spell out the extent to which workers can be compelled to belong to a union, as well as whether the employer will collect dues and fees on behalf of the union.

Rep. Lance Yednock, an Ottawa Democrat and chief sponsor of the House version of the bill, said it would only reiterate what Congress intended when it passed the 1947 Taft-Hartley Act, which gave states authority to enact right-to-work laws.

“In doing so, Congress decided to avoid the confusion that having 7,000 units of local government in Illinois with thousands of different laws would create,” Yednock said in arguing for the bill.

In recent years, however, federal courts have interpreted the law in dif-

ferent ways.

In Illinois, the issue came to a head in 2015 when the village of Lincolnshire passed an ordinance that prohibited the use of union-security agreements.

It also prohibited the use of “hiring halls,” which are union-based organizations that supply new recruits to employers with collective bargaining agreements. And it prohibited the use of dues “checkoff” arrangements in which employers collect union dues through payroll deductions on behalf of unions.

The International Union of Operating Engineers Local 399 challenged that law in federal court, arguing that the Taft-Hartley Act gives only states the authority to enact such laws. Lincolnshire, however, argued that as a political subdivision of the state, it had the right to exercise the state’s authority.

In January 2017, a federal district court struck down the ordinance, and in September 2018, the 7th Circuit Court of Appeals upheld that decision. However, the appellate court also noted that other courts of appeals have ruled differently – specifically the 6th Circuit, which in 2016 upheld a similar law enacted by Hardin County, Kentucky.

The U.S. Supreme Court declined to hear an appeal of the Kentucky case. But now that the 7th Circuit has reached a different conclusion in the Lincolnshire case, some lawmakers said they believe the nation’s high court will be forced to weigh in.

“My impression is that if (some) other district goes up to the Supreme

Court and they somehow rule that something similar to Lincolnshire is allowed, this ban would be stricken, and I think it would no longer be constitutional and enforceable on the books of Illinois,” House Republican Leader

Jim Durkin, of Western Springs, said during debate.

The bill, Senate Bill 1474, passed by a 101-8 vote. It previously passed the Senate, 42-12, on March 7. But the House deleted a provision in the orig-

inal Senate bill that would have made it a misdemeanor for any local government official to violate the act. That means the bill now must return to the Senate to either agree or disagree with the House change.

St. Peter’s UCC brings hope to storm-battered Port Arthur, Texas St. Peter’s UCC wrapped up its 16th annual adult mission trip last month in Port Arthur, Texas. A group of 22 parish members spent a week building and repairing houses affected by Hurricane Harvey in 2017.

After being hit with 45 inches of rain, the lower-income citizens of Port Arthur had no resources to repair the severe water damage in their homes. St. Peter’s UCC saw this as an opportunity to restore hope to the community. Adult mission trip chair persons, Kent Sands and June Nikoleit, organized a relief trip through the Southeast Texas Community Development Corporation (SETCDC), a group who helps low-to-moderate income individuals.

“Every time I return home from one of these trips it makes you realize how fortunate you are, and how many blessings that we have living in a town like Elmhurst,” said Kent.

The church volunteers arrived in Port Arthur on Feb. 9 and worked on three separate locations until Feb. 16. The mission team, under the direction of site coordinators David and Claudia Burgener, built a house used to accommodate volunteers for the SETCDC and repaired two other sites including a single-family home and a duplex, both severely damaged from flooding.

“If your life circumstances enable you to get away through your church or through whatever, do it because you will absolutely love it,” Kent said. “I’m extremely proud of St. Peter’s for making the decision that they needed to get involved in these hands-on missions.”

Performing music in a wide range of musical styles, the Elmhurst College choirs will present their Spring Choral Concert on Sunday, April 14.

The concert will be the final one for Susan Moninger, who is retiring in June after a distinguished, 30-year career with the College as a music professor and director of choral activities.

The concert will feature the Concert Choir, Chamber Singers and Women’s Chorus performing works by Jake Runestad, Randol Bass, Morten Lauridsen, Josqun Des Prez, C.V. Stanford, Giovanni Battista Pergolesi, Stephen Chatman and others, and a world premiere by composer Jonathon Kirk featuring the guest artist group Picosa.

Elmhurst’s vocal program has gained a national reputation under Moninger, who directs the College’s Chamber Singers and Concert Choir.

• The Elmhurst College Chamber Singers is an auditioned select ensemble that performs madrigal and other forms of challenging Renaissance and Classical literature. The group often shares the holiday spirit by singing for corporations and private events, and has appeared on the NBC, ABC and FOX morning news program. They are featured on a new release due out this spring for Castlevania called Elucard’s Elegy.

• The Elmhurst College Concert Choir is an auditioned group of students from a variety of majors that sings traditional and contemporary choral music. The choir had the privilege of singing twice with world-renowned tenor Andrea Bocelli as part of his World Tour. The choir also performed in the Emmy-nominated PBS special A Christmas Carol, The Concert.

The choir performed at Carnegie Hall in New York recently, and also sang at Symphony Center as part of the Windy City Choral Festival under the direction of Randall Stroope. Recent credits also include performing with the Chicago Pops Orchestra for the Distant Worlds, Final Fantasy Concert at the Rosemont Horizon Theater and recording for the newest Distant Worlds CD with the Stockholm Philharmonic Orchestra.

Despite vocal opposition from Republicans, the Illinois House passed a bill April 3 that would automatically deposit $50 into a college savings account for every child born or adopted in Illinois, starting in January 2021.

The idea, according to Rep. Robyn Gabel, an Evanston Democrat and chief sponsor of the bill, is to increase educational attainment in future generations of Illinoisans.

“The importance of this bill is that research has shown that any amount that is saved for a child for higher education, they will be three times more likely to attend college, and four times more likely to graduate from college,” Gabel said in arguing for the bill.

Among the studies that have linked small-dollar savings accounts to higher college attendance rates was one conducted in 2013 at the Center on Assets, Education and Inclusion at the University of Michigan. It found there especially strong correlations between having a savings account and ultimate college attendance among black children and children from low- and moderate-income households.

The bill calls for establishing a new Higher Education Savings Program within the state treasurer’s office. It would set up what are

known as 529 accounts, named after a section of the federal tax code that provides for tax-sheltered college savings accounts, for any child born in Illinois or adopted by an Illinois family starting Jan. 1, 2021.

Based on the state’s average of 155,000 to 165,000 births per year, state officials estimate it would cost about $8 million a year to fund, plus another $1.5 million or so in administrative costs.

High school graduates would have access to that money, plus any interest and dividends it earns over time, until they are 26. Families would also be encouraged to contribute additional money or set up their own separate 529 accounts.

But if the student does not go on to any form of post-secondary education, he or she would forfeit the original $50, plus earnings associated with it, and those funds would be used to pay for other children’s accounts in the future.

Rep. Grant Wehrli, a Naperville Republican, cited the administrative costs as a reason to oppose the bill, comparing them to the fees, or “loads” that investment firms charge for the purchase of mutual funds.

“That’s over 10 percent in operational costs,” he said. “If you’re an investor in a mutual fund, if you have a 10 percent load, you’re being ripped off.”

Republican members of the Illinois House reaffirmed their opposition to Gov. J.B. Pritzker’s graduated tax proposal April 2, calling it a “blank check” to lawmakers and citing “empty promises” from Democrats in previous General Assemblies.

Representative Mark Batinick, a Plainfield Republican, read from statements made by state Senate President John Cullerton (D-Chicago), House Majority Leader Greg Harris (D-Chicago) and other Democrats from years past which said previous tax hikes would balance the state’s structural deficit, help pay down the state’s bill backlog and pension debt, raise credit ratings and more.

Batinick said none of those claims have become reality.

“Our Democratic colleagues love to make promises that if it’s just ‘raise this tax or that tax, our problems will be solved,’ ” Batinick said.

“But in reality, it just gives them more money to spend without actually fixing what got us here in the first place.”

Batinick brought up two votes to raise the income tax: one which took place in 2011 and raised the flat tax rate to 5 percent temporarily for four years, and one which passed in 2017 with bipartisan support, raising the rate to 4.95 percent after it reverted to 3.75 percent upon expiration of the temporary tax.

According to an Illinois Comptroller report, when the temporary tax was passed in 2011, the bill back-

log was $7.4 billion. When it expired in 2015, the backlog was $5 billion.

During the two years between the 2015 expiration of the temporary hike and the 2017 permanent increase, the backlog tripled to $15 billion. As of Tuesday, the comptroller’s website shows the backlog at $7.8 billion.

Democrats have said if a graduated tax amendment failed to pass, the state’s other two options for balancing the budget are 15 percent cuts across the board or an increase to the flat tax for every Illinoisan from 4.95 percent to 6.95 percent.

Batinick said he did not know if Democrats, who hold the governor’s office and supermajorities in each chamber, would prioritize raising the flat tax rate should the graduated tax fail.

The Addison Trail baseball team turned in a combined no-hitter effort recently in a West Suburban Conference crossover game against a highly touted Lyons Township team.

Unfortunately, Addison Trail lost the game 3-1. “Even though we had the no-hitter we gave up a couple of unearned runs and that got us,” said Addison Trail coach Mike Kennedy.

“We had a couple errors and walked a couple guys and that’s where they got us. It was a really good game and we played really good baseball.

Lyons Township is ranked eighth in the state. We were able to keep them from hitting the baseball. We were in it until the end. It was just a great game.”

Danny Zatos threw the first five

innings and Josh Meglio came in and pitched the sixth to close out the no-hitter.

Addison Trail was 4-4 overall through its first eight games and split its first two West Suburban Conference Gold Division games with Downers Grove South.

“We’ve been doing well, but we’ve been bit by the injury bug,” said Kennedy.

Addison Trail defeated Downers Grove South in its conference opener on a game-ending three-run double off the top of the wall. “We’ve won some big games so far,” said Kennedy. “The first conference game against Downers South was big and then we lost to them in the second game and need to finish the third game. Right now, we’re 4-4, which is pretty good. We’re swinging the bats well and have pretty much been led by a lot of our seniors.”

Nick Daudelin, Vince Daudelin, Michael Scali and AJ Carlson, the team’s leadoff hitter, were lauded

for their work at the plate, as was Jimmy Zatos, who recently was injured. “We’ve definitely been bit by the injury bug,” Kennedy noted.

On the pitching front, Josh Meglio has three of the team’s four wins out of the bullpen. “He’s done a great job for us,” said Kennedy.

“Overall with our pitching we are trying to find our way a little bit.”

Nick Daudelin, who logged 40 innings on the mound last year, has missed his last two starts due to injury, Kennedy noted. “We’re waiting for Nick to get back, but until then we need other guys to step up and we are seeing that with Alex Conrad and Danny Zatos.”

Scali is a three-year starter at shortstop for Addison Trail, while Carlson, Vince Daudelin and Nick Daudelin bring back veteran experience.

“We graduated a lot of innings,” said Kennedy. “But we’ve had a lot of guys who have stepped up and done a nice job. We’ve had some bumps in the road a little bit, but

Fenton girls soccer team ties Addison Trail Queyquep and Cabral turn in strong boys track indoor times for Bison

Things are starting to round into form for the Fenton girls soccer team.

The Bison recently tied a game with Addison Trail and also lost a contest to Wheaton Academy. Fenton was 0-3-2 overall and 0-2 in Metro Suburban Conference Red Division play through late last week.

“We have finally gained some girls who were on vacation or injured and we’re starting to build team chemistry and we’re getting into a rhythm,” said Fenton coach Victor Ruiz, who added he’s seen improvements on both sides of the ball of late.

Through those first five games, Kimberly Rivera was leading the team with two goals. Natalie Diaz and Alexa Herrera each had one goal.

Ruiz said Rivera, who is playing center back, has solidified Fenton’s back line along with Jacky Nogueda, who also is anchoring the back line and playing well, he noted.

Ruiz added the team continues to work on timing and rhythm and finding the back of the net. “There still is work to be done, but it looks promising,” he said.

Fenton played Elmwood Park in a MSC Red game earlier this week.

Fenton boys track The Fenton boys track team is coming off a 2018 season where it finished fourth in the conference.

Jimmy Deckert returns for the Bison

as an all-conference performer in both the shot put and discus.

The Bison did have several highlights from the recently completed indoor season where junior Ethan Queyquep ran 25.1 in the 200 at the Buffalo Grove invitational and senior Javier Cabral ran 55.9 in the 400 at the Lockport invitational a week later.

Cabral will run the 400 and 200, while newcomer Queyquep runs the 100, 200 and sprint-relay events.

Senior Nick Herringer is back in the 300 hurdles, while Deckert is currently rehabbing from a torn ACL this fall. Sophomore Matt Sisto is back and will run the 1,600.

Another key newcomer for Fenton is sophomore thrower Quinn Wilcoxen.

“We have traditionally had strong distance athletes, but lost several all-conference athletes to graduation,” noted Fenton coach Clint Porter. “As such, we are reloading in this segment, so to speak. We have strong throws with Jimmy Deckert and newcomer Quinn Wilcoxen. This year, we have some very strong sprinters with quality in the 300 hurdles, 200 and 400. We are very young across the board though with a majority of our distance and sprint groups being comprised of sophomores and freshmen.”

Porter is looking for more individual accomplishments at the bigger late-season meets. “We do not have the depth at the upper level to make a huge splash at the conference meet,” he said. “We are looking for conference efforts in the throws and some sprint events, and that is where our hopes for a state qualifier are as well.”

Willowbrook girls badminton team racking up the wins

The Willowbrook girls badminton team continues to churn out impressive results.

The Warriors were 9-2-1 overall in their first 12 dual contests and sported a 2-0 record in West Suburban Conference Gold Division play.

In recent action, Willowbrook won the Shepard invitational and also scored a 15-0 victory over Leyden in WSC Gold action. The Warriors lost 14-1 in non-conference play to Neuqua Valley, a team Willowbrook coach Eastman Tiu feels is in contention for the state championship.

Tiu cited recent strong play from the likes of Hannah Konrath, Charlotte Dewyer and Grace Wachholz in singles play, and Chloe Harr and Lizzie Romero in doubles.

“Hannah, Charlotte and Chloe has shown incredible drive to be the best they can be and have stepped up in their roles as team leaders among the girls their age,” Tiu said.

Through late last week, Dewyer

was 14-2 in the No. 2 singles position, while Kaitlyn Fox and Nicole Kapica were 13-3 at No. 1 doubles.

“We have been competing hard recently,” said Tiu. “They have been winning matches they are supposed to win and competing hard against very skilled opponents and learning from those matches.”

Tiu has noted the most improvement in strategy and with his players being self-aware of in-game adjustments,” he noted.

The coach added the Warriors are hard at work minimizing unforced errors and “not getting down on ourselves for making mistakes and staying positive.”

Tiu said the team’s goals are still ahead of it. “Everyone still has their eyes on achieving those goals,” he said. “At the halfway point, the girls are still hungry to win and do their best.”

Willowbrook recently hosted a quad meet with Downers Grove North, New Trier and Lyons, as well as an eight-team invitational.

Willowbrook boys track Willowbrook boys track coach TJ Artman continues to be excited about his team as it heads into the outdoor portion of the season.

“We have solid senior leadership

with some fresh new faces of all ages,” he said. “The boys are building a program and team camaraderie.

It’s been a very enjoyable and fast indoor season. We all are looking forward to sun and outdoors.”

Willowbrook was fourth in the West Suburban Gold indoors, while its sophomores took second as did its freshman squad. “We have strong underclassmen—sophomores and freshmen,” he said.

Artman also is impressed with the character of his team. “It’s about team and fun,” he said. “We have lots and lots of good character and we’ve had some memorable moments already. It’s more than just track and field here. It’s family.”

With a lot of young talent, Artman said improvement will be continuous. “We have new talent that is so raw,” he said. “But we will get there by the end of the season. Again, we’re new and raw, but we also have many strong returners leading the newbies.”

Artman would like to see Willowbrook improve on its fourth-place indoor conference finish, and “bring more to state than one person,” he said. “We will continue to stress team and family.”

The Elmhurst College Women’s Chorus, directed by Donna Peterson Tallman, is an auditioned select group of women from a variety of majors who sing various styles of literature, including Renaissance, classical and twentieth century.
