Bipartisan coalition pushes for local government reform CAPITOL NEWS ILLINOIS

A bipartisan coalition hosted a Capitol press conference last week to support and highlight legislation aimed at limiting the size, scope and cost of local government.

DuPage County Board Chairman Dan Cronin said Illinois has the second highest property tax rate in the

nation and more than 7,000 units of local government.

The coalition of local government reform advocates and interest groups is known as Transform Illinois.

Democratic State Sens. Suzy Glowiak of Western Springs and Tom Cullerton of Villa Park both spoke in favor of reforms. Cronin said Culler-

STEM Fair encourages scientific discovery Science fair projects don’t have to be stuffy or boring. They can examine almost anything youth have an interest in, from slime to music to a certain situation involving deflated footballs.

“This is a wonderful way for youth to explore the world around them, and experience all the benefits of a science fair or STEM demonstration project,” said Jo Ann Britton, 4-H Program coordinator with University of Illinois Extension. “These fairs promote more than science; they also encourage organization, communication and public speaking skills.”

With that in mind, 4-H has teamed up with Parkview Christian Academy again to host the 2019 community-wide Science Fair in April. It is open to youth in grade levels four to 12 from DuPage, Kane, Kendall and surrounding counties. Students may choose to work individually or in pairs, and they may do a STEM demonstration, or a science project that follows the Scientific Method.

“Doing an experiment using the Scientific Method helps students understand the process of question, hypothesize, test, observe, analyze and conclude,” said Britton. “This is

instrumental in both critical thinking and problem solving, even outside of science.”

Judging will occur as a face-toface conference on April 11 with a special showcase and awards ceremony. All participants will earn a blue, red or white ribbon based on their own project work meeting requirements, and will have the opportunity to earn multiple special recognition awards. In addition, the top individual Science Fair entries will earn a smart speaker.

The judging and event will be at Parkview Christian Academy – upper campus, just off Illinois Route 47, at 202 E. Countryside Pkwy, Yorkville. Cost is $10 per entry. On the Republican side, State Sen. Sue Rezin of Morris said Illinois’ cost for education administrators was up to five times higher than in similarly sized states, causing Illinois property taxes to skyrocket. Her Senate Bill 1287 would allow voters to decide through referendum if multiple districts should consolidate superintendent offices.

That bill is stuck in committee, she said.

State Rep. David McSweeney (R-Barrington Hills) and state Sen. John Curran (R-Downers Grove) also took part in the press conference to support reforms.

Senate panel advances bill extending property tax exemption to more seniors Bill would allow more seniors to freeze their property valuations

The Illinois Senate is poised to take up a bill that would make it easier for some seniors to access a state program that limits property tax increases on their homes.

Under current law, people age 65 and older with incomes up to $65,000 can claim the Senior Citizens Assessment Freeze Homestead Exemption, which effectively freezes the taxable valuation of their homes so that their tax bills cannot go up simply because the market value of their home rises.

Senate Bill 1346, which cleared

the Senate Revenue Committee on Wednesday, would expand that slightly, starting in the 2019 tax year, by allowing seniors to deduct from their income whatever money they spend on Medicare premiums. That would allow some people with incomes just above the $65,000 cap to claim the exemption.

Sen. Laura Ellman, a Naperville Democrat and lead sponsor of the bill, said it would benefit seniors who are “on the cusp” of the income limit, but she said she couldn’t estimate how many seniors it would benefit.

Premiums for Medicare Part B,

which covers doctor’s office visits, are currently $135.50 per month for people with incomes below $85,000 a year. Premiums for Medicare Part D, which covers prescription drugs, currently average $33.19 per month.

That means passage of the bill would raise the income cap for the senior citizens homestead exemption by around $2,024 a year for an individual who purchases both Medicare options, or $4,048 a year for a couple taking both options.

The bill now is waiting for action by the full Senate.

Danielle Harris earns ‘88’s Best’ recognition Danielle Harris has been named as Addison Trail’s February recipient of 88’s Best recognition for her outstanding service work. Harris, a senior, was recognized during the Feb. 25 District 88 Board of Education meeting.

The act of service is one that takes commitment, purpose and responsibility to follow through not only with the act at hand, but to see the bigger picture to help people have a better life.

Harris epitomizes what it means to care for others and provide opportunities for them to change their world. Harris began participating in Key Club during her freshman year.

She jumped in with both feet and is now President of the organization.

She has led a number of projects and activities through the club, but she particularly enjoys Ronald McDonald House, Feed My Starving Children and Paws for a Cause (an animal-friendly adoption fair designed and led by AT students).

Harris exhibits a quality that is sometimes difficult for teenagers to grasp – empathy. She knows what it’s like to be stuck in a situation that seemingly has no way out. But because of what she has experienced in life, and because of her perseverance and persistence, one of her personal goals is for people to understand they have the ability to break boundaries, no matter what they are born into. Harris serves as a Youth Equity Stewardship (YES!) series Ambassador at AT and is a role model for her

classmates. The YES! program is led

by Benjie Howard and Wade Antonio-Colwell, and the goal is to prepare students to recognize and learn from the diversity around them.

In the classroom, Harris is at the top of her class and has taken nine Honors courses and 12 Advanced Placement (AP) courses, earning top marks in all of them.

“I have had Harris in AP U.S. History as a junior and currently have her in AP U.S. Government,” said Brendan Lyons, Social Studies Department Head. “She epitomizes what all teachers hope for in their students; she is thoughtful, polite and engaged on a daily basis. You can really tell her academics are a priority, and she takes great pride in them.”

Teacher offers example of Harris’ relentless compassion English Department Head Amy Ferraro agreed.

“When I reflect on Harris’ work in my class, I immediately think of her response to the summer reading I assigned my students,” she said. “I assign a nonfiction piece called ‘Mississippi’ by Anthony Walton each year. As we sat in class the first week discussing our reactions to the book, most of the students complained that they found it irrelevant and boring and difficult to read.

“After sitting and listening to her peers grumble for quite a while, she slowly raised her hand. When I called on her, she thanked me for assigning the book, explained how

House passes bill requiring LGBT content in state-funded textbooks

The Illinois House last week passed a bill requiring public school textbooks purchased with certain state funds be nondiscriminatory and unbiased in their treatment of racial and ethnic minorities, and that they highlight the contributions that LGBT individuals have made to American history and culture.

“Under current practice in many of our schools, the contribution of LGBT individuals in history has remained hidden and unacknowledged,” Rep. Anna Moeller, an Elgin Democrat and sponsor of House Bill 246, said during debate on the floor of the House.

“This exclusion has denied students the opportunity to obtain a greater and more accurate understanding of world history, and it also has denied LGBT people their identity and reflection in our school curriculum,” she added.

The bill passed out of the House on a largely party-line vote of 60-42. Only three Democrats voted against the bill, and no Republicans voted for it.

Rep. Tom Morrison, a Palatine Republican, argued schools and teachers already struggle to keep up with the growing list of mandates applied to them, and the state should not be adding another, especially one that some might find inappropriate.

“We all know that we need to have a well-educated, well-informed citizenry.

We have to have that if we’re going to maintain our form of government,” he said.

The bill is in the Senate, which passed similar legislation during the

2018 session, and it awaits assignment to a substantive committee. Chicago Democrat Heather Steans is the legislation’s chief co-sponsor.

But it is unlikely that the bill would have any immediate impact, even if it is signed into law. That’s because it only

applies to textbooks purchased through the state’s textbook block grant program, which has not received any funding for the last five years, and which the State Board of Education has not requested funding for in the upcoming budget.

Cullerton supports measure to allow residential greenhouses

An Elmhurst family may soon be able to extend their backyard gardening season, thanks to state Sen. Tom Cullerton (D-Villa Park).

The Senate’s Local Government Committee heard testimony on Wednesday, March 13, in support of Cullerton’s measure, Senate Bill 1675, which would stop municipalities from banning the construction of a season extension or crop protection device such as a hoop house from Oct. 1 to April 15 every year.

“Hoop houses allow residents to extend growing season to grow fresh produce all year round,” Cullerton said. “It’s a shame that the state needed to get involved to allow local residents to take advantage of countless health benefits throughout our winter months. My hope is the City of Elmhurst reaches a swift and responsible decision in the next week

The issue began in 2015, when city officials told Nicole Virgil and her husband, Dan, that their hoop house violated city rules and directed them to take it down.

The Virgils had designed and built a hoop house, which is a series of large hoops or bows—made of metal, plastic pipe or wood—covered with a layer of heavy greenhouse plastic. The plastic is stretched tight and fastened to baseboards with strips of wood, metal or wire. Hoop houses can be used to grow some crops year-round.

Since then, the Virgils have been battling zoning restrictions to get the city’s permission to extend their backyard gardening season. The Elmhurst City Council voted on the matter again in February, blocking the hoop house with the mayor cast-

Representatives from Domtar Corporation visited Carolina Bonilla’s 3rd grade classroom at Lincoln School on Wednesday, March 13, bringing surprises for her students.

The visitors presented each student with two books and a goodie bag, to the children’s delight.

Domtar procured the book through a partnership with FirstBook, an organization that works with leading businesses, nonprofits and individu-

als to promote equal access to quality education for kids in need.

Fenton boys swimming team enjoys strong season Fischer earns all-state recognition; Seniors honored

The Fenton boys swimming team enjoyed a 2018-2019 season that was filled with success.

Head coach Al Pell guided the Bison to their best finish in 25 years. Fenton took third place in the conference championship, which was its highest finish ever. The Bison ended up 4-2 in dual meets overall. Fenton’s finish at the sectional was its highest in at least 25 years, noted assistant coach Dan Hennebry.

Fenton was fifth at the Glenbrook South sectional in a 12-team field.

The 200 medley relay team of Nik Fischer, Conrad Oberski, Matt Janovsky and Lucas Feddersen qualified for the state meet in a school-record time.

Fischer also qualified for state in the 100 backstroke.

“The boys who competed at the state swim championships enjoyed and learned from swimming against the best,” said Hennebry.

Fischer ended up finishing 12th in the state in the backstroke to earn all-

state honors, while Fenton’s medley relay team finished 28th in the state and did not advance to the finals round.

“They swam fast and capped a fine season,” Hennebry noted.

Fenton held a team awards event to celebrate the season. Fischer earned most valuable swimmer honors. Brandon Stiltner was the winner of the most improved award. “Brandon trained with focus and consistency,” said Hennebry.

The coaches award went to Oberski, Janovsky, Feddersen and Fischer, “for their workout regimens and performances, qualifying for state and earning all-conference honors,” Hennebry pointed out.

Fenton also had a number of swimmers who earned all-conference academic accolades for having a 3.5 grade-point average or higher. That elite list included Matthew Cyran, Brendon Dal, Feddersen, Fischer, Jason Gasior, Janovsky, Jordan Loyola, Matt McElroy and Kasper Widlo.

Willowbrook boys gymnastics team off to solid start Salanda third on floor exercise; Ross and Bailey earn high finishes as well

Willowbrook boys gymnastics coach Caleb Strejc has no complaints about how his squad has started the season.

The Warriors opened at the Vic Lesch invitational where it took third as a team. Danny Saldana was third on floor and fifth on high bar. Cooper Ross finished fourth on pommel horse, while Brendan Bailey was fifth on rings and fourth on parallel bars.

Willowbrook also recently competed in the 14-team Burkel invitational where it placed fifth.

“I was extremely proud since none of our guys had done gymnastics before high school,” said Strejc. “So to be that close to the top at a big invite where the best teams had kids with club experience was a huge accomplishment.”

At Burkel, Ross tied for eighth on pommel horse.

Willowbrook is coming off a 2018 season where it went 4-0 in West Suburban Conference Gold Division dual meets and won the conference title.

Bailey, a senior, finished sixth in the all-around at the WSC Gold meet last year. Senior Collin Donaldson is a returning state qualifier on pommel

horse and took fourth in the conference in that event a year ago.

Senior Sean Luner was fourth on both rings and parallel bars at conference, while Ross focuses on pommel horse.

Key newcomers to the group include junior Saldana, who is an all-arounder, as well as junior Noah Pulli, also an all-arounder.

“I think our strengths are that we have a good varsity core of guys who have been competing together since freshman year and really care about each other and doing well for the team,” said Strejc. “It is awesome to see them work hard to make their final year a memorable one.”

Strejc said Bailey and Ross are a couple of gymnasts in particular to keep an eye on this season. “Brendan is our top all-arounder and the anchor of the team,” the coach said.

“He has the best chance to individually succeed on p-bars and potentially make it to state on that event.

Cooper is our most consistent on pommel horse and could qualify to state in that event.”

Strejc said the team has its sights again set on the WSC Gold crown.

“We are going to work to win the conference title again,” he said.

“That is the main goal for the team.

Individually for the guys, we hope to qualify some for state on pommel horse and p-bars.”

The Addison Trail girls soccer team is coming off a 2018 campaign where it went 7-12-2 overall and 2-4 in West Suburban Conference Gold Division play.

The good news for coach Sergio Nunez this spring is there are numerous veterans back from that

squad.

That group includes junior midfielder Lucia Fullone, who was an all-WSC Gold pick last year and is a two-year varsity starter.

Defender Jenny Santana also is back. She’s also a two-year varsity starter and is the Blazers’ captain this season. Santana had two games last year where she had eight lockdowns on attacking players, Nunez noted.

Key newcomers for the Blazers include a pair of freshmen in forward Stephanie Madragon and

midfielder Giada Alessi.

Nunez said team strengths heading into the season include the key returns of Fullone and Santana, as well as the overall freshman talent that has come into the program, which includes three additional freshmen defensive talents and a finishing specialist.

“We’re hoping for positive lessons with great results,” said Nunez. “We’re currently sitting with three goalies who all are training hard for the starting position.

Families invited to explore Churchville Schoolhouse, Fischer Farm

Families looking for fun and affordable activities during spring break week are invited to participate in a free Spring Break History Hunt on Wednesday, March 27 from 11 a.m. to 3 p.m. The Elmhurst History Museum will host the Spring Break History Hunt at the Churchville OneRoom Schoolhouse and the adjacent

Fischer Farm in Bensenville. This program is free and no registration is required.

This family-friendly event for all ages takes place in and around the Churchville Schoolhouse, located at 3N784 Church Road and Fischer Farm at 16W680 Grand Ave. in Bensenville. Participants can drop in at either location to pick up their History Hunt forms.

At the Churchville Schoolhouse, meet the schoolmarm who will share lessons from the 1910 era.

History hunters will practice proper penmanship, play old-fashioned games, and make a craft while sup-

plies last. Around the corner at the Fischer Farm, the History Hunt continues and kids can explore the farm buildings and see the animals on the grounds. Participants completing the Spring Break History Hunt at both sites will be eligible for a small prize while supplies last. Please note that children must be accompanied by an adult.

Nearly 3.3 million Americans now work in clean energy in every state in the country, according to a new analysis of energy jobs data by the national nonpartisan business group Environmental Entrepreneurs (E2). Across the country, nearly every state saw an increase in clean energy jobs in 2018, combining to add about 110,000 net new jobs for a growth rate of 3.6 percent.

Overall, clean energy jobs totaled more than 3.26 million at the end of 2018. Clean jobs outnumber fossil fuels jobs nearly three to one (3.26M to 1.17M) and clean energy

employers said they anticipate six percent job growth for 2019.

Two sectors in particular – clean energy storage and clean vehicles – saw job totals increase sharply from last year driven by growing consumer EV adoption, state expansions of charging infrastructure, falling battery prices and increased solar-storage installations. Clean storage’s 75,000 jobs are at the highest ever, while clean vehicles added 34,000 jobs.

Solar remains the top U.S. job provider in electric power generation—leading natural gas by more than 200,000 jobs —while wind is third, trailing natural gas by fewer than 1,500 jobs.

Other key findings: • Solar alone employs more than twice the number of coal workers • Wind and solar account for nearly 2 out of every 5 construction jobs in the electric generation sector • Not included in the clean vehicles sector are 486,000 employees in the motor vehicle industry who work with parts making vehicles more fuel efficient • Jobs in grid modernization grew 3.3 percent in 2018, adding more than 2,000 jobs • More Americans work in energy efficiency (2.3 million) than there are waiters and waitresses in America’s bars and restaurants (2.25 million) • All but two of America’s 3,007 counties are home to jobs in clean energy • More than one out of every three employees working in the energy sector (from traditional energy to motor vehicles) are involved in energy efficiency • After two years of losses, solar energy employers predict 8 percent job growth for 2019 • Two-thirds of U.S. clean energy jobs (67%) are involved in construction and manufacturing • There are now more Americans working in clean energy than there are school teachers.
