DuPage County recognized for flood mitigation efforts Funds include project in Addison

The Illinois Association of Floodplain and Stormwater Managers (IAFSM) presented DuPage County with the 2021 Mitigation award during their annual conference, held virtually on Thursday, March 11.

IAFSM specifically recognized

DuPage County’s Stormwater Management and Community Services departments for their efforts to mitigate flooding countywide using a nearly $32 million grant from the U.S. Department of Housing and Urban Development (HUD) following flooding in 2013.

“We were grateful to receive the federal funding following the devastating 2013 floods throughout the area,” said DuPage County Stormwater Management Committee Chair Jim Zay. “We recognized quickly that the areas affected could not just

be repaired, they also needed to be protected against future floods. Utilizing those funds, we strategically implemented shovel-ready mitigation projects and focused on property buyouts that will benefit communities for years to come.”

Using this HUD grant, DuPage County, along with municipalities who were awarded sub-grants, completed 17 flood mitigation projects, as well as several flood-prone property buyouts. Notable County projects in the area include $169,537 toward a strategic buyout in Addison.

“It was important to work closely with our municipal partners through DuPage County’s Community Services Department to assist in the effective management and completion of these complex capital projects,” said DuPage County Health and Human Services Committee Chairwoman Julie Renehan. “We are pleased with the results and have heard positive feedback from residents who no longer have to worry every time it rains. This alone is quite an accomplishment, and I’m grateful to IAFSM for recognizing DuPage County’s efforts.”

This family decorated their car and went out to drive around the neighborhoods on Saturday, March 13, even though area St. Patrick’s Day parades, including the big one in Chicago, had been cancelled this year due to COVID-19. by Elmhurst University students, faculty and staff to following the rules and keeping each other safe, the University community experienced a remarkably low 1% positivity rate for those tested on campus in the Fall Term. Testing data continues to show a low incidence of COVID-19 on campus.

EEHealth offers COVID-19 virtual grief support sessions Edward-Elmhurst Health knows that over the past year, many people have suffered loss and are struggling with grief associated with losing someone to COVID-19. EEHealth want to help.

The hospital is now offering complimentary grief support groups specific to those struggling with the experience of losing a loved one to COVID-19. The experience of losing someone to COVID-19 is unique and specific. For this reason, these groups are open only to adults (18+) who have experienced COVID-19 related loss.

These support group sessions are held virtually using Zoom. In order to participate, you must have access to an electronic device with audio and video capability.

Support group sessions are facilitated by members of our Spiritual

Care Services team who are experienced in supporting those who have suffered loss.

Groups have a minimum of five people and a maximum of 10.

The support group sessions are 90 minutes long, held once per week and run for six weeks. Morning, mid-day and evening options are available.

American Rescue Plan allocates $50B in small business relief

Elmhurst University is planning a return to in-person, campus-based learning and living in the fall.

Based on the latest pandemic and vaccine rollout projections, and the low COVID-19 positivity rates the University has seen so far, Elmhurst will be prepared to welcome students back in August with a full array of on-campus courses and activities.

According to a release from the U.S. Chamber of Commerce, United States President Joseph R. Biden on March 12 was scheduled to sign into law the $1.9 trillion American Rescue Plan federal relief package for individual, businesses and governmental bodies suffering the negative economic impact from the Coronavirus (COVID-19) Pandemics, including $14 billion to distribute vaccines.

The American Rescue Plan includes $50 billion in small business financial assistance, including $25B targeting small and mid-sized restaurants, and $7B more in forgiveness-eligible Paycheck Protection Program (PPP) loan funding for small businesses and not-for-profit organizations.

There also is an unemployment benefit boost of $300 per week (down from $400).

State and local governments will receive aid totaling $350B, and $130B is allocated to assist elementary, middle and high school in safely reopening classrooms for in-person learning.

The relief package includes provides for $1,400 stimulus check payments to individuals with an adjusted gross income of $75K or less (down from $100K and then $80K) based on Fiscal Year 2020 and/or FY 2019 federal income tax returns and an expanded tax credit from $3K to $3.6K per child to be distributed in monthly installments.

With support from a coalition that includes several area Chambers of Commerce and Industry, the U.S. Chamber of Commerce is urging the U.S. Congress to extend the PPP application deadline from March 31 through the end of 2021 (Dec. 31).

More than 10 percent of DuPage residents now fully vaccinated More than 271,684 doses of the COVID-19 vaccine have been administered to DuPage County residents, and 177,631 residents have received at least one dose of vaccine as of today, March 10. Of those vaccinated, 94,053 people, or 10.13 percent of DuPage County residents, are fully vaccinated. This represents the administration of 59,049 doses of vaccine in the past week to DuPage County residents.

Last week, DuPage County Health Department (DCHD) received 15,330 first doses of COVID-19 vaccines. From this allocation, 4,710 doses were distributed to medical

practices, 200 doses were distributed to Federally Qualified Health Centers, 5,680 doses were distributed to hospitals, 600 doses were distributed to pharmacies, 1,500 doses were distributed to commercial vaccination service providers, 300 doses were distributed to urgent care providers, and 2,340 doses are supplying the DCHD Community Vaccination Clinic. Additional county-specific vaccine data, including first dose allocations by week and allocations by provider type, are available on the COVID-19 Dashboard at the DCHD web site.

In addition to the 15,330 first dos-

es allocated to DuPage County this week, retail pharmacies including Jewel, Mariano’s, and Walgreens are receiving approximately 13,600 doses this week directly from state and federal sources.

“In spite of the relatively low volume of vaccine coming to DCHD and our provider network, we are effectively moving through the current Phase 1b priority groups,” said Karen Ayala, executive director of DuPage County Health Department.

“Even with that, unless you’ve been successful in scheduling or receiving a vaccine, there is a sense of frustration. We understand that and contin-

ue to advocate for more doses of this lifesaving vaccine. We will soon be announcing our timeline for transitioning into the 1b Plus population and want to assure people in the 1b groups that we will continue to target getting vaccine to you first. Let’s please keep this positive momentum going so we can continue to prevent illness and save lives.”

While progress is being made on the overall vaccination efforts, DCHD is closely monitoring reports of variants in our local communities.

To date, DCHD has received confirmation of the COVID-19 variant B.1.1.7 detected in three DuPage

County residents. Across Illinois, 85 cases have been reported, as of Mar. 9. This variant has been found to spread more easily than other variants. In January 2021, experts in the U.K. reported that this variant may be associated with an increased risk of death compared to other variant viruses, but more studies are needed to confirm this finding. It has since been detected in many countries around the world. This variant was first detected in the U.S. at the end of December 2020. State’s attorney files charges against five individuals alleging voter fraud On Tuesday, March 9, DuPage County State’s Attorney Robert Berlin announced that his office had filed charges against five individuals accused of various charges related to election fraud in the 2020 general election. The charges are the result of investigations conducted by the State’s Attorney’s Office into 32 cases of alleged election fraud. While most of those cases have been closed without charges, several remain under investigation.

“I would like to thank County

Clerk Jean Kaczmarek and her office for their fine work in uncovering these alleged violations and bringing them to our attention,” Berlin said. “The charges filed today are the direct result of the cooperation and professionalism displayed by the Clerk’s Office throughout the entire investigation.”

This morning, Judge Michael Fleming issued a $1,000 with 10% to apply arrest warrant for each of the following defendants.

• Adam P. Butler, 51, of Lisle, charged with one count of Forgery and one count of Perjury in Election Code. Both charges are a Class 3 Felony.

• Thomas E. Wojciechowski, 73, of Carol Stream, charged with one count of Perjury in Election Code, a Class 3 Felony.

• Colleen A. Kirchoff, 60, of Naperville, charged with Forgery and Perjury in Election Code. Both Charges are a Class 3 Felony.

• Darrick Kent, 43, of Austin,

Tex., charged with one count of Perjury in Election Code, a Class 3 Felony.

• Amy Kent, 41, of Austin, Tex., charged with one count of Perjury in Election Code, a Class 3 Felony.

Of the five cases, three (Butler, Wojciechowski and Kirchoff) allege that the defendant attempted to cast a ballot for someone other than themselves. The other two cases (Derrick and Amy Kent) allege that the defendant claimed that they had lived at a DuPage County address

for 30 days or more prior to the election when in fact they had not.

“The very foundation of our country is built upon fair and free elections,” Berlin said. “Elections are a sacred duty and while the five defendants charged today represent an infinitesimal percentage of the 491,067 votes cast in the 2020 general election, it is important that anyone suspected of attempting to interfere in any way in the election process be investigated and charged where appropriate.”

Did you know?

A look at Addison’s former public schools

We are all aware of the term “home-schooling” these days. Did you know that the village of Addison was using the “school-home” concept in its early years?

The first public school in Addison was built on the southwest corner of Lake Street and Addison Road in 1858. This remained in use until about 1880 when a new school was constructed on Oak Street just east of Addison Road, named Oak School #1.

The original 1858 school became the beginning structure for the house that has been added onto many times that still stands on that property today.

Oak School #1 became too small and a second school was built alongside it on Oak Street in 1938, known appropriately as Oak School #2.

In the late 1940’s, it was decided to build a multi-room schoolhouse on that site and both of the existing schools were sold.

Oak School #1 was moved a few blocks north to Nugent Street and converted to a family residence that is still in use today.

Oak School #2 was moved to the west edge of town on Lake Street and also converted to a family residence.

The building is also still in use today.

Park District plans Easter Egg ‘drive-thru’ On Saturday, March 27 from 10 a.m. to 2 p.m., the Addison Park District is hosting an Easter event featuring everybody’s favorite Bunny who hops into town at this time of year.

Rather than the usual wild dash of the Easter Egg Hunt, this year the Park District is offering an Easter Egg drive-through event at the Community Rec Center at 120 E. Oak St. It will still be a safe afternoon of Easter goodies as well as pictures with the Bunny. The Bunny will hop to you for photos and will hand-deliver a goodie bag for each child in the car.

Every school year, Addison Trail students have the opportunity to recognize a teacher or a staff member through the school’s Golden Apple program for going above and beyond and making a difference in their life.

Addison Trail’s Golden Apple award is given to teachers and staff members who have made a positive impact on students inside the classroom and beyond and is a reminder that their hard work and continuous effort matter each and every day.

Although the school was unable to celebrate the honorees in person because of the coronavirus disease 2019 (COVID-19) pandemic, a virtual presentation took place, and yard signs were delivered to the award winners to recognize them as Golden Apple recipients.

University hosts panel discussion on diversity, entrepreneurship Entrepreneurs who represent diverse identities are changing the face of leadership as more startups embrace diversity and inclusion in many aspects of what they do.

On Wednesday, March 24, the Elmhurst University E-celerator will host the panel discussion “Why Does Diversity in Entrepreneurship Matter?” During this virtual event, a panel of successful entrepreneurs will explore why diversity among entrepreneurs is important; its impact on businesses and organizations; and the obstacles faced by entrepreneurs with diverse identities.

About the panelists: • Christina Montalvo, MBA ’16, started her first business—a personal training studio—in 2012 out of her single-car garage. Five years later, she expanded it into a 2,000-squarefoot warehouse gym. Former teacher found guilty of reckless conduct that injured student On Wednesday, March 10, DuPage County State’s Attorney Robert Berlin announced that late Tuesday evening, a six-person jury found a former Bartlett High School chemistry teacher guilty of Reckless Conduct for injuring a student during a science demonstration. Additionally, the jury also found Garry Brodersen, 66, of Carpentersville, guilty of one count of

Endangering the Health or Life of a Child. Both charges are Class A Misdemeanors. In reaching their verdict, the jury deliberated for approximately four hours following a two-day-long trial in front of Judge Paul Marchese.

On May 15, 2018, Brodersen was performing a science demonstration for his class. During the demonstration, he poured liquid nitrogen on

a student’s chest and groin area.

The chemical caused burn injuries to the student’s groin and to a finger. Bond for the offense was set at $15,000. Brodersen posted $1,500, the necessary 10% of his bond, and was released from custody.

“Mr. Brodersen displayed extremely poor judgement when he doused a student with a dangerous chemical during a science demon-

stration,” Berlin said. “I would like to thank Judge Marchese for ensuring a fair trial for both sides as well as the jury for their service, particularly while the pandemic, while less severe than before, is still a fact of life.”

Brodersen’s next court appearance is scheduled for March 18, 2021 for filing of post-trial motions or sentencing.

Trump as its leader puts GOP in a quandary

By Jim Nowlan The coffee klatch at Julie’s Café Market asks: What’s going to happen in American politics over the next few years, now that Trump has declared he plans to be the leader of the Republican Party? Here is my take.

In sum, the Republican Party will survive, if at all, as a distinct minority party, so long as Trump continues being Trump. That is, Trump refracts every action, absolutely every one, through the prism of how it affects the world’s view of him, not of how actions affect a political party’s fortunes. Not a way to run a party.

Trump has a base of about 3035 percent of the electorate, largely outside urban areas. His backers are passionately committed to him as an individual, not to him as a party leader. Unfortunately for him, a similar slice of the electorate, or maybe a bit larger, is opposed to him with comparable intensity. And many of the rest, who are neither for nor against Trump, find him and his actions distasteful.

For the coming election cycle, I expect Trumpers to win both primaries and general election races in rural and small-town America. In the vote-rich suburbs, however, Trumpers and antiTrump candidates will square off in many GOP primaries.

Should a Trumper win a suburban primary, he or she will often lose the general election, as many women there find The Donald objectionable.

Should the anti-Trumper win the primary, the Trumpers will often not vote for him or her in the general, ceding the election to the Dem. This will thus result in a reduction in legislative seats for the GOP at both the state and national levels.

Looking ahead to 2024, Trump will likely win the GOP nod for the presidency, yet once again his base will be insufficient to win the Oval Office.

On the Democrat side, Joe Biden will be 82 in November of 2024.

I think he will step aside for Vice President Kamela Harris, who votes liberal yet comes across as a suburban professional.

All the above assumes for my analysis that the Democrats will not shoot themselves in their collective Big Toe along the way. Take inflation, for example.

An enduring weakness of democracies has always been the tendency of politicians to promise to do for voters (spend money) and not do to them (tax voters to pay for

the spending). This results in budget deficits.

To wit: The present spending binge

by Dems in D.C. comes on top of the GOP’s $2 trillion tax cut in 2017, which itself was painted over wholly with red ink. I was taught in college that if the money supply goes up sharply without a comparable increase in the supply of goods, there will be inflation, possibly of the runaway sort.

Think Argentina, the Weimar Republic in post-World War I Germany, and in undisciplined democracies around the world. Many economists here say, tsk-tsk, not to worry in the U.S.; some others say: worry.

After a Trump loss in 2024, the GOP would be shattered. Without Trump and his base, the Grand Old Party would represent 20-25 percent of the electorate.

In the interim between now and post-election 2024, anti-Trump Republicans will be rallied by the likes of U.S. Rep. Adam Kinzinger (R-Illinois) and his Country First political committee. Kinzinger has a positive, uplifting, but unspecific message. Can the likes of the 42-yearold Kinzinger arouse passion? I am hopeful.

Kinzinger appears to have burned his bridges with the GOP in Illinois, with some dismissive remarks he made about local GOP leaders. So, will he transform fledgling Country First into a new party? I have written elsewhere that there is space for a new party, but the challenge of getting one up and running is daunting, and would take two or more election cycles.

The nation may be in for a decade or more of one-party Democratic Party rule, much like the DemocraticRepublicans’ lopsided majorities in Congress from 1800 to 1824.

What our nation needs, in my humble opinion, is a secular Great Awakening. In the 18th Century, emotional preachers brought people to their feet and onto their knees across our new nation.

The disconnect is that the 18th Century phenomenon didn’t require pain and sacrifice; indeed revivalists offered a pathway to salvation through faith alone. In contrast, a 21st Century “Awakening” will require broad pain and sacrifice to straighten out our country, its finances and competitiveness. A tall order for Americans, used to the good life, where political parties find spending more successful than challenging us.

JCAR and you: How a rule becomes a law in Illinois

By Roger Eddy Beginning on Jan. 1, 1978, an important process became law that very few people know about and even fewer people understand.

But the Illinois Administrative Procurement Act affects your everyday life in a very real way, especially lately.

It subjects you to rules written by unelected officials that eventually are acted upon by a small group of elected officials called the Joint Committee on Administrative rules, or JCAR. It’s processes, however, were not included in the “Schoolhouse Rock” version of “How a Bill Becomes a Law.” The act defines the authority and establishes a process by which state agencies in Illinois make rules to implement the intent of laws passed by the General Assembly. There are dozens of state agencies, board and commissions in Illinois, many of which hover over our everyday lives. Examples include the Illinois Departments of Public Health, Revenue, Corrections, Agriculture, Children and Family Services, Human Services, Military Affairs, Veterans’ Affairs, State Police, State Board of Education, and the list goes on and on.

You get the idea.

Central Management Services (CMS) is the state agency that is supposed to oversee these entities. On the CMS website, it is noted there are more than 80 of these bodies. Most have rule-making authority.

According to the Procurement Act, state agencies take over where lawmakers leave off after a bill is passed and signed into law by the governor. The rules they set are

supposed to carry through the intent of the legislation, which created the authority for a specific state agency.

There must be underlying legislation that can be cited for which the rulemaking authority is granted.

Often, when I was a member of the House, I would scan the hundreds of bills proposed to look for the words, “subject to rule making authority.”

When I saw those words, I knew that I was voting to yield some of my duty as a lawmaker to an unelected bureaucratic agency of the state. I also understood this authority could last forever or until a new law repealed it.

Not often was there discussion about the intent and limitations of the rule-making authority being granted in the legislation. Keep in mind, these rules, once promulgated, have the effect of law and are enforceable by the executive branch. When Rod Blagojevich was governor, he refused to follow some of the rules and called JCAR “advisory.” The Illinois Supreme Court ruled otherwise when a pair of GOP operatives took Blagojevich to court. The court upheld the authority of JCAR as created by the 1978 Procurement Act. Since these rules, written and proposed by bureaucracies and enforceable as law, can have a major effect on your life, you might wonder what this promulgation process entails.

The process of promulgation could be the subject of a full-length course.

In short, the process begins with the rule being written by a state agency, board or commission granted that authority in legislation. The drafting of the proposed rule is not subject to public input. However, it then must be posted twice for public review and comment. The first notice must be published in something called the Illinois Register for at least 45 days.

The second period is also 45 days and can include changes made to the rule.

A third period of 45 days can also be added under certain circumstances. It can take up to a year in rare cases.

Eventually, the proposed rule is sent to JCAR for final action. JCAR is a quasi-legislative bipartisan panel of 12 elected officials—six Democrats and six Republicans appointed by the leaders of each of the four caucuses representing the Senate and House.

They review the rule and determine whether it meets the requirement of being within the authority provided in the underlying statute or if it oversteps the authority granted.

JCAR can approve the rule with a Certificate of No Objection, make recommendations for changes, object, or issue a Filing Prohibition/ Suspension. If the rule is approved with a Certificate of No Objection, the agency adopts the rule and files it with the secretary of state. It then becomes enforceable. A JCAR declaration of Prohibition or Suspension is a determination that the proposed rule is a threat to the public interest, safety or welfare. Then, by a three-fifths vote JCAR can prohibit the filing of the proposed rule.

All of this has come to light recently when high-profile rules passed by the Department of Public Health and State Board of Education have come under scrutiny. As a lawmaker, I was always concerned with the authority that the General Assembly punted to state agencies and JCAR. Lately, maybe the public is also becoming concerned?

Warriors wrap up season with a victory over Leyden 36-point third-quarter explosion highlights Saturday’s win over the Eagles

The Willowbrook boys basketball team concluded its season with a pair of home games on Saturday. In their first game, the Warriors lost 74-66 to Downers Grove South. Willowbrook ended the day on a winning note by defeating Leyden 84-68.

The Warriors finished their abbreviated season with an overall record of 3-11.

Saturday’s pair of games were part of the 14-team West Suburban Conference Tournament. The Warriors played their first two games of that event on March 6 at Addison Trail.

Willowbrook began the tournament with a loss to Lyons Township. The Warriors won their second game on March 6, beating Addison Trail.

Saturday’s game against Downers Grove South was the Warriors’ second matchup against the Mustangs in less than 24 hours. The two teams met in Friday’s regular-season game in Villa Park. Downers Grove South earned a narrow 66-63 win in that contest.

The Mustangs led the Warriors 53-43 with 6:45 to play in Friday’s game. Willowbrook rallied to take a 57-56 lead with 3:35 remaining.

lead and held on to earn the victory. Willowbrook sophomore Noah Campbell, who made two 3-point shots during the fourth quarter, missed a shot from 3-point range at the buzzer.

Campbell connected on five 3-point shots during the game and scored a team-high 23 points in Friday’s loss. Senior Amaris Hughes and junior Marquel Saleek both scored 13 points, while junior Terrell Walker provided 10 points.

“Our kids could have very easily packed it in,” said Willowbrook coach Ryan Tyszkiewicz after Friday’s game. “They didn’t. They came out and turned up the pressure.

I’m very proud of the kids. They battled. They gave it 110 percent.”

Saleek’s three-point play cut Downers Grove South’s lead to 5346 with 6:20 left in Friday’s game.

Campbell’s first 3-point shot of the quarter cut the lead to 55-49 with about 5:20 remaining. His next 3-pointer sliced the lead to 55-52 with 4:30 to play.

A driving basket from Hughes cut the Mustangs’ advantage to 55-54.

Saleek’s 3-point shot gave the Warriors a 57-56 lead with 3:35 remain-

ing. Downers Grove South regained the lead about 10 seconds later.

The Mustangs pushed their lead to 62-57, but Campbell’s running basket pulled the Warriors to within 6259 with 1:30 left.

Hughes scored to cut Downers Grove South’s lead to 64-61 with one minute to play. Saleek’s basket dropped the lead to 65-63 with 35 seconds left.

Downers Grove South scored the game’s final point on a free throw with 7.4 seconds remaining. Hughes tried and missed a last-second 3-point shot. The ball went out of bounds, with possession to the Warriors with eight-tenths of a second on the clock.

Campbell caught the inbounds pass and missed a desperation 3-point attempt that could have sent the game into overtime.

Downers Grove South held a 23-7 lead after one quarter of Saturday’s rematch. The Warriors cut the Mustangs’ lead to 32-23 by halftime.

Willowbrook junior Alexander Simmons scored a team-leading 17

points in Saturday’s loss to Downers Grove South. Saleek and Walker scored 13 and 12 points, respectively.

The Warriors erupted during the third quarter of their season finale against Leyden. The Eagles led Willowbrook 38-26 at halftime. The Warriors outscored Leyden 36-8 in the third period to grab a 62-46 advantage.

Walker scored 19 points in the win over the Eagles. Campbell added 17 points, while Saleek supplied 14 points.

While the Warriors struggled to win games during the abbreviated season, Tyszkiewicz noted the joy and gratitude they felt for having an opportunity to play. A couple of months ago, it looked like the entire season might be canceled because of the COVID-19 pandemic.

“You can just see with the guys on the floor in practice, in the game, just being around each other, being together, being a team, it really does show how much they appreciate it,” Tyszkiewicz said.

Willowbrook’s boys basketball team finished its season by playing three home games in two days.

The Warriors faced Downers Grove South on Friday night in Villa Park. Willowbrook trailed by 10 points early in the fourth quarter before rallying to take the lead. The Mustangs regained the lead and held on for a 66-63 win. Sophomore Noah Campbell (No. 25-above) scored a team-high 23 points for the Warriors.

Willowbrook’s girls basketball team wins conference title Willowbrook’s girls basketball team ended its season by winning the title in the 14team West Suburban Conference Tournament. The Warriors won two games on Saturday at Morton High School’s west campus.

They beat York 56-50 in a semifinal game.

They then defeated Lyons Township 52-46 in the tournament’s championship game.

Freshman Calli Kenny (No. 35-left) scored a team-high 22 points in the title contest. Senior Taris Thornton (No. 25-bottom left) added 10 points. Senior Stephanie Dasbach (No. 30-right), provided five points, including a three-point play that gave the Warriors a 4441 lead with less than three minutes to play.

Dasbach is pictured while making the basket that broke the 41-41 tie. She then sank a free throw to complete the three-point play. Willowbrook won the last nine games of its season to finish the campaign with a 13-2 record. The Warriors’ only two losses came against the two teams they beat on Saturday—York and Lyons Township. Willowbrook went 6-0 in its games against each of its six rivals in the West Suburban Conference’s Gold Division.
