The fugitive, Floyd Brown, fired several shots through the door at deputies before jumping out of a third story window. Allegedly, Brown then shot Keltner in the head with a rifle while running to his car in the parking lot.

Keltner died about 3:30 p.m.

AARP-backed bill would penalize nursing homes for staff shortages Legislation also aims to limit use of antipsychotic drugs without proper diagnosis

jnowicki@capitolnewsillinois. com Senior care advocates promoted legislation last week that is aimed at enforcing minimum staffing mandates, limiting the use of psychotropic drugs and heightening transparency for care violations at Illinois nursing homes.

At an Illinois State Capitol press conference, representatives of the senior advocacy group AARP said Illinois nursing homes have the worst rate in the nation for patientto-staff care hours per day, and the second-worst rate in the nation for giving antipsychotic drugs without a psychiatric diagnosis, according to a study conducted by the group.

“Inadequate staffing at many Illinois nursing homes leave residents neglected, malnourished, suffering from bed sores or worse,” said Ryan Gruenenfelder, director of advocacy and outreach for AARP. AARP also said 39 percent of nursing homes in Illinois received a low quality rating in 2015 from the Centers for Medicaid and Medicare Services, a federal agency within the United States Department of Health and Human Services.

State Sen. Jacqueline Collins, a Chicago Democrat, is the Senate’s lead sponsor of Senate Bill 1510, the Illinois Nursing Home Residents’

Quality Care Initiative.

Collins said the bill would implement a fine structure for nursing homes that fail to meet minimum staffing requirements, and would require the Department of Public Health to build a more easily searchable database for nursing home violations.

Illinois statute already requires 3.8 hours of care each day per resident needing skilled care and 2.5 hours each day per resident needing intermediate care. Collins said the fines are needed for nursing homes to “really become accountable.”

The bill also requires informed consent, meaning a signature from a resident or their legal representative, before psychotropic drugs can be administered. It would also mandate documentation if a psychotropic drug was administered under emergency conditions, such as if patients were considered a danger to themselves or others.

Shantonia Jackson, who has been a certified nursing assistant for 11 years, testified of staffing issues at facilities where she was once employed. She said when she worked in an Alzheimer’s unit, she often had 15 residents under her care at one time.

“I’m not giving them the proper care that I need to give, which is like 3.5 hours of care,” she said. “But I can’t do that if I have 15 residents at one time.”

Jackson said to keep the residents sedated and more manageable, psychotropic drugs were often administered “to keep them still.”

Amanda Ginther, vice president of the nursing home lobbying group Health Care Council of Illinois, said after the press conference the organization was not taking a position on the bill, pending further analysis.

She said there’s more to the staffing issue than voluntary non-compliance from nursing homes, including state-wide labor shortages for health care professionals.

On top of that, Illinois nursing homes lose $41 per day—or about $15,000 per year—per Medicaid-reliant patient, according to a study commissioned by HCCI and conducted by Plante Moran, one of the nation’s largest certified public accounting and business advisory firms.

“Medicaid rates have failed to keep pace with the actual cost of care in Illinois,” Ginther said. “That’s another impediment to reaching staffing ratios.”

In 2016, Illinois nursing homes with more than 51 percent Medicaid utilization had operating losses of about $765,000 on average per facility for all payers, the study found.

The HCCI is advocating for an additional $100 million in state funding for skilled care nursing homes in fiscal year 2020 to offset an estimated industry-wide shortfall of $649 million in FY 2020 alone.

At the press conference, Collins said she would like to see results before increasing funding for nursing homes.

“If you’re going to come to the table asking for increased reimbursement, we want to see what the end is,” she said. “What are you doing with your increase in the rate? We want to ensure that there is a direct link between the increased rate and increased care.”

Gruenenfelder said regardless of funding, the bills put forward last week were necessary to hold nursing homes accountable in their care for the most vulnerable.

“The fact of the matter is that these facilities are in business to provide care for Illinois’ most vulnerable seniors,” he said. “There are functions that they must provide in order to meet that quality of care standard. So processes need to be put in place to hold them accountable.”

Ginther said HCCI would study whether the informed consent provision was duplicative of current state law, and the organization was not opposed to increased transparency on state websites.

AARP also promoted House Bill 2874, which would provide a tax credit of up to $1,500 for family members that provide care for their loved ones.

The tax credit is applicable to family caregivers who pay for adult day services, transportation, equipment, home modifications and other expenses when caring for family. Its lead sponsor is state Rep. Anna Moeller, an Elgin Democrat.

Language arts students have fun at Google Hangout Indian Trail Junior High School students in Terra Henry’s language arts classes competed in a Google Hangout on Wednesday, March 6.

The classes participated in a Mystery Literary Character event with 8th grade Language Arts classes from Severance Middle School in Colorado.

Google Hangout is a platform that allows students from across the country to connect through a video chat. For this lesson, the students in each classroom worked together to

uncover the literary character chosen by the other school’s students, asking ‘yes’ or ‘no’ questions to come up with a solution. Henry developed the lesson to help students learn to work as a team, meet a new class of students, and practice their literary skills.

Pritzker releases initial rates in push for income tax overhaul 97 percent of Illinoisans would see tax rates drop, proposal claims

Democratic Gov. J.B. Pritzker last week framed Illinois’ $3.2 billion structural budget deficit as having three possible solutions: a 15 percent across-the-board cut to state spending, including education; a 20 percent income tax increase on every Illinoisan; or his preferred solution of a graduated income tax structure, which he claims will lower taxes on 97 percent of Illinoisans.

At a press conference in his office, Pritzker laid out the first public rate structure for the graduated income tax, which was a frequent talking point of his successful gubernatorial campaign. He detailed a proposal to lower rates for earners pulling in less than $250,000 while raising an estimated $3.4 billion in added revenue by hiking up the rate on income over $250,000.

“People like me should pay more, and people like you should pay less,” Pritzker, whose net worth is estimated at $3.2 billion, told a room full of reporters.

Ultimately it would be up to the voters as to whether the graduated tax structure can become law. If three-fifths of the General Assem-

bly votes to put the proposed constitutional amendment on a ballot, the public will have a chance to vote on the measure in November 2020.

If a majority of those voting in the election, or 60 percent of those voting on the question, want a graduated tax, the Legislature will then have the authority to implement Pritzker’s proposed rates or ones of its choosing.

Opponents said if the voters approve the amendment to change Illinois’ flat tax—which is currently 4.95 percent—there’s no telling whether the rate structure remains favorable to middle-class earners in the future.

“The General Assembly, with support from Governor Pritzker, would further increase the tax rates in the future,” Rep. David McSweeney, R-Barrington Hills, said. “You would really have to trust Governor Pritzker and Illinois politicians to set ‘fair tax rates,’ which I don’t.”

Pritzker’s current proposed rates would range from 4.75 to 7.95 percent, and anyone making less than $250,000 per year would see their taxes decrease under the plan. The details came in an 8-page packet containing the basics of his proposal, which is not yet on file as official legislation.

The taxes would be applied marginally, meaning 4.75 percent rates would be applied to an earner’s first $10,000 of income, a 4.9 percent rate would apply to the next $90,000 of income, and a 4.95 per-

cent rate would apply to an earner’s income from $100,001 to $250,000.

According to the plan, that means taxpayers in those brackets would pay a lower rate than Illinois’ current 4.95 percent rate, which applies to every penny of income.

A 7.75 percent tax would take effect for income between $250,001 and $500,000, and a 7.85 percent rate would apply to an earner’s next $500,000, up to $1 million.

But it’s the plan for the highest bracket that led Illinois Chamber of Commerce President Todd Maisch to call the plan a “millionaire’s tax,” which he said will drive high-income earners out of the state: When an earner hits $1 million of income, every penny they bring in would be taxed at a 7.95 percent rate.

“There’s always a need for more money, especially when you think about the fact that you’re squeezing more than $3.4 billion out of those high earners, how many are going to stick around to pay that tab?”

Maisch said. “That tab then has to get pushed down the scale and we see it in other states. It always starts out as a millionaire’s tax, always ends up a tax on the middle class.”

Maisch said it’s difficult to analyze the measure via an eight-page presentation. He said to promote transparency, he wants to see language passed in both houses and held on the governor’s desk before a constitutional amendment is brought to voters.

“They would love to pass the

concept in a constitutional amendment and then figure it out later once they’re off the hook,” he said.

“I think, let’s go ahead and see this plan in a bill, let’s see it introduced and let’s see the supporters, if they can muster the votes, pass it.”

The Illinois House Republican caucus has unanimously signed onto a non-binding resolution opposing the tax and saying there’s “no need to negotiate” between the caucuses.

Senate Republican Leader Bill Brady, of Bloomington, said in a statement “without guaranteed protections for middle class families,” his caucus would be opposed to the “$3.4 billion tax increase” as well.

Tim Schneider, chairman of the state’s Republican Party, said in a statement the bill will lead to “even more out-migration.”

“Tax-and-spend Illinois Democrats cannot be trusted with more of our tax dollars,” Schneider said.

“That is why Illinois Republicans stand united against the Pritzker-Madigan tax hike and will continue to support reforms that will lower taxes, create jobs, and make our state thrive once again.”

But Pritzker said bond markets and potential residents need to know Illinois is on a path to stability if they are going to do business in the state, and the graduated tax would put Illinois on that path.

“The state’s been operating at a multi-billion dollar structural deficit that has a tremendously desta-

bilizing effect on our state’s economy, on our businesses, our jobs, and the future of working families,” he said. “I don’t know anyone in Illinois that thinks we can any longer whistle past the graveyard and ignore the fiscal challenges that we face.”

While Pritzker is framing the graduated tax as a solution to the state’s structural deficit, a release from the dark money conservative think tank Illinois Policy said actual revenues could be about $2 billion less than Pritzker is claiming, and it could prove detrimental to small businesses.

While Pritzker said the “fair tax” is necessary for Illinois families, the corporate tax rate will remain flat, with a 7.95 percent rate applying across the board. That’s a .95 percent increase from the current rate.

Think Big Illinois, a progressive interest group that is partially funded by Pritzker but whose donor list is not otherwise currently public, said “false attacks from those whose bottom lines will be hurt by a fair tax will undoubtedly continue.”

Pritzker said his proposal would also increase the state’s current property tax credit from 5 percent to 6 percent and include a per-child tax credit of up to $100 for an individual making $80,000 or less or joint-filing family making $100,000 or less.

Statewide bag tax advances out of Senate committee Sponsor says it’s ‘subject to change’ after negotiations with Pritzker

A bill levying a seven-cent tax on plastic and paper shopping bags advanced out of the state Senate’s revenue committee last week with its sponsor promising to bring an amended proposal back to the committee in the coming weeks.

There was unanimous approval to advance the bag tax, Senate Bill 1240, from five Democrats and two Republicans present at the committee.

The bill’s sponsor, state Sen. Terry Link, a Waukegan Democrat, said the legislation would be amended after negotiations with Democratic Gov. J.B. Pritzker’s office.

Pritzker’s proposed budget includes $20 million in anticipated revenue from the tax.

“I’m working with the governor’s office to get the bill that they want and we want together,” Link said.

The bill in its current form levies a seven-cent tax, with two cents being kept by the retailer to cover the costs of implementing the tax.

The other five cents would be collected by the state, with two cents going directly to the general revenue fund and another three cents deposited in the Checkout Bag Tax fund, which would fund solid waste management programs in the counties in which the tax was collected.

Link said these distributions of the

revenue would be subject to change after negotiations.

The bill excludes the municipalities of Chicago, Oak Park and any other municipality, which had a bag tax on the books as of Feb. 1, 2018.

The tax in SB 1240 is currently structured the same as Chicago’s tax.

“We wouldn’t want to add seven cents on top of their already seven cents,” Link said.

The Illinois Retail Merchants Association filed in support. Rob Karr, IRMA’s president, said the group is supportive because of the comprehen-

siveness of the plan in its promotion of solid waste management.

He also said every bag tax passed around the country thus far has given a portion back to retailers to administer the cost.

The Illinois Restaurant Association filed in opposition to the bill. Currently, SB 1240 does not contain exemptions for carry-out bags used at restaurants, which are part of the legislation in Chicago.

Still, Jack Darin, director of the Sierra Club environmental group which is currently opposed to the bill, said there’s “a lot to be excited about” with the bag tax and its potential to curb waste.

“Our concerns are about the pre-emption provisions” Darin said.

“What we view as a broad pre-emption of auxiliary containers.”

According to the bill, auxiliary

containers include containers designed to be reusable, packaging for bulk items, newspaper bags, wraps for frozen foods and several other containers. They are pre-empted from taxation in the current bill.

The bill also exempts bags used to transport items purchased using the Supplemental Nutrition Assistance Program, or SNAP, also known as food stamps, or items purchased using other government aid programs.

New bill aims to crack down on illegal gun possession Bill would require confiscating weapons from people with revoked permits

A state senator is proposing legislation that would tighten gun ownership laws in Illinois and require law enforcement officers to confiscate weapons and ammunition from people who have had their firearms permits revoked.

Sen. Michael Hastings, a Demo-

crat from Tinley Park, said the bill is a response to a mass shooting Feb. 15 in Aurora where five people were killed by a man whose firearm owners identification, or FOID, card had been revoked because of a prior felony conviction.

“Because, the last thing I want is for somebody who’s a felon to have a firearm, and we saw the results of that in Aurora,” Hastings said.

Hastings is proposing to add new language to the state’s gun laws to require the Illinois State Police to confiscate firearms and ammunition from any person whose FOID card

has been revoked. It would also require state police to report that person’s name to the National Instant Criminal Background Check System.

His proposal would also add several new categories of people who would be barred from owning guns in Illinois, including people who have outstanding felony warrants anywhere in the United States, people who are subject to a protection from abuse order, people who have been dishonorably discharged from the military and anyone who is a fugitive from justice.

has concerns about some of the specific language in the bill.

“Generally we don’t like the idea,” said Richard Pearson, executive director of ISRA. Pearson noted there are many reasons why a person can have his or her FOID card revoked, including moving out of state, because FOID cards may only be issued to Illinois residents.

And for those whose cards are revoked because of their criminal history or mental illness, Pearson said there should be alternatives to having state police confiscate their guns and ammunition.

“First of all, they should be given an opportunity to turn them in or transfer them to another responsible party with a FOID card in Illinois,” he said.

Hastings said he plans to offer his proposal as an amendment to Senate Bill 44, which was introduced earlier in the session and has now been assigned to the Judiciary Committee.

Election Data Services, a consulting firm that analyzes congressional seat changes using the Census Bureau’s complicated formula for reapportionment, issued a report in December 2018 backing this up.

Assuming the loss of one seat already, Illinois is holding onto the 435th Congressional seat by a mere 25,149 to 53,598 people, according to EDS. That’s less than half of 1 percent of the state’s population, a number that, based on county-by-county response rates, could reasonably be undercounted in the next census.

Illinois’ congressional maps will have to be redrawn after the census to account for one lost seat.

If a second seat is lost, it would require even greater changes decided through a deeply partisan redistricting process carried out by state lawmakers that always favors the party in power.

All three branches of the state government are currently controlled by Democrats.

Illinois would also lose two electoral votes, weakening its strength in future presidential elections.

Future installments in this series will examine a number of bills moving through the Legislature and specific outreach efforts by local governments and organizations to address the factors that make a 2020 undercount likely.

The 2010 Census Illinois’ initial response rate to the 2010 census was 80.7 percent, which puts it in the middle of the pack compared to other states.

Census workers had to follow up either by mail or in person to get responses from the other 19.3 percent, and an unspecified number of those people did not respond at all.

While the exact undercount number is not clear, “it is a general consensus that Illinois was historically undercounted during the 2010 Census efforts and data seems to support this theory,” according to a November 2018 report by the Illinois Complete Count Commission, a panel of elected officials from all over the state created to help with census outreach.

For every one person missed, according to the George Washington study, Illinois lost $953 in federal dollars.

In fiscal year 2015 alone, according to the same study, Illinois lost $123 million in federal funding for every 1 percent of the population not counted in 2010.

Stacked up over the years, the Complete Count Commission’s report said, those numbers amount to “the forfeiture of billions of dollars in federal assistance that aid in the support of children, veterans, senior citizens, and middle- and low-income families, as well as... schools, healthcare facilities and infrastructure.”

Lake Park 5th graders study historic icons Fifth grade students at Lake Park School brought history to life with their wax museum presentations on Wednesday, Feb. 20. Each student selected an influential historical character that they researched. Famous figures such as Paul Revere, Patrick Henry, Pocahontas, Ben Franklin, Rosa Parks, Squanto, Martin Luther King, Jr., and Samuel Adams were represented, as well as lesser-known characters like political writer Mercy Otis Warren and agriculturalist Eliza Lucas Pinckney.

The students wrote scripts, created posters, wore costumes, and

provided props to bring their character’s story to life. In order to give the effect of a wax museum, each student developed a still pose that they held until a visitor would touch the “Press Here To See Me Come to Life” Button, posted by their displays. When the button was pushed, each student told their story, sharing information about their character’s history, family life, and historical significance.

Family members, students, and staff had the opportunity to visit the “museum” to view all the students’ presentations.

Willowbrook badminton team has high expectations Senior standout Hannah Konrath headlines list of returners

The Willowbrook girls badminton team means business.

Coach Eastman Tiu noted the Warriors have their sights set on some big goals as the 2019 season gets underway this week.

“We have high expectations this season,” he said. “Our goal is to win our conference, as well as qualify several players for the state tournament and have some play on Day 2 of the state tournament.”

Willowbrook is coming off a 2018 season where it went 13-5 overall and took second in the West Suburban Conference Gold Division with a 4-1 mark.

Returning for the Warriors are top-16 state finisher and senior Hanna Konrath. The singles player also was Willowbrook’s team MVP. Seniors Charlotte Dewyer (singles), Grace Wachholz (singles

and doubles) and Sydney Wilson (doubles) also are back.

Tiu has been especially impressed with Konrath, Dewyer and Wachholz in the early going. “Hanna, Charlotte and Grace are amazingly strong and talented players,” the coach said. “They have been on varsity since their sophomore year and are in a position to have a lot of success this year.”

Juniors Chloe Harr (singles and doubles), Lizzie Romero (singles and doubles) and Jessica Whiting (singles) are key newcomers expected to help the team.

“Experience and talent both

peaking going into this season is our greatest strength,” said Tiu. “Since these seniors were freshmen, we have been looking forward to what they would become their senior year. They also are putting a lot of effort into becoming a true team by making each other better and supporting each other every day.”

Singles right now is Willowbrook’s strongest suit, Tiu noted.

“We are strongest at singles where I would be willing to put my topfour players against any other top four in the state,” he said. “The top of our doubles lineup also is strong.

We have quality players from top to bottom and expect to compete at every match.”

Team chemistry is another plus for the Warriors. “I like all the different personalities of the team, yet they have a common goal which brings them together,” said Tiu. “I’ve known and coached some of these girls for three years and have gotten to know them quite well. I’ll miss them when the season is over and these seniors graduate.”

Willowbrook had matches scheduled this week against Wheaton-Warrenville South, Downers Grove North and Shepard.

The Addison Trail boys gymnastics team’s season is underway. The squad recently competed in the President’s Cup event at Glenbard West.

The Blazers registered a 118.2 team score in the event.

Addison Trail, under the direction of coach Mike Galfi, went 2-2 in the West Suburban Conference Gold Division and took third.

ent from last year’s team, including sophomore standout Matt Wojdak who is an all-arounder and took sixth in the state last year on floor exercise.

“Matt is looking to improve on his freshman-year finishes,” said Galfi. “He is improving his all-around score, while adding difficulty to his floor and vault routines.”

The Blazers also return seniors Eric Estrada, along with juniors Caleb Michaliska and Jakub Sitko.

Junior all-arounder Jacob Bastian is a key newcomer to the group.

“This year we have most of our squad returning,” said Galfi. “With the addition of Jake Bastian, we have been able to add difficulty on almost every event.”

Galfi noted the team also benefits from its unity and from the consistency of its routines.

The coach added vault, in particular, will be an event the team expects to do well on. “By the end of the season we expect vault to be our strongest event,” Galfi said. “We have multiple athletes working difficult vaults that we hope to compete with by the end of the season.”

Early-season practices have yielded positive results for the Blazers.

“The team is extremely dedicated this year and it works tremendously hard in the gym,” said Galfi. “We have an excellent support system and everyone always is celebrating the gains made when new skills are learned.”

New Elmhurst youth football program stresses safety importance Elmhurst Bears to debut with two divisions

There’s a new youth football organization in Elmhurst.

Meet the Elmhurst Bears who are debuting two Pop Warner-sanctioned divisions at the Mitey-Mite (ages 8 and 9 with a maximum weight of 100 pounds) and Junior Pee Wee (ages 9-10 with a maximum weight of 115 pounds and 11-year-olds under 95 pounds) levels.

And Bears vice president of operations Jeff Judycki stresses the organization is looking to change the way youth football is done everywhere through five core principles that include coaching, player safety, community partnerships, economical fees and education.

In terms of coaching, Judycki noted players will be coached by professional individuals with bona-fide football playing and coaching backgrounds.

“Our coaches are there to develop football players,” he said. “They will give every child an equal opportunity to grow and develop, and as a larger body of work they will develop the program.

“We will develop every child who steps on the field at all levels with no favoritism. Our board is made up of local business professionals who want to see the way football is done at the youth level change, which is

why they will not be any part of the football operations. That will be left to the experts, the coaches. We will have coaches developing coaches who will ultimately develop players from second through eighth grade.

We are one team with one message and one way of doing business.”

Judycki stressed safety will be another major cornerstone of the Bears’ program. To that point, the organization has invested heavily in equipment, particularly, Riddell helmets that feature technology that helps detect potential dangerous blows to the head.

Judycki said the ITT technology in the helmets is implanted in only two other youth programs in the state of Illinois. “Outside of our technology and equipment, every coach will need to go through a rigorous training course designed by Riddell to ensure they understand how to utilize this technology to the best of their abilities,” he said.

“Investing in safety is our top priority. We believe it’s the most important piece here. These helmets will allow us to see in a practice or game whether or not a potentially devastating hit to the head has occurred. This technology will teach coaches to be better coaches. This is a huge safety measure that we cannot emphasize enough. We’re taking the extra steps necessary to ensure the safety of our kids. And with our coaches in place, they are teaching these kids to play the game safer. They are being taught the right way immediately.”

The offset printed poster was more common, but many famous artists such as Alexander Calder and Andy Warhol screen-printed limited editions that helped fund campaigns.

Hundreds of posters were created by well-known artists, illustrators, and often by inspired first-time poster makers.

The later years After the graphically exciting 1972 presidential campaign, future contests produced only a few outstanding posters in each election cycle. However, the Democrats’ nomination of Barack Obama in 2008 heralded a renaissance of the form, as many artists—insiders, outsiders, and the famous—jumped on the candidate’s bandwagon. In fact, in 2008 it looked as if the great American political poster had at last solidified its place in future campaigns. Unfortunately, it was not to be; in 2012 the creation of exciting, innovative posters tapered off sharply from the previous presidential election cycle.

“We will put academics first,” he said.

“Pop Warner ensures every player who wears its shield maintains a high standard in the classroom as well as on the field.

Judycki noted Pop Warner is the only youth football program locally

that requires academic standards be met to play and rewards those players who go above and beyond in the classroom. To that point, Judycki explained the Bears will have a designated academic chair as part of its board of directors, ensuring “standards are met and those who exceed are rewarded,” he said. “Report cards get checked at every level and academic awards are earned regardless of football talent. A leading goal of our program is to have every player who wears our uniform be recognized for their academic achievements at the regional Pop Warner Little Scholars awards banquet.”

Judycki sums up the team’s overall mission is to simply do things differently. “Our offering is unique and very hard to replicate,” he said. “If we have more kids playing football while providing them a safe and fun environment to learn the game from our area’s

brightest coaches, we have succeeded.

You will not find a program in Illinois offering what we are willing to put up for our kids to ensure their safety and success.”

Judycki describes the team’s inaugural push here as being in the crawling phrase. “In 2019 we want to make sure we get it all right,” he said. “We are obsessed with the details. We are obsessed with providing the highest level of experienced coaching for our kids. We’ll have two levels this year and we’ll see where we go from there.

We’re not trying to hurt anybody else’s programs. We’re trying to grow ours.

This is all about the development of the kids.”

Also on the safety front, Elmhurst Bears teams will play using two amended rules that include the abolishment of the three-point stance, which now becomes a two-point stance.

“This will allow players to keep their heads up while still learning how to block and tackle,” Judycki said.

Bears players also will play in an environment where kickoffs will be eliminated. “You have players going a million miles an hour at one guy with the ball who may not be physically aware of his surroundings,” Judycki said. “It’s another measure to keep our kids safer.”

Judycki said the team is looking to engage in meaningful relationships with community businesses, which for example includes the sponsorship of one of the Riddell safety technology helmets.

“Several local businesses have al-

ready stepped up seeking ways to help the program,” he said.

“Our goal is to build a great program for our community for 2019 and beyond.”

The Bears, Judycki noted, also are focused on providing opportunities for kids to learn the game of football at affordable price points. The Bears fee is $299 per player.

“Our pricing gives you everything as listed, professional coaching, fields, equipment, the technology and there is no fundraising or volunteer work to raise funds,” he said. “We will obviously engage the kids to do volunteer work that helps the community.

“Football shouldn’t be expensive and we are committed to offering a low cost to join and play the sport our community loves.”
