Addison man gets 25 years for two counts of 2nd degree murder On Friday, Oct. 30, DuPage County State’s Attorney Robert Berlin announced that an Addison man had been sentenced to 25 years in the Illinois Department of Corrections after entering a plea of guilty to two counts of Second-Degree Murder.

Jorge L. Vargas, 23, formerly of Valerie Lane, appeared in court in front of Judge George Bakalis, who accepted Vargas’ plea. Vargas has been held in custody at the DuPage County Jail since the May 2017 murders on a bond of $4 million.

On May 6, 2017, at approximately 1:14 p.m., Addison Police officers responded to a call of shots fired at the intersection of Elizabeth Drive and Denise Court. Upon their arrival, officers found a vehicle crashed into a tree on the southwest corner of the intersection. Two male victims, Alberto Rios, 20, of Villa Park, and Kevin Bustos, 17, of Addison, were discovered unresponsive in the vehicle. Both men were transported to local hospitals where they were both pronounced deceased from gunshot wounds.

An investigation into the murders found that prior to the shooting, Rios went to a nearby apartment where Vargas was and that he and Vargas got into a verbal altercation. The investigation also revealed that prior to the shooting, Rios fired a gun into the air and approached the main entrance to the apartment building before leaving the scene.

quaintance’s phone that he was going to return to the apartment building and kill everyone. Approximately 20 to 30 minutes later, Rios returned to the apartment in a car driven by Bustos. Upon their return, Vargas was waiting at a window on the third floor of the apartment building. Gunfire was exchanged by Vargas and Rios resulting in the death of both Rios and Bustos.

Vargas fled the area but was located just outside East St. Louis and returned to DuPage County, where he appeared in Bond Court on May 9, 2017.

“This morning, Jorge Vargas took responsibility for the murder of Alberto Rios and Kevin Bustos,” Berlin said. “Following his plea, Judge Bakalis sentenced Mr. Vargas to twelve-and-one-half years behind bars for each murder. I would like to thank the Addison Police Department for their thorough investigation in this case.”

Vargas received a twelve-and-ahalf-year sentence on each count of Second-Degree Murder. The sentences will be served consecutively resulting in the 25-year sentence.

State’s Attorney launches investigations into alleged Vote-by-Mail fraud

On Thursday, Oct. 22, DuPage County State’s Attorney Robert Berlin announced that his office was currently conducting three individual investigations involving alleged voter fraud via vote-by-mail procedures. In addition to the three current investigations, the State’s Attorney’s Office has investigated six other cases and concluded no criminal charges would be filed in those six instances.

“Fair elections are the bedrock of our democracy and my office stands ready to investigate, charge and vigorously prosecute anyone who would attempt to interfere in any way with our elections,” Berlin said.

The investigations are the result of in-depth training and coordinated efforts between the State’s Attorney’s Office and DuPage County Clerk

Jean Kaczmarek’s Office. Each of the cases alleges that the Clerk’s office received a request for a mail-in-ballot from a DuPage County resident who is no longer alive. The Clerk’s office received the requests from Sept. 1 through Sept. 26.

On Monday, Oct. 19, DuPage County opened 18 early voting locations throughout the County. These locations will be open Monday through Saturday with a select few open on Sundays.

COVID-19 updates for DuPage County

As of 8 a.m. on Sunday, Nov. 1, there were 24,042 total cases among DuPage County residents, including 616 deaths. Since Saturday, there were 377 new cases and five death related to COVID-19: two females in their 80s, two males in their 80s, one male in his 90s.

The DuPage Health Department announced that there were delays with the Illinois Department of Public Health and therefore, today’s data is incomplete.

Illinois Secretary of State Jesse White recently announced that teen driver deaths are down 74 percent since 2007.

According to the Illinois Department of Transportation (IDOT), since White’s efforts to overhaul the state’s graduated driver licensing (GDL) laws took effect in 2008, teen driving fatalities have dropped 74 percent. Many cite White’s nationally heralded GDL program for the dramatic decrease in fatalities.

“The goal has always been to save lives,” White said. “While our graduated driver licensing (GDL) program is working as intended with teen driving deaths decreasing, there is still more

work to be done. My hope is that with hard work and continued open communication between my office, teens, parents and driver education teachers, teen fatalities will continue to decline.”

In 2019, 41 teens were killed in traffic crashes, according to IDOT. In 2018, 48 teens were killed in crashes, IDOT reported. In 2007, the year before White’s stronger GDL laws took effect, 155 teens were killed in crashes.

White reminds the public that now is a time when parents and caregivers are encouraged to talk to teens about staying safe behind the wheel, as well as using seat belts, obeying the speed limit and not texting while driving or driving impaired.

Illinois’ GDL program prepares teen drivers by giving them more time to obtain valuable driving experience while under the watchful eye of an adult, limiting in-car distractions and requiring teens to earn their way from one stage to the next by avoiding traffic convictions.

White emphasized the important roles that parents, teachers and driver education instructors play in preparing safe and responsible teen drivers.

Jesse White: Teen crash fatalities down

County to provide COVID relief for restaurants, bars The DuPage County Board on Tuesday, Oct. 27 approved a proposal that will provide $2.5 million in grants for DuPage County restaurants and bars that are struggling due to the COVID-19 pandemic.

The Board voted to set aside $2.5 million in federal dollars from the Coronavirus Aid, Recovery, and Economic Security (CARES) Act as part of the Reinvest DuPage small business relief grant program overseen by Choose DuPage.

“The restrictions imposed on restaurants and bars in DuPage

County as a result of COVID-19 have devastated our restaurant and bar industry,” said Finance Committee Chairman Bob Larsen. “As they have struggled to regain their footing and keep their businesses afloat, the latest COVID-19 mitigation measures announced by the state this week will only strain them further.”

The proposal would also raise the revenue limit in the grant program aimed at restaurants and bars from $1.5 million to $4 million to expand eligibility. The program will

be administered by Choose DuPage, DuPage County’s non-profit economic development partner. Information about the grant program is available on the Choose DuPage website at choosedupage.com.

Local teen author’s first published book now at Addison library One of the latest books on display at the Addison Public Library is the work of Addison resident Yusuf Keshavarzi, whose book Darkwood: Black Jaguar tells the story of a talented 13-year-old boy in Toronto, who gets recruited to work for the Canadian Security Intelligence Service and in doing so, uncovers an evil plot. At just 13 years old himself, Keshavarzi has already demonstrated his talent as an author.

“First I wrote a 20-page long book, handwritten in my notebook, then my aunt and uncle came over and really enjoyed that book, and inspired me to write [Darkwood],” he said. “I was born in Toronto actually, and all of my extended family live in Toronto, so I set the book there and based a few characters on my aunt and uncle.”

Keshavarzi said he spent about three months working on his debut novel.

“Usually when I’m writing, it’s the first chapter that’s the hardest to write,” he said. “You have to figure out how to start your book and introduce characters and setting without making it boring. So I started off with the bank robbery to get the audience interested in the book.”

After finishing his book and receiving some encouragement from his father, Keshavarzi used Amazon to publish his book and found his submission was approved fairly quickly.

“When I first was writing the book, I didn’t have much hope,” said Keshavari. “I’m only 13, and I didn’t think it would actually get published.

And then it did. And then, the library wanted it.”

After his book was published, Teen Services Specialist Courtney Moore had emailed Keshavarzi regarding his curbside pickup order.

He took the opportunity to tell Moore about his book and ask how to get it into the library’s collection. Moore directed him to the section of the

library’s website where patrons can suggest materials for the library to order.

“He is definitely a self-starter,” said Moore. “He took the initiative, not only with writing a book, but he also wasn’t afraid to ask questions or promote himself.”

Collection Development Coordinator Karen Dini is one of the staff members who purchases books for the library’s collection. She received Keshavarzi’s information and ordered a copy right away.

“To my knowledge, we have never had an author this young self-publish and be in our collection,” said Dini.

Keshavarzi got an email that his book had been added to the collection. Then he got another message: his book was being featured in a local author display. Keshavarzi said it felt really good to see his book at his local library.

“The library has big significance in my life,” he said. “I read books a lot in my free time. I go [to the library] every week for curbside pickup for new books.”

His love of reading and his initiative definitely impressed library staff, including Rachel Kaiser, another Teen Services Specialist that Keshavarzi had worked with.

“He is a prolific reader and readers make the best writers,” said Kaiser.

As for other aspiring authors, the library is in the process of creating a formal procedure that will streamline the process and answer author’s questions before they submit an item for consideration, Dini explained.

She hopes more local authors work to get their books published, perhaps even using the library’s online tool Pressbooks, which can be used to compile and design a book, or SELF-e, which authors can use to publish their book.

“As it is incredibly difficult to break into the mainstream publishing industry and take advantage of those marketing advantages, I feel the li-

brary should support the creative works of our local authors and give them a place to circulate their work and gain some exposure so they will continue in their craft,” said Dini.

Similarly, Keshavarzi hopes his story will inspire other young writers to pursue their dreams of becoming an author.

“I’ve attempted to write other books before and sometimes gave up or ended it after ten pages. It took me several tries [to finish the book],” said Keshavarzi. “But you just write down ideas and over time you’ll get more ideas. Just jot them down and keep going. Don’t give up.”

What’s next for this young author?

“I have some other ideas. I do want to continue writing on the side,” said Keshavarzi. “I already have the plot lined up for the second book, the next one in the series, hopefully. I’m planning three right now.”

Legislators discuss statewide police reforms Lawmakers consider tying funding to compliance

In the wake of a recent police shooting that left one teenager dead and a woman injured in Waukegan, lawmakers met in a joint hearing of the Senate Criminal Law Committee and Senate Special Committee on Public Safety Oct. 27 to discuss statewide reforms for law enforcement.

Lawmakers and witnesses discussed body cameras, mandatory data collection, increased transparency around police shootings, residency requirements for officers and changes to how allegations of police misconduct are handled. Public defenders, state’s attorneys, municipal officials and law enforcement all gave testimony.

“We must address the procedures and policies that perpetuate the inequality and injustice that Black communities face,” state Rep. Justin Slaughter, D-Chicago, a guest speaker at the committee hearing, said.

“Holding law enforcement officers to a higher standard and examining ways to increase transparency and accountability will undoubtedly help protect our families and pave the way for a more just future.”

Cook County Board President Toni Preckwinkle testified that change at the state level is required to enact lasting police reform, citing barriers of authority to municipal governments that have tried to implement changes regarding law enforcement.

“At the local level, police reforms have been limited at best,” Preckwinkle said. “The Chicago Police Department, for example, has either delayed implementation, or just refused implementation of the reforms.”

“We believe that the authority to mandate implementation should not be dependent on the will of the police department, but rather, certain reforms should be codified at the state with funding tied to police departments’ compliance,” she added.

the public defender of Cook County, testified that despite body cameras already being mandated by the Chicago Police Department, her office has dealt with several recent cases where officers “blatantly violate their body worn camera policy.”

Campanelli called for the General Assembly to pass House Bill 2111 which would make it a felony for a member of law enforcement to turn off, or fail to turn on, their body camera. Preckwinkle and the ACLU also supported the bill in written testimony.

According to Campanelli, cases that involve body camera footage move through the legal system quicker thanks to an objective third-party view being available to prosecutors, judges and defense attorneys.

On Thursday, Oct. 29, DuPage County State’s Attorney Robert Berlin and DuMEG Director Andrew Anselm, announced that charges had been filed against a Darien male juvenile for allegedly selling LSD tablets to an undercover officer. Judge Anthony Coco ordered the juvenile to be detained until at least his next court appearance.

The juvenile faces one count of Unlawful Delivery of a Controlled Substance, a Class Super X Felony. In addition, the juvenile also faces two misdemeanor counts of Illegal Possession of Ammunition.

Through the course of their ongoing investigations into illegal narcotics in DuPage County, officials with the DuPage Metropolitan Enforcement Group (DuMEG) became aware that the juvenile was a suspected source of LSD in DuPage County. It is alleged that on Wednesday, Oct. 28, officials with DuMEG purchased 200 LSD tablets from the juvenile. It is further alleged that through the course of the investigation, authorities also found the juvenile to be in possession of ammunition without holding a valid FOID card.

“Drug abuse continues to be a drain on society, costing society billions of dollars a year in increased healthcare costs, crime and lost productivity while ruining countless lives along the way,” Berlin said.

The juvenile’s next court appearance is scheduled for Thursday, Nov. 5, for status in front of Judge Anthony Coco.

Addison Trail senior earns Eagle Scout status On Oct. 20, Addison Trail senior Konrad Nowak earned Eagle Scout status, the highest rank attainable in Boy Scouts of America.

Those who receive the Eagle rank earn a total of 21 merit badges; demonstrate Scout Oath and Scout Law in their daily life; and plan, develop and give leadership to others in a service project.

Nowak is with Troop 410, and he joined Boy Scouts in 2016. Nowak said he signed up after a friend invited him to attend a Boy Scouts pancake breakfast fundraising event, where he saw and heard about the various opportunities in which he could participate as a member of the troop.

For his Eagle Scout project, Nowak assembled 15 opossum catch-and-release boxes for the Willowbrook Wildlife Center in Glen Ellyn. Nowak said the project took about three months to complete and involved contacting the Forest Preserve District of DuPage County; gathering the materials, tools and equipment needed to build the boxes; scheduling and planning the work days to assemble the boxes; filling out the required paperwork; and delivering the boxes to the Willowbrook Wildlife Center.

Alumnus offering face masks featuring character from his children’s book to help fight COVID-19 When Addison Trail alumnus Aaron Ozee (class of 2014) published his children’s book “Regulus” in 2017, he never imagined how far the book would go and how it would continue to reach audiences throughout the world.

“Regulus” tells the story of three tiny mice, who represent innocence and youth, as they cross paths with the titular character, Regulus, who represents the more troubling moments in life.

So far, Ozee has partnered with groups to launch a printed copy of “Regulus” into space and to bring the book to Mount Everest, the Galápagos Islands and Chernobyl.

In December 2019, Ozee sold the production rights from his notable creation to animation group Bizarros Studio to adapt “Regulus” into an unorthodox theatrical feature, and the film was released this past April.

The movie can be streamed on Amazon Prime and is available to buy or rent on Amazon.

In lieu of its annual Veterans Day ceremony, DuPage County will provide a virtual gathering place to celebrate veterans.

The County’s Information Technology and Geographic Information System teams created an interactive Veterans Day portal, which can be found at dupageco.org/veteran. The site allows residents to create their own Honor Post highlighting their loved one or friend, along with a photo and written tribute.

Pinky talk

It’s funny how you don’t give something a second (or third, fourth or tenth) thought, until it becomes suddenly a first thought.

Like a pinky finger.

Let’s be honest; no one gives a whole lot of brain time to their pinky finger (left or right or maybe both). Pinky fingers don’t generally register on the radar.

No one ever says, “Give them the pinky finger!”

Our smallest digit doesn’t hold that much power.

Our pretty pinkies are just there to do what they do – basically nothing, unless you consider raising one of them while you are drinking tea or coffee, which I’m sort of embarrassed to admit, I’ve done (without coaching) since childhood.

I feel a need here to defend my stance. I don’t know why I have prim and proper pinky fingers. I just do. My parents were hardworking folks. My grandparents were the same. No one I know of with whom I share a genetic disposition ever raised their pinky fingers, nor drank tea. I come from more of a strong coffee-drinking lot.

Still, the only time I ever really contemplated my pinky was when someone in my family (or one of my friends) made fun of me raising it genteelly while drinking chocolate milk.

That was then. This is now.

I recently did something to strain my right pinky finger. I remember recognizing it at the time. (Oh, that hurts!) But I can’t recall exactly what I did to cause the pain. I believe it was a repetitive task of some sort, but beyond that – well, you know what they say about memory being the first to go.

My memory was closely followed by my pinky finger.

Whatever I did caused a slight bit of arthritis to the inner bottom joint. (Please note: arthritis is completely self-diagnosed. I am not a doctor, nor do I play one on TV.) My little pinky joint is a tiny bit swollen and painful to the touch, but just on the one side.

No one would notice it, except me. I dare say I’d need to point it out to a medical professional. It’s that slight. Still it warrants my attention. Pain will do that to you.

months. The right one, however, gets my attention almost daily.

It’s not a huge amount of attention. I might feel the tiny bump and recognize the pain and acknowledge that it feels like arthritis (if I knew firsthand what arthritis feels like.)

But pinky thoughts and contemplations are hardly ever about pinkies. Pinkies are part of a larger whole hand and arm and body. The same goes for life.

Is it just me, or doesn’t every subject seem to come full circle and relate to life?

I think of the story I learned in Sunday school about the woman with 10 coins who lost one and wouldn’t let up until she found it.

Somehow the remaining nine diminished in value because she had lost the tenth. Ten fingers minus one pinky, the comparison is, well, a comparison. But an obvious at that.

I often lose my glasses. Because I am aware of this, I have four pair.

Still, when I lose one I can’t rest until I find it. The other three pair aren’t good enough until I find the lost one.

The same goes for my pinky. It isn’t lost but it needs my attention.

Life is telling me to pay some heed to it. So I will. It will heal and I will forget about all this brain time I spent contemplating a pinky. But I hope I don’t forget the lesson it carried: You don’t pay attention to certain details until they become important, and then you realize they were important all along.

Like a lost coin, a painful pinky or even a person you hold dear to your heart, you never know what you have until you have it no longer.

In that vein, value what you have and never forget about the little things, especially pinkies (and people) – right or left, take you pick.

“As residents begin to plan for the holidays, I am reminding shoppers to look locally first,” Glowiak Hilton said. “By patronizing small businesses, we can support our friends and neighbors while investing in our local economies.”

For those who would prefer to

shop from home during the pandemic, there are options beyond brick-and-mortar stores. Glowiak Hilton urges residents to support small businesses however they can, including by shopping online, ordering carry out from a locally owned restaurant or buying a gift card for a friend.

Additionally, if finances are tight, community members can still give businesses a boost by engaging with their social media channels, referring friends and leaving positive reviews online.

Glowiak Hilton would also like to remind struggling small businesses that the Illinois Department of Commerce and Economic Opportunity has launched the second round of the Business Interruption Grant program, which will distribute $220 million to small businesses hit hardest by the ongoing pandemic, including movie theaters, event venues, hotels and more. Glowiak Hilton joins advocates to support Illinoisans with Alzheimer’s During a virtual event held by the Alzheimer’s Association, State Senator Suzy Glowiak Hilton (D-Western Springs) highlighted the state’s ongoing efforts to support residents living with Alzheimer’s disease and their families.

“Many older adults are suffering from isolation and other health complications during the pandemic, and these effects can be even worse for the millions of Amer-

icans living with Alzheimer’s,” Glowiak Hilton said.

“By supporting and advocating for residents, families and caregivers affected by the disease, we can improve care and provide additional resources where they are most needed.”

In 2019, Glowiak Hilton sponsored Senate Bill 1726, which created a Dementia Coordinator position within the Illinois Department

of Public Health to implement and update the Illinois Alzheimer’s Disease State Plan. Department officials are currently conducting interviews with applicants to fill this role.

Restaurants push back as 10th region placed under mitigations CAPITOL NEWS ILLINOIS

Illinois restaurant owners are asking Gov. JB Pritzker to rethink the state’s efforts to control the spread of COVID-19 as yet another medical region was placed under enhanced mitigation measures on Oct. 30.

“We want to collaborate with the state of Illinois on a different path, one that addresses the alarming surges we are seeing while protecting the livelihood of industry workers and restaurant owners-operators across Illinois,” Sam Toia, president and CEO of the Illinois Restaurant Association, said during a news conference in Chicago.

Toia said he and other industry officials hope to meet with Pritzker this week to discuss alternative mitigation measures. In the meantime, he said, the restaurant association is teaming up with the National Restaurant Law Center in Washington, D.C., to file amicus briefs in several pending lawsuits challenging the administration’s executive orders.

“These are prudent actions we can take now to support favorable rulings in lawsuits that are under way,” Toia said. “There will be more. It is important for the courts to hear about our rights and how we’ve been harmed as an industry.”

Pritzker, however, gave no indication that he was willing to back away from his mitigation strategy.

“Every day, we now see these numbers going through the roof,” he said during his daily COVID-19 briefing in Chicago. “And so, the idea that we’re going to make the locations that are amplifying the number of cases and the spread, the transmission of this virus, that we’re going to open those even more at this point makes no sense.”

The news conference came on the same day the Illinois Department of Public Health announced that Region 6 in east-central Illinois would be placed under enhanced mitigation measures, including the closing of bars and restaurants to indoor service. That took effect on Monday.

That leaves Region 2 in west-central Illinois, including Peoria and several surrounding counties, as the only one of the state’s 11 regions not currently under enhanced mitigations.

Those measures are triggered whenever a region crosses one of the state’s benchmarks that measure a dangerous surge in COVID-19 cases.

The most common reason has been recording three consecutive days of an average test positivity rate above 8 percent.

There must be a publicly available, unbiased record of any incidents that occur so that justice can be delivered and so that safety can be prioritized above all else.”

Illinois Association of Chiefs of Police Director Ed Wojcicki and Elgin Police Chief Ana Lalley supported the claim that body cameras help law enforcement and the justice system solve cases swiftly and accurately.

Wojcicki testified to lawmakers that officers wearing body cameras were less likely to be the subject of misconduct claims, and departments with body camera mandates received fewer complaints compared to those without.

According to Wojcicki, as of 2019, only 75 of around 900 law enforcement agencies in Illinois use body cameras. Despite widespread support from law enforcement regarding the use of body cameras, Wojcicki said their prohibitive cost prevents more departments from implementing them.

Lalley said Elgin’s transition to body cameras in 2015 was possible due to a $500,000 federal grant the department received. According to Lalley, the city pays over $170,000 annually to store body worn camera footage.

She estimated mid-sized cities with 200 to 300 officers would have to pay close to $200,000 a year to deal with video storage.

“The cost of implementing a program can be a significant barrier for some law enforcement agencies,” she said.

The Association of Chiefs of Police submitted written testimony to the senate committees containing recommendations for making body camera usage more widespread, as less than 10 percent of the state’s law enforcement agencies are utilizing the technology. Most were measures to reduce the costs of video storage and administrative duties.

“Eliminate most of the redaction requirements,” the Association wrote in its testimony. “This is time consuming and expensive, and any citizen with a smartphone can video the same event and share it via social media without any redactions.”

State to fund 2 manufacturing training academies $15 million available for downstate community colleges to build centers

The state of Illinois plans to invest $15 million to construct two new manufacturing training academies at downstate community colleges.

Gov. JB Pritzker made that announcement recently in Champaign at an event highlighting the state’s manufacturing industry.

“Manufacturing is as much our fu-

ture as it has been of our past. It’s a leading driver in our economy with more than $100 billion of annual economic output,” Pritzker said, adding that items manufactured in Illinois can be found in over 200 countries worldwide.

Funding for the new training academies will come through the Illinois Department of Commerce and Economic Opportunity, which issued a

notice of funding opportunity on Oct. 27. The agency is seeking proposals from community colleges to provide cutting-edge training programs that will equip students for an array of high-paying skilled manufacturing jobs that require specialized training.

Pritzker and DCEO Director Erin Guthrie made the announcement at the Eden Park Illumination factory in Champaign, a company that manu-

factures UV lighting systems that are used in a variety of industries. The company evolved out of research by two University of Illinois engineering professors.

Guthrie noted that Eden Park has grown rapidly in recent months, creating a large number of new jobs in the Champaign area.

“However, they need help with the

hiring to fill the demand they have both for their customers and as they make product advancements and innovate,” she said. “The same is true for many of other Illinois companies that we’ve heard from. The need for skilled manufacturers is a big one and it weighs heavily on them as they

FPDDC: Coyote sightings may increase More visibility, not likely more coyotes

DuPage County residents might see more coyotes between now and February as young coyotes leave their parents in search of mates and territories to call their own, according to the Forest Preserve District of DuPage County.

“Young coyotes are looking for a place to call home, yet most areas are already occupied. This forces them to move around in search of unclaimed territories,” said Forest Preserve District ecologist Dan Thompson. “As a result, sightings tend to increase at this time of year.”

People may also see coyotes more frequently in winter because there’s less vegetation, giving them fewer places to hide—snow on the ground makes it easier to spot animals; and there are fewer food resources so they have to spend more time foraging. A rise in sightings doesn’t necessarily mean a rise in the county’s coyote population, though.

But this seasonal increase in activity is reason for people with pets to be especially vigilant.

“Follow forest preserve regulations and keep your pet leashed when you’re in a preserve,” Thompson said. “It’s smart to stay with your

dog and keep it on a leash in your backyard, too. It’s uncommon, but coyotes can target dogs, not necessarily for food but to eliminate animals they think they are competing for their territory.

“Dogs that bark at other dogs seem to elicit this kind of response the most. Owners of dogs that behave this way need to understand their dogs are challenging coyotes or other dogs to a fight. This will put their dogs at a higher risk of a confrontation, especially smaller breeds.”

“Even if you don’t see coyotes in your neighborhood, they are still present. Please do not let your dog out unattended; stay with your dog and keep it on a controlled leash. By following these tips and suggestions, we can peacefully coexist.”

A hungry coyote is going to be more interested in unsecured garbage cans, pet food, open compost piles, bird feeders or fallen fruit under trees and shrubs, Thompson added. Keeping yards clean can limit these attractions. People should never feed coyotes, either, as it leads them to expect food from, rather than fear, humans.

Three Blazers close out the season at Lyons Township Sectional Sanfilippo places 20th out of 118 individuals in the girls competition A trio of Addison Trail cross-country runners finished the 2020 season at Saturday’s IHSA Class 3A Lyons Township Sectional.

Senior Viviana Sanfilippo of the Blazers ran in the girls sectional, while senior Dylan Moran and junior Alex Martinez represented Addison Trail’s boys team in the sectional, which took place on Lyons Township’s south campus in Western Springs.

An IHSA cross-country sectional normally features one girls race and one boys race, but due to social-distancing requirements, this year’s Lyons Township Sectional featured four girls flights and four boys flights.

Sanfilippo ran in the fourth girls race.

Moran and Martinez both competed in the fourth boys race, which was the event’s eighth and final race.

Sanfilippo completed the 3-mile race in 18 minutes, 24.13 seconds.

She finished 11th in her flight, which featured several of the sectional’s fastest runners. Overall, Sanfilippo placed 20th in the individual standings of the sectional, which included 118 finishers.

Moran ran to a 17th-place finish in the boys sectional’s highly competitive fourth race. He covered the 3-mile course in 16 minutes, 3.22 seconds. Running in the same flight, Martinez crossed the finish line a few seconds later. He posted a 20th-place showing in the flight with his finishing time of 16:17.54.

Overall, Moran placed 41st in the individual standings of the boys sectional. Martinez earned 54th in the event, which, like the girls sectional, featured 118 finishers.

Sanfilippo, Moran and Martinez earned individual berths in the sectional with their strong performances at the Proviso West Regional on Oct. 24.

There are no IHSA state cross-country meets this year because of the COVID-19 pandemic.

York won the Lyons Township Sectional title in the 15-team girls competition with its team score of 40 points. St. Charles East (58 points) edged York (63 points) and Lyons Township (67 points) to win the team title in the 15-team boys event.

High school basketball season thrown into limbo Differing directives from IDPH and IHSA leave local schools with tough decisions to make

Opposing rulings from the Illinois Department of Health and the Illinois High School Association related to the start of the 2020-2021 high school basketball season have left local schools in a holding pattern.

Early last week, the Illinois Department of Public Health (IDPH) elevated the sport of basketball to the high-risk category, meaning only no-contact practices and trainings would be allowed—thus effectively scuttling the scheduled Nov. 16 start of the high school basketball season.

A day later, after a special board meeting, the IHSA came out with its own ruling—saying it will follow the guidance of the IHSA Sports Medicine Advisory Committee (SMAC) and will allow boys and girls basketball practices to start on time Nov. 16, with games starting Nov. 30, and contests only allowed within an Illinois COVID region or within a conference (mirroring fall sports competition guidelines).

The IHSA went on to say as part of the mitigation plan, masks must be worn by all players, coaches and officials during play, among other rules/procedural modifications.

Of key note, however, the IHSA added that it “will become a local school decision to determine if a school will allow their basketball teams to participate following the guidelines developed by the SMAC.” And that’s where high schools in the Independent’s coverage area of Addison, Bensenville Villa Park and Elmhurst have pumped the brakes, so to speak, in terms of either following IHSA guidance to start the season Nov. 16 or to follow the state public health department’s guidance and delay/postpone the season until the sport retreats to a lower IDPH COVID risk category.

Elmhurst Community Unit School District 205 Superintendent David Moyer told the Independent this past weekend the district had anticipated making an official public statement late last week regarding this subject

as it relates to York High School, but the district, Moyer noted, would not have official guidance from its legal department until Tuesday or Wednesday of this week, at which time the statement would be released.

Fenton athletic director Todd Becker was succinct in his response, noting “there has been no official decision yet.” Addison Trail athletic director Matt Thompson was in the same boat, stating DuPage High School District 88, which encompasses Addison Trail and Willowbrook in Villa Park, had not made any decisions related to the basketball season.

Willowbrook athletic director Brandon Murphy did not return a message seeking comment.

The IHSA’s ruling counter to IDPH guidance comes at a time when the COVID-19 pandemic recovery metrics continue to deteriorate in the state with record numbers of daily positive cases recorded last week, spiking virus-related hospitalizations and virtually every COVID-19 region of the state plummeting into tighter restrictions related to indoor gatherings—particularly prohibiting indoor sit-down service at restaurants and bars, and the further minimization of gathering sizes.

“After diligent discussion, the board has made the decision to follow the recommendation of the IHSA SMAC as it relates to basketball,” the IHSA said in a prepared statement. “The board remains considerate of rising COVID-19 cases in Illinois and understands the importance of adhering to safety guidelines for the good of all citizens.

“However, the board has not been presented any causal evidence that rising COVID-19 cases make basketball more dangerous to play by the IDPH or any other health organization nationally or internationally.

“On the contrary, the IHSA has been looking to bordering states that have sponsored both medium-risk and high-risk sports in the fall that have noted a low incident rate of COVID-19 spread. Instead, we will

require all IHSA basketball teams to adhere to those SMAC mitigations, and allow local school officials to make decisions related to participation.

“Mounting challenges, from increased mental health issues among our students to a shrinking calendar that limits our ability to move sport seasons this school year, were instrumental in this decision to move forward with basketball as scheduled. We see our students regularly leaving the state to play sports, or covertly continuing to play locally. Students can be better protected in the high school setting, and the board remains steadfast that playing under IHSA rules and SMAC mitigation is the safest way to conduct athletics at this juncture. Illinois is a large and diverse state, and the IHSA membership is reflective of that.

“We understand that this decision will impact each high school and district differently. Some schools who remain in remote learning may not be able to start winter sports on time, and we feel for those in that situation. However, we have also learned that we cannot continue to look down the road to a season that may never come.

“Contact days for our teams this fall have been an incredible boon to our students’ well-being. We fear for the mental health of students who attempt to traverse a long winter with no athletic outlet available. So much about dealing with this virus has been learned in the past eight months, and this decision will grant the membership the opportunity to apply that knowledge during their basketball season. Each member of the IHSA board volunteered for this position because they are passionate about high school sports and activities, and the positive impact they have on our students’ physical and mental health.”

Among other rules/procedure adjustments for the IHSA-sanctioned start of the boys and girls basketball seasons, a special media timeout will be taken at the first dead ball under the 5-minute mark each quarter to

allow the masked players to “catch their breath.”

Teams are encouraged to arrive at the facility dressed for game competition, plus referees must bounce the ball to players on throw-ins and free-throw attempts, and jump balls have been eliminated with the visiting team gaining the first possession and the alternating possession arrow used after.

Also during the special IHSA board meeting, the board voted to move wrestling (also an IDPH highrisk category sport) from the winter season to the summer season, which will run from April 19 to June 26.

Winter low-risk sports—boys swimming, cheerleading, dance, boys and girls bowling and girls gymnastics— will start as scheduled on Nov. 16, with those seasons ending Feb. 13.

The board plans on reviewing spectator and group gatherings for all winter sports at a future meeting this month.

Despite the decline of manufacturing nationally, Guthrie said it is still the largest contributor to the state’s economy, employing more than 500,000 workers and accounting for $60 billion in exports annually.

But David Boulay, president and CEO of the Illinois Manufacturing Excellence Center, said rapidly changing technology in the industry is making it challenging for manufacturers to find the skilled labor they need.

“Worker skills really are expiring like never before,” he said. “Automation, artificial intelligence, collaborative robots are creating massive change in the workplace. And even during this pandemic, we are seeing the signs of that massive change accelerated.”

Applications for the grants will be accepted from community college districts or coalitions of community college districts outside of Cook County and the surrounding collar counties.

“As Illinois’ largest workforce training provider, community colleges statewide have the expertise to partner with local communities to help guide our residents on the path to meaningful careers through these new facilities,” Brian Durham, executive director of the Illinois Community College Board, said in a news release.

“Manufacturing remains an important and growing industry for our state, and we are poised, with the right investments, to ensure more Illinoisans get the opportunities they need to train for these 21st century jobs.”
