Addison woman accused of aggravated assault to a police officer

She was released from the hospital Saturday, Jan. 26, and transported to the DuPage County Jail. The incident is currently being investigated by the Major Crimes Task Force.

“I would like to thank the Addison Police Department for their quick response to the domestic disturbance call,” Berlin said. “Thanks to their efforts, a possible tragedy may have been averted. I would also like to thank Assistant State’s Attorney Helen Kapas for her work in securing charges against Ms. Hachmeister.”

Hachmeister’s next court appearance is scheduled for Feb. 19 for arraignment.

DuPage County State’s Attorney Robert B. Berlin and Addison Director of Police Bill Hayden announced on Monday, Jan. 28, that bond has been set for an Addison woman charged with assaulting three Addison police officers while armed with two knives.

April Hachmeister, 51, of Addison, appeared at a bond hearing that morning where Judge Liam Brennan set bond at $50,000 with 10% to apply. Hachmeister has been charged with three counts of Aggravated Assault to a Police Officer, a Class 4 Felony. Additionally, Hachmeister has been charged with misdemeanor counts of Domestic Battery and Criminal Damage to Property.

On Jan. 17, 2019, at approximately 4:25 a.m., officers from the Addison Police Department responded to a 9-1-1 call made from a male occupant at the Mill Street address in response to a domestic disturbance. It is alleged that prior to their arrival, Hachmeister grabbed the man’s face, gouged his eyes and threatened him at knifepoint. It is alleged that Hachmeister stabbed items inside the apartment including a coffee maker and television.

Upon their arrival, officers were reportedly met by Hachmeister, who was armed with two knives. Officers ordered Hachmeister to drop the weapons but Hachmeister ignored their commands. It is further alleged that Hachmeister approached the officers while holding the knives and that one of the officers discharged their weapon,

GOP lawmakers seek to stop ‘revolving door,’ pension payouts

With increased state and national attention on ethics in politics, a pair of Republican lawmakers filed separate bills last week to add their own reforms to the mix.

One would restrict former lawmakers from quickly becoming lobbyists. The other would eliminate pensions for new lawmakers after 2020. Both, however, are unlikely to make it out of committee.

Introduced by State Rep. Margo McDermed of Mokena, House Bill 879 would ban lawmakers from registering as a lobbyist, or receiving or making payments as a lobbyist, for one year or the remainder of their term—whichever is longer.

“The people who spend time [in Springfield] tend to stay here,” McDermed said. “Is one year enough to break the relationships? Maybe. It’s certainly better than one minute.”

Alisa Kaplan, policy director for Chicago-based Reform for Illinois, agreed with McDermed that any amount of time is better than none.

Kaplan also outlined the main concern that comes with lawmakers quickly becoming lobbyists.

“The risk is that the legislator will pay more attention to a potential employer [a lobbying firm] than they will to their constituents,” Kaplan said. “You don’t want representatives to be supporting legislation that they think might get them the cushiest job when they leave.”

McDermed cited the recent example of former state Rep. Lou Lang, a Democratic leader from Skokie who resigned from office days before he was sworn in for a new term. Lang, who served for more than three decades, is now a lobbyist at Advantage Government Strategies based in Chicago.

He could not be reached for comment for this story.

But he is not the only state lawmaker in recent years to pivot quickly from politician to lobbyist.

According to McDermed, others include Matt Murphy, a high-ranking Republican senator of 10 years who resigned in August 2016 to become a contract lobbyist; former GOP Rep. Ed Sullivan, who in 2016 opted to start his own lobbying firm instead of seeking another term; Democratic Rep. Brandon Phelps, who resigned in September 2017 to lobby for the secretary of state’s office; and Democrat John Bradley, who quickly turned to lobbying for a tax credit program he helped craft while in office after losing a bid for reelection.

The so-called “revolving door” issue of lawmakers-turned-lobbyists has come up before, and not just from Republicans. In 2017, Democratic Sen. Heather Steans introduced a similar bill, with an additional clause that banned lawmakers from negotiating for future lobbying employment during their term.

“Elected officials and state employees should not be able to imme-

diately translate relationships built on state time into lobbying connections upon leaving public service,” Steans said in a news release at the time.

That bill did not make it out of committee. This bill likely will not, either.

“What I think will happen is that it will just never get out of rules committee,” McDermed said.

Meanwhile, GOP Rep. David McSweeney of Barrington Hills is proposing an end to lawmaker pensions for new members after Nov. 3, 2020.

“We should lead by example,” McSweeney said. “Having a pension long-term shouldn’t be part of what the job description is.”

In fiscal year 2018, the General Assembly Retirement System paid out $23.2 million in benefits to participating lawmakers, which is far and away the smallest obligation of the state’s five pension systems.

But McSweeney said the move is not just symbolic. As for the four other state pension systems, he favors reform.

“The big issue is the 3 percent compounded annual increases,”

he said. “We need to get to a point where we’re adjusting those at half the rate of inflation.”

That would require a constitutional amendment, which needs a large threshold of approval from the General Assembly and Illinois voters to be successful. It would also draw much opposition from unions, McSweeney said.

Neither McSweeney’s nor McDermed’s recent legislation has been assigned to committee yet. Part of the holdup is that Republican lawmakers have not been assigned to committees, according to McSweeney.

Dare to Dream Conference empowers Latina middle school girls

The 11th annual Dare to Dream Conference, geared towards preparing young Latinas to further their education, was held at the McAninch Arts Center, College of DuPage in Glen Ellyn on Jan. 26. Despite the bitter cold, we had 278 girls and 232 mothers/parents/mentors in attendance from schools representing DuPage County, Suburban Cook County, and one from Iowa. The students heard Latina role models speak of their careers and how they dealt with obstacles to achieve their dream of a better life through higher education. They also attended student life panels where they heard from Lati-

na high school panelists and college panelists on their challenges and achievements as well as moments of perseverance. There was also a separate program for moms.

Almost 25 schools attended including: Blackhawk Middle School, Chippewa Middle School, Churchville Middle School, Indian Trail Junior High, and Wood Dale Junior High.

Conference highlights Highlights of the conference were Lombard Deputy Chief Cyndy Velazquez’s keynote speech on motivation to pursue a career and Dr. Eiliana Silva’s topic on Suicide Preven-

tion. The Moms’ program speakers were Diana Diaz-Espindola – Effects of Negative Communication; Teresita Marsal-Avila – Immigration; Elizabeth Gómez de la Casa – Financial Assistance; and Laura Pineiro, M.D. – Women’s Health.

At the end of the program, the Mothers/Parent and daughters created and exchanged a letter on how they will help each other to achieve their dreams and the emotions that each expressed were priceless. Girls who attended will also receive a personalized certificate from State Representative Kathleen Willis for their participation.

District 88 holds legislative roundtable discussion On Jan. 25, District 88 held a panel session with DuPage County school board members and administrators featuring several newly elected or re-elected officials.

Participants included State Rep. Terra Costa Howard, (48th District); State Rep. Michelle Muss-

man (56th); State Rep. Diane Pappas (45th); State Rep. Karina Villa (49th); State Rep. Kathleen Willis (77th); and DuPage Regional Office of Education Regional Superintendent Dr. Darlene Ruscitti. The meeting was an opportunity for DuPage County education leaders

Downers Grove North student charged with threatening school DuPage County State’s Attorney Robert B. Berlin and Downers Grove Chief of Police Shanon Gillette announced on Friday, Feb. 1 that a male Downers Grove North High School student has been charged with posting a threat on Snapchat directed at his school. The student appeared at a detention hearing before Judge Anthony Coco who ordered the minor placed on home detention lockdown.

On Thursday, Jan. 31, Downers Grove Police received information regarding a threatening Snapchat video post

in which a male was seen holding a handgun and threatening members of the student body. An investigation into the post led by the Downers Grove Police Department led to the minor as the person allegedly in the video making the threats. The minor was taken into custody yesterday without incident.

“Any threat to the well-being of our students and teachers will be fully investigated and anyone suspected of such behavior will quickly find themselves standing before a judge,” Berlin said.

“The well-being and safety of our

children remains a top priority of my administration and any threat or even the perception of a threat will not be tolerated.”

The minor has been charged with one count of Disorderly Conduct – Threat of Violence at a School, a Class 4 Felony and one count of Misdemeanor Disorderly Conduct. His next court appearance is scheduled for February 22, 2019 for status in front of Judge Coco.

Senate Labor Committee discusses path to $15 minimum wage

Regional rollout Mark Grant, Illinois director of the National Foundation of Indepen-

dent Business, favored a regional rollout of the minimum wage similar to what the New York and Oregon Legislatures have enacted.

In New York, there is a higher wage for workers in New York City than upstate New York and the rest of the state. The bill also has different wages for large and small employers – those with more than 10 employees, and those with 10 or fewer.

In Oregon, the rate is higher in the Portland metropolitan area and lower in non-urban counties.

Lightford said a regional rollout has been discussed, but she questioned the constitutionality of it and said it would further divide Illinois counties along economic lines.

State Sen. Linda Holmes (D-Aurora) also asked about a geographic approach and noted that the cost of living is much more expensive in suburban Kendall County than it is in Springfield.

“You bring up something so valid in that no one on minimum wage would be able to live in Kendall County,” Lightford said. “You create a divide between poverty. Those who work and can live in Kendall County and those who work and will never be able to live in Kendall County.”

While labor advocates said the money generated from a minimum wage increase would go back into the economy, Grant said the bill would cause businesses to close, costing almost 100,000 jobs for the lower wage workers the bill is designed to help.

State Sen. Cristina Castro (D-Elgin) asked how many businesses left the state from 2006 to 2010 when the last minimum wage increase occurred, and Grant did not have an answer.

In spite of the frigid weather, the Family Tech Night drew a good crowd. Each family that attended received a set of earbuds and 12 lucky students--two from each grade level--won Ozobot robots to take home.

Experience more of what you love

I love trees. I had an apple tree in my backyard growing up, a low spreadout kind of tree. Big thick branches came together to form a seat with back support where I nestled in with a book and could read comfortably.

What do you love? I love trees, majestic trees, a glorious grove of pines. I love the border of evergreens in my current yard waving in the wind.

I love natural places, the great outdoors. I love a walk in the woods, I love cliffs overlooking the lake, I love mountains. Not craggy rocky severelooking mountains, green lush ones, like in Vermont and New Hampshire.

And I love Wisconsin and rolling hills.

I also love wide-open spaces where I can see the stars in the sky.

I love pretty places, as in Paris and other locales with amazing architectural beauty. Ah, beauty, that’s what I love, be it a building, a bird, or a brooch.

I love pizza. I don’t eat it as often as I used to (8 days in a row is my record), but when I do, that first bite is taste bud heaven. Certain home-baked cookies are old loves too. Again, I partake much less, but the enjoyment is still sublime.

I love books. Stories that take me away and books that help me go deeper within to find the truth in me. I am like Thomas Jefferson, “I cannot live without books.”

I love music. I often play music

We go to concerts and musicals. Live music touches my soul.

I love exploring and discovering, when we travel some of the greatest thrills are stumbling onto unplanned delights. It’s good to have a general plan of where to go and what to take in, and it’s sheer joy to find a quaint town off the beaten path.

I love quaint.

I love history.

I love true stories. I love inspiration.

I love love. Watching strangers’ proposals or weddings or airport reunions makes me feel mushy goodness.

There are some things that I used to love that I no longer do. Dr. Pepper or any caffeine soda; gum, even my beloved Trident White, and storebought packaged cookies. Those three were my main food groups for years.

I used to love loud crowded bars.

I used to love soap operas, with characters like Cliff and Nina, and Marlena and Roman (even before that,

Grant responded that over the past decade, many businesses have left Illinois for “a variety of reasons.”

“The businesses that told me they would leave in 2003 were the same businesses that told me in 2006 that they would leave, who were the same businesses in 2010 who told me that they would leave,” Lightford said. “I have not been given any data at any point that told me that businesses shut down because of a minimum wage increase.”

State Sen. Dave Koehler (D-Peoria) floated the idea of having a statewide minimum wage with regional opportunities for tax breaks for employers.

Medicaid reimbursement While Kelly and the SEIU advocated for the need for health care workers to be paid more, Pat Comstock, executive director of the Healthcare Council of Illinois, a health care facility advocacy group, said the state’s Medicaid reimbursement rate makes doing so difficult.

She said Illinois reimburses Medicaid-funded nursing homes at a rate of $55,000 per person annually, while it costs closer to $70,000 to care for a patient. That number makes Illinois 49th in nursing home reimbursement rates. Several homes have closed recently because of this, she said.

“Right now, the crisis that we have been talking to you about is happening,” she said.

“We want to pay whatever the state of Illinois decides that we should be paying our workers. But there’s no more room in our system to do this without help from the state of Illinois in our Medicaid wages.”

Comstock said the Healthcare Council would introduce a bill or work with Lightford to increase the reimbursement rate along with minimum wage increases.

Tipped workers Shirley Holden, a Chicagoan who works in the service industry, testified to the “instability” and “constant stress and anxiety” she has felt in her 20 years as a worker whose pay is based on tips.

State law requires employers to pay 60 percent of the $8.25 minimum wage, with the other 40 percent made up of tip money. That equals a minimum wage of $4.95 paid by employers, an obligation that would increase if the other 40 percent of the $8.25 is not met by tip income.

Holden said despite the tip minimum wage, wage theft is a problem in the service industry. Noonan, the IRA lobbyist, said there are a few bad actors and the industry was committed to exploring options to hold them accountable.

Lightford added that strengthening labor laws for tipped workers would be on the agenda as discussions progress as well.

Addison Trail-Willowbrook boys swimming team third at conference Burns wins two individual events

The Addison Trail-Willowbrook boys swimming program had a fine showing at this past weekend’s West Suburban Conference Gold Division meets held at Hinsdale South in Darien.

The AT-Willowbrook varsity finished third, while the frosh-soph team took second.

“We did well,” said AT-Willowbrook coach Neil Wahlgren. “The guys put together a great meet overall. We took third on the varsity, but that only was by five points. We were close to getting into the top two. Our frosh-soph was second overall and did really well. We saw major drops (in time) on all levels.

At the frosh-soph level, we took first in the majority of the events. It was cool to see these young guys stepping up and finishing their taper and finishing their season strong. It also showed us

what the future will look like.”

At the varsity level, Jack Burns took first in the 50 and 100 freestyle events and was part of two second place finishes for AT-Willowbrook’s three relays..

Burns, Evan Zimmerman, Aidan Nichols and Marco Chaidez took second in the 200 medley relay. “Each guy dropped time in the medley,” said Wahlgren.

Zimmerman also won the backstroke and took second in the 50 free.

Wahlgren pointed out AT-Willowbrook enjoyed a clean sweep in the 50 free. Ray Brisbois won the JV 50, while Cole McGinnis took first at the frosh-soph level and Burns won the varsity 50 with Zimmerman in second place.

Burns, Zimmerman, Eric Hoda and Chaidez were second in the 200 free relay, while Hoda, Sean Pienkos,

Chaidez and Michal Niemirski were second in the 400 relay.

Nick Mitchell won the 100 butterfly and the backstroke at the frosh-soph level. The Addison Trail student also was part of the frosh-soph-winning 200 relay.

“It was really cool to see,” said Wahlgren. “Overall, for the guys on the JV and the frosh-soph, this was their last meet of the year. They all finished strong. Everyone cut time. It was exciting to watch.”

AT-Willowbrook now is gearing up for next weekend’s sectional meet at York High School in Elmhurst.

“It’s our one shot at state,” said Wahlgren. “Hopefully we can squeeze at least Jack Burns in there and maybe more. The guys are tapering down and that will be their fastest meet of the year. I’m excited to see the times each guy puts forth.”

The hits keep coming for the Willowbrook girls bowling team.

The Warriors recently won the Glenbard East regional title at Brunswick Zone in Glendale Heights.

Willowbrook rolled a 5,675 team score, well ahead of second-place York, which finished at 5,452.

It’s the Warriors’ second regional title in a row. Willowbrook heads to Brunswick Zone Woodridge Lanes Saturday for the Hinsdale South sectional where the Warriors will be in search of their second state qualification in a row.

In Glendale Heights, Makaylah Jones, a junior at Willowbrook, won the individual regional title with a 1,236 series.

She had plenty of help behind her as all Willowbrook competitors broke 1,000 pins for six games. Senior Holly Helsper was fourth overall with an 1,171. Senior Brianna Bryant was sixth at 1,161. Senior Paula Williams was 15th with a 1,054 and senior Katie Pettinger was 16th with a 1,053.

Willowbrook finished the season 12-1 overall and won the West Suburban Conference title, going 8-0 in dual matches and also winning the John Ryan conference invitational title.

The Warriors also recently won the Leyden invitational, which featured a 22-team field. Willowbrook finished with a 5,512 team score.

Jones finished fourth at Leyden with an 1,182. Helsper rolled 1,139 and took sixth, while Pettinger had the team’s high game of the day with a 234 in the fourth game.

At the Ryan West Suburban Conference invitational, the Warriors won that event as well with a 5,741 team score.

Helsper won the conference invite individual title with a 1,317. Bryant,

Pettinger, Williams and Jones all finished in the top 20 there. Helsper had the high game of 266, while Bryant turned in a 257 at the conference invite.

Pettinger, Helsper, Bryant, Jones and Williams all earned all-WSC honors.

Heading into the regional, Helsper was averaging a 189, while Pettinger was at 185.

The Willowbrook girls basketball team recorded a 57-43 win over Morton to secure the West Suburban Conference Gold Division title.

In other recent action, the Warriors were 54-23 WSC Gold winners against Leyden on senior night.

Willowbrook led 14-2 after the first quarter and 31-13 at halftime.

Willowbrook outscored Leyden 10-2 in the third quarter and 13-8 in the fourth quarter.

Cecilia Lizasuain led the Warriors with 10 points and six rebounds.

Megan Schmid added nine points, while Maura Henneghan had eight points. Emma Barrington finished with seven points. Grace Tumilty had six rebounds and four steals.

Stephanie Dasbach had six rebounds and Maureen Schmid had

four steals. Willowbrook’s bench scored 34 points.

The Warriors also dropped a 5547 non-conference game to Elk Grove. Elk Grove led 21-16 after the first quarter and 33-30 at halftime. Elk Grove outscored Willowbrook 10-4 in the third quarter.

Tumilty led the Warriors with 15 points, seven rebounds and four steals. K’aliyha Herron had eight points and six rebounds, while Lizasuian had eight points. Dasbach had six rebounds.

Addison Trail wrestling The Addison Trail wrestling team took second at the recent Class 3A Chicago Lane regional, but advanced a host of wrestlers to this weekend’s sectional round.

The Blazers finished with 147.5 points. Oak Park-River Forest won the regional with 293 points.

Guillermo Juarez took second at 106 pounds. The senior is now 31-7.

Sophomore John Asiuras was second at 113 pounds and will bring a 26-13 mark into the sectional.

Yuanxu Zhang was third at 120 pounds for Addison Trail and advanced. He’s 7-3 on the season.

Raul Gonzalez took second at 126 pounds and has 11 wins this season.

Sophomore Jake Matthews was second at 132 pounds and brings a 34-7 mark into the sectional.

John Ramos finished third at 138 pounds and won his third-place match via fall in 4:37.

Brian Reyes won the 145-pound regional title for the Blazers. He’s 29-9 and won the title match by ultimate tiebreaker (3-2).

Xavier Sierra was second at 160 pounds for Addison Trail and is now 29-13. Nick Skamra was second at

182 pounds and now has a 30-10 record.

Willowbrook wrestling The Willowbrook wrestling team took fifth at the recent Chicago Lane regional with 92 points.

Gabriel Yu was third for the Warriors at 113 pounds. He won his third-place match via pinfall in 38 seconds. He’s 23-15 on the season.

Zachary Seymore was second at 120 pounds and now is 31-7 heading into sectionals. Richard Scheelk was third at 126 and is now 27-12 this season. He won the third-place match by a 6-2 count.

Elijah Brockie was third at 182 pounds. The sophomore won his third-place bout by a 6-0 count and now is 29-9.

John Peterson took second at 195 pounds for the Warriors. He’s 22-10 heading into the sectional.

District 4 third graders learn about crayfish Addison School District 4’s third grade classes welcomed crayfish into their classrooms this week to help students learn about animal life cycles.

The crayfish are part of the science

curriculum, which allows students to have hands-on experience handling and observing the animals’ structures, functions, and behaviors.

The crayfish will be in the class-

rooms for the next two months. Not only do the students get the opportunity to observe the crayfish as they grow, but they will also learn about the environmental impact that can occur

if living organisms used in classroom lessons are released into the wild. The students will learn about the negative effects an invasive species, like the resilient crayfish, can have on aquatic

Addison’s classroom crayfish will be released to the Cosley Zoo in Wheaton when the science unit is completed.

Addison Trail girls bowling team advances two to sectional round Soucie and O’Connell to compete this weekend for shot at state meet

Addison Trail girls bowling coach Steve Gilliam recently called this season one of the program’s “best in a while.”

He wasn’t kidding.

The Blazers advanced two bowlers out of the recent Glenbard East regional at Brunswick Zone in Glendale Heights.

As a team, Addison Trail finished seventh with a 4,692 score.

Individually, Addison Trail junior Heather Soucie advanced to sectionals after shooting a 1,006 series.

Joining her Saturday at Woodridge Lanes in Woodridge is senior Clare O’Connell who finished with a

qualifying score of 978.

The Blazers finished the regular season with a 3-6 overall mark and went 2-6 in West Suburban Conference play.

“The girls did get better,” said Gilliam. “We didn’t have one superstar bowler. Everybody got better.

We ended up being pretty consistent within the conference.”

Junior Kasey Fiermuga led the team with a 159 average during the regular season. Junior Yuli Macias averaged 156, while Soucie had a 155. Senior co-captain Yvette Beltran had a 148 and O’Connell, another captain, had a 147.

“The good thing is we have those three juniors, Kasey, Yuli and

Heather, coming back,” said Gilliam.

Gilliam saw numerous facets of the team’s game take steps forward.

“We got much better picking up the 10-pin spare,” he said. “We struggled for a while throwing a good first ball, but we cleaned up our games and started getting the spares and the scores started to go up.”

Gilliam noted junior-varsity bowler Araceli Olascoaga bowled a

229 game in a WSC match against York. She ended up averaging 141 at the JV level.

“We have been pretty consistent,” he said late last week. “We’re hoping at the regional tournament to hit a couple big scores.”

Gilliam has had a blast coaching this year’s group. “It’s a great group that is very coachable,” he said.

“They are great young ladies who work hard. We’re striving to be like

Willowbrook is in the conference (Willowbrook won the WSC this year). With the girls we have coming back and some solid JV girls coming up, we’re excited about the direction we are headed in. We have a couple girls (Fiermuga and Macias) who bowl in leagues and we’re working on getting others involved in off-season leagues. They want to keep improving. We’re very excited about next year.”

Fenton wrestlers advance to sectional round Bison girls bowler Jagniatowski headed to sectionals

The Fenton wrestling team will be well-represented in this weekend’s Class 2A sectional round.

The Bison qualified nine wrestlers for sectionals out of the Class 2A Ridgewood regional in Norridge.

Fenton finished second as a team with 183 points. Niles Notre Dame won the regional with 287 points and earned a dual-team sectional bid.

Fenton sophomore John Quinto was third at 106 pounds. He won his third-place match via fall in 1:00 and will bring a 21-14 mark into sectionals.

Sophomore Manuel Lozada was third at 126 pounds. He won his third-place match 8-4. He’s 19-19 on the season.

Junior Jeremy Piskorz won the 138-pound regional title. He will bring a 30-7 mark into the sectional. Junior Daniel Ramirez won the 152-pound title via pin in 1:30. He’s 34-5 on the season.

Senior Ramiro Bracamontes won the 160-pound title with a 7-6 win in the final. He’s 22-10 this season. Junior Kevin Guevara finished second at 170 pounds and now has 12 wins on the season.

Junior Ricardo Saucedo was second at 195 pounds and has 15 wins.

At 220 pounds, junior Filip Reduta was third. He won his third-place contest via fall in 2:16. He has seven wins this season.

Sophomore Dominiquinn Wilcoxen was third at 285 pounds. He won his third-place bout via fall in 1:43 and has 10 wins this season.

Fenton girls gymnastics The Fenton girls gymnastics team took fifth at the recent Hoffman Estates regional. The Bison finished with a team score of 105.725 and did not have any automatic sectional qualifiers.

Fenton girls basketball The Fenton girls basketball team has the No. 16 seed in the Class 4A Batavia sectional. Fenton opens postseason play Monday in the Class 4A Rolling Meadows regional against No. 17 seed DeKalb. If Fenton wins that game, it will advance to the regional semifinals on Tuesday against No. 1 seed Rolling Meadows. The regional title game is scheduled for Thursday at 7 p.m. at Rolling Meadows.

Stories untold: Carbondale woman chronicles Southern Illinois’ black Civil War soldiers

MOUND CITY—For 50 years, Corene McDaniel has walked through the rows of graves at Mound City National Cemetery to visit her father, who lies in rest there alongside thousands of other veterans.

But it was only a few years ago that she noticed an abbreviation chiseled into some of the oldest white headstones: USCT. It stands for United States Colored Troops, she learned—the name given to about 200,000 black men who fought for the Union in the Civil War. Representing some 10 percent of the entire Union Army, and 25 percent of its Navy, the men played an instrumental role in preserving our nation’s unity and cementing the freedom promised to them by the Emancipation Proclamation.

However, McDaniel discovered, very little is known about the USCT servicemen buried at Mound City.

“We know they’re here, but not necessarily where they are, or how many,” McDaniel said. She spoke to Mound City Cemetery representative Alex Kment, who contacted the U.S. Department of Veterans Affairs in Washington, D.C. “They said the best way to start was to walk and document,” McDaniel said.

In the last year, McDaniel, walking alone or with friends and family, has identified 350 USCT graves.

“It’s an experience that gives you goosebumps,” McDaniel said. “It is so wonderful to walk here peacefully and know that all of these soldiers have served this country.”

She’s got all the soldiers’ names written in a pocket-sized pink-and-blue notebook, plus the numbers on their headstones, which indicate their location in the cemetery.

“Felix Mattingly, 4497; Thomas Richardson, 4498; Calee Prewitt, 4452; Solomon Brooks, F4465.”

McDaniel, of Carbondale, hopes her records can be added to the directory at the cemetery museum, allowing future visitors to more easily find and visit the USCT graves. That could benefit history buffs, and even families, who frequently visit the cemetery in search of Civil War-veteran relatives, Kment said.

But McDaniel has a second, more ambitious goal. She wants to tell the stories of these soldiers.

“I’m interested in the contribution that was made,” McDaniel said. “There may be so many people that do not know the role they played. In the Civil War we’re thinking about slavery, and not necessarily the sacrifice these soldiers made.”

Their service was indispensable.

“Without the military help of the black freedmen, the war against the South could not have been won,” President Abraham Lincoln said in 1865.

Black soldiers were prohibited from joining the Union Army until about a year after the war began, when Congress passed the Militia Act of 1862 recognizing the urgent need for black soldiers.

Freedmen from throughout the North enlisted at a staggering rate, with some even returning to the U.S. from Canada to serve.

USCT recruitment intensified with the Emancipation Proclamation, issued on Jan. 1, 1863. The Proclamation freed slaves in secessionist Southern states and publicly announced that any who so desired would be welcomed into the Union military.

ington, D.C. “But it came with an asterisk: you’ve got to put on a uniform and help us to win this war, otherwise this won’t have any meaning.”

During the last two years of the war, from 1863 to 1865, black soldiers “fought in every major campaign and battle,” according to the museum’s website, earning 52 Medals of Honor, and helping to capture major strategic targets like Charleston, South Carolina, and Richmond, Virginia, the capital of the Confederacy.

Black women, including Harriet Tubman, worked as nurses, spies, and scouts to support the Union cause, although they couldn’t enlist in the military.

Because of the prejudice against them, many black soldiers were withheld from combat and instead were placed in support roles as carpenters, chaplains, cooks, and laborers, according to the National Archives.

Still, nearly 40,000 black soldiers died over the course of the Civil War, and they endured some of the war’s harshest and

They received lower pay, insufficient supplies, and often stronger punishments when captured by the Confederates.

Their segregated regiments also received greatly inferior medical care, with many white physicians unwilling to treat black soldiers and just three black physicians serving the Union Army’s 166 black regiments, according to the news website OZY. McDaniel, who comes from a proud military family, said she hadn’t given much thought to the ugly truths her project might uncover in Southern Illinois. But she’s prepared for them.

“What we have is a sign of the times,” McDaniel said. “This is the way it was then, it’s not the way it is now. I’ll be looking for information without being judgmental about what I find. The goal is to be informed and help people be more informed.”

But researching the USCT soldiers at Mound City is going to take determination.

Very few black soldiers originated in Southern Illinois, as the state had just one black regiment, said P. Michael Jones, director of the General John A. Logan Museum in Murphysboro. Both during and after the war, the USCT soldiers who ended up in the region came from far and wide.

Now a town of just a few hundred people, Mound City was then home to a naval shipyard and one of the largest Civil War hospitals, serving thousands of wounded.

“It was one of the most strategically important locations in the Civil War, second only to the capital,” Kment said.

Wounded soldiers were brought to Southern Illinois by ship from all over the south and Midwest, via the Mississippi and Ohio rivers.

After the war ended, thousands more soldiers came to Mound City, when the Army undertook a massive project to dig up soldiers lying in battlefield graves and transfer them to newly created national cemeteries like Mound City, Kment said.

That led to another influx of soldiers about whom very little is known, disinterred from makeshift cemeteries near battles at Cairo, Illinois; Belmont, Missouri; and Paducah, Kentucky. Many of them were reburied as unknown soldiers Still, there are reasons to be hopeful.

The growth of genealogical research and the digitization of government records continue to make it easier to find relevant information.

Jones, the museum director and a former schoolteacher, has profiled almost 40 black veterans who moved to Elkville, De Soto, Murphysboro and other Southern Illinois towns after the Civil War. He’s used muster rolls and census and pension records to dig up their military histories and a surprising amount of biographical information.

“Particularly in the pension records, there is a wealth of information: where people were born, who they belonged to, when they were enslaved, who they married, who their children were,” Jones said.

While black Illinoisans still faced discrimination and violence after the war, Jones’ research indicates the USCT veterans received special respect.

“They got obituaries in the newspapers, which, back then, were usually reserved for people with some status,” Jones said.

veterans were left. They may have called them black veterans, but there was respect for those men and what they did.”

The USCT soldiers’ service “changed the image of black people in the world,” Dr. Smith agreed.

But it has often gone undervalued and under-recognized—a historical neglect that, to Smith,

exemplifies the unequal treatment black Americans still face today.

McDaniel hopes continued research on the USCT troops buried at Mound City, most of whom died in wartime, will help set the record straight.

societies, to fellow volunteers at the African American Museum of Southern Illinois, which McDaniel co-founded with her husband.

She’s certain the project will continue to grow. After all, you can Google anything these days, she said.

When the weather gets nicer this spring, McDaniel will return to the cemetery to complete her walk and add the last few names to her notebook.

Then she’ll reach out to her volunteers and figure out what’s next.

One thing she’s sure of: She’ll be getting young people involved.

Each year, the African American Museum of Southern Illinois hosts a month-long youth summer program, taking children on educational trips throughout the region.

In future years, McDaniel hopes to have a new piece of the story to share with the students when she brings them to Mound City.

“I would hope when this is all done that we would have a great story to tell to our kids, grandkids, students, adults, to anybody that wants to listen,” McDaniel said.

“And in telling the story there are going to be some things that aren’t so rosy, but that’s life.”
