Pre-trial release denied for woman accused of murder at Oakbrook Terrace Hotel

DuPage County State’s Attorney Robert Berlin and Oakbrook Terrace Chief of Police Casey Calvello have announced that Judge Joshua Dieden granted the state’s motion to deny pre-trial release for a Naperville woman accused of murdering Calvin Truitt last Saturday night at an Oakbrook Terrace hotel.

Latrice Phillips, 51, appeared in First Appearance Court and was charged with one count of first-degree murder.

Last Saturday, at approximately 8:15 p.m., Oakbrook Terrace police officers responded to a call of shots fired at the Hilton Suites, located at 10 Drury Lane. Upon their arrival, officers found the victim, Calvin Truitt, with

two gunshot wounds to his back/side area.

Truitt was immediately transported to Advocate Good Samaritan Hospital in Downers Grove where he passed away as a result of his injuries.

Following an investigation into the shooting, it is alleged Latrice Phillips that Phillips got into a verbal altercation with a person in a group of people whom she knew, including Truitt, at

the hotel pool. It is alleged that Truitt and his group left the pool area on got on an elevator.

It is further alleged that Phillips followed the group when they left the pool area and got on the elevator with them. It is alleged that when the elevator doors opened on the seventh floor, a fight broke out at which time Phillips pulled out a handgun and fired three times, striking Truitt.

It is further alleged that after the shooting, Phillips left the scene and returned to her hotel room. She was taken into custody a short time later from her hotel room without incident. When processing Phillips’ hotel room, authorities recovered a Taurus 9

mm handgun in a holster from Phillips’ waistband.

“The allegations that Ms. Phillips followed Mr. Truitt and others into a hotel elevator as they walked away from a verbal altercation and then shot and killed Mr. Truitt as they exited the elevator in a crowded hotel during the busy holiday season are shocking and will be met with the full force of the law,” Berlin said. “In DuPage County, we do not tolerate any type of gun violence. I commend the Oakbrook Terrace Police Department for their prompt response and thorough

Illinois Supreme Court: FOID records exempt from public disclosure

The Illinois Supreme Court ruled Nov. 30 that people may obtain records about their own Firearm Owners Identification cards, but they may not use the state’s Freedom of Information Act to do so.

In a 7-0 ruling, the court said the Illinois State Police acted properly when it denied FOIA requests from individuals who sought copies of letters explaining why their FOID cards had been denied or revoked. But

the court also said those individuals could have obtained those records through other means.

“ISP does not dispute this point but simply maintains, as we have found, that FOIA is not the proper means for obtaining the requested information,” Justice Joy Cunningham wrote for the court.

The case revolved around a 2011 amendment to the Freedom of Information Act that exempts from public disclosure the names and information of people who have applied for

Imira Williams, 22, appeared at First Appearance Court, and is charged with two counts of aggravated fleeing and eluding (Class 4 felony) and one count of misdemeanor attempt aggravated assault.

On Nov. 25, at approximately 1:18 a.m., officers with the Naperville Police Department conducting surveillance in the parking lot of Bowlero, located in the 1500 block of Aurora Avenue, allegedly observed a firearm in a vehicle between the center console and the passenger seat.

A short time later, two individuals, later identified as Williams and an unknown male, entered the car. It is alleged that the officers observed the pair smoking cannabis and approached the vehicle to conduct a search. It is alleged that when officers asked the pair to exit the vehicle, Williams complied but the male did not and began moving items about the car.

It is further alleged that the male

eventually exited the car and fled on foot, at which time the officers pursued him. It is alleged that while the officers pursued the male, Williams reentered the vehicle and drove away. It is further alleged one of the officers reentered his squad car, activated his emergency lights and sirens, and pursued Williams.

It is alleged that during the pursuit, Williams made a U-turn and drove directly at the officer causing him to swerve his squad car to avoid a collision. It is further alleged that during the pursuit, Williams disobeyed seven red lights through the streets of Naperville before entering I-88, where she reached a speed of approximately 122 mph. Williams eventually pulled her vehicle over and, with assistance from the DuPage County Sheriff’s Office, was taken into custody at this time.

“The alleged conduct of Ms. Williams demonstrates that she has absolutely no concern for public safety or for the safety of the officer involved in the pursuit,” Berlin said. “Judge Coco’s order to detain her pre-trial sends the message that in DuPage County we will not tolerate this type of dangerous behavior that poses a threat not only to the driver, but also puts the police officers involved and motoring public at great risk.”

Williams’s next court appearance is scheduled for Dec. 26, for arraignment in front of Judge Brian Telander.

quests, citing the exemption in the Freedom of Information Act. But in both cases, the Madison County Circuit Court sided with the applicants and ordered ISP to hand over the requested information. In 2022, the 5th District Court of Appeals upheld those decisions, saying the FOIA exemption was never intended

to prevent individuals from obtaining records pertaining to themselves.

Both the trial court and the appellate court pointed to the use of plural language in the 2011 amendment that prohibits the release of “names” and information of “people” who have applied for or received permits. They argued the use of plural words indicated lawmakers did not intend to prevent people from accessing their own information.

But the Supreme Court rejected that analysis, saying the use of the plural words “does not, in itself, mean that a request for one’s own information” would be permissible under the 2011 amendment.

The court’s ruling noted that the individuals could have obtained their FOID card applications and revocation letters through the Firearms Services Bureau, which is the division of ISP that processes FOID cards.

DuPage County announces new council for Mental Health, Substance Use Care The DuPage County Board and DuPage County Health Department (DCHD) have announced the new DuPage Council on Strengthening the System for Mental Health and Substance Use Care (DCSS).

This council is an ambitious transformation of the HOPE Taskforce designed to further integrate countywide efforts to improve mental health and reduce substance use disorders.

“As I envisioned an organization that would help to expand access to quality mental health services in DuPage County, it made sense to also include our efforts to reduce substance use disorder in our community. We know that very often, these two struggles are linked. I believe this Council will provide expertise and desperately needed resources for those seeking behavioral health care, those fighting addiction and their families, who so often feel powerless and don’t know where to turn,” said DuPage County Board Chair Deborah Conroy.

The council will consist of members who specialize in mental health and substance use disorder treatment, recovery, criminal justice, public health, prevention, and education. This council will include local, and state elected officials as well as

community stakeholders and people with lived experience. Conroy, and DCHD Executive Director, Adam Forker, will serve as co-chairs of the council. The goal of the council is to reduce the stigma associated with mental health and substance use disorder and to encourage those impacted to seek treatment. The council will support families, caregivers, and community members who are also affected.

“The council will implement strategies to enhance awareness of and access to services for residents impacted by mental health and substance use disorders,” said Forker.

Council meetings will occur every other month, in person, at the Linda A. Kurzawa Community Center at 115 N. County Farm Road, Wheaton.

Interested members of the community are invited to attend the council meetings, which will be open and announced on the DuPage County Board and DCHD websites.

Students visit Local 150 as part of National Apprenticeship Week On Thursday, Nov. 16, 15 Addison Trail students participated in a career-exploration field trip to the ASIP (Apprenticeship and Skill Improvement Program) Local 150 in Wilmington as part of National Apprenticeship Week. The event is a “nation-wide celebration, where industry, labor, equity, workforce, education and government leaders showcase the successes and value of Registered Apprenticeship for rebuilding the economy, advancing racial and gender equity, and supporting underserved communities.”

Those students are enrolled in Addison Trail Career and Technical Education (CTE) or School to Work classes, which provides pupils with re-

al-world experiences through visiting local businesses and meeting with career professionals.

During the visit, participants had an opportunity to try the heavy equipment simulators to experience some of the training. They also learned about the expectations and benefits of Local 150’s four apprenticeship programs, which are: 1) Heavy Equipment Operator (OE); 2) Heavy Equipment Repair Technician (HET); 3) Geothermal/Well Driller (GWDO); and, 4) Construction Material Inspector (CBI).

The cost of crime in the United States is staggering. A comprehensive study conducted

by Vanderbilt University on the subject found that in 2017, more than 120 million crimes, 24 million of which were violent crimes, were committed in the United States amounting to a financial impact of $2.6 trillion.

This figure represents the quantifiable, direct cost of crime such as funding by local, state and federal agencies to support the criminal justice system as well as financial losses sustained by crime victims. While not quantifiable, indirect costs of crime such as physical and phycological harm, loss of investment in high-crime communities and increased social service needs in those communities is just as important.

The creation of a new state agency focused solely on birth-tofive services is an important step in developing the best possible system of support for Illinois families and communities while also benefitting all of Illinois through reduced crime and increased public safety.

Life isn’t easy. And the epitome of that, perhaps, might be parenting.

(OK, maybe the epitome is death, but let’s take a week away from that topic, shall we?)

With regard to parenting being difficult: stop the judgmental comments already. I know what you’re thinking. People who dare say anything negative about parenting don’t deserve to be parents.

I beg to differ.

Parenting is a gift. It is wonderful.

It is one of the very best things that has happened (so far) in my life. For sure.

How then, do I dare declare that parenting is filled with hard (very, extremely hard) work?

Because it is.

Most of the things in life that are worth anything of substance require effort and hard work. This most definitely includes parenting.

Small caveat here. Being a parent isn’t for everyone. It should’t be. If you aren’t called to be a parent— don’t feel the need, don’t feel the pull—that’s OK. It’s more than OK. Step away from the pack ’n play.

I wasn’t sure about the whole parenthood thing myself. Neither was my husband. But something nudged us to dip our toes in the water and soon thereafter our daughter was born.

We learned that parenthood was full of love, miracles, first smiles, midnight feedings, countless diaper changes and tireless tasks.

If one word existed that combined love, work and lack of sleep it might describe the early years of parenting.

As bleak as I might make it, it couldn’t have been all that bad because my husband and I went on to repeat the process three more times, for a total of four: one girl and three boys.

With four, in the tempest years, I can tell you life was busy. I didn’t get to relax at will. I didn’t get to relax much at all.

But it was all good. I was raising little people, whom I loved more than life itself. I changed crib sheets in the dark in the middle of the night because they were wet. I cut grapes in half. I sucked out the snot from their noses. I worried when they didn’t eat their vegetables. I read them bedtime stories and rocked

Columnist I messed up a couple of times on the whole tooth fairy thing, but no parent is perfect.

And then the magic happened.

They grew up.

In many ways this was bittersweet. Them growing up, because it was the end of an era.

But was also a beginning.

And beginnings can be fun.

And beautiful. And just another wonderful chapter in life.

The loss of their childhoods blossomed into the cusp of their own adulthoods.

And you want to know something no one ever tells you when you contemplate having children?

Adult children can be even more rewarding than regular children.

Adult children become your contemporaries. They share interests and history. When adult children want to spend time with you in many ways it is 100-times more valuable than 10 years prior, because as adults they now have the choice, and in choosing you they are showing their true heart. They are demonstrating the culmination of all those late-night feedings, middle of the night diaper changes, threehour long dance recitals and T-ball games.

Babies are beautiful. Kinders are wonderful. The loose tooth years are fabulous. Teens can be trying but also tremendous.

But your kids as adults? It is amazing. They are amazing.

I never thought about parenthood as raising adults, but it’s exactly what I did. And I’m so glad, because I may have birthed four babies, but now, I have four friends. The outcome is something I never anticipated or expected, but it’s better than I ever could have imagined.

Times a million. Maybe even more. For sure even more.

Hello Lombard. I have a question for the Lombard Park District. I was wondering why the MMAC Fitness Center is not part of Silver Sneakers.

I asked a few times and really could not get a straight answer. If someone could please answer this question, I would really appreciate it. Thank you.

Paul Friedrichs, Executive Director, Lombard Park District.” *** An article in the Nov. 30 Lombardian talks about state funding requests for education, and what the state can afford, etc. According to the Illinois Constitution, Article X, Section 1, “The State shall provide for an efficient system of high quality public educational institutions and services. Education in public schools through the secondary level shall be free. There may be such other free education as the General Assembly provides by law. The state has the primary responsibility for financing the system of public education.”

Free education? The state has the “primary responsibility” for funding public education? When homeowners look at their property tax bill, the overwhelming majority of line items are the local school districts, in my case District 44 and 87, and College of DuPage. How did this financial responsibility come to shift from the state to the local school districts and county tax bill, I wonder? And a free education? Hmmm, I remem-

ber all the fees and other financial mandates we had to pay for our kids’ education. I have been asking this for years, to no avail: When are our school boards—the elected stewards of our education dollars—going to require the state to live up to the Constitution? *** Sean Casten, what an arrogant person! Thankful for what Democrats are doing in Washington? Our national debt is at $34 trillion and growing, and we, the working class, are supposed to be thankful they can’t get themselves under control with their spending? Why are they always running out of money? Is that our fault? If I run out of money, I stop spending. There’s enough fat to cut without hurting essential programs.

This guy needs to get a real job! *** We are told that most Trump supporters did not listen to the televised Jan. 6 hearings, so they may not know that every single witness against Trump was a Republican and former supporter. On March 4 of next year, when Trump’s closest confidante in the White House, Mark Meadows, will testify against him, will you listen to him? Shouldn’t you educate yourself before you place another vote for him? Are you afraid of the truth? He wanted to stay in office and so he lied and said he won. Are you so sure of his lie that you would risk democracy? Biden’s Thanksgiving message was for unity, and Trump’s was to recognize all the people whom he hates. Please consider whether that is the kind of leader you want to run our nation. *** We Democrats created identity politics. Please let the message through to the post office. Thank you. *** I ordered a couple of beefs and a couple of orders of fries the other day at a locally well-known restaurant. Nothing special, and it took like a half hour to get the food. What’s going on? Help. *** Hey Speak Out. Everyone talks about the migrants coming into the suburbs. Why don’t they look at the

abandoned properties, like Westlake Hospital in Melrose Park, that have more room to accommodate them?

But no, they want to use the hotels in the suburbs. Come on, man. *** Legislators, if you read this, please talk to the state about qualifying for assistance programs such as LIHEAP, etc., about how income is calculated to qualify. It is hard enough to qualify because of a very low threshold to begin with, but the application counts gross income, not net income. The gross income is before taxes are taken out, and net income is what I/we have left to live on. I think this should be changed, because it doesn’t matter how much money I/we gross; it is what is left to live on that should be the deciding factor for assistance. That fact alone has kept me from getting help with my gas and electric bills. *** I never thought I would say this, but Chicago now has a mayor worse than Lori Lightfoot, if that’s possible.

quite frankly, they have been quite intentional about going after Democratically ran cities that are led by people of color.” Spoken like a true left-wing extremist. *** I had to go into the tollway building in Downers Grove one morning to take care of an issue with my I-PASS. What fun. But as things turned out, my issue was minor compared to some poor guy in front of me. From what I could hear, he was disputing toll charges on his I-PASS that he insisted were not his.

Twenty-five minutes later, I left, and he was still trying to explain what happened to the person waiting on him. I felt bad for the guy. I remember reading a story many years ago about how all the tollways would be paid off by 1973 and the roads would be turned into freeways. Now the tollway has become a big bureaucracy and another source of tax revenue. *** I’ve lost count how many migrants have been charged with retail theft in Oak Brook the last few weeks. This wouldn’t be happening if this country actually enforced immigration laws and the southern border, and if the bleeding-heart liberals in this state hadn’t made Illinois a sanctuary state.

DuPage Senior Citizens Council partners with Lombard Veterinary Hospital to help senior pet owners The DuPage Senior Citizens Council (DSCC) has partnered with Lombard Veterinary Hospital (LVH) to be the recipient of its Giving With a Thankful Heart Campaign.

From now through the end of this year, Lombard Veterinary Hospital and Villa Park Veterinary Hospital (VPVH) are accepting donations of pet food to benefit DSCC’s Pet Food and Assistance Service.

DuPage Senior Citizens Council has been partners with Lombard Veterinary Hospital since 2017. LVH is a family owned business and has been helping pets in DuPage County for over 60 years, and acquired Villa Park Veterinary Hospital in 2021.

The partnership between DuPage Senior Citizens Council and Lombard Veterinary Hospital has been advantageous in boosting the assistance provided to senior pet owners in DuPage County.

The Giving With a Thankful Heart Campaign is an annual pet food drive held by the Lombard Veterinary Hospital since 2018. Any donations for

the drive can be dropped off at Lombard Veterinary Hospital at 1300 S Main St. Lombard, or at Villa Park Veterinary Hospital at 31 W. St. Charles Road, Villa Park.

Some items needed include dog and cat food (small bags preferred), treats, and cat litter. This is the third year donations from the campaign will benefit DSCC. Donations are accepted by LVH and VPVH and given to DuPage Senior Citizens Council where they are then delivered to local seniors who need assistance providing for their companion pets.

“This drive is to assist the many seniors that do not have the resources to buy pet food,” said DSCC Executive Director, Marylin Krolak.

“These seniors often wind up sharing their own food with their pets.”

By providing this assistance, DSCC and LVH can ensure senior pet owners are able to feed their pets while also being able to enjoy their own meals.

“We are so grateful to Lombard Veterinary Hospital for partnering

with us,” Krolak said.

“Helping this great organization in any way has been a rewarding experience for our staff and clients for many years,” said LVH Director of Operations, Greg Ludwig. “We are thrilled to have this become official and are excited for more events to come in the future. Finding ways to help our community is important to us. At the end of the day, we are just happy to help.”

Village welcomes holiday season at annual Jingle Bell Jubilee

A large crowd gathered at Lilacia Park late Saturday afternoon as the Village of Lombard and the Lombard Park District officially welcomed the holidays by turning on the lights for one of the Chicago area’s most spectacular holiday lights displays during the annual Jingle Bell Jubilee. The lights went on shortly after 5:30 to the roar of the crowd. Although many people then walked around the park to look at the holiday lights exhibits, others took part in indoor and outdoor activities connected with Jingle Bell Jubilee. In one photo (top right), Rick Galfano and his wife, Sheila, stand in the Lombard Chamber of Commerce and Industry booth that was part of the Candy Cane Lane Holiday Market, located in the courtyard between the Victorian Cottage and Cottage House on Maple Street. Cookie Walk co-organizers Lisa Pardue and Jennifer Hentrich said it’s common for the Cookie Walk to sell 100 boxes of cookies by 6 p.m. (the walk began at 4 p.m.). Santa Claus, of course, made his annual journey from the North Pole to Lilacia Park, and was available for hear children’s Christmas wishes at Santa’s Castle in the park. Santa also brought his trusted reindeer, Rudolph, in for a visit. Rudolph made fast friends with many children who came up to him in the courtyard. The holiday lights display at Lilacia Park takes place daily from 4:30-10 p.m. now through Jan. 1.

DuPage County State’s Attorney Robert Berlin and Villa Park Chief of Police Michael Rivas announced that bond has been set for a Florida man accused of leading Omar Castro police on a high-speed chase.

Omar Castro, 22, appeared at a bond hearing where Judge Michael Reidy set bond at $100,000.

Castro is charged with two counts of aggravated fleeing and eluding a police officer (Class 4 felony) and multiple misdemeanor and petty traffic offenses including two counts of aggravated speeding in a construction zone, reckless driving and driving while license suspended, all Class A misdemeanors.

when the officer located the vehicle, later determined to be driven by Castro, Castro put his car in reverse and proceeded southbound on Route 83. It is alleged that as the officer pursued, Castro reached speeds of approximately 107 mph in a 45-mph zone and disobeyed three traffic lights.

It is alleged that near 16th Street, Castro completed a U-turn and continued driving northbound on Route 83 reaching speeds of approximately 100 mph in a 35-mph construction zone, at which time the pursuing officer lost sight of the vehicle.

A short time later, the vehicle was located abandoned in a school parking lot. Officers responded to the school parking and at approximately 8:42 p.m., located Castro approximately one block away from the school. He was then taken into custody after a brief struggle with the officers.

Castro’s next court appearance is scheduled July 27 for arraignment in front of Judge Telander.

“Out of nowhere, there was a major gunfight for like 30 seconds,” eyewitness Bartosz Majerczyk told ABC 7 Eyewitness News. “I’d say, 60 plus rounds. You could tell it was two different groups of people shooting at each other.”

Another witness, who said she was at the celebration, told ABC 7 Eyewitness News “everybody started running” when the gunfire erupted.

“There was a man,” she said. “He fell on top of me. He had a gunshot wound to his leg. It was like something you can’t imagine.”

In a statement, Governor JB Pritzker said he is closely monitoring the shooting.

“Gathering for a holiday celebration should be a joyful occasion, not a time when gunfire erupts and families are forced to run for safety,” Gov. Pritzker said. “As I’ve said time and

health emergency in this country and I remain committed to banning these dangerous weapons and making our state safer for everyone.”

Meadows was described as a “devoted father whose life was tragically taken from us amidst a Juneteenth celebration” on a GoFundMe page set up to provide support to his two young children, RJ and Gabby.

Meadows was “a beacon of love and strength, who fell victim to a devastating crossfire incident that shattered the peace and joy of what should have been a day of celebration.

“Amidst the chaos, Reggie tragically lost his life, leaving an indelible mark of grief on his family and community. Our thoughts and prayers go out to the other victims who were injured, as we mourn the loss of Reggie, a remarkable individual who touched the lives of many.”

The Illinois Supreme Court on Nov. 30 ruled the state’s strongestin-the-nation biometric information privacy law does have an exemption: health care workers who use fingerprints or similar scans to access things like medication, materials or patient health information.

In a unanimous opinion, the justices ruled against a pair of nurses who sued their employers over their use of fingerprint-enabled medication storage—a technology many hospitals have adopted to curb abuse or theft of certain drugs.

The nurses alleged their hospitals’ use of these medicine cabinets violated Illinois’ Biometric Information Privacy Act by not properly notifying them or their colleagues when their fingerprints were collected and stored.

But the hospitals maintained BIPA has a built-in exemption for the collection, use and storage of biometric information needed for “health care treatment, payment or operations” under the federal Health Insurance Portability and Accountability Act, or HIPAA. In oral arguments in front of the court in September, the nurses’ attorney Jim Zouras claimed siding with the hospitals would mean “the General Assembly decided that as much as 10 percent of the Illinois workforce should have no biometric privacy protection whatsoever simply by virtue of working in the health care field.”

Couple charged in burglary, Elmhurst University retail theft at Oak Brook Macy’s

bands plan annual Holiday Concert

The Elmhurst University Symphonic Band and Wind Ensemble invite the community to attend their annual Holiday Concert on Sunday, Dec. 10, at 7 p.m. in Hammerschmidt Chapel on the university campus. The concert will feature a variety of holiday music and conclude with an audience sing-along. The concert is free and open to the campus and community.

The concert will open with the Wind Ensemble performing Bruce Broughton’s overture to the movie soundtrack from Miracle on 34th Street. Rimsky-Korsakov’s Dance of the Tumblers from the opera “The Snow Maiden” along with the beautiful Pie Jesu by Andrew Lloyd Webber and John Williams’ Somewhere in My Memory from the movie Home Alone will provide a classical contrast to the rollicking musical depiction of downhill skiing in Carter Pann’s Slalom. Minor Alterations by David Lovrien provides a musical twist on Christmas carols as seen through a looking glass and this portion of the program will conclude with Tchaikovsky’s Trepak from The Nutcracker Suite.

The Symphonic Band will perform a collection of holiday favorites beginning with Dashing Through the Snow. Of course, there has to be a bit of evil with How the Grinch Stole Christmas but that will lead to a traditional and beautiful setting of Greensleeves. A challenging and fun rendition of Laughing All the Way will lead to one of the most enjoyable holiday favorites that invites us to hear those sleigh bells jingling in a wonderful world of snow in Leroy Anderson’s Sleigh Ride. The concert will conclude with an audience sing-along to some of the most delightful Christmas carols fashioned together in Leroy Anderson’s famous Christmas Festival. And who knows? . . . There may be a visit by a jolly gentleman in a red suit!

Pair allegedly brought children with to assist

DuPage County State’s Attorney Robert Berlin and Oak Brook Deputy Chief of Police Reid Foltyniewicz have announced that charges have been filed against a couple for allegedly stealing more than $950 worth of merchandise from the Oak Brook Macy’s store.

Angelo Almaraz, 26, of Chicago, and his domestic partner Thalia Morales, 32, of Hammond, Ind., appeared before Judge Joshua Dieden, where both defendants are charged with one count of burglary (Class 2 felony) and one count of retail theft (Class 3 felony).

It is alleged that on Monday, Nov. 27 at approximately 5:46 p.m., two individuals, later identified as Almaraz and Morales, entered Oakbrook Center Macy’s store with four children, three of whom belong to Almaraz and Morales, ranging in age from infant to 13 years.

It is alleged that the group went to the children’s section where the two eldest children began selecting items and handing them to Almaraz and Morales, who placed the items in Nordstrom Rack bags, which they had brought with them. It is alleged that when the group neared an exit, a loss prevention officer approached them at which time they ran to their car with the merchandise still in the bags and fled the scene.

An Oak Brook police officer responded to the area and pulled over

their vehicle as it was attempting to turn onto Route 83. It is further alleged that the bag with the stolen merchandise, which totaled approximately $962, was in the vehicle.

The defendants were taken into custody at this time.

“The allegations that two grown adults enlisted the help of children as they stole nearly $1,000 worth of merchandise are extremely disturbing,” Berlin said. “I caution anyone who is even thinking about coming to DuPage County to steal that if you do, you will be caught, charged and prosecuted.”

The next court date for both defendants is scheduled Tuesday, Dec. 26 for arraignment. The Illinois Department of Children and Family Services has been notified of the matter.

As this is an ongoing investigation, additional charges may be forthcoming.

Woman pleads guilty to 2nd degree murder; gets 15 years DuPage County State’s Attorney Robert Berlin has announced that a former River Grove woman has been sentenced to 15 years in the Illinois Department of Corrections after entering a plea of guilty to one count of second-degree murder (Class 1 felony) in the death of her boyfriend, Earl Hagen, Jr., of Plainfield.

Kathleen Vulpitta, 61, entered her

plea in court before Judge Brian Telander, who handed down the sentence.

On Sept. 9, 2018, Vulpitta appeared in bond court where bond was set at $2 million. She has remained in custody since that time.

On Sept. 6, 2018, at approximately 9:20 p.m., the St. Charles Police Department and medics responded to a medical assist call at the former Pheas-

ant Run Resort located on North Avenue.

Upon their arrival, medics found Hagen unresponsive in the west parking lot at the former resort. An investigation led by the St. Charles Police Department found that Vulpitta and Hagen were staying at Pheasant Run Resort and at some point that evening, an argument ensued between the pair.

Illinois art contest invites students to let their imaginations run wild Deadline is Jan. 5 to enter ‘I Wonder …’ contest Wonder, curiosity and questions are a part of growing up … and they’re the heart of the annual student art contest sponsored by the Abraham Lincoln Presidential Library and Museum and the Illinois State Board of Education.

Illinois students have until Jan. 5 to submit entries on the theme of “I wonder …” The contest asks children from kindergarten through high school to interpret the theme however they want in two-dimensional art, such as a drawing, painting or collage.

The contest has four age groups: K-2, 3-5, 6-8, and 9-12. Each age

group will have a winner and two runners-up. The winners will be announced March 11 to commemorate Arts Education Week.

All winners and runners-up will have their work displayed by the Abraham Lincoln Presidential Library and Museum through Aug. 15, and the artwork chosen as “best of show” will be used on a poster sent to schools to celebrate Arts Education Week, March 11-15, 2024. The winner will also be recognized at an ISBE Board meeting, and a framed copy will hang in the Board office.

“Saying ‘I wonder …’ is the first step in changing the world. It leads

to innovation in arenas from science and medicine to art and history,” said Christina Shutt, executive director of the Abraham Lincoln Presidential Library and Museum. “We can’t wait to see how the state’s young artists tackle such a fun, thought-provoking theme.”

State Supreme Court rules teen bicyclist is covered by father’s auto insurance policy

The Illinois Supreme Court ruled last week that automobile insurance policies must cover people against uninsured motorists and hit-and-run accidents, even if the person covered by the policy is not in a vehicle at the time of the accident.

The case involved a 14-year-old Chicago boy, Cristopher Guiracocha, who was struck by a hit-and-run driver in 2020 while riding his bicycle on a public street. He suffered injuries to his right arm, shoulder and thigh that required medical attention.

To pay the medical bills, Christopher’s father, Fredy Guiracocha, filed an uninsured-motorist claim with his auto insurance company, Nashville, Tennessee-based Direct

Auto Insurance.

Illinois law requires anyone driving a motor vehicle to carry a minimum amount of liability insurance.

The law also requires those policies to insure drivers and their passengers against injuries caused by uninsured motorists and hit-and-run drivers.

But Direct Auto denied Guiracocha’s claim, arguing that Christopher was not an occupant of his father’s vehicle at the time of the accident and, therefore, was not covered by that insurance policy.

Direct Auto pointed to the language in its policy that said its coverage only applies to people occupying the insured motor vehicle at the time of the accident.

A trial court initially agreed with the company and dismissed the

claim, but the 1st District Court of Appeals reversed that decision. The Supreme Court unanimously upheld the appellate court’s ruling last week.

“The public policy behind (uninsured motorist) coverage is to place the insured in the same position as if the at-fault party carried the requisite liability insurance,” Justice Lisa Holder White wrote for the court.

“Thus, whether the insured person occupied a vehicle at the time of the accident with an uninsured vehicle is not the proper inquiry. Rather, the inquiry should be whether the person’s injuries resulted ‘out of the ownership, maintenance or use of a motor vehicle,’ including the uninsured atfault vehicle.”

Jonel Metaj, who argued for Guiracocha at the Supreme Court, said in an interview that the decision was a victory for insurance customers in Illinois, particularly those who are injured while walking or biking.

“They have a policy, they comply with the law,” he said. “They have an insurance policy in case they hit somebody, and that policy protects them in the event that they are hit by somebody while walking or biking.

So it’s a big win for the residents of the state.”

Temporary staffing agencies seek to block new state labor law

A group of temporary staffing agencies and their trade associations are asking a federal court to block enforcement of a new state law that governs how day laborers and temp workers are managed and paid.

The lawsuit, filed in early November in Chicago, challenges several changes enacted this year to the Illinois Day and Temporary Labor Services Act, a law originally passed in 2006 to bring those staffing agencies under state regulation.

That act applies to an estimated 650,000 workers in Illinois who are employed by companies that provide short-term labor in blue collar industries such as warehousing, light manufacturing and distribution facilities.

Professional and clerical staffing services are exempt from the law.

Since its 2006 enactment, the law has required those staffing agencies to register with the Illinois Department of Labor. It also established minimum protections for employees of those firms such as a guarantee of at least four hours of pay whenever they are sent to an assignment.

tive session, state lawmakers enacted sweeping amendments to the law that imposed new mandates on staffing agencies and extended new protections to short-term workers.

One of the biggest changes is a requirement that after 90 days on an assignment, a temp worker is entitled to pay and benefits that are “not less than” those offered to comparable employees who are directly hired by the client company.

Another change requires staffing agencies to disclose to their workers the existence of any strikes or other labor disputes at a work site and gives those workers the right to refuse such an assignment without being penalized by the staffing agency.

Additionally, the new law empowers any “interested party”—defined as “an organization that monitors or is attentive to compliance with public or worker safety laws, wage and hour requirements, or other statutory requirements”—to sue a staffing agency if it believes the agency is violating any part of the law.

State Sen. Robert Peters, D-Chicago, who chairs the Senate Labor Committee and was the legislation’s chief sponsor, said in an interview that there has been an “explosion” in recent years of employers using temp labor to drive down the cost of wages and benefits for other workers.

“They have different rights than everybody else,” he said of temp workers. “And so there’s more use of temp workers, but they don’t get equal pay for equal work. They’d be put into these situations called perma-temping, where they’d be repeatedly left in a temporary position, even though they were technically working permanently, and never offered the permanent job.”

The new provisions took effect immediately after Gov. JB Pritzker signed the legislation on Aug. 4.

However, lawmakers passed a follow-up measure during the recent fall veto session delaying implementation of the equal pay provision until April 1, 2024. Pritzker signed that measure Nov. 17.

Meanwhile, the Illinois Department of Labor is already enforcing other provisions of the new law through the adoption of emergency, temporary administrative rules and is in the process of taking public comment as it works toward adopting permanent rules.

Plaintiffs in the lawsuit, however, are asking a federal judge to block any enforcement of the new law, arguing that the requirements are overly burdensome, impossible to comply with, and in conflict with already-existing federal laws.

“Reasonable minds can differ as to the parameters for reasonable regulations, but no reasonable debate can be had about the crippling impact of the amendments to the (statute) and related regulations,” the lawsuit argues.

“They impose extraordinary burden, cost, and compliance risk in violation of federal law. The amendments and related regulations essentially guarantee non-compliance because compliance is literally impossible.”

Elmhurst University awarded $7.4 million state grant The Illinois Board of Higher Education, jointly with the Capital Development Board, has awarded Elmhurst University a $7.43 million grant to help fund construction of the new health sciences building on campus.

The grant was awarded through the state’s Independent Colleges Capital Investment Grant Program, which provides financial assistance to private, not-for-profit colleges and universities in Illinois for construction, repair, renovation and other capital projects.

The university broke ground earlier this fall on the three-story, 45,000-square-foot health sciences building. The state-of-the-art facility will be a multidisciplinary hub for the nursing, public health, occupational therapy and communication sciences and disorders programs.

The facility will house a simula-

tion space and virtual reality lab, as well as a new speech-language-hearing clinic, classrooms, offices and labs. It also will also house the Jans Military and Veterans Center, a resource center for student veterans and students actively serving in the military.

To maximize accessibility for users and visitors, universal design principles have been applied throughout the plans for the facility. The building also will be constructed with the goal of earning LEED (Leadership in Energy and Environmental Design) certification, the world’s most widely used green building rating system.

Elmhurst University recently completed a comprehensive fundraising campaign to support several campus priorities, including construction of the health sciences building. The $30 million facility is scheduled to be completed by the spring of 2025.

All of a sudden, I hear shouting in the hall,” Tamara Raczkiewycz told ABC 7. “I see that it’s out towards the balcony. I go look. I see shots. I hear yelling. I see people running.

First thing I do is run back towards their room and tell them (to) lock the door. ‘Do not open the door ’till it’s me.’

“We could see everything. The shooting happened on the seventh floor. We were on the eighth floor.

I see policemen armed with their rifles, up and down the halls. (They) didn’t say anything to any of the guests.”

Phillips’ next court appearance is scheduled Jan. 4 for arraignment in front of Judge Daniel Guerin.

“Out of nowhere, there was a major gunfight for like 30 seconds,” eyewitness Bartosz Majerczyk told ABC 7 Eyewitness News. “I’d say, 60 plus rounds. You could tell it was two different groups of people shooting at each other.”

Another witness, who said she was at the celebration, told ABC 7 Eyewitness News “everybody started running” when the gunfire erupted.

“There was a man,” she said. “He fell on top of me. He had a gunshot wound to his leg. It was like something you can’t imagine.”

In a statement, Governor JB Pritzker said he is closely monitoring the shooting.

“Gathering for a holiday celebration should be a joyful occasion, not a time when gunfire erupts and families are forced to run for safety,” Gov. Pritzker said. “As I’ve said time and

time again, gun violence is a public health emergency in this country and I remain committed to banning these dangerous weapons and making our state safer for everyone.”

Meadows was described as a “devoted father whose life was tragically taken from us amidst a Juneteenth celebration” on a GoFundMe page set up to provide support to his two young children, RJ and Gabby.

Meadows was “a beacon of love and strength, who fell victim to a devastating crossfire incident that shattered the peace and joy of what should have been a day of celebration.

“Amidst the chaos, Reggie tragically lost his life, leaving an indelible mark of grief on his family and community. Our thoughts and prayers go out to the other victims who were injured, as we mourn the loss of Reggie, a remarkable individual who touched the lives of many.”

when the officer located the vehicle, later determined to be driven by Castro, Castro put his car in reverse and proceeded southbound on Route 83. It is alleged that as the officer pursued, Castro reached speeds of approximately 107 mph in a 45-mph zone and disobeyed three traffic lights.

It is alleged that near 16th Street, Castro completed a U-turn and continued driving northbound on Route 83 reaching speeds of approximately 100 mph in a 35-mph construction zone, at which time the pursuing officer lost sight of the vehicle.

A short time later, the vehicle was located abandoned in a school parking lot. Officers responded to the school parking and at approximately 8:42 p.m., located Castro approximately one block away from the school. He was then taken into custody after a brief struggle with the officers.

Castro’s next court appearance is scheduled July 27 for arraignment in front of Judge Telander.

DuPage County State’s Attorney Robert Berlin and Villa Park Chief of Police Michael Rivas announced that bond has been set for a Florida man accused of leading Omar Castro police on a high-speed chase.

Omar Castro, 22, appeared at a bond hearing where Judge Michael Reidy set bond at $100,000.

Castro is charged with two counts of aggravated fleeing and eluding a police officer (Class 4 felony) and multiple misdemeanor and petty traffic offenses including two counts of aggravated speeding in a construction zone, reckless driving and driving while license suspended, all Class A misdemeanors.

Rams begin conference season with two wins Carney scores her 1,000th varsity point during Glenbard East’s Upstate Eight win at Bartlett

The Glenbard East girls basketball team opened its Upstate Eight Conference season with a pair of victories last week. The Rams began the week with a 69-40 conference win at Bartlett on Nov. 28. Three days later, Glenbard East defeated Larkin 50-39 in a conference battle in Lombard.

The Rams improved their overall season record to 4-1 with their wins over Bartlett and Larkin.

Glenbard East led the Hawks 2111 through one quarter of the Nov. 28 game in Bartlett. The Rams owned a 35-27 lead at halftime. Their lead grew to 57-40 by the end of the third quarter. Glenbard East outscored the Hawks 12-0 in the fourth quarter.

Senior Gabby Walton scored a team-leading 23 points for the Rams in last week’s win in Bartlett. Walton scored all 23 of her points during the first three quarters. After scoring four points in the first quarter, she erupted for 11 points in the second quarter. Walton scored one field goal and made six of eight free-throw attempts during the third quarter.

Glenbard East senior Catey Carney provided 18 points in last week’s

victory over the Hawks. Carney scored the 1,000th point of her varsity career during the game.

Junior Erin Brown scored 10 points for the Rams in their conference opener in Bartlett. Senior Ciara Johnson added six points. Freshman Teagan Murphy and junior Veronica Witt scored four points each. Sophomore Sarah Crocker and junior Taylour Hodges tallied two points each.

Glenbard East senior Livia Robbins made two 3-point shots during the first quarter of Friday’s game against Larkin. Robbins scored nine points in the quarter to help the Rams to a 16-5 lead after eight minutes.

Glenbard East outscored the Royals 20-12 during the second quarter to open up a 36-17 lead by halftime.

Carney drained a 3-point shot at the second-quarter buzzer to push the Rams’ halftime lead to 19 points.

Larkin made four 3-point shots during the third quarter and held Glenbard East to just four points during the period to cut the Rams’ lead to 40-29 with eight minutes to play. Murphy scored Glenbard East’s four third-quarter points with a pair of baskets.

Carney provided the Rams’ only field goal of the fourth quarter with a 3-point basket. Glenbard East made seven of 14 free-throw attempts during the final period.

Carney scored a team-high 16 points in Friday’s win. She connected on four shots from 3-point range.

Robbins contributed 14 points, while Walton delivered 10 points. Murphy supplied eight points, while Witt added two points with a pair of fourth-quarter free throws.

The Rams’ season continues with this week’s conference battles against Streamwood and South Elgin, along with this Saturday’s non-conference game against Plainfield South.

Two days after opening its conference season with a win at Larkin, the Rams faced Naperville Central at Wheaton Warrenville South’s Crohn’s and Colitis Shootout. Naperville Central defeated Glenbard East 73-62.

The Rams’ overall season record stood at 1-5 after Saturday’s loss to the Redhawks.

The Montini Catholic girls basketball team moved its overall season record to 6-0 last week before suffering two losses in two days to fall to 6-2.

The Broncos began the week with a 58-46 victory over DePaul College Prep on Nov. 29 in Lombard. Montini then lost 60-47 at Loyola Academy on Friday. The Broncos faced Batavia in Saturday’s game at the Chicagoland Invitational Showcase at Fremd High School in Palatine. Montini made a huge comeback against the Bulldogs.

The Broncos’ rally fell short, with Batavia hanging on to earn a 53-52 win.

Montini led DePaul 13-7 through one quarter of last week’s game. The Broncos held a 30-23 halftime lead.

The visiting Rams trimmed Montini’s lead to 43-40 by the end of the third quarter.

The duo of senior Victoria Matulevicius and junior Nikki Kerstein led Montini to its victory over DePaul.

Matulevicius scored a team-leading 20 points. She made nine field goals, including a pair of 3-point baskets.

Kerstein provided 17 points, including 11 points in the fourth quarter. She sank three field goals and converted five of six shots from the free-throw line during the final eight minutes of the game.

Junior Audrey Kinney scored nine points for Montini in its win over the Rams. Junior Shea Carver contributed eight points, while junior Lily Spanos supplied four points.

The Broncos trailed Loyola 15-9 through one quarter of Friday’s battle in Wilmette. The Ramblers raised their lead to 29-16 by halftime. Montini cut Loyola’s lead to 39-33 by the end of the third quarter.

Matulevicius poured in 20 points for the Broncos in Friday’s loss to the Ramblers. She drained eight field goals, including two baskets from 3-point range, and made both of her free-throw attempts.

Matulevicius, who scored a team-leading 20 points for the fourth straight game, delivered nine points during the fourth quarter. Kerstein scored 12 of her 16 points during the third quarter. Epps, who made two 3-point shots, added eight points. Kinney and Carver tallied four and three points, respectively.

Matulevicius began her streak of 20-point games when she led the Broncos to a 63-31 home win over Glenbrook South on Nov. 25.

Warriors open conference season with a win over Morton Powell scores 21 points in Willowbrook’s first home game of the season

Willowbrook’s boys basketball team began its West Suburban Gold Conference season with Friday night’s 59-50 victory over Morton in Villa Park.

The Warriors, who began their 2023-24 season by winning one of four games at Fenton’s Chuck Mitchell Thanksgiving Tournament, improved their overall record to 2-3 with Friday’s win over the Mustangs.

Morton led Willowbrook 14-6 at the end of the first quarter. The Warriors outscored the Mustangs 20-6 in the second quarter to take a 2620 halftime lead. Willowbrook held a 43-32 advantage at the end of the third quarter. Morton trimmed the Warriors’ lead to 46-43 in the middle of the fourth quarter. Willowbrook then scored five straight points to extend its lead to 51-43.

Sophomore Otis Powell scored a team-high 21 points for the Warriors in their victory over the Mustangs.

Senior Noah Boyd provided 11 points for Willowbrook. Senior Andrew

Ciesinski contributed nine points and 11 rebounds before fouling out with 4:27 to play. Senior Kenyon Rhodes supplied eight points and eight rebounds for the Warriors. Junior Jaden Royal added five points.

Powell scored an inside basket with 26.2 seconds to play to give the Warriors a 57-50 lead. Morton intentionally fouled Powell on the play.

Powell went to the free-throw line and made one of two free throws to push Willowbrook’s lead to 58-50.

Rhodes then made one of two free throws with 23.7 seconds remaining to account for the final point of the game.

The Warriors’ schedule this week includes non-conference games at Naperville Central and Montini Catholic. Willowbrook won’t play its next conference game until Dec. 15, when it will battle Downers Grove South in Downers Grove. The Warriors won’t play their next home game until Jan. 5, when they will meet Leyden in a conference contest.

Warriors post conference win over the Blazers

The Willowbrook girls basketball team opened its West Suburban Gold Conference season with last week’s home games against Hinsdale South and Addison Trail.

The Warriors suffered a 51-36 loss to Hinsdale South on Nov. 28. Willowbrook then beat Addison Trail 45-30 on Saturday.

The Warriors’ overall season record stood at 2-5 after Saturday’s victory over the Blazers.

Hinsdale South led Willowbrook 12-6 after one quarter and 26-21 at halftime of last week’s game in Villa Park. The visiting Hornets outscored the Warriors 13-1 in the third quarter to take a 39-22 lead with eight minutes to play. Willowbrook scored its only point of the third quarter on a free throw with 16.6 seconds remaining in the period.

Senior Elle Bruschuk scored a team-leading 13 points for the Warriors in last week’s loss to the Hornets. Bruschuk sank all eight of her free-throw attempts during the game. Junior Kendall Medinger, who made a pair of shots from 3-point range, added 10 points for Willowbrook. Junior Ayaani Gusman contributed seven points. Senior Lillian Vish and junior Loralai McIntyre supplied four and two points, respectively.

The Warriors led Addison Trail 11-7 after one quarter of Saturday’s conference game in Villa Park.

Addison Trail took a 13-11 lead during the second quarter, but the Warriors, who didn’t score for the

first five minutes of the quarter, closed the period with a 9-2 run to grab a 20-15 halftime lead.

Willowbrook opened the third quarter with an 11-0 run to extend its lead to 31-15. The Blazers failed to score for the first six minutes of the quarter.

Senior Kalina Henry of the Warriors sank a layup as the buzzer sounded to end the third quarter.

Henry’s basket gave Willowbrook a 33-20 lead with eight minutes to play.

Bruschuk provided nine points during Saturday’s win over the Blazers. Gusman scored eight points.

Medinger, who made one shot from 3-point range, added seven points. Through seven games, Medinger has drained nine 3-point shots. She’s converted at least one 3-point shot during each of Willowbrook’s first seven games of the season.

McIntyre added six points for the Warriors in Saturday’s victory, while Henry and senior Tia Kelly scored four points each. Vish contributed three points, while junior Kristin Woods and sophomore Joely Maciejewski delivered two points each.

Senior Aneibi Farias Olaguez scored a team-high 12 points for Addison Trail in Saturday’s game in Villa Park. Senior Cailey Salerno supplied 10 points for the Blazers.

Willowbrook’s schedule this week includes conference games at Proviso East and Morton, along with tonight’s non-conference home game against Lake Park.

The Broncos won the event’s team championship with their total of 227.5 points. Warren placed second in the team competition with 201 points. Four Montini wrestlers won individual titles in the event.

Five Broncos secured second-place finishes in their respective weight levels. The Broncos are competing in this week’s Ironman Tournament in Cuyahoga Falls, Ohio.

That tournament will include over 600 wrestlers from more than 150 high schools across the country.

Broncos capture the team title at Neuqua Valley Scuffle Four Montini wrestlers win individual championships; five other Broncos deliver second-place finishes

The Montini Catholic wrestling team had a busy and productive week last week. On Thursday, Nov. 30, the Broncos defeated two Chicago Catholic League opponents, beating St. Francis 72-3 and outscoring Providence Catholic 55-24 in a threeteam meet in Lombard. On Saturday, Montini won the title at the 10-team Neuqua Valley Scuffle event.

Montini posted a team total of 227.5 points in its first-place effort at Neuqua Valley on Saturday. Warren finished second with 201 points. Oak Park and River Forest claimed third with 151 points. Loyola Academy (141 points) and Elk Grove Village (117 points) placed fourth and fifth, respectively.

Montini wrestlers who won individual titles in Saturday’s tournament at Neuqua Valley included junior Josh Vazquez (126 pounds), sophomore Kam Luif (132 pounds), sophomore Jeremy Huf (138 pounds) and senior Alex Marre (175 pounds).

The Broncos who delivered second-place finishes at Neuqua Valley on Saturday included freshman Allen Woo (106 pounds), freshman Mikey Malizzio (113 pounds), freshman Isaac Mayora (120 pounds), sophomore Santino Tenuta (157 pounds) and senior Mick Ranquist, who was the runner-up in the heavyweight division.

“Overall we have had a solid start to the season, and are working to get some of the football guys back into shape,” said Montini wrestling coach Mike Bukovsky, who also guided the Broncos’ football team to three post-season wins and a semifinal

appearance in the IHSA Class 3A playoffs. “We are still trying to get our full lineup on the mat, and when we do, then we feel that we will be a very good wrestling team.”

Montini’s schedule this week includes a battle against two more Chicago Catholic League rivals—Marist and St. Rita—in a three-team meet that took place earlier this week at St. Rita. The Broncos will spend this weekend in Cuyahoga Falls, Ohio, at the Ironman Tournament. The Iron-
