State Board of Education uncertain of when schools can expect payments ILLINOIS NEWS NETWORK The Illinois State Board of Education (ISBE) says that, as far as it knows, local schools will be paid in full for school buses and special education — eventually.

Some local schools in Illinois claim they’re being told not to expect their last two mandated categorical payments. Mandated categoricals include everything from getting kids to school to expenses for special ed.

The state is supposed to reimburse local schools for these costs.

Jackie Matthews, communications director at the state board, said ISBE expects schools to be paid, but when is up to the Illinois comptroller.

“We’ve done our part of the process,” she said. “Right now, a lot of people are waiting for the money that’s due to them. Unfortunately, the state board is only in charge of one part of the process.”

Matthews also said the state board sent requests to Illinois’ comptroller, but that the comptroller’s office is still dealing with the state’s $11 billion in unpaid bills.

“The actual money being available for the state board to pay school districts and for districts to then pay their vendors … that depends on general revenue money available,” she said.

It currently takes Illinois’ comptroller anywhere from six to eight months to process a payment.

Local artists exhibit at EAG Winter Members’ Show Artists from Elmhurst and other Chicago-area communities are participating in an exhibition of their works during the Elmhurst Artists’ Guild 2017 Winter Member Show, running from Jan. 8 through Feb. 17 in the EAG Gallery at the Elmhurst Art Museum, 150 S. Cottage Hill Ave. The opening reception, which is free and open to the public, is being held in the gallery Friday, Jan. 13, from 7 to 9 p.m.

All of the artwork is judged by a prominent area artist or gallery owner, and prizes are awarded to winning entries during the opening reception. The exhibit features over 50 oil, watercolors, acrylics, photos, ceramics and sculptures in many distinct and unique styles. Most pieces are for sale, with a portion of the proceeds benefitting the Guild and the Elmhurst Art Museum.

scoring 26 points in the second quarter. The Knights were outscored 13-9 in the third quarter and 22-18 in the fourth quarter.

Kevin Cheng led the Knights with 18 points. Austin Reed also had 18 points, while Amari Reed had 15 points. Tony Gaudio and Alex Meurer each had six points. Austin Reed had 11 rebounds, three assists and two steals. Cheng had four rebounds, five assists and three steals. Amari Reed had five rebounds, five assists and four steals and also hit 7 of 8 free-throw attempts. Meurer had four rebounds and three steals.

The Knights then lost 64-61 to Evergreen Park in the semifinals. Austin Reed had 17 points, 12 rebounds and three assists and also hit three 3-pointers. Cheng had 14 points and two assists and sank 5 of 6 free throws. Meurer had 13 points and five rebounds. Amari Reed had seven points and six rebounds and made 3 of 4 free-throw attempts. Gaudio had six points and three rebounds.

IC Catholic Prep then lost 67-62 to Elgin St. Edward in the third-place contest.

“We had a disappointing finish to the tournament,” said IC Catholic Prep coach TJ Tyrrell. “We started out well with a couple of good wins.

Against Evergreen Park we struggled against their 6-9 player. He played a solid game and we didn’t do a good job containing him. We were down most of the game and our kids showed some good resiliency fighting back instead of folding when they had a few runs on us.”

Evergreen Park went on to win the tournament title.

IC Catholic Prep trailed by 12 points at halftime and eight going into the fourth quarter against St. Edward. “We made some mental mistakes,” said Tyrrell. “We weren’t up to speed down the stretch and were not cohesive. It was a tough loss and a tough way to finish the tournament.”

Tyrrell, however, is far from pushing the panic button with his team.

“This showed we still have a lot of work to do as a team and the good news is we still have halfway to go with the season,” he said. “We are going to keep moving forward.”

Tyrrell saw plenty of individual positives in the tournament, particularly from Meurer.

“Alex has done an outstanding job for this team,” he said. “He’s averaging 10 points a game and is doing all the little things. He plays extremely hard and is very coachable and is an outstanding teammate. I’m very proud of Alex and the job he’s doing for this team.”

Amari Reed also continues his development for the Knights. “Amari has played solidly for us and is starting to gain momentum,” said Tyrrell.

“We’ve seen good things from him.

Austin Reed and Kevin Cheng are two other players who have led us in scoring throughout the season.”

Some Illinois universities funding MAP grants during budget impasse ILLINOIS NEWS NETWORK As Illinois’ budget impasse lingers, some universities and colleges have decided to fund their Monetary Award Program (MAP) grants upfront to help low-income college students pay for their education.

Eric Jome, director of media relations at Illinois State University, said his university’s short-term solution is to pay for the program. Jome said the university has covered approximately $30 million in MAP funding the past two academic years, a price the university is willing to pay to help students continue their education.

“They apply for these awards and have an expectation that the award will be paid, and so it’s through no fault of their own if the state is not able to supply that money,” he said.

“We are covering that cost with the expectation that eventually, budget situations will be clarified in the state of Illinois, and that eventually, we will see that money return.”

Jome asserted that providing on-

going education without disruption is a priority for university.

“Being able to use funds from our own coffers to make sure students are able to continue with their education is very important,” he said.

Some institutions can only afford to cover MAP funding on a case-bycase basis. Jome said the university doesn’t have a long-term MAP funding plan in place yet, and he believes state funding will come through.

Guaranteeing MAP funding for students also will help taxpayers and the community overall by allowing more people to further their education, Jome noted.

“This is certainly a very important program that allows a lot of students in the state to get a college education,” he said. “Students are working, they take out loans, they have jobs.

available for SNAP recipients ILLINOIS NEWS NETWORK Openings are still available for a pilot program the Illinois Department of Human Services (DHS) and Department of Commerce and Economic Opportunity (DCEO) say is meant to provide job training for people who receive government food assistance, in order to help them become more selfsufficient and less reliant food stamps.

The program is called Employment Opportunities, Personalized Services, Individualized Training and Career Planning, or EPIC. It focuses on adults without children who are able to work but currently get benefits from the Supplemental Nutrition Assistance Program (SNAP).

DHS Communications Director Meredith Krantz believes the program will have a meaningful impact.

“It includes education and training, and it’s an opportunity to build on some existing SNAP education and training programs that will help us to test new strategies that will determine the most cost effective ways to help SNAP recipients gain and retain employment so they can eventually become self sufficient,” she said.

Krantz added that the training puts participants

in line for quality careers like “architecture and construction, health sciences, law, public safety, corrections, manufacturing. So these are jobs that have a lot of potential.”

DHS and DCEO have joined 23 communitybased organizations for the program.

According to a statement from the state, the Illinois Community College Board and the Illinois Workforce Innovation Board are also working on the program.

“We are proud to be collaborating across state agencies and with local partners to implement innovative programs like EPIC that have a meaningful impact on the lives of Illinois residents,” DHS Secretary James Dimas said.

Illinois received a $21 million grant from the federal government for the pilot. The program began in March; it could last up to three years.

At that point, the state will evaluate longterm effects of the specialized services for EPIC participants.

EAG member Cherylyn Gnadt’s entry is Domestic Nuance, a mixedmedia piece consisting of a myriad of layers, starting with paint and paper, then applying digitally manipulated and merged personal photography. She says of her work, “Every layer and inclusion is personal reflection, but the message of perseverance is universal.” It is part of a series entitled “Looking In & Letting Go,” reflecting her interactions and observances over the last five years.

Another entry into the EAG Winter Member Show is by Carol Hamilton. Her piece, Breathe, is an encaustic diptych, 12x24 in size.

Encaustic painting, also known as hot wax painting, involves using heated beeswax to which colored pigments are added. Hamilton’s abstract paintings are inspired by “the floating world of transience and impermanence and the mystery of what lies beneath,” according to the artist. “I want them to be a vehicle for contemplation,” she said.

Charlotte Cziperle is exhibiting Dextrocardia, a recent oil and cold wax painting that made its debut in her recent solo exhibit ‘Organic Spaces’. Cziperle is a professional artist who paints both abstract and representational art in oil. She enjoys painting plein air, as well as in her studio in the western suburbs. She says she is inspired by the vibrant colors and texture found in nature and the reflection of one’s own being during quiet moments in nature preserves.

The exhibition can be viewed during regular Museum hours, Tuesday, Wednesday, Thursday, Saturday and Sunday from 11 a.m. to 5 p.m. and Friday from 11 a.m. to 7 p.m. The first Friday of each month is the Museum’s free admission day. ILLINOIS NEWS NETWORK New legislation taking effect January 1 will reform how criminal records are expunged in Illinois, as well as allow released inmates to work in more professions in spite of their records.

State Rep. Barbara Wheeler (R-Crystal Lake) said House Bill 5017 will give juveniles convicted of low-level crimes a chance to get their lives back on track before they get too far off course.

“It allows these kids who may have made mistakes to have a clean slate, get education, get employment, know that their mistakes in the past aren’t going to follow them through,”

she said.

The bill automatically expunges certain records from a juvenile’s record instead of the long, sometimes costly process of youths doing it themselves.

Wheeler said the bill is a partner bill to House Bill 6328, which affects adult record expungement.

“They have an opportunity to move on with their lives,” she said.

House Bill 5973 amends current law, allowing people with low-level, non-violent offenses to get licenses through the Illinois Department of Financial and Professional Regulation to work in a number of professions they wouldn’t otherwise. One

of the bill’s sponsors, State Rep. Margo McDermed (R-Mokena) said it’s about giving people a chance to follow their calling.

“We’re looking to increase the tax base here in Illinois,” McDermed said. “People love to be able to support themselves and their families, to buy the things that they want, and to do it by providing a service that they love.”

Professions involved include funeral director, construction worker, cosmetologist, hair braider, public accountant and real estate agent.

The bills are part of Gov. Bruce Rauner’s plan to reduce the state’s prison population.

New Year Traditions

New Year’s Day is perhaps the most celebrated holiday around the world. There’s a universal appeal to newness, so the first day of a new year is a natural cause for a party.

People have been celebrating the beginning of a new year for at least four millennia (or 28,000 dog years). Some of the first recorded celebrations were in Babylon.

Then, the holiday was observed in March, during the first new moon following the vernal equinox. It was an 11-day celebration, making it New Year’s Week-and-a-half, as opposed to New Year’s Day. During those 11 days partying and parading in the streets (as I’m assuming the Babylonians did) they made promises to the gods in order to earn their favor. Thus, the concept of New Year’s resolutions was born.

Julius Caesar gave a lot of deep thought to the concept of calendars and is credited with moving New Year’s Day to January 1 somewhere around the year 46 B.C. Romans celebrated by exchanging gifts, decorating their homes, attending raucous parties, offering sacrifices to Janus, who was the Roman god of beginnings, and of course wearing togas.

Different countries have different New Year’s traditions. Some are logical. Others not so much.

In some South American countries the color of your underwear is thought to determine your fate for the upcoming year. Red indicates love. Gold brings wealth. White signifies peace. Brown or yellow means it’s time to change your underwear.

In Switzerland they drop ice cream on the floor. I’d rather just eat it. Less mess to clean up and less waste of a good scoop of ice cream. In Siberia, people jump into frozen lakes while carrying tree trunks (and presumably wearing swim trunks). Sounds logical.

Residents of Denmark throw plates at the front doors of the homes of friends and family to bring everyone good luck. Going barefoot in Denmark on January 1 would be bad luck. In Spain they eat grapes to ward off evil. I wonder if drink-

Here in the U.S. we celebrate the new year with various traditions including waiting for the ball to drop in Times Square, popping a champagne cork at midnight, engaging in a midnight kiss, watching college football and staying up past our bedtimes.

Eating black-eyed beans is a New Year’s tradition in many homes, especially in the south. The beans are thought to symbolize coins and are eaten to ensure economic prosperity in the coming year.

We don’t eat black-eyed beans at my house. We make oyster stew.

I think my husband initiated the practice. He likes oysters. I’d never tasted them before meeting him.

Now it’s become our own tradition.

In the U.S. it’s more common to eat oyster stew on Christmas Eve. I suppose we could do both, but I’m not sure we’re quite that fond of oysters.

January 1, 2017. We are ushering in a new year, with new possibilities. We tend to like things that are new. A new car. New phone.

New house. New look. A new tradition – like oyster stew on New Year’s Eve. I’m willing to try just about anything, including drinking fermented grapes, kissing at midnight and wearing bright underwear.

All’s new that ends new, as they say. But I draw the line at jumping into a frozen lake with a tree trunk.

I’ll save that one until next year.

year, my Prince and I make lists of where we want to go along with being open to what lies unexpectedly ahead. We plot and plan our days off and vacations and “big” events knowing that just hanging out and being happy is enough.

Playing GLAM Scrabble with friends, taking a hike in the woods, walking the Womanspace labyrinth, getting a pedicure, a fine glass of wine with my beloved….those are not things we put on a wish list but they are things that matter and that last. I look forward to kayaking the lake in the summer as much as our upcoming Valentine trip to Paris.

My outlook for the year ahead is that it will be even better than last year. Every year builds on the successes and lessons learned of the past and we only go forward. I know more professional milestones are to come and I will delight in the joy of them. I know my honey and I will grow closer and share new experiences. I know we will enjoy time with our offspring. Did you get everything on your Christmas list? Remember the days of getting the Sears Christmas catalog and having to wait your turn among siblings to slowly flip through the pages and jot down your wish list? Ah, memories.

Even as a newlywed, I remember getting the JC Penney and Sears holiday gift catalogs in the heat of July. I wouldn’t pick out dolls or record players, but I would sigh over pretty home furnishings and other items that caught my fancy.

We no longer get those fat tomes of pretties tossed on our doorsteps or shoved in our mailboxes, but I still get a few magazines and catalogs brimming with beautiful things. It is calming for me to sit and quietly peruse, no matter what time of year.

It’s not about wishing I had those things anymore. I’ve had and still have plenty of pretties. Getting lost in the pages simply takes me out of my head and plops me in to a state of appreciation.

“Oh, look at that! Oh yes, I like this!”

I talk to myself and sometimes dog-ear the pages to return to again.

As much as I love the simplicity of condo life, a fabulously appointed old home with charm and character (and a fairy tale forest) can never be totally ruled out. My love of old homes and decorating is just part of me. I wander around online and look at beautiful places and am glad I don’t have the upkeep. A taste is enough.

There is something about the start of a new year that sends us backward in our thoughts too. I remember fondly the ghosts of Christmas past but I don’t long for those days.

My sons didn’t use a catalog to make their Christmas lists, which were always pretty simple; money, gift cards, the latest gaming system.

Back then I was a strict stickler about video games and now I love how my grown sons talk to each other nearly every day as they play games online across the time zones.

Bonds form in all kinds of ways, including computer games.

List making can still be a good thing. With the advent of the new

The Addison Trail wrestling team recently swept a quad hosted by Glenbard South to up its dual-meet record to 8-5.

Addison Trail defeated Elk Grove 49-21, Glenbard South 48-20 and Wheaton Academy 66-18.

“We had a good day,” said Addison Trail coach Rob Serio late last week. “It was a good quad. At the beginning of the season, we wres-

tled some tough team. The first three weeks of the season didn’t get any easier. Now we are starting to wrestle teams who are more equivalent to us.”

In other recent action, the Blazers downed York 38-26 in a West Suburban Conference crossover match.

“That was another big win for us,” said Serio.

And Addison Trail also won its annual District 88 showdown with neighbor Willowbrook. “We’ve had some big wins lately,” said Serio.

Addison Trail’s success has come with nine freshmen or sophomores in the varsity lineup.

The Fenton wrestling team ran its record to 11-0 overall after three recent victories against Proviso West, Rolling Meadows and St. Charles North.

Fenton defeated Proviso West 55-6 and scored a 40-21 win over Rolling Meadows, plus a 45-22 win against St. Charles North.

Dylan Butts, Angel Nava, Isaiah Brock, Ivan Rodriguez, Oz Virgen, Jerry Gutierrez, Kacper Piskorz and Jeremy Piskorz each won two matches to help Fenton record the three victories.

Earlier, Fenton took 15th place at the prestigious Rex Whitlach Invitational hosted by Hinsdale Central, a tournament that is regarded as one of the top events in the state. Fenton was missing four starters.

Butts won three matches and made the finals in his weight class, where he lost a close 3-1 bout to a Stevenson wrestler.

Nava won four matches at 138 pounds and placed fourth. Kacper Piskorz took fifth at 132 pounds, while Anthony Park was eighth at 195.

Michael Bailon (106 pounds), Jerry Gutierrez (160 pounds) and Kyle Higgins (170 pounds) also won matches at Hinsdale Central.

Through late last week, Nava sported a 19-4 record. Butts was 173, while Kacper Piskorz was 13-2. Rodriguez was 12-4, while Nikko Castaneda was 10-3. Brock had an 11-6 record, while Virgen was 7-2. Jesse Galeana was 6-2. Bailon and Ryan Mencini each had nine wins. Jack Butts was 5-2, while Jeremy Piskorz was 10-9. Danny Ramirez had six wins.

Through Dec. 26, Fenton was ranked ninth in the state in Class 2A

by Illinois Matmen/GEI wrestling apparel. Fenton has competed in three tournaments, taking first at its own event, fifth at the Waunakee (Wis.) tournament and the recent 15th-place showing at Hinsdale Central.

Nava was ranked fourth at 138 pounds in Class 2A. He won the Fenton tournament, took third in Wisconsin and fourth at Hinsdale Central. Nava wrestled at 145 pounds in Wisconsin.

Butts was ranked sixth at 182 pounds in Class 2A. He was first at Fenton, third in Wisconsin and second at Hinsdale Central.

Kacper Piskorz was ranked No. 8 in Class 2A at 132 pounds. He won the Fenton tournament and took fifth at Hinsdale Central.

Mencini was an honorable-mention recipient at 145 pounds. He was second at Fenton and fourth at the Wisconsin tournament.

The young kids have been around the sport for a long time through the kids’ club and the Headlock Wrestling Academy. They can wrestle. It’s not like we have a bunch of first-year wrestlers. I knew these guys could step in right away. The only thing I wasn’t sure about was how they would take not winning every match. They’ve taken it well.”

Serio noted the team’s 106- and 113-pound sophomore wrestlers are examples of youngsters who have developed at the varsity level over the last two years. Guillermo Juarez wrestles at 106, while Christian

Arellano is at 113.

“They are both tough kids,” the coach said. “I tell the kids here are two guys who took their lumps as freshmen and now they are handing the lumps out. Both of them have pretty good records this year.”

Serio also lauded the efforts of Brian Reyes (138 pounds), Nick Skamra (170 pounds) and David Hernandez. “Brian is doing a nice job for us and Nick is only a freshman. He’s placed at both tournaments at Lake Park and Prospect,” he said. “David Hernandez is our heavyweight wrestler and he’s done a nice job as well.”

Skamra was second at Lake Park.

Overall, Serio likes what he’s seen

so far. “There are growing pains,” he said. “But they listen to what we are saying and that’s all you can ask for. I knew we would be similar to last season and maybe a little better.

We’re definitely better this year and I’m excited because we have most of these kids for the next three years.

We’re looking forward to that.”

Addison Trail wrestles Fenton today in a non-conference match and then returns to WSC Gold Division action next Friday against Leyden.

Addison Trial is 1-2 in WSC Gold action thus far with the win against Willowbrook and setbacks to Morton (42-18) and Downers Grove South (43-22).

Willowbrook boys basketball team wins Glenbard West tournament Warriors turn up defensive pressure to improve to 11-1

The Willowbrook boys basketball team’s red-hot start to the season continues.

The Warriors went a perfect 4-0 over the holidays and won the Glenbard West tournament title. It was Willowbrook’s first Glenbard West title.

The Warriors started the tournament with a 67-56 win over Wheaton St. Francis. Willowbrook led 16-4 after the first quarter.

Ethan Schuemer led the Warriors with 21 points and seven rebounds.

Marshawn Phillips had 20 points, while Matas Masys added 13 points.

“We had good balanced scoring,” said Willowbrook coach Chris Perkins. “We did a good job defensively.

We had 12 steals and forced 17 turnovers. We did a good job with our pressure defense and getting steals and turning them into transition baskets.”

Willowbrook then downed Glenbard South 61-53. “It was close at halftime and then we had a big third quarter,” said Perkins. “We were able to stretch things out in the third.”

Schuemer led the Warriors with 11 points. Neil Paxton Jr., Freddy Clay and Masys each had 10 points. Ryan King added eight points, while Phillips had seven points and Matthew Myers had five points.

“We had a very balanced attack again,” said Perkins. “We had 16 steals. We didn’t shoot the ball that well, but we had a lot of easy baskets because of our transition game.”

Willowbrook then downed Lake Park 63-55 in overtime to move to 3-0 in the tournament. “This was a different game,” said Perkins. “Lake Park held the ball and delayed and made us play defense for a minute straight it seemed like during their possessions. We stepped up defensively in the overtime. We came out strong and hit a 3 or two. The overtime is only four minutes so they had to start pressing and we were in the bonus. We won it from the freethrow line.”

Phillips led the Warriors with 21 points. Schuemer added 18 points, while Masys had 13 points. Clay finished with eight points.

Willowbrook won the tournament title with a 67-61 victory over Glenbard West. “This game was a little different as well. They ran a 2-3 zone and zoned us the entire game,” said Perkins. “Teams have gone zone before against us, but not for an entire game. They didn’t run man one possession. Our guys did a pretty good job against it.”

Willowbrook responded by hitting eight 3-pointers in the game.

Masys had 15 points, while Phillips added 12 points. Myers finished with 10 points, Schuemer had eight points and 17 rebounds.

“Ethan did a great job for us,” said Perkins. “He had seven offensive rebounds. He was very active.”

Perkins has been impressed with Willowbrook’s uptick on the defensive end. “Defensively in the tournament we were getting a ton of stops,” he said. “We’re a pretty athletic ball club and we’re able to push the ball and get out in the open court. We’ve done a good job converting our defense to offense. I’m very pleased.

Willowbrook improved to 11-1 overall with the win. It was the team’s second tournament title of the year following winning the Stagg Thanksgiving tournament.

Schuemer and Phillips were named to the all-tournament team.

“This is probably one of our best starts ever,” said Perkins. “We’ve won two championships and we’re sitting pretty good in conference at 3-1. Things are headed in the right direction. I couldn’t ask for more. We told the guys to stay hungry. We took a couple days off over the holidays and hopefully we’ll come back and hit the ground running.”

Willowbrook returns to action Jan. 10 at home against Leyden in a WSC Gold contest.

“I’m also very pleased with the balance we have,” said Perkins.

“Ethan is our leading scorer, but when teams do a good job and try and take him out of the game, a lot of other players have stepped up. We have other options when things get difficult. We know we can get it into Ethan for an easy basket, but we also have plenty of other players who can put the ball in the hole. We have nice balance. If one guy is having an off night, his teammates will be there to pick him up.”
