Oct. 18 4:53 a.m. – observed a vehicle parked in the parking lot of a closed business on West Evergreen Parkway. Vehicle was unoccupied. Everything appeared OK. 9:56 a.m. – open field between the water town and high school there is a bicycle on East Court Street. Officer picked up.

4:16 p.m. – backpack left on playground on North Jackson Street. Officer checked and didn’t find it.

5:13 p.m. – observed a tree snapped on the terrace on South Stonefield Road. Email sent to DPW. 9:03 p.m. – a vehicle has been parked at the business for a couple months on North Wisconsin Street. Contact with key holder who stated the vehicle will be sold in a couple weeks.

10:58 p.m. – checked the registration of an occupied vehicle on East Commerce Court.

Owner came back with a Racine County warrant. Subject matching description returned to the car and identity was confirmed. Subject confined in the jail.

11:55 p.m. – alarms going off on East Commerce Court.

Officers found an open door.

Cleared the building and key holder was contacted.

Oct. 19 12:47 a.m. – officer found door open on East Geneva Street. Cleared the building.

1:21 a.m. – found open door on West Hidden Trail. Searched building, all OK. Officer secured door and left tag.

3:53 a.m. – found an open door on East Walworth Street.

Checked businesses and all seemed OK. Able to re-secure.

8:10 a.m. – vehicle with expired plates parked on the street on South Broad Street. Tag was left to remove the vehicle.

9:45 a.m. – noticed unattached trailer in the street on East Pinecrest Lane. Told owner to place in the driveway.

11:17 a.m. – subject called to report debit card was lost and then used in Elkhorn on West Walworth Street.

4:22 p.m. – officer observed and removed debris in the roadway on North Cranberry Street.

8:56 p.m. – alarms east entry door and south door on East Geneva Street. On arrival the business was secure. Key holder responded and interior was checked. All was fine.

Oct. 20 12:25 a.m. – found unlocked door during building check on East Centralia Street. Officer went through building and all was OK. Contacted key holder.

4:35 a.m. – observed vehicle with headlight out on Evergreen Drive. Stopped vehicle and issued verbal warning.

10:49 a.m. – subject brought in proof of insurance and officer signed off on written warning on South Lincoln Street.

10:56 a.m. – complainant came into the PD from South Baker Street. Had been gone for a week and Trump sign had been stolen. Just wanted it reported.

2:11 p.m. – two-vehicle accident on South Lincoln Street.

Woman charged with selling meth in Elkhorn A preliminary hearing was scheduled for Nov. 3 for a Lake Geneva woman charged with selling meth in Elkhorn.

Christine M. Reins, 36, was charged Oct. 29 in Walworth County Circuit Court with three counts of delivering methamphetamine, one count near a school.

According to the criminal complaint, police conducted controlled buys of meth from Reins in Elkhorn on Aug. 3, Aug. 18 and Aug. 21. The Aug. 3 transaction took place at Speedway, which is within 1,000 feet of Jackson Elementary School.

Man apprehended after spinning ‘donut’ A preliminary hearing was scheduled for Nov. 3 for a Winnebago man charged with a fourth drunken-driving offense in the Town of Delavan.

Alan H. Bauer, 44, was

charged Oct. 29 in Walworth County Circuit Court with operating a motor vehicle while intoxicated, fourth offense; and operating a motor vehicle with a revoked license, first offense.

According to the criminal complaint, Bauer was apprehended at about 9:35 p.m. Oct. 29 after he “spun a donut” in a parking lot at Delavan Drive and Summer Street then aggressively pulled out and initially would not pull over for police.

He smelled like alcohol, had bloodshot, glassy eyes and slurred speech, admitted drinking a six-pack and “a couple of drinks after that” and said he probably shouldn’t be driving, according to the complaint.

Bauer was convicted of drunken driving in March 2001, July 2005 and October 2017, and his license was revoked as a result of an alcohol-related offense.

Man allegedly stole girlfriend’s truck A warrant was issued Oct. 30 for the arrest of an Illinois man charged with stealing his girlfriend’s truck.

Brian D. Kutinac, 43, of Crystal Lake, Ill., was charged Oct. 30 in Walworth County Circuit Court with driving or operating a vehicle without the owner’s consent.

According to the criminal complaint, a truck was reported stolen Sept. 4 from a home in Walworth where a woman said she’d allowed Kutinac, her boyfriend, to borrow her truck, but he failed to return it. The woman said she called Kutinac about 30 times but he did not answer her calls.

The woman’s truck was found Oct. 14 in Lake County, Illinois, and Kutinac was driving it, the complaint states.

Hearing set for man charged with grabbing girl’s butt A status conference was scheduled for Wednesday for a Delavan man charged with grabbing a 9-year-old girl’s buttocks at a Town of Delavan home in 2019.

Bradley B. Grossman, 35, was charged May 7 in Walworth County Circuit Court with first-degree child sexual assault, which carries a maximum penalty of 60 years in prison.

A final pretrial conference is set in his case for Dec. 3. If no agreement is reached, a threeday jury trial is expected to take place Dec. 14 to 16.

According to the criminal complaint, a woman had left

her children at the home of a friend, with whom Grossman lives, while she went shopping on Black Friday. When she and her fiancé returned to the home, Grossman was following her around, and the woman’s fiancé saw Grossman cupping his hand under the woman’s buttocks like he was going to grab it, according to the complaint.

When the couple was discussing the incident, the woman’s 9-year-old daughter told them Grossman had touched her on the butt when she was upstairs alone with him, according to the complaint.

The girl said she went upstairs to look for a kitten that was hiding in a room where Grossman was playing video games, the complaint states. When she was on her knees and elbows reaching for the kitten, she said Grossman touched her on her “bad part,” which referred to her butt, according to the complaint. The girl’s sister said she went into the room to retrieve her sister because their mother had arrived and saw Grossman’s hand near her sister’s buttocks, the complaint states.

The woman who lives with Grossman reported the incident after Grossman threatened to slash her tires on Jan. 2. She said she and the girl’s mother had discussed the incident and decided to “wait it out” and see if anything new came of it, the complaint states.

Grossman was convicted of burglary of a building or dwelling in Walworth County in 2010 and sentenced to eight years in prison and five years extended supervision.

2:45 p.m. – two televisions and a desk out by the curb on East Hartwell Street. Belong to the neighbor and they moved out informed it now becomes her responsibility. It will be taken care of by her garbage collection day.

6:39 p.m. – traffic stop for speeding on West Hazel Ridge Road. Driver did not have current proof of insurance. Written warning issued.

Oct. 21 1:46 a.m. – officer observed a vehicle with the parking lights on at North Patricia Street.

Made contact with the owner who was unaware.

7:16 a.m. – subject dropped off at wallet found at the Mukwonago Walmart. It was brought to the Elkhorn Police Department as address is Elkhorn. Will be returned to the owner.

1:53 p.m. – dispatched to meet with employee who found a needle on West Market Street.

Disposed of in sharps container at fire deparment.

10:48 p.m. – officer took theft complaint over the phone on South Wisconsin Street.

Caller stated that someone was in residence that they know but don’t associate with stole $80.

Subject lives out of jurisdiction so officer will follow up next shift to check possible suspect residence.

11:42 p.m. – officer observed vehicle that stopped mid-block then continued and stopped at a green traffic light on North Washington Street. Observed vehicle make a wide turn to go to the ATM. Officer pulled up behind vehicle and approached driver admitted to not having a drivers license. Officer noticed stumbling speech and glass bottle on passenger seat. Initiated

traffic stop driver failed tests and was arrested for OWI.

Oct. 22 8:52 a.m. – crash involving a semi on South Washington Street. Officer arrived and observed a Jeep in the roadway.

Driver of the semi stated an oversized load was turning in the intersection and he had to back up to make room and struck the Jeep. Stated he did not see the Jeep behind him.

10:49 a.m. – subject soliciting on South Lincoln Street.

Subject does not need permit as asking for money for religious organization.

11:29 a.m. – dispatched to assist with funeral escort on West Walworth Street.

12:37 p.m. – subject going to business trying to sell paintings on North Wisconsin Street.

Officer checked area and did not see anyone matching description.

12:39 p.m. – observed couch out by curb on North Wisconsin Street. Attempted to make contact but tag left.

3:49 p.m. – observed a vehicle speeding on West Hazel Ridge Road. Vehicle stopped and driver verbally warned.

5:47 p.m. – caller reports finding a dog that has been neglected on East Court Street.

Has phone number on collar but would like officer to intervene. Officer picked up the dog and returned it to the owner. Advised to get the dog to the vet by end of day Monday or further action may be taken.

8:12 p.m. – observed subject had gas can in hand on East Court Street. Officer made contact stated his gas gauge is broken and he keeps extra gas in the bed of his truck. Ran out of gas added fuel to tank and was on his way.

10:23 p.m. – subject in ER needs a transport on County Trunk NN. Officer transported subject back to residence with no issues.

Hearing set for man charged with assaulting girls A status conference is scheduled for Dec. 17 for a Lake Geneva man charged with sexually assaulting two girls.

Colin F. Hoagland, 31, pleaded not guilty Aug. 13 in Walworth County Circuit Court to three counts of first-degree child sexual assault; attempted first-degree child sexual assault; attempted incest; two counts of exposing his genitals; exposing a child to harmful material; causing a child younger than 13 to view or listen to sexual activity; and trafficking a child.

If convicted on all counts, he faces up to 413 years in prison.

According to the criminal complaint, the girls, ages 7 and 10, slept over at his new apartment on Wisconsin Street in Lake Geneva on March 7. The girls said they got scared sleeping on a pullout couch and went into their uncle’s bedroom after Hoagland offered the 7-year-old a butterscotch candy to do so, according to the complaint.

While in Hoagland’s bed, Hoagland turned on pornography, and asked the younger girl to perform a sex act, the

complaint states.

The next morning, the girl was lying next to Hoagland on the bed, Hoagland was watching pornography, and put the girl’s hand on his genitals, according to the complaint.

The girl described another incident at Hoagland’s Stone Ridge Drive home in Lake Geneva when he pulled his pants down while looking at naked pictures on his phone, and another occasion when he exposed himself to both girls, according to the complaint.

The younger girl described another occasion when Hoagland offered the girls money and candy to do a fashion show naked for him, the complaint states. The girls declined, according to the complaint.

On another occasion, Hoagland touched the younger girl inappropriately over her clothes when she was 6 years old, the complaint contends.

The 10-year-old girl described the same incidents and said she refused to touch him, according to the complaint.
