Village seeks policy on use of public resources By Gail Peckler-Dziki CORRESPONDENT

A Parks and Recreation Department lifeguard keeps a vigilant eye on the crowded children’s area at the Antioch Aqua Center in Williams Park, 741 Main St., on Friday. The hottest weather of the summer passed through the area last week with temperatures reaching the 90-degree mark on several days, complimented by a stifling humidity and occasionally heavy rains. The center, now in its third year of operation, offered welcomed cooling to both adults and children during the heat. For more information about the Aqua Center, call (847) 395-2160 or visit the Parks and Recreation website at www.antioch.il.gov/parks.cfm.

The Antioch Village Board on July 15 directed Village Administrator Jim Keim to draft a policy regarding the use of public resources for private activities. Keim said there are limited public resources and residents have questioned the activities of public works staff that may be setting up for an event hosted by a local organization when streets need repair. “We don’t have any guidelines,” Keim said, “There is no policy that says that I am authorized to direct public resources such as the use of space, public works labor and police for civic group events.” When Antioch Mayor Larry Hanson opened the floor for comments during the Committee of the Whole meeting, Trustee Ed Macek was the first to weigh in. “Some are laying this at my door,” he said. “I took issue with a questionnaire sent out by the Antioch Firefighter’s Association asking candidates where they stood on the ambulance referendum.” That letter, Macek said, had

a return address and phone number for Fire Station 1. The issue was brought up to the Village Board in February and Hanson instructed Fire Chief John Nixon to make sure the association had its own phone number and post office box. On June 1, resident Vincent Accardo was back before the board, asking why a fundraising letter from the fire association still had the return address and phone number of the station. It was evident that no change in address or phone number had been made. Keim said that this issue, along with other questions, brought the issue to the forefront. Village Attorney Bob Long said the candidate questionnaire was political in nature, and using the village address and phone number raised an ethical question, the fundraising letter did not. Macek said the firefighters’ association and the fraternal order of police will purchase items that the village can’t and he recognizes the importance of these groups, but believes there
